wants to >> like to call this meeting to order. >> You're the one that does doodles, right? >> This is the regular meeting of the uh North Oakland Transportation Author Authority or NOTA as we like to refer to it. Um this is the regular meeting, >> okay? >> Being held Thursday, December 18th, 2025 at our host community of Oxford Township. I'd like to ask everyone to uh Can I get one of >> respond to the roll call and then we'll have uh respects for the flag. So, whenever you're ready, Lyn. >> Okay. Sorry. >> Um Mr. McDonald >> here. >> Mr. Bernett is excused. >> Uh Mr. Brafield >> here. >> Mr. Ferrari >> here. >> Miss Wel is excused. Uh Mr. Curtis >> here. >> Mr. Moore >> here. >> Mr. Mador Here >>
we have Alison's here. >> Oh, Alison. Yes. Sorry. And your last name? Alison? >> K E M. >> Okay. Thank you, Alison. U Miss Cap. All >> right. And um Granger is not here. Mr. Flood. >> And lost a second. Did I get everybody? Most >> just >> No. Village of Lake Oran Lake. >> I'm staying forward. I'm the alternate for Nancy Mo. Thank you. >> Thanks, Stan. And welcome. Appreciate it. >> Same for you, Allison. Thanks for joining us. >> Thank you. [clears throat] >> Okay. Uh we have a quorum. So we'll move on now. Uh ask uh Mr. Breakfield to lead us in the pledge of allegiance. To the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice
for all. >> Still say an invocation say stand. >> I'm going to give away one day. >> Thank you. >> Say okay. [clears throat] >> Okay. Um, first item before the board is the uh agenda that's been provided. Um, just to note that uh it was amended right before the meeting. Um, so if we lose you in the process, I think Lynn might have an extra >> agenda here if anybody thinks they need it. [clears throat] Um, so with that, uh, what is the pleasure of the board? >> Mr. Chairman, I move to approve the agenda as amended. >> I'll second. Any questions on the motion? Hearing none. All in favor of the motion to approve the agenda, please say I. I. >> Opposed, please say no. >> Moving on to the minutes. We're We
have the minutes of our last regular m meeting that was held November 20th, 2025 here at the Oxford Township offices. Are there any questions, changes? If not, a motion to approve the minutes would be in order. I'll make a motion that we approve the minutes as written. >> Second. >> We have a motion and second. Any questions on the motion? Hearing none. All in favor of approval of the minutes, please say I. >> I. >> Opposed, please say no. >> Okay. At this time, we'll have our director, Lynn Gasi, uh, give us her November report. >> Good afternoon. Um, our writership for November was down a little bit. We've had some, uh, um, well, there were other holidays in November and some illnesses and leaves, but, um, it looks like we are moving back up
in December. Uh the big item that we have uh that was kind of shocking this a couple weeks ago, our beloved deputy director of Pavila decided that her and her husband are pursuing a business venture on their own and she's leaving Nota. So it was really shocking for us. Um she's been amazing. Her last day is going to be January 16th. Uh but we um and Emma's been just an incredible leader. She's done just an incredible job in the three years she's started. uh she started as a dispatch dispatcher and has just grown to be deputy director. She's incredibly capable and a strong person. Um but we did uh post a position externally, internally. Um and we did receive some really great candidates and and we actually hired someone today. So they'll be starting um
January 5th. Uh his name is Marcus Garvin. He's a veteran. Uh he's served three tours. He's um purple heart. He's got an incredible heart for service. He's uh he's worked with um um he really wants to only serve and uh incredible glowing recommendations. He came in today for a um a test where I kind of gave him the data and raw data, make sure he could do some Excel and and give me a summary. And he in a very short time we have a three page summary of uh KPIs and things to work on. And I'm like, "Okay, this isn't a case study. This is real data and we've got a lot of work to do, but I think he's going to be a really strong addition to our team and I think it's um
he's a very humble uh hardworking person and I'm anxious for you guys to meet him. >> Did you say you had a purple heart? >> Yes. >> Oh god, [snorts] you got to be kidding. How do you spell his last name? >> Garvin. G A R V I N. >> Local guy. >> Davidson. >> Okay. already 50 people got the purple heart >> right now just really amazing person. I think that it's going to be as much as we're very sad about Emma leaving, I think that um we're excited about having uh him start in in January. The other uh item is that apparently the trolley is going to be sold next year is what I was told today. So that's kind of uh I'm not sure if anyone else anything else, but I that's
what I was told today that it's um it's been dying and I know that it it It's been uh >> okay. It's >> been an adventure. >> Yes, it has been an adventure. Yes, it has. Um I think um Smitty kind of had a hard time getting the trolley just parked where the supposed to be in Seymour Lake Park. I think is uh might be its final resting place. I'm not sure. So, it's been it's been not running very well lately. >> Was the Polar Express was the nice >> way to round it out. >> Yes. Okay. [laughter] Use it also for our >> park tour. >> Yes. >> And it was it was awesome. >> It worked out for you. Good. Good. Good. >> The heater works real good to back. I like roast
them to death. >> Oh, wow. All right. All right. Um and the other thing I didn't have in my report is that we just received a grant like a safety grant for an AED and um eyewash station, some traffic cones, and some like high visibility vests and whatever for like worth $2,500 with a it's a matching grant. So, we pay 2500 and a matching grant. That's >> that's for the facility. >> For the facility. Yes. >> And the the vests are for the drivers, the high visibility dress. So that's um and everything else we'll go over in the meeting unless anyone has questions. >> I'll move to receive the director report. >> Thank you. >> We have a motion to second to receive and file. Any questions on the motion? Hearing none. All in favor
of filing the director's report, please say I. >> I. opposed, please say no. It is being received. All right. This is an opportunity for the public to address the not board. Um we ask that you be brief and to the point. Um is there anybody that care to address us? Hearing none, we'll move on then to uh financial activity. the board has received the financial activity and the 2025 budget adjustments. Um those were the reason for the reissue of the agenda or the packet. >> So um what is the pleasure of the board on the on the uh we actually do need a motion to amend the budget. >> So um what would be the pleasure of the board on AA? I would move to uh approve the financial activity and 2025 budget adjustments. >>
Second. Thank you, Joe. >> Absolutely. >> Uh [clears throat] Mr. McDonald, >> yes. >> Uh Mr. Brafield, >> yes. >> Mr. Ferrari, >> yes. >> Mr. Curtis, >> yes. >> Mr. Moore, >> yes. >> Miss Chem, >> yes. >> Mr. Flood, >> yes. >> Mr. Ford, >> yes. Okay, moving on. Um, the board received the uh list of uh accounts for approval of the bills for November. If there are no questions, what's the pleasure of the board? >> I'll go ahead and make the motion to approve the bills. Uh, the amount 598, uh, $11.39. >> Second. We have a motion and a second to approve the bills as presented in the stated amount. Any question on the motion? >> If none, could we have a roll call, please, Lyn? >> Uh, Mr. McDonald, >> yes.
>> Mr. Brafield, >> yes. >> Mr. Ferrari, >> yes. >> Mr. Curtis, >> yes. >> Mr. Moore, >> yes. >> Miss Kemp, >> yes. >> Mr. Flood, >> yes. >> Mr. Ford, >> yes. >> Okay. Motion carries. [clears throat] Okay. Item number nine is a close session. Are we still on for that? >> Okay. >> Yes. >> So, um it'll be necessary for us to have a motion to go into close session for attorney client privileged communication consideration and then we'll have a roll call for doing for for that motion. >> Mr. Chairman, I move to uh go into close session to discuss attorney client privilege communications at uh 5:41. >> I'll second it. >> Okay. Uh can I have a roll call real quick? >> Yes. Mr. McDonald? >> Yes. >> Mr. Brafield? >>
Yes. >> Mr. Ferrari? >> Yes. >> Mr. Curtis? >> Yes. >> Mr. Moore? >> Yes. >> Miss Kemp? >> Yes. >> Mr. Flood? >> Yes. >> Mr. Ford? >> Yes. >> Is it >> okay? The chair will entertain a motion to add a new item to the agenda under new business preceding the 2026 no to meeting calendar item. >> Okay. >> Is there such a motion? >> So move. >> I'll second. >> All in favor of the motion to add and add the item to new business, please say I. I. >> Opposed, please say no. Okay. So, we will finish out >> and I'm sorry, who who made that motion? Um, was it Flood and and Brefield? Okay. Thank you. >> Okay. So, we'll finish out uh item 10 and then move into new business.
>> So, Lynn, I'm going to leave this to you. Not intergovernmental agreement update. Where are we on uh having the proper number of participating communities? >> We are um I think today we we got Jack's >> and we and now we just need um Kelsey Cook and that's just up the village of Oxford. So we can u bring that over and I think then we'll have all of the signatures assigned. >> Oh it so it should >> I'm sorry. >> We voted on it so it should >> Yes. And I know Joe said it. He was um Oh yeah, maybe you could take it even back. >> I am prom. >> I'm prom council president signing. >> I don't know. >> A question. Yeah. >> It should I think it should be the the acting
elected official that >> that's going to go in our records for a long time. It's nice, >> right? Or maybe you could take it back to the office potentially and ask. Is that Or unless is that a problem? >> Oh, okay. That would be >> Is that the one with all the signatures? >> All the signatures. Or do you want me to do it? >> Get them all tonight except >> Yes. Except for Kelsey, >> you know, cuz that's that's important. It stays with us for a long time. All the signatures. >> Mr. Chairman, I would move to receive and file the not in a governmental agreement. I'll second it. >> Motion and second to receive and f uh to uh sorry, Mike, how' you phrase that? >> Receive and file. >> Okay. >> It's
already been voted. >> All in favor of the motion, please say I. >> Opposed, please say no. >> Okay. Motion carries. >> Uh not to bylaw approval. Um everybody got the latest version. can um I did submit some uh corrections uh >> that have not been considered yet. Uh they're mostly grammatical. Um >> are those the ones from Curtis Wright? >> Yes, Curtis. >> Okay. Yeah. Me, him and I went through it. >> So, um I'm not we're not here. I don't think we can do a final approval at this point. Let's put it that way. I don't think that'll be a problem. We'll put it on January. >> Lynn, here's my comments, too. >> Okay. >> Mark Curtis's. >> Okay. >> Went over today. >> Thanks, Joe. >> All right. >> I would move
to receive and file not bylaw approval. >> Sounds good. >> I'll make the second. >> Well, I've got a question. Since we received and filed the bylaw of approval, we're not going to do it until January. Shouldn't we make a motion just to table? Because if we make him the motion to approve it, >> if we receive and file the information that was provided. >> Yeah, it's good enough. Mike already second. Good enough. >> Yeah, I'll make my motion. >> Oh, >> because it does sound the other way. We did it. >> Okay. Um, so all in favor of the motion to set aside the bylaw approval, please say I. >> I. >> Oppos, please say no. >> Okay. >> See? >> All right. And then uh subcontractors for building renovation request requests for proposal
update. Lynn. >> Yes. So we um >> the building renovation. Yes. We [clears throat] we did uh uh issue or put the the bids on um bidnet on November 28th and they are out. They have to be out for it's advertised uh yesterday in the paper. It has to be out per open county's requirements uh in the paper for 30 days. So we have to have it out there for 5 weeks. Um so January 16th is when the proposals are due for the subcontractors and we have a walkthrough tomorrow at 1:00 where the vendors will come through. >> Okay. Any questions on that? Jack? >> Yes. Um did you put this on Mitten? >> Yes. >> Okay. >> VidNet Mitten. Yes. Yes. And it's there um currently. >> Okay. Thank you. All right. Um, thank
you for the update. I don't think we have to do anything with that. So, we'll move on to new business and we'll uh go to item A, which is now the uh uh attorney client uh communication uh res uh action actionable item. What is the pleasure of the board? [clears throat] >> I'd like to make a motion that we followed the advice of our attorney support. >> Okay, we'll have a roll call for that, please. >> Sure. Mr. McDonald? >> Yes. >> Mr. Brafield? >> Yes. >> Mr. Ferrari? >> Yes. >> Mr. Curtis? >> Yes. >> Mr. Moore? >> Yes. >> Miss Kemp? Yes. >> Mr. Flood? Yes. >> Mr. Ford? >> Yes. Okay, moving on then to the 2026 NOTA meeting calendar. Um, the previously issued calendar showed uh >> I'm sorry, Mike. >>
You get I'll be recognized. >> Okay. Uh the previously uh the previous 2026 not to calendar had a 4:30 starting time which we've since changed to 530. >> Correct. >> So Lynn, what do you what do you need? What do you need from us? >> Press [laughter] again and again. >> Okay. It's just an approval. >> Okay. So we're going to modify it to show 5:30 p.m. start time. Mike, >> do we normally don't have the meeting in July or or because of our situation now? >> Well, >> we do usually not meet in July. >> Yeah, we could >> we schedule it in the event that we might need it, but we generally in June consider >> I guess we could not have it and add it if we needed it, too. So, >>
I understand. Or would take care of that in June if you wanted. I like that. The only other anomaly on here is your February 26th >> meeting. There's a planning commission meeting here at 6:30. >> Okay. >> Uh we we could have it in the downstairs basement conference room. It'll hold this group. Well, so you have it up at the top of the township board room. So except for the 26, it may be downstairs. Depends on the length of the agenda. >> Okay. And what was the room name downstairs? Is it >> basement conference >> basement? Okay. Downstairs conference room. Okay. >> What date was that? >> February 26th. >> Unless you wanted to do a different date. Or unless I don't Doesn't I just can't be there that day, but unless you want it
the regular day and not >> No, don't screw up the days. [laughter] >> All right. All right. Thank you. >> Okay. If there are no other changes, is there a motion then to make these amendments to the schedule? I'll make that motion that we make the uh amendments to the schedule. >> Support. >> Okay. There are no questions on the motion. All in favor, please say I. >> I. >> Opposed, please say no. Okay. The motion carried. Okay. Uh the village of Leonard has asked for a support letter for the Leonard Mill project. Um I believe the village president, Mr. Moore, put some sketches out um familiarize us with the project. So he will now briefly make presentation or I should say brief make a brief presentation. >> I thought I've been doing pretty good
with the briefs. >> We've all some of us have already heard it at least once. [laughter] >> Copy that paper. >> You have my permission to nap during this time. Thank you. >> Okay. So, we're going to talk a little bit about Leonard Mill, what's been happening out there. Um, we've been working on this for about 10 years to get to the point we're at now. And the point we're at now is is kind of critical because we need to we're putting a presentation together to go to DNR. So, and these letters of support from these different communities and different people go a long way in letting them know that this is going to be worth more to people than just the people in the village. We're not talking about just the village here. We're
talking about the surrounding communities. It's open to everybody. We now have sort of a permission to be able to use the grounds. That was our first hurdle. We know if you look at our building, this is uh this is our our our first architectural drawing of where we intend to go with the building. If you look at this, if you look at the this is what we have left of the building. This is the elevator, grain elevator. >> Okay. Yeah. >> So th this is what we have left at this point in time. Th this addition on the back side would be uh flushable toilets, two of them. So we don't have anything like that there now. So they're they're called family style toilets is what we're putting it in the front here where this
would be uh one of the main east west main street in town. Um there this little walls is a stone wall for a terrace that is not there at this point either. So what we need to do is what I'm asking for is letters of support from the boards that I serve on and other board. I've been to Addison Township. I'll be going to more boards. I'm going to the fire department. I'm going anywhere I can to get as much uh information as I can put on this meeting. That's that's my job out of this. It this is in concert with Oakland County. Oakland County brought an entrepreneur with us. So what happens with us is we can't make money on this. Only kind of monies we can make as a village now is to
be able to maintain this building when we refurbish it and repurpose it. So it's going to take a lot. So we we have this pilot program. We'll start using the grounds first. We'll put up tents. We have to We'll put up, you know, portaotties and wash the handwash stations because there's nothing like that here at this point. This is going to take a while. I'm just the after 10 years the next guy in line to pick up the flag and run with it here. So, you know, that's where we're at and that's what this is about. But we we'll do this in concert with Polyand Trails. We sit in Polyand Trail. We're on the easement. So we're always going to be in concert with Polyand Trail and the Billies and and the DNR is always
going to be applicable to everything we do here. So we >> clarification is that building on the DNR ement? >> No, we own the building. We own the grounds. >> The trail easement does come into the grounds. >> Yeah, it it's wide. It's it runs from the face the east face of the building probably 60 ft because that's how wide there used to be a spur there. >> Yeah. >> That's >> Yeah. >> You know, we we sold that building off and we bought it back. >> And when we bought it back, we got a grant from DNR. And with that came the caveat that >> that's who got you. That's got you. >> But but we know that >> you don't have to get the DNR involved. Don't >> Yeah. We we know that
the DNR manages the state parks. You have to think of this like state park. Y >> and we know they have concier services in the state park and they're private entities. Canoe rentals maybe in and if you go to a a rustic uh uh campground state park they they a lot of times they have little stores or something marshmallows and hot dogs selling stuff like that. Those are almost always private entities. They don't want to manage businesses inside the park. They allow people to come in and do that. So we have a little wiggle room here to present this. We have to be able to make something off this building. Just it would be serve no purpose to to do all this work and repurpose it and just let it all go to heck again
because we can't afford to take care of >> maintain. We want to maintain it. >> So what we have this they brought an entrepreneur with us and he's going to have he's going to run the business aspect of everything that's going on. So we we'll have activities. I met a uh mo uh not a movie, a a a uh music producer that wants to put on concerts in the summertime out there uh which would be great for people to come out and it's nice summer evening and have a concert. People using the trail. We're looking at bicycle rentals for the trail. People that come out and get tired of walking, they can say, "Well, we have a bike. You can rent a bike for a few bucks here and you know, take a ride." and
and we're looking for more trail uses as it goes on. As long as we have uh appealed to trail use here >> and work with them, I think we'll be okay. >> I'll make a motion to uh approve this letter of support for the Leonard Mill. >> This is the letter, correct? >> No, it is. But this was a rough draft that we were trying to look so good. >> Clerk and I were trying to look so professional. Well, it's it's got an error. Oh, it's a lot more >> and and apparent and apparently we are not professionals because this one went out instead of the finished letters. >> Are you looking for all communities to help support you or in township? We did something like this for our >> I'll be happy to come
down and talk to your board. >> I have to I'll just get it done. >> Jack will do it administratively. >> Who's our representative? I think it's our clerk. >> So, yeah. No, Aaron Watley. >> Watley Parker guy >> and Matt Feifer. >> Yeah, our treasure too. >> Well, Matt was you've talked to both Matt and >> Contact them and they'll get this on our agenda. >> Okay. >> Yeah. Um >> yeah, you need support for you to be a chair. >> What what the other boards have asked me to do is put forth a typical letter of support that they would like to see >> and then just have the board members sign it like like we do other things. >> So I'll be happy to supply that too when clerk and I get
that done probably shortly after Christmas here. >> Yeah. You get a hold of Aaron Wley or Matt Piper. >> Okay. >> They'll run. >> Okay. So, was there a motion? >> Joe did the motion and Mike did the second to authorize the chair or the executive director to send a letter >> of support letter for the letter mill. >> Okay. >> Any questions on the motion? >> Do it. Do it. >> If none, all in favor, please say I. >> Opposed, please say no. >> Okay. >> Thank you, everybody. >> Motion carried. Um, Lynn, [snorts] you already told us about the deputy director and I did. >> I guess >> we're all sorry for the we the board expresses its appreciation for her time, energy, and dedication. >> Okay. Thank you. >> Anybody else? If
not, we'll move on. Um, is this one giving us a chance to tell Allison we don't want her on board? No, no. We don't do those kind of favors. [laughter] >> No, actually, uh, welcome. >> Welcome aboard, Allison. And we're glad we're glad to have the village represented here. >> Looking forward to I know uh >> you yesterday >> for those who I sat on the pian trail with, it was very difficult for my work schedule to make a weekday meeting in the middle of a workday. So, >> we understand Christmas shopping. >> Yes. [laughter] Okay, >> thank you. >> Okay. Um, vehicle camera RFP vendor review sounds like progress. Lynn, tell us it is. >> It is. It actually is. We actually have um received our proposals. We went through the RFP process. We
received six proposals and uh two of the six did not meet our stage zero requirements, minimum requirements. So, there were four vendors that we did um demonstrations and interviews with, which we did um last week. And um we are in the process now. I was hoping to bring one to the meeting today to choose but um I was a little too eager. Um we still have to go through uh we have to finish our scoring but also our IT person has to uh review them all to make sure what's what is the best fit. I don't want to get this far and wait this long um to to make a bad decision. And also because there's federal grant money has to um approve our process. So, we have to share with them our our scoring
and all our information and our process with them to make sure that it meets the FTA requirements. So, um I'm hoping that we'll be able to bring a vendor to our January meeting. So, >> okay, >> just put him in the garage and have him start going to work. >> Okay. Okay. Well, we'll take no action on this then >> and move on to the deservedly last item on our action agenda for Oakland County, the H&TB draft transit plan, which Lynn did send out uh excerpts on it. Um, >> yes. >> I I'm not going to go on a rant, but I'm gonna let Lynn present to us >> and then we can >> let Jack go on a rant for us. [laughter] >> I was more worried about me than Jack. I This This
is a sore subject. >> Yeah. So, we met again with H&TV Oak County and the um and the of four providers, the local transits and also SMART. So, it was actually the five transit providers in Oak County to review the changes that they made. We had they had over 200 comments that we had issued for the from the first one and then obviously we had gone to the steering committee and to the ad hoc committee and to the board itself to kind of express our concerns. um our board members, Mike McDonald, Chris Barnett, showed up at those meetings and spoke on our behalf and really rallied behind and were um upset about a lot of the wording, a lot of the wording, the way the um transit company, H&TB, the transit consulting firm had worded
uh some of the changes, you know, um we wanted to have change because they were saying the current situation of the service that we give is poor or low even though our survey results are 95 five plus, you know. So, um, they went did go back and they softened a lot of the language. Um, the way they word things is not definite. It's more this is a plan that's going to be continually changing. And that's what Oak County has been saying. It's like this is this is a plan. This is not in stone. It's meant to change and we're here to adjust. And if you're not happy with the plan, we'll keep working on it. And it's a plan that's that we're all working on together. No one's going away. We're all going to be
working on it together, I think. Um uh so it's but it but but in the end they um do have the same recommendation of in the next millillage election the millillage uh came in 22 it's a 10-year millillage so then in 2033 when the new millillage comes in is when they are still proposing that option three where the four local providers not WA OPC and people's express would become basic would become one entity uh they gave three different scenarios. Um uh one would be they would take one of the four and be the leader like that would be that would take over and everyone would be fall under that one um one of the four and they would have like satellite offices. It's not like they would go away. It would just would be kind
of named as one and one one of the providers would lead that. Another option is that it would just come under a totally new name and all the providers again would be um have the satellite offices uh or and the third option is that a private vendor would come in and and take over the the operations. So those are those are the three that's the proposal. They are wording it a lot softer. We still are going to have another meeting. We're going to continue have meetings to kind of um uh share our comments and our concerns about it. Um but that's kind of the summary of where it's at. >> So this document here I consider it like a living breathing document like a master plan. >> It's a draft still. It has not been
approved but it's just >> this would be in place until 33 when you make those three options you were saying. >> Exactly. And >> seven years down the road. >> Right. Right. And and that's exactly the point. And we we we and the other local service providers have big decisions to make about what, if anything, we're going to do before that happens. We're struggling now to get more than a year contract out of the county. Why would we change our organizations and have and be treated the same? that we're they're going to give us a year contract. How do you plan? How do you budget? Um it's hard and we're we and Lynn are the struggling with that every year. >> How does the count how does SMRT get a pass, not be labeled as
an LSP? >> You can tell they're the they're the federally recognized funnel for funds. >> They are they're the designated recipient at the state level. So there's no there's no >> they're no different than we are. >> They're treated they're recognized how they're funded. They're no different than we are. >> Yeah. They're recognized differently at the state. >> So they get a pass. >> Yeah. >> They're the regional transit. They they do >> they're recognized by the federal government. We get a pass. >> They report directly to the feds. the the the massive population in Oakland County is in the southern part of the county and that is well served by smart and um >> according to who? >> Smart. >> Well, according to the board of commissioners. So, so >> get me started. >>
Yeah. [laughter] Um, so we're I I think we're still we still have some issues that we have to work through, but I I really think that critically in about 3 years time, we really have to sit down with the other providers and decide what we're going to do. um and not lead with our chin so the county can just knock us out and say, you know, okay, if you don't want to be hereby >> we all need >> they really can't really they they can't only do that after the current millillage expires because all of us are all the communities are named uh not communities local service providers are named >> on the ballot. >> Yeah. And they choked themselves on that one. They're probably wishing they couldn't have gotten it passed without us. >>
Exactly. >> But but they're not going to do that again. >> We have already protected our initial assets, >> the three townships. >> Yeah. >> From our was a couple million dollars or whatever it is. >> Oh. >> Or more than that. >> More than that. >> Yeah. But we've already handed that part of it. >> Right. Right. [clears throat] And >> our due diligence on that, >> right? And the expansions, you know, that we've done, parking lot, building remodeling, etc. are stay with the facility. >> Exactly. >> But the structure, the uh vehicles and that are all depending on the source. If it was smart money >> um not money or um what other source is there? That's it, isn't it? >> No, just not or smart, which are the >> so um uh
the county would recover money, you know, for those if if they were to be sold. >> In fact, you're right. You got to start early. Don't wait till the last minute, >> right? >> On this even though it's seven years here soon. >> And and the we can't compare apples and oranges. We are apples. The local service providers are apples. We're doing what Smart isn't doing. We're going to our customers. We're taking care of them. We're getting them where they need to be. Granted, we've really tightened up on what we'll allow our drivers to do to help our passengers. just because of, you know, the situation of helping people. Some people medically need help to get from the house, you know, they need excessive help, more than a driver should be expected to do. And
so our guidelines have tightened up in that regard. We're allowed to offer them a a steady hand or arm, but we're not lifting them. We're not doing it pushing them through snow, etc., etc. So, uh, there have been a lot of changes, but SMART isn't doing that. And frankly, what we're looking at, and this will be my last comment, is if we didn't exist or if we choose not to exist, SMART will just and the county will they'll run a bus a fixed bus route up 24. They'll run a fixed bus route out 15 and they'll out M15 and they'll say, "You're just like us down here. That's what we have. we have fixed routes even though we don't have the such a comprehensive route system. Um that's what we're really facing. That's not competition.
That's just reality. So that said, sorry Jack, I took up some of your time, [laughter] Bill. >> So So let's look at this. With these older people that have these mental conditions and some of them are in in pretty bad shape, can't we require those people to have a handler? >> We do. We do. If they don't have their own assistance, we we can't transport them. >> That's when I was taking care of my sister handler. They allowed me to to ride with her at the same dollar. Yeah. >> You know, and so I was the one that took care of her outside. >> We're the same. We're exactly the same. >> So, yeah. Okay. Uh is there any comment on the draft transit plan that we want on the record? >> We're under review.
>> I'm disappointed. >> We're under review. I think we anticipate what or we can guess. >> We anticipate this for a whole month and then nothing. >> Okay folks, we'll move on then. Uh >> Amen. >> Um there seeing hearing no public comment calling for comment, we'll move on to receive and file the monthly rider and mileage reports. >> I'll second. >> All in favor of the motion, please say I. I >> opposed, please say no. >> Okay, motion carries. Board member comments. We'll start. Let's start with Mr. Breakfield, then go. >> Thank you. We're working with the attorney. It had to be a lot of lot of hard work putting this thing together, >> but anyway, uh to get it down and this thing, this package that you're putting together, it's got to be
so difficult, the budgets and everything. So, good work. Okay, Bill. >> Bill, I just want to wish everybody a merry Christmas. It's It's been a quite a learning experience for me on this board this year. So, just be careful. I might be more active next year. So, much for everybody have a great Christmas and a happy new year. >> Mr. Ford. >> Yeah. just um uh if if in fact we the village of Lorin didn't have an alternate prior to our last meeting. So if there were absences prior to that, I apologize. Um it was just one person that was on that. >> You're among you're among friends because we're from the same. >> Yeah. So So but hopefully there won't be any absence. >> That'd be great. That's great. >> Thank you. Merry Christmas.
>> And merry Christmas, Mike. support of the group me >> and I want to thank Lynn and Mike for all all the hard work you guys especially this transition thing we're going through. >> Yeah. >> And I think we've got a great board. [laughter] >> That's Lynn. Lynn, Rachel, our our administration, they really uh they really carry the weight. >> Exactly. >> Yeah. On behalf of Chris and myself, we want to wish everyone a merry Christmas and a happy healthy new year. >> Thank you, Mike Jack. I uh will ask our communications manager to take that letter and letter of support. I don't think I need board approval for it be at the polyan trail and not village of Leonard. We ride our bikes north. People walk north. So I can ask I don't think
they need I >> I meet out in the summer. I've met people from Romeo, Elmont, Dryen, Lepier, all over come out to that trail area to run up through there. Merry Christmas and happy new year. >> Thank you, Joe. >> Thank you for the warm welcome. This is >> welcome again. >> Lot of things to learn and I'm excited to learn more about NOTA and purpose in the community or how it operates in the community. Okay, speaking for NOTA, uh we wish everybody, our riders, our friends, our supporters, um the very best and happiest holiday season, no matter your what denomination or belief pattern. >> Absolutely. >> Is there any anybody else? We good. >> I'll make a motion to journ still. >> All in favor, please say I. I.
