Poly Controlling Management Council meeting and if we will uh rise and pay respects to the flag. We'll have an invocation by Vice Chair Brefield after the pledge. >> Pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Our dear heavenly father, we pray that your teaching will guide us during this meeting and be with our committee. Please help to continue to be the safe source for people that travel by. We wish you all a merry Christmas and a safe and happy new year. In Lord's name we pray. Amen. >> Amen. Thank you. Okay, before we get started today, I'd like to introduce our new members of the Pian Trailway Council, Ashley Ross. So Ashley, if
you want to introduce yourself to council. >> Hi everyone. Um I think I know most of you if I haven't met you yet. I'm Ashley. I'm with the village of Oxford. Allison Kemp and I had to do kind of a switcheroo. So I was serving on not and I can no longer make those meetings and I'm sure you've noticed it's hard for her to get to these meetings. So I'm happy to be here. I also um I work at guest house. So we're neighbors to the Poly and Trail in my day job. So I thought it was a nice little fit here. So thank you for having me. >> Yeah. Happy to have you. So with that, uh, Secretary McDonald, can you please call the vote? >> Okay. Members in attendance for the December 17th
meeting. Uh, Breakfield >> here. >> McDonald, yes. Here. >> Feifer. Wadley. >> Yes. >> Here. >> Coven >> here. >> Moore >> here. >> Ross >> here. And I note for the record that Linda Moran and Chairman Green are both in attendance. >> Okay. Very very good. We do have a quorum. >> Yes. >> Okay. And uh on to item number four, approval of our agenda. Any amendments to the agenda? >> I'd like to make a motion we approve the agenda. >> Second. >> Okay. A motion by Vice Chair Breakfield. I have a second by uh Councelor Moore to approve the agenda. Uh, Secretary McDonald did have an amendment to the agenda. So, >> so fast around here. The uh agenda contains the item um the uh item F. Uh that should have included u
the Oxford Mill and the Leonard Mill. And that would include the letter of support and also authorization. um from the polyan trail to place the signs if granted on the uh polyan trail right away. So appreciate that amendment. >> Okay. So what we'll do is uh we'll just vote this motion down and then we have a motion. >> I'd like to vote it down. We'll start over. So make >> motion be a motion on the floor. Motion's on the floor. So All All in favor of the agenda signify by saying I. >> I. >> Those opposed? No. >> No. No. >> Okay. >> Now, since the nos have it, like to make a motion to approve the revised agenda. >> I don't know if I heard five nos on that. >> We're voting on the
first. >> We're voting. We're voting it down. No. >> All right, we'll back up and do a roll call. >> We'll go make sure we find out what people say. >> Okay. Um on the motion for the approval of the agenda >> as presented. >> The original agenda as presented. Bringfield. >> No. >> McDonald. No. Wley, >> no. >> Rice, >> no. >> Coven, >> no. >> Moore, >> no. >> Ross, >> no. >> Okay. Now, Secretary McDonald, make your motion to amend. Um, I'd like to make a motion to amend the agenda to include a modification to item F to include the Oxford Mill as for a letter of support and also for permission for uh placing a sign if granted on the Polyan Trail property at both the Leonard Mill and the Oxford
Mill. >> Okay. Motion on the floor. Second of the motion. I'll second it. >> All right. Motion by Secretary McDonald. Second by Vice Chair Breakfield. All in favor signify by saying I. I >> was opposed. Okay, that motion carries. The agenda is approved as amended. Moving on to our consent agenda. Any questions on the consent agenda? Minutes, bills, financial reports, manage report. Hearing none, we'll entertain a motion to approve. >> I'll go ahead and make a motion to approve the second. >> Okay. A motion by Vice Chair Breakfield, second by councelor Wally to approve the consent agenda as presented. Any further questions, comments? Okay, hearing none. Roll call. Secretary McDonald. >> Yes. >> Right? >> Yes. >> Coleman, >> yes. >> Moore, >> yes. >> Ross, >> yes. >> Greatfield, >> yes. >> McDonald, yes.
>> Okay, that motion carries. On to public comment. Any public would like to speak at this time? Okay. Hearing none, we'll move on to citizen rep report. Uh, citizen rep Green, any comment? >> No, I hear no. >> No, nothing to report. Okay. Unfinished business. We have none. Moving on to new business. First item is request for culvert placement in Addison Township. In your packet board members, there's a request from uh Keith Alexander for placement of a uh we'll call it a bridge to the Polyian Trail. Uh in your packet, you see some of the pictures that were presented from trail manager Moran on the trail. Uh Mr. Alexander, you're here, so you want to present to the council what you would like to do, what you've already done. >> Sure. Thanks. Um, so our
current situation is if you look at that little sketch, the plan G sketch that we did, I'm assuming you guys all have copies of this. Okay. So in the far upper right corner, you'll see the property line. Our parcel is approximately 25 acres and our residence is kind of from the point of view looking at this plan. Um, we're currently accessing the trail across the neighbor's property on a pile of pallets in a wet ditch. And we've been doing that for 20 years. Um, my oldest son came over and built this bridge across the ditch that you'll see in the center, and that's the existing bridge, thinking there was nothing of it, right? It's just simply a some 2x4s nailed to some holes across the bridge. But obviously I was wrong. And uh so now
I guess we're going to remove the bridge and I'd like to at least put a culvert in to make just a woods covered leaf covered pathway onto the trail there. And then we're no longer having to cross the neighbor's way. The ditch I should mention is just a spot of a ditch. It's only about 200 ft. It doesn't go anywhere at either end. It doesn't drain any water except for its physical presence right where it's at. So, it doesn't it's not a conduit carrying water in another direction. Um, but it does lay water after a big drain. That thing and that ditch where the bridge is there is about 3 ft deep, 3 and 1/2 ft deep at its deepest point. It's about 6 ft wide at its widest point. And so, that's the ditch
that we can't really walk through. So again, all we're trying to make is a walking path that's safe for ourselves, period, to get onto the train. >> I guess one of my questions might be you probably didn't know you needed to approach counsel before proceeding. >> I've got uh hearing issues, so you could shout a little. >> What I what I said is you probably didn't know you needed to approach counsel before proceeding. Um yeah the well the bridge again I had no idea we were doing anything wrong so and we know that talking with Linda and we're acquainted with Linda previously too but um she explained that that's not going to work and the bridge will have to go and I said okay so we came up with the the proposal and that has
not been done so the the culver hasn't been placed or anything yet. When you say we, you spoke with Toronto manager Moran of this would be a solution. >> You said we come up with a plan. >> We meaning or you know our my operation, >> your operation. >> We have a tree farm there. I don't know if that wasn't made clear to you, but on that 25 acres, it's the our company called Wholesale Tree, and that's the farm site for it. Yeah, because uh you know this creates uh I guess I'm only one of seven here, but this creates opening a door for several other people to do the same thing. So, I don't know what council's uh thoughts are on this. I'm going to open the floor up to them, but I'm thinking
that uh if council is going to move forward with this, then we need to be aware of other people who approach us as well. So, floor is open. I recognize uh councelor Moore. >> I'm wondering who who has the authority over the ditch line itself for keeping maintaining and cleaning it out. >> That would be council for >> that's us. >> That would be us. >> It's on the easement. So we we take care of that drain. Not Oakland County or anybody else like that. >> No. No. The state of Michigan is this. I think I think a lot of the concern lies in the fact that we do want to work with our neighbors, >> but we are also property owners and we have property lines and we respect yours >> and we respect
and we expect the same from our neighbors as well. So working on the the polyand trail without permission um puts us in a position of liability especially given the structure that was placed there. >> That's why you're here today because >> we're talking about making changes to the trail that are really up to the property owner and not not the adjacent property owners. >> Okay. I I'm I'm curious about the amount of water and why the ditch is there in the first place. Um I had asked the trail manager to give us some feedback on that. Linda, what it's from nowhere to nowhere as Mr. Alexander described it. >> Yes, I it there there is water after a good rain in the spring and in the fall specifically. I've never seen active running water in
that section. it it goes to a dead point where the ditch ends. There is no ditch anymore. It's just isn't um from the west side and the east side. There isn't anything there. >> Is there is there uh is there any flow to it or is it just a retention pond? >> There's nothing. I mean, you could go out there most probably 90% of the year and it's completely it's it's squishy, but there's no there's no standing water of any kind. It's not even what I would consider swampy there. It's sometimes it's completely and totally dry. >> I mean, is there is there a solution for Mr. Alexander without a bridge? >> I mean, what what if that was what if that was the cover was put in and you you just filled it in
over the top? >> That would wouldn't cause the polytrail problem except for a couple of of issues we have. one, it would have to be below grade of the trail so water doesn't stand or run back into the trail. So, it would have to be below grade so we could blow leaves off. We could take care of that. The culvert would have to be large enough that if any time in the future ditching would be required or there was some sort of water runoff, it would be able to get through there. Um, and also I if this is improved to a point, you're going to get trespassers onto your property and where you are a commercial property that concerns me cuz I don't want people coming onto your property and causing you problems. And historically,
we found anytime anybody improves anything, which you know happens, trespassers come and then I get the call and you know I you know, if something gets approved, you can't call me and complain about trespassers. >> My quick response to that is we've got >> 5,000 ft of frontage on the trail for the whole farm. >> Yeah. >> And we get people wandering all the time. So, this is not changing anything except our personal access somewhere near the house, which is >> Yeah. you know, a considerable distance from the rest of the front edge of the property. >> I would highly recommend that you put no trespassing signs, private property. >> Sure. >> Even now, I mean, I I haven't seen any. >> Yeah. I would just make sure that they are definitely the whole length
of your property just because, you know, things are, you know, always ebbing and flowing as far as trespassing and stuff. So, >> Russell Ross, >> um, forgive me because it might be just me being new. How is this any different than you accessing it from your neighbor's property previously? >> Um, this >> I mean I I understand the bridge and the culvert, but is the other is your neighbor's property private property as well then that they were accessing from it that >> they um there were some um pallets that they had placed down and it's not as steep. It's less it's not as steep. It's a little bit um shallower at that side. It's to the east of Mr. Alexander's property. So, they would have to like loop around, go through, go down a ditch,
across the pallets, across marsh, you know, wet area, and then up the side of the hill. So, it's it's basically saying it's a little shallow sha shallower, and then he you know, he doesn't have to trespass. >> Okay. >> Council Moore, >> and forgive me if I miss this, but you have an old access trail on on your print here. little bit large. >> You have an old access trail on your print here. You can't use that anymore. >> No. Where where the bridge is the proposed or the the proposed culvert is where we have the temporary bridge right now. We we have that's there is no other access cuz the ditch is like I said three and a half >> on his neighbor's property. >> This is on your neighbor's property. The old access
trail. >> It was it was minimum access there but we could do it with pallets because it's much shallower. That's where the ditch ends. But my and I haven't directly asked my neighbor why, but he just put fence posts right across the opening of the trail here. And that's kind of what provoked all this happening. We get along wonderfully with him, but >> I I take that as an insinuation that we'd prefer you stay on your own property rather than walking across mine. >> See, I share that concern with the trail manager of when we see this when somebody's not familiar with the trail, it's their first time, say, "Hey, look, another bl branch of the trail." and they end up on your property >> not knowing they're trespassing on somebody else's property. And that's
a problem for you and it's a problem for us. We don't want people doing that. >> It's not the first time we've had to broach this question with somebody. Um, as I said, there's with that much frontage on the trail and there's many many access points whether it's from people or deer or dogs or horses cuz there we've got horses right there, not at our place but across the trail and it's it's kind of a free line the entire 4,000 ft except up at our end where it's all heavily wooded and it goes downhill to the uh trail itself. So that's probably why the ditch was there because if this is the trail, my house is up here and that's all going downhill to the trail and so it's probably got a ditch at the
bottom collecting water is why I was there. >> Thank you. >> All right. Now what's council's pleasure? Got sever several options. Leave as is. Remove place culvert. Nothing council. >> Excuse me. I'm sorry. >> I don't see the purpose in putting a culprit in for this ditch at all. >> Well, it does act as a reservoir. >> Yeah, that's what it is. It's more It's more what the DNR calls a linear waterway to nowhere >> and it just evaporates. It's like a burnal pond just evaporating on its own as the summer goes on. Well, if you if you allow it to be filled without a covert, then we'd have to have a caveat that if there was flooding, they would have to come back in and put a cover in. That's my point. We don't
want the water on one side to fill up and run onto the trail. >> Yeah, >> Council Wler, >> I would I see your point. Um, we've experimented with that in our park system before and it's posed an issue just because you might have more runoff on one side then floods out other areas during a heavy rainfall. So, I agree with putting in cover. The photo looks like it's quite far away from the from the trail and it's pretty heavily wooded. Obviously, I'm of the mindset. I'd love people to have access to the trails and use it respectively respectfully and I think I like the proposal. So I I personally would feel kind comfortable this question. >> Voice chair breakfield >> poland trail has a fence line down both sides of it doesn't it >>
in some places but we don't have a fence line here. It's wide open. There's no fencing at all. >> There's no fencing um fencing >> in the woods there. There's nothing. It starts 100 between 100 and 200 f feet to the southeast. >> Southwest I'm sorry. >> I'm trying to think out of the box. I live right on the trail >> where on Curtis Road. >> Okay. courtes to Lake Forge. >> And if we give you access to Polyan Trail from your piece of property, I'm sure we will be getting letters after letter saying Rickfield would like access instead of walking down Curtis Road and coming back. I'd like to write straight on trail. That's going to be a tough one. And I'm surprised that the fencing is down at your area unless it was
removed because earlier uh I believe it was Larry Opra ran fence line all the way down there. There wasn't a fence he put. >> Yeah, I don't know that there's any fencing from there to Lake George to be honest. I'm not there there is >> very heavily brushed. >> There is no fencing in that area all the way to Lake George. Um Tony Kangio's property is there on the corner of Lake George. There is no fencing that way. Um there are areas where there is no fencing and then there are there's a lot of areas where there are fencing still remains. That old um railroad fence. I mean if you look down at Brian's house right across from those that old fencing is gone. That whole fence is gone by's house by ours. >> Yes.
I got just one quick comment is that um just to give you guys an idea of the scope of the ditch because you're not looking down at it. It's going to take about a yard of dirt. So, we're talking, you know, less than a pickup truckload of dirt to put this culvert in. It's not a major affair of any kind. The bridge is a little wider and it's directly over that spot, but that you see in the picture, but the culvert is is not massive. So, we're not talking a driveway and bulldozers and any of that. >> So, you want access to Polyan Trail without going on Lake George Road and walking down the road or >> Well, it would be a long ways. If we came out our driveway, it would it's that would
be half a mile minimum. >> Why would you want to >> just to get to the trail from your property? >> I'm so sorry. >> Why do you want to access poly trail from your property? >> That's right. And we have been on that. >> It's a real short distance. >> Why do they want to access it from the property though? Is there a reason to want to go on the trail from there? >> I do too. >> Fathers and cut the fence. You absolutely can. >> Linda, what is it? How does this affect your maintenance? What's there? What's there right now? Would you would the mower hit it? Anything like that? >> It there's a possibility that we could hit the boardwalk that's there. Now, my big concern is someone falling off the boardwalk,
a horse in the winter, not seeing it, hitting that structure, tripping on that structure, something of that nature. if we installed a culvert that went beyond the pathway. So, we don't have a a possibility of gravel falling in and clogging the culvert. And we just made a path over a culvert. It would probably be easier to maintain. We'd have less of a tripping hazard and it would have to be below grade. We'd have to have below grade. Secretary McDonald, >> I'd like to offer a resolution, a motion uh to authorize the removal of the existing structure upon which time um a covert be installed with adequate fill to keep it below existing grade of the trail. and that the installation of no trespassing signs at the property owner's property line, not at the not on
the trail property, but at the actual property line. Um be allowed. Um but the maximum width of the of the walkway should be 4 feet and uh of the dirt. And uh I think that will discourage people to either enter or leave on motor vehicles, let alone walkers or horse. Um, and it's it's somewhat consistent with what we've seen in the past uh from other property owners that would like to access the trail from the property. >> Second. >> Okay. Okay. A motion by Secretary McDonald, a second from Councelor Ross to authorize the placement of a nonwooden structure. Paraphrasing here with a culvert placement. Um, okay. Want to discuss this further. The expense of the cost of the culvert and the material homeowner. >> Yes. Okay. Of course. Okay. >> And with the understanding that
it it's kind of implied, but let's just say it out loud. Once you do this, it's on our property. So, what you put there belongs to us. >> Mhm. >> Okay. All right. >> For whatever it's worth, the property lines, we use the measurements that Linda gave us, and we didn't use a surveyor, but we is dead in the middle of the ditch. So, >> okay. It it doesn't even encompass the entire culver. It's only going to be half of the culver. >> You can put it on your side of the stick. Unfortunately, it's that spot the other side. >> So does Linda, but she might have information that will help me with my question. >> You're first though. >> All right. Um the uh I didn't hear it in the motion. I just want
is would this I would like us to see something or at least Linda have something approved before anything takes place. Was that in that motion? >> That's a good point. It should be subject to the trail manager's discretion um within the parameters that we're giving right now. >> Just to make sure like a plan before the actual work is done. It's a we know the old saying uh it's a lot easier to ask for forgiveness and permission. No offense to you, but we deal with all kinds of people and and uh and we're also sending, you know, whenever we do something like this where other people are walking that trail, seeing it, going, "Hey, I want to do something now." And they start getting the ideas. So, the more we make sure that it meets
what we're really happy with and comfortable with, the better, uh, if we're going to, you know, potentially set a precedent. >> Okay. Uh, Linda, you're not part of the motion, but go ahead. Well, my question is I would like to be on site because it is on our property. We have a liability if something should go wrong when it's being constructed. I'd like to be on site. So, let me know when you do this. >> Um, we'll work on the materials and the location and timing and then um, you know, I just want to be on site so we know what's going on out there and in case something goes sideways, we know it's going sideways. Will you need to access the trail to complete this task? just >> will you need to access the
trail to complete this task? Is this something you'll need to use the trail for? Are you able to commend on your side? How's this going to be accomplished? >> Um, no. There's that this would be that's the entire thing. There's no no other clearing, cutting, >> filling, and for whatever it's worth, the top of the ditch is already 18 to 20 in below the surface of the trail. So our culvert is going to be 3 feet 3 and 1/2 ft lower than that. So we're really talking from the trail surface, you're talking almost 5 ft down to the culvert. So it's it's significantly down a hill from the trail. It will never push anything towards the trail. >> Okay. Uh what we have here is recommended to vote this motion down because there's been additions
to the original motion. One is who's paying for it? The other one is to authorize the trial manager role to see the project. So, um, can we please call the role on the original motion? Okay. The chair is looking for a yes if you agree with the original motion and a no if you wish to see the substitute motion. Feifer, >> no. Watley, >> no. >> Wright, >> no. >> Coven, >> no. >> Mort, >> no. >> Ross, >> no. >> McDonald, no. >> Okay, search McDonald, go ahead. I'll let you do the motion. Unless somebody else said, somebody else wants it. >> I tried I tried to do some notes. Okay. Um, a motion would be to authorize the installation of a covert and minimum amount of fill to a maximum width of 4T.
The removal of the existing structure. The installation of no trespass signs at the property line. And it must be a blow below grade design of the property. and that the trail manager has discretion on installation and coordination. and that the um work be performed by volunteers um who have signed waiverss to do so and that uh what was one more liability >> cost and that the uh installation will be considered a uh um a donation uh to the to the trail. Second. >> Okay. Motion by Secretary McDonald, second by Councelor Wley to to approve amended motion. Am I going to repeat it? So, >> could you do if you tried? >> You tried, but you did not succeed. So, Secretary McDonald, call the roll on this one. >> Okay. Um, right. >> Yes. >> Coven.
>> Yes. Ward, >> yes. >> Ross, >> yes. >> Greatfield, >> yes. >> McDonald, yes. >> Feifer, >> yes. >> Watley, yes. >> Right. >> You got me once. >> Okay. >> All right. All right. We finally got through a call. >> Sorry. >> Okay. All right. All right. Moving on here. Uh, the next one on the agenda, council members. I put this on because every year the chamber of commerce requests lighting on the p on the uh larre bridge. So this year because of our meeting schedule replacement was done before we formally had a chance to approve it. So I just want to get this on the record that we were going to approve the chamber of the lighting placement. They said they were going to take them down. I want to say the
I put the 13th in the motion. So that's what I put in the motion there. But what I'd like to do also is to just authorize the approval administratively. So considering on our on our meeting schedule, this won't become an issue again because we've never denied the lighting placement. So that's why I figured, you know what, I'll just administratively approve it because it's a holiday season. We like to see people smile. So uh with that, any further discussion on that? Okay. If not, motion's in your packet of >> I'll make a motion. >> All right, let me make a motion. >> I move to approve the Oxford Chamber of Commerce request to place lighting brick bridge through January the 13th, 2026 pending any necessary approvals from the village of Oxford MDOT, MDNR, and provide a
certificate of insurance railway management council MDOT and MDR MDNR as additional insured. Further future Oxford Chamber of Commerce request for lighting placement of the Lario brick bridge shall be administratively approved by the polyan railway management council chair and the poly trail management support. All right, we got a motion by vice chair Brafield and a second by treasurer Feifer done with uh placing the lighting on the radio fridge. Uh we'll do a roll call for the record. Secretary McDonald. >> Approval of the motion. Is that question for the Larry Bridge? >> Coven? >> Yes. >> Moore? >> Yes. >> Ross? >> Yes. >> Breakfield? >> Yes. >> McDonald? >> Yes. Feifer? >> Yes. >> Watley? >> Yes. >> Right. >> Yes. >> It doesn't. It doesn't. Okay. Moving on to item 9 C. Oxford Downtown Development
Authority to place a painting on the Polyian Trail. Uh in past years, the council has participated in the Detroit Institute of Arts Inside Out program. This year, the downtown Development Authority is requesting to place a painting on the Palian Trail. uh trail manager Moran has been in contact with the uh Kimberly Smith from the DDA and what was indicated in the in the packet here is that suppose it'll be placed sometime in May and removed sometime in October the location to be determined correct Linda >> correct >> yeah it's only going to be one one painting >> just one painting >> and she did indicate they wanted it by 33 Pleasant Street by the pollinator garden >> okay all right so with that council if you're in favor of wanting to place a DIA painting
on the trail. Motion's in your packet or further discussion where you don't want it. >> I move to approve the request from the Oxford DDA authority for the placement of a painting on the Polyian Trail as part of the DIA inside out program with trail manager Linda Moran overseeing the project on behalf of the Polyian Trailway. >> I'll support. >> Okay. A motion by councelor Ross, second by councelor Kovven to approve the request to the downtown development authority for a painting from the DI Inside Out program on the Palian Trail. All in favor signify by saying I. >> I. >> Those opposed. That motion does carried. On to item D, Daughters of American Revolution request for banner placement on the Larry Old Bre. Lyn, I'm going to let you have this uh chance to explain
to council what they want, where they want it, and how they want it. >> Uh the uh Oh, well, Mr. Joseph, >> I think she might. >> Yeah. So, the lovely ladies of the D, Daughters American Revolution, have approached us. They've approached the village. We're all kind of They want to do something fabulous. Um 2026 is going to be the 250th birthday of our nation. So the DI ladies wanted to do something fabulous. They thought about lighting the bridge. You know, a little banner on the bridge, you know, so maybe instead of snowflakes at winter time, we're going to have some flags up there. Electric flags, not like flapping flags. >> Um, banners on the flying trail bridge are explicitly prohibited in our ordinance. However, council has made exceptions for the shop small chamber of
commerce during the holidays. Even MDOT's rule required they can't have any advertising on that. So depending on what they present to us, it'll be presented to council for consideration. You guys also approve it on your end. >> So should we wait to authorize before anything from them? >> Um >> we're working on it. Yeah, we're working on it. Hopefully we'll >> process you know you may approve then it has to approve the village council approval which >> council Ross. Um, I also sit on the villages 150th and the America 250 committee and the D has been a part of that and discussed this project as well. I think in the motion we could explicitly say advertising. I don't think there's any advertising. It's just a celebration of the 250th and the more people that see
it the better. Uh, the DAR ladies and the foundation are non-political. So, they're not going to have political stuff up there. They are not a political organization. They just celebrate our history and you know the John John Crawford um chapter is the one we have here locally. So they just want to do something to mark the occasion. So you know we can put any requirements or limitations on it we'd like. Um it will be coming probably next council meeting. They're still working on ideas. Um that was kind of the first big one and I know they've approached the um DDA and the village about it. So, more to come on that one, guys. It's going to be it's going to be cool. >> Is there any anything we need to do on this or just
wait till Joe gets information? >> That's the That's the question in the air right now. Whether or not you proceed on with approving what you don't see or if you want to wait till >> Well, there's not really anything to approve right now. It's just anformational thing. We were hoping to have more information by meeting time, but we didn't. So, >> can down the road. >> That'll be an unfinished business item in the future. Could you just make a motion to receive and file the letters of this? >> No, we don't need it. >> Don't need it. >> We don't need that. >> Okay. Uh on to item 9F, Leonard Mill development letter of support in your packet. >> Did we skip 98? >> No. Um >> good trails. >> We did. I did. My
apologies. But uh moving ahead there. So I'm going to hand this this one uh trails. Where am I at here? Trails Across America program, you know, you know, I'm doing >> it. >> Trails across America. >> Nice job. >> Thank you. >> Um, >> so there it is, Secretary McDonald. >> Yeah, me again. Um, I was made aware of through uh the Rails to Trails Conserancy that they formed a partnership with the Pomeoy Foundation, which is a private foundation promoting health, exercise, etc. And they have a program where they will um install historical markers along trails. And they're doing this nationwide. Um, and they're always looking for candidates. So, I spoke with our trail manager and uh the uh village of Leonard president about the possibility of interest and uh they expressed positive interest. So,
I've contacted Joe Mador from the village of Oxford about getting the same recognition for the Oxford Mill or what's >> 33 and um contacted the foundation. They said it sounds right, exactly what they're looking for. Um and that the faster we respond, the better the odds are that we'll get recognition. So that's kind of why this is coming together the way it is, a little bit peacemail. Um so tonight we're asking for um a letter of support from the communities um village of Oxford and the village of Leonard have already drafted us such a letter. Um so a similar letter from the poly trail along with the authorization from the trail council to permit the installation of the signs at the two locations. um that's a condition before they will consider us for those signs.
And they're very nice signs. Um they're uh probably a they're aluminum casting about a foot maybe 16 18 in wide by tall. Um yeah. Would they end the paint? >> Yes. >> Yeah. It's got to look further down. >> Okay. My apologies. Randon Bridge is the example. >> Okay. So, um the the only uh uh we would need a letter for each uh location which I I have uh brought with us tonight as well. But um basically that would uh get us over the hump uh in this process. There's no guarantee we will get the recognition, but I they seem quite positive about it. Um, when they learned more about it, I've been uploading them information from both locations and both communities. Um, and it's been positive so far. The one caveat is is that
each community will have to provide the script that they would like to see describing their historical um uh edifice or structure. So um that I have not suggested or created but that is also an important part of the process and I the information is in is here and if anybody wants help um and wants to give me somebody to work with uh to get that done I'd be happy to do that if if the council approves this >> and we get and we get approved for signs right >> yeah correct subject to that >> and there is no cost that's been brought up. Um, it will probably be responsible for the installation, but uh, our understanding is the foundation covers everything else, the signs and posts. >> These are like $13,000 each signs. These are
not your cheap Kmart signs. These are $13,000 a piece for the signs. So, um I'm sure in the village we probably could get the D uh DPW to install them. >> Well, Rudy, do it. Rudy, do it. >> You know, >> I'll make a motion. >> Council Wley, >> I'll make a motion to authorize Trail Management Council chair to send a letter to the William G. Foundation in support of the Trails Across America program and for the Oxford letter. No. >> For the Oxford letter, no. And for the installation of the sites at the permission for placement of the signs on the property. I think that's >> okay. I'll second. >> Thank you. >> Okay. Motion from councelor Wy, second from vice chair breakfield. >> Question to authorize the chair to send letters. We have
uh question from we're we're voting member we're voting we're voting here. So um with that all in favor signify by saying I >> I those opposed. That motion carries. All right. Linda, what did you want to say? >> I just wanted to let everybody know making this motion. I have also brought to the Tomoy Foundation that we also have the Henry uh the Jimmy Hawtha house off Polyand Trail and the Scripps mansion. So um which Amelia Heheart flew out of. So there's a high probability we will be coming with this opportunity again to get more of these historical markers along. >> All right. Yeah. >> All right. It will be a future agenda item if it happens. >> Very good. Thank you, Linda. Okay. Onward to now. Item 9F, Leonard Mill development letter of support.
In your packet is a request from village president Moore to authorize a letter to be sent in support of the Leonard Mill development. So, Council Moore, I'm going to let you take over on this and give us some ideas. >> Thank you, Chairman. All right. So, I want to talk to you a little bit about what's been happening out in Leonard. Uh this this is an architectural drawing of where we hope to go with the mill in the near future. Uh where we're at right now is is the building. It all we have left of the building is what you see in white here with an outline. Uh the on the back side of that which is here is an addition we're going to put on there with with flushable toilets with two of them
for family style toilets. That's where we hope to go there. In the front, you'll see it's a little stonewall terrace that's going to be put out there uh for what we intend to do. But right now, we can we have some permissions verbally to use the grounds for where we need to go with this, but we can't use this building. Grain mills by their nature are deemed dangerous building. So, we've got to get it certified that all the grain dust and everything is out of there. They have a tendency to blow up when that grain dust uh gets missed with air and somebody lights a cigarette or something. they uh have blown up in the past. Doing my Civil War research, I've read about a few in Michigan that did blow up. So, where we're
at through several meetings this year, starting in February till just last week, our last meeting, we're at the point now where we need to go to DNR. We're putting together a a program to address the needs, our needs to the DNR. We need a waiver from DNR to make this happen. And if we don't get that waiver, everything's going to stop again. We've never been able to put enough money together to we got a new roof. We got to fix the foundation. We can do things like that, but we never never get enough money. So, what we're doing looking at is a pilot program. They're going to have to allow us to make some kind of exchange of money here. They don't like to do that in a state park. So, but they do allow
concier. That's the direction we're taking. A lot of these canoe rentals or small stores in in in the campground parks and things that you see are done by private people, private entities. They're not park people. They're not park rangers or anything that manage them. So, they do allow it. So, we have to be able to make some money just to maintain the grounds and the building to get the building where it needs to go. It's going to take a lot of money. If we can get this pilot program through, we're looking at the end of February, early March time frame to put this meeting all together with DNR. that's uh with Kristen Wilfang and and uh Ron Campbell and brought this entrepreneur out here with us who has refurbished these historic buildings in Northern Ohio
and and up through uh southeast Michigan. He's done one in Clarkston that they're very happy with. So I I did talk and I did do background work on them. Everybody's very favorable of what this guy has done for their communities. So he's out here now. They Oakland County brought him to us. This is the best opportunity we have to actually be able to re restore that mill and repurpose it into something useful for the trail people. We can we can become a comfort station along the trailway. We can have bicycle rental place in there for for people that rent bicycles to use on the trail. As long as we do this in concert with each other with trail management, with village management, and with DNR, we should be able to get this all done. So
the letter of support takes it outside of just our local community. The village in Leonard, the village in Leonard isn't big enough to support what we need to do here. So we we need to draw people and and from the surrounding area. This is going to be activity for senior citizens. We'll have holiday activities for kids. Once we can get the building, which I have to have structural engineers come out and establish that the building is is sound enough for us to do this first. So, it's going to take a while to get this building done and useful, but the grounds, we can put up tents, we can put up portaotties and that sort of thing. And we might see, you might see a small farmers market. Uh, or I thought it's even in the
winter time, we could uh propose a uh snowshoe race if we have snow possible on the trail or something like that. There's all kinds of activities can come from this that that we're looking at. We're even looking at the entrepreneur at the last minute, Bob. He says, "Maybe we could turn it into a tourist destination. We could advertise it that way also. So, uh, and I think Lyn, we talked about this. We, most activity we have is in the Leonard area on that trail. We've been plowing snow because we've had enough cars this year that we have to keep we have to keep the parking lot cleared for people. So, they're we're getting more and more use out there. We have horses coming back. I s again, I've said this before, horses was the first
time I've seen horses in this summer for a long time. So, they're coming back. Most of them went up to a pier area and now they're back here. that doesn't mean they won't go back up there when we if we go through Le Pier with the trail. So that's what I'm asking for just a little bit of time for from your communities uh from the people you know if they know about the trail. I've met people from Elmont Leier uh Romeo out there on the trails. They love to come out and use the Polyan trail. They just love the atmosphere. They they love walking out there. The older people and stuff they this is great. We can we can come out here and relax. So it's almost like a park setting for that trail. So
that's that's what I'm asking for. Just a little bit of time for an email, just a letter of support for this project. Uh that it's useful. It's it's not going to be just for the village of Leonard. It's going to be for the surrounding communities also to come. It's not something we're looking for. It's it's vital to the downtown for us and it's also, I think, could be vital for the trail use also going forward. So that's uh that's it. Is there any questions? >> Treasure Feifer had his hand up. >> Yeah. Um well I'd be happy to make the motion for discussion purposes. Uh um but do have a question but um I move to authorize the Palan Trailway Management Council chair to provide a letter of support to the village of Leonard for
the renovation of the historic Leonard Mill with follow. >> I'll support. >> Okay. Motion from Treasurer Feifer, second from councelor Kovven to proceed with the chair to write a letter on behalf of Leonard Mill. Uh, so for the followup, just to make sure that I understand it, it it seems pretty clear-cut, all we're doing is saying that yes, we're okay with this idea. Um, and like the idea that something be done here, but outside of that, we're not agreeing to anything else based on that motion. Um, but you just want that you you need that support to show that there's um broader support for the contract. >> Yeah. Yeah. What Oakland County told me is these letters of support go a long way with the DNR to to governing what they're going to say and
do. >> Okay. Yeah. Yeah. So, yeah, with that I I'm I'm good with that. >> Yeah. >> I've got a comment. >> Yeah. Quest >> brought to your attention Monday night that uh do you have a sample of one of the letters you'd like to see presented? And >> real kind of I haven't got to it yet, but I've notified a clerk and and the treasure. can't can't do it tomorrow, but I'll get one out to Yeah, Addison Township did ask me for a sample type letter of of support for this project. I'm happy to do that for this board, too. I can get it, Chris. I can get this to you. >> Yeah, if you if you do that, that helps because I mean, I can draft a letter, but if it doesn't meet
what you want, then I need I would need to know that. So, you basically if you draft the letter you want, I'll just sign off on it. >> I you're satisfied and the council's satisfied as well. >> Yeah, I'll get that to you as soon as possible. Okay. All right. >> Thank you. >> All right. All in favor of uh writing the letter signify by saying I. >> I. Those opposed. Okay. The motion does carry as well. Uh onward to item 9G, fill grade and restoration reimbursement to Lindam Ran Services LLC. in your packet board members, council members, excuse me, is a request from Winand Services for reimbursement on the uh trail surf surfacing project that was completed. Um, one thing of note, uh, I indicated that the uh, resurfacing cost was in your packet.
It was not. So, if you want a copy of that, let me know and I'll forward that over to you. I do have a copy here if you want to see it at the meeting. Um, so I I guess TR manager Moran, uh, you're requesting the money. So, >> well, we finished the trail resurfacing project in including this $1,500. We were a little over $6,400 under budget for the project. So, we have with very small exception probably less than two miles have completely revitalized the surface of the trail. Um, it turned out great. I mean, it really did turn out great. We were able to get some ashwalt repaired, um, some ashalt replaced. Um, a lot of really good things happened. Um, the I did put $1,500 in the proposed budget that we did use,
$300 a day for 5 days for these my tractor, migrator, transporting to and from diesel for my tractor to do this project. So now the tra the project's done. I'm just asking for the reimbursement. It was included in the original estimate for the project that was approved by the council way back first part of the year. So, but I don't ask for anything without everybody knowing what I'm up to. So, that's what I'm up to. >> Yeah, that's probably you're probably being generous to us too, Linda. My guess >> just a tad. Um, you know, the grater is is usable. If I use it for afternoon or something, I don't charge. But where I had to have all the the hydraulics all redone, a new battery, you know, oil changes, it got a little costly
this summer. >> All right. I'm looking for a motion to approve if council's in favor. >> Treasure Fifer. I move to approve the invoice for from Linda Moran Services LLC dated December 11th, 2025 in the amount of $1,500. This $1,500 amount to be expensed to account 298-253-92.00 maintenance of grounds. Second. >> Okay. Motion by Treasure Feifer, second by Councelor Wy to approve the $1,500 reimbursement to London Rand Services LLC. I will do a roll call. This is further discussion. Secretary McDonald. >> Um Moore, >> yes. >> Ross, >> no. >> Um Great. >> Yes. >> McDonald. >> Yes. >> Piper. >> Yes. >> Right. >> Yes. >> Bill Moore. >> Yes. >> Yeah. It's two yeses for me. >> Two rough time. >> That's a double-sided yes. I never saw one before. >> Double support.
>> All right. On item 9H is our budget amendments for 2025. In your packet, council is the amended budget for final approval for 2025. Uh couple points of interest if you haven't looked at it. Um you you'll look to see that we originally budgeted $137,990. Uh that's since been amended to $225,980 and the the primary reasons why is if you look at the revenues the adopted budget has a lot of zeros at the bottom, but the two main items are the 2024 MDNR grant repairs and also the um design grant monies that we just received. And then uh balance of that uh against that was the ARPA expenses and also the future capital improvements. So any questions on the amended budget >> councelor? >> No part of a statement. Okay. >> To get stuff done
budget. So I appreciate everyone. >> Okay. >> Amazing stuff. >> Yeah. >> Like to offer a motion to approve. Uh the polyway management council 2026 blame. I lost the >> I move to approve the Alan Trailway Management Council 2025 amended budget with revenues and expenditures balancing at $225,980. I'll second. >> Okay. A motion by Secretary McDonald, second by Vice Chair Brefield, approve the 125 amended budget with revenue, expenses, expenditures balancing at $225,80. Uh, Secretary McDonald, can you please call the role on that? >> Yes. >> McDonald, >> yes. >> Feifer, >> yes. >> Wright, >> yes. >> Moore, >> yes. Motion carried. >> Okay. Very very good. Okay. On item 9 I 2026 meeting schedule. Uh this is a mirror of what we've done in 2025. So if council is inclined to want to add
meetings to the schedule, keep it the same or delete meetings, that's up for discussion now. So it's up to majority of council. You happy with six meetings a year? Do you want more? You want less? I know how she feels. She wants two meetings a month. >> No. No. Um the every other monthly meeting is fine. Um I would like to have possibly one extra in the spring just as things start getting rolling. But I can't I can't put my a number on it. So right now every other month is fine. >> We'll make it work. >> I'll move Yep. Councelor Wley. >> I'll move to approve the Poly and Trail Management Council 2026 meeting schedule as presented. >> I'll support. >> Okay. Motion by councelor Wy, second by councelor Kovven to approve the 2026
meeting schedule as presented. Any further discussion on that? >> Vice chairfield. >> Linda needs a spring meeting. She should contact you and you would send an email out something. >> If it's felt that there I'm just speaking for myself. If it's felt that there's a special meeting necessity that we can't wait for something to happen, then yeah, we call we'll try to get five members present and and go from there. >> Okay. With that, uh let's do a roll call on this. Secretary McDonald. >> Okay. >> Yes. >> Right. Yes. >> Coin. >> Yes. >> Moore. >> Yes. Yes. >> Craigfield. >> Yes. >> McDonald. Yes. >> Motion carries. >> Okay. Motion carries. Linda, we're going to meet six times a year. >> Okay. >> Still further announce. >> Nothing should exciting should happen. >>
I just love you all so much. >> Okay. On to last item on our agenda is the 2026 officer elections. uh based upon the uh interlocal agreement uh annually the council has to re uh reapprove positions for chair, vice chair, secretary and treasurer. So the floor is open for nominations for any of these four positions. So >> just remember the chair gets me. Would nobody catch you? >> Do the current members enjoy the roles? Well, at least for people that aren't >> joking with my job, so I'm good. That's keep going guys, ladies, gentlemen. >> We need a motion. >> Okay, >> we need a motion. >> Speak now forever. >> One by one. >> You can do them all at one. It makes it easier. Says it's three votes. >> Okay. Um, I make
a motion to keep the current uh chairperson, vice chair, secretary, treasurer as is through 2026. >> I'll support. >> Okay. Motion by councelor Watley, second by chance >> councelor Coen to approve the existing chairperson, vice chairperson, secretary and treasurer at certain 2025 for 2026 and or we'll call this one as well. Secretary McDonald, >> yes. >> Coleman, >> yes. Mo, >> yes. >> Greatfield, >> present. >> I had to pull. I had to do it. >> Yes. >> McDonald, yes. Fifer, >> yes. >> That's it. >> All right, that concludes business at hand. Moving on now to public comments. It's just on manager Mador. >> Merry Christmas everybody. >> Merry Christmas. >> To you, too. I think our new uh representative is going to be able to attend many more meetings. Glad to work near
here. >> Yep. Yep. It's always good to have a full council possibly. All right. We're going to start with Treasure Feifer. >> Um yeah, I don't know. Good year. The trail. Lots done. Great group. love working with all of you and um excited to see what comes and I uh wish everybody a very say very happy holiday season, a merry Christmas, a happy Hanukkah, Quanza, all of them. Um but hope you all have a wonderful time with your family and get some good downtime uh because you all deserve it. Thank you for your service. Uh, councelor Moore, >> I got to say it's it's been one year since I've joined the board and had my own council in in my village and had been on the not board. And I got to tell you, when
I first started coming to these meetings, I knew you all were speaking English, but it was kind of foreign to me. I I felt like I needed an interpreter for a while, but I think I've learned a little bit, maybe just a little bit. So, I'm I'm getting dangerous. So be careful next year and wish everybody okay >> a healthy happy seasonal joy and a very prosperous healthy new year. >> All right, Councelor Coven. >> Happy holidays everyone. >> All right, Secretary McDonald, >> Vice Chair Breakfield, >> I'm going to have to say that I was disappointed in that we are we might have just opened up a can of worms with that cer. I see people that's connected to the polyanch and I hadn't had even a thought to go on it and I
won't go on it because my property drops down. But other people that's got property that adjoins it. Maybe Bruce Pearsons for an example. It's a long way from his driveway to go back up and it runs right down beside his property. Next thing if Bruce was some guy that watched the video and say, "Oh, I'm going to go do the same thing. I want to go on the trail." I could just see a can of worms opening up. I appreciate this guy needing to get on the trail from his business. I don't know why, but it's not a long walk, but I hope we didn't open up a can of worms. And that being said, I hope we also have a merry Christmas and a new year and next year and December meeting at Orian.
I think Orian should supply drinks, cake. >> Oh man. I'll take you guys back to our break room. There's a lot of cookies back there. >> I bet you that's it. >> Councelor Watley, >> I actually did want to say one point to that during the comment. Um, I don't think us as a trail management council should be the reason why we restrict people from using the actual amenity that we're meant to manage. But I think we can do it in a reasonable way. Maybe it's something that in 2026 we create a standard moving forward that if people wanted to do this because one it also helps access to the trail to people will take maybe more ownership of it. If this gentleman had to travel a half a mile to get on the trail
every single time, there's a very good chance he would never go on the trail anymore. But now if it's if they have access to it directly from their property, they will take pride in ownership of the trail even more than they would have before. And so I think it'd be doing a reasonable standardized way we can take care of the council's needs, take care of Linda's needs, take care of everybody and the homeowners needs while improving the property values, community's values. Um that's I'll say about that. and a merry Christmas and a great year. Wish everyone like that. >> Okay, we'll uh I'll go over to Kevin, then Linda, and I'll finish it off. >> Just happy holidays to everyone and enjoy being here and working with everybody. Really appreciate the council and the work
that you guys do. >> I just have a couple of really good thanks. Um, we were approved by the Ottabon Society and Oakland County uh board of commissioners. We are now a bird city county. We will be announcing it as of January of this year and they are looking for townships and cities who would like to be bird cities. So, that's working with the Ottabon in the state of Michigan. So, we will be getting some plaques and we'll be eligible to put these nice little signs on our trail saying that we are a bird city county, which is uh kind of cool. That means we're doing the right thing at the right time and helping our little feathered friends. Um, also Mike and I attended a meeting with the DNR and the DNR has kicked
in almost $300,000 in addition to the $125,000 that Kristen Wilfang and the council have gathered for designs for not only Oakland County Polyan Trail, but Leier County. They're going to be sending out requests for designs to redo the trail for all 34 miles. Um, so they Leier County, as we know, is a mess. Yeah. Yeah. As you know, Le Pier County is a mess and they have been trying forever. Um, and they're late to the party, but um, by hook and by crook, we've been dragging them by their their feet and they've now recognized it. They are going to be putting together a local agreement. Um, Dryden and Adden and Emily City are now kicking in funds to help support the trail, which has never happened before. Uh, the DNR is is pushing pretty hard.
Oakland County is pushing pretty hard. Um, and so coming in next year, we're gonna we're actually going to get some designs done. And hopefully, uh, the DNR will continue to step up and help us out. And probably in within seven years, Lepier will be just like looking and clowning. And by se in seven years, we're going to need some more work down here so they can pay for that, too. >> But, um, so we've been working on that. And, um, it's it's been a really good year. So, um, next year I think it's going to be a little calmer, a little more mowing and going. Um, and that's it. So, merry Christmas, happy new year, you know, happy Quanza, happy festivus, happy Hanukkah, whatever you got. So, >> yeah. Okay. Um, back on on the
standards for that, you know, it's it's tough for us as a council when we play defense, you know, when when somebody's already done something, we have to react to it. So, and and to try to be good neighbors, you know, what do we do? How do we solve solve the problem? And I'm I'm thinking that this was a compromise to be able to satisfy a homeowner. We can still have access to the trail. But I I compliment uh Councelor Wley for saying, "Yeah, let's let's do something proactive so that we try to get people to approach us before they make make a decision on their own cause us to have to react." So, um, Linda, I don't know if we can shoot this for January meeting for the access standards. Um, but let's let's let's
go for that. >> Get it tracked >> and then that way there we can have it ready to go because the snow will be melting and people be using the trail and I mean we we've had two of these in the last two meetings and they've both been here as a matter of fact. It's happened on that. So, so let's uh see what we can do to get that moving along for that. Um uh one of the other things is that I did put it together a letter because we got the $50,000 grant. So similar to the the repaving, what I'd like to do is have council sign this and we can forward this over over to the uh community foundation for the appreciation for that. So I think it's uh it' be good gesture
to say, you know, we really appreciate what you've done. Um I was hoping we get everybody, but uh councelor Ross did have to leave. I'll we'll catch up with her. But see, I have seven of us here. Then we'll circulate it for your signature and we'll at least have that and I'll I'll get with uh >> and that money is basically sitting in our bank account waiting for the day the bill comes due. Um that is going to be the design portion the DNR is paying 300 thou almost $300,000 for. We're kicking in 125. 50 of that is sitting in our bank account already. it just a check appeared as if by magic and it was lovely. So, we're just sitting on that check until that bill came comes due, we have it invested and
that's we're just we're just kind of hanging on to it right now. Um, >> question Linda on the meeting that you and Mike went to, I couldn't what was their estimate for the the engineering design? >> A pinch a few thousand dollars under a million. >> So, It was like $997,000. >> So, a million dollars. >> Yeah. A million dollars >> In today's dollars for design work, just to have a design firm go out and tell us what we need on the on the 34 miles of trail. Not to do anything, not to put a shovel, not a culvert. This is just to tell us what we need to do and include in the construction packet when we send it out for construction bids to have them come in and do the fair on the
Oakland County side with the with very small exception. We're we're in really good shape. You know, in seven years, I don't know what we're going to have. Um but right now we're in really good shape. Leier County is >> starts from ground zero. Yeah, they've got ground up there. I mean, you know, but they're they're doing um we're working really hard. Uh Kristen's really pushing on it. Sage is pushing on it. I'm pushing on it. We're all we're all really pushing on people. >> The time frame to get the grant monies that they would approve those that's the and legislature probably whatever that is. >> Yeah. And we've been working really hard on getting the communities involved and we are now Dryen and Emily City. I've talked to the managers of both of those communities
on many occasions. Um we're working with the friends group trying to get an interlocal agreement in place, a master plan in place. Um funding that every year they'll have a a budget because right now they don't have a budget. They have nothing up there. Um Dave goes up there and works. I think the DNR gives them $15,000 a year to basically do everything they they do up there. They don't have a website. They don't have insurance. They don't have anything up there. >> Well, it's just like for us, we we got those bids back for design grants and it's like, well, we're never going to be able to afford to do anything, so let's move forward and >> let the design grant sit on the shelf and this could be the same situation. question. Councelor
