members that want to pipe in and add anything please let me know negotiations committee um we met to discuss the mou that's proposed later in the agenda exhibit eight is building grounds transportation that meeting was primarily focused on the volo discussions so that again is later in the agenda finance committee we had quite a bit to talk about finance committee and and i'll just kind of set the stage and i'll let the committee members talk but we had some proposals some options with us the very low interest rates that are out there right now we had some options to to restructure the bonds that we currently have uh the first night we met we talked about two of the options that but they were to extend this out we're gonna pay these off in three
more levees and they want you know one of the options was to extend it out to 10 years and we just as a committee i think everybody felt like no we just want to get these things paid off because it was going to cost an extra million dollars to the to the community over that 10-year period in extra interest so so even though the tax rates would go down right now it would just you know just paying more interest along the way after we met the first time then uh tim king emailed me back that night and said you know there is an option to do this and get it paid off at the same time and still lower the taxes a little bit because you know how we have the next three levees are
they kind of go up and then they go way down one year and he said he could take them and level them off still another 127 thousand dollars or 775 000 added interest added interest added so we talked about that too and i think as a group we we just weren't interested so anybody want to i just i think we talked about just not adding any more to it and we talked about with your suggestion of maybe with the sale of the property that we would take some of that money and alleviate some pressure to the taxpayers for that third year i think is the one the third year yeah that hikes up instead of cash for that yeah yeah right to help yeah rather than rather than spend the extra that that last option
that we came back to discuss was an extra 175 000 to do that so we just figured save that money and we can use that money from the land sale working cash whatever to help taxpayers figure we go that route rather than extend it or restructure it cool yeah so yeah we had we had two different meetings this month on that so um tech committee met just kind of gave an update on a few things the digital equity grant was 129 000. we spent some of that on chromebook leases or chromebooks for next year we won't get those chromebooks until april because there's a backlog on chromebooks so really not going to get them in time to help out this year but it's these are chromebooks we would have bought next year anyway because we're
cycling old ones out so it did save us some some money we bought what's called meat boards which i'd like to demonstrate some time for you but um the teachers that are using those right now are are from what i've heard the feedback i've heard they really like them the neat boards it's like a sound bar that we we mount in the room and the sound bar and it has cameras in it and speakers or microphones in it it basically captures the whole room for the kids that are at home viewing the classroom at home and it's uh it's a better zoom experience for those kids that are that are streamed in so we bought some of those and teachers are trying them out it's possible we've been we that we might buy some more
with the next grant that's coming but that'll be something we'll be talking about so we also talked about the three-year tech plan and then the exhibit 11 is another finance committee meeting which we finalized so you know what i had a question on the technology you guys talked about the projector you guys were looking for more quotes uh yeah we want to i was talking the committee about putting one in here okay uh to get rid of this whole setup and everything what was what's the original quote what's the first quote if you guys are looking for more it's i was and they they kind of told me you just need to do it i get a little bit weird on that sometimes and i know matt's probably frustrated with me i haven't get quotes
and then i'm like i just can't do that but it's like 13 000. yeah okay to put to put a projector in here okay yeah i mean this is a good room to have it because we do a lot of presentations in here and it would be better to see you got to get a short throw it's got to go right up there because of all those lights so it costs a little more and then to install it was to do everything right was about 13. the reason we haven't pulled the trigger yet was uh joe give gave us a name of somebody else would get a quote for so matt's working on that and then i also think we'll be able to fold that into this grant that we're getting from the federal government
because it's it's tied to our streaming that we're doing so it's part of like uh we're streaming because of cove i think we'll be able to tie into that grant thank you that was it kevin i do like having meetings in here too do you okay i don't know what you guys feel compared to the lighting i like the coziness of the library [Laughter] no i don't mind all right please have a motion to approve the consent agenda motion second yes yes yes superintendent's report all right item a is the monthly board policy review um i want to point out one because it's come up a couple times this year and i want to make sure you you all know this is part of board policy it's exhibit 12 uh 680. i saw that one
too yeah yeah i think it's important that we talk about that one because it has come up it's teaching of controversial issues and uh one of the pieces to that board policy that i think is is challenging for all schools is uh um the third bullet well let me just read all five bullets there's five bullets age appropriate proper decorum considering the students ages should be followed consistent with the curriculum and serve an educational purpose and then the third bull informative and present a balanced view that's a tough one sometimes especially in this kind of environment when right now because our i think we're in a i think we're in a tough political environment right now and that balanced view is sometimes hard to do and so but that is part of board policy so
you know we have to i have to make sure that um that our staff understands that too uh i think they've done a good job with it it's not that it's not that i feel critical of that but i just want you to know that's part of board policy so is that something we would need maybe the policy committee to look at and see if it needs to change to make sure to see everything that aligns with curriculum and stuff right because if you don't know what balanced view is then no one else would know and then we don't really talk about that so how would that look for the board well you know what i'm saying so how would we how will we make this better so it's easier for you guys to implement
we don't have to answer it now yeah that would be something i didn't mean to say that i don't know what balanced view is i just think it's a difficult thing right now because the equity political is so polarized right now uh i just need to keep this like i just need to keep this in front of our staff that we need to present the balanced view and we are you know i think around election time we send out some you know things that along that lines too um so is that do you have an um administrative policy procedure for this i'll have to look and see if there's one tied to that i didn't check to see that ap i'll try to i think it would be good for a good policy committee though
yeah that sounds good especially because you see a bunch of new legislation yeah yeah completely overhaul this so yeah yeah it's it's good and this was uh i didn't pull this policy for this meeting this was just in our we go in order so this just happened to be the one that was up so it's good timing though good time to talk about and uh um we will pull the uh our procedure manual and see if there's anything tied to 680. now off the hand i don't think there is but i'll have to we'll double check well it also says you're we we're supposed to cross reference 6 colon 40 and 6 colon 255. to make sure they're all aligned they help with implementing this policy yeah all right so that was one i wanted
to point out in that group any others that you all had any questions on it's funny that you guys thought was as soon as i saw it all right i'm going to jump into item b then the approve the volo annexation term sheet in your packet you have the exhibit 13 and i'm just going to work through that if we need it on the screen let me know so i wrote a memo to the board in the packet exhibit 13. i'm going to follow last month you asked me to come up with pros and cons for this and i tried to make this as clear-cut as i could and i had some conversations in the last month with i've met with volvo's administrators i've met with our file fire marshal i've talked to the company
that does our fire suppression systems and i also met with our one of our attorneys in in the hodges louisiana not the one that i typically deal with one that specializes in this kind of thing so um obviously the pros access to public water supply is a big one uh you know wells don't last forever improved water quality the third bull is something i haven't brought up to you all but i didn't didn't really think about it initially but uh with it and i'm going to just read it verbatim here with the new water main construction volvo will establish redundancy looping in their system if the main is broken in one location they'll be able to loop the resource to assure we would still have water supply so right now like where vivian lives they
have water supply coming up route 12 to feed that if that broke vivian would be out of water they're looping it up they're looping they're going up fish lake and down mould or so they have a loop so if it breaks on 12 they can re-loop it and she still has water so if you remember last year we had an issue we had to shut campus down for at least a day because they broke the uh the guys doing construction for solar broke the power to the well pump and that well pump is our lifeline with water here if that well pump goes down we have no water and we can't have school so there'll be looping in the system that if the water does go down we have we'll have water if it goes
down in one area we still have it uh fire suppression improvements um obviously we talked about this last month and i was i was correcting that those hydrants are not functional hydrants they are hooked up to our well but they they would the well would not be able to keep up with the what they need from the hydrant so when they built the campus i'm very appreciative of the fact that they did build it with the thinking that someday there'd be connection to public water supply because the piping is in place so we're not going to be ripping up the campus to install all this it's uh from from over on the other side of primer elementary to all the way to the middle school it looks like we are good to go and all
the hydrants are in place so by completing this during the construction phase they're going to be the costs will be lower and as part of the current annexation agreement the village has agreed to waive connection fees i didn't get a cost on what that savings is but our engineer told us that was significant so um the village has also given us the opportunity to finance it through their loan that they have it's a low interest government loan that they're using i don't know if necessary need to do that but the options there if we wanted to so roughly a two hundred thousand dollar cost so that when you get down to the cons here i guess the cost of construction is one of them two hundred thousand dollars rough estimate um again we could finance
that over five years six years uh whatever we wanted to do with them but we could also just pay it right away to save us interest money there is going to there could be some cost associated with the current fire suppression systems although the guy told me last week i talked to him again you know last month i showed you where the pits are the pit in here he told me he's like your system is built for that to draw water out of that pit and he goes he says his recommendation would be we just keep the pits the same and though you're just going to fill that pit with the fresh water supply and don't change anything that was his recommendation he goes we could change it if you want but your whole system
is built or to pull out of that pit and he said it's really not a problem so we can talk about that further once we get into this but his recommendation was keep it annual water cost is a con i guess because we right now we're not paying for water so there's a this was a hard estimate because we don't have a really good we just installed a system that's measuring our water uh usage and that's not even going to be accurate right now because we're not fully in session so it's i don't have anything to go off of it's really good but uh estimates are around 33 000 a year in water costs uh we'll save about 8 000 in some of the well testing we have to do and the maintenance of the
well and then the we buy a lot of bottled water for the building stuff like that so we'll save a little bit but but we're going to have some water costs the attorney i have a paragraph in there the attorney was stating that his big issue was making sure that we didn't get ourselves into a zoning issue and so he talked to their attorneys and they got it worked out to make sure that basically we are grandfathered in uh we will be grandfathered and any zoning issues that we might have so um our attorney felt uh very comfortable with the decision to go ahead and uh do it and this this agreement that we would approve tonight is non-binding so we're still not we're basically telling the village volo we are very interested in moving
forward so let's continue moving forward and then they they it puts some things and works for them so but it's not binding we can back out if we want to any questions on that so that so then we become volatile illinois instead of single side that that i don't think so no i think nothing changes is to my knowledge i i have to double check on that forty doug bay um i go by like my own house i live in ingleside but i'm actually incorporating a fox lake so i have an eagle side address and i think that's what will happen here i've they have not shared with me any of that will change but um i'll double check though because it's possible that will change but uh i just don't think so i just
want to clarify so you're saying right now our current water costs are about eight thousand dollars it's about eight thousand dollars okay yeah that's with uh we have to do some special well testing every year uh we have to do um and we yeah between well testing and some now do they control it said the usage is around 33 000 i i mean you read a lot about this in the paper that the village controls the water bill so is there any i don't know guarantee on the rate or are we going to pay flat rate for so many years or are we does that all come later that negotiation that'll come later yeah because they hate from natalie all right so say we're going to pay x number of gallons to sign up and
then year two they jam it up and pay and triple that yeah yeah um because the vote what's the benefit i mean because they say they're not getting they're going to waive their connection fee but they're going to get it back yeah what they're getting right now is a pretty good water customer okay but well that's what yeah yeah i don't i don't think i mean if they if if our rates go up everybody's rate i think it's you know we're just going to be on their system so i don't think they can just say we're going to raise big hollows rates but i can no i'm sure they can't yeah yeah i mean what i would like to know like what is the procedures for raising the water rates and not that we'll have
an input but yeah so they can't do it month a month and then they completely screws up the budget and everything else yeah yeah volo has cheaper water rates than all the other surrounding communities they started increasing the fees earlier for the lake michigan water okay so like it's much cheaper than um going to round lake further i'm just saying vola's got to benefit from us doing this i don't know how much or what yeah they got to benefit some wow and then my only my my next my question would be services because the rumor is that they're going to leave lake county sheriff's office and go with wakanda police which completely changes the level of service we would get here yeah i would like to know their answer to that sounds good what do
you know how long will the well last i don't because what will be the cost of signing up now versus 10 years from now so i mean are we really gonna you know well it's gonna be cheaper now than it would be but and another thing i thought about too sorry my mic's not working are they going to dig so that they can run water to big hollow or the kids going to be home because there's no water coming here so you know long term is it beneficial to do it now versus waiting until the well goes dry right yeah oh it seems like it's way beneficial to do it now i mean just the water quality yeah do we have to do it then do anything to the well if we go back and
go on um no i think um i i'll double check on that for sure but i talked to them a little bit about i'd like to just might as well keep the well activated for any irrigation purposes that we might have but um so yeah we won't have to do any testing water testing with that even if we're just using for irrigation or i don't think so as long as we're not drinking it but i'll i'll double check all that before we do anything but at least we know it's there and we could always tap back into if we had to for some reason i guess but i don't know why we'd have to i don't see us doing a lot of irrigation out here in any way but you know at least it'll be
there so tonight it's just a basically a vote to approve to uh basically giving polo our intent to do annexation the final agreements will be coming in the coming months but they need this step done all right can i please have a motion to approve the volo annexation term sheet motion second tiffany but this will be roll call uh oh yeah no yeah just yes yes yes yes yes yes all right item c i'm going to turn over to dr king and dr pittman they're going to do a presentation on some winter map data and desa scores which desa is new to big hollow this year and the recently gathered results can you guys understand that i can't either not at all yeah sounds a little trolly i thought it was in a different language
just the qualities not very rating skills [Music] i changed it already [Music] the following is and emotional competencies [Music] relationship skills looks at whether the child demonstrates consistent performance of socially acceptable actions that promote positive connections goal-directed behavior is a child's initiation and persistence of a task as it becomes more difficult in order to reach a goal personal responsibility views whether a child is being careful and reliable with their actions and contributing to a group effort decision making looks at how a child approaches problem solving and finally optimistic thinking measures a child's attitude of confidence hopefulness and positive thinking we receive parent ratings for a total of students a little over 10 of the population rated fell within the at-risk range this means 62 students were observed by parents to demonstrate behaviors that may be
considered at risk for exhibiting or developing social emotional problems diving deeper into the data approximately 16 students throughout the district fell at or below the first percentile 363 students fell within the typical range and 160 students demonstrated seo competencies to be a strength looking more grade specific it can be observed the grade levels with higher needs of instruction per building are kindergarten 2nd grade and 7th grade that being said the district would like to ensure that we are using multiple pieces of data to make decisions soon dr king will share how otis our district student data management platform can assist in decision making for individual students first however she will share a brief overview of the district map data they call the winter map results reflect the nationwide trends which indicate that students in grades
three through eight performed similarly in reading to stem grade students in 2019 according to winter map data about five to ten percentile points lower in math almost all students in all grade levels demonstrated some learning gains in both reading and math though math was slightly lower on average students scored better than nwea had projected for fall 2020 based on the covet 19 school closures and reading but the projections were more closely aligned for actual math performance in grades four through eight more specific grade level breakdown of data can be found within the board report located in the board packet one of my responsibilities was to develop and provide alignment of district assessments interventions programs and instructional delivery models pre-k through eight utilizing a district student data management platform allows for the most streamlined process while
reducing occurrences of errors due to human inconsistencies at the start of the 2021 school year the district had been working with partners for results for the past two school years however the program did not allow for the immediate updates and changes we required when running reports and statistics nor was it an intuitive program to operate this created frustration when pulling and disaggregating data finally and most importantly it did not have the capacity to share out the information with families therefore we explored otis as an option it was one of several other software programs i had examined during an audit only conducted two years ago otis is an educational technology company that provides a learning management system data warehouse and many classroom management tools for k-12 students teachers families and administrators it has won several technology
awards of excellence for its ability to integrate standards-based grading centralized teaching and learning in one place disaggregating multiple assessments and communicating to families to celebrate student work through their personal student profile feature otis has many functionalities including but not limited to lesson planning and design templates standards-based grading and rubric templates progress monitoring family access assessment analytics behavior incentives attendance gradebook and more but one of the great features otis provides teachers and administrators is the ability to run report queries based on multiple criteria this feature has been fundamental to develop the development of our district-wide mtss framework in identifying students who are in need of academic or social-emotional support in the form of intervention or acceleration i will now demonstrate how we were able to run various reports within otis so i'm going to actually really
briefly walk you through how we ran the reports and if you have any questions specific to some of the data that we can disaggregate or how we're going to look at it or what otis can do eventually on our roadmap i'd be happy to answer that um i am going to uh so i've logged into our district admin otis and what this allows us to do is look at all the buildings all at once and i can sort out specific buildings but really quickly i'm going to show you the way i was able dr pittman and i were able to run the report for the the presentation we just put together last week last couple of weeks so i can build a query i have several that are i'm going to try to do this
i'm looking at the screen up there so i have several reports that i've built into this system that were based on criteria for our mtss framework which we'll be sharing more information about that uh throughout the next several board meetings and conversations but so we've built in criteria so i've got several reports that i can easily show you so for example the in the board packet the 10th percentile what it allows us to do it's tricky so is that how you got the 586 students yes we so we have the dashboard that allows us but we just send it right into otis so it's easy for us to pull it up because what i'm going to show you is we said we only want students that meet the 10th percentile and below in math or
reading and we want them to hit a certain threshold for desa so we're able to aggregate it like how to sort through any of these it's a little tricky but i can pick different grade levels if i only want to look at one building i can select one building but the beauty and since this is public record i can't show you but it tells me in the seventh grade 18 students meet this profile those students are actually listed at the bottom of this the sheet i could click those students create a group for them and send it to their google classroom and so they'll have interactive activities immediately sent to their sp their space that they don't need to necessarily access otis for it because it will go to their go their otis classroom and
the same way we can do that for our um our teachers as well so they can see who those students are so it tells you based upon information you put in what this 72 are but i want to show you really quickly how we build this and this is something similar if you're going to go to the town hall for advanced placement later on this week with the middle school if you're coming on those zoom calls criteria for advanced placement we'll be following the same process i'll be selecting the sites i want to go to so in this particular case what i did was i selected all the buildings and then i select the selected the first criteria let's see so i wanted to see you can see i've got several different assessments in there
but i wanted to use map and i wanted to use again i've got data all the way back for back to 2014 the criteria hello the criteria i'm in this case i wanted reading they're overall i could do their writ i could do how long they took that's an interesting report for parents and families if they want to see how quickly their kids move and then for this report we ended up choosing less than or equal to the 10th percentile and then right now you can already see it gave me 163 students in the entire district i can run the report as it shows me right there or i can add criteria and that's exactly what i did there's the and or option and for this case we created an or option so we wanted
to see let's see we said again winter math i went to overall percentile anything below equal to 10. again you'll see up here it changes the field so now it show it clearly it increased because we have more students and for math that hit that threshold but i'm going to add criteria so i'm able now i want to see for dessa it's a whole lot easier when it's on a computer you're familiar with there it is okay then in the report we gave you uh raw score but if i wanted to do by t-score and a t-score again when we were looking for students that were at risk i would say anything with that t-score of less than or equal to a 29 okay let's see i'll actually tell me on the next page let
me quickly go up because we got up up up okay so it gives us 246 students meeting those criteria and again i am able to disaggregate by grade school race ethnicity gender and again all of these students however i want to i can take all of these and we have we've created reports off of all these students so we can start targeting specific uh responses to intervention for those particular kids and that would be the same thing we're gonna do with when we have our advanced criteria for cogat we're gonna say or excuse me for advanced dla we're going to say we need a coget score of this i need a map score of this i need a renzoli skill you'll learn about that soon of this and i need a profile of creative abilities
for this and odessa and the strong and it will tell us who those students are really quickly and again this allows us to send this information to staff they'll be able to learn how to do it soon we that's not part of our rollout particularly to get them to force them to into it this year because they've got a lot of other things they're learning so we're i'm happy to provide them that information for now but that's on my communication plan and our rollout plan for the over the two years just to ensure that our staff are able to do this because there's functions in here that dr hetrovitz is using related to standards-based grading the gradebook is in here there's so many functions already in here it just makes sense not to it would
make sense not to use them all so that's that's a little bit about otis any questions or anything you're wanting to see a little bit about right now from a parent standpoint because they're going to have access to otis and i know you've had some parents test driving it like what if i'm a parent uh what's it gonna look like for me as far as the ease to get to my map data or whatever data yeah so um there is an app so we have actually about 143 families already accessing it so because all everyone in the district has access to it so about 143 i get a report to see how how people are using it and so from the family on the dashboard on their laptop they can see all the reports for
the assessments the app is most useful for when we start doing those formative assessments and that's where you'll start because these reports the grade reports aren't on the app that's for the functions of this but they right now they can go in and they can i know that we've talked yeah um and i'm taking that feedback that i get from families like i don't understand this and so that's part of the reason why we're trying to make more video so families can start to like learn about it as it as it rolls out but they have access right now and i i see quite a few families accessing and looking through it and the website is pretty easy so yeah like i said i was doing some research on it and they have a help
