Is there a motion to approve the agenda? >> I'll make a motion. >> Support. >> Okay. >> Motion by not seconded by Nico. Any discussion? Hearing none. All those in favor

say I. >> I. Any nay? Motion carries. Um, next is presentations. There's none this evening. Call the public. Any public? Yep. Made me hesitate. Um, we'll move on to the consent agenda. Item A, the receive and file items, please. Motion. >> Motion to receive and file items. One, correspondence letters and communication. And two, department reports. >> Second. >> Okay. Motion by Nicoia, second by Ross. Um, all those in favor say I. >> I n. Motion carries. Roll call vote, please. >> Yes. Yes. Motion carries. Those are approved. Next on to number eight, unfinished old business. A the street projects. Mr.

>> Um again, just a note there that soon as the next repair cottage court will be prepared for. >> Any questions or com? >> I have one. Um uh I noticed also uh that you're doing uh grading on the sides of the road on wire as well too. >> Started yesterday filling in stuff. A lot more to do picking rocks out some top soil in. I had a question down in your end today when I saw there was I thought it was be mostly stone all the way up. There's some dirt back to the way where you know they park I think. >> Oh yeah. I just a lot of people have been asking. So just want to make sure they knew. >> We've been asking them too and we didn't know yesterday. They just

show up like, "Okay, glad to see you, but when you come back, >> are they going to be seating as well too at some point?" Okay. >> This week they're don't think they're going to get much more done because the pending rain. >> Sure. >> But maybe Friday they can be back to open rain next. Yeah, >> it's not a good >> They have to do pick out a lot of the rocks down. They have to adjust the fire hydrant. There's an extension on the fire hydr based on the depth of the main. Other than that, And there's a couple concrete rings around the structure of the east that the west end by you that are all pivoted that are going to use as well. >> Okay, thank you. >> Any other questions or comments?

Okay, we'll move to 8B, the village administrative build. >> Um, that's a new report at this time. >> Okay, any questions or comments from council on that item? Okay, hearing none, we'll move on to new business then. Item nine, A is the special event application for the stretch and stroll. >> Yeah. And J Troy, member of the DA has already >> I'll make a motion to approve the event. Uh stretch shop and stroll. >> Second presented. Motion by Kemp, seconded by >> Ross. Ross. >> All right. Are we >> okay? Any discussion or questions? >> Was there proof of insurance missing? >> Waver. >> I'll amend my motion to include that waiver. >> Second. >> Okay. So, motion's amended to include the waiver. I Kemp and then Ross any additional discussion or questions hearing none.

Uh all those in favor say I. >> I nay. Anything carries. Applications approved. Next is the special event application 2607 for the Oxford Township Parks and Rec Senior Day also at Centennial Park. >> Okay. And this I think the first one they did was last year as well. There's nothing checked under but we typically do get a group insurance check there and he didn't sign it but even though he didn't sign request requ I would request that you approve it. >> Yeah. >> You just approve it subject to you getting those things in place. >> Yeah. Including the >> motion to approve. Is it National Senior Citizens Day event? Um uh yes. Conditioned on >> condition on uh getting the signatures for the application. >> Is there a second? Oh, I'll second. Thank you. Sorry.

Um second by knock. >> I'm with it. Any uh discussion or questions on this one? Okay. Seeing none. Um all those in favor say I. >> I. Any nay? >> Motion carries. That event application is also approved. Next is the water tower painting bids and engineering consultant recommendation. >> Yep. And you have the recommendation from Nelson Tang in the past years and the bid was in there and contractor on the base base of 114,000 definely want to have for a total base alternative 1656. Um both of these were slightly less than I think he in his letter um than the projected cost. Yeah, the insurance estim was 149 and didn't mention I think the 23,000 for the I think he both of them investment and that he's worked with in the past. ENL contractors. I'll

make a motion to approve this contract to ENL contractors um not to exceed 165600. >> Support motion by seconded by any questions or Yeah, I I guess just curiously, I'm I'm looking at these. Uh are any of them local? >> Uh no, some of them are actually out of state. >> Okay. >> Seven brothers, they're in Michigan, you know, I think over here next. >> Yeah, these these providers are getting scarce. We I'm painting all the towers down by the zoo down there. The one by getting It's a pretty special >> lar from here. >> Is this the extent of the painting work then? This so ENL will cover all of the >> Interior. Okay. >> Yes. >> And then exterior will be out >> in about four or five years. >> Oh, we have

some time on that. Yeah. >> Okay. >> And and this is going to be scheduled in, you know, August, Septemberish, maybe even October, October. >> Yeah. >> Weather. We want to get past the watering season. >> So, we're going to have to have some temporary tanks set up, additional pressure tanks and stuff. plan. I think we discussed that and since that time with Chief Justic time frame >> and our plan, you know, be aware of their needs and stuff. >> Will our um DBW staff be on site at all when this work's being done? >> Oh, yeah. I mean, they probably more than normal, but they're right there. The tower in and out every day. Okay. Okay. Nelson engineering will have Yes, that's part of the contract we put with them last year was $20,000

contract. Some of it already spent for the engineering design and that effects some of this for onsite and testing inspection. >> Okay, >> that's all. >> Okay. >> Um, this is all just like pretty dangerous work. So, have you did we look at like the safety record of any contractors when we consider that? Nelson tank does he work with many daddy but he works with all of these at one time or another. >> All right. >> So he working with them and his experience with them helps a lot. >> Okay. >> And he kind of even knows what this company this foreman is easier to work with than that for that particular company even. You know they all get it done but there's different personalities. >> Yeah. >> We check their work programs and they're

responsible. >> Okay. There's one I won't say who, but there's one contractor on here that um has had a lot of safety issues. So, it's not who we're approving. So, that's good. >> Not that inside that big bell or the bot or the top is unsafe, but >> much safer than the outside, I would say. >> Yeah. And part of this is working with the AT&T team and Crown Castle was their consult company, but they wanted to add the additional antennas up on the roof, which would require them to weld additional um supports for those, which was going to cause the paint to bubble underneath. So, we're coordinating all this with them. They will take all the wires up through the middle of this up to the roof hatch will be dang, removed, and then

a fixed to the outside of the tower using magnets for this 30-day period or so. >> And then once that's because they're going to then do the roof mount dust in coordination with our contractor >> and then those go back inside afterwards. >> Thank you. >> Um just curious because I I can't remember. Um is there going to be an outage of service for any >> it's going to bypass or >> Yeah, we're running direct off the variable speed pumps. We did this couple years ago, maybe three years ago, but it was only for like two days. So we didn't even worry about getting the big pressurized tanks. We just ran it up direct off the bumps. >> Okay. >> We had to do there's an expansion joint as a riser pipe going up through

the middle of the tower that was banned leaking. So about two or three years ago we did that and they drained the tower. Well, and it takes nearly a day to drain the tower. >> So then another day or so for them to do the work. So it was like two days per day without service and we just ran direct pumps. And that's the plan here as well. such a long duration. We're looking at two like tractor trailer type pressurized tanks almost like a bladder tank. You've seen a hole in the wall like 10,000 gallons like bigger bladder tanks pressure tanks. >> Any further questions or discussion? >> Pricing for that has not been figured out yet. >> We know roughly and it's going to be just over our $25,000 threshold process. So, it's again

very specialized. Del has recommended somebody we've spoke with throughout Ohio and just the questionnaires and the feedback we've got from them and shared and got information from our water operator and looking at our water reliability study providing that information. It's very involved their process. I'm also going to reach to our our teacher built our water plant and helped us with that repair year and a half ago. I'm not sure if they're they might Yeah, we can provide new tanks, but I'm not sure if they're going to be able to do the caliber of what we're looking for exactly. So, not sure how that's going to go yet. Luckily, we have four or five months before this happens. We'll eventually bring the pricing back for approval, but I'm not sure if we'll be able to go

through that bid process. >> There might be more because it's so specialized. >> There's just not a lot of >> service. Okay. Um, okay. Uh, we're ready to take a vote then. We'll do roll call vote, please. >> Motion second by all right. >> Yep. >> Yes. Motion passes. That's approved. And for D, the CDG project for election. >> Oh, okay. I think it was we talked previously about it. Um about 24,000 funds engagement at 225. So all in this we're around 26 2.7,000. So it's a good use of our money. Um the two biders one didn't one it's funny um they get the base which is the full renovation of two restrooms, current restroom and the additional one. And they even acknowledged in their bid that we had acknowledged the the alternate receiving of

the the addendum, but then they didn't provide a price. So the other blackout construction did the base as well as the alternate bid 22305 and I discussed that or shared with you guys that I a saves us $11,000 in change. We only end up with three restaurants available to use in that set two. So we recommend go blackout construction. Of course they have to do all the paperwork and provide everything. It's a prevailing wage D county federal funds and all that stuff to work with them that process. >> Are they aware of that at this point? >> Oh yeah, it was it was all we met on it >> and it was all required that we bid it out and I had Oh. kind >> if it was over 50,000 performance on the original it's

below that threshold that >> great thank you >> I got a question why do you have any idea why it came in so much lower than what we originally visited the site Do you know the background on the design change? >> Do you want to talk about that? >> Joe had some good ideas. >> I think I shared a few a while back when we did the design last fall and design helping architect. We have the two existing restrooms there as you walk out door too small. We were going to take those >> convert them. They were wide enough width for the ADA requirement. >> Yeah. >> We were going to turn it into one large accessible restroom and then right across that hallway so to speak there's a wall there and we were going

to turn that into a new additional 10 by8 accessible restroom and it kind of hit me like we just need an accessible restroom. We don't need both. So in order to save some money for us and make it easier, quicker, I an alternate bid for just install and creating a new vessel restroom. >> Now because that's all slab out there, they had to cut carpet and saw each other move the floor over into at least one of the restrooms which happens to be the ladies restroom. the way it lines up. So that floor will come out and they'll s concrete in order to tying the drains. All the water overhead that's not a problem. So there will be some work in that restroom, but wall and integrity layout will be the same. So we'll end

up with a less money spent. A brand new accessible restroom restroom gets a new floor. A couple tiles missing small tiny tiles anyway. So we'll get a new floor in there and we still have uh ladies room, men's room, and then one accessible. >> Okay. And I Well, I guess so. This is 22305. It's less than 24 we have available. Are we going to be able to use those funds for something else? >> Yeah. The architect work there was 4,500. >> Okay. Okay. >> And we didn't initially initially I estimated this when this gentleman from Blackout came up. I told him my the only one who visited the site and I told him I have like 45 to 50 figured in my um estimate what we're looking at you know put this together and he

was just here briefly looking he said well until I go back and put everything together I don't know for sure but I would say yeah you're 45 to 60 he but I don't know I I haven't got a tape measure out yet we we opened up the oval because general contracting won first at 55 and I looked says, "Yeah, well before I open it, he So, how are you feeling?" He's like, "Pretty good." Because he knew his was much longer. >> Again, he's the only one who came to the site. There was 20 some people on Bidite that downloaded the documentation plus another dozen or so that are reporting agencies and stuff, 22 contractors all around the state. >> Okay. Thank you. Thank you. >> Motion to award the contract to Blackout Construction for the

construction of a new accessible bathroom for $22,35. >> Second motion by item CF seconded by Ross. Any further discussion or question? Seeing none, um the local housing. >> Yes. Can you see it? >> Yes. >> Motion carries. It's approved. Next is the the proposed resolution 2602 for our West Nile fund program which we don't have in our >> but it's the same as every year. >> I apologize. I didn't see it. I know we put it together. We can't change it. >> I figured it was just oh we're same old same old. the number resolution number changes, right? >> Yeah. Yeah. Um I'll move to adopt resolution 2602 uh the West Mile Fund program in Oakland County with the standard county language >> support. Uh motion by Cook, seconded by Kemp. Any discussion or questions

on this? Hearing none, a roll call vote. >> Thank you. Yes. >> Yes. >> Cook. >> Yes. >> Ross. >> Yes. >> Motion carries. That resolution's adopted. >> F. Um, consideration of new August council meeting date. There's a conflict with the law enforcement day. >> Yeah. >> You want me to talk about it? >> Sure. So, um, uh, for America 250, Oxford 150, uh, I have been working with the Oxford Township, uh, Park and Recreation, and we're going to be doing a law enforcement appreciation event. Uh, along uh, part of the event is um, uh, awarding, uh, challenge coins in honor of the Oxford Police Department's 85th anniversary. And then uh we will also be doing a secondary presentation for uh all first responders that uh are attending the event. So uh fire department, MSP,

sheriff, um EMS, you know, who whoever comes. Um and uh the only date that we had that we were able to wrangle everyone together is uh August 11th, which would be our date. And I think it's really important. I would really like all of us to be there. Um, and but that being said, if the the the event is going to be going um I think like 5 to 9 because we're going to be doing the presentation about 6 and then we will be having um helicopters and K9 demonstrations and hopefully Jaws of Life and all sorts of fun stuff for residents and kids and everything. So, um I'd really uh appreciate it if we could um move uh our date for our meeting. >> Yes. >> What What time is that event start? >>

I believe it starts at 5. I I I would have to take a look, >> but it's very similar similar to like the touch a truck event, but you know, I mean, we would be cutting it pretty close if you know, doing, you know, because the presentation I think that they're going to be doing it uh about 6 p.m., but I'm not running the show on this one. I get a half an hour. So, that's this is this is Oxford Township. I was I was wondering if we could sneak one in at 5 or 5:30 at 7:00, but if it's earlier, that makes it maybe too. >> I mean, we don't have to be there right at five. You know, it's I think that's just when they're kind of opening, letting the crowds start to

walk around. So, um, you know, I mean, depending on everything that we have going on in the, you know, on the meeting, maybe it'll be a light meeting. So, >> um, hope, >> you know, our budget will be done, our contracts will be done. Well, do you need an August meeting? >> Do we Yeah, that's a question. Do we um >> you could play it. You could just leave it and then cancel the meeting. You only have to do that certain amount of time >> in advance, but sometimes those summer meetings are >> Yeah. >> light agenda issues, but >> or you could just hold a meeting 6, you know, 5 to 5:30 or something. >> Yeah. if you had items that had to be activated. >> Yeah, I would also be fine with just

moving it up a week to the fourth. I don't know. Just >> um that would work personally for my schedule. I don't know how it works for everybody else, but >> that's fine. >> Um and then we'd meet in July on the 14th and then be three weeks later on. And like you said, who knows? We could even cancel it if you know there's nothing to look at. So >> yeah, >> I have no preference. I don't >> either one works for me, too. >> Well, just just move to move it. >> Yep. I think the Well, the only thing would be on the 4th potentially there would be a planning commission meeting. >> Yeah, potentially. >> We've been cancelled. >> You know, again, there's a lot on the horizon with that. You know, maybe

a few years ago we were doing that one, but it was lot. Yeah, >> there's not a whole lot. >> There hasn't been going on. So, I'm just heads up, but >> I'll deal with them. I'll deal with them. >> Say what I can do. >> Is everybody okay moving it to the fourth then? Just >> Thank you guys. I appreciate that cuz I think honestly I'd be have a hard time getting here at >> that early. Same. >> Yeah. >> Okay. I'll make a motion to move our August regular meeting from August 11th to August 4th. Same time, 700 p.m. >> post the change >> and Yep. And then village manager will take care of the notice posting. >> Thank you guys. >> I'm sorry. Who has support? >> Support. >> Motion by Cook,

seconded by Nick. Any other discussion? Are we all good on that? Great. Thank you for bringing that to our attention, Regina. >> It's going to be a great event. It'll be a lot of fun. >> Good. All those in favor say I. >> I. Any nay? Motion carries. >> Thank you. Um and then G is consideration of our Earth Cam in Centennial Park. And do you want me to print off that email real quick? I didn't print that off. Okay. >> I don't think so. >> Okay. >> Um >> I just had a little bit of information that she shared. Not sure it >> I can share. >> Yeah. Do you want to talk? >> I have it pulled up. Yeah. So, um as part of America 250, Earth Cam is providing 250 cameras around

the country to help capture significant milestones throughout. Um they can be different events. What they were also looking for is Americana and because it's also our 150 85. We have a lot of stuff going on. Um they recommended that we be kind of on their short list. So we would receive an Earth Cam for completely free. Earth Cam is it it does a couple purposes. It was designed to be like an interesting thing to watch people watching, etc. So, if you go to Earth Cam, you can watch the Statue of Liberty and see the view from there at any point in time. And it it's really neat. They make their money by doing cameras at like construction sites. So, I know right now we have one on campus where I work as we're capturing what's

going on. They were excited to be a part of 250 and to be able to offer this. Um, the email has different specs. So basically if we wanted we would need to know if we want to move forward my recommendation would be Centennial Park because that's where the majority of our events are going to be happening from our actual celebration to the historic marker. Um they would leave the camera here for 5 years. You'd be able to log in look at it live anywhere from around the country. um other things that they need. So they need confirmation that power is available at the installation site. So I think Joe you gave a couple recommendations and then they also need internet and this is where it's challenging because we won't be able to hardwire internet. So

there would be a cost of providing like I I did I did talk to Rudy at DPW and his recommendation is actually to put it on the roof of Oxford TAP. Um, and he said, >> "Well, look across the street." >> Across the street, because that way it's not in the way of the tree, you know, there's no trees and everything. And honestly, when you when you look at it, you know, I mean, the the lights are right, you know, that we know that there's electricity because the lights are there. Um, and I was told that perhaps the Oxford tap might be game to let us tap into their internet. >> That would be lovely because they really prefer if we move forward with this that Earth Cam is hardwired. It just makes sure that

we will consistently, you know, be able to provide that. Um, then we need to decide, you know, a preferred mounting location. We know what we want to capture, but where we capture it from. Um, he sent over a spec sheet. So, I guess we need to decide one if we even want it because it would be, you know, capturing our park for 5 years. Um the cost potentially would just be internet. >> What are So what what are what are the drawbacks? Like what are people's like privacy concerns or like any police concerns? >> I mean it's a public park to begin with, right? >> So that's why I >> Yeah. >> I know that's true. I mean Yeah. There's no expectation of privacy in the park, that's for sure. But I don't know if

people are going to care or I think it's cool. I don't I have no agreed on like >> I think it's really cool. You can also So some of the features do the time lapse, but you do always have that privacy factor. I mean you can zoom in, you can >> see I mean look at the st I mean you can get pretty close to see who's walking. >> Tried to change like the views. Some of them were like vistas, >> but some of one was like right downtown. Like, oh my gosh, you're 20. These people you can see, >> right? >> Gave me a little >> When do we owe them an answer? >> Okay, >> they I talked to them two I I talked to them two weeks ago. >> I think they

announced it very shortly beforehand. They want to do 250 cameras in 250 days. So, sooner rather than later. I mean, it would be really nice to be able to have it for fourth or Independence Day event. >> Yeah. I I think if we don't have it up and going by July, I don't see the same value. >> Well, do you have to keep it for 5 years? >> Yes. >> Okay. >> That is part of their >> That's part of the deal. >> Y who owns the data that is recorded is that then Earth Cam keeps it all forever. >> Yes. cheap. Would that be usable for facial recognition tactics of any kind? >> You promise? >> Because that gives me the creeps. >> Okay. >> No jumbo cam hugging going on. >> They would

promote it on their Earth Cam platform. So there are people that like I mean if you were looking in Dublin for example, this is part of tourism. So there could be some benefits to it. Again, I we're one of I would say more of the small potatoes and we're falling into this classic Americana. You know, what is it like here? And that's not the majority of what they're looking for, but it's some of it. And they just really liked our story having multiple anniversaries >> is is there audio to it? >> No. >> So, I'm sorry. I'm looking at it right now. I don't mean to be dismissive. I'm I'm looking I'm not trying to be, you know. >> No. Um, I think if it was across the street at the tap, I'm I'm speaking

out loud here, so forgive me. You wouldn't be able to zoom in that close where you'd be like >> zoomed in on a single person. Correct. >> Don't know. >> I mean, >> I hate to be the conspiracy theorist. >> I think that's like I'm now pulling some of these up and they're like on the beach, which is a wild thing to me. Um, and I'm sorry I I did miss this being added to the agenda. I did not. >> Yeah, I just emailed it yesterday. >> Sorry, I'm trying to pull. Well, maybe it's contingent upon whether the tap even will allow us to put it there. Seems like that is the best spot if it's going to happen. Yeah, because when I talked to Rudy, he, you know, he's like, well, it's, you know,

it's it's far enough away to where, you know, it's not capturing anything that's going on in the streets, so that way, you know, MD do have a meltdown about any, you know, capturing license plates and those kind of things. >> Okay. And that's >> and and I'm not against the idea, but now it's >> there are concerns. So that's right. So, you know, so that's where he's like, "Well, you know, if we could we could get it there. It's it's far enough away to be able to do more of a panoramic kind of wide angle than it's literally like staring down from 20, you know, >> 50, you know, I don't ask me distance, but you know, so um >> you know, and you know, and that's where I I kind of look at it

in the the spirit of what it is. I mean there's, you know, Bruce can be nefarious anything for any reason, >> but you know, >> that's and and that's and that's kind of where, you know, the the the basis >> the basis for it is I mean, if you're looking at the audience that is looking at these kind of things, it is >> it's not research. It is it is novelty and interest and tourism and those kind of things. But Kelsey. >> Mhm. >> So, how much does this camera cost? >> Could we put our own camera up there for 500 bucks and and and control the data, control the time frame and everything? It's like, I mean, what are we benefiting from giving them all of this? We're saving $500 >> national exposure. >>

Again, the exposure, but again, do we want national exposure? Do we want something that's more localized that we can all see and enjoy? Or I guess there there for me there's a couple different ways of you can do the same thing with your own camera and for the rest of the year and then take it down. We did one up in uh community along the Sinclair River because the folks who were getting on in years um who enjoyed watching the freigherss every season >> um couldn't always make it down there. We put a camera in a location so that we anyone in that area, Alanag, Marine City, Fair, they can turn on and you you get a schedule of freighter passage time >> and you can watch the freighters which people enjoy, right? >> But

we had a meeting on this which I thought was going to be a no-brainer. You know how those meetings go. And um it it turned out I mean we did the camera they just wanted to make sure it wasn't going to >> you know be capturing the the city street and the bars and it was just going to be the river >> and then it was and it's been a wonderful thing. People from all over can people who live elsewhere now who grew up there can log in and watch. >> People in Nebraska have never seen a freighter. Why Trump keeps calling ships boats, I don't know, >> right? >> Um, but it uh it it did bring out quite a conversation. >> I was kind of surprised. >> Yeah. I guess >> turned out

very well. >> Kind of kind of what I'll say too about is I I I think about this how the rest of the community would think about it and and uh I think there would definitely be some opposition to it. My opinion. Um, now I think I think what we could do um because I like like chief said um we're being videotaped everywhere, right? And and uh we go down the road, but I also kind of think that like um to maybe we table it till maybe next meeting, unfortunately. In my opinion, we can vote on it now if you guys want. Um, but the reason why is just to give give folks the ability to raise concerns about it just because um, you know, I I I really think giving that that power to

a non-governmental third party is a is a little bit of an issue in my opinion, but I also see the benefits of it as well too with what you're saying, the national exposure and and it's a really cool idea. Um, but >> that's why I was asking about the duration. >> If we could just capture our celebration. >> Yeah. >> Regina and Ashley, I owe you an apology because you did bring it up at the budget meeting and then it left my brain. >> Oh, that's that's fine. >> I don't like the idea of not being in control for five years of that camera. I think that's >> the duration. I think that that's that's the issue more than anything >> because the essence and the >> and the privacy >> goal is obviously what

I'm not against. >> Right. Again, I think it will capture something that we wouldn't be able to capture in another format. >> Yes. >> Um the big events are happening this year, but part of the agreement is that they want it >> for five years. And that's good or bad. I mean, we're doing the Lone Ranger marker. There is national tourism with the Lone Ranger, right? So, there's lots of benefit to that, but there are concerns like I have it at work and we're a HIPPA protected place. We tell our clients, listen, if you don't want to be on camera, here's your parameter and you don't go there because it does capture everything and it's live streaming all the time. >> And yes, we're in video everywhere, but is it someone? It's It's the random

person who can stream it from their couch. I don't I don't which is I'm thinking of the most nefarious thing >> which is good. I mean >> every which I should which I I would think that by and large I mean people do not have that instinct to have >> I don't know the right words to say but you guys You can't protect against the evil thoughts of yes of my intersection >> which also why is a beach one of the first thing that pops up because that's crazy to >> I think little kids on a beach. >> I think that you bring up a very valid point and this is I'm glad we're having the discussion because I think that there's a lot of good and I think we could use a lot of

good but I still think we have a lasting legacy of some negative things and I think it could be misinterpreted. I think there is a real potential for that. So, I don't want to make this decision in a silo um by any means, but there are pros and cons to this one. >> Do we have time to table it for one meeting? >> I can ask. I mean, we can table it and I can let them know we tabled it to next meeting until we can get public input. At that point, we may lose our opportunity, but I think if we didn't do it and there was a lot of upset that that would also be a problem. >> So, I I I think that's reasonable. I I think, you know, I I'm going to

go with the assumption that people are going to, you know, watch the, you know, watch the watch this board meeting and, you know, start to hear around town and, you know, if people have their opinions, they can come and do that and that maybe we can also gather a little bit more information about, you know, the usage, the retaining, the, you know, like how much we can zoom in. So that way we can get maybe some better information to be presented to people in lie of you know it's like I mean we we kind of get the idea but you know if people are going to you know get upset about it I'd much rather have the actual data than I don't know if they can zoom in and see my face or not. Sorry.

Yeah, I like >> and that's what perhaps if it's a across the street at the tap, it gets a wide panoramic view without being able to >> Yeah. >> zero in on >> individuals. >> And I do think that they would do stories. I think their goal is to do stories and share the information on everyone. So, they have 1.3 million social media followers, 800,000 YouTube subscribers, 27,000 plus annual broadcast TV mentions. you know, they're on major networks, news and publishers. Again, it could be good and it might not be good. So, I can email him back and say, "Hey, council had a discussion. Um, if you have any more information, can you please provide that in the meantime?" We're going to ask the public for their input. And if that if us doing our

due diligence means we lose out on an opportunity, I think that that gives us the answer right there. Mhm. >> A question that I would ask if it was across the street, how what how far can you zoom in? I guess would be >> okay. >> One of my very big like a picture of the crowd and whatnot is not an issue. But to me, my >> how how wide is uh Le Road? Do you know >> which part across from the tap to the uh park >> building? It's like 100 ft. >> 100 ft. building. >> Yeah. >> Okay. I don't know. I can't met >> question or I guess maybe I point to so if somebody wanted to get on Earth cam and you could ask you know can you just said hey

you know we have a beautiful town. Can you put us on your site and then we'll we'll you have to buy the camera and all this stuff and then so maybe this is a a different way they're doing it by giving them out for free because there's a benefit to them because they're choosing places. I wonder. So you mentioned about perhaps missing out on the opportunity for delaying this decision. Maybe the opportunity you still get on there, but you have to buy the camera, I guess, is the only downside. I wonder >> it's camera, it's technology, it's not cheap. >> Okay. >> That's not something I would recommend. >> Okay. I just didn't know. >> And I would please if you'd ask them to as far as law enforcement. I mean, we we can't just

ask for license plates and information. We'd have to get search warrants. This isn't anything that we're monitoring. So, it would be a situation that would be a major investigation. We would need something for something like that. That would be an asset for us. But as far as being big brother, >> you would have disability problems all day long. >> Yeah. >> Right. >> I'm trying to get this into a court. >> Yeah. >> I like the idea of tableabling it for a month. Um I do think that we're going to get more negative feedback than positive feedback. That's just what I expect. I just think the nature of like >> small town with little kids in a park and just >> I don't know. I don't think it's going to be and then I think

people there's a lot of people who are going to think that like who's spying on me? I mean >> we get comments from certain people all the time even about having hardware on top of the water tower. I mean if there's a camera across the street there it's going to be a lot of people I think >> but when it shows up on your phone you know I've got Bourbon Street right? I mean, I can I can zoom in and find out who that is, >> right? >> This one guy walking looks a little drunk to me. >> So, whether the camera can scroll is one thing. Whether you the reader or the viewer can scroll. >> Yeah. What can they >> I don't know if it's savable. I think that would also >> Well,

you mean you can always screen record anything is >> so like for the one we have right now, I get weekly updates. We get time lapse. So, we get I mean I can go back and I can capture an image at any point in time which is really cool for construction. >> Yeah. >> But can you zoom in from where you're watching? >> I can a little bit. >> Right. >> And it depends on each >> even if the camera can't the watcher can't. >> Um I only go into my admin access so I don't actually know how much I've granted other people. >> I'm like who's that? I think one of the other questions is if you know it wasn't us making the decision and for whatever reason the tap wanted to video the

park are would they be allowed to do that? >> It's it's there's no expectation of privacy. >> So so if like >> now we could go there right now with all our phones and film whatever is happening. >> Okay. So, I just didn't know if you know this is I mean obviously this is the city you know giving the blessing and just agreeing to do this but in theory it if someone wanted to do it they wouldn't have to ask us. Correct. >> No. Correct. >> Okay. We have people that come into town every couple years and >> also >> test us on that theory of >> before going I guess I'm happy to do this but I think we're already expecting that there's going to be opposition that I don't necessarily want to go

and ask the tap and get all these things in order if we already know kind of where you know people have feelings and we we know the concerns. Right. >> Right. Well, let's just do like I'm just curious. So, if we did a vote right now, I would probably say no. >> My gut is no. I'm sorry. I I I apologize. >> No, but this is why I don't want to waste another month and do the work if we're going to >> Jacob, are you leaning a certain way? >> I'm leaning no right now based off of, you know, I mean, we're here representing >> our community is how I feel about it. Um, me personally, I'm a tech person, so I think it's, you know, I I agree with Chief and that we're being

recorded everywhere. However, I also know that folks in the community like the privacy, like the small town feel, and I think, um, you know, there would be a lot of opposition. So, I would probably vote no at this point. Um, because I also know I work in the video analytics field and know exactly what can be done with, you know, live camera feeds. Um, so I think there would be definitely less privacy for folks that, you know, kind of value that that small town feel that we do have. Um, that's where I'm at with it right now. It doesn't mean like after next month if we don't receive anything back and you know, like I go around and ask some people and you're generally positive about it, I mean, I could change my mind. >>

Yeah. What about you, Ashley and Regina? >> I would say yes right now. >> Okay. I'm I'm a yes just because it's it's one of those things it's it's public anyway. So, you know, just because there's a video camera, I don't I don't but that's >> I don't see any issue with it >> because it's like you said, it's a public park. So the fact that we don't have something there already >> is, you know, is honestly kind of surprising >> just because I mean other communities have their public spaces being videoed and that's strictly private >> for you know the use of just the government. So I think if anything this you know in in theory in theory but you know that that's where it's like well you know if you're someone's going to

in in theory if we did it for our own purposes you know >> I I wouldn't see any difference. But >> I should say I can be easily swayed on this that if we had people that were like no >> I would absolutely respect that. >> Right. >> Yeah. I mean, I appreciate the your thought or what you said about, you know, you don't I don't want to waste your time first of all, but even like the tap's time to look into things and getting I mean, I guess what what are your thoughts after hearing >> I think the only people that are going to show up are going to be the naysayers and quite honestly, I think it would be cool to capture, but if hearing kind of all of our concerns altogether, knowing

that we currently would we'd have to do some work to even make this happen, >> my gut would It was nice to be considered, but to politely pass, >> you know, I I I personally think it's a great idea to capture the moment of this celebration and have us displayed as really going all out for 150, 250. >> I'm just not a fan of the five years. >> That's a lot. >> Yeah. >> And so you you say in the back of your mind, you're taking your kids over to the park and that camera. feels very different than OCTV like capturing like a moment. >> Yeah, OCTV is local and trusted >> local and also you control the lens. It's not >> but if this was just for the duration of >> it would be

fantastic >> to get their money's worth. They were very clear they want 5 years and we don't own it. We don't own the camera. We don't own what comes out of it. We can go back and look at stuff. >> That makes sense. That makes sense to me. >> That's how the business works. >> Yeah, I get it. So, I guess I will politely respond and say thank you, but no, thank you. >> That's fair. >> And I do very much appreciate the work you I I'm sorry that I >> It was nothing. >> Truly, it we have a compelling story. I talked to him the same day I applied. It It was really great. We have exciting stuff happening and I understand why he's excited about it, but I mean this is supposed to

be a celebration and I don't want to be doing controversial things in a celebration. >> Yeah. >> Okay, >> that's good. Thank you. >> Good discussion. Thank you. >> All right. Um we'll wrap up the meeting here. So nothing for item 10 removed from the consent agenda. Second opportunity for public comment. Seeing none, we'll move to committee reports. Not anything. >> Not we had a brief meeting. There's cameras on the buses now that have gone by. >> They're focused on the drivers. And I think the only thing I remember from the last Okay, I apologize. The noted meet has come like the same week as council. So by the time it's like four weeks has passed. >> It's been a while. >> No worries. >> That's a perfect update. >> To my knowledge, they're focused

on the drivers and their safety and like abrupt stops and whatnot. >> Planning commission. Did planning commission meet? >> Nothing. >> Okay. Bill commission any report from U DDA Ashley >> I was not there cheerleading has me tied down and then poly and trail we didn't meet but we are meeting tomorrow no what is today >> Thursday 16th meeting today is Tuesday >> we're meeting tomorrow >> tomorrow's Wednesday >> is no tomorrow right Thursday um so I am also out of town so if you are able to attend thank Thank you. But there was no meeting last time, so thank you. >> Okay. And then no ZBA. Um, no. >> Okay. Manager, anything, Mr. Davis? >> No, I'm good. Thank you. >> Okay. Any council comments, Regina? >> Um, uh, as a reminder, on uh,

Saturday, April 25th, we will be having our roots in renewal event. We are partnering with uh the DDA is partnering with the Polyan Trail for a downtown and trail cleanup. Um uh we will be reconvening after the cleanup about 11 a.m. and we will be having a memorial tree dedication uh in the park. Uh I believe it's going to be an oak tree. Uh it's going to be going uh south west cornerish. Um, uh, Drew Holt is going to be giving our, uh, our opening remarks, uh, to kind of kick off all of the Oxford 150 celebrations. And we will be also starting our legacy forest campaign where, um, all residents are welcome uh, to come and receive a free uh, sapling tree to be planted where they wish. Uh we will have a a

map of the township and the village where you can put a a little pin where you're going to plant your tree and really um you know putting down some roots and you know just I'm very excited. I think this is going to be uh a really good kickoff. Um so we are looking uh everyone is welcome to attend. If you just want to attend the memorial you could do that. If you would like to uh attend the um the cleanup, uh there is signup genius on the DDA's website. And uh if you want any more information, feel free to let me know. Uh all the planning for the uh flag retirement ceremony is going very very well. Um and we are working on all of our other celebrations with more to come. >> Wonderful. Thank

you. And following the roots and renewal as the Oxford Police Department opens. >> Yes. Yes. >> And and and thank you. We're um that's from 11 until 1. We've got a lot for Pampered Pets is going to be there also to talk about dog CPR and safety first aid. >> Nice. >> Uh we're handing out gun locks. Um cottage is handing out slices of pizza. Service pro is handing out beverages. And I'm doing the tour. So it's a lot of fun. >> Yep. Yeah. It's going to be a really downtown's going to be hopping. >> And then on May 2nd, we're doing the uh trails and safety pass for the Pan Trail at um um White Pine Coffee Place there by the trail. Uh there's a sheriff's car on Pan Trail. We're going to be

there to talk about the bikes and stuff. >> That's on May 2nd. Second, >> Ashley, anything? >> No. Thank you all for a really great discussion though today. >> Thank you, Jacob. >> I'm good. Thank you. >> Thank you. >> Um, I'll just quickly mention the county water resources commissioner's office has still has almost $90,000 we need to give out by the end of the year for water affordability. Um, we're expanding. It's it's for the um it's targeted towards the ALS population. So the working employed folks who still have trouble paying their bills. So the income is a lot higher income limitations a lot higher than typical assistance programs. Um and so a lot of people qualify. Um we're expanding the program to include life events such as like a birth of a child or

anything in your life where it's not necessarily a hardship but it causes you to have to spend more money. And so, um, if anybody knows anyone who has had a life, any type of life event or is in any kind of hardship that needs their water bill paid for, uh, three plus months or is behind on any water bills, please send them to um, the WRC or they can just contact me. >> Joe, can you put that on our Facebook page? >> Yep. And I wasn't sure if our folks would qualify for that. I know the raptor. I was reading out last week. I almost put it on. I was going to reach out to you. >> Yeah, it's any Oakland County resident. So, yep. And they'll just um it's through United Way, but they'll

send the payment. It'll come from United Way directly to the local government. >> Yes, I know. We have some used that program already. So, >> yeah. >> I wasn't sure because of our sewage. I know, >> right? Yeah. RAP's different, but this is Yeah, our check. It's just ARPA funds that we need to I know the need is out there. It's just getting the word out and stuff. So, any help would be greatly appreciated with that. Um, with that, I will move to adjourn at 801. Second. Okay. >> Motion by Cook, seconded by Ross. All those in favor say I. I. Nay. Motion carries. It is done.
