true-blue moment it is a time whereas Board of Education we like to honor and recognize great things that happen in our district and this evening we have three true-blue moments two that have been waiting a while to get their recognition but due to the pandemic things kind of got waylaid and the third one kind of the same thing our high school art program that we wanted to acknowledge that got put back a couple a month as well so we are going to move on tonight and we are going to start with our cheerleaders and this year our cheerleading squad won the division three competitive cheer state championship and it is their back-to-back they won last year won again this year that is their fourth title that our cheerleaders have brought to Richmond High School as

a board of education we are very very pleased with the things that these girls have done what how they have put Richmond on the map where and it comes to cheerleading and just the hard work that it we know that it takes to get there we're very very proud of them this year they not only won the be whacked but they also took first in district regionals and States which is a pretty great accomplishment and it is something that they the girls and coach Mathis referred to as the triple mitten and that means what that means is each of those trophies the district regional and treatment states is shaped like the state of Michigan hence the mitten so this year our girls were able to get a triple mittens for the season which is outstanding

the girls also not only do they excel and the mat and the floor but they excel in the classroom as well and they earned a co academic all-state honor with the team GPA of three point seven one and that is outstanding as well to be able to have a group of girls that not only you're competing in a sport and all the rigors that it takes but that you can put it all together in the classroom as well is is amazing so congratulations to those girls and to Coach Mathis and the hard work that she does to get them to keep their grades good and to perform and the floor usually when we do this we have the girls all line up and we're able to show them to the cameras who they are and

it's a little difficult to do that tonight but I am going to introduce each girl individually and I know that there are some girls I can see some faces so just wave to us when we say your name but first I'm going to acknowledge our coach Kelly Mathis Kelly thank you for all that you do for the program and the success that you get these girls to accomplish and also to her assistant coaches Lauren Riggs and Melina Szczesny act we appreciate them as well and I'm going to announce the girls on the team I'm going to start with the underclassmen we have Jenna Alexander yay and we're clapping girls so that you know we're all clapping for you here in our homes and wherever Ella Ellen Riley Bart alone Samantha Bryant Gracie Ellis Aaron Hart

Jenna Jaynes Lee Hannah Giroux Victoria Keller Savannah tribbey Sarah Mikkel Asik Ava my squash poll asked to chuck ski McKenna Parker Astor little piccolo emily meows key is the bell rings and Lanie eight outstanding job ladies now now we're gonna honor our the seniors on the cheer team there are ten seniors and all but one of these the senior girls has been with the program her entire high school career at Richmond the other girl came a little late to Richmond so she didn't start off at 9th grade but I think it's a testament to the hard work when you stick with the program and as seniors you are the leaders you are the ones that have shown the way for the girls in the under classes and you have set the standard for them to

keep achieving greatness so we would like to acknowledge those seniors Julia a curly Madison Daniel Emily Mick elastic Olivia poker Nicole Oggy Gillian Maxim uke Hana Marshall Madison McEwen Noelle Riggs and Jordan Valentine congratulations ladies and something I love saying that these events power to the women girls way to go nice job I know mr. 009Luke he's a three-time state qualifier in 2019 he was a state runner-up his record this year was 42 and to his career wrestling record at Richmond High School was 169 wins 32 losses in the state finals for the championship yay did I see the thumbs up in the state final he beat Bo Ackman from Constantine was a great match I happened to be in the audience and it was very fun to watch a wrist Richmond wrestler take care of that opponent and bring home the championship Luke is also academic all-state and he is going to continue his career in wrestling at Campbell University in North Carolina where he will be a scholarship student athlete just as a just a side personal note I met Luke Davis and he probably doesn't remember about what it was

when he came to tour Richmond with his mom when they were coming here to make Richmond their school of choice and here was this young middle school kid who put out his hand shook my hand told me it was nice to meet me and I thought holy smokes I gotta I gotta follow this kid and see because this is one polite young man and it has continued that way throughout his career at Richmond Luke has always made us look good when he's out on the mat he's made us look good in the classroom and in our community and we thank you for that Luke we thank your parents for choosing to bring you to Richmond schools we feel it was a good move on their part and a good move on your part as well

so thank you as the Board of Education in a district we're very proud of you and your accomplishments and we look forward to seeing what you're gonna do after you leave here so well done Luke Davis this is Delta just real quick for the competitive cheer and Luke we do have a certificate of appreciation on the board a recognition from the board that we will be getting to you more than likely I'll just give it to a graduation this week so it doesn't get lost in the mail and so forth it's enough holding everything so we'll get that all or youth ready for Europe for all the other awards and accomplishments you have so thank you mister ronsley I didn't put that part in my notes thank you alright moving on our next true-blue moment

moment to acknowledge them and the great work that they've done our three teachers of the year this year at the elementary level are Ashley Gibson our middle school teacher of the year is Kristy Crampton and our high school teacher of the year is Joe Ogilvie congratulations to them the board thanks you for your hard work and all that you do every day to make our students successful and to turn them into great great people mm-hmm we are going to have our administrators are here and they're going to speak a little bit about each teacher so mr. Kosan we're gonna start with you if you can I see it down there if you can tell us a little bit about mrs. Gibson I like to start just congratulating all the teachers for teachers a year at

all three different schools I know it's much deserved by those teachers I also big thank you to all the other teachers even though we can only select one teacher year and all teachers are very deserving dishonor so a little bit about mr. Gibson first of all I see here so it's got some family with her size could see you know Sharon in this special moment mrs. Gibson's been teaching for seven years kindergarten the elementary some things that she really does is involved in the community um as a true leader at the school she's a mentor and I'm entered a new kindergarten teacher this year they just really helped this new teacher first-year teacher really excel in the classroom and do just great things with mrs. Gibson's leadership and mentorship mrs. Gibson's also very involved in

a PTO she goes to all the events she was the teacher representative and just recently she's been honored being nominated to be the secretary and she's really graciously accepted that the nomination so she is now the PTO secretary so kind of dual role as a teacher and as a parent so it kind of just shows the leadership that I was always involved putting students first up on her family's first you know I see a lot of the positive comments that parents did share during the shutdown when I was getting so my emails Facebook posts and just how involved she is with all the families so I have a couple of comments from teachers how cuz this really shows when teachers have comments and want to say something about mrs. Gibson just the character that she

has and the leadership she has at lea elementary so one teacher us said that she's cheerful positive always willing to share ideas and teaching strategies a leader to support staff and students and she is a student advocate another teacher wrote that she's patient always approachable and she not once made me feel like I couldn't come to earth with something she's so thoughtful and helpful she has a personality that is contagious to both her students and staff the way she interacts her students her shows that she was made to teach this teacher always her so much during the year and that she deserves it's worth this award and so much more another teacher mrs. Gibson's hard-working dedicated and above and beyond teacher she's always willing to lend a helping hand noise has a smile on her

face and mrs. Gibson's very caring patient and nurturing teacher he's well organized was always planning fun and new ways to teach lessons so this just speaks volumes about how the other staff used mrs. Gibson as leader mrs. Gibson invites teachers into her classroom to see what she's teaching so once again very proud and honored to have this recognition for mrs. gifts congratulations mrs. Gibson next mr. Bartels mrs. Crampton his second and final congratulations first of all to all the teachers and all the teachers of the year also to our our art champions tonight our cheer champions and Luke Davis with that state championship congratulations to all of you that that's that's awesome good stuff mrs. Crampton I've known mrs. Crampton for 22 years dating myself a little bit here she was a junior in high

school when I first started and that year I believe it was her junior year mr. Hamlin George and I did the Blues Brothers and mrs. Crampton went on it I'm sure at the time went on a school trip and bought mr. Hamlin and I something from the House of Blues that was Blues Brothers related that I have to this day watch the video about a year ago and I was telling her about her that I saw her in in the video with with her friends and stuff she was as involved as a student as she is as a now a community member and a teacher we're lucky to have her when she graduated I know she went down Florida for a year or so and then probably was home set came back came closer to

home taught in Yale for for 12 12 years or so and we were lucky to grab her a few years ago with all that experience she cares deeply about her students and she builds positive relationships with her students very well-respected I was she has both that she had they liked her and and they respect her and sometimes it's hard to balance both of those but she definitely has it extremely dedicated she has extremely high expectations yet she has such compassion that she's able to through those relationships fulfill those high expectations with the relationship she she builds her students and by believing in them and pushing them she tries to make math hands-on does a lot of hands-on activities it's not just your traditional sit and get and just listen to her lecture kids are interacting

with manipulatives and different ideas when you walk into her classroom she's a leader in our math department if he kind of has came in and we've leaned on her 12 years of experience in Michigan with with the Michigan standards in core she's done a tremendous job with that she's also been a big advocate for our standard based grading and each during advisory she comes up with our school-wide math activities usually steam related to keep our students engaged during their advisory lesson she comes up with them and provides all the materials for the teachers she is not a and she's also our sit School Improvement co-chair and represents the math department and seventh and eighth grade teachers she's not a stranger to extracurricular activities she you will see her at elementary events you middle school events

you'll see our high school events she is true-blue Richmond through and through and to wrap it up she's a fantastic teacher but she's even a better person and we're lucky to have her thank you congratulations mrs. Crampton next mr. castle mr. Ogilvie good evening before I start I would also like to take the opportunity to say congratulations to all of our students here that were honored our art students Luke and all of our cheerleaders gives me pride to say I get to work with these students on a daily basis and I get to see how accent excellent they are academically as well as just being great people and great athletes so congratulations ladies and gentlemen on your accomplishments well I'm here tonight as well do to honor mr. Ogilvie mr. Ogilvie comes to us he's

just finishing up his 14th year as a teacher the last four thankfully at Richmond high school as tremendous a teacher has a great positive impact on our students emotionally and academically one of those teachers that every student wishes that they had in high school because he makes those deep personal connections as well as being an excellent academic teacher just to give you the example of a kind of guy mr. Ogilvie is last year he came to Miss Berwick and I and said he wanted to start a book club at Richmond High School he was willing to stay after school on his own time just to help encourage our students to read and have discussions and he's been getting that Club going and has it going strong two years in a row now supports our students

and SAT prep class as well as English and we were looking forward to some some record breaking SAT scores this year before the coab had gotten our way so we're gonna have to wait and see those until spring but I'm sure mr. Ogilvie has got them all reading and writing where they need to be anytime you go to an extracurricular activity in Richmond High School it's not unusual to see mr. Ogilvie and his young family he brings with them so him and his kids bring a smile to all of our students and our staff by being at all our events supporting them you walk into mr. Ogilvie's class it's not unusual to see the room set up in a kind of a unique manner he takes pride in the way that he tries to make

his room model whatever scene or whatever novel that they're currently reading to see a walk in one week and it'll be a Raisin in the Sun and you walk in another week they'll be Grapes of Wrath so he has the ability to go out of his way to make the students really feel the novels that they're reading he also acts as a mentor teacher for one of our younger teachers and excuse me is one of those teachers that other teachers can really lean on as far as melting off ideas and professional development and bouncing curricular ideas off of him so mr. Ogilvie I personally thank you for everything that you've done at Richmond High School congratulations and we look forward to many more years as a tremendous teacher in high school thank you hmm thank

you and again on behalf of the board mrs. Gibson mrs. Crampton mr. Ogilvie thank you so very much for what you do every single day in the classroom the outstanding work that you do we're proud to have you as our teachers of the year now the the fun acknowledgement for two people who get to retire mm-hmm we have two staff members who are leaving Richmond schools Laura Wilson who was a title one parapro served our school district very well for 19 years and and decided to retire decided to go on to do something maybe bigger and better or whatever something maybe more relaxing I don't know Karen van ham who our high school teacher who has decided to retire she's been with us for 20 years she has given a lot to students in the

area of math and as a Board of Education we think both of you for all that you've done for Richmond schools you've been an asset to our district we've been fortunate to have you as our employees and we wish you nothing but good health lots of happiness and lots of fun things that you can do during your retirement so thank you on behalf of the board for your work at this time I'm going to ask if their administrators could say a few words for us and we're going to start with mr. koushin and he's going to talk a little bit about Laura Wilson Hey hi Laura I haven't seen you uh quite a few months so it's very good seeing you hope everything's going well you've missed quite an exciting school year I'm sure you're

I'm sure you miss all the plumbing we kappa it's very good seeing you enough congratulations on your turn so Laura started at Lee elementary as a paraprofessional back in December of just recently retired at the end of September of this year and the one thing I remember most as Laura came in to talk to with Miss and Meg Mooney myself about her retirement the one thing she always stressed is don't tell anybody just be very quiet I want to tell people when I'm ready tell people so I think those finally after she finally retired I said we have a staffing today can we and I announced it I'll be gone I won't be there so yes you can let go okay Claire so that's just in the four years I worked with her the house

personality is she can work she got things done she advocated for the students she supported the teachers any way that she possibly could and she just kind of you know stay out of the spotlight she just wanted to go to work and I know be with the kids and be able to teachers um so that was just a great person to have and Leah elementary once again I know every student that she's worked with over all the years since 1994 have benefited from having her on this further education I did have one teacher one staff member who wanted me to stay a little something on so the teacher said that Laura was an advocate or her students that struggled academically looking for ways to get them the most support possible and Laura and those her

or goal every day is to be a team player work with all the title staff sharing ideas sharing resources and what's good she had the goal of what's best for the student how can I help this to me so I'm she's like I said she made her mark on hundreds of hundreds of students so she should be very proud of her career I'm very glad I had the opportunity work past four years so Laura congratulations I hope your term is treating you well then you and your family are staying thus they develop yourselves great seeing you again you too Dave thank you so much Laura is that all you want to say or do you want to say anything else well my daughter's graduated from Richmond so I really miss Richmond I miss my colleagues

but most of all I miss a student so I'm still hanging out with little kids I'm watching my granddaughter's so maybe one of them in the future will be a Richmond student looking forward to that excellent congratulations loyalty thank you thank you mr. Castle you mean Oh mrs. Van Hamm has been with us at Richmond high score at Richmond high school for the last 20 years and kind of dropped a bomb on us all by sneaking a retirement notice in here in the last couple weeks so we're all very surprised and kind of shocked that she is a little bit jealous some of the teachers that she is on to the next adventure in her life but mr. Van Ham has been away at Richmond High School teaching math and SAT prep math and one

of the things in talking to the students and being in her classroom the last couple years that we really noticed is that mrs. Van Ham does a great job of making the students feel comfortable with math math is one of those subjects that there's a lot of trepidation and a lot of anxiety related to but anytime you walked into mrs. van hands class she seemed to make the students at ease with mathematics and I've only had the pleasure to be with her for the last couple of years but I imagine she was that way her entire career she was a tireless worker she's one of the first teachers that was at Richmond high school every morning and it was not unusual to find her there well after the dinnertime hours grading papers assisting students doing

makeup tests and just doing everything she could to help support her students her staff her fellow staff Loudoun to make mention that she was always a positive influence to her fellow Richmond high school teachers and that she was often quite humorous with her jokes on on occasion her professionalism her enthusiasm for math and learning and helping the youth of Richmond will be sorely missed as mrs. Van ham goes on to her next adventures she's much too young to sit around and do nothing so I'm sure she's probably got her next adventure already planned so congratulations mrs. Van ham and thank you for sharing your skills and abilities with our students that our staff for the last 20 years oh yeah Thank You mr. castle for the kind of words it's been a pleasure and an

honor to be part of the Blue Devil family from community member to parent volunteer to substitute teacher to a full time math teacher I would like to thank everyone that has been part of my journey thanks for the memories support and camaraderie throughout the years Richmond Community Schools will always hold a special place in my heart thank you all thank you and again Laura and Karen good luck to you and we hope your retirement is everything that you both want it to be and need it to be congratulations again and mrs. teller just a reminder that we do have the brass bell that we give our retirees yes well Loras I know is in we are waiting on mrs. Van ham so once we have them we will get them to them so they can

display it as their name engraved in their years of service to the district okay all right Thank You mr. walmsley okay moving on approval of the 2020 millage tax request Tammy Tammy yes can you hear me yes we can this is our annual millage rate renewal request we do this every year so trade requests that we send to each of our municipalities to collect property taxes for the district it's a sound murmur tax collection for our general fund our operating non homestead millage rate is at 18 mils which is the amount that is legally allowed by law and that is the same as it has been for many years in Richmond the death millage is as we you know worked in our bond campaign and I believe we said it was a total of six

point nine five mils it was five point five mils last year so it is that one point four five mils for a total of six point nine five mils and this will be for the summer tax collection and once you approve this then we send this off to and we get signatures we send it off to each of the municipalities st. Clair County and Macomb County for to do the tax rolls and just a reminder for the board and back in 2016 that nine homestead millage that was voted for a twenty year so it's set to expire in June of 2013 7 so that's a that's a good thing for the district that non-home said great okay does anybody have any questions for Tammy okay we are this is going to be an action item

later in the meeting next bond update mr. walmsley oh there's three areas I want to touch on one is the elementary addition and renovations the projected parking lot and road improvements that we'll be in in the coming drawing in scope as well as an update on the Athletic Complex so I want to start with the elementary renovations the bids have been out last Thursday myself Tammy and Jerry from off the construction managers Oh sat in open the bids we did a zoom bid opening we there was 215 contractors that were invited to bid if you recall board members at a previous board meeting Jerry went through they talk about all the subcontractors plumbing electrical HVAC vigil probably 20 different categories that people were bidding on we received a hundred and six bids that were open

which averaged to be about four to five sometimes six or seven bids for category which is a good thing of the hundred and six we were able to read a hundred and two of them four of them did not have complete packages that were required as part of the scope that was posted so currently right now akka and the district are interviewing not allowing the lowest bid but also the second lowest in each category they started the interviews today we have some tomorrow and some on Wednesday and those will be coming to you at the June 22nd board meeting to approve probably about 20 different contracts so the elementary renovations and improvements can you done if you would call the budgeted for that the 7.2 million dollars the elementary we once approved by the board

our plan is in August to be in construction of the new additions on the elementary school so that the elementary school is done in the fall of 21 it will be next school year and the majority the interior work will be done on next summer any questions on the Elementary at this point no so far the bids we don't have an exact total that it came in but they do look very favorable for the district I mean I'm the initial spoke okay let's talk about parking lots and roads I'm gonna put up a drawing for you on me and really what I'm looking for from the board is I want to talk through conceptually what we're talk what we're looking at the plan for parking lots and roads is for the summer of 22 so

next school year and next summer would be all the interior renovations coming to you in September and actual or sometime in September will be the bid package for the middle school in the high school so the back construction will be ongoing during the school year what we can do but a majority of that would be next summer next summer we're anticipating all three buildings to be completely remodeled I mean floors lighting everything in all three buildings so let me start with the drawing of the floor plan to give you conceptually what we're looking at you can see a perspective of the complex so I'll start down here in the bottom right which is Lee elementary school here you can see the building and the three additions that are going on we are looking at redesigning

the road and the parking lot one of the concerns we have is as people are coming to and from school they're crossing the road to get to that parking lot there's a lot of safety issues and concerns so what we're looking at doing is taking the road and going on the outside of the parking lot and moving the parking lot basically up right next to the building and this is about where the current bus loop is and we would move the bus drop-off to the front of the building parents would come in drop their students off and either keep going to the right or left this green space is grass we're designing it that though this parking lot will be bigger than the existing one we have there it's actually couldn't be bigger so we're

designing the infrastructure that either at the end of the bond if when we get ready to do this project we want to extend and the dollars are there we could otherwise it would be ready for future growth for a future board to make that decision you'll see repaving of the main parking lot in the front you'll see paid to repay me on the blacktop in the back of the parking lot etc when you go over to the middle school and I'll show you these in a little larger you'll see repaving of the side parking lot by the gymnasium as well as follows in the back but we're looking at adding a bus lane in front of the middle school that allows buses to be able to pull off the side and then you can continue

traffic expanding the front parking lot so both of them would be paid but this is representing the new parking lot you'll see kind of an entrance where we're looking at moving the main office doing some classroom shift for tolls will be coming those drawings will be coming very soon at the high school we had talked about one of the ideas possibly expanding the parking lot in the back we are actually looking at moving that expansion expand the front parking lot well this would just be a repave of the back parking lot a tear up and a repay in the front you'll see a quite a bit larger front parking lot I think the biggest change you'll see is the road that goes from Division straight to the campus is changing a little is no longer

a direct shot if you're coming in off of 32 you would be forced into the parking lot likes changing the parking lot to be east and west we actually gain parking spaces currently the parking lot goes north themself with the lines so someone's coming in off at 32 they go into the parking lot and they would travel around the idea is to get the traffic to move along here rather than here through the main artery of the district you'll see some green spaces what this does it allows students who are walking from the parking lot to get to the high school without having to cross the road if you've ever dropped your student off in the morning at the high school it can take a very long time to turn right or even make a

lot penny on the traffic as well as students and often times you know students are crossing between scars are going by and and it's not as safe as we would like it this would allow that green space and walkway here to go right to the main high school parking lot so what I will do is the unsure and I'm going to show you some close-ups of these so you can see okay so again here's conceptually an overlay of the high school where you see the existing parking lot and the black lines draw where the new parking lots are this gives you a little larger view of what it would look like the other piece that we are looking at adding is over here here's the gymnasium addition and the weight room adding a parking lot

over here primarily for handicapped to allow for closed or handicapped of people who enter basketball volleyball events in the gymnasium or utilizing the gym that current bus lane we would not use and it will become grass spaces so you got a sidewalk and so forth again here gives you a visual as you're coming off 32 you would turn around and travel if you wanted to cut through otherwise in main here's the middle school view what it looks like most of the parking lot is the same with the exception of this new area as well as the bus loop so you can see the parking lot expansion to allow for additional parking in the front basically a little more than double it and then you can see the bus lane with with drop-offs and so at

the elementary school here is kind of the overlay of what currently exists here's your bus loop here's your side parking lot and then you have the road that people cross to get to this which is primarily a parent drop-off this would be the new location here is our property line in right here so it gets it pretty close to the property line and puts the road could be outside this allows you all excited direct access as well as additional green spaces that you could expand for future parking lots - any questions on the parking lot or any concerns or items of interest you may want to talk about regarding this do we think we're adding enough parking lot spaces for the elementary considering the additions this parking lot and I double check the actual number

they thought I had it written down they didn't is actually larger in size than this one here than the current one so based on the flow you know parking is always an issue regardless of any any building on especially when we do a large event you know that is a possibility that as the elementary bid comes in and we look at what the middle school in high school bids come in you know things are still under budget you could reallocate because we're looking at doing this a year from this coming two years from this summit summer this part of the we could expand it that if the dollars are there everything we've done so far is right now preliminary within the scope of the budget this also has includes replacing parking lot lights with LEDs

and more energy-efficient as well as some increasing lights in certain locations so with this drawing the like the AYSO soccer fields would not be touched we would might we might have to move them back which would look at looking at this area where there's some trees and some stumps that need to be removed because there were some dead trees that were just cut down we can't see it on this map but the the discus the world-record discus actually falls roughly in the first lane of this part of this road we can eat when we met with the coaches and talk to them they you know they didn't think we were gonna have a discus that that would hit that world record it's awesome on anything so we are looking at the opposite of remove the

discus over by the addition of the high school gym what this also helps with is some of the sporting events because right here you have the JV baseball field and you have the varsity up here it does bring parking closer to those events as fest when we have games [Music] are those or you're talking the varsity baseball field no spots well will there be handicapped yeah that's you right now in the drawing these are where the handicapped are we can designate them you have to have X number handicapped parking and based on the size of the parking lot and so forth so there will be handicap parking in that parking lot to accommodate and I'll have a conversation with them to see about whether they'll have to be there by regulations or can we put

some closer to the the baseball field yeah I mean I you know Brian I've been saying it for quite a while that that is that's a really difficult area for people to get to because the way our parking lots are now and there are lots of grandparents or just older citizens who go and watch baseball games and it when we're doing this we've got to accommodate that somehow we've got to get handicap spots and make it so Grandma's and Grandpa's can get in there and park and watch those games so I would I would really like to see that be a priority okay I mean Kyle I will talk to them about the expansion of the parking lot because what we're trying to do is whatever the set budget is for the parking lot to

get as many parking spots as possible we gain in at the high school level this isn't apply up here we gain almost 40 more spots than we currently have right but the Elementary is one that we are looking at you know the infrastructure the the holy or the stormwater retention all that would be built so that it's ready for an expansion of a parking lot if we ever needed to right I don't I don't want to see the spots get too tight though I mean the ones in the in the main lab right now probably need to be a little bigger but I mean it gets pretty tight in there I have one quick question so at this current configuration for the elementary how many spots did we gain for parking you know that's what

I thought I wrote down and I'm looking through my my little scrap and I didn't only to get that to you sure I thought I had it written down on one of my sheets and probably here I'm just not seeing it but I will get that to you parking okay okay let me go to the Athletic Complex you will be getting we have a bond meeting tomorrow we're looking at some of the scope of the middle school and high school edition drawing so I'll be bringing that to the board very soon on regarding that okay with the Cobra 19 we are not that far behind we're actually on the gate to access the field and begin where they're Hall and and silver has been installed to moved over by the bus garage but I'll just

give you kind of a timeframe of what we're looking at the soil erosion permit was obtained the temporary access a gate was installed that's been done towards the mid to end of June by the week of June right we you will see a lot of work on that that site mobilizing and moving dirt out of there between the first weeks of July end of June beginning of July the first two week they'll be doing the grading and the concrete and the storm drain installation there towards the mid July to the end they'll be working on electrical work if you recall we have some electrical that is going under the field to help with tracks and the timing system the tracks used as well as if we have to have a play clock installed in me

yes that would be the regular variance for the west north end zone of the football field [Music] the completion is we're looking at the the infrastructure to be the end of July first week in August with the turf installation beginning August 3rd through the end of August I believe our first home game which is September 4th and that is our plan for it to be completed they do not you know barring severe weather that they can't work and again weather committee they are very confident that will be done on the schedule if not before so there'll be a lot of dirt that's removed from that remember all but most of the dirt that's being taken from the field is being placed behind the high school on the field between the high school and the middle

school where we level that out and then receive that in that area with the topsoil let's be taken out the rest of it will be trucked away there is some that we talking about putting over by the the soccer fields if you can make if we have to make some improvements there ays so soccer fields wrapping getting rid of it lets you to go to lunch fix any of those runs from the ground so this is um they're moving forward this is going to be a beautiful facility when all is done any questions on the field athletic field as I said I'll be bringing probably meeting me at the next board meeting I would have the drawings for the element or the city the high school and middle school middle school has taken a little

bit more because of the configuration of the main office in trying to find the security and making it everything fit conceptually we're looking at the where the art room is and the old home Akram would be where the main office and the entrance would be the main of the building and then where the current offices that would be demoed to create for classroom tools and being too brand-new our girls currently have an art room in the fourth and fifth grade wing that we might need is rollin continues to grow to expand hey thank you moving on next is the portion of our meeting for public comment it is the time if anyone would like to address the board they can do so you have three minutes to speak while it is not a question and

answer period if you do have a question you would like answered normally what we do when we are in a meeting after school we ask you to write your name and phone number down on a piece of paper but if you would like a question answered you can email it to me at mtoto at Richmond dot k-12 mi dot u.s. and myself or someone else will get back with you if you would like to address the board mister Walmsley is the one who will unmute you and enable you to talk so maybe if you could just give a little wave if you're someone that would like to speak and just introduce yourself I okay I see mr. Davis's waving there mr. walmsley so um we can go to mr. Davis first mr. Davis mr. Bosley

we can hear you awesome so my name is Terry Davis my wife is Christina and Luke Davis is my son I apologize I might take more in three minutes I'll do my best well first off I'd like to thank the community I'd like to thank all the teachers all the administrators mr. Wamsley all the coaches our experience in Richmond has been better than what we ever expected it started with Luke when he was in seventh grade and he did a wrestling camp down and he was the one that chose original Blue Devils it wasn't Christina right and when we took them down there for the school made in that he wanted to set up one of her first points of contact was mr. roms Li and as you know perception is reality and and our

reality is that he was very kind to us he shared his his card with me and my wife cellphone number instead of Fiorini I think make sure to reach out to us and I will get back with you and that's been our experience from from the entire time from the beginning and I'm sure it'll be like that one Luke's a camel camel coming forward here in the near future Lucas went from from a fine young man to a fully grown fine man his grades have been great thanks to the teachers all the support athletically he's progressed far beyond the probably what he thought he would do I have to give a special thanks and shadow to the coaches for sure coach trend coach misko all the coaches but especially Brandon day Brandon Dave from the

very beginning has been a mentor a role model and just a blue-collar kind of guy that is sort of molded Luke and into the tough intelligent kid that he is today if it weren't for him Luke wouldn't be where he's going and and we're super indebted to him again the teachers the principal's all the staff the community everybody is invested in all these young men and women and I certainly would not want to forget all the excellent athletes that were mentioned tonight Petrelli ders way to go you got one place ahead of us and we would love to have tied with that state championship with you the art programs rocked it and and that would never happen if it worked for the for the features at the school and in the community last thing I'd

like to say mister Wamsley this is for you specifically leadership as you know is not an easy thing to do there's many people who are probably on video tonight who are in a leadership role leadership is always an easy thing to do when those want to be led it's when those who don't want to be led are actually LED and maybe told her to do something they don't want to do things become difficult and it's not an easy position that you're in as well as for the board and and you know nothing comes easy if we all reflect upon either a work career or athletics you don't become great by it being easy and it comes with some calluses and some lumps and some long nights and we we appreciate everybody who's doing that for

the community of the kids and this is tell toe you're the number one wrestling fan and the Davis family appreciates you Tong and thank you for the letters in the years pass that you have personally penned our son about his academic excellence and we always look forward to getting those in the mail and those are probably the things that most don't talk about and it gets forgotten but we certainly haven't and I think Christine was looking at those the other night and we were reflecting upon all the great times that we've had and look forward to many more so thanks for opening the floor to me I think I took four minutes and 12 seconds sorry about that thank you mr. Davis anybody else and then we'll do okay and Richmond Community Schools School Board

student representative I'm incredibly thankful for the opportunities that Richmond has given me to learn and grow as a student and a leader that is why I have the courage to speak before you today I'm here to call on return Community Schools to incorporate diversity training for students in order to combat implicit bias George Floyd Brianna Taylor and Ahmad Aubrey are all black individuals who recently lost their lives due to systemic racism we as a community must take steps to reform our institutions and combat this I've leave that this begins with public education you may be aware that in surrounding school districts students have been seen on social media making racist comments for using racial slurs I'm certain that this behavior also happens in the hallways I want to make it clear that this is not

unique to those surrounding districts this is happening in Richmond as well and it is unacceptable behavior that does not reflect well on our district or what we stand for it needs to be clear that racist hateful rhetoric is not in the vocabulary of a Blue Devil as an alumni it hurts to see these racist statements and actions reflect on our district I'm calling on Richmond community schools to begin combating these behaviors by implementing education on diversity and the dangers of implicit bias and racism as well as having clear consequences for students who choose to use this racist language racism is a top behavior whether this is taught at home by friends or on the Internet I believe that on teaching this hatred should start at public education and I'm calling on return Community Schools to

begin teaching anti racism I want to be clear that this cannot end with one assembly on diversity or the freshman class reading To Kill a Mockingbird and never again discussing racial injustice or how it is present in our modern non fictional world combative a sysm must be an ongoing conversation I want to help combat racism and implicit biases however I can especially my community and my school in my previous school district that I care so much about I've collected information regarding children's books that address racism appropriate for elementary students of course notable documentaries on racial and Justices in this country that could perhaps be used for older students and articles published by esteemed universities and how to approach teaching students anti racism in public schools I would be happy to forward this information to the

school board and the superintendent after this meeting Richmond Community Schools was a wonderful place for me to learn and I want to ensure that is a wonderful place to learn for students of all races as I'm sure the school board and administrators do as well thank you for your time thank you Haley you guys do you know I just wanted to start and you know summer what my dad said I just wanted to thank you know in the Richmond community for this you know support me over the years I mean well you know none of it impossible had mr. Wong's and not giving me that opportunity I mean I don't know if some people might grasp how big that opportunity was but um for those who aren't familiar my family's from Port Huron which is

probably around 30 minutes away kind of odd to see someone transfer from that far away it kind of draws some question but um you know I saw I saw like the work ethic in the wrestling room and I saw like what was in the classroom as well and so you know I decided to make that choice and it's something I'm never gonna regret for the only rest of my life my teachers have always been you know like super supportive like you even classes that may have not have been something that I would have enjoyed like you know all the way through they've supported me regardless I mean I think that that speaks values for the Richmond community as a whole so you know I want to thank you know mr. Reinhardt mr. castle I mean

they always they always support our athletics and you know it means that I'm not just some wrestling you know they support our football team and basketball team cheer you know everything and I'm super grateful for it so that's all I have Thank You Lou is there anyone else who would like to address the board okay I'm gonna onion case people are on their phone you can tell and then i'll remute everybody especially because it was like let's see if i can be anybody else okay I was new to everybody and give me a second to go through and unmute the board Jessica needs to be unmuted there she goes it was me not you alright we're good okay we're gonna move on to our superintendent and legislative update mister Wamsley okay well I'm gonna start

with the legislative update there is no update no no news to share last I heard is there is conversations about them spending the deadline to approve the budget if you recall last year in the at the state shutdown and we went that period of time in September one of the agreements that was made was that they would approve a state school aid budget by July 1st and nobody expected the situation we were in back in September so they're supposed to have it approved by July 1 but there's no there's no movement we will keep you updated in the last two weeks as a part of the district upgrade the district held virtual award ceremonies for its students in grades kindergarten through 11th grade in total over a thousand people were logged into the zoo meetings

to air awards some grade levels it was welcomed for a hundred and so forth but in total we're over a thousand people to watch the awards I do want to thank the with teachers and the administrators in each building taking the time not only in the academic strength but there were several awards they recognized other strengths that students had and to really showcase and you know the power that has on a student self-esteem is just unbelievable so I want to thank them for that the secretaries who put the package together many of them got mailed and delivered some will get mailed with report cards if they haven't gone on already graduation will take place this week on Thursday we'll begin the ceremonies in the morning we'll be videotaping some of the choir and band students

performing the national anthem which we put in place some of the speeches that will be done on Thursday as well as mr. castle and then there's a top ten velocity on Thursday will continue on Friday at two o'clock and then Saturday from 9:00 in the morning to about 8:00 at night and then again Sunday 9:00 in the morning to about 8:00 at night so we're excited to put the pieces together I think when the final product is is produced it will be the next best thing to being in person graduation there's a lot of there's actually a special treat that we're putting in in the video and I'll just leave it at that so this Sunday and the Macomb Bailey it will be recognizing the top ten as well as the entire class of 2020

graduates so get your Macomb daily this Sunday with that district report cards go out and if they haven't been mailed some authority mailed them early but by this Friday they'll all be mailed as outlined in the district an honor but many of them have already been mailed an update on the summer feeding program as of today we have served over 55,000 meals since March 8 distribution so we are gonna continue the meal service the last couple have been lower than the initial our high point but we will continue doing the two bus routes and a pickup through the end of June July first starts the summer meal summer feeding regulations so things change a little bit and we will only be able to do a pickup at the high school or food we will not

have to bus transportations for summer feeding but we will continue the feeding beginning July 1st and going through the end of August on the website we've updated the flyer so if people are interested and encourage them to go to the website as of today the state has not provided clear direction yet for the school of what's going to happen in the fall there is several committees that they are working on recently we sent out a survey to our staff I'm very much appreciative of staff to take time to complete the survey we have a we have a little over 200 staff members when you count lunch aides teachers coaches excited a little over 200 in the district and we 143 respond in the survey so it's pretty it's almost almost a 75% rate return so

we'll be looking at that data from staff in terms of what there are concerns our starting school in the fall and so forth today we launched a survey for parents it is on the website as well as one home with school messenger so if you didn't get it in your email you might want to check their spam but you can also go to the district email and click on the link there and take the survey we are very much a pre interested in parents perspective it speaks to variety of topics such as possible alternate days half days it speaks to virtual learning blended learning up your options that we need to consider it speaks to whether students will need to ride the bus or whether they will be carpooling or walking it speaks to lunch

services child care services looking at all the aspects this would be the first of a couple surveys will be sending out over the summer we'll probably have one more in in beginning of July and then one more in August that will be looking for parent feedback as we finalize our plan lastly I would like to thank mrs. Shack and members of the high school band as well as mrs. compal they put together a montage of the pomp and circumstances for the graduating seniors so I'd like to play a portion of it for you it's pretty cool what they did so hopefully the video will be a little better then what we saw with mrs. Baga neck I don't know what happened to play fine on the computer when I just you haven't seen it is

it on Facebook encourage you to take a pen and look at it but here's for the graduating class of 2020 [Music] just something that the share is pretty cool that they put this out and they did it and the last thing I want to say is I I truly want to thank our staff you know the last eight weeks approximately have been pretty nobody nobody ever went into education deal with what we dealt with and the parents number one were completely supportive but I was I'm extremely impressed with what I saw being posted in the challenge the creativity their staff had to come up with to continue teaching lessons in ways that would engage kids remotely and you know every chance that I could at a superintendent's meaning I did a lot of bragging because

I wanted to make sure they knew about you know these are things that our staff just went above and beyond and did from the preschool teachers making deliveries to the students houses to just the the art teacher mrs. Shannon Perrine Shannon and some of the stuff she had kids doing replicating photographs and learning about artists and so forth to the various team activities and math assignments that I saw to the me it was just pretty it was phenomenal and made really proud to be a rich and blue that is my report thank you Nexus items of interest from members of the board does anyone have anything I would just like to say this time of year is usually where we get to see each other in person and awards and promotion ceremonies and and say

some thank yous in person but you know your job is not easy in a normal year and the last you know the last three months have been just yeah so thank you to everyone in the organization for all that you've done thank you for a great year and your dedication it is appreciated yeah Thank You Kyle kids as a board we we sent out a message to our staff saying those exact words and it is important I think that we say it in front of the camera and publicly how proud we are as a Board of Education for the staff that we have the people that work for Richmond schools from mr. Wamsley on down every single person in our district got us through this madness that has been these last couple months and had

worked very hard to get our students through it to get themselves through it to get our district through it so I echo Kyle's words that we are very very lucky to have all the people we do work in for Richmond schools thank you thank you thank you anybody else okay we are going to move on to our budget discussion mmm mr. walmsley okay and as we've been talking for the last couple of weeks regarding the budget I wish I had different news to say or a different outcome from the state I don't so the assumptions that you are making as a board are the best that we have based on the data that we have you know just just as a small recap you know we are looking we'll be talking about a $700 per

pupil cut that we're anticipating my hope is that the federal government is gonna come through because we are not the only state hurting but they would do another round with stimulus that would help much like they did when they did the stimulus when we hit about you know two thousand six seven eight and that those that time for you but since our last board meeting you know as we've gone through this process I've tried to highlight new new known information that we have so for instance done with the retirement of a high school teacher that's gonna allow the district to have to layoff one less teacher if the board approves this budget so in the packet that you have in front of you you'll see that reflection of that teacher's cost and putting back one

teacher from layoff it will cause some movement in the organization because someone someone with the high school certification the organization will get moved to the high school and it will create a domino effect that way but we'll have one less layoff and this pointed out here on the sheet that you have here the stuff that is in this gold color is the stuff that would be put back or changed since the last budget so for instance we had planned on laying off two people we would only have to lay off one person and potentially pay the unemployment reject this actually would be half of that amount you see here the cost of the retirement and then at least these costs when I'm not showing are everything from our FICA our retirement obligations to whatever health

care package the individual had chosen not choose you'll see in here from Schedule B conversations which in your backup we've got some conversations that both the deans at the elementary middle high school had a conversation on which is what I would like to talk also about you also have in here after that so I apologize there was conversations about the CTE program currently only have three students that chose the ent program for the 19 or the 2021 school year of those three and we have 11 students that chose as their ultimate that doesn't mean that in the scouting process they're even gonna be close to getting the alternate because some of these are unique programs that they're trying to get into so with three students in it the current program we move to be a

two-year program so those that are in it this year have completed the program so any new students coming in would be new but it would be a two-year course so that would be something the board they want to consider I have a one here right now in the Lynam because we had talked about at the previous board meeting this mister Walmsley yes can i are you are you just kind of running through are we gonna go point-to-point and be able to ask questions we can we can start on the beginning and work our way down and ask questions as we go through I just wanted to point out the the we've done the scheduling we are pretty close you'll see in the high school that are in the elementary school we are looking at right

now reducing one feature which would affect the specials allocations don't you mean those teachers would not be full-time so we can go and start asking questions on how wherever you guys want to start at the board but this is pretty much what we have done the last couple meetings and we got to a dollar value at this point if you add that new new person for putting the person back and the new is fifty one thousand that we are still expensive eating revenue at this point it was eighty one thousand when we left the board meeting last time on May 20th with this new update we're down to fifty one thousand okay board members of inner inner packets there was from mr. Walmsley five things to talk about in the first one he just went

over with the retirement how that how that affects us by having the retirement so now we have a problem of fifty one thousand dollars instead of eighty one thousand dollars so does does everybody have they're looking at that sheet that I'm talking about I think if we go down like that that might work board members yes yes okay thanks so um so I guess can we can we start with that does everybody understand what Ryan just kinda went through about what that retirement how it saves how it goes does anybody have any questions about that no that one that one's easy right okay all right the next one is the schedule B academic and athletic reductions and when we were at our meeting our meeting in May we had asked some specific questions and we

wanted the the deans of the buildings who are responsible for the academics and mr. Reinhart to go back to their staff and talk to them and come back with a recommendation so we have a recommendation and I because I'm looking at this screen mister Walmsley mr. Rhinehart is the an somewhere that he can speak to what he came up with a Athletics Khanna's Department no I'm here you're good yeah can everyone hear me scroll down to the Athletics section which is 293 so mr. Reynard if you would just kind of just for the viewing audience to see - we we set about we asked you to come back with something for us kind of tell us how you got to that point and we were looking for $11,000 from athletic yeah we did I spoke

to the coaches and I spoke to some administrators to help me with the decision we did the best we could to not affect student athletes and to not affect coaches so mr. Wang Zi and I discussed this a little bit our way to get you that eleven thousand dollars was that teams would have to fundraise their own way to state competitions so that budget for state competitions would be eliminated and we also spoke about the possibility of one-way transportation or one-way busing to two events and student athletes parents and coaches would have to have to work with each other to get themselves back to the school following events and the and the reduction and the the state final fund raising the debt dollar amount was how much that is sixty five hundred dollars okay and

the one way travel was what made travel came to five thousand five thousand okay if anybody else has questions please jump in but I'm going to start with a couple that I have mr. Rhinehart just to be clear when you're talking you in the in the memo that we got it says it states that each sport will be one-way travel every single sport that we have will be one-way travel that's what we discussed at this time yes everybody would be one-way travel including football yes ma'am okay and just just throwing this out there just so everyone understands and we were asking for some sacrifice mutual sacrifice since this is a very unsettling year that is happening with us funding wise so you met with all of your coaches and everybody was in great agreement that

was your that was your best no I'm sorry I didn't mean interrupt you but that's when we when I discussed with the coaches they had it was it was more mr. Wang Zi and administrators and I that found that the coaches were in agreement that they want to do a several giant fundraisers each athletic season they didn't really have they didn't give any ideas for cuts at that time so we're looking into right now we're looking into ways that we can fund money as an athletic program to possibly get these cuts back so that we can give to to the athletic programs that make it to the state level competitions and possibly even fund busing both ways okay but right here right now on June 8 where your your recommendation through your athletic department is

we're doing one-way travel for all sports at this time yes okay and how are we communicating that message to our parents how are we going to communicate it once the cut becomes yeah after me after June Yeah right after June 22nd when we have to vote on our budget how is that being communicated to parents from the athletic department that this is this is what we're doing it's it'll be communicated through coaches at their coaches meetings I will be sending out several messengers I'll put information on Facebook and use social media will also discuss it at all of our parent informational meetings through each season as well okay and this is just a this is kind of an out there questions statement what have you but when we did this before when we did our

one-way travel I don't know mr. Ryan hurt maybe three years ago four years ago I'm not sure how long ago it was that we did it but I know that we ran into problems in the spring where we dropped off players and weather got bad and our bus was gone parents weren't there that yet so I'm assuming that you're going to be thinking about that I know spring is a long way down the road football games don't get canceled pretty much because of weather you know unless it's lightning thunder but are we thinking about all of that absolutely I'll have discussions with that thought directors when it when the time comes and I'll let everybody know that we'll have one-way transportation that if we need emergency salt shelter that they would help us all to

that okay and then with respect to the the state competition funds you know you said that there's there's a plan of fundraising down the road but every every coach is going to understand and parents are gonna understand from the athletic department that if you make it to this level that the funding isn't there this year yes ma'am I understand okay as soon as I find out that this this is the cut that the board chooses I will be sending out messengers and will be begin we're already in talking and discussing fundraisers that we can do to support the athletic department so that those things so that the athletic department can help with those things in replenish the budget in which it's been cut one of the things that mr. Reiner and I had a lengthy

conversation with some of the funders was if we had the dollars in an internal or Student Activities account now we could use it to not have to do this cut and fundraise the back bill but we currently do not have the dollars to do that so long term wise if that's a goal that we we're going to do X to put certain dollars into a Student Activity account that's under athletics that paid for you have a transportation that would be the goal as mr. Reiner mentioned one of the items we talked about was assistant coaches trying not to affect teams and players then and our athletes we were looking at other options rather than just the personnel aspect okay and mr. Reinhart this is my last question okay um just so that I'm clear you

set out you met with your your coaches whatever they came up with but then when you sat down with administrators in mr. Walmsley that's when the the finalists if you will was the state competition money in the one-way travel yeah that's what we discuss it with administrators the coaches were all were they were very positive about the situation and they were more along the lines of what can we do to help and what can we do to earn this money so that we don't have to cut but unfortunately there there is no finances there to replenish what we need now so we need to make some type of cut and replenish it with our fundraising okay all right that's all my questions does anybody have anything for mr. Reinhart I have two questions one question

is do we normally spend six five hundred dollars a year and state competition we do not we I don't I don't believe that since I've been here we've got we've used that entire budget it's just been a portion the cheerleading team the wrestling team is the last four years that I've been here have both made made it to the state final and individual for wrestling and in team we've had track athletes that have made it to that level but there as far as I know we have not used that entire budget the last four years okay and then the other question was I know that just being a parent I'm student athlete in the past some of the difficulty was mistletoe had brought it before about just shelter for athletes should you know whether start

to break and they you know don't have covered anywhere can't typically get into the school building that's there or things of that nature so that would be a most important to me importance to me and then also about getting equipment back to the school yet it's it's gonna be challenging for some sports this is this is a conversation that I'm gonna have to have especially for track and field a lot of equipment pulls for pole vault shot puts this discus there's a lot of equipment that comes with it this is a challenge that I'm gonna have to sit down with the coaching staff and and parents and we're gonna try that we're gonna work together to come up with a plan to see what we can do to make this happen even if it's me

driving my truck down there and bringing the poles back myself we'll find a way to make a happen and this is mrs. Birds I I don't want I don't want to mislead the board from the perspective of as Chryst's talks to the athletic directors in other district and let's let's assume that the track is at any any competition where there is no shelter in place other than the bus and if we're anticipating whether we may have to send a bus there if there's no other way and and our first is what is there that we could use or the other building but I'm right there with you and the rest of the board as well as mr. Reiner I don't want to put any of our students in jeopardy and safety-wise technically if it's weather-related

right absolutely and that's my point yeah the general practice will be there's one way but if Chris and meets them and they go to place acts and they look around there is nobody place it has about we probably are going to have to send a boss to be there especially if there's a potential of inclement weather that would put our students at definitely so though the blanket it would be one way there may be exceptions that we have to employ for the safety of the students and that 6500 we typically use that as an expense in some years we've gotten close when we've had some individuals had the state competition as well as you know various of teams that made it but that's currently what's budget that we would just zero that out anybody else

okay thank you mr. Reinhardt thank you okay next we as a board we gave the same have the same request for our Schedule B academic reductions and looked we're looking for those leaders in the buildings to get with their individuals within their buildings to come up with the way to save some money we were looking for eleven thousand dollars from them as well and I know each building has something different with respect to their academics so I guess let's start with mrs. Mann Guney at the Lea school mrs. Mann Guney you're there I know you I saw you a little bit yes as I apologize I didn't think you wanted to see my kids fly into the room so I am here as far as the recommendation that that we talked about I did talk

to UM the Schedule B I offered up if they wanted to talk about it because it can be uncomfortable so if anybody wanted to you can give recommendations and the majority of the group talked about the geography B and the spelling bee and some of the reasoning for that was is that it was the first year program and it went well and it was wonderful but it doesn't serve wrists are full k3 program at the elementary that was the other reason again like I said is it was a first year so it's not something it's not necessarily a a program that's growth it's growing you're grown yet and I talk to this specific Schedule B teacher who's running that right now and she was in agreement with that as well as wonderful as it went

so if there's any other questions as to why I'm happy to entertain her Jack here real quick just to give the conduct we met as a group multiple times a night I kind of charged Becky Anthony how you talk to talk to your members could be anybody have ideas um we talked at one point about identifying schedule B's as a specific schedule missus Napier mentioned the challenge that that is it you reduced one or two of the elementary school fortunately that's a bigger hit than if we reduced one or two out of high school so we were looking at what ways balance and try to not affect anyone building more than others so I guess plan D this is Napier talked about would have been the schedule DS for geography and I know mister missus

have a plan G to but all three that the recommendation was in the packet that you have in front of you yeah I get that misses me and Guney when you when you spoke with your year group I know you mentioned the geography be in the spelling bee but part of the recommendation is just for the theater program which is k-8 just having one performance so what was that any kind of conversation you had with with the theater person since yeah you know yep yes Becky bore which actually um she kind of how did that conversation in particular although we all had input on with that program throughout the year so as Brian said um it would be a bit it would be a bigger cut at the elementary so we did look at the

Kate overall Becky if that's okay I'll hand it over to you to talk about your discussion with mrs. Graham well okay hold wait wait wait no we're gonna stay here with you miss me okay so if and okay miss miss boric did the KA die I'm slightly confused about that but since she's at the high school but what I'm asking it and and please please understand where I'm coming from this is again like I said this is something that is unfortunate for mr. mr. Wamsley would you mind just unmuting sandy Fortuna please this is this is a shared thing we're looking this is the difficult time that we're in financially and in stuff that we have to do so I'm just asking you so you didn't you didn't talk to Stephanie great Alma yourself that

went over to miss boric that's what you're saying that wasn't any conversation you you talked just with your groups in the elementary just about the geography be in the spelling bee that was the gist of your conversation with them we well I've seen that I opened it up to all Schedule B that conversation was in regards to all of Schedule B outside okay yes the theatre program but what did come out of it was the schedule or was the Geography Bee and the Spelling Bee what all clubs were discussed in that conversation okay so in that in their conversation you just you just had specifically about your clubs not anything to do with the k-8 Theater is what you're saying okay yes all right so um does well you know what I am gonna just

turn it to miss bore but just to talk about this for one second before we move with anybody else with questions that she can just clear my question up for me um yeah I think I can so as mrs. may and Guney stated on each Dean put out information to their Schedule B advisors I'm just seeking input out of that conversation I I know in my building most of the ideas were ways to gain revenue similar to the athletic fundraiser ideas and so on we then met with our admin team based on some of our individual conversations and looked at some things that probably had the least impact on students at that point I did offer to reach out to Stephanie Graham because she oversees our k12 our 912 and then our k-8 program and

I have to thank her because she is willing to pretty much put on the same amount of performances so what you probably see in front of you is a k-8 reduction so one performance right for what she's willing to do because she already kind of has it set up because of kovat it's kind of been delayed obviously but what it would be is in the fall there would be a k-12 musical so our 912 students with arcade students and then we would do a k' performance in the winter and then we would do a 912 play in the spring so we do one shared performance in two separate performances so our case students would still get that experience and our 912 students would get two experiences as well so that's kind of how that came

out of conversation okay okay excellent I don't know like I said Stephanie from she does a lot as one person so she thinks it's feasible to cut it into three performances and that k-12 performance if we can continue frozen Junior right now we have the rights for okay but because of Cova they extended those rights so just depending on what the fall looks like we might be able to run that and just recast students who either don't participate or our seniors okay so to answer your question the k-8 kids would get to performance is still in some way and then 912 students we get to performance okay all right great thank you um that's all my questions that I had does anybody else have anything they want to ask misses me and Guney or Miss

Berwick based on what she just said before we had this discussion all of the students would have gotten two performances is that correct so they're not well I guess the way to answer that Kyle is this mrs. Graham entered later into the seasons we didn't have that position filled so what she did is she ran a fall performance for 912 students it was uh through the ages which was the cabaret she then put on a workshop for our k-8 students from October November and December it wasn't an actual performance because she was just introducing different things to the kids and so on she was going to do Magic Treehouse in the spring with just k-8 and then had the k-12 musical which was frozen Junior but that got postponed so two things basically this year

have been put on the back burner but she's still looking again at this upcoming year offering two performances for k-8 and two performances for 912 but one of them would be combined so then three performance I'm confused I'm sorry okay now the idea is if we can run frozen jr. in the fall we'll have a k-12 performance so our obviously a high school students could perform with the k-8 the winter performance would be strictly k-8 and then the spring performance would be strictly a high school play which is nine twelve okay so they would be sharing one of those passes okay so one performance would be shared and if we can't - frozen jr. we'd obviously have to redo a musical with the k-12 idea okay part of that conversation was because of the Cova

was planted though the spring didn't happen and a lot of kids who want em parent who want that opinion so we basically shuffle the performances while giving the seat by not doing to K official high school and anybody else okay then I guess I'm looking at or mr. Burke Meyer if he can tell us a little bit um about his meeting with his group and what unfolded there much much of my meeting at the middle school with this couple be advisors was incur okay to least impact students immediately wanted to come up with several fundraisers and look for grants and that is something that they are going to continue to do they're going to look for a possible dance to be able to help with the funding but they wanted to do everything they could

to make sure that even some of our smaller attended schedule B's they they know that those are some of the only things that students have so they wanted to if possible not make any cuts to those we discussed the k-8 in our tram this year along with the amount that is in the budget to allow for our programs to go to a state competition if they were to make it there all of my schedule B's understood that if we were to put that up to the board that we look at to go to that fundraising model if they went to state finals and they were already on that page because I wanted to meet obviously the schedule B's that they had in the building so what he discussed as group stephanie gran because she did

the nine through twelve theater worked most closely with Miss Berwick and that she reached out to her but we did look for one performance reduction then and then the other aft or the other portion of money would be the reduction of not the total amount but an amount in that budget that for our schedule be academics our after-school propensity for programs that might make it to this competition that they would have to fundraise that portion our school programs such as band if they or the festival or ensemble why are things like that that isn't a main item so we did not want to reduce that whole line item on anything in the curriculum would all still be paid for mr. Burke Meyer for example forgive me for maybe this is not a good question but

what would be an example of a Schedule B group at the middle school that would need state competition fees for example for Odyssey of the mind in advance yeah they do have a national competition if they will go to the board and ask for that amount robotics obviously at the high school we also have that can advance okay with robotics don't we have don't mr. Wormsley maybe that's it don't we have great money there is some real fun robotics that it is best all out in the grant how those can be used and it does get reduced slightly every year based on how many years you've had a program but obviously anything we could pay for out of the camp what but anyway okay our first is it charges everything to the grant and then

whatever is locked we use out of the general fund that obviously have to match as well as there's a lot that the robotics teams pay for on their own that are separate and grant and what Jennifer and actually many of the schedule B's at our at my building thought of the robotics and the corporate donations and sponsorships and in fundraisers they're looking at that's one of the things they want to be able to see if they can even reach outside of Richmond to to keep some of those programs going especially budgets are going to get tighter they want to make sure that I'll have those offers for our students mr. ronsley is that the FIRST Tech Challenge is that how it's listed on the schedule B there is the leg lifting up at the elementary

school FIRST Tech Challenge is a robotic space anybody have any questions for mr. Burk Meyer it's you okay miss for wick yes hello again hello again can you tell us a little bit yeah well I think I mean I can tell you that again is a very similar thing I reached out to our advisors and the most the ideas were just revenue ideas but looking for true reductions that conversation came from mostly to admin team I had some minor thing suggested but things that least impact kids would be that k-8 reduction an idea that I shared with you just a little bit ago and then we looked at the state competitions obviously there are several classes that have affiliated state competitions so obviously the hope would be those that line items aren't touched but the

only one that we could think of would be the robotics piece because they fall outside of that classroom connection hey yeah because I the the curriculum stuff I that's not anything that's always been one of my biggest things but if it's part of the classroom it needs to come out of curriculum money instead of this line you know pays not only the schedule B's like robotics or spelling bee state company but it also pays for likely the people when they went to if there was expenses that went to state competition at the Lansing or in inquire if there's a course that they're going with a petition that would still mean be in the budget even as part of the required course right yes I think what we were thinking is leaving that remaining balance would

allow for those classroom competitions to still continue like you said hopefully that grant money for the robotics program would allow them if obviously they succeed like they normally do right okay does anybody have any questions for Miss Berwick okay we appreciate all four of you in the work that you did getting us answers and even a little bit of a direction on how you came to what you did so that again I asked mr. Wellesley to have you all be able to speak so that the public understands exactly what it takes what it's taking to get to the point that we have to get to so we appreciate the work that you did okay next mr Walmsley would be the the CTE the EMT program right currently in the back of yourself in the nineteen

twenty school year we had eleven students in first semester two of them were or RCS Richmond nine were others the second semester that dropped to ten students we lost one of the New Haven students that was in the program currently scheduled for next year now there should be 2021 not 2022 my apologies is we only have three students that are choosing as their first choice though we have eleven on the alternate it's very challenging to be able to match and all because some of their selections are other unique courses that may be running at the same time or they've got conflict so this is a lot lower than we've had at the beginning of years past so and I get maybe if people can remember what we were talking I know we asked about the

three students and that so those were students that would have been taking it for the first time next year and have we have we reached out to figure out what else they can take in their in their schedule we would look at what their alternate selections were and that's what missus feedback is doing it she's Owen the alternates watches and putting into the schedule so she's in the process of doing that right now yeah she's been she's been working on that because pretty much mr. castle mrs. lead back and I introduced the board and some on some occasion have had several meetings with okay let's look at run the student run the scenario now let's reduce this class because there's not enough to run it and see where those kids fall in the next scenario

so she has run that we do have one section and high school that we can reduce though I I would ask the board not to come at this moment because there are some classes that are very tight and as we finalize the schedule we may need that allocation deck to to make sure we are under class size and we aren't ya maxing out classes that number is quite different than the 2019-20 number so I don't know if I can feel like I have a real grasp on how many people are actually enrolled in the other programs now like cyber security cyber secure is a similar number well cyber security - in cyber security and cyber security one which is we simply run them together in the course we are about 20 students so that really

improves quite a bit and some of those students were students that even chose EMT well those three students are more on the health field that misses that fence is an area that they're looking at the culinary is we've got to to our sections and one one our section full we have to turn kids away the all the marketing those are full classes were able to run mr. Wagner schedule is very similar to what he would have this year next year so those none of these other classes are ones that are are even low enrolled that I would consider other than the EMT we do have here I would say the next lowest one is the the TV - we have some first-year students that need to complete the second year to be completed but even

that's around 18 to 20 students okay I appreciate that information that helps EMT is the only one that is significantly low compared to the Ella and I know culinary arts came in at a high number for that program the cost involved um there's there's really nothing that we could caught on them on any of that line I know and I was looking at raw numbers in the culinary on that line item line fault that were cooking on the 127 culinary very consumable course so a lot of the materials is gonna be like what you consider copy paper now they're gonna use it all wise the meat bread and stuff that they're baking and learning all the infrastructure cost is done and we reduced many of those accounts already because we reduced it this year because

we had the restaurant that was planned to be open but then the shutdown head so all those infrastructure costs cups plates and silver have already been purchased and over the last actually last year we reduce those account this one he's nearing about $8,000 in consumable items food products for the three different classes when we started this budget we rated triple this budget because we only had one class when we started this culinary we now have three at capacity classes Ryan since you how do you plan to implement it as a restaurant the the two hour blocks allow the students so like in the morning if if the course is running from 7:00 to 7:40 when kids start till 8:00 49 49 45 ish would be a ten to the two hour block from like 8:00

to 9:00 the restaurant couldn't be open to the public in the design that we were doing for the high school there's the courtyard that's between by the greenhouse they're familiar with that area we're actually looking at putting a door into the building the room next to the culinary room which would allow the public to enter right into the restaurant and go right out that door so that they don't have to travel so that lunch or breakfast might be from 9:00 8:00 to 9:00 every morning it might be on Tuesdays Wednesdays and Thursdays maybe it's a buffet style that they're serving lunch might be the second to our block so if you're in the first two hour block you're focusing more on the breakfast and that type of meals and the second two hour block may

be the lunch thing the one hour class might be focused on preparation for the food or the restaurant because they're only there one hour and that's the one thing when we launched the culinary it's very exchanging to to run the culinary one hour to be able to set up cook something and clean up and be out of there in a 60-minute block so that's conceptually the resident wouldn't be open every single day but it set up a set days it might be Mondays Wednesdays and Thursdays it might be Tuesday Wednesday and Thursday how would you guarantee nobody that people don't end up in the hallways of the building as opposed to back out the door the safety end of it just well part of the - there are students who act as the hosted hostesses

host dinner sorry but would act as the host and then the you have the server's in there so when they're sitting people at the table and they're done the cache right here where we can register words currently at would it be moved over by the door so you they would check it out a cat right there and go we cannot lock that door that goes from the kids or from the room to the hallway because that's the second fire exit in that room the first fire exit is through the classroom door as you're filling the kitchen that goes into the classroom that's the first fire and the second one is the one that goes the hallway okay other than just the monitoring of the people's roles in a restaurant whether on the hose from the

waiter waiters waiters or in the cook whatever your role is you're monitoring the crowd in that connect okay is this a is this the kind of program that's happened in other districts like and had success or oh yeah oh my goodness yes at the last I think it was the last School Board Association meeting before the shutdown it was like you Harry was there yeah I was that later we had the restaurant again it was a laughing so they they could redesign there so their exit doors coming in off outside but no because that's one of the concerns that mr. castle mrs. Borik and I have talked and really tried to think how are we gonna do this if they're coming in the front door and they're in the office how are we getting him

to the restaurant you don't have to provide like a bathroom or anything for him we wouldn't have to make that in that case they would be there potentially could be a common bathroom that they may have to use in that case we may have to ask for it them down all right okay I was curious how all that would work any anything else about the EMT dollars any questions about that okay then Brian were gonna go down we had talked at our last meeting you know the fun bail it was the eighty one thousand dollar mark it's now fifty thousand fifty fifty one so the conversation that the board needs to have is our structural problem is still 50 1075 19 down from the eighty one thousand what is what is the board's thoughts on

that Brian's notes are do we use the fund balance for the remaining structural problem do we look for something else mr. Rumsey can you unmute sandy again please sandy airy back yep thank you sorry about that you okay I just want to make sure did you have a question anything about the EMT dollars I do I do not okay all right so I guess anybody what what's your thoughts about we still have a structural problem of the 51 thousand without knowing if we do we have anything any word on our funding for the remainder of discount of this school year no we have not been you know the only I've been told it was told today is that we would get our june payment but unless the state if the state treasurer notifies yeah me

help me out in the process part of the law says if there's going to be a shortfall in the funding the straight state treasurer notifies the Pam thank you the state treasurer notifies the house Fiscal agency they notify the legislature that there's a shortfall in the budget and not enough money to cover obligations and that would implement an automatic reduction process in our foundation or revenues from the state so the way the law is written there is an automatic reduction if that happens as of today that has not happened and so did you say our June payment is good well yeah I mean we because once they notify is the 30 days time frame it's 30 days from the time the legislators notified if they don't take any action to do something else to reduce

expenses to balance the budget then the automatic cuts come into play but they have 30 days so they have not given that notice to my knowledge so they nothing would happen between now and the June 22nd payment okay and then there's a July payment and then there's not one in August is that correct now there's July and they're running you know obviously we're getting close to the July deadline as time goes by you know people said originally that it if there was going to be an automatic proration it would happen in July or August we just don't know what is the worst-case scenario if they're like if there is a probation that's where they talked about the 600 and between 600 and 675 something like that in that range to cover the shortfall so if

they did a proration mr. Kile and correct me if I'm wrong ten we have nothing to reduce in the rest of this budget so we would be pretty much we use all the fund balance or if not probably all coming off the intent is once that probation is done then it would carry forward into next year you wouldn't what we've been told and again things between you wouldn't have another cut next year they would either the cut this year and carried forward or the cut next year I think they're trying but my understanding everything I've been told they're trying to figure out how could not do anything this year but there are a million or a billion to 1.2 billion short and it's really fun yes for me I'm not without knowing for sure that

our that our money for this year is guaranteed I'm even fifty one thousand I just don't think we can rely on that for next year did we find anything else out about sharing had asked about the cares Act last time did we find out if we were eligible for that hundred eighty eight thousand dollars yes we are we are getting it we get a hundred eighty eight thousand there's a portion that goes to st. AIDS there's a portion that goes to st. Street and the difference is that 160 167,000 I think we use some of that for the counselors we were planning on using 32 six and then the difference is covering costs that we incurred this year because of : like for instance we purchased three clocks 360 machine that Jody doesn't change this

year so instead of charging that to our maintenance account we would charge it towards the cares the remaining part of that downloads hours mask gloves that we we had to purchase Ryan do you know is that just is that a cost that there is that something they're giving us for just this year you so is it for this to finish off this year and to cover our costs for this year and then is it possible that they could give us something else for next year obviously we're still gonna have Kovac costs going you know the the the cares act that we got the hundred eighty eight thousand that we have to divvy up between Richmond Chinese and st. Pete's is a one-time pot of money but they allow you to spend it over multiple years

so if we don't spend it all we can carry that over and spend things on on the care Zack or Kovac next year there's not there's not gonna be a lot left now if the legislators act they could renew that but if we take an act of legislation and the president decided to do a second year of the carrots distribution there is dollars that Macomb County received because of the size of our County and we have been as the 21 districts of our extent last week our our request for what we are anticipating meeting for the fall between wipes potentially mass stuff that we're gonna have to be prepared for and we've sent that request because they're looking at using some of the dollars that they receive from the federal government to help with schools

okay well right now the care is Act of 188 that we are receiving time shot of the money that could be say spent over a couple years we don't know if they're gonna give us more yet though they could but you don't know y'all they'd have to act it they'd have to act as like Congress and like full sides and then the president would say yes with what's respect to Kyle's comment about the still needing to do something with the 51,000 dollars what's everyone else's thoughts if we could just one by one what do we think well are you saying that we have in our general fund the 51 to cover the structural problem now currently you as a board you have money in your fund balance which in the February amendment 6.8% family who

doesn't Friday approximately so you got six point eight early warning for son and fund balance a 5% fund balance would be in this scenario about five hundred fifty eight thousand but we use that fund balance or that that saving to help with the cash flow and not have to borrow as much but less fund balance you have you're gonna we're gonna have to borrow more money for the cash flow so we can make payroll based on the timing of our state aid payments I'm seeing families had not and so I think I think I got away okay no India hoping for I guess so yeah so Angela what's your thought well I mean I I I'm already uncomfortable with the amount of cuts that we've had to make so if it was possible to use

our general fund at this point that's where I feel like we're comfortable with and trying to make more cuts but then I also you say that's gonna cost us money in the long run because we're gonna get charged fees for loaning for payroll correct well we borrow a little over a million dollars every year and throughout the year we brought it down and we get it and then we pay back and you're paying a fee on that and an interest on the money that you're you're borrowing so just just like a home mortgage or any other more because the more you borrow the more you're gonna pay a fee because there are certain times when we get the overpaying out payroll and the bills the money from the state is in covering that's why you

basically dip into your savings or you're done or fun it's all it's all thinking general fine Chris I think that if we you know unfortunately we don't have the answers and unfortunately the other you know the state government is not going to give us some of the answers that we need in order to make quality decisions on this and so at this time I think that I just need to say that we have made some cuts I think that you know I think that they some of the expenses that we have still in our CTE program yeah I don't know how sharp that pencil was well we went through those types of supply costs and things of that nature my assumption is that it was sharp and if we have to we're going to have

to dip into the two of us structural $51,000 under that five percent budget fund balance Jessica I am on board with dipping into the general fund if we have to I know we don't have an answer yet on what what we're gonna be getting it but I'm hopeful that with us the like option the $700 cut we might not eat as much as we think but I'm comfortable with going into general fund to get us where we need to be right now Jerry me sherry yeah sorry I agree that I've we've already made cuts that I didn't want to make or don't want to make and that I'm comfortable also dipping into the unbalance hoping that somebody's going to come through the state or the feds eventually and also one of the things I listened

to an masb webinar and they made a comment that back in during the 2009 the recession that a lot of public schools gained students from private schools because people couldn't afford to send their kids so I'm hopeful that we're gonna gain more students that the -11 that we figured we're still gonna have those eleven and something's gonna happen I'm a gambling person so and a positive person so that's that's wishful thinking I know it is gotta be positive got to be positive positive Tandy yep Sione I'm not I'm probably not social thinking when it comes to our government and their state and what they're gonna do for us I have one question first though yeah mr. mom had indicated that or Tammy had indicated that we are most likely all good for all clear for

the June payments for this year does that change anything as far as how much money then we would have in the fund balance as you don't I mean as what we would have to borrow um for already that we normally would do you understand my question that's if I'm understanding Tammy and you take a shot at if we we budgeted a certain once we knew what our FTE it was our how our student account was gonna be and that's what money we were getting it gonna get the mistake he budgeted that we're gonna get that amount or the every payment the state makes us every month right all of our expenses everything has been with that in mind if the state comes and says in this sheet the rest of the payments we're not gonna

give you or Co rate or we overpaid you or whatever that is okay not to interrupt you but the rest of the payments being July in August or June July and August that's my question well I would say July and August okay I think I think we'll be okay you can't see them changing June at this point if they eliminate or reduce our payments significantly in July and August yes that would definitely impact their cash flow that would definitely impact our fund balance because there's no way at that point to offset or reduce expenses for the year that's already done okay cuz the reason why I asked that question is because I would be I'm bored I think with borrowing it from our fund balance if but I don't want to leave us completely at

zero and you're saying that if we don't get our our scheduled payments for July in August we would be at zero is that correct depends on action this year right how much they would pro rate if they did if they prorated a fall six hundred and fifty dollars per student our fund balance would be wiped out okay so then I mean we've already made so many cuts but I feel like I don't know that I'm comfortable with leaving that much there I feel like maybe we should look into some things I like what Chris said about maybe I don't know can we look into some expenses with the with the other CTE programs okay um I I am not on board with using any of the fund balance I think we got to get that

structural down to zero and I appreciate the wishful thinking positive think thinking whatever words that you want to call it but it's reality that we gotta live it and we've done we've done a little lot of stuff over the last few months and yes they are difficult to do they absolutely are but we are in a spot that none of us thought six months ago we were going to be in I mean we thought we thought that we we passed our bond and then that that enhancement millage passed and and stuff that we talked about doing and we we were doing very well and something out of our control just throws it all up in the air and I just think just Tammy's words on the they go the 650 there's just so much that

we don't know and if if we can work that down to zero and come August if some miracle happens or even in October if some miracle happens where the federal government decides they really do want and support public schools that we get that done then we're looking at maybe some things that we could bring back and we could do stuff with that fund balance but I mean I'm just very uncomfortable with taking that 51,000 and taken from fund balance to make it zero and Brian I don't even know what Chris's and Sandy's question with respect to two supplies and that kind of stuff and in it but it triggered in my head what about other areas of supplies in textbook replacement and all that kind of stuff yeah any kind of is there any way

and and I hate to say 51,000 is not a lot of money because it is a lot of money but in the grand scheme of what we've had to do is there something else creatively in there and I know that you guys have worked very hard at everything but is there something well it would be something i if you're looking because there's so many uncertainties you know again we've made assumptions to the best that are now at the base here one of the items that that you could do it was talked about in a previous board meeting is we had there was dollars that was set aside for curriculum if you reduce those dollars by 85% in each one that will eliminate your $50,000 okay you're just wait just let me just stop you right

there for a second if we're if you're talking about doing that all right that eliminates the $50,000 in that that the impact is not as big as trying to find something with it but is that an example of what I'm trying to ask Brian that okay if we do that but if it comes down in in August or October something's different and we as a board will have to figure out stuff that could be something that we could could bring back based on the situation not being as bad great am I saying that right if in August when you finally as a boarder get notified it's X whatever X is and if it's not 700 it's only 600 you now have the opposite decision saying okay all these cuts what you aren't a priority is

bringing back because you won't need to have made all those cuts well if this impact if you go down this road and I believe at one point discussion we wanted to keep the investment this would be we would not purchase social studies materials or next year we would hold off replacing and/or adopting the new materials for one more year doesn't mean we're not teaching the standards it's just we're using and out of all the curriculum our social studies as the oldest when you look at the big picture but we could hold off doing that because realistically that purchase associate wouldn't happen until the fall because I'd have to bring those teachers back right you have to look at okay look the first grade second what type of materials are you looking at so if to

get the board in a comfort level I would recommend doing this and if we're better than 700 and I mean only six on it maybe maybe it's zeroing and they figured it out yeah now there's some happy wishful thinking sure yeah I mean it could also be we get more students than what we're yeah and and that's not something you know - right but um there was a conversation that's all it was there's nothing to do about using the fall 19 and the February 20 student data or student count to be your count for next year well that's the case we wipeout though the love and students gone oh you mean they're talking about that's what your fundings going to be based on maybe old whole districts harmless and trying to figure this out using

last year's basically numbers last fall's numbers and whichever is greater you would have the two again it's only been conversation there's no actors there's been no proposals that I'm aware of but if that was if that did come to fruition that would eliminate this $51 almost immediately right if not I mean because we'd have those eleven students well sherry there's some more wishful happy positive thinking how do you base what you'll put back in that's what that's what we that's what we would have to decide as a board that's our job right we're all the things that we have Brian Brian could give us priority stuff but as the board it would be our conversation on what is priority what we think is priority as well he would give us recommendations but we would we

would have to talk about it too I mean we've spent three months talking about all of this stuff and it is difficult you're right but it's real is it going to be the cuts that the specific cuts that we made right here I have a question I don't know if we're at that point but while we're talking Brian I don't remember what the red column is for wife some things are red and some things are it's just it's basically used as a formula the one represents yes we're doing that the zero represents no we're doing this so for instance on this line right here if I change this to one that then puts that we can gain 17,000 of the 20 towards fixing the problem whether it's um wipes out the 51 well that's all

that's all the red is as we were having the conversation I was putting one in general where the board conceptually was that based on each week's meeting that we've had a report me all right that were absolutely like at one point we said no we're not gonna cut the cracker we need to go ahead and do that for staff sure sure just hold on one second let's just um let me just ask the question hope not yeah just hold on let me just ask the question based on polling everybody hmm I have what I look at three noes three yeses and a maybe Chris I wrote you down as a maybe about using the fun valence not using it so we were kind of stick stale if you will or just we're not jaded Chris

all right sorry about that I actually muted myself because I had to plug my phone in and they do know best here rattling I think there was a great question that Sandra asked that I did not quite understand and the first explanation that we would be should we not get that funding and June analyzed that would completely wipe out her fund balance I did not realize that it would completely run out our fund balance so I do think that it's important that we and I hate to say only 51,000 dollars but because then I think that we would still be in a in a dire situation I mean it's it's alarming to me that we could get this you know millage that passed that you know was surprising to me that passed to be honest

and what I'm saying because we would just be in a terrible terrible terrible spot if we did not hear that I can't even imagine what some of the school districts in our area that were pushing for that millage are going to be in so I I don't think that we can I apologize for being on the fence there but I just that quite didn't sink into me until she asked that question so it's a great question and it's not being on the fence it's just everyone's given their opinion and that's how the conversation works you know you want to be positive about what what might happen with the federal government but at some points you know or the state government our state is not in a very good financial position right now to be able

to just think that we're gonna get extra money from them I think is not in our best interest at this time even though I would consider myself a positive first as well so with that being said now that so that leads us to we've got a consensus to not use that fund balance so with what's Brian's talking about if we do with the textbook the curriculum stuff that would bring us to zero if you'll do that brain and then scroll down so we can see with that $19 7500 what's everyone's feeling about that I'm okay with that as a solution of course it's not ideal but I agree I agree with what both sherry and I'm sorry sandy and Chris had mentioned that if that leaves us with nothing and it isn't only 50,000 but

it is something that hopefully we can just postpone one more year and look into doing it the following year maybe mm-hmm yeah I know anything I know I had asked this question when we first started the budget process but I didn't have it in my notes here what was the last time that we did replace that was it five years ago or seven years ago yeah so society's has probably been and it's not part of the part of the problem with that has been that's the standards have been in limbo at the state there was a series of years they were in limbo there are some grades that I think are from the late 1990s early 2000s the resources doesn't mean we're not teaching the standard the actual resources they have because Jessica needs to

be so so that those line items you just took out those are for the social studies in a normal year this school year we had several grade-level teams meet and they basically rewrote this all studies curriculum to match with new standards right I thought we had already cut that in January they were supposed to go to a role they were supposed to go to a resource fair at the ISD we start talking with vendors and looking at what's out there that was a snow day that a weather day that we had when it got rescheduled now kovat hit so we the team has never really picked the materials that suited that they want so normally they would have picked them and I would be bringing that to you in June for the purchase of materials

that we would issue the POS in July for next school year after July 1 when you approved the budget we approve all the purchases well in a normal year in June on the June 22nd after you guys are through the budget would be approval social studies materials and so forth they would come out of next year's money right but this was far from a normal yeah thank you it means a I might move to look at your screen on my phone I'm comfortable with making that additional kind of feel save us some money in the general fund I think that makes more sense than leaving us at complete nothing case scenario okay okay so I so that that part of the conversation is good the the final and sherry maybe this is where a question

that you were leading to where we're at right now what we have in front of us what we've been discussing since Jean you worry whatever February whatever it was now time time to splice these these are things that as a board we are agreeing to and Brian and Tammy who then have to go to work I'm getting everything ready for us for our June 22nd meeting that is when we will be voting on the budget and we will be voting on these this budget with the cuts that are involved all of that stuff so that everybody everybody understands so this is this is really it so I just kind of go around does everybody everybody understand that this it what we're looking at is what Tammy and Brian have to put together to present to

us on June 22nd yes yes yes we um my cherry are we gonna okay so about those red the red column some of the things are not in red but they have ones by them so are we cutting them or not copied and pasted white they did they didn't if it's a one is what the board said yes to that was really just for me to move the dollars over we can go through and you can look at all the ones to make sure those are the ones that you're agreeing to like psychology that we we talked about it but there was no recommendation because that's typically used every year for IEP and so forth well the reduction in administrator is not in red and that's one that I'm having the hardest time with and

I'm not sure you know what that's going to look like I realize I realized the money in the cuts have to be made as is what what we're presenting but it's a difficult one so and is it more difficult than the fact that we have to cut a teacher no it's all difficult oh okay would you just said that administrators was difficult so I just wanted to to make sure where you were standing with the fact we have to cut a teacher well I'm still facing it on the fact that you know we're cutting 11 students we could get more I mean I feel I feel like I'm positive that's what probably 20 less than 11 that we're gonna be true and it's also I need Shari here's the question we've been talking for three

months where where do you think we could get a hundred fifty two thousand dollars why do I don't know it's a good point it's it's difficult you're right it's definite Simon its it's terrible as people and layoffs is like if we don't get what if we don't get any cuts we can't put that back into the budget because we wouldn't have to let those people know now correct we would lose them even if we didn't get cut possible yeah how would we put that back in if we could if things turned out under my plan okay yeah I undertand here's the thing we we talked about it a few weeks ago at our last meeting and that was it was something that I was going to have all up to go around all of us

with respect to we have to we're going to have to reduce an administrator and the conversation was notifying that administrator up that layoff and we we are voting on the budget we're approving it on June 22nd in the conversation had been do we do we look at that if we notified the administration administrator on June 22nd then per their contract it's 90 days Brian am I saying it correctly 90 days so that puts them into when the school year started if we notify prior to that which we had conversation about and that would be if when we when we're leavin here tonight guys this this is what we're going to be looking at so in my mind then it it's Brian's responsibility if as the board we want to notify that administrator prior to June

June 22nd we want to do June 15 again meet their beat their contract save the district and some more money then Brian would have to have his plan set on how that's going to work notify the board what that is and notify that administrator let's say on June 15th would we be notifying the teachers as well around that time or the teachers teachers are different it just kind of a little different I have to notify teachers of their tentative assignment seven that within seven days after you know you guys approve the budget so June 23rd for that that we don't be notifying those what we're doing now is I've got the evaluation now we're looking at the bumping you know vacancy because of retirement who are we moving into that vacancy on Maui that creates

another vacancy so that's where the movements gonna start occurring and and I will begin that conversation the movement wise with the administrators tomorrow tomorrow for meeting on staffing for next year because the minute these evaluations are all done so that groups a little different on the tentative assignment and then if things get better and sherry it is true you could come back in your August meeting and say we're gonna put X Y & Z back in and it happens to be a teacher administrator I would notify them that it would be put back but before June 20 June 30th the teachers will know to be notified or their contract or their contract yes I mean I think someone had mentioned this before that if since everything is a day to day thing if we may

have to meet it meet in July where we normally don't if would that happen if if we found out that you know we're getting more money than we expected or they come they let us know about their budget or whatnot I would think if on a worst case if it's worries you guys are gonna have to come back and figure out we're gonna have to come back and figure out sooner if it's in a better case the sooner the sooner we notify people that they wouldn't be laid on the better because I if this was me and I was notified by my superintendent that I was gonna be on layout whether I'm a teacher an administrator I have a family they're gonna look for other work and we risk losing them if they get another

job and I come back and say hey I can bring it back they may not come back they may feel more secure that other job and cheery ideas it is a risk that we have sherry I think the answer to your question is a very very simple yes hmm I mean if we if if something were you know my goodness a miracle to happen and we could have a meeting sometime in July I think every one of us on the board we've individually had conversation but why wouldn't we do that that's that's in the best interests of the district so they act me that's just a very simple yes of course we would do that okay thank you Jerry did you have before I keep talking to you right no I I think I'm done

okay so then everyone if I can just like I said we're looking at this this is what we have to do is the board interested in having Bryan whatever his administrative restructure plan is and I he's been working on it obviously to put something together by June 15th shoot something the board this is what's happening and to notify the administrator on June 15 of the layoffs yes yes yes okay is that everybody's yes do I have six yeses besides mine to make seven yes yes yes yes okay it's sorry guys it's kind of hard to tell your voices and so I just want to make sure and I wanted Brian to have a direction as well so that he knows where the board's coming from Thanks it's hard to tell the voices Thanks yours Kyle

I know yours for sure Thanks so Brian are you are you good with that with the direction what the board needs from you with respect to this budget okay so then what we're looking at this and in Cherry tier point is very well taken this is one of the most difficult things that you have to do as a board member and we're in a spot where we really don't have any choice and it's certainly not where we thought we were going to be it's a hard decision but I think that the Brian and Tammy and administrators and other staff that have helped through this process have helped the board get to this point and it's a shared sacrifice unfortunately but I think we've done good work as a board asking our questions trying to figure

out and this could be a lot worse this could be a lot worse of things that we have to cut in Richmond schools that we don't have to and I I'm grateful for that that it doesn't look any worse than it does right now so on June 22nd on June 15th we will get from Brian the his restructure plan you will know by the administrator that is being laid off on June 22nd is when we were vote for the budget and Brian that's when we have our truth and budget meeting first at 6:30 correct and then our 7:00 o'clock meeting our regular meeting that's when we vote on the budget so plan 6:30 that's when we do all the talking about it or Tammy actually and Brian do all the talking about it and then

at 7:00 o'clock is when we vote so everybody just reminder at that board meeting there'll be a lot of all the contracts for the elementary addition so there's probably going to be 20 different action items just on that alone and then once you approve the budget there's there's a lot of the annual contracts that we issue that are in the budget the beauty issue there'll be a lot of action items are we good yes yes praying yes brain and Timmy thank you and thank you ahead of time for all that you're gonna do to get us ready for the 22nd as well moving on to our action item approval of the 2020 millage tax request l - for 0 to 9 there's a sample resolution a motion to accept the recommendation of the superintendent and

approved the 2020 tax rate request l - for 0 to 9 as presented in the attached documentation been moved and supported hmm again this is what Timmy just talked to us about about an hour ago is there any discussion hearing none all those in favor aye opposed motion carries next looking for a motion to go into closed session for the purposes of negotiations pursuant to section 8 C of the Michigan Open Meetings Act and moves at the Board of Education going to closed session for the purpose of negotiations so hey I'm gonna put sherry it has been moved and supported any discussion hearing none all those in favor aye aye opposed motion carries we are going to leave this meeting and go into closed session we will be coming back we won't be voting on

anything but we will come back to adjourn [Music]
