001one. Well, yeah, they're >> Yeah, shooting 170s, 180s. >> 1901. >> They go 190s. >> I used to hunt Cory's at I used to hunt the stuff. >> I think it where he's at was Tom West and I used to hunt the stuff on Southside all that when I was a kid for 20 years where Cory, nobody hunted that. Nobody could hunt that. He had it shut off. It was good good hunting >> in between him and showers here doing a nice job managing it over there and they're creating a >> quite the habitat. >> No, we're just borders today or not. >> Oh, they've been shooting probably. >> It's really hot. >> Okay. Okay, I'd like to call the meeting of Lake Park Ottabon to school school board to order. Let's start with roll

002call. Marge, >> I'm here. >> Megan >> here. >> Jade >> here. >> Cole >> present. >> Uh Aaron's not here yet. And Sarah >> here. >> Susan here. Let's all rise for the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Okay. Can I get approval of the agenda? >> Uh, yes. So moved. I'll make a motion. >> Can I get a second? We'll second it. Any discussion? Any discussion? Uh, agenda is approved. Uh, public comment. Do we have any speakers? Okay. Uh, 3.1 financial audit. >> Yes, madam chair. Um, Susie, do you know Oh, Courtney is on there. Hi, Courtney. >> Hello. >> Can you hear me?

003>> I can. Can you hear me? Okay. >> Yes. Courtney is from I Bailey. She is our auditor. Um, Courtney, if we could just uh have everybody go around to introduce themselves so you can just get a face with the name, please. >> Hi, Courtney. My name is Susan Delique. >> Sarah Hill. >> Hi, Courtney Cole. Wo, >> Jade Carlson. Art Meyer, high school principal. >> Ryan Johnson, elementary school principal. >> Megan Hernandez. Marge Boddine. So, >> it's you've we've talked quite a few times. Randy Burquist, thank you for coming this evening. Um, if you want to go ahead and get started. Do you prefer if we have questions along the way or at the end? What would you like or prefer? >> Whatever works for you. If you have questions throughout, feel free to

004jump in and stop me. This can be pretty informal, but I will have a a spot for questions at the end as well. So, >> okay. Thank you, Courtney. >> All right. So, I will get my screen shared here. Okay. Can you guys see my screen? Okay. >> Yes, Courtney. >> Wonderful. All right. So, as Randy mentioned, my name is Courtney Richmond. I'm an audit partner with ID Bailey based out of our Fargo, North Dakota office. And this evening, we're going to go through the district's executive summary of the fiscal year 2025 audit results. So, this is meant to be more of a highle presentation to kind of highlight kind of the key points of the audit as well as show you some financial information with comparative um graphs and things like that over time

005so you can kind of see how the district has been trending over the last 10 years. Okay. So to start things off here, we're first going to talk about the audit results and any findings. So my first slide here is titled the audit opinion. Um, and so you can see with that first bullet point there, the district received a clean audit opinion for fiscal year 2025. The technical term for this is an unmodified opinion, which essentially means the financial statements are prepared in accordance with standards and do not contain any material misstatements. Now, at the bottom of the screen here, I want to bring your attention to that bottom bullet point. Um, this is merely our our professional opinion. You know, as part of the audit process, we are not testing 100% of the transactions

006of the district for the year. Instead, we use a riskbased approach to drive the testing we perform. But with all that said, um, based on the information tested, um, once again, the district did receive a clean audit opinion for fiscal year 2025. So next we'll move on to the findings. So even though you received a clean opinion overall, that doesn't mean that there aren't other internal control deficiencies that we identify throughout the audit process. So that's really what I have on this next slide for you here. Um, so we break down our findings into two main areas. One is the financial statements as a whole and then the second area is Minnesota legal compliance. So to start with, we'll go through the financial statement findings. The first finding listed is preparation of financial statements. And

007this just had to do with the fact that ID Bailey prepared the full year-end financial statements for the district with all of the required footnote disclosures. Um, so this is a really common finding for not only school districts but really any smaller organization in which we prepare the financial statements and this is a finding that the district has received in the past. The second item is material journal entries. Um, so as we work through the audit process and test kind of the year-end balances, there are instances where we propose journal entries to correct or adjust year-end balances. Um, and so that is what that finding relates to. Again, this one is a common one and something that the school district has had in previous years. The third item there is segregation of duties. Um, so

008really this finding is just due to the the small office size that the district has. So within the the finance department, you're not able to completely segregate all of the different financial um duties and there's not reviews and approvals over every single financial transaction. So that's what leads to that finding. Again, this is one that you've had in the past. And then the last one to report for the financial statements is improper completion of employee personnel forms. So as part of the audit, there's there's some testing that we do um where we picked samples of individuals I employee insurance enrollment forms. And there were instances noted during that testing um where some of the dates of the higher dates didn't align with the I-9 form or there was um missing pieces of some of the

009documentation. Um so that's one that you did have last year as well. Um and we are working with the business office to kind of provide the list of the the discrepancies there um to correct those going forward. The second area that we look at is specific to Minnesota legal compliance. So the first item um to talk through is related to student activity funds. So anytime that you have a student activity group that doesn't have any activity throughout the fiscal year. So they didn't fund raise any money and they didn't spend any any of their funds. Um, technically the state says that those student activity groups are deemed to be inactive and they should either be closed out or there should be a written plan in place as to why that activity group is going to

010stay open. Um, so there were instances where there were a few groups that didn't have any activity during fiscal year 2025. Um, so that's what that finding relates to. There just wasn't that written plan in place as to keeping those groups open. Um the second item here um this one was specific to some of the theater renovations um and the bid process around that. So um the finding was failure to select the low bid without the documented justification um as to why you didn't pick the low bid for that project. Um, and in conjunction with that, um, anytime you have enter into a contract that's over $175,000 that relates to construction, um, the vendor needs to provide the district with a copy of a performance and a payment bond, and we weren't able to get

011that documentation for that specific contract. So, that's what that finding is. And then the last one to report to you here um is specific to conflicts of interest within Minnesota legal compliance and that just has to do with the failure to obtain the required affidavit under the state statute that's listed here on the screen. Um and so anytime that you're entering into a contract with kind of a related interest, there should just be that written documentation um specific to this codification within the state statute. um just disclosing kind of the nature of of the contract. So that's what I have for the financial statement. Um next slide here relates to um a new accounting standard that was in effect for fiscal year 2025. So this new standard was in effect for all governmental entities. So

012all school districts had to implement this and um really what it was for was for reporting the compensated absences liability. So when we think of this it's really evaluating any sick leave policies, vacation policies, uh personal time leave, things like that and brings a liability onto the financial statements for that unused time. So, as a result of implementing the standard, um, it did increase the long-term liabilities of the district by $269,000. Now, this doesn't affect your day-to-day operations or accounting. This is more of just a um financial statement reporting item at the end of the fiscal year. Next, we'll jump into more of the financial information of the district. So, first we'll talk about the cash and investments. Um, so this graph is showing you your cash and investments balances in thousands over the last

01310 years. One thing to note here is that this does exclude any of the cash that's in your building construction fund um since that's designated for a specific purpose. So overall, you can see an increase there in your cash and investments from fiscal year 2024 to 2025. Next, we'll look more at some of the general fund specific information. So my first slide within this section is the ADM served or your student counts. Um and so we like to present this information to you because the number of students you have is really what drives the aid that you get from the state. So this leads me into the next slide which is the district's general fund budget to actual results for fiscal year 25. Um the first two columns there are the board approved budgeted amounts.

014The third column is your actual results for the year. And then on the far right, you see any variance between the final budget and your actual results. So on the revenue side, the district did bring in more revenue than you budgeted for by $431,000. Um overall that variance was within 4.3% of the budgeted amount. On the expenditure side, you did also spend more than you budgeted by $881,000. Um overall that was within 8.9% of the budget. Um one thing to note too is kind of towards the bottom as we move down the screen there that other financing sources a lot of those items you can see are are not budgeted for and they kind of offset some of the expenditures up above. So you can kind of net those two when you're looking at the

015variance there. And then kind of the key takeaway from this slide here is towards the bottom you see the row that says net change in fund balance. So in that actual column you did spend slightly more than you brought in in revenue and and within the other financing sources um which resulted in a net decrease within the general fund of $74,000 during 2025. And that leaves you with an ending fund balance in the general fund of $1.37 million. So what is that positive fund balance really mean for the district? Overall, it contributes to a favorable bond rating should you need to issue additional debt. Um it also gives the district an opportunity to produce some investment income and earn some interest. Um, and lastly, it really just offers the district kind of a cushion in

016case you have any expenditures that that come about that maybe weren't planned for or any revenue shortfalls. My next slide here goes through the five different fund balance categories. Um, so I'm not going to spend too much time on this slide going in depth on what each of these mean, but my next series of slides is really going to break out the district's general fund fund balance by these different categories. So on this next slide, the changes in EUAR's fund balances. This shows you the beginning of year fund balance in the general fund um and the change during the year for each of the different categories. So at the top you see that non-spendable line item. Uh that would represent anything that's in prepaid expenses or inventory. Um anything that has the restricted designation at

017the front is restricted by the state of Minnesota. Towards the bottom you have the line item that says assigned. That's just funding that is designated for a specific purpose by the district and set aside for a specific purpose. And then lastly, that leaves you with that unassigned portion on that bottom row. So overall, you can see you're left with roughly $330,000 of unassigned fund balance at the end of fiscal year 25. The next slide breaks out that same information in graph format over the last 10 years. So you can kind of see how you've been trending over time. Um, if we're just looking at that far right 2025 column, again, that lighter blue portion represents the non-spendable. The green represents the restricted by the state. The royal blue there um, is the assigned portion. And

018then that darker blue is the unassigned fund balance that's left over. ask you. >> The next slide goes through some recommendations regarding fund balance. So, at the top of this slide, you'll see um the district's approved policy, which is to maintain a minimum unassigned fund balance no less than 6% of the annual operating expenditures. So, the target amount for fiscal year 2025 based on the district policy would be roughly $647,000. Um, in addition to that, we do also include kind of a third-party recommendation on this slide from the Government Finance Officers Association. Um, they recommend having no less than two months worth of of fund balance as a percentage of your expenditures. Um, which equates to 16.67% and that would be roughly $1.8 million for fiscal year 25. So the next slide here really breaks

019down where is the district at in comparison to your approved policy. So that green line um in the middle of the page there really indicates that 6% on assigned fund balance that the district targets to have. Um so overall you can see very comparable between 24 and 25 but both of those years are below that threshold. Next, we'll talk about some of the other funds of the district. The first being the community service fund. So, this slide is showing you the endofyear fund balance within that fund. Um, so you can see that this fund has been operating in a deficit um over the last 10 years, but you can kind of see how you've trended there um in a in a decrease there from 24 to 25. And my last slide here is showing the

020same information, the end ofear fund balance specific to the food service fund. Uh overall, just a slight decrease there from 24 to 25. And the green line in the middle of this page really indicates the maximum allowable fund balance um that you can carry in this fund. So overall in 2025, you're in compliance as you're below that maximum amount. uh some of those kind of higher years that you see there in 2122 a lot of that increase was due to COVID related funding um the free federal meals that you received during that time frame and some additional grant funding that was available kind of as a result of um the pandemic. So that's what I have prepared for you this evening. Does anybody have any questions on anything I went through? Anybody have any questions?

021>> That's a silly question. I do. Um, could we go back to like the first spread? This first uh slide potentially. >> Courtney, can you hear our board member? He's kind of in the back. Okay. >> Uh, which >> I believe was Yeah. put in the finance statement and then the Minnesota >> back one more >> this one. >> Yeah. Yeah. Yep. >> So, which one? So, I guess couple questions is there sounds like there's been a year after year failure and I'm trying to remember if it was the um you had mentioned it was it had happened two years in a row on there. I I can't recall which one it was. >> Yep. So all four of those financial statement findings were repeat findings. So the the top portion there, all of those

022are are things that you saw in 2024 as well. >> Okay. And I guess it's probably on the financial statements, the number four that jumped out to me, the improper completion of employee personnel forms. >> Yeah. So that one is just um there were discrepancies noted in some of the the I9s and the insurance enrollment forms. So, one thing we did is we provided that list um kind of to the business office um as to here here's the the specific individuals that we noted discrepancies um as that is one of the findings that that could be remedied going forward. >> Yes. And board members um Courtney and Janetta uh we've been communicating I don't know the last week or so um and I think an email went out. I haven't looked into it yet to

023remedy remedy this and we've got a meeting set up. Courtney, were you privy to that as well from Janetta? >> Um, I was not part of that communication. >> So, we're going to we're going to rectify that if it's been a I don't want that on next year's audit if it's been happening for a couple years. >> It just seems silly to me because that's very fundamental and for it to occur last year and this year I I think just >> Yeah. I I just the uh the other one is the segregation of duties. That's just that's just nothing you can really do about it. I get it. I understand that. But the number four, the improper completions. I mean, that's just 101. And then the other one that jumps out as me is number

024two, the failure to select a low bid without documented justification. Whose responsibility was that to make sure we follow through with doing the proper documentation? generally is that something you would have be able to enlighten us as a board who's responsible for that portion of it? >> Sure. So, typically when you're going through the bid process, anytime that you have, you know, sealed bids um or anything like that, um you can certainly pick a vendor that doesn't provide the lowest bid. There just has to be some sort of documentation or or explanation as to why you're doing um doing so. So really even at the board level and documented in the minutes um if you were to select a vendor that's maybe not the lowest quote that you received um just kind of having that

025rationale for here's why we picked that vendor and and put that right in the board minutes um then that would cover you there. >> Okay. >> Do you have another question Jade? Not not I guess probably my overall question was the time frame that it took for us to complete the audit was kind of the one that's kind of stuck with me. I believe we're supposed to have received it six eight weeks ago. >> Is there did we is there a reason why it drugg out as long as it has because the situation we're in. I mean financially the sooner we would have received it the better off we would have been and helped us with these decisions that we need to make. But was there there things that were inconsistent from the previous years?

026And I understand that that you are new at doing it. So you're trying to gather everything, but did we find any inconsistencies that really we had to dig deeper? And is that what maybe pushed us out further than necessary? >> Um, not necessarily. I mean, obviously as we work through some of these kind of deficiencies or the findings that we noted that that does add to the the timetable of the process. Um but one thing just to keep in mind too um with the audit process this year is you did have that transition between kind of your outsourced um business manager companies that that was used. So um with that coming into play as well, it's kind of a first time for um them going through the process as well as us working with them.

027So typically there's there's kind of a a learning curve in that first year just to get everybody up to speed on that. Um, so I would say that that transition was probably part of it as well kind of on both sides. >> So on a typical audit, what would be the expectation for us to expect for next year in a typical situation? >> Yeah. So, uh, let me look back. I believe like the scheduled audit fieldwork took place I don't want to speak here. I believe it was in August. Um, typically we present at um the November board meeting for this one, unless you were to request an earlier meeting. Um, and we we could certainly work with you on on timeline if you have a preference on on which monthly meeting that we do

028present the final results on at. >> Thanks, Sarah. >> Sarah, >> hi Courtney. Thank you very much for all this information. First of all, um I just want to piggyback off of Jade's question about number four from the financial statements. >> Yeah, >> I deal a lot with employee personnel forms, but I'm wondering obviously aside from legality, we have to have certain things, but how does that impact us as a school district for that to be one of the findings? Does that affect us financially? Does it affect us legally? How how does that impact us as a school district? So from from the audit perspective when we're looking at this information um we're testing it in conjunction with a lot of the information that the district provides to like an external actuary to have um

029kind of a valuation done over your other postretirement benefits. So that's really where this specific testing comes into play. Um, and so anytime that you have maybe differences in in dates or things like that, that ultimately could um change some of the financial information in that valuation. However, when we worked through all of this, we did reach out to the external um valuation company and they noted that um some of these differences wouldn't result in insignificant financial changes. It's more of just kind of the control piece of the information is not lining up with um what's being sent to the actuary essentially. >> Thank you. >> Yep. >> I have a question under inadequate approval of student activity fund dispersements. From what you said, does that correspond with um having where we left open programs

030and we didn't close them in case we open them later? >> That is a that is a great question. I misspoke on that one. inadequate approval of student activity funds. So, anytime that you have a dispersement out of your student activity groups, um typically there's a student activity like a requisition form that's completed. And on that requisition form, um it has a spot for three different signatures. So, the student adviser, um the advisor of the student activity group, and then typically a principal or somebody else, um kind of in that capacity that's designated to sign off on those expenses. And so, in this instance, apologies, I misspoke. Um there were instances where some of the requisition forms that we had didn't have all three of those required signatures. So, they maybe had one or two

031um but they were just missing one of the one of the three. >> But it has nothing to do with because I know we had a couple balances that we left open in case we started the programs later on. >> That doesn't affect us at all. >> Nope. Nope. >> Perfect. >> But Courtney just um maybe I could piggyback off that. Remember one of the ones um you had talked about was that there are some accounts that have been open that have been stagnant for a number of years. Is that what you're asking about? Yeah. >> Remember, didn't you say that we have to have a policy moving forward to get rid of those? >> Yeah. So, if you if you truly don't have activity in a group, um really it's just a matter of

032at the end of the year just doing a check to see, okay, are there any student activity groups that did not have activity during the year? And if so, um, just having just a one-page written kind of document just to address here's our plan and of using the funds going forward and here's why the student activity group should uh remain open. And just having that one-page document is really all you need to kind of check that box with the state as far as the compliance from that perspective. >> And it and it should be done yearly. >> Yes. Yep. At the end of each fiscal year. >> Thank you. Do you have a number as to how many were inactive? >> Um, I do not have the detail of that in front of me, but

033I will definitely um I can pull that as soon as we're done here and I can send it to Randy if that works for you. >> Okay, thank you. I think it's through here. Courtney, I just want to reiterate to the school board that I did receive an email uh from our business manager to the district office and um the findings of improper completion of employee personnel forms the material we w weakness and inadequate approval of student activity fund dispersements uniform financial accounting reporting standards. It's um the finding the summaries are there as well as the responsible individual is myself and here it says Randall Burkas is the superintendent and the corrective action plan and anticipated completion date. So tenative view we have a meeting scheduled between January 5th and 9th to fix those >>

034okay >> items. Okay. >> Thank you. Any other questions? >> Yeah, I have one. Uh, a couple slides ahead when we were looking at the budget. >> Uh, we were 82,000 ahead in revenue and that came from federal sources. Do we know where that came from? Just so we >> probably title. >> Was it title? Okay. >> Is it title, Courtney? >> Um, that sounds correct. But again, I can certainly confirm that and then send you an email just to reiterate. >> It's okay. I was just curious. I'm just guessing, Cole, but we can figure that out and um we'll go from there. Okay. >> Just seeing if there's anything out there that was found that >> would be helpful in the future. So, >> sure. >> Yeah. >> Any other questions? >> Yeah, I

035do. Going back to the sheet that we were at, can you touch upon the top two on the the financial statement number one, number two? So the preparation of financial statements was a finding and the material journal entries. Can you dive a little deeper and explain exactly what you're why that surfaced as a concern? >> Yeah. So really that just comes down to the fact um the first one the preparation of financial statements we um identify it as what's called an internal control deficiency. So the fact that ID Bailey is the one preparing the full year-end financial statements with all of the different required footnote disclosures. So in the full audit report you have you know that's a lengthy document that's you know 75 to 100 pages of financial statement information and footnotes. Just us

036compiling that and putting it that together that's what leads to that finding. So it's not necessarily you know a concern specific to the district. It's just something that we're required to report any time that we do prepare those. Does that help with that one? >> Yeah. And then the material on the journal entry side, what >> So that one is um really anytime that the auditor is proposing any sort of adjustments to any of the balances, that's what triggers that specific finding. um you know, if if we were to come in and do the audit and there was no journal entries or no adjustments that were found throughout the process, then that one would be remedied. Um but because we did identify some corrections or adjustments that were made, um that's what led to that

037finding. >> Okay. Thanks. >> Yep. >> Megan, any other questions? Um, go Aaron. >> Well, thank you for the presentation, Courtney. We appreciate your hard work. >> Thank you all. I appreciate um all of the work of the district as well and the annual audits. So, if anybody has further questions, feel free to reach out and I will follow up uh with Randy on those two questions. >> Yeah, Courtney, that would be great. Um Oh, go ahead. I have a question. I have Go ahead. I guess does anyone know what the the statute 471.89 what that consists of? Subsection 3. You got it? >> Yeah, it's right there. >> Courtney, >> it has to do with accepting lower bids then. >> They're inquiring about the U statute 471.89 subdivision 3. Number three and number two

038kind of go together. Correct. >> On the bottom. So we needed to put something in writing and she said even if we just did it in the minutes but failure to select the low bid without documented justifications we need to have everything documented. >> So two just refers to three in which three we failed to follow that. >> Okay. Um >> so to clarify number three it was a little bit different because that one has to do with um conflicts of interest. So that's anytime that you enter into a contract that um maybe is uh you know another schoolboard member or an employee anything like that. That's where you have to have that written uh required affidavit. >> So our audit can be a lot cleaner if we just avoid all conflicts of interest >>

039or justification as to why we chose that. >> Yep. >> I guess I just have >> but still they ask if you even if you have it. Uh Megan had a question. >> I think it's pretty foundational. Is that community fund that's been running at a deficit? Is that like community education in all those programs? >> Okay. >> All those. >> Yeah. Okay. Me, too. >> All right. Anything else? No. Yeah. Courtney, we can touch base later this week when you have some time. >> Thank you so much for presenting tonight, your hard work. >> Thank you all. Uh Megan, to answer your question, community ed encompasses a lot of things. It's like the umbrella is summer wreck is underneath that. Early fam, early childhood family education. Preschool is underneath that. Those are the things.

040Okay. And I'm going to touch base exactly where we're at when we do the truth and taxation meeting at 6:00. I will be presenting that. Okay. on to staff reports. Uh, elementary principal. >> Yes. Uh, just a couple things tonight. Um, first and foremost, we had our holiday programs concerts last week and again just blown away by the amount of people that come in and participate and watch and just the support that we get in the building. Kids did a great job. Um, much thanks to the teachers, especially our music teachers, Miss Teach, Mr. Ecklan, and Mr. Johnson. They do an outstanding job. So, kudos to them and all of their hard work. Uh, and just the other thing I had on there was just our our spirit week this week. A lot of fun

041things happening at school. Obviously, I'll keep posting those things on not only the district website, but also Facebook. So, community members and families and and others can enjoy seeing those things as well. Uh, and then just a couple things coming up in the month of January, but just getting through the week. >> Mr. Johnson, what was it today at the elementary? >> PJ day. >> Oh, yeah. festive festive pajamas >> and I enjoyed wearing PJs today. Agree. Thank you. Not tonight, though. So, >> I heard a lot of positive things about the wreath giveaway. >> Yeah, that seemed to be well received. So, >> yeah. So, one of the things we did at the concert was we had uh the friends of fine arts purchased two wreaths and then we had a raffle uh at

042the end of each of the programs on Thursday. Uh and it was it was really cool. >> Really cool. Also want to just kind of Megan to go piggyback off that. We had a board member and a couple members of the mental health team um help with um some different things. I can't remember if that was during Thanksgiving. Um so appreciate that hard work as well. >> Perfect. Thank you. Um middle school principal. >> Uh Madam Chair, Mr. Zick was unable to make it tonight. Um, and so, um, just to basically, we've got a big principal meeting tomorrow. Um, and maybe I can talk about Am I on here too somewhere? I think so. Well, uh, a principal evaluation did go out um, next. Oh, here it is. Right here. Go ahead, please. Yeah, this

043is, um, the middle school numbers right there for total 104. Uh, Mrs. Mr. Zick's been doing the Raider online and we have full-time students of 17 and then credit recovery of seven students. Mr. Meyer, I know you work very closely with Mrs. Z. If there's anything um they're talking about studios, the concert um of course tonight excited about that. End of first semester is January 16th. >> Just mainly the online we're trying to get them messages out to them like after Christmas here. We're down to essentially you got about nine days before the end of the semester on sometimes they when you're not in the school uh they just need that when they're in person we can tell them every hour every day a reminder so just get that message out like we still need

044to complete this by the by the deadline. So >> I have a question on that and Dr. Burkus maybe you can answer. Is our raider online concurrent with last month or do we have any increase? >> No, we don't have any increase. >> No increase. Okay. Thank you, Mr. Meyer. Okay, secondary principal. >> After last meeting, we had uh we had our National Honor Society uh Thanksgiving food drive. Uh so they sent out a message. Uh Marge was involved in this too. But like >> their purpose is to provide opportunities for families in our districts of need. Uh so they were able to raise enough uh food for 40 families in our district. So I showed up >> fantastic >> national society to the people that donated to that uh that uh activity. Uh I

045learned a lesson along the way. I've never I was the I think it was set up but I was I raised the most money the most food. So I got the pie in the face. Uh nobody told me about wearing glasses. So I learned my lesson on next thing. If that happens I will wear glasses. I cannot see anything. But it was a good thing. Uh just it was a great opportunity. uh for our kids to get involved in helping others because a lot of people help our students here and staff. So, and then also on December 2nd, our 10th graders uh had a great opportunity. They went to the Fargo to a uh they had a career fair there. They were exposed to hundreds and hundreds of different activities. uh lot of lot of

046chatter when they came back on possibilities opportunities and I think the more we can open up their eyes now and start a career field is uh very beneficial to our students. Uh next thing is Dr. Barquest and I met with our student uh schoolboard members uh had very positive conversation with them on how we can support students and staff here at LPA. Topics of discussion were caffeine guidelines, vaping, cell phones, how to improve our MCA scores, attendance post-secary, and how to support our students and get them back into our building was uh our students are collecting informations through meetings and uh via surveys. Uh then we'll get you more information once we get them. All of them are got two basketball players, so they're practices and one is where was she at? There is something

047in DL tonight. A play. Yeah, she was going to a a play production in Detroit Lakes. Um, but she was going with her family and we told her family comes first. So, so >> I don't remember what it was called, but it was something in Detroit Lakes. >> Yeah. >> Uh, on the other side of the students, uh, our National Honor Society student council and our PBS team have been working with Lakes Country Club. Uh, her name is Naomi. Uh, what they do is they work with schools. If you ever get mandated by the state and your school climate is bad, they step in to help you out. Uh we're the only school that's not mandated, but we're taking the opportunity. It's a free opportunity and she's helping us out with resources. Uh so the

048overall I think at the last meeting I presented that we had a cross-section of students that we picked throughout the school. uh they went in and did a survey as a group and these are the the results that she got us. Uh so the overall climate snapshot uh of the 7 through 12 students interviewed across the groups the overwhelming majority of students consistently describe LPA as a supportive close-knit school where students feel safe and supported by other adults. They widely express trust and staff appreciate the opportunity to get involved and pride in school events and especially uh in sports pep rallies and student council activities. uh our leadership group, our PBS team national student council would like to work with our student leaders and the themes that we'd like to still keep on working and

049improving is uh sense of belonging in school community uh relationships and adults support safety and respect and activities engagement and school spirit. So that is how we're going to work with our students and uh kind of go back and forth. Uh again, we want our students to be heard, valued, and they we'd like to just be guides to them. They they run uh our activities here. So, that is the goal working forward. Uh obviously, it's majority. Uh it's almost like the uh click or ticket. We're trying to get to 100%. We want 100% of our students to be seen, heard, and evaluated. So, so that's what we're going to be working on in the future after break here. And then upcoming events, National Honor Society again is going to support Sam's Meals for Many uh

050on Thursday, this coming Thursday. Uh a great event. So if you have never been involved, it is a production. Uh it's awesome to see the kids like there is they're very excited to help out and I just wish I think at the end I'd love that in the future to be able to see the end product, but of all we're looking for is a thank you. And when our families pick up, it is very to me it's emotional because they really appreciate it. So, uh, Terry Tekken, I think everybody knows Terry here. His tournament's coming up January 9th. So, if you want to get fist pumped, uh, come come to the tournament because he'll fist pump all of you. Uh, but he looks forward to this tournament every year. Uh, he is so so happy.

051Uh, and he's brought a lot to this district. And so if you got an opportunity, come on January 9th and then the end of our semester is January 16th, uh the end of the first semester. If you have an opportunity after our meeting at 6:00, uh we got a our students already got to see staff got to see our choir concert uh at 10:00 this morning. So if you had a chance, it's at 7 o'clock tonight. Uh they they did an awesome job. Other than enrollment is steady uh where it started the year at 2:20. Thank Thank you, Mr. Mayor. Question fantastic that you we signed up for the focus group. >> Yeah, >> that's wonderful. >> Yeah, we did kind of >> go ahead. >> Was there a percentage of which how many what

052percent of students were feeling seat support >> supported? >> We're kind of working on that. They gave us just a >> 10,000 foot view right now and then we're going to dig into the details of it in the future. The 18th is pack them up. That was last year. Pack the food up and then it the people come and pick it up that day or the 19th. >> My understanding it's the same day. Is that cuz >> Well, I know it was the same day last year, but it was the last day of school. >> And this year, I think R is a couple years we had like when Sam was doing it on his house, it was a storm snowstorm came in and people could barely get in. I think we ran that situation

053two years ago, too. So, we like to have that little bit of wiggle warm. If we didn't do it Thursday, we can do it Friday. >> Okay. Yeah. Well, whatever. It It was cold last year, but it didn't matter. Uh and then there's basketball, I think, that night, too. >> Basketball Thursday. >> Yeah. Yeah. Right. So, what time do you want does Andrew want help there? >> I do believe we are starting. The students are starting at >> No, it's is it right away in the morning? >> I had it right away in the morning. >> I showed up in the afternoon. >> It's right away in the morning and my understanding is from noon to six is where families would come have the opportunity. >> Okay. So, morning. >> Yes. >> Okay. >> The

054students are packing the back boxes from like 8 in the morning until approximately noon or whenever they get done. And Jamie and I have been texting families for the last two or three days. So, we've got almost all 70 families responding back between noon, starting at noon, and hopefully last pick up by 6. >> So, is it going to be in the garage or >> in the back? Yeah. >> The kitchen area. >> But do you want help with those with the students to help pack stuff too or not? >> I think it'd be good to have some help with the students packing. Um Jamie and I usually haven't done that part of it. That's more Andrew and the student council and the NHS. So we need some help there and then we could use

055a little bit of help for that noon to six time just because we prefer not to have students just because of the confidentiality of the families. I mean there some people just really don't want to be known and so we really would like to have >> schoolboard members or admin or >> I'll be there noon the six, right? >> Yes. Of course, it's um 50 mph winds after everything melts all night long and then snow predicted because whenever we have these scheduled >> been watching the weather already. >> Yes, >> I have Well, thank you because you answered or got one of my questions answered. I can be here at 12:30 for a few hours. So, do you just want me to show up or do we need to Yes. Okay. I see a head

056shaking in the back. Um, and then just some clarification on the student board members. They sent out surveys to students. >> they're going to Is it an anonymous survey? >> Anonymous. >> Yes. And actually, they're going to we had a very good conversation with those three individuals and they're going to actually talk to us before they send it out just to take a look at it. Um, pretty excited about that because we're trying to empower our students to be able to, >> you know, lead and and get input from other students as well. >> Well, obviously it's more likely, I feel like, that the students would be honest if it's an anonymous survey, so that's why I was asking that, but I love that. Thank you. >> Thank you. >> Have we reiterated it's not

057what we want to hear. We want to hear how they feel. >> It's perception. It's not about >> So Jade, I don't know, Mr. Meer, you could probably We've met I don't know a couple times. Um I did say just so everybody knows I'm not somebody that wants you to say something you think I want it here cuz I'm not like that. How many did I make that pretty clear? >> About 10 times you said. >> Okay. >> Yes, that's exactly right. >> Okay. So, >> and and as a board member, that's what we want to hear. We want to hear that how everything's being perceived, not what they everyone thinks we want to hear. We want to hear the actual >> we want to be able to fix things. >> So >> rest. Uhuh.

058>> We just really stress like we're working together. >> Yes. >> We're not like I'm trying to get you >> like >> we wake up every morning to support them and >> and I'll tell you I we said look if there's something that I as a superintendent or administration need to do differently, >> you got to let us know. >> Right. So I I I'd like to say that we've made that very clear. Um >> wonderful. So that's my thoughts anyway. >> Good. >> Thank you. >> Wonderful. Anything else? >> What were their names of the student? Brooke, Brody, >> Brook, Ireie, >> and Lily. Lily. >> Yeah. >> Lily. >> Always. Have merry Christmas to you and your families. >> Thank you. Merry Christmas to you as well. >> Santa brought me a pen.

059>> Anything else? Okay. technology director. >> Was there anything? >> You should have a report. >> Yep, there was a >> I'm sorry. Are you >> Yeah, I'm working on it. >> Oh, okay. Sharing screen. >> 12 to 6 on Thursday. Okay. This is so cold. >> I know. >> We had a couple pair of jewels. >> Jewel >> with jackets. >> And that is at the high school. Correct. >> Okay. >> Did everybody have a chance to read it? >> Yeah. >> Any questions? >> Where do I look to find that stuff? um board doc. It's um yeah, >> I can play later. >> I would just go to my email that Susan sent to me and everything. >> Yeah. >> No questions? >> No. >> Okay. And we'll move on to the activities

060director. Everybody have a chance to read that one. Nobody out there. I thought was one of people for the truth and taxation. >> Ron activities report. >> Oh, okay. Um, well, the wrestling season is on. Um, Mr. Meer, you maybe help me out with this one as well, too. Uh they hope first hosted their first home events of this this year this past week and um their next action is Thursday at Fergus Falls. Talked about the choir concert. Um boys basketball reunion night. I guess that's Friday, January 3rd, 23rd. Uh the football team hosted their end of the season awards night in November baseball team fundraiser that was approved through the district. Um some game one 247 apparel stores. Uh I think that's something that's been done in the past here as well. >> Corporate

061sponsorship program. We're accept accepting corporate sponsorship members for the school year. And there's some important updates uh upcoming. We talked about the Terry Tyken, the holiday breaker club. They've been uh having meetings at open gyms on Sundays at 6 and there's a booster club sponsorship form and it talks about that activity social media pages. And just so everybody knows too talking about corporate sponsorships, I want to give Susie a lot of credit. Um she helps me uh get anytime we have a donation I the district we send a personal note to everybody who's donated um just in the mail except Cole's here wasn't wasn't in the mail. >> Oh apologize but uh we do send a personal note to everybody who's donated to the school district thanking them for their dedication to LPA students. So

062and there happened to be the last round some corporate sponsorships that we filled out. So, >> I think that's wonderful. We sent a personal thank you. Thank you. >> 92. Yeah. >> Thank you. I >> think our participation numbers are as high as it's been probably in five years in all of our activities. Uh probably one thing to note is the fastest growing sport right now. Can anybody guess what that is right now? >> Girls wrestling. >> So, we're up to I do believe 12 girls on the girls wrestling team. >> That's awesome. So it became a sanctioned sport I do believe four years ago and now it's going to be essentially you had four sections but you had class A double A and AAA all in one so it's staying that way but they

063used to have four now they're going to eight so you have more of a a chance because you had like us competing against Morehead against Apple Valley all the city schools you were like in one big section so they're it's growing enough so we can like start dividing it out so >> Mr. Mr. Meer, I have a question for you on that. Do you recall how many girls we had in wrestling last year? >> Maybe >> it was just a couple, wasn't it? >> I would say two. >> So, that's fantastic. >> That is great. >> Okay. Anything else? >> No. >> Okay. Moving on to the consent agenda. Can I get a motion to approve the consent agenda? >> So, move. >> Can I get a second? >> I'll second. >> Okay. Any discussion?

064Any discussion? Any discussion? Consent agenda is approved. Um, we have the approval of the minutes and we have 5.6 contract approvals. Uh, we have Sandy Omeer Veter Elementary School long-term sub. Great to see her back in there. And then we have 5.7 resignation retirements. Nobody on there. Okay. 6.0 recognition for donations tonight. Thank you all to the community for the wonderful support. We appreciate it. We have robotics lakes Lakes Community. Lakes Community Cooperative $500. Thank you very much, >> Madam Chair. If I may, we we've already sent um almost all these um businesses and individuals have received a card. There's a few left that we need to do that I see that I don't recognize, but it does come from the OPA school district. So, um, a sincere thank you >> to all those individuals and organizations out there. >> Three of them are already done by me, so >> Oh, I mean, >> doesn't hurt to have a couple, >> but you can

067have you can do now. You >> sure >> use cruip though. >> I did. um who is responsible for asking for these donations or are they given regularly or do we have someone that's dedicated to ask specifically? I mean like the ECF Saturday with Santa is obviously very specific and one day a year who is responsible for for trying to obtain these donations. >> That's a really good question. I um I assume that some of these are repeat um individuals or businesses. Um Susie, do you have any idea >> the different activity like NHS depending on what what they're looking for? Um >> and I would assume the individual programs reach out as well. >> Yeah, because I've seen those on there before. So I think it's a wide variety. Can I ask if there

068is something like specific if something could be sent to the board and maybe we have some connections that can help with things? >> Yes, we can surely do that. >> Uh we have a principal meeting tomorrow. We'll surely talk about that. >> Okay. >> I think it's a great idea. Thank you. >> Okay. The resolution for accepting donations and grants whereas Minnesota statutes 123B.02 O2 subdivision 6 provides the board may receive for the benefit of the district request donations or gifts for the proper purpose and imply the same of the p purpose designated in that behalf. The board may act as trustee of the trust created to provide pupils of the district with advanced education after completion of high school in the advancement of education. And whereas Minnesota statutes 463 465.03 3 provides any city,

069county, school district, or town may accept a grant or devis device deise of real or personal property and maintain such property for the benefit of its citizens in accordance with the terms prescribed by the donor. Nothing herein shall authorize such acceptance for the use of religious or secretarian purposes. Every such acceptance shall be a resolution by the governing body adopted by twothirds majority of its members expressing such terms in full. And whereas every such acceptance shall be a resolution of the governing body adopted by twothirds majority of its members expressing such terms in full. Therefore, it resolved that the school board of Lake Park Ottabon School District number 2889 gratefully accept the following de following donations as identified below. And we will do a roll call vote. Uh all those in favor say I. All

070those opposed say nay. Marge >> I. >> Megan >> I. Uh Jade, >> hi >> Cole. >> Hi >> Aaron. >> Hi >> Sarah. >> Hi. >> I eyes have it. Uh >> resolution accepting donation grant passes. Okay. We have nothing in uh old business. We have 8.1 teacher duty days. >> Yes, madam chair. I've been working very closely with the union. Um, I want to mention that um, we put this together as a stepping stone because we know there's no money available, right? So, to talk a little bit about this, January 2nd was a staff development day. That's a Friday. To me, it didn't make a lot of sense to have a staff development day during that holiday break. Um, I'm not throw anybody under the bus that was for that. January 9th, we

071have the Terry Tyken Wrestling Invitational. So, those two days are staff development days. I know staff development is is important, but to me, there's got to be a carrot um for something if we're going to retain our staff, and we know we have no money. Um I think it's important to do that. Also, during conferences, what I had noticed in the fall, we had conferences Tuesday and Thursday evening, and then we had school on Friday. Thinking outside the box, Friday, February 20th, we could reduce the number of days and have that day off. It's a long week already with conferences Tuesday and Thursday evening. Um, it's a I guess a carrot for the teachers and staff. Plus, it's kind of nice for the kids to have that day off because we really technically don't have

072anything for President's weekend that many schools have like a Friday or Monday. And I'm hoping to get that changed with our calendar committee for next year because I've always said this. We have MEA, then we have Thanksgiving, then we have the h Christmas, New Year break, just like that. And pretty soon the next thing you might have is you might not have something till Easter break and Easter could be very late or a spring break or whatever it is. So I to me it's always important to have those couple days in February. So that's what I was thinking working with the union. We have not settled negotiations, but if we want to negotiate in good faith, this is something to put out there. We would need an MOU and then at talking with the union

073representatives, we could continue to negotiate um probably the second week in January, full week in January, first second week in January. Again, we had to make a decision rather quickly because January 2nd, January 9th are right around the corner. >> Dr. Burke. So, we're not looking to approve this tonight, Chad. We're going to wait for negotiations. >> Um, no. We're looking to approve theou or January 2nd, January 9th off and Friday, February 20th as a no contact, no student day. Now, some people are going to say, "What about pair of professionals and some of those individuals?" Well, I have a meeting, we have a meeting tomorrow with Lake Agassy, and there are certain requirements that pair professionals have to go through. So, it's possible that we could potentially um do something on Friday, February 9th,

074excuse me, Friday, January 9th with our pair of professionals. We actually are going to be meeting about that. But as far as a teachers bargaining unit group goes, this is what I am proposing at this time. >> Thank you, Dr. >> Thank you, Madam Chair. >> Can I get a motion to approve theou teacher duty days? >> I'll make a motion. >> Can I get a second? >> Second. >> Any discussion? >> I do have a question. >> Yes. And this just for my knowledge, does anyone know what the purpose was of having the staff development day on a day that we're supposed to be on vacation or break or what have you? Do we know why we decided that prior? >> Which day, sir? >> Friday, January 2nd. I suppose probably the premise or

075the thinking behind it was to get ready to get back into the swing of things, right? Um I'll just throw this out there. I I'm not for that Friday, January 2nd. Um I know we have had a number of teachers that said they would like to take that day off through the proper channels. Um, that's the premise what I've been told, Sarah. And I just, it just so happens to be that Christmas, holiday, break, New Year's, whatever you want to call it, happens to be in such a weird position that you're getting two full weeks off. >> Sometimes in other years, you might only get eight work work days or eight school days off as opposed, you know, to two full weeks, >> right? And then you would come back on a Wednesday, Thursday, Friday.

076Right. Yeah. If that answers your question. >> I think so. I was just wondering if some underlining reason why it was chosen when they're supposed to technically >> have their time off. >> The way you described though is my understanding. >> Okay. Thank you. >> Thank you. >> Any other discussion? Any other discussion? Okay. >> Just wait. Madam Chair, can I say one more thing too? And just a reminder in the contract we have so many student contact days and so many teacher days in the contract, right, Mr. Meyer, when is graduation here at LPA again? Is it May third? We have third Saturday. >> So, okay, May 3rd. So, that happens to be one of the earlier graduations. >> What's that? >> Third Saturday in May. >> Yeah, third Saturday in May. So, um,

077you know, we have to get the number of days in if we're going to get them by graduation as well, too. So, >> 15 May 16. >> There there were students that were listening at home going yes. >> They heard May third. >> Oh, yeah. >> I was like May 3rd. Wow. >> Yeah. >> Okay. All those in favor say I. All those opposed say nay. I >> I >> All those post say nay. >> Uh motion passes. Teacher duty days are approved. Uh >> Madam Chair, would you make sure that you sign theou this evening and we'll make sure that we get that so the teachers will know. Um I know they're >> Mrs. Mloud and others are taking notes. So I'm sure that'll go out tonight. >> Okay. >> May 16th is the

078official >> May 16th. Thank you. >> Okay. Uh and then 8.2 superintendent report. >> Yes. I just want everybody to know that um the first thing I have to say is and I I I gotta be honest when we when we met with the teachers and the staff I wasn't very much looking forward to that meeting but I really have to compliment the teachers the staff administration and the schoolboard members because in my personal opinion I thought it went as well as as well as it could have gone. And I think it sends a lot that we had people there willing to ask questions, teachers and staff. I've had some teachers uh reach out through different channels to just ask some questions. You know, this is going to be new, I think, for this district

079and we're going to work very closely with all groups to ensure that we're doing due process and everything is done completely by the book. And um I just that's the first thing I want to say. I want to thank everybody for attending that. Uh, another thing, principal evaluation surveys went out. Um, and uh, we put put together a survey that went out. I'm asking the teachers to fill out the surveys by the end of wait Monday uh, December 22nd so I can compile the results and I will meet with the individual principles to go through the results. And I did I share that survey with all of you? If I did not, I'll just show you the questions. I meant to do that when I was working with um auditor this weekend, but I will

080send that out so that you know what we're um asking what I'm asking the teachers to evaluate on. >> Okay, sounds good. >> Sound okay with that? And then um like I said, we have a principal meeting. I just I want to throw this out there. Um really unfortunate the shootings that have been happening lately. Um the superintendent in Steuartville happens to be a very good friend of my me and my family and um you know we talk about uh the budget cuts and everything else but I just want to let you know there's much more that we have to make sure that we are concerned about. And there to be honest with you there isn't I'll say a week that goes by that I don't say worry like come on let's let's work together

081and figure out anything that we can you know I think we have really good teachers and really good staff here um that are working very hard to ensure that students are getting the mental health needs met and I'm going to make a conscious effort to continue to work with our admin and our mental health team to ensure that um we're doing what we can for all students It's a very tragic thing that happened in Steuartville. Very tragic thing that happened in Australia as well as Brown University. I just want to throw that out there. I talked to the superintendent from Steuartville on Saturday. And I did mention that the LPA school district and school board, Lake Portan School District and school board is here for you if you need anything. And I actually had a

082um a grandparent reach out and say, "Have you communicated with Steuartville about that?" that and so I just want you to know that we did communicate with them and say our thoughts and prayers as an LPA school district and board are with you. So, >> thank you. Thank you. >> Thank you. That's all I have, Madam Chair. >> Any questions for me regarding anything? >> Will we have the opportunity to see results from the survey? um or a just maybe like an not necessarily something itemized, but maybe like a snapshot like >> I I have to double check on that, Sarah, to be quite honest with you because I there might have to there's some um different things that you can and cannot do as a school board. I will promise I'll look into that.

083>> Yeah, I'm not sure if we can see that one. No, I'd look into it. >> I'm going to look into it. Um I know in the past you could not, but I'm not going to >> That's okay. It's just again for my knowledge because I'm still learning. >> Sure. No, I will double check into that for sure. Thank you for asking, >> Madam Chair. Matt. >> Yes. >> Has there been any progress on the Native American initiative? >> Um, yeah. Well, actually, Mrs. Zik, who's not here, is going to be talking with a person who currently works here about potentially what what do they call it? The six week advisor. No, >> Studios. about offering something um for some students that might be interested in in the language um and that person has expressed

084interest in sitting down. It just it hasn't happened yet to be quite honest, but it wouldn't be till second semester, >> right? So, it's in the working. >> Absolutely. It's in the working stages. Yes, absolutely. That's good. Any other questions? Okay, then we're moving on to 8.3 superintendent contract. Can I get a motion to approve it to open the floor? >> A motion. >> Can I get a second, please? >> Second. Any discussion? Yes. >> No, I'm good. Good. >> Okay. We have Okay. Any other discussion? Any discussion? Okay. All those in favor um say I. We'll do a roll call vote. All those opposed say nay. Uh superintendent contract for three years with Dr. Randy Burquist. Um Marge >> I. >> Megan. >> Hi. >> Jade. >> Hi. >> Cole. >> Hi. >> Aaron.

085>> Hi. >> Sarah. >> Hi. >> Susan. I uh eyes have it. Brandy, thank you for working with us. We look forward to three years, >> guys. I'm so excited. Thank you so much. I really thank you for giving me the opportunity to work with everybody. Um it's great staff here, great students. I don't want to I don't want to leave out students. There's a big tradition at Lake Park Adaban School District. here's a huge tradition and um I promise I'll work very hard >> as we navigate some very tough decisions. Promise I'll work hard and um thank you for giving this opportunity. >> We know you will. >> Thank you for everything you've done for us and the transparency that you have given us and >> we truly appreciate you. >> I should say

086I because I can't speak for everyone but >> Well, thank you sir. I try to be I appreciate that and I just want to let you know it's not just me. We've got administration. I got to give credit credit to the district office, the high school office, the elementary office. It's just amazing how hard everybody in this district works. So, thank you. >> Yes. We appreciate every one of you. >> Yes. >> Okay. 9.0 Succeeding meetings. 9.1. We have an organizational meeting January 7, 2026, 5:30 p.m. Lake Park Ottabon Elementary School Media Center. >> Madam Chair, can I just real quick, Susie, I know we have to have a reorganization meeting by a certain amount of time. I >> I'm going to be honest. I would really like to see us look at some different

087meeting schedules throughout the year, but I want to make sure Wednesday night that happens to be a Wednesday night at 5:30 and I just want to make sure um can we is it possible that we could potentially change that. Susie, I know by state statue I just Wednesdays aren't good for some individuals >> and I'm okay if it's earlier. >> It's the >> She'll be back. >> Yeah. It doesn't work with Sorry, that doesn't work either. >> No, she's she'll be back in 6 days. My on my side. What time would you need it to be? >> No, any 5:30 just gets >> Oh, >> is this >> Well, remember this is a reorganization meeting. This is basically who's the board chair, you know, what the offices, what bank are we going to use, what

088publication, and so forth. >> How long does that meeting normally take, do you think? >> I would say 30 minutes or less. >> Take very long. Yeah. >> So, let's just bump up the time. 4:30 or even >> five o'clock. Would that work for >> pushing pushing it for you? >> I'll make it work. >> If we're out of here by 6. >> 5 would be better than 4:30 for me personally. But whatever is the majority, >> I will I will make it work. >> 5:00 >> 5:05 whatever. >> Okay. >> So, can we change that, Susie? 5:00 on that meeting. didn't give me a slave to redeem myself here. >> Just organizational meeting January 7, 2026, 5:00 p.m. Lake Park Ottabon Elementary School Media Center 9.2 regular monthly schoolboard meeting January 26, 2026, 5:30

089p.m. Lake Park Ottabon High School Media Center and meeting is adjourned. >> Okay, remember we have a truth and taxation meeting. Um, I want to double check to see if any community members came in. So, can you just give me a couple minutes? I'll double check and then I'm going to present. >> Do we have 5 seconds? >> Oh, yeah. Absolutely. >> Say, let's >> I have to go, too. >> Okay. Sarah and I over. >> My brain hurts today. >> I know. I exercised. I got to go exercise. >> I help out with class of third grade program. >> Okay. >> I got anyway. >> They don't get my subsidized. >> Okay. >> So, I went to me personally. >> Okay. >> And that's how I approach. >> Okay. >> I didn't because I

090done that before. >> Yeah. Oh, I know that's kind of >> Hey, congratulations. You're chief this year. >> Like that there's a need for a lot of these very specific askings. >> I'll be there. Um I was I went watch a connection $50. Do you know what I mean? >> TV went on for an hour and a half. That was >> good. Yeah. There's I didn't We left halfway to the varsity. What was the final? >> That's what I was asking for. So like the teacher that it up or that's why I I didn't know if there was somebody specific like within our school district that >> and charge of donations >> Jesse could just send out >> three kids. Okay. >> I think it's the first time that they had very good at also

091help with that. I would be more than happy to all three are on the on the one is seventh grader. >> You probably won't be. >> Yeah. Well, I saw him rest. I saw him dry your hand. >> Yes, we realize we operate. >> Thank you for everything. >> Oh, we will >> get you those announcements. >> Yes. Thank you so much. >> I'm sorry. >> You're good. >> And I have a question for you. >> Sounds good. >> I'll follow you. >> Okay, perfect. >> Yeah. So, on the six, >> I got to teach for your school training tonight at 7 for your guys or what? Or >> I don't have anything prepared. >> Oh, we'll get we'll get a Christmas tree. bring it right into the middle of the room >> and then

092use the jaws to do it. Yeah, >> I thought about it actually. That was that was kind of one of those things. >> Otherwise, I'm going to do like find five hazards in the fire hall and don't figure them out. >> Do you guys take turns doing it? >> No, I'm the training officer. >> Okay. >> What about shoveling the snow around the fire hydrant? >> Yeah. I don't >> Did you My brother showed me a video of this guy that did a >> He did it accordingly. built a snow like he built a snowman on his kid's driving over it. Then he put it on the fire. >> Oh boy. >> Yep. >> I'm just going to say once it hits seven, I'm going to sneak down to the concert cuz I can't. She's

093got it solo and I can't miss >> I hope this is super fast. >> Okay. So I don't not going to be moving my wallet. My wallet like whipping it around. I was like, "Come on, man. >> That's not plate money." >> And then this one. >> That's funny. >> That's crazy. >> I will. Yep. I'm at a 14. Okay. Thank you very much. >> Okay. Thank you. >> Yeah. No balance for break for the rest of you. >> Quick question. Like all the and I'm all these other meetings like do I just come as often as I can or is there any like nope you don't come. You're not on that. >> No you're so what'll happen is that all these meetings you're at all of these. What will happen about the organization meeting

094is that we will read to the committees. >> Okay. >> And then we will be in charge of >> Okay. All right. >> And if you're not here, we volunteer. >> We actually can't vote. >> I get what? >> Oh, but we will. >> Okay. >> Sarah got less cuz she wasn't here that >> I would just show up. >> Everybody will have one. >> Nobody should be doubled up since we're a full board, right? >> Okay. I think we're still >> got 15 minutes. Let's zip through this one. >> Seriously, >> you want to get 15 minutes? >> What? >> 15 minutes and we got >> No, he's saying he's giving you a 15 minutes. >> Oh, you got it. Yeah. >> What? 15 minute break. >> I'm so excited. Three years. >> Okay.

095Thank you. >> Susan will or Susie will Whatever you can >> put that on there >> whenever Mar's ready >> cuz we do have the concert tonight at 7. >> Yes. >> Yeah. I know. >> And your daughter has a solo. >> That's what she's telling me. >> That's cool. >> I think her her friends confirmed it at basketball. They're like she can sing. Oh my god. Do you have something to present to us? >> Me? >> Uh no. I I made copies for you, but copies, but I made them. Yeah. And then I'm going to go through it up on the board on the screen so you can see it. But I >> But I don't need to roll any slides. >> No, not at all. You're good. >> Okay. >> All right. Here

096we go. Okay. Let me call this meeting of Lake Park Ottabon School Board to order. We'll start with a roll call. March here. Megan >> here. Jade >> here. >> Cole >> here. >> Aaron >> here. Sarah >> here. >> Susan here. Let's all rise for the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Can I get an approval of the agenda? Oh, thank you. >> So moved. Can I get a second? I'll second. Any discussion? >> Any discussion? Any discussion? >> Agenda is approved. We're going to go on to two 2.1 new business truth and taxation presentation. >> Yes, madam chair. Thank you, Susie. Were we

097able to get that? >> Oh. Oh, I'm sorry. Okay. Thank you. That's what you as a reminder. Okay, we'll try to get down to 15 minutes. Aaron, like you wanted. Um, there's 29 slides. I don't need to spend a lot of detail on this. There's a couple slides to me that are a little bit more important. I've been working very, we've been working very hard with CISO, um, Janetta, and Sue, but they were not able to make it tonight. Um, so I will go ahead and present I'll refresh. >> Okay. And >> if you have questions along the way, please ask. The bottom line is we need to get this certified by the school board and sent to the different groups, the counties and everything else by we have to certify by December 28th. So

098I have to go into a system and certify. >> So unless we have an additional meeting, we need to get this taken care of tonight. >> Correct. We could always if you have questions or concerns, we can always table it and have um Okay. Would you um want me to try to make it bigger? >> Yeah, >> let's go for that one. >> Remember, you have copies of this as well here. Go through it. >> Okay. >> I think everybody's got a copy, right? >> I do not. I do not. >> Oh, I'm sorry. >> Do you the same? >> There might be a couple extra. Do you have a copy? >> I don't need one. >> Okay, Megan. Yeah, they should be the same. I'm sorry. I thought everybody had >> All right. Take

099a look at it. We made a couple copies because I thought there was going to be a couple individuals here this evening. Um, but you can take a look at that and once I get continue to work with the auditor, I'll make sure to get the information out to you with a full audit report and everything else. Susan, would you mind going to the next one? >> Yes, absolutely. >> So, by public hearing, we cannot start till after 6:00. We have a truth and taxation meeting. All right. This is public hearing for taxes payable in 2026. >> Second, I made my screen too big. I can't go down. >> I'm sorry. I should have had it on mine. Apologize everyone. >> I was going to make it to it. >> Oh, I'll just roll scroll.

100There we go. >> All right. Perfect. Okay. So between November 25th and December 29th 6:00 or later um we're doing everything correctly following the due process and state statutes um we can adopt the final levy at the same meeting which is tonight right um part one current year budget proposed tax property tax levy again we're going to talk about background information on school funding the district's budget district's proposed was tax ready for taxes payable in 20 26 and this is an opportunity to for public to comment on their taxes. I did check downstairs. There is nobody down there. Just so everybody knows. Basically, for time's sake, the Minnesota governs set funding for Minnesota public schools. I just we just put this in there. Legislator shall make such provisions by taxation or otherwise. Basically, that's what

101it's saying. The state says we can tax. Right. Okay. Can you go to the next one? Mhm. >> So the state sets the formulas um the formulas to determine their revenue, right? Um tax policy for local schools, maximum authority, property tax levy. Districts can tax less, but not more than amount authorized by state by state unless approved by the voters. Remember in September we had to do a preliminary tax and you went to the max. Right? Today the max we have to have a number to send to the state. Um and you can do pull up for referendums for property rating and capital needs. You all know that basically this one right here and no matter what research you see out there and if I go too fast and you have questions let me know.

102We're basically the general education for me allowance is not keeping up with inflation. Okay we all know that right? Go to the next one please. according to um here's here's something. Look at this. Special education has increased, but they're still underfunding special education, right? Special education is students that might need some extra service. Maybe they need a helper during the day or whatever it might be. But unfortunately, um, special education funding is not keeping up, not only in Minnesota, but across the United States as well. Susan, thanks. So, here's our budget. Okay, go to the next one, please. >> Remember, you've all heard this. Our district's funds are general, which Courtney talked about today, food service, community service, building construction, and debt service. Um, keep going. Make sure I got to check my notes real

103quick on something. Right. Um, this is slide 10. Okay, this is our snapshot. We have fiscal 25 beginning the fund balances, >> the revenues and transfers in. >> All right. The expenditures out the fund balance as of June 30th, 6 months ago was actual. Here's our budget for this year. We actually are projecting to have about $200,000 less in expenditures. Remember, this is restricted funds. Okay, this for they're restricted because they can only be spent on certain things. Okay, remember when we had the meeting we're going into SOD that's unrestricted funds. There's a difference. Restricted you can buy this. All right, unrestricted, you could probably buy that and that. Depends on what that is. And um you know, so it's restricted versus unrestricted. Okay. To be honest and transparent, you can see that our fund

104balance and community service is a negative $522,000. >> Yes. >> If I'm understanding correctly, the ECF is included in the community ed. >> Correct. >> Yes. >> Obviously, there are going to be parents that can't pay or just don't pay. Is that a part of maybe why there is a negative balance? >> Uh, I would say yes. Okay, that's part of it. And I think we have a great um ECF, we have a great person that works in the elementary that does a really nice job. >> Um, and I've communicated with her a number of times and that is a concern, but you know, hey, you don't pay your bills. We get that, right? It's not just in early childhood or preschool, but the state doesn't really there's not really a lot we can do

105if the they don't pay their bills for that. That's the one thing that there's kind of a gray area on when you look at the state. The state says, "Well, they still got to come to preschool or, you know, whatever it might be." So, we're working on that. And I know that particular individual that I've worked with, we're going to look at a grant this spring. I think I've talked about that because we have a pathways grant where we have two uh there's another grant out there that uh I will for sure um apply for. >> Okay. >> Maybe just also look into like early learning scholarship funds. >> Yep. >> Okay. >> Yeah, we do that. >> Do you pair that with >> Yeah, we've done some of that as well too. You maybe

106we've done something with your company or >> Yeah, I know we do that a lot for our programming um and pairing those revenues together. >> Yeah, that's a great idea. I'll look into that cuz I'm not exactly sure where we're at with that. But that's a good idea cuz remember >> you're talking about the individual grant for children. >> Yeah. Would they do do some of it? The families have to >> income. I I want I was on the ECF committee so they were trying to be more vocal and trying to get more families to apply for it. >> Sure. >> Yep. >> Sure. Yeah. I mean because applications are hard so they might support needed to get through those too. Mhm. >> And remember, community service or community education funds tend to be in

107the deficit area. This is pretty high for our district, right? So, we got to do something about that. Uh, one of the things that I understand is in the past, you can actually take money from your general fund to put into the community service fund. We haven't done that for I think two years for some reason. Um, so at some point, is that correct, Marge? >> I believe you're correct. at some point to get it down. >> To get it down, we're probably going to have to look at getting some of >> our money, probably the unrestricted into this to help bring this down. Of course, when you look at unrestricted money, we're already close to SOD as it is, it's going to make that even worse. So, I did talk to Courtney and Janetta

108and Sue and said, "We've got to figure out something as a district. I need some information how we can do better at community service." I'm not throwing anybody under the bus, right? Because the premise is, you know, when you have early childhood programs and preschool, which I think we do a great job here, we get the kids in the pipeline and hopefully those kids will stay and eventually go to K through 12 in our system. Maybe Marge, you've been on this committee, I think a long time. Am I if you want to add anything? >> No, I'm just back to what Sarah's point or question was. I know a few years ago they had to cut a few people like paras or helpers in ECF. >> Well, you know, they need them for little kids.

109>> Yeah. That's >> But but you had Well, it but it cut but they cut throughout every program. >> Okay. >> To try to get that down. So, you're asking like what do you purchase for that? I mean, what do you get for that? But that's what >> Sure. I I remember that was you know you should ask Annie too what they had to cut. >> I know a while ago and I forget who is presenting but we asked compared to the state of Minnesota and we are substantially over. So we're >> so it's something that we have to that's one of the things on our list that we need to really take a look at. >> Yep. Compared to other districts. >> Please keep going. Thank you. >> This is the revenue of all

110funds. Um you can talk about it. debt service, construction, community service, just breaks it down. I know that some of these things you want to be I want to be transparent, make sure that you have all this information and then once we approve this um we'll uh make sure to get it on our website and I'll make some copies at the district office. Susie, if anybody wants to come in and ask about it so that doesn't look like we're trying to hide anything. Could you go to the next one, please? >> Expenditures, all funds. You can see that breaks it down percentage-wise. Remember, general fund is 76% of our total budget. That's primarily um uh salaries and benefits. Um so that's sitting right in that's anywhere from 75 to 80% of school districts is salaries

111and benefits. Next one, please. Uh the general fund revenue, it just talks about other programs um as well. You know, we've probably get I know Cole kind of mentioned this from the federal government. We only get 1% of our general fund revenue from the federal government. From the state from the state, we get approximately 76% of our general fund revenue from the state and then from local other the local taxpayers. 23% of our general fund comes from taxpayers. general fund fund expenditures by object. You can see where much of this is coming out. Um it's by object code. You got to remember there's like a whole bunch of codes out there. You know, this is what got one code and then if you buy something else, curriculum, if you salaries and benefits, everything has a

112code to it. I think Sherry and Susie do a nice job in the uh offices to make sure that we're coding that correctly. Go. Next one, please. by program. You can see um for example, administration. I'll throw that out there. 8% of the programming of the of the budget comes is paid for for administration. Um we're going to look at regular instruction 39% that would include classroom supplies and and classroom teachers and so forth. Vocational ed instruction 3% of the budget. So keep going on please. Um, >> did you have a question? I'm still coming. No. >> Do you get a separate like I don't know the I remember I forget the acronym pupil rate like if they're on special education versus general Yeah. Is it a little elev? >> Yeah, it's a little elevated.

113Um >> the average I think I had presented that before is around $10,000 per >> that the district gets. So remember, there might be some at 9,500, there might be somebody at 10,700, but we do get a little extra. Plus, we also get extra for English language learners or EEL English learners, which we don't have a high percentage of that. >> Randy, that's why I was wondering why we were underfunded for special ed. >> That's statewide. >> Yes, statewide. >> Yes, even nationwide >> legislation. >> Yeah. See Mike I think in my personal opinion >> that it's mandated that >> it is mandated but I think in my personal opinion um special education has gone way up identification of students it's my personal opinion it's true >> but unfortunately >> they haven't kept up with

114giving the amount of money and actually tomorrow we are meeting with Lake Agassy as principles myself to talk about our special ed numbers for next school year. Okay. So, for next school year in 26 27 that's nationwide at some point it's going to come crashing where in my opinion it's going to come crashing down. I mean and you know we have we all know we we have students that maybe need some extra reading help or some extra math help or you know some different services that they might need. So those costs do go up. It's the same as when we do our budget. When the state does their budget and what gets approved is for easy numbers, 10% of our state budget goes to special ed, 10% goes to here, so on and so forth.

115So if they change their budget and they say, "Okay, now only 9% goes to special ed." That's what affects what we get. >> If that makes sense. >> Yeah. I Yeah. >> Does that answer kind of >> And they're not accommodating to special ed? No, they're not, unfortunately. >> Yeah. >> Okay. Um, do we Okay. School district property tax. Um, you know, we have limited authority to levy taxes. Um, state law. Voter approval. Everybody knows that. Go to the next one, please, Susan. School district property tax. Here are the different steps. All right. City or county assessor determines estimated market value for each personal property. This is my personal opinion again. Um, sometimes in my experience as a superintendent principal, we'll have individuals that will come to these meetings and their taxes may have gone

116up, but it might not have been a result of the school. It might be the county taxes or the city taxes. And remember, a big part of this um is how much are they assessing the homes, right? And the research out there is saying that everybody's property is getting assessed higher and so forth, right? Mhm. I >> mean, that's so that's something that we have to take a look at. We don't assess the property, right? Somebody else does. So, um the school board sets a levy. It's only one step in the process. Go to the next one, please. Sorry, I'm going so fast if I am. Um so, we proposed this in September 22nd. Proposed levy amounts. That was the maximum he did. Then we found out some new information um on our um on

117our student numbers and we did get that fixed in the system. Um all property owners should have received a prop property tax statement. This is the public hearing today. Uh school board will certify final levy amounts and we'll get that sent out. All right. This is interesting. Okay. the proposed tax levy levy is actually decreased >> in our district. So it's you're going to see that the taxes have gone down for our constituents almost 400 well 46,0001% decrease. Um go to the next slide please. Okay. So, if you look at this in our general fund right here, it's actually a decrease of 30%. In our general fund, there's an increase of community service of 9%. Some change debt service of 6% and the overall is a minus 11%. So, I assumed tonight that there would

118be one or two individuals, but I kind of in the background said the taxes aren't going up in our on our constituents, right? So, go to the next one, please. um the general fund prior year adjustments. The reason for the changes is because of minus $411,000. Um >> it was based on student numbers and we are um our student numbers didn't add up. we were off on our student numbers. And so what's happening is the reason for the decrease is because we're still trying to pay from two years ago uh basically on our student ADMs and I' I've talked about that remember. So can you go to the next one, Susan? Uh the general fund OPED does everybody know what OPED is? Okay, OPED is retirement benefits for teachers who have retired. In the past,

119we took that this that amount out of the general fund, but actually I I we changed it this year. You can actually levy that onto the taxpayers. Okay? So any former teachers that maybe retired and are still under the contracts from years ago, remember they were supposed to we as districts were supposed to sunset some of those out. I'm not throwing teachers under the bus because principals have it as had it as well to sunset out. So there might be some teachers who are still getting benefits from the school district. Okay, we know that. I'm not throwing anybody under the bus. >> I don't think I am. I don't know. So, right. So, >> yeah. So, that's Sorry. So, that's what happens. We took that. It used to be taken out of the general fund.

120Well, >> we're not going to do that anymore. We're going to put that on the taxpayers. So, that's a change. >> I have a quick question on that. >> Yeah. >> How long does that is that forever? Like, is that lifetime? >> If they if they retired underneath that contract, it is right. >> Yeah. if they retired underneath that contract. A lot of contracts will say that you can go until Medicare age, right? So, let's just say you retired at 56, you probably could go till 65 underneath that contract. I need to double check exactly um you know how much we're paying but it's going to it'll it'll sign it'll start to decrease as years go on because you get teacher gets one more year older and you know some of them might be getting

121to that 62 or 65 age whatever they you know goes from there >> 90 um debt service reduction um this is interesting every district will actually levy at 105% as opposed to 100%. And the reason for this is for those people that don't pay their taxes. Okay? Does everybody everybody understand that, right? 105% to cover delinquencies and tax collections. So, there's going to be some more levy changes going on for that. You go to the next one, Susan. >> All right. Um, these are just factors. Uh we've talked I talked a little bit about this value of all property in the district value of individual property um you know local needs and costs voter approved referenda and other factors as well over the next few season. The one thing we talked about this before, remember,

122we can do new roofs. We can we can do new roofs as opposed to um just replacements because now we can do that. But I I will make sure that we are going to get bids out there and get bids for different things that we do as a district. So, um these are some different things I was going to talk to individuals. We have homestead credit refund, special property tax refund, senior citizen property tax deferral. Some people might not know that if they're senior citizens. Senior citizens tend to be on fixed income, obviously, some of them. And so I think that would be uh um that would be interesting to present to individuals. And again, we'll put this on our website. I'll have copies in the district office. Go to the next one, please. All

123right. So we accept comments on proposed levy. Board certifies the property certifies a property tax levy. I do want to share some things with you. I did and then public comments. Um there any public comments? I do want to share a couple things. Um first of all this sheet here you all have a copy of right. This is thank you for Susie for your help on this whole process. This is what we have to go in. So the number itself if you're going to propose The total levy would be 3.3,222,540.74. Okay, that's have to be the exact amount. There are levy pages that we've also made copies for you and it's page 30 through 39. Okay, I want to point out a couple things for you because people are going to say, "Well, gosh, that's

124great. Our taxes went down." Why? Okay, why why did it go down? And so basically, oh, let me just point out a couple pages. Um, if you look at page 32 of 39. Oh, I'm sorry, Andy. Did you? >> No, I got it. Oh, sorry. We're good. Good. Thank you. Sorry, Aaron. kind of drag it on. You can see these pages have on the left side the limit the certified levy 2024 pay 2025 certified levy right up here. Okay. But then if you look on this side the proposed levy is on this side right here. So, if you look at some of this, for example, line 310, okay, where it says first tier local optional, we're dropping $30,000 right there from last year to this year. Again, it's um student counts, right? It's based on

125numbers. So, if you go ahead and look at the bottom on line 502 where it says total general referendum market value, we're dropping $280,000. You can see on the bottom it's 8.45 521 to 564810. So, if people ask, "Wow, our taxes have gone down." It's because we're trying to um make adjustments from last year and the year before. Okay. If we go on to um let's see here. Let me make sure I got the right pages here. Let's go to page 36. All right. Let's go to page 36. If you look at the total general NTC net tax capacity 5004, you have 709,000. You have this year $522,000. So it's $187,000 in adjustments. So the reason again is why the taxes have gone down because we're making some levy, which is another word for tax

126adjustment from last year and the year before. Um, I thought that you would want to see a snapshot. You can actually print all 39 pages out if you'd like. Otherwise, you can see exactly why we are um the taxes are going down primarily of the overstating of student enrollment numbers. We took the money prior us actually we took it early. >> Correct. Now that that's the adjustment, >> correct? Those are the adjustments that are going to be happening. And um you may recall I had mentioned that I we have met with the levy person as well as the uh director of finance for the state and we're going to be making this trying to do this next year as well. There'll be more adjustments. So we just got a lot of things to do going
