007fun and vice president coute that's my report awesome I always love it with a photo up all right we're going to move on to governing board reports Carolyn Lopez let's start with you good evening so it's been a while since there's been a lot that's happened so I'm not going to list it all um there was a lot of endof year stuff that happened that I attended um was really fun my best part water day with the bubbles loved it my absolute favorite hope that happens every year um I attended a Leadership Academy this last weekend through asba and just to back what Dr Lan was saying about our summer meal program um I've been taking my kids to maracle Wells Elementary and I just wanted to give a shout out to Carla Blanca and
008Allan who have the best energy and smiling faces for all the families that go to breakfast and lunch each day I've just been impressed every day I'm like thank you so much for being here and they have just done an amazing amazing job I'm sure all of them have right I'm just I've personally gone to that school and so I just wanted to share that so um I think that's it good we're good Anam Mar no uh thank you vice president krae I feel the same way as member Lopez and that it's been a while since we've been here and a lot has gone on I think most notably uh my favorite part of the last month was the Maricopa High School graduation it is by far and a way my most favorite thing to
009do as a board member I think it was extra special this year because it's the last time that the district will have Just One Singular graduation next year there will be a desert Sunrise graduation too which is also exciting uh but the speeches from the uh valoran and the salutatorian were uh moving they were incredible and it just shows uh the talent that we have coming out of our schools and the intelligence and the mind fulness um that these students have and I think it's just a testament to all of the programming we have here and and to you teachers and principles and what you're instilling in these students I'm getting chills right now just thinking of those speeches because they really were endearing and really special and I want to give a shout out
010to principal mnam uh for making that graduation really about the students it was uh very student focused and exactly what it should be and really fast for 600 students that was impressive super impressive actually I thought I was going to be there all night and I wasn't so that was nice but um uh other than that obviously I was at C city council meeting last week and I'm enjoying that role and learning about the city and being a part of that and I met with the chair of 347 facts.com today and they're doing a lot of great things to try and move the ball forward in terms of improvements on 347 and they could really use your help and what that looks like is you go to the 347 facts.com and you sign up and
011then a letter goes to like 98 elected officials uh professing the importance of improving the 347 and the legislature is uh possibly adopting a budget this week and so it's really important the time is now to do that if you haven't signed up on 347 facts.com that's all I have thank you Tori Anderson thank you Miss krae um so hi I want to say after 15 years plus of doing High School graduations participating in them having kids graduate uh I want to let the staff know at MHS that I think this was probably the smoothest best run graduation that I have ever attended so miss mnam your staff um thank thank you because it made it actually a pleasure I mean I I appreciate you taking the suggestions we've given you over the years um
012because after you sit through so many you go oh well you could do this or this so thank you I think that I was impressed um as M Mrs nor said it was the students are incredible um and that's due to the staff and it's due to their parents so moms and dads and grandmas and grandpas and aunts and uncles thank you uh your students are amazing so it just is a pleasure to be able to serve them um so I I wanted to give a shout out to that and then attending you know Maricopa Wells and desert wins Middle School promotions they're not graduation they're just being promoted to ninth grade but again they were both very smooth it was super hot um but we were done in less than an hour so you
013know again well done super smooth um and and I'm just impressed with our students and staff and and community members and I know that like the high school had you know we did the security screening and I did not hear one complaint um so it was smooth I like I say it was the best out of 15 years of doing this was the best one I've attended So and I've attended others around the state um other high schools and I still think this one this year was the best so you know we can always do better but it was amazing so thank you you um and then the next thing I want to make sure parents know that this fall in November we will have three governing board seats up for election I am not
014running again and Mrs no is not running again so if you are interested which I hope you are as a parent um it is one of the most rewarding and frustrating volunteer positions you will ever hold but it definitely is the most rewarding so if you are at all thinking about it deadlines are coming up you'll need to start collecting signatures in June um and you only have a small window it's not like city council where you can collect signatures from now until you know I think August almost school board has different deadlines um and so you need to look into that it's like I say if you need help call call me email me I will definitely you know after running four or five elections um I'm happy to share information and kind of
015helpful hints um but also explain what the job really is um it's not just here on the dis twice a month it's visiting schools it's being involved in what your students are doing it's being able to you know have conversations with Dr lman and share information so it needs to be someone who's passionate um and wants things to always be better tomorrow right so if you are interested please take this website down and go to the panel County Schools website you click on the homepage click on the School site and then you'll click on Board elections I know it seems like a long process it's only getting started when you get into this process um but it is p i n l cso.org so that's panel County School office.org um so just pay attention and
016and it just we could really have some great people who are passionate and want to work with the sitting school board members which would be Patty and um Robert Downey which are amazing so lot to learn a lot to do so please check it out and uh call me or email me if you want information or just ask a lot of questions so thank you thank you Mrs Andre um so yeah May was busy um I call it my inspiration month because it really does accumulate all of the reasons that we're here and that we serve because we get to participate in all of the celebrations um for me um I I always set a goal and I actually achieved the goal I was able to attend at least one event for all of our
017schools if not more um which I believe just helps me understand the issues and what's going on and just to be able to celebrate and just share all those celebrations with our community members that aren't able to attend so that they know the great things that our students are doing and our students wouldn't be doing it without the support of their teachers and their families so um that was really a lot of fun so and I enjoyed it and I wish I could talk two people into running again but they won't so um I've also attended uh I'm part of rotary we had a farewell barbecue for our exchange student Elsa from so she's going back in at the end of this month I believe um attended the Maricopa chamber Awards which was fun it
018was luau themed um great people great great businesses um very welld deserved um on the awards I've been to a couple of the Community Coalition discussions regarding um teens um teen Services teen center that discussion remains ongoing um so just keep thinking about it and talking to city council um because we do need to bring those services to the for the teens and then lastly I attended um with u Mrs Lopez the uh asba Summer Conference which was in Flagstaff last week um I was really anticipating it to be like it was the year before um shocker it wasn't uh you know I I have hopes I have hopes uh part of it was as they were trying to put it together last minute uh there was glimpses of uh old conferences and so I'm
019still cautiously optimistic of what um asba could bring in the future they're going through a lot of changes um staff-wise uh they're going to be hiring a new executive director which I think really will set the tone for how they go forward so you know spend the year C cautiously optimistic um they did try to bring us back though they asked us a couple of times if we would come back since they know that we're not renewing our membership and I said no that was easy all right so let's go ahead and move on to the call to the public I do have two speaker cards so I do need to read this members of the board may not discuss items that are not specifically identified on the agenda therefore pursuant to ARS 3843 1.01
020H action taken as a result of public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for a future agenda the board requests that all comments be limited to three minutes or less and that the public refrain from the use of speech or language that is offensive or inappropriate pursuant to board policy KFA so when I call you you can just come to the mic uh first Speaker we have is Peg chapados thank you vice president gu board members thank you for this opportunity tonight um I am here to speak to you all about statistical responsibility you have an amazing opportunity coming up tonight with agenda item 7D and I'm here tonight to support that moving that forward we've heard a lot of great statistics
021lately about musd and about Maricopa as a city we recently celebrated our 20th anniversary we've been rated the second safest city in Arizona we are the number one fastest growing city of our size in the country we've reached over 72,000 residents and Council for six years in a row has lowered our tax rate from musd we are hearing about improved teacher attraction and retention we are hearing about increased student graduation rates and enrollment is going up we're also seeing not just hearing about students that are not just surviving but thriving and that's all in part due to you but what I want to talk about tonight is Maricopa wants and needs continue to grow there's still so many things that we don't have that we know are coming but they're coming not as fast as
022we would like sometimes but they will be here one of the things that we need to talk about is keeping up with growth we hear that constantly from Council from the media from our neighbors and friends and all the groups that are here one of the things we need to do is keep up with that growth which means more schools better education facilities maintaining those facilities attracting retaining good teachers keeping students here in Maricopa the goal is to have people be able to live work Play and Learn right here in our backyard so I want to talk about supporting that agenda item I think it's a good thing um this doesn't fall to the school district this doesn't fall to the city it doesn't fall to the county it doesn't fall to the state although
023each of these entities should help however they can this Falls to us as Citizens and taxpayers and I think it's important that we step up and say if we want all this it starts in the schools that's where our Workforce comes from that's where our Future Leaders come from that's where Business Leaders come from and business owners it's important that we back this and we've got the resources to do it being on Council I used to say all the time we can have anything we want as long as we're willing to pay for it and I applaud you for giving the vote voters not only a voice but a choice it's an important agenda item and I thank you for bringing it forward thank you our next speaker Gary McIntyre hello thank you um I
024got two questions Al uh I picked my son up over here on Butterfield in Santa Cruz every day and we're having issues with cars parking past the stop sign people can't even turn down the street they can't turn out of the street it's supposed to be 30 feet from the stop sign per Arizona law I didn't know if somebody could look into that and see if maybe the police could be over there around 3:30 every day and also I'm hearing rumors about one of the bus drivers having a gun on the bus and I'd like to know if anything's been done about that or if it's been investigated some of them's carrying lives so that's the only two concerns I have thank you for bringing that we'll have staff contact you all right thanks all
025right we're going to move on to information item 5A revise stien and extra Duty schedule Mr Becket thank you vice president kre members of the board Dr lman um bringing to this to you tonight is just for a work study and informational item will be bringing back the actual statement execut schedule on the July 10th agenda which want to present this to you give you an opportunity to see it that also have some comments for you this aligns to our goal number three our organizational culture the prioritizes people over programs and invest in the support of students and staff and specifically providing competitive compens ation and benefit packages not only for our full-time staff but also those extra duties that are doing uh many of our staff members are doing as well as I consider
026the portrait of a graduate I found it almost impossible for me to narrow down to one of those uh as a highlight I think each one of those uh elements subcategories are impacted by the influence of our athletic coaches of our club sponsors uh these are these are important roles many times this the hook that keeps our kids engaged in in our schools so again I think each of those five are something that that are benefited by our stip and and exy schedule in August of last year uh the board approved the 2324 Sten exity schedule name made a number of changes to the 2223 schedule we added a couple stiens related to safety and health offices we tried to bring some things that are a little bit more Equitable for our middle schools and
027our elementary schools uh seemed like the high school staff were getting somewhat a little bit more benefit uh than for the extra things that they were doing so we we adjusted a number of those stiens and then we made that commitment we're going to review we're going to gather information and we're going to come back to you tonight and give you some additional information related to that part of the review process was getting principal's input I sent out a number of different uh emails to principles asking them for some feedback on the current schedule suggestions they would have I was also tasked with the opportunity to look at Tempe Union High School District as well as Chan Unified School District just to see what they were doing you know how how are their schedules uh
028crafted and um a couple things stood out and I believe we're going to look at those again for our own schedule uh steps for longevity uh both Tempe and Chandler offered an opportunity for those people that are filling roles in multiple years and opportunity to advance beyond that basee level stien they were getting uh additionally they offered some experience for coaches coming in new hires up to three years and so once again I thought those were great ideas uh things that we would like to look at for our new schedule this is really the meat of what we're looking at tonight and once again you have that schedule as well in your documents uh that you will see all of those uh uh changes are highlighted in yellow so hopefully that's clear to you exactly
029what we're proposing we presented this to the principles in March 28th and April 4th asked for their feedback again we believe we have support for this from our leadership team we offering a longevity uh increase 5% over the base amount for up to six years or 30% laid out in that incremental U pattern up there that you have on that first board additionally the hiring we're going to allow uh three years of experience or 15% of the base diven amount for anybody coming in with experience proven experience uh in in their uh role we are going to identify stiens on that schedule that do not qualify for the longevity increas a number of those stiens are attached to instructional roles and so it makes um more sense for us to they're getting their increment already
030in their in their salary increase um these EXT Duty roles like a coach are separate from what we're looking for in their instructional salary so we've identified a number of those that will not qualify and then we also made some adjustments to several high school stiens that we felt were out of line with what we're seeing with our competitors that's all of the information I have I'm sure there'll be questions I'll take them at this point of Time how could you tell okay I'll do my best I have questions as well no go ahead you go first um okay so thank you um I do the ones that are highlighted in yellow are the ones that you adjusted um I know the ones that we brought up in the past so thank you very much
031for doing that and I agree with those I just want to put a couple of thoughts in your ear for either I don't know if it'll it can be on this one or going forward but I just want to know like on section g um at the bottom districtwide for self-contained um students the lunch stien and the prep the no prep stien ideally it would be great if scheduling would take place that this wouldn't have to happen because I think teachers need that break to as far as not sit through lunch they they need to have a break same with their prep they need that prep so I I would like to see this either taken away um or decreased so that it's not we're not incentivizing sitting through their lunch in the classroom I
032just I don't think that's mentally healthy for our teachers so I just I want to just put that out there that um I would prefer that not be on there um and then the next one is section f um with the national board certification the retention stien for self-contained teachers and then the bilingual stien for um psychologist speech language pathologist I specifically the national board certification I would like to entertain um budget wise whether those could be bumped up to level G 2600 instead of the 2300 I just think that the work that national board teachers put in um and what it brings back to our students and our achievement and our teachers love falling back in love with teaching again I would like to see us reward that more than just the 2600 so
033if we could look at that budget-wise that would be my suggestions going forward are those two areas that I just think need to be reflective of what do we really want for our district very good thank you that's it thank you you took lots of notes right I right here okay I can email you I've got them written down too just in case I can um that was a very good point about the national board board certified and we're only talking a $300 increase and since they have an asri they wouldn't be getting that other one okay um so thank you I really do appreciate the longevity increase I know that we talked about that years and years ago when we actually had a committee about it and I think that'll help retain some of
034our good coaches um athletically because they tend to leave um the one question I did have and it and it just to me did not seem very Equitable is that in the other stien section which is most of where our um some of our clubs um and other uh year-long activities uh they're getting paid a stipend of $500 for that year-long activity that that they are supporting as a staff member but the spelling be coordinator is a is a one-time event that's not yearlong and it's the same amount and so to me it does not seem very Equitable to those other teachers that are spending a yearlong possibly meeting once a week with these clubs um and so I I think that that needs to be looked at um to be to be more Equitable
035very good than thank you so here's my last one I forgot I I even have a note here so coach longevity which again I agree with I know we've been working on that for many years my question is it says let's say as the years go on it's 2% you know for each year and then it's 5% of they've been here for what three years plus it's five years for each year five okay it's 5% but I'm my question is let's say the head football coach the 5,000 stien is is that longevity based on the $55,000 every year or is that longevity from the previous year bump it up like we do teachers in the base salary no it would be $5,000 plus 5% always on that base salary so the 15% we based on
0365,000 okay that's all I want a clarification thank you thank you that's good good point and I don't have any questions but I just want to reiterate that I'm also in support of the longevity stien for the coaching positions I think it's really important and it's good to reward those coaches that stick around and programs are really built uh when coaches stay and that's so important to a successful program so I appreciate that we're investing in that great thank you any more questions or comments thank you Mr Becket we look forward to having this up next meeting thank you all right uh next item five B revision to board policy 4-13 employee evaluations Mr Becket thank you vice president coutre members of the board Dr lman uh the board has already approved uh this particular
037policy under employee evaluations um there are some elements about it that that we feel like uh need to be modified in order to reflect some of our values we're moving forward within the district once again this aligns to our goal number three focusing on our organ culture and then investing in our support of our students and staff and then including staff in a transpar uh parent communication and decision- making process I know uh Miss redner over the course of the Year spent a good deal of time working through the new Danielson framework uh for our teacher evaluations really appreciate the work that she and her committee did on this um part of that work was to look at specifically the classifications we have for our employees as they move through the evaluation of process we
038are proposing uh some changes just to verbiage um but it goes a little bit beyond just the word uh but these are the the changes we're proposing at this point of time moving away from the obviously the ones that are not bolded uh these are our current uh categories classifications we have highly effective effective developing and ineffective uh actually at one point in time developing was partially effective and so uh we want to move to this uh this new language that think that better communicates the the the feeling about that that particular uh evaluation especially in the developing one uh novice teachers coming in sometimes get painted with this you know maybe not the best uh I guess a description of their work and it we want them to be affirmed and we think the
039word basic makes it more applicable to what you they're they're they're new they're novices uh they're just learning the craft and this is an opportunity for them not to feel this weight of uh you know having this stigma attached to them because they're a developing teacher or partially effective so we feel like these these uh classification changes will certainly make a difference uh just for your reference to you have that policy in front of you with all those changes outlined in it as well the additional element we're asking the board to consider changing is the the uh the triggers for the inadequacy of classroom performance uh every once in a while we have teachers that get into positions where um their concerns about what they're doing in the classroom and how they're performing we have
040an obligation to be fair and open for our kids sake I think also for the professionalism of of our staff members so uh at that point of time uh we have I believe currently there were five different Triggers on the current policy uh after a lengthy conversation with our building principles uh we whed that down to three and these are the three areas that will be identified for somebody would qualify as needing to go on uh an improvement plan and then also identified as inadequately in the cost reforms our hope is always in these situations is that they're going to improve this is a notice to help them understand where they are how we can support them moving forward I can read through each of these I hopefully you had a chance to look at
041them but uh three or more ratings of unsatisfactory or on each of those uh I guess sub points underneath the domains uh hopefully you I'm sure you've seen that that rubric in the past and understand what we're talking about but if there are three ratings of un satisfactory that would qualify immediately even for that teacher to receive that inadequacy classroom performance B would be unsatisfactory on the summative uh document and then C um it may appear like those are the same but we could have teachers coming through the process uh adequately get through the year maybe approve enough but still have had an unsatisfactory uh rating on their summative move into a second year but that second consecutive year uh with the classification unsatisfactory but again would trigger that that inadequacy classroom performance again those
042are the changes we'll be proposing we'll be bringing that back in July uh for U your approval and hopefully any questions you have I can entertain those now no questions I just want to say thank you I I um agree with changing the verbiage to the four levels which is distinguished proficient basic and unsatisfactory I think that's much clearer than what we had it before and I wanted to remind the board these are the same um it's the same verbiage we use when we evaluate Dr lman so I think it's great that I just want teachers to know that we're not holding them to any less standards um than we do ourselves or that we do our superintendent so um I'm glad that we're getting this all in the line so thank you you're welcome
043any other questions or discussion thank you Mr Becka thank you all right item 5c fiscal year 2024 2025 proposed budget highlight highlights Mr Harmon all right good evening vice president coutre governing board members and Dr lman the purpose of this presentation is to review the highlights of the fiscal year 2425 budget proposal our proposed budget aligns with all four goals of the musd Strategic plan I want to uh highlight some of the key items of this budget um first let me mention um as M Mrs nor said that uh we do not have an approved budget at this time but to adhere to our board meeting schedule and statutory gu or deadlines were proposing a budget on preliminary budget forms released by the auditor general with a number of assumptions using data from preliminary budgets
044that will likely become the approved version but they are assumptions at this point the first two bullets are are assumed increases in funding levels first the base level amount um per weighted student increasing by 2% up to $513 um the district additional assistance fund increasing by 4.62% this is our Capital funding formula the M budget is based on current year funding and we're proposing a growth in ADM of 372 students based on our latest demographic study our teacher experience index or Tei accounts for an average teacher experience above the state average our Tei Factor increased by 381,000 to to 1.0 one83 our budget is increased by uh 1 Point $1,271 th000 from this Tei formula I've included the Tei history over the last six years to show um fiscal year 19 when we received no
045additional budget capacity and the steady increase as we've improved in improved in teacher salary and retention year-over year you can see what our Tei would generate um this year at each of those levels to show the impact um this Factor has on our budget classroom site fund is increasing um to $792 per student some further highlights and celebrations of the budget um it continues investment in site based leadership and decision- making through multiple funding sources it includes the shift to cyos uh Health Arizona and maintains current benefits with no cost increase for employee medical insurance provides a 5% salary increase for all staff and 30 cents per hour um for classified employees earning $25 or less um per hour increases the teacher base rate from 52250 to 54,000 and includes $3.2 million of additional Staffing
046the proposed General budget limit for maintenance and operations is $ 83.5 million up from 80.5 million an increase of almost $3 million this increase reflects the inflation increase on the base level amount and the projected increase in enrollment here's the review of the M expenditure plan for fiscal year 25 we have $7.5 million in available funds we we set aside 540,000 for fixed cost increase um for things like inflation and utilities Fuel and other non-salary expenditures $4 million for our salary and payroll matching benefit increases $3.2 million for additional Staffing this table shows the components of the unrestricted capital outlay budget limit it starts with the district additional assistance which is the new capital dollars that come from the state based on last year's ADM an increase um an increase of over 500,000 from last
047year we add in the unspent capital funds remaining from fiscal year 24 um we had the transfer from the M formula this transfer con consists of our override commitment to technology and $3.5 million um million dollars of estimated ml carry forward our budget limit for restricted capital outlay is $ 13.7 million this slide is a review of our capital expenditure plan this is not necessarily an exhaustive list but a good highlight of the overall expenditure plan $4.5 million in recurring Capital expenses including $150,000 to our principal's School budgets which is allocated on a per pupil basis $2 million to recurring Department budgets $600,000 in Furniture fixture and equipment related to growth $90,000 for our annual copy or refresh $500,000 for Teacher computer refresh 112,000 in student computers to maintain our modified one: one some classroom
048phones and other staff computers $1 million for Pupil Transportation Vehicles $2 million in priority projects including $110,000 at Santa Cruz Elementary um for an audio upgrade in the multi-purpose room Kil install and a stage partition $34,000 a Desert Wind middle school for a dance floor some additional doorways between classrooms and some other campus upgrades and $1.5 million at Desert Sunrise High School 300 or 30,000 for additional um automatic doors for ADA accommodations $522,000 to increase the number of bleacher seats at the football field from $850 up to 2,500 approximately $1 million for a parking lot expansion and approximately $300,000 to add a third Chiller Tower to Maricopa high school we have over $810,000 in security projects um bells and intercoms some lighting at Desert Sunrise High School secure front lobbies for Santa Cruz Elementary and
049Saddleback Elementary School of $440,000 key card access across the district to reduce or eliminate the need for exterior keys and increase security and access control $115,000 in camera upgrades throughout the district here's the summary of the capital budget and spinning plan on the budget slide um we see the total unrestricted capital outlay budget limit of 13.7 million um only 5.7 million of this budget is ongoing from the state funding formula the other 8 million is onetime funding on the expenditure side for fiscal year 25 um we have a relatively light year year we don't have any planned new school construction portable classrooms or curriculum adoptions also our student computer refresh was was rather light at12 $112,000 we have a plan to spend the full daa total as well as about 1.5 million of one-time funds
050leaving 6.4 million for future Capital needs $792 per pupil for classroom site fund generates 8.7 million we add any unspent carry forward and interest earned and our budget limit is just under $13 million we have a total expenditure plan of 6.5 million towards teacher salaries we should end next year with around $6.5 million in carry forward this budget includes a levy for adjacent ways equal to last year's Levy to cover the proposed expenditure plan we have an estimated ending balance of just over $1 million at the $8.5 million Levy to reach a budget limit of just over 19.5 million on the expenditure plan the feral road construction estimate is $6.6 million we added 2.5 million for estimated off-site requirements for the new school construction project that is expected to break ground summer of 25 and
051a little over $400,000 for parking lot projects throughout the district the summary slide reviews the budget limits of the funds in our proposed budget combined budget limits of these four funds is is just under $130 million and as a reminder for adjacent ways the adjacent ways fund is the mechanism by which school districts construct maintain or otherwise improve any public way adjacent to any parcel of land owned by the school district it is under it it is used for the construction of sidewalks sewers utility lines roadways and other related improvements in or along such streets and intersections and to pay for such improvements by the Le of a special assessment on the taxable property of the school district in the school district this assessment is set during the budget adoption process and is heavily detailed
052by Statute once the board approves and authorizes the advertisement of this proposed budget we will post a truth and Taxation notice in the paper into our website about the special assessment Levy the notice will be for the public hearing taking place on July 10th at 6:30 pm for the budget adoption and truth and Taxation the top table in is a snip from the cover page of the budget to highlight the changes in the tax rates from last year the table at the bottom shows the total tax rates and more detail every category is decreasing with exception of our class A bonds but on our tax bill both class A and Class B are combined into one rate and that combined rate is decreasing by 10 cents the decreases are due to changes in property value
053in Maricopa the qualifying tax rate or qtr for school districts which is set by the legislature and is the same rate for every school district in the state also went down by 12 cents the qtr is part of the equalization formula established in 1980 and allowed and allowed school districts throughout the State of Arizona to experience similar effort in raising educational dollars for their students irrespective of property valuations within their boundaries we have a very low property value in the district since we're predominantly residential and agricultural because of that we rely heavily on state aid to fund our school district of our 79 .3 million of State funding formula between M and daa only 15.9 million come from our local taxpayers and the other 63.4 million comes from the state general fund if this Equalization
054formula did not exist and we had to rely um and we had to Levy the full amount of the budget we would have to increase our primary tax rate from $4.95 to $17.66 so the total primary tax rate is decreasing by 33 cents and the total secondary tax tax rate is decreasing by 17 cents overall the district rate um we see a decrease of 49 cents which means um next year each homeowner will see reduction of taxes of about $49. 33 per $100,000 of limited home value and I believe that that's it um I'm happy to answer any questions you may have that's a lot of information I followed all of Cheryl's rules are there any questions or comments from Mr har no I mean I think that is a lot of information but we've
055obviously been working on this over the last couple of months so I appreciate all of the hard work you and your staff have put into this very thoughtful budget I think it prioritizes the things that we need to focus on I'm really excited about the bleachers at Desert Sunrise they're Sly needed and uh the parking also and it just goes to show you that uh when we build new schools even when we think that we've built something that's ready there's always more things that have to be added after the fact um you know and it all costs money so we have to keep that in mind thank you Mr Harmon you did mention in your presentation about feral Road when is that slated to be done and we're still working with our team and working
056through that timeline okay the Bureau of Reclamation it's they're saying since I live there um well I kind of gathered that with a chuckle so it'll probably be another couple years we've been working on it um since 2021 um and it's a protracted uh process that involves a number of agencies and the federal government and and it is slow um we are in their ear regularly um so that they don't forget about us and that's part of that's that's become part of our regular work is to keep bumping ourselves to the top of their inbox well there's other developments that are they're going to go up that are going in right there on cost from Desert Sunrise um and so that has moved the mark on the bureau's response so you could see something but
057it it's we're looking at a couple years so are we responsible to have a second erress out of desert Sunrise onto Ferell Road Ferell or Murphy well we have one off of Murphy but I'm saying do we have to have a second one like a second way out we we do have one planned when the when feral road is completed we will have a egress that lines up with the with the bus lane goes right out onto Ferell Road oh that that's what I was curious okay all right no other questions I I just want to say I want to mostly remind myself of the comment you made about our primary and our secondary tax actually went down by 33 cents in primary and then the secondary went down by 13 cents is that what
058you said believe it was slide 17 cents 17 cents so I for me when we get to our discussion on 7D I think it's important for me to remember um that so I made a note so thank you for pointing that out pleasure all right thank you Mr Harmon all right thank you all right we're going to move on to consent agenda remember that items 6 d g and H are removed do I have a motion approved so moved a motion from Miss no do I have a second I'll second second from Mrs Anderson I will call for vote member Lopez I member no I member Anderson I and myself I motion passes all right so we are going to then discuss now item sixd approve the intergo intergovernmental agreement for data processing Mr Harmon
059you're up Mrs Anderson you pulled this off so thank you this is Mr Harman why my biggest question why are we agreeing to go with panel County again after the dbolical with the pay that they gave us are we on a track to do to do something different and is this because we have to start the school year it starts so soon that we have to have something in place but what's the plan going forward because I really don't think that's the best yeah so we don't have a choice um to not go with panal County at this time um to be become what's considered an accountability District there's a process okay detailed by Statute 15 91401 we have to apply for permission to become an account accountability district with the with the State Board
060of Education um there's also two other pieces that need to happen before December 31st of of each year which we missed that timeline with with the data lost which was the first time we really looked into what it would take to to get approved for this fiscal year right um so we have time now to get ready for next fiscal year we have to apply to the auditor General's office and to the panal county treasur office and all those agencies will look at our accountability plan and make sure that we have things in place so that we can be accountable for our own accounting okay um and there's a lot that has to do with desegregation of of Duties and making sure that we are auditing and reviewing the things that the county Audits and
061reviews for us the services that we have with panal County are really multifaceted even when if we choose to leave and become an accountability District we still work directly with pel County treasurer's office we just bypassed the county school superintendent's office and we have um strong relationship with the panel County accounting team that reviews our our expenditure vouchers and our payroll vouchers and and they do a lot to assist us and really supplement um the the skills and abilities with within my staff and they're they're really a a boon to the district at a at a very good value um the data processing team is where the the data loss servers were located and that's really the the issue I think that's driving um us looking towards becoming an accountability district and while the the
062um the data loss was was awful but the team over there the team that my staff works with to get assistance with our accounting software are a great team as well um we are certainly looking um going this direction we're putting together an accountability plan and that starts with looking at hosting Services if we're not going to host with panal County we have to find a way that we can host servers we can host them internally which is not just expensive on the on the hardware but also on the staff to manage those and then we can host directly with Tyler Technologies and we're looking at other options they're all very expensive but we will present a plan to the board um at some point and and make a decision on what's best for the
063district um so we we could probably get into this in detail um in a couple of months or so and we're we're ready to to talk about all of the entes and continue to working with Dr lman on on our plan for the future okay but this data processing um agreement sets us up for next year we'll still be working with these groups um with penal County's County superintendent's office I have a very dumb question well let me yeah do you have any reassurances from Jill brassard's office that the data breach is not going to happen again um I can speak to this at a very high level I could I could ask technology to answer this um in more detail but they have made a lot of changes on how they manage their servers
064they were um kind of multifaceted they had different different server locations and now they have they're all housed under the main panal County Hub which is very secure where we had the data breach was kind of a weak point in their their network from what I understand and so yes they're making efforts um but yeah we're still you still have questions and we're still okay working through it okay no I appreciate that I just like I say I just want to make sure we've got a plan um because the more that I think we can do in-house and have our own control I'm all about local control um that we don't have to depend on that office um it's it's just not effective so anyway thank you I'm glad we got a plan in place
065um if there's no other questions I I do have one um Mr Harmon it is it unheard of if we looked at other counties like Maricopa County or Pima County instead of doing panal County yeah so we we didn't um we haven't got the answer and if we can just leave the data processing side and host our services elsewhere we have reached out to Maricopa County they have hosted other they they actually host other counties they're not looking at taking on additional clients that was one option we were looking at for for services and server cap servers um or housing of data um so that's not an option that we can move forward okay I if I may as we get closer we can we can prepare much more comprehensive we'll be ready for it
066and yeah I just I just wanted to make sure that there was I know that time now because we start school so soon but I just wanted to know if there was a plan because when I saw this on here I'm like seriously I mean it just yeah I mean I'm happy to do it but it's just it's frustrating for staff and I think our staff deserves better than what panel County's been giving us I'm just going to put it out there so absolutely if there's I mean I just do so okay but if there's no other questions um I will make a motion to approve item 6 D okay I have a motion from Mrs Anderson second a second from Mrs Lopez I'll call for vote member Lopez hi member no hi member Anderson
067I and myself I motion passes all right so thank you great great stuff to think about because yeah we don't want to go through that again all right item 6G uh approve course fees for the school year 2425 Mr Harmon looks like you drew the Short Straw okay um so I actually pulled this one I was looking through the course fee and I had already sent you the questions um and I know that you got back to me because my my first question was I didn't understand why band was only $100 for year no matter if they did the different bands but if they did color guard and Winter Guard it was they had to pay per semester so if they did it for a year they'd end up paying a total of 200 where
068band was only a 100 so I questioned that and then the other question was guitar the first guitar class was a $30 fee but guitar 2 was 40 and I was told that it was be uh wiard was because the competitions were more expensive for both seasons um versus the band not having the competition so I understood that guitar I was told because it's leveled up but when I looked at dance one dance two dance three or drama to drama 3 those course fees remained the same so either we're not charging correctly on those upper level courses or guitar 2 should be the same as guitar one or we could get you information on why they're the way they are we got when we I failed in getting this answer she she asked it in
069time and I did not answer in time but when we do ask we get good info we get we get good Intel so I think we might be able to give give an answer one way or the other or make the change so question about this timing wise I don't want to hold anything up but then again I don't want people to be overcharged or undercharged as well well we have to have fees to begin with unfortunately and that's with every school district because of the extra costs that are involved St the state doesn't cover it and we have an opportunity to support students and wave fees if it's if it is a um an obstacle um these are extracurricular uh clubs they're not part of the Core Curriculum so so this is the justification
070yeah and that those aren't part of the actual class well yes and no they are but they also have practices and competitions and when they do their competitions they're sometimes leaving school early as well because they're going to these competitions so it's a kind of a combo thing okay you're welcome and and these are nothing compared to some of charter school fees just so you know school yes as far as the timing we can we can uh table this and bring it back uh July 12 or July 10th okay I would like to do that because then that will give you guys enough time to research this because like I said I I want to be fair so um yeah I I would like to um I will motion that we table item 6G till
071the next board meeting I'll second that a second for Mrs Anderson I'll call to vote member Lopez I member no I member Anderson I and myself I motion passes all right item 6h approve fundraisers for the school year 20 425 Mr Harmon I love this this is awesome um there was just I had a question that I had sent and you guys responded um thank you very much the list of of fundraisers um is a is nice to have and all and per our policy we have to approve every fundraiser that is done that our um students participate but one of the fundraisers that I was missing was the crowd funding and the direct solicitation funding and I know that um last year when we were developing our booster manual our uh policies regarding booster
072clubs our fundraising that you know we didn't really adhere to our policy as much as we should have um and so this year going forward we're bringing this early enough so that we're doing this um so so I just want to make sure that we don't have because I know some of this especially the Athletics that are in the summertime getting ready for the fall they'll start these type of fundraisers so I would like if we can at the next meeting um bring back any additional fundraising to add to this list um I'm fine with this list as it is it's great but I just don't want to miss that important because that's really the bulk of where they get a lot of their fundraising yeah the uh we should have living tree which is
073our approved crowdfunding um platform um that should be on this list and we will definitely bring it so we can approve this tonight or table it tonight and bring it back we'll bring it back either way on the 10th of July and add living tree as far as the direct solicitations all need to look into that our our fundraising and and crowdfunding is is in a gray area it's almost just a it's a thing that's not going to go away and so living tree is a platform that we have some controls they work with districts um because they're very difficult for us to manage anyone can start a a GoFundMe and say it's part of a school district and if it's not approved we don't have any way of shutting it down living tree will
074work with the school distri district we have a a direct communication with them um direct solicitation does not have any real exchange of value our our fundraiser should have some sort of exchange of goods and services so that there's you know value to the the money that someone's giving to the to the district for a fundraiser so let me look into direct solicitation and maybe some examples of what's going out there if it's a district Club so it's it's mostly the Athletics and basically what they do is they put together um a video and they're asking parents to support them by donating $50 and it goes to this other and no it goes to a different it goes to a different uh entity who's ever running that and then they keep a portion of what
075they raise and then the rest of it comes back and it's usually typically done through the booster club because the boosters are 501 c3s but find out going through our policies that any time a fundraiser um has a student in it it has to go a portion of it at least has to go to the club account so finding that out because we used to do that all the time with football boosters and you we raised like $30,000 you know um and I know that some of the other a Athletics also use this type of fundraising so I just want to make sure that we're covering all of our bases I don't want anybody to get in any trouble and I want to raise a as much money as we possibly can for these clubs
076and athlets yeah let me look into this and bring it back uh July 10th so one of the so what about donor Choose Or donor choice is that one of the ones that is online is that part of living tree or is that something donor choose are are not fundraisers they're they're considered grants donations okay so it wouldn't be on the fundraiser schedule but so that doesn't follow any that they're okay to do that without having to they there's still a a grant approval process okay um the donors choose campaigns are are approved by the principles before they come to a district office and before they go live that's another group that will allow us to kind of talk about some C campaigns that don't follow policy or certain certain things like technology or or
077food things of that nature okay awesome I'm learning so much today um then I would um like to then table this one too so it gives you enough time to bring back a complete list um so I'll make that motion to table item 6h to the July meeting I'll second all right seconded by Mrs Anderson I'll call to vote member Lopez hi member no I member Anderson I and myself it passes all right let's move on to item 7A we're finally in the action items uh discussion and possible approval of the Personnel schedule Mr Becket thank you vice president krae members of the board Dr Lan you have an extensive Personnel schedule in front of you tonight lots of things happening there and I'll take any questions you have at this point you know we
078have questions sure I mean come on gotta got to get it in all right so I'm confused number 15 and number 25 is the same person so did they leave and come back or what's I think they left in a week that's correct Happ sometimes we have that on the schedule and actually the other way works sometimes too sometimes we we've got people we put on the schedule and apologize we didn't catch that one okay so are we motioning that they're resigning or are we motioning that we're hiring them because there isn't a date because I tried to discern that that's right so we're approving their resignation correct and their hire we have to okay uh number 71 I that's just a little celebration party in my head so that's awesome um number 91 is
079this is promotion or lateral move it's a lateral move okay all right um and that's all I have have I know not very much AR why do you call me out um actually uh I did get a lot of um uh answers to my question the first one was number 21 and I'll ask this in public so people can hear um I just wanted to know uh why the need for a temporary position when we had somebody that individual that's currently in that position will be retiring ing at the end of the year so this gives us ample time because the position is very complex to train somebody to take over so that's why we have a temporary position there well said oh thanks okay um and then uh I got the answers to the
080other one uh thank you for adding the um description for the uh stien for the security guard the lead security um I appreciate that that makes perfect sense to have somebody um be able to lead that so anybody else have any questions or comments see that was easy peasy thank you so I'd like to make a motion to approve the Personnel schedule as presented second uh seconded by Anna Marie thank you sorry that's okay I'll call for vote member Lopez I member no I member Anderson I and myself motion passes and Mr Becket you have announcements thank you I do I have some introductions I'd like to make tonight let's start out with Randy Fielding she's our new principal at Butterfield Elementary let's welcome [Applause] her I'd like to introduce Karina gangora Karina is going
081to be the teacher on special assignment at Santa Rosa for this [Applause] year and then Jennifer green right down here in the front teacher on a special assignment at Saddleback Elementary School and I'd be remiss if I didn't recognize Mr Verdugo got rid of that nasty acting thank you congratulations and welcome to musd we're excited to have you guys be a part of our team all right let's move on 7B discussion and possible approval of fiscal year budget 2425 Mr Harmon I have anything new um so sure I'm hoping uh we repeat that couple million dollars somewhere I did cut quite a bit out okay any questions any motions if there's no questions I make a motion we approve the uh budget for 2425 motion by Mrs Anderson second second by Miss no call for
082vote member Lopez I member no I member Anderson I and my self I motion passes okay oh looks like you get to stay up here okay uh 7even C discussion of possible approval of the Joc contract and above threshold purchase amount to Core Construction Mr Harmon thank you vice president coutre and members of the board we have um a a jock contract with Core Construction to continue the work that they did at meropa elementary school amopa Wells to secure the front lobbies of Saddleback and Santa Cruz um it is about $440,000 to complete that project and we're looking for your approval um this project will not be um finished by the beginning of the school year but they will continue to work over you know weekends or breaks and get it done as soon as
083we have a timeline this this purchase order that will after your approval that we'll submit tomorrow will allow them to Begin work Design's completed but they can then submit the plans to the city work on permitting and then get the get the project started any questions or comments if if there's none I make a motion we approve threshold contract all right motion by Miss Anderson second second by Miss no I'll call for vote member Lopez I member no I member Anderson I and myself I motion passes all right item 7D which is what yall probably excited for all right discussion and possible approval of resolution ordering and calling for a special bond election on November 5th Dr lman thank you Mrs Trey um this is the uh next phase of your conversation and deliberation regarding
084the possibility of a bond um we have some we can review some information for you regarding the um rough order magnitudes uh and the recommended expenditures we also have uh the tax impact to the homeowner and we've resurfaced some of the survey results uh from the survey that was done in February so um I certainly want to you know tea it up for you to start your discussion um but let you know that we are ready with uh additional background information should you have questions I think we can I think we'll do a pretty good job answering and I can remind you that uh in review we prepared three levels um 50 million 70 million and 89 million and those levels each will not impact the tax rate we correct yeah thank you I appreciate
085that I think we made that request at the last meeting and so I think it's important to note that all of the options we're considering here tonight will not result in tax increase uh for our constituents Maric cop Unified School District and I just want to reiterate that I believe in giving the voters a choice in if they want to invest in their schools we as a board cannot raise taxes we cannot do that uh in this capacity we can simply refer an initiative to the ballot to allow the voters to decide if they want to um invest in the schools and invest in the infrastructure that we would um site as part of this Bond and so I I believe that the voters deserve a choice they deserve to say yes we want this
086or no we don't I don't I certainly don't want to make that choice for them by saying no I would like to say here you go voters this is an amount of money that we can invest into our schools this is what we'll do with it and do you want this or not I think that given the growth that's occurring in this city the fifth fastest growing large city in the nation in the nation uh we've got to take this seriously we have to have the capacity for the students that are moving here and obviously capacity is linked to a lot of things but it's also we have to take the students we all know that we cannot refuse enrollment we don't have that luxury like the charter schools do and then not only that
087but having space available is directly related to classroom size so we only have a certain amount of classrooms and if we don't build new ones then all of the kids that enroll go into the existing ones and that increases class sizes naturally that's just what's going to happen unless we build new classrooms so that we can spread those children out um amongst the additional classrooms which is one of the reasons why we did the Portables but we can't portable everything uh we still have to have you know playgrounds and and parking lots so I I'm interested to see what the board's uh thoughts are on the different levels of the um Bond proposals I you know I I'm definitely I definitely want to invest as much as we can into our schools and into our
088new growth and into the renovation of marope high school I think that's a very important project and they certainly deserve that uh it's been a long time coming I love that it's Workforce Development um priority there because I think that's really important for our students and our future and I think that's also something that the public has been saying to us like prepare our students for the workforce and so that Workforce Development um building or whatever you call it I think is is really a great addition um but I look forward to hearing what you guys have to say about the different levels can I go next okaye so I need some clarity Mr Herman on I am for the top if we can go to the very top and it will not change the
089taxing at all I don't want to be sitting here hopefully in a couple sitting here hopefully but I don't want to be in the position of saying we should have we should have done this we should have done this and if we have to go at the lower amount and in a few years take out a loan is that loan going to cost us more money in the long run we take when we take out a loan we pay back a loan with interest right um and we're the one paying back the loan the school district out of the formula dollars that should be going towards this year's kids whereas a bond is paid for by our local taxpayers and not impacting our our our district funds that are given to us by formula okay
090so if we went with the lower amount in a few years we have to take out a loan that would end up costing more money in the long run than if we win a higher amount and did what we needed to do and do it now if we do have to take out a loan yes thank you that's a great great question I think it's important for the folks in the audience and watching on TV to I think you have a slide that highlights the community survey and I think that's important because we're operating off that knowledge but I want the community to know the knowledge that we're operating off of because I that's one of the big things that I think has helped me in promoting this issue is that the Community seems to
091be favorable for it can you show us that and just us I I have some some slides with information that'll help the discussion yeah um so there was a number of questions that were asked to determine certain categories and how they resonated with um with those that were surveyed and these were the these were this was the entire list anything that's that um according to Paul Ben anything that was over 3.5 was considered strong or of high of high importance and and um everything on this list is pretty much in that area um things like CTE or Workforce Development which is a very similar just different wording are very high school safety projects uh school buses and then anything in that growth area expansion at the high school middle school um School Renovations elementary schools
092were all very high um even athletic competition facilities desert Sunrise were were almost 3.8 Energy Efficiency um then there were some other questions that that were a little more specific like you know do you strongly agree that we should keep up with growth and um that was very strong 5 51.3% of all those that were asked that question um strongly agreed student safety also had um a high high percentage of strong strongly agreed um no tax rate increase was was very favor favorable um things like schools are out of control or inflation concerns were not did not seem to be of concern and that might be the end of the statements they had a preest and post test to see the support of a bond um at the end of all of the questions I
093think our support started at about 71% and after all of the questions it typically dips but it didn't dip very far it's uh 60 68% either strongly were in favor or in favor of um of a bond of those that were surveyed I think that's the end of the survey data that um so this was early on we we didn't you know consider different scenarios so the only question that was asked was a $50 million Bond so keep in mind tonight when we take action on this item we are just taking action on the fact that we're going to go for the bond and the dollar amount we will get into the the details although I don't mind discussing them now because I think it's important that people know um what we want that Bond
094money to do and where we want it to go even though that we don't have to explain until the next deadline when we put together our our voter pamphlet and information regarding that so tonight is really important to figure out the dollar amount but that does play into what what we want to use it for um you know I'm when we did this previously I think we put too much of and I kind of compare this to buying a house versus buying a car um you don't take a 30-year loan out to buy car um you take it to buy a house and so I think part of the reason we got into the weeds before is because we were trying to put things that you'd Finance under five years under Finance under 30 so
095I think taking a look at what we want to do with Bond money obviously um we're going to be building new schools we know that the state facilities oversight board does not fund the schools that you would want to send your children to you want walls you want flooring you want good Furniture you want technology ology you're not going to get that if we just build a school based on what the state gives us it's not going to look pretty and you're not going to want to send your child to it and we want to make sure that all of our facilities are the same they have the same opportunities with the same resources and so I think it's it's a commitment that all of us have been up here making and we want to
096keep the class sizes what we have them at we don't want to raise those class sizes we know what the benefits are for those kids and for the teachers so um Mrs Anderson I'll let you I know you've got a lot to talk about so go for it I'm just taking it all in okay [Music] so do we need to address our growth and I appreciate you know Peg japos um coming up and supporting that uh we do need to support the growth the school facilities board does not and will not ever um provide adequate funding for schools that sometimes don't even have air conditioning so we do need to have our community decide yeah we're going to support you I think that we have done a fantastic job over the years of keeping our
097promise and our word that here's where the money's going to go and we're going to show you where it's going to go and we're going to report on it so I I statistically I know with the past there were some issues so I'm I'm going to put them out there my concern is you know let's say we need new schools and for me that's an easy sell it's an easy sell for community members um one thing we need to look at is the majority of our voters are not our parents who have kids in school we have families that are moving here that are not register registered to vote the majority of our families are not registered to vote that's a problem so those that are registered to vote are 55 and older so we've
098got to sell this conservatively to that voting block I think we can do it if we craft the verbage and it is very specific because when we're gone as a board and the administration has gone and we've got new Administration I don't want them to come in here and say oh we're going to get sell this Bond yeah it was supposed to go for you know football field or was supposed to go for a new Elementary School oh but now I want to spend it on this and that has happened previously to this board and it could happen again so unless we've got something concrete that cannot be changed we've got to be very cautious and conservative with what we decide on with that wish list so like I say I can easily sell new
099school construction I can't sell a football field footb it's on it's on the Capital Improvements later on it's it's on list that they were we showed them in our work study I'm just saying if we're going to do a list I want us to make sure that it's something that we can actually show here's where the money's going that 7 million here's where it's going to go it's going to go to a new elementary school it's going to go to a new middle school and it's going to upgrade the Maricopa high school that's an easy sell so that's where I'm at I just I I know that we're just doing the amount we we've got money for that yeah we've got money for that we we saw that in our budget yes that Safety and
100Security um it was less than a million wasn't it Jacob less um yeah I put a budget together of a couple million dollars yeah so but as you build new schools we're going to be the Safety and Security is included in the new school cost it's not like we're having to retrofit and AD like we had to do with all of our schools the past what we're still doing what we're still doing that's not true though we had to add cameras to Desert Sunrise just when last week yeah and and yeah the state minimum standard they don't Camas but that's part what what if I'm understanding what Mrs Anderson's saying that's part of when we build the school those we're those those extras that the state facility board's not going to pay for we're going
101to pay for to make sure that that security that security part is already built into those new schools so if we get a bond yeah this yeah this isn't what what I think what we're saying is not going back and doing not spending Bond money on the retrofitting of our existing schools that we have the capital right now to do because desert desert Sunrise was built with school facilities board money and we had to come up with an additional what 20 20 million 11 million right so that's why the security wasn't included in that because again school facilities board doesn't fund that they tell you to do it but they don't fund it so if we're going to if we're going to frame this as new school construction it's included in New School construction because
102we'll be paying for it well taxpayers will be paying for it with the bond money yes I understand that but I think it's important to note because Safety and Security pulls really high that that we are investing in Safety and Security with the bond because the the polling says that that people want Safety and Security that they would raise their taxes for that even though we're not raising taxes um but they would support a bond for that and so I think I just want to make sure that we don't take that language out no because it it is something that the voters actually want and and we will be doing correct with the money we will be investing in Safety and Security I think it's also I think we need to be careful and then
103we need to be careful about well we can pay for that with our existing Capital because the state is moving into deficit mode right and the proposal at the legislature that I heard about today significantly reduces daa after this year yeah and that's where this money for our other Safety and Security upgrades came from and so I we cannot think that we can count on that money going forward uh at all I I there not it's not a safe bet right well that's why I think it's great that we let the voters decide have we been good stewards have we increased our student safety have we done what we said we were going to do my answer to that is absolutely um and so with that I think that we need to let our voters
104say thank you you've done all this and yes we need new schools we need to support growth so is that a motion bottom line yes we need a bond um I can easily sell the 70 million I think for new school construction because then that would completely take care of a middle school and an elementary school all the safety everything that goes with that package and vision um that can be sold and then also upgrading Maricopa high school because that school was there when I was there and I'm going to say in the 60s um but yes it needs to be upgraded um it hasn't been upgraded since the bond was from from 25 years ago I think so I think that those three list items would be beneficial to our community um 70 million
105is not going to raise taxes they will maintain it's not however remember we did have you know the decrease in our primary and our secondary tax so it's going to be leveled out but we again want to take ownership we want local control um I would love to not have to depend on the state to build you know P you know cardboard schools are our students deserve better so um I would like to motion that we approve a $70 million bond for new school con construction for the middle school elementary school and for Maricopa High School improvements before we move further I want to make sure we have ample opportunity thank you for making that motion M Anderson um what is the thought of the other board members before we move forward Oh you mean
106it's not just up to me no I'm sorry I'm just kidding tomorrow we'll leave it up to you do you want me to go it's up to you I I could support 7 I could support 70 I think that the 50 is too low I think that going we'll be coming back in a couple years for more money it end up costing so much more money than than a risk of asking for just a little bit more now so I could get on board with the 70 Mr Harmon I have a question for you before we continue this 70 million is that going to get us the schools that we want to build it'll definitely help um the three schools that we're building with for for new for growth the the Middle School the elementary
107and the additional High School space coming in in 28 that's all those are all new schools the additional High School space will most likely be at Desert cise High School an expansion of that um as you've mentioned in all of your discussion that the funding formula is very deficient and we're seeing yes we contributed 25% additional fund funding to Desert sunrise school but you you just approved in our budget another 1.5 million um most of that FF or at least half of that FF is additional furniture for Desert Sunrise High School all of that would have been funded if that funding formula was adequate plus all of the Athletics and all the other things were funding an additional parking lot of four that will be needed at full buildout um so the numbers that we're
108seeing now might need as much as a 50% supplemental to each of those schools to get to a school that's not a metal box that that has has flooring and casework and drywall and ceilings um those are the things that are being cut from from schools that don't have adequate funding right and and block yeah yeah block balls yeah we we we would prefer a masonry structure that will you know last a hundred years right um so what what would happen with whatever number is called we will evaluate and prioritize the the construction projects including the um additions at marle High School okay and when we get to construction or when we get closer these are rough order magnitudes see what can be funded and prioritize those and make sure that we fund our priorities
109with the number that is called tonight I think that's the best way I could answer your question so um I just again I want to remind our parents who are at home in TV Land and talk to your neighbors I know many people have moved in in the last 6 months to a year to two years and are still not registered to vote your children deserve this and need this so please register to vote and vote um in the upcoming bond election because we need we need your voice um your children need your voice so that's all I can say is you've got to register to vote um it's the only way we're going to make this successful for our students going forward so okay um so anyway my motion stands if and for those
110three items 70 million for new school construction and Maricopa High School updates okay and um the resolution tonight is to call for resolution and for a dollar amount yeah the items will be clarified later at a at a at a future meeting so my dollar amount is 70 million and we we know that but we also know that people in the audience that might be watching writing an article about us um maybe stating what we're looking to use the money for and so we want to make sure that we're very clear with that so that that message is consistent yes going forward and that it's accurate it's accurate but also when we're all gone it's going to continue to what is in the contract um that's my biggest pet peeve uh so I just want
111to make sure Dr you wanted to I wanted to reiterate that that we'll have more time to specify um and that uh you that new school construction would include Elementary space at the middle and middle space at the elementary so we can we can entertain the K8 model and this this will be a good entree into that yes okay all right so back to business I have a motion from Mrs Anderson that we will call for about was call for a pun at $70 million Mrs Lopez would you like to second second all right I'll call for a vote member Lopez hi member no I member Anderson I and myself I we are going for a $70 million Bond woohoo get registered to vote can I say that enough time uh yes that's okay that's
