002board wanted to extend our condolences to our elementary school teacher lindsay mccoy and her children who um tragically lost their husband and father about a week ago so if we could just all keep them in our thoughts and prayers now and in the states ahead next looking for a motion to approve the agenda as presented by motion to approve the agenda as presented or it's been moved and supported any discussion hearing none all those in favor aye aye aye aye opposed motion carries next looking for a motion to approve the consent agenda a motion to accept the recommendation of the superintendent to approve the consent agenda as presented in the attached documentation support okay it's been moved and supported any discussion mr walmsley i'll start with the personnel report uh since we've last met as
003the board we had four resignations monica nicalapolis lisa rand both media specialists want the elementary school one at the middle school and barbie and james kasich who were lunch aids at willa lee elementary school we also had several new hires since our last board meeting rebecca christensen a preschool aide at lee elementary school each other student shelly igerly uh covered 19 building aid that helps out at the high school adriana fletcher who is a covert 19 uh building aid as well as a one shade at willa lee nicole george first grade teacher at will ali kaitlyn mangan a third grade teacher stephanie nichols copic 19 building aid at will lee elementary school crystal alum uh gsrp associate teacher at will lee chelsea myers the coven 19 building aid at willy kaylee turnin turning child care
004lee elementary school jennifer jones covered 19 building aid at richmond high school i don't believe any of them are here i'd receive no questions regarding the um claims and accounts or comments on the minutes does anybody have any comments or questions i just have a quick question um do we do uh the individuals that um resign do they indicate like why or anything like that at all like if it's personal reasons or what what it is the catholics indicated uh dealing with the covet 19 and personal reasons for them uh mrs rand's indicated that her students are doing the virtual option for her and i'm going to be honest and mrs nicholopoulos sent her letter a while back um and i don't believe it stated in in the letter um i'd have to look at
005the letter so i'm not 100 sure on that one okay yeah i saw that letter so yeah it did not and i do have a paper copy the letter that uh for all board members that she dropped off at the board office so i haven't had a chance to see you again anybody else okay we just want to wish those that have left us well and welcome all that have joined uh richmond schools it has been moved and supported all those in favor aye aye opposed motion carries next our bond update okay um i made a couple tweaks to the the backup information that i uploaded to the website so if you're currently looking but the content pretty much the same the athletic complex is uh 99.99 complete the uh the old um blocks where
006the that were around the tree that we had to take down uh that will be filled in with cement this uh this week so it's in time for the game on friday the um to be settled so that will complete our athletic complex the first game was played last week soccer game and the first home football game will be this friday against armeta with that as we know the duty of the executive order and the mhsa guidelines there is a limited capacity to the complex um so after talking with uh board president pelto the other day we're going to hold off on doing the ribbon cutting ceremony one of the thoughts we had was possibly doing something in the fall where we have a have an open house of all the buildings as well as
007the uh maybe the first game so we will plan something for the community to kind of kick off it but um at this point because of the restrictions we're going to hold off on that part of it at the elementary school construction continues this week there was a two-week pause i asked the contractors to hold off being with staff coming back and setting up and the amount of um traffic that the first week always provides our schools uh we held off but they are starting back if you go out there today you'd see a lot of the the dirt move for the footings to be put in place for the for the um for the new additions as i mentioned before the temporary egress and outside walkways have been installed around the building and in
008the building uh middle school and high school we finished the page turn walk through last week we are planning on the september 24th to give the board an opportunity to provide input on the drawings for the middle school as well as the high school we will also be presenting the grounds the parking lots on sidewalks the reconfiguration of roads etc um to get board input on that one ryan you said the 24th did you mean the 28th that meeting yes i do for some reason i keep having the 24th i said that to several board members already the 28th that board meaning the regular boardroom 28 thank you um the uh parking lot roads will be phased in over two summers so the the map you'll see is what we anticipate doing in the first
009summer of summer of 21 and the second summer of 22. um the just as a note the fire alarms clocks and pas we pulled out of the elementary bid um we are going to re-bid that out as a district-wide so that we have consistency in all three buildings with the systems that we're choosing um we are meeting actually this week to talk about the clocks and pa systems in terms of getting the specs out there but those will all be installed as they would have been in the elementary over this next summer [Music] next summer the interior renovations for the middle school high school and elementary school all be taking place so literally as school gets out we will be taking over the buildings to start the renovations so um next summer's gonna be a
010busy summer around here and that's it for bond update does anybody have any questions uh brian i just do um with respect to the football game friday night and i i know that mr reinhardt has talked before um about the the camera and people having the ability to watch the game live stream is there any update on is that is that ready when it's going to be that is being installed tomorrow by dat and if everything goes well our plan was to announce it um that you can actually log in and see it i know um there's been some um a couple teasers out there for people who know about the camera but our plan is it's in being installed tomorrow so we want to make sure it works before we publicly announce that you
011have that option so i believe if everything goes well tomorrow mr reiner will put something out on our social media and begin getting that message out there okay all right thank you anybody else okay thank you next moving on to our presentations the first one is the legislative impact on the fiscal year 2020 budget and the fiscal year 2021 cares act funds okay i am going to um share the screen um our goal between mrs chad and i is um as you know um in july and it showed up in our august state aid payment uh for last year 1920 school year or otherwise known as fy20 budget the legislators cut us 175 per pupil so we want to show you that impact and then the second thing is we're going to move to the
0122021 budget otherwise known as the fy 21 budget to show how they increase uh using federal stimulus dollars us 350 dollars per pupil and where those funds have been allocated so i i'm going to share my screen and then i'm going to turn it over to mrs shad who will walk through the uh the fy 20 impact okay after the um board did the final budget amendment to the 19 2019-20 budget the legislature took some action that reduced our per pupil funding um in our state revenue category by 175 dollars per pupil you can see brian is highlighting that it's in the orange color we are going from just over 11 million in state revenue down to 10.8 million and then it also reduces our total revenue by the same and it's about 255 000
013and we didn't make any changes to the actual expenditure section because it just affected our revenues so if we skip down toward the bottom it shows our general fund shortfall increased by that 255 000 to 347 thousand 180. it brings our ending fund balance to about just under 500 000 and reduces our fund equity percentage down to 3.29 when you take fund equity divided by total revenues and for early warning which is fund equity or fund balance divided by revenues adjusted by restricted revenues that's our some of our state revenues are restricted like gsrp and all of our federal revenues are restricted so that leaves our early warning legislation or early warning percentage under five percent at 4.2 percent now what i will say is as we're preparing for the auditors to come in in
014a couple of weeks there'll be we'll be making final adjustments journal entries i expect that actual shortfall in the general fund to be probably less than half of that 347. um so maybe around 150 180 000 and if you have any questions on that short and quick and just as a reminder board usually when when you approve the budget in june um there are many accounts that still have money in them that we are waiting for bills to come through applying uh payroll that occurs over the summer accruing payroll etc so there should always be a little left in every account that makes our ending a little better than what we anticipate um because we typically do budget conservative we try to because we don't want to have a a larger problem so as uh
015mr shad indicated that this is good we anticipate it when you get the audited amount which is typically in the um i believe the first media in november is typically when the auditors come to you we anticipate this to be half and if you think about that if we didn't have that per pupil cut we would have actually been better off much better off than we were so with that i'll turn it back over if you have any questions about fy20 anybody okay all right then we will go into fy 21. can you see the fy 21 tammy on your screen yes i can okay sorry okay again we started the first two columns are what we just went over for the 1920 year the lighter yellowish orange color on the far right it's the
016impact of the legislative changes on the 2021 budget since we adopted the budget back in june and we did not change state revenues those stayed the same there's no highlighting yellow they're still at just under 10 million federal revenues in exchange for the 175 cut they increased the coronavirus really front relief funds by 350. um so that gives us another and ten thousand in federal revenues um then in the purple the next line down um under coronavirus really funds district covid costs um that was about twelve dollars and thirty two cents per pupil which gives us about seventeen thousand nine sixty four in federal revenues and then we also received an esser formula grant of 188 thousand um the gear funds which was the governor's um money that she took to allocate to districts that
017had higher above 50 percent free and reduced lunch count our district falls in about 31 so our district is not eligible for any of the gear funds so that's why that shows a zero but we go from 108 i'm sorry 857 000 in federal funds um to 1.5 million in federal funds and our revenues go from 15 million 192. i'm sorry 148.35 in the original budget to 15 million 553 which is again that same it's about 700 000 increase i just want to remind the board in this original budget this state revenue is based on approximately 12 students down and a 700 per pupil cut as of today we don't know what our per pupil amount is um we do know that the revenue in the school aid fund could eliminate that 700 dollar per
018fee look if the legislature and governor decide that but just you know that that number is based on 12 students down and the 700 per pupil cup correct so i will go down to the bottom as you see we had we have not changed anything that the board has already approved but when you get down to the bottom part of this document and i did upload this to the website this is chad and i were working on it reviewing again this morning um make sure we've captured everything you will see there are various color codes and this is where we have allocated the dollars so these expenses will officially be in the budget when you approve the budget amendment um so for instance the 510 000 dollars this is how it's been allocated uh to
019date we have the camera system that we put in the classroom it was a little about 146 total when you complete everything in the project a hundred thousand that came from the grant we received from the uh executive office through the macomb intermediate school district between cleaning equipment cleaning solutions personal protective equipment such as mass gloves shields etc we spent about 47 000 when you include payroll fica and retirement the workshop rates paid to teachers to work on the back-to-school plan the training that we provided prior to school starting uh compensating teachers who went to the isd for school schoology training so forth totals about 000. we've made a purchase of of carts with cameras for music and pe teachers to be portable be able to go outside those have not yet arrived but we
020did make the purchase that's about 9 000. um oh to the 9 000. the um building subs when you include the the rate we pay to edu staff plus their daily rate and the increasing over the days we have approximately two for building uh that equates to about thirty seven thousand dollars uh i'm probably going against what tammy likes to hear because i'm rounding down and i probably should be rounding up um but it's about thirty seven thousand the coven 19 aids we've hired them we have two per building the hours that they have um depending on on the times that they work some buildings have a few more because of the the timing that they're in the building um but that totals when you have the payroll fight in retirement another forty thousand dollars
021the signage that was around the building the stickers on the bathroom mirrors the walls the doors the stickers on the floor and so forth paid about five thousand dollars uh the letter of agreement to return a um regarding the virtual learning and instruction with the rea was about thirty seven thousand dollars the cost of the laptops that you approved at the last board meeting for grades two three and four was about 117 000. the bags and cases which are between the two of them together total about twenty thousand dollars of the pumps and sprayer pump sprayer supplies we have pumps that we spray down um bus seats uh playground equipment etc um the supplies that go with it is about 2300 classroom wipes we've ordered we've made two orders and we've received one from the
022isd um was totally about 18 000 which leaves us about 78 thousand dollars of unallocated dollars now that we've calculated everything that has come in and ordered um i put on here or we put on here a little note because depending on administrators calendars their current calendars have them working more days than their contract requires them to um but some some administrators are swapping out days and as we go through and work towards that on the days that are over we would have to pay them additional um so that would have to come out of this dollar value when you go to the second one which is the anticipated use of the 103 section 2 of the district covid which we got about 12 per pupil in this dollar value we have a lot of
023cleaning solutions and two of the um clorox 360 machines we have five of them in the district two of them came out of these dollars three of them came out of this dollar value up here and those are now actually brian the other three came out of the 188 000 that you'll go over next i apologize thank you you're welcome i see it right there that's fire um that's about 17 000 the 188 we talked about during the budget process um we have one counselor one fte of a counselor is being paid out of this grant um we're in the budget that has a 700 per people cut we reduced one counselor and and brought it kept the same council by using the esser funds uh the zoom license for the district uh here are
024the three clorox machines that i i spoke of and the the replies for them face shields the disposable gloves that we purchased the cloth mask the disposable mask temperature check machines as you're walking in the building as well as the excuse of the individual handheld in the esser grant we are allowed to charge indirect costs which is a percentage of the grant to help offset the uh the personal hours to process all this and the business manager or processing uh judy for the pos et cetera it's just a percentage that we're allowed to in this grant you'll see there's a non-public school allocation the way the law was written it was based on the title one allocation which is a per pupil number on how many title one kids there the secretary devos the secretary
025of education guidance was to base it on title ii allocation which is of of your building enrollment that you may have heard in the in the courts that has been um i guess going up through the process of being appealed or it's been ruled that it should have been title one and so forth so the private schools know that this is their total amount but they know this 12 000 is being held i'm going to call it an escrow until everything is finalized so six thousand nine hundred dollars goes to the private schools in our district uh if the the allocations are given by title one this twelve thousand is additional dollars for the district um currently it's potentially for the um private schools we are that totals the 188 000 in yester grant we
026have applied for a competitive esser grant and the initial um allocation that we've been given if we do get that grant is for 37 700 but we do not know if we will receive that or not so basically when do you find that out i believe september 30th is the deadline to submit the grant uh my guess is it's either going to be mid to late october um depending on how quickly they work at the state department to process the grant um though i wouldn't necessarily count on that because we've heard conflicting kind of stories as we sat in on webinars we've heard that it's uh you just got to submit it and you're given it and then we've heard now it's a competitive that depending on who applies you may or may not get
027it um so what we were told for richmond's allocation wouldn't was it it was at least 37 at this point we'll we'll know in some time in october okay uh this you'll see this is the money that we were putting into fund balance from the original budget um so when you add the expenses the revenue and the expenses because for every grant dollar there's a there's an expense that's related to it it's pretty much a wash you'll see where we fall in the fund balance change if this number comes in better which we anticipate that would mean our fund starting fund balance would be higher than what it currently is reporting but we kept the numbers the same that you had approved in june any questions on the legislative impact brian you mentioned the hundred
028thousand that we got from macomb county is that listed in the revenue it's not listed as a as a revenue yet um it's um but it will be in the audit or the excuse me the amendment budget will list it as tammy correct my brother will probably be if it's coming from the isd it will be a revenue from inner school or enter they'll probably be listed as inter-school revenue yes inter-district sources sources much like we would when we used to have a iam teacher there and they would pay us the difference between our salary and our students um it was a revenue that we received but there will be a hundred thousand that will be allocated and you'll see a hundred thousand expense okay you anybody else okay thank you next uh the extended
029coven 19 learning plan for the 20 20 21 school year i am going to start by sharing a screen uh with you um [Music] in the as part of what the legislators did in um i believe it was in early august they passed after as districts were finalizing their return to learning plan the legislators added what they're calling the extended coven 19 learning plan or section 98a what districts now have to do so what you have before you is a chart that the mccomb intermediate school district put together to try to make heads or tails of this legislation so i'm going to start on the left side and work my way across through the year the first there are several deadline dates that have to be met the first one is goals educational goals which
030is what we're going to share with you tonight the district will establish all of its goals under the coven 19 return our learning plan by september 15th and i'm working with the principals we've established at least a starting point to meet compliance with the legislation um we're kind of shooting in the dark on this one because we don't have baseline data to make a goal typically when you're trying to make a goal to improve you look at how you've been performing or what you've done in the past and go from there for us it's been nine months since we've had a last data point um and so it's it's somewhat challenging to to predict what the impact of the first shutdown in the summer learning loss that we typically experience would be so that's the
031first thing brian can i just ask a question that being the case then this what we have to do what is the what is the point of it and what's the effect on us the point of it is number one we met compliance with the law so right not in des moines um really it but what what's the effect if we're talking about that we haven't been able to test students in nine months but we're putting this plan together to move forward where's how are we going to be held accountable i guess is my question through the end of this or is this just because we're in the covid and this is what we're being made to do we have to establish two goals a mid-year goal and an end of the year goal and
032we are going to be held accountable by february 1st in this middle section we're going to have to report our progress so what we are what we are what we are putting in our plan is we set some target dates based on data the last two years in some cases going back three years because of the timing of the assessment which i'm going to show you in a minute but look at how we perform we took an average so the averages last two years how did our buildings do and that's going to be our target goal to at least start with we know we may have to adjust that up or down because once we get our fall data we may be closer to it and we may need to adjust our our um our
033target higher because we feel we can meet that higher target or we may need to lower it because of the shutdown and the summer loss i mean six months of no formal school you could have we anticipate is going to have an impact on students so when you say about how is it in fact we're going to have to report our progress in february and then again we're going to have to report it in june okay are there any um have they said any like outlined any what happens if we don't meet our goals this is i would i would equate this as we are building a plane as we are flying um we get little bits of pieces each day or each week for uh kind of clarifications um as this legislature you're gonna
034see in one moment um this particular section here is problematic and so the legislatures are the legislature is already looking at adjusting that at this point there's no [Music] there's no real penalty other than we have to report it on our website and it has to be on the transparency report so the public would see whether or not we made our goal okay and so families that are shopping around or looking at that data that may sway them to a district or not if they just look at that one piece of data right but we're not maybe hopefully they're not talking about loss of funding or anything like that well angela that's really what mike that's where i was going to to what's what's the point of this at this point i have not heard
035any of that okay thank you i don't know i guess i just think it's interesting all that we had to do to get ready to start and then by a september 15th date and uh october first date all of this i don't know i just i just think it's curious i think i would um i'll speak on behalf of the district and there may be an outlier out there i think this is a lot of busy work and taking us away from our focus as a district not only richmond but others our buildings already do this in their school improvement process this is my in my eyes duplication of effort right we already look at the data we already tried to make improvement to just instructional strategy we're doing this already and reporting it to
036the state in our school improvement process that is required so i don't know the motive behind this from the legislature why this was added other than maybe it was a their part of the return to school plan where the original one that we submitted and you had to approve by august i think the 12th or something like that 15 was um was more of the governor's outline of what schools had doing through the executive order so i think i can't speak to them but that's that's my speculation um as we keep going in the legislation we had to pick an assessment that was approved by the michigan department of education nwa is one of those approved assessments and we're going to continue doing that uh today pam daley fin uploaded students who's working this afternoon
037on that one he's got a little bit of cleanup this tomorrow but though that data will be ready for testing the buildings i would say by wednesday at the latest then by october 1st the formal plan has to be sent to the isd for approval in all of this part at the beginning it really doesn't require the board's approval at this time though i want to make sure we are all on the same page so i will be bringing it to the board so we can if there's any concerns that board members have uh we could talk about it but um and i'm gonna go over what that plan is uh and briefly and then now once october first goes this is the part that the board once it's been submitted to the isd and
038approved um then every 30 days the board has to meet and review the plan to see whether you're going to make any changes and part of the plan talks about how are you um delivering instruction whether it's going to be in person or virtual so as a board you can make changes uh every 30 days where this becomes problematic for some boards i don't see it in our calendar but where you have board meetings that have one meeting a month and let's assume with the christmas holiday break it's the first monday in december and you don't have the meeting until the third monday in january um that's more than 30 days so there's some boards are gonna have to have special board meeting just to review the plan again for our our district based on
039this calendar we typically use i don't see this as a problem we will then monitor the plan and then we will report out as the michigan department of education and stephanie requires us to report out on how we did in meeting those goals so that this gives you a kind of a quick shot of what we have to do for this year and so this is the the template that you have um the second document that you have in your packet is it literally goes through what page in the legislature and what due dates when it has to be it's more of a narrative but it's as similar as the visual that i just showed you and when things have to be done by but the actual template this is the template that was put
040out by the isd that for all districts in macomb um similar to the template that we followed um we did customize it for richmond for our return to learning plan but this is the template and in the template you fill the the information about your district these are the stuff that we're looking at statement about student engagement activities this is the educational goals that we'll speak about uh we have to include in our temple how instruction will be delivered virtually and in person uh core academic extra instruction how we're going to deliver instruction virtually uh it's more of the narratives how we're going to address students with disability uh district guidelines in consultation with the local health department um this is already in our plan how we're gonna respond so we're gonna take a lot
041of this and put it in this plan what we've already done uh student teacher interaction both virtually and in person the assessments that we're using in this case nwa uh the descriptions timeline of when we're going to give that access etc so you can see on this there this is what the statement is that's required uh there's some templates language here that is consistent with all districts and we will add to that that language this will be presented to you at the uh september 28th board meeting to be sent to the isd before october 1st for their approval and again these are the goals this is some of the template language it's similar to what we're going to look at the the goals that i'm going to show you in a minute we're going to
042follow those and then this will just be uh we may need to have to adjust them based on our baseline data which is uh also stated in here when that baseline data becomes available again how instruction is going to be delivered in person virtually digitally remote etc it's more of the narrative responses of what we already have in our return to learning plan so from that ryan i have a question i don't know if you might discuss it here coming up but will students have to take the m-step in addition to the nwa or will it only be the nwa this year they still have to take the state assessment the state superintendent dr rice has applied for a waiver but our secretary devos has indicated that she is not granting waivers for state assessments
043so just to give you the magnitude coming up in mid-october our current 12th graders will be taking the s.a.t that they would have taken as 11th graders in march to april when the school was shut down we will then follow up next march april with the m-step as well as the current 11th graders will then take the s.a.t and then we also have the psat for 8 9 and 10th graders so we still have those state assessments and and there was a request to waive them for this year um but we're not they're not currently they did not get laid the nwa assessment that we will be assessing virtual and in-person students will be taking them they'll have a schedule time for virtual that they can take them from their laptop at home so in
044front of you i believe you see this blue and green chart and this is basically the building averages at this point because this is what i kind of reference we're kind of shooting at the dark at this point we don't really know what our fall date is going to be our baseline so when we look at the mid-year goal which is using the nwa in the january time frame what we did is we looked at the last two years as a building how many kids met their percent net projection at that time it was 60 and 70 percent of the elementary buildings 56 and 59 and 55 and 58 at the high school so we just this is our goal we took an average of them it was our best guess of where we think
045kids are going to fall when you look at the end of the year goal because we did not give a spring 2020 nwa we're actually going back two years and three years and taking the average and that's how we came up with this end of the year goal you have to have it in reading and math so these are our goals as a building average we're shooting for 65 percent mid-year and 72 in reading um this is typically in the high school and i know it's going down we do see typically that trend and part of it is uh to go to your point uh board member facito the amount of testing that's done in the spring on high school kids with psat sat um and even to some extent at the middle school because
046they have a lot of assessments that go late into may it becomes much more challenging getting that growth from the mid-year to the spring and then you'll see the math goals here so basically what i do is the administrators and i sat down and met by building um they pulled their data for the last two years the last three years we said look let's at least this is our best guess for a starting point so this is what we're posting as our goals for mid-year and end of the year any questions at this point now and i'll just i know you may be thinking requests but just leave you by doing this we've met the compliance of the september 5th we've established our educational goals we'll post this on the transparency report so that parents
047will be able to see it um no fault date all baseline data we have the target goals may need to be it will be adjusted as we get that fall data it could go up or down depending on that data and just a note that we didn't give a spring 2020 nwa assessment because of the shutdown any questions or comments or i believe and i think the administrators who agree this is this is a duplication of effort this is one thing that i think with all the focus that they've had on trying to get their buildings up and running get staffed back in an educational mindset working through all the glitches that we've had to work with um regarding launching this year um [Music] we'll do it we're gonna make we'll we'll be in compliance
048but it's taking the focus away from what we really should be doing in my eyes i think uh many administrators have a different view or i i think that pretty much covers it we're learning this every day we're going through this step by step and and we'll get there so so ev every month we're going to get an update every day if we want to do something different with it or if we want to continue on do we have to vote as a board every month to approve it is that what you're saying once the plan is approved by the isd which has to be vice october then as a board you have to hear public comment on your plan you have to kind of go through your plan are we still going to do
049this or offer this and you have to kind of you have to endorse it every month and it and and part of that is you have to endorse it after there's been public comment about your plan so it would be an action means vote correct yeah not just i i i would phrase the language as the board would authorize the superintendent to continue the extended learning plan as is unless there are changes that the board wants to make okay okay this is suspicious anybody else any questions or comments so we would get the public comment and uh review the board meeting before and then vote at the next board meeting so we could consider if what people had to say about you have to review it and authorize it every 30 days so if we're
050going to bring this to you on the 28th if you wanted to follow that model uh this is virtual then on october 12th i would have to bring it back to you to review your public comment and you authorize it then on the 26th we just got to make sure that between authorizations there's no more than 30 days the legislature is look they are tweaking that to be um once basically once a month so if your meetings happen to fall 37 days apart you're not penalized or you're not out of compliance um because why wouldn't we want to do it all at the same time well that you could i could bring it to you no i'm asking i'm asking chris why because it would give us a chance to hear what the public had
051to say about the plan and how it's working for them or not working and then give administrators a chance to adjust if they need to and present something that we could actually vote on because if there were areas that needed to change for some reason it would give the public the opportunity to speak to that as opposed to them speaking to it and doing it all in one meeting is what you're saying right because you're not going to retype that section of the plan that you're presenting i guess you could do with the amendments what does anybody else think you know i just think that it's important for us to make sure that we're listening to to what they're saying about the plan and how it's working for them and if we need to consider
052adjustment then we would i prefer personally to have all our presentations the first or the first meeting and then vote the second meeting every month anyway in the hopes that we make that 30 because i'm just looking to what if we don't make the 30 day if we do it if we do the second meeting if we do it the second meeting it doesn't become an issue until christmas break until christmas break because there's only one meeting scheduled in december right would you prefer brian i would prefer to present it at a meeting and then you guys endorse it if there's issues that we're hearing i think that between what you guys hear from the community and what the administrators are hearing we're going to have to make adjustments to the plan and bring it
053to you ahead of time it it i'm trying to keep the the administrative team focus on their building what's in their building and now this is twice a week that we're pulling out to kind of look through it rather than a kind of a once a i would say once a month because it would be more than just one conversation i'm having um but that becomes our focus is okay at the end of the month let's check in how we're doing let's see it is what we've had working we need to make changes to it but i i do also realize that if you're hearing things or the public is changing or what they're looking for we would need time to react it and be able to thoughtfully put something together and recommend you so
054i i also understand that perspective yeah but if we're talking about it every 30 days then at that time like if we did it all at the same time they would be enough like with within 30 days we would be hearing feedback and whatnot and be able to make those changes for the i mean for that next time you know what i mean like it's not that long of a time that we're gonna be approving it anyways i guess is what i'm saying so like i would be okay with doing it all at one time um because we would be getting feedback and everything for 30 days maybe you guys would be i'm sure working to make changes and whatnot and then you know what i mean like we're looking at it every 30 days
055and if there was something they they say it has to be at least every 30 days if there was something that drastic if we did it at the second meeting every month and something really needed to be changed we could do it at the first week first meeting the next month it would be within 30 days yeah we can always still that's true and i guess i'm i'm i'm looking too i'm thinking along the lines you know that you have the public comment on it but where an issue that is maybe a parent issue something like that that um or are we looking at education i don't know i guess i'm just thinking if we did it all at once we hear what they have to say and i agree like what kyle says then
056within that two weeks whatever could be fixed if that's the word you want to use could be fixed by the next two weeks so we still meet that 30-day i just i just want less work for the people that are running the buildings and our superintendent for this i think part of this was for districts that chose to go virtually right off the bat all or nothing everybody's going virtually and there were some communities that groups of parents didn't didn't necessarily agree with that and so this is part of the process that if you have chosen that it gives parents and the boards to reconsider what they've done before in person we're in we're in a different situation because we have both options available you could as a board say at some point based on
057what you're hearing from health experts etc we want to begin phasing out the virtual option if that's enough if that's a way the board wanted to go um i would see that that you would let us know that that's the intent and it gives us time to figure out how we're going to phase that out in the next time we bring it back to you um but but see again we're in a little different situation because we didn't say we're a hundred percent virtual or we're a hundred percent in person we gave families an option right so are you saying that there's not going to be a whole lot of changes happening every 30 days because we're already back almost full capacity in person so it's just a matter of are we going to bring
058everybody back face to face well yeah great but that that could be just because sherry things get better you know what i mean and we decide as a board right yeah you know so anytime yeah but what i'm saying is that there shouldn't be a whole lot of changes probably everything i don't think so i don't anticipate that there's a whole lot of changes i think maybe as an administrative team we start we tweet some things because we've learned things and i can i can say all of us are learning for the last week on this whole virtual experience we've never experienced it and we're learning how to make it better um but i don't see major changes coming i don't foresee that especially this year i would envision we we keep this option for
059parents for this year because that's kind of the mindset we've all planned it cracked and i just think our plan was so thorough from the beginning that there just there isn't room for there to be drastic changes i mean every scenario was thought out i just i think like you said it's just uh it's just double kill i just uh i think it's once every 30 days should be just fine i don't think there's going to be much to change yeah that's what i that's i agree yeah and i think if we have any it may they may come at september 28th just because the first few weeks of school trying to get everything figured out so everybody's cruising along i'm good with that so the plan is i would bring this back to you
060guys at the second meeting in october well i'm gonna bring it in second meeting september for here's what we're doing here's the document we're submitting and then october 26 november 23rd and then december 14th the roughly those dates yes and and i would really ask and encourage anybody if you are hearing things of things that aren't going well let us know because as an administrative team we're trying to make this better and improve and learn from this so and then in january we'd have to go to the first meeting january 11th to keep within that 30 days right hopefully by then they'll have it the law changed so it's once a month right yes you are right okay okay next moving on our first reading of our new board of education policies through troon law
061okay um there is a lot of policies and i just want to kind of go over um just to recap when we were going through the budget process there was a conversation about moving our policies from leola to troon miola is a national company that writes policies for many states and oftentimes there's differences in within each state and so forth um and so we talked about and you know directed me to to move towards over the summer the policies written by troon so what i what you have in front of you are those policies um i've spent um four days um four half days excuse me uh going through their policy implementation training seminars in which they go through each policy the template that they've given us and the policies that you have in front
062of you is everything that is in black is what true is telling board members um this is what we we would like to see in your policy it's basically the law in many cases there are some that the law doesn't speak to a policy but it's their recommendation if you will um if we're going to change anything in black i would ask that we table that policy we review it with the attorneys what what your intent or what you would like to see it in each policy they they give us some discretion to start customizing to our district in most cases it's when we're adopting them but there are areas that are highlighted in yellow on their actual policies they highlighted in the turquoise um but i didn't want to confuse what's in the table
063of contents and what's in there so i highlighted them yellow and so forth but what i'm going to put up in front of you is the table of contents um and if you will i'll just i'm not going to put each policy up because it will take a while flipping screens but i'll just go over the policies um basically we're doing about half of them this board meeting and we'll do the other half the next board meeting the difference in troon is there are basically five sections series 1000 are basically your policy your over your mission statement your definition the 2000s which in viola was more of the zeros like 87 89 420s etc are the bylaws this really speaks to the board the role of the board the legal name the district etc the
064three thousands are the operations and finance and properties sections we're dealing with insurance uh cameras booster club service animals etc finances etc the four thousands are all the employment in neola one thousands were administrators three thousands were support staff four thousand i think was professional staff all of that is put into one section for district employment so when we're talking about any of that it's related to anybody who works in the in the district and finally you get to the 5 thousands i should [Music] which are the student curriculum and academic matter matters which deal with uh all student related issues and some of this we've already adopted like this particular policy we adopted this policy 5206 previously when we redid our student discipline process and then when you get to the end that's where
065it ends so the items in this table of content that are in red are coming up at the next board meeting the items that are in blue are the ones that i'm going to touch on at this point so i'm going to go through the policies and address the areas that are that need the board to either accept my recommendation or give me direction on what you'd like it to see so when you look through and i'll just just read the total in the policy 1101 general policy there's no changes to that one it's just the adoption we would adopt true 1201 mission statement all there is i inserted the mission statement of the district policy 1301 creation amendment and posting of district policies it will be accepting the policies written as true as written
066141 definitions i inserted the district name where it was required and that said everything else would be accepted 2101 the role of the board and board members talks about the um what the role of the board is adopting policies evaluating superintendents that are employing um on the second page of that is a recommendation that the board has some discretion on our practice is option three typically and that's the third option the superintendent signs the contract for teachers on behalf of the of the board um we give them an individual contract every year so i send out in september their individual conduct about 85 teachers they sign it i sign it they get a copy goes in their file if you chose any of the other ones either the board has to approve it or the
067president's secretary i would recommend keeping the same um the same policy as i sign him the other section is in section 7 adoption of the budget it is optional you do not have to keep this language but you could the board will maintain adequate fund reserves pursuant to policy 3202 and when you look at that policy it basically says your fund balance you would keep your overall fund balance you keep would be at seven percent and when we looked at seven percent that's a that the early warning fund balance covers around that five percent so um you when you get to that policy you can change that number you don't even have to include that if you don't want to the benefit of including this is if i want the budget that i bring to
068you has to have a fund balance of whatever you designate uh as a board so that number seven we don't need to have that option in there is what you're saying not need to have that option that's true is that you can take that out there and there's no requirement that you have a fund balance at a certain percentage so if the board does not want that and wants to keep it as broad as possible and less i guess less restrictions on the board when you're approving the budget we can take that out anybody i'm i'm good with taking it out i'm good with taking it out i'm also okay with taking it out yes i am too okay angela yes i agree okay i will i will take it out and so when you
069approve that will be gone on on the next one um 2102 the district's legal name is richmond community schools we did verify that with the school district's attorney so everything that we publish in richmond community schools and we've got to make sure that everything we submit to the state says richmond city schools 2103 talks about the district boundaries it gives our official address of the district as well as the board's official mailing address and that we are part of the macomb intermediate school district 2104 is a student representative on the board this is an optional policy as you can see by the table of content that's highlighted this um if you don't want to have this we just simply put um intentionally left blank but i know we do have a student rep so the
070policy is written to kind of similar to what we've been applying how we've been using a student rep um so my recommendation is the board would select instead of the high school student board would you select the student representative in a manner developed by the board how you guys choose to select it whether it's an interview application and the student would be selected in the fall serve one year or until they graduate so i added until they graduate because that's typically been the practice um but if you want to um just have one year terms we can just have one year term so brian are you suggesting that we as a board choose the student rep rather than the high school students well we've always we've always done it that way okay we've we've done
071we do it angela um as a interview process um usually we've got with the high school principal they get the information out we have a interview packet they fill out the stuff give it to us and there usually two or three board members sit down and interview and pick somebody so what trun originally had was high school students may select their student representative by by whatever's been developed by the building principal or student council i changed it to what the practice was in the district so if you want to keep it the way you've been i would recommend this change then how many students have applied in the past um well the one year we had we interviewed three another year i think we had about we have a couple huh didn't last year we
072have about seven five or seven no no it's it's never been more than five five kids um we did the one year um i'm trying to think of who the the oh it was haley that recommendation um there weren't really kids interested and um that recommendation came from the principal that haley was a student she was young um grade wise we had always gotten somebody that was either a junior or senior um so that's when we picked haley but um it really just depends on the school year and kids you know how they're how they're interested and it isn't angela isn't always a kid that's even on student council it's it's been kids that just i guess i just feel that maybe the student body should pick their representative rather than the board oh okay
073well i'm i'm good with how it is i think it works just fine i think it works well because it's a big commitment you know they they have to be willing to go to those um building leaders and get information well it could be an application process still where only so many people are qualified or on the ballot for lack of better words and then voted not just anybody able to be eligible i think sometimes when you make it like the students voting that position and it becomes a little bit maybe more of a popularity contest yep well that's what i'm saying there will have to be criteria of that maybe a gpa a certain other types attendance and criteria they would have to meet so that it wouldn't just be only the popular popular
074people you know up there it would be hopefully the best representative yeah and then i also feel like they normally um they would be like class president already and then so like this is an opportunity for somebody different i guess to have some kind of role like that for their student body it will is there any criteria for somebody to apply or will can it be anyone who's interested like seriously interested in anyone that's written here it would be whatever the criteria so if you guys select we'd like a student rep and you're going to do three board members you guys could get together and say okay this is the application this is the criteria we're looking for and then we put it out to the students and then you when the applications come back
075you review it yep and then interview so it's listed as as a board you can decide uh what that criteria is and and kind of the nice thing about that is it allows flexibility as the student population changes and demographic change allows you to re-look at that and maybe look at maybe there's something else you want to focus on maybe you want something somebody's going more in a a political realm rather than just anybody or someone who wants to become an elected official and that you can establish that criterion be as broad as you want or as narrow as you want and while i understand angela i understand your point i think it's also nice that the you know the kids get an opportunity to go through an interview process um it's just it's life
076learning i just think that's good for uh for kids that age because they don't really that's kind of like their first venture probably into something like that sure sure i can appreciate that for sure and the learning process involved in all that but i just i'm just i'm very you know student-centered learning so that's just you know something that i feel our high school students should be able to choose but i understand they are able to choose to they are able to choose it's a very student-centered thing that we do absolutely i'm saying i prefer giving them a chance to interview brian suggested rather than us picking that's all i'm saying even though i understand where you guys are coming from so i don't see any criteria listed on this policy so is that something
077we'll discuss or do you have something already since you've done it before yeah well we wouldn't put the criteria in the in this because the criteria could change this policy just states that we want to do this this is how it could be done and then you know as we do it because some kids we get for a couple years haley we had for three years you know it depends what year what age that we get them um but i've got from because we have lexi two years i believe it was um i can go through my stuff and i'll get everybody what what that was how how we did it because i don't know chris were you interviewing correct you you it was you and i i think the the last time they had
078to get letters of recommendation and write uh something and they had to have um i don't recall if they had to have a certain grade point average but i think they did um i will sherry i'll look through my stuff and everybody and i'll get it so everybody can can see it and um hopefully we can start having our meetings um back in person and maybe we can get going on getting um a student involved i think this year would be a really good year to to have a student voice it's always a good year but i think this year is important to get working on it so does it say i i um mr wilmsley i don't remember what you said uh does it say that it's for like a certain amount of time
079is it one year or is it just until they graduate like it's the way it currently is and again i just followed how we we've done it it's they serve one year or until they graduate whichever is greater so if their sophomore getting on they could be three years on the term if you don't want that if you want to do one-year terms and every year you you look for a new student representative you you could do that i just i added or until they graduate whichever is greater because that's what we've done in the past for the last two student representatives and i i think it works how you've got it there because let's say anything could anything could happen someone could do it for us for a year and then it doesn't work
080out maybe they get a job or something and they just can't finagle being the board rep well then they would let us know and they would that would end and then we'd have to pick somebody else but what if that's if they can't do it like if they're something like whatever gets in the way and now they're not able to do it after the first year but what if what if they're not doing a great job we're not happy with them yeah well i'm gonna tell you in all the years we've done it we've never had one but i guess that would that would work in with the criteria i guess a little thing that um i don't know i guess we'd have to we we would have to figure that out like i could
081take that language or until they graduate and change it period after june 30th the board has the discretion to extend the term so if everything's going well you can extend it another year if everything's not going well it's one year and then we start the process over well there's you know there's uh a couple of reasons why i think that maybe we should change it for a year one is being like what if you do come across someone who isn't you know um doing their responsibilities or whatever appropriately and two is as it would give then other students an opportunity like you know this opportunity um you're saying make it more of a instead of you you've earned yours you've got your spot and you're with us till you graduate that maybe it is just
082one year and then the next year with somebody different that yeah i agree sandy i was gonna mention the same thing um about making it just one year so it gives more students opportunity i mean then that person could that we had the year before could still interview and if they're still the best person for the job then we could pick them again but i kind of i think that i would be more for seeing who else is interested seeing if somebody else right would be i don't want to put the criteria that if you're not working out because that's right not right yeah we'd have to word it a little bit differently right right i think doing it every year would be would give students more chance yeah um than just you know one
083so just just check take out and end it june 30th period in in this policy and then we can work on the rest of it after that that's what i think jerry uh that's making it one year and then we can interview others for the next year yes yes yep okay okay i will make that change uh 2201 board policy and general college is it's really all the legal authority that what you have as a board and what you can do so there's no there's no recommended changes here that's going exactly what truman references several legal authority authority to enter into contracts um in here it just allows the uh board to enter into contracts again there's no changes or recommendations it's exactly as true has presented authorized to establish curriculum um there is some
084recommended changes that are all the optional stuff at this point i would recommend that you just put the reserve language as truant is recommended when there's a hole or a placeholder but on the optional stuff we um we not put in as bored probably doesn't mean we can't do it it's just we are doing what's required as far as the curriculum this deals with as you can see um health education um some of the the stuff that's recommended schools do but it's not required sex education etc and then the last one is uh there's a reserve for them the last page regarding financial literacy and the one above that regarding sign language is if someone does take a sign language course it can be the district will grant it as a high school credit um
085if they take it through a public or private high school curriculum we could have students taking the american sign language through um gen net or um let's say e2020 but that's not it i'm drawing a blank of the the uh the online company we use off top of my head but jen net is an online version that we have some students that do enroll in that 2301 is conflict of interest um that's all basically what the law says so it's just adding the date when it would be approved 2302 which is board code of ethics there's nothing in here that is um that i'm recommending it's all about the language that troon is recommending for the board 2303 uh what happens if there's a violation of the ethics there is a spot in section b
086that the board can choose you can either have the president initiate an investigation or the board may initiate an investigation by a vote again this is this is a board member violating the ethics my recommendation would be the board make the initiative to do an investigation if there is a board member who has violated the ethics but this would be something that um if you're good with that we can leave it or if you want to leave it you want to have the president initiate the investigation we can do that works for me this works okay i'm gonna get something something doesn't work if you can let me know and then we can have the conversation but 2304 is gifting it just basically says uh again um there's no recommendations by me is that that
087we will not solicit or accept anything of value um and so forth 20 this is regarding board moves 2305 board member reimbursement this is if you were to travel um you would be reimbursed like an employee would be in this district if you had costs um such as mileage or meals um potentially conferences it does say the option you don't have to have this but on number two a it talks about you will try to carp tool to avoid duplicate miles if more than one board member is going to the same place meal reimbursement those are the dollar values we use so if you're at a conference and you you're an all day and there is a meal reimbursement you will be reimbursed it does not allow for reimbursement for non-board members such as if
088you took your spouse to the conference with you their meals would not be reimbursed um this is only if it's in the budget right because we don't have a budget line for these items correct correct correct and it's the same thing with staff when we get to this is that though it says this is the reimbursement amount if there's no line item for a budget um then they wouldn't um that we wouldn't be reimbursing them or would have to come out of a student activities an internal account [Music] board member compensation uh this policy is a very short one-liner that the board members do not receive compensation to attend board meetings or subcommittees um if the board wants to receive compensation uh i would need it as its references is here we need to talk
089with the legal um we need to talk to our attorney on how that would be worded but right now it's the board members do not receive compensation 2401 deals with board member elections um and basically this is just the law regarding elections and when the elections are held 2402 talks about acceptance of the office um you'll see this is in green um i actually went to the michigan department of education there's the link right there to pull off the uh oath of office that's read and just just put it in there where you can find it when when appointed and elected board members are have to be sworn in and sign their affidavit from that aspect 2403 board members terms in office um we our board has seven members and they're elected for six years
090everything else is is there a reason why the option of four isn't considered because law is that the our our terms are six years it could be four to six years what law is that there's no it's not it can't be four to six the law was changed a few years ago our terms used to be four years they are now six-year terms why is it why is four listed on here then there there is because it used to be four there is language in the law and and i'd have to do more research on it that there allows some districts to have four-year terms but margaret is right in terms of at one point the law changed to move everybody from four year to six year term but there are some districts that have
091an exception and if that's something that the board wants me to look into further i can provide it i'd have to talk to i don't know the election law that well um but this is from trum because they represent some districts that have a unique situation for four years so they had to apply for that or something i don't know i don't i don't want to say something that i'm incorrect because i don't know much about it but there are some boards that have four-year terms um and again it could be isd boards that run under a little different rules than regular school board because they also represent intermediate school districts so i i can look into that but school we always had six or we have sex i should say um and that's why
092i just chose six on here well yeah i mean who would want four when you can have six exactly i think four would bring out more board members or maybe more people that would be willing to try it out the reason they changed the whole reason they changed the law in the first place less than five people that's why they what's that what what do you mean that's why they changed it why because sherry this is this is just my personal feeling you when you change it from four years to a six-year commitment you get people that maybe it's very difficult to commit to something for six years it's difficult to commit for four years so if you get people not interested in running for local boards then you can turn it into local boards
093no longer have control over school districts it goes above the local level and communities don't have responsibility and control over their own school districts my opinion that's why it's changed there's no other reason to do it other than to try to make it not desirable for people to want to serve their community well could we find out what the criteria is to get four years if it's possible i mean i'm just curious too just for my own curiosity i i can look into that if you want well i get i don't i don't want brian spending i mean i uh no yeah i know i could i could look it up on my own but i yeah brian you don't need to spend time on that but um i'm just curious well i i have
094a a second webinar coming up regarding policies which are the second set of policy i want to go through it one more time because okay i want to make sure so i can ask at that webinar um to get more clarification and they can send me so i have a note here to check into it all right thank you it's um i believe it's like october 7th or 8th october 8th so i won't have it for the next meeting but i can get you the information all right thank you if i google it and find the answer though i'll let you know all right um pass it on to all of us i sure will 2404 uh board member vacancies and appointments this is basically how a vacancy occurs and how you appoint which is
095basically following law you publicize it you accept resume you interview and so forth there's no recommended changes just following what truman is recommending board offices 2405. um there is a consideration for the board um believe it or not some board members the treasurer is not a member of the board um i i'm recommending choosing i'm recommending choosing option one which means all board offices the four offices you must be a member of the board sometimes some districts use their treasure as their business manager is what i was told i did not know there was an option until i went through the training so i would recommend the four offices be retained as board members on the second page um if there's a vacancy you have to appoint another board member not a non-board member that's
096the first change in b and then option c basically the first option says if there's a office secretary or treasurer uh the board may elect the members to be filled or the president may appoint members to fill is the first choice that troon is given the second choice i struck out because it references or a non-board member and that would be it on there 2406 is board offices and duties and no changes there this is what troons recommending as the the offices um the duties 2501 deals with meetings again no change it talks about the um [Music] oh i shouldn't say that on the i think the fourth page number two if a board member is absent due to um military duty you do have the allowed the uh that they don't have to physically
097be present so long as they but they can participate so long as the quorum of the board that's present is in person that's not due to military duty i'm sorry yes right yes not dude thank you not dude so if you had a reason to be absent you couldn't come to the board meeting but you still want to deliver it we have the ability that you could still deliberate vote um so long as there's a quorum sitting there at the meeting and this is assuming our the virtual meetings are we're back to normal uh letter h just says we'll follow the uh robert's rules of order as our parliamentary procedures that is optional you don't have to have that in there but since that's the what we do i i left it in there um
0982502 board meeting agendas um we typically have the we just followed the superintendent or destiny in conjunction with the board president or designee basically it's the superintendent and president that set the agenda um but there could be a situation if the president is not available she could designate the vice president um not a lot of people i would delegate other than you know from a central office other than tammy but it does allow that if for some reason i couldn't do it voting requirements 2503 there's no change you have to um it just follows the law on that one 2504 public participation the insert is how long we want public to speak i kept three minutes as a recommendation that's what we currently do 2505 board committees allows the board to establish board committees and
099on what you um depending on what you want 26 excuse me 25.06 talks about um you can choose your board meetings to be calendar years or fiscal years some boards have their boards be july 1 to june 30th we currently do a january 1 to december 31st so i kept calendar year um the optional part is what would be minimally at an organizational meeting which we talked about the election of officers the schedule the meeting and designate where meetings will be posted but you can in this language add other as the very last sentence says you can add additional organizational meeting items just clarifies the superintendent runs the meeting until the president is elected and then the superintendent turns it over to the president uh insurance we are required by law to purchase insurance which
100we do it's so basically exactly a troon has there 3102 smoking and tobacco products a drink i don't realize that that should be drugs i would change that the only change here or the options you have is you could do option one or two option one is at any district related event option two is on the back uh district may prohibit the use of these products at district related then um basically if we're if the district is running the event we don't allow smoking but we could have an event that's an off-campus event where people could smoke in that case we really can't regulate that um uh let's assume we are at um hamlin pub and they're doing a fundraiser for 10 percent of your bill and people go outside to smoke cigarettes but it's
101a school event we really can't regulate that but if it's a district event here on site there's no smoking on site so it gets so it's really our position is that any district related event where we don't endorse and promote smoking um at the very bottom um this is regarding alcohol this is another new one that i learned about that i did not realize was there um i just took it out that we don't allow any alcohol on our campuses other than if we were renting our facility for religious services that they could have alcohol during religious services um you do have the option that for non-school functions the district you could require insurance and and allow people to have alcohol on property i would recommend we not get into this and go down that
102that realm um i don't see i think that could be problematic for us is my opinion 3103 is copyright it basically is the law that we we are not going to copyright compliance um again no changes there from recommended 3104 security or school cameras and monitoring um i added the language it was not a recommendation by true but i added the language virtual classroom instructional technology because that is new for us that we allow cameras and recording devices uh visitors option a number two is it is truly optional but i would recommend that we allow people visiting our schools during instruction hours let's first report to the office we sign them in um we figure out who they are whether it's identification or many times we know the people about identification their purpose they wear
103badge and then we take them where they they belong on school property so i mean we already do that so this is just basically putting it in policy it's yes you don't have to have it in policy um i don't have any problem with it being in there i'm just looking saying we already do that correct we escort them where they where they're going uh depending on the person and their purpose um they may some if it's a um pto president who's in the often times they're there um they go to their office they do their thing they pass out things to put in the mailboxes there may not be an escort there but if it's the uh maybe the school photographer that's coming in we take them down to the area that they're going
104to be at someone who may not be there on a regular uh vision and hearing someone's taking them down to the room that they're going to be at because they may not know those are the cases where we would escort them all right and the last one is uh this policy is um regarding a safe driving record is optional i would recommend we don't put in there because we'd have to pull the driving record of every person that we um that we that drive students and often with one-way travel um it would it would be very very much impossible um the proof of insurance this is the new one um that truman is recommending or putting in the piles you can see it's not underlined that they we should be able to see or know
105that they have insurance before students get in the car so we're probably going to have to adjust our one-way driving permission slip to have you know maybe attach a copy of the insurance to it or get here that will have to be worked on in the implementation of the administrative guidelines for that uh boosters there's really no change in boosters and other supports unless they are of their own 501c we have our obligation to oversee them and allow them to use our buildings etc this is all the um there's no change there the form they are recommending that anybody in who's a booster that we have information on who are the people of in that booster group who is our contact for them so this would be a new form that we'd have to implement
106i would be recommending that on the first of friday in october we we have these collected by a lot of times boosters our officers are not elected until the september meeting so this would give us time to who is the point person for that booster the form was created by a troon law where we just identify where they're keeping their information you know if they're an external booster or an internal booster internally anybody that's doing uh has their faces their money with us in the student activities account external will be those entities that work in our buildings or operating our buildings but have their own and a separate entity 3107 music before you move on i was wondering do we happen to do background checks on the current pto members or booster clubs that are
107regularly in the school if they are our background checks are done by if there's a potential that they're going to be left with students or they will be left alone with students then yes we do if they are never alone with students and they're still under the direction of a school employee then we do not that's right walking freely through the school without anybody attending them how can we be sure they're not left alone with students um i would have to i don't know i i'll stop my head i'd have to think about that one but the current volunt the current we call volunteer forum are using those three criterias um do they still use the ichat that yeah that's the ichat that's the ijef form that we use um because we have some parents
108more at the elementary school than anything that we initially were doing eye chats for everybody that went into the school and then um when we sat down with and i don't remember if it was true or if it was collins and blah or o'reilly ran one of the attorneys several years ago that form was revised to create kind of a three-tier if they are alone with students absolutely um so like your friday folder moms who may come into stuff folders or mailboxes they may never be alone with students because the teacher's always there they wouldn't necessarily have to have a background check if there's a possibility they'd be left alone or walking kids to a bathroom yes we require a background check um use of detection dogs this is um basically allows us to do
109it um again there's no recommended changes use of service animals uh there are no recommended changes in there um it just gives guidance for service and which these are current policies that we currently have too uh non-service animals you see a lot of strike through my my recommendations go in option two which is that we allow for therapy therapy animals um and that they're not allowed except as required by daw by the law which i believe is what our current policy is 3110 is data breach and response no recommended change but how we would respond if our data has been breached 31 11 is drones again no no change or no recommended changes 31 12 hours days and days of school operation it just basically um follows what the law is that we have to
110do and uh is consistent with the mic's common calendar this is a subject of bargaining that we have to agree upon in terms of the calendar with the current subject of bargaining 3113 social security numbers the only identification there is these are who would have access to social security numbers my recommendation is adding the link which would be the payroll and benefits person in that case um and the only reason the first three are from what troon is recommending litigation um this this tells you if someone is um serving the district um that the summons should be going to the president treasurer or secretary in compliance with applicable court rules and typically if we are served with papers it usually comes some many times it has come to me that if we are in court
111and then zombie i'm just the receiver of what's um whether you like it or not they name the board as a as a on any litigation uh non-discrimination and retaliation uh again it follows what the court or the law says that we do not discriminate or retaliate technology and acceptable use um we defined uh inappropriate materials for minors as obscene child pornography and other materials that may be high it's very broad this there will be follow up with the actual administrative guidelines uh and forms that we use for the technology use agreements that we give for our students and staff brian yes on the top of that district technology and acceptable use as a spelling error and acceptable all right we'll grab it you can let me know tomorrow intellectual properties um basically is if
112it's done during district time and and effort uh if it's property of the district and i do have to say with this one any letter of agreement that are established would basically say that we're going to agree to violate the policies so the current letter of agreement allows teachers while they're capturing videos or their online learning to be property of the teachers for this year but normally anything done under district dollar is property of the district 3118 title one sexual harassment this is the new policy that went into effect august 7th the title one coordinators this would be nine you could identify more than one title one coordinator ryan title nine what did i say i'm sorry title one i apologize it is title nine um you can identify more than one coordinator typically the
113superintendent or hr person slash is your first one in the names here is just mine i didn't know if the board wanted to have two if you do i would recommend tag tammy just because you have a male and a female then depending on the situation that we're dealing with but i just put originally my name on there um because we had to have at least one person and in the past i believe tammy has been on their policies i think that should be a male and a female i agree all right so i will add uh tammy on that one and this is a uh quite extensive um i would just bring to your attention towards the end i want to take a second it's item 7d um you could uh you may choose
114to add appeals grounds if you want to um the recommendation when we went to the uh when i went to the troon is that districts do not choose this option that's why i struck this one out but if the board wanted an appeals um an appeal ground regarding title ix your sexual harassment findings you could there's the form that would be used which would be um the capsule title and again i would submit the form to um on this particular one on the form they're recommending you have one point person be the person to collect all the forms um as part of hr as being under my oversight that's why i put my name on there um you'll see the sample letters in this that true uh put together for district depending on the stage
115of the investigation and kind of uh so we don't have to guess at what needs to be in a letter it's more of a template and kind of i want to say fill in the blank of what you found and so forth 3201 is accounting um this maintains that we're going to follow the law and keep our uh their records according to the the long budgets and truth and budgeting taxation this is the one i would remove number five based on what we talked about previously about the fund now so i will delete number five of establishing a fund balance of seven percent i that that makes me uncomfortable having that in there as a policy i will um i will remove it anybody else yeah well yeah i agree we talked about that earlier
116i thought we all agreed with that we did okay i mean we want five percent right but we don't need to necessarily put it in the policy is that right that that's what i think sherry yeah you can establish as a board your practice is you want to target five percent but you um some districts have some districts have a set number in there that they will always they will they will adjust their budget and have a budget where they have a certain percentage of funding um 3203 just talks about direct deposits again there's no change recommended from troon 3204 talked about investment of funds this is where the treasurer or the director of business management are the ones that are responsible for the um investment of the funds um uh distribution of funds uh
117this would be if you we allow petty cash uh basically cash on hand to do quick reimbursement and to account for it um tammy do we do currently have petty cash in the buildings not in the in a couple of departments we have petty cash but not in every building office so this would allow us to continue having that petty cash we can choose whether we do it or not in the department that currently don't do it um but it gives you kind of a uh an area of who would be responsible for that petty cash on this one property tax levied again no changes this is exactly what turn recommended for when we levy summer taxes and millage student activities accounts these are the ones like um you know clubs uh schedule b's that
118we hold their their dollars and our responsibility to um i guess manage their funds because they are district dollars again there's no changes there it's following the public school accounting manual practices gatsby et cetera 32 8 is surety bonds um this number here on the original document you had there was a there was a blank line for a dollar amount tammy and i or more tammy has looked at the what the insurance we do have a blanket coverage for individuals um so we recommended by whatever that minimum coverage is is recommended by the insurance carrier in our case set seg or the amounts otherwise required by law and it would cover um basically these individuals um dammit do you want to speak to the purpose of sureties with the it basically covers the district if
119there's any kind of employee dishonesty with handling funds so the base of the insurance cover insurance company covers the district and they they would probably they would go after the employee to get their money back what they paid out so it's a safety net for the district um debit and credit card we do have purchasing cards um so on this one i am uh recommending option two um this would allow but we don't really use it a whole lot but allow of a disc or credit card to be used for travel expenses so for instance if we have someone going to a conference we can use the goods or if they find books at a conference they want to use we could use the card there's not a lot of people that have credit cards
120mostly it's the building principles there's a couple of schedule b positions that have district credit cards and there's limits on those cards that we give them borrowing again just follows the law if we have to borrow money post issuance and tax compliance again all of this is there's no recommended changes uh disclosure um the option is if there's a situation that a particular sister situation would impose unreasonable burdens that it could we could forego that with the advice of counsel so the only reason i i would recommend having that because the only reason why we would be able to i want to circumvent or not do this is if the council bond council agrees with us on this uh electronic transaction um this just allows the and then you you approve this every year at
121the organization but allows the superintendent business manager it's really tammy i don't i would not do any of this because i don't even know how to do this but or my destiny which would be tammy to allow for transferring funds electronically uploading etc purchasing and procurement just so this is how we award bid or we do bids and award and use federal fund there's no recommended changes or options that trum's offering acquisition of real property i would recommend you allow for section b which would allow the board as long as the board gave the parameters in a legal review the superintendent may enter or negotiate or modify a document uh if we were dealing with any real property which would be within the parameters of whatever the board said and obviously the legal counsel so
122just gives a little more flexibility for us as an organization gifts and donations um if it's a fair market value of 10 000 or less that allows me to accept that donation if it's over 10 000 um it allowed that would have to go to the board for approval that is the dollar value you can set there's a form on here that if we're accepting donations what we would fill out um on the form there is an option that if someone wanted to donate directly to the education foundation um we could allow them to um make that donation directly to the education that is optional you don't have to have that language on there i thought it was beneficial and the the during the training or the guidance there was no there was no uh
123position that the troon took on that one uh use of district property allows us to use the district property for um following the application basically this policy the the our current facility use would be the guidelines of using the district policy but this allows the policy to be our our facilities to be used for special occasions again everything in highlight and yellow is uh discretion of the um the board the option two would be the supernatural would have discretion the limit used by non-student groups um depending on what it would be used for which we currently do the fees and rentals this would be one that would more likely become a new um you would establish at the organizational meeting the yearly fees for rental so that would be something new whether it's just maintaining
124or whether it's if you wanted to increase or decrease rentals opposed to doing that during budget time well they're like i don't see why it would be anything different other than we could do it at um as part of the budget process i don't know what anyone else thinks but this is this is saying that we would do that every year so every year we would say yes we're doing something or we don't but if we're not in the middle of talking about budget we could say at the organizational meeting we're not going to do something and then we get talking into budget as the months go on and we do have to do something if you kept the current language the mindset would be that uh as we're doing the budget for the first
125six months we're going to collect one rate and the second six months we would collect a different rate potentially so when you're building the i don't have any problem doing it there i'm just i just threw it out there that would you be talking about it more when you're talking budget i would i would probably say margaret we we made if we collected a lot of revenue for rentals we really don't collect in the big scheme of things a lot of rental revenue right um but if it was a significant portion or our budget again i'm not saying what we don't collect isn't significant um but it's in the big scheme it's very small in the big scheme so does anyone else have an issue with doing it at the organizational meeting as opposed to
126during budget talks well we already have cost the prices right set now so we would just approve those the way the way yeah the way it was currently right now we bring it to the organizational name with the recommendation that we keep the same or we adjust them and the board at that time would vote yes or no on the recommendation um if you want to move it um [Music] we could say the board annually when the board approves their the fiscal budget well don't you think that we would have a better idea of whether or not we need to raise it or not when we're talking about the budget you would can it still i mean it can still be it can both can be done right you have the option of of amending
127anything that you take action on all this is this is saying is the the fees are going to be set basically january i know it's not january but january one of every year you as a board always have the option to change it based on the circumstances of the district but if you want to set them so it's follows the school year july 1 to june 30th then i would recommend saying the board annually at or when it approves and i can work on the language when it approves the fiscal year budget in june i just think that that personally i think that that makes more sense because you otherwise we would be changing it twice a year like you could and then you're got different groups paying different rates for something i just think
128that could cause a lot of problems i just think it's a budget conversation i agree so just get it done once a year as opposed to twice yeah because if you look at it we haven't we haven't changed anything with respect to that because we haven't really needed to when we're talking about budget and that's that's where it came about in the first place so i i just think it makes more sense to talk about it when you're talking budget let me um if that's a direct support i can craft some language and i'll i'll adjust it when we when it comes back during the budget season for the cycle is everyone else good with that i agree with that yes yes yes kyle yes i said yes thank you okay you did i didn't
129i mumbled yes oh is that what it was okay 3305 talks about the sale and lease of the district property again it just it gives the flexibility that i have the ability to maintain negotiate modify under the parameters that the board has given me and it's subject to legal review 3306 is construction bidding again this is basically by law what we have to do what we have to do there's no recommended changes uh construction administration um this is an optional one and it's really um there as you can see it's recommended um that if a district has or anticipates constructing a high so again i'm not recommending i'm not saying we're going to this would be for a future that it that it um or expands the high school by 20 the district um submits
130those plans to the local zoning for uh local zoning authority for review it doesn't mean they have to approve them because everything's approved by the state or school district but it allows the local and part of that is deals with the new language of if you recall i met that met with the police and fire about lee elementary school and talked to them about the edition so they had some input on what they saw we would do this this accompanied by their specific language that it's addresses a new high school or expanding a high school again number three is completely it's optional for districts that are located within a city or village so you could take three out completely but if you are going to do it they would recommend that language wait wait wait
131wait anybody's thoughts i'm good with it i think it's i think it makes sense for us to let them know the changes that are going to happen and then they can put the input in if they need to as far as fire and safety and things of that nature well it's not talking fire and safety it's it's zoning well brian i guess my question would just be the the idea for doing it you don't need to get permission from the local zoning authority so you're just you just want them the idea is just to take a look at it here's what we're doing and put that in policy i'd say that again is it it's going into policy so you submit the plan to the local zoning authority for their review for their review to
132just with the idea that says this is what the school district's doing they can't they can't stop you from doing they can't deny it they can't stop everything because the school districts fall under state jurisdiction so basically what where i could see this coming is if we were expanding the high school and there was a master plan in the city of richmond that they were going to do i don't know knock these houses down and create a park and they may say well it may make sense to move the addition over here based on the big picture master plan it's suggestions it's not that we have to do it it's more of a i would say a courtesy that we have the ability with the local um uh zoning agency to review the plans to
133see what they're doing it may also go the opposite way hey the school district's looking to expand the building we might want to consider using this piece of property that the city owns differently because now with the expansion or be able to well mason you know we don't really have that here because we're kind of landlocked with houses around um but it's more i would i look at this as more of a courtesy and i'll be honest whether this is in policy or not i would sit down with that's that's kind of what my point i'm trying to make i don't know why it needs to be in policy you the school district would have conversation and that i i just don't know the reason why it needs to be in policy that's just where
134i'm coming from anybody else thoughts i'm okay with it being in i'm fine with it being there yeah i also think that it doesn't hurt being there because what if i mean like uh like brian mentioned like they can tell you like plans they have coming up or something like that that might change things i i know that we would do that anyways but um then why not just make it policy to do it again that's not they don't make or break our decision but it's nice to get the more information the more you know you know that was my thought yeah i'm good with it i am too 3308 is distribution of materials um basically we review all advertising that go out to make sure they're in conjunction with um kind of the mission
135this policy allows the superintendent or designee so some of the stuff that i typically get really doesn't need to come to me it could be approved at the building level um and i was just giving a pto flyer their their own entity currently i approve all of them but realistically mr koshin or mr castle or mr vertel's it's part of the bill they could approve it doesn't have to go through another hurdle so um non-student group advertising may not um reference a political candidate or question valve that's optional we do that now we don't we don't publish things that are one-sided or um um go and so forth and we tried it we try to be objective on it um non-student group advertising if approved intended to generate revenue the administrative guidelines that go with
136this would be um because we're talking about average what the board's already approved in the advertising basically if it's if it's not permanent myself or mr reinhardt has the ability to approve it if it's permanent it comes to the board it's something we're going to permanently make on our on our building 300 32 3309 bus inspection we're going to follow the law on the bus specs and there's no options there uh 3401 this allows the superintendent to close delay or dismiss school due to activities health and safety and welfare of students such as weather delays etc which is currently what we do 3402 drills plans and reports we're going to follow the safety drills and reports that we have to follow there's no recommended changes there 3403 we're going to report accidents as we're required
137to do and make sure the parents notify which is what we currently do of the student apparel when there's an accident an accident report is filled out communicable diseases 3404 basically we're going to follow what's required by the health department and the fishing department of health and human services there's no recommended changes the only thing i recommend is just taking the optional we do the annual bloodborne pathogens for all employees being hired as well as each year we we remind them it's a it's a server or a video they watch online i recommend hov um this would be more for i would say custodial services that may fall into that but we contract those in our current company and our past companies dealt with this among their employees test management um we contract with rose
138exterminators to do annual pest management of our buildings and then we call them out to um when we have a increase in pest management following our current practice asbestos management a couple years or a couple years ago a couple months ago you approved me to be the asbestos management you had to appoint someone i was the person you appointed so just keeps my name in that in that appointment um firearms and weapons this is consistent with our current policy basically don't allow firearms uh we don't allow people to um carry firearms if you want to go down the path of the stuff that has strikers out i would recommend tabling this till we get some guidance from our legal uh council um basically this deals with concealed weapons our current policy is we don't allow
139firearms on campus and this this mimics it freedom of information act which is 3501 um we do not currently charge for p fees to appeal to the board you could um and then all the policies that go along with freedom of information are in the guidelines which are the next couple pages in this case kimberly elms is our point person um i work with her then to determine who gets the information what department and that we make sure it's submitted and turned in in a timely fashion but basically everything in this policy other than the first page is what's in law um they identified is who they mail the request to how they send it here and then the phone number and i realize i gotta correct the phone number i believe that's it in
140the guidelines of that all the same law there's a lot of regulations regarding the uh lawyer request records retention um it's basically what the law says we have to hold particularly if there's something that's dealing with investigations litigation or audits 4101 now we're starting to get into employment um there's a couple areas um we're dealing with general employees you'll see supervisors and administrators and superintendent 410 4101 is worth non-discrimination we're not going to discriminate against anybody based on the federal law and the protected classes 4102 is anti-harassment which includes sexual harassment again there's no recommended changes following the law that's written here in terms of how we operate 4103 is the whistleblower protection uh act it basically is our policy that we will if someone um exercises a whistleblower we will they are they basically
141are protected and that there's a third party that typically investigates this again no no changes being recommended following what truman is recommending employment complaint procedures again here we have two individuals there's a complaint against an uh board member employee or employment application believes they've been discriminated there's a process to go through the complaint there is the form 4104 which talks about what they fill out if they feel they've been discriminated or have a complaint form 4105 talks about workplace accommodations for employees with this and applicants with disabilities again we are there's no recommended changes there uh 4106 the family medical leave act we do a rolling 12-month calendar period uh rather than a um january one or do it's a rolling 12-month period so we we look back and uh for that past 12-month period
142to see if they would qualify for the family medical leave act uh everything else in here is recommended by troon and following the laws and the family fmla procedures 4107 is the military leave again there's no recommended changes we're going to follow what the law requires for military leads 4108 union activity and representation um basically this is saying that we are we're going to follow pera the public's employee relations and we we do not get involved in the union activity that's a separate entity but we won't discriminate against people because they are a member or non-member of a union again this is exactly what's recommended based on the um nlrb versus the weingarten law or the court case as well as the michigan revised school code 4109 regarding uh breaks for nursing mothers 4110 is
143reimbursement for uh breakfast lunch and dinner um i did up the lodging it was currently a hundred dollars i went to 150 because there's a lot of cases and we don't have very many of them but if there's a hotel cost for someone staying over the one 100 is very it's hard to hit in some cases so i upped it to 150 and then we approved the millage or the mileage rate excuse me at whatever the irs rate is 41 11 is professional development um if you recall the law changes that we have to offer sketches um [Music] and so we need certain things like attendance logs signing out sheets etc um none of this has changed it's all part of the law that we require for pd 41 12 extracurricular employees and volunteers um
144basically we're going to pay them the minimum wage or overtime requirements um though this addresses the volunteer and extracurricular can be paid as a stipend because you probably if you calculate the hours that some of our volunteers give some of our coaches they probably are working below minimum wage um but we pay them a stipend so 4105 deals this this section starts with administrators and supervisors it's basically who defines uh the definitions of an administrator um according to the revised school code no change is there 42 4502 talks about assignments and transfers basically it says we will apply with the collective bargaining agreements um and if it doesn't say it like bargaining agreement the superintendent has the ability to assign and transfer administrators etc but we follow collective bargaining agreements 4503 is the performance evaluation
145this is if this is law what has to be in the evaluation 45 sorry two of them 4504 the performance-based uh compensation we set merit pay basically it says we allow for merit pay um unless it's covered by the collective bargaining agreements then um we will establish in the past we set aside a dollar value and if we didn't have the dollars then we then we um didn't didn't set that apart uh recall and reduction uh this is the procedures for reducing an employee um typically it's a one year for our current um but that's a discretion you can define it by months or years discipline 4506 is um again all of this is law the only other thing that is on the back of this one that i would recommend the board doing is
146if there is discipline that results in five days or more of lost compensation that the board has the ability to review it um it's more of a safety guard to make sure the superintendent or wherever sitting in the seat um appropriately disciplined if it's more than five days it's probably pretty severe and the board should i believe the board should be involved in it but you don't have to have that one 4507 deals with termination and the process that we would go through for terminating an employee by giving them notice again in here it references the teacher tenure act and and some of the revised school codes that there are certain uh deadline dates that we have to follow non-renewal deals with the revised school code 20 12 29 which defines when we non-renew someone
147the process we have to take on the last page if it's a person a supervisor or director that does not fall under the um 29 12 29 law um basically they they're a non-instructional person um the non-renewal is a 30-day calendar notice there is a section 4600 which deals with the superintendent because specifically um you know this is the only thing the law really says that you have this one employee so it talks about the employment of the superintendent again all of this is great from troon number three is optional that you allow me which is under the current law to suspend a student up to 59 days or to expel a student consistent with 5206 which will be coming to you next week but the suspension is if you recall boards expel after um
14860 days and um after 60 days or on the 60 day it's considered an expulsion no longer a suspension and that does come to the board so basically on the expulsion i could expel a student up to 59 days i can't expel a student over 60 days by law you mean suspend there's there is some reason that you could use the word expel for less than 60 days but i couldn't expel for more than 60 days we've we've never i've never done that um and i can't off the top man i can't imagine when i would do that um it's usually been a long-term suspension and it comes to the board for the expulsion piece but there is there is in the in the law that allows the superman to expel for less than 60
149days 4602 talks about the hiring of the superintendent it basically talks about how the board will um if you conduct a search or hiring it has to be done in open meetings uh et cetera performance evaluation of the superintendent 4603 this is similar to the administrators earlier this is what's in the law and so there's no recommended changes by troon absence and incapacitate and capacity of the superintendent how the board if for some reason um i or any future superintendent becomes incapacity or out for a period of time how the board would um operate if you will 46.05 is gifts and donation the superintendent can and cannot accept uh i won't accept any or solicit any yes or personal gifts or gift giving etc [Music] allows what i can purchase but it limits those funds
150obviously i can't purchase alcohol jewelry anything is equal etc 4606 deals with discipline and termination of the superintendent again all of this is based on the law there's no recommendation 4607 is the non-renewal of the superintendent this is based on revised school code section 29 to 12 29 which basically requires a 90-day notice before the expiration of the contract again i believe that's exactly how the law is written and that is the first half of the policies aren't you all glad i told brian not to do them all in one night thank you mm-hmm as i keep looking at the clock going holy smokes but that's one of the most fun things we get to do right okay brian so those will come back to us on the 28th for the second reading and approval
151correct yes and if there's any board members as you're reading of any questions or anything please contact me i will get a response and get it back to all the board members but yes they will come back on the 28th for approval and on that meeting i will do the other half the ones that are in red okay all right thank you next our public comment the portion of our meeting if someone would like to address the board they can do so while this is not a question the answer period if you have a question that you would like answered uh you can email that question to me at mtelto at richmond.k12.mi.us and someone will get back with you you have three minutes to speak is there anyone who would like to address the board
152i believe everybody has the ability to unmute themselves well in our massive crowd tonight nobody wants to address the board okay we're going to move on to superintendent legislative update um superintendent update is school has started and i cannot thank the uh the staff the parents and the students the first week um we are um [Music] we had some hiccups which we expected particularly with the technology and being the virtual but overall i am very pleased with how school started um you know with the construction and the and the limited space around lee i would say the tenor of the parents has been positive it's been accepting and willing to work with us i just remind people please be patient please be flexible particularly with the virtual we have currently a little over 240 students
153that are opting for the virtual the decision to lock in virtual ended last friday which was the last day we could accept school of choice um so for the next basically five weeks i believe it's through october 2nd is the next window to move from in person to virtual or virtual in person um again i just want to kudos to the staff they have been positive they have been excuse me supportive um taking things with strides and they know um that we we've got some improvements to make but um it's been a really delightful start of a school year um as far as legislature um you don't know anything yet um rumor has it by september 24th is the um the day that um they want to have everything done by so we shall see
154other than that that's all i have at the moment okay thank you next item items of interest from members of the board does anybody have anything i have a question um do do we have a date uh for i know it's kind of tough right now with a lot of it being virtual and everything but do we have a date set where we're gonna start the true blue moment again in the meetings we have not okay talked about that yet um if we if we could i i'll get with brian i we could try maybe november okay or we could try second semester i guess we'll uh brian get a feel from from the administrators and that what they think but i we could probably shoot for november yep i wrote it down to follow
155up on that one anybody else i would just like to say how hey whoa whoa i the i would just like to echo what brian said that uh you know the start of the school year uh has gone smooth i've heard nothing but positive things so thank you again to to everyone that's making that possible uh secondly i'll try and say this as nicely as possible i'm not sure how we can be allowed to let our kids back in school but they can't go to an outdoor football game i just i just don't understand and i don't understand if our governor is following the science how we are making our athletes wear mass in competition which is i'm not a medical expert i just have common sense that is far more dangerous than catching a
156covet cult and i just know what you're getting when you vote for whoever you vote for all i got to say well look at you on your soapbox this evening i just like things that make sense listen i i like things that make sense too um anybody else soapbox or otherwise anybody got anything no okay then i'm gonna look for a motion to go into closed session uh for negotiations anybody i'm coming pursuant to section 8c of the michigan open meetings act i moved that the board of education go into closed session for the purposes of negotiations it's been moved and supported hearing discuss any discussion hearing none all those in favor i i post okay we are going to log off go into closed session we will be back but we won't be voting
157on anything we will just be coming back out to adjourn [Music] you
