I also would like to state that this is not an affluent neighborhood for the sanitary sidewalk at the same time. Um, and the stairway project seems to only benefit the homes near

the project. Um, so I don't know why we're all being forced to pay when most of us didn't even realize the staircase was present. Um, we all use the public access. We clean up behind ourselves. We try to make the area a nice place to live. Thank you. >> Thank you. >> Yes, sir. >> My name is Bruce James 21 and I oppose this. >> Thank you. >> My name is Daniel Island 1406 Road and I say no. Okay, thank you. >> I already know. >> My name is Shane Gellis. I live at 1455 Boy Road and I also >> Thank you. My name is Dan Sergeant of 121 Brad and I do oppose this since I'm not

Roll call. >> Trusty Wagner. >> Yes. >> Trusty Charles. >> Yes. >> Trusty Kovven. >> Yes. >> Trusty Leiccolo. >> Yes. >> Clerk Wright. Yes. Treasure Ferrari. >> Yes. >> Supervisor Curtis. >> Yes. Okay. Item nine, board of trustee comments. I'll start with uh Trustee Charles. >> One quick comment. I will be out of town for a while. I will miss the SE call meeting on March 19th. I'm happy to say that Joe Ferrari said >> Trusty Wagner, >> no comments. >> Treasure Ferrari. >> Clerk right? Uh, no comments. Thank you. >> Trustee Licolo. >> No comments at this time. >> Trusty Culvin. >> Um, I just want to thank all the residents of Brady for coming out and letting us know their opinions. >>

Okay. My comments. Uh, it was asked of me uh what has been done with the road commission for Oakland County. Uh, in public comment, I couldn't answer your question because that would be a violation of the Open Meetings Act. It's not on the agenda, but I can tell you what's been done. This been going on for what, probably three years, Dan. >> Dan called me about three years ago, asked me what I'm going to do with the stairs. We went back and forth and it took us better than six months to find out who owns the stairs. The stairs are owned by the road commission for Oakland County. Our attorney and I have spent months chasing these people down, getting them to call us back, getting a commitment, getting even the right to do something

in there to fix them. We know it's a problem. Our fire chief knows it's a problem. Our police know it's a problem. The sheriff's department goes down there. They have a problem. Everybody's got a problem with them. Nobody wants to own it. This board said, "We have people, residents in the community that wanted these stairs fixed." >> Well, the only way we can get them fixed is through an initiated SAD by you yourself as residents or us trying to help you by funding the money and collecting it over a period of time. If opposition is there, you don't want the help. the people that have called, the people that have written, the people that have talked to me outside this meeting and wanted those stairs fixed, this board will vote on it. But we have

we have killed ourselves chasing down the road commission for Oakland County. And yes, you are right. Your your roads aren't plowed. Neither are some of the other roads that are t that are not township owned. They're road commission for Oakland County roads. We're in Oxford. We're not in Ferndale. We're not in Southfield. We're not in Birmingham. We're any nowhere down there where all this money that we spend on our gas taxes is paying for these guys to work. We have tried to help. You don't want the help, this board will tell you. That's my comment. >> Item number 10, first reading. Item 10 A, zoning ordinance 67A.048, text amendment to article 3, section 3.4 and section 3.5. Matteo Pasalqua, our planner. Good evening, Carl Associates. We are the planning consultants for the township. So this

evening, you have uh two proposed text amendments to your zoning ordinance in front of you. uh the first uh being retail permitting retail uses in your office zoning district. So on February 26, the planning commission held a public hearing um regarding both the uh use allowing retail uses in office um and mixed use uh regulation of one of your commercial districts. I'll get to mixed use in a minute that follows this one. Um but both of these initiatives were kind of born out of the master plan that was updated last year. um that really tried to apply a lot of flexibility to your commercial retail and office zones. Um it's per the guidance of the master plan, the ordinance review committee um kind of made it a top priority to research retail office uses and

mixed uses in those districts. So, for the retail and office text amendments, um this would permit um businesses in your office district to dedicate up to 10,000 square feet of their principal structure to retail uses. Um again, being that it would be a permitted uh right, uh it would just require a zoning and dome permit. Uh would appropriate permissions or boards. Um and again this is uh this is born out of again the master plans initiative to really kind of apply a lot of flexibility to your business districts. Um but it's also kind of a secondary reaction to just the stagnation of the office market both pre and postco. Um so just trying to allow some folks to do a few more things in the office districts. I think most folks driving up M24 with

the exception of the McLaren site wouldn't really know whether it was commercial or office zone. So, a lot of these office properties kind of have retail uh characteristics. So, on that text amendment uh regarding retail office, I'd be happy to answer any questions you might have. >> Anybody any commissioner trustee Charles? >> Yeah, I'm want to compliment you on the quick action by the way that you took. You know, Tim London helped etc. But, uh to Supervisor Curtis's compliment comments earlier about how slow things were in government, I think this is one of the fastest things I've seen. So, thank you very much. >> Well, thank you. And I had to offer my thanks to ELC. They were they moved very quickly. This is >> I'll make a motion to set the second reading for

the proposed text amendment start section 3.4 3.5 of zoning ordinance 678.048 on properties with the office O designation to commit up to 10,000 square feet of the principal structure to retail activities for April 8th, 2026. >> I'll second. Okay. I have a motion by Treasurer Ferrari, a trust, a second by Trustee Charles. Are there any questions? Did Oh, who was it? >> It's okay. >> I'm here. I >> You want I'll second it. Whoever did >> Okay. Was it Trusty Wagner? >> Yes, sir. >> Okay. Trusty Wagner. Any questions? >> I have a comment. >> Yes. >> Just for what it's worth, the planning commission passed this unanimously. >> Thank you. Roll call. Trusty Charles, >> yes. >> Trusty Wagner, >> yes. >> Treasure Ferrari, >> yes. >> Clerk Wright, yes. Trusty Licolo, >> yes.

>> Trusty Coven, >> yes. >> Supervisor Curtis, >> yes. >> Item 10B, zoning ordinance 67A.049, text amendment to article 3, section 3.5 and the addition of section 5.40 to article 5. Uh, Matteo Pasqua. >> So once again, this is the other text amendment that um was reviewed by the again worked on by the OC was part of the public hearing on the 26th with the planning commission um and that was in front of you for consideration for a first reading. So this is um so mixed use was part of the township's master plan documentation for over 10 years and it would always was always kind of out there on the OC's work plan. Um but this year the OC really kind of focused in and made a decision that they wanted to pursue that um

again for the mixed use and the flexibility being such a big part of the 2025 master plan. So with that we what we did was instead of kind of going through the process of creating a new district we actually made it a special land use in your C1 C2 and office districts. Um and so and this was kind of formulated by feedback from the board. Uh we brought you some information on Paul from council staff from the planning commission. Uh so in front of you tonight uh is that for ordinance making uh mixed uses a special land use in the C1C2 and office districts. Um the language is obviously included in the packet but some of the you know general information about the ordinance is that it would um it would allow for fourstory buildings

um utilizing the mixed use designation. It would allow for vertical and horizontal mixed uses on sites. Um first floor residential would be allowed on interior buildings. So if a building faces a major thoroughare, that first floor needs to be retail. But if a site can withstand another building more interior to the lot, that first floor could be dedicated to residential. Um we do have architectural standards that we put in the language. Uh but those are waveable. It gives the planning commission some flexibility to kind of work with the developer on what standards could work, what wouldn't. Um during the public key during the public the public hearing it was noted that there was a little bit of confusion about the four stories and where those would be allowed. So again this is part of a

special land use permit which would require a public hearing in front of the planning commission does allow the planning commission um some subjective um abilities to make a decision on whether or not to move the project forward. And these are strictly your commercial and office districts. This is not with this for these regulations are not permitted within any single family home district of the township. So with that, I'd be happy to answer any questions you may. >> Okay. Board members, you have any questions? >> I'll make a motion set the second reading of the proposed text amendments to article 3, section 3.5. In addition, article 5 of zoning ordinance 67A.049 049 regarding mixed uses as special land uses in C1C2 and O zoning districts for April 8th, 2026. >> I have a motion by Treasurer

Ferrari, a second by Trustee Coven. Any questions? Yes, Trusty Wagner. >> This another comment that this also was passed unanimously by the planning commission. Good. >> Any other questions? Um, >> if you could just make sure all the microphones are turned on. We're talking into Oh, okay. Thank you. Uh, roll call. >> Trusty Coven, >> yes. >> Trusty Wiccolo, >> yes. >> Wright, yes. Treasure Ferrari, >> yes. >> Trusty Wagner, >> yes. >> Trusty Charles, >> yes. >> And Supervisor Curtis, >> yes. Uh, item 10 C, ordinance 103.004, land division ordinance. Uh, attorney >> Ellis, there was recent change state law specifically to the Michigan land division act that now allows for 10 splits in the first 10 acres of a parent tract or parcel. So the ordinance is being updated to reflect the change

in the state law so that we remain consistent. >> Go ahead. I move to approve the first reading of the amendments ordinance sections 46 to 73 46-7 73. have a second reading of the ordinance for April 8th, 2026. Hereby authorize the township clerk to publish and post all required notices in accordance with Michigan law. Second, >> I have a motion by Treasurer Ferrari. A second by Trustee Coven. Are there any questions? Hearing none, roll call. >> Treasure Ferrari, >> yes. >> Wright, yes. Trusty Piccolo, >> yes. Trusty Wagner, >> yes. >> Trusty Coven, yes. >> Trusty Charles, yes. Supervisor Curtis, >> yes. Item 11, there's nothing to report from the fire department. Item 12, the sharp engineering report is in your packet. Uh, engineer Sharp is here in case we have any questions for him.

Uh, any questions from the board members? Seeing none, we'll move on to item 13, unfinished business. 13A Brad Dwey subdivision alleyway special assessment district for stairway repair resolution. >> I move to deny the resolution. Tell a resolution after first public hearing describing and determining to complete the Brab Dwey stairway sidewalk improvement project approving plants and cost estimates designating the special assessment district boundaries. designating a 5-year term for the special assessment district and directing preparation of special assessment role pursuing to public act 188 of 1954. >> Okay, I have a >> I'll a motion by treasure Ferrari, a second by trustee Charles and the motion was to deny the subdivision alleyway special assessment. Correct. >> Correct. >> Okay. Any questions, comments? Yes, Trusty Wagner. >> How many addresses were represented here tonight for comment? >> I

don't know. >> I counted 24 that spoke at the microphone. >> Well, we would have to check that against the role to see who spoke. I have >> No, just go sit down, please, Dan. No, we we'll call you up later. Um, we don't know the number yet and we don't have a certified owners list. I have 20ome letters here. Okay. Uh, but I know that Danielle captured it all and we have to check the role to make sure it's the owner. Any other questions? Seeing none, roll call. Trusty Le Piccolo, >> yes. >> Trusty Wagner, >> yes. >> Trusty Coven, >> yes. Trusty Charles, >> yes. >> Super or uh Treasure Ferrari? >> Yes. >> Clerk Wright, yes. And Supervisor Curtis, >> yes. >> Okay. Item 13B, salary adjustment for the executive and administrative

assistant to the Oakland County Sheriff's Office substation. Trusty Coven. >> Hi board. Um the compensation committee met in January to discuss the sheriff substation administrative assistant. Um, it's been requested to increase her salary. Uh, it has been requested by Sergeant Messa of the um, sheriff station. I attached his uh, his email to me. Um, Lori goes above and beyond and she's wor she's been working here for nearly 25 years. And so they asked us to give her a little increase in her salary um, from her 64,330 to 66,250 and effective as of January 1st of 2026. I move to increase the salary of OCSO substation administrative executive assistant Lori Kier from 64,330 66,250 uh per year effective January 1, 2026. >> All second. >> I have a motion by Treasure Ferrari and a second by

Trusty Kovven. Any questions? >> Hearing none. Roll call. >> Trusty Charles. >> Yes. >> Trusty Wagner. >> Yes. >> Treasure Ferrari? Yes. >> Clerk Wright. Yes. Trusty Le Piccolo. >> Yes. >> Trusty Coven. >> Yes. >> And Supervisor Curtis. >> Yes. >> Okay. Item 14, new business. Uh 14A, Oxford Township Cemetery Wall Restoration Phase three. Uh board members, uh the cemetery committee met on February 23rd and discussed phase three of the Oxford Cemetery wall restoration and repairs. The wall restoration repairs, in the opinion of the cemetery committee, are minor but necessary to restore the cemetery in much needed original condition. In the previous two wall restoration phases, the cemetery committee sought bid proposals and contractors for both times. Strictly stone and suns was selected as a contractor. The cemetery committee, based on prior workmanship and

the cost of all previous wall restoration project phases, is recommending the approval of the attached quote from Strictly Stone for phase three and final wall restorations and repairs. The quote from Strictly Stone and the proposed agreement and supporting are attached for your review. Um board members, we did the first wall restoration, we did this in segments. The first one we did was 12, I believe. >> The second one was 12, and this one will be over 30. So, what we've done over the five-year period is we sent out for bids. We never got any back. We sent out for bids. Uh we got one back four years ago and it was for about 500,000 and it was for phase one. The third year we got bids back they were strictly stone came in. They were

the only bidder. Yes. >> Okay. The last time we got uh a bid process went out. We got two bids back in Strictly Stone was cheaper by almost $100,000. >> Correct. Yes. Yep. Yes. >> Okay. >> You're right. So the proposed motion for your consideration is I move to wave the requirement of the procurement policy and approve the proposed quote from Strictly Stone and Suns in the amount of 200 thou $27,000 and enter into a cemetery retaining wall replacement agreement for the repair and restoration of 33 walls located in the Oxford Cemetery Eastern Division, Western Division, and old burial grounds contingent on receipt of the insurance certificate naming the charter township of Oxford as an additional insured. Further, Supervisor Curtis Jack Curtis is authorized to sign the agreement on the behalf of the Charter Township

of Oxford. this 20 thou $27,000 amount to be expensed to cemetery maintenance fund two 209-276-93500 restoration >> second >> wow stereo >> okay moved by supervisor Curtis second by treasure Ferrari >> you didn't get that Are there any questions? >> Yeah. >> No questions. Okay. Item 14 under new business, Water and Sewer Committee. Trusty Wagner. >> All right. So item I So at it at its February 9th, 2026 meeting, the Oxford Township Water and Sewer Committee reviewed a request from Silverado Homes for sewer account number 435201001-525 Tollmore Circle to refund the remaining account balance of $15. The property has

since been sold by Silverado Homes to another party. And then after discussing this matter, it was unanimously agreed upon to recommend that the $15 account credit for account number 435210001 be refunded to Silverado Homes. After discussing the overall financials of the Oxford Township Sewer Fund, it was unanimously agreed upon to recommend that this federal grant match be allocated from the township sewer reserves. I move that the township that the Oxford Township Board of Trustees formally authorizes that the federal grant match requirement for the Brad Dwey sanitary sewer project extension of $437,500 be allocated from the township sewer fund reserves. >> Second. >> I have a motion by Trustee Wagner and a second by Treasurer Ferrari. Please uh come up to the board or the mic, state your name, and Good evening. Brian here, director

Oxford Public Library. Um, welcome to the board of Mr. Picolo. >> Thank you. >> And if there's anything that my staff and I can do at the library to help you in your journey through government, we'd be happy to do that. >> Thank you. But I'm actually here this evening not as your library director, but as the person who for the last approximately 15 years has had the privilege of serving as the president of the Northeast Oakland Historical Society Museum. First, I want to say thank you uh for the recognition of understanding that the the cemetery needed some work and that you're you're taking on that hard task. But I'm also here because after 15 nearly 15 years of serving in the capacity of the uh president of the historical society museum, I've found that

it's time for me to step down and give someone else an opportunity to lead the organization forward. I'm not going anywhere. I'm still going to be at the public library and I'm still going to be on the board at the museum. But I want to introduce someone that's probably familiar to all of you uh this evening, Mr. Drew Holt. uh he will be taking over as the president of the historical society and in my new role as presidentmeritus I'm going to be working with Mr. Holt and the rest of the board uh to find ways to create opportunity to sustain financially the museum moving forward for future generations. But this evening I just wanted to take an opportunity to thank you for everything that you've done for the historical society over the years of my

tenure and introduce you to Mr. Holt >> even board again. My name is Drew Holt and uh I learned long ago that being a great leader, great leaders aren't actually great because they know everything or know all the answers, but because they surround themselves with wonderful people and they listen to those people. With that in mind, I look forward to serving this community and continuing to not only preserve the rich history of Oxford, but also that history. So, thank you very much. >> Welcome. >> Thanks. Uh, is there any other public that would like to step up and comment at this time? >> Under commissioner comments, we'll get we'll address the question. Thank you. Anybody else? Seeing none, um item 17, board of trustee comments. We'll start with Trustee Kovven. >> Nothing. >> Trustee Lil

Piccolo. >> Um yeah, I've got a couple. First, thank everybody for for coming out to the uh the public hearing. Um eye opening for me. I've only been on this board for two meetings and so trying to understand what's going on is has been I think somebody told me drinking through a fire. So I appreciate all the comments and and everything with that. Um second of all for this um board may or may not know that I serve as the u economic development and tax policy council of small business association of Michigan which is an advocacy group for for small businesses within all within Michigan. As part of our last meeting, we we had introduced um to us new potential legislation from speaker hall in which has direct impact on the township funding. Uh first

of all, he's proposing to remove the six uh six mills for public education and then he's also proposing to remove the public or the um personal property tax from the taxes. and offset that, he's proposing a luxury tax, sales tax, luxury tax, um, which includes newspapers and and other other luxuries in the state of Michigan and so forth. So, again, I just want to make sure the board's aware that this is something that's coming down the down um, and it does affect how we get funding. Thank you. >> Thank you, Cl. Yeah, I received an email today from Oakland County Elections that the actual schools will be putting a millillage on the August ballot and I believe it's for the nonhomestead millage again that was uh proposed to you earlier last November in the special

election. >> Okay, thank you. Uh Treasure Ferrari, >> not at this time. >> Trusty Wagner. >> Yeah, just real short. I would like to commend the residents from Brad Dwey for coming out and making their voices heard. Appreciate it. Trusty Charles, >> just a quick comment. No has we all have the schedule for that. That's a great program that Oxford Township sponsors. We don't charge anybody in Oxford Township any fee for getting rid of has this material. So, anybody's watching or listening, make sure you take advantage of this. It's a great deal. Oxford, we charge nothing. Other communities pay 30, 40, 50, 75 bucks. So, um, the other thing for those people want to get rid of those obnoxious bottles and cans, I'm also on the Oxford Assassin Youth Assistance. We're collecting those, uh, over

by the Oxford Village Police Department. So, my comments, >> thank you. Um, my comments, uh, I'm going to ask Engineer Sharp to step up and take my time. Um he's going to Engineer Sharp, would you please address the timeline for the installation of the Brab Dwey sewer, please? >> This project is Sorry, Engineer Sharp or Jim Sharp, Sharp Engineering, Ben Engineer, for those who don't know me in the audience. Um yeah, we've been working on the sanitary sewer project for several years through water and sewer committee. Um the communication and grants manager secured a grant through uh through the EPA. Uh that grant is in the amount of $1.75 million. Tonight you approved an additional $437,500 to come from the >> sewer fund >> and that left a little bit of a balance which based

on our estimates should be able to come from the marijuana fund that the township receives. Uh with regards to the schedule, um we are just about completed with our bid specifications for that. Um we have our normal specifications, but because this is an EPA grant, we had to go through a couple extra hoops and make sure everything's biggest bacon stuff and all the US Meat America products and things like that. So, we're just about ready to get those specifications completed, get them to the communication and grants manager who will then submit them to the EPA. I cannot tell you how long the EPA will take to look at that. We haven't been down this road before. It could be a week. It could be a few months. I'm not quite sure. Once they give us

their blessing, then we go out to bid. Their bid process generally takes you about um you know, four to six weeks to get through that process. But to answer the big question that everybody's looking for, we are still hoping that we can begin construction, you know, later on this summer or in the fall time for the installation of that sewer project in the Grand. That answer your question? Thank you. Thank you, Engineer Sharp. Um, moving on. Item 18. I Nick move to meet meet in close session for the purpose of certain disclosure containing the consu attorney written opinion letter exempt under MCL 15.243H MCL 15.268D MCL 15.6268HH 268H as attorney client privilege attendance to include a charter touch Fox or board of trustees, township attorneys, uh, township engineer Sharp. Does Matt need to be in

this one, J? >> No. And recording Secretary Smith and McCulla. >> I'll second it. >> I'll support that. Second. So, did you second that? >> I didn't hear that. I thought >> sorry. >> Okay. I'm sorry. Trusty Kovven. Moved by Treasure Ferrari. Seconded by Trusty Culvin. Um, roll call, please. >> Clerk Wright. Yes. Trusty Le Piccolo. >> Yes. >> Treasure Ferrari? >> Yes. >> Trusty Wagner? >> Yes. >> Trusty Culvin? Yes. >> Trusty Charles? >> Yes. >> Supervisor Curtis? >> Yes. >> I um residents, the meeting is just about done. We're we're going to go into close session to discuss some legal uh issues that have arisen and Treasur Ferrari listed out all the Michigan codified law. So the only people that can stay in the room are the ones that he listed. Okay. Um

I look for the motion. >> I move to return to open session at 8:26 p.m. for the purpose of possible action regarding the above close session items. I'll second. >> I have a motion by Treasure Ferrari, a second by Trustee Coven. Uh, roll call, please. >> Click right. Yes.
