001angela wilcox mike shackleton here gavin newman barry altschuler here leah callister lazari here um joining us and saying pledge led by dr harris i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all welcome to our meeting tonight um our first agenda item is our high school update from izzy hi um hi everyone student council has come to a halt for the moment because we have our elections coming up which will sort of switch everything around so um for right now we don't have any projects i think that we might be doing a couple more things with the community though before the school ends the school year ends this past weekend we had our homecoming
002and it was really fun um i think it was so great that we got to have uh philly football all the girls were really into it especially the juniors and who won the seniors and who was the head coach for the seniors i don't know [Laughter] sorry about that i had to throw that in there but in in five months i'll win i'm already planning i better be quarterback but anyway so then you know on friday we had our homecoming football game and our broncos won which is really exciting and we announced our homecoming royalty during that game and the barrington clubs put together banners for a contest and those prizes got announced today which was i think a lot of kids got excited about that a lot of people put a lot of effort
003into those banners so that was fun and then it was senior night during the homecoming football game which i don't know i think the seniors really appreciated that they were excited and um prom is coming up a lot of kids are getting ready they're buying their dresses putting together dinners i'm not sure i'm not a senior so but um and then spring sports have already gotten started which i think a lot of kids you know since they didn't get their sports last year they're really happy about it and with summer approaching um that's pretty much it so yeah sounds like you've been very busy though yeah well kind of well i know uh student council has a large role in homecoming so thank you for your work on that yeah well yeah i think we're
004really and we're really trying to get together um the next homecoming for the fall and we're just trying to you know i don't i'm not i'm not part of that committee i was part of this committee for homecoming but i think they're uh they've got everything together which is nice you know that we have like a dj or whatever or yeah a dj i don't know it could be a quick turnaround because of obviously the short time frame here so very good yeah well thank you thanks for coming out tonight too we appreciate any questions for izzy thank you very much okay next up my report i really don't have anything i just have a question for the board if you remember we had been meeting at station and due to the station musical we
005needed to relocate to you know back here for a few meetings station is free again for the may 4th meeting and we would just be able to accommodate quite a few more people there it's 25 capacity or something right so um is it okay with the board if our next meeting is back at station i mean my thought is that it would just accommodate more people in case it'll be a transition meeting with new board members coming on and and other board members their final meeting so uh we anticipate just to have appropriate room we think some families will be there in different things okay thank you so don't forget go there next time that's all i have so next up is public comment we do have someone signed up so i'll read my little
006introduction here we've now come to the portion of our meeting when we set aside time for public comment we value your thoughts and opinions and in accordance with board policy 2 colon 230 we ask you state your name elementary attendance area or relationship to the district before beginning your comments my colleagues have also asked me to make sure that we keep our comments to three minutes and janine does have a timer and a little bell that will go off while this is not a conversation if any comments require further action we'll ask dr harris to follow up and report back to the board so mary ellen johnson has signed up if you'd like to just come to the table so you could have the microphone hi i'm mary ellen johnson and um i've lived here
007in barrington for 17 years i just want to tell you i do appreciate all the work that everyone puts into our kids schooling i know it takes a lot of effort and a lot of extra hours i do want to mention i have three kids two that graduated taylor just graduated last year and she's at purdue i my third is a junior now at the high school and i wanted to mention that i'm concerned about the this initiative that has been brought forward about critical race theory i do know a lot of parents that are i have questions about it and i do want to mention that i do also have a degree in spanish and education and i have certificates to teach spanish and social science for the state of illinois i'm not a
008teacher currently but i choose not to be right now because of my kids but i just wanted to mention that i have done some research on it and it is concerning that um you know the some of the roots of this idea and i feel that it's very divisive rather than unifying and i just want to mention too that you know when i brought my kids to the park when they were little i just wanted them to play with the kids that were there i didn't look at any child by the color of their skin by their if they had freckles you know what texture what kind of clothes were i just wanted my kids to play with other kids and the idea behind something like this theory is that now we're teaching our children
009look at this per a person's features before you look at them as a person and i think that we really need to think about that before we make such a decision to and you know to really uh kind of push this this forward i mean i think that there could be other other ways of unifying our children and i will say that i've had experiences with all three of my children at various times who've been they were they've been bullied for whatever you know for reasons that they were simply not accepted with a couple of particular groups of kids um and they've worked through that and that's fine um but you know there's bullying uh that happens on in many ways and i think it's a universal thing and i think that's what we should
010be explaining to our kids that every person and every friend is a friend first they're not a person of a particular feature they're a friend first thank you thank you is there anyone else who wishes to address the board tonight seeing none will declare public comment closed dr harris all right thank you and good evening everyone i have two items tonight janine is going to run this let's pull up the two slides from her seat all right the first one i shared with the board members last week but i i absolutely wanted to share it in public and with the community that once again this is not by chance and and the board is very aware of this but i want to make sure that the community is aware of it that we have been
011rated by standards and poor's as a triple a bond rating uh for our referendum bonds that we are in the process of beginning that sale process dave was on the bond call with standard poor's and once again we were confirmed with that rating in a stable situation i want to emphasize that given the significant challenges that we've had especially over the last 12 months trying to navigate revenues and expenditures we continue to show tremendous fiscal responsibility and the bond houses recognize that so just a couple items here to point out and for context and i know i've said this before but you can never take this for granted we are only one of 85 school districts in the entire country out of several thousand school districts that have this rating with the bond providers and
012also only one of 22 in the state of illinois uh and a few of them are our neighbors right around us but uh but still it is excellent company to keep and this this can always change it can change quickly if things are not in a good way so i just want to come in the board not only this board but the pass boards for for many many years for uh that fiscal component because it's not by chance so therefore what does this really mean to the taxpayers it means you're getting the best interest rate possible on the market and we will have a competitive process for that and i know people want to buy our bonds that's the bottom line and um which is which is excellent so any questions about that before i
013move into the second item okay the second item is i want to spend a little time as john to come forward uh with an update for the board about the learning data that we've collected this spring as we have had the students return into the buildings we have been able to collect progress update both in math and in literacy for our students using the map assessment which is our local assessment piece that we have used for many many years for our students and i'm going to turn over to john and let him just do a high level update for the board i did provide a document there for you with much more detail in it and but i'll let john share some of the results that we've seen so far this spring john thanks brian
014um yeah so thank you for for giving us a little bit of time we'll give a more detailed report on the may 18 board meeting when we do our academic um update as well our curriculum update um so what we saw was really uh for where we're at with covid what we would expect to see in a time that wasn't in the middle of a pandemic and that was sort of uh pleasantly surprising to us similar to what we saw in the fall um this time though as as we talked about when we reported in the fall we were able to compare ourselves to ourselves so we compared ourselves to national norms and we compared ourselves to ourselves um so just kind of working through here we saw aggregate data that indicated that our students
015are making normal progress academically on the on the measures that we normally look at pre-k or i'm sorry k-8 which is our fast bridge and our map data um i think it shows a couple things and i just want to highlight this for the board a couple things on each one of these that i want to highlight first of all i think it shows the work that the building leadership teams have done at each level elementary middle and high school to enhance and support to build and enhance systems to support struggling learners i think that we've been intentional about that i think we've used the cares money and esther money to do that and i think that that has really helped our struggling learners during this time thankfully i also think that the thankfully again
016this board gave us permission last year to hire some support personnel in the terms of social workers and psychologists and we continue to look for more sel support and i think that has really helped these learners that have been struggling through this time so that academically they're not falling behind that's not to say that students aren't struggling with social emotional needs but i think we're we're working and we're building better supports continuously to support their needs and we're seeing that they're at least not falling behind at large rates academically um secondly what we're seeing is we're seeing um an aggregate balance and what i mean by that is we know that kind of as i alluded to previously we know that there have been students that that are struggling through the pandemic academically but we
017also know that some students are really thriving and what we've seen is that those have been balancing out and again i go back to the sel and academic supports that we built through this pandemic that it really helped us maintain again overall progress and allowed us to target needs the needs of those students who are struggling and hopefully support them through this and i think we're doing a pretty good job of that not to say that we can't continue to do better we know we can and we're trying to do that finally just looking at the data themselves um you know it shows consistency from years past so so the data from k k to eight shows pretty consistent with the years past and when you look at the map data um that's the one
018that we look at most often because i think it's the most consistent uh it's got a margin of error plus or minus three all of our numbers we have some that are above what we would see in the past we have some that are below um we have one sixth grade i think it's math that that we're we're it's right at the border and and we know that we're we're looking to to support those students especially building some math supports next year at the middle school but overall when we compare ourselves with the national norms as well and i want to remind the board that those national norms that we're comparing to were done literally the year before kovitz so they're they're pre-covered numbers national norms so we're looking at how do we compare to
019what sort of normal life looks like and we looked that we looked like we're right where we should be right where we would be if we were in normal times academically also what you saw is that we continue to see that we look very similar to what we've been compared to ourselves in years past so our scores are kind of right where you would expect us to be when you compare our winter data with with winter date over the last several years so that's a good thing as well and i guess what i would leave the board with is this this sort of parting thought if i'm thinking about this before we get to the the more detailed report next month um it's been impressive what i think that and i don't mean to be
020a pollyanna here i think it's been impressive what the the buildings the leadership the teachers support personnel that we've hired are put in different roles have been able to do through this pandemic to maintain the academic integrity and academic progress of a high performing district like barrington 220 and the thought i would leave you with is imagine if we maintained those supports as we come out of the pandemic what we could do academically for these students not just academically but also social emotionally so if we keep those supports in place as we emerge from this crisis imagine what we will be able to do for students if we if we make that a priority it's exciting it gives me chills to think about i think in summary my comment thank you john for that is
021i know there has been significant concern uh from the at the board table here we've talked about it i know we've heard from parents uh and you know with this issue as well and students that there was this significant learning loss scenario okay it is situational with some kids there's absolutely no doubt about it all right i want to make that clear however in the aggregate we are we are right on target academically where we would typically be in any given year now that does not mean we haven't had schooling once okay and we know that and we could spend hours talking about that and we're looking to continue to bring back that normalcy that we all want in all of our schools uh and believe we'll get there hopefully sooner than later but um
022uh i i just want to make sure that uh and we'll provide more detail and more information uh next month when we look at uh the overall curriculum update and do a more comprehensive review of the assessments also the state assessments will be uh starting to be giving here in the next week or so they're happening right now okay correct it started sorry i knew it was coming up and we will be doing our ap testing as scheduled starting here in a couple weeks at the high school level so we're going to have a lot more data coming up in the next uh several months that will either continue to confirm what we're seeing or if we see where there's challenges then obviously we'll be able to pivot and provide the necessary interventions and supports
023to bridge those gaps any questions from the board i just had a quick question for the and thank you for all this this is awesome so at the high school level you know i was talking to steve and it sounds like the state of illinois withdrew funding for the psat kind of you know very late in the game and now we're in a situation where i don't think we're able to are we able to administer the psat at at all or not for the entire building not the state assessment we were not able to order them psat at the last minute when we got news that they pulled it we tried to contact uh college board to order our own local psat but we could not do it so we're not able to do it
024this spring at all nobody in the state is there isn't any high school now psat is running independently college board is running those sessions we have a lot of our kids participating in that but it's not the typical state-run assessment that we've run in the past so how do we with the state testing you know that kind of gives us more data for you know high school students what what is the the process then for the spring like is there alternative testing that we do we will continue so we will do the sat test which is is the is the one that we would normally give the state did to do that we would give the ap and then really what we'll have to do is you may recall angela that we we changed this
025several years ago but in the fall we'll also have all the students take the psat battery as well so we'll have the eight nine for both the eighth graders ninth graders and we'll also have the psat nmsqt the national mayor qualifying test um for uh 10th and 11th graders and then they'll also take an sat with us at that time so we'll get that sort of full battery in the fall right early in october okay that'll be our first opportunity in a summary format like that at the high school level okay got it yeah but we will have our ap data we won't we are we'll have our ap data later this summer uh that will we'll take a look at that we'll see where that situation is you know for kids in those courses
026that's not a comprehensive look but it's we'll still have a lot of data to take a look at to see how we're doing john can you remind us what grade level we normally give the psat test at what time mike that's what i'm asking you okay spring in the spring we typically give the psat to the 10th graders we give the sat to the 11th graders of course and then we usually give the psat eight nine to the ninth graders so this year it's s.a.t only it's going to be delayed you're going to give it anyway to the 8th graders or 10th graders who are missing it in the spring no no we're going to give the sat to the 11th graders which is the state test the judiciary do you do you recommend that
027parents take their kids at those ages to do it elsewhere like you said i would recommend at that young age for them to stick with the battery that we offer in october quite honestly because they'll get the psat eight nine for eighth graders ninth graders uh the and tenth graders and then they'll get the psat nmsqt for the 10th and 11th graders i'm sorry oh the 10th and 11th graders would get the psat in the fall and then get the psat or the sat in the spring right two rounds of tests that's correct they get a lot of familiarity with the college board testing trust me yeah i would not recommend them running out to take the psat 89 unless that's their choice they can certainly do that if they'd like to see it again
028but they're going to see they're going to see a psat style every student in barrington is going to see a psat style an sat style test about a minimum of five times before they take the sat so it'll just be a little later this time that's correct yeah if you have a song you can always utilize khan academy as an online tool and actually what they do is they will they can take a practice test it's very low pressure but then the parents and the students get feedback um they actually send some tutoring tips and they'll actually work a daily questioning so they just get some practice with it essentially that's what we want to do at this point with the psat is help students and teachers and families to understand where maybe some blind
029spots are but they can certainly do any other questions for the board at this time thank you for the explanation it was it was helpful and i look forward to the next report yep all right thank you thank you that concludes my report thank you very much um we had some informational reports any questions okay what about board committee reports i had one from a resource allocation met on april 9th we reviewed two items that are likely to be implemented because they were cost neutral so some additional elementary stem and um additional social worker at health so those two likely would be implemented just because it was cross-neutral situation but those are the things that we reviewed it that was april 9th the insurance committee met last thursday and just to review our contract with
030our employees when insurance this is health and dental when insurance rates increase we the district 220 covers the first three percent of any increase this year i'm happy to say there's going to be no increase in the cost of insurance so from our budget standpoint that's a great thing because we've allocated for that we're not going to have to spend extra dollars on that i think employees are happy because nothing's going to change with their insurance next year so it's nice to have a no change for a fred instead of some big raise in insurance class so i think it's win-win they turn out a different way so that's right anyone else there's no i'm sorry just make sure there's no change or is it just within the within the alarm no change i think
031i just want to make sure because i was there too and i walked away thinking it was within was within the allotted increase there's no change for employees right okay that's what i thought so it's not above the three percent we're going to hear a little construction update tonight so we're going to clarify that real quick employees will have no change in what they have to pay for insurance next year now if an employee decides if the employee decides to go from hmo to ppo they may have an increase but the what we're offering is the same for them from last year and to this coming year will be the same offer to you after the meeting if you'd like or or you could david doctor if you could talk today um okay any anybody
032else okay um we're going to move on to our consent agenda is there a motion to approve this evening's consent agenda removed again okay including in tonight's consent agenda is um we've received a generous gift from mr bush hour of some camera lenses so that's part of our finance item as well as board exception reports uh nslp report from march 2021 we've got a bill list from april an nslp bill list from the same time period we have a bhs activity report from march as well as an elementary activity report and a wage report all from march we have a revenues and expenditure report as well as a treasurer's report we have a revised personnel report we also are approving an intergovernmental agreement with the northwest educational council for student success this is our group
033partnership with district 211 district 214 and harper college and this is just a revision but continuation of an agreement we already have we're also proving our membership with the ihsa and the adoption of textbooks and instructional materials any questions roll call please andrew bradford yes penny cashmere yes leah callister lazari yes mike shackleton yes barry alt-schuler yes angela wilcox moving with our action items here is there a motion to approve a broker agreement with marcus milicep for the sale of 310 east james street a little bit of a recap the board has gone through the process of placing james street our former administrative center up for sale twice going through the bidding process and have been unsuccessful so we are within the law and we are now engaging a realtor to help us with this
034process um so that's the contract we're approving here questions comments roll call please mary alt shuler yes leah callister lazari yes mike shackleton penny kasmir sandra bradford yes angela wilcox yes motion is there a motion to approve the sodexo contract renewal second we discussed this at our last meeting um we are sodexo has asked for a 3 increase and that's what we are going to be approving here tonight just to note that that was less than the index was indicating at 3.9 in december so questions comments that's a comment that this is the sodexo which covers k through 8 and not the high school just in case anybody's wondering separate food service contract for the high school roll call please callister lazari yes angela wilcox sandra bradford yes penny cashmere yes barry altschuler is there
035a motion to approve the breakfast and lunch prices for next year second basically this is just a proving that we are not raising any rates they're gonna stay the same as they were this year questions again that's k through eight right uh okay if you're eight is correct yes yes any other questions or comments roll call please andrew bradford yes leah callister lazari yes mike shackleton angela wilcox yes barry alt-schuler yes penny cashmere motion passes is there a motion to approve a resolution authorizing the honorable dismissal due to reduction in force of part-time and full-time educational support staff so moved second this while the board always feels uncomfortable doing this this is something that is that is required by law that we do this to a certain point at this time um and we trust
036that our hr and administrative staff have worked with each employee and have already communicated so any other comments or questions just be clear this is the bseo employees we did we did something similar to the bea last month correct call please mike shackleton yes sandra bradford penny cashmere yes leah callister lazari yes angela wilcox yes barry altschuler yes motion passes on to our discussion items our first discussion item is a referendum construction update as penny mentioned earlier in the reports we have an update tonight for the board related to the referendum work we have a team here tonight that's going to come forward and provide some updates the referendum construction committee met last week and as the board is very aware we are in full swing uh with projects at every school but tonight we're
037going to focus on three different items and i'm going to turn it over to dr winkler you're going to start correct yes all right [Applause] for our audience would you mind just introducing everyone who's with you okay thank you i'm craig lincoln assistant superintendent for operations in k-12 schools uh we're joined tonight it's okay by dennis payne from dlr group uh we have nicole cetera our director of facilities and lance trish from pepper construction don't mind the person to my right who makes all things possible thank you you are awesome thank you so um the board really called we just have a brief presentation nothing like last time where it actually took two meetings and uh over 60 slides um tonight we wanted to give some updates though during that high school presentation on march
03816th a couple items came up that really needed some administrative follow-up and there are some questions that we promised to come back to the board and provide some updates one there was discussion about universal design and so our team tonight is going to provide some updates on the work that we've been doing since march 16th on universal design and then two there are some questions about exactly what kind of structure and pricing for the buildings and grounds that we would be looking at that new facility and straightening out some of the bus lanes on the east side of the high school campus so those are the first two items that needed follow-up and then third we're pretty excited you know construction is actually now occurring as soon as school gets out at our two middle
039schools and so we thought we would provide the board with some updates on exactly what that construction is going to entail as we conclude the school year and really enter those summer months so those are the three things we're going to talk about this evening last time we asked you to hold questions you know to the very end because the design is kind of built on each other i don't think that's necessary tonight i think it actually might make sense that we'll give a short presentation and update on universal design if we can expand on anything or answer any questions we'd be happy to do so and then we'll just kind of move on to the next topic okay that's kind of the structure for tonight so first up we're going to look at universal
040design and dennis baine is going to kind of lead our conversation here excellent so we thought it'd be important obviously to look at a definition and deal our group subscribes to the unit the seven principles of universal design that started with north carolina state there's a design center there and really gets involved and has got grants from the federal government for sustaining that but i want to assure you with this this definition that dlr group does take this very seriously and and universal design just like ada design and such is just embedded as part of our process and so with the memo that you've seen and some of the principles will go through tonight it's not like we just started you know when the the the category or the content or the topic came up
041we had been doing this and embedding in the drawings which is documented in your memo and there is still obviously room for improvement because we're still designing so you also have a list of places where we're going but tonight we'll talk about a few places where we're at so just a quick reminder on the seven principles of universal design we'll be showing examples of where we currently are for the first four um again just a snapshot and a small sampling of the things that we are doing in the project the first one you probably recall seeing on march 16th so i'm going to say this is a before picture where this is the new front entry on the south side of the building just right outside those windows that you can see this is the
042image that we shared with that as part of that major presentation this is one option as of where we were on april 20th where we have started to engage and develop maximum usability and flexibility in terms of getting to the middle levels of our learning stairs so we can access the lower level the middle levels and then obviously the top levels this would be done so with a lift as an option that you can kind of see off the left side there and i think the exon metrics are the the easier to see and add clarity the other example is option two where we have integrated a ramp system that's a lot more universal design doesn't call attention and is is an option to consider and and both right now we're exploring in more detail
043the second principle is flexibility and use and this is really an example of where we need to provide different types of furniture of different heights size types again just to expand the flexibility based on personal preference is the key for principle two with flexibility and use and so you start to see some examples of that we haven't looked at the furniture in any detail yet but it kind of gives you some precedent imagery of what we would be working towards the principle number three simple and intuitive use so you can kind of if you recall to the left the existing student services where with the work of the the principals and the administration at the high school we've actually made it easier for wayfinding and consolidation in teams so it's much easier to get where
044you need to go as long as you know your team name you can get through the front entry get there's a reception there that will direct you and get you to the right team versus sending you all over the building for different services in different types so it's simple and intuitive for use the fourth principle fourth of the seven is perception of information and this is really right now and one of the reasons for doing some things that the entries uh and again working with the high school administration is knowing where the front door is and so the color the the massing and obviously you'll know exactly where you need to go the moment you pull onto the site as far as where the front entries are again just perception of information our next steps
045obviously we're going to need to continue i think this might be yours okay go ahead sorry guys if you need to we're on the same page so our next steps obviously we'll continue to refine the options uh and we do have some work to do as we noted in our memo and we're starting to invite staff and some community members that we're hoping to in early may in terms of giving them again an update on where we've been where we are and where we plan to go yeah thanks lance real quick um i'm sorry your lance um dennis yes sir so there were seven principles yes and we stopped at four i'm just curious what the last three are i mean if you right there the tolerance for for error the low physical effort and
046the size and space for approach and use and so i think in our memo we talked about all seven of them okay and gave some examples of things that we already have in the drawings and had in the drawings but also some areas where we still yet need to explore thanks you're welcome yeah mike we didn't do those last few we felt like we didn't have good imagery to go along with those to explain um those so we didn't march through all seven but as dennis had mentioned you know we're on journey here i think when we did the the two board meetings with 60 slides i think i made the comment that night that i think what we showed you was like version 42 because we continue to rip it apart and rethink and
047so forth and we're going to do that same mindset here with making sure that as dennis had said universal design is not something you arrive at it's a process you go through we're going to continue to refine that even since our last meeting on march 16th we've invited more staff nate rouse our director of equity has joined us in some of our conversations we have some research going on with different companies and manufacturers for like this type of equipment as dennis alluded to with furniture there's also solutions in that pe wellness area where we know that we can continue to look for ways to include students that may be temporarily on crutches or things or have permanent disabilities that require you know accessories and wheelchairs and so forth to assist them so we are continuing
048to do this work our intention is to be at a good place by the beginning of may to start to involve more staff throughout the district as well as invite our community into the conversation we would host several meetings like we've done with grove in the two middle schools where we continue to build opportunities for people to join us and help inform our design plan so that's kind of where we're at in the journey are there any other questions that the board may have that to give us some feedback and direction as we continue this work on universal design i just have a huge compliment you know now that we're starting to get to go back into the buildings to see our kids you know participate in their sports um and i only knew a
049lot of the entrances from looking at the presentation that barrington high school from a few weeks ago um but even with that knowledge as a board member and you know obviously a parent um i still was confused when i went to enter where i thought we were supposed to go which is where we used to go but now just the athletes enter and i think they said go to door 34 or something like that first 34 but it will you know it's one of those that you might not be 34 but it you know i was but i saw it i told my husband like oh my gosh this will have like a big red canopy and you know it's really i think so helpful you know as someone who you know is your kids
050get older you don't go into the schools as much as you did when they were you know babies but um it's so helpful to to have that is kind of a directional prop so i just want to say good job one follow-up quick question do you know what the process will look like for community members who want to get involved how that will work sure what we're planning to do is uh send out a district-wide invitation that if you're interested in doing this work to contact us and fill out a simple google form that supply your email address and then we would send information as to when the meetings are going to occur in the zoom links and so forth to try to get people that may be outside of our immediate district email group
051and so forth so trying to do that just to collect so that it's really we know we need more staff involvement and we also know we need parents but community members um as well so you have an email list of those people then we'll collect that from those that are interested so we'll put an invitation out and those that want to join us then we'll supply the information contact post it on the website or something yes okay i thought i heard you said you would send it out like in a district newsletter or something to everyone so every person that receives the district newsletter would receive this invitation correct and then once they contact us and supply their email then i would provide them with the more details of the nights that it's occurring and
052ways to join the meeting and so forth you know i appreciate that you know not everybody gets the newsletter i'm surprised because i look forward to it and i read it and um so for people who think that maybe they missed the opportunity we have covered some of the details to how they can get involved we've been contacted by some individuals already and we already have their information so we'll include them as well any other questions or feedback for our group on universal design okay then i'll transition to buildings and grounds this also came up at our last meeting as we were considering a lot of different elements for barrington high school one of the things that we brought to the board for consideration was how to address buildings and grounds either staying on the
053site or being relocated the board gave us direction on this path of straightening out the bus lanes and providing new sidewalks and striping for our buses to be able to access students along the east side of the campus in order to do that we are removing a current gas pump widening the lane and then reconfiguring building c on this drawing there are two buildings and grounds facilities it's the northern facility that needed to actually be reconfigured in order to expand those bus lanes and so there are some questions about what does this structure look like what would be the pricing and so forth so this is a cold storage building meaning that it is a pre-engineered metal building it will have electric supply to it so that we can have lighting and power and you
054know for equipment and so forth out there but there are no bathrooms there are no facilities in it it's it's not a heated and cooled space so this is the type of building it's a metal prefab building that we would be uh constructing in place of uh the current building that's there now in addition we would be applying there were referendum dollars that were applied to this project that we had identified to demo uh the current building that was called out on the list of items and we would be using those funds to help us because this building would need to be taken down and then reconstructed um on site push so so what you included and this is one of the things that we had discussed at our committee meeting is if you notice
055in the packet there is a breakdown of the pricing so the total price of this building is a little over 289 000. the amount that we had allocated for demolition was about a hundred and twelve thousand and so the additional cost of of doing this is about a hundred and seventy seven thousand dollars and um it would be helpful to everyone you know doing the work over at the high school if we're okay with this if we could give a thumbs up now so they could keep moving forward with ordering what they need to order things like that so it's not since it's an additional cost are we just assuming that it's that we'll be able to make that up with the within the referendum dollars yes right i think also it's worth just reminding
056everybody that when we were originally talking about building a new building grounds building we were looking at two three four million dollars that's not in the cards now so i mean and again it wasn't referendum dollars but that was something we would have to come up with those funds and we're not gonna have to even talk about that now so i feel in a way we are saving we're saving the taxpayers even if it wasn't referendum dollars and i'm happy that we can do this for something that's significantly cheaper and i think in if you guys give us kind of the thumbs up as penny mentioned in concept that this is direction that we're comfortable with we would bring back the actual pricing format for the board for consideration we just wanted to kind of
057give a high level this is what's included what it costs here's how we'd be applying the dollars in an overall budget estimate looks like the numbers came from lester buildings is that manufacturer of the uh engineered building okay it's a brand okay happens to be the same brand the building that we're taking down so it's it's literally a pole barn it's so we don't do bids independent bids for you know a situation like this it's just still bidding okay we're still we're still bidding out so so these numbers aren't necessarily correct there's still there's still an estimate okay high level estimate so so what we would be kind of giving a thumbs up to is in concept so they so they could go out like the fact that this is a the building is the
058type of structure it is that it's not heated and cooled so then they could go and take the next steps to actually prepare the bid documents and go through that process awesome okay i wasn't i got a little confused thank you just like ballpark and then we also talked i think it was a couple meetings ago about should we decide buildings and grounds is going to go somewhere else we would be able to reuse this building for other curriculum at the high school as well still still will meet those needs i think it still affords us an opportunity where we're we're constructing a prefab building on site right versus constructing something that would have a you know a foundation and be a more permanent structure i think there's still flexibility with going this route of
059the cold storage building absolutely and then so this kind of estimate though this includes like labor and all of that or is this just materials no it's total okay so the excavation and and then all the okay got it this building would actually just like sit on an asphalt pad so the company comes out and they dig the holes put in the concrete stand up the you know the wood columns and then include you know encase it and close it but there's there was our is already water gas electric going out there electric currently there's gas and electric they're not the footprint isn't changing so drastic that that you probably couldn't use that existing service in some way or shape right okay yeah we just felt bad last time we showed you a box but
060we really didn't give you a lot of the details around this so we kind of wanted to give you a little bit more sense of kind of where we were heading and the type of structure just to give you you know it's not a permanent building that you know would have bathrooms and so forth and facility it's really a kind of a cold storage location it would have power and things for us to be able to utilize just in case we're asked what is the what is the purpose of this building i think there's salt storage no storage is separate this is cold storage for any materials or equipment that we have related to grounds and maintenance um any old mowers mowers traps things like blades leah came out and i took her on a
061tour right leah that's right wanted to know what what what was going on i can't understand it if i haven't seen it so thank you can we give the thumbs up you know so so they can continue doing the work on this yes and one more quick question you said we're removing the gas pump so we're not moving it we're removing or are we moving out it's going to be gone it's kind of in this um e on in the lane right now yeah so we need to remove it in order to create the bus uh parking spaces for pick up and drop off we won't we won't be at a loss for not having that presence i think we could give the board an update of where we think you know a logical location
062would be if we decided to you know relocate and how that would work and function i think right now we're just looking for can we go ahead and move these things and reposition craig can you give us any similar update on moving the salt dome i mean because that seems like a good use of space possibly would it make sense to have the salt dome somewhere else we've looked at some concepts of moving that salt dome back or even down below or other locations in the district i don't know if our team has landed on one particular specific path but as we continue to evolve with this i can give updates on that as well unless anyone has any any other thoughts on where in order to share what we've talked about that's it i'll
063just give one experience situation um there was a time when we were not i don't think i think it was not being used or we didn't have when we got a new one and it was in another location at the high school and there was we weren't using it all ourselves we'll just say that some of it was being used by others so when you think about where you're going to place that having some security is always helpful the gas pump do you have to dig down and take out the storage tank for what's underneath also is that part of the project it's an above-ground storage tank it's in a concrete pit above grade oh the gas thing is above ground i didn't realize that it's a double wall tank above it i didn't realize
064that i thought it was under okay all right okay so i think you got the thumbs up yeah thank you for the direction and i'll we'll provide more updates as we get a little bit more uh detailed all right so next um exciting part construction's starting so i'm going to turn it over uh to lance trish with tougher construction who's going to talk a little bit about middle school this summer yeah so craig said now what's the exciting part you know there's been a lot of effort that's gone into getting us to this point so what we're looking at on the screen is in our overall construction schedule for both prairie and station middle schools they're both on a very similar track they have a lot of the same types of projects you know the
065additions of the classrooms and you know some of the facility assessment projects and the safety and security are similar so they're really on a very similar path so we're going to start in you know the june of of 21 this summer right around the corner and basically what's going to entail is we're going to have two summer projects so i have a summer project in 21 and what a summer project in 22 that'll you know take care of the majority of the you know kind of renovation and interior work and then we'll also in june of 21 we'll be starting both the editions demo and the you know the mobile starting the editions and those additions will carry into the spring of 22. so that's kind of the overall high level schedule and we'll start
066and we'll dive into a little more of the detail as we get further into the presentation so so one of the things we looked at was you know how to prioritize you know our project so you know obviously the first one was we wanted to find projects that would immediately benefit you know students and staff so that was one of our key components you know we wanted to minimize disruption of the classroom environment which is why we kind of staggered this over two summers so we could you know you know take a project like station we're replacing a lot of rooftop units there's just literally no way we can do them all in one summer so we had to stagger those over two summers we're gonna do a lot of sight and building enabling work
067over this over the summer as well to get us prepared for our auditions and and or renovations and then once we get into the school year it's really going to be mostly exterior work working on our additions carrying us into you know the spring of 22. so i'm going to turn over nicole nicole's going to walk us through some of the particular projects at each school so as lance said prairie and station are on a similar track so there's a lot of projects that are the same some of the ones we identified for the summer is what we'll talk about first so this initial summer uh it's a long time coming but we're going to demolish the mobiles and begin construction on the new additions and we'll uh we'll update the restrooms and do some
068renovations there because that's again a project that can't be done during the school year because it would be disruptive to the students but they'll see immediate benefit right when they come back in august same thing with safety and security upgrades mechanical upgrades and then interior finish refresh that's kind of throughout the building classrooms interior space and masonry repairs so it's the kind of stuff we want to get done at both schools prior to the kids coming back in august station and prairie each have a couple individual projects that are happening this summer prairie's going to get a locker room refresh and redesign which again is probably a long time coming for for prairie we're going to construct the new bus drive lane so those will be ready to go prior to the start of the
069school year and we'll renovate the main entrance there at station yeah no go very bus drive lanes is that referendum work it is yes so the prairie site work that's not referendum work i think it's scheduled right now for the following summer yeah we're coordinating so that the design of the south of the parking lot on the south side of the building will work with the design of the bus lanes so uh first station we're actually replacing the water main there we're going to be replacing some windows and then there's operable partitions existing today in the classrooms that need to be replaced so again all projects that would impact the students in the classroom environment we'll get those taken care of this summer so after the summer beginning in august once all the kids are
070back and we're back to a normal school year hopefully we'll keep working on the new additions tie in the additions to the existing buildings well next summer we'll finish off mechanical upgrades the rest of the interior finishes safety and security and we'll also be installing a voice over ip system so that'll take us all the way through to the end of the projects in november 2022. that concludes our presentation any questions or uh follow up on the middle school construction timeline if you take away the mobiles and you're still working on the new edition classrooms in the spring in the fall where do those classes go in september i guess is my we have we kind of have one tough year i mean you can't replace those classrooms all at once so our principals mr
071lobbins and mr alfs have worked with the staff and they've designed a schedule and room assignments in order to accommodate those classes for the one year from august to august that we're able to move them back inside the building because the mobile is gone and then there will be more traveling teachers and our room utilization will increase that any classroom that maybe that teacher is on a plan period there may be another teacher moving into that space to teach a similar content and so forth so it's those kind of trade-offs that we have worked out but all students will be back inside the building next year at both campuses which is what we experiencing when we decided to get the mobiles in the first place so we're kind of regressing but just for a short
072period of time for a year until we can so you anticipate then in august of 22 that there will be usable classrooms even though the construction is going all the way to november yeah the additions will be done okay yeah the only thing that we'll be doing in the summer of 22 there's going to be some tie-in work where the additions actually connect to the existing building some of that stuff we can't do this first summer because we don't have we won't have our building totally enclosed in our audition so that some of that's tie-in work will have to take place over next summer but i mean that's minor in nature and how about september october november of 22 what do you anticipate will be then because your timeline goes to november yeah you know
073and that's a great point barry i mean that timeline probably has to do more with closing out the project the paperwork end of the but the work will actually be done but we'll be ready for the school year it's a punch list there's always a punch list but it's a great it's a great question in august 2022 without fail just to kind of go back to leah's question a little bit as far as you know utilizing the rooms with maybe multiple teachers and things like that as we're working on building this new space does did i remember in the middle school presentation from a few months ago that was kind of one of the yep yep i know what you're saying um yeah i think there will be some new routines and ways to approach
074instruction that the teachers will be participating in next year while we're going through the construction phase that they would then be able to carry over and actually apply with the new facilities because those spaces may not be fully assigned to a single teacher it may be a situation and this is going back even to like the build 220 when we were exploring different options and working with the staff so yeah i think it will give them some opportunities to practice those routines uh next year and that should carry right into the the new addition i also know the principals are thinking of taking advantage of an opportunity here because we're going to have new these new classroom editions of really thinking about the building holistically and where classrooms are located and how they're utilized there
075may be some reorganization and restructuring that occurs so that where maybe certain classes have been in the past now that we've got these new rooms that have new capabilities there may be some new thinking and so the principles are working with the staff right now on how to identify which classrooms and so there may be some improvements um made as far as taking advantage of the additions just from a way the building functions you know we may look to centralize some of our programs that kids at all grade levels get to so some of those programs that maybe were out the mobiles they may move to a more central location to be able to be easily accessed and so forth so that's the work we can give an update to the board and community as
076the principals finalize those plans prior to the next august you know a year and a half from now i think you know when we put the mobiles up there you know the building was was over capacity right and now they're going to go back into that mode for a short period of time during construction and truthfully this is going to happen at the high school for three years i mean i'm just anchoring expectations of where this is heavy right as we are in construction mode unfortunately that's when we'll make it safe we'll make it appropriate but it's not going to be ideal until this work is done that's just the way it's going to be and we'll continue to follow up prioritization so that we minimize disruption at the high school and you know maximize
077the classroom environments and stuff as much as we can but brian's right there's no way to avoid it all together there's going to be a little bit of a short-term transition while we go through construction we're going to have some some teachers sharing but the kids are the students are going to have to um learn to move differently as well potentially think about remodeling your home yes i'm just thinking okay i mean that's a good analogy right we've all lived through that type of a scenario and i think that's kind of what's going to happen okay any other questions or feedback for our group thank you thank you okay such an item is the custodial contract at barrington high school uh we received a number of documents here basically the contract was put out to
078bid there were nine bids received there were a couple layers of information that were needed to be provided to be part of the bid process four were eliminated and based on the criteria gsf received the highest rating if you will and um that is what is being is that what's being recommended i'm sorry we have a little chair issue there sorry i just kind of summarized what you're doing yes absolutely i guess i'm just asking is gsf the company you are recommending for approval yes ma'am okay um questions from the board so there was waiting that was described in here so gsf got the highest rating because of the weighting um which is a little bit different than we see on other bids because it typically goes right to the lowest price in this case
079checking to make sure i'm reading this correctly they were not necessarily the lowest price but because of the weighting they scored the highest that's correct this is a 10 more similar processor we go through like in a food service right similar not exactly the same and food service is one thing that's really peculiar in illinois which is under consideration to change the legislature is is actually considering that because right now that's a pass fail with a set of criteria and then mandatory low bid most other things uh you actually can do exactly what we have here transportation would be you know a great example because it's not all there are a variety of factors in this case for example both capabilities and the ability to staff and to maintain this on on a little longer
080term basis are things that we think are very important as well as experience that that we have had either in-house or that others have had with these you know with these vendors so we wanted to provide a mix uh and in talking with my colleagues at other districts uh as well as some companies that perform these services you know that they believe this is the an excellent approach and way to think about how do we award bids to make sure that school districts get what they really want out of their contracts i was curious looking at abm who we have now and gsf who you're recommending that you know the cost was pretty close but the the reference and staffing um we know the one company because we have them working but the other company
081came out better so i'm just curious why so so some of that is related to our internal experience and quite frankly we've been challenged with staffing with abm you know and talking with uh with some other districts about the experience with with gsf um it's a different experience and one of the reasons that they're actually a little bit more expensive is because of where they position themselves in the market and what what abm will tell you is right now they've been challenged staffing at barrington high school because of the depressed wages that we have and you know right now we're we're competing uh they're they're competing with everybody in terms of price and you know this is actually something that that elliot and i explored uh with our with our vendors and asked for submissions
082about what is your staffing strategy you know is it worth a little bit more to make sure that we actually have a full complement of staff at at the school and based on elliot's experience and trying to get the building clean and make sure that things are done the right way yes so we felt that was something that came in here when we looked at staffing plans and our our belief and experience that we and others have had how likely is it that they'll be able to stay fully staffed what kind of leadership will they have what kind of development will they do with their staff that came into play in the ratings both on the staffing side as well as on the reference side were they able to keep staff longer like a better
083track record of losing staff compared to the other company being here but how long is the initial contract for the way that we structured our bid was for a five-year period with the ability to have an annual out that's typical that's what we have done in the past and the difference here is that it's we're not negotiating price every year so this is it is a five-year contract here's the price and we can get out um at at any point any year that we want they can't raise the price year to year not beyond what's in their what's in their response that their price is their locked in price and one of the tricky things on this pricing was the minimum wage law and we have employees that are being you know that are covered
084by that that currently are working over it at the high school and so factoring that in you know minimum wage is going up by a dollar a year yes when you do that on a percentage basis that's a pretty significant increase but it's known what that is and so rather than trying to leave this to uh let's have a discussion every year and and try and figure out based on minimum wage and other factors we chose to put this out and say give us your price for each of those five years you know what your staffing cost should be that's a big component of your price let's lock that in and then if for some reason we're not happy with the service or with something else we'll bail on the contract and we'll rebid that's
085good because we have in our history we have had an experience where we were kind of between a rock and a hard place and we were faced with in order to keep our expenses constant reducing staff just one kind of minor observation here is i noticed that the total score for gsf is slightly different than what's recorded in summary 91 versus 93. i just want to make sure those match uh still don't have to be the highest score but yes what's in the body is unless i missed where there's a different calculation it is uh and it is 93 and it's actually and i'm sorry about that i thought i had you know adjusted all that actually was based off of actually the pricing scale so when because we made it we made a change
086on um on these because what we found was that we actually had three bidders that depending how you look at the price they were very very close so we start to factor in if employees are taking insurance and how does this play out and you know a couple thousand dollar difference on um on a a seven you know 800 000 a year contract it was hard for me to argue that they really should get a different score for that so we had originally done it on lower score you have the lowest price got the best score and everybody else got a little bit lower score decided to change that to i can't really go to you and say you know a couple thousand dollars over five years is really worth you know five points less
087on uh you know on a scoring mechanism so um so i did adjust that and as ellie and i talked about it and took a look where does actually gsf fall on the range between the the low and the high it was about 15 off of the um off of the low compared to the the high price we drove that to say well let's change that to an 85 score out of 100 instead of an 80 that actually added a couple points on there i will tell you we've done some sensitivity analysis hypothetically if we were to change the weights around and do some other things and most of those ended up with still tsf as the number one choice there's one scenario we did where abm had a better score based on one point
088you know but that was really to try and test is the recommendation based on the bid that we put together the right one and we believe it is in the past some community members have asked if we've had enough staff to do recycling in the cafeteria at the high school and i'm not sure if that fits into the contract bid question here but has anything changed with that or is that a fair question at this point we didn't change the staffing level specifically around that i think what what we have to look at in order to have a more effective recycling program is to really design what is that program and you know elliot is working with and with a committee to talk about what are some of the activities that we are doing to
089provide sustainable responses to our earth and i think that becomes some of the questions is how do we do that at this point we're not prepared to come to the board to make the recommendation to add staff in order to to do that but i think we'd rather take a look at what are the options that we have in front of us to be able to reconfigure what we're doing so that we can actually still get it done with the staff that we have in a meaningful way i think the lead the key issue that was referenced earlier too is making sure that the people that we have assigned to this pro this work show up and they show up on time and work the entire ship that's been a concern yes well especially with
090cobia right that's a really important thing going on right now that we need which we've we believe we address when going through this process and looking at that issue so can we support the administration's recommendation to move forward with gsf and ask you to bring a contract to us thank you board members thanks alex we will have this in that as an action i'm on the next scene yep don't go anywhere dave i'll say sorry with you i'm just going to hang here as we move on to our to our tentative 2021 budget discussion continued discussion so as dave gets his uh laptop hooked up here there you do have a few slides to walk the board through this you've been provided some updated materials and i'll give a little context here obviously throughout this
091school year we have had multiple conversations and updates not only with the finance committee but also with the full board about the budget this year as you know we have had significant adjustments in revenues as well as expenditures and it's uh you know the uh budget that we put forward last fall uh currently looks a little different so i'm going to turn it over to dave and sarah and let them uh walk you through why we are recommending an amended budget for the current fiscal year fy21 thank you dr harris board members you might remember sarah logger who's our director of fiscal services so sarah started this year in the district and was i think i'm just gonna say it i think she was a little anxious about about coming and making the transition she
092had been in a special ed co-op and she was coming here to a regular district a big job great district and the first thing she had to do in a weird year was finish up on the budget right so that was start you know she started in july that was the first thing she did and and she did a lot of heroics to get that done she did an amazing job and i'm so excited that she gets to do it again during this fiscal year is really part of her professional development here right yeah so but back so seriously back in in in uh july and august we didn't really know exactly what this year was going to play out like and if you recall we actually built a budget presuming it was a relatively
093normal year and it has been anything but a relatively normal year and at that time we talked about the fact that we're likely going to have to come back with an amended budget for you all right so um there we are back with an amended budget and uh but to get that started and sort of give you an idea about where are we going with an amended budget i want to tell you a little bit about our projections so sarah and her team also does each month take a look at what's our budget what are actuals what our projections for the rest of the fiscal year try and get an idea about are we tracking where we should be and we've really made a push during the last nine months to improve how we're doing
094that and what we're doing and our attention to that to make sure not just in a covered year but just in general that we are paying attention to the right things both our budgets and our actuals so uh so for this year uh we've got uh you know big impact from the pandemic and the way that we've done our operations things have gone up things have gone down uh sometimes the same things up and down and during the course of the year as as we were as things evolved we did have some lighter revenues particularly on the local side so for example we didn't offer our kindergarten enrichment this year that was about a million dollars of local revenue that we had budgeted that did not happen we also were able to with the support
095of the federal government expanding out the summer food service program the sfsp that provided school districts the opportunity to provide many more meals without doing a whole lot of checking the id it was anybody who wanted a meal that was available and the government provided through the summer food service program you know it's not summer they extended that throughout the year they provided revenue back to districts for all those meals that were served to support that making sure people who were in need of food had it available so that actually drove down our local revenue for food service so normally students some students are paying that was also another significant local change on the expenditure side we had a variety of of changes we had some salaries and benefits that were lower subs for example
096is an area where we had some lower subs but but then we also had hybrid 2.0 so things moved to the other direction we had some staff to be able to provide support for our students and to bring bring folks back transportation we've been able to realize some savings in trans and transportation so the end result as things have moved up and down what we really have is a projection that is showing a little bit more favorable now you might remember when we were talking about hybrid 2.0 we were actually talking about the possibility the district was going to run a deficit and it's it's really with pleasure that i'm able to tell you right now where we're sitting today as we look at at the budget and the actuals that we've incurred and what
097we're anticipating through the end of the year um that it's it's not going to be a deficit and we are not projecting that at this point in time so that's really i think uh great news and something that you have a continued attention on what are we spending our money on and why and you know some favorable changes that have happened with local property taxes coming in uh for the fall um the fall payment just a little bit ahead of where we actually uh budgeted them and the expectation spring will as well that's helping um as well as the additional cares that money that came in so there are a number of changes that really have supported this so so that's you know that that's where we were so as we think about the budget
098uh we have these changes that have happened but a really big thing that has happened is the uh bond sale that you approved so that was not something that we anticipated originally falling into this fiscal year so that even if it were a regular year um had we not had that in the budget i would be recommending a budget amendment for you for that reason to make sure that we included the the bond sale so the process is the same so it is a tentative budget posting an attendant budget making it available for public inspection publishing notice of public hearing holding a public hearing and then the opportunity to consider and approve a final budget and that of course has to be done by the end of june before the end of the fiscal year
099so where we are right now the anticipation well i'll we'll get to the timing actually my last slide so i'll give that to you then all right so uh oh actually sarah you should have like given me the elbow it actually had this stuff out there we've got a lot of this right now i'm sorry yeah so we sort of talked through i already sort of talked through this stuff um and uh yeah so getting our enrichment uh you know interest earnings actually have been down interest rates have been suppressed and that's unfortunate uh you know they actually uh you know had been starting to rise and then we had the pandemic rates have been down uh that does put a little bit of a crimp on interest earnings um yeah we you know we
100haven't done athletic uh events and uh things in the same way that we normally do where we get other other local revenue in um uh we also had an increase one item i didn't mention we had a little better result with our transportation reimbursement this year this may be because the transportation costs were lower statewide last year because there was a shutdown at the end made a little more money available to reimburse for school districts uh so that has helped dave uh one question the first one reduction in kindergarten we didn't offer that of this year did we that's correct we didn't that was a million dollar decline yeah so that's we didn't provide it either that's correct so it's we still had the expense which was primarily staffed we still have the staff because
101they were we reassigned oh you reassign them right to what all types of difference here we talked about this several times throughout the fall and then in january but at the elementary level we assigned those staff for uh to cover you know uh people that were out on accommodations to sub in the building to you know all kinds of different scenarios yes well it was it was the normal cost we would have incurred for kindergarten enrichment but none of the revenue so that's why there was a delta there and that sort of goes to uh the comments that penny made earlier about the the rift that we do each year and it's that process of there's a timing difference between when you know some things and when you you have to act on on some
102staffing changes so that was sort of where we worked uh we were past the rift date and you know then we figured out we're probably not offering this next year we needed them anyway yeah right yep we needed them didn't know what the school year was going to be like we had hoped to offer the program that's correct that's why we budgeted for the income but we really need those people to do what we're doing today in all elementary schools so i'm sorry one more question on that the third bullet so i understand we didn't have athletic admissions and we agreed not to collect for parking but the other registration and course fees is that just the we didn't reduce those it's actual collection rates are low which is not complete yet right that is
103corrupt and of course for outstanding fees if we end the year and there are outstanding fees it doesn't mean that we stop trying to collect them it's in some ways it's like property taxes where if someone doesn't pay their property taxes this year or we anticipate that next year or at in some year in the future eventually we will get those taxes back in even if that ends up being a property is has a tax lien on it when it's ultimately sold for bad taxes that money comes in although it may be a long time later we we know that at the high school as we talked with the board about uh fees in the collection that sometimes it's at the time you get to high school and uh that families become current on their
104fees as they approach the end of their high school career all right so of course we do have the 75 million dollars in bonds that that will close the beginning of june just like our last bond issue those funds will be deposited directly into the capital projects fund and they can only be used for uh for referendum project work they're not available for any other purpose other than what the voters approved on the referendum questions so but that will be there um and is uh is is the single largest change in the in the budget for this uh uh in the projection budget for this year so on the operating expense side uh we talked about i think all of these you know just maybe the last point is worth mentioning of course when you
105have increased participation and reimbursement from the federal government because you serve more meals you actually have the cost that you have to pay to so that's over to quest to to prepare those meals right so both sides go up so all right so uh what does that look like from our recommended amended budget just board members so you're aware the net surplus is slightly different it's not a typo it almost looks like a typo if you were to go back a few slides it's not we just use two different systems we do our projection through a piece of software and we actually are amending our budget where we type in some hard numbers and so they're about ten thousand dollars different but if it's our amended budget that we're bringing to you is consistent with
106where we anticipate our project projected and to be for this year those numbers are are very slightly different um and i'll mention on the one other point i will make you know i talked about the food service right and we so we have both revenues going up and expenses going up some of this surplus is related to our food service program so a portion of that surplus is that revenues were slightly higher so though any surplus in the food service program accrues to the benefit of the food service program so that is money that we have to reinvest back in our food service program so that's a little bit of the difference here on that rise all right so what are the next steps so uh published notice so we would publish notice later this
107week of a public hearing we're recommending a public hearing for may 18th with the board to consider a final amended budget on june 1st uh once that's done that we do the filings and submit to the state you know the final budget documents so that would be you know just like we do with a normal budget we just finish that up at the taillight so there's the there's the summary that we've got for your board members are there questions that uh sarah could answer for you one thing that i didn't see on there was uh and you i noticed you pulled out the cares act what about the us or two is there any are there any s or two dollars in here they're not in our amended budget for this year okay we we
108do anticipate now we do have keep in mind that the we got about 460 000 from lake county that was unexpected so we were allocated about 690 000 from the federal government and then we got a call from lake county email from lake county hey we've got some more money from you from our allocation we're distributing it out and we got a hard check for 440 uh 460 thousand dollars that was fantastic so it's different than you thought because you thought you were gonna have to submit receipts and everything that's that's right for the stuff the money that came from the county as best we know today they're you know that was money we're using following the same rules that we are for everything else but we don't believe we've got it we don't have
109to submit for reimbursement for that but we still have to tell them we're still tracking we saw we originally though wasn't it that you were going to have to expense it and then they were going to pay you back that is true for all of the other us or money okay but because this didn't come from the federal government it came from lake county they just got us a check got you so that that was sort of cool uh with dr harris hold it because you don't have to see chuck's like that floating around you know so um my other question just you know on the public hearing notice i just noticed that you've got this address listed and i just wondered if you wanted to think about possibly listing station instead absolutely if that's
110where we believe we'll be we will i do not know you do not know okay um that's that's a great point i mean otherwise it just forces the meeting here that's awesome i mean that might not be the worst thing in the world but you've got to put some address you do so yeah so apparently maybe that's something i guess i would pull the board for me right now to decide you know the ford board members that will still be here do you have a preference of sites for that meeting because once the meeting once the public hearing notice is put out there you need to stick to that address the june 1st meeting that would be the may 18th meeting sorry we're moving may 4th to station did we decide that the new board
111will one of the the all action they will take when they're seated on may 4th is to you know create their agenda and when our next first meeting will be in it if we follow the typical schedule it'll be may 18th okay but that's hadn't been decided at this point but in in the location is though i think we need to firm up because of the notice i'm okay with leaving at the station all right so we will thank you uh for for reading that point up we will adjust that address before we publish any other questions thank you board members and sarah you're welcome for all the extra practice i've told dave many times i think i've learned more in the last eight nine months than i had for the last couple years so
112we are grateful for both of your expertise so thank you thank you okay the next discussion item is related to um positioning of the flag um mike had asked that we add this as a discussion item and so dr harris provided us with a legal opinion here did you want to add anything to that well yes i do spur of the moment board members i at five o'clock this afternoon i i hit you know i was late arriving today i thank you janine for bringing it to my attention the governor pritzker has directed everybody to have flags now flowing about full mass starting tomorrow so if you look i forwarded you the email you have it uh it's just a new piece of information that happened this evening um i obviously that was point some
113of this discussion it's not the whole discussion but it's just a piece of information that happened today so um tomorrow morning the flags will be at full mass until further notice okay but but just to give a little bit of an explanation of the legal opinion because there was some question about whose decision it was that is correct and that's what this basically it was it's the law and the superintendent i mean i follow the law and if the president or the governor directs us to lower the flags we do it it's that simple i mean that's really it that's my only comment that's what we do mike did you want to answer yeah i mean brian you and i talked about it after he sent it to us and the reasons for lowering the
114flag to half mast are in the brief and the lawyers also said as far as they know there's no consequence for not doing it if it is ordered and none of the reasons in the brief were the reason it was lowered for so long so i mean i'm glad the governor changed his mind so this whole conversation is really not necessary but just to clarify if the board had directed you to raise it you would have done that that's what you told me on the phone right certainly if that's what the board wanted okay but we don't have to worry about it now are there questions or comments on this i love agenda items like this [Laughter] it's almost like it was a setup it is what it is okay looking forward to our may
1154th meeting we will have action items on certifying the vote the bhs custodial contract we'll have some virtual blended program survey results that will be interesting um we will also have oh no constitute then we will it's sort of our old board new board meeting and then the new so the current board takes care of any loose ends isn't this some of the things that we've talked about um and then we have a little break ceni die right and then the new board is seated so anything else that we needed to add to the early part of the need okay new board when the new board does take their seats they will elect their officers that night they also will be asked to approve uh the meeting schedule so for our next meeting and subsequent
116meetings after that oath of office that's right mm-hmm did we adopt the policy that night too adopt the board policies no it's not necessarily required i double checked on that okay so we don't have chaos for a few minutes anymore i'm sorry i'm sorry we've had chaos in the future in the past we don't have to do that okay good correct okay is there a motion to approve confidentiality of closed session minutes second real call please mary alt schuler yes mike shackleton yes sandra bradford yes penny cashmere angela wilcox yes leah collister lazari yes is there a motion to adjourn okay all in favor
