005and their coach Kelly Mathis for their dedication and diligence to the sport of high school competitive cheer and for winning the 2019 state championship Kelly hopefully you put that someplace where everybody can see it yeah a couple of words you've been here before yep yeah we love that we love the fact that you people put Richmond in such a good place and that's a very positive place the other thing I have heard and I've coached for well over 30 years now in Richmond and one of the things I've heard about this particular team is the sportsmanship but sometimes may there wasn't great sportsmanship on the other side you guys did an excellent job that's what we love to see and what we love to hear about our youth about our team's how great they represent

006the Richmond area in Richmond community schools so the other thing is I was lucky enough to coach a couple of state championship teams and softball a number of years ago and it's something that nobody can ever take away from you at all it's yours you'll have it the rest of your life you'll carry it with you you're a champion and it doesn't get much better than that so thank you so much for all your hard work and you know people see you we see your hard work we see your season on social media but we see in the gym we see in the cafeteria if you don't have place to practice during the basketball season and you know people see that they realize how much time you put into this and so it just it's

007fantastic the City Council's is you know so proud an administration of what you've done for us in the city of Richmond you made us a very very proud place to live very quickly obviously thank you to mr. Rick's and the entire City Council for taking the time out tonight and recognizing our program this is my 11th year at Richmond and my 3rd state championship but that being said it has been six years since the last one and these young ladies and their families have put blood sweat and tears into making this happen and I couldn't be any prouder of that the other thing that you don't know yet is that they not only were the state champions on the mat but they were also the academic all-state team for Division three in competitive cheer with

008the highest grade point average as a team so I wanted to make sure and say that because that is just as important as this trophy here so thank you very much again for all of the support for being such a wonderful town that we can be proud to be a part of I'm glad that we were able to bring home the gold trophy this time but most importantly I am extremely proud of the young ladies and their families and what they give to the school in to the community and to this program so thank you again girls I still can't sit without crying listening to people talk about you so thank you from the bottom of my heart thank you to all of you I really appreciate it thank you is there any other discussion

009on the motion I would just like to say one more thing to add to the mayor's is I have a young daughter and I know so does Emily here and they watch you guys they see you practice they see you work and they're like wow and they want that too so it's it's not just the metal it's the role model that you are setting for the next generation that us as parents really appreciate what you guys do for them and for the community so I thank you as well anybody from the audience okay all in favor of the motion signify by saying aye aye against I think that takes a round of applause you only have 11 more things to go so you guys can stay for extra credit or you can leave right now

010thank you good luck there she is I thought you didn't make it meant to type 12 not to on okay moving on item number two consideration of the confirmation of the fire chief mr. city manager Council is scheduled to consider confirming the appointment of Kurtis Benzes fire chief for the city of Richmond according to the city charter the City Council confirms the appointment of the fire chief was selected by the fire department so long as it remains a volunteer department thank you is there a motion I'll make the motion to confirm the appointment occur dispense as fire chief of the city of Richmond in accordance with section 7.13 this city of richmond charter for a one-year term commencing on March 1st 2019 and expiring on March 1st 2020 support what's been made and supported discussion

011chief you have any words of wisdom for us before you really get started here we've been with the Department for 25 years I know everybody had counsel worked with you for many years just look forward to it I got some big shoes to fail based on previous chiefs and in a second generation chief that's one of the things that means most to me so got some really big shoes to fill for my father but look forward to the next year and subsequent years file on him very good counsel for comments I'm sure there's gotta be a few hooded firemen no I'm tired or not working now working with Paris over the years also member of the department I think he'll do a great job and you'll fill the shoes that's fine so very proud of

012well we've got you up there and arch Finny's wifer here technically legally you're still chief wondering how that trip to Hawaii was laboratory type trip that your three years as chief is over and for the time being and furnace has taken over and appreciate you had three great years some great strides in our department convinced the City Council to expend some funds and the administration and we upgraded your equipment and for that we're very thankful Denise we're very thankful for all the time that he was away I don't know what he's gonna use for an excuse now but there's still fires to fight and runs to make so we appreciate all your time Tommy and hopefully we'll see you again here at the table someday mm-hmm absolutely that's a it's a great source of pride

013walking in your father steps I know so congratulation anything else City Council yeah I'd like to say it working side by side with Curtis for 25 years we got on the department together and need to prepare himself well to be in this position and excel in this position so I'm very excited for the next few years pretty good any audience comments back to the table yet final word before you really technically get started here I know you've been doing it for all in favor of the motion signify by saying aye aye against motion does pass good luck thank you Tommy again thank you very much yes thanks I am number three is conservational special event request regs agricultural event was scheduled to consider a special event request from the Richmond area historical and Genealogical Society

014scheduled for Saturday June 29th and Sunday June 30th from 9 to 5 p.m. the event would be an added event in conjunction with log cabin day ragz member Don Graham has stepped up and is looking to do kind of agricultural heritage events tied to those two events mainly in the area of the Bailey Park and the new property acquired across the street there are several events listed in your background brief including things happening at the log cabin a vintage tractor display have these other things like that including horse-drawn carriage rides potentially this was at the Rec board meeting at their March meeting and they recommended council approve this thank you sir mr. Graham would you like to add to the discussion well that pretty well covers that I'm happy to answer any questions that you

015might have but we're pretty excited about the event we think that there's a lot of potential in it in terms of developing community camaraderie community spirit we do want to emphasize the barn that's been moved restored filled with exhibits and displays we think that there's a lot there to offer the community and we chose the event as John said the date to coincide with log cabin day because we think that's a tremendous asset for the community as well so we'd like to get as many people through theirs that we can so is there a motion I make a motion to approve the reich's special event requests for the Richmond Heritage Festival in conjunction with log cabin day on Saturday June 29th from 9 a.m. to 5 p.m. in Sunday June 30th from 9 a.m. to

0165 p.m. along with the closure of Park Street from stone to BB Street for both days what's been made and supported any discussion or questions good event we talked earlier a couple weeks ago and you know the city is here to help good ol days festival as I told you is here to help yeah well with anything that we could possibly do to help your festival yeah we appreciate that very much and appreciate the help that's been given already and there's some advice and a couple of things we hadn't anticipated so we appreciate it right thank you any other audience comments on this guys who are actually supporting this right one more event you don't need a doorman to you well they're the motion signify by saying aye against pushing does pass good luck item

017number four is consideration especially event requests pyro Jose councillor manager City Council is scheduled to consider a special event request from pyro Jose for the use of a portion of BB Street Park including the good old days field and a portion of Festival Drive on Saturday June 15th and at practically 9:15 p.m. to put on a fireworks display previously we've approved this in the last few years but the event was always held in the demolition derby area unfortunately with some projects that were doing this summer that area will likely be under construction and not available for the fireworks display I talked with Mike about this he provided the map that's in your packet tonight that kind of moves the fireworks display to the west and will be launched from the field itself and so with

018that the administration will work with them a little bit closer to event an exactly when did to kind of remove parking close down festival Drive but again this went to the rec board at their March meeting with the recommendation to Council for approval Mike any comments the only thing John brought up is the keeping cars out of the area that I do put a spectator area so I don't know if to kind of coordinate when we're gonna close it off early enough partner Rock said there's a grand party I want to work with them make sure if they want to get to the Kazee or the pavilion they can yet sure they don't want to attend in our event to park there at all that's the plan is not to park there we will put

019caution tape up along what would that be with that I guess the direction from the bike hike trail to the parking lot will set some wrong that the only other thing the restrooms will be open do okay make sure that and then the fire department out there usually get started like 9:30 quarter to 10:00 so you know I'm they're out there by 9:00 I think would be just fine I mean it's tight I want to have it in the sea but you know you look at a map and there's not a lot of areas we're really strapped for room yep way in the back works all right but even that I mean we've were as big as we can be even on the back piece of the property so I think this will be nice

020because we're gonna have a great line of sight nothing in the way and a lot of people don't like walking up the hill so it might actually prove to be a pretty good site for this so okay any questions okay is there a motion I'll make a motion to approve the fire Joel's request to use the portion of the festival grounds of meaty Street Park on Saturday June 15th from 12:00 p.m. til Sunday June 16th at 2:00 p.m. for the fireworks display on Saturday and the closure of the portion of festival Drive and Saturday afternoon and evening supports what's been made and supported any further discussion mr. Boucher any comments that goes back to the table you guys are probably gonna be a little league watching the fireworks all in favor of the motion signify

021by saying aye I had against motion does pass thank you okay item number five is consideration of Richmond Little League five-year plan mr. city manager City Council schedule consider approving the Richmond Little League five-year plan Richmond Little League submitted a revised five-year plan for the city's consideration went before the rec board at their March meeting back in 2011 and 2012 the Rec board and council approved the original five-year plan that was submitted to the city tonight Little League representative Josh Boucher is here if you have any questions thank you but after that I do want to thank the City Council and mr. Moore for helping us along these last six months I think things have gotten a whole lot better than they maybe we're years ago so I just hope that our relationship can continue

022to go forward and we can continue to grow this league and keep all the kids happy yes it can be very good okay sir motion make motion to prove the Richmond little-league five-year plan covering 2019 through 2023 supports what's been made and supported any discussion or questions not as reviewing the plan everything looks more need and common-sense and asking for something that doesn't fit the overall plans of the park so I did a nice job on the plan absolutely I do have a question on some of these things will they bring it back to the recreation board or did the recreation board approve absolutely everything that's it they've approved all of this and so for example like some items might need building approval so like if a building addition or dugout work they would still

023need to come to the city for rules but they wouldn't have to come back before the boards as long as they follow the plan and that's kind of back when we approved the one the original plan back in 11 and 12 it was to kind of set out the next five years and as long as they stuck to that they didn't need to come back and go through the board's again if they deviate from the plan or want to just the plan then yes they would come back through the rec board and the council but as long as they kind of you know an X a year dude dugouts that they have in the plan they may have to go to the building department for a building permit but they wouldn't have to come back

024through the board's yes mr. mayor I I really like this plan I think it spells out what they want to do here by year it's well a lot of this stuff is overdue I might just have a question on the last year your floor which is actually the fourth year 2022 seems to be a lot of funding available I don't know there's gonna be fun during obviously you need to have some big fundraising going on yes we've we've really stepped up the game on the sponsorship in the last two years last year we ended up with about four times as many as we've had in any year prior to that this year were on track for that same amount hitting up everybody in there brother so if anybody's got a couple nickels I'd be more

025than happy to take those two but hopefully going forward in the next year or two we can start submitting for some grants even through Little League they have some grants available as well I don't know that we're going to qualify but I'm gonna put them in anyway and hopefully hopefully we can get that building taken care of give us a tremendous place for the kids to actually practice as opposed to having to drive 30 minutes in any direction to go to a facility that large in Josh also came to our recreation boards stakeholder meeting on our five-year recreation plans so many of these items could also be in that plan to kind of further open up as many possibilities for grant funding as we can yeah I like getting fully supported so good good luck

026beauty else they were the motion su5 by saying aye all right against motion does pass good luck thank very much opening day is May 4th come on out item number 6 is consideration of sign request Callahan kids castle mr. city manager City Council schedule consider approving a science of middle by submitted by Kelly Osterman for the Nicholas Callahan kids castle administration is asking council to reconsider the sign that was recently approved by the rec board and council there was a slight miscommunication between administration and Kelly and both organizations and it went down separate paths to get to a sign the sign that's in front of you tonight is more in line with the sign that was discussed when all of the fundraising was done which includes names of all of the donors and then the

027rec board again at their March meeting recommended council will approve this thank you is there a motion I make a motion to approve the Nicholas Callahan Memorial kids castle sign that includes the list of donors support what's been made in supportive discussion I'd like to say I'm happy to see it happening for me I'm sorry I'm happy that it's happening I'm happy that it's going to go up yeah 20 years a number of years the 20 year anniversary yeah Emily would you consider there's a question in the narrative here whether or not the city should install it or have the people that brought it for Kelly Osterman and family install it would you care to add to your motion that the administration could have the DPW install it if yes ok very good any other

028discussion on this on the motion so the motion would read to install the signed by DBW according to the administer directly yes okay guardians comments mr. representative well if they were the motion signify by saying aye all right against motion does pass I had number 7 consideration a request for a lease extension from t-mobile mr. city manager Macomb County owns a radio tower located at our Richmond DPW yard t-mobile currently holds a lease agreements with both Macomb County and the city of Richmond for the use of the tower and ground space at the base of the tower through the city that was a 30 year agreement with every five year increments there would be kind of a kick up of additional funding were in that last five-year increment and t-mobile has hired a company to

029start negotiating all the lease agreements with anyone starting to fall in that last five year increments so the gentleman contacted and talked to both Jim get singer and myself submitted this draft as well as what the financials would be and our recommendation is for approval thank you sir is there a motion I'll make the motion to authorize the mayor to sign the lease extension proposal from t-mobile as presented on behalf of the city support what's been made and supported a discussion this does not give them exclusive any type of exclusivity to the use of the grounds or the tower itself I don't believe so I mean obviously if we gave additional property we may have to find another location somebody you know they can't be on top of yeah but the more the limiting factor

030is how much additional weight and wind load the tower can hold yes so but it doesn't limit it to just them anything else comments back to the table they were the motion signify by saying aye all right against motion does pass item number eight is consideration of Lotte combine request mr. city manager Council is scheduled to consider approving a lot combination request from Joe Wald and the above reference parcels on Arbor Court miss Wald owns two parcels on Arbor Court one is their residence and the other is a vacant lot adjacent she would like to put an outbuilding on that property unfortunately our ordinance does not allow it to be placed on a vacant lot so similar in nature to some other lock combinations that we've done in the past we would combine the Lots

031and then she would be allowed to place the outbuilding on the on the other lot once it's a part of her main dwelling units there is some discussion for after the initial motion on some of these lot combinations over the years have left us with gaps in the sidewalk in discussing the matter with the city attorney he feels more comfortable approving the lock combination in dealing with the sidewalk issue separately with a with a separate motion that we've provided should counsel on and do that and have it on the next agenda for further discussion again there's different types of gaps that we have in our sidewalks some like this in in the newer subs are created by lot combinations thank you is there a motion like a motion to approve the lot combination requested by

032the property Lajoie well for the proposed proposal fold the parcels combining these parcels into one residential parcel support once we made in supportive is there discussion yes mr. Murray I just have a question in regards to the second comment about the addressing a sidewalk issue at a later time was miss Wald made aware of that you know that eventually yes she's aware of the potential yep and have we you know with in that same area where we do have I know of one similar situation was that person or the property owner of that one no and that's why I think the attorney felt more comfortable not dealing with okay this sidewalk at this motion number one in dealing with it with motion number two because then you can treat all property owners the same for

033example in that neighborhood if counsel chooses direct administration to go a little further with this because there's under our ordinance we believe you have the authority to handle it but there are certain notification requirements under that ordinance that we would have to follow any other discussion on the motion audience comments after the table all in favor of the motion signify by saying aye aye against motion does pass on to the second issue is the discussion on sidewalks there is a motion prepared by the administration if anyone so wishes to have that discussion now I would take a motion I'll make a motion to direct the administration to prepare a resolution for the City Council to order a sidewalk installed where gaps in the sidewalk system have created have been created by a lot combinations which

034have resulted in a public nuisance or hazard which is dangerous to the health safety or welfare of the residents or inhabitants of the city support it's been made and supported discuss I think it's a much bigger issue than just these properties actually there's three properties by the looks of it that have gaps right there in that little section in that subdivision and you know blame us in the Planning Commission for not thinking about what happens if somebody buys a piece of property next to them and only uses it for an accessory building there's nothing in our ordinance that says that they have to put a sidewalk in I think it's a much bigger issue being we have pound Road is finished when we said that we would be having sidewalks there once that project was

035finished also Richwood Lane has been done and there's no sidewalks there especially with the growth the city is seen with all the programs that we've had over the years here in Richmond namely the Swit program and some of the other programs that we've had to make sure that we are a walkable community I would much rather see this go to the administration with a presentation on possible scenarios whether it's special assessment or the swip which was a sidewalk improvement program that we had which was I thought very successful and I'm sure there's other options out there for the City Council to take a look at I'd really have administration look into all those in present those at a workshop our very next workshop session so we can address the issue throughout the community I just

036feel as though we're we're addressing one problem addressing everything and I don't think that's fair tell you the truth I don't think it's right that you can buy a lot and not put a sidewalk on it if you're not putting the your house on it I totally agree it's wrong but I'd rather look at the whole picture rather than just pieces of it you know I'd really deal with the whole thing rather than just one thing at a time I've talked to John a little bit about it and you know there are differences between what I'm talking about between a neighborhood that has no sidewalks and a neighborhood that has sidewalks but you know slip through the Planning Commission and ordinances but I still think it's it's worth looking at the whole thing because I'd

037hate to if we proceeded to make these people put in sidewalks and we decide not to elsewhere in town I just I don't you know we may change our minds on what direction we want to go in so I'm not comfortable with the way the the motion is unless the administration maybe I'm taking the the motion wrong but it looks to me as though we're gonna prepare an actual resolution that's going to appear on the agenda as a resolution to to pass which is what we normally do here without a whole lot of discussion and possible other scenarios presented to the council before we make that decision on a resolution so that's how I feel as in the other discussion the audience comments I'm just trying to understand because I made it cuz it's listed

038here and I know we have the issue of this I guess they're two different issues I guess I see what the sidewalks is one there are neighborhoods that don't have any sidewalks at all and then there are like a subdivision like this that has gaps in their sidewalk where you're walking along boom no sidewalks I'm walking along sidewalk so so just so I'm clear is that you would like to see both issues address together at for further discussion and a and if that's the case I'll gladly withdraw the motion I mean I understand what you're talking about for here I looked at it as just solving the issue of the gap sidewalk it's not addressing the greater sidewalk but I do understand the need for the conversation of the greater the greater good of the

039sidewalks as a whole so I withdraw my motion all right consider withdrawn would you care to make another motion to direct the administration to look into the sidewalk issue to bring scenarios back to the City Council absolutely and in administration's comfortable doing that normally our roundtable meeting in April is forgone for a budget workshop now certainly we could put enough information together to have on the and the budget workshop discussion on the night that Jim is there I think that you know so it be council's pleasure on you want to have that information at a budget workshop when the public service director is there or would you want it on the very next quarterly roundtable which would be the first one and would be in July normally it's a administration I think that timeline works

040either way it's done this pleasure I would like it sooner just because there's a lot of construction happening so the sooner we we address this especially with the west subdivision because we have the same issues over on that side of town as well and there is a lot of empty lots that people are starting to build on um I guess I would like to see it addressed sooner than later and I don't mind seeing a little bit extra to work on this so we need a natural motion for curing how about I'll make a motion to direct administration to place the sidewalk discussion at the you say April John it would be a budget workshop yep make it the last one it would be well which would I would prefer if Jim is there so

041I'd prefer whichever one Jim is that okay all right at the the next quarterly workshop session with potential scenarios for councils study you get all that Karen I'm sorry I didn't have it in writing for you pretty much is there a second were supported ok second okay discussion we've had quite a bit of discussion already may we concur any comments from the audience well discuss it our links in April yeah all in favor of the motion signify by saying aye hi against motion does pass number nine is consideration of adopting resolution number 2019 - six adding the Skinner Drive extension to the city's municipal street system mr. city manager as part of the agreement with some communities the parcel of ground was dedicated as Street right away for the extension of Skinner Drive and turned

042over to the city this right-of-way documents were recorded in 2008 however in 2008 since we didn't have any buildings placed on that or about to go into there MDOT wouldn't accept it as a street on the act 51 side of things so now that there's master's machine back there on Skinner Drive they are willing to accept it as a public street thank you is there a motion I'll make a motion to adopt resolution 2019 - six to approve the addition of Skinner Drive extension to the city's municipal street system second most been made and seconded any discussion allocate some more funds for our major street funds doing this we believe so if we think they'll add it as a major street but ultimately whether it's local or major is and that's called but it's been

043added to the major street so we're hopeful yeah it's certain as the same manager said it certainly am that's called they will come out and investigate Skinner drive proper it's currently is a major street but that's certainly no guarantee that and they've made that clear to me there's no guarantee it'll be a major street now but we're excited to get any any money so if it's a de Dermot I mean this will Street system as a local or major they're still extra funds that will receive because of it good very good any other discussion or comments is this state money that we're looking at yeah act referred to as act 51 funds that state not federal federal and distributed by the state you know I'm not entirely sure but I'm pretty common there so these

044some federal funds in there so I consider that combination yeah okay any comments oh sure step on up use a microphone Jeff we appreciate it Jeff York state represents member city council alumni when you talk about the major in the local generally that's gonna be act 51 money and distributed through the act 51 not if there's a specific fund specific row that's put in under the tip under the tip plan at if the tip plan then that would be get funded you know SEMCOG is the distributor for those those funds some cognitive putting those those particular projects in place but it's that typically that pot is you know through the act 51 gas tax yeah tonight 51 our state funds air seat it would be federal but the is is federal money coming through would

045say typically generally that road is going to be either major local coming out of your city money in that pot if anybody wants to talk about x51 we'll discuss it in the 45 cents tax increase thank you I'm not voting for on favor the motion signify by saying aye aye against this motion does pass item number 10 is consideration of adopting resolution number 20 19-7 EDF grant program reconstruction of 31 Mile Road mr. city manager the city of richmond is eligible for a new transportation grant program through the economic development fund for road improvements in cities and villages with the population of 10,000 or fewer the grant applications are due April 1st or April 5th for funds available in 2019 because this is a new program there's a tight timeframe on that Jim would like

046to submit some roads with that along with possible water main project on 31 that will provide us kind of some extra points in our application if we don't get the grant we probably won't move forward with the water main project it's something that we need but not necessarily on the timeline of this grant but if it allows us to get 50 percent funding then we would move forward quicker good is there a motion I make a motion to adopt resolution 2019 - 70 request funding for the reconstruction of 30 one mile road Madison Street and Pierce Street support what's been made and supported any discussion on this I just like to thank public service director Jim gut singer for researching this grant and and putting together the resolution absolutely we love grants and we can

047get help maintaining our community we love that now if you could just talk the county into painting from where the city ends on 31 mile rotor back around the Gleason and South Forest we'd really appreciate yeah I I've had of a miracle for part parts of that in the past I agree yeah it's too much traffic the the Road Commission can't keep a dirt road intact when there's that much traffic out there someday maybe mr. city manager someday okay any other discussion back to the table all in favor of the motion signify by saying aye aye against motion does pass I'm number 11 is consideration of confirming an appointment to the Planning Commission mr. city manager council scheduled to appoint a vacancy on the Planning Commission we've received one application from Carolyn Pryor thank you

048I would ask council to confirm my appointment of Carolyn prior to the Planning Commission is there a motion I think the mayor's appointment of Carolyn prior to the Planning Commission to fill an unexpired term with an expiration date of June 30th 2021 support what's been made in support he discussion I would just like to say how much a joy Carolyn is just as a person I know she's basically served on the cable Commission for a while and she's a great person to be an addition to this spot to the Planning Commission she also for a number of years on the backer application for board appointment for the television Commission cable Commission always put in there a few things that she'd be willing to serve and so being a friend I thought I'd twist her arm

049a little bit and she gave in finally so I think she's going to have a a good time eyes wide open Planning Commission's a big commitment and I think she'll do a fine job there any other comments back to the table all in favor of the motion signify by saying aye aye against motion does pass we thank her for joining in on helping run the community I am number 12 our last items consideration of special event request Richmond Knights of Columbus Tootsie Roll sailed mr. city manager council is scheduled to consider a request received from the Richmond Knights of Columbus to conduct their annual to Sea World sale on Friday April 12th and Saturday April 13th 2019 the Knights of Columbus are requesting permission from Council to connect the sale at the intersection of Main
