005got another one I got to hop on. But, um, for tonight, I have updated budget summary for the IT RV reef project and then the main project. Um, just to start with the U main or phase one project. Not a whole lot of difference. Um, mostly we're spending down dollars. We've released some retainage to some contractors that have all their clothes out, all their punch list done, stuff like that. Um, so I am seeing dollars being spent, but again it's um spending spending down some stuff that's already planned. Um, we have a meeting on Thursday between Noah, Angie, and myself. I know Lisa's not able to be there just to go do a budget reconciliation. Essentially, we're looking to make sure that any invoices weren't sent to us, we have and we account for here.
006I think we've already started that process, but there's a couple we need to figure out where we code. So, I don't foresee anything major coming out of that or anything. just cleaning up and making sure we have everything as exact as we can. Um mainly one of the things is general conditions. Um our general conditions is suspiciously uh low for cost. There's $587,000 left there. I just need to make sure that we've got every invoice. We've got all the tempe. We've got everything that the district has paid. Uh because general conditions continues to track really really well. Um, I know FFE and technology is definitely getting spent down. Um, I want to make sure I have a good grasp that way. We have all those invoices there. Um, aside from that, not a whole lot
007of change. Again, the the construction contracts have been um updated as of today. I sent out payups today. Um, I RB projects is up to date. So, I'll get to the RB budget summary next. Um, we still have some, um, sorting out to do with what works best for Noah as far as billing to RB, what's going to make it the easiest and cleanest to actually get a reimbursement. Um, so that's part of Thursday's meeting. Um, I've got the asbestous abatement dollars updated with what I know. I think I increased the budget 250,000 and we have 557,000 invoice to date. Um, I don't know what else we have coming there, but the budget is 603 right now. Everything's holding as far as the budget goes. Um, you know, we still have the balance zone at
008the bottom, but that's some of the stuff that I'm trying to hone in on. Um, that are more owner contract stuff, um, to make sure that we're all reading the same piece of paper. Um, cooling, we've had a little bit of down payment from material costs, and I think they're underway. Band room improvements and pool boilers. I'm showing those all as runoff. Um, and then that pretty much gets us to change orders. You'll see change orders went up around 200 grand from the last time I updated it. That's a simple explanation that that's the electrical vault that is an Irb project, but at the same time we awarded it as a change order because that came in better than the other contractors that we had bid. Um, so right now it's a change order. I
009can show it differently just like the band room or pool boilers, but that is part of the IT RB budget. Uh, and then I'm still showing a balance of 3,45,000. Is there anything Lisa that you want me to talk about regarding carpentry shop? >> Um, one just I need you to make sure that under that FF we still have all the signs that are coming in and again go order. So that 63,000 that you're seeing there is going to be probably spent down to zero. I would anticipate very very soon probably by the end of July. We expect those invoices come in. Um, do you want to just give a little update on the carpentry shop and what's happening? >> Yes. So, part of it is an update that Lisa gave me, but I know
010there's uh bus garage projects in the work. Part of the part of that is that the decision is carpentry shop goes away. Uh, so we've issued a change order to demolish the carpentry shop. Um, with that, we need to do asbestous testing which I think happened on Monday. I don't know that there's much major there. We don't have the lead windows to remove for that building because that's that's for a building demolition. It's not a speestous, so it doesn't affect us. So, that's good. Um, so we have issued that. Um, they do have the the green light to do that. We've been told even when they priced it originally, it's not going to affect the overall duration. Um, we are going to be issuing a PR to remove the asphalt and everything into green space
011and clean it all up so that it matches over there. That being said, we committed to a $500 bill for them to mill up all of the batuminous today. So you right now as I drove up less than I was expecting to hear. They were like $455. I'm like >> yes man. >> So So they are reclaiming all the batuminous there which you know also I got a feeling that's going to be used for fill on the site elsewhere. But 500 bucks they're tearing out all the parking lots. it'll just be left as gravel um loose as it constructs a service. So, we will have to have them do some grading, fill in the foundation, top soil, and seed that area, but I've also made it very clear that that comes second to getting the
012parking lot done and ready for school. So, we have proceeded with that. Um and then there's other discussions about what happens at the existing bus garage, which I do not have an update on tonight. So, in addition to being able to just take it down and move to green space, it also saved actual money um because we're not running temporary services where they don't need to be. Now, we're kind of putting everything in one place and we'll have one service. So, there is some >> Y. So, I will hop over to the Irb project summary. This one's much simpler. It's the second page with some highlights on there. Um, got our costs to date of all the triple R. So, um, we're just about 3.4 million. Um, got the professional services updated with the latest invoice. General conditions has been relatively minimal, $1,897. We have 50 grand set aside. The other project's tracking well at the same time. This one's tracking pretty well,
014but we're just getting into it. Um the main bulk majority of the cost steam to hot water conversion that's already been committed. That's the one where we do have flexibility to move some dollars around, but that was done in this building last summer. Um so again, I'll work with Noah as far as what's going to be the easiest on that process to make sure all the dollars work out. Um window replacement cost today 21,000. They had some startups and submitts and stuff like that. Um, roofing and gutters has not started, but we do have with the right paperwork in place all the materials sitting at range corners to shop. So, it's like all the copper for gutters and a lot of the roof for rubber and stuff like that. Um, and then tuck pointing, you
015can see on the east side of the building, I think they're started cleaning and washing. So, they're getting ready to be done with the east side. They move on to this south side. Um, elevator and auditorium ladder. We have not made any commitment towards proceeding with. We have the budgeted values based off quotes. Um the electrical vault is approved as a change order to TNT, Range Cornis, and JK um under the other project because it was a change order. And then lead removal for the windows is underway. So I'm sure we'll be seeing those costs. I think they were planning to be out of here in the next week or so and done with that. So the sooner they're gone, the less we have to worry. Um and then contingency as a whole, we haven't
016had any change orders on this project yet. Um so we do have um we do have one piece um with the windows. So St. Germaine's Glass um did not get their order in. There was a I I don't even know if it was a miscommunication. I would call it negligence. Um, as far as getting the windows actually ordered from when we approved them. So, I got at least up to speed on this a little bit. Uh, we had originally talked about that windows could potentially go into the school year. At this point, I'm pretty confident they are going to be going into the school year. Right now, windows should be shipping the last week of July and install starting the first week of August. Contractor has said a four-week install for windows, but that doesn't
017leave time to do the sills and the painting and the interior. Um, so we are working through what they can do on the ahead of time before the windows show up. Um, at the same time we did our due diligence, called multiple manufacturers with these types of windows to be able to switch to a different product. The clock just starts over again. Um, so we did not have any options to switch. That being said, um, the contractor knows we are extremely disappointed and they are failing to meet the schedule. Um, so there are going to be discussions and considerations about how this has impacted the school district. That being said, I knew as a possibility that windows wouldn't be there on time. At the same time, it was avoidable due to whatever the contractor did,
018which I don't have enough to share at this point to know what really happened. We were we were given dates from one guy. Another guy came in and I could be here for an hour to talk to you, but I'll just there's some negligence going on and that's where it sits. So, um that's where the windows sit. Tuck morning is doing well. Um I'll talk about the other building. And then roofing, they haven't started yet. They don't have 3 months worth of work, but they should be starting like next week um to get going on the gutters and the re-roofing. So, uh, last thing, phase one, building demolition. I believe the first true day of demo is going to be Monday. I do not have an exact by the hour time like Lisa is asking
019for. I will say this right now, this is not going to be the wy coyote acme cartoon, bring in a big wrecking ball and knock it all down in one hit. It is going to be strategically hit multiple places. 027two, um just one note on our activity fees, um that $450 limit uh is a $50 increase. It's not an increase per sport. It's a It's just the family cap >> that increased. >> Yeah, it was actually increased prior, but when I look back at last year, um it hadn't been updated on this sheet. So, just wanted to point that out. Um payments will be made through bound. Um bound registration will open up after the 4th of July for um activities for next year in the fall. And then I added a category one and category 2 um sports and activities. And so what I highlighted is would be new from what the LA previous policy stated. So for example, I added our co-op sports um that we co-op with Hibbing and and Northwest for. I
028also added skating and bowling because those are club sports that we recognize here and they have the opportunity to letter in those sports and so if we're giving them the opportunity to letter they should be held responsible just like anyone else should. Um, and then in category two, um, I none of this is new on here, but what I wanted to get was your thoughts on student council, class officers, and homecoming court because they don't pay a fee to be on those. 034need it today, but just something that I really want you to consider, and that's if a student fails fourth quarter, they're ineligible to start the fall fall um season, right? >> However, if they go to summer school and they make that F up and pass their class, they're eligible. That's the way it's been to this point. And so we need to be very clear on whether we're going to stay that route or whether they still have an anel eligibility to start with in the fall. The counter to it is that if a student is below a 2.0 GPA, they and they don't fail a class, they don't have the opportunity to go to summer school >> to make that up. And so what we came up with is that we are going to start implementing monthly grade checks starting next school year. And the way those are going to operate is students must have all their missing work in by the last day of the month. Um teachers have until the first Monday of the month to get their grades
037up to date and then Mary Joe and I um will run a grade report the first Monday at 8:30 and we'll see who's if anyone's ineligible from that point on. They're immediately ineligible until they're passing all of their classes. Will any preliminary report be done to notify the student that they >> should be aware? I mean those >> from their instructor watching powers school but >> I mean the initial feedback that I've gotten from coaches about it is is positive and they they're like well we kind of track our kids anyway. And so we started to talk about it that way, like what are we going to do? We need to have some uniform times longer or, you know, in a shorter time frame than than just a quarter. And that's when they said, well, like a once a month seems like a good thing. If we say it's the first Monday of every month, you are guaranteed to be able to check your grades. Um, it kind of got us
039a little bit closer and then that just like naturally into how does this impact activities and in academic. Can I go back to the attendance thing because I was just like looking at this? >> Yeah. >> So, what if a child has a game Monday and misses school Friday? Um and then there's a there's a waiver that that uh Superintendent Perovich and I created that has to be filled out signed by parent student in order to allow a kid to drive or to allow a parent to drive their student to a game. But I think it should be mandatory personally. I concur on that. Um so good news. We were awarded the little over $3 million for a brand new bus garage. Um with that brand new bus garage, there is some funding in there that will provide updates to the existing bus garage. So that will not be demoed. So there's a lot of history there. Um, and it was kind of nice to be able to preserve one of the buildings. Um, there's some money on there to do some tuck pointing, some roof repairs, some window repairs. There'll still be some other stuff that we need to do on the inside. But if anybody has a question
049about, well, then why are you getting a new bus garage? It's because the length of the bus garage um isn't long enough for our buses to drive into. So, what you'll see now if you walk into a bus garage is you see windows cut out because the bus has to drive in and strategically place the front mirrors inside cutout windows. Um, and we special order some of our buses to make sure that they're short enough to fit within there. And so, that will be repurposed to put some of our snow removal equipment in, some of our um lawn care, >> um, cold storage. Um, the carpentry shop is moving there. And then hopefully longterm, what we're hoping to see is a need to expand our CTE space. And that will give us a couple of
050bays to hopefully either have extended woods classes or welding classes or autos classes or things like that and a space to be able to do that in. Um, so that work will start once the contract comes back. I did just talk to them today. Sounds like we should have the contract from the ITR by this time next week at the absolute longest. So you'll see most of the work come through as change orders. So for example, Western Specialty is here right now doing the tuck pointing. So they're the same company that will do the tuck pointing. Um they've already been awarded the bid. It's just a change of their scope to add more tuck pointing over to the bus garage, which is a different type of tuck pointing because we're looking at brick versus kind
051of that bouldery rock look. Um so it's a little bit different, but it's the same company. So you'll see a change order come through for that. Um, Range Cornis is already here doing a lot of the roof and gutter work. You'll see a change order come through from them. Our window companies are here. You'll see a change order come in through them. So, we don't need to go out and have brand new bid docks for all of that. It's just a change of scope. So, you'll see some of that come through and that is funded through that Irv money. So, that does not come out of the current IT RB money. It doesn't come out of the referendum fund. It doesn't come out of taxpayer funds. It doesn't come out of our general fund. >>
052New money. It's brand new money that is um designated just for that. So, kind of orientate yourself if you don't know where that's at. If you're familiar with the salt shed, um that's kind of about a block and a half away from here. It will go on that property as a joint project with the city of Chisum. So, the city of Chisum will put up a public works building that will house their dump trucks, a wash bay, a joint wash bay, the bus garage, a joint mechanics bay, and a joint fuel station. So, it's a joint project between the city and the school district. So, our lawyers will be working on some paperwork here shortly to draw up what that looks like from an ownership standpoint and a lease standpoint. Um, that will come probably
053in the next couple of weeks. So, you'll see those kind of documents come through. Um, but with that, like Jordan was saying, the carpenter shops come down. Actually, everything is moved from there already into the bus garage. So, if you see buses parked up in the city impound lot, they're up there intentionally for the summer because we needed to move all the carpentry stuff into the bus garage. Um, so those are parked up there. They'll start to put that together. Some of our buses will park outside next year um just based on space. But I if all goes well, what we're expecting to see is by this time, one year from today, that bus garage should be open and ready for use. So, it's a pretty fast turnaround. Um, for the most part, the city
054will designate, they will release the bid docks. Um, so if there's an interested company in the community that wants to do bidding, you're going to want to look on the city of Chisum because they're the ones that will release those bid docs. They own that part of the process. They'll those will release sometime around July 13th and then they'll be due at the end of the month kind of August 13thish somewhere around that time frame is when bids will be awarded again through the city of Chisum. Um not through here. So you'll see it come through here that you're giving approval for the city to do that. Um but we don't have that document quite yet for that. Um questions on the bus garage. The majority of our revenue and expenses get ran through here. Uh but including the major ones, the employee payroll and benefits, the contracted services, supplies. Um and then beginning next year, we're starting to see or realize some of the savings of having a single campus um with
060minimal, you know, utility and operational costs at the Vaughn and the CE building going down. Um fund two and overall we're projecting a surplus of 212,000 for fun one. Fund two, food service, uh we're anticipating a surplus of 34,000. Um, INAC has done a really good job for us, uh, contracting the the meals and managing those meal costs. Um, and that did allow us to over this last year, we were able to use some of that money and purchase new kitchen equipment uh, with that fund growing a little bit over the recent years. Um, fund three, transportation. Um, not a lot of changes here. We have our employee costs in there, repair and maintenance costs. Um, but the the major change is that we purchased buses in November and April last year, uh, which allowed
061us to reduce the lease cost by about 50,000 and overall we're projecting a deficit of 100,000 for fund three. Uh, fund four, community ed. This includes all the community programming, uh, after school care, ECF, school readiness. Um, and this year we spent a lot of time looking at all those programs and the the time and people that it takes to run them. Um, but just really trying to efficiently utilize the revenue that we receive for this. Um, but overall, we're looking at a deficit of $4,000 on that. Uh, fund five capital. This includes um a lot of the expenditures are are related to technology uh our copers and then other stuff long-term facility maintenance and supplies are the other big piece of that and we're projecting a deficit of 366,000 in that area. Fund six
062construction. Uh this is just a rough estimate of kind of as uh Jordan and and Lisa have explained there's lots of moving parts yet. So it could be a number that changes but for now I'm just kind of roughly estimating the 6 million of expenses over the next year but as more details come through with the bus garage project uh this number could could change as well. Uh fund seven, our debt service, we are showing a surplus of 79,000 and that's just based on our next year's debt debt schedule. And then funds nine, the scholarships, uh 11, student activity, 18, custodial, those all have a a balanced budget. Um the revenues received are in conjunction with the expenses from those. And then uh the last one, fund 45, the OPED trust. Uh we're projecting a
063deficit of 105,000 there. And that's based on our estimated interest revenue of 175,000 on our total fund balance and then expenditures of 280,000 related to uh retirey benefits. Um, but it's important to note that the only income is from our interest and our fund balance. Uh, which we're carrying a a nice balance to support those benefits for um hopefully a long time to come. But overall, we're projecting a deficit of about 250,000. Um, but I would add that recent legislation uh related to takite production could also provide potential revenue of approximately 170,000. But at this time, we're not including any of that revenue because of some of the unknowns with the timing and you know when that could happen, but it's something we'll be keeping an eye on. um especially as we look start working

Um I'm just going to briefly read the results of our superintendent evaluation that we held at our last meeting on at 5:36 p.m. on May 26, 2026. A closed meeting of the board of directors of independent school district 695 took place to perform an evaluation of the district superintendent Lisa Perkovich. All directors, Miss Perkovich and the confidential administrative assistant Pampioski were present and this meeting was held per Minnesota statutes and was recorded. There were three categories used and one non MSBA related category in the evaluation. These were school and district finances, human resources, teaching and learning
068and consolidation. Under district finances, the superintendent has performed at or above expectations in handling general fund dollars and bonding dollars received. Under human resources, the superintendent has performed at expectations and has agreed on one area of improvement in the area of noticeability to students and to staff. Under teaching and learning, the superintendent has performed at or above expectations in this area as she has observed, commented, and put together improvement plans for various members of the district. And lastly, the consolidation of the superintendent has performed at about the board's concerns on this issue issue and understands the needs for cooperation and not consolidation. So that was per MSBA. they we felt we feel that that should be read out loud. Um in their discussion so our student representative uh Miss Friend said one of the issues
069uh amongst the students obviously is our cell phone policy. um are not alone in that challenge over our students and there is some discussion or disagreement and maybe at some point there's a reward for students who are at 4.0.
