good evening welcome to the livonia public schools board of education regular meeting of september 27 2021. mrs bradford would you please take the role sure mrs acosta here mrs bonafield here mr centers mrs jarvis here mr johnson here mrs bradford is here president burton here we have a quorum uh mrs jarvis would you please lead us in the pledge of allegiance with pleasure i pledge allegiance to the blood of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all we welcome you all to the to the meeting this evening uh for getting back in our board office which has been recently renovated and as our as our schools all have been so it's nice to have updated facilities for everyone who

works and visits this building tonight's meeting is a regular meeting or what some refer to as a voting meeting what you'll find tonight is a lot of things that we have to celebrate at the beginning of our meeting and we have some of our honorees this evening and some of their family members we're thrilled to celebrate one of some of the exciting things going on in the school district many of the voting items that you'll see tonight you may find have very little discussion involved and please understand that that is not because we take these items lightly but rather it's because they've been discussed at at least two other meetings prior to tonight typically a study session and a committee of the whole if you're looking for great detail about the items upon which the

board votes i suggest that you either attend or view on our website some of the previous committee the whole meetings you'll get a lot of detail about the items that we'll be voting upon tonight by the time they get to this table we have really asked just about every question that we can think of on these items so uh so you may not see as much discussion but but please understand that that is why uh if you're looking for an agenda this evening if you're in attendance this evening you can find them uh just out the door to my left on a table along with any blue slips if you're planning on participating in audience communications if you are watching from home and you'd like an agenda to follow along you can find it on

our website which is livoniapublicschools.org if you hover over the board tab you can drop down to board meeting information and there you can find agendas for the evening that's the same area by the way also where you can find any video of previous meetings if you'd like to watch any of those we will be taking a break uh after item audi after rather agenda item 3b so that the board and those in attendance this evening can congratulate our honorees so if you if you are being honored this evening if you'll hang around for just a few minutes afterward we'd love to have an opportunity to personally congratulate you this board of education takes very seriously respect in our school district it is a character trait that we teach our children at every level of education

and we will absolutely have the commitment of this board of education that we will treat one another with respect we will treat everybody in attendance and in participating in our meetings with respect and we ask that you do so in return we find that to be the very best way to teach our children which is to lead by example the next item on our agenda this evening is item 3 communications and 3a is our points of pride livonia ptsa council awarded the pta council of the year and i'm going to turn it over to mrs jenkins thank you good evening president burton members of the board superintendent oaquest it's so great to be back in our meeting space for our first regular meeting in a very long time in this board room um before i

before i begin i would love to invite our honorees members of the ptsa council to join me at the podium and i know you're not very far away but i would love to have you kind of all circle around me while i uh well i do my presentation on your behalf dancing optional i really just didn't want to be alone well what a year and a half it's been for our school community challenged with so many obstacles and changes that could have easily sidetracked us away from our mission to support and grow our more than thirteen thousand students whom we serve in livonia public schools tonight it is my true honor to recognize just one of the one of the golden gems we have here in our school district our livonia ptsa council which is

one of the largest in the state by the way has not only rolled with the pandemic punches but it has excelled in every possible way throughout the 20 20 21 school year the efforts of this amazing group have not gone unnoticed in fact our livonia ptsa council turned heads across our state and garnered the distinguished title of council of the year for the state of michigan by the michigan pta this exciting news was revealed during the michigan pta convention held in august uh that convention was held virtually uh to boot this is the first time that lavon the livonia ptsa council has received this designation for that we celebrate but are we surprised by this award not even a little bit our livonia our lp ptsa council supports the district's 22 local units in so

many ways and the people at the helm are truly some of the most creative generous caring and selfless people in our entire community i mean just look at them this is the cream of the crop right here here is just a brief rundown of some of the amazing work this council does for our districts families students and staff leadership training for our unit leaders incredible programs for our students including the annual reflections program the uh the annual youth making a difference program masterworks stem activities and the summer early literacy volunteers known as elves are the elves work one-on-one with our young readers our council supports the male engaged supports male engagement efforts which is how the ever popular chili cook-off came to be our council advocates at the state and national level on legislative matters

by communicating regularly with our state and u.s representatives on matters that impact our schools locally the council hosts candidate forums for our school board as well as issues endorsements for local millage elections our council supports the lps education foundation and also the district's galileo teacher training program our council maintains the clothing depot for our families in need and much much more the list truly does go on and on even during a pandemic this group has operated with the mindset that nothing will stop them from doing the work when we couldn't even when we couldn't hold events in person this council shifted to holding them virtually when students found themselves at home instead of in the classroom this council under the leadership of member debbie yates and we will say a few more words about debbie

in just a few minutes uh debbie yates initiated a reflecting our diversity art series which kept students engaged and challenged them to be creative during that uncertain time this council guided the local units through holding their meetings virtually and they moved forward with their largest annual events founders day reflections and youth making a difference you guessed it held virtually it goes without saying that this district has always been super proud of our lp lptsa council so i am not certain that we can express that any more than to say you are appreciated you are all rock stars and we truly thank each and every one of you for the work that you do each day in each school year for our students staff and our families with that we've prepared a special congratulatory certificate for

each member of the executive board and the certificate reads livonia public schools certificate of recognition livonia ptsa council ptsa council of the year for the 2020 2021 school year is named by the michigan pta for the state of michigan dated september 27 2021 and signed by superintendent oakwist and board president colleen burton so with that i will distribute these certificates and i'd like to turn it over to mandy gerstenbrand who is the president of the lp lptsa council [Applause] good evening that was quite an introduction all right so we'll see you first of all thank you how about this lineup these people are incredible [Applause] so my name is mandy gerstenbrand ptsa council president i'm joined tonight by andrea kelly sarah laura mike debbie's number one and two and we have several other council members

not in attendance this evening yeah last year we had two debbie's two nicoles two amanda's andrea and andrea so you know we are honored to be here this evening and excited to have received this award from the state if you're not familiar with us or the work that we do as i mentioned we're ptsa council so each of the 22 schools in the district has pta or ptsa for secondary and we're the next umbrella over that we each take a couple schools we act as liaisons attend their meetings we offer guidance support training and workshops and then it goes to michigan and national so fun fact pta is the chil nation's largest children's advocacy group our mission is to make every child's potential a reality by engaging and empowering families and communities to advocate for

all children that sounds like a lot really comes down to four words every child one voice that's what we do we're here to advocate for every child in this district and beyond so it really just took us a few days into the shutdown to say okay we're doing this and we're doing it virtually so all of our committees and programs with the exception of that chili cook-off that was a hard one to work out the rest of our committees and programs all went virtual things like stacy mentioned they're reflecting our diversity art series national pta reflections founders day youth making a difference we all just had the mindset that nothing was going to stop us from the work that we do so once again thank you for having us and thank you for your support

and for being our biggest cheerleaders superintendent quest along with dan willenborg about bill green john weinstrom is our elementary liaison attend all of our meetings it's great to have that working relationship i see several members of the board that i know are pta leaders as well as past board members so it's great that you guys really have that deep understanding and shared passion for the work that we do we've already hit the ground running this year we've already been thrown a few curveballs this year so we're just ready to continue the work that we do and celebrate the achievements of our students so thank you [Applause] oh but wait there's more it is also our distinct pleasure to recognize debbie yates for receiving the chaton berry spirit of pta award for the state of michigan

debbie has been instrumental in cheering and co-chairing the annual reflections program for a number of years and has recently brought diversity equity and inclusion into focus with our pta units as the council's dei chair she is leading the units in this important work as mentioned earlier debbie hopped right into the right into providing students with a creative outlet during the pandemic shutdown through the reflecting our diversity art series she didn't have to do that but she did she but she wanted to offer something for students to focus on in a creative and thoughtful way anyone here could speak to debbie's passion her spirit and her dedication to the lptsa council and livonia public schools ptsa council president mandy gerstenbrandt said this about debbie you would be hard-pressed to find someone as dedicated and passionate about

children's advocacy as miss debbie she's not one to seek the spotlight so i'm so excited that her work is being recognized in addition to her months and months of work for the reflections program every year she jumped in with both feet when we started our dei committee and she has held district-wide pta officer trainings with rave reviews from our units she's also been working with the detroit area ptas who are having an amazing resurgence in their unit activity over the last few years i know our friends at michigan pta have been trying to steal her away and she would be such an asset at the state level but we're not letting her go that easily we're honored to have her as part of our hashtag councilfam and with that we think and congratulate debbie yates

on this statewide designation [Applause] i thought about doing a tap dance but then i heard mandy was going to do it so i i wrote a speech instead so i want to say thank you for taking the time to recognize this achievement i'm honored and proud to have received this award and i realized that this wouldn't have been possible without the help of a number of volunteers and staff members who share my enthusiasm for the students in our district thank you to everyone who has helped me who has helped to make our programs successful and meaningful i believe in the mission of the pta we are not just about fundraisers book fairs and fun events we are dedicated to helping every child reach their potential through engagement and advocacy i believe that the pta is

a place where all our students and families belong every person has something to contribute and we are better when we embrace our differences i believe that our role is one of servant leadership every year i try to find new and creative ways to serve our students and families and i encourage everyone watching to think about the ways that they can share their time and talents whether in small or big ways and before we sit back down i would be remiss if i didn't give a shameless plug to the reflections program because it is reflection season for anyone watching who has kids in lps this is the time it's a national pta program that encourages students to express themselves through the arts every year with a different theme this year's theme is i will change the

world by so if you would like your students to participate you can find more information about the program on the council website thank you again for this honor [Applause] do we have any comments or questions from members of the board or the superintendent mr setters uh so we spent a lot of time here in the board office recognizing students as we should because that's what we're all here for a lot of times staff and it's just so cool that we're honoring some really dedicated parents tonight and this is a group of people that are always they're never looking for recognition so to give you all some recognition tonight and for the state to acknowledge what you're all doing is very special and thank you for being here and congratulations thank you mr sanders mrs bonafield

i would like to congratulate you guys as well i think you guys are a shining example of when we put our energy into positives in a time when we hear a lot of negatives and a lot of motion toward fighting the what we're doing and how we're doing it and really moving forward and saying look you know it sucks but let's make the best of it and putting your your energies into doing positives and i just congratulations very much and uh it's it's a great a great achievement thank you thank you this is bradford thank you i too would like to echo all the sentiments of my board members here so happy this is a long time coming but this is a really special group of of people that we have before us today and

i know how much heart you put in and love and dedication you put in into the district every single day and uh so appreciative of that so thank you so much and and what a huge congratulations i'm just so proud of you all mrs jarvis couldn't go by without saying congratulations to the most incredible team of people dedicated to making children's potential become a reality um you know across the state last year every school had struggles but some ptas gave up some ptas took a by year some ptas decided that they would just do it the minimum excuse me and then there was livonia who not only stepped up to the challenge but they went way out of the box livonia ptas bar none did exciting innovative things they recreated their programs they did things

in a way that was shocking and innovative and exciting and that's one of the things that this award represents it represents your heart it represents your creativity and it represents your determination to succeed where other people give up and i would be remiss if i didn't say that not only does this award recognize the attention that you received from michigan pta but national pta's eyes are on livonia right now so watch out i just love the outside of the box thinking and the way that you didn't say no you you just stood right up to the challenge um boy if that isn't what pta is all about pta takes negatives and and just takes them in stride and turns them into positives and make makes ways for things to succeed for our kids so thank

you from the bottom of my heart thank you thank you mrs acosta thank you um i wanted to add to the congratulations but also say as a pta leader that your leadership has taken us through um as you know ptsa units and i know that i've personally probably spoken to at least maybe all of you at one time or another and i appreciate your shining leadership thank you thank you mr johnson thank you president burton this is a long time coming people that on the outside may look and say hey you did this this year but you've been doing this for a long time and people don't realize how much time you put into it it's not just one night a week it's you live and breathe it um and we're i don't think we

could operate as a school district without your assistance so my hearty congratulations to each one of you and keep up the good work thank you thank you thank you mrs ogust thank you so much if i could just take one more moment to break in my friends here and um and what a crew i have to tell you i wish uh the folks listening here tonight or from home could truly get to know each and every one of these folks as individuals because what they have in their heart what they have in their minds are truly focused we are so focused on the children that we serve i mean without question and you enjoy one another you enjoy all of us while you're doing it it's truly one of the things i look forward to

is seeing all of you is being able to hear the difference that you're making for the units that you're serving our children across the district and every single one of you are the first ones to say how can i help what do you need what should we do next and that was truly never more evident than so many of you served on if not all on our individual return to learn task force groups and we called upon you um you know multiple times as did our local district so um we love how much you love our kiddos and it shows so congratulations on this very very well deserved honor huge honor in the state thank you and i i too would like to just echo my colleagues and thank you for all the amazing work

that you do uh it's been mentioned the advocacy on students behalf which is very serious stuff uh it's supporting the local units uh local units frequently have brand new people coming into the role of president or treasurer which are challenging roles and can be very intimidating uh every now and then really unique problems come up uh you folks are the go-to people for our local ptsa when they need uh someone to help them sort through a problem uh in order to serve our students better uh you can do that naturally because you folks have done all those roles uh you've as has been said you've been doing this for years uh but thank you so much for for making livonia pta's special making them allowing them to thrive uh and really putting so much extra

on kids education that that the the regular school they can't do we need the pta to step in and basically put the whipped cream in the cherry on top so thank you so much for for making our children's school lives so much better than they could have been if you folks weren't serving our kids every day thank you folks so much and i'm thrilled that michigan has has recognized what a fabulous group that you are congratulations if you'll hang around for a few more minutes we have one more special honoree of the evening uh and then we're going to uh take a break and give you a personal congratulations mrs jenkins i'm good you're awesome yep okay okay great um next item on our agenda is our district update from the superintendent mrs ogust okay

here we go are you ready that there we are um so we are going to highlight uh really our students and our staff and our families coming back to school and i am clicking away you may have to uh hang on okay there we go there we go oh there we go okay um so you might have uh seen this these uh wonderful signs um happy signs and we saw many many students and families uh crowded behind there on crowded panel signs and ready to come back to school when we first came back the week of september 7th there we see miss urso at holmes middle school greeting students as they came on the bus we had a lot of opportunity to meet with our school leaders and our district leaders in preparation for this

school year and i um certainly don't want to go without acknowledging the efforts of each of these folks as well as our other administrative teams and our cabinet team as we work together to plan for the return of our students this year you see it just a few more great groups the buchanan's kindergarten staff and mr wenstrum i believe had popsicles on the playground with our students and there you will see all of our teachers of speech and language throughout the district here for some professional development we have our livonia transition program at schoolcraft this great crew is not only spends time there but out at all of our sites and is i've shared with the board and we'll be sharing again next month we've added some new sites to our program and we recently

added contoro's italian market as one of the work sites for our students so dr teriel and i are going to be going out and doing some visits this week i think she's hoping i'm going to buy her a cannoli and that just might happen so next month we'll share with you some great photos from all of our different sites but this is the this is the wonderful crew that makes that happen each day we had a great photo here i think they take this annually we have a number of staff at stevenson who are also alum from the school so it's always fun for them to gather out front and share that and then you know the generosity we talked about our ptas who are of course just you know the tremendous source of support

for our our learners and our staff and our schools but we had so many organizations reach out and ask how they could help they knew our students were coming back they knew students that families had been through a difficult period of time and so the next few slides you'll see members of our community donating as you can see boxes and boxes of supplies here welcoming mrs jenkins coordinates most of that for us and then we get in touch with principals and elementary support teachers and student assistance providers at the high school to be sure that our students have these wonderful supplies here we have trinity health who adopted a fifth grade classroom at johnson so really all across the district we had so many um church groups and community members reaching out to see how

they could help um and on the left we had a lot of our ptas just write some wonderful messages to our kiddos as they came back and so you'll see families getting ready to start the year i know many of you were out and about at our open houses as well and boy those were so well received as you know we weren't able to do those last year the state did not allow us to have visitors we were eager to welcome back in our families and so you'll see some great photos but open houses were were filled and lots of lots of happy uh students and families so you'll just see some pictures here of our our kiddos getting back at it right learning those routines digging in starting to read and learn and think

and grow in here we have franklin's belcanto choir who i know you're familiar with they treat us each year with a special performance here at central office that just warms our heart and then we have stevenson's high school theater class they're using something called gel light filters i won't pretend to know what that is but i'll just highlight the work that they're doing because oftentimes we see who is on the stage we don't often see who is behind the stage and making all these things happen so this class is part of what was brought forward when we opened our performing arts centers at each of the high schools and they are an integral part of making things happen we have livonia career technical center all of our programs are underway lots of interactive opportunities for

our students to get ready for the world of college and work continuing on with some hands-on learning kiddos working together we had a great opportunity which is just a multiple visit correct mr abate i think uh corporal wheeler has been here a number of times and we are so fortunate to have um united states marine corporal gage wheeler here working with the peer connections classes at frost i'm teaching them the protocols of um of you of the flag and then they went outside and were able to raise the flag and then those students will have that responsibility um throughout the year and so um he is the proud son of mrs wheeler who is the principal at frost middle school and so we were thrilled to have him here and working with our students what

an impact he made as you know fall sports are in full swings so we've got uh i'll flip through but our our kids are working hard our coaches are are supporting them and doing all that they can and our parents are back out there cheering for them so it's been a great great fall season we've got a number of contests coming up these next few fridays lots of intra-district games going on and so if you can get out there and support support our students i know they would love love to see you don't those fields look great fields look fantastic homecoming at franklin unfortunately as you know their game had to be canceled by the district uh by the team that was playing us due to their coveted protocols but i will tell you franklin

made it happen right they still held their pep assembly and named their court um they had a great dance uh over the weekend so unfortunately while we didn't have the game they still made wonderful things happen with our students so here are our our kiddos and our staff enjoying the spirit days leading up to homecoming and then of course that celebration churchill is this week and stevenson will be mid-october gotta love those smiles another tradition an annual tradition senior sunrise at stevenson so students come out with their blankets early in the morning yes that is the sunrise and yes those are teenagers out and about so it's amazing what will bring them out isn't it we have as you know our ptas are back at it so we've got a great group here at buchanan

that was meeting and then this was pretty exciting we had terry gogola was awarded the thank a teacher grant from staples so the livonia transition program was awarded a five thousand dollar grant and she was personally awarded a two thousand dollar grant um for the wonderful um additional uh just elements of the program that she is able to add so congratulations to a very very well deserving uh teacher and some of these folks that you might see as familiar faces so we were out at the um old fashioned corn roast event last week two i guess that was two weekends ago already wasn't it many of our board members roasted corn and our we partnered with our ptsa council and the lps education foundation it was a great day to be out there welcoming families

new to livonia and visiting with other service organizations so that is it it's already been a busy few weeks it seems uh maybe longer than it has but we've just been in three short weeks but we are tremendously proud of our students and we are thrilled to have them back with us so thank you president burton thank you at this point we're going to take just a five minute recess so that we can congratulate our honorees of the evening and then we will be getting back right into our meeting again so we are at recess for the next five minutes welcome back to the continuation of livonia public schools board of education regular meeting of september 27th we are on our agenda and we are on item 3c written communications i do not have any

written communications for the board does anyone have else have any that they need to share seeing none next item on our agenda is item 3d audience communications audience communications is a time that the board of education sets aside to listen to members of the community it is not a question and answer session rather it is a time for us to listen to concerns uh we allocate three minutes for every person who wishes to speak to the board the reason that we have a time limit on that is so that we can be fair to everybody who wishes to speak and make certain that everyone can have the opportunity to do so if you are speaking to the board of education and you hear a beep go off because we'll just set a timer for you

if you hear that timer going off you can know that it's time to wrap up your comments and we find that that's just a little bit more polite way rather than inter interrupting a speaker again we uh we give our commitment to every speaker that you will have our full and undivided attention and our full respect and we also ask that everybody else in attendance this evening uh do the same uh that our speakers be respectful that our audience members be respectful and you have the commitment of this board that we certainly will be respectful i only have one audience member indicating that they would like to speak this evening and that is aaron green ms green you can feel free to come to the podium is there another blue slip somewhere miss green you

can go ahead and start and then uh if one of our mrs acosta if you can make sure you get that and uh pass it on down oh it was left out there okay good evening can you make sure that microphone is on red if it i'm sorry in blue rather just tap it and it'll turn green there you go okay hi good evening hi um my name is erin green and i'm a senior at churchill high school i came to speak to you about kind of the struggles we've had over the past four years at churchill high school my daughter has a 504 plan um there and it has been excruciatingly painful i don't even know if i'm going to get through my three minutes without crying about it we have on countless times

requested that she be granted a different counselor because of the way that the counselor has treated her for four years straight the most recent incident occurred in the first week of school on friday where she was in a quiet room where she usually takes her tests as part of her and her counselor and another employee were in a public area being quite loud and my daughter got up and she went over to crack the door so that she could work on her online math class don't even get me started on why my daughter who has a 504 directly related to math is in an online class the school doesn't have budgetary dollars apparently to offer trigonometry as she cracked that door her counselor shouted her name and said you cannot close that door she said

may i ask why i cannot close the door she said because that's how students get in and out of this area she said oh i understand but it's awfully loud out here so i was trying to do my math online and thought it would be quiet and the counselor screamed back at her in a raised tone i am not doing this with you today instead of saying oh i apologize we're being loud go ahead and crack that door go ahead and do your schoolwork or how about hey why don't i find you a quieter space but wait the library there's no access because we don't have a librarian wait you could go sit in the in school suspension with all of the kids that have made poor choices or wait you could go sit in

the planning committee room where all the other online kids are sitting but part of her 504 is quietness so she left and had a absolute anxiety attack in the hallway calling me sobbing calling her father to the point where we both felt we maybe needed to drive up there to rescue her at this point i called the school got a hold of her assistant principal who did locate her in the hallway all the assistant principal could say at that time was is well maybe she had a really bad phone call prior to speaking to you like that maybe she is having a tough day you started the meeting with respect for some reason at that school there is no respect with the counselor and the student this is one of multiple examples between her and

her counselor for four years we've addressed it with the assistant principal we have addressed it with the principal nobody's followed up after this last incident we asked for the assistant principal to give a call no call it's been two weeks i called the district office no return phone call it's been two weeks what do i have to do to file a formal complaint against this counselor and have her removed i don't understand why we think just because a student's last name starts with a particular letter that it's a good match with that counselor she has refused to follow the the plan that's been set for four years on her academics my last email i gave to that counselor is please cease and desist all communication with my daughter via email via telephone be in person

because all my daughter does now is plan her day when she goes to school on how she can avoid her counselor that is not a good student experience so i'm begging and pleading as a parent at this point please help me please please help me please help me help my student i just watched this ptsa get an award about kids reaching their potential i don't know how my kid's gonna reach her potential when i got a counselor that's just absolutely rude and disrespectful time and time again and it's bff is no accountability that's all i have to say thank you mrs okus can you follow the situation yes i will thank you uh our next speaker is julie hurray or harry hardy oh i'm sorry good evening good evening my name is julie hardy i

live on hillcrest street i have two young children in lps i have a bachelor's degree in public health my husband is a physician and we've both been vaccinated i did not agree with last year's mask mandate the data we had last summer suggested that children were not the main vectors of transmission for covid and that their risk of serious illness was extremely low although i did not agree with this decision i could at least understand the argument people said that it was still possible for kids to get infected and spread this infection to teachers or family members who were at higher risk now that we have a vaccine this argument does not hold up the vaccine is extremely effective at preventing hospitalization and death and is available to all adults who want it our children

don't need to wear masks to protect those who are vulnerable because the vaccine can do that now what about the risk of covet to children according to the cdc children under the age of 18 are more likely to die from drowning than covid they are more likely to die from car accidents than covid they are more likely to die from the flu than covid we don't require the flu vaccine nor have we ever mastered our children during the flu season dr perkins the director of emergency medicine infectious disease management at boston medical center recently stated quote i'm not aware of any studies that show conclusively that children wearing masks in schools has any effect on their own morbidity or mortality or on the hospitalization or death rate in the community around them end quote a

study published by the cdc which looked at 90 000 elementary students in georgia showed that a masking requirement of students did not have a statistically significant impact most countries in europe and the world health organization recognize that the decision to mask young children carries with it potential academic and social harms and lacks a discernible benefit just to be clear we are dealing with a disease that is less dangerous for young kids than the flu but we are responding with more mitigation measures than we would during a flu season and we have no scientific studies showing that these cloth masks are effective at preventing transmission in elementary classrooms considering the lack of scientific evidence how can you be confident that the benefits outweigh the risks my son attends a special ed kindergarten class he wore a

mask all last year but when i pulled it out on the first day of school he burst into tears i'm already concerned about him about his social and academic and emotional development forcing him to wear a mask for six hours a day is having a negative impact on his learning are you concerned about the overall well-being of our young children have you considered the damage being done with these long-term mask mandates or are you just worried about doing something for the sake of saying that you did something even if it doesn't work for a disease that's not as dangerous as other things that we deal with i'm not convinced that each member of this board has done an honest cost-benefit analysis when it comes to masks on kids and i'm extremely disappointed in the current

of the board or the superintendent mrs opus thank you um so i just want to again concur with what mrs keats has shared with us we are one of the reasons why we're so excited to bring mrs biddle forward is she has not only had a demonstrated commitment to this work the work of intervening with our struggling learners but supporting staff in that process as well and as you know our federal programs cover a wide variety of areas including title 1 our english language learner support these programs provide essential support across our district and the work that she has done in taylor has shown just a tremendous commitment again not only to the students that she served but the staff with whom she has worked i was at a wayne county superintendent's meeting the other

day and her former superintendent turned around and said to me you are so lucky you are so lucky to be getting liz biddle and just could not speak more highly of her integrity her dedication to the work that she has as well as her demeanor in her her just warmth in working with others so we are thrilled and she is also on the side in all of her spare time also serves on the board of the webster pta so she and her husband are parents in our district and is also serving in that capacity so she is a giver um we're thrilled to have her coming on board in this role thank you questions or comments from any other board members before we take an official vote on this all righty mrs bradford would you

summer which is super exciting i get to announce though um the proposal the the recommendation for a friendly and familiar face on the move again in the district and that is our own uh dn or so um deanne uh has been in the district over 25 years uh if i miss any piece of this resume you can you can you can shout at me but i started as a teacher at adams uh teacher leader at cooper upper elementary principal at both elementary and secondary levels so tyler kennedy johnson and most recently holmes middle school she has been on multiple committees district school improvement building utilization enrollment she's she's done a little bit everything i think she sings in dances too as well as what i've heard um and i will say uh those of us

that have been in the district a little bit we know that deanna's been asked a couple times in her career to take on leadership roles in different places and has always risen to those occasions this time we posted a brand new job and dan's application came through and she interviewed with such enthusiasm as if to say i'm choosing this adventure all for myself and and really excited that she she did make that choice and she's going to make that journey to join the academic services team mrs o'brien is getting two great additions to that group and we think she's going to do a wonderful job up here as part of the central office family so um welcome dan thank you thank you uh comments from mrs socast absolutely so we are this is uh this

is an exciting night uh this is a great night we have um what a tremendous team um you know and both of uh both of the folks that we're bringing on board these roles are so essential to meeting the academic the social emotional behavioral needs of our students and i have to tell you we were thrilled when deanne expressed interest in this role there's no way you could have talked with her about this work um and not heard her passion for the children that we serve but also i'm standing shoulder to shoulder with our leaders to say how can i help you move forward in our work together to meet the needs of our kids and we believe that she is absolutely the right person to be doing that at a district level to bring

that experience that she has as a teacher as a learner herself as a principal at both the elementary and the secondary level to now say how can i bring that experience and help again work side by side with our school leaders with our school staff to serve the children of this district so we are we are excited to get this work started i'll tell you this is uh this is this is core to our district priorities when we talk about our four core priorities there isn't one that isn't going to be touched um by this role and so we are thrilled to be bringing you the recommendation of diane erso um just a tremendous human being and leader and we're thrilled to be having her join us at the district level excellent comments or questions

and behind them my wonderful holmes family my two secretaries and my building supervisor um and uh my dad as i was walking down said so did we do the right thing kid and i looked at him and he said well we kind of did this together and he's probably 100 right because i was on one of those morning walks and um in the summer and the physician had posted and he was the first person i called and started telling him and he said oh yeah it's not a question you go for it you'll go for it sometimes the doors are wide open sometimes the window's cracked but you never know till you go for it and as andrea said you know this is something that truly speaks to my heart being a principal for 17

years you know k six k four five six and now seven eight you know i have a wide span of of what i see in kids in their development and what they need to do reaching them at the as a student success coordinator and mtss speaks my language because it's really working on the whole child and that's we need an intervention we can't just look at the academics we have to look at the whole child which involves the social emotional along with the academics so i'm actually honored and thrilled to take this position and begin working at yet a different level in the district with many of my colleagues by my side and we'll we'll get into the work and do it one of the things that i will say about this district is i

also am a proud livonia girl i entered livonia schools in 1974 as a kindergartner at randolph with dr virginia roberts then went on to go livonia public and parochial and then when i entered it in 1991 as a student teacher i never left even though i told my mom and dad i applied for many districts i never did so i'm very proud to um to be in livonia all these years and my dad said you go to the mailbox and you mail all those those resumes to all the districts you know right after student teaching i only i only had one and it was livonia and so it's always been my heart and soul and i'm glad to be able to do this work for our district and for our secondary students so thank you

your lives uh we have a motion for retirements uh by mrs acosta supported by mrs jarvis and mrs bradford would you please take the role mrs acosta yes mrs jarvis yes mrs bradford says yes um mr johnson yes mr centers yes mrs bonafield yes president burton yes and that motion passes the next item on our agenda is item seven business matters and seven a is the purchase of av tech equipment for high school collaboration rooms may i have a motion please president burton mrs bonfield moved that the board of education of the livonia public schools school district authorized the purchase of technology equipment from inacomp technical services group southfield michigan in the amount of thousand ninety five dollars support we have a motion by mrs bonnefield supported by mr centers and mr uh francis let

me turn it over to you thank you president burton this is a purchase to help create a technology collaboration space in both stevenson and franklin high schools this was piloted at churchill high school during their bond renovations and it has always been a planned purchase to add it along if it was successful at churchill which it was so these are screens that were chosen uh in conjunction with our i.t department for a room which actually had franklin and stevensville both converted computer labs into spaces that are for students and for classes that come down with their teacher it is more of a mobile device collaboration area and we are excited to to make this purchase of the board does approve it and get those hung up in uh in both stevenson and franklin so all

three high schools have their technology collaboration rooms the board had asked last week regarding lead time on these items we don't have any it's always a little a little dicey to have some some exact timetables but we're looking at was estimated to be about an eight to ten week lead time on the screens sounds good are there comments or questions from the superintendent one other item i did not mention that this will be a purchase out of the 2013 bond we had a brief conversation about this last week regarding how mrs smith and the finance department is using that 2013 bond and will have a project through it fiber install that it was earmarked for which we want to get it off of the fiscal 22 books and we will eventually use 21 bond to

finish off that that fiber project okay so you see this and the next 2013 bond thank you are there comments or questions from the superintendent or board members again this is one of the items that that we had extensive conversation about over the last few weeks so we're ready to vote for that we have a motion now by mrs bonafield supported by mr centers for the purchase of av tech equipment for the high school collaboration rooms mrs bradford would you please take the role mrs bonafield yes mr centers yes mrs acosta yes mrs jarvis yes mr johnson yes mrs bradford says yes president burton yes and that motion passes the next item on our agenda is is item 7b purchase of mobile devices for administrators may i have a motion please president burton mr centers

move that the board of education of the livonia public schools school district approved the purchase of microsoft surface book 3s docking stations monitors and related accessories and services for direct administrators excuse me district administrators from cdwg chicago illinois for a total cost of 73 131.49 support we have a motion by mr center supported by mr johnson mr francis thank you again this is a purchase to replace the current building administrators and academic service coordinators computers those have not yet been upgraded or updated it's a planned purchase to have replaced the desktop computers for the administrators this is just simply a bit of a change from a desktop to a system that we've been going to in many places we had this discussion at the committee of the whole last week about how it is a

mobile device that docks onto a larger screen and then you have the ability to simply quickly undock it from your desk and walk away with your mobile device um this is a planned purchase as mentioned and the source would be 2013 bond much similar to what i was just discussing on the last item that the board voted on and it is an item that was purchased through a cooperative service that cdwg employs and that has also taken care of the board's requirement to bid thank you are there comments or questions from the superintendent or board members mr francis do i remember correctly that this will then finish out the 2013 bond no this specific purchase won't finish the 2013 bond it will simply making sure i'm going back to that yes it will not finish

off the 2013 bond it is simply a couple of items that mr smith wanted to take on 2013 bond to push through with a fiscal 22 year with that bond any invoices that continue to come in from the fiber project we certainly continue to pay throughout this fiscal year out of 2013 bond as well okay thank you you're welcome any other comments or questions seeing them we have a motion to purchase mobile devices for administrators motioned by mr center supported by mr johnson and mrs bradford would you please take the role mr centers yes mr johnson yes mrs bradford says yes mrs jarvis yes mrs bannerfield yes mrs acosta yes president burton yes and that motion passes the next item on our agenda is is item 7c purchase of maintenance vehicles may i have a

motion please president burton mr johnson move that the board of education of the livonia public schools school district approved the purchase of four f-550 trucks model year 2022 from gorno ford woodhaven michigan for a total of two hundred and eighty six thousand two hundred and two dollars support we have a motion by mr johnson supported by mrs bradford mr francis thank you again uh these 2022 moderator trucks are going to replace some district trucks that we have been using as both box trucks as well as dump trucks and salt um salt trucks so it will replace two 2003 model year box trucks that our warehouse uses to make deliveries move furniture etc very important vehicles for our district and for our warehouse staff as well as replacing we used to have two dump trucks one

had to be removed from service and the second one is at the point of being removed from service those were 2002 model years so as you can see we've gotten quite a bit of use out of our pre previous vehicles these four trucks were planned purchased for the current fiscal year and out of the board's budget out of the general fund for the year it's an item that we're excited to make the purchase of and i know that that our maintenance and our warehouse folks are also very excited when they do finally roll up we anticipate about a five month lead time on the on these items but we're well we have plenty of time in the fiscal year to take receipt of them for them still to qualify in this year's budget okay great

any comments or questions from the superintendent or board members seeing none we have uh item 7c purchase of maintenance vehicles motion support motioned by mr johnson supported by mrs bradford and mrs bradford would you please take the role mr johnson yes mrs bradford says yes um mrs acosta yes mrs bonifield yes mr centers yes mrs jarvis yes president burton yes and the motion passes the next item on our agenda is item 7d emerson lmc air conditioning system may i have a motion president burton mrs bradford move that the board of education of the livonia public schools school district approved the purchase and installation of an air conditioning unit from csm mechanical llc milford michigan for a total cost of one hundred and twenty three thousand seven hundred fifty dollars support we have a motion by

mrs bradford supported by mrs jarvis mr francis thank you again president burton this was originally thought to be an emergency purchase that we might have to do but as we looked a little more closely at the situation at the riley lmc the air conditioning unit which we thought was completely oop yes we're gonna we're gonna talk about emerson for a minute here i spent too many months in riley apparently over the summer [Laughter] um the emerson lmc my apologies to everybody uh the amazon lmc did have a we thought would be an emergency repair and report replacement turns out it was it's basically working at half power it has a stage out it was limping along and when we started to look into the idea of bidding it it just made more sense because we

were able to finish off this past season in the condition that it was but it certainly should not be used any longer so we did go out for bid we have csm mechanical llc is the company who was the low responsible bidder who we are recommending to the board we have a 14 to 16 week lead time on this so we're certainly not talking about anything where we're going to be replacing it right now for any days that may spike up in uh here in late september early october this is really something that will be done later in in the year when the the item comes in and we are able to have that completely replaced over at the emerson lmc and this is a sinking fund project great all righty are there any questions

from the superintendent or board members on this item and again we are in the middle of a run of items that we've had extensive discussion about prior to prior to this evening uh we have a motion then for the element the emerson lmc air conditioning system uh motioned by mrs bradford supported by mrs jarvis and mrs bradford would you please take the role mrs bradford says yes mrs jarvis yes mr centers yes mr johnson yes mrs bonnifield yes mrs acosta yes president burton yes and that motion passes thank you thank you mr francis the next item on our agenda is item eight hearing from board members and 8a is the first reading of board bylaws board operations and they are four of the following bcbf rules of order bcbfa quorum bcbg voting method at meetings

bcbh minutes of board meetings and i'm going to turn it over to mrs opus at this time thank you so much president burton i'll give a brief review i know we covered these the past couple of weeks we made some relatively minor changes under the rules of order which is bcbf we refer to robert's rules of order simply as that took off the word revised and in parentheses added most current version so sometimes the name of that changes based on when the revision is completed therefore we will always refer back to the most current version we also removed the legal reference as it was no longer applicable any questions on that item okay mrs this is oakless you can continue thank you the next one is quorum we had discussion on this and also vice

president johnson was in contact with the masb legal counsel mr brad bonanzik we've re-written this just a bit so i'll go ahead and read both sentences a majority of the members elected or appointed to and serving on the board is required to constitute a quorum the same majority is required to approve a motion so therefore bcbfa will be updated as of today's date with a current legal reference any comments or questions on this item mr johnson thank you on behalf of the board for consulting with masb to get that language it's it's uh we all knew exactly what it was supposed to mean but it's a little bit tricky to make certain that it's written legally correctly and and understandable by folks who may not have been part of our discussion so thank you for

doing that legwork for us mrs opus thank you the next one is on your board operations bcbg voting method at meetings on the essentially this policy remains the same however it in referring to the roll call votes it says shall be recorded we added the words by the board secretary that was probably uh implied but we thought we would be clear about that so we added those words and completed that sentence and updated the legal reference below any comments or questions on that item mrs ogust next item thank you our final one for this evening is bcbh minutes of a board meeting um we had initially added that that the secretary shall keep a proper record of board of education proceedings so we added the word board of education before proceedings we also had a

suggestion last week to add the word board in front of secretary um to be clear about whom about whom we were speaking so we did make that addition as well and then also updated the legal reference below so all of those board policies will be updated with uh the date of passage which will in all likelihood be in october any comments or questions on that last item alrighty no vote is required for this this evening because as it's the first reading we will take that to our next regular or voting meeting and at that time we will vote on these items next item is uh item 7b selection of voting delegates for the 2021 masb delegate assembly and approval of board members to take masb annual leadership conference and take cba classes may i have

a motion please president burton mrs jarvis move that the board of education of the livonia public schools school district approved madalyn acosta colleen burton karen bradford and mark johnson as voting delegates and tammy bonifield dan centers and liz jarvis as alternates for the november 2021 masb delegate assembly in grand rapids michigan also move that madeleine acosta tammy bonifield colleen burton karen bradford liz jarvis and mark johnson attend the annual leadership conference with overnight accommodations and take cba classes during the conference for a total cost of approximately thirty three 4633 support we have a motion by mrs jarvis supported by mr centers and i'll turn it over to mrs oquist thank you president burton as you know the delegates that we've uh recommended here this evening will decide masb's position on a variety of issues affecting

education in addition per board policy bbbc all expenditures require prior board approval therefore we are certainly in in support and express our gratitude for these board members who are willing to give of their time um and attend not only the conference but take cba classes and participate in the delegate assembly we certainly are the beneficiaries of that effort and we encourage that attendance and uh recommend approval of this item this evening thank you mr soquest are there any comments or questions from board members i'd also like to thank our our board uh we we are an honor board which means that we are all certified uh in continuing uh to take our professional education very very seriously uh and thank you to my colleagues for continuing to do so and it allows us to serve

this district uh in a much more uh timely and inefficient and beneficial way uh we have a motion by mrs jarvis supported by mr centers for the selection of voting delegates for the 2021 masb delegate assembly and approval for board members to attend masb annual leadership conference and take cba classes mrs bradford i'm sorry the motion was by mrs jarvis the center support was by mr centers and mrs bradford would you take the role mrs jarvis yes mr centers yes mr johnson yes mrs bradford says yes mrs bonifield yes mrs acosta yes president burton yes and that motion passes we are on to hearing from board members are there any board members who have information they would like to share with with us or with public this evening we don't uh we are thrilled that

all of our kiddos are back in school again uh we have every year at the beginning of the year there are always a few little bumps we thank our parents for notifying us when those little bumps occur we thank you for your patience while we iron them all out as you can imagine getting 14 000 plus students into school uh it always always has a couple hiccups but i believe that we are on a much smoother road right now we are just absolutely overjoyed to have all of our students back in person we have just a very small number of our shoot our students in the elementary level who have chosen to participate virtually uh and we are just so very happy to have uh this transition year well underway at this point thank you

to those of you who have either attended or watched our meeting this evening and we will be back in another couple of weeks to continue our work right now we are we are adjourned have a nice evening good night all you
