001for what good evening everyone it's Wednesday May 8th at 6:31 I call this public hearing meeting to order Lisa can you please call the RO Robert Downey present Patty coute present Tory Anderson present adary no Carolyn Lopez present thank you now move on to item 1 C public hearing on approval of fiscal year 2024 budget revision pursuant to ARS 38 4312 and ars5 905 notice is hereby given that members of the governing board and to the general public that the governing board will conduct a public hearing on Wednesday the May 8th at 6:30 in the boardroom of mopa Unified District regarding the approval of the budget revision for fiscal year 2024 may move on to item 1D fiscal year 2024 budget revision highlights Mr Harmon all right good evening president Downey governing board members and

002Dr lman the purpose of this presentation is to highlight the final revision changes in the budget we adopted last July the area that we will be focusing on includes ADM and our three main funds emo capital and classroom site fund this presentation aligns with all four goals of the musd Strategic plan the state funding formula is based on enrollment or more specifically average daily membership or what we we refer to as ADM we built this ADM estimate on the latest demographic study our actual ADM grew by 508 just short of just short uh 42 of our projection those students received two sets of multipliers known as group a and Group B weights our total weighted student count is about 75 short of our projection that will result in a reduction of our budget capacity on

003the revenue control limit portion of the funding formula the bottom graph shows our year-over-year growth we still grew by 508 ADM or about 6.1% very strong growth here are the significant changes in our maintenance and operations budget we had 3.3 million additional carry forward then listed in our adoption a slight increase in proposition two3 on both the ongoing and one-time funding amounts the deficit of 75 weighted students resulted in $373,000 reduction our override was slightly um lower than estimated we increased the amount of onetime carry forward transferred to Capital by $2.6 million accounting for all those changes our overall M budget limit is increasing by $464,000 here are the changes to the capital budget the estimated carry forward was overstated by about 590,000 the transfer from IMO carry forward of onetime funds is increased from

00488.5 million to 11.1 due to the previous previously mentioned increase in estimated one-time carry forward funds the unrestricted Capital outlay fund is permitted to generate interest and increase its budget capacity for this reason we prefer to hold one-time carry forward balances in capital instead of M we received an additional $95,000 in interest and that pays for a lot of carpet um overall our capital budget limit is increasing by $2.4 million over adoption here are the significant changes in classroom site fund our carry forward is 76,000 greater than adopted we generated 27,000 in interest and our allocation is 12,000 more than anticipated overall this budget limit is increasing by $109,000 the summary slide shows increases in budget limits of of all three of our main funds a total increase of about $2.7 million if I were

005to summarize my thoughts of the final Revision in this budget year I would say that our demographic study was very reliable the minor changes in our budget limit in the negative were a result of slightly lower than estimated student counts which fell within our planning ranges we purposefully keep our spinning lower than our adopted budget limits because of the unpredictable nature of current year funding the larger changes were increases in estimated one-time carry forward funds that follow into our long range Capital planning and I believe that concludes my presentation okay thank you Mr Harmon we now move on to item 1e public comment um at this point um if anyone in the public wants to make a comment on the the budget the revised budget they can I don't see any movements so um I

015that many of you are aware of the 347 and and as member nor said the city's really investing in it um there's still an opportunity for us to continue to use our voices and so I encourage everybody to go to 347a fact.com and let your voice be heard we don't want any of this money being scaled back and although the school district really doesn't have to do anything with the roads these are families their parents are driving on 347 and away from their kids not being able to be back in school maybe to to watch them perform uh to celebrate you know their academic achievements and so it's really important that we use our voices um to let the state know that we need this road fixed do not take back any of the money

016and start spending it so I encourage you 347a facts.com and and lastly um we're going to have three seats open and now is the time to start thinking about becoming a board member um pulling your packet and starting to gather your signatures I think it's 234 signatures that are needed uh we know that uh member no and member Anderson have announced that they're not going to run free reelection and I am very sad at that fact um so really consider and if anybody wants to reach out to me if they've got any questions about serving on a board and what what that entails and how rewarding it can be um especially at this time of the year it's my favorite time to be a board member when we're celebrating all of the achievements of the

029specifically it a classroom Spotlight mirac Wells Middle School principal Miller [Applause] thank you president Downey members of the board Dr lman tonight I'll be sharing some thoughts and highlights of building a community culture at Amica Wells This falls under goal one of our strategic plan every student graduates prepared to create innovate lead and succeed and strategy H involves parents in meaningful avenues for partnership and support which is one of our um things we really wanted to focus on this year okay our vision statement we've had that vision statement for a few years now prepare students for Success at the high school level and Beyond but tonight we're going to focus a little more on a couple of those highlighted parts of our vision of our mission statement the mission statement should work to accomplish the

030vision statement so nurtured and treasured relationships supportive environment that cultivates a student- centered high quality education and creating Panthers empowered for future challenges through weekly character assets you know every year I share with you guys how proud I am my staff and the great staff I have they they've all been supportive of this but this year we want to make sure we try to get our students more involved in that culture so the district's always had this well last I don't know five or six years the PBIS program positive behavioral interventions and supports um as we finished the 22 23 school year Mr saltic my assistant I sat down we wanted to look at how if this is affecting our campus and how could it affect our campus more so we we purposely had a

031increase we sat down with the staff um and talked about some goals um the students that earn these Panther paaws which you can see the picture there by showing respect responsibility or safety on campus any staff member any adult on campus can have these out so from 2223 to 2324 we've had an increase of 81% handing out these Panther paaws I've shared with you guys before the whole PBIS program is that's it's about it's rewarding kids for those strong character traits and that's that um goes back to our vision and Mission that why of America Bells okay that that positive culture we're trying to build at first you know I was shaky on this whole PB thing a few years ago but I will tell you this year has even proven more to me the

032value um the kids notice these Pantha if they get them they're very aware of it they save them up and I'll show you why in a minute they save them up and and kind of hoard them um which there's a reason why another thing we implemented is our Panther store where they could take these panop PA and trade them for different Trinkets and items at a panther store which again you think a middle school kid is going to do this I can vouch for you yes and they love it so um and so that's been a very huge increase for us for this year so how's this affect our campus um you know like I said the kids get the Panther Paws through showing those character traits on campus every morning I announce we take

033those panod they give them their first hour teacher they get submitted into a Google sheet to a data a Data Bank M statistic pulls those names out randomly and he gives them for me to announce the announcements if I don't announce them the students are aware of this that's a huge positive if our Panther store isn't open the students are aware of this so those little things we may think they're tiny but it says a lot that the kids are aware of the there's a value in these in these Panther Paws and there's a value behind those Panther Paws so even more than that we have seen a big decrease over in our referrals this year so um we look at the the major referrals so when we look at aggression we've had a 19%

034drop in aggressive referrals this year we've had a 60% drop in alcohol and drug related referrals this year so there's a lot of things that goes into that our staff is awesome for for supporting that but the kids seeing the the positive effects of PBS has definitely been a strong portion there so along with our uh you know building that culture with our students one of the one of our goals has always been at America is building that culture with our community um so we've always had our monthly site counsil meetings that's pretty standard for all schools okay I've noticed the last couple years particularly this year the same group of parents steady supportive on that meeting we added a few years ago pizza with the principal meetings where the parents can come in they

035meet we have pizza and drinks it's an adult meeting um so they can ask any question they want to of course there's private data that's not shared but it's been a very very positive a lot of people think when we look at the parents and asking questions is going to be negative I can tell you right now it's never negative it's a positive meeting um so positive that you know we started these out quarterly the parents asked if we could do it monthly so we did this year and it's it's been very positive all year um another thing we're proud of is just the community events we're trying to do again building that culture in a community our oxygen partnership has been strong American Wells we're proud of that um the parent means are always

036positive there as well our blood drives our National Honor Society puts on those two a year those are tradition there very well attended parents come out and they and they're aware of them this year we added Culture Night I have uh seven eight actually staff members who are from various parts of the world so we took a night they are able to present their culture and with a table with different uh items and um trinkets from their culture and to share that we even had some parents come in share and I'm telling you it was a huge event um parents came out very successful very proud of that one this year we also added a parent paint night which is kind of interesting Dr Lan asked me what is that and so it's kind of

037like a Bob Ross type scenario almost had the teacher look like Bob Ross too but tell you the truth um but they parents they sign up with their student they come in and they paint together and it really turned out awesome parents loved it and then of course are soon to be a sixth grader that's something we do every year where all the fifth graders from our feeder student from our feeder schools and their parents they come in we talk about the school goals um their schedule getting ready for next year huge event and so so with our PBIS with our students and our cultural stuff we're doing with our community we're definitely answering that why of America bells and we're seeing a huge increase in just the culture like I said I'm proud of

038the staff it's a positive it's a part environment for me and that's why I enjoy it between them and our students but it's just great to see these things continue to build that culture thank you for your time is there any questions no just thank you for your consistency thank you guys thank you [Applause] we now move on to item 8 B curriculum materials and musd core supplemental and auxiliary um M rednor I'm waiting for my backup singers one second right thank you thank you good evening president Downey Dr lman the members of the governing board today I'm tonight I'm here with directors from academic Services Department Christine Dickinson director of it Wade Watson director of curriculum and instruction and Dr Mona Barry director of Elementary and early childhood curriculum we're going to share with

039you uh the MD practices regarding instructional materials implemented in our classrooms and the processes that are put in place to ensure that this is done with Fidelity this is an ongoing process and I will be asking for approval of our new supplement supplemental materials uh for the 2024 2025 school year at our next governing board meeting this aligns to our strategic plan goal two every student has access to an equity in excellent Educational Services resources and programs and strategy e to implement College and Career Readiness um Readiness reading and Ela standards uh through research-based curriculum and again I want to remind all of us about the portrait of a graduate we align our initiatives with the portrait of a graduate framework emphasizing our commitment to the five key attributes um resilient achiever principled leader and

040um Communicator innovator and critical thinker tonight's presentation will shed light on how these initiatives contribute to developing these essential qualities in every musd graduate so per er sorry per Arizona uh revised Statute 15- 72 1 which defines textbooks and supplement supplemental materials to include governing board approval Arizona Revis statute 15722 includes verbiage specific to textbook adoption which is also um outlined in governing board policy I'd like to uh calibrate us to the definitions um to the different types of instructional materials first we have adopted text and materials and those are materials that have followed the process that is facilitated by academic Services um and most recently as you know we adopted mathematic materials and World languages um which will be implemented in the 2425 school year we followed those statutory timelines that include materials that

041open for public display and review and governing board approval this includes electronic resources and possibly Supple supplemental resources that are included in the adoption such as math manipulative kits that are tied directly to the units second the second category is supplemental materials they are resources that academic Services supports financially we provide data as well as providing professional development and ongoing trainings for our supplemental materials the third category is titled ancillary materials and they are aligned specifically to adopted curriculum and enhance the lesson and our principles approve these materials all of these materials are aligned to state standards next Wade Watson is going to discuss the textbook adoption process with you with all of our adoptions like the most recent math and World Language adoption this spring we follow board policy and state law around the

042adoption process to make sure procurement is done correctly we work with the business office to make sure we are in compliance with up-to-date procurement procedures and laws as we continue to adopt materials on a regular basis we will continue to follow this process the process includes inviting multiple vendors to participate committee work involves stakeholder groups that include K through2 staff administrators and parents statutary timelines are met with materials being displayed at school sites and the district office for a minimum of 60 days to gather feedback finally the academic Services Department brings forward a recommendation to seek board approval the generosity and support from our governing board has provided upto-date an enriching curriculum for our teachers and students um so next I'm going to talk a little bit about about our supplemental materials they're broken down

043into two categories per ARS 15- 00721 supplemental materials are approved in one of two ways either they're part of the governing board adopted textbooks or we need to bring a list to you Ann annually um for approval as part of this process we' have added an additional level of security for our Technology based materials Christine Dickinson will briefly explain that process good evening this is not new material most of you saw this about this time last year this is our trusted Ed dashboard um this is posted on our website for parents community members Etc to have a transparent dashboard to view all of the adopted supplement Al or ancillary materials that are used in our classrooms this also will list those that have been um requested but denied and they would be denied because of

044those uh because we actually have a process there's a system for the adoption and use of software what we saw after covid was a influx of different applications in use in classrooms and we wanted to make sure that we have our data secure not only our staff but our students so through our data security agreement uh we have we needed this dashboard to make sure that we were being consistent and transparent so this is found on our website it is hosted through trusted Ed and uh it's been in use this year and we are very happy with that process we did revisit that to make sure that it was being used properly L and that it was effective and we are very happy with the outcomes and we will continue use this next year thank

045you Dr Barry inary materials are resources that teachers choose to use to enhance the adopted curriculum they're used parsly and are directly tied to the state standards principles oversee these materials through communication with teachers and time spent in the class classrooms the technology department has created a formalized procedure to vet any technology related resources this communication of expectations is part of the process that administrators Implement either at the beginning of the school year or when a teacher joins the staff so I want to share with you different examples um of of each of those categories so on the far left you can see our adopted materials and those of you who remember this from last year can see that that's been updated now with our mathematics was currently approved and um we try to adopt

046materials every seven years starting very recently to stay current and to be and to align ourselves with State Standards next you'll see that supplemental materials list um that are used in multiple schools we've we've showcased some of the work happening with right from the beginning and Beyond and spal we use that that list then that is again overseen um per campus and it's tied to instructional uh Direction and last you see the ancillary materials and again that's what we've talked about those materials that a specific principle or site or several of them have asked for us to go through that process to make sure they're vetted and that we approve them they're consistent with board policy and with State Standards so with that I want to thank you for your support I look forward to

047bringing the updated list of new materials for approval at our June 12th governing board meeting and this time I will open up to any comments or questions now I'll just say for the the public I mean you said about the seveny year we're going to hopefully replace every seven years at most longest period of seven years and just highlight this is a lot of money each of these materials you're talking multiple million dollars just for licensing and printed material but it's also a lot of time and effort for the organization to bring new material in to bring teachers up to speed to get the infrastructure in um it's a major exercise each time so I recognize Dr lman and the team U for taking it on board yes we we make the money available but

048you guys actually make it happen on the grind through the administration through the principes vice principls and of course the administration at the schools and the teachers so thank you all for doing this okay thank you thank you we now move on to item nine consent agenda and just a reminder to the board we're going to approve the consent agenda minus items 9d and 9e so moved second ly we have a motion to Second Carolyn Lopez I adamary no I Tory Anderson I Patty coute I Robert Downey I so moved we now move on to item 10 action items and we'll deal with the first item which is 9d approve the amend of property donation agreement between a z t LP and mura UniFi school district for the Santo property donation Mr Harmon thank you

049president Downey and governing board members and Dr lman this uh this item is to um amend a small portion of the serrento um land donation agreement um we are we've been working for the last several months through the approval with the school facilities board it went through three phases of approval and final approval for for uh for us to receive this as a donation site um I've been working with the developer and our legal councel on the property is currently in escrow hopefully will close at the end of the week and Curtis Chim with Udall shamway um saw kind of an obscure section of the old um agreement that had a closeout date it was back in like 2003 or 2007 and so this is just to change the closeout date to reflect the current

050timeline and we're hoping for your approval so that we can uh can close on this property and and get titled to this property in serrento which is off of Hartman Road just north of Ferell it's a a little over 12 acres I think it's 12.24 acres for a future Elementary School site happy to take any questions you may have yeah my only question was is there because we've lost property in the past even though we've accepted it because we didn't build at a certain time and I think I this was my question to you before is there a timeline when we have to build an elementary school or possibly a smaller Middle School on that site it's a great question and and very relevant to a few the uh future agenda items with um some

051donation agreements this is a little bit different this is taking an agreement and turning it into a title so this will be our property after after it closes the properties that we that we lost in the past had a reversion clause in the agreement we'd never taken it to to title transfer right so this is this is this is different and this will be our property okay forever that's and that's the reason I asked for it to be pulled off because of what I couldn't see that detail in there and I just wanted to make sure so once we once it's an escro and we own the paperwork it's ours is correct okay that's that was my question if there's any other any other questions concerns now then I make a motion we approve um

052the transfer and the donation agreement I'll second Lisa we have a motion to Second Carolyn Lopez hi Adam RoR I Tory Anderson I Patty coutre I Robert Downey I so moved we now move on to 9 9e approve second and final reading of sections 1 through five policies and glossery Miss Pastor president Downey Dr Lan and board members um we have uh for your review the second and final review of our policies and procedures in sections one through five um collectively we've reviewed hundreds and hundreds of pages of trust and our current musd uh policy um I thank everyone cabinet and and the board for your knowledge and wisdom and the unique lens that everyone brought to the conversations and the multiple work studies that we've had so I don't have any questions for you

053um but I do just want to tell our community that specifically with that policy five chapter 5 211 procedure procedure proced sorry under 211b right yeah yes there's many my brain is full okay give me just it's it is a change in in what we've done but you guys have done a really good job in making it readable understandable and it might feel uncomfortable and we might be you know if there's parents out there that are nervous I understand it will all be okay that's really just what I want to say I promise it'll be okay we've looked at it it's there ask questions um I'd rather you ask questions than sit in fear so find out I encourage you to find out okay that was it so um we we reviewed a lot of

054policies and and now that this will go um and this will become active July 1st first correct and we'll have access to it a link on our website so that uh every everybody can go ahead and take a look at it and um there might be some changes to these policies as we re read over them I know that I'm going to be reading through some of them just in case we missed a we missed a point or or an option Choice um so we still have the opportunity to bring it back it's just like our normal policy procedures this isn't something that just because we're saying yes now it can never be changed so I think that's important for people to understand um because it was a lot of hours and a lot of

055words to go through it but I really do appreciate the fact of the clarity and the fact that it really does align with the statutes and our best practices so thank you thank you for those points M any comments I'd like to make a motion that we approve the uh Second and final reading of sections one through five policies and class three I'll second that Le we have a motion a second K Lopez I adary no I Tory Anderson I Patty coute I Robert Downey I so moved we now move on to item 10 a discussion of possible approval of the Personnel schedule Mr bage thank you president Downey members of the governing board Dr Lin uh you have the Personnel schedule in front of you tonight I just want to highlight uh one new

056position that we've added U the district was recently awarded project momentum Grant uh for $1.4 million a lot of money this position is going to help coordinate uh the process and oversight of that that uh that program we're very excited to bring that in front of the board tonight I'll take any questions that you have at this point in time Mr Becket I have a couple questions um uh so with that new position how long is that grant for at this point in time my understanding it's for two years with potential threeyear extension twoe excuse me another year extension for a total of three okay is that correct Dr okay yeah that's the correct okay um and I am I I hate seeing all these resignations and um the non-renewals contracts not returned um now

057that we're towards the end of the year uh is it possible um for HR to get us a report I personally would like to see the reasons that people are leaving I know that they sometimes don't give it but if you are cont cont lating leaving it'd be really nice to have that so we know what to address um we can't fix what we don't know um and I don't want per I don't want like names or personal information I just would like to see a data report and then to see what we're going how we're going to address this I know that your department is working on a retention plan for our highest turnover um in Paras and bus drivers and and those positions so I'm anxious to see what that is going going

058forward into the next school year um we've done a great job in my opinion of of really um embracing and and keeping our teachers um we're not like any other District that's always struggling with teachers um but we don't I don't think we have the same struggles as districts to the north of us which is kind of nice uh but I would like to see that report thank you I'm gonna let you answer the other questions Mr Becket so item 17 and maybe these questions are for Dr lman um I have several questions first of all this is not a district paid position this position is being paid out of grant money we're not adding an additional administrator is that my understanding that is correct this can be funded from Project momentum Grant okay um

059I just wish it was a better way to that people understood that because it looks like we're hiring another assistant superintendent I mean I know it's the little asteris is there but it's still so I guess I just want more explanation sure please thank you and and thank you for pointing this out and um you are right this looks like we're adding another administrative position up here at the at the do yeah and we are uh but it was not part of our preliminary administrative you know when we go through all of those positions and and obtain board approval and talk about all of those details and thank you for pointing it out I I I apologize for that because it was associated with the grant um and it's a mandate through the Grant I

060did not connect those two dots um and uh just reconcile thank you for allowing me to reconcile why we're bringing this administrative position it is coordinator level kind of an assistant principal level um to manage the detail and Reporting and accountability all the strings that come with this type of of Grant and largely this grant will be spent will be dedicated to staff development intervention and staff development and so when you look at that job description you're going to see not only the reporting and management of the grant but a lot of the uh collaboration that will happen between departments and schools to develop these staff development initiatives I I also want to take this moment to highlight that you know we've celebrated our vision budgets with principles for a few years now and uh

061typically the items that are in the vision budget um are addressed training and you know staff development and intervention so we'll be able to um dedicate funding from Project momentum to uh those staff development initiatives taking that that off the principal list and freeing up some of the other funding at the school level that discretionary funding at the school level to further invest in their their unique vision and culture at their school without um you know decreasing the emphasis on staff development and intervention and student achievement so that wasn't included in anything so thank you for bringing this to light okay so no I appreciate that it's just it it makes more sense um a couple of probably housekeeping questions I have is it's a pretty high salary and I get it they're looking at

062a grant it's $1.4 million um and we have to hire this person in order to get the grant so it's it's non-negotiable at this point so okay that I just need to clarify that but is this a salary range should the range be listed on here because is it is it arranged based on experience because this just has the high end and I just wonder if we want to put a range based on experience thank you member Anderson that's perfect thing that that we can discuss uh this this salary will start I believe at $80,000 okay yes $70,000 it goes to $84,000 so the 103 is simply reflection of withholding State retirement benefits that are added to the position and this is something we need to specify in the grant whenever we yes we're being

063compliant with that okay I mean that makes sense but but it just it was shocking me when I first saw it I'm like holy cow um and then shouldn't the level if it's a principal level shouldn't the level be on this job description is that like a level C or it's it's assistant principal level I'm sorry go ahead it is it is there's actually a coordinator level Dr lman member Anderson and so yes um we typically have not been putting on levels specifically on job descriptions any longer we just simply say refer to to approved certified Compensation Plan approved administrative Compensation Plan uh this helps us simplify some things especially for our classified staff if there's any change in levels then we're not having to go back and redo multiple job descriptions descriptions right so

064we keep it generic okay no I I understand that um no those are my questions like I say I was just a little overwhelmed because it wasn't clarified so thank you for explaining it it it makes sense now um I'm glad we got the Grant because it's going to release some money for other projects um because training is important and sometimes all the schools need to be coordinated into what's going on so I get it um I just wanted more explanation so that I knew and the community knew what that was so thank you for indulging me and may I suggest that in our job description that maybe under the terms of employment or somewhere in there that it is a grant-funded position and maybe the details of the grant like it's a two-year Grant

065with a possible one-year extension um I just think that that that needs to be stated because if somebody was to look at this job description they're oh they're gonna add it thank you and I appreciate that that comment actually as a result of your comment I went ahead and directed the one on the website it does reflect Grant funded at this point in time thank you you're welcome thank you okay no then I'm fine including it um I know before I had take a motion crazy A crazy woman moment um so I'd like to make make a motion that we approve the HR schedule as presented second have a motion to Second Carol Lopez I Adar no I Tory Anderson I Patty goute I Robert Downey I so moved we now move on to item

06610 than you oh she Sor I wasn't given a warning this time that's right good for it I I've got a I've got a few uh introductions I love to make tonight I'd like to start with Phil Verdugo who's here tonight he's moving from our assistant principal to AC principal Sunrise High [Applause] School Phil Phil why I have you standing would you introduce your family too please i' like to introduce Orlando McCarthy who will be moving from a history position that is a tonise high school to assistant principal and last and not certainly least Dr Nancy Scott who will be joining us for the next school year in the role of assistant superintendent of academic services and if you want to introduce your husband then to [Applause] Nancy thank you thank you Mr Becket welcome

067all those ones that are joining us it's a fun organization to be in particularly for someone who's from U manufacturing background for 45 years I find this really interesting anyway on 10B discussion of possible approval of a donation agreement between PRP 350 LP and meropa UniFi school district for Palo Ranch project Mr Harmon thank you again president Downey Dr lman and governing board members I'll go ahead and address both uh items B and C they're they're identical they're just mirror images of each other these are two donations that um the Amarillo Creek donation which is the next item um existed back in the alma feral days and this these two Agreements are taking um a very basic agreement and and formalizing it and finalizing that and also adding the plyo ranch which is they were

068Master planed together both of these donations have two Elementary sites and then also two sister sites that make up one large Middle School site this is just off of Papago Road and I believe a Amero Valley Road um this uh this donation does have a reversion um Clause it's a 10year timeline um we we talked about this with legal counsel um it's not something we could get rid of it's uh these donations are still voluntary um we're really grateful for um donations like this um with all the growth that's going down south so um this gives us 10 years we have a lot of schools to build in the next 10 years so um knowing that we can make decisions accordingly and we seek your approval any questions you may have I have questions so

069I'm glad to hear the tenure Clause I I hope that we can meet that my concern is um that until there is city services out there I would be afraid to put schools out there so I while I appreciate the donation I just I I want to see us work with the city and figure out what's going to happen um and get something resolved in the next probably two or three years hopefully we we did confirm that there are fire Services out there um I know I grew up out there but that's no the city has an agreement so the city it's not the fire district because I also found this out yesterday the city has a agreement with the developer to provide fire Services there's a financial agreement yeah that the city will provide

070City fire services to that development that is correct okay but what about Police emergency vehicles I know it's County and and I've already talked to the sheriff because it's panel County Sheriff because literally they only have one Deputy that's out in that whole area so those conversations I would just like to see us happen but I just I'm just cautious I'm grateful for the donation but I am cautious about safety and for our kiddos that's my concern Fair Point and we we will appreciate Gathering the information okay all right but if we've got 10 years I think we can work on something okay I don't know if we need to do them together if we do them together separately you have to do them separately I believe so um could I have a motion a

071second please motion to approve no 10B yeah the first one um PA ran project yes second Leisa we have a motion second Carn Lopez hi Adar no hi Tory Anderson hi Patty coute hi Robert Downey I so moved motion second foru motion to approve tenc second they say we have a motion to Second carollyn Lopez I adamar no I Tory Anderson I Patty coute I Robert Downey I so moved I move on thank you oh you might be still here Mr Harmon absolutely yeah we I move on to item 10 D discussion and possible approval Financial year fiscal year sorry 2024 budget revision Mr Harmon I don't have any other anything else to share I shared my presentation earlier but I'll be happy to answer any questions you may have not had earlier this is

072a a standard thing we have to revise our budget with a final revision before May 15th of every year motion to approve the budget revision for fiscal year 2024 I'll second leis we have a motion a second carollyn Lopez hi adamary no hi Tory Anderson hi Patty coute hi Robert Downey I so moved Mr harmers again 10 e discussion of possible approval of insrance of a request for qualification RFQ to procure construction management at risk CMR CM Services Mr Haron thank you again president Downey government board members and Dr lman um we are we have pending approval for funding for Middle School number three in the legislature um we at a future or a previous meeting approved um orcut Winslow as our architect for the construction this is the next step to secure our our

073uh contractor through the method of procurement um construction manager at risk is same method of procurement we used for Desert Sunrise High School this will allow us to uh go out with this RFQ I have my staff currently working on that that's a big undertaking but this is kind of this is the first step I um I know I asked you this before but I can't remember I apologize when do we actually get the money in our bank account from the state the 31 million as soon as the legislature approves the budget oh so there's not an end dat for that I thought I thought they had to do it like by mid year or something like got the end of June we're we're hoping June 30 yeah June 30th is the is the is

074the cut off so we hope for it to be sooner than that so okay I just think for a drop de yep when yeah July 1 is we should have funds by July 1 okay okay any other comments questions a motion a second motion to approve second Le have a motion a second Carolyn Lopez I Adry no I Tory Anderson I Patty crae I Robert Downey I so moved we now move on to item 10 F discussion of possible approval of the first reading of policy 4-42 employee grievances Miss Pastor thank you president Downey during the first read of Section 1 through through five we unintentionally um missed a couple of uh changes that were talked about during a work study so I appreciate being able to bring those back specifically in policy 4402 we

075added a definition of retaliation and a final uh level four that involves the governing board um should a grievance rise to that level thank you I appreciate the process if there's no questions I make a motion we approve policy for 4402 second Le we have a motion to Second Carolyn Lopez hi adamary no I Tory Anderson I Patty cout I Robert Downey I so moved now move on to item 10 G discussion on possible approval of a resolution ordering and calling for a special bond election on November 5th 2024 Dr lopman thank you president Downey I will um uh tee up the conversation for the governing board we have some supplementary information as well to add um just want to um remind you that last board meeting we had a presentation from Mike lavali steel

076who uh presented um the good news about the growing property value in Maricopa and a bond capacity of almost $200 million which is um a tesate to the the city's growth and certainly the change in property value um he also o presented three scenarios 50 million 70 million and 90 million each of those having um no impact on the tax rates for the the homeowner the primary homeowner um it was a lot of detail um we've also spent some time talking with our um our schools and uh their community members talking about different revisions or excuse me different renovations to to existing space to help inform the relationship between programming and physical space um and plus you're aware of some of the the needs that we have in our existing schools if you go to

077Maricopa high school you know that um the the you know the the 700 building or it's the 800 building I forget I'll be corrected I know it's where the old junior high was um certainly needs renovating um older fac facilities on Maricopa high school and um also just some different ways to use space in our elementary schools um and we know that we're um Limited in even at Desert Sunrise it's only been open for not even two years but we know that the state funding formula does not fund um the same facilities at Desert Sunrise that were Bond funded at at Maricopa high school so for us to be able to completely outfit desert Sunrise high school at to that Comprehensive High School level um we've got to think about other sources of revenue so

078um I'm uh I wanted to allow Mr Harmon to talk about some ballpark ranges that are that are um estimates but they're but they're accurate in terms of how much these things might cost or you know some of the some of the funds that we're going to have to dedicate no matter what to help you to help you start the conversation so if you haven't heard from me enough um thank you Dr lman here are just some of the things that we know that are coming in the future um we're we're growing um we have Middle School number three we were just speaking um speaking about elementary number seven is just about two years on the heels of Middle School number three and at this in that same year additional space at Desert Sunrise High

079School those are those are uh anticipated sfb funded grants for new school construction um the dollar amounts to the right um reflect the similar um supplementation that we um that was required for Desert Sunrise high school and as we mentioned the 11 million that we put towards desert Sunrise High School which was about 26 or 27% of the state fund still didn't fund a lot of things um we're currently looking at um additional bleachers at Desert sunrise high school that that may approach a million dollars another parking lot and then you know we constantly hear of the things that that are kind of lacking there even though we know um what a victory or what a celebration desert Sunrise high school is in relation to the funding we receive from the state um further down

080are other construction items that are needed for growth um things that we've talked about our portable plan or additional classroom plan to address the growth at elementary school before um we build Elementary 7 um we still need to add about 40 classrooms worth of space um to accommodate that growth before the elementary is uh is approved as well as modifications to existing schools that have been part of this visioning and also a way to gain efficiencies um to handle the the growth coming to oure elementary schools um these items total up to about $43 million of potential projects um safety and the Maricopa High School um the histor work gym there the renovation are some other projects that um safety projects are ongoing um some of the things that we would like to address are

081to continue to address the secure front lobbies um to have every one of our schools have a secure front lobby um camera upgrades and additional cameras uh protective glass weapons detectors there's really no end to the safety upgrades that that we could address these are just some examples um the renovation of the of the gym at Maricopa High School um I think that $4 million number is is a couple years older old at this point um these are also two projects that are on the horizon and the desert Sunrise High School master plan these are things that were Master planed the the competition gymnasium complex um the football stadium complex and um other Outdoor Sports the for instance the weight room at at Desert Sunrise High School is is uh very inadequate um the band

082room some of these areas were designed so that we could have space there but um we we definitely um would love to see the master plan completed to give adequate space to these areas so that that completes uh the information Mr har I have a couple of questions or comments first of all I just want to highlight that these are ideas potential projects and the numbers beside them are I was going to use the term swags but I probably be sh these are just the estimates they are they're rough order magnitudes based on estimates that that may be a couple of years old but they are they are definitely in the ballpark Y and whenever I think was Dr lman mentioned about the the tax rate um we know from what we've been told even

083if we go for the 200 million we should probably not going to go for um it will not increase the tax rate uh and over time we will see a de no matter what number we pick it will it will decline over time probably over the 20 years that we have hold the bonds of the three scenarios um the the $90 million scenario will see a a slight decrease from the 92 cents we have currently on our bond rate I think up to about 98 cents in like the first three or four years and then a steady decline because of the growth in in property value our assess valuation Grows by about $250 million a year in Maricopa because of the the steady growth of property and so that that will spread that that tax

084rate amongst more and more property value the other two scenarios will we'll see a a decline from where we're at at 992 cents on down I think at the end of the 20-year um projection it was like a 10cent tax rate before uh the end of the bond 20-year payback period yeah my my last question I know at least one other board member asked me and it's a question I asked you um can you outline the steps the three major steps like tonight and then there's there's a step in J June and then there's a step in um July because this isn't us deciding on here's the amount of money here are the projects and we're definitely going to do it tonight so can you just educate the board on the the steps to get

085to potentially potentially putting a bond on the election this uh this action is for resolution to call for a special election and determine a a dollar amount um that is what the the action item is tonight um we still have time if it is if it were to be tabled there still is um a a time I believe June 11th I should have had all this uh written down I'll get it to you um we have a deadline June that is the drop dead deadline to call for an election if we do not call for an election tonight I still have to submit a 200 210 Day letter to the county for an intent to call for an election and then there's some new statute that requires a publication if we if I submit an

086intent an an intent to call we have to start publishing in the paper um and run several Cycles anyway that that's getting uh in the weeds if we do call for an election there are still deadlines in July for the pamphlet resolution um language that details how the the monies will be intended to spend what the categories are for for the bond um expenditures does that answer your question president Downey well kind of it does but it's slightly different kind of I said slightly different what I understood but that's that's I think some other members are going to raise questions because the the agenda item just says approval of a resolution ordering and calling for a special bond election do we have to it doesn't say that we're decided on the dollar amount I think

087that is a much bigger discussion that I am not ready to have tonight the resolution does require the dollar amount it's uh it's in the resolution we we have it blank because we're looking at different scenarios but if it were to be passed we would write that in and and send the signed document in but we do have time to come back okay at a future meeting if uh if more time is needed so could they for me yeah I can can it be change I don't I'm not understanding so do we have to do the resol resolution with an amount tonight and and if we don't or if we do can that amount be changed when the resolution's called the amount has to be determined okay and we have one more opportunity after tonight

088to call for that resolution and amount if tonight is not sufficient so for me I'm not comfortable having a discussion at 8:00 at night since we've been here since 5 um I'm not comfortable having that long discussion on the amount because it's going to be a laundry list and you know just adding up the amounts you're looking at about 85 to hundred million that you're talking about over over years for the projects that are on our wish list um did we know do we know if the city or the county is going to have any bond elections on this on this ballot because that will affect us I don't I don't I'm I'm asking we'll find that out I know that there I mean we know that it's going to be it's a general election

089year it's going to be there's going to be a lot of items on the ballot so we'll find out what the local propositions might be okay I mean I would feel more comfortable with that before making that decision and then can we decide or have input on where our question is on the ballot because if it's on the back of a six- page ballot it's people aren't going to see it it'll it'll most likely be a three-page ballot and I know Maricopa County will put School resolutions on the first page I don't know if that's the first or the back of the first page um I'll reach out to panal County elections and find out if they will will offer the same thing to school districts in panal County well except we we had a

090work study at the last meeting it was brought up that it possibly could we possibly could have a say in if it's where it is on the ballot so I would just like clarification ification on that because if if I don't know if it's on the back page of the the last one our chances of getting a vote are going to be slim to to nothing so um I I want those questions answered before we call for a resolution I just think there's I have too many questions and I have to sort of acto in a way Mr Haron my understanding what we were saying tonight was yeah we're going to think about it but we were not going to be voting on a number that we as a board have not discussed nor were

091we voting on the specific items I mean things have been out there floating around I can't remember seeing dollar AMS but maybe there were dollar mins with them but I think the Board needs time to discuss the specific items at least have some input so sorry member nor you gonna say something yes thank you president Downey I mean obviously the general consensus of the board I will um go along with however I do think that it's important for us to note that the longer we put this off the less time we have to establish a campaign or the people have to establish a campaign and for us to educate the voters about this important Bond plan and what it would do for our community and our facilities and I also think it's important for us

092to recognize that we are not raising taxes by issuing this resolution we because we can't we as the Schoolboard cannot raise taxes to for Capital Improvements for secondary only the voters can and so when we put this forward what we're doing is giving the voters the option of saying yes we want to invest in our schools and our infrastructure and provide these amenities to the students of marupa or no we don't that's what we're doing we're giving them an option and if we don't refer something then they have no option they can't say yes or no and frankly for me I find it helpful when we do refer something like when we referred the last Bond it lost but when people would come to me after that and complain about something I'd say the bond

093failed you should have worked harder on it you know because we gave you the option to help improve our schools and you voted no so what do you want me to do about it you know and so I think it's very important for us to remember that very important fact that we are not increasing taxes we are giving the community an option we are giving them the opportunity to say yes we want to invest in these facilities or no we don't and I think when you look at the list of things that are on the presentation these are very important projects and we all need to remember that we did not build Desert Sun we got so lucky with desert Sunrise the bond failed but the state was flush with cash we went out to

094to build a school with just school facility board funding and it just so happened that at the legislature there were a couple other schools asking for some construction funds I said Dr Lan let's get in on this and we got a one-time appropriation because we have great legislators that represent this area that supported us that is not going to happen again the state is facing a budget deficit right now not only are we not going to get some you know random appropriation we're not getting that but also if the state budget can continues in the direction that it's going we could see Cuts or we could see a lack of increase to our existing funding formulas which is going to hamstring us even more and so I just want us all to consider that as

095we make these very important decisions so that's all I have I think member nor you make you make a really good point and so I think when I think maybe a work study session and a special meeting so we don't have to wait till June 11th so we have to feed oxygen to Jacob as he puts this thing together I'll clarify all the timelines in an email after this so because I I think it's important that we do take what you said in consideration that the state might claw back some money so maybe we we need to think about that dollar amount a little bit more but the other thing is that I want to make sure that when we make our decision we know what the money is going to be spent for exactly

096I am not I'm not given I'm not comfortable saying yeah let's go for 90 million you guys spend it how you think no I think I think we have to be very very specific that's how we finally got the override to pass we were very very specific and we stayed true to exactly what we promised and we have proven year after year after year what we've done with that money and how it has improved in our district and we have to do that same uh that same moving forward with a bond I would like to see though an estimate on what it would um we talked about the U Middle Earth 800 building and the life skills um that whole area what it an estimate of what it would cost to put up a two-story

097classroom building that would house students because that figure wasn't in the in in all of the items that you gave us and if you could send that to us too that would be really helpful too um but I would like to see that because I think that's important too um I agree we have to continue with the uh phases at Desert Sunrise but we can't forget about mayor Copa high school because I think we thought that the that the enrollment projections were going to go lower than what they actually did when we built that new high school so but I I think another meeting I think absolutely and I was not proposing Wai to June 11th I was actually thinking maybe we need a couple of meetings in the next couple of weeks or something

098like that to to satisfy your need is there any I'm sort of is there anything you need us to approve tonight can't approve it so we can do all we need to do is I don't think we're going to approve this well can I I have one more question on the ballot language exhibit a um are we locked into on the question on the the laundry list is that are we locked into that or can we put our own list there I'm sorry I don't have that in front of me okay is this laundry list was this on the resolution um it says sample ballot ballot exhibit a it lists everything that we would use the money for it's a bulleted list it's this will not determine the ballot language that must that might be

099an example we will finalize the ballot language um by the by the by that deadline okay that was my concern I just want to make sure that's in the in the record that this is not right okay we work I yeah we work with legal on all of that stuff and and we'll uh plan a couple meetings okay we'll gather the data um and we'll we'll we'll look as soon as next week um as soon as possible one last thing for the future meetings I would like because I know right now we have we've just like kind of conceivably have like the 50 the 70 and the 90 but I really think it's important that we I want to know the highest we can go without raising taxes I know the 90 only goes up

100a little bit for a couple years but I really want to be able to say we're not increasing taxes because I think that's really important to win but I there's somewhere between 70 and 90 that that falls and so I would just for the future work study I want to know what that level is I I'll work I'll work with steel um a lot of that will determine the the timing of the bond sales we do Bond sales in series and each Ser impacts series impacts the tax rate so I will work with them on a scenario that'll maximize the call amount and uh keep the tax be able to say we're not raising yeah that' be I think Dr lman Mr Harman you got action to further meetings but in order I think to

101move this forward I move that we table this this item to F Meer we just don't have to do anything with it you don't have to take any action on it you can still postpone it EI either way you can say postpone it for a future meeting a later meeting I will second that Leisa we have motion second Lopez hi adory no hi Tory Anderson hi p tray I Robert Downey I so moved we now move on to item 11 adjourn so moved second leis have motion second Carolyn Lopez hi adamary no hi Tory Anderson hi Patty coute hi I Robert Downey I so moved we are adjourned thank you sorry about that but no apology necessary specifically are we tying into when were you Mr Harmon I specific are we T into dollar
