Okay, welcome to the Addison Township Board meeting. Today is February 17th at 6 o'clock and and the meeting is being held at 1440 Rochester Road at the Addison Township Hall. If we could all stand for the pledge, please. Ed, you're our veteran. Please. >> I pledge allegiance to the flag of the United States of America, to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Would the audience please stay standing? Heavenly Father, let your wisdom fall upon us this board meeting tonight as we gather for this meeting. I ask you to bless us and give us your guidance and make our decisions pleasing to you. Now bless Edison Township Fire Department and the police department and show us your grace. In the Lord's name we pray. Amen.

>> Thank you, Ed. Okay, roll call, please. >> Karen Gel here. Mary Frost >> here. >> Jenny Eller here. >> Ed Brefield here. >> Mike McDonald >> here. >> Bennett present. Supervisor Pearson >> here. Everybody accounted for. Okay. Announcements. We don't have any. Department reports always available in my office or with Jamie, my deputy. Uh petitions. Any? >> No. >> N. >> Um order of business. Approval of the agenda. >> Move to approve the agenda as presented. We have a motion in support. Any comments? Not hearing. Can we have roll call, please? >> Ed Brenfield. >> Yes. >> Jenny Eller, >> yes. >> Mary Frost, yes. >> Karen Gle, Mike McDonald, >> yes. >> Bennett, yes. Supervisor Pearson, >> yes. Okay, we'll move on to the consent agenda. >> Yes. On the consent this evening

is the approval of January 20th, 2026 minutes. approval of the January invoices. Um the resolution to approve Oxford Addison Youth Assistance volunteers to the board of directors. Approve the I always want to say IHOP um 360 software platform for 1890. And the annual renewal currently is 2100 from and approved the new schedule of costs for the fire department dated 12126. I've read the consent agenda and if nobody has any issues, I'd like to make a motion to approve the consent agenda. >> And we have support. Any comments? >> Not hearing any. Roll call, please. >> Mary Frost, >> yes. >> Jenny Eller, >> yes. >> Karen Gel, >> yes. >> Ed Brefield, Mike McDonald, Bennett, yes. Supervisor Pearson, >> yes. Okay, move on to item number two, fire department. Uh the first one is A

which is the 2026 2027 fire department wage resolution. If anybody have any questions on that and if not I'll be looking for a motion. >> Nope. This is the same increase that the township offices also received. So I'd like to move the resolution for the fire department wage compensation. >> Okay. And Mary has uh support. Any further comments? Not hearing. Roll call, please, on that. >> Jenny Eller, >> yes. >> Ed Breakfield, >> yes. >> Karen Gyel, yes. >> Mary Frost, yes. >> Mike McDonald, >> yes. >> Bennett, yes. Supervisor Pearson, >> yes. Okay, resolution so moved. Okay, let's go on to part B, which is a resolution authorizing the uh P25 Simoc system interlocal agreement between the county of Oakland and Township of Addison. Uh Jerry, if you'd like to just say two words

on it. Um I think Uh you were pretty uh clear on your letters. >> Could we all make sure that we're using the revised ones? >> The revised uh 213. >> Okay. >> Do you need it or do you have it? >> I have the revised. Everybody have that in their pack? Okay. The revised one. Okay. Go ahead, Jerry. >> All right. Um so back in 2004, we had the Oakland County actually had its own radio system called Open Sky. And this was uh signed back before I was chief um and a different board of course um the same kind of um agreement. So now we moved into 30 years later we moved into the P25 system which is actually ran by the state right so that's what we're asking for um here in this

agreement open county is just to clarify and ensure um accurate records for um um authorized users like us as police and fire um the system they support the system uh governance and u compliance with policies um they take care of called maintenance which the system is um you know there's 30ome towers in Oakland County that they maintain and process the insurance all that stuff. Um they maintain the FCC license as well so we don't have to do that anymore because when I first was chief we had to do that with the VHF system which was uh kind of a lot of work to do and um paperwork and stuff to to um follow through with. Um, so actually this policy really or this agreement really kind of protects Addison Town if we read through it

and it just allows us to use the radios. There is something that was mentioned in there about fees. The fees don't aren't applicable to uh fire and police. If we had a DPW or a dog catcher or something else or meter readers like other towns, they have to pay to use that system, right? We don't. So it doesn't really apply to us here at >> Hey, and it also uh enables all different departments talk to each other now, right? >> Yes. Years ago, you know, three years ago, um we couldn't talk to Leir County. Now that we're on the state system, I can't. And with us being in the northeast corner of Oakland County, I rely on those mutual aid and I couldn't talk to them. Now I can't. >> That's very good. >> And

Mcome County and all of us here. So, >> okay. Anybody have any questions on that? >> No comment. >> Okay, go ahead. >> I wanted to thank Jerry for all the work he did. He This board knew that I had some concerns and I was so impressed the way this administration and Jerry jumped my concerns to try to get them settled, contacting Oakland County instead of just sitting there and saying, "Hey, it's it is what it is. You guys went to that for me." Well, I want to say Pauline did a lot. I'm going to say Pauline with legal and all that stuff. >> I said the board, but that includes Pauline calling the attorney, getting things right. But I was very, very, very pleased with this administration going to vet for me like they

did. That's all I've got to say. And thank you. It worked out right. My concerns fixed. So on the revised resolution, if I may, um we went ahead, if we passed the resolution, it authorized me to go in and make the change for public body definition. The first whereas where it's highlighted, um is giving that authorization. We all know that the countyy's probably going to say no. So the second whereas is if the county does reject it, it's going to be left to legal and the supervisor to decide to sign the agreement because this is something Jerry has to have. So, um, it won't come back to the board if the county rejects the suggestion to change the definition. >> Okay. >> And honestly, I don't know why it took the county. We already been

operating on the radio system this long. So, just something that they probably, you know, missed and made sure that there was a it's like anou, a memo of understanding, right? Really. Well, and you know this is a I I just know being in the line of work that I was in that this is a big improvement because if you remember during 911 um everybody couldn't talk to each other. Okay, now that the the government has solved that problem where now this radio everybody can talk to each other no matter you know where they're from or whatever. Everybody can can uh hear the conversation whereas before it was many uh different entities and nobody could communicate with each other. So this is a great improvement. >> Yeah. Well, these radios are amazing what they can be

programmed to do. They're not like the old walkie talking place when you we talked to them when it first their career, right? It's not like that anymore. >> They are unbelievable. The amount of talk groups that are in there is is amazing. >> And meaning channels, if you guys want to say like we could talk to we we could Yeah, we could start our own stuff up. It's amazing how many channels we have on there. >> And they're festival,000 of radio. I'd like to move a resolution authorizing P25 semiclass system interlocal agreement between county of Oakland and township of Addison. >> Okay, we have a motion and we have support. Um, any comments? >> Not hearing anything. We have roll call on that, please. >> Jenny La, >> yes. >> Mary Prost, >> yes. >>

Ed Breakale, yes. >> Karen Garel, yes. Mike McDonald, >> yes. Yes. Supervisor Person, >> yes. On that. >> Thank you. >> Resolution so move. Thank you, Chief. Uh item number three, uh budget discussion and resolution adopting the general appropriations act for the fiscal year of 2026 2027, any changes, any comments? We've gone over this. >> Um we changed numbers. Okay. So, um, I did create a separate budget so that the township board could see the numbers that were requested for me to change. So, it's on page one, general fund carryover, also transfer to the revolving fund that was discussed. And then page two, the trustees wages, I increased those. Um and then I was directed to put um additional funds on page 15 to the um transfer in from general fund to the improvement revolving

fund has been changed and then also the road improvements account was changed. So those were the changes that were asked since our last meeting. And then also on the resolution, Mike, do you want did you want to read the changes in this >> if we need to read them into the record? >> It's not so much in the record so that the board's aware of what we changed from. >> Okay. >> Changed in the resolution since it's been issued. Um, you guys should all have a copy with the highlighted area. It'll be page two of that resolution and it's in regards to our action at our last meeting regarding the revolving fund. And in the event that a project like Gravel Ridge or any other if it doesn't move forward, we're not obligated to set

that money aside until it's either approved or disapproved or whatever. Um so we're not going to put $500,000 to a fun that doesn't meet it. We'll put the money in there when they when they approve the SAD. Um that's it's more for a means of handling the funding rather than plunking it into an account and just letting it sit. So there's no problem. I'm happy to answer any questions. >> So all that money is just sitting there. >> Well, >> no, with the change. So how you guys received this the first time the transfer was just going to happen. So then over the weekend I was thinking h well if they don't come forward why are we going to extend ourselves in that fashion. So if they don't come forward we're basically saying Mr. Treasurer

we don't want that money transferred. So it's addressing both ways now. >> Okay. >> It doesn't change the functionality of the account because we haven't received an SAD project. >> But if they do come forward, >> it's going to be 800,000 out. So, yes, you're right. All that money will be out if they come forward. If they don't come forward, it won't be that high. >> That just makes sense in the sense that you can keep earning interest in a different account and know where it's at before we have to transfer it to pay their bills. So, okay. >> Any other comments? Were you going to address Mike that we're safe with the balance in our account if this goes forward and we're extended by 800? >> Sure. I can assure I can assure the

township board that Addison Township is within the preferred they're not official per se, but as far as our income and expenditures, we have enough rainy day money according to the MTA's recommendation. And we also have percentage of funds available based on our statutory incomes, our revenue sharing, pill payments, those things are adequate to the count to the state standards in our budget. So, >> okay. I'm just a little not concerned, but so like how much money does parks and have >> and what are they using it for? >> I'm sorry. >> Arts and rack. >> So do they have enough money to do what? >> Well, we have improvements that >> you know uh right at the moment um >> we just have some maintenance. You know, we do always get the money from the

tower that goes to the park. So that comes in angry >> build that forever, >> right? And that goes into there to offset some of the bills. Uh the what we have planned if you're talking about the regular parks that we have. The only thing we have is some gravel that's going in for parking lots and stuff. >> We still are dealing with the park over here that we want to put a play set in. But, you know, soon as we get any notice on some grants or something that we >> is it grants money that we're looking for then? >> Well, we would like to get some whether we get any or not. I that you know I mean I I still think that we'd like to put a play set in there whether

we get a grant money or not. But, um, you know, we'd like to give the opportunity that if we can get somebody to help us on it, well then that would be even better. We put a bigger play set in than what we might otherwise afford. So >> I'm more nature looking. >> Well, the Yeah, the parks right now. The only things that I have on the agenda is the road down here is a small parking lot. That road has been punched through already down below at the bottom of the sledding hill. Um there we do need the parking lot over here if we want to have uh people utilize the property across the street now for a little parking and and put a um a small dock in there. That's um something that um

I'll be working on and maybe I can get some donations on that or whatever. The other thing is the Lake George Park. We've already got the parking lot um already >> on that one. >> Yeah, that is already excavated and um I I made a a deal. I have a donated truck now that will go get the gravel for us soon as the roads dry out a little bit. So, I have managed now and I have a deal I think that um I may get an awful lot of help at the gravel pit. So, um I've spoken with them. So, if we can get the donations, that's I try to do everything as much as I can on donations. >> I know. >> Okay. So, that's that's really all that we have that I have

on the parks except for this park over here that we'd like to get a play set in there of some sort. And, you know, we'll see what we can do. you know, maybe, you know, if everybody is um 73 years old, you know, if you have to take out a required minimum distribution, you can give that to the government tax-free and and write it right off and you don't have to pay any taxes. I'm just telling some people who I have to I uh turned 73 this year, so I have to do an R&D. So, if you're inclined, >> you know, your name could be on that playset, Mary. Oh, I'm sorry. >> I want I want it on the dock. >> Do >> Well, you could have it on both. >> Okay. Anyways, okay.

Where were we? >> We need a resolution move. >> Um, okay. Look uh for a motion to adopt a resolution adopting the general appropriations act for the fiscal year 2026 2027. >> Okay. Cuz did I did I I didn't make the motion. You made the motion. Okay. Very good. And >> Okay. We have a motion and a second. And any other discussion? >> Could we have roll call on that, please? >> And Brickfield. >> Yes. >> Mary Frost. Yeah. >> Jenny >> Ellfield sent you Karen Gel. >> Mike McDonald. >> Yes. >> Bennett. Yeah. Supervisor Pearson. >> Yes. >> You almost resolution move. Okay. >> She's nervous. That's okay. >> Okay. We're on. I don't I'm just trying to drag my feet because this meeting might be a quick one. Unfortunately, I usually try to

make them a lot longer. You know, I didn't add no opposition to that. >> We're all holding our breath, hoping you'll move on. >> Okay. Item number four, approval of the township fiscal meeting dates. Okay. Uh, everybody, it's pretty much kind of what we had this year. Looks about the same because of the holidays. There's two of them that are moved. Uh, and you see that one for April 27th because, uh, the Michigan Township Association meeting is right at that time. So, anybody have any questions on that? The meetings look all right for everyone? >> I'll make a motion we approve the meeting dates. >> Okay, we have a motion in support. Any further comments? Not hearing any. Okay, we'll just call. Do you want a roll call on that or yay? Nay. We can

have everyone in favor say I. >> Anyone opposed say nay. It carries. Okay, those are the dates. We're on number five now. Addison Towns of electronic messaging sign. Pauline did a lot of work on this. Um, we appreciate that and I think it looks good. Um, anybody have any questions on it? Do we want the lawyer to look at it? Do we want to approve it? You have any comments, Pauline, on uh >> um actually I did the resolution that we passed last month. Um Mike's been working on the policy. I've been helping a little bit, but this is Mike did this policy. >> With that, I'll just say that I'm always open for feedback and uh this is presuming that we do move forward with an electronic message sign if and when we do.

And uh, of course, the board has complete control over that. So, >> well, like I have said in the past, in our town, it's very hard to get messages out because we don't have a a local newspaper that just covers our township and the newspapers seem to have really diminished lately. There's not much in the way of newspapers anymore. We do get it out on on the internet, but not everybody has internet in our town either. So sometimes it's nice to have a sign that informs the community what events and different things that are are going to happen in the And so this is almost a necessity that you have to get something out there that people can see and then uh even if they don't all drive by this way to see it, somebody

will and then mention it to other people in the community. So at least it's a way of us getting the message out and the way that I see that uh the policy was written that this is for um for the government work only you know and that um you know the fire department and us and um you know um community entities like the library or something like that could all have access to it but it's not for just advertising for businesses or anything like that. I'd like to go ahead and make a motion instead of sending it to the attorney, I'd like to make a motion we accept it as written. Mike and uh Pauline have done a great job. I've seen Mike's work before and I don't I think if we send it to

an attorney, it's a good it's a good job. So, I'd like to make a motion we accept the uh messaging sign policy as written. >> And we have support. We have any comments? Motion and support. No comments. Can we have a roll call, please? >> Mary Frost, >> yes. >> Jenny Allen, >> yes. >> Karen Gall, >> Edfeld, >> yes. >> McDonald, >> yes. >> I wanted to get out of the way. >> Only one. Bennett, no. Supervisor Pearson, >> yes. And that passes. Okay, we'll move on to number six. Spring cleanup, dates, fees, contract, contractor's approval. Um, you know, we've had great success with the people who have provided the service the last couple years. Um, I'm hoping that they'll come back again. But first of all, do we want to have another spring

cleanup? If you saw last year, we filled up every one of the trucks. And we didn't have any more of the bulky stuff like the uh decking material, but we still filled up every one of the trucks. So, I think it's a a great service. Otherwise, it ends up on the side of the road somewhere. Or this way, if you notice, we didn't have there's nothing on the side of the road that this whole town. I couldn't even get a list from the deputies cuz Well, I'll take that back. I saw two tires on Lakeville Road today at Curtis Road. Somebody dumped two tires on the side of the road, >> but I'll call the road commit. Did you do that, Barry, or >> No, >> they were tractor tires. might take credit, >> but

I call I'll call road commission on those because they're next to the road there. But um but it's been a great service and over the years it took us a lot of years to clean up this town because people used to come out here and dump every couch and and uh old boats, trailer tires, you name it. It was a midnight drop off center and we don't have that anymore. So, but anyways, anybody have any comments? So, do we want to have a motion to continue the spring cleanup? >> I'd like to make a motion to continue the spring cleanup and also to accept the date, the hours, the projected fees, and the two companies of Sunrise of Michigan and Extreme Shreds. Um, as long as they submit the proper items required for the agreement.

Okay, >> we have a motion in support. Any further comments? >> Roll call, please. >> Karen Gel, >> yes. >> Jenny Eller, >> yes. >> Ed Brefield, yes. >> Mary Frost, yes. >> Mike McDonald, >> yes. >> Bennett, yes. Supervisor Pearson, >> yes. And that passes. Okay. Item number seven, MTA principles of governing. That's I I read this and I that's I think that's what everybody should automatically agree to. But I think especially this township, that's what we agree to. I don't know of any other township unless they're already in jail um that doesn't agree to this. Um, I'm not talk I I have a few townships. Like I say, when I call up our township attorney, I always say, "Hi, this is your favorite township supervisor who's not in jail." You know, and they

know who I'm talking about. So, so because there are a few who are in jail now. Okay. >> Mcome. >> Yes. Well, I didn't want to mention anything, but uh thank you for that comment. >> You're making me nervous. >> Yeah. Yeah. So, anyways, um I don't think everybody's read this. I think this is stands a reason that everybody automatically agrees with this. So, I'm looking for a motion. >> I'll make that motion that we accept the MTA's principles of government governance >> support. We have a motion and support. Any comments? Um, can we just do Oh, you're Jeez, it's already signed. >> We don't waste any time. >> Keep moving. >> Okay. On this one, we don't need a a roll call on this, do we? No. Everyone in favor of that by saying

>> signature >> I say I. Anyone opposed? Nay. Okay, it passes. >> What's next? Okay, it's going that way. Okay, so that's takes care of number seven. Okay, public forum. >> I have one. Um, when is it clean up day? The clean up. >> It's always just before Mother's Day. Saturday night. May >> May 9th. Thank you. >> Yeah, Saturday before Mother's Day, right? Okay. Uh, public forum. Anybody else? Nobody. Okay. The whole crowd says no. Okay. Okay. Addison Township boards, you guys have any thing from your board agendas or meetings or anything? >> I have two things. >> Okay. Go. >> Not we signed up on the building contractors at the last meeting and everything's a go for the building now. There's nothing left out including the furniture and polyant trail. I'm not going

to mention any names, but a citizen gave us a $10,000 donation uh toward the signs. And I just thought that's remarkable. That's very good. >> $10,000 donation towards >> towards the signage, >> the new signs, the big, you know, our big wave wavefinding signs at the intersections. >> Oh, yeah. Okay. four something like that. >> Very nice. >> See, they had to do an RMD. >> That's probably where it came from. The RMD. >> Okay. I'm just just bringing that up. You know, if you have a retirement account and you want to donate, >> I can just see it now. >> A Mary Doc. Mary's Doc. A big sign on that. >> Okay. Just I'm just, you know, I don't want to get your hopes up. Okay. Um, where are we at? Anybody else? Legal

any uh board reports? None. Okay. Legal communications. Any none? None. Supervisory player. I don't have a whole lot. All I All I've really got to say is the roads are really getting bad right now. Um, I did hear that I think the frost laws are going to be coming on pretty quick. That means that the roads are really going to get bad. But I did see the road graders out. I've been in contact with them. They have been grading and you wouldn't know it today because the frost is coming out fast but and tomorrow we're going to have heavy rain so everything's going to turn into mud but um I keep in contact I tell you what I I am going to send a email to uh Mr. Kar the chairman of the road commission.

We have two great guys uh the superintendent out of Clarkson that and um and Jason who is our foreman out here. anytime I give them a call, they do their utmost to fix whatever has to be fixed. So, I got I have to give them kudos. But I've said this many times though, every time I've complimented those people, then they get promoted and then I get some else and then I got to work with them. And so, I hate to even say anything, but they certainly do deserve a nice letter and I will get that to them. But um >> hey Bruce, tell Jason when he's grading Curtis Road, be careful >> because I lost my truck and it's some in one of the one of the >> So just cover it up. >> Oh,

what color is it? >> Dirt. >> Okay. Other than that, I don't I didn't have anything except like I said, the frost laws are coming on pretty quickly. So, um, other than that, um, I need a motion for adjournment. >> My glasses. >> I'll move to >> I'll second. >> Okay. A motion and a second. No comments. All those in favor say I. >> I. Anyone oppose? Say nay. Next meeting is going to be actually February. No. Yeah, we have a special meeting February 26. So far, >> um, no, we might be changing that because somebody can't make it. I need to check with the planners. >> Okay. But the next schedule >> something will be coming soon. >> Next schedule meeting is March 16th.
