001Um, so I'll call to order the village council regular meeting Tuesday, May 12th, 2026 at 7:01. Please stand for the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Madam cler, could you call the role, please? Cook here. >> He's going to be late, you said. >> Yeah, he'll be late. >> Um, Ross >> here. >> And knock >> here. >> Okay. Um, is there a motion to approve the agenda? >> So moved. >> Second. >> Okay. Motion by Ross, seconded by Knock. Any discussion? All those in favor say I. I. >> I. Any nays? Motion carries. Number five, public hearings. We have two this evening. The first is
002the budget adoption, truth and taxation public hearing. I'll move to open the public hearing at 7:02 p.m. >> Second. >> Motion by Cook, seconded by Ross. All those in favor say I. >> I. Any nay? Motion carries. The public hearing is open. Mr. Madora, would you mind giving a brief overview for this hearing? >> Um, yes. So after our budget workshop, I prepared a draft budget based on that feedback from council at that time. Um the budget we have in front of us a little over 3 million in revenues and expenditures. We are balancing the budget by using $5,313.96 from our fund balance [cough] to make it a balanced budget. So right about even. But as I noted in our budget workshops, we have a few areas with less revenues coming in this year. um
003uh some of the marijuana monies and those licensing fees and even some it from the state can additional sales tax. We're looking at 27,000 less this year as well. So some of that we are told will bounce back to us in road funding next year as they collect that new road funding amount this year. So I think we'll end up net for net will be ahead next year if what they say come to be true. >> Great. Thank you. Is there anyone who would like to speak at this public hearing, please feel free to step up to the podium? Seeing no one approaching the podium, I'll make a motion to close the public hearing at 7:03. >> Second. >> Cook Ross. All those in favor say I. >> I. Any nay? Motion carries. That public
004hearing is closed. The next public hearing we have is for our delpoint bills and violations to be added to the 2026 tax rule per ordinance 321 section 70-78D. Um I'll move to open that public hearing at 7:04 p.m. >> Second. >> Cook Ross. All those in favor say I. >> I. Um and then this public hearing, Mr. Do you want to quickly say what this is about? >> No, I don't. [laughter] I'll let our clerk who prepared this chart for us do that for us. >> Wonderful. >> So, these are our delinquent water, sewer, and trash bills that have not paid through 2025. >> Okay. >> So, it's individual um downtown and then your um >> residents. Okay. And I know Mr. Midor has worked with any residents to try to particularly on the water
005and sewer bills for different assistance programs or emergency fund programs. So >> all the way through today, this process and it's consistent with our charter. >> Perfect. All right. Um is there anyone who would like to speak um on this matter? Please feel free to approach the podium. And seeing no one approaching, I'll make a motion to close that public hearing at 7:05. >> Second. >> Cook Ross. All those in favor say I. >> I. Motion carries. That public hearing is closed. Um, next we're moving on to our um public comment period. This is an opportunity for the public to address council about anything um you'd like to speak about. If you would like to speak about um anything on or off the agenda tonight, feel free to step up to the podium at this
006time. There's also a second opportunity for public comment later down in the agenda. >> Hi Jenny Prager, this is extremely impromptu. I wasn't going to say a word, but I would love to know. Can we know how much the delinquent bills are and if we wanted to do donations to assist people in paying off those bills? Is that something that we could do? >> It's on resolution 2604 on the agenda before. >> Okay. It's available $36,990.38. >> Okay. >> Yeah. I was just curious so we can maybe get a list and like just help out some families if we wanted to. >> Okay. Thank you. >> Thank you. >> Very nice. >> Anyone else like to speak um on a public comment? Seeing no one approaching, we will close um this opportunity for public comment
007and move on to our consent agenda. Items A, receive and file items. >> [clears throat] >> I'll make a motion to receive and file items 7A1 and two correspondence and department reports. >> Is there a second? Second, sorry. [laughter] >> Motion by Ros, seconded by Knack. Um, all those in favor say I. >> I. Any naysay? >> Motion carries. Receive an item. Receive and file items are received and filed. Um, next is 7B, our approval items. Is there a motion for 7B? >> Yes. I just want All right. I will make a motion to approve items B 1, two, and three. I had one typo adjustment in 7B1, and that was for item 6 A2. Just switching it to say budget. It's not doesn't change really anything. Um, with [clears throat] that amendment and bills
008in the amount of $25,56966. Okay. Motion by Ross with the amendment. Clerk, did we get that amendment? Wonderful. >> And seconded by a roll call vote, please. >> Ross, >> yes. >> And >> yes. Motion carries. Those items are approved. Next, we move on to um on our agenda which is the unfinished or old business A is our street project east street at Cottage Court repairs are happening soon. >> Yeah. And and we know that the asphalt pens have opened and to some capacity we haven't got this due date for them yet when they'll be there but soon is the key word. Um, and just to piggyback on that, in preparation of our work, there are projects next year. We've been um cleaning out those sewer lines there and some on West Beric as well
009in to have them videoed in preparation of that work coming up for next year. >> Wonderful. Any questions or comments from council on this item? >> Okay, we'll move on to 8B, the village administration building. >> Um, nothing new to report at this time. I'm I'm still working on with Mr. Davis and try to gather some information about the condoization option that I floated at one time. >> Any council questions or comments on this item? >> What we what we've been doing is trying to find local people who've done condos recently and pull their documents together and see, you know, what might be similar in nature and try to keep the expense of getting it together way down. So we're we're on that road. >> Got it. Thank you. All right. And that is for
01018 West Verdict. So the other half of our village offices essentially figure out what to do with >> the old township portion. >> Old Township portion, right? >> And whether or not we could turn it into a condominium and have some value. >> Yep. I think that would be a great option. So keep investigating. Thank you for the update. Um we'll move on then to nine. New business. Um, proposed resolution 25503 is our budget adoption. We have a budget in front of us. This is very nicely done by our manager and the clerk treasurer like it is um every year and we had a budget workshop. So, I think we're all comfortable with this. I am. Does council have any questions or concerns moving forward? Very well done. >> Great. So is our CPA. >>
011Yes, I agree. I agree, >> Madam President. Ju just as a side note, so to speak. Um and Vicki has the L4029 tax rate request form for you to sign as well. But just for the public, are those the maximum allowed that we could levy in millillage is 12.1582 mills >> and we're milling only charging 11.12 mil. We have we still have over one mill that the village could charge, but we are not doing so. >> So there's we aren't charging the full amount. We're still sticking with our number we've had for a number of years now. >> Yeah. Which I know there's always that room, but I'm sure particularly times like today, our residents appreciate that lower amount. >> It's not going up, it's not going down, staying the same. >> Yeah. Great. Right.
012I will move to adopt resolution 2603 to adopt a 2026 2027 budget as presented. [snorts] >> Second. Sorry. >> Motion by Cook. I think I heard Ross. Any discussion? Hearing none. Roll call vote, please. >> Doc, >> yes. >> Cook, >> yes. >> And Ross, >> yes. >> Motion carries. Budget is adopted. Next is 9D resolution 2604 to include those delinquent specials that we had a public hearing about earlier in the agenda to be placed on the 2026 tax rule. And it sounds like there is an opportunity still for potentially assistance to come in to pay that. But this will allow us to move forward to do the certification. So okay, >> make a motion to approve resolution 2604. >> Second. Okay. Motion by knock, seconded by Ross. Any discussion? Hearing none. All the uh
013roll call vote, please. >> Ross, >> yes. >> Cook, >> yes. >> Knock. >> Yes. >> Motion carries. That resolution is adopted. 9C, the Pleasant Street Paving Repair Bids. >> Okay. And we have a couple bids in front of us. Um, and we just I think we touched base on these. We didn't have the numbers yet or not when we had a budget workshop. It's been a while. But just a little reminder or highlight, Pleasant Street from Westber northward up to Davidson Road is very uh disintegrated, so to speak. And it's it's not on our list of water main replacements because that was done in the late 90s and they didn't like to kind of loop around town. Um but it is a major street and our major street run again as we talked about
014has much more funding in it. >> Um and so we just thought, you know, we aren't doing any large projects in streets this year. We have Maybe it's a good year to get in, get this little short section um taken care of. And if you'll notice also, there is about 265 ft southbound off West Berdick on Pontiac and it's only in the southbound lane. And that's something that the DBW brought to my attention. Um so that's rolled in there as an alternate part of the bid. So they're all rolled together. Again, Pontic Street is a major street, so that fund has plenty of money to do that. We've been spending a lot of money out of our local streets with Moyer and um Park Street and Oxford Lake Drive. We don't have any funds in
015that local street fund this year. Um but we had uh a couple good biders and I think it was three of them. I remember um pretty close together. Um so we were pretty happy with that. kind of came in where we thought the low bid is local BSI paving with the total of the regular bid base bid and alternate bid of 54,870. Um, and we were pretty happy with that. Um, we aren't working it. It's not a engineer design type thing. It's a more of a mill and fill and so we're comfortable with the process and Rudy helped put a lot of that together and reached out to the contractors. So, I think it'd be a good good fix for us. >> Yeah, I think um it'll be really nice to have Pleasant Street and
016that little bit of Like you mentioned, our local street funds are kind of tapped at the moment because of all the work we've been doing over the past couple years with the lead service line replacement and water main replacements, but um our major street funds um and a lot of people don't realize that Pleasant is a major street. I did not know that. So it makes sense though because >> you come in on First Street over and down that section of First Street is even major, >> right? >> Because it's a cut through. >> So that's great. Okay. >> So and we're not exactly sure. I mean, you know, when we would like to do this. So, >> of course, I have it in the new budget, don't have it in the current budget, but
017if they came to us and said, "Hey, we'd love to knock this out, you know, June 20th or whatever." Um, well, our June meeting done that time. So, um, I was going to discuss at the end of the meeting about some budget amendments for next month. >> Okay? >> Because, you know, especially if a contractor has a window, they have a big project starting, we might want to move it up and take the early window that they have. So, It's kind of good to get ahead of it. Of course, all of it we would hope to have be done in without getting into school year, of course. >> Right. >> Wonderful. >> So, this was a sealed bid process. So, we're going to we go with the lowest bid. So, I'll move to authorize the
018village manager to accept the lowest bid, which is from BSI Paving for $54,87059 for pavement repairs on Pleasant Street and Pontiac Street. Um, this will be after review and approval of the purchase order by Mr. Davis and to provide the necessary budget amendment at next month's council meeting. >> Second. >> Who was that? I'm sorry. >> Ross. Thank you. Motion by Cook, seconded by Ross. Uh, any further discussion, questions, comments from council. >> All right. Um, a roll call vote, please. >> Um, no. Yes. >> Yes. >> C. >> Yes. Motion carries. That is uh motion passes. Next is number or 9D. The wall number five maintenance beds. >> Um we have those in front of us and they came in pretty close to 47,442 and 49,915. Careless Midwest has been doing our work last
019couple years. there's been some change of I don't know leadership or middle management at Northern Pump and well the last couple years once or twice we reached out them in the last year or two with no response. Um, and while we had pricing from Peerless, it was sufficient enough. We're like, let's give reach out one more time to Northern Pump and Well, and they did respond and they did provide a sealed bid for us. And u it keeps them honest, I guess. It keeps them close. And um it's just one of those things that every few years we are going to have to do this. Some of the stuff potentially uh be some savings on what's in there, but we have to prepare for the full amount of work that we planned. And again, something
020like this as well that we would like to talk to them if approved tonight and see when the issue is to do it and if it's going to be done between now and the end of June, we you know, I'd like maybe put a budget amendment in for next month to accomplish that and move forward. >> We've worked with both companies in the past and they're very familiar with our system. >> Great. I'll make a motion to authorize the village manager to enter into a contract for the number five well and pump overhaul and meter replacement with the lowest bidder peerless Midwest for $47,442 um with a required budget amendment >> motion by co seconded by not any discussion questions comments >> um any interruption to the water service. >> None. No, the other two
021wells are will be working. This one will be out of service during this and it's one one day project most part. >> Okay. >> Not sure about the meter part. I mean, but I assume they can get that all done the same day as well. >> Any additional questions? >> Okay. Roll call vote. >> Cook. >> Yes. >> Ross, >> Yes. Okay, motion carries. Item number 10 on our agenda. There are no items related to the consent agenda. So, we'll go to our second opportunity for public comment. If anyone would like to address council during this time, please feel free to step up to the podium. >> Hello everybody. Uh, my name is Brad. I am the business owner and property owner over at 33 Pleasant Street, otherwise known as White Vine Pop Roasters. Uh,
022thanks for having me, council this evening, everybody. Thanks for showing up. >> Um, great seeing a lot of people that show up at our shop weekly. Um, we saw the Pleasant Street repaving pop up, so I figured I'd poke my head and show up for the first time in five years after us buying the building in 2021. So, uh, been a while. Um, the biggest things are is uh we want to be integrated in the project as much as possible since our property line and the street are let's say a fuzzy gray zone at best there isn't really a defined sidewalk there. Um and then across the street uh on Mark Smith's property just making sure that when the street gets fixed that some of the say unevenness is addressed. I've also talked to Ryan
023Austin over at BSI and we've gone back and forth a couple times. Uh, so I kind of knew this was heading this direction. Just want to make sure everyone knows that uh, White Pine would like to help as much as possible, be involved, give some feedback. Um, and since Linda isn't here and the Trailway isn't really represented, they did a great job with security or sorry, the safety uh, event uh, recently. And uh, the only thing I'd like to say is the the better that road is going to get, the faster the cars are going to get and they're only going faster every day. So, um I don't know if additional signage budgetary concerns aside, uh could be addressed. That'd be very cool. Um other than that, great to be here and uh thanks for
024hearing the comments. >> Yeah, thank you for attending. I knew I recognized you. So, welcome. And um Mr. Do you have this kind or >> We aren't going north of the Davidson Street intersection because Davidson Street has an old water man that will be coming into and being re. So that'll be that's kind of why we're stopping there >> because that intersection will be done as part of the Davidson Street project. So it really won't get in front of your building or that part across that area I think you're referring to on the north side of the bridge. >> Right. We will be south of the Davidson Street. >> Ah gotcha. Okay. Small section. >> Yeah. >> All right. >> But for the most part a lot of that it's 600 some feet I think
025going up from West Berdick North. >> Right. >> Yeah. Rudy's got it marked out there and measured it and marked it for the contractors to come look. >> But it's it's I believe it'll get to the parking lot, >> right? Yeah. There. >> Well, I'll piggy back on your project and have Brian hit ours up at the same time. Looking to redo the skirt and kind of just address something evenness. >> Great. >> All right, that's our >> Thank you. >> Any additional public comment? All right, seeing none, we'll move to our committee reports. Um, not is that >> Alison. Okay, Mr. Do you have anything on notice? Alison, Texas. Okay. >> Only their building project. You go down there in South Glass is gang busters. That thing's going be really nice when they're done.
026>> Good. >> Um, planning commission. >> No meeting. >> Cable commission. Have we heard from >> No report? No. Okay. DVA Ashley, >> I was not in attendance. >> Really? >> Hello, council. Looking for a list tonight. So, I'm very excited about that. Just a couple quick things. Um, we have uh the bids out for the gazebo, these two projects. So, unfortunately, there's been some delays in getting quotes back to the contractors from suppliers. So, we do have to extend that. Um it was supposed to be done tomorrow but we were going to extend it for another week. Um our intern started today so very exciting about that. Um we uh retained a marketing consultant to help us rebrand um creating a brand for downtown Oxford. So more to come on that. We're very excited.
027You may have noticed that the DIA has installed 10 pieces of art within our community. So very very exciting on that. And in addition to that time frame, we also had two structures demoed within the district. So that was a very big two weeks for us. Um we had one business that has left town. Um and then we did have the roots and renewal cleanup project that we partnered with the committee on and that was very very successful. So good job. >> Thank you. Thank you. You guys did a lot of work. You're doing a wonderful job. So thank you. >> Thank you so much. Pion Trail is that >> I wasn't there. [laughter] >> They're all in the same week. I missed them all. >> They have cleaned up all of the uh all
028the gardens and they have planted over 50 trees, I believe. >> I think Joe went to the last Poly meeting. >> Did you? Yeah. >> Did they? >> I don't know. Maybe I wasn't there. >> Maybe. No, I think I was out of town that week. >> Oh, never mind. But their their cleanup was was very successful. They planted a ton of trees, so it's going to be great. >> Wonderful. >> I know that. >> And then ZBA did not meet. >> Okay. >> Um on to G, our manager, clerk, staff, attorney reports nothing to report. >> Um I officially settled taxes for last year. I've been working with Mr. us on some of our bankruptcies in town. Other than that, that's about it. Just getting ready for the next tax season. Wonderful. Thank you.
029>> A few things I want to bring up. I mentioned budget amendments perhaps about the roads and perhaps about the well repair stuff because if we can hit the right window, it's the season's kicking off and then we're switching ending one year and starting the other. I mean, so the July one window hits us like that sometimes. One of the things I'm not sure about either is remember we approved the BSNA cloud situation was $58,000. We were going to do that in November. All of a sudden now it's moving really quick and it's in front of us. We paid 5,000 so far but I believe we're going to be paying >> the whole amount before this fiscal year's out and be online before June 22nd. >> So So that'll be one of the budgets that
030bring it's it's currently in this budget over here as well. So of the negative negative $5,000 that we're in this budget. Much of that will be coming out of it >> because it's going to be moved up to this fiscal year. >> Okay. >> For the BSNA stuff. Um so we have to work with them on our annual fees that we are paying as well because they're changing. We've already paid uh just today. Um there is a DNR tree grant that I'm applying for. I believe it's due end of the month, something like that. >> Um we did a DNR one last year where we only got uh was it like six trees or something like that. This one is a minimum of $10,000 grant. It's for education and stuff as well. Um and it'll
031cover any costs for DPW traveling to get the materials and stuff like that. So I'm looking at potentially like 32 trees. >> Wow. >> Some some they like the idea of having parks. Now here's the one thing. It's weird. If you pull up this map, it's called the urban reforestry program and they color code the map and most of the color coding is from basically north >> and you think that's odd. We are one of the few slivers in this area that have it and it's only on the east side of 24 >> East Street, Church Street all the way down Glas Street and around things like that. So, Scripter Park of course will be a good candidate for some of those trees. >> Okay. >> Um as well. So, you know, I'm hoping we
032were our little oasis in the map that we looked upon favorably, >> but we'll see. >> Wonderful. Thank you. Alison will be very happy when she branches. So, and and I've already forewarned Rudy that if we get them, I'm looking at around 30 trees, but they're going to be smaller ones. Nothing that they have to use a big spade truck with it can handle. >> So, >> great. Thank you, Mr. Davis. Anything today? >> No, we're we're taking a a good approach with bankruptcies and unpaid water bills. reaching out directly to trustees and lawyers who are managing things and trying to work with them on claim submitts and compromises and trying to take a fair and equitable route. The offer of trying to help people is just uh just remarkable to me. >> Um but
033uh we're we're we're working with just about everyone who will call us. We're kind of taking time to to call and work things out. >> Great. Thank you. >> Yeah. Can I have another shot, please? >> One one only joke. >> So, the AT&T public utility project over in Oxford Lake subdivision. >> Um, you know, it was there was a lot of struggles on their end as they were doing installs in the freezing freezing weather. Um, now last week their subcontractor showed up and started tearing out people's driveways, the to report them, right? They had cores in the middle of them. They're going to pour the whole remove the whole flag and report them. I'm reaching out to the the communications company who was hired by AT&T like, "Oh, we haven't been here in a
034month. It's not us." So, we're chasing around. Come find out it was their contractor who showed up and they didn't know it. It was a little bit of a disaster going on in the end of last week. Um, I got a hold of them and gave them the little ride act and Thursday and they were out. They still aren't doing what we want them to do. They're pouring without us checking the forms and things like that. The communications um company was in my office earlier this morning and again this afternoon and he's kind of tossed his hands in the air. I'm I'm kind of taking a lead on that now. I met with a local um concrete contractor this afternoon. Went back and revisited again today some of the sites talked to a couple of
035the owners that's being affected probably a dozen or more >> 15 more places. Some have already been poured some are still open. Um having to steer it more for a project that's not ours. I'm having to and get involved a lot more and but again that's what's needed and >> that seems to be like a common theme. You really jump in and take care of everybody. So I appreciate it. >> These people don't do what they say. >> Yeah. >> You know we have rightway permits and the rightway email clearly states going around. >> It clearly states that they have to have the forms inspected by DVW for the proper thickness of the sidewalks and the driveways. Next thing you know they're pouring in without us being inspected and the salt cutting is not adequate
036either. So, some of that concrete's going to be tore back out >> and put back in, >> but u >> wasn't that in our agreement when they >> Yeah. >> I mean, I feel like I >> made that amendment to say that we needed >> Oh, you read it right. >> Okay. >> We have plenty of bond money in place. >> So, I'm not concerned about the work. >> I mean, it's a good thing it's happening. You know, these replacements are being done, but you're right. We've had a procedure. >> Yeah. >> And and again, the communications company heard that the concrete contractor was caught off guard themselves when they showed up last week because they're like I'm emailing them. They're like, "No, we haven't been there in a month. We're not there." >> Well,
037their guy was there. >> So, and they're not doing a good job. So, I'm I'm doing my best to change that. >> Right. Yeah. Thank you. >> Uh any council comments from Gina? >> Um like Kim said, roots and renewal event went uh very well. Uh we had a oak tree uh donated by Arbor Tree Service uh in the park. It's going to be beautiful. We gave away 250 white pine saplings to residents in both uh the village and Oxford Township. Um, we will be uh we are uh putting out uh different excuse me, we're putting out boxes uh to collect flags for our flag retirement ceremony that is going to be on June 13th at the fire station. Um so all flags big and small, even the little one, even the little ones need
038to go in there. Um and we are always looking for volunteers and sponsors and um uh we'll be also we will be uh joining the DDA for their music in the park on July 9th for their Independence Day event. And uh we also will be joining with communities all across the country on July 8th for the reading of the Declaration of Independence at 6 PM sharp. So, this is lots of lots of nice things. So, I'm uh you know, everyone's been really happy. I And um you know, I'm really looking forward to uh really celebrating uh all of the upcoming fest festivities with everyone. >> You've been a fantastic leader for this effort. So, thank you so much. It's been amazing so far. >> Well, thank you, >> Ashley. >> Um I Yes, the shirts.
039Get your get your 150 swag. Yes. Yes. America 150. >> Yes. Um or America 250. Village 150. Yes. >> Shirts available at the >> I just want to say thank you to the generosity of our community both from the offer earlier but also with everything happening in Orian. Um, I know a lot of our businesses around here have seen a huge influx, people going out to eat, you know, trying to use services as well as just local community efforts of, hey, we have food, bringing water into town for um, folks in Orian. So, I just a thank you to all. >> Uh, yeah, big shout out as well to the people in Oxford that have been helping those in in need and orient. Um, I think it's also a time for us to kind of
040reflect on our own infrastructure and uh really kind of take a look at um, you know, we do have some aging infrastructure that is powered by uh, fuel that is going to be hard to get should we ever um, run into a similar situation or power outage. So, we really I know budgeting season is already done for this year. Um, but over the next couple years, I think we need to take a look at um getting a more stable source of fuel for our own water system. We're lucky this time that it didn't affect us, but you know, that could easily be us in the future as well, too. So, >> I think just heed words of of caution um and help people out where you can right now. So, uh, if we need help
041in the future, we can we can they can return a favor to us. So, >> excellent. Excellent, Lisa. And I agree. And I just want to um say that um, you know, it's interesting in times like this where something happens when you don't have like your full water service. They realize how much it actually means to have it. Um and so also to note like the differences between water systems that Oxford does not get its water from Great Lakes Water Authority. So although this situation was a large water man that broke and it was Great Lakes Water Authority fixing it, we take care of oursel. We have community wells. So we really are just responsible for ourselves. So we have that local control to an extent and so as Jacob said um making sure that
042we have everything in order is appropriate. So, thanks for bringing that up. Um, okay. With that then, if there are no other council comments, I'll move to adjourn at 7:34. >> Second. >> Motion by Cook, seconded by Ralph. All those in favor say I. >> Motion carries. Meetings are journ.
