001all right we resume back into open session uh i pledge allegiance to the flag of the united states does anybody have anything to add to the agenda can i please have a motion to approve the agenda say hi i'll take item six on november 15th this year we recognize school board members man i know so this i just want to personally say thank you you guys are uh always been very supportive you've been willing to challenge me personally push thankless job to be a board member thank you um all right michael come on up here michael so mr lyons is our board president we're going to give you this you don't drop that okay hold that card for you and i'm going to have your teacher come up here and talk to you but talk

002about you is that okay all right do you mind speaking into the microphone so people online can hear us oh he comes to every zoo meeting he has a positive attitude he's ready to learn and he's the great example of a big hollow star and i cannot wait to spend the rest of the year with him [Applause] smiles and our employee of the month is stephanie richardson our free came here congratulations um stephanie i love you um i started working with stephanie three years ago and the first two normal years were fantastic she goes above and beyond in a regular school year and this school year she has blown me away um your center is always on the kids you have taken every chance to learn from everybody around you you save every piece of

003information from every professional development and when you hit a challenge you dive in um i love hearing the laughter of the kids in the safe center i love what you're doing with them i can hear you through the wall and it's wonderful and i can't wait to spend the next few years with you as my parent bro oh great congratulations all right thank you thank you we always continuous learning work to ensure good coverage anybody second so just a discussion i have this discussion on our blended hybrid schedule update um as you know the most recent was letting the community know holding off until the 30th of november at the earliest which is right after thanksgiving so it's not not the best time to come back either but we're just trying to watch the numbers

004as of today uh just a couple hours ago they just updated for the weekend uh our numbers and it just i don't know what is going on in the 4-1 and the 7-3 zip codes but we're just getting uh just getting killed in those zip codes with their data it's just that the numbers are pretty high and the incidence rate that the county uses is 14 as a threshold and for for the entire most of the summer and the entire fall until we started coming back to school we were in the very low we were below 10 11 12 in that range and we're at 56.6 as of today so we just keep going up and uh the positivity rate is over 15 which eight percent is the target for the state to kind of

005get alarmed so our both those numbers are high which is concerning my where i'm kind of stuck is that we really in when school started we didn't have like metrics that we could use to know whether or not we should be in school so it was really just kind of off the cuff and listening to recommendations then the health department did give us metrics i used the metrics to help support us coming back into school and then the metrics now are off the charts bad even so i've tried to look at like cdc recommendations they now have recommendations for schools and ours line up with theirs the lake county health departments do line up with cdc and it's it's pretty rough right now so i don't know what's going on in our community it's really

006our local like i said the two the 4-1 and the 7-3 zip codes our 4-1 is ingleside 7-3 is round lake so all of valley lakes and prairie point and those are 7-3 and he's probably uh anything on the senate wilson so so that's where we're at we are ready as administratively we're ready to pivot whenever we need to pivot we feel like we can implement uh the blended model quickly uh the i have i have parents i'd say the main communications i've received from parents recently has been a few parents that have just decided to pull their kids out of the blended list they just want to be remote because they're concerned about the transmission rates right now um i know we have to have families that are frustrated and want to be back

007in school too they've been very patient with me so far but i know they've got to be frustrated i'm frustrated looking for any guidance that you guys might want to give me and yeah just i'm trying to stay in line with grant fox lake 114 and then gavin so the four of us i've i've considered um and i would like to do this this sometime this week some kind of just just i'd like to test get to test the temperature for our community right now to see where they're at as far as their desire to come back and what kind of format they want that kind of stuff but i don't want to put any false hope yet either but um so i'm looking for feedback i'm this is this has been hard but i'm

008looking for any kind of feedback you guys want to give me what you're hearing the community what we can be doing better what we should be targeting whatever you think i mean personally i think that we have to go justify using the metrics to come back um but i mean i just was all over the news today about the vaccine yeah so and i remember when we first got the plan from the state is that when the vaccine came out then everyone was supposed to go back to normal that doesn't seem to be happening so i didn't know if we got any guidance from anywhere on that well so that uh what they're telling us about the vaccine as soon as they like this um the news today was was good news but it's going

009to be what they've shared with us [Music] the most vulnerable population is taken care of and then there'll be another round after that so they still [Music] impacted the vaccine but that was when they told us that look for for it to come out in january so i don't know what this news today means i don't know how quickly that's going to get from approval into so if they get it out quicker than we might see some it might see some impact sooner but that'll be huge if if they can get that in place uh sooner because i've heard the to be really honest with you the house department within the last month has said don't get too excited about any vaccine news because it's going to take a long time to get that thing

010rolled out but he was also saying we wouldn't hear anything about it until january so now we already maybe there's something more to it so that would make it just so everyone else knows i said after we got the agenda i sent an email to mr gold about i wanted to see the data for from middle school comparing the percentage of kids from fall 19 to fall 20 over and under 3.0 and percentage of missing assignments um and then for primary elementary the percentage of kids at each one of their proficient other grade levels just to see if if this has had an impact on the kids and and the learning and then their net result of the grade um i mean i think for me that's very important um it shows what would help

011show if we're doing things right and we're doing things wrong yeah um i i i don't understand that the the metrics don't measure the social emotional right aspect of it but we have to have something to go off of and it's something that i thought would be helpful for us so i've been thinking about that kevin too and i think i was gonna talk to administrators wednesday about this at our meeting uh i think we can do also do a to pick up maybe some of the social emotional we can do a survey for students to take kind of answer some questions for us on how they're doing personally with all this give us something i wish by the december board meeting i could get you our map data but i don't think i'm going

012to be able to i depends because we're just going to be doing the map testing for winter in december i don't think i'll have the data for that that's the really to compare last winter with this winter would be the best like academic data we can give you uh but we can we'll do what we can if if we don't give that to you in december we'll definitely give it to in january but uh i know that we want to give you something in december too so we'll try to get this we're going to talk about it wednesday that some of the requests you had we're going to put something together for that but also include the student poll i might try to do something with parents too just to kind of see where they're

013at and uh so on december's board mini we'll try to give you a presentation of the impact of covid on big hollow in the last nine months just to give you an idea of where we're at so i think it's a good idea um do you have communication with the teachers do you want to pull the teachers yes yes yes sorry i have that on my list too for sure teachers are going to be able to give us a whole different perspective and so i have that on my list teachers our students parents to kind of get a feel for where they're at we'd love to get the the winter map data will help us compare we did the fall data but uh i think the winner date is really going to give us an

014idea of the impact i mean i can tell you we have kids that are doing really really well and we have kids that are not right so um but when it does come time to come back we will leave the option for people to stay home if they want to and because i know that some of them that's important right now if november 30th if the metrics numbers would be staggered like we were started before that week we're bringing back we'll be starting like phase two so we'll have right now up until that point when we had to get out we only had one grade level in each building we'll add a second when we come back so be our second phase and that'll be for one week and then we'll add the rest of

015them the week after that so we'll be quickly into having a full hybrid once we get these metrics to clear i'm just hopeful that i mean it just keeps going up i don't know what's going on here it was it was uh when we started going back to school it was at like between 10 and 12. and then a few days before a few days before we started then it just it started peaking right or started heading up the ramp right before we got back in uh in october and then it just it went up to like 20 and then leveled off and actually they told me okay it's plateaued now so we should start seeing a drop and then it just went from there just shot right back up and it just keeps going

016the uh so what their speculation now is they think it's going to run a course i mean this is speculation but it's the medical experts i think we're going we're going to run a course right now that will that will uh will kind of die off after the holidays and get back to more sustainable things we will see but it's it's so high uh this this number these are these represent seven day rolling averages so this 56.6 what it jumped to today that's an average of seven days so it takes a long time for that average to go down because every even if tomorrow those low cases you're still averaging the last six with that so that doesn't just drop fast which but it went up so fast i mean it's just he said but

017they said all the testing sites are full now and hospital beds are starting to get full and so so when would you make a determination on bringing people back from november 30th crowd pride before thanksgiving i mean that probably the week before thanksgiving monday or tuesday that week we'll just make a determination we'll know within a few days here probably within a week here if if they're if it's showing any kind of sign of dropping down but it's just so hard because you're it is taking emotional toll on kids and we know that and you balance that with uh you know bringing staff back and risking getting an adult sick who then takes it home to an adult and i had a situation today and we've had some students with special needs we've been bringing

018in and we've had to quarantine that class like three or four times or not three or four times two times significant quarantine though uh and uh last week both teachers got sick but it's not covid they're just kids are coming with with with illness so they're coming with runny noses and things like that and it got you know both both of them got the flu last week so i think we've decided just to hold that we're not going to do that in person for a little while because we can't get we're getting uh too much cross going on there so um so are those kids screen when they're picked up they're they're screened when they when they come in and uh i don't i didn't look dive deeper into this situation i just know that

019they came one of them said they had a runny nose last week i don't know if they kept the student there or if they sent them right away home i just found out about it after we had to quarantine the teachers or after they got sick we didn't didn't did not end up being a coveted situation they just got sick but but about a month ago the same two we had the quarantine we had to quarantine four teachers because a student came in who uh who's who tested positive the next day so we had to quarantine four teachers after that but um right now we don't have a lot of staff uh with covid we don't have you know there's not we we had one that just recovered nothing school related and we haven't had

020any situations to my knowledge where we've had transmission occur on campus between adults between students to my knowledge so nothing like that has happened we haven't had and so i added on our dashboard if you look online our dashboard you'll see a line row for mitigation strategies so we have four metrics that we're running with one is positivity rate one is incidence rate we have diagnostic turnaround time and then we have mitigation strategies which is one i just added because the cdc has that as one of the three metrics that you should be looking at and our mitigation strategies would be how well do we do on campus when people are here keeping kids socially distance hand hygiene mask wearing those kind of things and we're doing a good job with that overall we could

021do better but we're doing a good job with that in a hybrid situation so so that's a positive thing if we started seeing transmissions on campus then we know we're not doing a good job with that so at this point even with the limited number of kids we've had here we have not had that issue so we have the safe center open we have kids in the primary elementary we also have kids in middle school every day um things are going okay we haven't had any issues with transmission of kobit so when did didn't you have those clothes for a while we closed one week we just wanted to get it open as soon as we could and i offered to our support staff the opportunity i didn't want to because the the numbers are

022going so high in the lake county health department saying be in virtual learning and i couldn't i didn't feel right telling our support staff you have to come and you have to supervise kids i wanted them to but i didn't want to say they had to so i gave them three options all of our support staff we i gave them three options because we i want to keep them on the payroll because we need them as soon as we open up i can't have but i can't have them just be at home either and not helping us so uh and they all understood that from what i've what i've gathered but um so i gave him three options one was to help us open the safe center and supervise students two is if they didn't

023feel comfortable doing that that they could come on campus for their hours and we had other assignments to task with so we have all these jobs a jobs list that we're working on that would not they could do on a loan an office or whatever just to keep them where they feel safe or three if they didn't want to do either of those they could stay home and take a furlough and unpaid for them so i gave them those three options and nearly all of them chose to come and help kids so we were able to open that thing right back up which was good do we have the same amount of kids from the start of the year uh no no oh really okay okay do you uh do you know do you have

024any feeling for why is it because of the metrics okay i'm curious so maybe we should send out a survey to parents and their comfort level like would they want to send their kids back or not yeah well after the holiday because yeah after every holiday the numbers fight right yeah okay are people asking to still uh join safe school are you receiving any risk requests i'm not i know we wouldn't turn them down if they did score so that's what i have is an update i i wish i could tell give you more definitive answer right now i'm just i'm kind of leaning on the metrics and just hoping they start taking a dive down because i i just don't think right now i could look people in the eye and say right it's

025okay even though i am confident that the mitigation strategies on campus keep us in a pretty safe position but at these numbers it's it's hard to say that would be the case so i mean what is i guess my concern is what is what if the metrics stay at 20 for the rest of the school year and we could what if this all day long but i think as it gets closer to that number i think we can definitely i feel like we can and the health department would support me on this that we could look to come back i don't know if it's going to have to get all the way down to 14 again to do this as long as our mitigation strategies are strong that's what that's the impact so lake zurich

026right now is is that that they're in that last i knew i haven't checked it like as of the last week but they're coming they're going back to school they're in this the 15 to 20 area so they could justify it they're not under 14 i don't think i i don't want to i don't think they're under 14 but i know they at one point when i talked to her superintendent they were like 17 18 and she was like i think we need to go back you know so they weren't trying to get under the 14 again and the health department supported it because of their mitigation strategy that's a really key part that's why i put it on our dashboard because i think we're going to get to that point like kevin said let

027me get we may not get all the way to 14. close enough that we are with our mitigation strategies we feel safe i can't imagine it's going to stay this high it hasn't been this is higher the highest has been since it came out so people are tired of wearing their mask stand inside yeah yeah but i don't know there's so many more testing sites too yeah yeah but they said there's still a lot of people who haven't been tested that have it yeah the uh i had somebody tell me the other day it was one of our teachers actually said the tests are pretty expensive and uh and so that's that must be why the uh when they have those mobile testing sites they're free and they're just i think high school was five

028hour wait yeah for a test but it was free so i kevin i try not to think about that because i don't want to i don't want to be out that long i just it's miserable but it you know i guess we just see how it goes and see hopefully see a trend here in month to month we make a decision on what we're going to do right here it's good we're ready to pivot yeah yeah we're ready i'm glad we tried to go back because it helped we learned some things i know mr whipple's working on some changes for middle school that we think are going to be better based on being in a week it helped us learn some things so that's helped i think so i do feel like we can pivot

029pretty quickly now all right item c are going to have there are three principles get up and share a little bit about their school improvement planning while while they're getting ready to and you saw the entire school improvement plan in the document we know you've had a chance to read it there's going to hit some highlights and then but i want you to know last year we didn't finish our school improvement planning because that finish usually happens in april may and with all that hit i just told them put it on a pause and basically said this year they they're continuing on with their goals from last year and they added a few things as well so it's kind of the the one-year school improvement plan turned into a two-year because of all the garbage

030that's happened so go ahead lynne all right it is the same a lot of it looks the same but i don't want you to think that that means we're just going to sit back and just oh it's what we've done the work continues so under uh the instruction that i wanted to highlight is that we've been using a book called the teacher clarity playbook and we've been using that to create learning intentions and success criteria for every one of our priority standards in ela and math we actually had just started that work like in february where we hit the shutdown and i think dr hetrebetz had mentioned either last month or the month before they should stop the work we have really dedicated teachers they continue to work at it all summer so the work

031didn't end just because kovid shut us down they've continued and we will continue now with our early release days and institute days we actually have people from the roe coming in to help us look at it and look at it from a different viewpoint even of what other districts are using as their priority standards and did we target the right standards and to kind of help guide us in that and the other thing i wanted to point out under instruction would be the implementation of imagine literacy and imagine math as our main personalized learning platform and just to let you know that i've gotten a lot of really good feedback from parents on that and also the students like the students that are there in safe center and i know kindergarten was only there the

032four days but i really made it into every classroom quite a bit during those four days and getting to talk to the kids and ask them what they thought about it and got a lot of really good feedback the second goal has to do with student achievement and that's one where definitely you would notice that like we didn't really have data in the spring to show you what our growth was but i did want to point out that our summer map was successfully implemented for first grade and for kindergarten we did a screener i think with first grade we had it to where we were less than 15 of our first graders that we did not test so we tested almost all of them and we're currently working on plans in fact teachers emailed out

033today to parents a sign up for map testing for kindergarten and first grade for december we're offering different time frames so like a 9 to 11 am a 12 to 2 like afternoon time frame and then each day we're also offering late afternoon and into early evening so like a three to five pm a four to six pm a couple of days we even have a five to seven pm really trying to make it as convenient as possible for parents who might be working to be able to bring their kids here for the testing and we will also of course offer a remote testing option so that the child could be at home we have a teacher on site or from their home watching the testing process and this friday during our institute day we

034will be training all of the testing proctors to be able to do that remote testing to make sure everybody knows what they need to do and then the third one our third goal the goals that are all centered around culture and climate i just wanted to point out and i think it was just last month that mr gold shared like the overall district humanik survey results but i wanted to highlight a few of the ones that i thought were pretty spectacular for the primary building we talk about the dream box that top right quadrant and last year the dream box for primary was at 90.32 and this year it was 97.72 so a nice increase there all 15 of the dimensions that are surveyed through humanx saw an increase they went up the dimensions with

035the largest increase for us were performance planning recognition relationships and quality and innovation and i love that quality and innovation went up and i think part of that is because we had no choice but to innovate we were thrown with something so there was no choice but to innovate but the fact that the teachers saw that as something you know positive the three dimensions that are mentioned in our school improvement plan are recognition relationships and continuous improvement and two of those three had been in the bottom five last year and are now six and eight so a huge huge gain it just shows that the work that the building leadership team and all of the teachers and staff at primary are doing is making a difference very good do you have any questions about our

036school improvement plan good work lynne mm-hmm thank you thank you okay good evening everyone i'm excited to be able to share with you the elementary school plan just starting with instruction we will continue our curriculum development work documenting and communicating amongst each other as well as sharing via newsletters teacher newsletters our building level newsletters with parents and talking about our work and our focus in the area of curriculum we'll continue to use this teacher clarity playbook that lynnan had had mentioned as our guide starting last spring february or so and that will continue on that that work through our early release days and our institute day and other meeting times that we have throughout the day we modified a couple of our goal statements this year at the elementary level the goal statement for instruction

037uh we have a bigger focus uh just a little bit away from the resources last year if you remember the focus was on ensuring that everybody was with fidelity using the board approved resources that has been totally completed and everybody is using those board approved resources now it's ensuring by the end of the year that all of the information in our curriculum and our units and assessments and that sort of thing are put into the system the partner for results system will continue to do that throughout this year we are also uh continuing to focus on data wise you heard us talk a lot about that last year now it's we have a focus with our building leadership teams to start focusing and reading and doing some more research in the area of data wise

038but also getting i have a quite a number of new teachers over at the elementary building so getting them caught up to speed and some of the work that we did last year with datawise um also a huge priority and it has been talked about quite a bit at our building leadership team meetings and that is to have opportunities for vertical alignment and horizontal alignment as well but we'll continue to collaborate grade to grade teachers really are even initiating conversations and you know especially now with remote learning and and on that transition that happened last spring out of the classroom just where have you finished where are you starting making sure that we're continually focusing on those priority standards as well but knowing what's happening from grade to grade under student achievement here again we

039we modified our our goal statement a bit and through conversations that i've i've had since the summer with vicky helping to vicky dr king to help us focus our efforts on something called conditional growth percentile um this is key especially due to this year and being in a pandemic and changing instructional models as we are really looking at our map growth data and looking at the conditional growth and and trying to improve that and in both math and reading for this year we have a huge focus this year on personalized learning with imagine learning and really trying to align the use of of this personalized learning program with our priority standards and of course personalizing that for each student it's been going quite well especially for those learners who are struggling and working in at

040their level as they're moving along as well as those students who are in need of enrichment and ready to get some more breadth and depth in in what they're learning and then finally in the area of culture and climate it's been very exciting fall here and working with a human accent svetlana has come several times to our meetings um we as well at the elementary level we selected three dimensions last year they were continuous improvement and training and development and communication and all three of those areas improved significantly this year and so we'll continue their recommendation is to have these goals for two years they certainly and stefan lana told us this last year that if we can focus our efforts on three of the areas it will definitely impact the other areas and we

041saw similar results as the primary building as well in terms of our growth in these dimension areas because of the work last year it's been interesting the blt we've shared the results with with all of the staff but blt is really doing some of the ground level work here we've been determining those those three dimension areas determining what behaviors are going well and for as an example from last year and under a continuous improvement the subcommittee on blt that was working on that particular goal for creating the action plans for that last year they had a couple of behaviors that they felt were really going well in that area and then this year there were almost 30 that they could identify 30 areas where we've really strived for continuous improvement certainly the remote learning and

042those kinds of changes have come into play there they also have work to identify behaviors that might be getting in the way of improvement and so some very you know substantial information there that's going to help guide our action planning and then um we're right now to at a level of of prioritization and what's most important here and then working toward pacing and we did not do that last year but to say okay this is what's gonna this is what's good this is gonna look like in november here's what we're going to add in december and so on throughout the year um i think i'm really very proud of our work this year in the area of social emotional development the circle meetings and relationship building with children i i don't think i could have

043predicted what was going to take place i think the the really aha moment for me was as our second graders came back even though it was a very short time um i was able it was like they had been here all along since the beginning of the year and i i did not guess that it would be that way especially from teachers only having an opportunity really at great meet and greet to meet their children and and parents but yet those relationships did build and continue to to to build and grow and so we will continue on with our our work and having circle circle opportunities for kids um and continue to grow in that in that area um finally i would just note uh we're going to continue to do some work in the

044area of pbis while it it looks a little bit different while they're remote there still needs to be work and making sure that we're aligning our pbis expectations with remote learning we're also taking a look at some various sub groups this year in terms of our referrals and and doing some some work there collaboratively with staff so some new and exciting goals we were able to um uh take out a few of the goals that we had met goals from last year and so excited about moving forward with the goals that we've established so far this year so much questions for al mastery i just have a question um i like how you put in your presentation how it tries to look for goals i thought that was very helpful um how it relates to

045and that was very helpful for us to see um but i had a question about i saw this bill for imagine on our bills and i know that we said it was for math and ela i know we just bought eureka two years ago three years ago so how do those two work do they work together between shelf one are we using the other one yeah um that i heard tonight i have mrs janice talked about it so i didn't know i'll start and i'll let you uh take on yeah we had to force over some money for imagine to that was kind of our insurance policy if we were going to be in remote learning for a long time thankfully was able to get a lot of that cover to advance but eureka wasn't

046conducive to as conducive to online learning so we were trying to after last spring where we didn't you know we did our best to serve the family last spring but we didn't do great you know for long term so imagine was our insurance policy to take a lean on and now i like as far as how much eureka is getting implemented i i'm not exactly sure so eureka continues to be a strong resource for us um you know as at least at the elementary our teachers start with the kids in their their morning meetings but then they go into small group work for reading ela typically in the morning and then math in the afternoon during those small group times they're using the scope and sequence from eureka they're using practice um resources from eureka

047because they've it's made quite easily on online uh eureka has with access to resources um with eureka so it's continue con you know can it continues to be used um and followed i know that um with the imagine learning time uh students have blocked times that they're going at their own pace they're certainly skills that are in imagine learning that align with eureka some if they're moving forward at a quicker pace they'll be introduced to additional skills um and then teachers are getting uh reports from the eureka pro or i'm sorry from the imagine learning progress and then um with that if if they're seeing that a student is struggling with the eureka material they're able to go into the system and um modify and make sure that there is uh that the student has

048access in the imagine learning to support the skills that they're they've been teaching in eureka so they do work together i don't dr uh dr hetfitz is at home quarantined but she's texting me listening uh she said that eureka didn't have online materials until mid-september so that was one of the reasons that we had to make the jump um and then uh also uh that eureka um as you just mentioned eureka imagine vicky do you want to share um thank you that's good for uh families that are our k5 families who are from paris who's kind of dove into the imagine to see it uh i've heard a good thing they really like it as a resource because even if they're if their child maybe wasn't as didn't feel as challenged they can always go

049to that that's going to push them you were going to say something oh that one is that a one time yeah it's one time for the year though yeah just a year because it's it's such a the resource is so uh packed with resources as far as even instructional support that's why it's so much are trying to figure out i mean i've given off topics like a way to if it's that valuable i want to figure out a way of how we would uh continue with some form of it in the future because it does it's good for our bilingual population because it's uh translated as well so there's a lot of good pieces to it any other questions for elementary no thank you thank you all right mr whipple you're up uh okay good

050evening um talk a little bit about the middle school school improvement plan we were fortunate enough um because we were tier three a couple years ago we had treehead to create a three-year plan so ours is stretched out till the end of 2022 so all of our three-year goals stayed the same and basically all of our annual goals uh stayed the same as well with some minor tweaks around student achievement but so to start with we had our first three-year goal plan uh by the end of 2021-22 our school wide rating of data wise rubric will be developing or sustaining in steps one through four we chose datawise as our improvement process cycle because we wanted to have all of the steps and then in addition to it also helped us with having a rubric

051so we can measure our own success and how well we're coming um developing as a school within that within that system um some of the things actually since march have been a little bit on hold we haven't advanced as much as we wanted to our teams are still meeting are still we're still organized to do the work but we've kind of taken a little bit of a step back just to let our teachers and your commenting with for me with the middle school is really just letting the teachers what are they teaching is a priority for me right now and we're good to and and the how's with the remote learning process um goal two um goal two is where we made some adjustments um but really we we stuck with the projections that the

052state had as far as the percentages of where we're supposed to be at the end of 20 21 22. um but with that we decided to with dr king we sat down and looked at some of the the map and and talked a little bit about conditional growth within map scores and set the annual goal by the end of 2021 school year the conditional growth percentile for each grade level will be at the 55th percentile or above as indicated by math growth scores the iar obviously we didn't take it last year so we left that goal the same moving into this year and then added the percent of students projected to meet exceed proficient standards on ir will increase by 10 to 15 in each grade level by the by the winter and that's based

053on the map projection scores map will give you a nice little graph that shows you based on the research that nwa map does when they do when our kids take that test they give you kind of a projection of how many will be meeting exceeding at level on the ir when they take it in the spring the goal i just read was for math then they're very similar goals for ela we'll be at the 60th percentile for ela for reading on for map growth we will be at the 44 percent of our at grade level on the ir this spring and then again we'll see an increase in our winter scores by 10 to 15 based on that projection from nwa so um a lot of that we still had in their goals that we

054want to come back to as far as um some pd we're looking at you know once we this past fall we we did okay on map as dr king presented in the earlier couple months ago but once we get that second set of data in the winter it's going to be a little bit more useful for us to have teachers dive into that data a little bit more come winter scores um and then our last goal was really around behavior so by the end of 2021 school year we will see a 30 decrease overall classroom disruption defiance with referrals since we're not in class it's kind of hard to we don't get a whole lot of referrals for zoom calls but you know there is still inappropriate behavior it's interesting when we have to discipline

055a student who's already at home so i don't know our data is going to look really great in the next couple months or maybe this year i don't know around this one but we still have that end goal of really making sure that when we're in class having that climate and culture that's conducive for learning and making sure that we are continuing to build our multi-tiered systems of support for academics and for behavior one of the things that i want to point out is the other two principles talked about humanities data the humanx data and we didn't use that within our goals because we had other qualifiers we took the illinois quality framework which was our base for really deciding where we wanted to focus our goals culture and climate is always a major component

056of how successful our school is going to be but highlight and celebrate um i have not shared this with my staff yet um one of the things just finding the right timing is to share that but you know our overall when we look at satisfaction engagement last year we went from 74 now this year at 79 so we had a huge growth in percentage overall and when you look at the data and break it down all 15 areas we went up significantly and our lowest one was at 3.93 which means that every other all other 14 indicators were above a 4.0 on a five-point scale so i it's definitely something that we need to celebrate with our staff for doing such a great work and then when i really broke it down even more 74

057questions i believe we only had eight overall out of all 74 question only eight questions went down decreased in scores and only three according to what humanx says was a significant decrease which was a score of 0.1 so the other five indicators or five other questions went down less than that so it went down a hundredth of a point which is insignificant as far as a decrease in my eyes but i'm not the data guy so but so overall um our staff is doing great i think that's really contributed to the entire staff and the leadership and i'm not talking about the principal or the assistant principles but our teachers doing a great job being leaders we have some great subcommittees that have been doing a lot of great work leading answering questions and helping

058their peers so any questions stuff thank you very much appreciate it okay moving right along we have item d is the school report card presentation typically this is a pretty lengthy presentation of information for you and with the covit environment it really put a damper on the school report card because there's no no student assessment data to report from last year so that was usually a big piece of the report card in the agenda i've put in the pack i put in your packets i'm sorry in the board packet you'll you have exhibits for the primary the elementary and the middle school report cards you'll see a lot of red ink on those that says dudakova this data was impacted so there isn't no data or it's very uh skewed data like attendance data would

059be very skewed because after march all kids were in present every day pretty much you'll see some financial data i would you know the financial data this this data is always running about two years behind so because they they go for afr which was a year ago and uh so the tax data all that's data that's a year behind that you already know like even tonight we're gonna talk about some things that are as as current as it gets so so the school report card data has has some areas that are a little bit behind the i don't know if i didn't want to go through the whole thing because it is some date there's so many holes in it this year uh is there anything on there that as you read through that seemed

060a little alarming to you that you wanted to ask questions about okay by statute i have to have to go through this like i have to present it to you that's why i'm doing it but it is so full of holes this year that i didn't think it was worth our time to spend a lot of time on it a couple more items before we get into the tax levy immunization update you'll see the numbers there that was a little more challenging this year with kids not being on campus our nurses have done a great job of tracking that down that's item e you'll see the numbers item f audit update typically at this time of year i'm giving you the the financial audit this year they got it done and then after they got

061it done they realized we were over the threshold of uh for federal grant money we've received if you receive more than i think it's 750 000 in a year of federal support then you have to do what's called a single on it so it's an additional audit so we we're over by like five thousand dollars so so they had to go back and do that so they're doing that this week on friday so on december hopefully i will have a report an audit report for you for 2020. uh exhibit 16 item g and the agenda is just a staffing plan timeline for 2021-22 follows the same format as years past so in february i will give you a preliminary staffing plan in march we will vote on a staffing plan item h is exhibit 17.

062i think i'm just going to walk you through it here i'll go ahead and do on the computer i can do it here it's fine yeah all right so the tax levy document that you have in your packet i'm going to get to my first page here so on the on the first page you see just our interviewer fund balances this is a this is actually a table you've already seen when i did the budget this year so the last line of this is again i say this every time but the last line is worst case scenario if we spent every dollar that we budgeted this year that's what our balances would be it won't be that bad but that's what i have to show you on a budget so the last line the reason

063i put this table on here is we kind of look at these but these uh these balances when we figure tax levy so we we know if we need to shift any levy from one fund to another so so that's the budget balances for the end of the year the next page shows you where our current big hollow tax rate is comparative to the county for the for the elementary districts not not the unit districts or high school districts but just the elementary districts you see where last year we were at 3.96 which was a little above half so it's a little above halfway up that table again i've pointed this out to you in years past the uh a key factor in that is a dollar 22 of that tax rate is uh is

064our bonds our bond payments so a nice chunk of that is the bond payments that we are currently paying down this take this next table the tax levy history you can kind of just see over time starting back in 2014 you can see that the top row says eav that's our assessed equalized assessed valuation for the district you can see how that's gone up quite a bit since 2014 which is a good thing our tax rate's gone down um but our levy has increased at a steady steady rates always i would say averaging around three percent increase without the bonds the bond payments as you guys well know the bond payments fluctuate each year they've been going up over time so um sometimes that impacts our taxes more than it in one year than it

065did in the prior year but so in the far right column you'll see uh our estimated tax levy for this coming year and this is a finance committee we met last week kind of went to these numbers this is what we decided on as an estimate so it's the far right column we the guess the guesstimate right now is that our eav will be around 417 million that's a that's a little bit of a high guess the county gives us their estimates and i usually try to go a little higher than their estimate just in case they missed anything when we do our levy because what will happen is if if we levy too much they'll just they'll cut the levy down uh um to make sure that uh we we don't go more than

066what's called the limiting rate so um our overall levy for this year without the bond payments is increasing by four point seven nine percent uh and that that will not be the final levy they will cut that down a little bit but what we're what we're putting on the document is a 79 4.79 increase uh the uh that does not require a tax hearing because we're under five percent the finance committee asked me to give it give an idea of what that impact is on a household so i put a table on here that says for a household of 150 000 property value would be a 34 increase in your taxes if we if if this whole thing was approved again that's going to be a high number because this this tax levy will not

067be approved at that rate it'll be a little lower than that so i wanted to give you the worst case scenario so those are the numbers that are worst case um i'll go through this whole thing and i'll let you guys ask questions the bond payment um information i think this is uh good information for our taxpayers so i included this as part of the presentation because when people call me and ask about our budgets or anything questions like that i usually give them this document i walk them through it because this is a good document so the bond payment information i'm just going to refer you to that the payment schedule in the middle of the page and on the right side the shaded in portion because we're getting down to the last three

068levees of big bond payments uh this coming year we have a bond payments that we're levying for in this levy for four million nine hundred seventy four thousand three hundred uh next year will be another bond payment for just over five million so basically the same the following year will be a larger bond payment for five million five hundred thirty five thousand that'll be our last big one um the uh and then the following year we'll only have a we'll have one million left to pay off so that will feel like nothing compared to what we've been doing but um so we're within our last three big levees here of being able to to pay this thing off all these bonds the uh we might consider i would say as a board we need to

069think about in a couple years this year where it jumps up by 500 if our fund balances look okay at the time we could consider abating 500 000 so our taxpayers wouldn't see that 500 000 increase we could take the land uh money that we received and we could we could offset this so our taxpayers don't see that big increase that one year but we don't have to but something we can consider hopefully in a couple years for fund balances look okay i put a table at the bottom of that page because i think our committee asked me to do this i believe as what is the impact of the bonds on our taxpayers so right as of right now that's my estimate to you is if your home value the middle one there's 250

070000 that home is paying just under a thousand dollars a year just for our bond payments so when those bonds go off that's that's the savings we can we can share with the taxpayers i put this chart on here again this year this percent adequacy the state of illinois does the evidence-based funding model and they base their funding on different tiers of school districts that are four tiers tier one is the districts in the districts in the lowest tier receive the most funding from the state when the state does put out new funding this year they did not put out new funding so we didn't get the new money but um we are in tier one we are at 63 percent adequate funding again you'll see a listing of all the lake county elementary districts

071and the their their adequacy percentages in there it's a significant i don't want to beat this issue too too much but when i look at this it just it's very frustrating to me because we are doing a lot of great things here big hollow and we're doing it on 63 actually funding in the state of illinois when we got districts not that far away from us that are at over 100 and the difference in that if i go down to this next chart that you can see the difference in that our 63 percent funding if we were at 100 adequacy we'd get around seven million dollars more per year so that us functioning on seven million dollars more a year i think of what we would be doing for kids with that kind of funding

072would be incredible but so i feel like i can say to our taxpayers we're giving them a good bang for the dollar for our kids right now at the 63 funding level so um the only way to increase that is one of our finance committee members asked me how do we get that percentage up there's one of two ways one we get more money from state or one we get more money from taxpayers we don't want to get more money from taxpayers we don't want to go that route so uh um it's uh it's hopefully the the new formula has fixed the if the state continues to put money into it the covid situation has caused a big problem in that area so but but if the state was continuing to put in money into

073the formula being a tier one district like we are we would get more of that funding and you know the goal is eventually our adequacy goes up but uh the uh i put a couple other charts in here for you the one that i do appreciate and this is old data because we didn't have last year's scores but i do i want to point it out to you that we are in the bottom 20 percent of funding but you will see the test scores for the percent the different tiers uh schools in the top 20 of funding you can see their test scores are the highest we're in the bottom 20 of funding but you can see our test scores we are testing as if we're in the middle the third third quartile so that's

074why i do i think it's a good good display that we are doing well with the funds that we have so the last document is a certificate of tax levy that it's just it just uh lays out all the the items and i'm going to bring up one item because there's there's one that's uh something i think the board needs to everybody's know ahead of time we had a we had a discussion about with our finance committee about the working cash fund and uh at what point i think we have let me go back up so i guess the number wrong the working cash fund is kind of is i would consider it like a savings account it's a fund that we put money into it's not designated for any one thing but we can

075transfer the money at any time you can take if a fund is is falling below we can take money out of working cash and move it over so we have at the end of this year we'll have 1.3 million in working cash um uh i decide i i propose to the committee that that's a at this point that's uh that's a good fund to have right there and with some of the stuff that's going on we might need to levy into take that 50 000 that we've been loving and move it into another fun just to help us out for a year or two it doesn't really matter in the end we can put it we can levy in working cash and then just know that someday we might have to move some over to

076bail out a fund so it really doesn't matter in the end where we put it but in the tax levy you'll see that we didn't levy any but that's really up to the board's discussion on that because we can i can take the five cents and put it it's five cents levy and put it in working cash and just take it out of another fund and then someday if that fund's going down we just move it back over so it's however you want to do it some sometimes boards will say they they don't want to get too high in the working cash because it look you know it's it appears we're trying to bank a lot of money we're really not trying to do that but that's one item that can be i'm all for

077keeping working cash going keep it going yeah that i mean we got we just got out of trouble five years ago i mean we were borrowing more money than we were bringing in and the goal at that time was to make working cash enough money so that we would stop borrowing money um and so the way the way uh it was the goal at that time was to to build that fund up so that we would stop the taws so that the uh the funds that uh help us with the taws are the working the uh operating fund so as long as we so it's the education fund the o m transportation and working cash so whatever that five cents we're putting working cash we do we need to keep it in one of those

078in order to do what you're saying right so if we take that five cents and put it into uh imrf it's not helping it it's it's it doesn't help it doesn't help yes it doesn't help our cash flow for the but yeah as long as we keep it one of those four funds we're basically because they can move it between those yes yes that's why we didn't think it was and then i mean i think like you were talking in four years from now when we have that ginormous bond payment um i mean you're prob based on this chart it's going to go up for a 250 000 home if they're paying a thousand bucks now they're probably going to be paying somewhere around 12.50 yeah that year and that's a that that's a that's

079a big bill for families to swallow i mean that's why personally i i thought that it would it would be good we could use some of that money in there to pay and not take it out of the education fund um i mean you see we're already at 63 percent of where we should be um but i thought we could use some of that money for that and yep i'll relieve some of that but i mean i think it's yeah for sure i'm fine either way we can i find if we levy it in working cash uh at any point we can move from any of those funds we can transfer money but i i do think that kevin i think it's a good goal of ours to at that year to offset that 500

080000 increase because like the government accounting standards board don't they say that public entities should have like 33 of their operating fund um saved i thought it was i read that somewhere i thought it was like 25. it could be so they would uh they would count so in that savings you would count our fund balances in those four working funds education fund o m transportation transportation working cash so um so yeah i'm i'm finding the way really whatever you guys want me to do on that that uh that working cash fund i'm fine putting it back in there what i'm showing right now is none for next year but we can we can put it in so so if you move it you're just moving it from one fund to the working cash yeah

081right yeah i'm just taking it from uh so technically we still have the money yeah not sitting in right it was just not showing right now just but i guess you know like i saw it and i said you know why are we not loving anything and working working cash so you're just going to explain to people it's because we have enough in there and well so because if we so if we don't levy in working cash so i put it because because i'm anticipating less from the government this coming year i thought we'd better put as much an education fund as we can because it's going to show we're going to start showing a negative balance in there and eventually we're going to have to move money over then anyway okay so i thought

082let's levy where we're going to need it next year and that's that's why i did that but but we have a we have a good balance we have a 5 million balance in our education fund so if we lose a couple hundred thousand dollars a year for a couple years it's not the end of the world and hopefully the state gets things back in order you know i mean i don't want to do that we don't want to function that way because we don't get back to where we were borrowing money years ago but uh but now that we have a balance in it you know in 2014 our balance was negative 1 million in that account and now it's at 5 million so we are a much better position that we can take a

083loss for a year or two but like you know we all don't want to get back in that situation we were in so and working cash was down at that time too so working cash was down you know at half a million so we've been consistently putting money into it well in order to move the money you need to have board approval yes do a board resolution we've not since i've been here we've never moved money from one fund to another the imrf balance on there is not right it is it's correct now but after our audit it's going to go up we had a we have a situation with some insurance we had to write a check out of there for like 90 000 they're going to put it back in so it's going

084to show so that one actually is around 94 i think it says 1 371 but that's going to change after the audit so so the rest of them our o m fund is probably the healthiest fund i mean the balance the balance has been increasing over time and not not counting the land sale the balance has still been increasing uh so i've d on the tax levy for this that you just saw that i decreased the levy in the in the uh o m fund a little bit because we just keep it i knew i moved that over transportation because we've been taking a hit on transportation although this year we've already gotten more payments from the state and transportation so that's that's been good so i guess i just need from the board a

085consensus sun because next month i'm going to bring to you the final tax levy on what you'd like me to do with that working cash kevin's proposal is to put it back in there and then i can totally do that it's just up to you well we have the money from the sale of the land that's going on i know that's what i'm saying but we have money we have we have extra money so do we really need to put money in working cash at this point for me i think it's a good idea because then if the money's needed it's a board decision right so i see what you're saying yeah yeah it's it's not it's not in there to spend in there to spend right so you're saying if the money is in

086there then you don't need a board well that makes sense i get that is that the money if the money's already in education then you don't need her then yeah the only thing we're approving are the bills yeah all right correct i gotcha i've never thought of having the spending of that of that money so if he needs the extra what is it going on what is it going up like what whatever 500 000 out of then we've got to approve that 500 000 to be transferred from working cash to education so you have control of it like what's it for did we lose money from the state or whatever i was talking about we would at least know so as a board you have a little more say in where that's going directly no

087i'm i'm fine doing that it's not like i said it's still there right as long as it's still there it's my biggest i don't care where you guys want to keep it zeroed and keep it zero i mean i'm just voicing that's my yeah anybody opposed that like i said it could go either way for me it doesn't really matter as long as as long as somebody's there i really don't care where in some in some areas i've had uh people the community doesn't like to see a lot of working cash buildup but we're not trying to bank money here i mean there's like the the o m with the land sale some people question that why do we have three million dollars we're going to have roofs to replace we've got parking lots to

088replace we're going to have boilers replaced well that's going to come up in the next 10 years right so that money is going to be gone going to that so there's there's reasons to have that built up and so working cash it you know that's what some some communities would not like to see a large working cash balance but if it's not there it's going to be one of the other funds and so i'm i'm fine either way well like i said before i just thought it was odd seeing it at zero yeah but i understand where you're coming from so it doesn't really matter to me as long as the money and we can transfer yeah connected as long as we can i can i can defend what we have working cash as long

089as we're not okay with that then it's fine just putting in there i think it makes sense to gives the board that way they know you know i never thought of it this way but that way you know that that's there and it's not going to move out of there unless you approve it all right so yeah i'm fine with that yeah that's fine okay all right so we don't need any kind of motion on this yet next month we'll do a tax hearing and finish that out uh almost done the isb resolution committee report vivian has is going to do our delegation saturday morning thank you okay so what i need is um how do you want me to vote right so now we gotta support all the resolutions so the first one is

090the loan program i have no idea i was okay with their recommendations i was too i gotta find it for two i was okay with the recommendations the gun stores i didn't find too many that i didn't agree with yeah okay so one we are do not recommend so gun storage opposed correct do not recommend it yeah school report card wasn't that i do not do not recommend a pre-k teacher licensure teacher shortage i was confused by this one what what the teacher shortage yeah i understand there's a teacher shortage but i i was it said that they can be a teacher but not have a license but maybe get a license and i i didn't know where we were going with this one but it's a provisional one for five years but there's some

091areas that have a trump film teacher spot so thank you i would say anything we can do to help with that teacher shortage is going to be helpful because it's getting bad yeah yeah okay right so they're recommending it adopt it yeah i yes yeah it's pretty bad now they're going to get resistance from that at the state level but they're they're going to probably push for it but they'll get resistance but for the teacher shortage yeah they're getting what they help because they um teachers do not have to take the basic skills anymore like that was a big deal yeah i don't know when did that go and the public this year was that this year yeah this is the first year uh e-learning on election day yeah i didn't know that was a

092big deal uh do you support local control pandemic so eight was support and seven was supporting eight was do not do not correct yeah they were the same bill with different language correct right okay and then reaffirmation of existing positions charter schools nine with this do adopt you guys okay with that one ten adopt eleven [Laughter] we're gonna support that one and then 12. yeah equity yeah yep you adopt yep okay okay thank you all right thank you and that would be it for my report all right anybody have any questions on the employment report no can i please have a motion to approve the employment recommendations for october 20th motion second tiffany and julia peter yes yes yes yes yes we accepted a resignation retirement from heather cramer was a bus driver effective 1210
