005not seeing anything if anybody is posting go Miss Haynes um is Miss Haynes on the board okay go ahead Miss Haynes thank you um after the last board meeting uh Mr cologne and I attended the FFA conference down in Orlando where we got to see McKenzie Cunningham give her um retiring speech from being a state um me board member this year and representing valua County we also got to see um some of our parents receive Awards and our students receive Awards and believe it or not we actually watched um Delan Middle School compete in the final part for parliamentary procedures and afterwards when we were speaking with um the group I said you guys should sometimes watch us because I think you've got this down better than what we do and they said we've actually
006watched you to learn what we shouldn't do which I thought which I thought was very you know I I agreed with them at times um but they did a great job there that day and it was amazing if you've never watched parp inity it's a wonderful thing to see them and see how much they've learned but that's all I have to share thank you thank you Mr cologne so uh I want to give another shout out to you know a lot of folks think that a school concludes uh the work dies down and uh one of the things that I've learned and become to appreciate is the hard work our cust iians are doing getting our buildings ready for our students for next year it just never stops and uh so I want to give
007a shout out to our custodians and our maintenance staff and everybody who's out there every single day uh ensuring that our schools are ready for our students uh come uh the fall um as Miss Hayne shared we did have the opportunity to go to the FFA event which was just amazing but one it was really cool this happened to me you know we always try to measure the impact we have on kids and I don't think I ever knew the name of my school board I mean how many people here knew the name of your Schoolboard member when you were in high school nobody does no and so I walk into kbe Royale and you know you see all the beautiful kids with their FFA outfits they're like ants they're everywhere there's thousands of kids
008there I walk in and there's a group of girls in cheerleading like their cheer camp and I hear Mr cologne now I'm there for an FFA event all the FFA kids are all in blue looking great I look over and it was our cheerleaders from pineridge they were at a cheer camp there and I shared with with the school as well is you know sometimes you wonder if you make a difference and that was a moment they have no idea how much that meant to me because it means that I make a difference to them and they know know that uh and so that was really really uh really caught me off guard but that was just again they have no idea how much it meant to me but um again thank you to everyone
009and and all of our folks I know we've got our C camps and stuff going on in our schools and so everybody who's still hasn't had a whole lot of time off uh we want to thank you because we know that there's folks still out there working really hard for our students so thank you thank you Miss Thompson thank you and so kind of to complely back off what Ruben said I was happy to hear all the maintenance work that's going on but also on the AC systems so that when school does start up again in August we don't have any issues hopefully with any of the AC so thank you for everyone who's out there testing that making sure everything's good I also did want to thank everyone who is having either their summer
010school or camps at our campuses um because I know that's great for our community I've talked to quite a few parents whose kids are having an absolute blast I know that's good for both the students and the parents um and I also did want to thank both newor to Beach High school because they're having a camp their Show dolls are having a camp to raise money at the end of the year and I think that's great you anytime that my kids hear something from a high school student it sticks no matter what it is it can be the same thing I'm saying so I appreciate those girls taking the time over there somewhere for those kids and also I want to recognize our Atlantic Center for the Arts who is here to be recognized so
011I'm not going to take too much of that Thunder but I appreciate the camps that they and other organizations put on for our community and our kids because I mean those things fill up so fast but it introduces our kids to things that maybe maybe it's just me as a parent I can't expose my kids to everything that they learn at these camps and I I just really appreciate everyone in our communities that's doing that so thank you so much thank you yeah the the camps are are great and I've you know my kids have been through them and um at work all the kids at work or the employees at work but um it it does give the kids something fun to do over the summer because the parents are probably still working so

014each and every one of you those of you that are here in the audience it's always so nice to see staff and students all of our stakeholders in just one room so thank you for being here and for those of you listening at home parents thank you for tuning in and as we conclude this school year and again it's not fully concluded because we still have a lot going on but officially I want to say to all of our parents thank you for choosing vucha County public schools for providing that Educational Service to your students again you could go anywhere but you've chosen vucha County that shows that you have trust in us and please rest and be assured that when it comes to providing quality educational experiences for our students that's our number one
015goal each and every day so with that said um I want to do a quick shout out and a thank you to the land Chamber of Commerce because we were the recipient of a recognition this past Monday at the chamber where they were thanking all of their sponsors and as you know we're one of their Platinum sponsors but in addition to that I there's so much that our Chambers do for us and I want to thank our Dand chamber and all of our Chambers for all the work that you do to support student learning each and every day also as I shared previously that all of our administrators school-based all school-based administrators all district based administrators every single one of your administrators participated in a 3day learning experience topics that they've explored learn and that
016they will be applying next year resides in the area of curriculum safety technology Communications legislative affairs and much much more but with that said I'm going to tell you that it was so nice uh parents we know that your students engage in learning each and every day but we want to make sure that our staff has The Cutting Edge knowledge and skill set also to apply as it pertains to 21st Century Learning and I will tell you that every single one of our administrators they were just enjoying and soaking up the learning we've received so many positive commendations about what they've learned and ideas of how they will be applying for next year so please note that your administrators are ready they are ready for your student you still have a few more weeks with
017them but they are ready for them for next year I also want to thank all of our principal leaders that participated because they worked with the teaching leading and learning division in preparing these trainings in facilitating these trainings and we'll be doing it this format as we continue uh in upcoming years so thank you to all of you also I want to share with you our Focus for next year you know we achieved Excellence we worked together to achieve Excellence for whom for our students but it has to go beyond achieving it needs to become a fabric of organization our way of work so it's going to be about empowering a culture of Excellence because again I want it to be part of our DNA how we do business where we always put students first
018so empowering a culture of Excellence is the theme that our administrators and all of our staff will be embodying as we continue into the future providing those quality educational experiences for your learners so I I shared with you the theme okay I'll be quizzing before the board meeting ends so make sure you remember that um also want to share with you that the 4th of July is upcoming and that will be next Thursday and our offices will be closed in observation of Independence Day and again thank you to all of our indivi all the individuals that are part of the military the Army the forces that each and every day the sacrifice their own lives to keep us safe here in our in our country so thank you to you and your families and let's
019not forget as we celebrate this day and we reflect on the values that truly defines our nation and defines what a great nation that we are job fairs so our job fairs we have two job fairs so please refer your neighbors your friends and anyone that you know that's that's looking to move to um our great valua County Tuesday July the 16th from 4: to 7: p.m. it will be at Spirit Elementary and on Wednesday July the 24th from 4: to 7: p.m. Mainland High School now one of the things that I'm going to challenge that you share with your friends and families or anyone that's moving ask them to to to Really explore when it comes to not just the salary but also the benefit package that they will be receiving I challenge you
020to ask to explore that because as we look at our entirely our benefit package here in vucha County it's it's very competitive to some other nearby districts so explore that and I do have a very short video because I will never disappoint this board or our audience right guys I have a short video that's going to show you a little bit of a glimpse of our um Retreat admin Retreat you guys are ready thank you we are already planning so our results are already back and we are looking at the data there um this conference allows us time to work with our colleagues work with our experts in the district um and looking and examining that data and making a great solid plan for the very first day of the school year as Leaders I
021think it's really up to us to really set that pace as far as what learning looks like and so when we're able to come here you know yesterday and start setting those overall goals making sure we're still looking through that lens of learning keeps our student learning as our top Focus we have the opportunity to step away collaborate with other colleagues that gives us the chance to brainstorm ideas that we can actually use when we return to our campuses summer is our reset to evaluate everything and as principles we we take into account the instructional needs of the school the curriculum needs of the school but also like to look at the upkeep the security uh making our campus look great for that first day back for students because we want the students to feel
022safe and welcome it's a short Glimpse very nice very short like I promise it would be short and you kept your promise all right are you ready for some recognition yes I am I'm very excited because we have an an amazing partnership with our Atlantic Center for the Arts and Madame Vice chair and all board members I would like to invite Mr Craig uppercue who who he is our Fine Arts specialist he will come forward to present this recognition for the Atlantic Center of the Arts um they work directly this organization worked directly with our teachers and administrators to support the Fine Arts as as a curriculum also being recognized as Wharton Smith construction for their support of these programs so Mr uppercue it's all yours okay well good afternoon to all of our amazing
023board members hello to miss Jamie Haynes who's at home joining in and of course our enthusiastic superintendent Dr balabin it's a pleasure to be here with you this afternoon and I'm joined at the dis here with Tom Weidner our vice president of commercial development for Warden Smith construction as well as his associates Chris Lewis uh assistant project manager and Rachel boord who's the project executive and then of course we're also richly blessed with Incredible Arts Partners here in Valia County Schools as you know and we can't do the fabulous work that we do without them and so to my right and your left is Miss Jennifer kulage and she's now the executive director at the Atlantic Center for the Arts previously you you recognize her from her affiliation with the Orlando philarmonic Orchestra so she
024can't seem to get away from the Arts and we love that and then just behind her is Miss Eve payer and uh Eve is the Community Arts director for the Atlantic Center for the Arts so just a brief history uh about our partnership with the Atlantic Center for the Arts I did some digging uh with some previous art supervisors in our district and you'll be pleased to know that they have been Arts partners with us for over 30 years isn't that incredible yep they help us to lead our diverse Outreach programs in our district and help support the curricul of our Visual and Performing Arts teachers and departments these programs have been generously supported by funding from Wharton Smith construction a leader in social responsibility in our community the Atlantic Center for the Arts programs
025in the 23 24 school year that we just concluded uh included a Student Art Exhibit at the ACA mentoring artist teacher development greatness behind the scenes of you Youth mentorship and the schools Title One art teacher support at Silver Sands Middle School and Campbell Middle School and visiting artist workshops at the newa Beach Middle School these opportunities offer teacher support and connect creativity to mental health for our youth in the community in addition these impactful Arts initiative programs also highlight our collaboration with the onebeat nation for music teachers at the Atlantic Center for the Arts in Partnership uh with onebeat they conduct a series of musical workshops designed to enrich the skills and teaching methods of our music educators our partnership with the Atlantic Center for the Arts is made possible of course through this
026fabulous gift from Wharton Smith construction and this really exemplifies how Community collaboration can lead to profound impacts on our Arts programs we are Greatful for their support and we look forward to continuing these wonderful opportunities for our students and teachers here in fuchia county and with that I'd like to pass the microphone over to miss kulage thank you so much for allowing us to be your partner you were talking about difference making you make a difference each and every day by embracing the Arts as a piece of the Student Success picture and we're proud to be a supporter and I want to say that I think this um relationship with fucha County Schools went back even further we're nearly 50 years old and um we had had partnership with our founder Doris leaper who knew
027Dorothy Johnson your very first art supervisor here and that is when that collaboration began and you're so lucky to have the leadership of Craig uppercue Bryce Hammond John caring on that tradition that Dorothy uh Johnson started as our mother art as some of you might know of her but we could not do anything that we do without support and the partnership with Warton Smith our heartfelt thanks to to you um we look forward to offering more opportunities to partner in the future Doris Leer's Vision was around the Arts and the environment and we'd like to explore opportunities for your students to come to our 67 Acres of of land uh turn off their cell phones and be inspired by Nature learn about the environment and also to make art with us because it's a great

029stuck to it though but other than that it's good it's great than [Music] yes [Applause] I [Laughter] knower all right next on the agenda is some administrative appointments Dr B yes Vice chair and board members I have four uh administrative appointments and I have a few transfers okay so I would love for Mr Julian doer to join us his entour his work and personal entourage is here but uh to share a little bit with you about this young man here Julian has ained his bachelor's degree from the University of North Florida and a master's degree from the University of Central Florida he holds certification the following areas educational leadership math 5-9 um he started teaching in 2012 at new samna Beach Middle School and then became the assistant principal at new Suna Beach High currently
030he's been serving as the assistant principal I mean assistant principal at ATC um high school and I will share this with you of you know we are when we when I make a recommendation for a for a principal for a school I am putting someone there my recommendation is someone to be an instructional leader and a servant leader an instructional leader for students and staff and a servant leader to the staff members the students parents and community members and this young man here embod embodies that attitude of servant leadership um and I'm very excited for this recommendation here so with your blessings what I'm recommending today is that Mr uh uh Julian daer becomes the principal for Pine Ridge High School where the Panthers are on the rise they're Rising very good you've heard the
031superintendent's recommendation for Mr Julian doer to be the principal at Pine Ridge High do I have a motion I will gladly make that motion and is there a second gladly second it okay any further discussion oh go ahead Miss Thompson thank you and I would have thirded that if they had allowed me to but they jumped on it um I'm really excited for you I'm sad for Atlantic obviously um but very excited for you I know your heart's in this I know you're excited about that and I think that's a huge part of being a principal and I'm also very excited because your color scheme is going to transfer over very nicely so miss it one congratulations great colors go ahead Mr Clen as you know you're feeling some really big shoes yes and uh
032I'll share with you that I had the opportunity to uh go to Atlantic to spend some time with Mr dter to ensure that he was going to be a good fit for pineridge the only problem was I really didn't tell a lot of people I was going and when I was going because I didn't know how my work schedule would work out so when I got to Atlantic he wasn't there he was at pineridge but one thing that really stood out and it couldn't have worked out any better because it's not what people say when you're there it's what they say when you're not there and I know you're going to be missed at Atlantic and uh based on the things that they said in the conversations that we've had I am looking forward to
033your leadership at at pineridge uh and I don't feel bad for Atlantic because I know that we are moving to the next level here and so a lot of due diligence you know I share with our teachers and staff and students a lot of due diligence went into finding the right person uh and I want to thank Dr B because we had many of meetings in making sure that uh those shoes were filled appropriately so again thank you for your willingness to serve our community thank you and and I'll add a little bit I I don't get to go to a lot of schools I don't know people like um Miss Haynes and Mr persus do but I do know you and I do know Atlantic and um I do know you will be missed
034there and um I was thinking the color scheme myself the same thing you know you're walking into the same color so and the buildings are it's very yeah it's almost the same layout good so I'll go ahead and call go ahead just want to say just if I may go ahead Madam viser uh you know every time I go to Atlantic High School I always see you uh and that's a good thing I mean you you do not hide in the office and I know as a principal you're not going to hide in in the office Mr Watson doesn't hide in the office uh no principal worth their weight and salt is hides in the office you got to be out and about but once they're out and about what's so great about Mr dter
035and Mr Watson is that they are in engaged all the time engaged with students engaged with faculty engaged with anybody that's on that campus they look at them in the eye they say h hello there's just that there's there's there's just that feeling of comfort when you're on that campus and and that's special and I know that Mr cologne um uh wants that over there and and I'm just his demeanor is just so so perfect for the job uh and I'm just so happy for you you know we're all up here and when good things happen to good people it's like yes you know we just want to do more of that so it's great seeing your family here and all the uh at Atlantic High School uh admin uh you know it's it should

038get to do for work I can't wait to get to meet with each of you personally to the staff students families and the Deltona Community I've been watching Pine Ridge from a distance and what Mr rer and his team have started is so exciting and now I get to join it he's told me about the strength of the teaching and learning that are happening each day on the Pine Ridge Campus we're going to continue that work to make sure we provide highquality instruction to all students every day empowering a culture of Excellence Panthers are rising and I can't wait to be a part of that story thank you all again very much thank you and when we do all after we do all the administrative appointments we'll have everybody come up in the order to
039do a picture so please don't leave thank you thank thank you all right thank you Madame Vice chair so my second recommendation here I would like to ask Miss Melissa fratus to join us I want to share with you a little bit and I don't know if I Shar this with Melissa or not but I was part obviously of everyone part of their interview process and this was towards the tail end but in one day that I was uh visiting a few campuses just in one day alone three dis different individuals had positive things to say about Melissa so when I I interviewed Melissa I shared with her some of the things I had heard about her but it goes back to again you know I learned this very early on in in my professional
040career your reputation will always precede you always prede you so obviously when she was part of the interview I made that contact you know I was able to see her physically who is Melissa but in one day alone three people different individuals had very positive things to say about you Melissa again I am pleased to recommend to the board um this appointment so she's obtained her bachelor's degree from the University of Central Florida a master's degree from Grand Canyon College phix Arizona certification in the following Ed leadership Elementary education K through 6 she started teaching in 2002 at the Barry Elementary and then taught at manate Cove after that then became the academic coach at manate Cove Elementary went on in 2018 to be a teacher on assignment at River Springs Middle School and currently
041she has been serving as the assistant principal at River Springs Middle today with your blessings I'm recommending Melissa FR fratus am I saying it correctly frus fratus Mr colog corrected me earlier and I didn't want to I didn't want to listen but now um as the principal for Sunrise Elementary and if if approved her effective start date will be July 1st 2024 all right thank you you've heard the uh superintendent's recommendation for Miss Melissa frus to be the principal at Sun Sunrise Elementary do I have a motion I will gladly make i' like to make a motion hey Miss haes thank you Miss Haynes do I have a second I'll second it there you go any further discussion go ahead Jamie yes so I had the opportunity to teach with Melissa at Deber Elementary and
042that's where I first met her and her entire career has been over here on the West side at schools um but I also worked with her during summer programs and everything and everywhere she's been she has been a very positive influence and an asset to each and every one of those schools and so I was happy to make the motion and I'm happy she's staying on the west side but I just want Mr clone to know that I would have really liked to have kept her in district one but I'm willing to share her with District 5 because I know she will make a wonderful difference where she's going and they will love her just as much as everyone else has because she's the true individual that puts children first so Melissa I'm so proud

044a proud graduate of Deltona High School class of 98 my journey and education here in vucha County continued when I began teaching at DeBry Elementary in 2002 a few years later I was one of the lucky ones that had the opportunity to be a part of a newly built school which was Manatee Cove of Elementary under the leadership of Alice Gonzalez Mrs Gonzalez saw my potential to reach beyond the classroom and encouraged me to spread my wings I love teaching so much I didn't want to leave the classroom I fought it but she made me realize that as an academic coach having an impact on 700 students instead of my 44 would it be even more rewarding and she was so right after being encouraged by Michelle SOA and Dr Tiffany Grant to expand my
045experience I took a leap of faith to middle school thank you Mrs gotlib for trusting me on such a big role at River Springs Middle School and providing me with endless opportunities to grow this year I was fortunate to work alongside the man the myth the legend the Thomas vau who has taught me so much in such a short amount of time and thank you to Alicia Douglas for your mentorship this year and the opportunity you gave me to reconnect to the elementary world to my colleagues my teachers staff students and the parents at River Springs Middle School your support the past four years as your AP has helped me create that strong Foundation that I know I need in this new role I'm going to miss each of you tremendously and you will always
046hold a special place in my heart last but certainly not least thank you to my daughter Emma who's my biggest cheerleader my mom who still brags about me every chance she gets and to the rest of my family who loves me to no end as I step into this new role I'm excited about returning to my elementary Roots I can't wait to go back to Sunrise Elementary where it actually all started that was the school I completed my junior internship at in 2001 to my new Sunrise family I'm ready to begin this next chapter as we work together side by side to create a learning environment where all teachers students staff and families are excited to be sunrise Dolphins as we dream it believe it and achieve it thank you so much y thank you

066still dealing with that little cough so um I do have a little cough drop in my mouth so I do apologize if it gets in the way I ask Miss core here to to step in if I needed any assistance are we can they can they see this document okay okay for for our members at home um attached to this agenda item their presentation it's a PDF document of the superintendent's preliminary budget and that's what we're just going to be going over tonight it's not going to um be a normal PowerPoint presentation I just want people to get comfortable with the book and that's really what I'm trying to do here are are you I'm sorry did you need something from me no I I I'm gonna get started here so sorry and thank you
067for being patient with me I apologize um really what I want to do here is just uh get us started this is a continuation of the board workshop and I'm providing additional information really as was requested by the board members um um additional schedules that they wanted to see so I'm going to go over that and talk a little bit about the DT service talk about the general operating fund so um this superintendent um preliminary budget for the fiscal year ending is for ending June 30th 2025 I want to if you were here you'll remember I said this information was based off of it uh the legislative conference report we know that's not what we use to um for the tenative budget when we adopt our tenative budget here on July 30th this and this
068is a continuation of the information that was provided uh the additional information included now in this packet is the ffp fourth calculation was incorporated into the revenue numbers for the ffp funding funding comparison estimated Revenue sheets the reoccurring operating fund budget includes the estimated beginning fund balance and projected Appropriations the general fund maintenance of plant fund which is new The Debt Service schedules and their funding sources that are pledged to pay back those Debt Service payments including potentially adding a new debt issue The Five-Year work program forecast and Consolidated and in its individual funding source breakout so I I provided a summary a Consolidated detail and then I broke that detail out even further into its individual funding sources like impact fees and sales okay the budget aims to allocate resources um efficiently to meet
069the educational needs of the fuchia County Schools according to um for the advertisements required according to the Florida Statutes the district must advertise it's intent to adopt a tended a budget on a public a publicy public accessible website or in a newspaper of General circulation this advertising must occur within 29 days of receiving certification value which is typical typically July 1st um the public hearing for the atted budget is going to take place on July 30th so that was included the approval to advertise the attentive budget was included in your consent agenda also in your consent agenda was to approve expenditures from July 1st through when we adopt that tenative budget just talking about the mill numbers again that we discussed in the budget work session uh the millit rates um can be found on
070page two and the preliminary proposal M rates for fiscal year 2024 25 are based on the house bill conference report showing a slight decrease in the required local afro millages from 3159 to 31320 and that's a decrease of 0270 and again this is this conference information this information is going to change when we get the ffp second calculation so included also in this report is a taxable value that was originally shared was 6433 billion but we know that's going to be a little bit higher now um based on some preliminary numbers from the county property appraisers office shown roughly uh 68.9 million this page just just shows what the what it would be for an individual taxpayer and we'll update that for the tenative to give you more accurate information there we're going to talk
071about the general fund here what you're seeing here on the on next couple pages is just deals with the components rewrote up the components of what makes up the ffp educational program and budgeting Department of Ed sorry Department of Education ffp adjustments so it just kind of goes over those narratives that you would typically find light items for in those calculations can just provide the reader with a little bit extra information so what we're going to talk here about I did incorporate the fourth FF calculation into this now remember I had the third before so now we have the second where we started at the beginning of the year and we're still in the current school year we're in the 23 24 school year so analysis second calculation we are ending the the fourth calculation
072um is what we Accord we received that information a little bit late we received it on June 4th this year so that's what it was delayed in getting into your initial packet so but what we saw that was a little bit concerning to us is really the um change from what we were projecting as a flat um change between the prior year and this year we actually went down in in enrollment um for this year by 897 um students the ISS issue that I have and I'm going to bring this up and focus on a little bit more is really the conference report the conference report what we did is we projected that we'd be flat again you know flat enrollment so really no growth because we know the scholarship programs and T schoal programs
073are are taking some of that growth my my the what I would as from a Chief Financial Officer raise a little bit of concern is why are we declining enrollment moment it doesn't make sense okay so and we'll talk about that a little bit more so for this next year's projection I budgeted based on that we're going to hit 58,000 students for next year even though that we ended the year at 57 so I'm expecting that we're going to you know we're working diligently to do our work to make sure that you know hey we have a great program here but I I'll continue to talk about about that in a little bit here so on your F so you're I do apologize to everyone it's very frustrating the um Florida education Finance program funding
074is projected increase by the $ 44.8 million um and remember that when we say the Florida education Finance program this is funding for your scholarship starter School traditional and virtual that includes all of us we are the district that's the district's funds but then we have to allocate that out reaching a total of $63.50 million so working looking at those student numbers here again in roles and I think you have a print out in rolls one through five on your page 10 of your book you just just taking a look at the um conference report information the unweighted full-time equivalent student cone is you know is expected to increase there on rooll five there by 3,44 students or 5.2% and again the majority increase is related to your scholar scholar scholarship programs and I do
075have an undistributed there so this is what I'm going to talk about a little bit further with you as we go through that I think if when we're we more my concern is we I don't understand why we lost the enrollment this year we because of our programs but I know what sorry but my concern is that I want to make sure that we hit that 58,000 number sorry time okay thank you it's frustrating but we want to hit that 58,000 number because I've already appropriated all the funds to say that we're going to have 58,000 students in our schools next year so I allocated all all the resources that includes your Staffing um non you know not much in non salary just a little bit but most of it's in your salaries so already
076allocated all all the resources the teachers that would be needed for that and the support personnel yeah I'm I'm I'm yeah I'm getting I can probably I'll try to tackle this daddy if not I'm going to turn it over so for the upcoming year can you do that yes thank you good evening everybody um this is a part I actually know something about so I could speak to it um what we always do and have traditionally done in the past and we'll do this year is we do our nday count and we look at our nday count and we look at who actually showed up in our classrooms based on then or versus what our projection was um so we have to reevaluate Staffing as we do every year uh look at the ratios to
077to ensure every classroom is appropriately staffed and make adjustments so in some cases it could be increasing and in some cases it could be decreasing based on who actually physically shows up in our classrooms at the beginning of the school year um and then to address the decline in enrollment over the past school year and and to ensure we fill all available seats as we start the new Academic Year we want students in our schools and we want them in our seats this ties we tie in very closely together with our utilization as we know the state is looking that we're utilizing our facilities to its capacity um so uh the superintendent Mr CE and our Pio Mr chetta have collaborated on a compr comprehensive communication strategy the strategy involves communicating to parents and highlighting
078the advantages and successes of all our programs across all of our schools and the exceptional dedication of our teachers and staff it reflects a unified message from our entire team highlighting why uchia County Public Schools is the best choice for children by providing transparent and thorough communication we aim to assist parents and making well-informed decisions about their child's education and our commitment is to demonstrate the quality and benefits of our educational offerings thereby retaining and attracting students to belush County Schools thank you Patty wow amazing um the base the base student allocation some just major highlights from this was on Row 18 of this in and this the base student allocation increased by $191.25 to $ 5,330 198 it's at 3 72% increase save schools we saw a little um increase there 950,000 that's row
07927 and nonr 31 mental health allocation increased to 485 two 3.85 million one thing I just want to emphasize here is that one thing about administrative appointments and this kind of goes back to really our initiative here and in those administrative Appo appointments is the passion it's it's incredible The Passion of these professionals and their willingness to succeed and do what it takes to make um um learning gains for these students so really I just want the parents just to focus in on it and see what the vucha con School District's all about um on page 11 of your book just on on role 33 there on class size reduction it was just a modest increase nothing to really get excited about so I really want to spend a little time on rules 48 through
08050 is again we receive all this money from the state and we have to break break it out a certain portion goes to family empowerment scholarships charter schools and UND distributed what I'm worried about you know the IND distributed it's normal so you we don't know do gives us a little bit extra there so we don't know where those students are going to land they could end up in charter schools or they could end up in in a traditional and virtual program but if we didn't hit our Target last year I'm a little concerned about that for this year but as you know that we're we're really focusing on making that passion and showing that um in a comprehensive informational pamphlet to our parents so so what's like over here is um left over for
081the funding for traditional virtual programs based on the we were going to have 58,000 students attending our schools we would have about 24 million you know 24.6 million this is my concern okay should that undistributed number actually be reduced now based on if we're saying that there's going to be a flat um enrollment for this year based on last year's do I need to bring that number down a little bit and Reserve something so this is where I'm going to I'll show you what I'm what I'm proposing here so what does that mean yes we had $24.6 million and that's roll 52 but if you were to look at that really if you just removed 8.1 and said that and moved it to undistribute it okay because we don't know now if those students are
082going to show up because this is a cautionary thing that we would normally look at and do you would also look at you the total amount of money that we're getting remember there's restrictions on some of this so your your teacher salary increase you know that's 4.1 has to be carved out of that save schools has to be backed out of it because it's for those specific programs going to be used there and then you have mental health that has to um mental health has to be um 0 five is it has to be specifically spent on Mental Health we had a textbook adoption happened this year so we now have to allocate normally in the past the the as you know the state doesn't allocate instructional materials anymore they combine that with the BSA
083so and that was was right around the last amount was 5 million3 but our textbook adoptions will be going to be about 8.7 this year so you see what I'm saying so you have to take those known into consideration so if we know we have a textbook adoption that kind of we have to reserve those funds for that's this in this 24 million for that specific purpose um we saw I saw something a little bit different that kind of alarmed me a little bit was substitute teacher payroll and and really what that I I apologize to the Audience by the way this is this is substitute teacher payroll you know this last year um we had Asser funded we use that plus we had money in the general fund for um substitute teacher payroll but
084the portion that we had in Asser will be coming back now to the general fund so that's another $2.5 million so see how I'm having to now increase the budget and I'm dwelling away in that $24 million am I making any sense are you following me and I know my coughing is not helping okay so what you really left over was there like a remaining 2.6 in left over after it's all said and done and go 2.6 okay what do you do with only 2.6 six so you get to gist to what I'm trying to say here so you really have to look at the number and then look at those things that increased over the prior we know some of those eser programs came back and non salary to the general fund and you
085know even the um salary for the teacher um substitute teachers we have to absorb that so it reduces that amount that we have available going forward so you know I can only emphasize enough and I'm gonna have Patty help me out with this message a message I really wanted to share all school and District employees to share a unified message why valua County Schools is a great place to work and entrust your children to learn and grow professionally with the valua county schools family we offer a great program here and we need we need to start sharing that message which we're going to start doing okay I beat that up long enough okay I'm just going to talk about the revenues page here that's page 12 this shows you that your total estimated revenues for
086the general fund is projected to be million a 2.99% increase from the prior year um Revenue sources State sources constitute 55.1 the estimated revenues with local sources making up 44.6 I don't have this written on or I have Patty do it with me is the transfer um the transfer in your general operating fund was reduced because we moved now maintenance to its own fund so it's called the general fund maintenance of plant fund okay so that's where the transfers are going to come out you do have some transfers in that are coming in still and that's related to your property Casualty Insurance so there are some software purchases that are made out of your capital projects fund that you have to book those expenses in the general fund so you still have to do the
087transfer from Capital into your normal operating fund did that make sense okay I'm just going to move on here so this this page is shows what our uh estimated beginning fund balance is I I did make adjustment for it and it was based on the fourth calculation now since there was a a slight reduction in students as I shared with you that's going to be a direct impact on your fund balance so I have we have to take that out of your fund balance reserves so I I taking that adjustment into consideration your normal nonsp spending inventory um it's about 2.5 nonspendable prepaid 3.9 and then your unassigned fund balance coming in right now is estimated at 46 I got to share with everyone that we don't even have the books closed yet for May
088okay we're still working on May there's a lot of adjustments that go on and acrs that happen so as you can see your um total estimated revenues reoccurring 566 go to the next page this is the Appropriations I was alluding to or talking to about where I have um those 58,000 80s students all appropriated in here um the resources needed to provide um those High the resources needed to make sure that we provide those High instructional programs to our students so to our goal here is to maintain that 5% General fund balance while balancing the effective use of our resources both salary and nons salary that's what this preliminary numbers are based off of the conference report and based off of um May with the infusion of of the ffp revenues this is really torture
089I so sorry to the public apologize um the current appro cations um in um include the estimated outlayer resources need to provide that I call the instruction resources may need to be um reallocated or adjusted um for changes to unweighted FTE students if we experience an increase in students the resources of course would be adjusted up and revenues would be adjusted up as well um the contrary is also true so resources are allocated based on the state funding formula we always got to keep that in mind okay um we know we have a great P program we just need to work United to share that with the community and to wrap up the general fund section I really want you to draw your attention to roles 33 and 34 if I'm projecting a current I
090mean we have reserved okay and we carried in a reserve at the beginning this year if I'm currently projecting an um projected operating deficit right now it's a recurring this is a recurring statement that you're looking at of 4.8 which is fine because we had proper reserves and we're planning for this I have to also show that down below because if all things are equal and no funding changes no no increases to revenues or Appropriations we would experience the same exact thing so if there was no change then for the following year we'd also experience an operating loss of 4,802 okay thank you um R row 30 row 34 there um it's just the assignment right now is my concern as Chief Financial Officer of based off of last year's actual enrollment um and keeping
091everything flat that I would have to reserve a little bit of money if we do not hit our Target because we're going to have to pay the money back to the state so we just want to make sure we hit our Target but I have to reserve it now because I'm a little bit concerned that we didn't hit our Target this year okay so just quickly going through the rest of these uh the main the maintenance of plant fund is now included in there so you can see that included in here also is your debt Debt Service schedule and that includes the funding sources that was requested the board and with a new debt issue that's appearing on page 21 at the very bottom so if we issued we originally did this calculation of $160
092million um um and of course there's interest in there so this combines that principal interest payment that you can see just what what that potentially will look like okay and then your next page is is just really your capital projects fund we went over that in a budget workshop and this breaks it out more of a financial picture of that Consolidated summary Consolidated detail and then breaking out by the various funds I just want you to see that information and that's the information will we bring back in a tenative budget so so again thank you Bor for tolerating me in this cough tonight thank you and um that is there any questions yeah I believe Mr clone has one yeah what was our difference between fourth Cal and actual end enrollment I know fourth calc

094just keep coming an attack on home rule like never before attempts to make elections partisan schools Choice options that are choking public schools which is the goal attacks on labor unions attacks on our students property values go up the legislature brings the millage down so we are not able to collect anything more yet we have to advertise that as a tax increase though the required local effort millage is going down you know there's you know a lot of folks ask well why why are we doing the things that we're doing why are we uh cutting back where we're cutting back why were the allocations so tight why we're um why are we doing what we're doing and the answer is because we saw this coming now regardless of what anybody thinks is the reason for
095these attacks this is what we have to live with and it's not going to go away it's going to keep coming and we have to make doe and and this is a preliminary budget or a preliminary hey this is what we're looking at but I think you know and this is every school district in the State of Florida is confronting the fact that parents can now seek options whether their student is actually going to be home and learning or not to collect some of this funding or have access to this funding now I'm a proponent of school choice I think there are some school choice programs which are good but I also think at the end of the day uh it's going to take away from the traditional Public Schools and um this is real
096and this has nothing to do with Esser funding this has nothing to do with this is the reality that we are now faced with and this was a long time of coming this has been coming for many many many years you know we talk about testing and how we hate testing and so much testing and testing testing testing well that's what generates this the dollars everybody wants to live in a neighborhood with a schools B schools and so you know this is our reality and I appreciate you m doc uh Mr CE because I know you're passionate about this between your cough and your passion I I felt that and your frustration but this is what we have to deal with as a school district then it's not going to get better you know that

099that with the product that you're delivering that we're very clear to our customers what that product is and for what it's worth our team here if you look at the large our team as a whole they're dedicated to the service that we provide to students truly dedicated individuals the privilege that I get and this is the reason why I sometimes may come across as very passionate as I may at times it's because I get to see what we do inside out inside out out on a bad day I get to see it on a good day I get to see it on an average day I get to see it and I truly believe in the team here in vucha county and the work that they're doing because I've worked in three other districts two
100very large districts as a matter of fact two one of them was considered the third largest in the United States and I will tell you that valusa County the folks that works in this county has a heart for this County they work diligently each and every day and we we sell ourselves shorts at times when we don't collaboratively as a whole put that messaging out there about who we are and I mean collaboratively as a home you know we may have agendas here and there it may be personal professional but one thing you will see that we should never ever ever compromise is putting the well-being of every CH child first whether your agenda is personal or professional you should never put that ahead of putting what's best for CH for children first and foremost
101because our kids they are the future of this County and this nation and I will also tell you that my father has instilled this in me and I still believe it and I will believe it until the day I no long no longer breathe on earth a strong public education will always be the great equalizer it's why I do what I do it's why I will be resilient to our cost each and every day it's about kids want to believe it or not but that's what it's about and I believe in the team that we have here so it's really important that we sell our product for what it is and that is we have evidence that shows day and and day out that the work that we're doing is benefiting children as a whole
102so I will say that second I want to share with you that in April um I shared with the team that we were looking at some rearrangements realignment restructuring at the district level as well because everyone needs to do their part and at that point I shared with you that we were like approximately 1.6 million doll so have we as we have continued that restructured realignment we have looked at multiple all departments as a matter of fact and how ideas of how to reduce Personnel cost through position eliminations or reclassifications or reassigning duties so I'm pleased to share with you that as of date we have taken 23 positions that were not filled and they are no longer in existence they've been deleted okay and those duties have been redistributed we have taken six roles
103um that were either cabinet or higher leadership uh levels six roles such as Deputy superintendent assistant superintendent chief of human resources and and these positions were or will be reclassified to different titles um some of them producing a cost savings significant cost savings chief of staff for example executive directors assistant superintendent associate superintendent no longer exist um those positions were deleted entirely we have four roles that were displaced due to the ending of of grant that we had in place four positions and two positions were combined therefore consolidating two construction project manager Rose into one specialist position thank you patore when you sum that up my goal that I shared at that point was a minimum of $2 million well we're up at 2.3 million in in savings through these restructuring that has taken place

115Vice chair members of the board superintendent Dr balabin and members of the audience I would like to begin uh by taking a moment to recognize the work of the individuals in the professional learning Department uh it is evident that they have been listening to the comments and the suggestions um about allowing teachers to focus on one goal and to execute it well I am referring to what has recently been provided to us uh regarding the early release professional learning schedule for the next school year it is evident that they have heard what we've said uh it seems that all district based PPL will now be focused on one task and that's data informed instruction all four District PPL are dedicated to that topic um and so now that VCS is going to have that single
116focus in those four District heres I would also suggest to you that you consider the time that teachers are going to need to take that learning obtained in these four heres and make it their own teachers are going to need time to gather organize interpret analyze and draw conclusions from their finding teachers will need time to plan for remediation of the low performing standards they will need time to complete the process of differentiating the content in order to provide entry points to the learning for the diverse students in their classrooms so I urge you to recognize the value of uninterrupted consecutive planning time just as vucha County Schools have supported the need to follow one initiative and do it well um I ask that you prioritize ize teachers in this moment I ask that you
117move to prioritize and preserve the few Priceless minutes each day that teachers need to provide the highest quality instruction to their students again I'm speaking about planning time and there's been a lot of conversation this evening about how great the programs within boua County schools are and how great those teachers and support staff that support student learning are and I agree with you 100% but I would suggest that if the board is committed to continuing to provide such highquality programs that the needs of those who teach and support the leing the learning of the students must become the priority they are hand and glove they go together and I hope that wherever Mr CE is that his cup of robotussin is half full because I fully heard what he said about what's coming but if
118we don't prioritize those who are doing the work of educating students this is not going to be sustainable so thank you very much thank you Miss Heather McLean and then we'll have Miss Laura Robinson um good evening uh Vice chair uh school board members and superint superintendent B Goin um my name is Heather mlan I'm the executive director of danan Pride and vice president of support support Belia um I'm here tonight to make sure that the lgbtq plus young people in Belia County know that they are seen they're recognized and they're worthy in the eyes of their Community according to the Trevor Project's 2024 National survey on Mental Health 39% of lgbtq plus young people seriously considered suicide in the last year including 46% of transgender and non-binary youth one in 10 lgbtq plus young
119people actually did attempt suicide in the last year these rates are even higher for lgbtq plus young people of color 66% of lgbtq young people have reported experience anxiety and 53% depression these are not healthy rates for young people especially when 50% of them report not being able to access the mental health care that they need even when they do seek it out um and yet we've not been able to find ways to recognize and support these vulnerable students at the school district level we understand that the district's hands are tied in many ways by state law and we also understand that teachers and staff are continually being asked to put in more time or energy and risk their own careers to protect these students however we hope that the district will work to ensure
120that pride month is recognized next year and each year following especially in since in 2021 the CDC found that about 25% of high school students identify as lgbtq and and that illustrates that the lgbtq plus students are a significant segment of the population additionally support is on the rise in Florida for the lgbtq community according to the public religion Research Institute 80% of Florida residents support non-discrimination protections and 66% of Florida residents oppose refusal of services on religious grounds in the meantime our organization remains a resource to the community of all ages but especially young folks who need to see adults who are like them who are out in the world and thriving and leading successful lives representation is important and we urge the board to explore more ways to support the lgbtq plus students
121in their care during pride month but also all year long thank you thank you Miss Laurel Robinson and then Miss Christine serier yes excuse me Laurel Robinson Orman Beach Madame chair Madame Vice chair members of the board and Madame superintendent slaughterhouse 5 written by Kurt vut in 1969 should remain available to high school students in belalia County Schools it's a compelling novel that looks at World War II through a four-dimensional format of time from the perspective of Billy Pilgrim an unwitting Soldier the book is primarily based on vut's own experiences during the war reading slaughterhouse 5 is no walk in the park it wasn't meant to be but its challenging perspective has been removed a moms for Liberty group member called for the removal of slaughterhouse 5 on the grounds of pornography the district removed
122the book and others without further review we know that that the definition of pornography is clearly set out in Florida's statute 847 we're familiar with that but that statutory definition was never put to the test regarding this book what may be the consequences the 1982 Federal Supreme Court case Board of Education island tree School District VPO the justices were clear that removing books based on personal beliefs and opinions without following proper procedure violates student st's constitutional First Amendment rights so pornography must be determined by procedure not opinion relying on personal opinion and beliefs and not procedure to decide what books to remove from school libraries has been ruled unconstitutional by the US Supreme Court one of the books returned to the Shelf in the Pico case was slaughterhouse 5 I read slaughterhouse 5 55 years
123ago I thought a quick review would suffice to talk about it today but I was terribly wrong initially written as an anti-war novel biographical Memoir it has become so much more our country has changed the world has changed the students approaching this nonlinear four-dimensional hard truth mixed with science fiction novel have changed many young people today are far more ready to meet Billy Pilgrim who is unstuck in time than I was the language in the book is rough the characters are rougher but the premise of slaughterhouse 5 that Wars Carnage destruction and raw death can and will destroy the human mind's ability to hold on to what we think is reality is true now if not truer than it was in 1969 vaget himself said in 1973 quote if you're an American you must allow

125no guarantee of return even if students request them one such book is the handsome girl and her beautiful boy by BT go book reviewers praise the author for promoting positive themes of perseverance love connection being true to oneself living without fear and embracing emotions these messages are important for our inclusive public school student body the handsome girl in her beautiful boy was one of 14 titles challenged for pornography and read aloud during public comments at the September 26th 2003 board meeting the reader was interrupted by the chairwoman and the book was subsequently removed from the school library not based on the reconsideration process spelled out in policy 320 but by a misguided interpretation of Statute 106.2 that states parent shall have the right to read passages from any material that is subject to an objection
126if the school board denies a parent the right to read passages due to content that meets the requirements under subub sub paragraph B1 the school district shall discontinue the use of the material there was a lot of confusion from the board and the District staff what should be done that evening was the parent was the reader even a parent of a blushia county school student or was she one of the Bad actors that Governor Dan santis was concerned with the decision to pull this title along with others was made in haste please allow the handsome girl and her beautiful boy to go through the proper process as defined in VCS policy 320 recently several principles have made unilateral decisions to remove books without considering the book as a whole or Consulting with their immedia advisory

128black baseball players at rickwood field in Birmingham Alabama I wouldn't wish it on anyone he went on to describe the horrible treatment he faced resulting from the racism of the times I want to make sure that you also know that he did not speak of the that he did speak of the positive he praised his white teammates who worked to protect him and his rights yes this is about books and the truth students need access to books that reveal the truth Reggie Jackson who is only 78 now faced racism less than 60 years ago we all still need to fight racism at the Schoolboard meeting on September 26th last year I shared some relatively recent history from right around the corner literally on Woodward Woodland Boulevard Christmas time 1975 and the hopes that people might

132enjoys pop popularity is a girlfriend of a controlling boy named Matt and when she resists his advances there is an incident of Date Rape now it's not a graphic scene and it takes only about a page out of 455 pages in this book and it is essential to the storyline and to all the messages in the in the group but I believe that's probably why it was challenged I couldn't find where anything was read aloud here in the meeting but pornography was listed as the reason on a filed objection form for pornography it's important to look at the book in its entirety and use those three prongs of the Miller test the purian interest offensive depiction serious value here's some excerpts from a letter that was written by the executive director of the National Coalition

135attended Piner High School from 2001 through 2005 um during that time it was kind of hard to be uh part of the lgbtq plus Community um I had to hide how I felt how who I was um and the best thing was that I had drama to the drama Department helped me out during that time period where I could just pretend to be somebody else and thankfully now um where I'm completely open and feeling better about who I am uh it's unfortunate to see that there's still that situation in the school board I mean not in the school board but within the schools in vuia uh there was a family member that uh is a substitute um and they were talking about how when they were in a classroom one of the students was saying
136like oh I don't want to sit next to them because they're gay and so that family members spoke up and they're like there's nothing wrong with that like what what's wrong with with being gay there should be nothing wrong with that and so you can see that there's still issues that are still happening with that and I believe that if we make this like something to be recognize pride month within schools I think it would be great for kids to not only see that you know there's nothing wrong with it but that there is something important and I give you some examples like within our history we have for instance Alan Turing who was a gay man who was able to bind and crack the code of uh the Nazis during World War II we
137also have with technology recently we we we lost Lyn Conway who was a transwoman who was able to revolutionize the computer chip uh we also have like in sports we have a Martina nvar I put her name n u Martina and she was a tennis player and she was really great and achieved a lot of great things and she was a lesbian and you know she was able to do so many wonderful things and then in politics I know many of you probably know of Harvey Milk who was able to do so much the first openly gay politician to be elected in San Francisco and was able to do so many things not just for the lgbtq plus Community but also for other marginalized individuals and then of course with entertainment like we got Elton

156but as of earlier this morning they still weren't so if somebody wants to look into that that'd be great so that we can get the information online um second in reviewing the budget no one really went over the end of the packet um so like on page 32 it talks about how the impact fees and things of that nature are collected you're estimating $10 million a year um but then it says that $8 million of that is going to be transferred to Debt Service funds but it never really clarifies which Debt Service funds so if you switch back over to page 21 one of the graphs does show the impact fees and those amounts onto it but there's nothing that says what that debt is it just all says to be determined um so if

160meeting and so that is now scheduled so we have a meeting schedule for Tuesday July 23rd and immediately the next week another meeting scheduled for Tuesday July 30th July has five Tuesdays so I'd like to make a recommendation that we combine July 23rd with July 30th and not hold two meetings in a row and move the July 23rd what's going to happen there in with the July 30th I've already checked to see if the schedule can um hold that and I already had a conversation with the superintendent to find out if there was any reason we could not do that and then we'll be back on schedule in August where there's only four thir fourth Tuesdays and so we'll still have a week between the July 30th and the next meeting that would happen on
161August the 13th so that is a suggestion I'm making and I'd like to know how the rest of you feel about that I think there's a variety of reasons I could give you that I think it would be best if you need to hear my rationale behind it I'm good I'm good too are you uh on that July 30th date are you still thinking we'd start at 4:30 or earlier it's going to be a full day yeah there's a workshop on scheduled for the 23rd at 12:30 so then would we come in what is this going to be at 10:00 start no I actually I actually asked if it if Todd's piece can flow into the regular meeting or if we needed to start early and at this time I was told no we would

164you my other item um that I'd like to talk about for a moment is the item that you removed from this meeting which was item 20.01 Advent Health agreement I have gone back and read the original agreement which was passed in the spring of 2018 and I'd like to you know State once again there is only one person sitting on this board that was present at that meeting where that advent health contract passed and that's Mr Carl persus and even though he was present he voted no to that contract and so I have never experienced a contract where we have no rights we have no way to have an in or an out but in rereading it again there is an entire piece in there though that talks about all of the rights that admin
165help has and I appreciate everything that they've done but we've also lost opportunities for our students because of them having the exclusivity piece you know Halifax Hospital no longer can offer things to our students even though they're sitting right across the street from Mainland High but in that contract it did say it was a five-year contract giving them the only right to extend it and it said at year three they could choose to walk away now we couldn't walk away but they could choose if they didn't feel that it was benefiting them but it also said that things that it was supposed to be brought back up by January of 2023 which it wasn't and then in addition to it it says that if at any time there wants to be anyone wants to make
166any amendments to it it has to be mutually agreed upon and right now that's the only piece that I can find that we have some leeway on is the mutual agreement because I reviewed another email this morning where basically and that's why I asked that the original be sent to all of you so you could compare the original and then these contracts that have these amendments to it because as long as I've set on the board it's never come before us for us to hear anything that's being changed so that we could mutually agree so I I'm once again disappointed that it's off was off off today's agenda I understand why you know it was on for February 13th and got removed also but we are more than a year out and I think it's
167time that we take a long hard look at this and I'm recommending that we never enter a contract again where we give away all of our rights and we have no rights other than the one statement where we have to mutually agree on Amendment because what I think we're running under right now is an amended contract and that they think that that's perfectly fine that's not fine with me because we did not mutually agree on that and so I need to see this item brought back up and I think in full transparency the public needs to know what happened originally and where we're at now and so that's my feelings on that thank you thank you I I I agree with you on that um that contract I'm not an attorney but um that contract

169sure it was unanimous I'm sure was four to zero just for clarity so the four members no no at that time Dr John Hill was on the board and he was told by Ted Doran who was the school board attorney that he had to recuse himself from voting that night even though he is a private doctor okay but that because he had rights to see his patients at Advent Health hospitals he had to recuse himself so he didn't get to vote and Mr persus voted no so it was a 31 passing you know I didn't even remember that but I usually when it came to to health things I I relied on Dr Hill and uh yeah yeah I believe it was four to zero but you know that's what that was my initial Rift

172operations officer Patty core so we have attended multiple meetings and have partnered with several stakeholders to include the Port Orange Police Department the city of Port Orange the Sheriff's Office the county and we're all working together to see what how we can make it the best um I obviously don't want to speak on behalf of our other partners and other organizations because um they're still working on their aspects of how to handle this as well as far as Valia County Schools we're doing a engineering study a traffic engineering study it has two phases the first phase is a light R scan and then the second phase is and a site survey and then the second phase is where they actually do an observation so that's a more of a longer term project because obviously you
173have to have the kids present to do an observation and all the cars so that's going to take a little longer but we're still pushing forward with change regardless um we'll be adding speed bumps in the parent Loop uh turn lane will be added outside of the school which was voted on tonight that allows us to stack 11 to 14 vehicles in the turn lane which gets more cars off of the streets we're also adding signage to try to correct parent Behavior we'll be sending out messenger notifications to the parents again to correct parent behavior and then finally trees are going to be removed to increase visibility those are the things that we know we are doing there are many other things that we have considered and explored and are on the table but a
174lot of those require um assistance from other stakeholders and obviously once we get all the logistics worked out with our other stakeholders we will collectively come forward and explain the entire process of what everything is that we're going to be doing but until then obviously we don't want to speak on their behalf so so those are the things that we know we're doing we can accomplish and we're still working on the rest of the plan but what those are the things that we're currently doing thank you Captain um so we were there yesterday at sugar mill it was a great meeting gosh there about 20 of us um and like Captain said all stakeholders at the table working very collaboratively it was great we're going to meet again and then we will be um we're
175meeting one more time in July and we will be having a community meeting with and any parents and community members that want to come and that's going to be a joint meeting so city of Port Orange Port Orange Police Lucha County Schools um blushia County Sheriff's Office the uh blushia County transportation um gentleman that works with us so we're all going to be there united front and we're going to um present the plan to everybody at one time so as soon as we have those dates solidified we can also let you know all right thank you so and I know we're being specific about certain things that we can do there I I I know we've talked about um a right turn only and I'm sure that that involves the city uh some kind of
