It's 6 o'clock on January 20th uh 2026 and we're having a meeting here at 1440 Rochester Road in Addison Township at the main offices. And if we could stand for the pledge please. Ed. >> I pledge allegiance to the flag of the United States of America and to the republic for it stands one nation under God indivisibley and justice for all. Father, I come to you today asking for your guidance, wisdom, and support to this board as we began this meeting. Help this board with cooperation, understanding, and mutual respect for each other with all of our decisions and continue to remind us that what we accomplish is for the greater glory of you. Whatever. We ask this in your name. Amen. >> Okay. Okay. Could we have roll call, please? >> Karen Gel >> here.
Mary Frost >> here. >> Jenny Eller here. >> Ed Brefield >> here. >> Mike McDonald >> here. >> Bennett present. Supervisor Pearson. >> Everyone accounted for here. Okay. Very good. Uh any announcements? >> No. >> Uh department reports as usual available in my office. Order of the business. Um approval of the agenda. I'll make a motion uh that we approve the agenda with one additional item and I don't know did you tell us what item what line item >> number seven >> number eight >> eight >> and it is going to be hang on one second and I can tell you what that would be um >> show planning service change and staff request >> planning changing service rep Okay, I'll support. >> Okay, so we have a motion and we have support. Any further
comments? Not hearing any. >> Uh, could we have roll call on that, please? >> Mary Frost, >> yes. >> Jenny Ellen, >> yes. >> Karen D, >> yes. Ed Brefield, >> yes. Mike McDonald, >> yes. >> Bennett, yes. Supervisor Pearson, >> yes. Consent agenda. >> Yes. We just have a few items. The approval of the um December 15, 2025 minutes. approval of the December invoices and the resolution adopting the 2026 Addison Township poverty exemption income guidelines, asset test and poverty hardship exempt application. Also, we add to that spelling in the minutes on page three with the ID. Thank you. Oh, it's good. I'll make a motion to approve the consent agenda with the modification of the minutes spelling Jenny correctly >> on page three. >> Thank you, Jenny. If you ever feel free to email
me and I'll change that. Thank you. I'll support >> I thought those were aliases, but that's okay. >> Yes. Okay. >> Um, so we have a motion. We have a second. Any uh comment on that? Uh, roll call, please. >> My McDonald. >> Yes. >> Karen D. Yes. Mary Frost. >> Yes. >> Jenny Eller, yes. Ed, yes. >> Bennett, yes. Supervisor, >> yes. Okay. Move on to item number two. This is a truth and taxation. The property tax millage rate proposed to be levy to support the budget will be sub uh the subject of the hearing. Okay. And just so we uh understand what it is, the general operating is uh 0.9940. Uh the police 3.4629. uh fire capital is 0.7480 and the fire operating is 3.7402. Um >> so the police expired so if
it's passed we should add if what it's going to be if it passes. >> Oh it would be >> you add >> well if it >> numbers are right there just read if if >> oh if renew to be uh 3.4874 4874. That's what it has always been if we renew it up to where it was, right? Okay. Um, where was I at here? Oh, at this time, what we're going to do is have an open hearing. And, um, this is where the public can comment at. And I will open the meeting. We'll call it at uh um let me just make sure >> say 66 uh it's 606 or yeah he didn't fix the clock so 606 um and I'll ask one more time this is the open hearing this is where the public
can speak on the budget or on the millillage uh the truth and taxation um not hearing any at that time I'd like to close the hearing at 6, we'll call it 607. And at this time, nothing is needed at that. That was just for the hearing. And we had no comments. So, we'll move on to 2B. Now, we have the uh 2026 27 budget public hearing. Once again, this is where we open it up to the public. And um this is for the uh public hearing on the budget. And we'll open this one. We'll call it at 6:07. We are opening it up if anybody would like to speak on the budget for the 2026 27 budget. Please come forward. I'll ask one more time if you'd like to speak on it. Not hearing anybody.
I'd like to close the hearing. We'll close it at 608. Once again, no action is necessary on that. Now, we'll move on to item number three, budget review and board discussion. Um, we'll go through the budget here. Does anybody on the board have any questions on the budget? I know Mike might have one. I actually have a couple. >> Okay. >> Um the first is um whether we have adequate funding um for the 446 account which is the road improvement count account account. Um we did finish a project this year and we've um initially we suggested restoring the amount available to $49,645 82. However, we've had um the residents of Gravel Ridge Army and uh Deer Point come in and they would like to do their road project. Excuse my voice. they would like to
do their road project this year. Um they've they have initiated the petitions and the engineering and the projected cost is approximately $480,000 to pave that that much road. Um so that's uh approximately 71,000 more than we currently have suggested for next year. So, >> how much will we be getting back next year from the existing two that we have? Will there be enough in there? Because I mean eventually we have to say this is all we're going to have and first come first serve. >> Well, we're Yeah, we're >> we're at that point now. >> Yeah, definitely. And um >> and what well what that would mean is is that if we fund this project >> ne 2027 20 the 20 728 budget probably won't have a s maybe a couple hundred,000 in it based
on what we would get back between now and then for the for the current we have two current assessments um for road improvements um which would uh 715 probably 15,000 uh for this year that portion of it. >> So we're only going to get 15,000. >> Yeah, at this point. >> Well, no, it'll be more than that. >> You have two? >> Yeah. >> Right now we have two. Okay. >> Manatic is on their fourth year of a seven-year SAD. So they have uh this will be their fourth year. So then they have three more. Um Peninsula is just starting on the 10-year, but they already paid in 20,000 this year because it went on their tax bill. Everybody got was it 2,000 some odd dollars. So that's 20,000 coming in every year. And um
and Monotic, like I said, has uh >> three more years. Correct. >> That was a 10-year. No, Manatic is a seven-year and it's a 10 year on Peninsula. >> Okay. Now, what happened? Gravel Ridge came in. They want a sevenyear. Metal Lane also contacted us. I just sent out an email to them telling them that um Gravel Ridges um uh beat them to the punch cuz um Metal Metal Lane they want to resurface theirs but they've been trying to do it for the last two almost three years and they could never get >> their act together because there were there were a couple drains they wanted to fix first and a couple other things. So, they contacted me today and I told them uh at this time we're not going to be able to do
it uh this year. Uh but they can go ahead and get their um estimates so they kind of know where they're at and in the future when we get these other ones uh completed then we'll look at theirs also. But it's first come first serve. You know, there's no way we can do all of them. So, the only one that um that was active was the gravel ridge one that they want to do theirs and then we'll the rest of them. No, we won't be able to do it until the the other ones start getting paid back. >> Since we don't have to change anything tonight, I would much rather see how much money we have left in the revenues. Also, a definitive amount of how much we're going to get next year and possibly
for the next two years. because, and I'm going to bring it up in reports, we also want to do a playground. So, we can't be using all of our money from the reserves just to pave roads. So, I do like the fact that Bruce is saying we're going to stop, but I think we should we should find out exactly how short we're going to be and maybe they could also come up with additional money down. >> Wow. >> Because that's a big one. 480. I I agree. Um the the reason >> right well it's a mile they have a mile of ash ashalt. >> That's not what fits into this plan of how we do that these folks. >> Well the the >> I just don't take >> the issue is is um these roads
are all chlorideed which goes into the lake. We're trying to >> right >> um we're I mean we're the only other one we have left now is Annadale and they have approached us but they haven't got everything together so they're down the road but um these are the last roads that the chloride leeches into the the lake and you know I I think it's kind of important that we keep the lake clean as much as we can and All of these have been very successful. Everybody's very happy. I got many compliments from uh everybody that has paved them. And the water now is clean. It's going out. The DNR loves it. They have in contact and said that this is what their preferred way of water going into the lake. So, I mean, it's it's
a double-edged sword. We we want to help the lake and we also um if these people are willing to pony up this kind of money then um I'd like to help them and then hopefully um that'll solve our problems on the lake. There's only one other road then except for Canley over here but I don't know if Kantley will ever um come together on there as there's too much division. But anyways, >> so how much would the amendment be? I'm just curious. It's hard for me to do these numbers here, Mike. >> Well, like let's just say we were gonna consider it knowing it was like how much would that be that we would >> It would be about 70 >> 70,000 71,000 >> and we would and we would be hitting our carryover if
we couldn't if we don't find the need to change budget anything else differently. So in other words, since this is new, it would likely come out of carryover. >> It would have to be designated from the revenue to the improvement revolving fund, >> but it might not be the full 71 because you're going to be getting money in. And that's why I'm saying >> we're not adopting the budget tonight. Could we have additional details and we can we could >> Absolutely. And and that's it's and Pauline brings up a good point. When the board initially set this up, it was set up as a revolving fund, but it's not operating that way. The board also had the money deposited instead of going back into the 446 account, it goes into the general fund. So each
year, >> clean that up. We should >> Yeah. And that's why I'm telling the board that we do I think we should address that because that money is hard enough to track. Um because it does go back into the general fund. >> This could be the start by you putting it in here. That's going to be the start of of doing that. So we can make a motion. Um it's not on the agenda, but we can make a motion to say that we want those funds to be deposited into the revolving fund. And then once once it's over, then we can bring it back down to 400,000. >> And that kind of clarification would be appreciated because um it hasn't been operating that way. And uh it was a bit confusing last year for me
trying to figure out how come we had to take more money from the general fund, which I mean some of that money is obviously going to be money that we were repaid, but if we're going back to the original sums of four >> 400 to 500,000, it's got to come from somewhere else. >> That in the resolution that adopts the budget. we can put it right in there so that you wouldn't have that issue in the future because it should go back in here. That's why it's >> if we if we want to have a revolving fund, that's how it should work. >> And it should be 400. It was started at 400,000 and that was what the board said back when we're going to give 400,000. So it it'll go over temporarily and then
we can go back to the four. Well, I I agree. And my thing is it's, you know, we're trying to help out the community and improve their their lifestyle here. And if they're willing to pony up the money, it's I think it's a good thing that we're willing to help them do it. You know, it's just like um Glenn Meadow at one time they paved that hole and that is even more and and the township of course assisted in that and paid the you know the company want to be paid when they get done. So you have to pay them and then we get the money back slowly but it benefits everybody and I I would like to offer it to everybody. um you know on any gravel road um I think it's an improvement
that they you know that they fix their roads up and if they're willing to put the money in then I think um we should be willing to help them. But anyways um I think that um this one project is the one. the other ones I've I've had to tell them you'll have to wait in line now because I think that we're at our limit now because 3 years uh catch a coma be paid off. Um and then we'll be uh uh three more years into this one. So they might have to wait a couple years before they get to that point. So anyways, um that you said you had more besides that one. >> Not immediate. >> That was it. But yeah, not immediately. >> Okay. So, does anybody else have anything on the budget?
>> I have a question. >> Yes. >> What is built payments? P. >> Oh, that's what we get from the government for the uh boat launch. >> The state, any state land in the community is reimbursed. However, they don't reimburse it at the value that we value it. The state determines what they think it's worth and send us a check. And it's usually about $14,000 plus or minus >> uh for the stateowned lands in the township. >> So this is like we didn't get any live stream. >> It's payment. No, we did. It's payment. >> Yeah. Payment in lie of taxes is what PIL means. >> I'm just wondering why there's nothing in the other town because to me it looked like a new item like >> Yeah. No, that's uh No. >> And and
do they they also do pay under the SAD, right, for the lake? I think the state has to pay into that. >> I I couldn't tell you. I don't know. >> I think they do. >> The lake manages their own SAD membership. So, >> yeah. >> There's one item that didn't come up on the budget. Um the phone system our gentleman told us is very old and he's having very difficult time in getting replacement parts. He did say that we should probably plan on updating our phone system. I don't know how much that's going to cost. Um I would imagine there might still be enough money in the um 261 account. If not, let's say if we bring this up and we find out how much it is, we would have to take that out
of the carryover fund if there's not. Other than that, I think we hit most of the anticipated expenses. >> Yeah. I will bring up too that we've never spent our aotted money every year. We've always been well under by a large amount actually. So, um, so we do have money budgeted, but and we don't spend it. So, so if we need something, then we we do. I do have a little repair work out here that I'm going to do myself for the township. I see the brick has fallen off around the police station. And I I did uh go to the lumber yard myself and and I found that we can get that new um uh composite and I'm going to put a trim all along the bottom over here to cover up where the
brick is falling apart because of the salt. And then uh but I'll do that uh I'll direct Mike on how to do that, you know. So, but we'll do that ourselves. Yeah. Okay. Yeah. Yeah. You'll get the best help. >> You've been helping them more. >> Yeah, I know. But uh but at the very end of the budget is a sample of um the resolution that actually adopts the budget. So, I just wanted you guys to become familiar with that. Um it sounds like we're going to go ahead and add an area in this for next month though um addressing the revolving fund. >> Okay. your sample. >> Yep. So, that's what it's going to look like next month. >> Okay. Anybody else have any things they'd like to add on this? I will say,
you know, over the last trying to think over the last 17, 18 year 17 years, we've never spent our budget. We've always been very responsible and I don't ever see that changing. As long as I can keep Mike working on projects. >> Oh yeah, that's right. >> That was the alternate to snowplow my driveway. >> Yeah, >> but >> I got a guy. Listen, I got anyway. >> Okay. Well, if we don't have any more comments, then we're going to move on. There's nothing needed at this time on this. And then we'll um present that next month. We'll move on to item number five. >> Or number four rather. You're right. Uh uh this is a resolution imposing a temporary data center uh moratorum and yeah I' I've been watching television also and there's all
kinds of upheavalss and there's all kinds of uh information coming out on how much electricity and the water and everything that has to be considered on these. So what we're I think what we're looking for is a motion to move the resolution imposing a temporary data center moratorum for a period of 12 months on the review approval and consideration and a data center um proposal or application including the review of zoning compliance construction location installation. >> I make that motion. >> Okay, we have a motion and support. Any other comments? Any other comments? Not hearing any. Could we have roll call on that, please? >> Mary Frost, >> yes. >> Karen Gel, yes. Jenny Eller, yes. Edfield, Mike McDonald, >> yes. >> Bennett, yes. Supervisor, >> yes. Okay. So moved. Uh we'll move on to
item number five is wage resolutions for the clerk, supervisor, treasurer, trustees, and the 2026 27 wage compensation schedule. Um I think all we need is one motion moving a name in each resolution. Uh all five of them I believe. Right. >> I would like to bring something up to the board's attention um first. So I did have a trustee mention that he would like to see the wages um go up to $200 and if I'm reading it correctly for the PC ZBA and the Zoom meetings. I would like to take it a step further and let's pay the trustees for trustee attendance to board board approved meetings including PC ZVA and zoom so that way then it does include the polyant trail nozzle and um not um and you're probably wondering why so for an
example the PC and the ZBA there is much time that they have to put in order in in order to be prepared for a meeting similar to being prepared for this meeting. I feel we're very lucky that we have trustees that actually read their board packets because they tell me when I have typos and that's how I know they read their board packets. Um, no has Jenny's not really fully aware, but that's six hours probably that you're going to be here. Um, I think it's welld deserving. um our trustees are probably at the lowest lower end of wages and I think this request is very reasonable and I'd like to see the 158 moved to 200 and then I did rough math and I will change >> 200 was it the 263 >> no currently
it is 158 I would like to see the 158 to be 200 >> I did some rough math on it Currently, we have budgeted 20,000 for the trustees. We never use the 20,000 because typically either somebody's sick or we cancel a meeting or you don't make all of the additional meetings, but we should budget accordingly. We would have to increase our budget just in case some we did have every single meeting. We would have to increase the proposed budget to 23,000 and then I would have to increase social security and the MS um to from 1840 to$,900 and 1380 to,400. So in essence, it'll be about $3,400 increase I would go into the budget and just plug those other numbers in so that we would balance. Um, we probably won't use the full 23, but
I think you guys deserve it. >> Well, being that it has to do with a trustee, then I will have support for that. >> So, I would like to make a motion to um approve the clerk, the supervisor, the treasurer, the trustees from that one line from 158 to 200. And then the resolution adopting the fiscal year 2627 wage compensation schedule which includes the rest of the employees >> and I would support that. >> Any comments? >> I wasn't ready for that one. That was surprising. I was Okay. >> Is that good enough for you? It was not what I expected. >> Oh, thank you. >> And in this day and age, everything's going up and everybody, you know, everything's a lot busier. So, >> it is. >> Now, do you want that under your
alias or do you want that under your >> Okay. Okay. So, >> any any further >> any further comments on that? So, we do have a motion and a second. Okay. Could we vote on that, please? Roll call. >> Mary Frost, >> yes. >> Jenny Howard, >> yes. >> Karen D, >> yes. >> Ed Breakfeld, >> yes. >> Mike McDonald, >> yes. >> Bennett, yes. Supervisor Pearson, >> yes. That passes. Very good. >> Test. Okay, now we're on to what? Item number six. No, five. Yeah, six. >> Six. >> Okay. Okay. We're going to authorize an RFP for the cemetery loan maintenance. Um I read it all and uh the Thursdays are in there just so everybody understands that we do want it on Thursdays and I think um that did >> there's a lot
changed. Did we um does that include the um snow pl when does that one come up? >> Um I don't have that on the top of my head, but the lawn service agreement for this facility comes up soon within the next year, less than a year actually. Okay. The um snow plow I don't have it. So in the cemetery lawn service agreement, we actually had an agreement that it was for every month because we expected our person to go out there in winter um and pick up trees, check the garbage, just check the cemetery. Well, we changed it so that basically just like a just like the snow plow, it's per service. So it's not a flat service every single month. It's going to be per service. We also put in there instead of four
times we put in minimum because we do have to attract somebody minimum of three times a month. So that way then if we have a very wet season we can say hey we need you for four times. If it's really dry we can say you know what the grass is is we don't want it we don't want you to cut it. Let's stick to three. So, it gives us a little bit of flexibility of when we want them and when we when we might not. We took away some of the extra things because I think it was becoming a burden onto our current contractor. So, um it's almost an option as far as emptying the garbage containers. Um he used to have like 12. We're only going to put maybe six out. And it's written
in the agreement that how much is it going to be for this optional piece? Hoping that they will accept it because if they don't then we have to figure out who's going to dump the garbage. But we did change it up a lot so that it's more like a lawn service agreement instead of hey we need you to do all this huge list. >> Okay. Um, anybody have any comments on this? Anybody have a motion on this? >> I'll make a motion to authorize the secretary. >> Okay, >> I'll second. >> And we have a second. Okay, now that we have a motion and a second, do we have any further comments? >> I just had a question. Why why don't we include snowmobile as part of like your contract? Like >> there's a separate
one. It I think it would be nice if one year we kind of timed our agreement so they would be together. I I I agree with you. Um so maybe when the snow comes up, maybe we can time it to um kind of sync with this. But not every lawn service company plow snow though. Some of them take off and lucky them go to Florida, >> right? Wouldn't it be nice to stay in contract or year round though? >> Yes. >> Like a yearly contract and saying, you know, here's what we charge, but it comes out to $1,200 a month and then you just you just got a month and it's up to 26 cuts. It's your snow removal as needed. It's whatever salty you put in the contract. >> We currently have that because
we have one contractor and he was doing the snow for both the cemetery and here and the grass cutting. He's probably going to retire. We don't know when. So, he's slowly kind of easing back. He did say that he wanted to look at this new agreement and I will and I will send it to him. Um, but that's kind of where we were. Don't know if it's going to remain, >> but it would be nice to put them all together. >> Well, then how long is is this going to be for a threeear contract or one year? >> Three year with two one-year options. >> It be three years before we can pull them together then. >> Yes. Um, and I will say though over the years, the contractor we have now has taken a
personal interest in everything, but everybody gets older and everybody wants to go south for the snow year, you know. So, um, anyways, we do have a motion and we did get a second. >> Okay, any further comments? >> Okay, roll call, please. >> Ed break. Jenny Ellen, >> yes. >> Mary Frost, >> yes. >> Karen Gable, yes. Mike McDonald, >> yes. >> Bennett, yes. Supervisor Pearson, >> yes. And that passes. Okay, we'll go on to number seven. Uh, resolution authorizing electronic sign at the Addison Township Complex. Um, everybody knows that, um, we don't even have a newspaper anymore that puts out any notices or I mean, we kind of rely on the library once in a while to put theirs out, but they they won't be there either pretty soon. Um, so I mean we're
we really have no way of getting word out about certain community things and um, so an electronic sign is is going to be helpful, but we also don't want to open it up so that everybody has electronic signs and and kind of overd does the township. We still like our rural aspect, but there's some things that you have to be able to get out to the public. And we don't, like I said, have a newspaper to do that anymore, but we can do it on the on the computers and everything, but still, it's nice to have a sign that shows like for our spring cleanup that everybody goes by and it reminds them that there's a spring cleanup. So, >> where are we going to put this sign, though? >> Right where the sign used
to be for the township complex. Right in front of the fireh hall here. as you come in that one. >> Yeah. So >> I forgot one line in the resolution. Um it would be now be it resolved if you read that line. Treasured to bring forward a policy if we could also include that includes this resolution as part of the policy. >> Right. Right after policy at the very end of the first page it says now be it resolved. We should include that includes this resolution as part of the policy. >> Other than that, that's all I have. >> Okay. Does anybody have any comments about electronic sign? Did >> you guys end up looking into the those two vendors? >> Um >> or no? Uh I did you >> I didn't I just >>
I did I tried I I sent two emails to two different and I did contact the treasurer in Washington Township because that was one of the signs that we had looked you know in looking around and he couldn't give me a price because they had a $300,000 budget for signage that year and they put new signs up all over the township and all that. So, he he was either unwilling or couldn't break it out individually how much that one sign cost. >> I was just curious if we knew what we're looking at yet. No. >> And I think that's uh this resolution was drafted with the idea that the township will be the exclusive user or manager of an elect one electric electronic sign design yet to be determined. and that other districts, other uses
outside of the public institutional district and probably on a main road would be a requirement or no county. >> No, that was removed because we were advised not to do that. That's right. >> So, that was totally removed and now it's going to be a sign that is only going to be for government. Um I'm trying to find it. um government entities period. >> It could not be used for nonprofits or anything that >> No, no, it's not going to be personal. It's not going to be raising money. It's for announcing as it's worded here. Review the sign or determine that's important to provide township residents with timely information about critical township meetings, township government events, and emergency information as necessary. So if the trustees have in want to have further input, now is the
time on if we if we still want to proceed under these conditions subject of course to budget. Um >> I've got a question. >> Yes. >> And a hypothetic I just thought about it. If the seniors want to have a craft show, craft sale, can they put that sign out front? That is for profit and >> they're under us. >> That is under us. >> The senior center is under us. We we sponsor the senior center. >> Okay. >> So, we sponsor. >> So, they could put >> we sponsor Nota. The library always lets us advertise on there. So, the library would be included. It's a government entity. >> Okay. because otherwise it wouldn't be fair to the commercial people who can't have the sign. >> So, the fire department could put information out there,
everything like that. You know, that's um I'm happy with that. I think we need it because we have to be able to get the word out to people that we have certain things available to them and they don't always know it. So, >> so at this point, you have no clue what the sign would cost, right? Any idea? Well, now we'll go out and we'll start finding out. Yeah, >> because I'm thinking if you had an idea and it falls well within the supervisor's >> Oh, no. I'm I'm sure it's going to be a little more than that. I'm sure I'll bring we'll bring that back. >> Keep reading. We're supposed to approve the RFP and then we're going to approve the design. >> What about the cemetery when they used to do those >>
excuse me, spaghetti dinners? It's still under but we can't have those anymore anyhow. So >> I was it would be nice if we could come back to those health department. >> That's a nonprofit. >> You make the spaghetti. We will >> Well, I know how to do it, but >> we've had serious problems raised by the health department. >> Yeah. And they didn't that didn't work though. That didn't they couldn't do it. >> Yeah. So, >> well, we have >> and they also had their own signs. That one would be questionable because it is a nonprofit and it's not sponsored by the township. >> No, it's not government. >> So, that that one probably wouldn't fit this. >> That's >> not to say that we could we couldn't help by letting you put your sign
out there because you guys had your own signs. >> We do. We still have them. Yeah. >> Yeah. I mean, >> one one day maybe we'll get going again. I don't know. We'll see. >> Well, that money does go all to the cemetery, right? It's a governmental agency. So, >> yes, it does. >> I mean, even if they do raise the money, they spend it at the cemetery. >> We're trying not to go down this road of who's a nonprofit, who's not, and and because then it's going to be miserable for Mike to determine. So, Mr. Davis kind of went down the road of make make it work for government. >> Well, what's the name of the cemetery? >> Lakeville Cemetery. Oh, well then we're all set. Okay. The Lakeville Cemetery >> in that um
thing is is the auxiliary. So, I mean, it's still kind of, you know, in there. So, I don't I was just wondering questioning about that one. >> Well, I like the idea of a sign. So, I'll move the resolution authorizing electronic sign. >> I'll second that. >> Okay, we have a motion and we have a second. Any other discussion? Not hearing any. Can we have roll call, please? >> Mary Frost, >> yes. >> Jenny, Karen Gel, >> yes. >> Mike McDonald, >> yes. >> I want to skip. >> You want to stop now? >> Um, >> no. Make her respond. You want me to take >> No. I'm going to flip my coin, I guess. Yes. Supervisor Pearson. >> Yes. >> Say no. >> No. >> Too late. >> Okay. Now, we'll move on to
item uh that passes. We'll move on to item number eight that we added. Okay. Uh as you know, uh well, I'll let Pauline explain, but we did get a letter. We didn't open it up until um we all came back I believe after the holiday because it was sent at the last minute and apparently there's been a change um with our planner. So Pauline I'll let you explain the letter. >> I don't think I need to explain the letter but I think the board has four choices which is in front of them. Um I I guess we would like to hear what the board's pleasure is. We do have an agreement. Um number four is pertaining to the agreement or we could go with one um Bruce thought of this idea is that we kind
of just flatly reject it. Say we want Amy. Two accept the proposed change and I'm paraphrasing. Three issue a request that the proposed planner um attend a board meeting and interview and then accept or reject. So, we have four things to look at and based on what the board's going to do tonight, we will um either have legal or we will craft a response that the supervisor can send. >> Got a resume here, so we kind of know where he's been. >> Yes. >> I don't mind doing number one. I I think they're probably it's just gonna kind of kick it down the road, but I can see where we could actually try it. I don't mind doing number three and I don't mind doing number four. So, I I really and truly what's the
board's pleasure. >> Mike, >> I would choose number three. >> Okay. >> I think we need to hear >> Mike. their township. >> Would you do three first or would you do one first? >> One first. >> I mean >> I He's left with a couple of lines of them. I would like to go one, but the reason is they like to make a proposal that they add Wade or Calder in. So they're not saying they're going to do they're proposing it to us >> further down the road. let us know if we have any concerns. The answer number one is yes, we have concerns. So, and I don't even care to go to three. I just like to leave it at one. >> I really felt though too when we inter sat with Amy,
one of the questions that was asked of her, will you be the representative? We don't want to have to do this again. >> And so, here we are. And here we are at one meeting >> maybe two something like that. >> Yeah. So, >> I'd like to go with one. >> Well, Mike, >> hold on a second. Mike had something >> I Yeah, I thought we'd discuss kind of put some information out on the table and and one based on the resume that we saw. We've got first of all I think the proposal doesn't have much merit because our township chose made an agreement for a particular planner. Now they're saying well and they knew that going in. I mean that was part of the negotiation. So now they're saying well we don't we'll let
Amy oversee maybe or we'll we'll work something out. and they're giving us a planner that's been there less than a year. He's only been in Michigan four years and he's got 23 years of experience in three other states. I mean, you I guess you could say he's probably has broad experience, but in planning it's point experience. It's Michigan. It's Oakland County. Um, and I just feel like the agreement doesn't mean anything to them. What's matter what they're trying to do now is change our minds and shift it so that they can tell us who our planner is going to be. And frankly, because of the trend, even if we kept Amy, I don't think she'd they'd let her come to meetings, or if they did, she'd be farming everything off to Wade or another underling
um underling there. My my position is basically that the board should say if you don't want to live by the contract, we're done. I I really don't see any benefit to us to interview a person and on basis of that interview alone and a a rather sketchy uh Michigan resume I I just don't see it being productive for our community. Um >> I are you finished? just about >> the so I I really think we should tell legal that if they don't want to keep the arrangement the way it is, >> we should be done with it. We're not doing better by getting a less experienced uh point person um to rep to help us with our planning requirements. I think that's what number one is kind of saying though is we're throwing it back
saying we want Amy and um we can be a little bit stricter. We can say that we want Amy or or forget it. But at the same time, this is the second time in a row this has happened to us. This is probably if we go with somebody else, probably going to happen again. Um I I am just quite fed up planners period. I do remember when we interviewed that I even said to them that we're hiring this person. We've been down the road where they did the switcheroo on us and then they bring in somebody uh here's your plan B person. And we were very I think adamant that we the reason that the other one was gone because they did that to us and they said no you this should be your planner
and once again um so my thing is >> pardon >> it's in the agreement. >> Yeah I agree and and but I mean I was I brought that up to them and I remember them saying oh no that would be the person and and of course they didn't follow through on it. So my whole thing is is number one, we go back and we say that Amy is the planner that we chose and we're happy with Amy and um um we don't want to change, you know, and let let the ball be in their ballpark. Now they're going to have to say, "Well, she's not available." Then then we have another whole incident where we can say, "Well, it then you're not giving us the person that we hired." then apparently you don't want >>
to be our, you know, client, you know. So, um, >> one that would be one in four. >> That would be one and four. >> Right >> now, we've got to be very careful because Pauline sent resume or request out for bid for a lot of planners. We didn't get a whole lot of planners back in. We got a handful. And out of the handful, we probably had two that qualified. You got to be careful that we don't want you I don't want us to walk out on a plank and say, "Whoops, we don't even have anybody can replace her." >> Yeah, I saw that. >> You got to be careful. Don't go so far as to say I want to go with one, but we how we do it is got to be very
careful because Pauline probably could come up with maybe one more that's qualified. Uh but not a handful >> and then that's it. >> Not a handful. I know, but I don't want to be >> and it's another >> accepting somebody that we're not happy with either just because they tell us that this is what you're going to get. You know, >> there's a ton of people that work at so it's not the guy and Amy's whatever then who else you got because I mean like we're not that we don't want it doesn't. >> So I barely >> but we do have somebody we can follow. We have qualified. So, >> yes. >> Um, my final point is this, and I can't attest to this directly, but it seems to me that the gentleman that they've
they're nominating as the replacement or the substitution is already working on our accounts under Amy. and that Amy is not other than showing up at the meetings I'm not sure how much work she's doing now because some of the draft propos some of the draft language is it doesn't work for Addison Township and that's again that's my second I'm not a direct directly involved in that conversation >> well that doesn't >> have to be taken care of with this phone call or email to them >> and sometimes it doesn't work that sometimes times they do use other people because there's a lot involved, but the ultimate person is Amy when it comes to the meeting. She's the one that speaks. So, I I think we should just say that we really enjoyed uh Amy was
our person. You uh you uh brought her there. You introduced her to us and we were happy. And if that isn't good enough, then I think we can also go to number four, you know, but number one and four would be >> 30-day notice. >> So, do you have your direction? >> Well, we didn't hear from >> Well, you guys are all saying the things that I that I think is right, too. And it's just that we wanted Amy because She was the one that understood us. >> And I want I would like to know how are we going to find another person that understands Addison? Because we're kind of not on the, you know, we're Oakland County, but we're not Oakland County. And people will say, "Oh, you're in Oakland County, so you blah
blah blah." But we're not. We're not that. So, I agree with number one. Yeah. We need to find to try and keep her and we need to find the person who >> Well, let's see what they say. Just say we're happy with Amy. Put it in their ballpark and then they're going to have to respond. >> Yeah. >> And then >> we have to be aware that >> we might have to have a special meeting after we get that response >> because then we would, let's say if they say yes, then there's no need for a special meeting. We'll just have to have a little talk. If they say no, then we're going to have to figure out where we want to go with the remaining ones. >> And would they possibly have other planners
available other than than Wade who's had limited experience in the state? >> Well, he has limited experience. I think >> just just the mere fact that they're telling us you're going to get weighed kind of ruffles my feathers a little bit. >> It does. It does. I'll make a motion to reject to change the plan of record to worker. >> I think that's all done, but unless there's something else we need to add to that. >> Um, so that's >> I think we want to do number one. Is that what you're kind of going to or we are you saying to go for? No, I'm saying like they sent a letter and said we'd like to propose that Burke Holder be the planner of record and I'm saying I'd like to make a motion to
reject the proposal to make Burkholder the planner of record and demand that Amy Bontmple remain as a planner of record for the worker form for Addison Township. >> Right. Yep. >> So that'd be number one. >> Yeah. Well, I'll second car. >> Okay. So, it's number one and then we'll have to go we'll go back to something else if they uh have a different attitude. Okay. Uh so, we have a motion and we have a second. Any further comments? >> Not hearing any. Well, I think we'll want roll call on this because this is going to have to do with money. >> Ed Brefield. >> Yes. >> Frost. >> Yes. >> Jenny Eller, >> Karen Gel, >> yes. >> White McDonald, >> yes. >> Bennett, yes. Supervisor Pearson. >> Yes. Okay. And that passes. Okay.
We'll move on to public forum. Anybody in the public like to speak, please come forward. Okay. I ask one more time, anybody in the public, in case there's somebody that can't hear me. Okay. Then we'll move on to Addison Township uh board reports. Anybody have a a piece of tidbit of information they'd like to share with us on one of the boards? Mike. >> Uh, thank you. I've got a coupleformational items uh for the board. Um, Addison Township has a longtime relationship with the Oakland County Animal Control and Animal Shelter. We've sold um dog licenses for many, many years. Um the county has changed direction and have hired or made a third-party uh docu docu as their um animal management firm which um basically means that if Addison Township remained a participant, we would be
able to take payments and uh do uh take take dog licensing information from our residents. Well, actually from anybody in Oakland County and but we wouldn't be able to issue them their licenses. They're going to a new license format where there's no end date on it. Um they will just renew the same license year after year. Um and it does have uh features because it's online that allow them to to do that, but um it's too much management and too much time. Uh we have about 125 a year dog licenses that we issue and uh frankly it takes it takes it was a marginal break even for the small amount of money that we got for doing that. Now it's out of the question because I've I've gone into the Docupet website which still isn't
up and running for Oakland County. And and that brings me to the second point in underdog licenses is the current licenses will be uh honored until March 31st of this year. So um it shouldn't inconvenience. Yeah, >> mine is longer than that. Yeah. >> Well, you're well, you're okay until you need to renew. >> Okay. >> So, um >> can I ask? >> So, I don't want to pro I it's a treasur's duty responsibility if we elect to do it. I'm asking and kind of telling the board that it really doesn't work for us or our residents. It's it's the people that are able to use online services easily should have no problem. I just don't see us having enough residents to make it worth the time and effort um to have our people doing
all this document entry. um initially for um our our residents. >> Let me ask you a qu then. So what you're saying is now you can do it right online yourself at your own home and they'll mail well you don't you keep the same dog license. It's just >> they'll issue yeah your first your first new license under docu will have a serial number not a date. I mean, they do have a serial number on them anyway, but it won't have an expiration date. >> And so, you can keep renewing it at home on your own. Then why are we doing it? >> And you still have to you still have to upload your rabies vaccine for renewals. >> Um, which means currently we accept and visually verify the vaccine dates. We don't have to
record them. We don't have to save them. This is this is a departure from that as well. it has to be uploaded which takes time etc to do so. Um >> that's why we have the library >> cuz they can help with that. They have an internet server. You can go right there and they'll show you how to download it all right there. I mean >> license on >> that might not be a a bad partnership for >> you're going to go in there and she's not >> she's getting ready. Um, I'm what I'm visualizing is everybody that doesn't like the computers, who doesn't even have a computer, they're just going to say, "I don't have a dog, you know." So, when if something happens with that dog, but I I use them because of
the rabies, you know, I get the little card and then it says, you know, you need to do a rabies. And that's how I keep track of my rabies card. >> Yeah. >> So, I don't know how really how that's going to work together. >> And frankly, neither do I. But I can tell you that most of the communities now I got this from the manager at animal control. Most of most communities are pulling out in Oakland County >> and it is the way of the future. Everything goes that way now. I mean >> everything. We don't >> I know. Well, we don't we just got computers. >> They give you an idea. >> No, they don't. >> It's going to be so you send it in. >> Does it take like two weeks to
get your tags in or did here it's instant? >> Right. Correct. No, they they don't. >> Okay. >> They haven't made a promise. It's they they'll process I guess that and that's the other part is it's not even up and running yet. it it was supposed to begin January 1st. We're almost 3 weeks in and and it's still not working. They're not ready. So >> So it's no different than ordering something from Amazon actually. You know, I mean that's basically >> and and you know there are features you know that people will like but >> like takes three months to get it. >> So that'sformational if you if you >> okay if you have a reason or a after giving it some thought you want to talk about >> Yeah. Let's let's see. >> Convince
me. >> Tell us when it up and running and see how it's working. >> When will that be? >> Well, >> hopefully before March 31st. >> So, if it's not up and running, then we still have to provide that service here, right? >> No, there's no we don't have licenses. >> Oh, >> so they're they won't take them. County county will not allow us. They've shut their system off as far as new >> and renewal. >> Oh. >> So, we just have to wait till it's up and running and then do it >> and then complain. >> Exactly. >> And then complain. >> And then the other point I wanted to make was and this isformational is uh we all benefited uh indirectly from the uh um the uh small from our ARPA money for
lack of a better way. Well, our we've closed out our account and we're uh no longer have to make reports. So, the 651,444.96 has been uh approved as properly, properly spent, properly documented, and we have closed out the account. So, there will be no further uh need for reporting uh on that. And that's that's been a long time coming. So, and that's all. Thank you. >> Okay. >> Anybody else? >> Um, it's not an agenda item, so I just want to tell you briefly, I was able to do a little bit of checking for grants for playground through the state. There are three different types of grants. Um, next month, I'm hoping to have that information. and it actually shows you the percentages of the grants that are approved. We will also need to hire
the engineer um to finish a site plan because our site plan is no longer valid. So, I'm hoping to get an estimate from him as far as how much is he going to charge to update the site plan, how much is he going to charge for the RFP, etc. There's a whole list of items that the engineer is going to have to do um in researching at the state level. Uh they said that we probably should have a public hearing. Um and then of course I would have to go out and garner support for the playground. Um but at least if we have a public hearing, maybe somebody will come and speak on behalf of the playground. Uh so it's going to be a very uh hard hill to climb on this one, I think.
And I don't know if we're going to actually be able to do it for this year, but we'll see. >> Ok. Anybody else? Yes, >> I have one thing. I believe we're meeting next week for the art area cable commission committee, but um Terry Styles has sent out an email saying that uh we had those failed house bills last year about the basically taking away the payments for the public use or local >> right right of way. Yeah. >> You know, community cable. So, um they apparently there's been two brand new bills that have been introduced this year. So, I don't know anything about them. She just sent out an email saying that >> they're basically the same same renewed >> to our advantage or uh not to our advantage. >> Not to our advantage.
Well, I mean, at this point, the funding that we get is that we voted to turn over 100% of the funds for the next couple years to >> from May of 2025 to May of through the end of 26, which means the last monies would go in 2027. >> May May of 27. >> But we used to get half of that money and we would use it toward whatever. So in effect we would lose funding if we didn't continue to put all that money into the act area cable mission. The point being if they lose the funding but operate so I'm sure Terry's going to follow it like usually does but just >> Okay. Uh anybody else on the board report? No. Okay. um legal communications. Don't have any uh supervisor's report. I was just
going to bring up that Gravel Ridge was in today and um they've gotten their quotes and um um they're proceeding and um it may even come in less than that because um that's a private road and like I said, everybody in Addison Township owns a back hole and a bulldozer and um and especially on that road there's an awful lot of them and um they're all builders so they're already contemplating that some of this um they can do themselves, their drainage and their other stuff. So, uh it may be a lot less uh depending on how much they get done themselves. So anyways, um other than that, I don't have anything else uh uh for the supervisor's report except that it's uh been really cold and the good thing is is that because it snowed
and got cold, um I'm not getting any more complaints on the potholes and all the back roads because they're all filled in now. So until the thaw comes, we uh so far have uh eliminate that problem. So, but anyways, other than that, um I would entertain a motion for adjournment. >> Also move >> motion and support. All those in favor say I. I. Anyone opposed? No one opposed. Our next meeting, uh February 17, 2026. Thank you.
