002first grade student in the Chinese immersion program at North Barrington Elliot comes to school each day with a huge smile on his face and he's eager to learn Ellie turn around let me see the smile yeah very good very good uh here's a positive attitude that is infectious for his friends and for me too says Dr West Elliot is not just eager to learn but is a good friend as well if there's a problem to be solved you can always count on Elliott to help his friends out and solve the problem I feel confident speaking for myself and his Chinese teacher when I say our whole class are so lucky to have Elliot in our school classroom in our school building we are so proud of you Elliot please join me in giving Elliot a

010sheet identify oneself and be brief state your name your Elementary tennis area or your relationship to the district before beginning your comments your time may not be yielded to another person be attentive and listen for your name conduct oneself with respect and civility towards others or otherwise and otherwise abide by board policy 8 30 visitors too in conduct on school property address issues and do not attack people do not delay or impede public comment or the work of the board instead of repeating comments already represented consider standing and showing your support and as board president I'm responsible for assuring that we maintain order and we're able to get to the business of the Board of Education this may include having to shorten the amount of time for public comment or splitting public comment at a

011session at the beginning or the end of the meeting if the public is disruptive I will call a break during which the board will exit through the back door and the disruptive individuals will be asked to leave the meeting prior to the board recombining the board is committed to the local meetings act and we will not violate it during any break and as a reminder this is a board meeting that occurs in public it is not a public meeting public comment is not a conversation and does not necessarily reflect the views of the board if any comments require further attention we will ask Dr Hutt to follow up and report back to the board so with that I will call up Helen Edwards [Applause] good evening good evening how are you tonight my name is

012Helen Edwards I've lived in Barrington for 51 years both my children through Barrington schools football player now my son was Captain football team my daughter homecoming court so my children did well uh dear board members of the Board of Education your position on this board was given to you by the voters of Barrington it is an influential powerful position and I thank you for giving me the time to speak my name again is Helen Edwards I've lived in Barrington 51 years I immigrated from Greece when I was a little girl my two children Daniel Barrington District 220 schools and graduate from Barrington High School I was single mom working three jobs while my children were in school I went in branded Dairy Queen on Huff Street and before it was Paul's Burrito I can recall

013my daughter's High School teacher running over to DQ quickly and she said to me come and watch your daughter so I put her to sign on the Dairy Queen I said I'll be back soon um when I got there I could see my daughter scanning in the room full of students and parents searching and then the beaming Joy on her face when she saw me it was priceless she was the captain of the Pom-Pom Squad um I can remember when parents and teachers worked together that's how we build a community now I hear that even the word parent is being eliminated replaced with Guardian caretaker or trusted or doubt mother son Bingo mother daughter T and daddy daughter dance all been renamed or canceled if you build a society in which children honor their parents

014your Society will long survive and the analogy is a society in which children do not honor their parents is doomed to self-destruction there's no reason why honoring parents is fundamental to a good Society honoring parents is the best and her tutoring one of the best things to run equipment seek to do is break the child and the parent Bond I'm from the old country I've been through it the child's allegiances shifted from parents to the state I was a single parent there were challenging Knights when Indian guides have the annual father-daughter father-son events I could see my children's disappointment however they were very happy for their friends not bitter and not resentful they didn't want to eliminate the event altogether just because their dad was not around I told my kids that it was not

015their friend I was their mother parents are the moral Authority for their children not the school a parent knows what is best for their own child parents want to protect their children it is why parents have been concerned about the pornographic books coming through the libraries anyone wanted to harm a child must eliminate the parent to get to the child I asked the board please restore parents to honor position so they can be allies with the teachers we're together we want the same things for our kids for the best interests of their children I thank you so very much Marcia McCleary okay I'm Marcia McCleary I have five kids um we're in the countryside area and thank you so much for a great homecoming I saw a lot of joy and celebration with a great

016experience through the parade and through the games and everything in the dance so thanks for that I have some great news um a few months ago a few of us contacted a society called 917 Society trying to get some free constitutions for all of our eighth graders and unfortunately it was delayed however we were able to procure enough copies for all the eighth graders in the district so even if you can't use them today I'll contact the principals in the eighth grades for next year so we're happy to say that we have copies for every student in the eighth grade in the district thank you so much [Applause] Laura Davis thank you for the opportunity to speak tonight I am Laura Davis I'm a resident of 220 right where my son went to school here

017and first congratulations to Barrington High School for being recognized as one of the top 25 school public schools in Illinois it's outstanding um yeah two things at the last board meeting it was very generous to suggest rebating money to local taxpayers for money in reserve I personally very uncomfortable with that suggestion most of the money in Illinois schools comes from property taxes and those of us in Cook County have not even received our property tax bills that we expected months ago um I suggest there may be a risk of cutting our award-winning school and District a little short and also unexpected things always seem to happen and second I'd like to speak in support again of the American Library Association the American Association of Illinois school library Educators and the group of Highly Educated professional

018school librarians who make decisions regarding books and book lists to engage every student in the community so that every student can feel that they belong there are many books in my own library that were banned and what I found when I read reading them that they build empathy and caring for other people they expanded my thinking and my life and according to an article in the Tribune yesterday there are 2 532 instances of individual books being banned in schools from July 2021 to June 2022 that's just one year time these bands Target lgbtq plus themes 41 of the time 40 percent were characters of color and 21 were deal with themes of race or racism I do trust our education specialist and to have the best interest of all of our children in mind if

019some parents choose to opt out for books for their children that's their choice that's their freedom they can make that decision for their own children but not to take that freedom or that opportunity away from every other child so thank you Rachel Turk hi there my name is Rachel Turk I have two boys who graduated from the district and the girl right now in high school as a freshman I don't know Miss Laura Davis but I agree with her what she said as far as the funding goes and as far as the um the decision on the books but that's not what I came here tonight I just I was the past few weeks I've been talking to teachers and administrators and just asking how the school year is going and it seems like this

020wave of relief kind of comes across their face and there's a smile and they just have had a really good experience at the beginning of the school year so with homecoming and it's just been I feel like we're turning a corner and I just wanted to share like every once in a while just nice to have like say thank you to everybody like we've come so far the past few years and there's been so much uncertainty and you know vitriolic narratives I just wanted to say thank you so much for everything that you're doing and that it just take time to look up and think where we were two years ago at this time and uh thank you so much that's it Munoz hi this is nalda Munoz I have kids in the district um

021I have a few questions about the process do you think about your community when you approve those books when you read about a boy tasting his sister's vaginas decorations were you thinking that the community would think that is appropriate when you see pictures in a book with a man's lips around another man's penis were you thinking that the community would think that's appropriate obviously you were not thinking and you are not voting based what you are here hired to do to represent and listen to the community since summer everybody majority has been complaining this is not appropriate to have these kind of books for minors that have these books have adult content what did you do you went ahead and approved it there were surveys that were uh signatures over two thousand okay that we're

022against these books to be exposed in the school libraries to minors again you ignored our voices get ready because you're gonna get replaced it concludes public comment for those that have signed up so next up Dr Hunt is your report thank you so I feel like we're repeating ourselves a little bit tonight but okay in the district for sure um just an update to the board on framework 220. um as you know we were the next phase of this is to create design teams around our strategic priorities we have created kind of initial list and we're sending invitations out for those design teams now we will conduct at least two meetings here in the end of October and November and I would anticipate in December or January bring an update to the board of education

023so just wanted to give you a heads up that move that work is moving forward we'll continue to update you via the weekly as well and certainly seek your input into this process as as it continues to move forward uh we are meeting on October 18th at the middle school for committee of the whole we're actually initially we're going to present in the new space we're actually going to move that and do it in the cafeteria just from a presentation standpoint uh be able being able to live stream and provide that to our community uh it's it's a just a better environment for that portion of the meeting so we will present on uh three of our two of our strategic priorities uh as well as on Safety and Security uh we're going to talk

024about some potential updates uh and and upgrades that we're considering currently on the Safety and Security front as well as talk specifically about the new space in terms of Safety and Security after we do that we'll we'll answer any questions the board may have or the community want to you know dialogue about regarding those topics then we'll kind of end that portion we'll move down to the new space and and we'll be able to interact uh kind of informally at that point showing off the new space and just having conversation with the community so certainly encourage members of the community to attend that meeting we talked I've talked a lot about Safety and Security uh in the last couple of weeks we had our first coffee and conversation and a lot of it's centered around

025that so I think it's appropriate to bring that conversation to the broader Community uh as well one of the things that I do want to address because there's been a few people that have brought this up to me that uh that there's potentially legislation that would eliminate the support or ability for schools to have school resource officers uh in in uh in the schools and that was actually in introduced I think in November of 21 that is not moving forward and obviously that is something we value very much and will continue to have conversation about the conversations about the importance of that role so I wanted to address that as well and then lastly I also wanted to thank our high school staff thank our student body for just their behavior and uh you know

026some some events are about the school and some of them are about bringing the entire Community together and homecoming here in Barrington is certainly an opportunity for the entire Community to come together what you don't see publicly is the amount of work that goes into planning all of these festivities from interacting with our safety forces to late nights at school dances and all of those things I just want to commend our staff and and thank our high school for supporting that and as well as the alumni it was a great weekend for our school and community so if there's no questions on those items that would conclude my report at the middle school you mean station right Station Middle School yes all right um informational reports does anybody have any question about the informational reports

027okay hearing none how about committee reports so the finance committee met today earlier and um we met the Auditors and talked about the audit um it's a very good audit we've got the highest marks you can get for an audit our team was commended um we have lots of trust and faith in it and um yeah so it'll be presented to the board for a vote tonight and uh they also personally said very kind things about our staff and you know accolades to Dave and his policy committee members to review uh prior to bring it to the board tonight okay so do we have a motion to approve as as presented so moved second all right roll call yes Mr lazari yes Katie Karam yes Aaron chanding yes Sandra Bradford yes Steve Wang yes Angela

028Wilcox yes all right so let me just give a quick summary that we just approved um a change to the um uh the policy 2 230 the public participation at board meetings and petitions to the board and essentially gives us a limitation of the 60 Minutes that we talked about in our last board meeting for public comment but we have ways that we can extend that 60 minutes if we if we deem that necessary that's essentially the change is there okay so the next action item do we have um motion to consider to approve the SVN broker agreement for the sale of 310 East James Street second so the board is aware uh this is kind of the next phase in the potential or possible or hopeful sale of uh James Street uh it was

029up for public bid uh the next phase of this would be to approve a broker uh Dr bind has worked hard on kind of negotiating this contract and we're recommending that we move forward so we can work with broker and on the potential sale of James Street any questions or comments just for clarity we don't have to do close bidding or anything with this kind of thing if we have a broker is that right that's correct because this is the we already did the closed bid we did not receive any closed bids so now under the law we're allowed to work with a broker the previous resolution that the board adopted regarding the sale and the terms of the sale still applies even though we're using a broker minimum we can't go below Barry alt

030Schuler yes Angela Wilcox yes Aaron chanding yes Sandra Bradford yes Katie Karam Steve Wang yes all right motion passes do we have a motion to approve the 2021-2022 audit report as presented we already gave a summary to Dr Vine you want to say anything else or I would just like to just also say that Sarah lager and her team did an excellent job in working throughout the year to keep our finances in great shape and I think that was validated by our auditor Board of police recall the auditor works for you not for me so this really is that independent look at our finances and pleased to report I like to say no surprise a clean bill of health and you know excellent processes so I think it's a good report board you should take

031comfort from that I think the only other thing that I would add and you know members Please add on to this if you like we can our auditor was pretty clear that for a large you know District uh to be on time ready to go where we're at um compared to others um maybe isn't the typical I know it's typical in around here but I think that should be acknowledged and recognized as well excellent point thank you again Dr Ryan I have a question and definitely not to nitpick because I I always go right into the recommendations that the auditor has and um you know with a big District like like um you know Dr Hunt said he they only had one recommendation of something that they wanted us to implement and said they would

032you know we would work on that over the next year there were prior recommendations two of which have been implemented and they were happy to say hey we you did what we asked you to do my question is about the last one I'm just wondering I'm not trying to nitpick but um something that they had previously talked about the the overage um excess expenditures over budget in in a couple of our categories just wondering background on that what is what is that and what do we have to do to kind of meet their recommendations yeah so typically thought that relates to how you're budgeting versus how your actuals come in and sometimes there are there are some differences there and under the accounting rules they do note some of those so you know we continue

033to work on trying to make sure that we predict you know accurately what um you know what we're going to be spending our funds on and what our receipts will be sometimes there are surprises and often the board's aware of some of those as they occur and then the question becomes do we do an amended budget to try and adjust that and some districts actually will take care of that by doing an amended budget at the end and then they sort of tie everything out usually that matches up then budget Naturals and up you don't have an audit finding I don't always find that to be quite as useful for being able to have a little bit of a track record in history to understand where were we what was on target what was different

034and and how do we go forward and learn from that to make sure that we're that we're doing that as best we can likely something that we may never get a hundred percent handle on because as you say it's unpredictable so okay it's not a material finding from from the Auditors and I understand that I'm not trying to be nitpick yet I just notice that that it's been carried out over the last couple years and just wanted to know you know again get some background so thank you well I've done a couple of unusual couple of years right we haven't been typical so it's it's been more difficult to budget so if we you know tightened our belt because we didn't know what would happen and then we got some grants and got some funds

035and things turned out better than we might have hoped in the finance land you know so thank you who did our excellent artwork this year oh it says in here it's actually one of the few things that I I that I get to choose uh really excited about that so um and I go through the artwork that we have in the district office our art teachers rotate artwork through which is always exciting and uh though my staff told me not to choose fish again this year I love fish I love fishing and so we had a couple years of fish but I really love this particular piece of of artwork I thought it's a great representation for the district very colorful all right any other comments or questions all right let's do a roll call

03680 Karam yes Sandra Bradford yes Aaron chanding yes Steve Wang Leah colster lazari yes Angela Wilcox yes Barry all Schuler yes okay motion passes um another action item do we have a motion to consider to approve the expulsion of student 504901 so much second the recommendation is a two-year expulsion of a student and I think it's important that we acknowledge and recognize to to the Board of Education regardless of who you are and where you are within our school district if you're one of our students we're going to be there to support we'll continue to do that with the student as we pursue or move forward academically is weather support uh socially emotionally as needed so a recommendation is to move forward with the expulsion but please note that academic services will be provided for

037the student moving try to do roll call Steve Wang yes Leah Callister lazari yes Angela Wilcox yes Sandra Bradford Aaron chandang yes Barry all chulu yeah Katie Karen yes motion passes all right so let's move into our discussion items um first up we are going to review our library book selection process and book review procedures assuming we got a couple people coming up foreign Mr Gorman and Dr Fuller are going to come forward as they've helped facilitate a lot of the process uh to make some changes to these two items uh for the board I think I think first of all I'd like to just you know be really clear the board has a policy on library media programs this isn't necessarily policy so one of the things you're going to see right off the

038bat is that uh the changing of the word policy as we um this document uh really looks at both library media selection and re-evaluation of materials the board asks that we look at this and review it at that time I mentioned that you know that process would take some time we want to engage with legal counsel as well as engage in conversations with our staff about proposed changes so the changes that are are brought forward to you have both been recommended by legal counsel as well as reviewed by our library media staff this evening we are going to propose assuming we get through this document tonight that we move this to make the at least the reevaluation of materials and administer administrative procedure moving forward so this would be kind of comparable to how we

039handle any reevaluation of curriculum materials as well so we move forward and we put procedure moving forward so I think what we can do is a lot of this is kind of cleanup and I don't necessarily think I want to take you through every one of those changes we certainly can answer any specific changes but ask that Dr Fuller and and Mr Gorman give us an overview of maybe substantive changes and then we'll open this up for discussion we also asked legal counsel to be here today this evening as well to answer any questions you might have so I'm going to turn over to Dr Kayla can I see a kind of a structural thing there was a document prior to all this or or are we are we building this from a new new

040policy altogether and I guess policy is the wrong word procedure procedure yeah it truly is a procedure it's something that we use more from the teaching and learning lines the last time we made the updates was 2010 and that there was a previous version to the 2010 version we only have the 2010 version moving forward and those are the that's the current Library selection collection document we've been using and then of course any changes that we have tonight that the board asks us to do will Implement those changes so everything in red is what you're suggesting is a change everything in Black was there already okay correct okay I just want to understand thank you so before Ty talks about the substantive changes I'd like to give just a bit of a timeline on the

041document as I just stated this this does the last time we know that this was updated was back in 2010 and we pulled it out back in Spring of 2021 when we had our our first book reevaluation and since I've been in the district we had not had any District level book reevaluations book challenges so this is the document that that lays that out so that's why we opened up this document to take a look at it to make sure we were following that process that we had in place already to the letter of course the next set of book challenges came up after that and we looked at the procedures in that that collection document and shortly thereafter the board as Dr Hunt indicated asked us to take a look at all of those

042procedures and we looked at them both from a sort of how do we how do we use this document to select materials in the libraries but then we also because there are so many board policies that are called into in into the to the document that's why we asked our legal counsel to take a look at the document as well so when Darcy worked with us and looked at and looked at all of the the the board policies and connected them to make sure everything uh matched up we then took this discussion to our district Librarians and we had a discussion with the teacher Librarians based mostly on some of the some of the um the changes that Darcy was proposing and we talked about every one of them and that is what Tai is

043going to talk about now are the different recommendations that we're going to bring forward after the the legal counsel took a look and so while the board asked us to look specifically at the library collections a selection process and the reevaluation process we also took this as a time to look at the collections procedures all together a lot of the changes you see are not substantive there are changes to titles that no longer exist positions that no longer exist in updating all of those we've also updated many of the procedures that aren't related to the two that you specifically ask for an example being how we dispose of books that have been weeded out the the process that was in the document isn't one we follow anymore because it's completely out of date so updating

044sections for those reasons in the two sections that you asked us to look at the selections procedures and the re-evaluation procedures again looking at what the document is asking for what the document spells out as compared to what the American Library Association recommends was one of the steps we took with the teacher Librarians primarily because our procedures as they as spelled out including the steps to be taken even the headings within the procedures uh follow the recommendations of the American Library Association that was how that document was created so as we look to change the document we looked for updates and changes to the American Library Association recommendations as well so three areas that I would call substantive changes things that potentially you know change how the process might work number one we cleaned up

045the language on the selection responsibility as you see the the section that previously talked about the board is responsible for selection but delegate that to the teacher Librarians we clean that language up it's I think it's it's clear that the board is the governing body of the school district so spelling out that the the responsibility of selection materials is given to the Professionals in the libraries so the Librarians who have been trained and certified to do these types of things and they follow a set of criteria there's nine criteria for selection there's I believe seven criteria for a book to be included in the process secondly in terms of procedures to reevaluate it was not explicitly stated that someone beginning the reevaluation process or someone wanting to challenge a book needed to be a Barrington

046220 stakeholder so we added that language in there that it would be taxpayers within Barrington who can initiate these challenges and not just anyone all of the recent re-evaluations have been Barrington 220 stakeholders so that's not a reaction to something that happened that's just something that was noticed and clarified and then finally in terms of the district review the two recommendations would be that as the the procedures currently are stated that the the district level committee makes a record Foundation to the board and then board does what you've done with the last books where you have the discussion in the vote one recommendation would be to have that District committee recommendation turned into the decision um the the thinking behind that being that the board has delegated this process to those groups involved it's a

047bit of a redundancy to have the board come back and revisit it again but that's again up to you to decide if you want the second one would be that currently if a book is reevaluated it cannot be up for re-evaluation again for one calendar year the recommendation is to change that to three calendar years so we're not revisiting the same reevaluations not reevaluating the same book year after year after year if people have that issue so those three primary substantive changes are really just the the summary the breakdown of the document there's a lot of red in that document but a lot of the other things are are procedural and language updates but those are the three that I didn't want to get lost in in some of the language there of course if

048you want to provide just some background probably on on the substantive issues for the board and then we'll obviously have we'll open it up to the board desk questions or have have conversation star C Korea I'm one of the board's attorneys so I did help I want to thank the committee they did a excellent work kind of talking to Librarians about what their process is and what some of the things that needed to be changed including discarding books which I think makes a lot of sense my recommendation was a couple of my recommendations that I'll explain briefly I know that we've talked about it in the past one is that I think the decision should rest at the district level right now you have kind of what I would call a four-step review so it's

049by the librarian staff building level staff District staff and then the board I did research it for you we've talked a little bit about this but there was a Supreme Court case in 1982 it's a little bit older not terribly old but uh old I suppose by Supreme Court standards and they held that it was a plurality decision which complicates it a little bit it means that there wasn't like one primary holding there was a split in the court but the plurality decision it was Justice Brennan and he held it because students have rights under Tinker to have free expression and they don't lose their rights at the schoolhouse gate right that's the Little Tinker standard that by the same token they could not lose their right to choose books from the library that they

050wish to read and the case was it was nine books that were removed from a New York Island Trees Public School District 26 in New York and nine books were removed by the board as vulgar anti-semitic racist those books are books probably most of us have read at the time they were racial issues and so Slaughterhouse Five was one of the books that was removed by the board short stories by negro writers by Langston Hughes Black Boy by Richard Wright and so at the time this it started in 1975 when the books were removed by the time it got supreme court it was 82. um so it's sometimes this case is called The Slaughterhouse Five case because that was the primary book that involved and the students there were five students and a parent who

051sued and they said the board can't should not be making decisions about which books are in the library not relating to curriculum that's a really important distinction right so not curricular materials but Library materials and it also happened to be a high school library for what it's worth so those facts were similar ultimately in a reality decision again a little bit different than your normal Supreme Court decision the court sided with the students and they said those books should be returned to library shelves just like Tinker in 1969 instructs us that students do not lose their first amendment rights when they enter the schoolhouse gate that means also their right to access materials in the library and to pick out books that they wish to read um so the decision it it is not because

052it's a plurality decision it makes it a little bit different in terms of like a firm holding from the Supreme Court but I can't say from 1982 on facts that were decidedly similar to the ones that we're dealing with here um the Court ruled in favor of the students and the books were returned to the shelves in the library so the other thing that we talked about was the um having a stakeholder in 220 filed a complaint which an experience that I have working with other districts in Illinois sometimes that can be problematic because you don't have a stakeholder that comes in to file a complaint and then staff is dealing with a lot of complaints and every minute that they have to spend on this they spend away from children really ultimately and so

053part of it is a recognition that we want to protect their ability to serve Barrington 220 students without having to go through the process of having a non-stakeholder into 20 file a complaint other than that there's a lot of red in there but it's just typos I wanted to make things really internally consistent so we're using the same words um and things of that nature but we're happy to take any questions that you have or do we have any questions so I note that in let's see so the the overview on 2A 2 2A I'm trying to find the page number seven yes so um in the second paragraph we go through selection of school library materials will not be made on the basis of any anticipated approval or disapproval choice is individual matter person

054may reject materials for oneself but may not restrict uh access to those materials by others and then we talk about selection is based solely on the merits of the work as outlined uh or otherwise set forth in these procedures and we talk about you know generally like the American Library Association three uh Publications by the American Library Association but there's the reference to Barrington 220 Library policies and maybe that is what this actual document is is removed and I was just curious about that because you know we take local control very seriously and um you know when you look at the individual policies of our district we do talk about material that we do Monitor and we do um you know not consider appropriate for the school district so I'm curious why that is has

055been removed from this and we're only talking about the American Library Association standards it is what you said actually these were called Library policies but instead I redacted that out and said these procedures so that's really what they were referencing it was like an internal reference and so that's just a simple change to say what we mean to say here are the procedures well it you know from my perspective is you know I think that it's it's good to have national standards and it's good to have you know the American Library Association to look to but I at least in during my time on the board I've always felt like we have really taken pride in um you know qualifying and making things independent to our own review process I know that there is um

056in the you know the review selection we say that the ultimate decision relies on the teacher librarian but you know when we're listing the standards that are utilized it really seems to take in um it's just such a a broad reference to an association that I feel like our district I mean our curriculum is specific to District 220. you know everything that we we Implement in our district is very refined and specific so I was just curious why we take such a broad lens with us so I didn't read it that way though I read it that it is taken it's these procedures inconsistent with these other broader brush strokes but these procedures is is emphasized there the area to clarify that the areas that are taking out the language policy of this document this

057document was incorrectly called a policy and so anything in this document that previously referred to a policy was removed or changed the procedure in its place reflection process in the reevaluation process in other sections uh Darcy added in specific language about the board policies with which board policies apply to this section so it takes out the language that incorrectly called this a policy but then it adds not just language saying we look to the ferry to 220 policies it's specifically states which policies are aligned with which section can I clarify Angela if you go to page four when we look at the process number three says consider recommendations from faculty students parents and the community so I'm I mean I think that that that is part of the the process even if you know they

058talk about the American Library Association and the Bill of Rights and everything else I mean I think the I would thank the teacher librarian would make make sure that he or she you know includes number three in their consideration yeah well then I guess you know to to talk to that specifically I think that you know when we do talk about our community I mean this is clearly um a very divided issue and I still believe that there is a middle ground compromise that we could discuss as far as um you know right now our option is for parents to proactively review materials that are in our library and then come forward to the district and say I would like to restrict my child's access to X Y and Z and you know I voiced

059this at previous discussions but I still believe that that is a very onerous burden a an impossible burden for a parent that speaks English as a second language B and C I think that it would behoove our board to provide a bridge for parents where it does not create this policing mentality meaning I think that a parents feel like it is my job to review what the school district is doing and when I look at this I don't think that that's appropriate for my child okay well we're asking parents no trust us this is appropriate for your child but if if someone has concrete you know evidence this is a book I do not think is appropriate for my child the natural response is what else is not appropriate for my child I want to

060trust you but now I feel like I can't so with the book procurement process thanks Barry and you know I I hesitate on this line because you know my mom was a school librarian she worked for University of Illinois for 30 years I I would never tell my mother how to do her job I would be in very big trouble but I did talk to her today and you know and it was a completely different process back there back then actually but if there were some sort of rating system that is just this Con conclu or includes mature sexual content that's it and if that could be a rating for books which you see in almost all media that we consume I think that it would create a less issues with parents you know feeling

061the need to police and and coming to meetings and feeling you know not heard and and you know I don't have time to read every single book in the library to decide what is appropriate for my child um I think that it's it's us as a as a board and as a district reaching out to try to assist parents and I think that's our job as as leaders in the community and and as a school district you know I don't want to you know get into this whole I mean I I know that there are so many different themes and books that might be objectionable but I do think that mature sexual content is a pretty you know it's it's a it's a designation that most of the Publications or the the book houses already

062placed on the books themselves so I just think this would be a simple way for us to assist parents when they're trying to Monitor and protect their own children based on their own values and their own beliefs and to give them that access instead of you know really throwing the burden on them kind of create this division between the board table and the community that I just keep seeing over and over and over again I feel like there's something we can do to assist this so you mentioned you think that there's already some sort of writing system is that writing system exist today yeah I mean if you go to like Amazon and try to you know if you look through the rating there's some grades one I'm going to ask you guys is there

063a rating system that exists today you know why the Ala I think the Ala actually recommends against a rating system for books do we know why that is because that's a good question there's Lexile scores so there are scores so that you can Lexile it up to your child's reading level but that has yeah there is no rating scale in terms of um you know because the the way that I look at it the way the Supreme Court like in that in the Pico case in New York they talked about the fact that the board should not prescribe what is on the bookshelves in the library based on their own personal opinions about the sexual nature or the racial nature the books in 1975 from New York they were all based on race now they're

064mostly transgender right some are gender issues so basically where does it begin and end you know is what the Ala says that what one parent may not wish for their child to read completely understandable that's up to that parent and that family and it's up to that parent to have that conversation with their child about what they would like them to read or not read or suggest that they read it together you know there's let the Ala gives lots of suggestions parents are always entitled we've talked about this they can always come in and look at the library books I would agree with you that it's onerous there's tens of thousands of books just at the Barrington High School alone I would even not be able to feign a gas so but that is because

065you have those opinions or I might have those opinions for my own children does it mean that my opinion should apply to your children or to your children or to any of your children and that that is a familial issue so even the Supreme Court has recognized that in the removal of you know books that deal with the topic of race and so I would say we welcome families to come in and say if there are books that they do not want their child to read there's a way to code that in your library system at both the high school and the middle schools and so the child would not be allowed to check that book out now could they go to the library during Library time and it's 40 minutes and could they peruse

066that book they could but that's the point of a library that's why libraries exist I mean that's what the Ala would say right so I think that's your issue I think in Barrington you have a good option the middle ground is I see it again you're the board but that you can ask the librarian to code the book so that your child can't check out whatever you know as many books as you wish and that's your right as a parent so you just you just said as a so the Librarians code the books no for checkout purposes so like when they scan the book for checkout they scan the student's ID and then the book and so when you're if your child were to take out or try to check out a book that you

067objected to it would give up what red light or whatever they would not be able to check it out so okay this is my problem this is not a supreme court issue okay I my personal opinion has nothing to do with this conversation my question is we are giving parents an Avenue to protect their children from what they may view as objectionable content that is inappropriate for a minor child but we are giving them no tangible way to make that happen it's like saying you can take exit 56 to get to my house but there's no Road there it doesn't make sense and I don't see why this is an inappropriate or ineffective or whatever option to to code certain books as mature sexual content we constantly talk about being an inclusive district and our

068school district we have kids who don't have parents who can do this we have kids who don't have parents we have kids who are living in different situations we have kids as Angels repeatedly said with non-english speaking parents that is why our website is in five different languages all right so parents or kids who have two parents or one parent who has all the Time in the World to come and read through every book you're cool the rest of you figure it out like this it's these books do actually have ratings it's very easy to look it up and genderqueer the author themself came out and said 18 and older I mean most it's it's not hard to to weren't like the whole Banning and no one's asking to ban the books no one's asking

069to take them out no I'm not even asking to restrict them why can we not simply have a system our Librarians are amazing I really trust them in picking these books you're telling me that when they're picking these books they can't say this book contains mature content that's that cannot be hard I just I just asked though if there is a rating system and the answer was no there's not a universal rating system again why can't we trust our Librarians to establish one well I think the AMA we have read this along the line somewhere would view that as who creates that definition of what is mature and it's a form then it becomes a form of censorship it creates when a movie is mature who does a rating system on a movie I mean

070we do it all the time like we you can't my kid can't watch an R-rated movie without me signing off on it I I have to do that for them to sit in the classroom and watch a movie with the universal reading system right yeah I don't create it for movies right there is none but even though I would venture to say there'd be many R-rated movies that you would not mind your child watching and there'd be some that you would absolutely say get I get a warning and I get to make that decision I don't have to like fictionally pull it out of the air I mean the point is it's an opt-in this is an opt out you know what I mean I think I think that's where I and Darcy I totally

071you know appreciate what you're saying but for that 40 minutes without me there with her mother there my child has free access to that book and you know it's great that you can't bring it home it's great that she can't take it out of the library and you know should pray to all her friends but the fact is that 40 minutes she has free reign on that book and it might be objectional to me might be objectional to Mom and we have no say in it at all free range of those same books arguably at the public library in Barrington if you took her to a public library I mean that's basically this is again kind of that Dynamic of where does it begin and end and in the school system which is of course

072what we're talking about now um to be fair but no different at the Barrington Public Library and that's fair but we're not talking about the Barrington Public Library but they're talking about ours it's no different if she goes to the Hoffman Estates public library or the LaGrange Public Library it's that's how but I think that's the point the way this is excuse me the way that this is written is literally there is no line the way this is written there's none doesn't the line rest with their teacher Librarians correct and not if a kid walks into our library if my kid wants to walk into the library right now and read how to have various sex people can totally do that he can just walk in and grab it but you can also have a

073conversation right with your child because I know about the book right it's it's the it's the what if you don't know the concept and you can have broader conversations I agree we've talked about that as a board prior to this as well you know certainly when my daughter's a bit at an age-appropriate level I will have that conversation about her with her about you know the birds and the bees but if the lion rests with the librarian then they are actually determining a line this is like you're making the old argument they they clearly have a line in their head this is what is it this is taking a control of comparisons is basically how I'm seeing it as well and I think that's a good question and they're trained to make those decisions that's

074what teacher Librarians do this is their training their background right so that's why I trust them to actually determine which books right I mean you guys we we are we here the community outcry okay and yes it is divided it is very divided but you can't just ignore one segment of this group because it is a difficult path to rate books with mature content or not their their appearance who I'm sure that if we went to Sunny Hill tomorrow and talk to them about this they would be like what are you talking about what are these books I haven't read them I don't know what this is because there's there are language barriers throughout our district in a variety of different forms and you're hearing from parents here who are knowledgeable they are keeping up

075on the issues again on both sides of this issue and both sides have very valid arguments but we have to protect those who don't have a voice here and don't know what is the appropriate measure to come forward and not have their child have access to content that they would find objectionable I mean we are we are literally agreeing there is some material that parents may find to be objectionable from their for their kids so here's your remedy you can opt out but that is creating so much more division within our district by putting that Duty on parents when it's untenable it's it's impossible right to say I think it's impossible to have Librarians come up with a rating system that we would all agree upon you know something that you think might be R-rated

076one of your friends who agrees that they don't want their kids exposed to this might say well this one's okay but this one's not okay it's so arbitrary and I don't think we can give our Librarians that responsibility because then we're going to be attacking them as board members who don't have the the uh the knowledge to say you didn't do a good enough job you didn't weed out enough books and as I've said before we have the slippery slope once we talk about objectional materials because they're they're pornographic if that's the word we want to use although I don't feel like these books are pornographic then what about books that are violent books that have um uh bad terminology that that are using bad words that you don't want your kids exposed to um

077so then we have to have the Librarians talk about violent books and and I just think we're putting too much responsibility under I understand we we don't want it all to be on the parents shoulders but I don't think it's fair to put on librarian shoulders either they have full-time jobs this is not you know part of their job description of the discussion at all that you guys have with the Librarians about some sort of writing system did you guys discuss this at all with them I discussed it with them and going back to what the alley says about it is it's to say there's a rating system that as in your words that you would all agree on assumes there's a system out there that can accurately say what each parent would find objectionable

078and what each parent would buy in mature and then take that a step further it's saying that we are making the decision to restrict access to a book without your knowledge consent or understanding of why you're doing that so the the again the Ala language and the language of the Librarians is saying that that it's not our place it's the place of the individual and the parent to decide what's appropriate for their child not the place of the school library but there's an entire session in the procedure about deselection and weeding and that is something that the the teacher librarian decides when to deselect and when to weed so these decisions are happening constantly as far as when to remove and and you know when something is no longer relevant or appropriate and this is

079just another layer as far as it's not deselecting it's not weeding it's just allowing for some sort of classification so that a parent has knowledge and maybe there's a compromise in here somewhere versus as it relates to how to rate right because is it possible to reread the entire Library probably not but I mean we have several books have been pointed out for the last year and change I mean whether we want to call it a majority or minority it's irrelevant but there's a fair amount of parents who have called out these books and said we are concerned to put it lightly okay can we at least agree to say let's label these books as something that parents need to opt into not to say that they're off the shelves because they remain on the

080shelves for any parent who's okay with it but I venture to Guess that there's going to be more than one parent who says they don't want their child to see this book and for me that's enough to say that we maybe we might need to evaluate and then for things going forward when because as I understand it Librarians do read these books in these books find research on these books at that stage they can on their own Merit decide we don't need to and by boy I don't think we need to validate every book I don't think that's plausible either but we can trust them at that stage to say okay this is something that might want to Warrant parent um you know sign off before being allowed to check this book out and or

081excuse me before being allowed to have this book freely available to every single student that walks through the library doors and then as we kind of go through that process too you know even if the library doesn't designate it as such a pair comes up with a I'll call it a request for review I think that's when we perhaps put that on that list as well I can't do much better than Justice Brennan he said local school boards may not move books from from the library shelves simply because they dislike the ideas contained in those books and seek their removal to prescribe what shall be orthodox politics nationalism religion or any other matters of opinion these purposes stand inescapably condemned by our precedents now that's not how I speak that's Justice Brennan and that once

082you pick a couple books you want to list there's going to be more it's it's like a little snowball going downhill wait wait Vamp book has a little objection oh that one does too and how about this one and I mean you're going to get half a library something's going to be in there that's going to that some parent is gonna object to and once it's once one person objects then do they then everyone else has to opt and do it I mean I'm just not sure that we have a tenable way to do this I hear what you're saying I want to give parents an option to have some say but I think to start reading and in that way we're kind of censoring a little bit because if you're rating it then you're

083kind of putting the antennas up and saying we better think twice about this book I think you're going to find tremendous numbers of books in the library that some parents going to object to and then they're going to have to go in that list and it it it's not fair and it's not right for our professionals to have to do this well it's not fair and it's not right to have inclusion and Equity listed as our board priorities and then to say to an entire section of our it's not an entire section sorry you don't speak English I guess you're just gonna have to trust us why do you disagree with me I asked you at the last board meeting I don't speak English but I am a staunch Christian and I don't want my

084child to have access to certain reading material we monitor what they watch on TV we monitor what they watch on the internet I don't feel comfortable with them having access to this I would like to tell the school districts that I don't want my children to have access actually explicit material how do I do that how would you do that right now today yeah you would list those books we have interpreters and so who's going to tell me what those books and I won't speak for our Librarians but I would imagine our Librarians would sit down and have conversations with parents so you think the Librarians probably have an idea of what books are going to fall into this list it's back in the day my kids wanted to watch a movie there were many

085places I could Google and I was not the best googler you know what what is in this movie what's the content and I would disagree with some of the recommendations oh it's a family movie well then I would look no maybe it's not and so you check your sources I would suggest that a lot of people know how to Google and it's in Spanish and English and polish if you have a phone you can translate and you can look and say you know Google Books if your child brings a book home look it up you know if you're concerned about books there's there's lists of books to be concerned about if you want to pick a category and and Google it people can but it's not our job as a school board to choose books

086for the community for each family it's it's my parent hat is one thing my school board head is different so as a school board we want to have a policy we want to be transparent and we want to follow it and we hire the superintendent and we don't we delegate the other work to this do the work so we have to stay in our lane but we also have to have responsibility to the community and listen and try and come up with something that's workable I don't think we're listening to half the community at all I I don't and I think that the community is kind of seeing this over and over and over again it's because we keep asking the same question right I mean it's the same but we don't we're not willing

087to there's no we're never willing to really come to a compromise and I just no I'm not even asking I'm not asking to remove I'm not even asking to restrict I don't understand how we can't just put a warning label I I mean just but how would we do that but how can we not do it going forward this is what I don't if a librarian is procurring a new book for the library you're telling me she can't just like I want to get 50 Shades of Gray to the library do you think that they can't figure out if that's inappropriate like I this is what if I say I that's that's something that I'm a kid in our school is really into I mean you you this is so slippery this this this all

088sexual I mean there's there's no limits here the way this is written if someone if that is how someone identifies who's to say this I I'm really worried with the way that this is just looks like anything could be allowed in here right now because someone may get something from that book our Librarians a little bit more credit than that I really do I think they have standards they're not all comers just to answer something that you said when you talk about being inclusive by taking some of the steps you're recommending and and I I understand that it's a two-way street you're also excluding people so so so by trying to be overly inclusive for one population you're excluding another population I I think we have a problem I mean I I don't have an

089answer but but I think you just have to be careful when you're really hitting on just one population I'm really worried about their access and I'm really worried about their communication which which I'm not saying isn't important then you are then taking another population and saying but your interests aren't as important and and your needs aren't as important and we're going to ignore what you need because we have to really look at this small population either way no I I I'm agreeing with what you're saying that that you're bringing up a good issue but I don't think your solution is going to help keep make us a more inclusive District it's going to make it more it's going to separate us even more and and make it make us more you know excluding populations to

090include populations so I think we have a problem I don't know how to come up with a good solution but I I just think we have to be careful that our solution doesn't make it worse for other populations in the district well I think we need to really consider that because I agree with Angela I mean we're in in an effort to include have inclusivity in for one population we're effectively you know excluding another population and I think you said it very well very I agree so the question is how do we bridge that I mean I personally think I mean I'll I want to you know describe you guys a little bit Katie and Angela as far as the ratings because I do think it's hard I think it's doable but I don't know

091maybe I'm wrong but I mean for the things that we've identified at a minimum and I think parents can continuously identify them for us right because we have parents who are very engaged because I'm with you I mean I'm not gonna be able to read all these books I mean I mean honestly I didn't know about this until it was brought up to me and if and now that I know I would say to my daughter okay this is something that you're going to read when you're a little bit older but prior to this I have no idea if she had she had picked up this book quite honestly and I and all I did was just you know sounds great go ahead and read it but the fact is you know after myself reading

092it twice for that matter flavor at least it just made me realize that you know we don't have a good control mechanism in place and I don't know I think the only way to really do this quite frankly is to put ourselves in a position where this version ever growing list all right because we're already having one regardless right we're gonna have a list of students now we're gonna opt out why don't we have a listen to opt-in because I think quite frankly that listen to option is going to be smaller than the listeners who opt out that's just my opinion though Barry can I ask you will you speak more on because I I I'm not I'm I'm not understanding so I I know that you said that you understand that with the current

093system it does exclude people who don't speak what makes it much more difficult for me but then you said but if we if we start this system then we're excluding an entire population so I I need to make it clear I'm not saying to take these materials away like I'm not that's I'm not trying to exclude access just because I don't like it I whatever I'm saying to to still allow parents the ability and I the lady that spoke first you know was saying you know let us let parents partner with the schools let us be part of it and that's part of our strategic plan as well is to engage with the community to have open and transparent conversations and all these things so who are we I don't understand who we're excluding then

094if we allow if we put a black mark on a book or we put books in a corner when you have an opt-in or which is what we're saying then we're actually putting books in a corner and saying you need permission to get to that place and I think you're stigmatizing those students then well yeah so and to that extent I do and and this is probably where we disagree a little bit but I I agree I don't think there should be like the you know like The Scarlet Letter the look The Little The the curtains where you go through I just I with a with a rating system I just don't understand who who we're excluding I I just didn't because you said it depends on what you're rating on that's the problem what

095are you what are you rating on just sexually mature um so far everything that's been brought forward has seen the same of one genre well because we said that if you don't speak like the response was okay well if you don't speak English you have interpreters you can come into the library the librarian can give you a list of books that you may find objectionable or because it has sexually mature content so I feel like yeah I'm not saying they would have a list to pull out of a file and say here but I think they'd be respectful of trying to have a conversation with you the the other piece of this opt-in is you know I I mean I may have no idea my son or daughter is struggling with these these types of

096issues no idea but they walk into the library and they have some representation of how they're feeling and access them I would have no thought to opt my child into that they could talk to you about it and we they could but they also could be internally struggling a great deal and not want to have that conversation or they want to really I just and then I just I just think there's there's unintended consequences but I [Music] but I have an open conversation with them and then we're saying at the same time if the kid would like access then they can't talk to their parents they can't have those conversations you know what I'm saying like it's it's not it's not a a mirrored argument I feel like it's it's it's getting um like almost

097tangential because we're trying to argue our own points so I would also argue there's many books on these on topics that don't contain sexually explicit content there's there's a hundreds of books on and Sandra to your point you said that it's only being brought I actually asked for books from from a heterosexual point of view that compared to this book is gay there isn't one there there's no book that teaches in explicit detail how to have the way that this book is gay does so I I think that that's probably the issue here and I hear what you're saying Dr Hunt and I would never want someone to I I he but I I feel like there are a lot of books on a lot on these topics that perhaps don't go into the quite

098the detail that the few have been brought to us do that some parents are finding objectionable and Dr Hunter I'm gonna be honest with you I I find what you're saying um respectfully I find it very troubling I mean my we talk about how our children should come to us and talk but if you're saying a child is not comfortable talking to us about something they need access to it and it should be through the school library move to abuse sure and abuse at home and I'm not gonna have a conversation with my parent who's abusing me but I might want to read the story of someone who's been in my shoes that's very graphic and violent yeah and I think also we're talking about parents bringing up the topic with their kids and discussing

099it versus kids bringing up the topic with their parents much harder for the kid to bring it up I would like to think that the parents in our community can have this discussion and open it up on something that they feel you know an appropriate way to do it so I wouldn't expect if Dr Hunt's children were having an issue that they would necessarily feel comfortable saying dad I got to talk to you but I think as a parent if there are books that that you feel like you just don't want your kids to have access to or subject material I think as a parent I think having the experience that you have in your life you can probably figure out a way to talk about it a very uncomfortable subject well I guess we're

100going down to Rabbit Hole now but I will point something out I I find it super hard to believe that these are the only four that can deliver this message because I got to believe there are books out there that have the same message without the graphic content without the explicit pictures without the bad language that I saw and I guess that's where I'm coming from I mean I'm totally behind I mean this narrative has gone spun to a point where it's saying that if you are you know opinion on the appropriateness of these books that you're either targeting or against a certain population that's I I mean I I think I speak for almost all of us actually when I say this none of us are doing that I just want to do that

101why there's no reason we volunteered for his position if we wanted to do that but the point is if if you want to provide a lesson or some teachings are there Alternatives that we can consider and because I mean that's that's inclusivity too on some level isn't it where we can appropriately educate our children who have these questions that they're not able to bring to their parents at the same time not expose them to things that could be objectionable to others I gotta believe there's something out there and and you know I trust our Librarians that they have Alternatives too I don't know maybe I'm maybe I'm going too far here I don't know well and I would just say you know Dr Hunt as far as the the example about like abuse of neglect

102you know we obviously have staff yeah and you know we are also required reporters of any suspected abuse and neglect and you know I think that if you were to even take this even further down the rabbit hole I think that you know parents don't want to be completely removed from conversations that they think are really personal too and I'm not suggesting that I think ultimately what's discomforting is that there is no Universal rating system and like Tai and Matt and Darcy were telling us like if we start slapping richer content labels on things then we're venturing where nobody has ventured before as I understand it and their Supreme Court jurisprudence on this there's ala guidance on this and I'm not comfortable not adhering to that and saying oh well let's because we didn't agree

103as a board on what was mature content and what was not some of us thought yes this book is sexually explicit and some of us thought well taken in the context of 366 Pages it's not you know so if we can't agree on it then I don't I don't know how we put the onus on like one person or on a few teacher Librarians to label things when it hasn't it it isn't done with books I mean it's done with movies so if we were to do it with films and say okay well you know we're not going to show rated R and an NC 17 movies in our schools or something like that like that's a there's a threshold there but we do do that right we do if you were if you've got

104a rated R movie I think a parent has to okay for you to see it right and there but there's no Universal rating system that we can put on books and so I'm uncomfortable like for us as a district to start one because of that I don't think it'd be unique though I've I've read um that other districts are doing this quote-unquote rating like they put a little sticker on the book to say that you know this is something that you need parental consent to borrow or even view in a library I've seen it I mean I can Google and probably find it I can't name one other this was something to forgore tried to do with music remember in the 90s she put a explicit music label she kind of lobbied to do that

105on um lyrics you know for song lyrics so this this has been tried in the music industry it's apparently I would point out as well the the rating system to an entire class it's not for getting access for an individual okay so when a teacher is showing a movie that might be considered objectionable parents are asked would you like to opt out of this movie okay that's fair so Collier County public schools labeled 100 books this past August as meeting Collier County Florida correct as needing Illinois a lot of Florida districts are banned books too so you know we're just looking at the well I'm just saying though you know look at the politics of of the state correct I guess maybe I we all I think we know we're at a stalemate here and

106we're not gonna get I mean I I mean at a minimum can we at least send out a thing to parents saying hey there's no restriction on books there's no warning label please take note of what your children are checking out it's up to you I mean we're talking about minors so like I do feel we have a responsibility to some point here and if we're we can publish our procedure once we finish with it you can publish that say this is what we're doing I don't think we have to say anything much more than that well then read upon what the procedures are sure if there's one particular I I want to speak for my balance but if there's one particular thing that I'm concerned with I what I do not want to um

107validate at least in this revision is reevaluation up for three years I think we should keep it at one I suggested three we could again my concern Ed I get it I don't want to be an annual I mean they they serve kids and every minute that they are not serving kids and doing something Rogue that's a minute away from kids and so I'm just trying to be trying to understand that but I think as things change as things progress we don't want to be in a position where we're held to the standard unless of course I guess we change the standard Midstream so do we have other people that don't like the three years yeah I don't like the career I mean if the world changes tremendously we can revisit this policy but I'm

108okay with three years procedure procedure procedure procedure um I'm good with three years at this point what are you suggesting that one I don't agree with one I don't like one I think that's if that we're gonna get out voted on that I would prefer that be the procedure moving forward and not include the books that have already been brought up like agree to that as well you I'm sorry you want it to be at three years but not include the books that were just brought up could come up every year well I mean whatever the number was well I think it could come up next time I just want to try to understand UK yet yes I guess I I feel that especially there was certain one book that came through uh Convoy thank

109you that I think kind of Blaze through us too so um I'm not comfortable with three years for that can uh folks live with two years I I'm I'm going to go down to two years but I think we can't jam up the system and have them you know oh it's the anniversary we're putting it in comfortable with stretching it out to two years but I just can't see them redoing this every year but to Katie's point is that on a go forward basis or are we going to backdate it so if it lost reviews and it sounds like to me since 2010 there's only been four challenge reviews since 2010. well I mean they were all in the last two-year points right but this revision date would be now so it would be moving

110forward so we'll be moving forward yeah I mean I'd prefer one but if it's two I can agree to that move others that can greeted too I'd prefer three but yeah I can go to two you can go to two okay okay so um anything else that we need to talk through I just have a clarifying question right uh so for two was the thinking behind you could give us a page number sorry um I'm looking just toward the beginning at collection management and selection responsibility was the thought in striking out seven eight and nine kind of rewording that for the selection responsibility portion because I noticed that that reflected similar language yeah I just wanted to make sure it was tracking that's a good question what I what I did there was I redacted

111out seven eight and nine because they were a little duplicative and I wanted to what I did was I picked up the exact language in your board policy 6230 which is your library media program policy and so I picked up the six statements that were in the policy which the board of courses voted on and then I took out the three that did not align with the board policy make a suggestion on that two years or we could say or when the book is revised like you you know how sometimes when a new edition will come out and that there may be new content do you want to not to throw a monkey wrench into it but you know what I'm trying to say I actually think that gives us a little more flexibility which

112I think is actually good because if there were revisions even if it's like six months later correct sometimes books come out um I'd want to say something about is there a way to say substantially revised or a significant a new addition like a new addition would that be the way to say it what do you guys think about that two years or a new addition whichever is sooner you know so like if there was a new addition with new content we'd want to allow that right am I hearing the board right to open that up for review okay okay so has this procedure taken the board out of the equation then because you're suggesting maybe just have it end at the district level does it do that I wasn't clear okay yeah that's right the

113end talk about that and think about that a little bit more too I mean I know we've talked about the merits of it but I mean at the end of the day weren't we've only selected to opine on this type of thing versus you know I disagree our job is to make sure there's policies and procedures in place monitor them and validate them when necessary to make the important decisions back from the community um on certain books how do those get to those who are on the doing the review those you need to say that more more explicit like let's say we got 50 emails um about genderqueer from the community how did the people reviewing the book those that come to the board but if we are taking ourselves out of the equation how

114does the community speak to those that are reviewing the books so they there's a form right the community no but that just starts the process I'm saying uh that's where we would directly to initiate the problem so that you want just 50 people to initiate the process in the same book I mean imagine we would do it once and probably all of the emails or all the information that's what we did with one of them right I forget which one but yeah you're right with gender query we did that gender queer that's what we did there's a whole ton of them yeah in the meeting with the teacher librarian portion when there's a challenge that's new to write in the procedure there's particularly an informal start to the process where community members talk to the

115teacher librarian the teacher librarian explains why the book was there what the selection was and if that doesn't satisfy the issue then a formal process has begun at the Builder level okay so it's just red because it's new on the form on the challenge form part I think that's right yeah and there's a lot of red in that section because I don't know I just thought it was redundant there was a lot of redundancy in there if I remember the old form talked about the librarian and the building review in a single step and we just clarified that it's a three-step process so I think we separated it out rather than that I think that's right okay so I hear us saying we'd like um one revision which is to reduce the time to two

116years or when a newer vision every however we can new addition is published whatever comes first that's how we revise that word yep okay absolutely all right anything else I appreciate the conversation and I I think if if there is a universal rating system that does come out we certainly should take a look at that when when available Okay so oh next up we have our agenda items for November 1st we already talked about what we're doing on October 18th um on November 1st we have National Merit semi-finalists recognition Special Olympics thank you thank you very much thank you very much [Music] um uh special public comment on the ISB resolutions approved professional development for board members an action for the iasb delegate and then discussion items include enrollment status ercd update and VHS course

117offerings the the discussion as far as the resolution I keep thinking delegates that's not the word resolutions is that do we do q and like how does that we hold a public we hold a special public comment okay that's what we've done in the past three or four years you know resolution number one I'm agreeing I don't agree with it you guys like if you as you read through them and you say I'm gonna I really don't like I haven't even read them yet so I'm gonna admit that I'm a little behind I don't like number three you know we'll pull it off and then vote on it separately maybe we'll can look at all them at once but then we can pull off or if we really need to go through each one then

118we'll vote on each one so do we vote on separately we can vote on all of them one time or we can awesome I think last year we we pulled a handful I think you pulled them off yep that's what we did last year thank you Lord you did receive a petition and written correspondence that I shared with you um and I I guess I need to ask the desire to schedule hearing to take action on that position petition not by me oh no I'm talking so no no okay I'll send a letter communicating that as well tomorrow sounds good all right do we have a motion to adjourn opposition all right thank you
