002public hearing on Wednesday July 10th 2024 at 6:30 p.m. in the boardroom of mopa UniFi School District regarding the adoption of the budget for the fiscal year 2024 to 2025 and truth of Taxation Mr Harmon I believe you have some comments to make thank you president Downey governing board members and Dr lman um we're just going to review some highlights of the fiscal year 2425 budget proposal so some key highlights we continue our investment sight based leadership decisions making uh decision-based decision making through multiple funding sources um it includes a shift to chyros health Arizona and maintains current benefits with no cost increase for employee medical insurance provides a 5% increase for all staff with an additional 30 cents per hour for classified employees earning $25 per hour or less increases the teacher base rate
003up to $554,000 includes 3.4 million in additional Staffing in over 7 million in Capital Improvements this sum summary slide reviews the budget limits the combined budget limits of these four funds is just under $130 Million Parts of tonight's hearing is required truth and Taxation related to the adjacent ways Levy of 8.5 million as a reminder the adjacent ways fund allows school districts to build and maintain essential public infrastructure like sidewalks sewers utility lines and Roads that directly benefit the community these improvements are funded through a a special assessment on taxable property within the district this means Property Owners contribute to the cost based on the benefits that they receive um from these enhancements to the public spaces however due to the 1% constitutional cap on primary taxes which limits the amount of primary taxes residents
004can be charged our community is is already above that limit this means primary residents will not pay any additional taxes for this lby and the last slide is um the top portion is a snip from our cover page that shows the tax rates from this year and last year and the bottom table um shows more specific information the primary tax rate is decreasing by 33 cents our secondary is decreasing by 17 cents and overall the tax rate is decreasing by 49 cents which means that a a homeowner will see an approximate reduction in taxes of about $49. 33 per $100,000 of limited home value and that concludes my my review of the budget any questions or comments okay we now move on to item one c yeah item one um item One D public comment

019Anderson I Patty koutra I Robert Downey I so moved now move on to thank you Mr Becket we now move on to item it D discussion and possible approval of the agreement with the panal County Education Service Agency for ongoing internet Consortium participation president Downey members of the board Dr Lan this is a continuation of an initial agreement in 2020 it provided us opportunities with recent upgrades to our network with no cost to us and it can increase up to 10 gigabytes connection for musd over the years and it is under the cost of what we were uh paying before I would take any questions so I see that it's this is a multi-year contract it is okay at any what is the um repercussions if we decide not to go with them I know
020that it has been it's worked really well but you never know um is there a penalty if for some reason we decide not to use them my understanding no and it could Poss that we can come up for renewal each year okay all right that's all I had any other questions okay make a motion we approve the um agreement with the Consortium I'll second B we have a motion to Second carola Lopez hi Tory Anderson hi Patty crae hi Robert Downey I so moved I move on to item it e discussion on possible approval of the memorandum of understanding between mopa Unified School District and AARP foundation and Achieve panal experience corpse for the 2024 25 school year Academic School year Dr Scott president Downey members of the board Dr lman I sound loud take
021a step back um for this is an opportunity I know it um started last year but it's an opportunity for us to work with panal County for some extra tutoring opportunities for our students and they would recruit the Personnel from around our areas especially regarding like our uh retirement communities so that they can bring them into our schools and help tutor our students during that school day with supervision I would take any questions I have a question are these the people that that they bring in will they go through our background check that is a great question yes they will and they provide a supervisor also that is on site that would supervise them from Canal County in addition okay so that we don't have to worry about that supervision so I know that this
022is AARP and um I think I asked Tracy about it last year or Dr lman sorry um because it was brought to me from some CAG Grand um people so I just I wonder does AARP advertise for this or are we responsible for advertising for this my past experience was that penel County would advertise for that and they would reach out to the community members to rec to do that recruiting for us and that's been my past experience even in another district with this okay interesting do you mean recruiting for students or Rec recruiting for volunteers volunteers is this we didn't recruit we didn't do any recruiting efforts last yearr so a ARP or penel County pel County okay so how many did so maybe they dropped the ball last year we did not have
023any we didn't have any last year know last year okay no so it's hard to find it's hard to fill well okay can I have you call Bob Jackson because he and his wife are the ones that are spearheading this panel County so um and is it possible that we could add this to our one of our website banners so that when you know people are visiting that they see the the volunteer opportunity and they might be ARP members sure we would we can connect their contact information fromal County to that so that they can start that process there and then work with us on that because I wonder if we could put something in the a ARP magazine which I do get too young saying I just I mean it you know I don't
024know how the word gets out otherwise because but that might be a great place to maybe advertise just a thought that so it I think it' be very beneficial for our students agre okay all right any other questions no I'd like to make a motion we approve the umou with AARP and panel County I'll second they have a motion to Second camn Lopez I Tory Anderson I Patty crae I Robert Downey I so moved we I move thank you Dr we I move on to item it f discussion and possible approval of course fees for the school year 2024 to 2025 Mr Harmon president Downey governing board members and Dr lman um we have the uh the course fees for next school year in front of you and we're happy to take any questions you
025may have Mr Harmon did we adjust any of them based on the discussion that we had about the different levels of one course to another and some being charged different amounts than others not no we have not adjusted our practice the current practice is the teachers of these courses that are responsible for purchasing these supplies adjust the fees based on the need of the course and every course has different needs um kind of regardless of the level and that is our current practice and we notify the parents that if they uh that they can apply apply for free and reduced lunch that that would also go towards these class fees we do offer offer that for for hardships all right there's no other questions I motion that we approve the course fee schedule I will
026second that Lisa we have a motion to Second Carolyn Lopez hi Tory Anderson hi Patty coute hi Robert Downey I so moved we now move on to it g discussion and possible approval of fund fundraisers for school year 2024 2025 Mr Harmon thank you president Downey governing board members and Dr lman um we have the fundraiser approval list back of this agenda we added um one line for crowdfunding and we're seeking your approval I'll be happy to take any questions you may have I want to thank you for adding that and um and I know that this year is going to be an interesting year with the processes that we put in place for PTO and booster clubs for fundraising so we're going to be getting all of those applications which I know so um
027I just appreciate everything that you've done to get this going so thank you no other questions I'd like to make a motion that we approve I will second that LE we have a motion to Second CA Lopez I Tory Anderson I Patty crae I Robert Downey I so moved we now move on to item it it discussion of possible approval of fiscal year 2024 to 2025 adopted budget Mr Haron any additional comments no additional comments I know we spent like six months talking about this which is great look can we do it another six months no I'm just kidding in about six months we'll do it again for another six only if it gets us more money if there's no other questions or discussion I can I just make a comment sure I just want
028to make a comment because I've seen um comments on um social media and things like that I think there's and maybe this already covered there's sort of misunderstanding about how this budget worked this was actually started in January and we decide on things like pay Rises and other things because they need to be in the contracts and the offers that we make people that are joining us so actually this was discussed and started in January but we actually officially approved it today because it's for the next school year just just want to make that clear for some questions that I've received from the public um it isn't like we're making the budget this week it's been a six-month process that's right with most of the big decisions if you like been made in January early
029February as to say so that whenever we're advertising positions and issuing contracts the wording is there sure it isn't really approved and guaranteed until we get the budget approved from state but it is a six-month process and that's how it works soor I just want to make that comment because I se questions that's fine any other comments okay so I'd like to make a motion that we approve the 2425 budget second Le we have a motion to Second carollyn Lopez hi Tory Anderson I Patty coute I Robert Downey I so moved when I move on to item it I discussion of possible approval of a resolution to sell District owned real estate property a PN 510 12001 K and 512000 L to the city of Maricopa Mr Harmon thank you president Downey governing board members
030and Dr lman you have a resolution and the purchase sale agreement from the city before you and happy to take any questions you may have so I just have this it's a legal question maybe so I know this is the property that we've had for a while and we have signs on there that says no trespassing how soon once we approve this tonight are we no longer responsible for liability because it's being used by people in their motorcycles and quads and stuff like that and used as a Dumping Ground so how like when does liability switch over so then it's a city issue once uh this item is approved and uh and pining City approval we would go move into escrow and okay it should be a fairly short process I would assume 30 to
03160 days okay I'm I just you know when I'm over there as title transferred then then that responsibility would trans I just worry that someone's going to get hurt and we're liable so I just want to make sure that's that you're aware of that I was not aware of that oh well now you're aware they do all sorts of things over there um thank you because this piece of property um we've been trying trying to as a district decide what the best possible use is and the best possible use is to sell it so um and I'm looking forward to being able to have those funds back in our Capital so that we can continue to move forward with our other sites so thank you very much if there's no other questions okay you go
032it's sort of piggyback to what member C just mentioned but I've also been asked I use these opportunities to educate the general or community at large um I got questions about we get this money in what do we use it for and I'm not looking for specific projects but could you talk in general about how this money there's so many different colors of money with within the school district um just but in general where this money would go and member C did allude to it but just want you to to see it from the the DI this uh the sell of land or or any you know even the disposals we do when we sell Goods or or uh um any item where we put the funds into the school plant fun fund 500 and
033that fund statutory will allow us to purchase any Capital item that could be other land it could be buildings it could be any capital expenditure we have have many needs and capital um many capital needs it could be Vehicles school buses anything that falls in that Capital category is what we would be allowed to spend these funds on Mr Harmon can they be used for repairs of capital repairs like if uh AC needed to be replaced if it fell if it fell under the capital um expenditure most repairs do not every repair does but if it fell under the capital guidelines then absolutely that's great all right any other questions or comments before I make a motion all right I motion that we sell this property second Lisa we have a motion second Carolyn Lopez
034I Tory Anderson I Patty coute I Robert Downey I so moved I move on to item J approval to adjourn to Executive executive session pursuant to ARS 38 431 Dr 03 A7 the governing board may vote to convene in to Executive session for discussion regarding land motion to adjourn to Executive session second Le we have motion second cam Lopez I Tory Anderson I Patty koutra I Robert Downey I so moved we now move into executive session principles are glad
