001Welcome to the Addison Township Board meeting. Today is uh Monday, December 15th, 2026 at 6 o'clock and hold the meeting at the uh township officer of 1440 Rochester Road in Addison Township. We can all stand for the pledge, please. Ed. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Heavenly Father, thank you for the hope that you bring all to all of us. Thank you so much for this board and we asked your direction with it with our decisions. I ask you to touch each heart in Addison Township with your love during this Christmas season. We ask that you hear our prayer and give us peace. In the name of the
002Lord, I pray. Amen. >> Thank you. >> Give me a roll call, please. >> Jenny Eller here. Ed >> here. >> Karen Gel here. Mary Frost >> here. Mike McDonald >> here. >> Ben present. Supervisor >> here. are all accounted for. >> Okay. Announcements. >> None at this time. >> Okay. Building department reports as usual. Always available at my office or get a hold of Jamie. And we do have the village president, Bill Moore. Um I see that you have a little presentation. If you'd like to start, we'll do that right off the get-go with you. >> Thank you. Good evening everybody. Those who don't know me, I am the current president of Ability Leonard Council and come before you tonight, I have a simple ask. I've got an email that I sent earlier to
003be put on the agenda and if you've read through that, good. If you haven't, we can discuss a little bit, but I don't want to take up a whole lot of your time because I know you have a lot of business to tend to tonight. So, where we're at now, what I'm going to talk a little bit about the Leonard Mill this evening. about 10 years ago or so, this had been going forward with Oakland County historical administrators and they they brought an entrepreneur out with them this past February and we now have a chance to do something with the mill that has always needed. We've never been able to put enough money together to restore that mill, give it what it needed. We put a new roof out. We were able to do that.
004We fixed the foundation. found a stonemason that fix this foundation which was tough to find I'm assuming but we're now on the cusp of this meeting with the department of natural resources that's going to turn what determine whether or not we can move forward with this and make it a viable part of our community not just for Leonard but for the whole surrounding area Addison Township and other communities I meet a lot of people that use the Palan trail from Romeo from Elmont from Wier and a lot of areas that came down come down to our area to use this trail through here. They really like the trail. The people in Romeo don't have a place like this. Like come over to use the trail they meet in Leonard. It's a big parking lot there.
005So it it is well established outside just the village. We we we're not to do this just for the village. It's for everybody to come around and use. It's going to be a meeting place. There's going to be activities for children, activities for seniors. We're looking at concerts in the summertime with this entrepreneur. What I need from department of resources is a waiver and we know that they have concier and state park. You need to think about the trail area this uh leeway through our communities as a state park. That's the way it's handled. So they have concier. If you go to a park that has a canoe rental or something, it's a private enterprise. They do allow private enterprises start inside of a state park. We need to make some money to be able
006to maintain the grounds and maintain the buildings. And if I can get this all together, not not just me, we we I should say, then then get this from the DNR, this we're going into this meeting. What I'm asking for tonight are letters of support for this project going forward and the need for the community and people to use it outside of of Leonard proper outside all through Addison Township. I'll be going to Oakland Township, but not Oakland, I'm sorry, Oxford Township and I'm going to board and be on the trail board. We'll be talking about this. So, it's going to be an ongoing thing. So, that's really what I'm here asking for you tonight is for those letters of support. It can be from anybody in your community. The only people that can't be
007from from is my board. It's from from the council. It doesn't count for much. It counts more from people who are not on the council and open to our community members, our our residents. But for us, I was told no, it's not a good idea. So ladies and gentlemen, that's you have a a rendering. This is an artist rendering. So not an artist, architectural blinders drawing. This again of the mill and the grounds. So if you look at the mill, actually you're looking at this in the downtown. This this is filmwood through here. So, it's going north. I'm a little bit backwards. This would be the front of the mill. What we're adding to it now, we only had the grain elevator left. At one time, there was a penary associated with this uh going
008on the front side of this. That all had to come down. That structurally was not south. The back side here is where we're going to put two family style toilets in. We have enough room to do that with a septic field to do to take care of it. That's what we need to do. Now, the inside of the building right now, we can't use it. And it's a grain mill. And by definition, a grain mill a dangerous building because grain when you mill grain and it gets in the atmosphere, the oxygen mixes with it. If you have a spark, it blows up. Just it's an explosion just like fertilizer. >> So, we have to get all this cleaned out. We have to get it all certified. I have to get structural engineers in to come
009in. That's the biggest structure I've ever I've never seen beams and support posts and everything this big. They're huge in there. I don't know how it could be bad, but you know, we we have to get all that certified before we can get into the building. So, essentially now we're looking at just using the grounds at this point. The grounds were open for use now. So, the only thing we we can't do is the builders can't make money from this. Only thing we can do is make enough money so that once we get the building refurbished and once we get the grants improving the viability of this building will give us bigger grants for restoring the building. But maintaining we got to be able to maintain the structure. If we can't do that there's no
010sense in going any further anyway. But so that's what we're asking the waiver around that we have an entrepreneur that can sell tickets, make money with different activities that think you're going to see people out there like uh uh we're doing a bicycle rental shop for the trail for trail mix. Thought that would be a good idea. U coffee shop has a comfort station as part of the comfort station aspect of this along the trail. There'll be coffee and pop and water and that sort of thing small. There's people who roast coffee beans at their home now. There's people who bake sourdough breads and things of that nature, but they don't want people coming to their home to buy their goods. They look for these smoke venues to sell their wares. So, we're looking at
011doing that, but the the the grounds themselves will always be open to recreation for anybody that needs come out there and use it. Um, that that's about everything I can cover tonight. So, I'm trying to be real quick. So, that's what I'm asking for. These letters of support are are very important to to the DNR to see that that this has more use than just the smoke dealership. So, thanks for listening to me. Does anybody have any kind of questions? >> Is this Oh, is this for the this for the trust fund, DNR trust fund? Is that where you're asking for money from or >> No, I have to get a waiver to allow people to make money off this project. Okay. >> So, without doing that, that takes a lot of what we're able
012to do away. So, if they if we can't get this waiver, it's probably going to end our our presidency or trying to do this put it together. It's just uh not going to be possible. We just can't get enough funding without proving this bill that's vital to the community. >> Okay. Would you um do me a favor? just send us a an example letter that you would like us to look at and then we'll uh if we if we need >> I I just didn't want to put out form letters. I just rather do something short from the heart. I don't care if it's two lines or one line or Yeah, we like this one. >> But I mean just for the particulars of what we're asking for. Okay. The the waiver you said and
013and it's two >> this go Yeah, this is going to go to that waiver first. We have to get this waiver in the February March time frame. I have an opening to apply for some federal funding for this for distressed communities. Um but I can't get through this DNR. We're where we've always been. We're short on funds. We're never going to attract enough attention from from the people who have the type of money it's going to take to put into this to make it go. If I'm correct there, I don't believe there are any other mills uh in Oakland County except the one we have here in Lakeville and the one up here. Is there another one here? >> Oxford Oxford has one. >> Yeah, sir. >> Oh, still has that. I >> I was
014asked to speak to Oxford Mill. Unfortunately, I have not been able to talk to Joe Mador about this yet to understand the nuances of them. So maybe I'll come back again and ask for another letter for them. I don't know. But so until he calls me back, I don't, you know, it's the holidays. Everybody's busy. So maybe you'll be after the holidays here. >> I know that Mike and I are are very much in we're involved in the mill there. Matter of fact, Mike and I went down when they tore down the Lion Town or South Lion Mill. All that equipment, all that belt driven equipment, all the machineries in my bar. Okay. That we would have a lot too. And I'd love to get it out of my barn. I'm just saying it would
015be a great place for it to go to, you know. >> Well, you know, that's what we thought about is keeping this part of this mill where the flooring, you really can't use it for anything, but moving around all the pillars and all the equipment and stuff. That that part will maybe stay as a museum. I thought that would be a good thing. I mean, the the kids from Leonard School could just walk across the street for an alley just to come learn something about the history of of their their community. So, how much property is there? >> About four acres. >> Four acres. Okay. >> Three and a half. Four acres. >> Okay. >> Is there >> Am I Am I stretching the uh >> You're saying no. >> Yeah. The mill the mill
016property itself is about a half acre. >> Okay. >> But you're it's the trail head. >> It's quite long for a half acre. >> That's why I didn't know for sure. Now, I always look at my property first, say, "Well, let's figure in mine. It's got to be a couple acres. It's got to be three acres." I know. >> So, I have a question. So, just so I'm clear, the way the waiver that you're seeking is to allow like private funding to expand and do things here for the mill. Is that >> accurate? The private the fellow that came with within county is an entrepreneur and what he does is put this together. Now, he understands this is a little bit different what he's done in other communities. He has done work in Northern Ohio
017communities restoring and refurbishing these old buildings and putting them up to further use for the communities. He's done it in in southeast Michigan. So, now they they brought them out here. This is going to be a little bit different than what he's used to doing because we're going to do a lot of activity surrounding the trail use part of it. >> So, then is that entrepreneur the one that's making the money by >> Yes. for the concert and stuff. He has some things he sells tickets for and he does some private events >> and then the entrepreneur is the one that's funding the cleanup of everything and the building of the >> No, we'll do we'll do that through Grant or the he'll when he when he takes over when he gets to that point
018we'll take money from him and and put it into a maintenance fund to continue with the building going forward and the grounds to continue to take care of it. So the waiver is mostly about the activities that are going to happen in that. >> The waiver is to allow a private entity to make money off the state park ground. >> Although we're not a state park ground, we're like a state park, right? >> And that's how the DNR sees it. >> What are the downfalls to that? I mean, there's >> Well, we've been at this a long time and we've never come up with another enough money to to do what we need to do to to refurbish this building. And I don't think we'll ever do it if we don't get to this. This
019is the best opportunity that's come to us. >> So >> to bring this to fruition. >> So the property is just on the one side of the road or is it go because there's some anchorage right there? >> Well, it's the old it's the old railroad road track. So you got the railroad on one side and you got a village road on the other. So it sits between those two. >> Okay. So it's just that little park right there. >> Just that little park right there. >> Okay. So will excuse me what will what will this entrepreneur's vested interest be and what is he a stakeholder now in the mill or what? >> No he won't ever be a stakeholder in the mill properly. He'll just have this build business and I think this is
020how he makes his money because he's moved on. So he probably sells the business after it becomes successful and moves on he probably moves on to a new venture. He seems to be the kind of guy that likes to keep moving on. So his aspect of the business am I understanding correctly that it will be a a venue concert venue something >> activ there'll be activity be holiday activities for the kids there'll be activities year round once we can get the inside of the building going to be activity year round for for kids for seniors for you it's not it's not the same thing that we're doing down here in the township hall for senior citizens to come this is going to be a bit different than that >> so for for a ticket you
021can take your child in to see Santa or something. I mean, I'm just, you know, that's an example. >> Yeah. I' I've met uh with the music producer that he brought out to me one time out there. Nice guy, and he's the one that does the the concert venues. >> Okay. >> So, that would be, you know, that's of course going to be a summertime thing with any kind of thing. But they're they're small. They're not big concert, not big name people or some just people that want to come here. We actually have a singer in some band somewhere that's from London. He said he'd love to come back and put on a big show for Leonard when we get this going. So, >> okay. Very good. Thank you. >> So, yeah, I I'll I'll
022get what you asked for. I'll get it to you. But if you can email the village if you want to support this and we'll compile all these emails and we'll take them with us to the DNR meeting. That's scheduled for late February, maybe March. >> Very good. Thank you. >> Okay. Thank you. Okay. Petitions. >> No. >> Okay. Business. Uh approve on the agenda. >> Second. >> Any questions from the board on the agenda? We have a roll call on that. Please. >> Karen. Yes. Cost. >> Yes. Jenny Eller. Yes. Ed. Yes. Mike McDonald. >> Yes. >> Bennett. Yes. Supervisor Pus. >> Yes. uh consent agenda. >> Yes. Few things on there. The approval of November 17th minutes, approval of November and November in um December the 2026 cemetery fee schedule contractor services and Clifton
023River wershed dues um $812 from dues and fees. I'll go ahead and make the motion to approve the consent agenda as long as no one no one complaints. >> I'll second that. >> Okay, we have a motion and we have a second. Any discussion on the board hearing? Do we have roll call that please? >> Mary Frost. >> Yes. >> Karen, >> yes. Ed, >> yes. >> Jenny Eller, >> yes. >> Mike McDonald, >> Yes. Supervisor T. >> Yes. That is approved. >> We'll move on to item number two. Um, we want to discuss the budget. Um, everybody got a copy again. There were some changes in there. I hope everybody looked over everything. Um, I'm just going to open it up to the board. This is our time to talk about it again. And
024uh later on we'll uh schedule a public hearing um at your pleasure u possibly for a date in the future here. But um I wanted to let everybody go over this again and then we'll go over again in January. Um did anybody have any comments on that? >> Okay. One, page one. No. >> Come on. Stop my heart. Mr. Supervisor, go ahead. >> Um, I'd like to ask the board's indulgence. If you'd look at page three, um, under appropriations, which is the top category, there are a couple blank lines there. U, one is for general refunds and the other is for cable reimbursement. Uh you may recall that the board last year authorized or actually this year authorized that we would uh transfer our cable franchise fees as well as the peg fees to the
025cable uh Oxford community cable. So, I'm not showing any figures there because I we're going to go with u zero dollars because we'll we'll show it as income, but it will be expended through the community projects category and not not as a a general fund cable reimbursement amount. And then for the uh general refunds, um I'd like to put $1,000 in there um just to cover the eventuality that we do have the need to refund from the general fund. That's really all I have at this time. >> Um on that same page, I would just like to inform the board that um the elections, as you can see, are extremely high. We were informed by the state that we will be going out to purchase new election equipment. They are not sure that the federal
026government is going to have grants. So, they gave us an idea of how much money we need to budget for. Um whether or not it happens in this budget year or the following year, I'm not really sure, but I just put that in there. Anyways, um the other ticket item that I think we're going to have to do this year because there has been more um changes in the law. I'm trying to find it. It is on page four. Um I have master plan codification. Uh we have 44,000 budgeted. I'm hoping that's going to cover it. Um we're going to have to do that update to our master plan that the board approved a couple years ago. We're really going to have to push that forward. I'm hoping that's enough. Okay. Anybody else? Um, I
027do have the uh the commander from the sheriff's department here and I will let her uh explain a little bit on the sheriff's whether that is farther down. Uh, but we'll uh we'll let her uh go ahead with her presentation now so that she doesn't have to stay for the rest of the meeting. >> It starts on page seven. Page seven is the start of the police budget. So, is this Jennifer Harvey? Okay. And um go right ahead. Um we'll let you introduce your budget there real quick. Um um pretty sure that um we now have enough money and I'm worried, you know, a little bit about three years down the road and that's three years down the road, but for now we're in great shape and um we are coming up for a renewal.
028uh this next year on our millillage. Okay. So, we want to make sure that we get that out and get everybody to support that millage of the renewal. So, um go right ahead if you have anything you'd like to add. Okay. >> Hi, Sergeant Chuckler Harvey. I'm the substation commander here. Um I did increase the overtime budget because um as he said uh the since the sheriff's office or not the sheriff's office, county commissioners increased all the um sheriff uh price for the for per deputy, we had to cut one person. So instead of seven, we have six. So I don't have that extra person to like flex if I need something extra, you know. um for the security for the elections and things like that or the school wants somebody to direct traffic for
029their parade for Halloween and stuff like that. I have to either do it myself and if I don't have time, I have to hire somebody to do it. So, the overtime is going to be a little increased this year. And also, um repairs and maintenance. The outside cameras need to be replaced. they are too old and they're foggy. You can't see anything at night. In order to do that, we had to um replace the DVR also. So, we're going to replace all the cameras on the outside of the building. And then we had to buy a new DVR because the old one won't support the new 4K cameras that they have coming out. Um the other thing I do have some stats for we wrote 233 citations this year so far. Um not all of
030them were some of them were warning tickets. We like to give out a lot of warning tickets here to you know residents or you know just to make sure that you know people understand when you're coming through from Dryen it is 25 miles an hour through the village of Leonard not 45. So we will give them a break if they haven't you know exceeded the speed limit. We can look on our computer and see if they have before. Uh we had 40 investigated crimes this year and a 75% clearance rate, which the normal clearance rate is about 30. So obviously I have more time to work on cases to make sure that everything's taken care of here. >> Okay. Um yeah, as you know that we we did get a huge increase from the um
031county commissioners on the sheriff's office and um we did u look at our budget and um because of those increases um by the third year of the increases we would be pretty much um what we brought in is what we spend and we always want to have reserve. So after the third year, we would be dipping into our reserves. Okay? And that could only last so long. So so far, um, we'll be okay for the next couple years. And we do have new homes that are coming online now, and they do also pay at millillage, you know, into the police sand. And so in the next few years, uh, we'll re-evaluate this again. But for right now, we had to just take some measures to make sure that we could meet the uh um price
032of the contracts. And I didn't want to, you know, I I have a little bit of knowledge on the police part of it. And I knew that if we didn't do that, we would be in the hole. We'd be eating into our reserves way ahead of time. And um with the FBI statistics, they always say we're supposed to have a a year of reserve in case there's a disaster or millies doesn't pass or you know something like that. So we do have that and um I wanted to make sure that um we didn't have to start eating into that. So that being said, um with the new millage, as you know, then we can bring it back up to the actual millillage. You know, as you know, it has been eaten away with the uh
033takeaway every year with the Henry amendment. Yes. And so I think that we're going to be in good shape. And um I just want to be proactive, you know, so we don't want to come up short one day and then all a sudden have to lay people off. So I I didn't want to wanted to make sure that we're in good footing. And every other township's in the same boat. It's not just us. And some of the other townships also had to to scale back a little bit. And the rest of them just a lot of them just aren't adding the the event that they were going to add. So they're they're trying to figure out their budgets also. And this is only the first part of the raises that the county commission has given
034us and we don't know when the shoe drops again what the next set of raises will be. So I just want to be proactive. So I think uh the sergeant has made a great budget and I think that we'll be great for the next couple years. So >> I've got a real quick question. minor question. Explain the computer equipment again. It's 10,000 requested budget. I'm on the right page. >> Is that the cameras or the >> uh 94800? >> But that would be like the computers in the >> We have computers now, don't we? >> Yeah. But they go through upgrades and my laptop's three years old. So, you know, >> it same thing. >> Yeah. I mean, it's we not going to spend that. >> Okay. >> Um but, you know, just in case
035like if something gets broken, >> you know, um the video recording system in the substation is what? It was put in 10 years ago. >> 10 years ago. I mean, right now it's still good, but >> probably have to be upgraded. >> We just talked about it last month. So, >> yeah. >> Okay. >> And these new cameras that we're putting in around are have a really good night vision now and everything where before it was kind of foggy and uh the cameras we have now in the cold weather, they're supposed to have a heating element in them, but they're not working quite well. So, we get >> Well, they're 10 years old. >> Yeah. And so these will be newer and improved ones and we'll get a much better. And believe it or not,
036we've solved some crimes with those cameras in the parking lot. When the house got broke into in Leonard, the cameras caught the bad guys going down Rochester Road. So uh we were able to uh uh catch them by saying that they were in that in the town at that particular time. So, I mean it is very useful and it and it is important too that when people were in the parking lot, you want to make sure that they're safe and that we have them on film there. So, >> well, we just had that guy that um pulled out of the the guy that was doing the library, the roofing. He pulled out into the road and hid another vehicle and then claimed that that that he was already in the road when the guy came
037up. So, I mean, the cameras actually helped us show that he was in the road, not the other guy. So, I mean cameras are it's they're everywhere and you know they are very helpful. Plus, I mean you have the sled over there you want to keep an eye on and you know the dumpster and >> make sure you update the cameras once it's aiming at Bruce's house. They need to be updated too. I don't know. No, that's just you don't have any Bruce. >> I was going to say for liability sake the the the cameras are terrific. I mean because when people, you know, if they say that something happened out in our parking lot, we fact that it didn't, you know, or whatever. >> I know there's a camera out there out. >> Yeah.
038So, okay. Um, any questions for the serge? >> No. Well, thank you. >> I didn't recognize you. I'm >> You don't have to stay around. You can go. >> Didn't have your uniform. >> No, it's fine. >> Okay. Anybody we can go back. Does anybody have any other questions on the budget? And the fire chief already has been here, so we're good on that. Um, if not, then we'll move on. But I wanted to give everybody a chance to look at it and if there are any more changes, we'll make that available and we'll discuss it again. Okay. Moving on to item number three then. Um, authorize the date and time for the budget public hearing. Okay. So, we need a a motion to authorize the date for the public hearing uh for Tuesday, January
03920th. I mean, in the January, um this is great that we're getting through this because um we can discuss it in January after the public hearing again and then if if we wish, we can vote on this in February or March. We do have to have it done by the end of March. So, this gives us a a chance to get it done. I think we did it last year. I had a schedule also. So, so I need a motion. I would like to make a motion to uh set the public hearing for truth and taxation and the 2627 fiscal year budget hearing for January 20th, 2026 at 6:00 p.m. at the Addison Township um offices and boardroom. >> I'll support. >> Okay, we have a motion and support. Any discussion? Not hearing. I think
040I can just call a vote on those. All in favor say I. >> Anyone oppose? Say nay. Okay, that passes. Thank you. Item number four, resolution for the 2026 noaz participation. Well, I know Mike was involved in all of that. If you'd like to talk about it, if you wish. Mike's involvement has been minimal because Mary has been has been the the spearhead. I've been I've been handling the county material management uh portion. >> Yes. So, we let you have it because you know more about it than I do. >> Yeah. Which is fine. >> Which is fine. >> Yeah. He talks a lot of garbage. I know most people don't say it out loud. Okay. Um I can the statistics were sent uh to the board and Mary I don't know if you got
041them but u >> I get some of it still >> Addison had a a statistically significant um we had 86 participants in the program um which was about uh 2% two and two two 8% of uh total participation and uh I think that justifies uh continued participation. Um that means that a lot of paint and other materials that might otherwise have ended up dumped on the side of the road or in the regular garbage um ended up in the right place where they belong. So the contract you all received it I believe >> is this this one? >> Yeah. Yeah. So on the on the basis of that um it's still $30 participation for each. >> It's up to us but the resolution reflects 30 >> $30. I I think that was a great way
042of doing it and I encourage residents to carpool together, you know, and split the cost and um so hopefully um a lot of people do call the office and are very interested in doing it. They have gasoline, they have oil, they have there's no place to take that. There's chemicals, they have there's paint, and this is the place that you take it to. And otherwise, like you everyone said, uh they could end up on the side of the road. You know, >> it's a great service and I would love to move this resolution, but I would need to know who's going to be our community representative. >> We got We have to have somebody out there who did that last time, Mary. I can say what I will say again is that Mike has more
043know of what >> that's a different organization that's different. >> Yes. >> So what's the responsibility as the community represent? >> You have to go to the um the pickup dates. There's usually 4 to 6. You have to go and represent Addison Township and basically you work the event. Um, I think it's close to 60 days, >> but we do pay you >> Saturdays. It's during the summer and I think they start in April and they end in September October. >> Usually the one up here on Lake Road is in June. >> And it's very busy. >> Yeah. But it wasn't bad. It kept going. And then there's one up in Kensington. So it's still the same one because I don't know if I missed I had to go to Kensington. So >> they will
044announce that and they will they will send out a flyer for it. >> Okay. >> Then there's one at Oakland University I believe. Right. >> I don't know. I've never been to that one. I've been to the other ones. >> Um I didn't do all the dates, but I'm not sure I could commit to the six or you know. So I don't know. Maybe >> Karen, can I share it with you? >> Yeah. I was just going to suggest the two of us like just volunteer to vote between >> Yeah, just that July date. I'm we're out of I'm >> Are there dates on there? >> Yeah, there's >> I don't know. I don't know where they are right now, but the June one is usually the middle school. >> That would be great. And
045the good thing is you get an orange basket and over here like >> I was going to get up and get the flags. Yes, >> Karen. We're going together. It's not like it's not that big of a deal. >> They usually do the meetings electronically. So, they are going to want to know which one. >> So, should I put down should I put down Jenny and then Karen is backup and see if that's okay. >> Where's the Yeah, we can work it out. But did you say there's all those? >> Well, there were these were last year dates. They're pretty similar as where they keep it. they keep it around that same >> and then I'll get together with what's the best email address because I will want your email address. Um so I will
046contact the both of you. Um with that I would like to move the North Open Household Hazardous Waste Consortium resolution um authorizing Jenny Eller and Karen Gel as backup as the township representatives. I'll support. >> Any discussion? We have a motion and we have support. I think that um I think we're we're going to have to have roll call on that because does that involve money or not? >> Yes. Okay. We'll need >> Yes. >> Jenny Ellen. >> Yes. >> Mary Frost. Yes. >> Karen Gel. Yes. Mike McDonald. >> Yes. Supervisor. >> Yes. Thank you for that. That's >> a big social. >> I'm going for the food very feed you. It's a big social event. You get to steal >> good at social stuff. >> Yeah, for sure. >> Okay. Item number five. >>
047Um, >> digitize the uh building department records. Um, at first they came out with $24,240. than that. I had Jamie call back and I asked how about if we uh deliver the uh material to their office and otherwise the 24,240 they were going to come here and set up. It would take them several days to do it and they need a whole room to do all of our building u plans and everything. Well, when I had her call back and Jamie called back and I said, "How about we deliver it?" and they said, "Better yet, they'll come pick it up and take it to their office and do it at their office for $17,740." So, that saves us $6,500. So, I thought that was terrific. >> I don't think we'll fight about it. >> No.
048Okay. So, I I'm looking for a motion. >> Um I was wanted to say that American is our company that hosts all of the minutes and items on our website. So that's why we we're going with aircan because it will go directly to um the scan um website. So this is going to be a big plus. Um we're still working on other items here. Uh so I would like to make the motion to approve the digitized building department records for um and when I read this it says I'm going to change this a little bit. It says it's an estimate of 17740. Um I think we should give a little bit of cushion. So, I'm going to probably go up to 18,500 from 101371 and allow the company to take the documents off site. >>
049So, I do have a question. So, I'm because this is someone that we've used their security everything like that. So, that >> typically like ages ago, I did this for the minutes. they came on site, but that was before the prices escalated because typically you do not let the original documents out of your site. I do trust this company. We've been working with them now for over 20 years, >> but I do feel the board needs to know that we're going to allow them to take the take it off site >> and and what's our liability with that? >> That I don't know. And then legal is going to have to approve and that's going to I'm sorry. I'm going to add that to um my motion and um legal to approve the agreement. >>
050They're located in Shelby Township. >> Are we jumping it just a little bit or we since we've used these before, should we make a motion to wave the purchasing um requirement because we've used them before? It's a simple motion. >> You could or professional service. Yeah, >> but I can um >> I mean we're going to go with >> I can put my motion on hold while you do that. >> I'd like to make a motion now. Hold one second that we wave the purchasing requirement uh for this former scam. >> Why? >> Because they are a contractor. We have used in the past. >> No, we're still under contract. Yes, they post it. Okay. Okay. Should we have a motion? Well, something like that. >> Second somebody. Well, >> I was going to. I
051don't have to do it all the time. >> We'd be really stuck. Nobody made a second. >> Okay. So, we have a motion and we have a second. A really good second. And um so, okay. Any discussion? Okay. That's to wave because it's a professional. Can we have a roll call on that, please? Karen Battle. Yes. Mary Frost. Yes. Jenny Eller. Yes. Breakfeld. Yes. Mike McDonald. Yes. Yes. Supervisor. >> Yes. That pass. Okay. >> Review my motion. Motion to approve that to digitize the building department records for 18 up to 18,500 from 101371 and allow to allow the company to take the documents off site and legal to review the agreement. >> You second it. >> We do have a motion and a second. >> Any discussion? What if anything are in those records that
052we would need to be concerned about for privacy issues? As far as it going off, >> it's not really privacy. They're records that have been retained forever. So, if something should happen to them in this building, >> they're the one and only document that we have of of those, right? I do respect this company, so I'm comfortable with them doing that. I might not so much the minutes but they are the plans. >> I understand that what >> the what is inside >> they're building what it is. >> Okay. Is there anything proprietary or personal information or >> proprietary? Yes. >> Okay. So I'm assuming that legal is going to have a contract that says they're going to wave uh I mean there's going to be some kind of legal contract with them saying that
053take responsibility in case something happens like right. I mean, >> that's why I'm going to send it to legal and see what Bob wants changed on it and if he's going to add anything to it or if he's going to have a separate agreement. So, as long as the board's okay with him reviewing and deciding what's the best way for him to word that. That's why I threw that in there. >> Are these all the documents that we have to date that are >> No, only the building department. I still have the land divisions. We're able to do it here in house because they're not the large size documents. The land development are the large size documents and we'll have to do this again for for that group. >> We have those big building plans
054and if they have to bring the machinery in here that cost us an extra 6,500, >> right? Yeah. And they said if they do when we spoke with them, they said if they do it there, it was easier because their staff was there. They have people that do this all the time and be much quicker and cheaper. So they wouldn't have all of the records there at one time. Their plan is, as I understand it, to parcel. They'll take a portion, do that work, bring them back, take the next punch, etc. Okay. Um, so where were we? We had a motion and we had a second. Any other questions? >> Okay. Roll call on that, please. >> Karen, yes. Mary Cross, >> yes. >> J, >> yes. >> Ed, >> yes. >> Mike McDonald, >>
055yes. >> Bennett, yes. Supervisor Pearson, >> yes. Okay, that passes that. Okay. Public forum. Anybody in the public who would like to speak? Anybody have to say no? >> You're all done? >> Yeah, I'm done. >> Okay, we'll move on then to Addison Township uh board reports. Anybody have any news? Any of the boards? >> I would just like to say we have a great group of election inspectors. We have our results back from the November election and each precinct and the receiving board 100% every one of them. So, it's like a great job to my guys. So, whenever you see them, please thank them and then I'm going to go back to digitizing the records. Um, eventually we're going to have a plan and the plan will be brought back to the board so
056that the board would have to determine if we're going to um dispose of these records that we're going to put onto the um computers or if we're going to retain them. and it has a total layout of what the materials have to be kept in unlock. So that's going to be the next thing that we're going to be working on. So it's going to be one stock. >> Okay. We'll move on to legal reports, communications, supervised report. I only have just a couple things. Uh we met with uh the insurance company, MMRA, and our insurance bill um that we'll be sending to our legal make sure everything's all set. It comes out to $61,877. It is an increase from last year, but the price of the builders and the price of the equipment, everything has
057gone way up. Okay. So, um you know, to replace our township hall has skyrocketed. Okay. to replace anything at the fire department. Everything's skyrocketed. >> Houses. >> Yeah. And Mike sat in there with me and he explained that like everything has gone up. But the cost of replacing anything if anything happens um of course that's why it has gone up. But the good news is um we are getting $20,535 back from MMRA because of our you know our length of time that we've been with them and our claims that uh we have not had and then the state pool we're getting $2,648 and that's a total of $23,183 is what we're getting return on assets. Um so um if we whole thing comes out to what is it written down what it our total bill
058I guess I have to leave that up to the uh >> to the treasurer. He's got a loop of subtraction 61,877US 23,183. Okay, while you're working on that I'll keep going. I'm going to need those numbers here. >> Okay. I'll give them to you tomorrow. Don't worry. >> 61,800. Is that >> That's okay. >> But but I think everybody can see that it's going to be somewhere in the 39 40,000. >> Yeah. So, uh the other note is the 4-day work week seem to be working out very well. We did have a lot of people that came in early and were thankful that they could drop off what they need to drop off on their way to work before work. So, that was good. Um, and the employees so far seem to like it. So,
059I keep you updated on that. Um, the other thing I'd like to say is, uh, merry Christmas and happy new year. Our next meeting. >> One more thing. >> Building. We will own the building. >> Oh, yes. February is our last payment on this building and um we've uh kept that money in the bank and I think we have a net profit on that money in the bank versus our interest was I leave that up to the treasurer too because if you remember we did get a low interest rate and now interest rates have gone up. So the whole time that we didn't use that money which we had the money to pay for but we just didn't and we made money on that. So, okay, but this is our last payment, which is good.
060So, we'll see what uh our next venture will be, what we want to improve, but that's 100,000. So, that's a big amount that we'll have left over. So, other than that, merry Christmas and happy new year, and I'll see everyone on January 20th. >> Um, yes, I'll make a motion to be >> support. We have support. Everyone in favor of it unless you want to stay here. Um please say I >> I adjourned. Thank you.
