We're hoping that they can fit it into their schedule for the repair soon and still trying to track down some attorneys to help us work on some language for B for the village admin building. >> Well, what we're doing on that, we're trying to find a group who's done condominions already in your community and see if we can pattern after that without inventing the wheel. 005building. So, so in your packet I hander 9A. I have a memo that's for 9 A and B because they kind of go together. Um I didn't notice was here tonight. Oh, there he is. Okay. Um Oh, we have our folks here from Jason Vanderberg. So, uh in the last two or three years we've or four, we've done some street projects. We've had some hiccups. We've had some problems to deal with and we're we're looking to change up a little bit and um police and Vanderbreak have stepped up and helped us on the Park Street thing a year or two ago to give us a second opinion that helped us bring that in uh for the corrections and the alignment with that. They didn't perform the work, but they and it was Rudy's idea. He

006said, "Let's get a second opinion on that after the road was built." And um this gentleman from Fleece and Vanderbreak helped us give us the background and some uh work to guide us to send it down the right path to get it finished properly. And so we've been kind of reaching out to them in the last year or so about some other items coming as we've mentioned and we discussed at our budget workshops East Street water main and uh as a next water man project from Mil Street East over to Glasby that we're looking at for 2027. So that would include the topological survey, the topo survey, uh, in order to get all the elevations and everything correct for the design phase. And then there's also a couple areas on Pontiac Street that had some

007flooding over the years. One right by Dennis and one further down by U Oes Elementary School there. And first off, we'd like to pivot and and go with Glee and Vanderbreak to perform the topo survey and potentially design an engineering coming down the road later um for that B Street project and then um >> is that GIS like mapping services? >> No, it's just more the CAD files be created through design process and yes, eventually those could be part of the GIS program they were just now implementing. Right. We've just um got our stuff to uh our EZRI account is in the process of being set up. We've just already just got some of the equipment stuff. We've ordered the tablet for the uh DPW staff to use to start going out and putting GIS

008data into a system that um will be uh implemented and then online. But this is more of just your standard surveyors going out doing topo survey to aid in the design. And now we're looking to do the design all the way out to the section that's uh east street from 24 over to lout as well because that is a small section of water main that does have to be uh replaced as well. That's not in the plan to do construction phase next year. While they were on site doing the phase from Mill Street east to Glasby, they could do the topo on the East Street from Mill from 24 to L right there like behind the magic brownie. That stretch right there because in the middle there that is all done new. Whereas you come

009up Mil Street and you hang a left and you go up is it l up to the stamping plant that is was part of the new mains that were done 25 years ago. So there's a eastern end that's around 1,000 square feet up East Street and then the shorter end on East Street from 24 over to Lok that have yet to be um upgraded in water manes. So I think it' be best to go out and do the topo on both areas while they're on site and they mobilize on site. And um we'd like them also due to a couple drainage areas that we're having problems with on Pontiac Street for some solutions on Pontiac Street that are flooding right look said near the Dennis intersection as well as down by OES. So the bid

010from Fleece and Vanderbreak in front of us is for them to perform those uh topographical surveys and creation of the base drawings to utilize the following design phase. So I call it Pontiac Street A and Pontiac Street B. And then East Street between Mill and Glasby then includes Cottage Court as well. Um about 400 ft on Cottage Court. So procedurally, Joe, do you want us to deal with a first? >> Well, it's all wrapped up into one quote. >> I saw that. Yeah, but we have it listed as two separate agenda items. Well, that's that's that's for design and engineering, >> right? >> That'll be a separate quote. >> Okay. So, that's that's going to be separate. Okay. >> Yeah. It's it's the east street between 24 to l is not on there. >> We have because 1,50 is the the area from middle street east to glassby that would be the construction phase of next year and then it's a couple hundred feet maybe on east street maybe 300 feet. >> Uh no from 24 to that little short section. >> So that's not actually in this proposal. 012going to maybe blump in with Davidson Street. I think maybe with our thoughts on that in a future project. So just to clarify, it's not both sections of East Street that the Toppo was covering. It's covering the project area from Mil Street over to Glasby, which is about 1,50 square uh linear feet, which is about the same size project we've done with Moyer and Park. So we don't want to bite off too big of a chunk. So that's it fits good on our appetite for the project when it comes time for the water man replacement. In addition to that, it includes Cottage Court because it doesn't make any sense to go down there and skip over Cottage Court. And then on Pontiac, those are the small drainage areas um that while they're here setting up

013doing on that, it's just a better bang for a buck to get it all done at the same time. So those are broken out and the Pontiac street again u the cost being Pontiac street A down by OES is 2100 Pontiac street B which is Dennis up to uh West Berdick I think it's going all the way right Rudy from Dennison all the way up for some topo design and some storm drain work and then East Street and Cottage Court are the uh construction zone area and that's 7,000 for a subtotal total of 12,500 uh for the topo survey and that'll help us when it comes time to doing the engineering for the water main project. I'll make a motion to approve the village manager to enter into agreement with splice in Bandon break not

It stops a little short because there's a manhole there. And then the second area below that is the OES area that we're going to discuss now um as far as their drainage issues on Pontiac. So you can kind of see on those uh

015aerial shots, right? So down, if you look at the one from OES parking lot at around 100 Pontiac Street, there's some pin markings on that uh picture that show existing catch basins and stuff that have been there years ago to try to deal with the the low area there, but they get overwhelmed during large rain events. Um, and so what we're hoping to do and and we've had some agreement from the schools is to tie an overflow pipe, the blue line shown on that aerial to go over and into the parking lot at OES parking lot. So in the in the event where we have large rain events, uh, our structures will fill up and hold a lot of water, but then they'll have right now instead of just backing up into the street and

016flooding and going into the east side of the road into this neighbor's uh, front yard all the way up to their home and getting into their basement. >> I'm sure they love that. We are proposing a overflow pipe to go and tie into we believe it'll be that uh um catch basin right there that's shown behind underneath that car. You can see the square that's the concrete area around the catch basin as an overflow. The DPW could speak to it. They come out few times a year. Lincoln Street one as we've already had design done on this area here both of these areas on Dennis. They come out sometimes middle of the night weekends whatever and have to pump the water out. And in the past they've in this area they have pumped it into

017hoses over to that parking lot and it it goes into those catch basins and it flows away. But they're out here with pumps and pumping water off the road to uh make it passible and to keep it from getting into the home even more so. So this is a smaller uh fix. You can see the blue line really represents what we believe will be the scope of work underground and tying into that pipe. It's yet to be determined elevations and where we come into the side of that. That's what this topo survey will help with and we hope to have that out to bid and back to us by July to get that done in this summer's time frame. >> No way. I don't believe so. >> Challenges. 019the south end by the OES parking lot, 100 Pontiac Street, is a small project. >> We were hoping to loop that in, right, with Lincoln Street, which is already have an RFQ out right now to have that back to us for consideration in July's meeting. We're hoping that the design can be done, and this is such a small I mean, it's maybe 100 foot of pipe. back to us in and done in July and August well in time for school to not be affected. So those aerials, so behind those areas, you'll see a memo I have for 9B regarding Pontiac Creek area A drainage improvements. Um, >> so this is just for the topographic survey. We don't know cost or anything else. >> The topographical survey we have, we just approved. >> This is a

020proposal you see in here to do the design work. >> Well, we don't know how much that line's going to cost. >> Yeah, >> correct. for construction. We don't >> you're you're approving design and engineering that will form the bid process. >> Yes. So, what we're hoping is that it's a relatively straightforward short small scope of work that we can get some design back relatively quick and get a few local contractors bid on it and have it back by July's meeting. It has to be facto by July >> and then they would have five weeks before school starts to complete the project. >> Six weeks maybe. We would have to punt. But we believe walking into it that it's relatively small. It's relatively relatively straightforward to go from our existing structures over into the structures that are there. >> Just makes sense to do B with A because they're already going to be out there doing the TO >> survey work is going to be done. The topo is going to be done, right? >> Do it anyway. >> Yeah. >> It's got to be done at some point. >> The topo we've decided and we just

022approved to do the topo for all these areas, right? And that'll enable the design work to come later. This is to get the design work on a small section. We hopefully can lump it in with Lincoln Street. Now, if we put it together with Lincoln Street, Lincoln Street isn't as imperative. If it bleeds over into September, it's not that big of a deal because there's a lot of ways around Lincoln Street. Um, we're not on Mechanic by DA. We're on Lincoln Street going eastward. So, if we did them together, our emphasis would be Pontiac Street by the school to get that, make sure that's cleared by the school time frame. And then uh there's 300 or 263 feet of drainage on Lincoln. >> I mean, >> and then the rest of the work would be

023for next summer. >> Yeah. The one the larger portion from Dennis up to almost Berdick there would be for next summer. Okay. >> It's just too much work to try to squeeze into that >> since we have it kind of all prepped and public ready. >> Yeah. >> Okay. >> Yeah, we can get ahead of it. And these are really that came um I've I've been playing phone tag and email tag with a couple residents over at Dennis and Pontiac for a couple months now. and they're they're want to come see me now. They say they can't come see me till a couple more weeks. Um I want to explain to them what our plan is to try to alleviate the flooding at Dennis in the Pontiac area. So again, this is a small scope.

024If there's something goes south, we just we do not want to get in. So that road has any issues that tore up at all for opening school day opening. >> Okay. Let me have her explain then. >> All right. So, yes, this is we have recently joined this is a little bit more fun, lighthearted and some construction. [laughter] Um, we recently joined the America in Bloom organization. And what they do is a lot of different things, but the main one is um they come to our community. They do an audit assessment of our natural spaces, our

028culture, arts and culture and event. And so they'll be joining us on July 16th, I believe it is, and to come to downtown and take a look throughout the district at Luckily, we have a lot of activities going on that day. So, it's going to be really cool. Um but one of the things as part of this visit is for us to highlight the fact that we are members of this organization. So this um we are asking for permission to work with the village on a a great location to place this to have it up temporarily while they are here to visit. >> It's a lot better than drainage. >> They get to do the fun things. Um she just brought this to us uh I think it was last week and like okay well we're going to try to push it through. It's a really easy straightforward thing doing Zumba in the park at Centennial Park. um I think from 9:00 to 12:00 on June 14th, this coming Saturday. >> Saturday. >> Um we did have uh something previously planned from like

03011:30 to 3, but that event has been postponed. They had a second date they were looking on. Um Jay from >> his organization had something like from noon till 3, but they had a second date. They're just going to focus on the second date. So they're not going to be even coming up to each other. But again, um they did sign and ask for the required deposit and a liability for u insurance waiver because it's uh this Annagloo and Gail Bailey. Um but they just want to come and do it and raise some money for suicide prevention, an organization called AFSP organization. They can um they they came to the planning commission to expand their special land use from their initial special land use that was granted in 2020 I believe um when things were different then they had a different approach as a as a tasting room only. Now they they got great big plans and they're going to do a great job down there expanding as more of a regular um ery and um bar type situation. Uh they got approval to expand and amend their special land use from the planning commission already.

Um so they've done their due diligence, done a good job. And so but they do need our final approval to get the additional brew pub license. So that's what's in front of us today is their request for our permission or your permission to authorize that new brew pub license at the same location that they were operating. Moving on to 9F. resolution 2605 for administrative budget amendments. >> So I know a few years ago Terry Anica put together something like this because as the year end rolls forward on us and this is our last meeting to do amendments we may have some bills that roll in for vehicle repairs or something. They might put something over you know 30 40 50 bucks if something in a cost center. We have to move money from one center to the other to amend that. And so uh we just need permission from you guys to do that administratively. It doesn't add any additional debt to the budget. It's just moving it from one line item to another. And that's what this uh resolution talks about. Uh it allows

034the village manager and current authorized to make processed budget amendments and line item transfers as necessary. It limited to administrative adjustments that do not increase the total expenditures of any fund or create new capital projects without prior village council approval. And that shall be reported to the village council at a subsequent regular meeting. and it's effective until a amended or rescended by the village council. So, just wanted to get that out there. Again, I had some budget amendments uh in there. One of the bigger ones was when we came to you about the BSA plow >> and we were going to give them 5,000 and then continue on the work in November. Well, that's happening what, next week? >> June 22nd. >> Okay. Um so that was $58,000 and we thought it was in next

035budget, now it's in this budget. So, various things like that happen. We just got to move the money accordingly. What? >> So, I guess on that on that too. Um, and I guess this goes back to the treasur's report essentially. I think there's a there's a bunch of onetime fees in there. Some rubbish cleanup as well too. >> Yeah. On the on the amendments. >> Yeah. Amendments. Now was that any um that was I guess the question is that I had then is on the following page um it says that we have 372ish I think in the in the bank that's after paying this month's bills >> on my report. We're not This will not allow us to increase those expenditures. But again, for instance, a transmission blows and we have to have a repair done before the the uh year ends and now I'm going to be over $2,000 in

Well, I don't have a meeting to come back to you with that, but I need to move it from one line to the other or one account to the other, but it won't it won't change the indebtedness perhaps of the because we're under budget on other areas. That's when I don't the state doesn't care if you're under budget on 40 areas. They only care if you're over budget on one. >> And so that's what we have to prepare for. And that's what I look forward at to as the year wraps up some of these things that are, you know, coming and um you could be $10 over and you be $200,000 under budget, but $10 over in one account and you you don't move that $10, you're in trouble with the state.

038So that's what this is trying to prevent. We're not adding any additional expenditure overall indebtedness in the budget. We just have to move it between one cost center to the next. all expenditures will still come back to you in the normal course. Um, you have to look at your budget as a rather dynamic process and sometimes the money has to move around to satisfy a mistake >> and I understand that. But was there did there used to be a cap on how much that was? >> I don't know. I tried to find the resolution that Terry had done a few years ago. Um, >> yeah, I don't know if I'm remembering. >> Yeah, >> I think you are. It's capped at like5 or $6,000. That's more maybe for expenditures or something or is that >>

So, regardless if it's in this year or next year's budget, you know, I'm I'm fine with that. Um, you know, I just looking at the different line items like, you know, contracted services, consumers energy, insurance,

040those are some things that you can't budget for until they actually happen. So, I think those are very reasonable. Um, you know, the the DDA stuff gives me a little bit of heartburn, but it's because they're they're it's off quite a bit. >> But, you know, if you spent the money, you spent the money. >> So, let me speak. >> So, I mean, but I think overall, you know, these Yes, it's 215,000, but it just I think it adds up pretty quick all things considered. You know, I mean, even like the police department, it's like I mean, the majority of I would say what that's four two four two. So, I I mean, the majority of this is the BSNA that really blows that 215. >> Mhm. >> So, that's that's where it's like >>

041and we had budgeted in the next budget year and but now because of all that's happened like Okay, so now we got to do it. We're going to write the check now instead of in October. >> Yes. What we're What this resolution is saying, hey, if if June 28th, I realize I'm going to be over $10 under the clerk's account. He stated that he recommended put as many signs as you could. I live over there in that area and bikers are coming off that branch coming down that and they don't they should be stopping too and they're not. And it it it just it uh scares the heck out of me. 048such a hightraic area to break things up. Now, if you're coming southbound and you're approaching Dayton Street, there would be a stop sign there if you're coming southbound. Um if if it's going to be a replacement, um you have no review power and no permit power for replacements. um when it's going to be new, uh you have limited powers to play with the location within the same utility easement within 75 ft. 074really comfortable and happy to see what was being proposed. It's a two-story structure. top floor would be just u offices and stuff, but a pretty nice layout in the first floor. And I bring it up just to remind people that that was a one step related to that portion of the ordinance. It wasn't related to any site plan approval yet. We're still waiting for them to get back some drawings and stuff and building permit or the building drawings had a couple things they had to go back and correct on before they get final site plan approval. So hopefully we get something back in them relatively soon and we get to the planning commission and get their site plan approval so they can actually begin construction. >> Have they brought the fence in at all? >>

Rudy had a sewer uh videoing line video company out there videoing all the sewer mains on East Street. So, we always want to do that in preparation and prior to the uh street water main projects because if there's any issues with the sewer, we want to get down and correct them before the other work happens. We don't want to have to deal with it afterwards and get a new surface on it. We were just discussing today that there's

077a little more roots and stuff in that sewer even in the main than we were expecting and then Rudy was expecting based on the less trees in that area than others. So, we'll be have to look at what we need to do whether it's this fall in before that project or right on the front end of that project along with the same contractor or not. We're not sure to to address some of those root infiltration infiltration issues uh on that before we get to the work. But still moving forward, those waterland projects seem to never end. >> Trash. And oh, and so the last few weeks after a long stint when priority waste came to us a few months ago and had a new operator manager, um they at that point they cleaned up and

078they were great for I don't know six, eight, nine weeks and then I don't know if it's a combination of uh the yard waste hitting once the weather broke, people inundating them with yard waste puts them behind schedule, whatever, but they've been behind schedule I think three weeks in a row. Um I you know I I'm I'm texting this gentleman who's out of town and I'm out of town trying to get a hold of him and it's just it's it's unacceptable. We um we need to make a change and we need to put them back on notice about that that doesn't conform with their contract and maybe remove some payments uh or sections or portions of their contract to reflect poor service. Um I'm working with Bob and Bob's working with other communities to end

079of the same issues. So >> yeah, this is uh [clears throat] this is not limited to your community. Um priority waste and their trash business has been the focus of my life for about three days now. Um I'm meeting with them tomorrow morning on behalf of three communities in Oakland County in Oakland County. And so I am demanded that their new CEO attend that meeting along with their head of legal counsel. Um, as you know, they were bought out greater than 51% by an equity firm called RTG. And RTG uh restructured the CEO position to a former waste management uh guy. He's pretty good fellow who's been around a long time. Um but the service in the last two weeks really for the month of May and June in many communities has been absolutely unacceptable.

080And talking to Joe about this, it's, you know, if we could just break it down very simply, if if you hire me to mow your lawn and and I and I don't mow your lawn, you're probably not going to pay me. That's the way I'm looking at this. And um if you look in the newspaper, you see the city of Westland did a contract non-payment adjustment of $100,000 by resolution of their board last week. City of Slair Shores terminated the contract. SuPante had a meeting and engaged the new company to provide services going forward in an interesting process. Um my current letter to them that just got to them um about 10 minutes ago is seeking non-payment of $379,000 for Oakland County communities that did not receive proper service. So I'm only I'm giving you

081that because I don't want you to feel like you've been targeted somehow. It's a systemic issue that needs to get corrected. It's a combination of not enough resources, not enough workers, and a a a real restructuring of the organization with a new CEO. Um, actions with Mr. Stomp Todd are ongoing and those are being held sort of confidential as to what um what's going to be the fallout on that. um the problem you have in the industry right now and and I'm dealing with this on your countywide material management planning program and working with your county, Mcome County, EMTT County and a bunch of other counties on the on the implementation of waste as a whole that you're going to be dealing with very soon when it comes to you for approval is that the

082arsenal of who's out there to do this work is not as great as it used to be. So, I can tell you in the last five major RFPs that I've done, I get the same people. You know, I don't get any there's no new blood out there. There's like four companies until you go out for an RFP and you get the same people. Um, so we're struggling with that on on one front, but the the service is unacceptable. One of the things that at the heart of a of a local community is the reliability of of residential trash pickup. And when it doesn't happen, the phone rings a lot, right? And if it's going well and you don't hear about it, that's a good sign. And when you hear about it, it's a bad sign.

083And we're in that position right now. So I I may have more answers for Joe by noon tomorrow. From our end, we were pretty lenient with them when they showed up last time. >> You were. Uh we it is being sponsored by the Knights of Columbus. Um and it we have an the American Revolution, the Legion, the numerous boy scout troops are going to be part of it. And it is it's going to be a a really great event for you know to honor our flag and but also you know give uh kids a way to um appreciate colonial times and and crafts and all sorts of fun stuff. So that'll

Um the Declaration of Independence reading is going to be on July 8th uh at Centennial Park between uh we would like everyone there at 5:45 because communities all across the country will be reading the declaration all at the same time at 6 PM. We will be providing declarations in case you don't know it by heart. Um so so uh but you know I I think it'll be you know a nice a nice tribute especially to be in unison with others around the country. We do also and then the next day is the at music at the park. We will be having our uh anniversary celebration for the nation and our village uh the opening of a time capsule the American Revolution. um some really great uh programming that uh the DDA is

089putting on um to get kids involved and kind of excited about history and um I really encourage everyone to to join us because this you know this part is for everyone. So this, you know, and I think that it's a now in particular, I think it's a good time for us to all come together and uh appreciate what our forefathers have done to create a better union. So, I uh um and I guess last thing, we are also in the works for potentially putting together a um a fundraiser for the flag pole in Washington Square, technically titled Battle for Washington Square, Dunker Red Coat, featuring a dump tank with a character dressed up as a red coat soldier to be dumped by residents uh at their heart's content at five bucks a So, we would
