pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. I'll make the motion to approve the agenda as presented. I'll second. All in favor of the motion to approve the agenda as presented, please say I. I. Opposed, please say no. If none, all in favor of the motion to approve the minutes of the March meeting, please say I. I. Opposed, please say no. Director's report. I'll make a motion to approve the director's report as presented. Second. Okay. You can uh wave the read That's fine. Okay. So, Joe, you made the motion, who seconded? Mr. Brickfield. Used
to her reading it. If there are no questions on the motion, all in favor of the motion to wave the reading of the director's report, please say I. I. Opposed, please say no. Are there any public comments? Hearing none, we'll move on to financial activity. I'll make a motion to approve the financial activity through March 2026 and the approval of checks, debits, and payroll March 2026 of $634,929.63. I'll second. Okay, you've heard a motion and a second for approval of all the financial activity, including the checks, debits, and payroll. Could we have a roll call in, please? Absolutely. Mr. McDonald. >> Yes. >> Mr. Brickfield. >> Yes. Mr. Moore. Yes. Mr. Ferrari. Yes. Mr. Curtis. Yes. Miss Hilgendorf. Yes. All in favor, motion carried. Old business. Update on the building renovation. I'm going to have
Lynn do that. Yes. Um I added 9A to the packet, which is just an update that gives kind of a history since January of the progress. This was a suggestion Joe Ferrari suggested, and I thought it was a good one so that we can continue it monthly. You can see the history, and then I can just add to it each month. So, I've um what's been happening this month is um the the walls actually just got up. Most of them all got put up today, and you can see the it all coming together, which is exciting. And I've included inside here the which we received yesterday as bulletin one, which is 9A2 in in the plans. These are some change orders. The cost for those have not come through. We just received this yesterday from
the architect along with the the plans, and there is the drawdown that I've included in 9A8. So, everything is going smoothly. I don't know if there's any questions. Are there any other uh You and I have talked about it, and but are there any other um changes that we kind of are looking at at this point? So, I was considering adding an additional row of offices, um but he came back with a price that I thought was too high, so I just stopped that. I said that's not worth it. It's not really needed. I thought if it was a low enough price that I might consider it, but looking at it, I decided to to hold off. Okay, very good. Thank you. Thank you. Okay, what's Let's see. Is there any other questions on the
update for Lynn? I like your photos. They were really good, and if you when you do this, you're going to do it every month, right? >> Yes. Throw some photos in there. It kind of makes it nice so you can see the updates. Don't have to take it to the board meeting, but >> Right. you see note 9A, and then you see the photos. I was just thinking that's kind of cool. It was kind of nice not to have to go down there and look around or to be able to see it online like that. It showed well, so. Good. Okay, if there's no objection, we'll move on to new business. Um The approval of a new agenda format, which you can find on 10 10A um in the packet or individually, I'm not sure.
It's in the packet. >> In the packet. Okay. Um Joe Ferrari uh made this suggestion and uh has discussed it with uh Lynn, and being a being a conservative old guy, I wanted before we actually tried to implement it administratively, I wanted to have the board review it, make sure that we understand it, and then uh we we can certainly adopt it today, and perhaps we'll get some information together on how consent agendas work and get it out to the board before our next meeting so that any questions might be uh explained that way. I'll make a motion to approve the new consent agenda format meeting with our May 2026 note of board meeting. I'll second. Okay. Ed, did you have a question? No, I just wanted to be specific that we're that this is
all included in that one, so it's good. Second is fine. Okay. Very good. Do you have a question or comment? >> Sure. Um I'm in complete agreement with the consent agenda you know, idea. Just what would the thoughts be on just pulling out keeping the bills out as a separate item? Um I know it's kind of how we do it with with ours as as its its own thing. No? You you don't have to. I mean, but um I think what's important is is that uh Ed's made this point in the past is that we do have the amount for the bills >> Right. Yeah. right on the agenda so that there's no it's not buried in the back. It's it's It's there. It's the amount's there for everybody to see. All of our consent
agendas give enough detail so that you know what you're looking at. >> Okay. And if you do have a question, you always have >> Right, you can pull out. Yeah. Yeah. Okay, well, we have a motion and a second. So, what is the uh roll call? Okay. Jack suggests a roll call, and I concur. Okay. Mr. McDonald. >> Yes. >> Mr. Brickfield. >> Yes. Mr. Moore. Yes. Mr. Ferrari. >> Yes. Mr. Curtis. Yes. Miss Hilgendorf. >> Yes. Okay, motion carries. And that's what we'll see at our next our next meeting. Okay, organizational structure. Um Once again, uh Lynn, Rachel, Danielle, and maybe depending on the board's uh discretion, we're going to have Emma back on a on a firm more permanent basis to fill uh You may recall Lynn mentioned at the last meeting that
Emma just could help out part-time, but it she just had too much responsibility. Um and so uh what Lynn and the staff have provided us is a preferred org chart. Um the only uh We discussed it today um about whether this will support us into the future. You may notice that there's two uh two positions that were shown on a previous one for a mechanic and a porter. That's here. Yeah. Okay. Yes, this is the this is the end one. Did you No. The ones in yellow. Ones in yellow. So, she uh Yes. She um right now is back on a contract basis to help us with um some key items. Right now I'm having her do the safety position that we had a safety position. It didn't work out. We I wanted I asked
her to kind of do this project to build up a safety program for this new person to actually follow. So, she's she's great at like diving into these projects. She's got her daughter's wedding coming up. She wants to take on this effective June 1st, this director of operations, but in the meantime she's doing a contract basis and doing some of these projects for us. >> But she'll come back in the fold on June 1st. >> Yes. Okay. Yes. She's still in the fold just not into this this position. So we were we were thrilled that she was willing to to come back and I think that she feels better about it you know the the weight of the jobs being spread and I'm having Rachel then also I was going to say Rachel stepping up.
You have excelled. Um from everything we've seen and and uh Lynn has spoken highly of your abilities. So I think it's uh well-earned recognition uh more responsibility, but um I'm sure as a team you guys can handle it, okay? Yes. I just can't do copies. >> [laughter] >> Well, you can now. We've remedied that. That's right. Okay. And then um and then of course uh there are going to be some new faces if and when we reach the point to uh where we'll have the the uh ability to support them. Jack. This this is going to be like the org chart you have got may I suggest that we put the county as a dotted line to Lynn because the county is responsible for all the funding. The county is responsible for procurement policies like
the cameras. You know, this board was pushing to get those cameras in. If somebody comes back and says, "Well, how come it took you a year?" The county is responsible for that. So a dotted line showing the county collects the millage, they allocate the funds, they control procurement, they um How about Oconee County Transit? Yeah, that's that's what I just put county because I don't like to write. >> And a dotted line um suggests the the relationship. >> And then what they do with See how this I believe this to be as NODA is a is a contractor to the county. Mhm. But the county tells you what to do and we just all agree to it. Mhm. Well, we we are >> [clears throat] >> our benchmark is as long as the county's willing
to pay for it, we're willing to do it. But we're not giving away the service or spending our own funding Right. to support their agenda. Right. And when it comes down to the fact of complaints I always say for 0.25 mils NODA could do a better job than 0.95 mils. >> And we've proven it. Exactly. I got So let them at least show or Lynn show that we have another arm that helps us. Yeah, it's not part of NODA, but Yeah, right. it dotted line >> is a responsible party. Exactly. Okay. Thank you. >> So what's the pleasure of the board? Can we um what are you looking for tonight, Lynn? Oh, just that they approve the the structure. I did make some changes um for with this with the salary for the directors, but
it it um did not change the overall admin budget that I have from our annual budget. We had some like the safety position wasn't filled, so when you prorate it for the year, I didn't have to make any additional adjustments for those changes. So just approving the organizational structure um to move forward. I'll make a motion to approve the organizational structure with the uh additional suggestion by uh Treasurer Curtis. Support. Treasurer Curtis? He's Treasurer of the board. Oh, that's right. Okay. Okay. >> Okay. See You know I'm in a boat, all right. Fighter. You you No respect. I know it. It's tough. Okay, we have a motion in a second. Um let's do a roll call on this, please. Just because it's pretty uh it's an important part of our organizational uh abilities. Or Lynn
flexible. Yes, uh Mr. McDonald. >> Yes. Mr. Brickfield. >> Yes. Mr. Moore. Yes. Mr. Ferrari. Yes. Mr. Curtis. Yes. Ms. Hilgendorf. >> Yes. All in favor, motion motion carries. Public comments. >> [snorts] >> Hearing none uh I'll make a motion to receive and file the monthly rider mileage reports. I'll second. Questions on the motion? If not, all in favor please say I. I. Opposed please say no. Motion carries. Board member comments. Shall I start with you, Mr. Curtis, or do you want to Oh, I I only have one. >> I I was going to tie off of this org chart, but then I thought I'd wait. You don't have a safety officer currently. We uh we did, but we and we thought we hired one. They were supposed to start last week. >> don't currently
have one. >> We're we're currently in interviews. Yes, we do not have one. >> No, correct. >> Okay. We are still hiring drivers. Yes. Does Do those drivers get safety training? Yes. And those safety trainers will report to that safety officer? If there's concern then you know, so the safety officer position will um review if there's any incidents or accidents. They're going to be in charge of motive their our our our camera system. They're going to be getting all the notices if there's issues of safety concerns with the drivers that they'll he'll be that position will be dealing with the drivers related to that and also doing training. So it's going to be part of the training program and also oversight. Well, you know, if you have a safety officer, you should have safety officer
trainers, correct? Well, we'll Or that role will be the trainer. Well, the driver trainers will be reporting in a sense to them to the safety officer as well or no? >> Right, so the safety officer is separate. Safety officer is almost like a compliance and that's why it's separated and that's why it's under Danielle who's HR separate from operations. So that So driver trainers are down here under Danielle. Under Jeff. Right. So So the safety officer is going to be policing basically those driver trainers to make sure that they're doing Thank you. Okay. Thank you. I knew you'd figure it out. >> [laughter] >> That's all my comments. Okay, Joe. No comments. Um I'm no comment, Bill. Going good today. Ted. No comment, thank you. Carrie. No comments. I motion Jeff. I'll second. What time
is it? 6:01. 6:01, man. 6:01. Okay.
