001all right I'm calling immediate your order it is 6 30 on Tuesday September 26 2023 and this is the regular board meeting of the St Louis Park School Board or I read our agenda I'm going to read Our Land acknowledgment we are gathered on the land of the Dakota and Ojibwe peoples I ask you to join me in acknowledging the Dakota and Ojibwe Community their Elders both past and present as well as future Generations St Louis Park public schools also acknowledges that it was founded upon Express exclusions and erasures of many indigenous peoples including those on Whose land the school district is located this acknowledgment demonstrates a commitment to dismantling the ongoing legacies of colonial power and the district's desire to support the ongoing work of local indigenous communities to thrive in our schools items
002including the levy and the superintendent evaluation summary a consent agenda two items on our action agenda including the preliminary payable 2024 Levy and the Iowa Authority Communications and transmittals and adjournment is there a motion to approve the agenda as presented Sarah any further discussion all in favor please say aye aye opposed okay the first thing on our agenda is open forum in the interest of open communication the St Louis Park School District wishes to provide an opportunity for the public to address the school board if you wish to address the school board please complete the yellow sheet I think there's another one back there anyone indicating a desire to speak during open Forum will be acknowledged by the chair and the Latin three minutes to present the topic Colin will be holding the little thing
003up right and this will be where you have to sit in order to be picked up by the microphone during open Forum the board and administration will listen to comments but will not respond Please be aware that disrespectful comments or comments of a personal name I'm sorry good evening my name is Chris Clark I'm currently the president of the band parent Network which is the 501c3 that was set up to support the high school band program and we do that through a variety of means and we support the teachers as well and that's why I'm here tonight Steve Schmitz was and is still obviously a very beloved individual in our community and he was a lot of us believe wrongfully um supported or not supported during this past school year I am aware of seven
004distinct incidences that he suffered from people writing on his car in the snow a gay slur to things being thrown at him and students while they were practicing or taking photos comments being made as he passed in the hall all of these were given to the high school leadership they were made aware of it only two of those incidences to Steve's knowledge or responded to appropriately had people identified as the perpetrators and two of them were handled with a disciplinary measure applied to said individual two out of seven is a horrible batting average Steve's a room is a LGBT and school-wide Sanctuary where it was the kids could come in there and be safe and secure for who they are and they could be allowed to be themselves my daughter who has since graduated Taylor
005is a member of that community and she expressed to me in the last few days as we were preparing for this she couldn't be here because she got sick that every Injustice to Steve was an injustice to all of the kids not just the LGBT community but all of the kids because they considered Steve their family as he considers them his family and that hurts my heart and is not something that should be or or can be tolerated my ask tonight is that we have a better opening a better form of communication that things are being addressed things are being monitored things are being continued to be pursued in an effort of Justice I know a lot of people in our community have gone away from holding people accountable people need to be held accountable
006there cannot be um there cannot be peace and Law and Order without people being held accountable thank you I appreciate your listening have a good evening thank you um probably settled a lot more than I knew what had happened because I am a parent from my kids graduated in 2016 and 2018. but when I there was like the media Facebook the band parent Network gave us an opportunity to know that Steve had resigned and um just felt really a terrible outcome for our school our community how much energy and time he put into the program 17 years worth of service to our community just everything about this man was had um just Community Humanity just you know everything that you would want in a teacher really so I'm going to stick with at least my
007plan of wanting to share my gratitude for Mr schmitz's 17 years of service um my kids had a really good experience throughout their time with him um I will second the idea of some kind of policy rules that will help the administration sort of deal um with like this sort of um what happens how they you know if he's asking for support what kinds of things can he get you know are other teachers as they go through this now what kind of policy that we can come up with that you know have the administration be talking about this um think about the actions reflect on those actions we've lost uh you know a nominated best teacher of the year within our community it doesn't feel right so thank you for your time thank you for
008a moment and yeah I'll try to be as awesome as she I've heard her speak publicly she's very good I'll try to do this um my name is Mark Berg I'm parent of two former band students during the school years 2020 or 2012 through 2020 with your approval I'm reading these statements prepared by another parent Kim who is unfortunately home with covet and these are her words my name is Kim Opitz and my husband and I have three children in the district we've been engaged with St Louis Park learning for 17 years and we have six more to go I'm here to talk about policy as it is written versus practice and what happens in our schools between policy and practice something has gone very wrong many of us want to know why and how
009we're going to fix it Steve Schmitz the former band director was a semi-finalist for the 2019 Minnesota teacher of the year his classroom was a safe space for all students and he went above and beyond to make it that way last year he was repeatedly harassed by students at least twice for his sexuality by definition one incident was a hate crime a slur written right on his car males were thrown at him and the students on stage during practice a bottle was thrown at his head during a yearbook photo these were observed events that happened with students around we know he asked for help and with an aching heart he told us that he had to leave this District to save himself ten days after his resignation nearly 200 people showed up to a last
010minute party organized by parents they stood in line in the oppressive July heat for the chance to tell him you made a difference you will be greatly missed I'm glad to report Steve knows the people who cared will always care and we gave him the send-off he deserved but we still lost him and we didn't have to a lot of us have been watching this unfold and we know one thing no matter what policies happen in this room no matter what words are spoken St Louis Park is not a safe space for everyone to be fair I don't know how much of any of you knew what was happening because between this room and the high school offices there appears to be a lot of space for policy interpretation and application does anyone monitor that
011or pay attention does anyone see what our students see day in and day out when their peers and teachers are harassed for simply being themselves we're asked for it we're asking for a detailed unambiguous policy that defines hate crimes against an lgbtqa students and staff one that includes April slurs when spoken in another language a discipline policy that includes mandatory police reporting and suspensions for every single hate crime Steve told me he wants his experience to bring about lasting positive change he doesn't want this to get stepped swept away please don't let this be the end of the conversation let's make real changes starting now thank you my name is Laura erlinson I'm a parent in the district I have two high schoolers we've been here since they were in kindergarten full disclosure I'm also
012a former employee so I don't know if that will create any issues um but I'm coming to you as a parent who has talked directly with teachers and staff about how they are feeling and I think it's important to relay this information because I think it's reflected in why we're having so much um teacher departure and resignations um let's see what we have Peter um like I said this is coming direct from the from the teachers themselves I would encourage people if they don't believe that to just go and ask the teachers for their input on how they feel the district is going questions but the general idea is that most of them that I've spoken to feel that they are not allowed to share their thoughts and opinions about The District without being viewed
013as being anti-district and that when they do there's repercussions for them they're you know not viewed well and they are attacked I do know some that have [Music] um been threatened by the leadership when they've questioned the curriculum and the district views and the Strategic plans um one thing is that they question is that although the IB and critical race Theory are pivotal and important the extreme focus is creating significant behavioral issues in our schools and academic Decline and Division in our students and that um all of the training and it takes to go into this is taking away from their class time that they can devote to their students and families and they have to take a lot of the brunt from parents that who don't agree with District policies and I just feel
014like there's more we can do to support them um it I don't think that it can be overlooked that there's been a major uptick in staff departures um a lot of them have happened abruptly and during an active school year you know a lot of teachers will wait till the end of the year because they love their students but there's been a few beloved teachers and there's a case in point tonight that choose to leave and sorry I can't drive to stop okay okay well I was just saying that um it's just it's said that they're Mutual departures and I just don't think it's always the case and I want the school board and other parents listening to just dive into it further so teachers can have better support and to identify an issue that
015might not be getting enough recognition enjoy good evening I'm Matt Kinney um I'm here to actually express some uh thanks to the school board for the way they've handled a couple recent decisions that that haven't been easy and the first one is the the reaction to the superintendent's resignation I think it was handled very well I it's it's important to get someone at the helm that has some experience you know very quickly and so I think the idea of having an acting person and then an interim superintendent as we do the search for the the replacement superintendent is absolutely great and that that's not meant in any disrespect for the Acting Superintendent but I think it's important to have someone with some some real experience in the job kid on board and and it I
016think it was done uh quickly and it removed the uncertainty that people were wondering what might happen as as this unfold so I I just wanted to say thanks for for doing a good job with that um the other topic I wanted to to talk about was the reaction to the SRO uh withdrawal by the police department and you know I again it's a it's a tough it's a tough call everyone well not everyone but a lot of people think that sros are absolutely necessary and um that they they serve a lot of valuable functions um I'm not sure that I'm 100 on board but uh I think that the compromise that was reached with the moving to the um what I'm not sure the juvenile I don't know what the term is um but
017that they're going to be still around but not in the building they'll still be there available if they're needed um and I think that's a good compromise as we uh just to give a space for the the community discussion that we really need to have about you know what do we really need in the schools and do we need to have um armed police in the schools I don't know so I hope that as we move forward we look at the available data on the role of the SRO and we include that and not just say well we've always had them we're going to go back to having them as soon as we can so thanks again uh for for your time and and your your Devotion to these tough tough decisions I'm Megan shock
018um I'm talking tonight on a topic that other parents have brought up as a parent of two school students in a district and also banned students but I what I really wanted to reiterate was just that um the experiences that were described were not unique or limited to just Mr Schmidt's and that I think it is indicative of a larger issue in St Louis Park High School and our schools in general there's an ongoing culture of anti-lgbtq anti-inclusive and unsafe spaces with micro and macroaggressions happening throughout the school with things like epstler's being hurled at students and faculty as they walk the halls I think there needs to be some ongoing work to truly address these issues and create a space of belonging for everyone thank you um we have two items on our discussion
019items list today which the first one is our Levy and I think we have Micro magazine to present to us about that good evening cheer Casey I'm Dave superintendent Reynolds and members of the board tonight um we're gonna talk this is a little bit of just ordinary conversation um it's a it's a sort of business as usual year for the levy this year um we didn't have any elections like we had last year so it's just a normal year for the levy so I'm going to talk a little bit about the preliminary pay 2024 tax levy so this is our first event in building the fiscal year 25 budget and then we'll I'll talk a little bit about the budget data Gathering that we're doing along with that as we close last year um improve
020this year's budget and prepare for next year so this is one of those times of the year that we're really steeped in three fiscal years in the business office we are in the middle of the audit for last year right now we're really playing out this year's budget and seeing how our projections played out and we're beginning to prepare fiscal year 2025 budget so this here we are again at the top of the budget timeline so preliminary still and you can see the star there at the top of the timeline is where we're at in the process of preparing for fiscal year 2025. and it's broken out into three categories the top being a period of data gathering over the fall then when you do some preparation in the mid-winter and then start to bring
021items forward for the board to approve in the spring and then we always have a cycle of continuous Improvement at the end I want to just point out a few things about this it serves as a as a good placeholder for us but it the visual is important you can see the orange with orange letters those are all places along the budget timeline where the board meets and we ask you to take action on something that has to do with the budget and you can see tonight's meeting is one of those the first action for fiscal 25. things that are shaded in Orange but with black lettering are just nights where we're bringing updates to the board information as we're getting through the process and preparing you for ultimately adopting the budget that final action
022in June and then the grayed out areas are when our Citizens Finance advisory committee meets throughout the timeline we added a meeting this year so we could hit the ground running they really want to do a focus on expenditures this year so we're excited about what might emerge from that conversation and we actually met last week we had our first meeting so we have a good strong group two students again this year so and if people are interested I will always onboard new members to the committee that's fun work so um I'm just going to then zoom in on that top part where we're at this data Gathering phase there We Are Tonight on September 26th and I just circled the next two actions that will be happening in this fall phase um we'll be
023approving an update to the budget in November this year and we had foreshadowed that a little bit in June and I'll talk a little bit more about what will happen that night but we want to bring a full budget update um to the board for this year in the fall along with another one in the spring and then in December you'll be approving the final Levy that we set in motion tonight after the tax steering and we'll also be bringing audit results that night so we're kind of spinning through all three fiscal years 21st um 21st of November and the the audit results are on the 12th of December thank you so that's the timeline for this short piece of the Fall so I'm just going to walk you through what we know so far
024about all three of these fiscal years so we're closing last fiscal year and we run from July 1st um to June 30th as our fiscal year so our final audit field work actually began yesterday so we have Auditors in the building all this week they've been out a few times this fall and they'll be out one more time um so you know right now we're in this in the depth of just pulling numbers together and the Auditors are reviewing we had quite a bit of turnover in the business office this year as folks moved on to to some other opportunities and some great new additions to the business office so we're excited about that as well so um we are putting some really great systems and structures in place and I and some of that
025will be reflected in our corrective action plans some of it might be reflected in findings um too so you know like normal it's sort of a normal audit year and the audit accepts acceptance we have currently scheduled for December 12th this year so I don't see any reason that that won't happen we're starting to take a closer look now at this fiscal Year's budget and here's what you can expect we're going to come in the fall on in that November time frame and do some adjustments to this year's budget we've foreshadowed a little bit in June that we wanted to bring forward any new grants and federal revenues that weren't fully accounted for in the budget and we'll and we'll budget a revenue and expenditure for them so that the board is fully aware and
026has approved all grants and federal funds there's actually one on the consent agenda tonight that looks like we've marked it as a donation but it's actually a grant that the Community Education Department received so we'll bring forward a full revenue and expense Budget on all of those there's some unbudgeted revenues and some expenditures that will tie along with that that result from the 23 legislative session we made some assumptions about increases in revenue and we'll we'll clean that up this fall and that's scheduled for the 21st and then the spring we'll do our normal spring budget adjustment with other things that will adjust the beginning fund balance with the audit results will look at new revenue and expenditure I think it's good news um on the on our projected enrollment we're really still in the
027midst of students coming and going this year we still have you know 33 or so kids in our queue that are trying to get paperwork together and whether they'll enroll or not and today is actually I think the 15th day and after students don't attend for 15 days they are withdrawn so we're sort of in the middle of all of that but we have projected 4 353 students 330 of them in grade K so that's a really important marker and we um currently we were this was as of 9 19. it's really kind of fascinating um this this afternoon like just before I walked down here I actually wrote down the number we are at 328 kindergarten students and there's still about four in the queue so I think we're going to hit our 330
028projection and that's really good news um because you can see if you just go back up here to the projected numbers you can see that at 330 that would have been the largest class you know in the last three or four years so we that's we were kind of seeing that in birth rates and we were trying to do a trend across several across seven years so we're we're excited about that I actually think we're going to be closer to 330 um then this number reflects and um so that's good news and we have seen some withdrawals I don't know how many more might come but the staff at all that all the sites have been working very hard a couple of things have happened this fall Peter hobart's enrollment is higher than we had
029thought this chart shows things in green are higher than than anticipated and and squares in red are lower than we had anticipated we actually moved a kindergarten section from Aquila or from I'm sorry Susan Lindgren to Peter Hobart well before school started because we started to see that Trend in enrollment so um we're feeling good about enrollment I think it's really good news particularly that kindergarten number um bodes well for the um for the few we anticipate some new students coming out of that apartment as well there's over a hundred units and we expect that there'll be students and although it is in the Aquila boundary area we have found we have a boundaries reboundary that apartment building into Susan Lindgren so we've been in a relationship the principal has already been over to the
030building so we anticipate even more students that might be enrolling in the fossil we'll be watching enrollment particularly at Susan Lindgren or what they might need so now I'm going to just talk about the levy a little bit and this is what we'll be asking you to take action on later tonight just a little bit of background on the levy right now we're at about 43 million eight hundred thousand dollars in the total school levy for taxes payable in on 20. 24. and that's an increase of about 1.6 percent and this pie chart just to show you that the general fund is over 50 percent of of the levy funds it's the way we get funding for most of the funding formulas in the general fund Debt Service is the next largest part the majority
031of that are voter approved Bond issues and then the community service fund has a small Levy component to its formulas this slide just gives you a year-over-year comparison the general the total Levy we expect will increase less than two percent about 1.6 percent the majority of that almost all of it is accruing to the general fund and I'll show you a few of the line items there's a little more detail in the line item document that's in the board in your board materials but there's about four line items I just want to point out to you in the general fund the Top Line the referendum Levy Authority is going up by about three hundred thousand dollars that is due to the inflationary increase it wasn't as great as last year's inflationary increase so that's you
032know it can be good and bad news that's you know the revenue isn't as great um but it doesn't have such a hit on the tax levy also the capital projects referendum is um attached to um adjusted net tax capacity that's increasing that's like the fourth line down 383 thousand dollars and that's the the levy for technology that's voter approved so those voter approved items are the majority of the increase in the levy there's a couple of other large line items I want to point out the line for re-employment insurance about Midway through um the list is going up by three hundred and forty nine thousand dollars that's as we true up postcovid all of our the costs for re-employment insurance we held on making payments for a couple of years as the state sorted
033all of that out and we are making a payment of three of three hundred and thirty nine thousand dollars this year and then we'll we'll get back on track of making um our regular monthly payments so that's going up by three hundred and forty nine thousand dollars that is not a result of the summer unemployment that's not funded through tax levy so this is just catching up after the covid years the good news is there's an offset on the Judgment Levy line we don't have a judgment Levy this year so that is offsetting that impact there's lots of other changes thousands of line items but this is the summary for the general fund so sort of business as usual a modest increase the community service fund is declining very slightly the majority of that has
034to do with shifts in the way the levy formulas work for Community Education most of this will not result in any change to Community Education formulas it's just a shift between tax and state aid so the portion of the big left is Community Ed and ECFE are just going to be paid more through state aid it's just the way the formulas are written um and then The Debt Service fund is the majority of that are voter approved Debt Service and you can see in the middle that debt excess line all it means is we have to Levy at 105 of what we owe for principal and interest and the formulas require us to pay back the excess over time so that's the the reduction is the debt excess so those are voter approved that's a
035voter approved Levy for the most part so you know the big story is when you think about how well how does this affect my taxes then um the total Levy is going up by 1.6 and in a tax rate in Minnesota for property taxes that's the numerator of a formula the denominator is how big did all the how much did all the tax property values go up in St Louis Park we're anticipating that's a little bit smaller than it has been maybe two to three percent but what you can see is the levy is rising the numerator numerator the levy dollar itself is rising slower than the denominator the property values so we expect to see a decrease in tax rates now any individual home might go up higher or lower than um that that
036generalized property value so an individual's taxes for school district properties might go up but in general we expect to see a decline in the tax rates for taxes payable in 24. for the School portion of the levy so here's what will be happening next um we'll be asking you tonight to as usual and as usual in 99.9 of school districts in Minnesota the board approves the levy at maximum it's going to be very close to what we showed you tonight what that does is allows us to work with the Department of Education right up until Friday when the levy is set it's the levy is due then to Hennepin County and the Department of Education on Monday and then folks will start to see parcel specific notices that come out through Hennepin County by November
03724th which will give the date and time of our truth and Taxation meeting which will be December 12th here at 6 pm and we'll have a more thorough explanation and more of the final dollar amounts for the levy that night so this is again just an overview of the tax levy by fund and a year-over-year comparison thank you it's always interesting to see this information and I'll make a blood for the finance advisory committee it's been I've appreciated when I get part of that committee and the conversations and um all the information that gets shared in there and the opportunity uh the actually the one with the colors well whatever either way yeah the colors okay okay sorry um I just wanted to clear from seventh grade and 12th grade we've seen no net change
038is that correct what that means but I'm going to ask it anyways but like when you see that change at like third grade or the second grade where we have 16 more people like every every attribute to that to much of anything yeah you know grade um and so the formula what it tells me all it tells me right now is that the trend is changed has changed at second grade for this year so normally second grade Trends down from first to second grade so that's what the formula would have done on a survival model so something changed this year at second grade it is I'm very curious about that um where new enrollments came in at second grade or perhaps it's withdrawal slowed down at second grade and we wondered too like that's it's
039also kind of pro that's maybe is that that kindergarten class that would have been hit by covid too and some of them were like in doing other programs or doing other places right I mean that's all speculation right which these are all preliminary numbers they're so hard to get information about where these people are coming yeah but it just it just stood out to me you know yeah it's good news yes yeah like I see it at sixth grade and that seems to be like knowing how some of the schools work in terms of other um like the religious schools and whatnot that sometimes there's a cut off and so we may see a jump you know as we jump into into and what it tells me at sixth grade anyway is that the jump
040was pretty to what's been normal like that nothing is so far off that um that I don't think our formulas are working but second grade is it's interesting thank you any other questions I'll be making sure the last last slide when you add so I have two questions the first one is uh in terms of the view active adjustment the last slide oh the one I was just looking at okay this one but you know another enrollment but there was a tip I just met in the in the last slide you were working with uh I was just wondering why he's there that's the general Library fan 2024. this one yeah there you go of course not this one oh yeah yeah the details okay sorry sorry okay foreign I was wondering why it's there
041and which one Thief oh Texas yeah sometimes there are adjustments I should have taken the line item out of their um sometimes we do have to tax increment financing adjustments but we haven't for the last two fiscal years okay I could have removed that so the other question is the in terms of uh enrollment you mentioned that Highway 7 rise those it's not in the projected environment in 2024 right right we haven't included it yet it's a practice that we let the let the formulas do their job and try not to predict very well that try not to predict because we can't really know how many students will come out of this type of apartment building and I think the tendency is to over project sometimes and then to over hire and over everything so
042we are prepared though as we um to react if we if we need to and one of our staff members is on the I'm bored for that organization that is running that um yeah and so we have a really close relationship so we're going to try to work closely with the apartment building and bring our Enrollment Center staff over to the building and get students enrolled on site so my question is like are there uh any other significant impacts that will be trajectory 2014. yeah not that I am seeing yet I mean if you if you're hearing about things that's the one that we're most um closely watching and anticipating okay thank you to my mind at the apartment they are they're close to being done and I believe that it was November that they
043would start um having folks moving in just can I just follow up on that yeah of course if um if those students would be eligible to attend as soon as they enroll they might also opt to finish up at another school yeah something they could if they were already enrolled somewhere else yeah they could open and roll it back to another District if they're in another Minnesota District if they're in one of our schools so if it's a family that's moving from within St Louis Park we allow them to finish at their current elementary school or they could make another option in terms of Charter private sure yeah yeah homeschool yeah thank you thank you Virginia thank you Patricia you're always very helpful and I apologize that I couldn't make it to the first meeting
044um so just a quick question you were going I was writing furiously so in the fall budget adjustments when we have that conversation November 1st with the unbudgeted revenue and expenditures resulting from the 2023 legislative session so you'll kind of lay that out for us um on November 21st yes great because I think that there's a confusion right now about the unprecedented investment in public education but making sure that we're really communicating with the public that you know we were like it's covering Decades of debt um so that will be helpful the other question that I had was on the um on the community service fund so the increased funding from the you said from the state and like you said Community Education and early childhood UCF yeah is that because of the legislation no
045it's something different it's really just the tax formulas that are embedded in there so what we're seeing here is hat or a part of a formula they a lot of formulas are what we call equalized so a bit there's these really complicated formulas and then in the end it just slices if you get ten dollars for Community Education seven of it comes from state aid the rest of it you have to love you locally okay and so that that bar just shifts based on formulas and based on property tax values so we still get ten dollars it just depends the formula ship equalizes where it comes from right now I understand thank you all right and we'll see this on our action agenda yeah thank you an evaluation summary so um I screwed up and
046when we were sort of when our attention was on the resignation of the superintendent for our last meeting we should have been reporting on the evaluation the summary of plate evaluation like the beginning of August because that is Our obligation to do that at the next meeting of the board it was unintentional I and it was I take responsibility for that um and the advice of our Council our Google Council we're providing that summary today even though obviously the superintendent has resigned we nevertheless have the legal obligation to report on this evaluation so um by share Cox who um it's been our practice for the vice chair to run the evaluation project uh process is going to share the summary of that evaluation that took place in August right on our on August 8 2023
047they're in attendance where MKC chair Colin Cox Vice chair Heather Wilsey clerk Sarah Davis director Virginia Mancini director Ken Morrison director and at the um Abdi Hakeem Ibrahim was uh our Treasurer was absent from that the board met in a closed meeting on August 8 2023 to discuss the annual superintendent evaluation pursuant to Minnesota statute 13d05 subdivision three a a public body May close a meeting to evaluate the performance of an individual who's subject to its Authority the public body shall identify the individual to be evaluated prior to a closing meeting and at its next open meeting the public body shall summarize its conclusions regarding the evaluation a meeting must be open at the request of the individual who is the subject of the meeting doctor outside did not request that the meeting that we
048opened so the meeting was closed and six of the seven board members were in attendance as I pointed out the purpose of this report is to summarize that evaluation the superintendent was evaluating five performance areas and two priority work areas from the Strategic plan the performance areas were one relationship with the board two financial management three community and public relations four effective leadership of Staff five management of central Office Professional skills and abilities performance areas were evaluated on that scale of unsatisfactory developing accomplished and exemplary Dr osai was rated as accomplished or exemplary in our performance areas with strengths including keeping the school board informed of what was occurring in the district seeking multiple perspectives Center and student voice and student-centered decision making the goals that were used in evaluation are taken directly from the
