005a deeper dive at the supports behind the educational programs so what does a typical day look like at Maricopa Unified School District districtwide the numbers we work with add up to large sums that aren't easily grasped because most of us have never seen a billion or a million of anything I've taken some of the annual facts of the district and put them in quantities that are easier to comprehend and spread them out over 365 days of course each quarter and month are different but the daily averages paint a good picture of our operations every day our district is a bustling Hive of activity and like most operations it boils down to two things people and money wrong direction on the money side we have annual revenues and expenditures in excess of1 120 million divided among
00615 General funds 15 special Revenue funds several federal and state project funds and 11 Capital project funds we take in and spend about $330,000 every day every day we have over $20 million on deposit in the bank and we can account for every dollar every day on the people's side we have 20 or sorry 200 occupations with over 225 job descriptions we have on active payroll 1,242 employees but over the course of a year as determined by counting W2 forms we employ 2,250 individuals which means we take in and process 22 applications conduct five interviews and hire and terminate two people every day every day we account for over 3,697 significant pieces of property worth over $276 million we have over 1.1 million square feet of building space we clean and maintain 994456 Square ft
007per day which is the equivalent of cleaning 554 three-bedroom homes every single day each of our hardworking Food Service staff members produce over 18 meals per labor hour to feed our students we serve 7,179 meals consume over 400 gallons of milk and 450 loaves of bread every day we maintain in service 110 Vehicles which include 60 school buses every day our school buses travel 4,421 route miles which is like driving one and a half times across the United States or the equivalent sorry every day or the equivalent of traveling to the Moon every 54 4 days we use 107 Gall of UNL and 332 Gall of diesel fuel you guessed it every day we use 13.8 million kilowatt hours of electricity in a year which is the same as burning 112,500 or sorry 60 watt
008light bulbs 24 hours per day every day in addition to changing light bulbs every day we also service and maintain countless miles of electrical circuitry and thousands of electrical appliances and equipment we use 35 million gallons of water in a year instead of telling you how many gallons per day that is to visualize 35 million gallons think of a 10 acre lake that is 10t deep I've used 10 acres because that is the average size of our elementary school campuses and of course moving and using that much water means the service and maintenance of miles of water and sewer lines and innumerable valves faucets and connectors all of those school campuses have a total of 57 Acres of turf having us mow over 11 acres of grass every day we use over two billion British
009thermal units or BTUs of natural gas in a year you might remember from your science class that a BTU is the measure of energy that can raise one pound of water one degree Fahrenheit we use enough to turn 4,500 pounds of ice into steam every day and of course we maintain and service the supply system and burner units we maintain and service 850 staff computers 10,67 student devices those computers handle 16.7 million incoming emails and 1.7 million outgoing emails each year that is 45770 incoming and 4,600 outgoing emails each day the outgoing word count of our staff emails is equivalent to writing 10 fulllength novels of The Great Gatsby every day okay the district never sleeps um between our on call schedules our contracted Services monitoring systems and Cloud backups there are people watching out
010for and taking care of our district 24 hours per day every day these numbers though impressive only scratch the surface of what happens behind the scenes we're really like an iceberg you see one part above the water but beneath lies a whole world of support and dedication thank you for your time and interest in learning more about the daily heartbeat of Maricopa Unified School District as we navigate the year ahead let these insights serve as benchmarks for the incredible work happening across our district every single day and that's my report thank you thank you Dr lopman we now move on to item 3A governing board members report member Lopez thank you Mr Downey that was awesome Mr Herman um I done a few things I had to go back and write them down because the

014um it was a great game and very well well organized and um we barely fit in the bleachers so it'll be nice when we get those new bleachers installed for future future Seasons uh I attended a Maricopa Wells uh Middle School volleyball game today and um that was fantastic and um I attended the community leaders lunch in as well and then finally uh if you don't know Home Depot opened today so we now have a Home Depot and that's super exciting but it's also such a sign of the growth in this community and um why we need to continue to plan uh for the future to make sure that we have classrooms for all of our amazing students that's all I have thanks thank you member Anderson thanks president Downey um I want to thank
015Mr fugo for taking us on a tour of the sunrise um High School it was great to see so many of the projects completed um after seeing it from you know blueprints to finished products so there's still some classrooms and some things that are going to be done um moving forward but it was a nice tour um and then I did attend the homecoming for Desert Sunrise high school and if you and Miss no and her son were on the field because he was one of the royalty whatever you call them princes or whatever anyway you did a good job didn't trip or anything um but I will say the band if you have not seen their marching band uniform Ms they are like dynamite they are so awesome I was so impressed I'm like

020I did attend uh the Mike Ingram historical walk ribbon cutting last Thursday and this is an individual that has a lot of historical knowledge about Maricopa and it was interesting to find out and I did not know this that when they first proposed 347 to be widened from the two-lane road it was supposed to be a six lane road but it was vetoed um by uh the federal the well I it was the Federal Government the vetoed said you're never going to need that boy were they shortsighted so um I did attend the MHS Deca professional dinner um these kids are just amazing you talk about um a gold standard program U this is it so and they did an amazing job and um I did have the honor we had the rotary U meeting
021and we met with our rotary interact Club years ago we used to have a rotary interact Club at MHS um and now we're going to have one at Desert sunrise and these kids are so organized and so on top of it they actually spent the summer um organizing and how they were going to recruit and they had like over 90 members interested in joining the this club and they're reaching out to work with other clubs at both high schools so it they're an amazing group too um and lastly I was at the Safety Town Hall and I have to give props to the district the information that they um presented uh was was so good and the packet they put together really explained to parents on the levels of uh on the hierarchy of the
022threats and how we assess them how we communicate with them um and the big thing and the message that I hope that those that were there took away from it and share and I'm going to share this with you we really want and need people to report when they hear about things and not repost so please report and not repost thank you thank you have some similar stuff the musd business luncheon the to Hall safety um meeting that we had had the desert Sunrise home equipment I also went to the America amera High School um National Honor Society induction ceremony um I think there was about 50 students were inducted into the Honor Society very special um at that at that um event the state representative Speaker of the House Teresa Martinez was the keynote

037entering the workforce Nathan is a prime example after graduating from MHS he leverages skills and certifications acquired through Brad Chamberlain's program to secure a rewarding position as a senior Network systems analyst in our community we are committed to all means all to further enhance our Pathways we're collaborating with Middle School and High School principles to integrate integrate programs across grade levels one example Le is the progression from coding in Middle School to software and app design at the high school level additionally we're dedicated to ensuring every student has a well defined post-secondary plan starting in e8th grade we'll employ the major Clarity platform to guide students personalized skills and interest assessments scholarship exploration and Workforce Development insights by fostering district-wide career conversations we aim to increase student engagement and equip them with the technical and
038professional skills needed to thrive in their postsecondary Pathways any questions no questions but I do want to say um it's rewarding for me to see us aligning and capturing our middle school students and trying to get them to start thinking about what they could do what the possibilities are uh I know the state does not necessarily um fund that and so I just want people to understand that we as a district are taking that step on our own because we know it's important for those kids to be captured at that age um so I just wanted to acknowledge that that I think it's fantastic that we're able to do that so thank you thank you I don't have any questions but I can speak from experience as a parent whose child um really did not
039know what direction he was going to go going into high school and if it wasn't for Mr pette and the theater tech department he he wouldn't have found his thing and he found it with his with their guidance and he's a seconde theater Tech at ASU he had a summer internship at Missouri State University um he's got another internship that he's going to Vegas to do a lighting design conference and not only did that help him find his thing but it also gave him the confidence to do it and it just it it warms my heart that we have these programs because because traditional classroom is not for every everybody and for us to have the vast programs that we have the offerings between our high schools and cavat is just amazing and it does
040raise the bar for us so thank you so very much thank you yeah I just want to I do have a question I want to make comment first um whenever I came out of high school I actually went and I'm going to show my age in 1976 went into a trade school to learn this thing called computer science and um it got me into the computer and I can say it set me up for a pretty nice career and a nice life as well um so thank you I do I also want to make a comment that a lot of the bond money I believe a significant portion of the bond money is actually going to focus on this area if you like Workforce Development so I just want to make that comment my question
041is um what what are we doing with the city of amopa around the line what we're either doing today or going to do in the near future to the growth particular obviously employment companies moving into the city um so that we grow the students who may not want to go to um college but come out with skills to have a very successful career locally so we've been working with many different business partners in the community to add additional internships in multiple different fields across the community and the rotary has partner with us to allow them to pay for those internships and so that has been a great opportunity for our students we continue to reach out to businesses through our counselors our career counselors and and trying to figure out the need and so as
042we learn the needs of our community then we can better pivot and adjust to what the needs are in our programs and how we can improve those so we are continuing to grow those as we go thank you may may I add that you are also working with the chamber of Commerce on the young entrepreneur scholarship program Yes program um and that is going to be open for um high school students to not only come in and learn um some skills about like business plan writing but also simple skills like interviewing uh how to dress um how to behave how a lot of this you know people have forgotten the art of conversation unless it's texting and so this program will also address that so they know how to address somebody when they walk into
043a room um so that will help them if they choose to go into the workforce as well we're excited for that partnership thank you very much very interesting I move on to item 5B information applied economics enrollment and demographic study Miss Pastor thank you president Downey Dr lman board members uh a FL economics is an expert in the study of Statistics related to the changing structure of human population and um we they are one of the largest demographers that work with school districts in the state of Arizona and Beyond and analyze statistical data to help predict enrollment Trends they've been working with musd for for many years now so tonight Mr Rick Rema Bremer and his colleague Don Groves will share highlights from a recent analysis of of our um enrollment from the beginning of
044the year and in previous years and include enrollment Trends and predictions so I hand it over to Mr Brer good evening president Downey vice president coutre members of the board um Dr lman and our distinguished guests uh we are uh happy to be here again tonight to give you a little bit of an update on demographics and building and those kinds of things U so we'll just get right to it um same scope of work that we've been performing for the uh District basically since day one the most important thing is separating the idea of demographics from growth so we have you know some things moving in different directions at this point where we got some aging of the population that came in during the early days of growth now combined with still a steady
045flow of of new folks coming in so it's really a a dynamic place I gotta say and then of course our the two models that we do I just want to remind you we do a macroeconomic topown how does Maricopa fit into greater Phoenix how does it fit into panal County and look at Job structure and all those kinds of things to try to get it that and then the subdistrict or you know what we call the the bottomup approach which is where all these grids come from so not only are we doing modeling of enrollment at the district level we try to capture sure what's going on at the subdistrict level not quite the neighborhood level but square miles or so it really gives us great information about U what's happening within the district
046because if you just look at total enrollment it really tends to hide the story you know of what's actually going on um so we're going to start at the top which is basically total enrollment this is 40th Day headcount enrollment um for every single year we took it a couple of weeks early this year for this presentation I'll be updating that for our for the report that we'll be generating um but essentially um growth continues to be fairly substantial you know for those who haven't heard the whole story obviously had an explosive growth period in the early uh 2000s up through about 2008 2009 which was about a year longer than the rest of the market lasted if you recall that was the introduction of the Great Recession and so what happened was that there
047was uh few years there where lots of people moved out the most important thing about that demographically was that those houses didn't really sit empty very long a lot of them were reoccupied fairly shortly by older empty nester type of of um owners you know from Canada from out of the states that came in to scoop up those affordable houses that hit the market so for a while anyway brought in sort of an older compl population but all the growth that we've had since then is obviously UPS didn't need to go ahead yet sending us in this other direction and when you see the red squiggly line that's just the year-over-year percent change in enrollment at some point I'm going to cut the 70 off because it's preventing us from seeing what's going on now
048which is still a three to five% you know at least growth rate per year on average which is like very healthy growth you know 70% is not Healthy Growth so so you know in in a way it's good that it that it's that it's moderated a little bit um we've seen you know single family construction slow a little bit with the housing not only housing prices but of course the of course the interest rates that we that we've been facing this year's enrollment projection as of the day we took it um and I think um Mr Harmon told me we're about 50 students um under our projection for this year um so you know it's still reasonably closed but we didn't we didn't quite hit and um one of the things I'll talk about in
049the next slide might be you know one of the solutions but still very heavy growth um you know consistent growth next way we look at the data is divided into grade groups so the average enrollment per grade in each one of these four groups because of course the 912 group has four grades and the other doesn't only have three and so this this pattern that we've seen in the district especially the first growth boom where when you have growth that high it's often led by young families with kids and so you see that K2 component just took off and left everyone else you know pretty much in the dust but in the interim period and particularly right after the recession you know we saw not a lot of growth in the in the K2 group
050impacted by birth rate trends in the state of Arizona you know lots of other things besides you know what you have any control over you know were taking place now during this period of time 912 the high school group became the largest in terms of enrollment per grade so the people that all moved in back when that blue line came in there a lot of them are still here and so now they're in high school but you see this year particularly High School kind of went flat and so I think we've got you know we've kind of seen the runup from that previous bump and if I'm right we're going to have a couple of years where High School enrollment is not going to increase as fast as what it has been before it's not
051going to go down by any stretch and it's going to go up again a lot later but we're going to have a little bit of a break you know in the growth at the high school level now what I'm excited about or even worried about is the K2 curve because now instead of being flat for several years it's not quite straight up but it's among the fastest growing groups and it's a that's what leads the rest you know as the blue as that lighter blue line goes so will go the rest of the district enrollment over time really even more substantial growth than the three to five cohort I believe some of that especially the last two years is and I'm not going to get on my Soap Box about esas too much but you
052know those voucher programs have really been heavy in kindergarden first grade enrollments and so I think that is having a little bit of effect you know pretty much everywhere and you know nobody knows how many of the grants are being used exactly where but during the 2223 school year um there were only 87 persons living in Maricopa who were signed up for a voucher in the 2324 school year that grew to 392 last year that grew to 943 now that does not mean that those were all students that were coming from you because l lot of those kids obviously were in private school already and now they're just you know getting it getting it paid for but it is something that is affecting that lower cohort and we're going to keep an eye on it
053you know as as as a factor that we need to consider going forward in the future um the 68 curve um went flatter this year than we expected and the transition from fifth to sixth grade seems to be um a little bit of a concern so we need to keep an eye on that number it was probably the reason why the projections actually didn't hit exactly was we actually lost students from fifth grade last year six grade so that's something to keep an eye on um we look at these maps and these grids we look at you know where the students are this helps us do things like plan facilities and boundaries and things like that the coloring is the is normalized to students per square mile because the grids are different size little number
054you see show up on each grid is the actual number of K12 students that were serving that you're serving from each one of these grids right now and we use that information um not only just here in town but you know looking at it over time and so just for fun since I had the data you know I'm showing you what growth has been like over the last 10 years so you know basically massive increases in enrollment wherever you see red you know more than U what is that 260 or something like that new students per square mile and some of the grids them seven 800 new students basically over the last 10 years and the only real declines you know which are very small have basically been in that in that Far Western area
055those families tend to be older and you know more of a move out Market than a move up Market but um anyway some incredible growth over the last 10 years and we're not done you know I think that's the main message uh for tonight anyway is that this is the population the total population of the district so if you look back at the year 2000 there were only 4,800 persons living in the school district and by 2010 that had gone up by a 10 so now we're 47,000 for the 2020 census we're showing 61,000 right now today 2024 we're estimating 75,000 and the projections that we do and that others you know crossjack against is that we're looking at the district you know swelling to well over a 100,000 students by 203 and like I
056said we've been almost on a break in terms of development in in the rate that we have seen it you know historically and the way we're going to see it two to three years from so um but the growth is is substantial and it's it's coming there's no way it's not going to happen and Don's going to talk about housing this chart shows the uh the housing growth rated by permits over the last 10 years the blue bars indicate sing Single family and the or is multif family I'm not going to go and all the numbers with couple of things I want to point out is if you look at the blue bars with the single family you'll see in the first half of this chart it's growing different rates but trending up we get
057in the last four or five years and it's very inconsistent it jumps up goes down comes up it's mostly because we've had a problem with coming out of the Great Recession and then we have the co pandemic hits and then the combination of high prices and mortgage rates and it's just created a lot of basically chaos in the market and also because of the type of housing market we have here so one of the things I think that you want to pay attention to is the market itself is changing it's going through a transition period the mulai family we did have none for a long time so that 120 that's up there in that bar in 2021 that's your first that's two multif family projects and we have now hundreds of units under construction now
058hundreds more that are coming and the thing that I think is you know important to take away from this is that the Market's in transation but it's also maturing you're expanding the type of Market it is and this overall is a good thing and something that I noticed this fall when we're looking at this and kind of a good sign there are two home builders that are starting up here in their first projects in Arizona they've come here from out of state they've never had a project in Arizona they're starting in marova and this is you know kind of a sign of what people from out of town are thinking about the housing market here so we're going through some changes but it's uh moving its way up we have the housing potential and again
059the blue bars are single family orange is multif family and the only real takeaway here is that a there's an enormous capacity of user growth and the other thing is you look in those first bars we're moving up we've got about 15 16,000 units that will be not built but starting to come online and this is you know moving up we've got a progressive amount of new growth on its way the land use map we have here is colorcoded this is the district and the yellow indicates single family developments orange is multif family and a couple of things to point out here is uh one the part that's not colored at all is because it's already built so the whole center part of Maricopa is pretty much built so where the Market is changing and
060we're moving towards the outside and the other thing to maybe notice is the orange is mulai family and unlike a number of years ago now there's quite a few Parcels there that are orange and they're pretty much concentrated near the highway going up and down the highway or fairly close to it that seems to be where your multif family growth is going to be as far as where it's planned for currently but you know the other growth is moving towards the outside the timing map is also colorcoded and in this case red means it's an active project an active subdivision so you'll see red up at the Rancho El Dorado but only on that Far Eastern side the rest of its build out the last subdivisions in that development are under construction now they'll be
061building out the next couple of years and if we look down here Rancho Mirage part of it is red and the other is orange and the orange indicates that it's coming online soon and as we get the lighter colors the lighter orange means it's a little further out the yellow is farther out and the thing that's probably worth pointing out here is what I mentioned that the market is changing and it's evolving and maturing what we have have here in the near term going on is right in the middle of the district just south of the highway El Rancho Santa Rosa is going to start building house construction should be underway about October or November that's what they're telling me it's a 700 lot project so they're going to going to get going rental Mirage
062is like I mentioned you know going in early 2025 Moonlight Ridge which is up in the far Northwestern corner of the district will start house construction this is a DR Horton project they seem to be very interested in having this to be a very nice project but they're going to be opening up with about first 300 Lots that'll be early in 25 in the middle of 25 we should start seeing growth over here on the Eastern end of the uh of of the uh District in fact right just outside the district at Rano Elena there's another project be starting houses in about mid 25 they're doing Land Development right now at uh Anderson Farms where just under 400 Lots should be starting home construction in about fall of 25 there's a project that's already under
063land construction outside or in the southern part of the district by Amarillo Creek it's about 540 Lots it is in Land Development they started in I believe in August so we have in the next year multiple projects coming online as well as subdivisions within developments that are already going the new subdivision will be adding in and again you know as we go on we're going to have like sustained growth because we're having multiple projects all working at the same time and they're coming in feeding in more and more and as we go far farther out we'll be bringing in even more projects that are in currently in the planning stage so what does it mean well multif family is a little bit more speculative I think after you get through the ones that are under
064construction right now but the thing that is coming back to us over and over again is the single family Market is poised to make a major major jump forward and if you went back if this chart went back far enough for you to see what was going on in 2006 and 2007 is there were over 3,000 at one point over 4,000 units constructed in one year that's what it took to get that kind of a growth in enrollment and from what we can see in terms of single family development we're heading back to 3,000 there is just pretty much no way we cannot avoid it with the number of projects that are coming online unless we go into some sort of a national terrible recession or you know something awful on this but basically you
065know it's loaded everything is stacked for this to happen so it'll take a few years to ramp up you look at this at the single family column um you know coming online for this year 1340 new units that's that's what actually happened you know last during the last school year that affected us then this year and more you know this current year 24 25 but not a lot more because like you say a lot of these projects are really teen up to start in 25 me we'll probably not really see students before them you know until the following year but then we're on this path you know to immediately over the next five years rise to about 3,000 units every year in terms a single family the multifamilies you know obviously the ones that that
066have been built that are in bold and also most of the ones in that you're seeing coming online you know next year and the year after those are in the pipeline those are under construction or funded those are probably going to happen I'm just wondering personally what's going to happen after all of that because we we're seeing the multif family Market the apartment Market um in Phoenix and Scottdale really soften and all of a sudden now there's rate or rent incentives and three months of rent and things that we hadn't seen for like two or three years so we know it's getting softer and if interest rates come down on mortgages it could get softer yet because I think there's a lot of people who are just having to sit out of the game right
067but some of the H owners will tell you have been buying down interest rates and that's part of what's keeping the number propped up right now is that and that's the big National Builders because they got to build whether they want to build or not because they got shareholders who think they ought to be building houses whereas you get into some of the smaller local Builders they'll just kind of sit out half sit out you know things aren't AR aren't looking real Rosy but anyway this would call for the addition of some 27,000 single family homes and 8,000 apartment ments over the next 10 years we translate all housing unit additions into household so first of all it's got to be occupied and then we actually structure the households um by age and and whether
068they're renter or owner and that gives us the ability to estimate and project school age population I'm going to skip this one and come back I think I got from that um is that we look at households and then We're translating that you know historically and in the projections into school age population which is persons aged 5 to 17 who live in the district it may not go to your school or any school it's just total persons living in the district and you can see that comes out at about 062 per unit which is high that's you know it's obviously still very much a family area you compare that to the to the K12 you know enrollment that we're showing for this year 9543 which means that there's you know there's still a difference there
069of around 6,000 you know persons who live in the district who don't um attend a district school and that you know that it's it was um not it's been increasing but so the ratio between those is what we track how much you know enrollment versus the population that last call them and so early on you face challenges because so many of the people people who moved here originally were from up the road and they kept taking their kids up the road you know and so it sort of started out lower than it would have otherwise but in fact you know You' made any progress you know bringing that number up is a major accomplishment like I can't even tell you I mean you're one of only two or three districts that we work for that
070are in that position of even even holding your own most of them are watching their their EP rates go down year after year after year and we haven't had and I hate to even say it out loud but we haven't had a new Charter School here in a while you know and so those impacts can come at us not in Nice Nice gradual but all of a sudden you get a bump so that's what we're looking out for is when is that next 600 800,000 person bump perhaps coming but right now you guys are doing an incredible job and so in the projections I'm not really you know looking for it in being conservative I'm not really increasing it anymore I'm just saying what if we hold that's why it says based on a stable
071EP ratio so if we continue to serve you know right around um 60% of the students I'm sorry 60% of the school age persons is probably a better way to say it that we could even with that see uh an increase in K12 enrollment we could say it double basically double in enrollment next 10 years from you know from our 9500 this year to about 19,000 10 years that's a little faster than we've been going you know as a you know recently but certainly not as fast as we've gone sometimes in the past but this and this EP ratio this Choice Factor whether it's Charter Schools or esas or just open and rolling to other districts is is the wild card that Dominic can't do exactly he's incredible at telling me how many houses are
072being built and I'm pretty good at telling you who's going to live in but whether they're going to choose you or not you know unless you're in everyone's kitchen table I don't know how exactly you would know that so we do provide the the district with a range of projections so you know we we know that there's you know variability but it really comes from that choice thing not so much from demographic from the housing construction um so in conclusion I mean we've experienced you know slightly slower growth in terms of enrollment um very very recently um but there's still you know sub substantial housing growth we see the school age population continuing to increase we don't see the share of the school age population shrinking very fast in some areas because of birth rates
073you know even if you've got a thousand more houses you don't get any more kids and so that's not the case that's not the kind of growth that you have um we are seeing you know overtime slightly larger proportions you know being offset by alternative providers particularly at certain grade levels it's not necessarily across the board um you're like I said you just kind of already said it but your demographics aren't like the rest of the metropolitan area people who are young who are looking to own a home are coming your way and that's not happening pretty much anywhere else we work with the possible exception of bucka you know it's it's pretty much the same same sort of dynamic although they have not had nearly the amount of growth that you had uh we
074talked about the rate of single family dist construction had declined this was the first up year and we're looking at you know many more up years to come with um you know the multif family you know accelerating for now um but I'm just less sure you know if it's going to stay with us beyond the next couple of years uh future enrollment levels are likely to be impacted by additional alternate providers the community is getting very large in terms of population and it's eventually it's going to get someone's interest and one of the good things about it is money is expensive and land is really expensive so you know building a new new charter school is not as easy as it used to be so there's still people who have the pockets to do it
075but um it's gotten a lot more challenging and in fact Charter School enrollment went sideways last year for the first time it was a minor minor increase of a couple thousand students on a much much larger base and so um well birth rates but also esas are are impacting them too so it's been really kind of an interesting period and like we keep saying your District is just positioned to grow you know like crazy over the next 10 years and U I don't see beyond the next couple years any any bled up during the projection per so I guess with that we would entertain any question I just have a question about the analysis in the sense of um we hear from the city a lot about big employment coming into the time I would
076think if employment came in people are working here therefore their kids would first of all come here whenever they move for the job but also stay in Maricopa is is there any buildin factor for that in your analysis no not explicitly but I do look at employment gr you know projections as a way of identifying whether these housing members I'm doing make any sense or not because it's kind of a chicken in the EG okay because there's a lot of people live here but obviously work in the valley obious bring their kids to the valley but if they're actually working in mopa right why would they send their kids to the valley and instead have them enrolled in musd hopefully oh yeah no definitely as your economic base has grown and I work for some
077of the districts up the road and they're getting fewer and fewer and fewer other students for that reason and because you know I mean you've got modern beautiful facilities now there's no there's there's no advantage to driving R in some ways you know early in the early days it wasn't wasn't quite so rad okay thank you very much very interesting very very interesting thank you okay okay thank you we do have a call for the public so I have to read this um members of the board may not discuss items that are not specifically identified on the agenda therefore pursuant to ARS 38 4311 I actions a result of public comment may be limited to directing staff to study the matter responding to any criticism or scheduling the matter for a future agenda the board
078requests that all comments be limited three minutes or less and that the public refrain from use of speech or language that is offensive or inappropriate pursuant the board policy 3- 203 um please St just your name for the record and uh thank you for holding on and the it's Kenneth yeah just you Kenneth thank you for uh staying thank you appreciate it uh definitely a long day um my card that I had is for a police and fire engagement because we was talking about the police safety here um last last week and so just one thing I was asking or just had a brain fart didn't ask is maybe we can have like when I was growing up U police officers coming into schools talking to um our children about safety and then I also
079noticed that we had children are doing it from home from online or at home so maybe a police officer can meet them at a local park and talk to them about electricity you know they're staying in a secluded area and so that's just one thing I just wanted to talk to you about and see if we can do more um police engagement because my daughter loves stickers so every time she sees a police officer she's asking for a sticker so the little small little things can get the children to know police officers by their name can get people to identify if there's a problem because some people don't want to go instead of posting you know so this is one step that we can help our children that's it thank you thank you Kenneth okay
080we now move on to item seven consent agenda motion to approve um taking seven F out obviously but motion to approve the rest of them second Lisa we have a motion to Second carollyn Lopez I adary no I Tory Anderson I Patty crae hi Robert Downey I so moved we now move on to section it action item specifically 7f approve the inter intergovernmental agreement IGA between panal County Joint technical education district and meropa UniFi School District Dr Scott president Downey members of the board Dr lman through the curriculum Consortium our teachers are provided with high quality industry relevant and engaging curriculum that is aligned to our CTE program standards to support our teachers and to increase student retention the curriculum Consortium collaborates with industry experts to ensure that the curriculum that's within this uh um
081online program completely aligns with current industry standards in addition it provides our veteran teachers opportunities for professional development and time to align and build professional learning uh teams with other teachers within the programs especially sometimes if we might have a Singleton program and they might not have that professional learning team members within our school district but they can reach out amongst the entire state in addition this um IGA will allow for our uh teachers to be able to um to attend professional development such as classroom management best instructional practices especially for our new veteran or our new CTE teachers that have maybe never walked into a classroom before they're truly industry experts that are now coming into the classroom but providing them with all of those relevant resources down to lesson planning PowerPoints that have
082all been vetted by the curriculum Consortium I'm willing to take any questions so I pulled this because it's I think it's interesting but how long is this agreement for how long is the IGA for it's good for five years five years years and so um Can we cancel it at any time not that we would I just want to know that we can as long as we give them the 30 days notice okay um I just I think it's a great opportunity for our CTE teachers to take advantage of what J Ted and the other um Workforce training programs are doing and I just don't I didn't know that if that it was out there that people knew this is available so I just I think for the five-year agreement um I think it's a
083great thing but I just I didn't know that we did that so that's why I pulled it it truly is a wonderful opportunity for our teachers again to whether they're a veteran teacher or a new teacher but they have complete access to Industry experts at any time I think that's great so thank you that's if there's no other questions or discussion I'd make a motion to approve the IGA I'll second L we have a motion to Second carollyn Lopez hi adory no hi Tor Anderson hi Patty crae hi Robert Downey I so moved thank you very much now move on to it a discussion of possible approval of the Personnel schedule Mr pet thank you president Downey members of the governing board and Dr you have the Personnel schedule in front of you tonight I'll
084answer any questions that you have I know you're all looking at me we are um actually I don't have any questions so no questions I'd like sorry can I just have comment um Mr Becket understand that on the schedule there's a couple of new employees that we're bringing in because we have a growth in number of students but actually it turns out we sort of normally don't have facilities for them and I'm just highlighting that we're reaching that point now where we're growing our current footprint or current um classroom site classroom buildings is that a f comment yes number 10 we have a two pair of professionals who are asking the board to approve tonight we're doing that because the third grad at Santa roses reached capacity unfortunately we don't have a room and so
085in order to support those two teachers we're going to go ahead and allow them to have a PA professional to help support their classroom needs but again just the challenges that we're starting to uh face with with our sites especially our smaller sites that just running out of capacity thank you Mr now can I make the motion abely I motion that we approve the HR schedule I'll second Le we have a motion a second Carn Lopez I Amry no I Tory Anderson I Patty koutra I Robert Downey I so thank you Mr Becket now move item it be discussion of possible approval of District 2024 to 2025 classroom site fund pay for performance Compensation Plan Mr Becket thank you once again president Downey members of the board and Dr lman uh this is a requirement
086for the district just simply U by Statute we have to have a performance plan in place years ago we made the decision to roll the majority of the money into salaries base salaries uh and to make this particular uh payment plan a little less volatile and so once again we presented this to the faculty we had a committee meet uh there was a vote taken had overwhelming support for the the new plan uh the plan mirrors our last two-year plans but there is some language change simply because uh we changed the categories for evaluations this year during our policy and then Additionally the policy for the appeals also was revised as a result of the new trust policy where you're point out so I'll take any other questions you have this point time but uh
087again a plan is to get your approval and then it'll be posted to ad for December 31st if there's no questions or discussion I make a motion we approve second leis we have a motion to Second camn Lopez I ad Mar no I toy Anderson hi Patty CRA hi Robert Downey I so thank packet I move on to it C discussion and possible approval to adopt resolution accepting land donation for sfd 04l for Santo school project Mr Harmon thank you president Downey members of the governing board and Dr lman um you have an action item in front of you to adopt a resolution accepting the land donation for um the sfd land application to be used for the serrento school project we're seeking your approval and I'll take any questions you may have no questions
088I'd like to make a motion that we approve second leis we have a motion to Second Lopez I adary no I Tory Anderson I Patty crae I Robert Downey I so moved thank Mr Herman um now move on to it D discussion of possible approval of fiscal year 2023 2024 annual fiscal report on maintenance and operation Mr Harmon all right good evening president Downey members of the governing board and Dr Lan the purpose of this presentation is to review the annual financial report um or what we call the AFR for fiscal year 24 um Arizona revised Statute 15904 requires school districts to submit an AFR in electronic format by October 15th of each year the AFR is a report of the district's actual revenues and expenditures the the AFR aligns with all four goals of
089the amop Unified School District strategic plan creating an uh creating the AFR um involves several steps to ensure accuracy transparency and compliance with state and federal regulations over several weeks uh we audit and review our financial statements and transaction data to ensure we adhere to all regulations and accounting standards once our general ledger is clean and organized we compile our accounting data into the auditor General's series of annual Financial reports I'll Focus my presentation on the summary page to highlight the AFR this is a small sample of the summary page showing less than half of the district's funds um the left side of this column lists the names of each fund um each fund starts with a beginning fund balance adding revenues subtracting expenditures that occurred during the year and the second to last column
090shows the ending fund balances so if anyone wanted to ever review the AFR I would suggest this summary slide this uh one more slide to kind of help explain the summary I want to focus on first our three main funds that come from the state and are what we call Budget controlled funds since they are tied to the state funding formula based on student enrollment these three funds are formula based and our spending capacities only deal with the formula rules budgeted expenditures are then are are the total formula budget limits um we take that amount and subtract any actual expenditures expenditures to identify our ending fund balances um those fund balances will roll into next year's budget limit formula as one-time add-ons those three main funds have the following ending fund balances M with $4.5
091million or unrestricted Capital outlay 6.7 million and classroom site fund 4.1 million the rest of the funds not just those listed here um but the rest of our funds that we deal with are considered cash controlled funds um for those we look at our beginning fund balance add any revenues track expenditures add or subtract any transfers and our ending cash balances will match our available fund balances um overall we're we're pleased to report that the general ledger is clean and balanced we operated within budget limits and have healthy fund balances to further mitigate Financial Risk and any future uncertainty um transitioning I wanted to give a preview of the average teacher salary data now that we have our our annual financial report we can um show what's going to be on our auditor general School
092spinning report it won't come out until February the Orange Line shows the state average and the blue is the average for Maricopa unified we made great project progress over the last few years in fiscal year 20 we were $2,000 below the state average in fiscal year 21 we fell short by about $440 in fiscal year 22 we was the first time we exceeded the state average by just over ,000 do in 23 we increased that by more than $2,000 in fiscal year 24 we're reporting um that we exceeded $70,000 we won't get the the state's average data until February so look for an update statute requires that we share the spinning report of our override funds each time at the uh that we present our our annual financial report the override voter information pamphlet stated
093that the monies would fund 50 additional teachers counselors and Specialists to reduce successive class size and to offer additional academic programs this table shows kindergarten through fifth grade class size targets before and after the override this also shows the actual class size averages at the 40th and 100th days in fiscal year 24 as well as our current class sizes for fiscal year 25 as you can see we have honored the override commitment for lower class houses this slide shows the override allocations since the first year of the override overrides are authorized for seven years we had a continuation which reset the seven-year timeline um we're reporting for fiscal year 24 which is year two of seven and I've also included our current fiscal year which is which it will be year three of our override
094this chart shows some additional detail of the actual expenditures by category showing where each dollar dollar of the override was spent we have approximately $5 million going to teachers at all levels 500,000 towards Ram Academy 500,000 to technology and 440,000 towards counselors and teachers on assignment and that concludes uh the annual financial report presentation happy to answer any questions that you may have Mr Harmon um back on the slide where we had the uh Civic fund the cash controlled funds in the budget thank you yeah that one although I can't read that on the screen okay um so just out of curiosity I know that Civic fund the Civic Center funds are our facility rentals funds but they're not spending any of it is there a reason I mean I know that that some of
095that money has to be spent on uh consumable costs that they have to replenish because we've got facility rent rentals in there um but I'm wondering because those are those are controlled by sites correct so if I Dennis and Carla might correct me if I'm wrong but I believe we give 30% of the revenue generated at each site to the sites and the rest is held at the district level and and we don't spend that that's a Reserve District I I think it shows about $133,000 of spending um a lot of our principles it's one of the few funds that can roll over so um it's a fund that the principales kind of um use as a as as a cushion or Reserve um some of our principles use it uh very actively so but
096approxim 13,000 was spent correct yeah they can use that on on operations or Capital so that balance up there is a combination of what the district and the sites have that's correct okay thank you when you say the one time at the for the budget controlled funds that excess gets rolled over for one time into the next budget right correct is that one time per year is that what you mean by one time or is that just one time ever whenever we look at our our budget um we have our formula dollars which come by the students that we have and those are recurring we can expect to have those every year because we're growing um this for for imemo we have $4.5 million it's going to be added to the formula dollars as carry
097forward but it's one time because it's just left over from this year so if we spend that $4.5 million we can only spend it once because it's not replenished so it's a onetime add-on um the imino formula has not just our our enrollment uh data what we call our our Revenue control limit that's based on the students it has our override add-on um it has our our budget balance carry forward that's really the only piece of the m&o budget limit that's one time okay and when we do our planning we always kind of strip that away and we look at just recurring dollars when we're talking about Staffing and positions we typically use our onetime dollars for for onetime things like projects and we'll often roll that into our Capital fund to do like like
