001All right. I will call to order the village council regular meeting Tuesday, December 9th at 7:02 p.m. If we could please stand for the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Madam clerk, could you call the role, please? Cook >> here. >> Ross >> here. >> Kemp >> yes. >> Nicoia >> here. >> Knock here. >> Okay. And is there a motion to approve the agenda? >> I'll make a motion to approve the agenda as presented. >> Motion by Ross, seconded by Kemp. Any discussion? Hearing none. All those in favor say I. >> I. I. Any nay? Motion carries. Agenda is approved. Uh number five, presentations.
002We have our annual audit presentation. Um, Gabri Company. >> Uh, good evening everyone. My name is Ian. I was the manager of the audit this year. I worked with Vicky and Kelly from the very um What I believe you all have a copy of the draft report in front of you. So I'm just going to go through that go some financial highlights and kind of what our opinion was. So if you open up the page number one it's about two or three pages in but it is the independent auditors report. Um and if you look at the first two paragraphs under the opinion section this is the wording for the verbage for unmodified or clean opinion. It's the best opinion the ability could receive. So in essence, you pass the audit. There's nothing better that
003he or she could have done to get a [snorts] better opinion. So that is what will be submitted to the state. That's the main point of the audit. Any questions on that at all. And if not, if you have any questions as I go through, just feel free to misinterrupt me. >> You go to page number five. Few more pages down is the start of the management discussion and analysis. Um, and I'll go over the financial highlights to show where you are at a high level as of June 30. Um, so at the close of your fiscal year June 30 25, you had assets um exceeding your liabilities of about 13.4 13.5 million. Um, of that 13.5 million about 1.9 million is considered unrestricted position. Um, you're a pretty heavily uh capital asset intensive entity,
004meaning a lot of your assets are tied up in a water sewer system or building or something along those lines. So, the difference between the 13 million and the 1.9 is largely capital assets or restricted funds that need to be used for major streets, things like that. >> [snorts] >> Um the governmental second point your governmental funds uh reported combined fund balances of about 2.3 million which was an increase of about 300,000 over the previous year. About 75% of that or 1.7ish million um is considered unassigned fund balance. It's available for use at your discretion. There's no restrictions on it and all of that is in your general fund. Uh third goal point. If you took that unassigned fund balance as a ratio of your annual expenditures in your general fund, it equates to about
00564%. Uh what that means is if you receive no income after June 30, you would survive about 64% of the next fiscal year in your general fund only. Um it's it's a ratio to show how well you work financially, how much cash you have at the end of pay the next few months of bills. So it just helps you to know how much cash you have to pay for the next few months. Um your general fund also increased about 450,000 over the year. [snorts] We go down a few more pages to page eight. This in your statement of net position or your balance sheet. This shows your assets, your liabilities and your equity and the changes uh from 24 to 25. It compares and contrast the two of them and it breaks it down by
006your governmental activities which would be your general fund, major local streets, capital project that service funds if you have any of those. Your business type activities would be almost entirely your water and sewer fund. Um so that's where those get lumped into. Uh your cash increased or decreased a bit. Um overall um not too much but just about 100 200 something thousand. Um everything else at least in your assets was relatively similar. Um your capital assets increased about 1.4 million over the previous year just due to some projects you guys had going on. um revenue increased about 200k. Uh you had a grant that you haven't spent yet. So that gets lumped into unearned revenue, meaning you'll spend it in the next fiscal year, I assume. Most likely, >> um >> we spent it. >>
007Yeah. And then I am going to point out there is one error that we will fix is your net op and net pension liability. Those got flip-flopped. They're the right numbers, but you'll see really giant changes and there those will get flipped. So, I'll fix that in the final draft of the report. Um, so they didn't change 1.5 million one way, 1.5 million the other way. >> They're both relatively the same. Um, and then you can see all at the bottom how much your [snorts] equity is tied up in different things. How much is tied up in capital assets, how much is restricted, how much is unrestricted. Your next Page nine, this is your statement of revenues and expenses. Same thing year-over-year broken down by governmental business type activities. Your operating grants and contributions increased
008about 400k just due to some uh state funding that came through through grants and different uh facets. Um property taxes increased about 100k which is pretty typical. [snorts] Um everything else was relatively similar. some unrestricted state sources decrease probably got bumped up into the operating grants section. So overall, all of your expense revenues are pretty similar year-over-year. Expenses, you can see how all all of that is broken down into the various categories. Public safety would be mainly police work, public works, roads mainly and then the other categories as well. So roads and public safety were your main sources of expenses, just typical water and sewer at the bottom. See all the expenses in there. That's the main crux of what I want to go over. The next I'll show you the basic financial statements. So
009page 15 and 16 are the exact same things we just went over except for the 25 fiscal year only. Page 17 is your balance sheet for your general fund and it will break down your general for your governmental funds. It'll break down your general fund, major local streets and all of your non- major funds for the balance sheet if you to see how those funds stand. Uh page 19 is your income statement for governmental funds. Same thing. Um page 21 and 22 are your water and sewer funds. Uh balance sheet and income statements if you want to see how those funds are operating. But I won't spend a whole lot more time on that and let you ask questions if you have any. The rest of the report is just more information on the financial
010statements at a more deep level if you wanted to see how your pension or liabilities are doing. So the main point is that you got it. Any questions? Not any questions. >> Thank you so much. >> I'll get their number updated. >> Perfect. >> Yeah, it makes a big difference. >> Yeah. [laughter] >> Same number. >> Glad you caught it because I wouldn't I wouldn't have caught that one. I was looking at the line below it. Talking about it seemed right on the line below the section below. >> It It's right in total. It's those two bridges. >> So, the total won't change at all. >> Yeah. >> Thanks. >> Thank you so much. All right, moving on to item six. We have no public hearing this evening, so we'll move to call for the
011public. If anyone would like to speak under public comment and address council, please step up to the podium. >> Seeing no one, we'll close public comment >> and move to our consent agenda item 8A. If there's a motion to receive I'll make a motion to receive and file items AA1 and two >> and then I'm sorry. >> Do we always break it apart? I cannot remember. Okay. Thank you. >> Motion by seconded by Garcia. All those in favor say I. >> I. Any. Motion carries. And then B. I'll make a motion to receive and file items 8B 1 2 and three and bills in the amount of $462,99481 >> that has to be approved instead of receiving >> approved I yes >> support motion by Ross seconded by a roll call vote please >> knock
012>> yes >> nasia >> yes >> Kemp >> yes >> Ross >> yes >> cook >> yes carry those items are approved. >> Moving on to item nine, unfinished old business, the Warriors and Park Street project updates. >> Okay, so you know, we had quite a struggle on Park Street. We came back, we made some amendments and some agreements with our engineers and Hutch. They came out and uh did a good job getting back together. It's really looking a lot better. Um I think that's all complete except for some maybe restoration. They have some seed down along the edges. They will be back. We have a small amount of retainage for that to uh recoup some money to make sure they come back to the restoration in the spring. Uh Moyer Street, which is again
013ran long um but they did get it done in time. The weather, thank goodness, um cooperated. They were out there today and probably not tomorrow because of the weather. They are um cing around where they paved over top of the sewer manholes in the middle of the street. They've corded them and removing doing removals and framing and and doing the concrete pouring. They did one adjustment today. They'll try to finish Thursday and Friday and that'll pretty much be done except for the restoration in the spring, but all the paving and the sidewalk and all the smoothing on the sides is done. >> That looks really nice. Any comments or questions from council? >> Not quite a few times. It's very nice. >> Um I I think there's like Do you mean is there a lot
014of brush and stuff that they're cleaning up there in the spring? >> Well, mostly the the restoration on the side, right? Yeah. Not so much brush. It should be gone, but yeah, the smoothing and the >> the planting and the ensuring that that it grows back. >> Thank you. >> With nice grass, >> some spots just gravel. That's what they want along by down by Jacob's house across on the south side. There's a lot of gravel there. >> There's sky basins there. >> It allows for parking. >> No, it's fine. >> Any further discussion on this? Thank you. >> Um number 10, new business item A is a proposed resolution for our annual permit authorization for use of state highways from >> Yep. something we do each year. It kind of allows puts them on
015notice of that we are continuing our permit and who is able to go into the system and apply for those permits. It's myself, Chief Sowald and our DPW Superintendent Rudy Reyes. And it's just an annual thing we need to do. Looking for a motion to adopt that resolution. I'll make a motion. Motion made by second. Seconded by Ross. Any discussion hearing? None. Roll call vote. >> Um Ross. >> Yes. >> Cam. >> Yes. >> Knock. >> Yes. Cook. >> Y carries. That resolution is adopted. Next is 10B, our NOTA intergovernmental agreement. >> Um, yep. I think us and Oxford Township are the final two uh signatorries to this to approve it. The others already have. Bob's worked on it. Bob overseen it and then they're good with it for a month or so. >> I
016just didn't quite get it in on time for us last month. >> Yep. >> So, we recommend approval of that agreement. It could be signed. >> I will make a motion to approve a not intergovernmental agreement as presented. >> Supported by any discussion on that one. >> This is so much better than what was previous >> making big big progress. [laughter] So good job. That be a voice, >> I think. Yeah, it's not a resolution, I think. So, yeah, it would. >> Okay. All right. Any other discussion or question? None. All those in favor say I. >> I. Carries. Uh, next are board and commission appointments. Um, >> I have not heard or spoke to anybody of the zoning board of appeals as EBA members on that expiring. Um, >> I'm inclined to reappoint them
017and then if they're not interested, they can let us know. >> Yeah. It seems there's really not much action there. And then I I I know. Yeah. >> Yeah. >> I think you already got it. >> You're already on there. [laughter] >> You're already on there. So, >> so I I would um move to uh reappoint um for a three-year term ending 2028 Suparvey, Dave Gerber, and Tanya Hower. >> Second. It's a motion by Cook, seconded by Ross. Any discussion? Hearing none. All those in favor say I. >> Any nay? carries. Moving to the next page. [snorts] We do have Oh, those are at the end of 2026. >> Yeah, I got ahead of myself. I updated it. So, >> some of these unless anyone Yeah, we can leave those as is. >> I'm I'm
018the alternate. So, I should I should speak to that. >> So, you all are members and all can go. It's the delegate is the only one can vote. Okay. Okay. >> Um, so and and it does it it does expire and this year I just got ahead of myself, I think, and bumped it to 2026 because that's what's coming. >> Oh, >> because it's an annual appointment. >> Oh, okay. >> Is this MML or SECOG? >> So, for both. >> Yeah. >> So, they all do. So, any I guess any thoughts from council? There any interest in serving on ML or SEC? You can leave it the way it is for another year or we can switch it up. >> I'm happy to do anything for you. You want change it. Right before >> when
019is this unca? Do you want to be for >> Yeah, I some experience and knowledge of that. So, I'd be happy to. >> I I did several things years a couple years ago. Oh yeah, >> like I said, you're all listed as members as we are that could go to any of the trainings for the conference and stuff too. If you see something on there you're interested in, >> right, >> just let us know. >> Great. Um, I'll make a motion to appoint Gina Knack to the delegate um spot for MML boxer support. Motion by Cook, seconded by any discussion. All those in favor say I. >> I. motion carries. So then you'll stay as alternate for now >> and then fin beautifification commission. [laughter] >> I haven't heard of any interest in this. I
020feel like >> I'm happy to talk about the flowers and the and you know the beds at the park and all that. So I showed up for the first meeting and I was there. So >> and I would do the minutes so I could be the secretary. I don't know. >> So if you see per the charter five members at least three must be village residents must have the bylaws approved by council which they have been >> meet no less than once per quarter. Um so but again it's it's really been defunct for the last several years as many of these um members um for various reasons resigned of age or moving out or things like that. >> So it's just one of those things because it's in the charter, >> right? It's there. >>
021Yeah. >> Regina, are you inspired to get this going again? Is that what I heard? >> If I if I can get if I could get some people, I think I >> You know what? It's It's kind of like the What the It's like Sure. We don't do that. And then no one no one shows up. That's fine. That's >> I'm happy to do that. >> Yeah. >> Okay. Um so I can appoint a council member to that. Is that right? >> Which you are. So Okay. >> I'll make a statement. somebody. >> Oh, wonderful. >> Wonderful. Good. >> All right. I'll make a motion then to appoint Regina Knack to the beautifification commission for a three-year term. >> Second. >> Was that Ross? >> Ross. >> Cook Ross. Any discussion? All those in favor
022say I. >> I. >> Motion carries. >> So, we we did a motion everything for MML for Regina. >> Yep. >> But then And you talked about Allison and Jacob and for we never >> Oh, I just left them alone. >> Yeah, you didn't do anything. >> Um, I'll make a motion to Can I do it as a bunch? >> Sure. It sounds like there's >> You can do whatever you want. >> Okay. >> I'll make a motion to appoint Alison Kemp as the alternate for MML and then Jake Nicholasia as delegate and Ashley Ross as alternate for SEMCO for the annual appointment. Second motion by seconded by I think all any discussion hearing none. All those in favor say >> I. Any motion carries? That's done. Um yes. If anyone would like to join
023the beautifification commission and knows anyone who'd like to, please let us know. We can get more commissioners appointed to that. >> Maybe I put some else on our socials. Yeah. that as as winter rolls through maybe they can think about it like spring thing or something. >> We have a little bit of time before it's time to plant. [laughter] >> Well, there are some grasses that >> um so the anything does this does the poly trail when it says 2026 does >> that correct? >> I mean actually 2026. >> I just got ahead of myself on ML. >> Okay. >> I'm not going to lie. It is extremely hard for me to get off in the middle of the day. I don't have to say. >> Yeah, that's okay. >> Anyone is able to go
024>> do not instead instead instead of sherking my responsibility. >> What time is Paul and Trail? >> 3:00 on a Wednesday >> and it alternates to Addison Township here. >> I probably could do it since it runs right by my work so I can do a double duty type. >> Okay. >> Switch. Yeah. >> Yeah. Let's do that. >> You can do not because I cannot get there anymore. >> Okay. All right. [laughter] Well, because I've been >> that would be great. >> So, you could reappoint. You could appoint Ashley to figure out finish the term >> that Alison is on. >> Okay. So, I'll move to appoint Ashley Ross to the term ending 2026 with Polyen Trail Management Council. >> [laughter] >> I can't go. >> Any further discussion on that one? >> Oh,
025sorry. >> Sorry. Did you get >> I thought somebody second. >> Oh, >> okay. Thank you. >> It's a lovely It's a lovely position with worthwhile. >> All those in favor say I. >> I. Motion carries. Um and then Joey, you'll still stay on as alternate for sure another year. Okay. And then um >> Okay. So then not I would move to appoint Alison Kemp to the two-year term. Well, >> finish out that term. >> Finish out the term currently occupied by Ashley. So ends 2026 for the POTA. >> Can you read my not? It's kind of dark with that red there. Ellison, they moved it to 5:30. Um, start. >> Oh, yeah. >> I get it. >> Joe is also a voting member. >> Yep. >> I could never go. So, >> okay. >>
026Yeah. >> Okay. So, that was motion by me. Is there a second on that? >> Second. Sorry. Did you? >> I did. >> Sorry. >> Second. >> Thank you. Any further discussion? Hearing none. All in favor say I. I. I. Motion carries. Cable commission. Um worry there's expressed a desire to continue on that. So um Jacob, are you okay being an alternate still on cable commission? >> Yes. >> Um so for cable commission, I want to move to appointing Marine Helmouth uh for another two-year term. So that would end in 2027 for the cable commission and then also Joe Mador as another alternate to 2027 for the cable commission. support. So motion by Cook, seconded by Kemp. Any discussion on that one? None. All those in favor say I. >> Motion carries. Okay. Da. Um,
027so my current designate is Jacob Nicaria. because of um Jacob let me know because of his career advancement those meetings are going to be impossible for him to continue to attend. So I would like to appoint Ashley Ross as my design on the DDA. That requires a vote too, right? >> I don't think so. It's just your design. You're there by default and your design you choose. So I don't really there's any appointment needed for that. >> Okay. So actually I'll start um at the next meeting or whatever the next one is >> next Monday. >> Excused. Thank you for all the on the DA too. >> Thank you. >> We really appreciate it. >> You cannot go until [laughter] >> he just won't be around enough. >> Yeah. >> So Ashley be the new
028designate makes her spot is vacant. >> Yep. And so Ashley's spot is vacant. And then I did receive um an application some time ago and then Joe actually received one in person as well from an interested DDA candidate. His name is Jake O'Brien. He currently serves on economic committee. He's interested in serving on the board. Um he is a DDA resident um and DDA business owner. So he checks both of those boxes um for different qualifications, although it's not currently needed. Um but is always helpful just to have another resident on the board as well. Um but he's a small business owner. Um and he I guess in his prior uh career was actually a educator and a principal. So he understands how board meetings are run, a little bit of the kind of government
029process, has some good perspectives. He shared with me about um you know continuing to work in the direction that the DDA is going with our downtown. I talked to him for about half an hour uh last the other week. So he would be my recommendation for Ashley's spot. So I'll move to appoint Jacob Bryan to the um let's deter >> expiring at >> 2028. Yes. Thank you. >> Second >> motion by Cook, seconded by Ross. >> Yes. Any discussion? Hearing none. Um all those in favor say I. >> I. Nay. Motion carries. >> It's a two-year term you said. >> Well, 2028. >> Yep. >> The rest of the one Ashley was in. So, I think we have a full board. That's good. >> Yeah, >> you have to do Pete. >> So, Pete did
030express interest in continuing to serve. So, I can just I'm just going to leave him in his current spot. His term expired end this year, but he can continue to serve in it until he chooses not to or someone else applies. So, Any um any other discussion or items for commission appointments? >> You have to do a motion. >> That was a lot at once. >> That was good. >> Okay. >> I reappointing. >> Okay. Um moving on then to 10D, the traffic order. And I think um Jake brought this up. He brought it to our attention or somebody on the street brought it to his attention and I shared it with Chief. Chief Soald went and I looked over and prepared the traffic control order for us. Um must be some kids running through
031the neighborhood there, which is always a good thing until they run in front of cars, >> right? >> Um I think some of the citizens are concerned that uh folks are going to start now that the road is nice and smooth, they're going to be speeding down there. So, um, uh, the kids are right at the age where they're just out there having fun, and it' be a shame if, you know, they weren't looking both ways, but I think they're they're out there having fun. So, it's a tough one, but hopefully a sign can can help people slow down a little bit. Thank you, Chief. So that you want to make a motion for that >> to approve the traffic control order. >> Yeah. A motion to approve the traffic control order uh on Moyer
032Street, 25 Moyer Street, I believe. >> Motion by Nia, seconded by any discussion hearing none. Um all those in favor say I. Motion carries. Thank you. All right. Next up under 10 E is proposed resolution 2513 for our first treasure goals and objectives for 2026. Um I found one small typo under the second where as besides that everything >> because there's no comma there. >> No, just I think it duties of the village clerk treasurer to allow >> any say manager would like >> because it says manager [laughter] >> we're just still trying to find find >> underwear I'm like I thought I was reading >> because it says manager on her res gota All right, gotcha. >> Um, okay. If there's no additions or modifications, I'll move to adopt the resolution 2025-13 for the
033uh goals, objectives, and duties of our village clerk treasurer as presented. >> Second motion by Cook, seconded by I'm really slow. Um, any discussion on the motion? Okay. Um, roll call vote, please. >> Nasia, >> yes. >> Ross, >> yes. >> Knock, >> yes. >> Cook, >> yes. >> Okay. Motion carries. >> Um, I do want to address a wage adjustment, but I'm going to do it after the manager objectives as well. So, the next one is um proposed resolution 202514 for our village manager goals, objectives, and duties. Doesn't say clerk treasure in there, does it? [laughter] >> Ashley, did you want me to mention one addition or do you want to take the lead on that? >> Um, I we can both. So, the one thing that I would like to see is we've
034been doing a lot of work in like the main corridor and kind of on the outskirts, but I'd really like to see a focus on the east side Scriptor Park area on how that looks with the, you know, water tower from the park to just some TLC. >> So maybe some uh improvement projects over in that neck of the woods. >> Yes. I would like to add something as well. >> I already added one for you. [laughter] >> Our website, especially when you're accessing it accessing it from mobile >> is really bad. >> When you access it from mobile, it like it shrinks it down to like one size. Okay. >> I think >> necessary. >> A revamp is necessary. I don't know exactly who that would fall on. >> I He just gave me
035access, so I've been playing around in >> I told him I would help him. So, >> all right. >> He's got a lot on his plate. [laughter] >> The DA has disappeared from the government. >> Okay. [laughter] >> We need to be Yes. Like I understand they have their own page, but something needs to >> co. Yeah, there's a there's a lot. >> Also, when you look at it like on your phone, it just it it not user friendly at all. >> Yeah. And revis our website. It was 2018 that we took it from the really old version to this. So, yeah. And he's been after me for about a year and a half to update it and to add some things to it. we have to do by law some things to it too.
036>> Yeah, >> I was going to say some love. >> Yeah. Yeah. And that was one of the thing the accessibility thing is one we're we're discussing as well. So >> we have a couple years for that. But yeah, it has to be done. >> So I have a little sidekick over here. Be happy to help me with that. >> All right. >> Because I I agree it needs some work. >> Is it is it a lot of 508 stuff compliance stuff? >> Yeah. Accessibility has to be so somebody reads it to them if they need it and different things emerges. I think the state of Michigan thing that >> pass that they passed even >> um >> I don't remember but I think there may be some grants out there for accessibility so I
037think we may be able to get some of it offset but I'm not sure. >> Yeah >> the disability network or somebody >> I know some of those grants were thrown in with election stuff so there is a little you know and since we don't do elections I will say there was some of those I will look into that. >> Um, yeah. >> Any other additions to that follow your show or >> it's under? >> Yeah. So what I would propose then there's no other additions or changes would be to move to adopt the resolution 25-14 with the addition of item eight which is to create and begin to implement strategic plan for enhancement of scriptor parks east of Washington street and then nine consideration of village website improvements those lines >> support by second
038by any further discussion questions none vote please. >> Ross >> yes >> nia >> yes >> Kemp >> yes >> Mac >> yes >> cook >> yes motion carries that adopted thank you before we move on then to item G um each year during the month of December council I've been here at least we've considered um the wages of our manager and of our clerk treasurer um and I would like to um typically we look um a different you look at the county we look at the federal cost of living adjustment and so that is cost of living adjustment is 2.8% for 2026 um so that's what I would like to propose for um both our manager and our clerk treasurer. If anyone let me know if you want me to spit out specific numbers.
039Um but historically um the past couple of years um we've done cost of living adjustment. So 3% last year, 3% year to four, 5% the year before that. just as an example or >> yeah that was at the end of co after co >> y support for that. So >> so my motion was to um apply a 2.8% % cost of living adjustment to both the manager and court treasur positions in support from Ross. Any discussion, questions, comments? Hearing none, do a roll call vote. >> Yes. >> Kemp, >> yes. >> Nasia, >> yes. >> Ross, >> yes. >> And Mac, >> yes. >> Motion carries. >> Thank you. All right, moving on to item B, the P and Trail letter of support, which looks like there's a draft letter of support in our packet
040as well as some background information >> created by Miss Ashley Ross, our historian extraordinaire. >> I I pitched it right to her right away and see if she had time. >> Linda's lovely. >> Yes, >> she's coming to an event for me tomorrow. Yeah. So, pretty self-explanatory, but um any questions or anything you want to add? >> I just think the letter should have a signature either from you or Joe outside of that. >> Okay, >> we can put Kelsey on it. >> Sounds great. >> We'll get it. Yeah. And I would I told Mr. McDonald I would try to get it to him, you know, by the He wanted by the 18th. We have like 10 days or so. >> Okay. >> I'll get something written up for you. Good job on it, Ashley.
041Great job. You got a date, too, John. >> Yep. >> I'll make a motion to Do we need to approve that as a motion or is that just uh information? >> I think we have what we need. I just want to make sure you guys were aware of it, you know, that that we want to put it in if there was any objection. I guess that'd be the only issue we'd want to take up, I guess, >> right? Any objection to signing providing letter. >> Okay. Um and then we have on here the audit report that to >> receive and file type. >> I'll move to a receive and file audit report ending June 30th, 2025. >> Support by >> Can I ask you to do it with the um what the change he's going
042to make >> with the corrections made in the draft? >> Sure. >> Corrections made in draft. >> Is he going to issue a final? I guess >> he will email it to me then. That's what they will use to upload to the state. F65 report will go what they upload to the state. Then we get a few hard copies if we need them. But mostly >> I have more drafts if anybody wants any type of >> spent a lot of time buying those. So >> they're expensive. I know, right? >> Yeah. >> All right. All those in favor say I. >> I. I. >> I know Kemp stepped away momentarily. Okay. That receipt file is motion successful. Item 11, there are no items removed from consent agenda. Second opportunity for public comments if anyone wants
043to speak under public comment. We'll move on to committee reports. So not first. anything from >> um so I I did go to the last meeting and um a lot of discussion about the the county and what everyone is afraid of coming down the pike of you know the county kind of taking the satellites whether it's western the kind of getting them underneath their wing over the years they kind of see the writing on the wall it's concerning to everybody but hopefully this agreement and everything will help and and the organization is doing and growing and doing great and they're in the process of moving out and adding on redoing their business uh the building. So, >> it's a lot going on there. >> Thank you. Planning Commission meeting with the planning commission. No, >>
044no, but we should have we're going to have a public hearing in January for that sign reading. >> Okay. Wonderful. >> Is that a modification to the sign? >> Yeah. Okay. >> Yeah. >> Update a little bit. Yeah. I remember you mentioning that before. >> They turn eliminated stuff mostly. >> Okay. >> It gets added every time anyway, so might as well just go to them. So, >> all right. Um, people commission meeting. >> Um, I think Mo didn't make the last they had a special meeting today adopted the budget. >> Okay, >> that's good. DDA Jacob. >> Um, lots of stuff going on this month. Obviously the soup and sweet um event, also the parade as well as lights in the park over there. Um and also uh discussing uh the four corners lights
045and getting bids on on those as well too. Um so a lot going on. Uh having discussions on funding and everything else. I don't know if there's anything else you wanted to mention, but I think I that's most of the >> I wasn't right. >> We do have the community survey >> and also the director. >> Yeah. So everybody's filled out the [laughter] >> director's performance survey as well too. >> When does the DA community survey? >> Yes. That's communitywide. Um can we get some information to push that out on maybe uh the village socials? >> Yeah, I'll I'll get some of her or find hers and share it out. Another weekly reminder, so I'll make sure >> there was no meeting this morning. >> And ZBA, no meeting. Um, so on to our staff
046reports. Mr. Nor, anything to add? >> Uh, no, not really. Just wrapping up the year. It's been a little quiet in the office last week or so at least. It's kind of strange. >> The weather I think is camping a little bit down I think with the snow and stuff but uh obviously lots going on and the holiday's coming. So I wish everyone a merry very very merry Christmas. >> Thank you all. >> Same thing. Merry Christmas. Thank you guys. >> Thank you. Thank you. And I and I did mention to Kelsey, I want to let the sport know, one of our uh one of our our top seniority DPW guy, other than Rudy, after it was at after hours, he fell and broke his leg last week. He had surgery. He's got a pin
047in his leg. He's going to be out for months. >> And Mike Ms. >> Yeah, he's got a rod in his leg. >> Yeah, he's got a titanium rod in his leg. No, [laughter] >> I mean I'm very sorry, but >> so >> we set him up pretty fast. >> So, so I I talked to him today and you know, he he's pretty good spirits, but he is he's on the go guy. He does his own stuff after work, too. It's going to be a tough long road for him. >> Do we do do you guys have >> Oh, yeah. We have shortterm and long term. And hopefully he doesn't need the long term because that's six months, but it's going to be quite a >> recovery for him. >> And again, he's our top
048seniority guy on the union side. He's the one that's drives one of the larger trucks, the plowing and salting. And others are coming along getting those CDL licenses and stuff, but they don't have the experience in that. So Rudy's out riding with those guys sometimes on the weekends to get them more comfortable with the larger trucks. He's also the other person has the water license for doing our water testing and stuff like that. Rudy PR all the time now. Although Mike is there in case Rudy's out or something, but now a lot's going to follow Rudy. Uh with Mike out, he was our main mechanic. >> I think we probably really start to think about >> Oh, yeah. Because other than there's Mike and Rich and then there's like four guys and >> the long
049they've only been here like a year and a half. All right. I mean, one of them is less. So, there's a lot of that going on >> um of training them on various aspects of things in the larger truck. the one we had to get on this summer to get a CDL and he did and then there's another one right behind him getting a CDL to drive the large vehicles and the sweeper and stuff like that. So, we knew that we were all bunched together with our crew years ago and there's going to be a large gap and so we're we've got a good crew and um I think they're all going to do well but they have a lot to learn they're doing but it's a it's a bummer that and for a lot
050of reasons for Mike's own personal well being and us too. >> Is there anything that we need to do in the interim? >> I don't think there's a way to replace him in inter like in the summertime if it was, you know, we could hire somebody else in the summer like we did last summer for a seasonal help. A gentleman came, he worked for a school district. He he came was great. He pl uh mowed and all kinds of course all summer. That was great. You could plug him in >> and he was good to go. But >> how did he replace that you're replacing? >> Yes, >> exactly. >> Don't say that too loud. negotiations for next year. [laughter] >> We foresee that being a problem with like salting and all that. >> Rudy
051will make sure it gets done, >> but a lot more it's going to fall to Rudy who's the, you know, the superintendent, not one of the union guys. So, he's got to be careful that you and but he they know that he needs to be there to help get these other guys comfortable with the larger trucks. Our new vehicle that we did approve and got and purchased the new plow truck that we ordered did just show up um about a week ago. >> It's tucked away and it drives. It won't even be built out with the uh the dump and all that stuff till probably next June. That's how long the wait line is to get in line to get truck built out. So with this brand new cab and chassis is sitting in our
052garage over there and it's going to sit there nice and warm [laughter] till not plowing anything. So >> thank you Beat up the old one. That's fine. >> That's what they're doing. >> All right. Council comments. >> Moving along on America 250 stuff. It's going to be pretty off. So, it's it's been very nice. Ashley's done a lot of work. She's gonna work on getting us doing our grant writing while the rest of us do the fun stuff. >> Aces and their places. [laughter] Hey. Yeah. >> Thank you. >> No comments. >> Uh, no comments. >> DGA was a uh event with great success and our does a good stinking job for the road plowing and whatnot. They the roads are always extremely clear >> to the very best of like what the current situation
053is. So, I very much appreciate that. >> I agree. Um, I sent a note to Joe after this super sweet stroll. I was out Friday night and then I was out the parade, too. But I and about the commending the DPW. Um, and I want to mention Oxford PD too because they're just out everywhere you look, especially for the soup and streets soup and sweet stroll. And the DPW guys are hustling like they were literally almost running around looking at garbage cans, pulling bags, putting new bags in, making sure was nice around town. You know, the police just stopping traffic, letting pedestrians cross, you know, using our walkways makes a huge difference. There's a lot of people saying like, "Thank you. Thank you." Just >> really is great um small town feel when it comes
054to that and seeing everybody out and about. So, everybody did a really fantastic job and obviously the DVA did also pulling this event together year after year with like sellout attendance every time. So, I saw a lot of the restaurants pretty packed and busy too. So, even though people come out for the soup, I think seems like it does make an impact on the downtown businesses. So I hope they feel that. So great job everyone. Um that is it then. I will if there's no other comments I'll move to at 7:51 second motion by second by Ross. All those in favor say I. I motion carries.
