001call this March 7th 2023 regular Board of Education meeting would you please do roll College me Sandra Bradford here Angela Wilcox burial Schuler here Leah colster lazari here Aaron chanding here Katie Karam here Steve Wang yep sorry star studio uh thank you very much I'd ask that fifth grader from North Barrington Thomas blank if you could come forward for me please so Thomas is here with looks like Mom and Dad and two brothers all of which have qualified for the state wrestling championship and I noticed Thomas scratch on the nose to prove that that's actually so quite an honor when you when you look to one of our elementary buildings and you asked to submit one student to be recognized for really representing the culture and the things that they value in that school district
002so Thomas is being recognized by his fellow fifth grade peers and teachers for being a thoughtful learner and positive leader he's focused on goal setting and purposefully pursuing his academics as well as his outside wrestling Endeavors Thomas has won the middle school wrestling conference for the 70 pound weight class he's the only fifth grader wrestling for Barrington Middle Schools he additionally he won his ikwf Regional and is now off as a state qualifier he took second place at sectionals this past weekend with Advanced into the ikwwf state meet this upcoming Friday and Saturday as you can see Thomas meets all challenges with determination and perseverance resulting in not only academic achievement but also Championship status on b-220's wrestling team we also recognize him for his genuine thoughtfulness every time Thomas encounters a staff member or

004and I am the student council School Board liaison and I'm here to report as a high school student spring sports are starting up after tryouts last week our spring Sports include softball baseball lacrosse boys volleyball girls soccer girls and boys track girls and boys water polo and Batman for our Fine Arts Fiddler on the Roof performed their shows last week and did great also there is a BHS choir concert tonight in the BHS Multicultural show this Friday good luck to all of our Sports and Fine Arts this week in the spring as a softball player myself it is so awesome to experience our new space at fod there are still some things that need to be finished though the varsity field is playable at the moment but the jv1 and jv2 fields are not hopefully
005the construction at the front of the school will be done soon because that space will be awesome to have as well one thing that has been good is that construction is not hindered learning or events for students today the student council exec board talked with Miss Hansen the director of secondary education and curriculum in 220. us as the exec board wanted to bring up the topics of honors classes as we all feel like it is an important topic that needs more student voice involved she wanted to clarify to us that the only honors classes that have been taken away are honors Global Studies and honors physics the these are two subjects that we felt were important to have especially because they were core classes and many students don't want to be stuck in a level
006that is either too hot too easy like regular class or too hard like the AP level and an honors level would be ideal especially for the GPA boost that it gives as opposed to regular course we will be talking to her in the future to get more information and clarification to inform students and the board as the students are the ones being affected by these changes as as need as we sorry BHS students had our turnabout dance this past Saturday which was an NHS sponsored event held at the high school for service hours it was super fun and a lot of students attended the dance one last thing is that this spring AP exams will be taking place at Willow Creek Church in South Barrington although this is not ideal for students we understand that
007this needs to be done and that the construction that will be taking place will be more important to the student body as a whole than where we are taking our exams thank you there's certain classes um certain um I think like World Language and there's another class that'll be taken at BHS those exams um but the rest will be held at Willow Creek Transportation are we okay on transportation to make sure our students can get there I read an email that there will be there will be a transportation bus and there's a form that you can fill out if you need transportation the area where we typically would do AP exams is under construction this year take the school bus but we're also offering up the option for families to directly drop off ads Willow
008Creek um the Bronco Blast from last week shared information about this and certainly as we get closer and closer we're still about two months away be possible for us to host a few exams at the school this year [Applause] any other questions for Olivia oh but thank you for sharing the student perspective on classes and other things I do I agree with you it's important we hear your thoughts on those and we're going to be meeting with her um more so then I'll share that information as well um so yeah because that's really important to us as an exec board that's like one big issue that we've been talking about is honors classes because that's super important to a lot of students like all the students that I've been talking to we do need certain
009honors classes for many different reasons so I'll make sure to share all that information [Music] all right so next up we have a public hearing do we have a motion to enter a public hearing to regarding imposed change in policy 620 school year calendar and day again okay um we don't have anyone signed up to talk but maybe you could just give us a quick overview of of why we're doing this or do you want me to talk through it uh no I think I'm actually asked Dr winkelman we we've we've had this conversation in policy a number of committees actually a calendar committee uh we brought a recommended change to the board so there's some history here and for the board and then we have a few slides to just show an example of
010kind of the why behind this and then you know looking out uh you know over the next five years we look at this potentially coming into play two different times so just to give the board perspective and the community perspective as well on the change and then Dr Hunt um so yes we brought this policy forward at our last meeting time together as a first reading and then rather than it going to Second reading tonight we said that we would have a public hearing but just to kind of refresh everybody's you know recollection as to why we're discussing this policy as Dr Hunt mentioned this particular policy has certain expectations that need to be met and so when we meet encounter committee annually as well as Labor Management and policy committee looking at the parameters
011as outlined the last few years we've had what I would call some wonkiness in the calendar technical term right where it it didn't maybe you know pass the sniff test as to we're bringing kids back on a day that seemed unusual or maybe right after a break having one day and then being off again there were some things that just where the calendar aligns that it didn't line up well for continuity of instruction with our Stu students where we would have them come in and then off a day and then come back and where the calendar Falls and so we wanted to in policy committee we looked at trying to do our best to maintain the conditions that our community had supported when this policy went into place and rather than throw everything out we
012are suggesting some minor adjustments and and what are those right so the Minor Adjustments is to change the language from a a hard start date of August 20th to making that at the Target in the Years where it lines up well that we can still use August 20th as our first day of school and you don't have those ripples throughout the year where there's some weird days that the way it falls with winter break and trying to balance first semester and second semester when we looked out at the next several years there are two years where there may need to be an exception made to move off of August 20th but there's several years in the next several years to come where August 20th works just fine and it doesn't cause some heartache you know
013we've got leap year coming up we now have an expectation in our state that during election years that our schools are closed that added another day on a Tuesday where we bring kids in Monday and then they're off and so what we're trying to do is create some adjustments to the policy to take those things into account and so just two visuals in addition to just trying to describe this situation when you look at the 2425 school year calendar on the left if we don't touch the policy at all or make any adjustments we will be looking at a start date for our staff would return on the 16th of Friday and on Monday it would be our two Institute days and then children won't start on the 20th if we look at the adjustments
014that are proposed in the policy of having a little flexibility of not having the actual first day of school on the 20th if we did it on the 19th we're able to start at the beginning of the week with students and that addresses the continuity of instruction it also gives us an extra date in that first semester which is one of the parameters and traditionally the first semester is already a shorter semester than seconds semester so again it starts the week and it helps with those number of days and creating more balance that's just one small example but you can see how that little change and that little bit of flexibility helps us smooth that out if you go to the next slide this is what I was referring to um with the election cycle
015right with the new expectation that schools are closed so if we do nothing to the policy on the left in the bright red students are off on the first for institute day then we bring them back on Monday and then they're off again on Tuesday and then we ask them to come back on Wednesday uh you know if we made the adjustments where we have more flexibility by adjusting some of the policy parameters we could have students off for the first fourth and fifth and then bring kids in back on the six and then continue with education at that time these are just some of the examples there's others where we come back after Memorial Day for a day we're having some flexibility allows us to really finish the school year than trying to bring
016kids back after the holidays or where winter break falls on a weird day where you're trying to come back from winter break and have kids come back and re-engage for a Thursday or Friday and then have a weekend and then kick back in again after that so those are the types of things that we're looking at when we were looking at some adjusted language and changes to this policy any questions board good job policy did talk with the PTO president's Council about this when you know Dr winkelman Dr Hunt you were there too and there was some concern about you know promising to the community we would always start on the 20th if there was that expectation I'm kind of wish more some people would have come tonight to talk about it because it's hard
017to go ahead without more feedback and some of them also clearly understood the change that we were making and the reasons we were making it in the slides with the examples really shows that so you know I I feel like that's a good way to go forward but I just hope that the community doesn't come back next week and say what did you do you know because we're trying to get input we want to communicate with our community and get their feedback and talk to parents and families about this you know the calendar committee has all the representation you had said at the at the last meeting there's you know there's all the different stakeholders are involved in that so there is a lot of input and I think this makes a lot of sense
018but um we're trying to give feedback and uh and we're getting some so yeah but the policy does stay to hold a public hearing before you change the date exactly so we're doing just that as well so um so we won't have a second reading of the policy until our next meeting right when it's not part of our second reading today it's not on today but it could be for the next meeting so as long as the board is comfortable we'll move it to a second reading at the next meeting and then the other thing um I want to just re-emphasize is that when we put this policy in place we weren't publishing the calendar years in advance which we are doing now so now we're giving our community um well in advance notice of
019when the start date's going to be but back when we put this policy into place was it 10 how many years ago more than 10 years ago now 13 years ago so um we weren't doing that we were people were in you know um having a hard time understanding what the start date was going to be so we've done a couple things to change and better communicate with the community as well now our policy is at least 12 months ahead of time we'll published The Following Academic Year it's got no right stuff that's certainly helpful so that helps as well so I think maybe that's a little bit of reason why we were not seen a bunch of uh folks come up to to question it so sounds like we move forward and we bring

021and we've got a lot of construction you look outside at the high school maybe you'll touch on a little bit more but um it's exciting to see again the efforts thanks again to the community for allowing us to um to have the referendum and to make these changes to our building so it's fun to see um so stay tuned for lots of exciting um openings of new spaces Olivia didn't say but I think we have our first softball game on Monday on the new Turf I don't know the date of the of the first baseball game but is coming up here soon as well okay so with that let's go into public comment we've now come to the portion of meeting set aside for public comment we value your thoughts and opinions we will ensure

024with that let me call forward Colleen dollmeyer I might go pick up your voice my name is Colleen dollmeyer and my son Casey is a first grader at the foundations program at Countryside I'm sure you hear a lot of negativity throughout your day but I'm here to tell you that my son is thriving in the foundations program Countryside is home away from home and he just loves it there so I come here really tonight to let you know that I'm surprised that esy has never been at Countryside in particular at the foundations program I've been asked I asked around and it's never been there for at least 20 years and it's really surprised as a parent because I would call my son probably one of your most complex Learners and it takes them a really
025long time to learn routines learn his school environment and she's very independent at Countryside but when he goes to a different school that's not the case um and another point I'm just making is that I understand that Countryside had construction last year and that's why I couldn't house the esy program there because obviously of construction but construction is finished and I'm just wondering why um the parents raised over a half a million dollar to build an accessible playground for all students to enjoy and what's summer without playing on a playground when you're you know six or seven years old um the current school that's housing um the esy program for the foundation programs only has one bucket swing there are many kids who are in wheelchairs or like my son who has balance issues who
026can't use regular a regular playground there's also wood chips and my son's friends who are in wheelchairs if you ever put a pushed a wheelchair in wood chips it's not fun and that's coming from the physical therapist in me so I just really come here tonight for you guys to consider in the future please housing esy at Countryside Spore like students like my son who is very familiar with the environments all the physical equipment that needs to be transported back and forth and like the you know half a million dollar playground that is his favorite thing in the entire world my family travels there um at least once a month just to play on the playground because it has the accessible zip line which if you haven't been on it I highly encourage you um
027because kids like my son they don't get typical experiences like other kids kids they can't climb on playground structures they can't um swing on their normal swing and it's a really Injustice that you have this beautiful playground but these kids can't use it so please consider housing esy at Countryside thank you [Applause] is Joe Lazar my name is Joe Lazar brace yourself for a parent perspective you may not have heard yet about your library content I'm a homeschooler and unfortunately I've been forced to subsidize some of the books in your library therefore I will speak book Banning is an incoherent term in this context no good parent doesn't Place limits on their child no school would take their children to a gun show or adult bookstore or a pub gardeners don't Place seedlings out in
028February they nurture them until they can until they're prepared for the harsh environment not one actual incident incidence incidents of discrimination has been mentioned in any of your meetings it's assumed that this is rampant and that sexually explicit content is the antidote parents have reported to lewd acts being performed in bathrooms videos being sent around the school masturbation in classrooms not one of the board members that supports this material has said one word about their plight these poor parents have been lectured that they must listen to the professionals has anyone consulted a professional about the impact of sexually explicit content on children has anyone considered that that might that might perpetrate an increase in suicide rates Library if Librarians become psychiatric Specialists or is this just part of the advancement of your narrative Mr all
029Schuler as a licensed pediatrician I'm just I have to ask you are you aware of the fact that the AAP strongly cautions against the dissemination of sexually explicit content to young children are you aware of that Mrs chending are you aware of the fact that the children are acting out in videos being passed around the school mimicking behavior in the books that you support and isn't that a violation of your professed Christian beliefs I have only one critique for many of the parents that will see this video you've been far too passive as of yesterday a video was released exposing the attacks on the innocence of these precious children you'll find that in the d220s family Facebook forum and all the information you need there to educate yourself on the upcoming election and as for

032about 52 to 60 kids per grade and in some grades we have three classes so that works out just fine but I was very surprised to see that at some grade levels we dropped down to only two classes which then leads to overcrowded classrooms which as you know makes it difficult for the Educators to really get to know the kids and provide them with personalized um education I'm hoping I wanted to come here today and I'm hoping that we can address this for the next school year it would be nice if we could get three classrooms in every grade the problem is is that Rose has completely run out of space we don't physically have the space and so if there was any plan in place to maybe for like a mobile classroom or even
033construction down the line just to help the needs of this growing population because I think Barrington is really starting to turn over with younger families moving in so that's why I came here okay thank you for allowing me to speak thank you next up we have namarda Shah hi everyone my name is namratasha and I'm a parent of two young boys I have a fourth grader at Rose and a third grader at Rose and my concern is similar to what side I just mentioned about class sizes at Rose I will specifically talk about my current fourth grader they have a class size of 28 kids out of which there are 19 boys and you can imagine 19 10 year old boys being handled by one teacher can become too much for any educator that being
034said both the classes both the sections at Fourth for fourth grade in rows have 28 29 kids there's no Aid no one no extra help that the teachers get and especially these kids are coming out of covet I know we've used kovit as an excuse but I still feel that kids are struggling at some level and they are facing the consequences of what the coven year was and they're still struggling to come to terms for a normal Academic Year so my concern is that going forward uh for next year uh what are the steps that can be taken specifically at Rose for third grade and fourth grade because we have a very large incoming fourth grade class two next year I have a third grader and there are so many new families that are moving
035in so either AIDS or mobile classrooms like Saida mentioned but there has to be some step that needs to be taken to address this issue because I feel like learning at some level is being disrupted um I can imagine that basic discipline is what is where the time goes for most teachers I assume because it's hard to handle so many kids that's all thank you so that um concludes our public comment Dr Hunt if uh you want to address any of the class sizes yeah I think um one I believe we do have an assistant in the fifth grade and I know we're currently looking for one in fourth grade is that correct correct yeah so we're looking to staff that and I think and I appreciate the comments about looking forward I think the
036board you know as the board knows you you in a very short order you'll start to see enrollment sheets at your at your table when you arrive typically at a meeting and we'll start walking you through guidelines and where we see spikes and we're certainly well aware of those sizes it Rose uh in in terms of Staffing for next year so that's an ongoing process as you know throughout the spring and sometimes you know based on when students enroll and what you know when they come in we have to make some difficult decisions but uh all of that that that will be forthcoming to you in the coming month good we'll continue to monitor even into the summer yeah for sure uh in terms of my report you can transition over [Applause] thank you very
037much uh board I'd like to share with you a letter that I received uh dated February 14 2023 from the association of school business officials International is the letter indicates they're proud to recognize Barrington Community Unit School District for excellence in budget presentation with the Emeritus budget award for fiscal year 2223. this is asbos international uh MBA it's a program that promotes and recognizes excellence in school budget presentation program participation enhances School business official skills and developing and analyzing presenting a school system budget participants submit their budget documents to a panel of school Finance professionals who review the materials for compliance with the MBA criteria checklist and other requirements and provide expert feedback for the districts to use and improve budget documents I know the board has been aware and I don't know that we've
038publicly said a whole lot I don't know if that was a we want to make sure we get it first but this is a tremendous amount of effort and work from Dr Bine Dr bines office Sarah lager as well and it's really I in in my opinion one very impressive but two I think it's a commitment to transparency and trying to put as much information as possible out for the school District this is not something that I asked of Dr Bine or asked of the their office it was something they brought forward and wanted to do to highlight the work that they do but also to create more information and transparency for our school Community from a financial aspect so I do have a plaque to provide and no pressure but there's all these other
039years I don't know what that means but hey good luck for the rest of these years but uh seriously Dave I don't know if there's anything you want to say but congratulations to you and your entire team thank you I would just like to really emphasize the work that Sarah lager has done on this I challenge Sarah to think about this as we were talking about how do we improve what we do for our our district here on the finance and operations side and she grabbed this project with both hands and ran with it and really has done an excellent job and I'm extremely proud of the work that she did on behalf of our community and our school district thank you okay it's going to be a really awkward meeting if I have to

041at you and presenting information so we're going to use a setup that's similar to Committee of the whole where we can have some conversation around this document so in this memo we ask one that you take a look at the information prior to and that we're going to structure our conversation really around three questions which objectives resonate with you what are you most excited about um and which objectives you consider the highest priority that you may want to initiate ahead of others and where do you see opportunities for Community engagement in order to accomplish the objective so you'll get all of that in writing but I just strongly encourage you if you can look at that in advance so we can make that meeting more about feedback from the board than about just delivery of
042content it would be certainly appreciated also April 4th is election day and we currently do have one of our elementary schools that is a polling location so that looking at it from a Safety and Security standpoint we are going to recommend that we go virtual at North Barrington utilize remote learning for April 4th and if if the board is okay with that decision we'll start communication on that front just as Austin Johnson and Dr winkelmann sat down to look at the logistics with Dr West it just just made sense this is something we have I think successfully been able to not have our schools be pulling locations on the past and unfortunately we were selected for this so I wanted to give you a heads up that that is Our intention after looking at it
043from a Safety and Security standpoint we think that's the best decision for April 4th sounds good all right and unfortunately the winter storm impacted our Fine Arts Center tours this will also be in your weekly but we have two dates for consideration April 6th and April 20th and I will just ask you to check your calendars and please let us know how those dates work for you and we'll select the date where we can get as many board members as possible April 5th and April 20th April 6th and April 20th I would also say that uh the process has been moving forward I had the opposite opportunity to talk to Bridget tyleson on the way in today talked about what a productive meeting they had with the team looking about and thinking about the future
044of of what A Fine Arts Center could offer to our school district so please check your calendars and let us know what dates are available and we'll move that forward I'm assuming same agenda will just roll for forward Dr Vine it's likely it would depend on the school you know the schools that we're visiting to confirm but we would intend the same schedule unless there's questions on those items that would conclude my report any questions on informational reports there were two this this uh for this meeting okay I hear no questions so let's go into board committee reports I'll ask us to stick to our committee reports because we've got a lot of a lot more discussion items yet to go on the agenda so the equity committee met um between now and the last
045meeting and it was really nice to to meet and have some updates we talked a lot about looking at the current Dei work and the alignment to the strategic planning and some of the professional development moving forward so we had some updates on that we also talked about how to get more people involved how we can have some educational opportunities for the community how we can have some parent groups that are parent advisory groups to have parents involved from different groups in our community so that they could meet together and have a safe space to talk about concerns and issues and yeah we will we also talked about some of the performance indicators that will align with the Illinois state report card and the equity Journey Continuum and how that works with our district and
046also trickles down to our Educators and the Danielson plan of supporting our inclusive education practices so yeah it was a good meeting excellent and like Sandra mentioned it's women's history month so if you check out the equity 220 page on barrington220.org there are some resources around women's history month for you and your families any other committee reports yeah facilities Committee in that last month um so just four small things to share um as many people know especially if you have kids that uh at Prairie the path between BC Park and Prairie for our Gym classes is not ADA Compliant and we've been looking and looking trying to figure out how we can make that work we haven't gotten a lot of positive vibes from the park district unfortunately and the expectation was that we would
047be making the path improvements but after looking at project cost updates the district at this time cannot do that so that's very unfortunate because we do definitely want to have you know access as a high priority for us and you know we're going to continue to look and we're going to continue to to interact and negotiate with the park district but at this time we can't do anything with that path um I think we've mentioned in the past the bearings transition program we purchased the new property and now we're working on the architectural drawings and kind of design plans for that space I think it'll be very nice when we're all done and we certainly hope to have it done by the start of the school year so the existing space will have no structural
048updates but we might be moving some furniture around swapping things out something just for the community to know we're starting a Barrington High School keying project the project consists of re-keying all the doors in Barrington High School close to about 1300 including trophy cases and closets and the part of this project will fall under the referendum work part is going to be more from the capital projects but we're going to be re-keying everything with a significant portion being completed over the summer this is to ensure consistency and also keep track of new keys and also it does add to the Safety and Security when we don't have extraneous Keys floating around the high school the plan is to expand this project across the whole District over the next few years and last but not least
049again just as an FYI currently our HVAC system it operates with what's called a closed system control which limits um availability of from outside sources we're working to replace this and to make it more of an open system so we have a new uh it's called the tritium building automation system and this means instead of our HVAC only allowing one vendor to complete the necessary work we'll be able to open our system up to multiple vendors to assist when needed we should be able to save money and have more flexibility by doing that and it will create a more competitive market and we think will be a significant Improvement through referendum uh four schools were included to receive this update with Esser funding we're now converting the rest of the schools as well so again
050this is uh behind the scenes kind of thing students won't see this most faculty probably won't see this but it is an improvement for our schools so just want to let them the community know that we're doing that um Safety and Security met not too much to update on but we I had brought up the fact that we did a new classroom action guide to help teachers in an emergency situation and those have been distributed throughout every classroom and the staff has been trained on how to utilize them there is a lot better flow and we think a great tool to use in case of emergency and then there will be a critical incident drill the Run fight hide training on the March 24th at the high school um so don't be alarmed if you

060research-based core instructional materials are one part of a much bigger process so looking at assessment for Learning and during understandings and personal success skills our standards our research-based instructional practice keeping students in mind and at the core of everything we do that all of those things make up our curriculum so what you see in that document are the core instructional materials do you approve those every year well and just to clear up one other misconception in the community um curriculum is different than instructional materials is different than programs and our programs are reviewed periodically on a regular basis for example like the gifted program has been reviewed and there aren't programs that aren't reviewed it's just not on a systematic routine the way the curriculum is am I correct with that Dr Hunt is that

070error okay perfect thank you okay so let's jump into our exciting discussion items for this evening first one up is flexible learning okay let's Flex we've got a whole team coming forward I would just say board you've received a variety of updates along the way uh most uh entirely in writing um and uh tonight the team is going to share with you a tremendous amount of work that they have done over the course of the last year and make a recommendation for your consideration in terms of potential next steps so I will turn it over to who's starting us up Dr Byrne energy all right good evening everybody thanks so much for having us tonight before we get started I would like the team members to do some quick introductions so you have a name
071to put with the faces boys program [Laughter] in addition to the presenters that are up at the table with us tonight we would be remiss not to recognize the incredible hard work and dedication of the entire flexible learning cohort so on the screen you will see the names of the individuals who have dedicated their time and their talents for this team since we launched the cohort in September and we actually have a member of the cohort in the audience with us Shannon this work is connected to all six of our strategic priorities however it's important to recognize and point out that the work of the flexible learning cohort and the proposal that you'll hear about tonight is highly connected to two of our priorities which are future Readiness as well as personalized learning so we'd
072like to start off by sharing a little bit about the context and the why we're sharing this presentation with you tonight and the proposal will be an extension in enhancement of what we currently have in place as it relates to our Blended learning program at the high school so we are currently in our seventh year of Blended learning implementation at the high school with over half of our high school students participating in Blended learning so this flexible learning cohort was brought together to think about how can we take Blended learning to the next level based on the feedback that we received from both our students and our staff so the flexible learning cohort was launched at the beginning of this school year and it was made up of teachers who were identified as influencers by
073their peers and what we mean by influencers are folks throughout the building that teachers go to for ideas of innovation for feedback for support with instructional planning so those folks were brought to the table to give their voice and input in this process as well as both building and District administrators we have been researching programs the district might offer to bring the framework to 20 plan to life as it relates to Future Readiness and personalized learning and the launch of this work will help support us moving forward and how we might think about flexible learning experiences for all students Pre-K 12 plus this is a really good time to be doing work like this within our district because we do have some state level flexibility so we have two pieces of flexibility as it relates
074to two different waivers so one waiver that we currently have in place is a blended learning waiver this is the first year of our Blended learning waiver in the renewal process so we received the Blended learning waiver about six years ago got that renewed last year and this is the first year of that renewal and then this is also our first year of our state competency-based waiver which gives us some flexibility as it relates to two major things which are seat time and their traditional Carnegie unit so the Carnegie unit the best way to really describe it is students having to take four years of English and it gives us flexibility to think about those two things differently we are also seeking additional funding opportunities through the Lake County Roe and we also think it's
075really important to note that bearing to Barrington 220 is very much leading the way as it relates to flexible learning opportunities for our students so as it relates to our timeline we launched the cohort in September with a book study with what school could be by Ted dintersmith if you would like to read the text so you can learn what we learned please let Ms Stark know if you would like a copy and we'll make sure to get one to you and in October we divided and Packard and went out to three different schools both within and out of state to see strong examples of Blended and flexible learning we then came back in November to analyze our data from those experience experiences and then began developing our concept for how we want to extend
076and enhance Blended learning in in our school and District in December we continued that concept development and then began the creation of The Proposal that you're going to see tonight in January we refined our concept development and then in February we presented to the entire Barrington High School staff to seek additional feedback and then tonight we're presenting to the board and now I'm going to let Mr McWilliams talk about our site visits so we visited three very different programs throughout the Midwest this to gather ideas and Concepts that might apply to our flexible learning program So based on that information the the members of the committee that attended the various schools brought the ideas back and we looked at ideas that we thought might work at Barrington High School and in the district and we
077looked at areas or items that may not work quite as well and based on that we put together a list of considerations for our our program our potential program so before we pass it off to our colleagues to our left what you'll hear on the next several slides is a proposed multi-phase implementation process so we want you to know and understand that this will always be an opt-in process and program for our students we do know that the the Traditional School experience works for a lot of students so we want this to be an opportunity that our students opt into and we want to start small and grow the program over time so we've chunked The Proposal into four different categories a program description flexible learning space and schedule professional learning along with our program
078implementation timeline so for each of the categories that I just described you'll see that explained in three different phases so that first phase is the pre-launch consideration so though that is the work that's happening this year to help develop the proposal and continue planning for the program development and implementation the second phase are those early implementation considerations which will be throughout the duration of the 23-24 school year and we are looking to start this program with seniors only and then the third phase is ongoing implementation consideration so not only the 24 25 school year but beyond that thank you so our proposed program description in the components of the program we're going to extend our dis our current District's Blended learning program really focus on student Choice student voice and really creating and expand and
079expanding personalized personalized excuse me learning experiences we also want to make sure for students that we're increasing opportunities for to offer different types of internship internships work based learning experiences and real world opportunities really in capturing student voice and choice also as we stated earlier making sure that we know that this is a student and staff opt-in program the student voice and staff voices heard as they really buy into the program again also we're also looking at creating a flexible learning program and making sure that you can combine traditional learning with flexible learning for Student Success so our current timeline currently in this phase we're really looking at continually continuing the work of a cohort really finding the interested staff and really finding that student voice and interested students that really want to be a
080part of that program to have that successful learning opportunity as we look into the next phase starting that small scale with seniors only again offering interdisciplinary options different senior seminars and opportunities for staff and students provided that flexible learning projects for students really applying that real world opportunities and then when we look into the year beyond our our final phase and Beyond we're looking at opening it to all grade levels looking at the implementation versus Senior to freshmen and how we put that all together looking at learning outside and insight inside of school and how that can all be put together and expanding internships and work based experiences for students but really focusing again on that student choice and voice and creating that personalized learning experience so this slide and the next will cover what
081flexible space could look like and then also maybe even modifying our bell schedule we have identified a couple of areas in the school already that we could use for this program the reason why we need a flexible space is because the students needs can change on a daily basis we also want to have have ample opportunity for student-centered Learning and so we want to make sure the students have ample time to collaborate with one another and to learn from one another as well and for next year we propose to follow the bell schedule as is learning start exploring different types of schedules and flexible schedules that can meet the needs of the students depending on what their focus is and then also giving the student Engineers to really look at what the schedule we all
082know how important it is to have time and energy put into professional development and so we have in the proposal accounted for that to give our staff the necessary opportunities to further develop the program it'll include development of academic and personal success skills that connect to the attributes of the Barrington 220 learner profile and Dr Byrne will talk more about that on the next slide also expand our opportunities of interdisciplinary offerings and also anticipate the needs that our teachers need in order to help develop the program as it relates to the academic and personal success skills those are two terms that you'll be hearing more often as we continue to do this work throughout the district and when we refer to academic success skills we're talking about the rigorous academic so we're talking about the
083content skills and standards we want students to know and be able they're your master together with the academic skills and the personal personal success skills to develop the content of these courses and so our timeline for professional learning really drawing Upon Our experience and success with Blended learning identifying our student needs and interests and finding those staff members that are also interested and motivated in an opportunity like this and assembling a multi-disciplinary cohort to help develop the projects for the program next year continuing the work finding more of our staff that are interested and meeting the needs of the student interest for the program and also including a leadership opportunity to help manage the program that's happening and then finally keep revising and revisiting the successes that we're having and really always have it based
084on that student that student interest student need so as part of our flexible learning cohort we have agreed and we want to advocate for a program that does start small and then kissed a girl from there we also know that with it starting small that will take time and investment of our resources to be able to engage in professional learning that we will need while creating these courses and experiences I was able to go to the Ridgewood High School visit and from that I learned and our cohort learned three key pieces of advice that they gave to us one start small build from there two make sure you're always coming back to the drawing board and fixing what maybe needs to be fixed but also enhancing what is working and then three do what works
085best for your community and the people that are in your community so with that as we move forward our pre-launch considerations again starting with that small cohort seniors only will start building with the current Juniors and then we will discuss program possibilities based on what our students needs are and their interests then from there we are going to find staff and teachers who want to be a part of this and build those seminar interdisciplinary based courses and then of course beginning that professional learning among staff members who are interested in being a part of that as we look to next year our cohort begins and then we hope that we can continue to provide professional development not just in the cohort but also outside for other interested staff members who want to also become involved
086but maybe aren't ready there yet so then after that we also want to expand Beyond just next year and not just within the program but also looking at what other opportunities at Barrington High School and throughout the district that there can be for our students I'm going to pass it back to Steve yeah I know what you're wondering what great what does this look like for a student so this could be an example of a sketch a sketch certainly we would have what our students needs are and what their this is what it might look like within our current bell schedule so this is an example of a student that has classes that would be off the learning cohort Orchestra but within within that day there are opportunities to complete seminars and we just randomly
087picked some names that might be high interest so we've got an opportunity in there for some physical fitness activities and stuff VHS TV and an AP economics course just to emphasize the fact that we're we want to make sure that students are able to fill their interests in and their needs as their enter AI interest samples of this happens to be focused on physiology and the work language arts and social studies into something that's connected to a sports type idea or geology type of structure and then of course the the plus line projected costs really important topic to discuss so as we've looked at this it really is a neutral Staffing cost we're already staffed for the students that would be participating in the cohort so this would simply be a shift of that Staffing
088to match the needs of the students we of course need to understand what the students interests are to try to balance out what is happening in the traditional environments with what is happening outside in the flexible learning coord again we want to make sure that we're balancing the vote settings for students there's a minimal cost that also goes along with this materials and professional development keep in mind that we're already purchasing materials we're already working on professional development with our staff so it's just looking at it a little bit differently or applying it a little bit different than we would in the traditional model and then finally um considerations about pumpkin costs in converting a space to help support the flexible Learning Place the first and foremost I want to emphasize that looked at the
089structures of build 220 and the work that we did in terms of that ideation of what the high school could look like in the future and try to match this as we go forward looking at those spaces and what we're looking at for at least the near future is maybe a light renovation to try and open up a space for a flexible learning component and we anticipate being able to use as such and do it well with a with a light renovation cost only uh just thinking about next steps first and foremost we're looking for your support to move forward so that we can begin our report sometime in summer with the anticipation this program from the fall of 2023. a couple quick um okay so just for my own edification senior seminar is that
090something that's already provided is that an in-class option or is that something that would be new and that's independent study so that's part of the program the keyword there is somewhere okay I I was like that sounds really cool but I don't remember seeing that in the curriculum before so there is a seminar class but it's a different and yeah in the two class periods um okay awesome um so you know I think the plan sounds great and obviously you know a lot more about this than we do so I just have a couple of silly questions so you know you mentioned starting small which is always a great idea about what size are you looking at as far as staff and and students so when we look at Staffing even for an individual staff
091member so if you have 125 plus students that are enrolled in a program that would give you the equivalent of five teachers so so that would be awesome if we were able to hit that but if we had to scale it back we'd have to um you know just see what that interest is and you know increments of 25 or so 25 to really are what we're looking for and you've seen that in terms of our numbers for scheduling and planning for students as well awesome okay so then I guess my follow-up on that is you know probably and and I'll just speak from private sector what you know what we see to work every day and so you know there there becomes that you know kind of the big question like are you you
092know enjoying your job do you feel like things are going well are we being as productive as we used to be you know how are the clients enjoying this do they like this access that's kind of all the time or would they rather see you know a meeting in a big conference room so with you know kind of a smaller group of both students and staff what is the plan to you know kind of do check-ins and to say hey are you thriving at this new way of teaching or do you you know are you kind of feeling I thought this would be great but I don't really know if I like it and then the same with students you know hey are you falling behind or are you you know really you know embracing
093this and learning and and not just kind of coasting until it gets to the proctored exam where all of a sudden you're like oh my gosh this wasn't really working the way that we thought so what are kind of the built-in checkpoints so let me let me just start off with what informed us to start this discussion and one of the big pieces that we we built off of was that senior exit interview that we did last year and we had a number of students that were telling us that they they wanted something a little bit different that they were looking for a different format that allowed a little bit more flexibility I think another piece of information that we've we've used is kind of our foundation for this is some of the feedback that
094we we got about learning in covid there were students that really thrived in in that environment where it was a little bit flexible it wasn't perfect for everybody it wasn't great for everybody but there were there were students that really did well and we can see that they accelerated their learning in that environment so so based on that hypothesis based on that data that's kind of the foundational thinking that we're using to to start this discussion and what led us to go out and do the site visits to see it actually work so um so that's the the first piece of it that's the starting piece and then I think in terms of just general instruction and Dr Byrne can can touch on this as well and the teachers as well is you work instructionally
095and as we work with students it's really important that we're we're consistently doing you know follow-up and and checking to make sure through formative assessments and um just just interaction with students that they are achieving well and that they are successfully growing throughout their um their class experience so I think in that within that seminar course we'll definitely have to to build in some pieces as part of that to make sure that that they're not falling behind and that they are utilizing their time and utilizing the the resources that they need to be successful the other thing that I would add to that is this work is so connected to our priority area of personalized learning and when we think of personalized learning in the context of instruction we've heard for the past 20 years
096about differentiation right and that's what the teacher is doing to design their instruction to meet the needs of all students but when we really think about personalized learning it's really the students that have ownership of their learning so the example that you see on the screen here an example of a senior seminar could be science law and Society but we would be working alongside of students to gather their feedback and their interests similar to our student representative representative in what she voiced tonight and what students are wanting more of is voice and choice in the courses that that they're taking and what they're learning so really involving the students in that development process so they have the opportunity to own their learning more directly to answer your question this is projected out to show an
097implementation plan but I think the reality is it's built upon starting small evaluating it and then although we thought we'd be here in year two you know based on what we learned in Year One here here is the next iteration of what it could look like and I think I don't ever want to lock a student in because part of the high school experience is to not only find out what you do want to do but what you don't want to do right and so working with the the counseling office to figure out an appropriate timeline for students to transition back I think that's some of the work that now detail wise has to be figured out as the team gets the green light to take that next iteration I mean some of the programs
098we looked at if you if you didn't perform at a certain level you were exited because you couldn't handle the flexibility and the self-motivation that you just weren't ready so that that team will have to Define that along that line you guys know especially starting with seniors these kids enough to say to a certain child and their parent you know what this is is no this is not going to work for a kid or do you are you going to let in anyone really want this program to be open to all students who are wanting a a change in learning environment and so I mean Dana I won't speak for you but she's already identified students that would be very interested in a program like this and we don't want to okay so the goal
099of asking for all who are interested would be so that we are keeping students connected to again voice and choice what really outlining what the program is about you're really having that conversation with the parents you know that it fits and and being able to understand I understand this is where you want to go we have to honor your voice we also have to look at what's best for you too perfect thank you I emphasize something we saw at the school we visited in Ohio that cohort it really had a really strong connection it so there wasn't loneliness it was we're in this together kind of a feel and really supporting one another there was room and space within the day but observed a calculus group of calculus students and they really had a strong
100study group together during the day and it it just gave some room for them to be able to balance and to to judge when they needed to focus on this so so I hear what you're saying there that in the absence of that it seems like it's like isolationary but but it was not it was exactly the opposite of that it's a really strong almost like a family Vibe within the within the cohort that's what I what I felt when I walked in there make it sound like kind of the the gifted program at Hoffman the way that it's described that by that um I guess the last thing I would say just because I have a senior and a junior um is uh you know I would really try to keep the College counselors
101super seniors kind of have it coming at them from both directions they have high school work constantly but then they also have to get those essays and the college visits and all of those other things and sometimes they really eat at what the what little time they have when they throw in some fun and you know some sports so I would just try to really make sure that the College counselors are so involved in what you're doing because I think that that is one of the biggest stresses of CD going to the other programs that you looked at what did you find out about college readiness I mean because this isn't going to be a traditional transcript now so did the kids in these programs have issues matriculating into college both getting in because they
102don't have their basic you know English class or whatever and and also just being ready to to take that leap to college I mean I understand there's the independent part and that's good but how about just the basic you know as as our our families have asked about Reading Writing arithmetic you know do they get that also so they're ready that's a great question to Clark Street Academy and they shared their data with us when we were there and they had a 100 success rate so any post-secondary opportunity that a student applied for and pursued they had access to that whether that was admittance into a four-year University a two-year institution a technical school military service whatever they wanted to pursue they had a hundred percent success rate there's no problem converting this to the
103you know to what the colleges are looking for when they ask for a transcript or whatever to me the style of learning and think that was really impressive thanks for the work it reminds me a lot of like a college level 300 level class um because it does seem to Foster engagement a lot of discussion if it needs to be you know those like two-hour college classes where everybody was engaged and you're not sitting in like a huge Hall a lecture hall this seems like it's analogous to that am I kind of tracking a little bit like it's it seems to be meant to foster a lot of Engagement a lot of discussion and participation the it affords us the opportunity to go even deeper because you do have more time in that seminar right
104and then my question though is I can I can see you know I I think the opportunity for field work and internships That's so exciting because for me I had to actually be engaged in a newsroom in journalism in high school to say this is what I want to do um so I think this gives those students that opportunity I wonder um have you thought through how would work first I can imagine a junior or senior say like oh I really want to do this because it seems so engaging and I want a different style of learning but I also feel like I need to take six AP classes or like you know two honors classes and three AP classes just to get that weighted credit because it'll look better on your transcript how does
105that this work like how does this count you know credit wise is there an AP opportunity here or is this completely separate like what does that look like look like so I can see that being a difficult decision right for so there's always the balance there's always the balance that goes into scheduling for the student sorry I'm trying to get to the core schedule but when you look at it so when you look at the schedule here you can see that there are pieces that are built in for orchestra World Language imagine slotting in for an AP class or a dual credit course or another course it doesn't have to be that level what is appropriate for the students and what are their needs how do we fulfill their interests you know certainly if you
106make a choice on a program like this at least and potentially it's going to be it's going to be difficult to fulfill that five AP class so are you like giving up essentially an AP opportunity and again I wouldn't say giving up I think it's a it's a choice so so students would have to make a choice and they have to make choices now right so about um what what is the appropriate balance and what matches their interests so certainly that would be something that would would have to be discussed as a counseling piece certainly a portion uh as Dr Alter said of College counseling and working and Angela as you said Miss Wilcox about making sure that we're considering all of those things so you can't just this isn't um we're gonna this isn't
107just we're gonna slot you into a spot we really need to look at the individual students and make sure that it makes sense for them both academically but also in their Tendencies within the classroom just like we would for every student we need to make sure that we're considering all of those pieces maybe it is a good opportunity for a student who has taken like seven AP classes like this is your year you just take one AP class and here you have all these other types of engagement right because like so yeah hard choices though but I can definitely see the value assuming that you could you know you could add some honors level work we may have classes today where some kids are in there and they're taking honors and some are in the
108same classroom and they're taking regular right so you would be able to enhance and um I would even assume prepare people for some of those AP exams for students same seminar you're saying yeah I would think I don't know why not we're doing it today so so what about the kids that need the special supports maybe the ones that are a little lower on the totem pole if you will um would there be a place for them here if they you know need the extra I don't know one-on-one or something to fit into this program and and and you know use the use your personnel equitably I guess yeah I've been in a special education teacher here for 13 years super excited about this program because of the individualization that can go into the program
109of course students who have exceptional needs can um opt into this program the fact that it is a smaller program will allow us to individualize the curriculum for that particular student based on their needs and go from there so absolutely some of the students who do have exceptional needs would thrive in this environment because of the amount of choice that's involved in it so we can really play off of their strengths while having that additional support for their areas that need Improvement but I as a special ed teacher I'm super excited about this concept I think we're going to be able to serve so many students who just don't really thrive in that traditional Model A lot of students who I work with and they could definitely find their love of learning because of the
110seminar options that we can offer not only level learning but passion as well you know you want to tie in you really want to look at what the student really wants and their choice and their voice and as we know sometimes with different levels of learners as we all know once you find something that you love your level of learning is going to increase your success is going to increase because you really have a passion for it so this type of design really cater to those type of students as well you throw in teachers who are passionate about these seminars um just the the love of learning that is shared between student and the educator will definitely help them find their love of maybe something they want to do career-wise or offer back to the
111community right find their place especially with the field and the internships that we could offer having them be a contributing member um your credit because you really worked so hard on this and if I was in high school I would jump at this so now I'm wondering though you know with this kind of enthusiasm assuming our board is enthusiastic and you get students you want to start small are you where you might have to turn people away the first year or two or do you think you have the right number of people that are going to fit into this program here are you are you worried about having to turn away people because you don't want to start too large I just don't know do you have any anticipation any if you got any sense
112from the Juniors that there's interest in this or or so so does do the does the school know about this year I mean there's been I mean there's been word you know kind of leaking out or whatever you know so okay to staff though not staff but how about students I'm wondering though are there do students know what's happening or not really no it's done a lot so I just wasn't sure it's really just full disclosure I was interviewed by the journalism class last week and they may have a little bit all right thank you you've done a little bit of just of just highlighting the potential that this we haven't rolled it out to students you wanted to make sure we did it right oh no I understand that it was perfect we had
113a staff meeting we had a board meeting with the board meeting was camp us a little bit behind where we want to be but uh we're excited about having the opportunity so I just had a question um first I want to thank all of you for all this hard work and and the you know 30 member team like who aren't all here this is a lot of work this was not just a whim obviously this is extra time that all of you are willing to give to our our students which I super appreciate I'm I'm just kind of tagging off Barry's question um when you visited the other sites and how did they measure the success of the program and how would we measure the success of the program like academically and also Student Success
114because um you know Ridgewood had um a lot of community based off based on bonus for that for Norwich but also they did have a very big and large dual Credit Opportunity program within their school setting and then on the other side not just at Ridgewood Melissa myself and Stephanie spewack who is also a part of our cohort started looking at what some universities look for when looking at this program just to start getting a glimpse to make sure we're not that far off base and a lot of schools are actually looking and really embracing the opportunities that any high school has that works for their students it's still very new very developing and yes of course we want to bring in those post-secondary have them and their feedback which my department has been briefed
115on this and we've talked a lot about this over the last couple weeks but just really growing it to make sure that we are doing what isn't the best so I think I think we will see in the long run how beneficial it can be to not just for students but our community as a whole but we'll have to see some time for ourselves too it's been at Clark Street Academy in Middleton Wisconsin they analyze their assessment data and both local assessments common assessments and then the state assessments as well and they did see a great deal of students I would expect that if students are getting buy-in and getting to do what they're really interested in because I I've had students who are like why do I need math you know why do I
116need algebra we've heard these things right and so this would really give them something they're interested in so that's good and and I appreciate that you took the feedback of the recent grads and I'm really curious what the cohort who read the book what they're talking about because I read the book too and it flipped things upside down way more than this some of the examples in the book so I was just curious if they're really interested and excited about this I would expect this is super exciting thank you all for your work I think most of my questions have been answered so to seeing this come to reality and providing these opportunities not just for the students but for the staff as well I I just have one question with respect to the uh
117what did you guys call it the um well the internships and what you call the work experience opportunities is that something or excuse me the field experience is that something that you were anticipating that the students themselves facilitate relationships with or with or is that something that the school will develop relationships with businesses and okay and so we called it field experiences and work-based learning because it could look like an internship it could look like an apprenticeship it could look like an externship or a job shadowing opportunity and our work-based learning coordinator right now is working diligently and very hard to build up our capacity for community-based Partnerships from last year to this year our students engaged in work-based learning opportunities doubled and then for next year it's doubling again on top of this year's
118number so students are increasingly trying to access work-based learning opportunities so we want it to be a partnership between or really a trio between the students the the school and the district as well as the community as well sure that we can find so it's fair to say that students then can also contribute to these businesses and businesses can be beneficiaries of the work they provide while also giving students a great experience and you know you know for like better we're putting an experience in that field um as well was that fair yeah that's great that's right so we've got some options some opportunities on the horizon effective for a student so maybe tentatively after after school identification and scheduling maybe sometime in the summer be a good time to come back to the board
119and provide an update on what seminars look like and and the interest level thank you very much thank you all right okay okay so we have some other exciting VHS so I think Steve is coming back and we're going to talk about the non-permanent advertising so Steve tells me this presentation will be five minutes or less three minutes or less I will give you some background in 2019 the board considered a policy on advertising and distributing materials and non-related by nominated entities the administrative procedure along with that stipulates that advertising fee structures for non-permanent advertising be presented to the board education annually so the reason Steve is here is we're required to do so annually and this would be the first time I believe which we would have a structure in place so that's about
120as much lead time and time I could get yeah so uh so I'm gonna I'm gonna speak to this um just so you've got some reference but you the memo was presented to you the the presentation is just verbiage from the memo um just as an emphasis here when we're looking at strategic priorities we're talking about future Readiness and personalized learning um within this framework here as you are aware we have invested over the years in some digital scoreboards that we can use for advertising we created a memo several years ago in a plan before kovid to introduce non-permanent advertising in those spaces and just to emphasize a couple of things that um are part of the administrative procedure we wanted to make sure back then that these these scoreboards or these digital displays are
121not used during the school day so we don't advertise during it's only for extracurricular activities um the other piece that we wanted to do was look at a way that was sustainable so we wanted to work with our booster clubs ptos and district-based fundraising organizations to be able to support the advertising program so we would look to them to help to recruit and find those that would be interested in recruit or advertising at our events and emphasizing two things first of all any money that is used or or Revenue that comes must be returned to the students so a booster club must use that money um to be able to support a program or some kind of Student Activity and as we looked at this we thought that a fair cut between the district and
122the organization the booster club was it about 50 50. so for instance if a thousand dollars is charged to advertise at a wrestling tournament and it's the wrestling club that found that Advertiser they would get 500 and the district would get 500. the 500 for the district we would anticipate using that to help support our programming for students throughout the district specifically making sure that we can maintain the equipment that is used for these activities these boards they don't take a lot of Maintenance but but it is something that we need to keep in in our minds as we're is we're working with them and then also I think there's some opportunities to advance those items so that our students have Evergreen opportunities to work with technology um just a quick breakdown of what we're
123talking about with sponsorship levels there are three sponsorship levels and you can kind of read through that this is kind of a higher level of what a sponsor could expect during activities and then for the spring here just this is a breakdown of the cost structure we did work with some local organizations and some local businesses to kind of set these prices here and you'll notice the the bottom for the all spring that's all of the different sports added together and then if somebody Advertiser decides they want to work with with all of the sports there's a 25 discount for going with all of the groups so we would anticipate doing this for the fall and for the winter as well and that's three minutes all right with the sun on Sports we booster clubs
124bring in some more than others but they can some can bring in a lot of money um and a lot of times parents are wondering where that money is going and whatever and I think now we're entering another adding another layer to this and I'm wondering about the gray area between say you get a sponsor that wants to be in your program book and also wants to be on the board and also wants to be are we going to try to is this going to be kept completely separate from any other sponsorship opportunities so there's no so this is a separate sponsor so just to get maybe a little bit more information so some of our programs put together advertisements that they hand out at teams um it might be the the lineups for that
125that event and they have sponsors within it happens in Fine Arts that would be a separate piece that goes along with this I would anticipate that they would continue to do that we haven't had a discussion this is this is literally just for advertising on the video board during the athletic contests yes so the musical I can see during intermission you know having a I think we've got a screen in the in the lobby right we we don't have anything at this point but I do think that it's expandable to be able to do that the um the musical and fine and Performing Arts they do have generally their their um advertisements for the the shows and such some of their some of their play bills will have advertisers on them so those types of
126activities but I I think there's room for expansion in that but again we did draw a clear line between this is a classroom experience and this is a an extracurricular activity yeah yeah so I think that that would be something that maybe we'd have to discuss in terms it doesn't specifically outline that we would do that I've been at some different athletic events where I've seen some some of this kind of thing either like cycling meat that changes and it really um was not disruptive it was it was nice in the gymnasium that's really nice yeah so we were talking about just a second ago work based school-based Enterprises so this can be an example of a school-based Enterprise so the way that the video board and the the gym is set up the video
127board and the stadium we actually have a team of students that works with one of our teachers to coordinate all of this so essentially the vision is for them to run the board like they would at a university or an NFL stadium or an arena that you might visit so really getting that workplace experience right now it is an additional class that they take outside of the school day during ninth period but they set things up they do quite a bit of work to earn the credit towards that work base Enterprise but that that's exactly what we want to try to do is get them involved in this development and creation and you know have some ownership in choreographing the game choreographing the meats choreograph choreographing the events so some good practical real world work
128experience for students that are interested in that area sorry again thumbs up again thank you for your time hang around [Laughter] okay uh next discussion item is a follow-up from our committee of the whole um do you want to kick off yeah so board uh obviously the committee of the whole we had a lot of conversations a lot of data with shared looking at forecasts and um and and various conversations about uh interests of the board and moving forward a better understanding you know costs as they relate to different things that we offer and I think where I'd like to start is um because I had a sense there was consensus around uh the the district moving towards the attainment of full day kindergarten for our students and our ability to do that and financially
129looking at how is that possible and we started to have some of the conversations there's a financial side to this there's a there's a facility side to it and looking at if that is a target how we would go about that over you know of a couple of budget Cycles spend some time on not only getting you the information requested but also having conversations about our ability to get there and some things that we would need to happen in the district to inform what that decision looks like so if if you're okay with it I think I'd like to talk through that first as a as a you know as a place to to move this conversation forward and get feedback from the board um I I you know Dr winkelmann has put a lot
130of this together and honestly a lot of the work will fall on his for it if he can walk us through some things that we have discussed as an executive Council and how to go about looking at this to getting to the to attaining the goal of full day kindergarten does that make sense makes sense to me or are you good yeah yeah let's go one more thing about full day kindergarten two main things need to be considered right there's the finances to actually have the Staffing for the number of students in that program so from a finance standpoint with the costs for Staffing you know we have discussed that it would be challenging to pull off a full day program for next year so we really could use two budget Cycles to try to
131think about how we would fund the Staffing costs for this which is a little bit of a advantage to spread that out over a couple of years rather than pulling them and then you may recall during the committee of the whole you know we have a variety of space considerations in our elementary you know some of our buildings do have some breathing room and some flexibility that if conditions change their enrollment you know were to go up they could accommodate additional sections of oh we need another section of third grade where we're going to put them you know we want to be limited by space to make that decision so some do have some space some of them are like the goalie locks like right now like it's just right like they're fitting everything in
132they have their kindergarteners and their model the amount of Elementary space they have we're good and then we have some buildings that are that are full right now I mean we just celebrated the opening of a new classroom at Countryside last week which was awesome because we were able to take the students that were in the multi-purpose room they were able to go back to have music in that classroom and then that classroom actually that has been in them in the music room back to a regular classroom environment and so those are the things that need to be contemplated as we're thinking about bringing full day kindergarten online and then we have some buildings that are full right now that we would need to start to think about okay how do we make sure that
133if we bring this online that we would be able to sustain it I think that's an important consideration and you know one concept could be in in kind of reviewing the timeline that we're on with the Fine Arts Center in thinking about at some point going to finish that design work we're going to have some recommendations of where does that work go you know is there a thought of being able to fund that program do we need to go to the community to fund that program through a rough random effort another concept could be that we look at kindergarten if we get to a point where we study this over the next few years I'm sorry I'm sorry over the next few months big difference next few months that would have got after pretend that
134would have got through you know is there an opportunity to maybe think about pairing the timeline for possible if we need some space considerations that some of our buildings in particular are full right now to address that in that same manner and kind of Follow That same timeline with the concept of kindergarten so those are the thoughts that we've been considering I think there is an opportunity for us to especially if we pulled this work forward if we start to make a decision and kind of firm up a commitment to doing that then we would work hard over the next few months to really make sure that we have a full understanding of where are we at with our space considerations and what opportunities exist for us to look at our elementary schools and and
135get on that same timeline so those are the conversations that we're having right now so we have a couple of things you we asked you to read framework and come back with priorities and and how you see that work full day kindergarten was or is in there and I think what I heard from the board at Committee of the whole is that's a priority to understand how to get there and what to do so that would inform our conversation certainly and at March 21st but I think what Dr Winkleman is proposing is I think we need to spend some time understanding the facility Challenge and that's going to have to be accomplished through working with a partner and with dla already in the district and working on the Fine Arts Center it might make sense
136to engage them so that can move forward in parallel so I don't think there's preconceived this is what it's going to be I think it's we need an expert to really come in and help us understand what challenges there are from a facility perspective if we're to move in that direction and then the board can make a recommendation yes we know it's the 1.2 million or 1.1 million in fees that we have to offset but we also need to understand are the facility costs and challenges that have to be overcome and then the board can make an educated decision so I think that's the that's the conversations we've had and if there's an interest in a board from the board perspective how we would like to move forward in accomplishing that what 36 out of
137five yeah however though I'm sure we still have some students that are taking kindergarten elsewhere right so it's I don't want to just think about those 46 I think there's got to be I think this is what parents are struggling with we are currently teaching every single EV all those 46 plus the full day students on a daily basis they're fitting into our schools whether or not they're there all day or not so the hard concept is understanding why keeping them there for three more hours those 46 students is really challenging our space issues that's where I'm struggling well I think it goes to what I was just talking about there's more students out there than I know it's 46 but but how are we going to come up with that number we have no
138idea how many kids would then we have we do because we know the difference between kindergarten and first grade right there is a gap and we could bring more information to the board of what that Gap is because we we can track that of who participated in kindergarten and who enrolled in in first grade and were those families that just chose a different option for kindergarten that first year and then to go back you know where I said there's already buildings that have the challenges and even those buildings that are the Goldilocks that are just right if we have any enrollment changes someone is going to be displaced whether we decide to put a classroom in a different location the building or we move music art on a cart we put them in a multi-purpose
139room in a library and so forth you lose the flexibility because sometimes we in the past have decided that at that particular building there's rather than and sometimes we even displace things and get to a point where we do need to make some hard decisions and we've used the ability of kindergarten to help smooth some of that out so that there is not an option for a full day model because right now it's optional and if we run out of space we offer a half day program and then we capture our room back so while it it does fit right now we would lose the flexibility piece so Dr Winkle I'm trying to recall right now our second half the day is enrichment correct so then theoretically the kids may or may not be in
140their classroom that's in the morning so that's I think that's part of the Gap to because there was sometimes moved to other classrooms but don't we have that information like I guess I just don't understand why we need to engage with DL a or r or whatever I feel like we we kind of have the information ourselves and it's just looking at our facilities to see where we're a little scrunched right now and where we have space well I mean we understand that to a level of how our principals are managing that and if we're comfortable with managing that and and losing the flexibility and the idea of if all of a sudden we start to have sections Beyond like right now if it all fits any year we have a first grade a third
141grade and a class section needs to be added if we're comfortable not having that flexibility any longer and that we're displacing programs we absolutely could go down that path with a kindergarten model I guess what what I would ask the board to consider is can we explore other options to see if there could be some flexibility built in that we don't have that as our only option if we start to go down this path because then our option would be we've added the model we know we're tight we know we have buildings that have no flexibility and if things start to pop now we're trying to react in the moment with that and displacing a bunch of programs and and I would rather take a little bit of time now to try to understand study
142and figure out if is there another way for us to do some adjustments to any of our elementary schools especially those that are really right now already displacing programs could be yeah yep but is that is that what what is it dla or DLR I mean it is so confusing um okay so dla is that kind of their specialty like it's maximizing the best utility of your spaces because you know I would hate for this to kind of go down the you know well it looks like we're gonna have to spend more money and put you know more little boxes on all of the elementary schools because I don't know that the community really has appetite for that I I think you the way I would Envision it is it would come back to the
143board with various options that are going to have pros and cons you're you know Dr winkelmann mentioned are we okay with art and music and traveling if that's something we're okay with that might lead us to one option and one need if that's a not we're not okay with that we're not comfortable with that we don't like what that does to those programs then there may be a facility challenge but to understand that and present it to you know the board at that time I think is doing your due diligence and brings you the information you need to make the best informed decision sorry do no idea do we have the capacity to do our own facility study so that we don't have to spend extra money we work every every year we work with
144our principals to try to figure out what this you know where the enrollment Trends are going where our programs exist do we make adjustments to how we program and how the principals then determine which things are in what rooms and which rooms maybe are going to be a temporary situation where we've got stem in a certain location or or you know a specialist class and so we can do that work but I think sometimes it's also important to understand how that fits with the overall use of the facility which someone like dla could help us with that right beyond the just like we're really good at like figuring out what we're working with but sometimes that extra set of information of have you considered or here's some other ways that you could use the facility
145or potentially add on or look at different classrooms and and how we could do that with the buildings I don't think we have the expertise to really understand where you know if we are looking at we've we've exhausted every option we may want to look at an addition to a school we wouldn't have the ability to do that would be nice if they could say oh well we're working with Fine Arts why don't we just we just couldn't hold that possibility but we do if 100 of our kindergarteners next year came in and said we they either qualify or they're paying for full day kindergarten I mean we have to we don't like we don't plan for that option I mean we have the tiniest yeah we have been fortunate that we've been able to
146grow the program and use the existing space right it's it has been a while since as a community there was a time when you signed up for remember Am Pm you didn't always get your choice you weren't going to get it we have been fortunate that the dynamic right now in the mindset in our community is full day kindergarten and if I if I I'm sorry the kindergarten enrichment option if I choose that it's available to me but it is an optional program and it is it is conveyed to our community with that notion in mind that we just haven't had a situation where we've denied it because we've made other decisions as a building where they are moving things around to to try and accommodate all of the students at the school so I
147understand from an appearance standpoint because we haven't been saying no lately on these things but those are still optional programs and choices so again we can do this we can make a commitment to it but the downside of it is then we have to also be comfortable that we know our buildings many of them are full and that we're going to be displacing things to the community to make sure we do this right and if we're going to offer full day kindergarten to everyone that we make sure that we've got the facilities to do so who said you know Rose has no room so you know I mean we are tight and I I talked to two parents this weekend who are in the lines District their kids couldn't go to lines for kindergarten the

149an idea from dla what the cost would be to engage them in a facility study because I think I think they're we do have kids yeah I don't think anyone I don't think we anticipated you making this decision tonight okay um I think we wanted to have the conversation now how you can go about understanding all of the options understanding I do think what I am reading is that I think we all agree that the return is very high in investing in full day kindergarten for our district right there Early Education investment is huge right so I do think there's momentum right to move forward it's just how do we go about it and we're talking about the space piece but there's also the financial piece right that 1.3 million Cuts is is going to
150be a tough you know tough discussion I mean we're going to have to figure it out but it's not a simple let's just do it you're saying that would come after the in my opinion we I don't want to just operational costs until we know we've got facilities to support it I barely think that's a great point and I think to that end if we're going to make the effort of looking at you know facilities operations you know I think we as a board agree that kindergarten is something we want to help facilitate for the interesting we want to facilitate I guess I would present to the rest of you guys are there other things that we want to consider meaning like we talked about technology fees registration fees those other things that we as
151a board would want to consider you know offsetting with this type of analysis since we're already going through this process anyways no I think that this analysis though is space related not budget well but it's going to turn to a budget analysis I think once the space is identified so what's the time what's it what are you thinking about um to come back with well um we could perhaps engage dla and see if they could assist us with this work to really do the analysis of our room utilization as well as options if for especially our buildings that are full at this time and we would start that work with them this Summer through the fall so that we would have that information to bring it back to the board so that by the end
152of the Fall we would be able to give an update and then make some decisions from that point of what path do we want to go down or are we we have the information we need to consider just staying in the course and we've been able to you know look at this from a where programs are located and current enrollment and future enrollment and we're okay going down that path or some other option of a combination of moving some programs and looking at possible facility adjustments including possible additions to some of those buildings that are full I until we do the study I'm not really sure but that would be the timeline of trying to bring that information to the board in the fall especially if we're going to consider you know the next election
153cycles that would be logical for us to be considering already for the Fine Arts Center if we're going to go down that path again these are all decisions that the board has to make so trying to tread lightly on giving suggestions without steering the conversation in any One Direction our deadline is March 2024 to make a decision on full day kindergarten for 24.25 right okay March okay for that for the next year I mean I think this is also one of those things where if you build it they will come right we've had other we've had many community members move into the district for the programs that we offer so I'd certainly need to start looking at series C or whatever it is with gun caserta well it certainly helped to get that difference in
154enrollment numbers that you were talking about Sandra between kindergarten absolutely but I think it could be even more what this would do is it gives us the direction to do work and bring more information to the board than what we have right now like right now I'm using the information that I have with principles of how they're currently structuring their building that's as far as we've you know taken this work to give the board a kind of a concept of just why are we even needing to to study this a little bit further is making sure that there is an awareness of we do have buildings that are full right now and more buildings that are full than those we only have two that have a little bit of breathing room so all we're looking
155for is attraction tonight to be able to study more and bring more information that than a future decision could be made it's maybe best practice isn't the right word but it's the right thing to do educationally for for little kids to know where we're at with the buildings to make a good decision and be responsible and um if we need to trim the budget to make this work you know I would just want to make sure that our class sizes don't get too large that we don't lose any programs that people move here for and that we don't lose our social emotional supports that we've brought in over the past few years our extra social workers teachers teacher coaches psychiatrists psychologists just to keep those things strong I would say you know this sounds like
156it's a priority for us and Dr michaelman made a good point having two budgets to look at this and to accomplish right I think that's probably best I think that that's you know help reasonable you know I I there's no magic way of doing what you just said there are some there are suggestions for offsets that don't involve cutting programs and staff I know that that's always really difficult to think about but it seemed like there are some and what you say we're doing to look at an overall cost of all of our programming I mean I just look at the bus thing alone and the difference in cost between the small buses and the large buses and the segment of the population the small buses serves versus segment population the large but like I'd
157love to have a cost analysis by program and what it costs per student to go through the immersion program or to go through the Dual language program or to go through the extended program or to go through the and I'm not saying to cut any of those please no one say I'm assuming that but I would like to know what it costs per student and and why we're willing to fund some things and not the other I think that's what kindergarten parents are wanting to know I mean so at some point yeah we are going to have to make some decisions and make some cuts and it's good to know where our funds are going specifically but I mean I loved it when um Dr Hunt said that you know put together like I'm going
158to do an Roi on each of our programs and I think that part of that involves cost per student you know and and all of those I mean it's data points that we need and you know I think that it's probably long overdue so I think we have some of that but yeah I mean absolutely or even like if we you know if we're looking at reducing certain stipends for instance like what does that mean dollar y what does it mean to reduce 10 of a certain Club stipend and maybe that could avoid you know some staff Staffing or programmatic cuts too like we don't really have those numbers either I think that we we direct the administration to come back with with how consequently how we're going to accommodate look at numbers and the
159operational aspect we're all going to have different ideas and um well it's all going to touch the things that you just mentioned Leah so and I think knowing it is a priority which again I think we'll have a similar conversation next meeting as we look at what's a priority and moving it up helps us as we you know as we always look at efficiencies in Staffing but it helps us know this is out there and we need to start to move in that direction is to find some cost savings Katie to the things you'd use to play it out maybe there's different ways to be so Craig needs some guidance so are we are we telling him to look at space at this point and talk to the dla or what what's our consensus I'm
