in here with a week before school starting and uh we're excited for that as well so I'm going to start with Dr balana to come on up and she's going to announce we're gonna announce in groups uh starting with third and fourth grade and we can we'll let you take pictures up here once she gets the groups on so go ahead okay so and we'll have all of the students come up after all of the names are read and then we'll get a group a group photo of the third and the fourth graders together is okay yes yep okay um so we'll start with the ELA exceeding expectations we do have two students that I've saved for the end that exceeded both in ela and in math so we'll get those at the end so

students have been working really hard and and I just wanted to point out kind of for comparison's sake how this year's number of exceeds students compares to the last two years so in 2022 uh we had 19 students that got an we had 19 exceed scores with five students achieving that result on both tests okay in 2023 we had 36 exceed scores and there were five students that got it on both Ma and Ela okay in 2024 we had 93 exceeds [Applause] scores and for some of these kids it's going to be as much of a surprise to them as the rest of you because I had to send so many emails that I couldn't personalize them and tell them if it was math or Ela so they're going to find out when you do

me to read from this have we didn't tell you in fairness we did not tell you so you're good yes you got next month now fine I'll do this I think what on the screen it's probably last month's minutes so it has the she's reading from last month's oh all right superintendent report Mr Gold yes uh real quick uh vendor expense report is exhibit 11 we do this every year just to give you an idea of all the vendors throughout the year that we paid more than $5,000 to it's quite a list um that's just a summary if you have any questions on that anytime just uh you know if you're unsure of some of those and want want some more information let me know um the citizen advisory Council uh for 20242 has been

set we do have our first meeting on Thursday night of this week so um I put I put that out to all district parents and uh I will say this year our numbers were a little lower than in the past we usually would have 40 to for just over 40 people sign up usually and this year we I don't think we hit 30 did we Melissa maybe maybe hit 30 um but uh yeah we have we have a good group we're going to start Thursday night so I would uh need a motion to approve that please have a motion to approve the C members for 2425 motion second Ash Tiffy all in favor I any oppos I have and then the last two items I have uh or two next two items I have are

just updates one is uh the Fish Lake Road construction that's happening I want to make sure the board knows uh what's going on there um they're the the project they're pretty frustrated because the project got delayed got held up uh they told me this last week it was more like the utility companies held up the project they were hoping to have it the majority of the part done in front of our school before school started that's not happening so they are they are going to literally going to uh close the road down from Fish Lake all the way to or from Nippers syn all the way to 120 120 uh are they at least starting our so what they're going to do is I did talk to them this week I got a letter a

month ago and I told called them and I said hey this you guys can't close the road down I mean we have school there's just no way it's going to work and they assured me that it was not going to be they're going to work around it and this and then last week I met with them um it it's going to work it's going to be an inconvenience though for for a while uh starting after Labor Day they're going to uh close down the road at Nippers syn but they're going to let our buses through so our buses will always be able to get through um to get into the lot and then to leave the lot to go either direction so uh because we need that to happen um and then uh but for

parents coming to the campus this is what's going to get a little goofy is their their only access is going to be to cross midor so they're going to have to go to malor down malador and come back in to get on campus there so we we had already before this even happened we had already set up a uh I was working with one of our parents uh actually one of the board members recommended this parent to me and I don't remember who it was uh har yeah Harland yes he does he does like parking lots as kind of uh design and stuff as a career engineer so he he and I sat down last year we were kind of looking at traffic pattern possibilities and we we spent a long time looking at we

both finally came up with one that might work for us that we planning on changing to at the beginning of this year which we really we are for Primary Elementary we're trying to make sure we get the cars off the off the road backing up on the road because that's what happens so we do have that we do have that in place regardless of construction we were doing that now that we're doing construction uh that's a good thing now that we're doing it because there's no room to back up and uh but it's going to get a little hard because the for primary and Elementary parents that are picking up we need them to come through that midor exit and entrance we can't have them coming through here at the middle school because it's going

to cause it's going to cause some issues so I we're going to have to we'll figure we'll have people posted and figure out how to navigate that but yeah it's going to be an inconvenience for people that live over here in Valley Lakes to go around and come back in but I don't I don't think it's going to be open and it'll be the end of Labor Day week after Labor Day and then I don't know how long it'll be closed they pulverizing the entire Road and starting over basically can we send it something out to parents yeah Maps if you're living valy Lakes this is how you go you live in so if you're coming eastbound on malor at Fish Lake you can you can go across yep that's going to be the only

way to get in okay the parking lot they they'll have the road closed people won't be able to turn north or south off a midor or out of our parking lot they can only go east west east west so but you can come in on Fish Lake or malor malor is the only access malor is the only access inter well I wanted toone yeah yeah so I I wanted to talk to you all first at the board meeting before I send anything out and then I'm going to um Wednesday I'm meeting with our safety coordinator that we hopefully approve tonight and we're going to talk through this a little bit and see if there's because i' I've got to figure out they're going to cut through the middle school it's what they're going to do

they might have to who's doing this um it's Volo yeah they send an officer out here for us for the time being that's a you know what that's a good question let me find that out it's good I haven't asked him about that because yeah you're gonna have a hard time with those especially once the parents start cutting they're just gonna every day every day and it's it's not that we so I I can explain it to you it makes sense you're if they don't do it then we should like if if bolo says no we're not going to get a officer I would reach out to Lake County just have somebody okay yeah because the traffic pattern we have is they come in off of malador and they they basically follow this ring this

road around the whole all the way through here and they end up in back of that school so it lets us back up a stack of 100 cars on our property without getting out in the road which is enough really to solve the backup issue and uh they can exit here well they're going to drop back here and then they we want them going right back out back out back out yeah but circle around the parking lot and then go back out go back out so is there any way to walk the kids that are on this side ahead of time to this side because you'll alleviate half of the traffic problem you may have going back out yeah especially at that you can put them in the lunchroom is because they're already dismissed here

right so this uh this building we don't have any issues so can you walk all of them to this launch room and then have those parents leave out here at least for exiting then you don't have cross traffic for maybe half of the people I'll take I'll have to take a look at it uh I don't know if that makes it easier yeah yeah I don't know I don't know I'd have to look at it but yeah we have because we have all the kids house in those two cafeterias and their parents are going to pull up going put them in the cars and they're going to just drive right back out I I mean I know that I I would stress that we make the Drop Zones the entire front walk let's stop I

mean every time I drive my kid to school parents pull up and they will not drop their kid I know oh my gosh I know it's so I know I'm like so right now what we've got is um for Primary Elementary that whole back area is the Drop Zone and we'll have all of our people back there so hopefully we can just pull them out of cars when they pull up but you're right it's middle school it's a problem because yeah they won't drop them we put signs up we but yeah we just need to go start knocking on doors I guess and say rather than having the kids come over here you could just have them split right there and if if you're going out this way the kids they need to be on

that side of the playground and if you're going out that way to pick up on that side yeah the problem is we're using this road the entire thing so there's if they to hook them down here and then come back up the parking lot they're they're using the entire Road all it's a little goofy the way it looks we're gonna have people posted though you don't think that squeeze right there is going to be too much to make that turn well the turn and then the head- on traffic right there at the bottom here because it's already narrow when they're picking UPS because you're going to be sending traffic out sending nobody's going out no but I mean cars have to cross each other right there right here yeah that's the only time they cross

right there and that that's basically they're coming on yeah you could potentially split it right there instead of going around and back around you're either going left or you're going right to get out yeah okay I can let's I'll talk to them about it we have to get the kids that are going that way and as one gym and yeah okay I'll see if we can make that happen but so anyway it's going to be uh it's going to be ugly for a little while so we're going to communicate it I might even do like a like a two-minute video where I can just explain it like this is this is what because uh reading an email and trying to explain it [Laughter] you have to do it like you're a YouTuber in the car

so you have to be in the car doing the and we'll have we'll have people we'll have people out there to nav so all people need to know is where to come in the campus we'll have people out there navigating tell where to go but um I'm just concerned about the the road being closed down the first week of school is not going to be a problem first two weeks won't be an issue so we'll get our traffic pattern down and then they're going to blow it up with the road closure so anyway so that's that this isn't the same photo that um she sent out for transportation is it yeah oh this is it yep yeah that's the same document that you're looking at there uh the the next one is the health Life

Safety Bond update uh you remember that we passed that um last month and we did secure the bonds uh they were uh Tim King was very uh very happy with how it came out we got a lower rate than we anticipated um I'm just there's nothing you need to approve tonight as a board we did that last month the money will be transferred on the 15th so this week um we got like I said we got a much better rate I I have um I have all the Gory details that will bore you with but uh I will tell you what one of the things that helped us is our bond rating are we we are uh District was rated double A minus and uh we went from the last rating that we had was

0342013 and we were tripleb plus so he said we skipped four ratings and that allowed us to get a much better Bond uh uh situation this time so um we some highlights that we made sure we got in the bonds are callable in five years so we can refinance them in 5 years um if in 5 years we decide we wanted to do more projects we could also then refinance and add money to the bond at that point so they're they're callable in five years um I'm going to share in a little more detail with the finance committee at our meeting in August here about the bonds but I just want you to let you know that that's done um the last thing is board policy update I just need an approval there on item

e does anybody any questions on the board policy update can I please have a m motion approve on first reading the board policy update motion second or wait second reading second yeah does it say first you got yeah oh okay sorry I okay please have a motion to approve the board policy update on second read motion Second Joe and Ash all in favor I any oppose I have tenative budget um items exhibit 16 and 17 are in your packets I do want to as I have we do every year in August we pass the tenative budget I do want to emphasize to you this is tentative because at the moment I've got to have this ready we don't even have our open enrollment done for insurance so uh there's and we are still hiring people

um at the September board meeting I'll have a final budget for you and be able to go into a lot more detail and it'll be a lot more accurate than this one is so this is the tenative budget's been posted since August 8th um I do want to point out one thing uh if you look at our if you look at our fund balances from last year which you're going to you would have seen in the uh um you would have seen in the treasures report in July but you're going to see in the audit when it's done soon you'll notice that we we finished uh the year um with a surplus much higher than I would have anticipated in uh transportation we we were a surplus of um I think over 500,000 and in

the education fund we were over a million and uh I didn't realize this until I was putting this together the budget together in August or uh Late July one of the reasons for that was we got we have we have what are called categorical grants that we get from the state uh they pay us every year they pay us uh for a reimbursement for some of our transportation costs for special ed and Ed so that goes into fund 40 and they pay us a reimbursement for um out out of District tuition which is seedall or our private school out School tuition they pay us a portion of that so those are things we get and we what they do is they they put it on a schedule of four payments a year and what's happened

since I don't know ever since I've been a superintendent what's happened is is we get the first three payments the last payment doesn't come until early July which goes into the next fiscal year so when I'm budgeting for you guys I'm budgeting for four payments one is from the prior year and three from the current year which I'm kind of guessing because when I'm doing the budget I don't even know what they're going to pay us yet so it's a guess so but I always budget for four well last year that last payment came on June 27th so we end up getting five payments so that's why our budget last last year our we had a little more Surplus than I thought and you're going to see a little more deficit than I would have

anticipated this year because I'm only budgeting for three because I don't I will be surprised if we get all four payments from this year I wouldn't be surprised if our last payment this year comes after July 1 of next year so I don't want to budget for four and then not get that last payment because then we'll we'll go under so that's that's why we finished a little higher last year than I would have thought and this budget's going to look a little thinner than than I would hope because when I was first putting it together I thought this is not looking good then I realized what we're doing so I'll be more have a more accurate budget for you in Aug or September but this is the tenative right now anybody have any questions

can I please have a motion to approve the tenative budget for school year 2425 on first reading motion second Tiffany and Joe yes yes Benn yes Johnson yes yes yes anybody have any questions on the employment report can I please have a motion to approve the employment report motion second Ash Joe yes yes yes yes yes yes the student handbook I did have one question I didn't get chance I didn't see anything about the new cell phone pouches yeah there it's it's deep in there uh Josh do you want to um explain how we're going the procedure that's in the handbook I mean I can read it but you want to explain how how we're handling the cell phone pouches I was looking under like the infraction and definitions and I didn't see any okay

it's buried pretty deep so maybe maybe that was it's in yeah but Josh can talk Josh can talk you through it though uh you know what take this one because it shows I think like first offense second offense third offense like when you forget the pouch and stuff right so it's I mean it's zero tolerance at this point so if the phone is outside of the pouch then we take it and a parent has to come up to school to get it so the only exceptions would be let's say a student's walking in in the morning and they realize hey I have my phone I forgot my pouch and they kind of self-identify hey I don't have my pouch okay fine it goes to the office you can get it back at the end of

the day you can take it home yourself um and then as far as damage goes if they damage it then they have to pay uh the $30 replace placement fee they're supposed to last so our hope is that we issue them in fifth grade and they last for four years uh they'll have their name on them and a number yeah they're they're supposed to be machine washable really um okay yeah um so where are they going to be stored like so everyone just I put my phone on the pouch and they put in the locker or where they probably yeah I mean it's it's a decent sized pouch it's it's big enough that it would hold cuz we tested it'll hold a phone airpods and a smartwatch if a kid were to have all three

all so I mean for that reason it's it's kind of bulky so there it is not really much reason to carry it around um they can but yeah are in their Trapper um so are there smart watches are they allowed to disable that function or they have to put it in that e goes pouch yep yep um yeah I mean I mean that's the that's overly simplified explanation Kevin but um perfect thank you yeah yeah thank you thank you no no questions no okay I think it's great I have not got I was any any push we've got only one email and Josh got it today I'm I'm really surprised I mean I thought I mean it'll it'll blow on us at some point but yeah I think it's become more of a national issue

in the last six months that I don't think we're going to get as much push back as I thought we would initially are teachers unlocking it from the room before they leave or is it going to be out here or at the exits that's fine you don't exits so there are uh we have bases that have a m that screws onto them so we haven't positioned them yet yand came out the other day and we talked about our arrival and dismissal pattern and we want to kind of see how it goes by having staff members hold those bases in the spots where we think we want to mount them before we permanently Mount them um but their recommendation that we're going to follow is essentially you tell the kids past a certain point is a

phone free zone so when kids are coming in in the morning they have to have their pouch with their phone in it and everything and secured before they even get to that main hallway so we'll be at the doors verifying that with people outside verifying it so they show it to us and then for parent drop offs it'll just be right outside the office and then coming out prior at the end of the day those magnets will be put onto the bases and then the kids just go up to the base and and unlock it and we have three handheld devices that staff will have around just administrators um to use them as well and then we'll have a handheld in the office if a kid needs to leave early um they can unlock their

phone before they leave and we also are going to have we haven't decided where yet but it'll probably be out here we will have one that's we have a couple that are probably permanently affixed outside um and for one of them we'll screw the or we'll glue the magnet on so it can't be stolen just in case there's a kid that forgets unlock it or you know something like that that was a recommendation from fand is that we have one accessible even outside of the building you doing laner bags or you're just saying you better have that phone put away all day if you don't have a if they don't have their pouch then we just hold their phone in the office all day yeah and and if they continue to not have it well

you must have lost it so now you got to pay 30 bucks for a new one there's nothing available is Yonder confirmed there's nothing available on like Amazon or Ebay or anything else that'll unlock these things I Woodland has told me that yeah their kids will go online and maybe find a magnet that's powerful enough but even if they were able to do that the policy is the phone's out we take it so I mean they're going to go they're going to probably be a handful of kids that go to Great Lengths to to do that right but they're going to be in the minority so it's going to be a lot easier for us to address it like last year we had to tell par uh teachers if a kid has their phone out

and you tell them put it away and they won't shoot us an email because we don't want you to get in a power struggle we'll get to it when we get to it because there's sometimes we were too busy but now it's call the office administrator coming to your room right away like we're not we're not delaying it because it'll be at at few enough that we can actually manage it and enforce it better all question for Matt is Google messaging block so they can't link their phones to their PCS should be blocked okay and the phones are supposed to be off before they go into the pouch yeah so I mean obviously if I link my phone to my computer the messages pop up whether the phone's yeah so I could be in class
