00125. >> I was dealing with printer issues at the I was wrapping. >> I was like, >> did we submit that facilities report today? >> Yes. >> Okay. So I don't have to surf that up. >> You know what? Let's go get >> that. Call >> to order the special meeting of Independent School District 695, which is in Minnesota. Pam, can you take all cautions? >> Director Kate Simon >> here. >> Director Laappy >> here. >> Director Raha >> here. >> Director Randa Solder >> here. >> Director Rice >> here. >> Chair Casey >> here. We have uh some guests here. That' be you guys. See anybody else. All right. So this evening we've got um change orders and then I don't know if there's any other discussion on the agenda but um >> couple

things for us but I >> okay >> we can make you discuss them too >> um so on the change order side of things um reason we're having this meeting I think the superintendent's approval limit is 50,000 we do have change orders that exceed that amount um so we do need to take board action. Um, that being said, I've got a few out there. Some are under, some are over. I wanted to get everything that I've got um to date so that we could take action on anything necessary. Um, now the first change order, I provided a handout and I got extra copies over there. Provided a handout of the change orders, a rough description of the scope of them, and then the costs associated with them. And I've got just a handout of the

same budget summary document that we had at the last board meeting. Um so PR number 5R that was the band room um music room. So as part of all that work um this was probably identified in August um that all the electrical that was in place uh needed to be removed to install the drywall 1hour um barrier. So, we approved the contractor to proceed on a TNM basis to do all that work to essentially take down all the electrical, the AV data, all those systems put back as well as um we did replace the teaching wall in the band room and then we added power in data in there as well for some teaching screen. So, that was a little bit of an upgrade there. Um but overall, um there was approximately $500 into it.

So I got all the time um submitted from the contractor and Jake um has known Jake within has known about this. So he's been making notes in daily logs every day when they're in there. So we verify the hours and the time spent. Um so that one is ready to go. That one is 83435. Um so all that work has been done uh as we dictated them to do. >> This change order has already been this one. This one we already approved. >> We did not do the electrical portion of this. So, we did everything but electrical. Um, we did the the drywall, we did the flooring, um the structural upgrades, all of that. So, this is the final piece of that change order. So, the first part of this was the 78,000 or 74,000

or am I wrong? >> Yeah, going way back. Yes, the structural upgrades. So then this is an additional $9,000 for all of this extra >> 83,000 just for the electrical >> the electrical portion of that. Correct. >> So that change will be coming to my plate if they approve it. That's what you're saying. >> Correct. Well, we did we did >> issue the field work order and the work is already done. So yes, we >> This is just an invoice committee. Correct. It's essentially an invoice, but yes. Um, this this one's been such a long time that I felt it best to bring it back to the board and talk through. We didn't know what the costs were going to be, but we knew this one's been coming. So, we've approved everything else on this.

Um, we have to approve this one as well. Um, but also I wanted to bring it to the board and talk through and make sure that we understand what it was and why. So the band room is like $170,000. >> Well, it was more than that. I mean, between the band and the district office while structural crates. So, some of this was code required. Some of this was also a refresh like the new carpeting, the new acoustic wall panels, ceilings, all that. So half of this is added scope, half of this is code required added scope or approximate something like that. And then the reason that the electrical all needed to um be replaced, we tried to salvage and reinstall, but if um we had tried to salvage any of it and reinstall it, it

was not code compliant and it wasn't going to pass inspection. So ultimately that's why the decision was made to replace it all. Any questions, additional questions on that one? >> Go ahead. >> Okay. Um the next one I do have David with Woods here. Um he's just here to help clarify or or help explain anything um that is needed. Um the next one is PR number 22. that is AV and power changes. Um so that includes um additional power and data in the STEM room in the addition addition of the huddle camera. Um a lot of camera reconfigurations. A couple were um removed in the new addition. and also added was it about a dozen them they weren't installed in the new edition but we we moved them to somewhere else to repurpose them cuz

the decided they weren't needed in where we had them shown in the comics >> and then there was approximately was there like a dozen or 15 on the exterior of of the high school >> right yeah >> right and at one point there was some going on the bus garage um but we did um after reviewing scope with Lisa and Joe, remove those and send it out for repricing. >> So, we had one on the bus garage and one on the carry shop that we had on there. >> Um, another another piece of this was to bring data over from the closet to the new addition. >> No, that's why I thought that was under this one. No, it's under the next one. >> Okay. >> Does this account for um we had that $50,000

cyber security grant that we could use for cameras and other things like that? You know which one I'm talking about. Does this 88,000 assume that I've paid 50,000 or I have 50,000 sitting in a grant to take off this 88? >> Um I haven't I haven't added any or I haven't tracked any grant in the budget. >> Okay. So so far >> so 50,000 is covered through >> a grant. And I'll say a portion of this is um I believe, correct me if I'm wrong, but these would be the cameras that we talked about adding from bid efficiency um from the project one that were left over when we're talking about adding cameras to the high school, not to the addition. These are primarily exterior cameras being replaced. Does this assume that all of the

high school and elementary cameras collectively then are upgraded and we shouldn't have to touch them? No. This is elementary and exterior. >> Nothing at the high school. >> Nothing. Nothing inside. Nothing inside. And I I do there's too much to to print out and hand out. You guys would have had probably like a whole spec book um when it comes to having all the PRs and all the um change order backup. But I can definitely pull anything up that we want to look at. >> So we're saying exterior on the elementary or these. So they're all exterior cameras or >> exterior over >> exterior on the >> and then all of the elementary cameras? >> Yeah. No, the elementary cameras are >> they're already done. Okay. Okay. Got it. >> So So I think looking

at this change again, we're adding power and data in the stem in the new addition. Um the huddle camera. Can you run us through that one real quick? We had a huddle camera on the on wired for at the at the walking track level and now they've ordered a fixed huddle camera that we need to mount up on the wall. So this is to get power and data up to that fixed tunnel camera. >> When was that changed? >> We know who authorized the change. Yeah, >> I was I was told that there was no huddle camera and then we needed to add one. That's what I was told. >> So, was there already one in the bid? Well, we have a we have power and data at the at at the walking track for

a camera. And then the huddle camera that I the huddle camera that I was given is now wall mounted and so we're mounting it up on the wall above the track. >> So the location changed. Okay. So the camera the camera was authorized. We're just moving the location and we're just bringing power and stuff to power and data to power and data. Okay. Um the big chunk of this one again is the camera scope. So I took some out of the new addition that um can be relocated to exterior. Um and then the other piece was we got the request to add power and data in the multi-purpose. Um, so I think that's being able to have a screen and some connectivity on that area. Is there anything else you think of those in that

view? >> I think I I'm I'm a tad concerned here. Who's authorizing this? Who's authorizing this? If it's not the superintendent. >> No, I This is We have to Yeah, this is coming from us. Like we can't run our STEM lab because there's no power to run our STEM equipment that's upstairs >> in a new addition. We had a STEM lab in the high school. >> We have a STEM lab sitting up here in in here. We just can't plug the equipment in. >> So you Okay, that's fine. >> Yeah. What? Well, they're not necessarily authorized. They're bidded and then you guys authorize. You either say nope or yep. We did not expect it to come in at $88,000. It was significantly higher than we expected it to. >> Well, we need to have power

for that because we just did got that stem lab only a couple years ago. I mean, that >> I don't understand if we were putting a stem lab in there, why wouldn't there been power already in there? Well, I don't believe that there I don't believe that there is no power or data. I think it's the location. I think it was all correct me if I'm wrong. >> We added we're going to add we're adding a couple of cord reels from the ceiling and four outlets. >> So, they're all wall. It's all wall power in there, but if you've gone up to our units, our units are not wall units. Our units sit in the middle of the room and they come down. Yeah. So somewhere along the plan that wasn't conveyed where that power

needed to be. >> We all know we'll have lots of power. >> You definitely will be able to plug in anything you want in that stem room. >> Anything else on that one? back. So, can you use that or is that under your mark or something? >> No, this 50,000 can be used. So, our total here would be 38,000 >> price. >> Now, we can only use it for certain things, though. So, do we have $50,000 worth of cameras? Probably not. Oh, we do. >> Oh, yeah. The cameras are the biggest well over half of that. >> It has to be used for cyber security. um something related to protecting and keeping the building safe. So, >> thanks for writing that grant. >> Yeah. >> Okay. >> And then there is some crossover too when

we talk FFN and technology budget. There is money set aside for stuff like this. Some of the um you know not everybody uses we'll say huddle for example. Um some people installed themselves, some don't. Every district is different in that regard. So there is some crossover here between the FFE budget stuff like that. I've just been keeping it clean and running it through contingency. Um but you know it's not necessarily on the contractor or the design team for not having these. Some of these it just makes sense for the contractor to do the work in on this project. >> Um so next one PR25 gym equipment power that's basically all related to scoreboard. I believe we're um bringing power over and then fiber connectivity. We have we have like seven outlets. We're adding one and

then running the fiber up to the to the board. Um and so the board is just a little bit different than what we started planning for. And this board is one that was purchased by the district. So, um I don't think anybody had any of the information until recently. Um on that piece, >> when you guys when Joe talks about like fiber, is this what he's talking about or is that a different fiber or something that he's talking about with he keeps saying fiber, we have to bring fiber over. Is that this? But I don't know what that means. Yeah, I know enough to be dangerous. So, Northeast Service Cooperative got fiber into the closet in the existing gym and then the building is back lit from that. Um, we need to bring that fiber

over to the new addition to the tech as well. >> That's what this is. Or is that additional cost from what's on this sheet? >> It's in one of these. I just >> It is in I thought it was NPR22. I could be mistaken though. >> Okay. It's in 22 or 25 because we have the so we have fiber for the video board and power for the video board and we have um and then where Northeast Service Co-op ended up bringing the fiber into the building. We're going to extend that to the new master data closet in the new addition. Currently, it runs to the um closet in the elementary school and the service call will need to come back and connect it all up and make it active. Um on this one, for instance,

so they brought it into the gym closet. Some contractors will bring it in through the building. Northeast Service Co-op would not. So that meant that then we had to go after the contractor to get them a price to provide and install that fiber connection. But that's what's going to run the whole school. Um so basically we've for the 1382 we've made adjustments to um power serve supply the power and data to the video board. Um now that we know how it's coming. Um that being said the next PRPR26 is related. Um, the new video board came with a sound system built into it. We already had a sound system built into the gym. Um, so at this point with everything had being ordered by the time that we found that out. Um, it's too late

to return anything. We issued a PR um to relocate that new sound system to the old gymnasium. Um, the price came back at $25,269. That being said, the bulk or vast majority of that is floor protection. Contractor coming in to put down plywood to protect the gym floor. I personally going to say at this time I'm going to recommend not approving or proceeding with that one just due to the cost. Um I think that there could be another contractor that um could do this or there there I think there's other options. >> The floor protection >> rather than providing the floor protection >> because I think the sound system was like 4,000 too. Yeah, it was not it was not significant. Um the cost for that the the cost is just temporary floor protection. So

again at this time I don't think that's the best use of funds. >> So there is adequate sound in the new gym. So what happened is we doubled up on that and we're just going to move. >> They have a new sound system which is fine for something. Yeah, >> but The scoreboard that was ordered, I think Travis Lee led that. The scoreboard that ordered has a sound system built in. >> So the 25K can be around 4K is what you're saying. >> It could be. And that's where >> protection. We could just throw some carbs down or something. >> Well, that that one I would say it's not worth spending the money at this time. I think we can look towards a different contractor that has maybe different means and methods. >> Yeah. Um,

so no, I don't recommend that we do that one just because of that cost. It's not conducive, >> but we have to find a new contractor for it. Sorry. >> Potentially, >> which could be a delay in anything >> or >> Well, this is not contracted work. It's not an So, it's not a delay. It would actually add work and add more time to the project right now. >> Um, so another reason why I would say let's not take that on at this time and >> let's re-evaluate for pricing. >> Okay. >> Yeah. Let's see if that sound system off the scoreboard works first. Move it over. >> Find out that the new scoreboard sounds like you're in Charlie Brown's. >> Yeah. >> The tin can. >> Yeah. >> Um you can quote me on

that. >> Could you say that one more time for me? >> Make sure she gets it right. Go ahead. >> So, next piece, uh, we did issue APR today for the tech room emergency power. That would be to add the tech room to the, um, system that the generator backs up. Um, that being said, I think there's a lot of conversation about generators in the last couple of days. So, where we've ended with the um generator discussion is that the generator from the bond is being relocated to the new addition. Um it will be needed for us to open the new addition. Um talking further with David, it does not power the entire building and it it powers the life safety systems as well as with this PR, it would add power to the tech

room. So, we're talking emergency lighting, fire alarm, smoke alarm, um, etc. Um, that being said, working with George, he has a solution, um, at the bond to switch pumps out to 120 volt and have a small, more contemporary generator available if power does go out. Um, so that is his plan and he's appeased with that from what he's told me and I believe Lisa and then that allows us to relocate the generator. So that relocation will need to happen um in the next couple of weeks. So that being said, this PR would be to add backup power to the data closet as well. I believe the communications contractor brought that up and said that we should have that backed up as well so that if power does go well that still remains active. >> So

we do have it in small tech closets throughout the building. I missed it with that particular room. Okay. Um, next piece. I just wanted to give an update of everything that I'm tracking right now that I know of. Um, it's going to be very common that a contractor send bills late and stuff like that. You know, we're not done yet. There is still stuff going on. So, you know, we're not out of the woods on change orders by any means. Um, we've issued a few miscellaneous field work orders. There's some small drywall details, fire stopping, stuff like that that it's not major dollars or anything, but it's work that we've directed in the field um to do on that timing material basis. Um, I also have pricing for gym floor flatness. Um, 2957. The concrete

contractor for the gym floor. They had a third party, Bron Intertech, come in and inspect the flatness. They met the flatness spec. Um, that being said, there's a bump here and a bump there is pretty minor overall. Um, so they did have to come in and line down and do a little bit of filling. Um, that being said, the floor tolerance itself is much greater than what the concrete tolerance was. So, on this one, this is the routine way I typically would handle this. If on bid day we tried to have the contractor have a tighter tolerance, I'd expect their bid to be 20, 30, $40,000 more knowing that they have to do stuff like this. Um, so best value approach 2957. Um, I'm I'm happy with the way that turned out. And so the

contractor didn't do anything incorrect. Um, that's just how the project was set up to be carried out. Um, these are not, you know, over the $50,000 limit, but again, I just want to give an update on where we're at. Um, Lisa and I typically meet at this this amount of detail weekly to go through all of these. Um, I also received last week some claims from Landware for um, work this summer at the pickup drop off and then the new ramp, the boiler room. So, I've got dollar amounts associated there. I'm working through validity and legitness of those. So, I just wanted to lay it out there so that you guys know what I'm working on. Um, this is this is the whole big list of change orders that I'm tracking right now um, that

we need to talk through. So, um, the PR 5R for the music and man room, I'm recommending we proceed with that. The PR22, um, I'm recommending we proceed with that. The PR25, I'm recommending we're proceeding. The PR26, I am not. Um, and then the PR number 30, um, I'm going to recommend most likely that we will proceed. Um, but that will be pending my review and uh and approval of that. So, are there any questions or anything else that I can help clarify here? It's >> a lot to dig in. >> Absolutely. I do want the board to be aware too that um there were several items that in the original planning stages were said to be district provided um and they creep up every now and then. For example, um some uninterruptible power supplies

um I think it's to the tune of 10 $11,000 that crept up. It's district provided. Nobody knew it was there. So I don't know what else we're going to find. I don't know if anybody has a complete list of what was said to be district provided, but I don't seem to have access to that. So, things are coming up um that we aren't aware of sometimes that the original contract >> that would those would be items where we owe that FF and technology fund. So, like that would be a perfect example of something that comes from the technology piece of FF50. Is there a way to get a like a compilation of of what's district provided? So, >> well, we did um we did meet and we had a pretty in-depth discussion with Joe and

Lisa probably two months ago. I still got the sticky note on my desk of everything. >> But that's just tech, right? >> Well, I I think it was everything that um that we were aware of. Um, that being said, can't catch everything all the time. I mean, if I, let me put it this way. If I knew, I would tell you right now. >> Yeah. >> Um, but I I don't know of anything else out there. Um, so that one, for example, though, would be something that I would typically run through the FF and technology. And, um, at the same time, there very well could be one in this building that can be reused. Maybe, you never know. Um, so it's not necessarily that a new one needs to be provided. Um, but maybe one

can be reused. I I don't know. Every district has their entire um system set up a little bit differently. >> Maybe my I I'm just I'm confused by the dollars. So what we have here is the first item, first change order is 83 435. Okay. Second one is 88 341. And you take add those two up and it's $171,77. Okay. And with the grant you take 50 off that still comes to 121. square in there is 92,000. That's what we're here to approve the change orders in the amount of 92,000. None of this adds up to 92,000. >> I actually got the contractor to take $4,000 out of their price today. >> Okay. 4,000. No, we're down to 117. >> So, originally we were looking at PR22 only. >> Oh, sure. That's what getting that

say both of those prices are changed. >> Yeah. So PR22 is what was supposed to be the primary topic today because everything else has been approved >> and that's or I have the authority to approve that change order because of the dollar amount of PR22 was supposed to be at 92. It's now at 88. Correct. >> Correct. Yes. That's the one that I produced today. >> Thank you. You're welcome. >> Keep twisting arms. Not much, but it's on. >> Okay. But he's saying that the 83,000 for PR number five is in addition to >> I didn't. >> Yeah. This one technically is a part of all of the PR5 pricing that we approved. >> Um you guys remember it's just broken. >> It's it's just it's the final cost now coming in. I've been pounding

the contractor to get it done. Um that being said, they've been struggling to get the work done. >> So it's not actually a change order. It's actually a scope of work that's already >> approved and then there was there was improvements done already. >> Is it in these budget numbers >> already? >> It would come out of contingency. So everything >> correct? So every >> everything from that remodel I ran through contingency even though some was really funded by the extra money. you guys remember back to when we talked about doing the upgrades to the band room and stuff like that and the refresh. So, that one was kind of a gray area. I funded it all from contingency from the start. Technically, that money comes out of the overall positive balance and it was

one of those things to do to improve the existing school with the leftover money. But, like I said, just for clean accounting, I ran everything through contingency. I think now that costs have been finalized, I will probably work towards breaking out all the costs that went into that area and adding that as a line item just to clean it up here. But then also um because it's all comes on a different funding bucket. So I might need to probably um catch up on that. >> The PR number five does not include the ceiling tiles and the walls. Right. >> Correct. This is the electrical only portion. >> The ceiling tiles and everything has already been accounted for. >> Correct. That's all done. >> When we were looking at those additional scopes, you know, when deciding

if we're going to do new lights or new standards or whatever, track and all those things, was this 83,000 assumed that it was not in there or do we have 83,000 left to play with? Um, well, when we were talking then, I didn't even have the 83,000 yet, so I didn't know what the number was going to be. >> It was something that we couldn't know until I got >> correct. I got the bill submitted sometime last week, I believe, on that one. >> The $83,000 took place in that at this at this point, um, I've been running it through contingency um, at the same time. So no, it's not taking it out of that pot. At the same time, if I pull it all out and take it out of that pot, then it

contingency goes up as well. So it's kind of six one way, half dozen the other. So yes and no, which is a great answer. >> That was one of those conversations that we don't know until we get in there. I remember that initially, but So I have I have to say this because this the way I feel but I understand this work needs to be done. I have a real bad taste for change orders real bad and it goes back 25 years >> and I >> back then we didn't have contingency. We do now. So, thank God for that. >> Okay. >> But what I'm afraid of is, okay, if it all comes out of contingency, let's just say it does and we wipe out our contingency, where's the rest of the money going to

come from? If we have other things that need to be done, I mean, I see down here we got 3.8 851 left. It would come out of there. So, so as part of all of the scenarios that we work through, um, when we're working through what those potential additional projects could be of the 3.8, you know, whatever each one is, we assigned contingency to them out of the 3.8. >> Okay. >> So, so to answer your question, um, the 3.8 isn't 100% spent on construction. And that also includes the soft cost, the contingency, general conditions. We would apply the probably similar percentages as we apply to everything else. >> We don't know what else is coming down the road. Am I right? There could be more. >> Yeah. Yeah. So, what our risks are is

so we're looking at um we're looking at wrapping up the gym floor, give or take a week, the second week of February. Um at that point, we should be getting close to having all those struggling or struggling change orders coming in. Um so by March we should have a pretty good picture of what the addition is in at um the next risk is going to be the soil correction in boulders when this building comes down the building that we're standing in. Um there could be some potential for some special or um extra aspesus or unknown asus abatement. I have money budgeted based on the estimates for that. I do believe that's going to be out to bid shortly here um so that they'll have the real final construction values for that. Um so to answer

your question, Bob, we would set aside for any new work that gets taken on contingency general conditions will be set aside for that out of that out of that budget that >> correct? So just roughly speaking, we're looking at what you've presented us on this roughly $250,000 and change orders and out of the 690 that's that's left. I mean that would give us 443 approximately >> leftover contingencies >> leftover contingency which is built into the 3.8 Mhm. >> So hopefully we won't have much more. Hopefully when they raise this building, they dug out all the nice little rocks. >> They could just build around the rock. Just make it a little playground for the kids. >> Well, this will be a parking lot >> parking for the rock. Pull up the rock. >> Call it

rustic parking. Um, >> well, Jordan, I have to admit most of you most of the time you bring good news. >> You really tonight. >> You should run in the Christmas though. No. >> Yeah. >> Where's our Christmas? >> Well, >> now that I let you guys know, maybe I'll get some sleep. >> I hope we can make you back. You still you still have to look at the hallway too over there into the band room into the >> panels coming down. >> Yeah. >> So, there's some additional funds. I encourage each board member to go over there and take a look. And this is our our showcase. These are people coming in to see our superintendent and and teachers coming in to see Noah and Pam. And it looks like >> Well, you probably

>> will that go in the the bid ducks when we do like the window replacement. Is that where that would go or is that a separate bid duck? >> We decided not to put that in there um when we did that walk through with the architect. Um, that being said, it probably wouldn't be a good fit for that contractor being typically a window contractor. Um, so we can work through the contractor that we have now. Um, we can look at different options. >> Yeah. >> Any other questions for Jordan and Mr. Jordan? >> Well, thank you for the Thank you for the update. Mhm. >> Okay. Thanks for watching this for a few minutes. >> Yep. >> Thank you. >> Uh item three, motion to approve the agenda. >> I'll make a motion with that

change to administrative business. >> Motion by director Miranda Solder. >> Support by Director Lappy. And the change that she's referring to is instead of under item six, the 92,000 is to replace that with the actual numbers of the chamber 526 etc. >> Are you approving? >> And the way I wrote it on mine is a motion to approve the change order per their PR numbers. Yeah, that makes sense. >> Any any discussion? I personally will be voting no for the agenda.
