For the record, Cath Treasurer Catherine Kennedy is here, taking over for Clerk Lorries Allenach, who is absent. Thank you. Um I need Can I get a motion to approve the minutes of the meeting April 13th meeting, please? I will make a motion to approve the minutes for the regular meeting of the Lower Moreland Council April 13th, 2026. Second. All in favor? Aye. Aye. Vote. Motion carries. Okay. Can I get a motion to approve the agenda for this evening? Do

002you have any corrections to the minutes? No corrections at this point. Uh I will make a motion to approve the agenda as provided for May 11th, 2026. Support. All in favor? Aye. Aye. Opposed? Hearing none, motion carried. On to the treasurer's report. I'll need a motion to approve the treasurer's report. I guess we can say balance of those connections. So, I will make a motion to approve the treasurer's report for April 2026 as provided. And do a roll call, please. Clark? Yes. Paluch? Yes. Hawkins? Yes. Moore? Yes. And to accounts payable. 003is really important. Good evening, Dave. Good morning. Sorry, but it's uh But they're keeping up on the road and keeping them all pulled up. And I They're doing a good job. Okay, I'll take something back to the meeting tonight. I did quite well with that this week. Yeah, I know. You should be. What are your thoughts on this? So, that's what I did. Yeah. Yeah, I woke up this morning. Okay, afternoon business. Thank you very much. Afternoon business. Um Who has time? This is for the Oxford uh youth assistant. Uh we think there's an opening on the board of directors. It's about a while back a couple of meetings ago. And I said, "Has anybody volunteered to take that board position?" To which nobody answered. And I said, "Well, if nobody wants it, I'll take

004it." To which I got a resounding no from my council. "You've got enough to do." >> [laughter] >> So, Judy came in this and that and talking to Judy. I said, "Well, I just couldn't find anybody to take that spot." To which she says, "Well, she said nobody has taken it." She said, "I go to all the meetings." And she suggested that I appoint her as a village president. And she will take that board seat. So, we'll still have a voice on the board for the village. And she's very knowledgeable and completely up-to-date and very comfortable with it. So, if there's no objection from the board, I'd like to approve her to that position as the village representative. I will make a motion to appoint Judy Furst as the village representative for O Y O

0058 Y A. Oxford's 6. Second. As the board of average. Oxford area youth assistant. >> Terry Mack will second the first second. That's smart. Amber, roll call, please. Sure. Hawkins? Yes. Moore? Yes. Swack? >> Yes. Pellach >> Yes. Item number two. Uh this is for planning commission. So, we have a forum on the planning committee. Uh the appointment of Michelle Westmoreland to planning committee for a 4-year term. I believe Lori recruited her. Yes, absolutely. Okay, so you Oh, that's right. Oh, yeah. I like the appointment of Michelle Westmoreland to the planning committee for a 4-year term. Vote. Yes. Sport. >> [laughter] >> My turn? Okay. >> [laughter] >> Swack. Yes. Fellatek. Yes. Hawkins. Yes. Moore. Yes. Her base is sleep tonight. Now that we've listed all that, it is the uh the Iceberg uh County

006Building Officials Association to interlocal agreement. I This is new to me except when I read through it, but I understood stood what this is to be is that we throw our hand in the ring with everybody else for damage assessment when the need arises like with tornadoes and things like that. You get many people that your building officials get together and and they come up with a figure of how much damage there's going on in that area. So, it would be fire or would be something, you know, something big major fire something major happening around here. They they would uh put their hats all together and come and do the done. So, that's what this is about. I believe the other communities surrounding communities support us. We would absolutely have to support them. Sure. Yes.

007Do you need a motion for that or Yeah, yeah, because I And you guys seen this before. This is new to me. I haven't read it in I don't think it's I think it's a yearly or bi-yearly thing. I maybe it's not yearly, but it is Yeah. It's been a little while. Do you know of any changes that have been made to it? I don't. I I only changed the names so when I filled it in. So, I don't know what they Oh, this is the one that we signed before. Yeah. Yeah, I guess. Lori and I have to sign it and then they have to sign it also. You open it. How much time do you think it will take to do the whole body changes? No. Correct. Something for something to sign. So,

008and Jim has to sign it also. So, if you I guess he signed the only one that's voted for it, right? No, I think he just He He approves that for substance. That's Yeah, correct. Anyway. And I'm sure he also assign signs his Rochester Hills forms. Okay. Uh I don't have a problem making a motion to accept um I'm sure making a motion for the president and the clerk to enter into an agreement with the Oakland County Building Officials Association to participate and I'm going to say they're innocent. Say innocent. I guess you pretty that one up. David, you just said mutual aid. They would like to join it. I'm sorry, did you They would like to join it. Yeah, give me a second, please. Yes, I support. If you don't apply to all of

009them Yeah. Joey, what are you talking? Yes. Moy. Yes. Slat. Yes. Peloton? Yes. Here we go. Now, on to number four. This is in your packet. You'll see this picture of a arrow shape lot. And the entrance in the lot next to it is what he wants to combine their lots. House. You see that the angle side coming in and you come in on Forest Street and you go on a ahead semi-circle and then you go into an angular area of the road where you can turn around in the back. His his house is up front. I'm going to say it looks like this. And it sits here. Oh, wow. It sits on that angle. Faces that angle area of the road. That's its road frontage in front of his home. Okay. So, what he

010wants us to do Now, if he goes to the back, let's say we go all the way back at behind where she highlighted it where Lori highlighted it. Yeah. So, she highlighted all of them. Um, that's not buildable area. Oh, it's swampy. Yeah, swampy back in there. So, so what he wants us to do He's thinking He wants to build another garage, but he's not sure because of the rules about where you can put the garage if he's going to need it to build it on the adjoining lot. Yeah. So, he wants approval to a to join his lots if he needs if it once he's figured out where he's putting it if he needs to. >> And as we looked at the north lot, if he combines those two lots, then most of that

011would be considered backyard. It would be behind his home. Okay, so he can essentially build it according to you know, according to the rules if he had both of those combined. He can't just put it on the second lot. Because it's not There's nothing on the lot already. It's it's just up to us to the the my nails to labs and stuff to him to do the survey and spend money to do everything. No. Lori talks to We are the zoning board. Someone over and it's got to go through us. We approve it. He has to do the survey. If he decides to do it, then he gives us all the paperwork that we take it over to the assessor. That's the process that And then I think there's he still has to follow all

012the rules. Like if it came up that he we approved it, but he can't make things fit right. It doesn't get official approval. >> this this would this is just for if he goes forward, which he doesn't have to even if we approve it. This is just get opens up the avenue to his to go forward. No. He's well aware of it. He This is This is a just in case my garage doesn't conform. His business relates to stuff like this, so I would trust that he knows exactly what he's doing. I don't have any issue with him personally. I don't see why making a bigger lot would be a fuss. Yeah. I think more power to him if he owns them both. He he he may or he may not do it, but he's

013just got the okay from us to do it if he decides to go ahead. Well, it depends on where he wants to put the building. So Well, that's what they have to ask you guys to make sure it's in the right spot. Got you. Well, yeah. Okay. I got you. It's fine. Okay. I can't think of any other questions that I have. for the building combination. If any any further questions on this matter? Any good motion to vote to support combining these two lots? I will make a motion to support combining AL0510226013 the primary lot along with AL05102260 the vacant parcel together into one parcel. Support. All in favor? Aye. Aye. Closed? Motion carried. Okay. Now Now third third old balance of old business. Jennifer and I did the paperwork for the Ashley land split

014and the combination with our needs your park this past Thursday afternoon. There's still some more dates and stuff to fill in there that I got to find and then we will move forward with that and we I can start doing some work out there in in the nature park to make it more feasible for people to go from the trail into the nature park and from for us uh and the community see that some work's being done there to to make it presentable and be something that somebody can be proud of. I think connectivity is the is the word I'm looking for today. Yeah, that sounds good. Okay, so then that's all been unpaid. The DPW update Friday we took the truck up to GMLN uh for a further inspection and and I told we

015had we had $729 left. I showed him the list of what Jim came up with was wrong with the engine and the transmission and the truck and everything and he said, "You got any more money than that?" That's what he said. So, I don't know yet. So, Well, the last time we did this we spent almost $5,000 on it. So, that's there at T line right now and I'm waiting for him to give me a call back when he's when he's finished through this all. I need to have this done by July. Because we're going to use it for paving on the trail. All the engineers used it for more paving. So, I can have it done by then. Okay, FOIA FOIA report, I got a letter from a request from David Black. Actually, to

016resupply letters received on uh Monday, April 13th and 26th. I thought we already did this. No, this is the completed one. This is the what this gentleman He said he did two within this month. This is what the what he did want, all letters and all everything we have on on actually on this. And I had the village sponsor the meeting or He turned this one in the top the front the completed one. The week the same week as our meeting he wanted the he wanted copies of the letters that were submitted at the meeting. That's what this first FOIA request was. And I did that one. Then flip the sheet over. We have not at this point received any other letters at this point yet. And I I have a a bit more to

017do before I can come up with a recommendation to the council or or that could see whether all of that's behind this project. So, this is going to take me a while longer. But, you know, I'll I'll inform everybody when maybe the time comes when I'm ready to bring this to the board to let her or let me decide what we're going to do here. Uh I will be notified. Dave will be notified. You'll be notified. Don't worry about anything. Okay? I have nothing on CD BG report. Um and I have nothing on ordinance enforcement. You asked what we did. I got uh gentleman did this because of Jerry our fire marshal told me that he doesn't have any power from me. But he had the inspection over at uh the student divine. He's very

018happy with what they've done. He told me it's advantageous because he said they've done everything I've asked and I couldn't be happier. He said some things could be better he said but they're grandfathered in because they've been there for a while. So uh but other than that he's happy so we're going to be happy right now if I don't hear any complaints from people living there or parents that they're living there. We're not we're not going to so we'll give me ordinance violation. They had a citation in Florida to us and that we're just I told them that if everything goes smooth we don't want to hurt them. For any reason. And they're new they're new owner business owners that have been living there. They're like they they're overworked and they're learning so much about

019running a business they didn't know what they had to do. So that's what that's about. Okay. Let's go on to our first meeting committee reports. Cable commission. We're meeting end of this month. Meeting end of the month. Decorating committee. Nothing yet. I have to wait till July to plant the flowers it's so darn cold you know. They'll probably freeze. Are you taking a look at that flag? You know this is our 250th That's your flag here? Our flag. I didn't Wait. What is it a different flag? No it's not but the one we have is getting quite sheer. Oh it shouldn't it shouldn't be sheer. We should felt we should Put it How much are they? because they're kind of good at half staff. Cuz there's a hole, right? That's what mine does. So, we

020need a new one? We certainly could do with a new one. Okay. And who does that? I think Mike knows of someone. I'll email him. I'll email him. >> Mike, okay. Um yeah. Let's see where the bus company gets theirs. Yeah. They have a central that fits it for them. Yeah. I'll I'll email Mike. I think there's a local person. Okay. Right. Edison Edison's going to Yeah. Yeah, Edison the has a township. Yeah, I think it is. Okay. New Brunswick Transportation Authority. I don't have anything for Saturday and that last meeting was quite short. Um everything's going smooth with the the new office. The building complex is going up with the with the back room they're putting in a wash rack and mechanics bay and and stuff back in there. So, there's going to be

021a lot of changes coming up. It's going to be a great one. They're doubling the size of the office. They need to double the size of the office to keep up with ridership. Wow. Except for me. It's great for everybody else. We don't have I don't know how to I mean It's a It's a great way to actually carry my sister around. She was when she was in a wheelchair, it's so much better for me to do that to put that wheelchair in the trunk of the car and get her hand and get her on. So, they know it was only a buck for that. What the troll? Oh, that's good. >> But you did Like for us, it would be a little bit more. Oh, okay. But But you It's still cheaper than gas.

022It's still cheaper than gas. And And it's curb curb service. Yeah, that's good. Right? You see the bus advisor They don't do that. I see. >> the only ones where there's us and there's another one down by Pontiac that that does the same thing that we do. They're in the same but curb to curb. Is there any minimum on that? How much do you have on your put in there? No, I don't have it on my cell phone. >> [laughter] >> Oh, for goodness sake. You know what the answer is? You don't even have to start with wrinkle. Come on. Okay, um the planning commission Do you do with the planning commission? No, we haven't met in a while. I I'm trying to remember. We Well, you know what? I guess we need to. No.

023We just approved this and he's got some work to do, so we should probably wait until he finishes up cuz then when he's ready to present Chris Ray and Lorraine are ready to present, then we'll have a meeting. So, I don't believe we have any business. I will make a motion to cancel the planning commission meeting for May 26th. Okay. All in favor? I. I. Okay. Your meeting is hereby canceled. Glad I talked myself through that. Doesn't have to be a public hearing. So, we can meet in our first Holly and Drew and Councilman and We're talking about a lot of things. We're going to talk in stages uh And I brought this up before about asphalt paving the trail uh from uh Elmwood down to Forest Street. through there. It gets Did that trail

024That area gets more activity than anywhere else. From Elmwood down Forest Street, right? To [clears throat] Forest. Just that little section between the trailhead, basically, and Just down to the middle of Big Forest Street, underneath of the nature park, it would be only there. Got it. All right, but it's still in the planning stages, so there's nothing new on that. So, we have a boy scout uh Eagle Scout who's going to do some work on the trail for his Eagle Scout badge. Is it a badge, or is it just through this little project? I didn't know. Yeah, I think it's called a badge project. Yeah, badge project. That's much better than Okay, that's what I have for the bike and trail. Village Park. I talked about the Village Park a little bit here. Um Well,

025I was out there Friday morning with the park committee meeting. We're going around saying they are looking at putting in a The thoughts are butterfly garden this year. Um What kind of garden? Butterfly. >> Oh, butterfly. I thought you said butterfly. Butterfly. Butterfly. Sign me up. >> [laughter] >> I'm just like everybody else, just crazy. Oh, okay. Okay, so and and I talked about hopefully getting this all done into the assessor with Ashley. We were so close to being done now, I can't stand it. Well, I can't stand it. I mean, I can't wait. Mhm. >> [clears throat] >> Okay, community development. I have nothing there. You say uh Lori takes care of that. I don't think she has anything right now. I did She explained all this fall how they changed the manner of

026which you do business with them now. Pretty much every day I talk to her over the phone and I just do this for a little bit with her. Okay. Something along those lines. Of course, I could be wrong. That's all I have. Wow. Cool. If nobody has anything to add, the next meeting I'll make a motion that we return the meeting at 7:25. Would you like 7:28. 7:28. We're back on again. All in favor of meeting say "Aye." >> Aye. Opposed?
