001e e e oh he he got away here he is he is same shirt he's doing the right good afternoon welcome it is 4:36 p.m. and today is Tuesday July 30th and this is the official school board meeting and it's our first for the brand new school year so welcoming everybody back to 2425 school year for those of you here in um here in the building with us thank thank you very much for coming out and joining us here for those of you that are listening at home or will be listening at later time we also appreciate you to tuning in um to listen but at this time in just a moment I'm going to ask that you stand and join me in the Pledge of Allegiance and then instead of the National Anthem being

002shown on the screens this evening we're actually going to have it live okay following the national anthem that we will have a moment of silence and reflection so at this time will you please join me for the pledge and I'm not are we I'm not sure if we have someone for the pledge or if we're doing it are we doing it live I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for [Music] all for [Music] [Applause] [Music] you [Music] [Applause] please give me just a moment before we do the moment of silence um because these two lovely ladies are actually members of our staff here and on the violin is Victoria Cino she's the orchestra

003teacher at Deltona [Music] Middle on the piano is Angie Monahan who's our the um choir teacher at seab Brees High School hey [Applause] and just before the moment of silence we want to dedicate tonight's moment of silence to um Creekside Middle I I know a lot of people have heard but we lost one of our teachers from Creekside Middle along with his wife who used to teach in vucha County Schools but was teaching then teaching now at Daytona State and um they both lost their lives in a car accident last week so we're do um we're dedicating tonight's moment of silence to them and all of their family and friends and also all of our students teachers staff and administrators at Creekside Middle because they'll be coming back and um Matt syri will not be

004there this year so thank you now we're going to do a moment of silence thank you you may be seated we are excited about the new school year there's nothing better than a new school year starting and to this day the Sunday night before school starts I don't sleep even though I no longer go into the classroom to teach I still don't sleep because I try to think you know has everything been covered and is everything ready and my thoughts are of on every child and that they're going to walk through the doors and be greeted by all of our wonderful teachers and staff and administrators and that everyone will have a great school year but I'd like to at this time introduce those that are here at the front with me I'm going to

005start here on my far left we have Mr Carl persus who represents District 4 Mrs Jesse Thompson who represents District 3 then we have Aaron wolf he is our Schoolboard attorney over on my far right we have Mrs celest Gilmore she is our agency clerk then we have Mr Ruben Cologne who represents District 5 then we have our vice chair Anita brunnett who represents District 2 our wonderful superintendent Dr Carmen Balaban and I'm Jamie Haynes your chair currently at this time and I represent district one and so as I said we're all happy to be here but items for approval tonight on this agenda are items 1.03 2.02 5.01 6.03 6.04 9.02 21.1 through 2.07 since this is since we haven't met since the end of June this agenda has a lot in it to

006cover tonight and but we're going to work hard to get every body through it and headed back out the door so you can get home safely public participation times are for the any item on the consent agenda you may fill out a card for public participation prior to us voting on The consent agenda we also have a time at 6: PM or shortly thereafter for items of general interest pertaining to public education in Valia County at that time a total of up to 15 minutes will be provided for public comment we allow you each three minutes and the clocks are here so that when you're speaking you can see the time clock I ask that you honor that time and then time will also be provided for each action item before we vote on each

007Standalone action item and then at the end of the evening we stay for any public comment also for any items of general interest pertaining to education in Valia County our District vision's statement is to create lifelong Learners prepared for an everchanging Global society and at this time I'd like to invite my fellow board members and give them the opportunity to share any comments that they would like to share with you Miss Thompson thank you madam chair so this is our last school board meeting before school actually starts so as a parent I want to say teachers thank you for everything you do I have missed you I can't wait for school to start very excited hope you're wrapping up your summer nicely um and it's a really exciting year for some of my schools in

008District 3 we have our Port Orange El Elementary School is celebrating their hundred years um with this class and I think that's just so cool like I love the old building but it's just the whole Community is excited about it and I think that's what we really want for our schools as a community to get behind them in all aspects so I can't wait to see everything they're going to do I was over there the other day and it's it's already buzzing in electric so that's awesome and then Spruce Creek High School is celebrating 50 years and seniors do like a project every year and I've talked to some of the students and I can't wait to see that one come I'm sure we will cover that in some way um but that's going to

009be huge I figure some of the other Schoolboard members will talk about the first year teacher breakfast so I'll leave that to you guys but I did want to thank Dr balamin and the team the whole District team because uh we increased to being the 29th out of 67 districts and that is huge that's phenomenal um as a parent with children in our schools you know I love that we keep climbing and getting closer and closer to that a that we are like right there so and congratulations to all the schools that did get A's and I want to mention also in District 3 I'm sorry you all please humor me but um Creekside Middle School second year in a row gting a at a middle school and I that's just phenomenal there's a lot

010of great a schools out there and congratulations to all of you but uh that two A's in a row at a middle school level it was just phenomenal so that's it for me Madam chair thank you Mr cologne so I'll reemphasize something I said last time I want to thank everybody who is preparing our schools for our students to come back from custodians to principles assistant principles I had the pleasure this week of visiting several schools and everything from gardening to they're they're doing it all in order to make sure that our buildings are um ready for our students I'm sure the superintendent will speak of the amazing uh things that uh were reported by the state but I just want to give a special shout out number one to all of the schools that

011showed incredible learning gains a lot of folks don't realize that there's a lot more involved in the school grades than just the grade itself uh being able to see that the lowest 25 or lowest quartile students improved by 50 60% I mean that is why we are here and so that may not necessarily be reflected in their grade per se but uh we know that there was hard work to get them them uh there so again shout out to uh everyone who serves our student and it helps us to accomplish our mission and last but not least shout out to Deltona High uh Title One School uh they have been working on their way to an A and this year they actually uh accomplished that a so um we're very proud and I know Mr

012mcalli is hiding back there somewhere Miss lapau Dr lapau is outside I see you Dr lap now um and so again congratulations to the teachers the staff and and and again it it was seen across the district but uh notably and and of course pin Ridge went up to a b so they're on their way to an A so just so many good things happening Heritage missed it by one one oh goodness I think Timber crust was off by one or so too I think so uh just great things going on we're headed in the right direction and Dr B Dr V the whole District team thank you because I know know that uh it has been a collaborative to try to get there and help folks understand why we do what we do and

013when we do it so thank you Mrs brunette thank you and I'm gonna agree with you on that I mean even if our schools did not get an A or a B so many made Great accomplishments and it's it's not always about just that letter grade it's it's all the other little things that they do that that helps our students and the staff at these schools and um and so I think that we don't need to overshadow those accomplishments with a letter grade at all the times um but anyway and I agree with you on the uh on the uh Port Orange schools while we don't I don't oversee those schools I do live in Port Orange and and Port Orange is excited about those accomplishments and uh it's very well all over social media

014and people are getting excited and I've seen a lot about uh Port Orange Elementary in the hundred years that's that is quite a goal but um thank you all for being here I hope everybody's enjoyed their summer we are getting ready to uh open a couple new schools one of which is Terry T which is well overdue for that new school um the first time I walked in there I was like Wow does this meet ADA compliance um the hallway was pretty tight you couldn't get a wheelchair through there if you needed to um so I'm so excited about that and um looking forward to doing the um the ribbon cutting on August 5th and on August 9th we're doing embracing The Village tour um and the champion walk on the first day of school

015it's going to be exciting I hope people can come out there I know Miss Betty Powers is probably smiling from ear to ear and can't stop at this point um but I was able to walk the school a few weeks ago and thank you to the team who allowed me to attend um the school's beautiful and it's going to have so much to offer our students they're really going to enjoy it so it's it's a wonderful time there thank you thank you Mr persus uh thank you madam chair yeah I agree with what everyone's saying it's just exciting time and we've all been doing great great things I I uh couldn't agree with you more that a a grade that a School receives doesn't Define the school and there's so much more going on in

016in the in a school than achievement test so there's a a lot of great things happening in all of our Valia County Schools uh of course I'm excited about tamoka elementary school having a brand new facility and they going to be opening a ribbon cutting August 8th right so I'm thrilled about that and uh can't can't cannot wait uh I didn't get to the breakfast yesterday so today I went to the lunch and I just kind of walked around and went to different booths and just there'd be like three people eating lunch or four sometimes two and I just walk up and I'd say hello I'm Carl persus fuchia County School Board just wanted to welcome you to fuchia County so I did that you know two booths three booths and about the fourth Booth

017I said and oh then I'd always ask you know which which school are you teaching and they' tell me so I went to this booth and I said hey I'm I'm I'm Carl I'm Carl persus I'm she interrupts me she goes I know who you are and I said oh okay and she said you my principal and I like oh really and I said which school and she said tamoka and I went oh that is awesome but this story gets better so I'm so I'm going around still going around hey Carl persus welcome to bla County hey Carl persus welcome to bluch County I get to this other booth of I did not know they were em they were employees here in the in Dr Coon's shop and software and all kinds of stuff four

018girls there and for women there and and I said hey Carl firsto we know who you are and but they said we work here and I went oh okay and she said one girl says and you were my teacher not my principal you were my teacher and I was like oh oh I said we got to get a photo of this so uh I wanted I want to give a shout out to Tracy Flanigan she was the one that uh I was her third grade teacher third grade teacher Miss A so don't even start counting back Back The Years but anyway she was awesome so I guess the whole point of that story is uh uh being an educator being in this field you you just have an impact you you touch so many people

019you don't even realize it until you get a little bit older and then they come up to you and they say we had so much fun you were great all those kinds of things makes you feel good that uh that you were a teacher and it makes me feel so especially good uh about fuchia County Schools thank you Mr persus so what Mr persus was referring to is yesterday morning we started the morning off at mland high school with our new teachers that have been hired to start um and they join team valua this year and there's approximately 170 new teachers there yesterday and today and um several of us were there and we were able to welcome them yesterday morning and there's nothing better than to welcome brand new people onto the team and

020to see the excitement and you know we kind of said to theml there's going to be so many great days and there'll be a day you'll hit a bump in the road but you know what we all hit a bump in the road and so you just come over that bump and the next day show back up with a smile on your face because what you don't realize and until you reach the age of Carl and myself and especially when you've been in education as long as we have is that one of those students or two of them they'll come back to find you as adults and it makes a world of difference because there are so many jobs that you do that you don't impact the life of someone where they come back to

021find you and so that's what's so wonderful and precious about teaching because you're taking our students and they our future but also um last week Mr persus and I had the opportunity to be um Thursday evening along with Dr VA and um shamine and Stephanie from Futures and miss Emily who's at the back of room who could you please just stand up for a moment there's Emily here don't know she is our teacher of the year this year and she teaches at Champion Elementary well we were down in Orlando last Thursday evening to celebrate her and all of the teachers of the Year from all the different counties at a celebration at Rosen Creek it was the state Gala for all of the teachers of the year and it is an exciting time when you

022have a room full of Educators that have all been selected by their counties there to represent and you know we got to hear um the five finalists like see the videos about them and what they do and of course see who the winner is but what's really neat is each year they give out a few special Awards and Emily got one of the special Awards while we were there and it was just an honor to be there with her and her husband and to be able to see her get that award and just see the excitement in that room and so we are very appreciative that we got to attend with her and celebrate her but my final thing I'd like to say is so while a lot of people had summer off okay there

023were a lot of people that didn't have summer off you know a lot of our 12-month employees whether they're in maintenance facilities they're ad administrators at their school they work at the district office along with teachers and Pa professionals and schoolway cafe and bus drivers and bus attendants that chose to teach this summer or work this summer to make sure that our children had extra opportunities they've been working all summer long and and as Mr clone already referenced all of our custodians you know they've been out there cleaning the campuses and getting them ready and so I just want to say thank you to everyone that worked this summer and did whatever needed to be done to either give our kids an extra chance so that maybe they could go on to fourth grade and

024not stay in third grade or they could pass the algebra one test and move on a and or earn their diploma uh because that's that sticky point that holds some of them up but I want to say thank you to all of those people because they give of themselves each summer to continue to work and make a difference in our K kid lives yes I have one more all right Mr col so I thought you were going to take away my thunder here for a second uh there are some folks that have been working tirelessly all summer long and it's our HR folks and you don't normally see them because they don't come out from they don't come out I looked over and I happened to see them all there today and so they've been

025working tirelessly to get folks hired and in so I'm going to ask you guys to stand up I know stand up [Applause] HR and I want you guys to know how much we appreciate you we thank you because we know it is until the very last second and Beyond you all have not only worked hard in hiring folks but also in transitioning folks from positions to positions my understanding is we're down to like two folks out of however many we had that got displaced that I mean it that's amazing work so again thank you to our HR folks we appreciate you uh Kim as long as I see smoke coming out of your computer I'm happy uh and so again thank you right thank you all right so at this time we're moving on to

026um item 1.03 approval of the minutes so this is the minutes that were for the junee 25th meeting and the um special work special session and the workshop work session so I need a board member to approve the minutes uh Madam chair I'm I move approval of the minutes of of the June 25th Workshop as well as the Schoolboard meeting thank you Mr persus do I have a second I'll second that motion thank you Mrs Thompson any discussion about the minutes okay hearing none I'll call for the vote all those in favor of approving the minutes from the June 25th special session Workshop work session and regular session please say I I I any opposed it passes unanimously we are now moving on to item 2.01 agenda changes Dr balaman are there any agenda changes

027before the agenda is presented to the board for approval Madam chair I would like to move item 14.8 from the consent agenda to a board action item because it requires the request of uh for purchasing instructional materials and this must be approved as an action item per state statute okay so board members you've heard currently item 14.8 is under the consent agenda and we are moving it out from under the consent agenda to be a standalone action item per state law um I need someone to make a motion to approve that motion to approve agenda as amended thank you Mr clone I need a second I'll second thank you Mrs Bernett any discussion okay then I'll call for the vote all those in favor of approving the agenda with the movement of item 14.08% agenda

028to being a standalone board action item please say I I any opposed it passes unanimously we are now now on to item 3.01 Dr baman it's time for your announcements thank you madam chair Board of members members of the audience those of you parents that are listening at home or stakeholders thank you for tuning in today so I do have a few announcements that I will not disappoint you with the videos I do have two videos for you since this is our very first meeting for the year um but going back to a little bit of what what board members you've stated you know the work that we have been able to to accomplish so far and I I I don't say the work but the results the achievement that we've been able to accomplish

029it really it takes all stakeholders and I'm going to publicly say to each and every one of you here sitting at the die is thank you thank you for supporting the work of our strategic plan for always putting students first I know that we had earlier today a presentation of the progress monitoring of our strategic plan and that was pretty in-depth and parents if you like to see that it will be uploaded on our website so you'll be able to tune in and really look at the the full presentation if you wish but just to share a little bit of highlights you know we have about 8,500 employees and they all serve in different roles and responsibilities but every single one of these employees from cafeteria workers to custodians to our board to our parents

030all of you our parents than first and foremost thank you for for choos in valua County to be the educational provider for your student but it's every single employee that has done their part and our parents also have done their part in being the parent that they need to be for their child in supporting the work that's taking place in our schools so with that said uh just to summarize a little bit for you last week the State of Florida released the new cut scores they released this I believe Wednesday of last week the new cut scor scores for what constitute an A so they increased that from a 61 to a 64% if you look in that context we were just three p points shy away from an A but let's talk about more

031than that a letter grade as you alluded if you look at a 67 districts that we have in the State of Florida there were six districs out of the 67 that had a report card of 12 categories where every single category has experienced an increase so ladies and gentlemen vucha county is one of those six out of 67 [Applause] y we couldn't have done this work without each and every one of you so I want to publicly say thank you to our parents to our staff our all of our employees stakeholders our board thank you for supporting the work in addition to that some other uh points that we should all be proud of is that last year we had 57% of our school with the designation of our A or B status and this

032year we have 63% of our school with a designation of our A or B status um we have four of our high schools that earned an a status and this is this hasn't happened since 2018 um we went as you talked about this we went from being the four 40th in ranking to the 29th and this is in terms of total points um so again in all of our middle school every single middle school has increased in many many categories with the exception of one all 13 out of 14 has increased in many categories so this is really work that we should all be proud of and again I want to say thank you to each and every one of you in addition to that when where you are in the teaching of teaching and

033learning it's important that we Embrace a mindset of being a learner always right so I want to thank Futures Foundation along with our title to Grant because as a result of Futures Foundation funding this project we were able to send a few of our administrators District in school base to a rigorous full week of Harvard Institute for um accept ceptional leadership and what we're going to be doing is that these folks has as they came back they're going to be preparing a trainer a trainer model so the learning that they have accumulated from that week of Institute is going to be shared with all of our our our administrators they're going to receive that learning as well and it's going to be embedded in our way of work moving forward I do have a short

034video that I would like to show you because they have experienced from Harvard many problem of practice and they're equipped they came back and they're ready to go so I want to see for you to experience the enthusiasm from the group and again thank you Futures Foundation can you guys put it on Bia County Schools it has been a true honor to have been able to participate in a weeklong Harvard Institute with my colleague from vucha County and I will tell you that the weeklong Institute has brought us together to be able to really reflect and look at the things that we're currently doing and what things we should be able to do to enhance so that our students in vucha County can get and continue to get a worldclass education um just being able

035to speak with leaders around the world District school leaders around the world gave me the opportunity to open my mind to different educational perspectives and be able to bring those strategies and those experiences back to FIA County I am excited and I am ready to go really the big takeaway for me was culture and that culture eats strategy for breakfast basically any day so that tells me as a leader that systemic changes uh need to be made but at times in a school but it's got to be done with the culture of the school in mind and knowing where your building is the pulse of your building and then being very strategic and reflective on where you move your school from there to affect student learning outcomes I have two things that I definitely plan

036on taking away and that is the consultancy protocol and also family engagement this process has definitely developed um me a closer connect um connection to my calling and I'm super excited one big takeaway from this week has been uh am I involved am I an involved leader or am I an Engaged leader and that was very powerful for me because I want to be that engaged leader it's part of being that servant leader and to be that servant leader you need to be engaged but you also got to be able to be willing to put in the work that now we have this ongoing network of individuals who can help us sharpen our St our our skill set um and bring things back to our teachers and our teams that we work with daily um

037this impact is just is going to be so phenomenal and ongoing ensuring that all of our students are achieving at high levels sometimes as a principal you're working as a solo an individual and it is so important to collaborate with others that is one thing that I learned here at the Institute because collaborating with others has made me grow so much we have been amongst these great leaders not just from Harvard not just um from the US but also from around the world to to facilitate reflect and help each other's practices um so that we can go back to our home and do great things for our [Music] students nice very nice so I'm really looking forward to seeing this work spread into the fabric of our organization and also training up our folks in

038in the different areas in addition to I have one more video but we're going to do that last I I want to congratulate Mr parses Mr pares has completed the 96 hours he listened to you he listened to you chair the 96 hours of training and to you also Vice chair you were an inspiration 96 hours in three different content areas leadership advocacy and knowledge and I I know that you will be getting your certificate pretty soon of Distinction and we will be honored to take a picture with you Mr P thank you madam chair and you still look the same as when you were a third grade teacher not sure about that thank you Emily is in the audience and I know our chair recognized you Emily but Emily we are so very proud

039of you for receiving the invested in excellence award and you will continue to represent us and do great work thank you sweetheart now meet the teacher and orientation night that's coming up and we already have the dates there are on our website so families please tune in to to vc.edu ororgani in our communities and I know that our principles can't wait so we're looking forward to that and also the month of August is considered National truancy prevention month so get ready for kindergart month is also coming up and we have been doing some campaigns as you know Bor to get our parents to register their student early so that they can receive their full package and orientation will be prepared for them also sales tax the holiday that begins Monday July the 29th and it

040will extend through Sunday August the 11th teachers report report back to us on August the 5th and that's when pre-planning begins so we are excited about the 2425 school year and I want to thank everyone for everything that you have done this summer so I'm going to share with you briefly that there's something called cab Title One cab right chair and this is during the C laab this is where there is lots of Hands-On opportunities that are provided to our students it's a summer enrichment program and there's the cab has been going what for seven eight years how many years you know longer than that longer than that because she it I wrote the program so I will tell you that that I visited a few of our schools and the work that was taking

041place is so amaz amazing in the engagement that we have a short video and that's how we will conclude you guys are ready like it that we do like a lot of fun crafts and stuff because it really like um help me learn a little bit more about the ocean cab stands for summer enrichment Adventure those students get to participate in all the activities and then the participant teachers get to come in and actually practice all the strategies that they are going to be able to take back exactly then 5 plus 5 is what 10 there are so many different examples of different ways that you can bring that engagement piece into these different topics the kids just they have a great time with it and they're learning at the same time so it's been

042great make sure Mom and Dad look at all everybody else's diaramas that you guys have come on in come on in so what I did was I painted it all blue I would describe it as something that's going to continue to allow your children to elevate um throughout the academic school year give them the extra tools and extra assignments different projects that would allow their minds to just continue to explore my favorite thing about sea laab was um all the stuff that we learned about the sea and all that it's cool to see in a really short amount of time what he comes home and is just an open book about learning about the different animals and he will come home and tell me facts about something and I'm like oh I I didn't know

043that he's loved it he's he's been so happy so it's made us happy when he's coming home he's telling us what he's doing every day he's excited to go so it's been nice to give him something to do during the summer and look forward to with school out comeing to like a social environment like this where everybody learns the same thing is very uh it's entertaining for him and he comes home and brings that entertainment for us so we and then we have to bring it home very nice [Applause] last but not least August the 12th what's August the 12th first day of school first day first day of school so I know our parents are really excited about that day real excited so let's set our alarm clocks so we can get them in

044early and ready to go for our school year and that's it thank you thank you Dr bin I I want to add one thing about cab cab was originally created to allow like a master teacher the opportunity to work with a group of students during the summer but also as a professional learning piece for other teachers so when we set it up and they're still doing this that's why you saw lots of adults in the room at times is it allows teachers that may be new to a grade level or say I really want to be able to do something different in my room and I want to see how someone else does it they come and spend the week so the kids don't have just one teacher while they're in there because it's a

045two-e program but different teachers come each week they have six teachers they have six teachers that are working with them one is the lead teacher and the others are learning and um I will say the first year we did it I had a teacher tell me she said I've NE she taught kindergarten she said I've never used paint in my classroom I just can't there's just no way I think I could ever get paint out and let the kids paint and I said well we're going to teach you how to do that this summer and so when the week was over she said I can do this I'm going back to this my new school year and she said and my kindergarteners are going to paint and that's just you know we we take for

046granted sometimes what a wonderful opportunity that is for our students and how it builds those fine motor skills and everything and it's the things that it's the memories they make that will they will remember forever and so it's a fabulous program and and that's why I was thanking everybody that worked this summer um because it's a good thing for teachers and a good thing for kids but at this time we are moving on to our recognition piece we always enjoy recognizing different individuals groups you know students that have done something wonderful and so tonight we're going to start off with item 4.01 best communities for music education Dr B did you know did you know that vucha County Schools we were chosen as one of the six districts in Florida to receive the honor of

047best communities for music education did you know that Mr Wolf no I did not I did not so here to share some more information we have Mr John de with us our specialist for Performing Arts and Mr Craig uppercue he's our specialist is for Fine Arts so gentlemen will you share with us please absolutely well good evening Miss Haynes esteemed school board members and Dr baman we're excited to announce that vucha County schools has earned the best communities for music education designation he the best communities for music education award is a signature program of the Nam Foundation which stands for the National Association of Music Merchants that recognizes and celebrates school districts and schools for their support and commitment to music education and their efforts to ensure access to music for all students as a

048part of a well-rounded education the schools and communities recognized by the best communities for music education demonstrate commitment to ensuring Music Learning opportunities that are available for every student and provide an example for other communities to follow over several years we have diligently crafted a vision for our music program enhancing instruction attracting skilled Educators promoting extracurricular involvement and bolstering retention rates in our programs our efforts involved in earning this designation include advocacy for federal funding the establishment of our Arts Partners initiative and collaborative efforts with principles to elevate program quality efforts that have led to the prestigious designation that we earned granted this year to only six counties in Florida for the verse Ray of offerings spanning K12 pre112 including instrumental and vocal ensembles Elementary music music history technological integration our programs cultivate environments where

049creativity flourishes collaboration thrives and students explore the many possibilities of a musical expression so several criteria were met in order to earn this designation and we'll go through this whole list with you real quick music is offered in every single vucha County School Title One funds support programs at school serving low-income communities title two and title four funds enhance professional development procure instruments equipment and classroom resources and additionally District funding is allocated for our K12 music programs a significant uh percentage of Title One students actively participate in our music programs in addition to ban choir orchestra and Elementary music our offerings include piano guitar AP music theory and much more all schools are equipped with a dedicated music classroom and all schools feature designated performance spaces such as a stage Auditorium or cafer additionally all

050music teachers are certified K12 music education and none are teaching out of field students participate in district-wide events including six different All County events that we offer and students also engage in District VCS celebrations like the Christmas tree lighting ceremony and the retirement celebration for teachers students partake in community events like Lakeside jazz festival parades and the vucha county cultural Alliance dinner and finally strong Community Support is evidenced by attendance at events um in our enrollment figures and Community engagement as a result of the hard work of our teachers and students this year we are also excited to announce that two of our programs will be featured at the Florida music Education Association conference in January for the first time in the history of ever and I've been attending this conference since I was a

051little boy in the 1980s the All County Elementary stomp team is going to be performing on our general session on Friday at the state conference and the Silver Silver Sands Middle School choir will be performing in a mini concert on the stage outside of the exhibit hall at the state conference as well yeah so that's going to be super exciting to have both of those groups performing at at this particular event and shin just a wonderful light on vucha County schools and the amazing amazing things that are happening within our music programs well we extend our gratitude to you Schoolboard members and Dr balaman for your steadfast support of the fuchia County Schools music programs thank you for championing the Performing Arts in our community and allowing us to be recognized as one of Florida's

053Waterford I actually can name all the people sitting here so to share a little with you Waterford is a National Education nonprofit that is dedicated to providing very high quality educational resources to Children their families and to community ities and partners today in particular we're celebrating five schools who have met their water for usage pre through second um so miss Sher black as you know is the vice president for for school Solutions Vicky Ross is the vice president for Solutions Consulting and Melissa durlam is the professional learning consultant and Dr V is sitting over there he he's met these individuals and worked with them before we're excited to have you here and I think the three of you will be doing the presentation for the five schools okay thank you thank you thank you board

054members uh Dr bavan uh District staff and teachers um we appreciate what you do for children and we're delighted to be a small part of that and to have the opportunity to recognize these five principles for the work that they've done uh this past school year and 23 2 20 2023 and 2024 uh before we do the awards I'd like for Melissa to share with you what uh has been done for those schools so I had the pleasure at the end of the school year because we know that these this goal would not have been met without the teachers and the students right so um we wanted to make sure that we were able to recognize the teachers and the students as well so at the end of the school year before they let out

055we took a certificate um uh Waterford sticky note booklet and Waterford pen for every teacher at these schools and then all of the students also received a certificate of accomplishment and a bracelet that said I am a Waterford Wonder so um we got to take those out at this end of the school year and now we're super excited to be able to recognize the principles of those schools as well absolutely so uh if we will call them up one at a time and if you will please come up we have something we'd like to give you so um we are celebrating and awarding um these five schools who met their Waterford usage goal prek through 2 grade each month of uh the implementation during the 23 24 school year so the first one we'd like

067the board as we aim to create uh lifelong Learners prepared for an everchanging Global Society I haven't had the pleasure of meeting several of you but I look forward to getting to know each of you uh next I'd like to introduce the board to my family who are present this evening my wife Lexi uh my sister was here she had to leave Aria uh my father-in-law Edgar my mother-in-law Elizabeth my brother-in-law Jimmy and my friend John I'm so grateful to all of them for being here tonight and for their constant love and support I want to share a bit about myself my background and my career for those who haven't met me as yet uh I have to begin by saying my faith in Christ drives everything I do my faith is my own personal

068Constitution and it's of utmost importance to me my family immigrated to the United States from a small country in South America called Guyana I myself was born in England I was raised in okoi not far from here by a single parent my mother her sacrifices her labor and her prayers made me the man I am today I grew up in a small home with her my sister my grandparents and an aunt we didn't have a lot then and I grew up sleeping on the floor until the summer before my ninth grade year I was also a product of the public school system I attended clar Kona Elementary School in apaka Florida where I skipped kindergarten and started in the first grade in fourth grade I transferred to Spring Lake Elementary in aoi in sixth through

069e8th grades I attended the brand new state demonstration school back then in aoi middle and in high school I attended West Orange in Winter Garten from there I was accepted to my dream school at the University of Florida in 2005 go Gators summer that summer my cousin was brutally murdered and my mind was made up to pursue a career in law specifically as prosecutor after law school I was offered a job by Mr Lawson Lamar I then began my career as an assistant State Attorney in January of 2013 uh under Mr Jeffrey Ashton after Mr Ashton I worked for Miss Aram Miss aala and then Miss Monique warell in 2019 I met my incredible wife Lexi and in 2022 we married I can't say enough about my wife she's my rock she inspires me to

070be be a better person and in 2023 Lexi and I moved from from aoi to Victoria Park right down the road from here I left Miss War's Administration to accept the job with the attorney general but I returned after a few months to assist the new Administration under Mr Andrew Bane in my 11 years as a prosecutor I've handled hundreds of misdemeanor and felony cases and just in the last month of my career uh I've been involved in two high-profile media trials uh that you may have heard of on the news against Mr Bruce Whitehead a man who raped and mutilated a woman in Pine Hills and 2022 and Sylvester o fori a pastor who executed his wife in front of a bank where she worked in 2020 this is obviously a new opportunity with

071vucha County Schools uh but it's just as important to our society to educate new generations as it is to protect our communities from violent offenders as a board chair of Ami kids Orlando and now Ami kids valua I've had the unique opportunity to see where uh education and juvenile crime intersect the benefits of Education are far too numerous to list we know that education forms the Bedrock of development we know that education uh we know that schools where children and young people learn foundational skills that prepare them for many so many facets of life we see how education empowers our children to believe in themselves but we also know we've got a lot of work to do our world as our vision States is Ever Changing uh our task is great today's children will be

072tomorrow's leaders many of the children in our school system today will go on to become college graduates and professionals some will go straight into the workforce they'll work in practically every industry you can imagine most will be parents parents who pass down their knowledge and wisdom to their children and grandchildren some will be legislators some will be judges one may even be the governor or president they'll drive our society and our nation forward in ways that we can't even imagine now but it'll it'll all start right here with the education they receive in vucha County Schools when you think about it from that perspective how would I approach teaching if I was educating my next president the stakes feel a little bit higher and there's more of an urgency to our mission I'm excited about

073that mission I'm excited about the passion and professionalism around this school district and I look forward to helping vucha County schools in any way I can in my capacity as staff attorney I thank you for your trust and faith in me and I'll reward that trust and faith with superb legal confidence outstanding effort and great diligence again thank you [Applause] and you'll have to wait too for a photo all right Dr Balman thank you madam chair we're moving right along number three Miss Stephanie [Applause] Workman just in case you didn't know a little bit about this young lady let me share with you miss Warman has up attained her bachelor's degree from Virginia West State College and a master's degree from Marshall University West Virginia certifications in Ed leadership math 6 through 12 exceptional education

074Ese and she started here in vucha county in 2004 as a teacher and assignment at Southwestern middle became an assistant principal at Southwestern middle and then went on to serve as a program specialist for Hospital homebound instructional specialist for ESC coordinator for ESC coordinator for reporting requirements coordinator for contractor sites coordinator for master schedule and coordinator for payroll Stephanie do we have enough here one more currently serving as the Director of Human Resources today board with your approval I'm recommending that Miss Stephanie Workman serves as the executive director for human resources and if you approve it will be bright and early her far start date in this position tomor morning July 31st 2024 that's tomorrow morning okay board members you've heard the recommendation of the superintendent have someone that would like to make a motion

077balaman chairwoman Haynes school board members I want to start by thanking you for your continued confidence in me to lead the Human Resources Division since joining the HR team we have been through anomaly after anomaly covid 300 plus instructional vacancies to 200 plus displacements each time the HR payroll and benefits team faced the challenge with Grace and respect it is the commitment and dedication of this group that makes it my honor to continue working alongside them to recruit support and retain the best possible staff for our district when I came to The District 20 years ago it was my HR experience that gave me the feeling yeah this is the place I want to work and build my career Kim beers who many of you may remember made it her mission to make sure I

092congratulations w thank you guys thank you good afternoon chair Hayes board members Bernette cologne persus Thompson and superintendent blein first and foremost I want to thank God the plan he has for me is working for my good next I want to thank my wife Anitra and Son Stefan thank you for the unwavering love and support You' given me over the years this has given me the moot motivation and courage to throughout my educational journey I could not have done it without both of you I want to thank my family and friends that continuously pushed me even when I felt like giving up I began my educational career in F County schools in 1976 as a first grader at tamoka elementary school after some time I graduated from Mainland Senior High School in 1989 after graduating

093from high school I never thought I would go into teaching but after working with my younger family members on their schoolwork and coming from a family of Educators the spark was lit I want to thank Mr perses for giving me my first opportunity to teach fifth grade at tamoka I remember having a conversation with Mr persus about taking a leadership role as fifth grade level chair fifth grade level chair of course I said yes a few years went by and our next conversation was about me pursuing a degree in educational leadership I felt like he saw something in me I was not going to let him myself nor my family down as you can tell I took his advice and now I'm here I began my educational leadership dis my educational leadership Journey at Discovery

094Elementary School working with Susie Williamson we worked hard every day but it was visible that our hard work was paying off with our students and in the community next I was able to open River Springs Middle School where I was able to see what happens to fifth graders once they leave Elementary School John Atkinson and Stacy goet were principles I observed on how to be effective instructional leaders at the middle school level while working at the middle school level I worked with some Dynamic assistant principles over the years Holly Hill School K8 was my next stop on my educational leadership Journey Tammy fiser Jeff Reeves RT Myers and Jason Watson were principles I worked with I observed many of their leadership skills and added them to my skill set then the opportunity came to transfer

095to Creekside Middle School John Cash was my principal Mr Cash and I had many talks that shaped me towards becoming an effective School principal he always challenged me to think outside the box and do what's best for students to my cougar family I want to thank each of you for believing in me we worked hard over the years to maintain academic Excellence at Creekside I will miss the talks and the laughs but please know I'm only an email or a phone call away please continue being the gold standard to my Champion elementary students families and Community I'm excited to embark on this journey and will work to ensure that your has every opportunity to reach their full academic potential to my Champion Elementary faculty and staff I'm ready to work side by side with you

115from that moment as a little guy I wanted to be a teacher and that worked out my beautiful wife is in the back of the room she's the Rock and and she's my my heart and soul of our family Brooke Wilson she's also a teacher in V County school she teaches math thank goodness that she's in my life because that wasn't my strength um I I appreciate you and I love you very much my my daughter is back here she's a graduate of Mainland High School and my son he's actually a student athlete at the Collegiate level but I believe he's on FaceTime I love both of you very much and uh I appreciate both of you being there with unconditional love um I want to say that I'm so thankful to the countless family

124representing valua County Schools um just some of the most the the biggest highlights of my life looking back um at this profession in case you didn't know I this is my second career um I actually started off wanting to be a teacher and and here I am uh finally fulfilling those dreams um all thanks to some very wonderful people in our district who have taken me under their wings um anyway I had the distinct pleasure of hanging out with 74 amazing fellow teach actually 73 because I'm the 74th um amazing district teachers of the year last year or La last week excuse me um it was amazing to feel the positivity in the room and what the Department of Education has done for for us really rolling out the red carpet um giving us professional

125learning opportunities all week and really making us feel like hey you're this person for a reason you're supposed to be here um making us just feel so welcome um and it was just wonderful I actually had the opportunity to have fellow valua County um district teachers of the year to surprise me uh last Tuesday and it was amazing spending time with those past district teachers of the Year from Bela County and we have some plans for some big work coming up so we're excited to be able to get together um but again thank you for this opportunity um I am very excited to represent valua County in receiving this award I uh thank uh our futures Foundation they have done so much for me and I told them I feel so bad because I'm already

126preparing two more grants for the upcoming school year so I'm I'm gonna need some more um so anyway thank you to them thank you to the Florida um Consortium for Florida education foundations and thank you to Florida Power and Light for honoring me with this award um it just fuels that passion and I look forward to moving forward to our 24 25 school year where Champion Elementary will become an A so awesome thank you to thank you to Mr persus um my school board member he is always there at Champion to really support us and so thank you so much um I know I have the support from all of you so thank you again thank [Applause] you join us for a quick picture while she's coming up for a picture I'll share one other

128District ad valorian property tax millage rates Levy and the recommended tenative uchia County schools opening or operating budget for the fiscal year 2425 so at this time the school board meeting is paused and the public hearing is open good afterno good afternoon again board uh superintendent balaman I'm going to go ahead and just get it started here um I just really want to thank um a team that helped put this um presentation and budget together for us real quick I I couldn't have done it without this team Stephanie Weaver Karina Ferrera Elizabeth McGuire um Melissa Alderman and of course doly vman um we're addressing guard real number three tonight improve operation efficiency and maximizing resources to support learn student learning uh tonight we're going to um viiew the proposed millich and budget uh public and

129board comment adopt resolution proposed total millich adopt resolution um approve the 2024 25 tenative budget authorize staff to certifi and submit tax role for the trim compliance and then the next next step would be the date for the final public hearing to adopt a 20242 U fin annual budget thank you uh the budget process is roughly a 9month process um that started back in January 2024 we are currently in the final stretch and tonight we are presenting the tenative milit rates and tenative budget for your review on September 10th 2024 we were presenting we will be the presentation of the final milit rates and budget for board approval for part of the presentation we will follow a scripted format um that is required by the Florida Department of Revenue truth and milit legislation we will

130interject on important facts as we make our way through the presentation so let me start out by explaining what a trim is the truth and millage legislation was enacted in 1980 and the requirements for are detailed under Section 200.0 65 Florida statute the statute dictates the form size and placement of the budget advertisement as well as the order business during the budget hearing term requires two public hearings for open discussion of the milit rates and the proposed budgets of all tax ta and authorities so what is a mill a property tax levy of $1 per 1,000 of taxable property value it's 1 mil equals Point let me back up 1 mil equals 0.001 and $100,000 time 0.001 = $100 the Florida education Finance program is a mechanism by which the state and local funds are

131allocated to school districts the Florida legislature sets the required local ever millage and the prior period funding adjustment millage um also um rates that must be levied by the school board the school board must Levy the required local effort millage and prior Peri prior period funding adjustment millage in order to receive any state funding under the Florida education Finance program the total proposed military to school for school funding for the 20 2425 school year is 5285 Mills this millage will generate revenue for the general operating and capital outlay funds as as previous mentioned the mill rates are determined by the Florida legislature and this is the maximum millage that the Schoolboard is allowed to Levy without a specific voter approved referendum the district must Levy the required local effort and the prior period funding in

132adment to receive approximately 282.30 million in compression funding from the state the proposed total mill rate related to scope funding of 5.28 5 Ms represents a decrease I just want to emphasize that again this is a decrease increase of 0124 Mills when compared to the prior 2023 24 school year rate as required by trim we must compare the proposed milit rate to the rollback rate a rollback rate is the milit rate that would generate the same amount of Revenue as last year if applied to the current Year's adjustable taxable value under trim the rollback rate is the basis for determining if tax rates have increased or decreased this slide Compares proposed millage rates to the roll back rates the current state law roll back rate is 29734 Mills the current proposed state law millage rate

133for 2024 25 school year is 3.37 Ms the proposed rate is 2.14% more than the roll back rate the roll back rate for the total millage is 5.88 Ms the proposed total millich rate is 52850 Mills the proposed total rate is 3.87% more than the roll back rate since the proposed um tenative Mill rates exceed the rollback rate Florida statute 200.0 65 requires the legal advertisement that was published on Sunday has to be in notice of proposed tax increase which was advertised in a dayt Daytona news journal on Sunday uh July 28th paper the valua county school board's total amount of tax dollars levied will increase by 20.8 Mills for the school Rel taxes for the 2425 as compared to the prior year while the millit rate is decreasing the total Levy is increasing by

1346.06% over the prior year so how my property taxes calculated the taxable value of a homeowner's property equals the assessed value as determined by the bla County Property Appraiser's office less than $25,000 homestead exemption if applicable the homestead exemption is an amount that is exempt from ad forarm tax the amount is established by law for properties used as a owner's primary resident residence it is normally $225,000 the portion of property tax related to school funding equals the taxable value divided by a th000 times the school district milit rate so how would the the how would this impact taxpayers in fuchia County the slide illustrates the change in SC related property taxes for vucha County homeowner over the last several years in this example a home valued at 185,900 $950 55 in related property tax if

135the owner qualified for save our homes by the 2024 25 school year the assessed value of that same home would be $26,000 based on this valuation School related property tax would be $956,000 forear cumulative increase of only $6.4 this is a District's total budget in summary form we will be adopting tonight the general fund consists of four funds um the operating fund which is the main fund where most expenditures are paid the maintenance of plant fund is the new fund we added this year the prek program fund and the extended day fund in addition to tonight we'll be approving budgets for The Debt Service fund which is used to pay for outstanding bonds of the district capital projects fund which accounts for major construction and renovation projects special Revenue fund which consists of Grants and

136special programs Food Service also known as schoolway Cafe federal education stabilization funds that are um going to roll forward eventually here and um um and be fully expended by September 30th and school internal funds the internal service funds is also included in its budget which accounts for the district's workers compensation fund property insurance general liability Fleet and The Print Shop the total tenative budget for All funds is 1 b239 milon 714000 um $70 the district has seen a reduction of students attending the traditional and virtual school program since the 2022 2 23 school year this report just shows the actual unweighted FTE students the district gets paid on through the Florida education Finance program and the projected unweighted FTE students for 2425 school year the traditional virtual program is continuing to see a reduction of

137students over the prior school year of 24105 students so scholarship program is expected to see a majority of the student growth for the 2425 school year the traditional and virtual programs account for roughly 83% of the total un awaited FTE for the district the budgeted unweighted FTE that you see here also known as undistributed un FTE will be allocated once the student placement is known the base student all sorry the base student allocation funding has steadily increased over the last several years with one of the largest increases seen last year the BSA is used to pay for salaries and benefits utilities supplies Insurance technology needs etc for the 2425 school year the BSA increased to $ 53303 uh 98 compared to the prior school year of $513 n73 for a difference of $191.25 this next

138slide just shows although on the surface that the BSA continue continues to show that um gradual increase as it Illustrated on the last slide over the past and really over the past school year the new ffp funding formula that did change in 2324 school year that were just ended eliminated the following Standalone program allocations if you remember was we had instructional materials classroom teacher supply assistance reading instruction allocation the funding compression and the TSI growth allocation and what the legislature did in in this last year that we just finished they rolled that into the BSA so it really looks like the BSA is in increased a lot more than it really did so this Amon to roughly just really $31 and um$ 31.4 million of the total BSA increase in that year so the true

139increase passed along by our legislature in that year was just roughly .4% this slide shows a true percentage increase to the base student allocation amount as compared to the Florida Consumer Price Index this is first year this is the first year I want to say this again this is the first year okay in 10 school years State funding exceeded CPI the Consumer Price Index for the calendar year of 2023 was um 3.4% okay so when the when the CPI um we ended the year for um the calendar year in 2023 the CPI again was 3.4% this was used as a guide by our legislature friends to create our 2024 25 school year um Revenue budget so the actual percentage increase to the PSA was 3.72 as as you know that was an increase over the

140CPI again um over the last 10 years of of um 32% the next slide represents the general operating fund estimated revenues for the school year 2024 25 as compared to the prior school year current budget the estimated revenues increased roughly by 14.1 million and this slide represents the current general fund operating fund budget by Major object grouping as compared to our projected 2425 reoccurring operating budget so again this is our current operating budget you see in the left column um we're and this is um what we're proposing for this upcoming year for the 2425 reoccurring beginning budget by Major object so the total salaries and benefits is projected to make up roughly 77% of your total operating budget in the 2425 school year so Madam chair this is a time you would open it up

141for public comment okay um I don't have any cards um on public comment for this piece so at this time though I need to open it up to see if any board members have any questions okay I would just like to make a couple statements all right so uh in going through this budget and having um you know taking advantage of fba's budget training along with their Advanced budget and finance training um I've done all three courses that's offered to us as Schoolboard members and the fact that I had um budget experience with Federal programs and grants basically we get a preliminary budget each year and that's kind of where we're at right now then we get our tentative slash beginning budget based on the second calculation and then after that there's the third calculation

142and if you remember we talk about the FTE weeks in October and in February where we're counting how many students are actually showing up in school um they refer to it as cheeks in the seats and then when we reach the end of the year that's when we have our fourth calculation so when you're looking at that um what's been happening here in valuch county and it's happening actually throughout the state and we knew that when the um new law came into play last year at the beginning of July that we would fill some impact but we knew it would probably take a little while before we felt a bigger impact but it wasn't that many years ago that we were ideally at about 64,000 students and what we've seen is during covid and the

143pandemic um you know we lost students to other areas and and we all know why um you know going to Florida virtual schools possibly getting into a private school choosing to homeschool and listen there are parents that have homeschooled for years in Florida okay and done an excellent job you know parents that took a commitment I know a young man years ago who was homeschooled that got a full ride to Harvard you know for his degree um so parents have choices and that's the way it should be but I need all of you to understand because um Mr CE and I have talked a lot about this we actually had to return money at the end of this past school year we had to return money because based on where they gave us the beginning

144budget which was the first or the preliminary the first calculation the second calculation which became our budget then the third calculation and then the final fourth calculation our student enrollment has dropped and we already are seeing that what they're going to be giving us for this year even with the preliminary and we won't know until after we get past the 20-day count and then the the week in October where we actually do the count where we're even going to be at but overall from where we started the preliminary but then we did get a bump at one point because we in um that January February had a few more kids in the seats but then when it ended out the end of the year we returned almost $5 million it was like 4 935 an

145unweighted FTE money that we had to return to the to the state because our numbers had dropped and so at the end of the year based on the fourth calculation we were down to [Music] 57,124 homeschooling like Cooperative homeschooling sites to do private schooling because there's not any real restrictions on either of those types of things Charter Schools the restrictions have changed from where they started years ago but they still have some restrictions I know that when we traveled to Tallahassee before that law was passed two of the things I asked our legislators for was to not give on day one if they went into a private or a charter school to release all of the funding to that school on day one because we had already been living through the fact that that money

146would get released and then the charter private school could basically kick the student out and the student would then return to us but they would keep the money so one of the things I asked our legislators to do before that law went into effect was please don't release all of the funding for the year upfront on day one could we talk about quarterly payments you know that way they've got to keep the student or if they're not going to keep the student and the students coming back to us so if they have them you know and they only keep them part way through the first nine weeks then when they come back to us for the second third and fourth nine weeks the money still comes here versus us not having any of the money

147to educate them and them keeping all of the money the other piece of I asked for and I asked for it again this year because they did put the quarterly piece in and I appreciate our legislators listening and they now release that quarterly so they release it quarterly based on where the student is at the other thing I asked for was some form of accountability we talked earlier today all about the assessments and all about the accountability that we face in public schools and yes we need to know where our students are we need to show that they're making the progress because they're our future and it is our responsibility to educate them and give them a strong Foundation but in a lot of these situations and especially in The Homeschool situation there's no accountability

148and I even shared with our legislators that years ago there were neighbors that finally one day realized there were two children living in the house next door to them and they had never never seen those children but they happened to be out in the backyard and they heard kids laughing across the fence cuz the wife had stayed home from work sick um the neighbor and so she made a phone call in and said I have a concern because I'm hearing children during a school day in a backyard playing and we've never seen children at that house well they went in and they found a boy and a girl and the little girl was 10 years old she'd never been to school she didn't recognize any letters she didn't recognize her own name but at that

149point in time they came and joined our public school system so we received a child who should be in fifth grade who didn't have kindergarten skills yet and my biggest concern is and it's not with the parents that have been homeschooling for years that have ensured that their children learn it's with this new group that see because last year last year they would have received $8,200 approximately $8,200 per child to keep their child home well if you have three children and you choose to say I'm going to homeschool my children that's a hefty amount of money coming to you and you don't have to show any proof that they're making progress so what I want to encourage everyone is I'm not against parent choice I'm for parent choice because parents should make the best choice

150that works for their child but we have got to make sure that we don't have students that turn 18 and they can't read because somebody took the money but there was no progress documented to show that they were prepared then to be productive citizens because that's ultimately what we're here for but I needed you to know because Todd and I have been talking about it in the amount of money that we had to give back and right now you know for here's a 1% raise across the board for all of our staff approximately took $3 million with everything that's happened which is positive because the base teacher salary you know is inching its way towards you know $50,000 and six years ago I said here and it was 392 was the starting salary so every

151time we give a raise which yes we need to do it then takes more money to reach that 1% we're now at to give a 1% raise we need approximately $4 million to give a 1% raise across the board well we just had to give back almost $5 million that had we had the children in the seats learning and knowing that they were making progress that is money we could have also looked at this year for salaries that we had to give back so this is is my final statement there are consequences sometimes to the actions that we choose to have there is not a single state district County area because every state does it different in this entire United States that is perfect just as there's not a business out there that's perfect okay

152every day there are great great teachers here in Valia County Schools teaching our kids yeah along the way there might be a bad apple okay that happens everywhere but what I will say that the pandemic brought about it brought about people and I don't know another word to say this is what my son says they're keyboard Warriors when you go to social media and you use it in a negative way to back bash your employer to bash your administrator to bash a teacher you are what you're doing is you're actually saying to parents that are watching and listening that's not where I should keep my child I contribute part of the loss that we're having for students and it's only a small handful guys it's a small handful of people that decide to go to

153social media and write negative things every day I'm telling you none of us are perfect there's not one of us sitting here or anyone listening at home that's perfect but if you want to make a difference and you want to ensure that today's children when they become our future leaders and they're in our Workforce and they're making decisions for us and you want them to make the right decisions then we need to lead by example and this is how I lead by example I post positive information and I scroll on past the negative I don't comment to it and you're not going to ever find me posting anything negative I may be I may disagree with this something or I may think we could do something better but that's not the way to accomplish it

162the students and all of the district resources the grade level um resources and coaches principles and I love all of it I've highlighted it on repeat and the whole page is yellow I was just concerned at what point the parents were brought into this because this is you know something Mr pers has brought up at the workshop with uh a reading and to me that's the basis of education so I just wanted to know where at this point uh the parents were brought in I'm sure there is a place and I've probably missed it but just okay Dr VI can can you share I know there's a letter that we sent home to the parents but have the dates and progress the progress that we share with the students with the student parent in terms

163of where they are in reading and what's taking place can you talk a little bit about that yes so every um student that is not proficient by a certain grade level during and it's by State Statute we sent home um a letter indicating what where they're at and what are we doing to help with um with remediating reading deficiency so it's called reading deficiency letter that was at home is that what you're referring to yeah it just it wasn't in there and I was just I know so many people that this is a massive concern for and whose children go through this and I would just if we could put that somewhere in writing in that I would really appreciate it just so they can have that reassurance that they're involved because right now and

164I I know it's not the case but right now it honestly just looks via the words that are in there that it's just you know it's the school and the teachers and the coaches and the student and I know that you know a lot of parents are concerned about this and want to feel included and I want them to feel included in this process so if we could put that in there in some fashion um I I would just as a parent feel better and also and this is me and I'm not I've done Min research on phological awareness in phonics and I find it to be a huge part of how our kids learn how to read and we going through this there's a in the VPK the kindergarten the first grade there's so

165much focus on all of it the oral language the phonological awareness the phonics the fluency the vocabulary the comprehension like all of it it's beautiful I love it um and then is our students get older you pull away from the phonological awareness and the phonics and I know the reading for that is we're hoping that they build upon it and they grow but if we look at our students now and I know a lot of it there is a gap from those covid years and maybe they missed out on those pieces but I just wish that we had more of these later grades um where there's more of a focus on that phonological awareness specifically um because right now there's only in the quick phonics assessment where you have phonic and that's twice a month

166which I like but just if we could focus more on that in some part because as Mr persus did bring up earlier during the workshop you have so many students who do memorize these words and that's great but then as they grow they can't put the letters together to read these new words and these longer words and these bigger words which is what I think we all hope for our students so I didn't know if you could address that at all yeah um so going back to the reading deficiency letter on page 10 m mhm is there any there should be mentioned of that I don't have the document document in front of me you don't have it memorized I I do yes so page 10 specifically and I did highlight um all the spots

167um you have your awareness screener uh grades one through five um and there's nothing on Phonics or phonological awareness and that's just a diagnostic uh for quick phonics assessment that's K through five um that is phonics in progress monitoring and diagnostic twice a month um and then we go to um dibels next and that's K through five but that's just fluency uh once again twice a month so I I guess what I'm saying is I just really wish that we could focus more on that phonics and phonological awareness because that's where I see the kids struggle and I've volunteered in the classrooms and they really are struggling putting these sounds together and these letters together to make new words and if we're going to focus on reading which I I love it I mean this

168is 27 pages of just really digging into I think one of our biggest issues in education Nationwide but if we could really focus on the phonics and phological awareness I feel like we would be in a much better place and address the same things you were speaking of earlier Mr persus may I Dr you know that okay so so this is our reading plan right and and going back to the let me address one thing so we notify when we do the assessments at the beginning of the year if a student is below grade level we have to notify the parents and let them know what what interventions are in place but that continues throughout the year we have to give them progress monitoring throughout the year to let them know how their child is

169progressing with those resources and strategies in place so they receive that throughout the year so that's one the second piece that you asking about which is remember earlier today when we were doing the presentation of the Strategic plan we talked about that in the schedule there's built-in time for interventions and that's for every grade level so for example in your intermediate grades for example right when we do the pm1 through the pm1 you'll be able to see the students the skills that they're missing and if it's encoding decoding skills that they're missing then there's 30 minutes out of that 90 minutes of instruction there's 30 minutes that this that's designed on a daily basis for small group instruction and for the small group instruction if they're missing and I agree with you there's learning to

170read and reading to learn right so if they're learning how to read we have to provide that and the resources and strategies all that it's built into our Curriculum maps so back in the days we used to call it guided reading now it's the signs of reading but it but it details for you all of the resources so to your point the state really is putting an emphasis now on primary GR grades to make sure that students are that there's a strong accountability system for learning how to read but we also have in our schedule which was not there before but we have now instituted our schedule for every school that remediation time okay where it's taking place and it's that differentiated learning depend you know what what a level one student may need for

171intervention will be different from a level two and and so forth so that fluid intervention is taking place daily and we calibrate the results on a weekly basis okay thank you yeah and I will say I also highlighted and to give credit which I love in the section with our students with characteristics of Dyslexia it does have it like mapped out there all of those like itty bitty pieces and so I think I just wanted that clarification that that same exact attention to detail was given because it wasn't checked off and and like I said the phonics is like the biggest thing for me yeah um poster child for hooked on but I agree with you I'm a firm believer of that we were talking about the foundations of rating just this week I believe

174we she is in full agreement of coming in front of the board getting in front of the students parents nights at schools uh just to educating as much of the community as we possibly can about dual enrollment and all the things that they have to offer and offer and also ways for them to be able to track their students and their course histories and how students are able to progress through their courses and just it's very simple very easy to walk through it all just nobody really knows how to do it unless you're actually enrolled with it because the student has to know so it's very it's like a One-Stop shop type deal that she would like to get in front of all of you guys to show you guys what it kind of looks

178but you just can't take the classroom out of the girl right so uh we're excited about the opportunities that lie ahead in 2024 25 this is going to be a great year for all of us um we had a wonderful time yesterday engaging with the new teachers um bringing greeting readings from view is always an exciting thing to do there were such great engagement and questions and interactions in the ethics class you know uh Sandy Hovis and I we do enjoy doing that together we have a good rapport back and forth and and we take a really tough subject and we deliver the content in a way that breaks down barriers and helps people understand where the guard rails are because as we all agree we want our new teachers to stay here for 30

180the opportunity to speak I'm speaking for myself I'm going to read from three sources with the intent to inform first is from an email sent by equality Florida on July the 26th back to school guide from equality Florida lgbtq individuals relationships families and topics can be discussed or referenced in schools but can't be a part of classroom lesson plans schools must be responsive to anti-lgb dpq bullying gsas are able to form in any secondary schools that allow other non-curricular clubs books with lgbtq characters and stories are allowed in our school libraries lgbtq staff faculty and staff can't be fired because of their sexual orientation or gender identity safe space or rainbow stickers posters lanyards pins buttons Etc are permitted in schools and classrooms parents have the right to protect their family's privacy and have the

181right to decide who knows about their child's sexual identity this next reading is from a series of me messages sent by a friend of mine that started with a comment on a social media post about excitement for the new tert small school I'm ready finally I can be at my kids school without feeling like I'm a criminal or that I'm a parent and I have nothing to offer I've never been able to go to Horizon only when kids are in trouble it's weird even when they need my advice they refused to let me come into the classroom as an approved volunteer and star mentor and I'm an educator but happy that I got reson to a black school with Educators that already know me in the community last I'll be reading from the endel ACP

182resolutions of 2023 these excerpts are from a section titled in support of honesty freedom to learn and anti-racism in education whereas local and national government should not have the power to limit books and Bri libraries for discussion or review in school schools or other venues and schools and libraries should be allowed to teach the history of race relations and engage in discussion on these topics without interference be it further resolved the NAACP calls on policy makers Educators and administrators to prioritize anti-racist education practices including teaching about the contributions of communities of color the impact of racism and bias and the ne the necessity for ongoing educ ation and St training of staff to support these efforts the NAACP affirms its commitment to continue to work towards eliminating the injustices which have historically plagued education and

183impeded the growth and success of communities of color last a phrase from equality Florida every student protected every family respected so a reminder it's valua County School's responsibility to ensure that all students stud are provided with a high quality learning experience thank you thank you Mrs Parker next is Jennifer Kelly welcome thank you um good evening chair Haynes board members and superintendent balabin tonight I'd like to address the federal Doe's changes to Title 9 that will be taking effect August 1st two days from now a little background in 197 72 Congress enacted Title 9 of Education amendments to ensure equal educational and athletic opportunities for all students regardless of their sex to protect the rights of girls and women prior to Title 9 only 15% of college athletes were women now it's over four over

18440% and one in seven girls played Sports compared to today's two and five since Title 9 three million more high school girls and 200,000 more college women have opportunities to play sports each year the new rule change will resend over 50 years of progress and equality of opportunity by radically redefining biological sex as gender identity it's a step backwards for women's rights jeopardizes students safety and privacy destroys fairness in women's sports it is essentially detling Title 9 in addition to the new regulations their unconstitutional eliminate due process compels speech and strip parents of their fundamental right to direct the upbringing of their children the new requirements and and repercussions any school public charter private or college that use federal funds is mandated to implement new federal policy under Title 9 beginning August 1st under the

186Liberty members current and future I have emailed you all the list of 26 which is now grown to 32 since the email this morning schools that are currently protected here in vucha county and the list is growing I understand the Florida education commissioner Manny Diaz sent an email back in April 24th to all superintendent stating the governor has directed no educational institutions to make changes however the expectation that the federal government will argue that the newly proposed regulations will supersede all state laws safeguarding parental rights particularly concerning gender identity and public schools we are already seeing Florida districts taking very different positions on this this is something that will affect all stakeholders especially the students and teachers can we please hear from you all tonight some information and guidance on how vucha County Schools intends

187to navigate this issue thank you thank you at this time we are now moving on to hang I'll get there board action the board action items yes item 2.01 the dedication of properties for homes bring hope affordable housing development Dr baloban thank you Madame chair Miss Patty core our chief operating officer will share with you a little bit about the dedication of properties for homes bring hope good evening chair board members Dr Balaban I believe in your packet there is also a map um there are attachments on this item this was brought forward at a Schoolboard Workshop in September by Mrs husseini from uh food brings hope this is her organization and Mr penley and it was a draft of an agreement that was brought forward since then I'm sitting in for for Mr penley

188here um you should have a map that looks like this that outlines the the parcels in question uh the amount on there tells you the um appraised amount of those properties um the idea here is to partner uh with this organization and uh Surplus this property to them uh it is adjacent to what we used to call boner elementary school if you know where that was off of uh George W George W Ingram Boulevard in the 32114 area code in Daytona Beach uh currently that building is um housing our child's academy one of our Charter Schools thank you I'd like to remind board members that when we sold the property um the old boner school to child's Academy we did offer them the opportunity to purchase these um small pieces that are really just housing

189sites and they declined um wanting that because they didn't have a need for so they bought the school itself and the parking areas from the school and we've talked about this before yeah so Dr baban yes Madam chair I I do have a recommendation and again this is not the first time that we've done something like this to assist afford to provide affordable housing to our teachers if you recall during covid that year you know there were several I think three um housing that was given out to our teachers through a random effort that was put in place um so with this said I know this was voted on before previously here um and my recommendation is that for these five Residential Properties that are located in Fon Street Daytona Beach for it to be

192of reference um also as a point of reference to when we're out in the Overflow when we're doing the rec when BCS is doing the recognitions many times we cannot hear so I'm wondering if we could close caption what's going on through the YouTube because if I can't hear and I'm older anyway I can at least read it right so that would be a wonderful way to bring everybody into what's happening on the inside as we have limited seating now to the reason that I came to the podium again we is greater than me we dra to collaborate here okay so talking about 21.2 um very interesting that um In This Moment In Time a 3% salary increase for non- bargaining um and the folks that were formerly asme is going to be voted on

193tonight um typically uh we don't see the non-bargaining folks have uh a salary increase proposal come out until after all of the bargaining is finished um we are still working through the process of bargaining um curious about the funding source that's going to be used you know when we're at the bargaining table we've had conversations and requested Financial data and to up to this point uh we've been told that we're not able to get that yet because we're still in the process of closing out the last fiscal year so I don't know um you know and we've submitted proposals about um increasing the district contribution to the health insurance benefits all of these items would provide relief to the employees right but we've been asked to hold on that because we were told the information

194wasn't available so I don't know if it became available and someone forgot to give it to us I mean we'd like to have it so we could have a quick and expeditious uh settlement like we did last year we had record time settlement last year we would love to be able to uh work together to get that done for teachers office specials and Par professionals um but again I just want to remind you that we're committed vew is committed and I as the President we are committed to a collaborative process where we talk because even if we disagree if we continue to talk we can get a resolution um trust matter Ms and the bar the process of bargaining matters the Florida Constitution provides for collective bargaining so the process is here view is here

195you are there let's work together let's share the information that we need to put the money in people's pockets quickly thank you all right we're now moving into item who is our executive director for human resources along with Mr J John Cash our chief of um HR to come forward and they will share with you the proposed salary adjustments for non-bargaining employees good evening again chair Haynes board member superintendent balabin I'm here to bring forward this item which the superintendent recommends the approval of a 3% salary increase for the non- bargaining levels 1 to n Prof profal Technical and previous American Federation of state county and Municipal Employees which was askme and Miss Workman is here to answer any questions you have as well Mr cologne so if we approve this tonight will they have

196this increase on their first check when they or their next check arguably um right now our plan is August 31st simply because of the amount of time that it will take us to step everybody and update their salary slots but um I've already got a plan together with payroll for that to happen on the August 31st check and then they will see retro shortly thereafter now one of one of the challenges we've always had is we've always waited for non-bargaining and so it was later in the year when it happened and so I'm glad to see that we're able to do that sooner so that these folks can get that compensation a lot of times we hear from folks who uh retire or leave and then they're you know rightfully so they worked during that

197time but we don't have a mechanism to pay them uh and they are do that when they're working so uh I'm glad that we are able to do this and that we'll start the school year fairly close to the start of the school year where folks will be able to uh get their raises so again thank you and I am in favor of this Mr persus thank you madam chair a couple of things um so where are we with the Union negotiations what what's holding us up um we met with both support and instructional up through June and then you know July is one of those months that a lot of things are are hard to schedule so we do have two more sessions with each um bargaining unit set up for August two weeks

198in a row for support and then two weeks in a row for instructional so like August what uh the I believe it's the 15th we start roughly that second week or that first week of school when we want to give everybody time to get back before we we pull people out to be on the uh bargaining team so we have the 15th and the 22nd I believe is support and the 20th and the 29th I believe is instructional and um Miss Albert's uh comment about financial information is it forthcoming to her can she's indicated that she's asked for some financial information from the district and I know Mr CE uh was obviously working through his budget as as we heard earlier this evening so I know he is at a point where he should be

199able to provide her with what has been requested okay do do you know if the bus drivers salaries uh if any of that is coming from the capital outlay fund that would be a question for Mr Mr CE Mr C can you join us please can I go back and clarify please board based on comments that were made um I as um I I did receive a request from the bargaining unit to actually provide financial information uh to them these are forms that are are normally filed after we complete um our annual budget adoption in September so that information that they're requesting is not would not be done until that time as you know we have the file statutory reports within a certain deadline um with the Department of Education and the specific reports that

200they were asking for isn't due into won't be due to the Department of Education until after we adopt the annual budget so but I've been um I shared with them as well that the present um we've been presenting budgets to them so they can use that information that we we've been presenting to them in the normal um board Workshop hearing as we did tonight and in our prior meeting so they have a pretty good idea just by looking at the regular ffp funding program you know really what is available to the school district and they can see how we've been thinking through those presentations now you did ask a question Mr persus about what did you say CAP bus drivers salaries are you taking their salaries from the capital outlay fund I we are not

201anticipating doing that this year but it is in the capital outlay plan as an option if we if we find ourselves running into a situation where um we have a declining enrollment for example great greater um than what we're anticipating we could um move and the bus driver salaries and that could be paid by the capital outlay fund it's just a safeguard but we're not planning on doing that this year but it is in the um Capital outlay plan that was advertised in the paper okay wait back up so did you say it was advertised yes it was advertised in the paper that's correct it was as an option it was advertised that we are taking it out of the C no as an option yeah we could do that correct course yeah yes yeah

202but we it's not in our current budget to do that not in the current budget okay but it could be in the 2425 budget well I'm hoping that we don't have to do that and I'm being honest with you you know it goes back to you know um how will we materialize you know in student enrollment by the end of the year and um so those are the safeguards we always would put in place as any um to be FIS fiscally conservative to make sure that your general funds always solvent the reason why I bring it up um Madam chair is because of we have a shortage right we have a shortage of bus of bus drivers and uh uh often when you have a shortage in a particular area if you have the resources

203to pay more for that particular for that particular uh employee group I'm sure in the health field they go through this all the time if there's a shortage of a particular skill set then maybe you need to up the pay to attract more more more people to work for for you and that's the only reason why I bring up that uh I noticed the um I think it was seal County that they're using their Capital outlay fund for um bus drivers uh as salary so it's would you say it's fairly common I I would guess well no the the legislature actually just um implemented that I believe last fiscal year for as an option for school districts to do something like that correct okay thank you Mrs Bernett thank you um Miss Workman you mentioned

204that um July was hard to meet did we attempt to meet in July yes we did uh we offered you know the entire month of July however between vacation and um Miss Albert being um out of town at some conferences and things like that there was just no way to line up the schedule gotcha I just want making making sure we didn't fail on a timeline on our end we we have tried to work uh collaboratively but you know as as we all know summer is one of those times that it's hard to pin down okay thank you all right um so I want to clear up something here because last year we did this same thing last year we went ahead and gave all of non- bargaining their raises at the beginning of the

205school year because I was one of the people that had said you know why do we make those individuals wait until the very end so last year they got it and they actually got it in their first paycheck and Mr cologne to go to the question that you asked part of the group um that falls under non-bargaining because non- bargaining is a lot it's like our Ed it's our bus drivers our bus attendants Our schoolway Cafe um it includes like all of our technical people it also includes some of our non-technical people and it's anyone in a position of non bargaining that is level nine and under um a lot of them their first paycheck isn't until August 31st the group that we missed would be the group that's being paid this week that are

20612 month employees so it's they're only going to have to go back and capture the Retro for not that whole group but for part of that group they'll um it'll be the July 31st and the August 15th paychecks because um Miss Workman and I talked about this in depth and so last year this is what we did we went ahead and started them off um because if you remember not last year but the year before the superintendent got called before the board of educ education because we had not met the state deadline to settle for the teachers um payment piece and so last year I was very adamant because there now um the way the law reads the superintendent and the chairman of the board will have to appear before the Board of Education if

207we don't get the teachers their money and I don't believe the dates changed I believe it's still the beginning of October right that we have to have that one part of the teacher money settled and out to the teachers and so when we went ahead and moved forward with non- bargaining and we went ahead and started paying them last year was the first time we we actually I think finished the teachers in a long time very very early so my thought on this is I support doing this I support going ahead and getting the money in a lot of them on their first paycheck and some of them they'll get it but they'll have a little bit that we have to give back to them in September because they're here doing the work and we've

208seen what happens if they leave for some reason or they become ill and all of that and it gets tricky then you know if it's not settled till May and why should people have to wait till May to get a race and so um you know this is what we did last year I and believe it or not I'm watching The Districts across the State of Florida that have already settled even with their teachers and support staff they have settled and they've started the year off you know they're going to get their first paycheck with their raise in it I would like to see Valia County get to the point and I have said it for years I'm like start bargaining in March or April you know get everything figured out have a tentative budget

209piece yes once we know how much money we're getting from the state you know we can check to make sure it's accurate where we're at but let's pay people when they start the job on day number one I I feel strongly about that I don't think they should do the work and then have to wait you know till dece well it used to be sometimes it was December but you know lately it's been April and May that they've had to wait to get it and I just don't think that that's being fair to our employees now I will go ahead and make the statement about the group that's level 10 and higher so last year we went ahead and did The District staff regardless of what level they were on but the assistant principles and

210principles were left waiting until the state released the piece and they haven't released the piece yet for the assistant principles and principles so this year we made the decision since the assistant principles and principles fall in the higher category just like the higher District staff that we would wait until we get the piece from the state to move forward with level 10 and higher and I think that helped Mr C some because the real reality is we still don't know how many kids are going to show up in two weeks and that's going to depend on if the preliminary budget that they gave us do we get to keep that money or do we have to give part of it back because if we have to give part of it back then we're going to

211have to make some tougher decisions but I want I want to thank all of you and all the work that's gone into this and I know the payroll department for prepping and getting ready to do this and everything but I think I personally feel that this is what's best for our staff so thank you any other comments yeah I have a comment I I just I you know again I just uh I remember last year we did have the teacher uh Union contract seemed like they got their raise um they settled in time for October and uh I just wanted us to to move you know as quickly as we can because I think the sooner we settle with the teachers the I think just the better it is for morale yes it's it's you

224uh the memorandum of understanding is between us and the town of Pearson we currently own manage operate a sewer plant on Taylor high school property we would like very much to get out of the sewer business so the town of Pearson for whatever reason would like to get into the sewer business so we are proposing uh in the memorandum that that um we Grant a ride away on the west side of the property and at U the proper time when Pearson has uh establish their grant money and their funding source to build the plant that we then take our sewer plant down and reclaim the property where that is and we would put in a lift station and we would be a customer of the town of Pearson okay Mr clone you have a question

225so I I'm good with this for the sake of them being able to go out and solicit grants Etc uh at last check town of Pearson's uh annual budget is less than a million dollars and so I am very concerned at their ability to provide those resources to us because not only are we giving them the ability to do that but then we're going to become their customer so it's going to be equally as important that they have the resources to actually run and operate that plant and so I'm more concerned on that side uh this is similar to when we sold them the property at at uh the old Pearson Elementary it sounded great however it required millions and millions of dollars of Renovations which they've not been able to do because they just

226can't afford it so um I'm I'm cautious of of the fact that I don't know that they can get or afford to be in the sewer business however I'll be in favor of this for the sake of them being able to uh go out and solicit grants and the possibility of uh obtaining that funding um if this is what this memorandum of understanding will do but again I'm very cautious because I don't know that they're going to be able to provide us the services that we need so that we don't run into a problem at our schools thank you I think at the time that we go to a hard agreement on this that would be the time to address those concerns thank you Mr persus yeah this is um first let me just right

228the town of Pearson and we've been uh working with them to develop their plans to get into the sewer business uh this agreement is uhou which will allow for us to go forward and get to a funding phase with the state of Florida more specifically FD d uh and so uh we'll then be able to develop a plan that we can develop a fiscal plan to support the system so that's what we're asking for tonight I see okay thank you I just wanted to uh G give you that opportunity uh I did have uh a text from um Dwight Durant from Zev Zev Cohen and he just wanted me to say to tell you that he said your staff meaning the School District staff did a nice job working uh on this uh complicated issue

229to find a solution uh for the longterm benefit Heath believes of of the school school district as well as the town town of Pearson so happy you guys because this was not an easy one it took uh what a couple of years think yeah a couple of years to iron iron this all out to everyone's satisfaction so I too um you know I would like to see the city of Pearson be able to take over this or or set up their own and we just put a lift station I have reviewed all the plans with Mr Young um down to like which neighbors are even currently hooked to our system and everything so I think the plan that has been designed and laid out will work what it comes down to and I understand understand

230this is the first step is they've got to find the money so I don't know if you have any idea yet at this point how long we'll be looking at before they will find the money to be able to do this because the truth is we did the old school at a very reduced rate you know to be able to sell to them and it's still kind of sitting there you know couple things first of all I hope you all do know that they have occupied the old school it is the town center and they have their Town meetings in it uh twice a month and staff operates each and every day from the school now there are some buildings that they're still working on and will be uh looking at Ground opportunities to uh

231rehab those buildings and put them into service but they're working with the sheriff's office now the sheriff's going to put in a like a substation within the uh Town Center so it's happening I not as quickly as uh everybody in Pearson would like it to happen but progress is being made in terms of uh this plan uh we think uh funding we we'll work on uh completing some design work and funding over the next uh year and then we'll be in a construction phase after that okay I I hope the funding comes for it because I think it would be a great thing for the town of Pearson I I think the funding will come uh the State of Florida is very anxious to get as uh many communities as possible uh off uh septic

234presentation I I've been trying to keep track Madam chair if I can ask Mr Wolf to uh speak about our voting conflict um yes as I previously uh informed the board uh board members cologne and uh Vice chair Bernette have voting conflicts on this matter um I set it forth in my memo um Mr cologne uh has a voting conflict because he works for Advent health and so this vote would uh iner to the special private gain or loss of his employer um and therefore he has a voting conflict as to Vice chair Bernett um she works for uh Halifax Health uh which is a direct competitor to Advent health and due to the exclusive nature of this Con uh contract um this uh vote would also uh iner to the special private gain or

235loss of Halifax Health due to the exclusive nature of the contract uh with Adent Health which is a direct competitor to Halifax Health thank you and for that reason I will excuse myself thank you and the same oh yeah but we we're excusing ourselves for one yeah okay so uh board member cologne and vice chair Bernette will uh abstain from voting on this matter due to their uh voting conflict were they required to leave the room they're not required to they should not participate uh in the discussion uh before the vote okay so then we have public input um David Weiss welcome thank you good evening Madam chair school board and Dr balamin I'm David Weiss president and CEO of Advent Health Daytona Beach in our East fuia Market and serve as the executive champion

236of our historic partnership with valusa County Schools over the last six years I believe that uh we have accomplished much together and we're very proud to partner with fuchia County Schools focusing on reducing chronic absenteeism expanding our educational experiences particularly with our health Academy students and fostering a safer environment for student athletes some of the wins over the last few years include 5,200 free sports physicals about 30% of those students don't have regular Primary Care followup and it's one of their access points for care 4,300 free cardiac screenings 11 of those were flagged with three potentially life-saving procedures performed we've also supported our District's athletic trainers even though that's not part of our core contract we believe it's important for the critical role they play in athlete safety to that end we've provided almost 500

237hours of coverage at nearly 150 sporting events just in the last school year we've provided and donated 30 aeds to the school district we've donated over 12,000 in medical supplies to the school district and we continue to work with best practices to help our children with exertional heat stroke precautions we also perform nearly 20,000 tests as part of our concussion protocol management to better prepare our Academy students for their future career about half of our annual $200,000 contribution goes towards purchasing new te textbooks Tech technology and equipment to enhance their learning and to provide internships and job shadowing opportunities as well as scholarships for them we've also worked together to try to address chronic absenteeism by providing telea Health access to the 36 schools with the highest rates of chronic absenteeism and during the covid

238pandemic we expanded it to All fucha County Schools I believe much good has come from this partnership and I believe there's a lot of work to continue to be done and to this end the addendum that's being discussed tonight increases our annual income contribution and augments benefits including establishing a new fund to address additional reasons for chronic absenteeism we believe in partnership with our school leadership that uh we can make the best interventions whether that's in transportation or clean clothing for students it's also going to help um hire a dedicated employee to support our health Academy students assisting them with their experiences as well as hiring opportunities postgraduation I want to also make a special emphasis it's never been our position to prevent students from being able to experience job or career opportunities or shadowing

239experiences with other Healthcare organizations and to that end we've been very clear with these language updates to make sure that no student is prohibited from being able to have those experiences with any healthc Care Organization Adent health or otherwise truly Advent Health has been proud to partner with Bela County Schools thank you for that opportunity thank you for what you do as a board to elevate the education of our young people in Bela County thank you Dr B yeah Mr Wolf can you in a short synopsis share with the board where we are yes uh thank you um the original uh agreement uh with uh Florida hospital now Advent Health uh was for a term of five years with a one a one fiveyear renewal term uh we are now into the second one year

240into the second fiveyear term of the contract which will run uh until June 30 2028 and then that will end the contract there are no uh Provisions for any additional extensions under the contract um and I can briefly uh describe what is in the amendment um the amendment clarifies that the the parties do not intend any exclusivity Provisions to restrict or interfere with any students opportunity for employment scholarship or work-based experience even if offered by a competitor health care services provider um it the amendment also uh states that no provision of this agreement shall be read or interpreted to prohibit student access to field trips guest speakers clinicals internships or job shadowing at a competitor health care provider uh furthermore um the amendment uh states that um nothing uh in the agreement shall limit students

241from participating in recruitment job experiences or scholarships offered by other health Healthcare Providers or medical disciplines and Specialties including but not limited to dentists orthodontists and or dermatologists so the exclusivity uh Provisions were clarified uh to make make it clear that students would not be prevented from uh these opportunities as I just went over also the agreement uh uh indicates that nothing in the agreement shall prevent restrict or otherwise limit a school within vucha County from accepting donations adver is Ms or sponsorships uh including from healthc care providers um except to the extent it would be in conflict with other Provisions in the agreement um as stated by uh the gentleman that just spoke um there will be a uh Health Care fund established uh uh of $10,000 per school for five schools to be

242used for resources that reduce chronic absenteeism um and those uh the amendment also does indicate that uh it's acknowledged that the in kind cont uh consideration uh for commitments uh in the agreement will be increased um uh from approximately $150,000 per year to $200,000 per year um I'm sorry to an average of $300,000 per year during the renewal term so those are the key uh amendments to the agreement thank you Mr Wolf Miss Thompson thank you madam chair so I know we've been going through this back and forth a lot and I appreciate everything that advent Health has done for ourmes I mean it's been fantastic I do really like all of the different Provisions like in section three where it does basically eliminate the ex exclusivity gosh couldn't get that out um because we

243do have other programs and other um hospitals that do a lot for our students and I would never want any sort of contract to impede on our students learning and furthering their education and careers um I did just have one question and we may or may not have the answer um do we know the five schools that are referenced in that section five um to reduce The Chronic absenteeism we we do amber you have it listed right I talk about the schools I think we need to come together and Amber can you get a little closer yeah sorry there's an exhibit that talks about the the specific schools exhibit a and I think we're going to get together with Advent health and determine what five schools okay that it goes to okay thank you I

244look forward to seeing that um because yeah if we can't get the kids into the schools I think we all know that they're not going to learn anything so I do appreciate that part in there so I mean as far as I go I I like that we are everything is laid out what they're going to do what other hospitals can do and so for that reason I I like this contract I'll be approving this thank you Mr persus do you wish to speak she said it all uh really uh I agree and I think we're in a better uh a better place now because it's it's more clearly understood and that was the problem with the original one and and U I'm not pointing any fingers at anyone but I'm just saying it's it's

245just clearer now I'll be reping it so here's where I'm at um in full transparency this was voted this was brought forward in 2018 and the only person sitting on today's board in 2018 was Mr persus no one else none of the rest of us were sitting on the board I've never in my life seen a contract though that when written and brought forward to be voted on actually only gave one party of the contract the rights and didn't give the other party any rights so I'm very disappointed that in 2018 we entered into a contract that we had no rights to make changes or to you know say hold on this you know it's not happening what was supposed to happen and at the same time probably my biggest disappointment with this contract when

246it was originally voted on was that it took away opportunities for our students and the reason why I personally feel we each sit here is to represent the children in valua county and to make sure that they have every opportunity available to them and I'm not talking about just you know this is something between what was forward to health which is now Advent health and health effects I'm talking about it took away all kinds of other opportunities you know we even have um a wealth of doctors in a variety of areas that don't work you know that actually are in private practice that don't even work for Advent health or Halifax and it took away their rights and we had doctors that previously were doing free physicals for 10 years we had free physicals happening

247here on the West side of the county um for our students and then that opportunity went away they could no longer do that so they needed to travel to the east side of the county to the speedway which that's nice but it took away opportunities that some of our students couldn't get there for the physicals so the other thing is it took away opportunities that if you're at Mainland High and right across the street is Halifax you couldn't go over to Halifax to Shadow somebody or do an internship or anything like that so and then let's just talk about the fact that in the original contract it said that we would come together collaboratively Advent health and the school board in fuchia County we would come together collaboratively six months before the end of the

248first five years to have a discussion on where we were at like we would at least get to collaborate it wouldn't just be yes it was going to be an extension unless they didn't want it to extend but there was supposed to be a collaboration piece built in there that didn't happen and here we are and if you think about it that June 30th 28 is when this ends we've already we just finished year six okay which is the F first year of the second part of five and every time I brought up and this has been on the agenda before okay but every time it was on the agenda got pulled off the agenda and I think what finally triggered us getting to this point is admin Health was trying to make changes to

249the second part of the five years and from you know speaking with Mr penley and all it was like well but here's my other thing about a contract if you've got a contract written when does one side get to change it without collaboration with the other other side and say I'm going to keep going for five years but I've changed the parts I don't want to do any longer or I want to do this or I want to change that now what's interesting is people are now trying to say oh there was no exclusivity piece so Mr Wolf I have some questions for you based on what you shared and what I've read and by the way what was posted here does not have all of the exhibits attached what's out for the public to

250see so I do think that needs to be updated in board docks I think exhibit need to also be posted because we're supposed to be transparent with the public so I just see it says exhibit a is hereby deleted in its entirety and replaced with the attached exhibit a but in what's uploaded for us I don't have an attached exhibit a and that says that for a few things but Mr Wolf I have some questions I want to make sure we're clear on this because my understanding is if this is voted down this evening we revert back to the original contract where all the exclusivity is there and we continue to not allow our students to have opportunities that they could have but if we vote on this tonight then we're removing some of the

251exclusivity pieces so I want to be sure that I understand which exclusivity pieces are really gone so I'm going to be direct and I'm going to give examples I'm not going to be vague on this so if we have students at Mainland High that sits right across from Halifax Health can those students go to Halifax Health Shadow you know be hired for a part-time if they're a senior and you know they want to work for them part-time or go over and do an internship are they now going to be allowed to do that yes they will can the amendment yes with if we pass the Amendment if a doctor or a nurse or maybe a radiologist especially if they're a parent and they work in a private practice they work at Halifax they work for

252some other company you know that's out there can that parent go into any of our schools and do career day and share what they do if they're not an advent health employe but yet they're in the medical field yes this would allow that it specifically allows for guest speakers um uh so yes if someone wants to buy a banner and put it on the banner or they want to sponsor the banquet that one of the schools is holding they may want to sponsor the basketball you know banquet and they are in any form of the medical field can they do a sponsorship ship and it be printed and or shown you know on the billboard on the presentation during the banquet printed on the you know flyer for the banquet can that happen I would

253say yes based on the amendment uh because it provides that nothing prevents restricts or otherwise limits a school within vucha County from accepting donations advertisements or sponsorships including from healthc care providers so okay if the doctors on the west side of the county that for 10 years did free physicals and they held them at Dand high and at University High if they wish to start holding free physicals again on the west side of the county which I know to some degree they've done it but it's not been allowed to advertise to families can they do that and can it be advertised to families that they're free physicals closer to where they live to the extent that was a donation uh then I think it would be allowed under the amendment for 10 years they did

254it for free and they didn't collect any of the student information the forms were filled out and given back to the athletic director at each high school with no information collected on any of the students and actually they made a donation to the athletic departments at the high schools and they also did the pal program The Police Athletic League All right so what now are we still under that is an exclusive right what exclusive rights does Advent Health still hold even with the amended contract well the intent of the original agreement was uh that Avent Health would be the exclusive student education and student wellness partner for the school board for all purposes and on all levels uh including but not limited to health care for students and student athletes at the schools of the

255school board uh and healthc Care academic programs and related sponsorships and naming rights marketing educational and support programs graduate recruitment eare High School athletic uh athlete uh healthc care ecosystems a safety and concussion protocol at all sporting events they still so so I wrote down that um hours or given out on the fields or in the sports things so we have other Dot do that I know have gone out on the fields or to other sporting events um it's happened because there's been no one available and we can't hold some of the sporting games without anyone available so is that still a piece where if there is no one to be on the field for the students while they're playing especially football because that seems to be the one where we have the most issues

256is that still an exclusivity piece for Advent health and then only becomes at the last moment necessary when there's not someone available that we can pull someone they're raising their hand they want to I would like to hear what what their view of it is thank you for the chance to just clarify this as I shared in my comments um actually providing athletic training is not part of our contract it never has been part of our contract we still assist the school district because we know how important it is we've helped to Source athletic Trainers for events that schools did not have athletic trainers that were able to cover but it's never been Advan heal's position to prevent um anyone else from coming in and assisting our student athletes uh it's not been part of

257our contractual provision it's never been something that we've held that to okay and so it'll stay that way then all right thank you for clarifying that is there anything else you'd like to clarify is there anything else you'd like to clarify or your thoughts on what you've changed I I shared a lot of of the the points in my opening remarks I believe that um you know we have have never um prevented intentionally students from being able to access opportunities at other Healthcare Systems um so I I um and I and we're clarifying that language so it's very clear in the legal contract going forth so there's no ambiguity around that and you know truly our goal and ambition is to elevate the health and well-being of our of our students and to help reduce

258that chronic absenteeism so we're happy to collaborate with the school board and whatever manner we can going forward on ways that we can make a bigger positive impact for our students in pucha County thank you appreciate it I want you to know that we appreciate that it's just for six years we've lived under the thought of whoever you you know was here originally that's what we were all told that you know no you can't do this no you can't do that you know we've got some former High School principles even sitting here in the room that you know that that's what we were all told every time we asked a question it was like no we can't do that only admin Health has the right so I appreciate it's sad to say that it's taken

259six years to clear up this piece but I do appreciate that there is more clarity in this new agreement so thank you out to us please thank you all right here's where I'm at I don't want to revert back to the original agreement original agreement should have never been written that way my understanding is we can't cancel the agreement because we have no Authority I will say this it took six years to get here we're starting year seven I appreciate the changes to this but the changes on this if this is voted on this evening need to get out to our administrators at our schools so they need to know that what they've lived under for six years is no longer where we're at so they need to know that have the right you know

260to have guest speakers come in they need to know they have the right you know if there's a parent who is AD doctor and they want to travel with the basketball team to be on the court with them that that right is there if they want to advertise if they want to sponsor you know any student events if they want to you know sponsor the Banquets that happen because I will tell you every High School principal out there is always looking for people to sponsor the end of the year Sports Banquets because everybody has a sports banquet every one of the sports and I so I do like the changes I'm just going to go on record I won't be here probably when this contract ends I would hope that there'll never be another school

261board that would vote on a five 10e contract and give up their rights and leave that for other boards coming into face it's it's not appropriate so Dr bwin yes Madam chair um to the point that you've you the point that you made in terms of relating the information to our school that is our plan to be able to do that but also I want to go publicly and and let you know that in the past few months we've had several meetings with Advent H Mr pendley is not here but I'd like to extend my thank you to Mr penley and the team and also Mr Wolf and also Advent health because in every meeting that we've had we've asked for the clarity and they've shared the same with us that it was never their

268sure okay all right um any board member comments I have a com I have a comment go ahead Mr thank you madam chair uh um Dr balabin I said I believe in May or April when we were looking at the budget uh and we were having to make these Cuts uh that it was my hope that before the school year started that we would have a certified media specialist in every school as we've spent some time tonight talking about reading and how important it it is and also tonight we celebrated a music award and they told us how we had a music program at every school and did all these things and met all the C the criteria um we have also historically had that same kind of uh effort in art and we've always

269had an art teacher and at every school and we've always had a a robust art programs at every at every school and and I and I would really like to see us get get to that point and whether we can do it by August 12th or by SE September 12th at some at some point uh because what I'm afraid of is once you crack that door and you say uh you know we didn't need art in these two schools maybe we don't need art next year in four schools and you know we didn't need the media specialist in two schools so you know what maybe we can save some money and knock out media specialists in four schools and then four turns into eight and before you know it we don't have the high standard

270and we're not offering the children the type of certified in instructors in every program that they should have uh and you know that's that's my point that's where I've always been and I I don't want fuchia County to just do things cheaply or do things just to get by that's not what this school district has been about forever and uh um and and it you know there's there's all kinds of ways to fund things and we all know that but but I'm just throwing it out there that's what I would like to see us I do and I I I'm I'm disappointed that we're that we don't have it now would you like for me to speak to that point okay so I think we all understand the position in which we were in and

271it's important it State Statute that we have to provide a balanced budget to the state um having to look at a 47 45 million dollar deficit it means that we had to do a reset and it was not an easy task it was several months that our team had to prepare and work with our staff diligently so I think in the grand scheme of everything Mr PES and I hear you and I appreciate everything you say because I've been an educator for 25 years and I believe in a well-rounded education but in the grand scheme of everything that we've faced the challenges that we face and to the point of where we are I consider oursel to be in a very fortunate position and at times when it comes to organizations whether it's a private

272organization or a public organization depending on what you're facing you may have to engage in something that's called a reset and that's what we've had to do in our County with very limited changes that we've made because we had about 285 reappoint like they're still employed may not be 174 I believe of them are still not at the same school but still they have a job so moving forward as we've done this reset is to make sure that we get back to a calibration right looking at those programs maybe here and there I believe it's it's very minimal and I I don't want to speak out of turn here but I think it's it's it's in the single digit the number of schools that do not have a media specialist it's in the single digit

273from what I understand and we're still there when it comes to the Arts we've done an adjustment to make sure that in within the elective areas that the ratio is comparable right but moving forward so we've had to do a reset so that we can move forward and that's what we've done but I agree with everything that you've said but I will tell you to to be able to have been able to pull it off the way that we did that took meticulous planning from district and school-based team and I want to thank everybody for engaging in that work and not discount the work that we've done but moving forward obviously we want to be that optimal environment with a menu of services so I hear you I hear you but I I I had

274to also acknowledge that part well again we haven't adopted the final budget there's a second hearing uh we will perhaps will know more about how many students we're going to have in school come August the 12th or August the 20th you know we'll see what happens um uh to me it's it's just very important that that we don't go down this go down this path I agree and and I have to commend our chair for for the statement that she made here tonight we have to you know we truly know that the services that are being provided by our public Public School System the level of commitment that's there and as ambassadors all of us in our respected field we have to be able to promote the good work that's happening right and I really
