001just coming out the same. Call to order the uh regular Charter Township of Oxford Board of Trustees regular meeting, Wednesday, April 8th, 2026 at 6:30 p.m. Uh could we all please rise and pay respects to the flag to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Thank you. Noting of the role. >> Noted. There is a quorum. >> Thank you. Item four, approval of the agenda. >> I'll make a motion approve the agenda as presented. >> I'll second that. >> I have a motion by Treasurer Ferrari. I have a second by Trustee Charles. Are there any questions? >> Hearing none. All those in favor signify by saying I. >> I. I. Those opposed hearing none.

002Item five, approval of the consent agenda. >> I'll make a motion with the consent agenda as presented. >> I'll second. >> I have a motion by Treasurer Ferrari. I have a second by Trustee Kovven. Are there any questions? Hearing none. Roll call. Trusty Charles. >> Yes. >> Trusty Wagner. >> Yes. >> Treasure Ferrari? >> Yes. >> Clerk Wright? Yes. Trusty Le Piccolo? Yes. >> Trusty Coven. >> Yes. >> Supervisor Curtis. >> Yes. >> Uh item six, public comment on items not on the agenda. So any member of the public can come up and speak on anything they'd like to talk about. Uh you're given three minutes to talk. And while this board can't comment at this time, we will take those comments, address them at a later time. So, are there any members of the

003public that would like to come up and speak? >> Please. >> Would this be um also for the acreage division at this time? >> No, ma'am. If this is time to come up and speak with you have anything that's not on the agenda. Um seeing none, hearing none. Uh item seven, board of trustees comments. Um, I'm going to jump up and start first tonight. Number one, um, I want to talk about two things. Danielle Smith and Sarah Davis. Um, without those two taking the initiative, our BSNA cloud implementation would not have happened so almost transparent. Um, and Danielle is our recording secretary tonight. Danielle, could you give us a little update on what happened and what we're where we're at with the BSNA cloud? >> Sure. Um, so last Thursday, uh, the township had an

004inservice day for staff to get some pre-training on modules and preparation of our BSNA cloud go live date. So, as of this past Monday, we are now officially live in BSNA cloud um, for all of our financial modules. Um, the transition went very smoothly. Um we are not the first municipality that has made the switch from BSNA.NET to BSNA cloud. Um so I want to uh thank the BSNA upgrade team for making that transition um smooth and seamless. Um we were given several process guides uh to help us navigate these new modules as well as having the um BSN upgrade team at our disposal for the next week and a half to reach out to if we have any questions. Um they've been able to remote into our computers, walk us through uh specific tasks

005when it comes to journalizing seating um what have you. They've been a very big help. Um with that though, um we actually made the switch to the SNA payments a few weeks prior um from a previous vendor. So um this switch to the financial modules, which is cash receiving, utility billing, building department, general ledger, basically all of the systems we use to function as a township day in and day out, um was the next big hurdle. So I'm happy to say we're on the other side of that. Um and lastly, we are making the switch for two more modules, which will be BSNA tax and BSNA assessing um which currently we utilize a county based systems for that. And so now all of our systems will be under one BSNA cloud. Um so it will

006make it a lot easier um for information inputed to each module to communicate with one another. So we won't have to rely on um any third parties um for any information. Um and we're just excited for that switch. So, like I said, May 8th is the switch from um county to BSNA tax and assessing and once that is done, we are officially live in cloud for all of the modules that the township currently utilizes. >> Super. So, big thank you to Danielle and Sarah for uh the smooth implementation. Secondly, secondly, I wanted to talk about an update from the grants manager in the consent agenda tonight. you saw his committee or his report, a quarterly report will be presented uh throughout the uh year. And CJ, could you come on up and just tell us

007a little bit about one of the grants that was just moved into step one >> and explain the steps if you will after your hard work with engineer sharp. >> Um well, good evening board. Um yes, uh every year congress people House of Representatives. They solicit for what's called community project funding requests. And I put forward one uh for $6 million to get uh extend the sanitary sewer up line up M24 from Dunlap Road where it currently stops to Oakwood Road. And uh that was selected. It was one of 20 projects selected by uh Congresswoman Mlan's office to advance in the federal appropriations process. Now the next step is it goes to the House Appropriations Committee which you submitted it to. Um they decide whether to approve it as is adjust the amount and whether

008or not to move it forward. If the appropriations committee uh decides to move it forward at 6 million or another amount um then it moves on to Congress for a vote house and senate and if it passes Congress as part of the budget process would be president signature then we get the funding. So the total project is uh 10 6 million memory serves. So, this would cover more than half of it to and extending the sanitary sewer line up M24 will be beneficial because that'll aid our existing industrial facilities up there that are currently on septic and really don't want to be on septic and it'll allow um future land to be developed. There's a lot of people who move into the township, they industrial and companies, they don't want to do septic systems. It's

009very costly. It's very inefficient for their purposes. So, this could expand our industrial base and in the future generate jobs. >> Thank you very much. >> All right. >> Okay, we'll move down to Trustee Charles. >> Uh well, one thing for right now, just a reminder for everyone that April 18th is the first noaz day. It's a great opportunity to get rid of a lot of junk that we have accumulated over the summer or the winter. Paint, oil, gasoline, no tires. By the way, the first one's going to be at Pine Knob. I'll be there directing traffic and stuff as usual. Um, so you can wait if you come by. The next one's going to be over at Oxford Middle School. Then everyone has a schedule. Just one other comment about that. Last year we

010had our township rather had the highest participation of any township of any community I should say in this consortium. So we had I can't remember the exact numbers but we were the highest percentage of participation of all the communities. Thank you, Trusty Wagner. >> Uh, no comments. >> Treasure Ferrari. >> I'm just letting the board know our next water sewer committee meeting is Monday, April 13th at 9:30 a.m. >> Clerk, right? >> Yeah. My my comment is that anybody interested in fulfilling the remaining term of the trustee, your nominating petition or your $100 uh fee will be due by Tuesday 4:00, April 21st. So, anybody interested, uh, and if you have any questions, please feel free to contact the clerk's department. Thank you. >> Trustee Leiccolo, >> no comments at this time. >> Trusty Coven,

011>> no comments at this time. Well, thank you. Item number eight, second reading. Uh 8A, zoning ordinance 67A.048, text amendment to article 3, section 3.4, section 3.5. Um board members, uh this is the second reading of the retail use in office districts. Uh the text amendments are in your packet. >> Like to make a motion to adopt the proposed text amendments to article 3, section 3.4 and 3.5 of zoning ordinance 678.048 allowing properties with the O office designation to commit up to 10,000 square ft of the principal structure to retail activities. >> I'll second that. >> I have a motion by Treasurer Ferrari, a second by Trustee Charles. Are there any questions? How about a com? >> Comments, questions. Sure. >> All right. Just a compliment to everybody in the planning commission and the board

012here for moving this along so quickly. We had some residents that uh needed assistance and despite all the time consumption that goes on in government, this thing happened fairly quickly by comparison. So, thank you to everybody. >> Thank you. Roll call. Trusty Cvin, yes. >> Trusty Le Piccolo, >> yes. >> Clerk Wright, yes. Treasure Ferrari, yes. Trusty Wagner. >> Yes. >> Trusty Charles. >> Yes. >> Supervisor Curtis. >> Yes. >> Item 8B, zoning ordinance 67A. 049, text amendment to article 3, section 3.5 and the addition of section 5.40 to article 5. Board members. This is the second reading of the text amendments for um use of mixed use regulations into the zoning ordinance. >> Like to make a motion to adopt the proposed text amendments article 3 section 3.5 addition article 5 of zoning ordinance

01367A.049 regarding mixuses and special land uses in the C1, C2 and O zoning districts. I'll second that. >> I have a motion by Treasurer Ferrari. I have a second by Trustee Wagner. Are there any questions? I'm going to step out of line here for a minute, but there are two young ladies that came to speak about this tonight. And to avoid any confusion, if you want to step up to the mic and talk, you had to. You were concerned. take a minute. >> Thank you. >> What I'd like to know on the division, and I'm not sure that I fully understand what you're going for um on this division. Will this be all of Oxford Township, this division of properties? I have 13 acres where we live in our little street shipment. were all on

014big acreage. We had to have 10 acres and even even to build our house in a certain square foot for the home. Now, this is regarding uh properties that are zoned for C1, C2, and office districts. It allows the change in the amendments to what they can do in there. For example, they can build a three-story building, first floor retail, second, third floor. It has nothing to do with large acreage John shipment. >> Yes. >> Thank you. >> You're welcome. >> Very happy to hear that. >> Well, I I knew you were here for a reason, so we went out of step, if you will. >> I have a motion on the floor. To call the role, please. >> Treasure Ferrari. >> Yes. >> Clerk Wright, yes. >> Trusty Wagner, >> yes. >> Trusty Licolo,

015>> yes. Yes. >> Trusty Charles. >> Yes. >> Trusty Coven. >> Yes. >> And Supervisor Curtis. >> Yes. >> Item 8 C, ordinance 103.001, Acreage Division Ordinance. Um, board members, in your packet was a uh a letter from our attorney from February 18th. And on the board table tonight was an updated motion. Um, this is the new state law uh that went into effect on a number of um lot splits you can do with your property and how many in within uh so many years. I move to approve the second reading of proposed amendments ordinance section 46-73 scope of article land division acts with state >> I'll second >> I have a motion by treasurer Ferrari a second by trustee Wagner are there any questions >> I have a question >> is this what she

016was pertaining to was this section as opposed to the >> what she was I had thought too come on up we'll take your question again. >> Well, we were just wondering, you know, what this meant, >> what this means. >> I'll have our attorney come up and explain it. >> So, essentially, even there was a change in the land division act to allow up to 10 land divisions for the 10 the first 10 acres of a parcel. Previously, you would only be allowed to do four divisions for the first 10 acres of the parcel. and that takes place um that will go into effect March 24th, 2027. So, there's some leeway, but we wanted to be proactive and making sure our ordinance is consistent with state law. >> And again, this is not a townshipdriven

017initiative. This is state law that's come in and we are cleaning up our ordinance to match the state law. >> Can I? >> Yes. When it says 10 divisions, that means that you take a 10 acre property, move it into 10 1acre properties, right? It's not splitting it 10 times in the lifetime of owning it, right? That's it's meaning that that division of 10 is how many what we can divide it into. >> Yes. For the first 10 acres of a track. So, this will apply to larger tracks. You have to have at least 10 acres for this to apply your parcel. >> Okay. And do we have any requirement to meet can we go more than just 10 or what would be the reason of not because to me it seems like we're dividing

018we're only saying that you can then divide property into one acre parcels as opposed to halfacre parcels right >> if you're proceeding under Michigan Land Division Act you would follow the statute for how many divisions that you can have however there's other options there's Michigan condominium act which may allow allow for more splits there's platting so there is situations for a development would be able to divide their parcel. They also still have to comply with our zoning requirements for parcel size on um depending on the zoning district. So, there's a lot of factors that go into how you decide how many um divisions or splits are allowed on a parcel. Um that said, this is just general state law. Um this is the first thing we'd look at if if a developer wants to proceed

019under land division act, which again, they have two other options to split their property. Um They go that route. This is the state law. >> Thank you, >> Treasure Ferrari. >> Britney, it has to be zoned that way, too. Correct. Like somebody in R1 couldn't uh tear down the house and put 10 splits on it. That type of thing. >> That's correct. You have to meet the the lot sizes for the zoning district that you're located in as well as meeting requirements of land division act. Any other questions? >> Hearing none. Roll call. >> Trusty Charles, >> yes. >> Treasure Ferrari, >> yes. >> Trusty Le Piccolo, >> yes. >> Trusty Coven, >> yes. >> Trusty Wagner, >> yes. >> Clerk Wright, yes. Supervisor Curtis, >> yes. >> Item nine, fire department. Chief steady report

020tonight. Uh, number 10, sharp engineering report. uh board members in your packet was an update from engineer Sharp. Uh he's here tonight should we have any questions, but he's also here to do an interview tonight. So, uh if you have no, we'll just file those. Uh item 11, we have no unfinished business. Number 12, new business. 12A, water loss adjustment request from 841 West Lake Avenue. Trusty Wagner. So, at our March 9th, 2026 meeting, the Oxford Township Water and Sewer Committee reviewed a request from Lisa Foster. So, she's the property owner at 841 Westlake Avenue and requested a billing adjustment of $1,78 because I it appeared on her on her um sprinkler system, her her vacuum water vacuum breaker started leaking and and lost quite a bit of water doing this. Um, we had quite

021a bit of discussion at the committee regarding this and the majority of the committee recommended to deny this request. However, allow but allow the property owner to pay the balance without any late fees uh for the next six months. Um, I would like to move that the that the Oxford Township Board of Trustees formally denies the request of Lisa Foster, property owner at 841 Westlake Avenue, for a lot for a water loss credit request of $1,78 due to a broken water vacuum breaker. property owner will be able to pay this amount for the next six months without incurring any late fees. >> I'll second. >> I have a motion by trusty Wagner. I have a second by Trustee Coven. Are there any questions? >> Hearing none. Roll call. >> Treasure Ferrari. >> No. >> Trusty

022Wagner. >> Yes. >> Trusty Coven? >> Yes. >> Trusty Charles? >> Yes. >> Clerk Wright, yes. >> Trusty Le Piccolo, >> no. >> Supervisor Curtis, >> yes. Motion carries. Item 12B, election inspector pay. Clerk, right? >> Yeah. The I'm bringing this to the board for consideration to increase the election inspector pay. As I mentioned in my memo that there hasn't been an increase since 2017. So, um, I'm trying to get the board's consideration because, you know, the ability to find an election inspectors hasn't been always the best for us. So, with that, I'll make a motion that effective immediately, any election inspector working at any precinct for an election in Oxford Township, including the absent voter counting board, shall be paid for their services as follows. $250 for the day for an election chairperson. $250

023for the day for an electronic poll book inspector, $200 for the day for an election inspector, and $25 additional pay for the chairperson and an inspector returning to the Oxford Township Hall for the receiving board at the end of the election night. >> Second. I have a motion by clerk right. I have a second by treasurer Ferrari. Are there any questions? >> I I have a question, I guess, is >> Yes, sir. Where did what did we use as a basis for for the recommendations? Did >> the basis was that we for the um early voting for Oakland County, they did they did a poll on and what they pay is uh $15 an hour for their workers. They pay $18 for their chair people for for the day and that's a 13-our day. And

024just the time value of money on this, you know, it's uh it's been nine years since since there's been any adjustment for that. The uh the impact on the on the budget itself um by reducing the other two precincts that sort of offsets the increase that we'll be having here. >> That's based on five workers per precinct, but we usually probably have either six or seven depending on the the type of the election. Okay, thank you. >> There's some basis there. >> Hearing no other questions. Roll call. >> Trusty Charles, >> yes. >> Trusty Wagner, >> yes. >> Treasure Ferrari, >> yes. >> Clerk Wright, yes. Trusty Leicol, >> yes. >> Trusty Culvin, >> yes. >> Supervisor Curtis, >> yes. >> Item 12 C, MDOT carpool lot lighting agreement. Uh the uh MDOT uh you

025know is planning to resurface and fix up the carpool parking lot located at southwest corner of Oakwood Road and M24. MDOT also proposed to install lighting at the carpool parking lot at no cost to Oxford Township. Once constructed, Oxford Township shall own, operate and maintain the lighting. The attached contract in the uh package are proposed for consideration for approval. >> I move to approve contract 25-5453 to the Michigan Department of Transportation, the Ter Township of Oxford as presented. Authorized Supervisor Jack Curtis, Cler Curtis W. Wright, signed the contract on behalf of the Cheddar Township of Oxford. >> I'll second. >> I have a motion by Treasurer Ferrari, a second by Trustee Coven. Are there any questions? Trusty Wagner, >> what is the estimated annual maintenance cost? >> Well, that's a good question. I don't have

026those answers for you, Dave. Trustee Wagner, >> clerk, right? Yeah, I I don't know either, but I'd say, you know, based upon our our lighting contract with DTE, which I imagine they'll be the maintenance person on this, depending on the amount of lights they put up, we pay about I say about anywhere between $1,400 to $1,600 a month for the for the lighting. We have about 55 55 lights that are within the township. So, if you divide the math out, it might be like $50 a light or something per month, but that's only a guess. Is that just the operational cost or is that the maintenance cost as well? >> The operational cost that's the light builder to run the >> that's just the electricity. >> The only maintenance cost is if the bulb burns

027out. >> Well, someone comes in and steals the copper out of the hole, for example. >> Are there any other questions? >> I I guess I have a basic question. Um, did they say the type of light? I'm assuming these are LEDs. >> Yeah, they're all LEDs. >> LEDs. Okay. All right. Thank you. >> We did change all the light in the township uh and saved hundreds of dollars uh to switching over to the LED lights. Uh, roll call, please. >> Trusty Kovven, >> yes. >> Trusty Le Piccolo, >> yes. >> Click Wright, yes. Treasure Ferrari, >> yes. >> Trusty Wagner, >> yes. >> Trusty Charles, >> yes. Supervisor Curtis. >> Yes. Uh item 15, we had no items removed from the consent agenda. Item 14, public comment. Is there any members of the public

028that would like to come up and comment? Seeing none, item 15, board of trustees comments. I'll start with Trustee Coven. >> I just want to thank the board and all the members of the township uh for all their hard work. I think we're getting a lot of good stuff done. >> Thank you, Trusty Lo Piccolo. Uh I just thank the the the township staff for the the transition. I know transitioning a a product is is a difficult thing and so for it to be seamless and I tested it out the other day and it worked out well. So congratulations to you guys and thank you kudos to you guys. Thank you and everybody have a great day. >> Clerk right? No comment. Thank you. Treasure Ferrari, >> not at this time. Thank you, >> Trusty

029Wagner. >> I certainly hope spring is upon us. >> And happy tax day. >> We might get some flowers this weekend. >> Uh Trusty Charles, one thing Oxford Asen Youth Assistance in the Pan Trail, we had a bottle drive this past month. U we raised $2,78360. 1342 and 10 cents of course went to the youth assistance and um one of our trustees uh would have stood forward and helped out a lot uh Katherine Coen. So in honor uh Coven uh our committee took a vote and uh had the Katherine Coen award here which I'm going to pass out. Okay. >> Oh boy. >> This one says Jack Daniels. >> Yeah. I haven't seen these uh >> Oh my goodness. >> since I was a little kid. That's >> There you go. >> 142 years ago.

030>> Thank you, >> Danielle. I got one for you, too. >> Thank you. >> That's all for Katherine Coven because she dropped off the most bottles and cans of anybody on this board. >> Nice. >> Well, thank you. Is there any other comments? >> Comment. I have no comments at this. >> I'll make a motion to adjurnn. >> I'll second. >> Uh I have a motion to adjourn by Treasurer Ferrari. I have a second by uh Trusty Coven. And uh all those in favor uh signify by saying I. >> I. >> Those opposed can stay here. Six.
