All right, I'm going to call the meeting to order. This is the village council regular meeting, Tuesday, October 14th at 700 pm. If we could uh please stand for the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you. Madam clerk, could you call the role, please? >> Um, Cook here, Ros. C >> here. Nia >> Here. We have a quorum. Is there a motion to approve the agenda? >> Motion to approve the agenda. >> Support. >> Motion by Ross, seconded by Nikkia. Any discussion? Hearing none. All those in favor say I. >> I. I. Any nay? >> Motion carries. Item five, we have no presentations this

evening. We have no public hearing, so we'll move to number seven, call to the public. If anyone would like to speak under public comment, please approach the podium. >> I'm I was here a little bit ago due to the 4x4 um box that govern allow AT&T to play in my home. Uh at 46 West Verdict, I was told, quote, "We'll get back with you. I've heard nothing. 27th of August, I went to my local government to find out why this 4T4 box was going to be put in front of my home at 46 West B. I was told repeatedly at least five times that the box is not going in my front yard. It is going in my sideyard. Sideyard. I argued that it is my front yard. No, it's going in your sideyard. repeatedly.

So this is just to be clear so that we know the words here. This is a of any home's property. This is the back block line. This is a side lot line. This is a side plot line. This is a front plot line. And my box my box is placed right here. Now, next is these are, as you can see, the first three homes on West Kiac Street are all on Verdict Street, addressed 40, 46, and 48 West Berdick Street. This is the front lot line of all three homes, not the sideyard. The 4x foot box has been placed in front of my home, not on the side. This is where the box is. And my property has an encroachment of 7 ft. So, this box is totally in my front yard, not my neighbors,

in mine. It was an encroachment caused when the same builder built both houses. And to get the one Does it fit on the smaller lot? They agreed and but it has it's still an encroach legal encroachment. Now this is this is a survey of this is a survey of my home right here and my lot. Here's the line for the encroachment. And just to to show you that legally um this is my um that I brought this so that you could see. And this is 40 West Berdick and this is 48 West Berdick and this is 46 West noted on here. So um my local government approved I'll go over here now that my visuals are complete. Um, my local government approved AT&T, a multi-million dollar cable company to put a 4x4 factory looking urban

ugly box in front of an Oxford single family resident. My my home since 1998. I've been in Oxford since 8 19 73. It was a mistake due to no research in our investigation. Apparently, since I was told repeatedly that it was being placed in my sideyard by the local government at least five times, the ugly 4x4 foot box is in front of my home, not on the side of my home. My local government failed failed to check the actual site before approving the site. Failed miserably for every single homeowner in this village. This sets a precedent for all. This was a sad mistake due to ignorance of the truth. I came to council on September 9th before the box was hooked up, which would have made moving it simple. Why? Because this is the second

time AT&T has placed the 4x4 foot box in the same exact spot 11 years ago. The local government made them move it. They moved it. There is right and there is wrong. Place a 4x4 foot box in front of any village home is unacceptable and not necessary and certainly gives a poor image of this town. This is not water, gas or sewer which all have very little longlasting impact on appearance of a home. There is a difference. A 4x4 foot factory looking urban ugly big box is is there forever. It should be moved. AT&T can afford it. And I I want you to see I have paper notes here. If you could take mine and pass them on and this is the AT&T's application to put the box in the village of Oxford. And um

you're going to see that um the location for my house is handwritten and obviously was not researched and it was thought that it was a sideyard and it's not a sideyard. There's the proof. It's a yard. Those are the original photographs that submitted that the woodlands for the distance from driveways. The whole thing put shrubs around it. Impossible on the sidewalk side of view. AT&T wants 30 ft access space. I would have to plant shrubs on the sidewalk and they allow shrubs up to 3 ft high, but the box is 4t high. Painting is a federal offense. In two years, the algae will start growing. Reality. It smack dab in front of my sprinkling system spigot, an ugly factory looking urban box in front of my home for the rest of my days. I'm 82

years old and I have lots of village seniors friends and we both Harry, Sue, Laura, Suzanne, Robin, Connie, Lyndon, Georgie, Karen, and more from parks and recck activities all say this is just plain wrong. My local government approved placement on what was an assumed to be side lock line of two separate family homes without investigating or researching reality. The cable is per dispersed by wire, not pipeline like gas, water, and sewer. It is not the same thing. This box needs to be moved to public property a half a block east of my home at 22 West Berd Street where there is already a cable pole and where it should have been approved six weeks ago. But no homework and research was not done. It's in the front yard, not the sideyard. Poor work as you

can see on page two of the handout where my address and the home next door was quickly handwritten in blue ink. This on the spot mistake should be fixed. AT&T will fight it, but they definitely have the resources to fix this mistake. They can move the box. All village homes will still have improved cable and internet. If it is moved one block east of my house, it's not a pipeline. It's transmitted by a buyer. It can be moved. It was done before. It can be done again. It's on the front. spot line of a single family home. This is pathetic. It is not the image that that the village of Oxford wants to make on pass by which I have a lot of passers by. People wanting to buy a home in in Oxford thinking

maybe this could happen to them. It can be it it can be moved fix it though AT&T and TNT will fight it but it can be done. Right is right and wrong is wrong. Just plain wrong as my senior village friends say this is wrong. Please do send this approval. Thank you. >> Thank you for your comments. Is there any other further? Yep. Dr. >> M. >> Thank you, Chelse. I appreciate you helping me get this together. Appreciate it. Um, and allowing me to present. I'm Tanya Milligan, Oxford Community School Superintendent and resident within the school district. Here with me are Mike Whitney, Oxford School Board Treasurer, Anne Aterson, Oxford School Board Trustee, and John Fitzgerald, Oxford Schools Assistant Superintendent of Finance and Operations. I'm here this evening to share some information with you about

the two proposals that will be on the ballot this upcoming November 4th. A 21 mil operating millillage and a 1.0 seeking fund millillage. In your folders, you will find three handouts that will help with this presentation. The first is some general information about the two proposals. An operating millage and a syncing fund. The second is a highlevel overview of how the money and the syncing fund will be used over the next 10 years. And the third, for spreadsheet fans out there, this is a um spreadsheet that goes into the high overview in greater detail yearbyear and the toll 10 years and how much it will cost um for all the improvements we're suggesting. I'd like to start with the general information document first. To better understand the operating millage, I need to break down how

schools are funded. First, the state decides how much a school district will receive per student. This is referred to as the foundation allowance. Currently, $10,50 per student. This is a baseline amount that covers teachers and staff salaries, classroom materials and supplies, instructional programs and curriculum, technology for learning, and general operating costs related to education such as utilities. It's important to note here that while the foundation allowance helps keep schools running dayto-day, it is not intended to cover largecale building maintenance or construction projects. Now, although the state sets the foundation allowance, it doesn't pay the full amount. It pays a portion and expects the remainder to be collected from local businesses through an 18 mil operating millillage. Our voters previously approved an 18 mil operating millage, but due to something called the Headley amendment, this a

this amount can be cut each year depending on inflation. Currently, our schools are only receiving approximately 17.3 mills at a loss of almost $250,000 each year because the state doesn't make up the difference. The operating millillage will restore funds lost due to the Headley roll back, bringing our district back to the state's expected funding level and ensuring the that essential resources, teachers, programs, classroom materials are fully supported. The operating millage, also known as a non-homestead millage, only applies to businesses, rental properties, and vacation homes, but results in no tax increase for homeowners on your primary residence. To avoid confusion, the ballot proposal is for 21 mills, but that doesn't mean we'll ever collect 21. By law, the most we can ever collect is 18. It just gives us a cushion against future headly roll back

so we don't need to come back to the voters every couple of years. The second proposal is a sinking fund millillage which is different. It's like a savings account for building up for building upkeep, repairs, buses and technology. As mentioned previously, foundation allowance dollars are meant for education, not building upkeep. Without a sinking fund, costly repairs take money away from classrooms. By funding necessary repairs and improvements through the sinking fund, we protect our facilities while keeping every dollar focused on providing the best education for our students. If you look at the other two documents, you can see our plan for how we will use these syncing fund dollars throughout the district over the next 10 years. In conclusion, I want to note that our schools are strong anchors of the community and they belong to

all of us. Research shows that strong schools help strengthen home values and that for every $1 invested in schools, property values often rise by more than a dollar in return. Your vote helps shape the future of our schools and our community. I encourage you, your friends, and your families to take the time to learn more about the proposals by going to our millillage website at oxfordschools.org back/millillage. This website has several videos to help better understand the proposals, answers to frequently asked questions, andformational documents, including the three you have here, as well as a syncing fund cost calculator to determine how much this proposal will cost you each year. For example, my home is valued at approximately $250,000. When I put this in the calculator, I see that this millillage will cost me approximately $125 a

year. on November 4th. Please remember that these are our schools. This is our community and that our vote matters. Thank you so much for your time and consideration and we welcome any questions or comments you may have. >> Thank you so much for taking the time to talk about this important vote on November 4th. So hopefully a lot of people can get out and hit the polls. So um anything from council Thank you. We appreciate it. Thanks so much. >> Thank you. >> Is there any other public comment this evening? Okay, seeing none, we'll move to the consent agenda item 8A. I'll make a motion to receive and file consent agenda consent agenda items 8 A1 and two support. >> Motion by Rob, seconded by Ken. Uh all those in favor say I. >> I

nay. Motion carries. Is there a motion for 8B? >> Motion to approve consent agenda item B appro um approval of minutes. uh or sorry one, two, and three uh with bills in the amount of $333,31925. >> Second motion by Nasia, seconded by Ross. Uh roll call vote, please. >> Nicoia, >> yes. >> Kemp, >> yes. >> Ross, >> yes. >> Knock, >> yes. >> Cook, >> yes. Motion carries. That passed. Moving on to item nine, unfinished old business. A is the Park Street Project update. Mr. Worth. >> Uh yes, council members. Um, as I've been trying to keep you a breast of the the discussions with our paving contractor, Hutch Paving, and through Row Professional Services, our engineering folks, uh, for the project, we've been working on gathering the data this spring and summer. Finally

had a chance to sit down with them, talk about the fixes, get those aligned, get them what we believe is the best fix for the problem of the drainage issues out there. We finally have come to an agreement in the last week and a half or two. It's it entails about 62 $63,000 worth of work that is going to be borne by Hutch Paving and our our design firm Row Engineering U Professional Services. There is a portion about just under 14,000 that we the village will be paying for too. We're going to be adding some um items in that we didn't have designed in some concrete spillways around a couple of the catch basins. they end up getting pushed off away from the road due to some gas man issues and it's just with a

slight change in elevation, the water can cannot can be blocked pretty easily getting to them by leaving it turf. So, we're going to add some concrete spillways around those catch basins. And then there's a couple driveways that went in as asphalt because they were asphalt to begin with. That was our our our plan is if it was asphalt that we removed, we would replace with asphalt. If it was concrete that we removed, we would replace with concrete. And that's how we did the u project. I think there was perhaps one that was a gravel driveway that we did asphalt back and we wouldn't leave it gravel. The length and width of a couple of those um asphalt driveways made it extremely difficult to maintain the slope for the proper grading and of the flow of

the water and stuff. So those will be removed and put back in concrete now to in order to make sure the best we can that the water will flow where we need to. So again, um it's about 62 63,000 that the contractor and the engineering people are paying. We are contributing a little bit again under 14,000 on our end for some uh added extras and some upgrades to a couple driveways. Um I sent letters um out yesterday, of course, they probably didn't go out in the mail till today with the holiday of Columbus Day to all the residents on Park Street to inform them that this work is going to be starting as soon as possible. A matter of fact, I saw Hutch paving trucks out there today getting prepared and maybe staging some equipment

stuff. Um, the goal is to get it done right away. Uh, they're be milling off much of the surface except for the uh portion at the Hubby Street intersection because that has all the 80 88 sidewalk grades and all that that we don't want to disturb. Um, but much of the surface, probably 70% of the surface will be milled off and has a new uh a new surface put on it to make sure the edge is getting the proper slope that we need. So, we don't expect it to take a long time. Um, uh, the weather is looking pretty good for a while. So, hopefully they can get after it and be done in, you know, a matter of maybe two weeks. Uh it's been a long summer getting there, but uh I think we're

at a good spot now where we get this knocked out before the weather changes. Now, there will be again putting restoration work and and seating down this time of year. It's only going to begin to grow if at all. And so u we have some retainage on on uh that we'll be retaining some of the funds through June of next year to ensure that they are back in the spring to doctor up and maintain any of those uh growth areas. >> Thank you. Any questions for council? >> Yeah, I'm just concerned about I guess Moyer being shut down and then having this go on as well too. Seems like it's going to >> so be quite the undertaking with traffic. >> Um hopefully at least the intersection at HVY will be open soon. That's where

they have a water test sample um coming out of the underground there. They're flushing signs. They they failed a couple of their water sample tests again this year. I mean, contractor last year struggled. Um, all of our water samples around the area that we routinely take are fine. There's no there's not a problem with the water, but when you have new materials brought in and proper sanitation needs to take place, the kind the flushing and the chlorine setting, um, I don't think it won't be nearly as disruptive as the the project itself was. They're going to mill it off and you can drive on the base course and then they'll probably pave it back perhaps even the next day. There's some edge work, you know, that they have to do with the concrete driveways be

more of a disruption, I think, for those who can't park on it for a couple days. I remember you had an asphalt driveway a year or two ago and you had to park elsewhere for a few days. That'll be more of the disruption, I think, than the traffic flow. But yeah, good good point though. >> How's school traffic been? >> It's not been bad. I mean, I I I went on in loop right before school started with the uh the principal down there at VA. um >> rather rather than those coming uh >> worry about they all go around like they should. >> Yes, they're they're going around mechanic to Park Street. They're mechanic to Park Street again and and there will be some disruption to that, right? Uh when the mill is running right

there. But again, it should be short term. Very short term. >> Any other comments question? >> Very important question, I guess, for all of the paving happening there. Um, how is Halloween looking? Because last year was a nightmare. Very, very high priority. Well, >> it's supposed to be a nightmare, right? >> But I'm like, last year was dangerous. >> Well, yes, that was pretty disturbed last year myself about this and that. So, they're already starting to frame up and pour some concrete sidewalk tomorrow on Moyers. The the problem they have is they're waiting for the water mane samples to be completed so then they can start connecting to the homes. Once they connect with the homes, then they can start at Pineac Street coming uh eastward and continue the rest of the uh concrete and

and work. So, two weeks from uh Friday is Halloween, right? I I believe we'll be in much better shape at this year's uh Halloween than last year. >> The dangerous part was the kids ankles rolling off the sidewalk because the >> you know the wasn't up to the sidewalk. So, >> yes, >> very important to make your way. >> Yeah. They're thinking of it. Don't we need to set that tonight? >> I don't know that we typically set Halloween hours. >> We've got a couple calls. I think we just we >> call the township. Hey, what are you guys telling people? What are you telling? People are like, "All right, >> I told them 6:00 to 6:15 and we're good. >> It's 6:00 to 7:30." >> No, 6:00 to 7:30, I think it was actually.

There you go. >> It's dark, right? That's what it used to be. >> Yeah. >> Passing notes up here. >> And then people turn the lights on. So in I think in the past there was some official hours set and people just call and we just say that that's what other people are doing that has done and you know I don't know we've ever done an official one but >> yeah I remember maybe a long time ago we did but >> not Yeah. >> All right. Anything else on Park Street besides what hours the kids are doing trick-or-treating up down that street? >> Do we need a motion to approve the additional 14? >> Uh I think it's taken care of already. >> Yeah. It's been in the works through all summer. Yeah. >> Okay.

>> It's below like a bidding and stuff amounts and it's just continuation of the project basically. >> Any other questions comments? >> Okay. Thank you. >> Mhm. >> We'll move to new business and um you'll have to skip a couple ahead in your package. >> Oh yeah, I had new resolutions out here. So yes, >> but it's the proposed resolution 259 for 2026 America 250 Oxford 150 >> and this was uh put together by our two young ladies on the end down there. >> Um so I'll started it just to give a brief overview. Um last meeting Regina had presented that if we adopt a resolution we are open to some more funding. So we took this back to the home and history committee with DDA um presented it. We have the support of the

committee. We haven't had a DDA meeting since the committee met um just for council's knowledge. Obviously, the home and history committee supports this in order to move forward and hopefully find some funding, but also to be able to participate um more formally with the state of Michigan and the entire country of being part of America 250. On top of that, we have asked at the next EDA meeting, which is Monday, that we change the name from the home and history ad hoc committee and switch it to um the local the America 250 village 150 committee time magnet through December 31st of 2025. You'll see in the resolution part of 2026, sorry, brain. Um you'll see part at the bottom under the resolutions. It says um let's see number two on the second page on 10C

says that we'll have a committee. We already have a committee under the village and so we would hope that we could just adopt it and so that way if you were reading through it and had any questions home and history has already been doing this type of work. We're already kind of moving forward with it. It just formalizes it with the state and with the nation. >> Anything to add? Um, no. I mean, I at the end of the day, I I think that us legitimizing the, you know, the committee to be able to gain, you know, more exposure to go along with, you know, the rest of the country and the state um plans I I think is really important for us to do. Um, there's actually only, I believe, maybe one or two

other uh communities in Oakland County that are even participating in this. So I think that in us including our officer 150th celebration makes this, you know, even better than what we can even ask for. So >> that's nice how it lined up so there's a lot of anniversaries next year. >> The whole country celebrating our 150th next year. >> Yeah, that's exactly Look at that. They didn't know. All right. I'll move to adopt the resolution 25509 as presented. Second. Motion by Cook, seconded by Ross. Any further discussion, questions, or comments? Hearing none. Roll call vote, please. Cook, >> yes. >> Ross, >> yes. >> Knock, >> yes. >> And C, >> yes. >> Motion carries. That is adopted. Next is 10B, the Michigan Liquor Control Commission redevelopment license consideration for Vinnie's Brunch. >> Yep. We

have some representatives here from Vinnie's Brunch. And if anybody would like to speak on it, I mean allude fills us in what your thoughts were. >> We do it from here. >> They'd like to see you up there. The camera likes to see you up there. Um, thank you. Uh, my name is Seth Tomkins. I am an attorney and I help people uh that have restaurants get so um this is Luc and Hilson Lisa Vinnie. Okay. So, um they own and operate Vinnie's Brunch in Clinton Township. And how long have you been there now? >> Six and a half years. Last year we applied for they had a uh U liquor control commission quota license available and we applied for it and we got one and now they have mimosas and they're expanding dinner. So

they are going to be building a mini brunch in Oxford. They bought the building. They submitted some plans and it's going to be a nice demo job and they're doing a second level on it and they're going to invest the money and open up Vinnie's brunch. you're an expert in your DBA and the liquor control commission allows municipalities that have DBAs to give these special licenses to help with the economic development of the DDA. And so I contacted uh Kimberly, right? PDA office and she spoke with the village manager and um basically this license is just like an ordinary restaurant license, you know, uh except it can never leave that location. And um instead of us having to go onto the open market, I sent out uh uh certified letters to all of the licenses

that have licenses presently as grow with uh in Oakland County and asked if any were available and not one of them got back to me. I know because of uh the work that I do in order to get one of these licenses, it would easily be $100,000 or more just for the license itself. And so even for this project, it's not really economically feasible to the open market and get one of these licenses. And so the state allows the municipality to work with the business owners in getting one of these licenses. Um we qualify for all of the factors that that are necessary in order to get one of the licenses. And so we're just asking the municipality support passing this resolution. Uh putting together some documentation that needs to go up to the state

also that the assessor has to give an assessment of money was spent in the DBA over the last five years. Um, you need to give them a copy of the resolution that initially authorized the DBA and you have to give them a map of the DBA. But those are the four things that we would need from the municipality and then they could buy this license from the state for $20,000 instead of have to go on the open market for 20 and that way they can go and actually get the license and then have the additional capital that they would need in order to operate the restaurant. So they're here to questions about the restaurant and I'm here just answering questions about the process. >> Thank you. I appreciate you um attending the meeting tonight and

I know your sign has gained a lot of interest um for for a while and so I think it'll be a really popular spot when it says open. So congratulations on that. Any uh questions from council? >> I don't have any questions. I just know with the DDA standpoint having the conversations before your restaurant was even there what to do with this obligated meeting with the MEDC trying to figure out ways. It's a lot of work and so I to ask somebody to go out on the open marketplace after they're already going to be investing all this would just be very cost prohibitive and would leave us with a continued bladed building. >> Right, >> Madam President? cuz so one item he didn't explain because it's not um our work to do. It's theirs that

they have a minimum investment into the property as well of $75,000 and the renovation because it's more geared towards redevelopment and that's what the type of license is. >> They changed that law. I contacted the liquor control. >> Oh, okay. >> Because I had prior concerns usually it used to be that you couldn't do a full knockdown building. >> It said so almost on their on their app even didn't it? Okay. Okay. They changed it two years ago because I had I had a I spoke to the person in administration because I wanted to make sure I mean the renovation in of itself of the building is going to be far in excess of $75,000. The equipment for the the restaurant is going to go in. >> But um no uh two things. One because

it's one of those buildings where like they're not getting rid of the sidewalls. It wouldn't have counted anyways under the old rule. But now it doesn't matter. You can knock back the building. So, so it's true redevelopment. If you want to knock down a building and build a better building, >> that's redevelopment. Okay. So, which makes sense. >> Good. Glad they got that out of there because they made a little murky. >> Yeah. Yeah. But we would have been fine. >> Yeah. But I mean, leaving the one wall up and things like that. >> Right. Right. Right. But there's two walls because they share the walls. >> So, we would have been fine. >> And then just something to consider. I think first off if you're going to support this but once you've done this

and you have a process it will be easier for you to work with future businesses that are trying to get this type of license. So it's just something good to have under any comments or questions. Okay, I'll make a motion to adopt resolution proposed resolution 259 for >> no >> the liquor control commission. >> Not the right resolution. >> Oh, that was just on there previous >> 259. >> Yeah. >> Oh, no. >> Sorry. >> The numbers are on the >> 259 is the 250. It's just >> No, look where the where the blue tab is. That's for liquor control. >> Oh, I see. >> On on the agenda because things moved up. Maybe that was worded wrong. >> 259 for item A. >> Oh, okay. Gotcha. On the resolution itself, it's noted as 259.

>> Okay. How about this? Um I'll move to approve the um >> Yeah. >> Liquor Control Commission uh resolution pertaining brunch >> to LLC as presented. support. Yeah. >> Motion by Cook, seconded by Nia. Any further discussion? Okay. Hear none. Roll call vote, please. >> It's just a ns on the resolution. >> Oh, you want a voice vote? >> You just Yeah. Roll call in favor. >> Okay. All those in favor say I. >> I. Any nay? >> Hearing none. Motion carries as adopted. Thank you very much. >> You think it's a vote on that? There's a vote on the other resolutions. >> Have a good night. Thank you. I see. So, it's on the top of the resolution issue. >> Wow, that's great. >> Good to see you guys again. >> We'll talk more.

>> Thank you. >> Item 10, the planning commission appointment did >> they did. Uh okay. So on the very back of your packet item was the uh the spreadsheet showing the current terms and stuff. Um you see the member at large used to be John Nold and he provided a letter in January of his resignation. Technically he's there until his replacement is is shows up. So the uh resolution was passed by Oxford Township last week to recommend David Wagner to be appointed to Dr. Bank Commission. So yeah. >> Yep. So historically we have um accepted recommendations from the township to have uh township trustees serve on the village planning commission to keep the connection between the village and the township. And so um as Mr. said the township did uh pass a resolution nominating David

Wagner for this. Um, and so I would recommend that uh we take the township's recommendation here and I would move to uh appoint David Wagner to the village planning commission and this would be to the end of the >> 2026 term that was formerly held by John D. >> Second. >> Okay. Okay. Motion made by Cook, seconded by Mass. Any discussion? >> Um, Regina, have you have you met this person? >> I I I talked to him briefly about um what his background is and I think uh kind of what he does for his career, engineering, you know, that kind of stuff, I think would be a good uh addition to planning in particular because I don't I'm not qual resolutions, but I I don't understand the the technical information. So, I think it'll be

good to have someone besides for um uh the gentleman that writes >> Mario, >> the planner. >> Yeah, the planner that writes everything up. So, I think it would be nice to have someone on the board that kind of really knows what's going on, >> right? Do others feel the same way >> what you said >> on the planning commission? >> Um I haven't spoke to I haven't spoken to them about it. So I I wouldn't know but I I thank you. >> Again I think it'll be >> because of the his background I think it makes for a more well-rounded uh group. >> Thank you. >> A lot of us are tuning for what does it look like? So I think the technical aspect will be nice. Any other questions or comments? >> Okay.

Um, do you need a voice vote for that or >> voice comment? Okay. Um, so that was for David Wagner. All those in favor say I. I. >> Any nay? >> Motion carries. So, Mr. Wagner is appointed. And I also wanted to take the opportunity to reappoint Scott Flynn. Um, his term expires the end of this year. And so that way we could take care of all the planning commission during this meeting. So I would recommend to I would recommend I would move um to appoint Scott Flynn uh to the village planning commission for another three-year term um ending in 2028. >> Supported by Cook, seconded by Kemp. Any discussion or questions, concerns on this one? >> So Scott is currently the chair. >> Yes. terms rotating. >> Oh, yeah. >> I think they're allowed

to do it two years in a row max and then they have to rotate out. I can't remember now. Well, I put on there he was appointed. Yeah. So, he's maybe it's three years cuz they went back and forth because then Justin was then and Justin was out. So, >> then he got reappointed. So, but they do alternate. >> Okay. >> Any other questions? >> Okay. All those in favor say I. >> I. Any nay? Motion carries a full planning commission. >> Yeah, the reappointment date on there is his reappointment to the planning commission, not as chair. Okay. I I >> Yeah, >> started to read that the wrong >> I think it is two years. >> Yeah, I think it's two years in in their bylaws. >> Yep. Okay. Item 11 removed from there.

No items removed from the consent agenda. So, we'll go to the second opportunity for public comment. Anyone like to speak under public comment? Okay. Okay, seeing no one approaching the podium, we will move to the committee reports. Um, a is not that's Ashley. >> I could not attend the last meeting. >> I was out of state last meeting. >> Okay. Y um we will skip that one for now. I'll go to the planning commission. um meeting it was voted no on the special use varian choice urgent care um we did not that was what day was that meeting we had that meeting and then they have not presented that I know of they have >> it's going to be next week >> the next one so we didn't vote at the la this past meeting

>> yeah there was no meeting the second one of the last one so >> thank you Um the cable commission >> you have an extensive report in front of you from uh uh Lori and Helmouth. >> Yep. >> Great. >> Chapter and verse. >> Yes. All right. So we all have Mo's report from table commission. Thank you Mo. I assume I don't need to read that into the record. >> No. Um you >> it's up to you. Quick recap just for the benefit of >> so all general business was approved or received and filed. The budget amendments uh were approved. They discussed the franchise fees continuing to decline. OCTV is looking for sponsor sponsorships from the Oxford Booster Club and selling crew time to produce ads for local businesses. Next meeting is November 24th. Okay.

Uh DDA Jacob. Uh yeah, a lot's going on, especially uh Scarecrow Festival last month. Um it from the looks of it, it looks like everyone had fantastic time and uh lot lot of good stuff going on. Um also the if I'm not mistaken, the um gazebo project is starting as well too. So we have that going on. And Joe, is there anything else other than >> the sidewalk project? They met this morning. We had a pre-construction meeting last week. It was raining that day, so we couldn't follow up and do the pavement markings for removal, but that was that happened this morning. Um, MDOT permits are all in place for that, as well as what I have in place for some of those vacant spaces down M24. Like there's five or six spaces like three

or three on each side of the road. Um, hopefully I think they're looking to start that on the 20th. like maybe next Monday might be the start date on the uh it's going to be challenging because for the east west travelers because they have to be moved away from the traffic lane along um the museum and red naps they there won't be left turns because you'll be going into left turn lane in order to to go straight through the intersection westbound >> and eastbound. Um, so there won't be left turns available at that intersection because the the requirements >> I'm sorry. When you're going like east or west on Verdict, you won't be able to turn >> on 24. >> On the 24, >> right? >> For how long? >> Maybe a week or two.

>> And then it's going to flip then it's well actually then it's going to flip to the other side. So they're going to do both sides, east and west B on the north side. And then when that's completed and that's in, then they're going to flip and do the south side on the north side of modern marketplace and the old pharmacy there. >> Okay. >> And so then the traffic shift will just literally shift. So then they'll be using the north two lanes instead of the south two lanes. >> Is that going to show like a posted detour? >> It will. There's believe there's a whole traffic management plan through MDOT warning folks as they come northbound and southbound that you know um to get around there and as you're coming east into town and

west from the west both about the uh the left turn. So there is some detour signage that'll be going up as well. We've contacted the uh I and I went out to the pit yesterday um Koenic pit TKMS large trucks um because they obviously use that intersection a lot and so best for them to avoid that because it's even going to be trickier for those sharp turns. >> Okay. >> And I know at our pre-construction meeting Kimberly we talked about that and she Kimberly whatever she um lining up some things to get out on social media for us all to share and stuff. I think this week, this week she wants to get it out because that's Sunday night is when they expect to uh the traffic maintenance company to set up the signs. >>

And also I um the heaving um sidewalks was added on to that as well too. >> And they'll try to fit that in. Uh we'll have a rolling lane closure using our arrowboard, our DPW truck um to follow the cement truck as he's there pouring. That'll be shortterm. Very short term. They may do the three locations southbound on one day. They kind of they have to play by ear when they're getting a load and they have a little bit left over a few yards for the southbound lane and then perhaps they might wait a week or so the following week beside before they try decide to do the northbound lane. But that'll be a middle of the day like between 10 and two less traffic and um a short period that that lane closure with

the moving caravan or convoy will be there for the cement truck. >> Sounds like a traffic nightmare in the middle of town. >> Mhm. >> Yeah. Where is the detour? Turning left anyway. >> Some of it will go to Glasby and some um >> we're going to try to turn anyway and then let's just >> There'll be signs. >> Yeah. >> It's going to be really dangerous. >> Uhhuh. >> Yeah. Okay. >> It it all all the traffic plans have been submitted to MDOT for their approval and meeting their standards with signage and warning signage. >> Have to go through and then head north. >> Trying to figure out how to get to work. Yeah. >> Oh goodness. >> Oh, you're going a long way around. >> Yeah. >> You just go through and hang

a left on Mil Street. >> Good thing I go. >> Kind of like a Michigan left. >> Yeah. Mhm. Okay. Good. Yeah. I think as much >> You have a lot of confidence. It sounds like >> I've just seen drivers took down a lot. >> It should be really quick. I mean, >> yes. Yes. It's It's not a long term >> project. It's It's really doing sidewalks. >> It I >> And some curb small section of curb. Small section of curb. I don't, knock on wood, it really shouldn't take >> I I can't imagine it taking a full two weeks. I mean, one side and then the other side pain in the butt, but I I >> it's weather dependent. >> Okay. >> But there are funds that we have to spend >> and it's

all weather dependent on the schedule, right? >> Of course. >> Okay. Anything else on DDA? No. >> All right. U >> again, I was out of state when they had the meeting in September. Happily, >> but I um yeah, I will plan not this week as well as Paul in this week, I believe. So, >> great. >> Thank you. >> DBA did not meet and so we'll go to G the manager staff and attorney reports. Um I I shared the the the floor plan layout basically, not the designs. Of course, we didn't get just that for uh $8,800. Um um that was just a design. Um and and the design house architect is working on the full engineering plans and all that to to go along with it. But this will accomplish us getting two

we have two nonADA compliant or bathrooms now. We'll end up with two ADA compliant bathrooms. and um and and you know put us put us in a good in a good lane with the county as well being able to utilize basically what's left of our money um that we've been kind of rolling forward the last couple years. So the county is happy to see us be able to spend it on this project. >> Um other than that I really have nothing. Um we gave Bob the night off tonight because I kept taking things off the agenda. So >> yeah, >> Vicki um I just working on audit stuff. The audit audit will be the beginning of November. That's about it. Great. >> Thank you. >> All right. Council comments just thank you guys for the

resolution. I think it app >> um Butch's night is next week. >> Friday. >> Okay. Uh, I just wanted to give an applause to Chief Majestic and his team um for the amazing work that they do generally in our community and particularly in the village uh a few days ago. So, thank you, Chief. Um, with that I will move to adjourn at 7:50. >> Second. >> I have Ross. >> Yes. >> All those in favor say I. >> I. Motion carries. We're journ.
