line up here and I'll have uh Mr. Walters. Okay. Start with our only eighth grade to qualify this year was Zamir Ayes. Qualifying the long jump. 003actually. Yes. Jump in there. Congratulations, guys. Thanks for all your hard work. You guys are more than welcome to stay, but feel free to leave any at any time. Uh the board member code of conduct review Joe I will be sufficiently informed about and prepared to act on specific issues before the board and remain reasonably knowledgeable about local state national global education issues. All right. Thank you. Anybody questions on the consent agenda? Okay. Please have a motion to approve the consent agenda. Motion. Second. Doug and Tiffany Person. Yes. Yes. Yes. Johnson, yes. Peter, yes. Lions, yes. Bennett, yes. Superintendent report, Mr. Gold. Okay. Uh, just a few items. One, I want to give you a quick update on some legislative issues. They uh just finished up in at the end of May. Um, few items.

One, evidence-based funding did go through. So they they've uh put $300 million towards uh through tier funding for schools. We are still in the lowest tier, which means we uh we get the way the evidence-based funding works, we get a higher percentage of that. So that's good news for us. Um but the uh I want to and I'll talk a little bit more about this when I get our end of the year financials done but um once the end of June happens but there's uh what's called the mandated categoricals which is um specialed transportation regular transportation um specialed costs for uh private or for for sending students uh to outplacements. they get we get some reimbursement for that. Those categoricals um this year they've they've taken a significant hit. Um so what's happening is the

state is um the evidence-based funding model is is what everybody uh pays attention to and they're continuing to put money towards that which which does help us but on the other end of it they're cutting us on those other categoricals. So we're getting a le less percentage of uh return on that and we've really seen it in our budget. Um so they're so what's happened is uh some of the wealthier districts uh that don't get much for evidence evidence-based funding they when that was put in place in you know eight or nine years ago the those districts supported evidence-based funding because they didn't they didn't need the state funding like other districts do. But now they're feeling the pinch because not only are they not getting evidence-based funding, they're getting hit with the lower re

reimbursements on the categoricals. We're getting the evidence-based funding, we're getting hit on the lower reimbursement for categorical grants. It kind of balances each other out. Uh some districts are just getting hit and not getting the evidence based funding. So it's just kind of it's become an issue in the state. And um so when you see that the state is putting out $300 million towards public schools, it's a it's a good headline. It's good and we're we're really glad they're doing it, but I just know that we're getting cut in other areas. It's really starting to impact us a little bit. So um so that that's that was the budget part. Um pensions, um they have not there's an issue with tier 2 pensions that they started to address. They didn't really do much with it

yet, but um our tier 2 employees I I believe the year is like 200 2012. Anybody hired after 2012 is in tier 2 and they're under a different pension system. And uh the the long story short is their pension system does not meet the qualifications for social security uh for for bypassing social security. So no teachers or administrators get social security. But the only way you can do that is if your pension system has a greater benefit than social security. It's the only way the federal government allows that. Well, tier one, they the benefit's better than social security. But tier two, it's not. And uh so there's going to be a severe penalty at some point unless they fix it. And uh they didn't fix it in this legislation, but they did add a fund.

They put $75 million in to a fund that's going to help eventually fix it. So, uh, but just so you know, that that change is coming. Right now, they tier two, I mean, they just they strip down a lot of the benefits. They have to work till they're 67. Uh, they uh there's they don't get there's just a there's it gets into a lot of a lot of the weeds on this, but they they're basically their benefit is not as strong as if they had just paid into Social Security. And uh so the state's going to have to fix it. And we this is the first year where there are now more tier 2 employees than there are tier one. So uh so that that they they now have a bigger lobby uh to fix

that. So it did not get fixed. Um, couple of good things. one one one good thing not a big deal but we've been getting a lot of foyer requests that are AI generated and they just keep coming and uh we they they're asking for a lot of information and we're constantly filling these foyer requests and they did give us the Gibson legislation that basically says if we get a request that we suspect is AI generated we can ask for a verbal reaffirmation that this is real and uh because they have real email addresses, they have, you know, but somebody's back there just sending out these things and making us get all this information, send it their way. It's usually financial stuff. Um I think we had one recently. They wanted every every purchase order, every

transa transaction back to 2007, stuff like that. So we we were able just to take Skyward and just run reports, but silly stuff like that. But um the uh couple of not so good surprises uh that came out of this. Um there's some language about immigration. Uh it's become a really political issue and they're trying so there's some this did not get approved but there's a lot of there's a lot of talk about this and it's going to come up again but about trying to restrict not only immigration enforcement in schools but actually uh police officers coming law enforcement coming into schools unless there's a defined emergency. So that's that that's out there. It did not get approved, but I just want to keep an eye on that. Um then there's one more here about

there was a this actually came from the Illinois State Board of Education which was disappointing and uh and I'm on the ISA board and we had state board members in our meeting talking about this and we talked about it for quite a while and we did not agree, but they're trying to limit they they wanted to eliminate suspensions for students in kindergarten through second grade and uh they wanted to eliminate completely and suspensions and expulsions. Um, so we fought it pretty hard. Uh, because at that age, you know, we don't want to suspend kids, but there's sometimes we don't have any other choices. Um, and, uh, so we fought it pretty hard. It it didn't it did not get they didn't get anything approved, but it's still out there. It's like that we think they're

still going to come after it. Um, one bill that they were that they were going to we thought it was going to pass, which was fine with me, was they we couldn't suspend kindergarten to second grade without superintendent approval. In our district, that's fine. It'd be fine. But if you think about Pallet time, you know, how a big district like that, every one of those would have to run through the superintendent before they could do anything. That would slow things down. So, uh, it did not get through, but just so you know, there's a push out there to try to do that. trying to eliminate our ability to do that. Um, and I think that's really Oh, there was a the governor tried to push something through to eliminate cell phone usage. That didn't nothing

happened with that. There was a lot of push back in the state around that. They just wanted to let the school districts control it themselves is what they wanted. But, um, so nothing happened with it. I don't see anything happening with that in the future either. So, any questions on anything you might have read legislatively that scared you or Okay, the next item I have is reification training simulation. We did this last week. Uh we had representatives from Grant, Fox Lake, Gavin, and Lake Villa along with big hollow staff and uh we ran a s reunification simulation would be like if we had a a bad incident where we had to take we couldn't use our buses and parents had to come pick up their kids whether here or somewhere else, we are all using

the same reunification plan. And uh so Jason Gloy, our safety coordinator, um has built He's gone through the trainings for this and we have like to-go kits that are four big boxes on wheels that we would just take with us. It's got everything in it that we need to run one of these reunifications. Um and then so what we did was training last week. I would say I it didn't I thought it I don't think it went great, but everybody that talked to me said that thought it went well. So I don't know. We probably had a hundred over 100 people here. And um um the reason I feel like it didn't go great on my end was because we we chose to like we didn't even Jason and I didn't tell our staff anything

that they would be doing with the training. We wanted to be a surprise. So I mean they knew we were having the training, but we gave them their job assignments literally the right in front of everybody. So they had about 10 minutes to kind of figure out what they had to do. And then we ran we had people simulated as parents and students. We redid ran them through the whole drill and it went fine but it felt felt a little uh I'm a little OCD and it felt a little unorganized and uh I was a little anxious about it but um you know it went fine. I think I would have done things a little differently if we do it again but um yeah it was a good eye opener for us though as to

how like there's a lot to it. So, um, item C is something I'll ask for approval on. It's the, uh, the intergovernmental agreement with Fox Lake for the, uh, uh, the TIFF development that we talked about a couple months ago. And, uh, I think the qu a couple questions were asked. Uh, one was about the interest acring on delayed payments in case they delayed payments. And the statute doesn't require that, so it's not in there. And then um uh if the tiff expires the uh somebody asked this question and I haven't noted here. If tiff expires the formally hidden incre incremental value is added to the taxable EAV of the district all at once. So um so that is added to the district all at once. Those and I you know I've talked with our

attorney about it. he feels like this is a very uh um beneficial tiff for a school than he than he typically sees. So he was really surprised to see that they were as generous as they were for us on this. He said that doesn't happen in most cases. Fox Lake had or Grant High School has approved their on their end and this the village has approved it. So they're just waiting our approval tonight. So, if you have any questions, I can try to answer them. But I I don't have a lot of experience with TIFFs, but I've tried to get involved with this as much as I can. And everything I've read, I think we're we're in pretty good shape. So, they're going to make us whole for every student that we have that live

in the in the TIFF is what really what it comes down to is we will get an audit and at the audit it tells us what our costs per pupil were for that school year. And if we had 10 kids in that tiff district that went to Big Hollow that year and our cost per pupil is 14,000, we're going to get 140,000. And we're going to prorrate it. Like so if one of those students is only here half the year, we'll get half of that for that student. So we'll prorrate it. We'll send them a bill. They got to pay us. So it's about it really it's making us whole. So anybody any questions? seem clearer than last time. What's that? It's clearer than last time. That's good. That's good. All right. Can I please
