because technically [Music] punished [Music] foreign okay I'm just what do you want to do yeah yeah do you have the award recipient here we'll bring them up yeah yeah we apologize we kind of got the uh come on everybody so we apologize so we uh typically we start at 6 45 and when everybody showed up at six I think the coach had told him six uh that's why I told you 645 oh okay oh okay yeah okay so so it's my fault then our fault then but we uh and then we got out of our closed session early so we that's why we so we'll uh we'll do it right now we appreciate your hard work on this and we'll get a special picture here to all of us okay we got right here let's

do this [Applause] all right we apologize all right so that's it for uh plus plus anybody have any questions the rest of them are very uh minor changes so then when I was reading this they basically now how do we verify if we is there any way to audit free and reduced applicants so there is and we're not allowed to choose because I've gotten written up for this before private state we uh we have people submit applications and even if we question the application we can't um we can't do our own audit every every fall we have to do a verification just like you're saying with that but we have to randomly select a set percentage given to us by the state and it ends up being a very small number like I'm going to

say less than five uh that get audited and we uh that we have we call those families and they have to send us proof that they're what they submitted to us is accurate so that's the only very verification we're allowed to do I in the past I have done my own audit and we were in fact that was here this school district we were written out for it because of that I didn't you couldn't do that and uh um so the only verification is that if you chose to could you do all of them no five percent or all or it's just it's now um we're 25 to 25 between 25 and 30 percent qualify for free and reduced now there's a there's a some families automatically qualify through the States they're on the snap

program those come right to us and they don't have to do anything but then families that want to file based on their income they they fill out the forms they go through the process where do we publish the fees is that published or that's just it comes up in a it is what it is so the fees are fines are they are they written somewhere is it in the student handbook oh as to how much they are yeah yeah for next year at least the board approves the fees for next year at a board meeting in like February I do that's just the registration fee though isn't it yeah that is the only fines we would have would be I can that I can think of um are Library fines Chromebook fees for repair but

we don't we really haven't had that this year so it's become our library fees in issue at all I mean not really honestly they're not that much that one issue we're having trouble with and this is not related but this is another legislation that was passed is uh lunch uh we can't do anything about lunch fees until they hit over five hundred dollars if they so if their balance gets over 500 that's the first time we can try to start collecting uh we do send them it their balances all the time but I don't even know yet when they hit 500 what we're going to do we have some families doing that they're just not paying for their lunches not many but we have some that are doing it but there is yes they've been

notified many times yeah we're trying to collect it's it's a handful unless I'd say we have maybe a dozen that are racking it up right now but um we can't do that can we post it online I don't know I'll have to look up that one can you restrict what the kids are buying what's that can you restrict the type of food the kids are buying I don't think so I think we've tried that and they've really tied our hands on this one in the last couple years the last two years they've given up it's all been free so then this year was an adjustment so we thought people just weren't used to it but we're really down to just a few families right now that are not paying for the lunches and uh now

we do have the the issue in our uh if they want to participate in activities here they have to have their fees and fines paid so that's the one thing we do have over them correct that's why that's not related here yeah yeah that's that's families who don't qualify for free reduced lunch they're they're just choosing nuts we have a few that are choosing not to pay and do they carry that forward into the registration fee for the it stays on their balance yep I mean but can you restrict registration because of pests I don't think so it's not going to check but I don't I think the one thing we've been able we've figured out that we can restrict is their participation in activities that are optional because you can't deny them access kids

on free and reduced lunch aside from the lunch food can they go back and get as many snacks as they want them or no no we don't let that give them we'll give them a lunch that's it I can give you if you want an explorer meeting I can give you a report that shows you how much money is owed right now for those kind of things that they can't go to optional activity instead eventually catch up with them for like eighth grade dance graduation we haven't held those things um we've held Sports in Fine Arts but we could you know I get I get torn on the graduation thing because I I don't want it to if you tell me to we will but I hate to have the kid be caught in the

middle of uh of that yeah they're punishing the kid for the parent that's why I said if we could put all the parents names on the website that'd be great I would be all for that why should I just stop paying until my kid ranks up 499 yeah I mean there's no there's no enforcement and sometimes public shame is the best way to go I mean people people are having problems they can go ahead and apply for free and reduce yeah yeah they don't qualify they just don't want to pay their bill yeah I can do a little digging if I give you guys some numbers as to what we're looking at I mean it's not enormous I just worry they could be abused is my worry they don't pay it now I mean I

mean if somebody posts that hey you don't have to pay then yeah it's definitely well it's now on our YouTube channel yeah you could get posted to our website too much all right I'm gonna move on I'm gonna move on before this costs us anymore all right um under item 11 tax levy oh I'm sorry yeah anybody else have any other questions on the board can I please have a motion to approve on first reading the board policy update Joe and Ash all in favor aye any opposed I just have it tax levy the tax levy item a 11a this is the same information that presented you last month the only thing that changed is I believe you asked me to run it up to 4.99 so I did that and uh not a huge

change in dollar amount um so we're we're good there and uh there's a certificate for tax levy in here there's a couple resolutions ones with cetall but the numbers that I presented last month they're all the same numbers that I'm giving you right now and I've not received any feedback from the community over the past month I don't know if any of you did or not all right anybody have any questions on the tax lady can I please have them did you have a question can I please have a motion to approve the tax levy resolutions and a certificate of tax levy for 2021. motion exactly Doug and Gary yes Item B is the uh we talked about this last month this is the abatement of five hundred thousand dollars off of that tax levy

that we just approved that would take the 500 000 off the bond payment I I know that the agenda says recommendation approve I I didn't want to put recommendation not approve and put it on the agenda so but my recommendation is we don't do it but I understand if if you bought at the board votes because we did say the last few years we were going to do it so um given the circumstances changing my recommendation is to not but I've like I said fully supported but this resolution was written by um I had our the uh PMA who did the bond they wrote the resolution for this abatement and then I would turn this in when I turn the tax levy in which I will do tomorrow actually over at the courthouse so did

we have an estimate of what what the average household would say I I try to get numbers but I'd I don't think I can give you accurate ones so it's hard to I will tell you this um hmm no I I I don't know I don't know I don't want to throw a number out there and be wrong thank you I mean I discussed the last meeting it may just vote yeah we have all the time to think about it yes it was just voting anybody wants to discuss all right can I please have a motion to approve the resolution of dating the portion of taxes here to levied for the 2022 to pay debt service on the general obligation school bond series 2005. motion thank you Ashton Gary so if you vote Yes you're

voting to abate the bonds which means give them five hundred thousand dollars if you don't know you're saying that the district keeps it just so everyone's clear yeah voting yes is to abate so to forgive the five hundred you want to start from real cool again yes that's it most passes uh anybody have any questions on the dismissal of a educational support Personnel Employee for the reasons other than reduction in force can you please have a motion to approve uh the dismissal uh Monica brookart Monica can I please have the approval the motion to dismissal of Monica Brew cart for reasons other than reduction in force Second Joe and Ash yes yes all right the next item has if you looked at your packet you saw a substitute teacher rates um I just wanted I

put this in here I don't like to make changes mid-year we're just having some challenges uh a little bit uh with local local districts have gone up pretty high you look at wakanda and Round Lake just jump their numbers up daily rates at 175 and 180 and we are we started the year competitive I still think we're competitive at 125 per day for sub rates um what I'm proposing that we do and it's not I left it off the table here I so I left it off the T no I'm sorry the table shows current rates I'm proposing that we increase our rate to 150 in our our daily rates 150 in our long term to 235 and then we add a permanent Sub in each building at a rate of 190 per day so

that way we have at least three Subs available every day without having to try to find people we have some people who've been dedicated and have been very consistent for us and I'm just afraid of losing them to Local districts so I feel like we make this adjustment it will help me out to fill these positions and I also have on here and if you're not comfortable this please say so in your motion but that that you would give me some flexibility to make adjustments if if the market shows it in the area that we need to make an adjustment I can't imagine any more adjustments for this year but I could see it coming and I don't I don't always want me bringing this to you so that's part of The Proposal did you

run into issues with full-time Subs why are we talking about that we did yeah I am able to do it uh I've talked to um uh you know our our attorney and other districts now that are doing it and I'm able to do it in this way now so I because I thought yeah yeah um I think by not putting them in the same class all day or every day then I then it's different but uh um yeah other districts are doing it so I'm yeah I'm wanting to do it I don't have the uh you notice that rates not this it's a little lower than the permanent the long long term subbing rate because a long-term sub in a class has taken maternity leave they're doing lesson planning and Grading and all of that

these daily positions are just bouncing every day to a class just to fill in so they don't have the extra work outside and we're guaranteeing them employment so but I don't think there's any days this year where we wouldn't use those those positions so if if the permanent sub is here in that let's say for a classroom that they use for a pair of Aid or some other if they're here and they're not used if they're not they probably would yeah I don't I don't know if we've had a day where we haven't used some yeah yeah but yeah we would we would use them in uh we would put them in a classroom yep cost wise I want to tell you too we ended up at the middle school and I put in here

that uh I think on the first page I put in here a number of hours of internal subbing we've done those hours when we pay staff to cover their from the if I've got a prep period And I have to go do a class that period we pay them 33 an hour to do that so over the course of the day we're paying well over what we'd pay a sub just to cover the class by internal subbing so financially it's not going to be as big a hit as it might look I guess that's it I'm all for it yeah I mean it's still only twenty dollars an hour they'll work at Buena for 18. yeah I think no but 150 divided by seven and a half is 20 bucks it's 20 bucks an hour

so I and I I'm also for giving Bob the flexibility to make changes too I mean I don't think any of this is drastic or anything just gonna come time for Market adjustments anybody else have questions can I please have a motion to approve to increase the substitute teacher compensation Joan Lauren yep yes uh anybody have any questions on the employment recommendations the police have abortion to approve the November employment recommendations motion second we have the addition of that wrestling coach yeah with the Edition yeah I don't remember the name so people at it we talked about in closed session yeah motion Joe and Gary yeah yes yes we accepted a resignation from Vera floro era professional effect of December 21st any questions on the foyer request monthly reports for the board any of the

meeting agendas the next regularly scheduled board meeting will take place on Monday January 9th 2023 the closed session beginning at 6 PM we hope everyone has a happy and safe holiday season okay please have a motion to adjourn Washington Phil and Vivian all in favor aye any opposed eyes have it
