allegiance to the flag and the invocation by Mr. Hawkins to the flag of the United States of America and to the republic for which it stands one nation under God indivisible with liberty and justice for all. ready to sit again with us. We thank you for everybody's help and make it here today. We pray that you grant wisdom as we go through today's meeting. And um we also just pray for the residents. We know it's sick season, so we pray that you keep everybody healthy. In your name, amen. >> Amen. >> Okay. Officers, please. >> Sure. Just one second. >> President Moore here. Alex Kennedy >> here. >> Pelichek >> here. Swack >> here. Hawkins >> here. >> And for the record, Lorie Zelnog and Katherine Kennedy are in attendance. >> Okay. A motion and

support for the minutes of the December 8th meeting. I will make a motion to approve the minutes from December 8, 2025. Support. >> All in favor say I. >> I. Opposed. Hearing none. Motion's carried. Next. Can we have a motion and support for the agenda of tonight? >> Are there any modifications needed? >> No. I will make a motion to approve the agenda. >> All in favor say I. >> I. >> Opposed. Motion carries. We'll go to the uh treasur report, please. I will make a motion to approve the treasures report. >> I have a roll call, please. >> Hawkins, >> yes. >> Swack, >> yes. >> Pelich, >> yes. >> Kennedy, >> yes. >> Oh, I'm sorry, Bill. I'm rusty. I took one I took one meeting off and see what happens. >> You

can't go to school anymore. >> Yep. >> Okay. Next, accounts payable. I have a motion and support for accounts payable, please. >> I'd like to make a motion to pay the bills in the amount of $11,348 for general, $13,51546 for major Z for local and zero for park recreation. Have a roll call, please. >> Swag. >> Yes. >> Hawkins, >> yes. >> Kennedy, >> yes. >> Moore, >> yes. >> At this point, I would like to ask if there's any uh public comments. >> Yes, Dave. Um Dave and I are here to see if we can get our alley back. What's in the map of 1884? We want our share back. Um I brought this up before hearing so info. Um I understand Mike had his share. The village already has their share. I don't

have mine and Dave doesn't have his. I've been talking to him to see what we can do about getting his building back running again. And the way to do that is have big enough septic field. Now back in 1884 they were left to land the way it was. They had no problem somehow that alley was used and it wasn't even an alley. By definition it doesn't even come close to an alley. You got to have 20 ft and you'd only have 17 because there's a pole. Before any of you were here, the pole was in the middle of the alley and at some point they moved it. I can't remember when that was, but it was moved. So, you still have 1700 or 17 ft. And the alley has to have a way to get

in and get out. So, that's not possible. That's why we have a oneway over here because things are in the way. I don't think it should even be called an because it isn't. >> Well, it's still easement. It's still public utility easement. >> Well, that's a question. >> You can't block easement. >> That's a question, too. Um, I went down the county. I went to the register of deeds and they always told me, I don't know what this is going what's going on with this. It makes no sense. So, finally, I have a friend there. about an hour and a half looking at all this stuff and she sent me to another place where they showed everything. >> What's the name of the other place? >> It's it's it's a it's a part of the

county. >> Okay. >> But apparently they have a lot more info cuz I went to the courthouse which probably is limited in how much they can store there. I went to their annex or whatever it was and they gave me quite a bit quite a bit of stuff but the stuff that was important basically um it's it's uh it's our property cuz cuz there was no record of it not being and that was what the whoever wrote this uh this paper it was it is uh I don't think I have it. You have it though. It was the determination of what to do with the alley and it looked like lawyer language to me and it it stated >> there's a lot of lawyer angry. >> Well, here's the one that's rather important. It says,

and this is one of the last statements, it said, "Therefore, the approval of the village council at their regular meeting March 5th, 2025, which you are here to review the ma the matter considering the responsibility to address the matter of the disposition of the property in accordance with Michigan law, which provided adjacent property owners equitable distribution ution of the abandoned property. That's what I'm after. >> Can I ask you tell you something here? >> What you need to do >> is take your request, submit it in writing to the council for us to be able to hear it. >> Well, I thought I could we have to have it in writing. >> Okay, that's that's simple. >> You have to you have to specify exactly what you're standing up and talking about in this letter

and exactly what your reasons are for what you want to do here. Okay. So, just saying it doesn't mean >> it it none anymore. It's the the legal people have to see it in writing. >> That's that's fine. I don't have problem with that. >> But I I do want to help K get his place back and I I'd like to give I but I pretty much I don't see any hope. I mean, there's it's just it should have been this stuff should have been solved in the early 1900s and it wasn't. And it's not your fault. >> No. >> And I'm glad you're here because we need people like you to do this stuff. So, don't think I'm negative because I'm not. I don't feel good today, but uh I had a broken leg

for a couple months and uh still hurts. But the cast yesterday or the day before still crushes I don't care. So anyway, that's that's what I wanted to know. So we'll we'll do that, right? >> Yeah. Yeah, that's that's the legal way to go about it. >> Okay. Well, that's fine. It all started when um every time I talked to Janet, she wanted to have a place to put all of her museum at and she wanted that store to be open because that was their store for what 40 50 years posters. Um, so she had mentioned that she I mentioned, well, maybe you could talk to Dave, we could get it open and you could put your museum there and we could put it in a way where it's behind um, plexiglass so people could

see it. And uh, and we had a good conversation about that and I said, "Well, we have to make sure that he can get it open before we can I don't know. Will that end up with family in the future or will that be distributed at an auction? I don't know. >> I I don't I can't >> I can't speak for that right now, Dave. It's not It's not something in my wheelhouse that I deal a lot with. >> I would have to research it. >> This is a good time to to figure this out before it's too late. Dave said he'd be willing to have it go in there. And so that's where we stand as far as I know. He he wants to do something there. I don't know what, but it's not

doing any good the way it is. Mine could be expanded, too, but uh I just uh I don't have energy. I uh it's got to go to somebody else to do it. I got my mind on that. It's going to go to somebody within the next year or two. I don't know. I' got people get the running equipment in there. I figured well at some point somebody come in the person that wants it to plenty of money. do that. So, I got a couple of them like that. They got plenty of money to make it happen. So, we need to get this resolved because it just I can't do it if we don't get >> No, the first thing you need to do is is put this in writing >> and submit it into the

office. >> Okay. I'll go tell my wife and she can create something. >> Be as specific as you can be. >> Yeah. with with with maps and data and things like that to make sure >> you need to be as specific as possible. >> Oh, it will be >> as as as mentioned if you got any architectural data to go with it or anything like that, you have to have all of that. >> Specific is really hard to work with. >> Yeah. >> What you say? >> Maybe you're just getting as old as the rest of us. You're hard to hear. >> I know this is >> you need to be as specific as possible. If you have any architectural drawings, if you have any uh dimensional drawings or anything, you need to supply us

with anything and everything that will help us come to the right decision to make it work. Right. >> Well, I'd like to know what happens >> like >> a decade ago or a century ago. >> Wasn't your friend able to tell you >> that at the other place didn't build any? >> Uh no, they didn't know anything about Leonard. They just pulled out a bunch of stuff and gave it to >> them. They don't deal with that. They just I think it's just a storage here for all kinds of paper. >> Okay. >> But uh we got a lot of threats to do this. I'll do what I can. I don't know when it was taken away. I got >> Okay. >> Thank you. Thank you. >> He just dropped the mic on us. >>

Yep. >> Have a nice night, Dave. >> Thank you. >> Okay, we're on to new business. >> So, we're putting together a public hearing for 4285 Forest Street. U this will be the second hearing. Um the reason for this as per our lawyer is because there's a new set of lawyers and we can't we can't just take it for granted. They know everything about what's conspired up till this time. So we're giving them a chance to contest the demolishing this building again is what this amounts to actually. Yeah. So we're we're going to have it here. We're working on the February 5th or February 10th at this point right now. It's it's a public meeting. It's open to everybody. So, I have a little more >> more ice storms and I won't be there. >>

So, I'm going to go right to old business number one right along with because it's about the same thing here. So, according to John, I talked to him about this. We were only supposed to tell him certain things that he's allowed. So, now what he's telling us is anybody who calls and asks for any and all inspection reports, we're to give them to them >> for 4285. 442.85. He wants them to know everything because it's on a hot sale right now in the auction for a dollar a bid >> and they're not hitting their minimum. >> No. >> So, >> no. >> They got up to 20 grand. They didn't take it. >> They'd have to get They figured I think at one point John told me they were looking at 60 grand before they

could get out. >> Oh, yeah. I That's the number that they had. >> So, I don't think uh they're going to see that anytime soon. I think people see a dollar hoping a dollar and hey, what the heck? I got 10 bucks. I I could say I've done it. >> I don't know. So, number two. So, this came about when uh we were uh Katie and I would have been working on this for a few months now. >> Are we back at new business number two? >> Yeah, new business number two. Yeah. So Katie and I have been working on this and we have a meeting coming up and uh on uh this month on the 20th about funding for federal funding from from the House of Representatives >> here 7 o'clock or is it

somewhere else? >> No no it's going to be at 10:00 in the morning down at her office in Lisa Mlan's office >> in Lake. Oh, do you want >> 10 a.m. >> Do you want people to attend that or no? Is it just >> No, I I asked if I could bring Katie with me. I've been talking to the district her district director. >> Makes sense. >> The whole area and he's so I said, "Hey, you know, can I bring Katie with me?" Because he knows who Katie is. She went with the first meeting with me and stuff. So, he said >> she don't want anybody else to follow along >> if you want to come that badly. >> I wouldn't say no. >> Just I wasn't sure if it was more of a closed

door. like you never want to antagonize them. So I >> tell you one thing I did get yours truly did get to do before just December 23rd I had a meeting with Lisa Mlan. >> Okay. >> Our our congresswoman. >> Yep. >> And and I met all kinds of dignitaries that were there. It was >> that's a little intriguing. >> It was an called an a-olitical meeting was just a meet and greet kind of thing. Yeah. So I was there from about an hour and a half. I met a lot of people from from Roing Wary and other dignitaries like Mark Hack was there. >> Okay. Yeah. >> Johnson, Christine Miller, >> you know, I grew up in East Point. So I I grew up listening. >> I was going to say, yeah, you hear

all these names, you see all these signs, right? Mark Oakland County guys, we kind of I met the the mayor of Park and she was holding up a corner and I she said, "I'm the president." She said, "Yeah, I'm" She said, "Do you know anybody here?" I says, "No, we'll just hang out together. You're holding up the corner. I'm looking for a wall to hold up." >> Yes. Got it. >> So, we spent the morning there. So, it was quite nice. So, I have a different perspective with a lot of people talking to them one-on-one. It's just people. >> Sure. >> And nothing at stake. >> Uh, and this is a meeting for >> funding. >> Federal funding >> for the uh forestry project. >> Forest Street project. And that's why I asked if you

wanted more people just >> they also want to know about the mill project although I don't have any numbers to give them right now. >> What happened to that guy that was here that >> for the mill? >> He's still with us. >> Yeah, he's still with us. I don't have the Mil Street on here, but but we're we're preparing to go to DNR and ask for >> Well, did you say that MLAN's office wanted to know something about it? >> She did. I mean, I asked about it. Everybody knows about the mill and she knows how she I tell you she lives right around a corner from us. We went to her house. >> Oh. Oh, that's kind of >> She just lives around a corner from us. >> Okay. >> Huh. >> But

we How much do you get to say in a meeting like that? Because she had to spend time with everybody else there. >> Well, I just want to make sure that we are prepared with anything we have just in case the question was to come up. The big impairment is for me to to find out how much it's going to cost to put that building back together. The grounds are usable. The grounds are usable the way they are. >> Gotcha. >> You know, but there's if we're going to put in toilets, we're going to put the drum levels and stuff, flushable toilets there. If if we're going to be putting up uh we're going to put up another part of the building back up. Uh that's going to, you know, I don't know what that's

going to cost. It'll be a foundation worth, you know, it's it's a long haul. This is going to go on a long time, >> but really it's to stay focused on the roads because that's the >> Yes. >> priority. >> Yes. >> Okay. Let's go to the next big problem. Number two, on oldest old business 23 24 audit progress. I have I have now wished I would have pulled these files from this bag last fall because he's done nothing but scream me along and now I can't get a hold of them at all. So now I'm, you know, I'll be down in Oxford looking for them tomorrow and I I have to hunt them up to get anything. I need a dollar figure. So what we didn't do right when we when we said, "Okay,

we're going to hire Raina as our new CPA." What we didn't do right was what John wants is a dollar figure. I can't narrow her down on a dollar figure because it's a fluid figure because it's based on how much they have to do. So it's hard to get to. I just want a window so I don't have to keep coming up to you guys saying we need more money for this. We need more money. >> So just just as a quick question, John was our old CPA, right? >> Approximately what were we paying him? >> No. No. John's our lawyer. Our old was Michael Dere was our was our old CPA. >> Can we just set a target window for what we were paying Mike as to what we'd have to pay the new

CPA? >> You know what, Katie? And I'll look at that tomorrow in the office. Katie, write it down. We'll look at that tomorrow. Or could we do a not to exceed number and just say, you know, for we get our feet wet. Can we do a not to exceed that way we can start moving forward? >> I know she has a minimum number because everybody I was doing with the financial uh advisors. >> Yeah. >> Which I haven't signed that yet, but I'm ready to sign that as soon as it gets back to John. John's looking to approve it. When he is approved, I'm going to sign it. We'll have our financial advisor in place for the rope >> for the bond. But like I said to get her started whatever we were paying Mike

not to exceed move forward that way there's only maybe one amendment to this >> we say you know the initials for what we expect for 2026 we can do this and then as we get more comfortable with each other then we can adjust numbers as required. What I'm finding out now from is that this form of CPA, the municipalities, people that do government work and things like that, CPAs are becoming a specialized group. >> They're moving away from just general CPA. >> Yeah. >> So that's why Mr. Degrees doesn't want to do it anymore. He said he's not just doing it against us. He said I'm not He said I'm not going to do any more municipality work. >> At some point it's going to be like getting the police involved because he's holding our

stuff hostage. >> We've entertained I, you know, I kept thinking he's so close. He kept telling me he is so close. I'm saying, "Well, if I pull it now, we have to pay him almost everything for this and then I'm going to have to pay Raina for all of it again." So, >> I didn't want to spend the money. >> Getting close. >> I'm sorry. >> Are are we going to be at the point that we're going to miss out on funding or anything >> if we don't pull it out? >> We may soon. We may soon. If I don't get this going, we may lose some state funding. >> So, >> the federal funding, no, that window opens up next month. That's a different window. >> Do we have a contract with him? >>

I can't answer that. >> He's been he's been over 28 years he's been the CPA for Leonard. >> Well, I appreciate the time that he spent. However, >> yeah, >> if I have to get the job done by somebody else, him getting paid is kind of get the job done. >> It's a lot of money. That's the only thing. It's the same time frame that he's taken our taxes to be done. >> What do you do? >> Well, they're not doing it on >> and we pay him. >> Yeah. >> Let's if we can get the documents back, find out what the status is, we'll worry about payment later. Yes. >> At this point in time, that's not what's critical. I think what we need to do is make sure we get the documents back,

get them to somebody that can either finish them or if he hasn't. >> Yeah. Because it'd be interesting to see what they come back as and what the status >> It'd be nice to to get eyes on them to see if he's done anything. >> No, no, no, no. I agree. I've had it with this guy. I mean, I I'm working overtime on this guy. I ain't getting nowhere. >> Bill, at no point am I trying to find fault with you. >> Oh, no. for the last what was it 4 months ago he said he still had 120 hours on the contract which is 3 weeks >> or he had 120 hours left which >> I I remember specifically asking if that meant 120 hours of work 120 hours of pay 120 you know what

that 120 hour figure means >> so I I I think at some point in time we're either going to have to get it back and and deal with consequences on the other side >> and that's pretty much what he was doing is holding me on monthto monthth and telling me it's going to be done and I say well why would I pull it now but we owe him almost everything when he's finishing up the two years that he's auditing and and then pay it again so I was trying to save the village a little bit of money and maybe I shouldn't have >> but that's that's the route I took >> well I would say let's let's get the status and the documents and we'll determine >> how to proceed after we get our information

After the meeting, I'll fire off an email to John while it's fresh in my mind and then we'll discuss it tomorrow to see what I have to do, what our rights are in pulling these files. >> Yeah, I agree. >> As quickly as possible, that's >> because I almost don't I don't care what status they're in. If he said, "Oh, I only have a couple hours left." That's going to take a few months. I don't really care. >> I I I can't byp anymore. I mean, he's >> correct. He has not held up to any reasonable due diligence and no time is of the essence. >> I reminded him of the fact that he told me last August when he came back from vacation at the end of August we were priority one. >> Yes.

>> And we have never been priority one from that point on. We have just been one excuse after another. >> If we were priority one, I'd hate to see priority two. >> Yeah, >> I hear you. >> I just wonder if we were >> priority list. >> I don't think anybody is. >> What if we were to place our eyes on them? If we were to if you were to actually catch him there and say, I want to see like the audit right now, I want to see the books. I think I'm entitled to see them. What if nothing what if none of it's done? >> That's well, let's let's get get what we have, >> get the status, get up to Raina or or whoever the new CPA is. We get her an NTE

or whatever. >> Yep. >> Let's get them rolling on it and then we'll figure out how >> them figure it out. >> Yep. all this up to John and we'll see what feedback I get tomorrow. >> No, I 100% agree with talking with the lawyer too. There's >> Yeah, he definitely >> even if we spend 500 bucks talking to him, that's going to potentially save us. >> Who knows how much, >> right? Aggravation. >> Mhm. >> Y >> Okay. to talk about the next. >> So number three, the forest street resurfacing project, the geotechnical report. You guys already have on that, right? >> Yes. >> That's not There's nothing new in here for me to report on that. Everything is is uh the status the way. Although we just uh got a bill we got

we have to pay. >> I saw that in there. >> We paid and Webster sent us an invoice. >> I saw it >> like in the last couple days. I paid them last month. Yeah. >> Well, there's a 13,000. There's a big big one that I paid last month. I haven't seen anything since then. >> Okay, let's go to number four. Nature Park land sale. >> It's It's technically We're done, but I've got clean paperwork now with all the mistakes out of with the buy purchase agreement. >> Do you have I brought it back now. Do you have the um because you said that they had to get the the split or the uh the approvals. >> We Yeah, we can't do >> split. It kicked us back. It kicked me back from Addison back

here and said you guys handle all that. >> We the We're the buyer. We can't split their property. >> Correct. But when they ask for it, they have to ask us. They don't ask Addison. >> Well, they ask us. Yeah. >> Well, whatever they got. They all I know is the >> I don't Do we have a form? >> Yes. To split their >> form for what? >> Do they have a for splitting their property? Because I will look tomorrow. >> That's I went into Addison and they I said this this is what we're looking for. Whatever form that we need to do. Let me have the form. That way I can at least preempt it. Give it to these guys. We could prefill. She's like, "We don't handle that. You do." >> Oh, I'll

look for it tomorrow. >> I said, "I guess I'll go look for it." >> Okay. >> I guess I'll go check it out. I'll add that to my list of things to see if I can find >> if there is one. If not, then we we may have to put one together. >> Got it. >> It is what it is. And if we need to, I can probably gather some from other cities and see what they do. You know, something like that. We can pull some maybe some similar cities have them online. >> Well, they they do have they did have a fire uh agreement that I gave them, but it had a mistakes in it until Don't sign that one. Wait till I get >> Yeah. So, did you get the new one all

set? >> I got the new one, but then they were gone. I think they've been at the store for a couple weeks rather than being they weren't around uh Christmas time or anything. >> And we did have the answer to and I think Bill had given I think you called me back and said the reason that we had to split the two properties and then add that little chunk to the Leonard par parcel. We can't leave that little chunk by itself. U is because no municipality can leave it as a little tiny hunk all by itself. >> They have to combine it. They can't have these little tiny sections all over the place that are like garbage >> developable land. >> Yeah. So they had they have to be lumped into whatever is adjacent to

them and stuff like that. So that made sense and that means to me that meant >> that the P that purchase agreement can go as is with the corrections that were made. >> Well, let's go back to truck maintenance. Let's go to DPW. So I'm still having trouble with hydraulics. I'm going to probably have to get that guy in. Now I did get a trickle charger. So the truck's starting now when we need it. So we don't have to wait and charge it up and see. Hopefully the battery is still okay. So I did buy a battery. So I didn't go out and spend money on the battery. So right now that's functioning, but I may have to eventually. So >> you probably will have to eventually. >> I'm assuming that's what it is. >>

But but it should be better for the batteries and everything if the system is maintained throughout the year. Yeah. We just don't use it enough. So that would be too Oh, and of course with the ice storm, we dumped about 10 tons of salt during those storms and we still couldn't keep up with it. That was pretty bad. >> And the low hanging fruit on the trees ripped off the strobe lights on the top of the truck. >> Oh man. >> So we got to replace them. >> Sucks. You can't win. >> Did it damage the truck or >> And it took off the tail light in the back. One of the high ones. So, >> did it damage the truck or just the lens? >> It just the lenses are shot. The lenses just

exploded. So, >> I'm sure >> I don't know how old they are. I don't know if I can find it though. I don't know even know where to go. I got actually I got to call Mike about that. He knows where the truck people are to get >> sometimes. And we got some random stuff on eBay Motors. Amazon. >> Got a lot of stuff. >> A lot of random things. >> I can't find a starter. Okay, let's go into uh president's report, FOIA report. I don't have one. We're we're okay with that. I have a gal threatening to do one if we don't give her the inspection reports for 4285, but now that we can give them to her, it's not going to We're going to ship that out to her tomorrow. >> You're not

having them do those foyas to get that information anymore? >> They don't have to. No, just give it to them. Good. >> Give them everything they need to make a determination on whether or not they want to buy that. Good. Do you have anything on C? No, nothing on CDBG report. No ordinance enforcement. Thanks to Jennifer, I took care of one on 128 East. No phone. >> Oh, you did get in front of her. >> And I talked to her. Nice lady. >> Yeah. >> And she said, "Well, it's not me. It's my husband really." >> Yeah. >> And I said, "Okay." I said, "I realize it's, you know, the time of the year and everything." She said, "No, we we know we have to do that." Okay. Okay. >> So then they got they

got a a >> dumpster out back or something >> dumpster out there right away and they had it cleaned up in two weeks. It's gone now. So the yard is pretty well >> good. >> There's some real old firewood sitting around in there. So somebody wants some firewood. >> Oh yeah. >> That's all I have and we have no summer festival committee anymore. >> I guess we remove Should we make a >> Yeah, it should. I'd like to make a motion to remove Sona Festival Committee from the agenda until further notice. >> All in favor say I. >> I opposed. Motion carried. >> And it would be nice that Brandy would get the stuff out of the >> only email I have. She never responded. So >> she responded. Why don't we just get rid

of >> That's a time if anybody would like a deadline since July. Well, since July >> where where is it? Back there. >> Back there. here, but the voting I mean, it's just a bunch of stuff. >> I would just give her a deadline and if she if it's not, >> she doesn't respond. I'm not >> That's okay. Just donated. >> The no parking signs. >> Is it donable? >> We're in the salt bar.
