I call this meeting of the Board of Education to order Cindy would you please call the roll [Music] present kilper here here math is Meadows present live present next I would invite Mr kilbert please lead us in the pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all um all right any items to be removed or adjusted all right so we have a public comment do we have anyone for public comment today do not so I don't need to read this really long thing thank you and then no BPS Partners today correct no no BPS parameters okay next one are there any uh board committee updates from anyone I haven't had a meeting
so anybody else have any updates so we don't have to go down the line no okay thank you we are flying people all right because consent agenda according to our board policy we designate a portion of the agenda as a consent agenda for those items that usually do not require extensive discussion before board action these items generally are routine recurring it can be grouped together for efficiency um Steve would you like to share anything before we take action yes um you know what everybody needs to know is that uh there's been some adjustments adjustments made to the Personnel report some additional names have been added and some additional as new hires and some additional names have been put in there as people have resigned and um the reason for that is number one we had
to set up our uh our agenda a little bit in advance and then I was out of town last week on vacation and since then we've had a you know a decent amount of movement because it's kind of crunch time and so uh for us to hire people it's kind of important to get their name on the agenda tonight so that they can then resign from maybe another import place of employment so that then that District can get moving and so I did take it upon myself to add some names um on a higher list and on the resignation list so I just wanted to point that out um with that we'll run through the consent agenda 4.1 is the approval of our June 20th 2023 regular board meeting minutes uh 4.2 and 4.3 is
the approval of the June 27 2023 special board meeting minutes and the closed session minutes uh the Personnel report is 4.4 which we just talked about 4.5 is our monthly payroll and bills 4.6 is the destruction of the closed session recordings from January 25th of 2022 4.7 is the approval of the student handbooks for 23 24 4.8 is our curriculum contracts 4.9 our special education contracts 4.10 is the disposal of uh plenty of surplus property and then finally 4.11 is the approval of this consent agenda does anyone have any questions or anything they'd like to discuss or remove from the consent agenda okay hearing none I would entertain a motion to approve the consent agenda as presented I'm sorry yes um we've talked briefly about the student handbooks um just about I know that uh
it's not on the middle school or high school but um I think eventually we should put something on there for to have for the electronic devices for the middle school and high school because right now it's just Sprint Elementary again I just want to say we could talk about this at a later date but for elementary I know it's in effect now or it's going to go into effective school year but um I just think it's something that we should probably bring up for our grades Kate 6 through 12. okay so as of right now no issue you have with this particular consent agenda item right now but you'd like us to continue a discussion on well there's ironic for future I did have something where just as a for confiscated phones and electronic devices
that are the teacher is going to be taking those off and keeping them in their desk are they going to be in the school office like have we decided that not yet no I think so I think that's part of the ongoing conversations okay yeah okay and I also just if it's going to be our students going to be allowed to keep their phones during passing periods and lunch um or will it be like a little restrictive then like are we going to say like maybe no social media during that time or you know limited only for games or something just curious I think those are things that I'll be able to answer more specifically um as I look into it a little bit deeper based on some of your follow-up questions so yeah okay
and then the last one was is the cell phone use and electronic devices is this considered a major or minor behavioral problem like will that be laid out in their uh yeah we'll uh definitely be able to follow up with you about that okay so we will keep this as a consent agenda item but and we will commit as a board to to kind of review the parameters of how we might discuss it further in the future with the staff and or the admin specifically Tom so okay so I will restate if that's okay with you yeah no sorry it's fine we should have this discussion I will entertain a motion to improve the consent agenda as printed presented um any motion so moved okay second second who said second thanks Sue okay thank you
still learning voices okay do we need to do a roll call Vote or please so you want to roll call do we need to do recover on this how have you guys not important I think we've just done all in favor yeah all in favor aye aye thank you I'm getting used to new districts yeah sorry about that okay and I've just been at a couple of different districts that have different rules about some of that so I wanted to make sure we weren't making changes all right Tom is there anything to share this evening under our reports yes um so reports 5.1 and 5.2 requests and treasury reports have been presented to the board as we do monthly are there any questions okay awesome then moving to 5.3 at this time I'll turn this
part of our presentation over to Brad are you okay and I will invite Brian Gamlin to come up Brian Gamlin is an assistant principal at the high school he's in charge of our junior senior house at the high school so our high school has a structure where they have a freshman house a sophomore house and then a junior senior so there's an administrator kind of overseeing each kind of Developmental level at our high school so Brian Brian's been in the district longer than I have so that's a really long time and he's a math teacher and department chair for mathematics and now overseas the junior senior house and he's going to talk to you a little bit about our College and Career pathway endorsement so there's a there were some laws passed recently by the
state legislature that's kind of the impetus for this discussion and we'll kind of lay out some of the big pieces of that because you might be seeing more work in this in the next coming years go ahead dolly so the purpose tonight is just kind of walk you through and give you some overview basic background on what the College and Career pathway endorsements are and kind of what our current plan for addressing this is the next one so this comes out of house bill 3296 and the pwr act the the pwr ACT is the post-secondary workforce Readiness act and that came out in 2016. and then house bill 3296 was finalized in May of 22 and it became enacted like to begin in January of 23. and so both of those two laws center around
High School preparation for post-secondary whether that's college or career and so one of the key cornerstones to all this that came under the pwr ACT is the pace frame so one of the things we're required to do Under the new uh bill h.2396 is adopt and implement the pace framework and I've got a slide for that one to kind of give you this is what it looks like you know a lot of the different fine print is in there but um the focus areas uh the little three different colors you see the green the red and the yellow the yellow is like career exploration so in its original form the pace framework was an 8 through 12 framework and one of the goals was to make sure we were giving kids sufficient exposure to career
opportunities options and enough time to test and trial things to make sure that they were really going down the right pathway the second bubble like the red one is like a financial literacy thing you know we want students to begin early on and parents too to start understanding like what are your options what is it going to cost what is your plan to pay for this so that hopefully we can reduce your overall debt when you exit or maybe no debt when you exit and then the green bubble is all the different ones that deal with like your post-secondary operations like starting a job uh start starting your college application applying for scholarships and learning about all those different stages and so each year there's there's benchmarks where the counseling team primarily uh 612 who've
been working on the pace framework for about five years now to achieve each of the different benchmarks some of them are providing opportunities to students some of them are direct lessons where we go in and teach them about different aspects and some of them are just supporting them along the way in different areas and so that's kind of the pace framework the pace framework is currently under revision uh it's supposed to be revised as of July 1 of 23. they made the six eight more robust where they got into much more specifics and because right now it just says by the end of eighth grade and there's only like six or seven bullet points now there's a more robust framework for six seven eight and it's a lot more about like identifying your own strengths
and identifying your interests and learning to advocate for yourself so it's more soft skill based and then High School becomes a lot more like what does your future look like based so one of the elements we'll have to deal with in the next year or so is the board will need to officially adopt the pace framework we can customize it if we want currently our team has not seen the need to do that there are some high schools that have you could Shuffle bullet points into different years the board could opt to not go forward with the framework and there's some other elements we would have to do there um but that would be something that would be coming in the next year is adopting the official final Pace framework and go to the next
one so after the pwr Act and the pace framework came this collagen career Pathways endorsement and so that's like a deeper dive and more specifics in like the high school we are required by the graduating year of 2027 to offer one endorsement by the year 2029 we have to have a second endorsement and then by 2031 we have to have a third endorsement some of that's based on our size like uh the size of our high school requires us to get to at least three different endorsements smaller schools like really small schools 350 or less students don't have to get to all three yes I'm going to go through that in just a second all right thank you thank you uh so if you actually go ahead to the next slide there there are seven
different Pathways that you would get an endorsement in so there's Agricultural and resources human Public Services arts and communication Information Technology finance and business met they call that other one manufacturing engineering technology and trades and Health Sciences and technology so those are the seven Pathways it's unlikely that every High School would have all seven pathways and I'm going to talk to you more once we talk about the pathways like what it takes for a student to achieve the endorsement because it's unlikely that high schools are going to have every student achieve these endorsements currently I think last year there's maybe 50 to 100 kids in the whole state of Illinois that had achieved this so it's not something you're going to see every student doing but we have to get at least one of these
by 2027 underway uh and then two more in the Years following can I ask you clarification so you were just saying that the school needs to or the district needs to get the endorsement is that students need to get it and we need to have a pathway for them or is it like 51 of the students get it and therefore we get it I'm just trying to understand what you mean by we need to get the endorsement we have to create the framework within the rules and the designations of the state that that provides the route to get there and then the students have to decide if they want to get on that route and complete all the different requirements so we kind of need to create the opportunity for them to choose to do
or not correct thank you so go ahead and go to the next one I'll take another question too because some of the pictures might help the law doesn't necessarily say have to do that correct okay thanks for so yeah if you look at the graphic there the state is actually done a nice job of making some nicer looking Graphics of this we have to create this root or or pathway for the students there's some key components that students have to do they have to develop an individualized plan based upon like some of those things we talked about at the middle school level like your soft skills and some career exploration pieces what is your plan that plan needs to have those other three components the professional learning the career-focused instruction and the academic Readiness so
I'm going to unpack those a little bit for you too so let me just get to the right hand down here so the career-focused instruction I'm actually going to go through this in the next slide so give me one second back up one more if you would when we're talking about these Pathways I got ahead on my notes Here one of the options we have is your local career center can also be a partner in providing these pathway options and so our local career center Fox Valley Career Center is most likely going to be offering several of these Pathways as well and we will be able to tag into that for our students while they're doing more of the legwork to get that pathway set up so you're going to see a mixture of our
plan and some Fox Valley Career Center plan pieces this graphic unpacks a little bit more of what the four key pieces are so that individual plan they have to come up with their goals and develop a resume and there's several areas where the state hasn't given total Clarity on the individual plan yet so it's uh I describe this with the teachers like it's a little bit fuzzy we know the destination in the end but we're not quite sure all the details yet but we know we need to get there and start planning for it so we're working on what the individual plan looks like the nice thing is we've been working through the pace framework through the counseling department for multiple years now we utilize our career counselor and she does a great job of
walking through each year different stages of career exploration we're just going to have to modify that to meet the new requirements the yellow area talks about your course sequence you're going to have to take at least two classes and there's like intro to much more higher level and sophisticated deeper classes you're gonna have to take the key understanding we learned this year is like for this Pathway to work two of those classes have to be dual credit or college credit earning classes and you have to get at least six credit hours of early college credit that kind of set us back a little bit initially because that's not that easy to do and we'll talk about a little bit about that later on so you know what a pathway would look like you're going to
have to jump through several classes in a sequence and at least two of them have to be at the Collegiate dual credit level the other things in the green area talk about some professional learning some career experiences so one of the areas is 60 hours of like in supervised internship it could be paid it could be unpaid but finding those internship placements and the students interest in them is going to be one of the challenges we'll talk about a little bit later on that needs to be more than just part-time work like some of us might remember back to like Cooperative type things when we were in high school where students left early and they just went to a job and started their day in the workforce earlier it can't just be like a job
where I'm going to the factory and sweeping floors it needs to be more connected to the career areas and the skill sets so it's not just part-time work the other chunk of the green is at least two career exploration activities or one intensive experience I've looked for a definition of what an intensive experience is and cannot find one from the state yeah but we are pretty confident that we offer quite a few different career experiences and activities at the high school level we're going to continue to add more and then the the big part on the underneath side is at least two team-based challenges with adult mentoring this is an area where we've been working on this already behind the scenes the state gave significant Clarity this year as to here's what we mean by
team-based challenge so now some of our teachers need to go back and revise what they have been drafting to make sure it aligns with the criteria the state gave and then in some areas they're going to have to develop them in some areas where benefit from a well-developed region we're part of The Valleys region which is our like Grant partnership and they have some Regional competitions that are team-based challenges and so we can join into those and we don't have to carry the full burden those team-based challenges will eventually be linked to classes like each CTE class will have a team-based challenge embedded within it so if you take culinary arts one there's going to be one embedded in it if you take Building Trades one there's going to be one embedded within it and
some of those have already been in existence the bottom red part is just like General academic Readiness so to earn the endorsement you have to fulfill all of these different stages so that's again where not every student will accomplish all of these different things in their time at the high school so here's what this looks like for our implementation we've met with some different stakeholders in 612. this year we're going to do some further planning some further learning hopefully the state continues to give further Clarity we need to look at some Logistics we need to start building some further Community connections and then our first pathway we plan to do is in the human Public Services areas or education pathway which we launched last year last year was our first year of that we actually
have two dual credit classes the intro to education and the clinical experiences the students can earn six hours it's got the 60 hours of internship built into it so it already meets a lot of the criteria we're going to have to do a few things but that's the one we felt was closest to the end game already is where we could begin can you give me some examples of like what careers that might tie to so in the education pathway it's predominantly going to be teachers okay counselors social workers psychologists things like that right is the human the human and public service is a part of the education pathway is that a different one the education one it was like a subsection okay there's going to be other human Public Services ones but we might
not be able to offer the courses that it takes to accomplish that do you remember honestly was it last fall when those kids came and spoke to the board that that was part of that part of that yeah okay thank you yeah part of it too is in 23 24 24 25 we're gonna have to actually begin the state application process and see how that goes and get the feedback from the state um and learn a little bit as to what that looks like the Met pathway was one of the ones we were considering for our second one because we already have some pieces underway we have our manufacturing cohort that we run with waubonsie for a small subset of our students it has plenty of dual credit courses and meets that part I have
to dig into some of the other requirements like the team-based challenges and some of the other opportunities and then it kind of fell into our laps this year I had to hire a new engineering teacher and I was able to hire an engineering teacher who actually has a master's degree and hopefully would be able to earn some dual credit for some of our engineering courses we might have to look what that looks like in the next two or three years to bring a met pathway online for us on the next slide kind of phase two this is much further down the road and our arts and communication we have this year we will be offering our first dual credit class in graphics uh it'll learn three credit hours um but we're gonna if we want
to develop that pathway we're gonna have to find another course that could earn some college credit finance and business services we have one articulated credit class that's our accounting class but we would have to again find another class and Health Sciences and Technology most likely that our partner Fox Valley Career Center is going to potentially have multiple Pathways in those areas too where they have the basic nursing I can't remember what the A and the T stand for we call it the B nap program basic nursing assistant training there's an exploring Medical Careers there's several construction architectural based ones where the students earn multiple dual credit the fire science program at Fox Valley students can earn 24 credit hours in in college credits so those are areas where hopefully our Fox Valley Partners will take
the next steps for us next slide so some implications as Brad said in the future you're probably going to have some course proposals or revisions that are going to come down the line in terms of what we might need to add in order to add a pathway on or courses we need to revise in order to align with existing College course options I have to do some resource alignment in terms of accomplishing all the different work that goes on in these areas or uh having staff to teach the different courses the community involvement is going to be uh the next biggest area too so that's going to involve things like internship Partners job shadowing career tours that we can go out and actually see what it looks like to do jobs at their workplaces having
some of them come in to be guest speakers career events at the high school that's an area where we've begun and we need to just continue and expand some of our challenges and barriers are going to be in the qualified staff area the state of Illinois just does not graduate very many teachers in some of these CTE areas so it's very difficult to find certified staff in some of these areas and then on top of that to find certified staff that hold the credentials to earn dual credit because most of the time that means you have to have a master's degree in that content area and there's very few of those people that exist in the teaching Force so that's going to be a challenge for us just finding the ones that have certifications keeping
ones that have the certifications and there's some other dual credit barriers that I was at the state conference and the state has been trying to simplify the process of getting more dual credit teachers certified but there's like two competing agencies there's the iccb the Illinois Community College Board and they've kind of developed some of their work but then there's a different board that provides the accreditation to the community colleges and they don't agree on some of this work in the middle to get more qualified instructors and the community colleges don't want to lose their accreditation so they're kind of stuck in this Catch-22 of blaming the other one a little bit when we can't make progress on getting more qualified teachers in the pipeline uh back one more second please the Community Partnerships is going
to be a little bit of a challenge on barrier two not in a bad way but we've learned over time that these take significant Investments of time from both the business standpoint and our Personnel standpoint of meeting conversations businesses don't speak school school people don't always speak business and you have to have multiple meetings and kind of iron things out and these need to be true internships at times and like I said not just sweeping floors we've had some success in the past with like Suncast Corporation and we that was our first like big internship that had a really well developed plan and then the HR Director at Suncast left and then some of the new person coming in is starting over from zero and so those are some of the partnership challenges at times
and from a business standpoint they don't see a return on their investment very quickly um that schools have to think long game and the businesses don't always have that ability or or think that way so you might be investing in a student and it might be years before you could see that investment returned to you and a better qualified Workforce and sometimes that's hard for the businesses to process Brian can you jump in real quick I'm sorry great so I think he's raising a really good point um when you talk about educator uh Staffing shortages one of the things that the board May uh end up seeing at some point if we're trying to get ahead of what some of these timelines look like or prepare for the very timelines that has been explained here
tonight um you know the board could be faced with some proposals or not face but you know given some proposals from the administration that might talk about uh some options where we're trying to get a little bit creative think outside the box a little bit to help meet some of the challenges that are in the Staffing areas you know like the bnap program was raised I've seen that program growing in an exponential uh Pace at some districts and Staffing that though and finding the specific type of teacher that can teach that with the credentials needed for that is very challenging um so I I just wanted to make sure we highlighted that point because I think it's a great point that you're raising this is really good stuff though I think a lot of the
I love a lot of what the college career pathway pieces have it's just going to be very challenging to implement all the different pieces but it offers some great options and opportunities for students yes are you almost done with your presentation I'm ready for questions I think I might know the answer but could you give like the 30-second elevator pitch to like a freshman like why they want to go through this process so that was a key question that come came up at the state conference as well too in in theory the elevator pitch is because businesses are going to want a student that's got this endorsement because they've got training in the different soft skills training in the technical skills competencies in that particular area where they could be more successful or more ready
to move into your Workforce because some of these are definitely like college and Beyond and some of them are right after high school you could move into some of these areas with some ongoing training but not as significant an investment is four years maybe of schooling so that's kind of the elevator pitch uh this the state will admit too like we need the businesses to shift their mindset a little bit to that in 18 19 20 year old who's got some of these endorsements is a good candidate to go after versus waiting until someone approaches you with a bachelor's degree in something well I can say from personal experience I'm in the construction industry like Craig and I can tell you that if you asked our industry what the number one issue we're facing for
the next 25 years skilled labor force so the next two years is going to be a problem two years six months so um I definitely think that the business Community is has an appetite for this to start getting a head start on developing talents as soon as they can so I'm excited about the opportunity to I know one of the objectives of this uh board and in the district is to reach out to our partners in the community since this is going to be an excellent way it's going to kind of force us to reach out to our business partners in the community so I'm I'm excited sort of you know now we have a goal like by 2027 we have to have some of those in place so I think that can only be
a good thing for everybody right some of this is just realigning some of our current resources also we Brian and I have been meeting with a group of high school and middle school teachers and administrators for the past couple of years we're very passionate about this work and we're going to realign some of our Middle School to high school Pathways to make sure that students are getting early experiences with some of these things so that if this is an interest of theirs or a passion of theirs that they're getting connected to that right away and that there's somewhere for them to go each and every year of their time with us here at Batavia Public Schools we think that's super important because that keeps them engaged and focused and we believe they'll be ready for
either that post-secondary college like with the education pathway or directly into the workforce where they'll be highly skilled and sought after one that brings up one of my thoughts and I'm not saying a challenge or otherwise is it seems to be kind of asking students and in some cases kids and kind of kind of pick a direction on whether they want to be you know trades or nursing or you know college or whatever fairly early when they might not know yet because we're not quite aligned to thinking that way quite yet so that's going to be interesting to kind of figure that out yeah middle school should be about like exploring a lot of different opportunities and the nice thing about the pathways the way they're set up you're not locked into that right right
so this is in like a school within a school these are just really options for students and families to explore and I think get ready for those post-secondary experiences so to me this is kind of the best of the both world it's like let's get kids exposed to as much as possible especially in middle school but then give them that pathway and there's still opportunities for exploration in our high school we offer our kids here in Batavia I think amazing opportunities to explore multiple different Pathways I know my own daughter her senior year decided to take the trades program Building Trades and loved it and it was not something she ever thought of doing before or really enjoyed that experience and I think that's the type type of of climate we want to get for
kids is we're going to give you Pathways if you're ready to go and make decisions but we're going to give you options as well so kind of straddling both within Batavia schools I want to piggyback off of that because it so it is geared for not necessarily just for the trades if you're because maybe you're on the fence or you know you're still thinking college or the trades and guess what you love this um but if you're thinking College it's not going to deter limit you from taking other classes do you know what I mean I just I I just let me just bring it back to Brendan I remember he he could only take these four classes you know like if he had Latin and orchestra that he was set down you could take
these classes and that was it and so I just don't want kids to be boxed into these classes and you lose other opportunities and so some of these options will limit that a little bit there are there's always choices and trade-offs I know there's always choices possible I mean yeah it is options and some of these will be more geared towards students who have to go to college to accomplish their career goals others will be right into the world but I think I like the idea introducing it to him in Middle School you know especially like we've got the project lead the way and all that kind of stuff giving them those options and stuff like that and especially if you've got them out at the Fox Valley Career Center if you have the teacher
with the Masters out there are you sharing the cost with other districts then how does that work maybe the Fox Valley Career Center yeah we we share all of the it's like a Cooperative so we're all funding by tuition sending our students to the party so the teachers out there are they hired by caneland or they are teachers within the Fox Valley Career Center so Kaelyn's the fiduciary agent who pays them but right but we all we all chip in I know so I'm just wondering if you had teachers like it might be one teacher for the whole might be easier than the whole region yeah so by adding these courses are we going to then eliminate some of the courses that we offer at the high school so some the courses are already in
existence so some might need to be retooled like you said some might need to be added generally you don't want to keep adding forever because it's going to start to dilute so there might be some courses we have to consider taking offline and offering this instead of that but we're going to have to walk through that slowly we can't rush through kind of all the different aspects because there's got to be to offer the Dual credit part you also have to have the instructor that pairs with it as well does that answer your question yeah and then do we have a timeline on when we want to possibly go after the new hires to meet the criteria that we need for those not yet um it's going to be depending on like that's why we
started with the education pathway our instructors are already certified we had a successful first year we can almost all the other criteria in place we can start going through the state application and kind of learn where the rough spots spots are and then use that learning to proceed into the other areas then you know we need to have the three if we're going to do this right because that's part of the question here the education is we have to choose as a board to go down this product like right our current plan and and we've actually revised this down because it is pretty complicated and like when our team met they're like yep we're doing all these and maybe not the AG one because that's not really our community but we're going to do all
these and then we're like wait what how are we going to do all this and then you know as we've learned more of the components we've tried to to filter it down but we have a lot of really passionate people who want to provide these opportunities for our kids so right now our goal by the that 2029 date would be the five pathways that Brian outlined there so starting with education going to Mets and then Arts Brian you're gonna have to help me Arts and Sciences what are the other two well but the Target right now is five okay and we were at seven at one point I think well three by the time 2029 right you have to have the three but we're going to say that these five are our goal the finance
and business and the health science like it's when we were looking at stuff like Brad said the egg one does not really seem to be a good fit we don't have any existing coursework in that area um and the information technology one um we'd have to really explore that a little bit more again the early college credit part like there's questions around does AP Computer Science count or does it have to be like I earned the six hours and then what AP Computer Science count if I didn't take the AEP test uh you know there's articulated credit there's dual credit like what all counts and like I said sometimes the state has been fuzzy on some of these things or they haven't given like the detailed Clarity for us to like what does it take
to do next um but some of these definitely line up more Fox Valley is going to have multiple ones um probably in under a couple of these just simply by virtue of the courses they offer now that's the question I'm sure it won't be an issue but if a school doesn't apply with this by the day what happens you lose like funding or something from the state or when we haven't said yeah we're gonna do it I know we're gonna okay you better do it like well yeah you can use your accreditation status I'm sure they'd start with that and so if student just can't meet all the requirements can they I don't want to say drop out of this or like what's so they're not like locked into any of this at any point
in time like our District's approach for a long time based on community feedback too is we've kind of referred it as a lot more a la carte yeah like uh at one point in time Dr Smith when I talked about this later too there's like over 40 different dual credit opportunities in Batavia right now and there's so many like Brad said there's so many different courses that allow students like have different approaches like I want a little bit of everything to try it all out and then there's other students like when we gathered feedback from them on the ad Pathways like I've been wanting this forever and as soon as it came out I signed up and took both classes like they they were waiting for it and um you're not going to have the
same um experience set for each student because they're going to approach it differently like it might not work The Internship part will be interesting too like uh when we had the internship with Suncast like we had to go back and forth to on on pay with them because their initial offering of pay we had to tell them like all these kids already have jobs that pay more than that right now so you're gonna have to do better or it's not going to work and so we developed like a tiered pay structure so I ultimately the students to get it on their transcript had to fulfill all the different pieces and that's where I said not every student is going to do that um certain ones are going to be much easier to do than the
others like students when the Bean at one comes online you're going to see a lot of students earning that one because it's built in it's a course we currently have they've been successful it's got the internships time frame built into the class already kind of like the education one does and you're going to see probably a lot of those come through but other areas we consider it successful in a different way if a student tries something like that is not for me then that's a success too because then they're not going to study something that they're like I didn't really like this and then this is obviously if it's like so let's say a student transfers in from Schaumburg and they have the same model as us like it can be transferable right so if
they're a sophomore and they've already met these requirements will obviously accept what they've done yep that'll be one of our challenges too is like managing the logistics of all of the checkpoints for students so that we know when they've fulfilled them and last question but you kind of answered it earlier so I'm just going to restate it currently you have very energized and excited staff and teacher support for this effort correct yeah the group of teachers that we've met with I mean all of them for the past couple of years have been really excited about this because I think that when you teach in these areas you're very passionate about your subject area and they typically have connections to the business World um where in what they're teaching right so if you're a graphics teacher
you love Graphics you love that artistic expression but you also know people in the graphics field so you know where kids might be going and I think that adds a lot of excitement and passion to the work and then they see how this can benefit their students by giving them this opportunity to to pursue pretty deeply in that field can we get a copy of them how he hasn't yeah it was like a little tiny to read yes some of the slides here the printer is a little small I think thank you yeah thank you and very similarly we're going to ask Dr Joanne Smith our high school principal to come up and share a little bit about the the class of 2023 this is an annual report that we do um you know many
of you are at that graduation ceremony so you have to experience that excitement of that day this is a little reflection back on the class of 2023 and some of their accomplishments we do this data report every year because it really is helpful for us to kind of set a vision for where to go next and where to target improvements very exciting time for me to give this report because as I've mentioned to all of you I'm sure many times graduation is my favorite day it's always so exciting to see our students who are matriculated through our system uh get that final piece of paper from us and that celebration um so hell if you don't mind going to the next slide I'm going to really just talk through some of the highlights of the
report that's already in the board book I'm not going to go through every piece of data but certainly questions at the end if you have any um so next slide so three things that the report covers in general is uh information from our students about their final transcript requests this gives us an idea of where they're headed some post-secondary experiences Brian hit a lot on that tonight so I won't go into as much detail as that but a lot of those post-secondary experiences which we're really proud of offering our students and giving them the opportunity while they're in the comfort of Batavia High School getting that post-secondary experience and then finally some achievement results so final transcript requests is always like this the Curiosity right of where are kids going um where do they where
are they headed After High School so we have a combination of ways that we get this information one is through final transfer script requests which is a service called parchment and another one is more of an info formal Google form of tell us about where you're going just so we have try to hit everyone between the two we don't get everyone to respond but pretty close so this is uh information from our students most of our students about 70 percent are headed to a four-year college or university but obviously a lot of other options as well and the other category this could include a gap year students who didn't respond lots of options there for students in the other category so uh Brian had a lot of these so I'm just going to go through
one that we're really proud of and that is our dual credit courses so post-secondary experiences what that means is while they're in high school we're giving them a taste of things that could happen after high school but again with the safety of our staff helping them um and not sitting in a lecture hall with 150 students taking calculus one which I think a lot lovely experience in college and so how if you could go to the next slide I want to talk specifically about our dual credit so if you don't know much about our dual credit classes students receive dual credit through a Bonzi Community College as Brian mentioned our instructors we partner with wabanzi and they certify our instructors to be able to teach those courses for the most part that means they have
a master's degree in that subject area and so over the years this has been a big push of ours is to get as many students in this pipeline as possible because if you notice it's between 36 and 72 dollars per course I have a child in college and I can tell you that I'm not I'm paying that per minute so uh so this is really an opportunity to give kids a lot of credit we have student after student after student parent after parent telling us how much time they saved in time equals money in college when you're walking out of our building with 6 12 sometimes 24 college credits it often equals at least a semester or more and students are able to sometimes graduate early from college if they want to enter that real
world a little sooner or it gives them the opportunity to take a gap year or to do something a little bit different because they do have those credits as they leave the high school so this has been a push of ours as you can see we've increased these numbers every single year one thing I'll point out is the class of 2022 was our largest class ever but it's about a hundred more students than the class of 2023 but we still increase our dual credit enrollment by that much with a hundred less kids and so we just constantly are looking for ways to get our instructors certified through abonzi to teach courses for credit we just are constantly trying to find ways Brian works really hard at this along with HR to try to find and
dig through transcripts to find people who have that ability to teach a class that can potentially be um translate into college credit for our students and dual credit is they're earning both High School Credit so it's on their High School transcript but they're also earning a waubonsee transcript as well thank you so in all about 86 percent of our students have some sort of do a post-secondary experience before they graduate so that could include an AP class I know for many high schools AP is their kind of what they look to as their most important data point we don't that's not that we really look to that dual credit now we offer AP classes students can certainly take them and take the exams if they want but many times students are in an AP class
that is also being offered for dual credit and so most students in that situation would choose not to take the AP test because they're going to get the waubonsie transcript for 36 dollars potentially and not have to take for the AP test so you probably if you look at our AP numbers over the years the number of students taking AP tests has decreased but I would warn you that that's not a bad thing in our opinion in our opinion that's a good thing because we have so many more students taking the Dual credit options and getting that opportunity in a different way and it's a little bit more low stress low pressure than taking the AP test Fox Valley Career Center Brian talked about um through it's at Keeneland it's located at Keelan for the
most part and it's that being at program a welding program automotives a lot of the programs that we don't have the facilities and or staff to offer at the high school and then Brian also mentioned the manufacturing cohort we have a small number of students who are taking manufacturing courses through wabanzi and getting that certification before they leave and that is a lot of credits Brian help me out look and then if they did the manufacturing cohort with like English and math dual credits some of them are like halfway through their associates degree before they're done okay so Switching gears a little bit to achievement results so um and with the class of 2020 that was the first year that the state of Illinois switched from act to sat as their state assessment and so
that class of 2020 that means they took that test when they were juniors in 2019. class of 2021 we all know what happened in the spring of 2020 so those students because you're kind of just backing up those students took it in the fall of 2021 when we returned from the pandemic and so on and so forth so those students the class of 2023 our graduates would have taken sat last spring so these are scores about a year old but I want to talk about as part of their exit so the scores ramped up a little bit obviously we would we're still working really hard on getting those scores up even higher we want all of our students to reach those sat benchmarks um it is a tough test and it's something that we are
constantly learning and adjusting to they're changing it next year for example the task is going solely online versus paper and pencil and so we just we're just trying to roll up the punches and continually learn and grow about the SAT because for us this is a newer test we had the act for decades and so we were really accustomed to that so we're continually learning and working with sat um Consultants to help our our staff get better at that in preparing students for that we don't want to teach to the test but we also want students to be prepared to do well on that test as well Joanne can you talk a little bit about the 5 30 and the 480 and yeah so yeah so it's about as our are in that second column
there's an SAT Benchmark and that is called the college readiness Benchmark and what that is is a you know a statistical study of all millions and millions of students and what it says is if students for example get a 5 30 or higher and the SAT is up to 800 on math for example that means there's about a 75 percent chance of them getting a c or higher in a corresponding College course so it's a statistic it's a it's a probability basically of them doing C work or higher in a comparable college class same thing for evidence-based reading and writing you're looking at like an English or composition class 480 is The Benchmark there 75 chance of getting a c or better in college questions I have a question about the test scores so obviously
a code impact are we consistent with the rest of the state and that decline I know that I know these standardized tests are losing their significance as far as College admissions a lot of colleges aren't even using them for admissions anymore and I know it's probably a lot of kids might not even be electing to take the tests anymore so it's true correcting data but one of the downsides of sat compared to act is we used to get this lovely report from act that gave us our students best score and that was really nice to know because sometimes students take the test multiple times and eventually they might do better this is a one day snapshot and like you said a lot of students now are realizing and hearing from colleges that they just don't
need the SAT test to get into their college of their choice so it is changing the landscape is changing a little bit in terms of it used to be the most important thing it's certainly still important for many students in many college entrances but it's you're right Erin it's not the most important thing anymore right so I don't want to overreact to it but again I mean obviously we just want to make sure we're preparing our kids for success yeah and that's this is I mean clearly for college resiness and we just spent a lot of time talking about kids that might not going for college readiness and therefore this is not their highest priority to do well on this exam right potentially you know so if they're not going that route that might be
a shift yeah they're still required to sit for the test that's what I mean they can't be a 12th grader without the test but um some students have made that calculation that that's not their most important they're not going to study for it if they're going to go off to welding and don't need to do this and they've got 23 credit hours coming to them from waubonsie or something like that yeah and our students it's a good thing they are well educated on what is needed for their college so for example we've had many students tell us for example the April task that is the snapshot also includes the essay portion of the test most colleges don't require that portion of the SAT score so the kids will say I'm just going to take it
again without the essay because I don't want the essay scored and sent to my college so there are various students they know you know what what is needed and what is not needed and um well again we're still trying to get them as prepared as possible all of those things certainly are a factor yeah well my son went through the transition my oldest one and we did a lot of research to figure out based on the type of student he is and learner and test taker which is the best one for him and then for him the Act was much much better for him in his test scores bore it out so he studied we worked with him to get a tutor specifically worked on act yeah SCT was whatever you know so yeah it's
really hard to kind of say oh there's a really balanced data set here based on that is what I'm kind of hearing so okay the pandemic definitely had an impact on our students and you can see that in those results we tend to look at trend lines so where is the trend line heading is it stagnant is it on the rise we did the same thing with ACT scores for decades and really our goal was incremental growth in that and making sure that we're preparing our students I actually like the meeting in both subject areas right we're trying to give kids as many options as possible so to me that's a really important Benchmark to take a look at is where we headed with that one because that means our kids are set up for
whatever success is going to look like for them I think that our students have really changed in terms of their approach to post-secondary experiences in terms of what options are out there um you know 10 15 years ago we were a very four-year college-oriented system and what we realized is that doesn't necessarily work for all kids and we want to make sure that whatever kids pathway is whether it's directly into work whether it's into two-year college to get their Associates a four-year College a gap year military service that we're preparing them for that in their lives um of the 291 students for the AP classes do we know how many actually took the test to and if we do do we know how many got the right score to get the credit we know I
don't have it off the top of my head we get the report every summer with our AP scores and how the students did on the test many students do not take the test anymore and then um are we looking at to expand the Dual credit classes more any chance we can get as Brian talked about the biggest hurdle is getting that staff member that can teach the course because they need that advanced degree in the subject area so every chance we get you know we're encouraging our current staff to go get a degree in their course area especially if it's an area that we don't have dual credit but every year we're bringing on more and more and more courses last year we ran the education the two the two education courses we brought an
accounting recently so we are always looking to increase that but also one of the side-by-side challenges is as our staff is retiring who teach these classes making sure we have someone behind them that can pick it up and keep this trend going and then if there was an AP class that's also a dual credit did we did you count it as in the tuna in the AP and the Dual credit like I think psychology is a dual credit and an AP so was it so if I took it am I getting was I one of the 291 and the AP and one of the 375 291. but that was kind of removed down on the 393 part yeah yeah we're all yeah there's no yeah there's no duplicate students yeah that's a good question and
then one last one for the SAT for the math online do we know how that's going to look like how are they gonna perform calculations or is it going to be multiple choice it's always it's a it's a combination now currently even paper and pencil it's multiple choice and a fill in the blanks so it'll be the same just typing in your answers instead we actually have some a Consul local consultant with sat coming out to work with our departments this year about how to prepare students for that change in the electronic tests versus the paper and pencil so are they taking the electronic test you think at the school or yep in April well yep it's a better environment no I know I mean my son just took the lsats and he was like
in a room in the library and the kids will probably be fine with oh they'll be fine and we'll be like any other questions yeah I I my son just graduated right and he was right there with the well why do I want to take an AP test and potentially report it to a school I'm interested in what happens if I don't do well but if I do the Dual credit and I get I'm guaranteed essentially to get those credits and we've had two instances with both kids where a course was not initially accepted by the university and these are out of state so both of them are in Colorado that we just went through a syllabus process review with them and they were like okay this is great move on in like like 20
minutes you know yeah so it was and then there's also like with the Dual credit it's kind of getting to a point of Pride for those that are interested in going to college of like how many you can get my oldest son his was not about graduating early much to my generalized consternation but it allowed him to be successful at College because he didn't have to feel like he had to max out every semester yeah that he could take again months to my consternation 12 14 credit hours you know and Pace himself through school as opposed to overloading himself and not succeeding well which I thought was an extraordinarily mature decision by him so thank you great appreciate it okay thank you I was gonna say there's been more dual crust even than last two
or three years right yeah anytime we can find an opportunity Brendan didn't John are you gonna bring us up yeah the next topic is the 2024 budget we'll go quick I can go as quick or slow as you want depend just by way of timeline last month the board saw the preliminary budget which is in high level numbers this month we take a little deeper dive with the tentative budget we place it on public display so that we we fill out the budget form that we're required to submit to the state of Illinois we also prepare what we call the budget summary which takes a deeper dive into the budget tries to provide some context around the number and some highlights because the official state budget form is a giant spreadsheet with a bunch of
numbers that it does its job in terms of presenting the numbers but it doesn't necessarily present uh you know meaning behind them so that's our attempt here with the budget summary is to do that next month at the boards meeting on the 22nd will hold a public hearing where the the members of the community can come and speak with the Board of Education specifically on the 2024 budget and the following month will the board will adopt the budget so on September 19th budget will be adopted we're required by law to adopt the budget by the 30th of September uh briefly taking a step into this tentative budget summary document it contains three parts uh the first part is a high level kind of quick facts summary of what the budget entails at least in its
current iteration the budget will continue to go revisions until we adopt it in full in September the second component is the financial section and those are the Nitty Gritty numbers of all the funds things broken on by different views whether it's the function of like kind of the the programs that we spend our money on we look at objects in terms of what we're actually purchasing what we procure with that money then we go through each fund and in the back of the budget summary is the informational section and it provides a little bit more context on these numbers typically in the form of a multi-year view going back usually about five years so looking at our Revenue trend for five years expenditures the Staffing ratios those overall on this budget we're looking at a
surplus of 2.4 million dollars in total that's 2.2 in our operating funds and uh 200 000 in our non-operating funds uh revenues will go up by five percent and expenses will go up by 7.2 percent so yeah we don't want that to happen uh this is where your expenditures are going up faster than your revenues but we do have a surplus and so we're okay but we still need to kind of mine the store and keep an eye on Staffing in particular because that's where the vast majority are salaries are going to increase by 8.3 percent that's primarily driven by our new CBA with the Bea our teachers union but it's also driven by in large part to a lot of vacancies that we've been carrying over from prior years and so as we know
we've had a trouble filling all of our positions whether it's paraprofessionals campus monitors in some cases teachers although that's not very often or maybe psychologists and social workers those sorts of positions so we've had positions that were vacant that we approved the board approved as being we want somebody to work in this role or in this particular school for example and we were not able to fill it and so it makes the following Year's budget look like that increase is bigger because we're not paying for the salaries and benefits we also have a healthy contingency in here but you'll also know actually if you jump down to the next page Holly and we kind of have a new Revenue item and it's one that we've never really had before or one that wasn't worth talking
about before let's put it that way but as we've accrued fund balance we are now able to invest that fund balance in this current market environment economic environment where we can actually get a return on that money as you recall it wasn't so many years ago it was about three four years ago where we couldn't get through the full school year without borrowing money every year so that we could make payroll in the month in the spring months before taxes came in now we've got some fund balance where we can invest that money over a period of six to 12 months and actually get maybe four or five-ish percent return on that investment and that is going to generate about 2.2 million dollars in Revenue this year so we've never had that yeah that's the
Surplus for now although looking at our financial needs over time we're gonna have to spend some of that on our facilities for for certain and we're gonna have to be careful about how we do that but luckily right now it's earning us some interest but keep in mind our Surplus is 2.2 million dollars the interest that we're earning is 2.2 million dollars that is a coincidence believe it or not but if we weren't able to earn this interest right now we would not have a surplus so we have to be very careful about where we spend our money and it has to be strategic because I do not anticipate this interest earnings to perpetuate when that money goes away we're going to have to fund these costs moving forward so we're gonna have to be
care very careful about where we spend our funds employee benefits are up this year um you know we we enjoyed a year last year where employee benefits were very small and this is driven largely by costs related to medical insurance they're going up over five percent and we haven't seen that in the last few years it's not anything I'm worried about I think it's you know we'll be able to manage it but we'll have to continue to keep an eye on that it's like whack-a-mole you solve one problem that goes away for a while and then it comes back you know and um we also are fighting persistent inflation with purchase Services as you would expect although it wasn't as bad as it was in Prior years and then lastly the last thing I'd add
here is that um revenues look wonky and some expenditures look wonky because of pandemic relief funds so as that money was has been spent we spent more in certain areas and prior years and it's coming down and then revenue is coming down to as we're spending the totality of those funds this is the last fiscal year that we have to spend these pandemic relief funds and so just keep that in mind as you're going through the rest of the document otherwise I'd be happy to answer any questions that you have well there's pandemic relief funds brought in as rev like classified as Revenue revenues and expenses and so money comes in and then money money goes down yeah so we don't get the money until we spend it we sent we send a claim to
effectively a net zero expense so it's not accounting for your less Revenue drop but our expenses went up kind of thing well yes that's true but when you look at you know when you look at particular the revenue line for federal funding it's going down the reason why it's going down is because we had more money in the prior year because of the pandemic relief I'm going to say something take the win that's big that's a lot for her no and then over 10 years I've been here I'm going to say probably as long as well as long as you've been in this position I know we've never gotten interest on our investments no we haven't not very much in fact there are many years where I thought why are we bothering with this you
know okay yeah I'm sure we've had gotten yeah but we've never gotten 2.2 million on our investments in the history of the school district have we've done that so please let's take the win for what it is because I always remember just having to borrow the money to make it through to the next month so I mean I'm happy so I wouldn't be happy that we had zero but to have a 2.2 million surplus is I mean I know it won't end up at that but just take the win for now will do thank you I have no other questions so I'm gonna be happy with that I just want to say Dr iglesi that I want to compliment you on this rather amazing document you put together because depending on your level of financial
Acumen um you start with like the quick facts so here's the highlights and then as you scroll through the document you get into the fine detail and this is a bit if I'm not mistaken available on the district website yeah I know transparency is a topic that's been discussed in the community about you know how we manage our money and where the revenue comes from and where we spend it and so I would encourage anyone that has interest to go on our website and take a look at this it should answer almost any question you might have I know this is not a finished product it's still in revision but I mean I think this is sort of again a remarkable document for the community because depending on your level of Financial expertise I think
it answers high level questions but also if you want to really die down you're going to get those as well I one thank you for that very kind compliment I appreciate it very much two um just wanted to complement the team that puts this together and in part both the business office and human resources in particular because there's a lot of detail on a lot of things that I wish I could explain it in a way that was capture what goes into it but they do a lot of things every day that make this level of detail available for everybody to see it it this is just you're just seeing you know kind of like the tip of the iceberg in terms of the detail that goes into it and so the real compliments go
to the team this isn't something that happens overnight it's a document we've been developing over seven eight years now and we had a little bit to it every year I know what it used to look like yeah and so it's something that we're proud of but but thank you yeah I was only going to say because I've been through about four of these it's always a good sign when people who are not big fans of the amount of money that comes to us in taxes and how much money we may be spending when they come and talk usually they have said they really like this document and appreciate it very much for the transparency that it provides so whether they like one how we do it at least they understand it and can see it
and feel like the information is all there for them so I think that speaks a lot of it as well any other questions we're looking forward to talking about this more next month so exciting you know you're excited I am I'm going to print this out and highlight it yeah please do it but if you have any questions or if you have any suggestions on how we can prevent collaborate or make things more clear we're all ours so you know so we it's continually continuously improve but this this works so thank you thank you that concludes that section of reports Tom is there anything else on the administration yeah sure um so I thought for tonight you know business being the first meeting I I wanted to publicly thank someone um for this transition I've
been able to experience I wanted to thank Dr Lisa Hitchens um I know she's probably currently not watching but uh I did want to express my um my thanks appreciation gratitude for the support she provided me during the transition answering all my random texts and emails and Etc and times she set up to meet with me and help me start getting my feet wet in the district prior to July 1st um so I would be very in air if I did not do that so I want to thank her for that I also want to really ex I would like to extend my thanks to the administration of this District our teachers our support staff parents community members uh for for helping me through this transition as well um I have to tell you I'm
really impressed um with just this communal heartfelt welcome that not only I have received but my family as well and I have to be honest it's just it has struck me in a way that I I would not have expected to be honest I knew this was a great place that's why I interviewed but um it's been amazing it's been an amazing um time for us because I feel like this is a place that's been living it taking that into a real reality here in this community when I talk think about collaboration the word collaboration is used a lot in this district and I've had just in the short time of officially being in the office had an opportunity to really see that being played out in our community within our own District you know
having met people from chip in the Chamber Park District I mean the list goes on the the city office on a whim the chiefs of the fire department and police department were willing to sit down and have a meeting to meet and talk through things I mean everyone's been amazing how thanks for also helping coordinate all that I couldn't have done it without you so um it just again I I don't I I there's no overstating on this and to to the team here tonight and everyone here um I think one of the things that I've also been really impressed with um and you've heard a really good glimpse of it from Tony's presentation but I I think we've done an incredible job with funding our construction projects you know obviously I was here and
paying very close attention to everything that was kind of leading through the spring and then as as I watched updates about what we needed to get done through the summer what the board was approving in terms of projects everything you're seeing and being done that's being presented is being done through the planning of last year's and this year's Capital funding projects that monies that have been carefully set aside carefully and meticulously planned for and also prioritized as what our urgent matters that we have to address and knowing that we have to be very judicious about that while at the same time Staffing what we need for our buildings and for our students if you notice in Tony's booklet that or the teams booklet I think I appreciate that Tony that's just another a great sign
of your character on that um if you notice in the back Staffing's increased um you know and and a part of that is a test another again a test a testament to our Administration trying to work on ways to very strategically increase our staffing in areas that needs uh that that is needed for our students and so again one of those things you know as we talk about some of the construction and updates you know um we have three buildings that are undergoing some of our most major construction updates at the moment uh everything's on time so or we're good uh everything's looking ready to go by opening day um and I think some of the uh projects that you'll see where you plan on presenting some of the pictures of how that Journey came
