to see the pieces that have come together for you with p-tech c-tech pre-k and and yes you we're at all of the high school events and to that moment we have three elated high schoolers uh high school campuses that will come together to do give one for all and bear creek services and rockets and they raise so much money and that is because of those three clustered letters in your office so thank you thank you for investing here and we wish you the best and also randy said that you can still get any sort of forecast that you might need going forward just for you though don't share it with anyone else all right um with that i don't know if my slide is up hold on a second oh i don't know how to

touch anything see i don't have this problem on teams i get control on teams did they not didn't see it okay that's fine no big deal i can entertain okay so uh today what i want to talk to you about um you did get this in your board package it should be in uh board docs i have one slide for you and it is talking about our story so this has been something uh in-house that we've been talking about called city span it's a data warehouse mr fersen from united way had talked about that when he was presenting this is a really huge step forward for cradle to career and for rps so our story is reaching shared technology and outcomes for rochester youth it's a data warehouse but within it it brings together skyward

data with program attendance data that gives insights on impact individualized supports and continued improvement this also it has been piloted over the last year in community schools and it will continue to be used in the school-based 21st century program sites during the summer it's remarkable we get a c we get to see what's happening with their kids across the programs in a safe manner and this is such important information when we think about um how to bring that is information to every partner that touches a kid's experience educationally whether that's after school or in school the partnership that we have now with this tool is remarkable and the last thing is that currently in the system there's 8 300 students in the database we're training partners internally to rps right now to use the system

but we'll be adding external partners starting in the fall um mike thank you thanks for making this happen because it's been a long haul and we know it and soon county data potentially will be in there and now we're going to have a such a robust way for us to make sure that no kid slips through the cracks and the community can come next alongside rps and make sure that our kids truly are not left behind this is a long time coming it's been a big collaboration but rps has been a steadfast steadfast partner in that work so thank you if you have questions i'll answer them sorry i'm really passionate tonight i think you answered them thank you thank you i appreciate that 3.02 above and beyond this is an announcement mr munoz just

there it is it's magic it's just there didn't he never touch anything okay there we go all right here is our april and may uh above and beyond winners and i would like to read a couple examples uh the first one is um morgan mcnelly at bamber valley despite the daily challenges morgan always has a smile on her face and a positive attitude our health office staff go above and beyond each day and even more during this pandemic we are so thankful for mrs morgan her endless positivity realness and sense of humor another one is gene larson from churchill elementary jean is always doing everything she can to support students staff and families she works tirelessly to make life easier and better for those around her she will drop everything to help a student or

staff who need her help she works long hours and always has a smile on her face and is willing to help churchill is an amazing place to work because of jean she sets the tone for the entire school and that is one of belonging and caring i'm so blessed i get to work with her every day and the last one is manure zoo luconic zubac i think manure manure maneer excuse me goes above and beyond every day at mighty oaks he always makes sure our areas are clean and sanitized of course but they the way he takes time to learn the names of students and staff truly shows how much he cares he's an essential member of the mighty oaks family and we couldn't be more grateful for him thank you all right at this

time jenny if you want to come up and select our winner chair marvin superintendent munoz and members of the board my name is jenny amundson and i'm president of the rochester public school foundation one part of the mission of rpsf is staff recognition and appreciation and this is a wonderful way to do it tonight one lucky winner will be chosen to receive a 25 gift certificate to a local business and would you like to pick the numbers so it's number 14 and that is sarah holmes and so we will mail her a gift certificate and i would also like to thank superintendent munoz for supporting everything that we have done as rochester public school foundation and being a great partner and letting us spread the message thank you and good luck in the future 3.03

retirees this is an announcement mr munoz all right at this time i'm going to call carl bakken executive director of human resources to recognize our retirees today good evening board members figuring out this technology here so far so good we'll see how it goes i'm very excited tonight to recognize our 2021 retirees we we reach out to every employee who retires gives notice of the retirement during the 2021 school year and recognize those that want to be recognized some people are just want to kind of slide off into the sunset without recognition some very intentionally they wait until after we do this and then um and looking forward to hopefully having this in person if you recall up until the last two years we've had this in person and we've had cake and have a

i'm going to invite brenda richmond executive director curriculum instruction jackie peterson executive director of elementary and secondary education to i guess just brenda's going to do so superintendent munoz and members of the board we're here tonight just to give you a quick update on our partnership with the international center for leadership in education and this was our second year of that partnership and to say that they were flexible and responsible would be an understatement we started the year the previous school year in person ended up virtual this year we were hybrid in person at home they responded in their coaching to all of our needs the associate partner dr adam drummond he was with us for all of our instructional leadership meetings that we have monthly and typically his topic was learner engagement so whether

students were in person or at home hybrid what are we doing in this environment to engage all of our learners and then another big part of that partnership too is the individual coaching that they did other coaches did with each of our building leaders and or leadership teams and we have a couple of those leaders who are going to share a little bit about their experience um sam pearson from franklin and eric johnson from john marshall you guys come on up i'll let them talk and then if you have any questions we'll stick around hi again um you know when you think about what's the most important thing a building principle does um there's a lot of possible answers and for the last three months it's felt a lot like covet mitigation contact tracing and

wiping lunch tables um but you know when you really really think about it it comes down to instructional leadership um strong instructional leadership has positive impact on every aspect of school culture and so that really needs to be our focus and what i've learned through many years of doing this is really really easy to lose sight of that we have a myriad of things we have to do it in a day and every one of those demands our attention and rightly so but we we have to come back to time and time again is the importance of strong instructional leadership and we invest a lot of time in coaching our teachers we have instructional coaches in all of our buildings we work really closely with them but i think sometimes it's really useful when we

look at the coaching that our leadership needs and speaking personally as a building leader that that coaching through icle has been invaluable at our site uh john marshall has partnered with dr glenn ledit retired superintendent i think he's based out of louisiana and we met with him monthly and when i say we uh all of our administrations and myself and our three assistant principals as well as our instructional coaches nicole miller from special education joined us as well and so we spent a lot of time together and dr luddit asked us really challenging questions and distance learning lend itself really well to the coaching that we did because each month we would observe a couple of our teachers teaching and virtually worked well for that um then afterwards we'd debrief with them and what i

liked about what dr ledit did is he didn't bring us something new some new gimmick to jump on to but he said let's talk about the six pillars of your graduate profile and let's bring everything back to that and so when you think about what you want to do in your classrooms we talk about engagement that was a big piece we spent a lot of time on when we talked about um rigor we talked about relevance key pieces of the coaching that they did all of it was to the lens of those six pillars of the graduate profile and so we stayed true to what rochester's really working on and that was just invaluable as we talked with our teachers um and took that with us to our individual conferences after math teachers and classroom

observations um just really what i would say is that the coaching that i experienced this past year has probably been some of the best professional development i've had in 20 years as a school leader and so um really really loving the elite coaching that dr let it did um loving that he asked us those challenging questions and that he's focusing to really we're forcing us to really focus on instructional leadership no matter how many tables we have left to wipe in the lunchroom so yeah and i can just speak to um our experience at franklin elementary in montessori franklin we had karen kegel she's a retired or semi-retired principal who had experience in many different schools in many different districts and and one of the hugely valuable things for us she was able to come

in and meet the needs that we had we said we could use some support as an administrative team and coaching team with looking more specifically and more carefully at our plc's our professional learning communities and she was able to as eric mentioned kind of come back again and again and hold us accountable to say are you doing these things what are you seeing what are the conversations that you're having with your teachers and your teams and and just like eric said it's so easy in the day-to-day busyness of school to get pulled down into kind of a management uh rabbit hole with all the things that you need to do each day and she really helped helped us to focus on instruction and helped us to focus on specifically the time we were spending within

within our professional learning communities and thinking up about how we could continue to grow with where we're at i i also agree in the sense that the this the icle provided outside consulting to us to keep us going with the things that we were already doing within the district it wasn't um it wasn't here do this thing that's that's different or extra or in addition to what you're already doing but we were able to pull in this advocate and in having spent the past year with karen as part of our leadership team i i see the value of having someone as a consultant to further your own growth as a leader but also to help help your you know essentially help your building focus on the the core things that you need to do as

you think about instruction so i i highly valued our sessions and um even even again as eric said some of the challenging questions she would pose to get our team to think about you know how are you pulling data or ongoing growth for your teaching staff into each of these conversations whether it's with the team or as a leadership group it was just it was highly valuable and and if this wasn't an opportunity uh for the future i would figure out a way to to create that within my within our building because because there's so much value in having someone help you along in this journey so um i i valued the flexibility as brenda had said uh in in our advocate or our expert kind of taking us where we were at and meeting

the needs that we have and just kind of champion us along the way and we can take any questions do you have any questions at all or follow up yes brenda um so the icle uh was this something available for all building leaders and uh will it be ongoing it was available to all of our leaders and they all participated in it we haven't really decided yet for next year what if and when we're going to have a partnership with icle we absolutely will continue to help our leaders and develop their skills as instructional leaders because like they said being a principal is a big job you have to manage the stuff the day-to-day stuff but you also have to be this instructional expert and so coaching and that obviously is very helpful and just

that continue to focus on that we haven't made a commitment yet we're not exactly sure we did a survey of our leaders to see um what they preferred what they wanted for instructional leadership next year and uh we just haven't kind of landed on that yet but we will remain committed to instructional leadership so just as a follow-up then um eric you mentioned that this is probably some of the best professional developments that you've undergone and um would you suggest or i don't know if you're in a position to recommend or do you see value um how can we as a board be become more supportive i know the p d dollars are kind of you know up to the superintendent and and cabinet to determine how they're best utilized but yeah well thank you

and i know how i respond to this survey very much in favor um and sam said it really well you know regardless of where we land we need to find a way to replicate this and you know a big part of it is just finding that time and anchoring us to your instructional leaders first and making sure that you know no matter how busy things are we come back to that and that's our center um what i love to continue the coaching with dr luddit absolutely a big part of it i think is the fit finding the right coach um beyond that you know no matter what to continue to have those challenging conversations around instruction what high quality instruction looks like and continue to spend time with not just myself in the classroom observing

a teacher but with a cohort and having that conversation what did you see what did you see and then meeting with the teacher afterwards and having that important debriefing session where we asked them the questions well why did you do this and what do you think about that have you ever tried this to can you to make that the culture of what we do that's how we're gonna be better as teachers and help our students be better learners i just wanted to um to bring up that as you know before the pandemic we were doing instructional rounds as a team carla bolas and brenda richmond and myself with building principles in their learning team their teams getting out into buildings visiting classrooms and doing some of the same work albeit we aren't experts from all

over the country but we are here to help our leadership in our buildings and we're really excited to welcome will ruffin to that team um he will be going out on instructional rounds with us as well bringing that equity focus to what we're seeing so we definitely will we look forward to being back in person in the buildings doing our instructional rounds thank you 3.05 hold harmless exception to attendance administrative placement process for fall 2022 this is an information item mr munoz all right i wanted to give the board an update on where we are with the administrative placement due to the boundary changes uh we're not all the way done but just wanted to give you an update on our progress to date we're pretty solid on what we want to do at the

elementary and middle school level we are thinking fifth and eighth graders for the 22-23 school year may remain in their current school for that last year and any siblings of those students can also remain in that school for one year if their space and the district will originally had conversation about well they would have to contact us but we feel that we should reach out to them and make the effort to make sure we do connect with all those families and make sure they understand that they have this option to do that and we also felt as due to the equity work that we're doing typically for administrative placement or exception to attendance we do not provide transportation but we felt that was important that we do provide transportation for these students so that is

in the plan and there's a lot of pieces when you start looking at the high school level and we're not quite ready to uh land on all that i did want to give you an update on because i think there was a couple board questions about uh eligibility and if uh the current ninth or twelfth grader um stays in their current school and does not go to their new boundary school they would be eligible to participate so that is good news and the other way as well if i'm at john marshall but the new boundaries of sending me to century i can go to century and be immediately eligible to participate in sports as well so that was one of the uh concerns that i had but we were able to do some investigation and

find out that either way our students will not have to sit out the required days to to be eligible uh there are 260 high school students if you take 12th graders and siblings that will be impacted by the boundary changes and we need to spend a little more time looking at the transportation piece of that and the capacity for example 137 high school students from mail are scheduled to go to century 123 john marshall students are scheduled to go to century as you know as we speak now male is our largest high school a little over 2 000 students if we allow all 137 i mean i'm not saying they would all want to then it could be capacity issues so we just need a little more time to study uh the high school level

and uh probably sometime in july or august they can bring the f where they'll land on that piece but i did want to give you an update on where we're at at the elementary fifth graders will be allowed to finish their career at that elementary and any sibling may stay with them this way parents don't have to have a fifth grader at one school in a second grader at a different school so they can be at the same school any questions miss anderson um yeah we're still looking at that i mean actually we're still registering online kids too yeah one of the reasons uh we say um if there's room we have two-thirds of the students that attend for dell would go to willow so if all those go to willow plus the uh 100

and something that we're scheduled to go that direction then we would have a capacity issue so we're still studying that and you're right melissa i think you know we have to look into what secondary students are scheduled to do online and that may help us with our capacity issue i think it would be important if we can to accommodate those families i thought i mentioned in the presentation about possibly being able to provide transportation um if we have an equity issue there with with there's a lot of high school kids who drive to school but if there's an equity issue i think it would also be important to try to accommodate with busing i'm assuming it would just be an overlapping neighborhood where two buses would have to go into that same neighborhood and go

back to them yeah i'm i'm glad you brought that because that's we want to bring in jeff from transportation to have him look at that too we do believe it's important that we do provide transportation for all students because we don't want to limit those who may want to remain but they can't because they don't have transportation so that that will be important but we just need a little more time to study the high school numbers and see what kind of overall impact that's going to have miss nathan i know mike you talked about the capacity issue for the middle school kids so if you decide there's a certain number of spaces that you'd be able to accommodate and we get more people making a request then you have spaces are you thinking of a

lottery or well we we're still we talked about a lot of different ways you could do that we aren't ready to finalize that piece but um and it really is we're talking middle school we're looking at one school that would create an issue they all stayed and the others go so that's why it was a little more time to study all that so that's an option we talked about the lottery system if we had you is working yes um currently i see from um an item in the consent agenda that we do have students enrolled from outside the district how might this impact them i mean can i assume that the students in rochester will get their first choice of placement before any students who are currently enrolled from outside the district yes but i

can tell you our practice has been if a student is open and enrolled whatever school they're open to run to that's their school and we would treat them as if they were rochester president attending that school yeah dr garcia yeah i had another question too some of the language and the detailed agenda makes it sound like so if there's a student who has an older sibling that they would be allowed to stay in that school for the one year but not in years after that the older sibling kind of ages out of that institution or that academic placement so my question is just as an example so if we're looking at that john marshall data and the 10th graders so we we have the three that we've identified as 10th graders let's say that they

all have all three of them have older siblings who are in 12th grade when they graduate does that mean that those three john marshall students are not allowed to finish the last two years at the school well that that's the piece that we still need to work out that's the ho the whole 260 takes uh see students that will be seniors the 22 23 school year and their siblings that are high school age so that's what we have to look at capacity you know if we allow them to stay which we found out if we do uh they can participate in sports and be eligible so that that hurdle's cleared now we have to look at the impact on transportation and an impact on capacity uh as well but um well i understand like the

the larger question of if all of the students wanted to stay on but i guess i'm asking about a definitive split in which if there is the the person or the three who are identified as this example and john marshall are in 10th grade that means they did their first two years they're going to complete their first two years at one school and then if their sibling while they are in 10th grade graduates that year then they would be their older sibling would no longer be in that educational institution does that mean that those three then are not allowed to finish at that same i guess my answer that right now is we don't know that's okay that's the factor we have to play out um in a perfect world it'd be nice to not

um pull a student you know they've done two years at school now oh now you got to go two more years somewhere else but we need to see what kind of impact that would have if we do that other questions okay thank you thank you um we have a recess that's been requested so we will be at recess at 6 50 until 6 59. [Music] 3.06 superintendent comments but before the superintendent comments i'm going to comment because i have the gavel there were a number of speakers here before who spoke about dozens and dozens of changes that the superintendent made in this district there's a lot of love and a lot of respect shared about him i have just a couple of comments i want to make and one of them mr munoz is that

it's been a tradition in this district that when a superintendent leaves and he has a really good car he leaves his car to the board chair [Laughter] and i just i i weren't i wasn't sure if he knew about that so i thought i'd just throw it back it's not a contractual thing it's just so just anyway um you've been in this district for the last 10 years and there have been a lot of important changes in those years uh when you began your tenure for instance the alternative learning center was housed in a building that was run down and falling apart you knew that our kids at the alc deserved better so today the alc operates out of a wonderful building that students are proud of they attend a school with innovative award-winning programs

it's become a role model for what a community school can be you've created right fit programs for elementary school and middle school kids who need a different kind of approach and a different kind of support you have shepherd shepherd did brought in our career in technical education or ctec program from the time it was just a groundbreaking to the place it is today where students are earning high school credit professional credentials and they get hands-on experience in real life professional labs and workshops p-tech is ready to launch this fall and incubator edu already has graduated a class of young entrepreneurs the biggest referendum in the school district's history was passed under your tenure and we are in the midst of the biggest construction project this district has ever experienced with four new schools on target

to be ready for the 2022-23 school year you've made it a point to emphasize academics as well as social and emotional learning and student mental health and you've provided an unprecedent unprecedented number of mental health professionals so that they can provide better access to our kids who need help also unprecedented is your ongoing commitment to equity through staff training that supports our teachers expertise and cultural literacy and responsiveness the equity specialists the native american liaisons equity coordinators and the creation of a cabinet position for diversity equity and inclusion you have main remained focused mike on our district's mission to empower all students all students to reach their full potential you take credit for so little of what you have done the changes have been astronomical and you have consistently given the credit to others because

of you mr munoz we're a better district than we've ever been we thank you for your vision your leadership your work and your service to the district and we have something commissioned just for you that vice chair nathan is going to tell you about but i still want your card superintendent we wanted to give you a memento that represented your entire 42-year journey as a professional educator and as we looked at that journey we saw a common link from your nebraska beginnings and eternal loyalty to the university of nebraska cornhuskers to your graduate work at chadron state college and your teacher coach years in hildreth auburn david city and valentine nebraska to your education at drake and iowa state and your counselor principal administrator roles in schools among the fields of corn in bridgewater fontanelle

newton west marshall grinnell in des moines to your 10 years as rochester superintendent home of our iconic corncob tower so we present this to you today from the renowned talents of local artist stephanie podelke and it is inscribed in appreciation of michael munoz for 10 years of leadership to the rochester from the rochester school [Music] board all right thank you i want to thank the entire rps staff for all the work they did last spring and this year during a pandemic it was very challenging 15 months for all of us i want to thank those staff members in the community for their support over the years it truly has been an honor to serve as the superintendent these past 10 years when i started in 2011 i wanted to leave the district better than when

i came i believe i've done that last couple weeks i've been able to reflect over the past 10 years we have accomplished a lot we provided more opportunities for students all day kindergarten c-tech where we currently have 10 career pathways and also created a regional current technical program where neighboring districts can have access to our programming p-tech which is the first in the state of minnesota where students can earn a high school diploma and an associate degree when they graduate incubator entrepreneur program also the first in the state of minnesota we've increased college credit bearing classes with project lead the ways cici articulated credits and so on you heard earlier about preschool opportunities at mighty oaks in hoover ireland hoover early learning center and in special education we have the leap program project search and

additional sports for the raiders my favorite team in the district now that i'm leaving i can publicly say that my favorite team they're right up there with the cornhuskers we've developed and became a model for community schools currently with four sites new alc and a new partnership with mayo clinic with a health clinic run by mayo clinic in one of our buildings the apex program at alc we've enhanced mental health support for students and a spanish immersion program k through 8. in the area of finance we pass an operating referendum 2015 and 180 million dollar referendum in 2019 by 70 percent despite state funding we're able to avoid major reductions for 10 years equity work professional development clrt and envoy we have equity teacher leaders in all our buildings partnership with the map center and

we've completed all components of the 2010 ocr agreement and the mdhr agreement we've hired additional staff to focus on equity with equity executive director of diversity equity and inclusion coordinators of equity american indian liaison positions and equity specialists also focus on staff and student safety secured entrances and raptor technology when i came to rochester our graduation rate for our students of color and special edial nel was not good at all since 2011 we have increased our graduation rate in all groups our asian students 21.5 percent increased black students 21.1 percent increase latino students 26.8 percent increase el student 16.8 percent increase special ed 15.8 increase and freedom-reduced students a 15.1 percent increase we've had two blue ribbon schools identified as an aasa innovation and transformational leadership network district and invited to be an aasa demonstration

district as part of the aasa learning 2025 initiative like most of us i was not perfect what i hope is people will look at my entire 10 years here my work in full and say the good offsets the bad and that i made a difference in the lives of our students and community i've given my heart and soul to this district and to our community and have a vested interest in its future being a superintendent especially in a large district is very challenging as a superintendent you have to deal with many political governance organizational financial personnel and student related issues while the job is rewarding superintendents have to work extremely hard the job requires a high level of commitment that many people have not experienced i encourage the board to trust and support your superintendent

aye aye opposed motion passes thank you 7.02 approval of bids and related processes for student nutrition services this is a briefing item mr munoz at this time i'm going to invite sherry knutson s s coordinator to brief us on this agenda item sherry good evening school board members superintendent munoz clark stevenson tonight we're here to seek approval for our bid process for our purchasing of our food and renewal of the milk bed so we're asking approval for 2.8 million for our food bed we're currently purchasing from a company in minnesota upper lakes foods and we're asking for approval to renew the milk bid it's a three year bid this would be the second year on the milk bed for 500 and 3 000 503 400 thank you any questions miss nathan i would ask how

you came to that 2.8 million dollar but i can imagine it's quite a long shopping list of groceries for the year right and i apologize i want to introduce our assistant coordinator angie wolfeline here um do you want to answer that angel sure sure so the food purchases is for the whole student nutrition department so that's for all of the breakfast all of the lunch the supper program the snack program um a la carte items and snack products and so we do roughly 1.6 million lunches in the district and about 600 000 breakfasts and looking back at data pre-covered we looked back to 1819 school year and um our food purchases for that year was um close to 2.7 million so we're hoping to return to some type of normalcy like everyone else is for

next year and with looking at some of the dollar amounts for the different areas that we're responsible for we came up with a 2.8 million dollars other questions how pressing is this that you get this approved sooner rather than later it would be wonderful if it would be moved to action tonight that way we we can proceed with some of the decisions that we have to make for the next school year i'll move this item to action it's been moved and kids have to eat it's been moved and seconded to move this to action any discussion all in favor say aye aye opposed it is now an action item it resolve the school board of independence school district 535 does hereby authorize student nutrition services to purchase food products from upper lakes food cloquet minnesota

through the multi-unit group source well contract for the 2021-2022 fiscal year to be funded from the student nutrition services budget and we had further resolved the school board of independent school district 535 to hereby approve the pricing from kemp's llc of rochester minnesota in the estimated amount of 503 400 for the purchase of milk and milk products for all schools for the 2021-2022 fiscal year to be funded from the student nutrition services budget move approval it's been moved and seconded all in favor say aye hi opposed motion passes thank you so much 7.03 approval of energy savings contract extension this is a briefing item yes mr john carlson executive director of finance will rapist on this agenda item john all right good evening school board and superintendent munoz i'm not quite as thoughtful as the

rest of the people who've spoken tonight but it is kind of serendipitous that this contract uh is here for renewal tonight because most people probably don't know our former or our current superintendent was a former energy specialist in a role previously i'm not sure if that was when you were a teacher or you were a principal you were running around and shutting lights off after people and doing energy audits in the night and leaving notes for people i'm sure at that point you weren't using the green x app but you were probably using sticky notes or something like that but um anyway we're here to highlight our energy savings uh program with synergistic as you can see on the screen through february 2021 i actually put out more updated number in the actual board dock

item because i ran the report through may but this one shows through february 1.8 million dollars that's a 19 reduction in the energy consumption per square foot and i think that's just amazing this is a an initiative that the superintendent really pushed forward and led the way i know there are people in my role that sometimes don't have this kind of support from all the way at the top and so this has been just an outstanding program that we've been running we're coming up to the end of the third year i'm just going to go skip ahead here but this is a graph of the savings and the projected savings yet to come for the five-year contract that we're in as you can see the the green line at the top is the savings line

so that's saving that many hundreds of thousands of dollars per year by avoiding uh energy usage and the line at the bottom is the uh contingency fee that we've been paying synergistic which is basically 50 of the savings we pass on to them and then with that money they fund uh their operations so they provide us an energy specialist full time here in rochester as well as they provide other technical supports and resources to us that fly in and work with our staff and and really help us tune up our energy system so it's really been an outstanding program and really proud of of what we've been doing as we get to the end of the third year of this program we only have two years left under contract with synergistic and what we're proposing

is to let them know now that we would like to extend this for another couple years beyond those couple years so they can adam in particular i'm sure would be very happy to know that his job would probably continue past the end of the fifth year and so one thing that they're offering to just provide certainty to us they're not going to stop working any hard for us but just to fix the fee so it doesn't keep growing at the 50 percent share but lock it in at a little bit less than what that bar is showing it would keep going to so we would if this is approved tonight we would start paying them a fixed fee on a per month basis and that would just then stay flat at that same amount for

the next five years so i'm recommending that we move this and approve this it doesn't necessarily have to be tonight it'd be nice it would be tonight just to acknowledge that to the vendor that we're ready to proceed and keep on with this program thank you any questions from the board can i just say one more thing i wanted to highlight this graph too so uh this is the energy intensity index so we were at 72 the year before um and i don't even really know what the 72 means it's just a it's a measure of how much energy we're using per square foot 72 compared to other uh schools was a little bit high we've gotten that number down to 58 so that shows on the reduction of about 19 percent of our energy

use and it's projected to keep going lower we can keep tuning things up we've probably gotten a lot of the low hanging fruit out of the way obviously at the start of the program but we'll they'll keep working with us and i think i just went up i think it's important to highlight that if we were to let this contract go if we were to say we think we could just do it on our own the the red line is the projection of probably what would happen we would probably stay true to the program for a little bit of time but without the dedicated resources of a professional helping us manage and make all these adjustments our energy would probably creep up back to where it was when we started the program and that would

be about eight hundred thousand dollars per year in extra cost and i don't wanna see that happen to our budget i know how tight our resources are and we can use that 800 000 to basically fund 910 teaching positions so i would much rather spend the money that way good argument mr carlson it's been moved to action and seconded any discussion about moving this to action okay all those in favor of moving this to action say i i opposed it's now an action item it resolved the school board of independent school district 535 does hereby approve the energy savings contract extension with synergistic for the period of august 1st 2023 to july 31st 2026 at a fixed monthly fee of 29 100 beginning on june 1 2021 and continuing through july 31st 2026 it's been

moved and seconded can we recognize sure adam hansen would you like to stand up and be recognized so adam is our local energy specialist and then in front of him is bob harren he's i don't know what your title is but you're like adam's supervisor you're the guy i'd go to and then doug from uh texas who's kind of i work with him on the contract and and oversight of the program too so thank you and thank you that's it it's it's important this is a really great program and we appreciate your work and your expertise thank you john it's been moved and seconded all in favor say aye aye opposed motion passes thank you 7.04 referendum project update this is an information item mr munoz yes mr scott sheridan executive director of facilities will

brief us on this agenda item scott thank you superintendent good evening board members this is the 19th update uh referendum update you'll notice i'm flying solo tonight the reason for that is there's really not a lot of changes from the last referendum update from may 18th um and so we're giving uh knutson and the rest of them the night off tonight and since i had to be here anyway i figured i'd just do the referendum update forum uh but just to give some current though uh the powerpoint presentation that you were provided was created by keane mcwaters from knutson and it he broke it down into all four schools that highlighted uh the progress of each of the schools and the first one that's up there is oh that's not the one i want to

see well the first one that he highlighted is overland elementary what i want to say to all the board members you're certainly invited to come out and walk through the buildings the only thing we ask is that when you do arrive there that you check in at the white knutson trailer get signed in there and then hopefully there'll be a representative there that can walk you through but i think you'll be amazed at how we're spending those dollars and the progress of these particular projects over in elementary we're about four weeks away from receiving our temporary certificate of occupancy that's a big milestone i was out there the other morning getting my shoes all dirty and they have a long way to go but if if you do go out there you'll notice that the

parking lot side roads are completely packed with construction vehicles and they're working diligently to get that project completed that when we do get that tco it does allow us to start moving furniture in that kind of thing and then we'll take full occupancy hopefully this first week of august second week of august and then complete everything else to get our teachers moved in for the fall of 21. it's a huge milestone again and this is the test case for all the other projects and like i said so far things have gone fairly smoothly on this project and there's certainly quite a different views it's changed considerably considerably even from what these photos show but again i encourage you if you wish to go out and tour each of these projects the new middle school for

those of you that might be driving down highway 52 and looking off to the west there's this great big creature coming out of the ground that is your new middle school they've come a long way with the precast with the cranes putting up the walls they're not complete yet but uh today was a pretty big day out at the middle school they poured the roof which is a huge project they even flew their drone over to take shots of it that will bring at the next referendum update and so today was a pretty big day at the middle school again you're welcome to go out and take a look at that just be careful driving on 65th street because it's a very rough road right about now but again when they're using those large cranes

to put up the precast on top of the foundation things go up fairly quickly as you can see as it rises out of the ground like a phoenix i know we already have that school name but i'm just saying okay just throwing it out there wildflower elementary is pretty much uh just the foundation in the ground right now they've done a lot of soil work soil corrections and they've poured a lot of the foundations again they're going to be bringing out the precast on longfellow within the next couple weeks and so that building again is going to start going up fairly quickly as well as you can see they're pouring the footings that outline the exterior of the building after doing all the soil it doesn't look like a soccer field anymore it is beginning

to take shape as a school bishop we had the fire sale last week where all the other buildings administrators were able to come through bishop and put their little stickers on any items that they wanted that they wanted to take get brought over to their school we called it the fire sale and any items that weren't selected that were obsolete were discarded we did the truckers moved all that to the new sites and we anticipate that might have a trickle-down effect where some of those other sites might potentially um be discarding their obsolete items that the items that they took from bishop that are replacing it what's occurring now is for the next two weeks they're going to be doing some asbestos abatement and then the big stuff starts where they start knocking down walls

but prior to that knutson along with heather nessler and the rest of the groups created an opportunity for the current students to go out and do their own demolition of harriet bishop it was quite of an event they had hard hats safety goggles and we helped them along with the brick removal by taking the bricks out and putting other ones back in but it was a lot of a lot of fun a lot of the students enjoyed it and uh kean provided a bunch of photos of that uh the removal of the of the bricks to commemorate the school which is 50 some years old and will eventually go away here and very happy i think that's one of the teachers that just retired yes i don't know if she's celebrating the brick or the

retirement kudos to her for both and then just the executive summary really hasn't changed much budget wise uh the pool is still significantly over budget we are still meeting on a weekly basis we're at 15.4 million so we're about 1.4 over we're working diligently to try to find ways to reduce that with all of our projects we are of course caught up in the the covet issues that have caused steel to go up lumber to go up even though we don't use a tunnel lumber pvc and those types of items significant increases in cost of those are playing into this that 15.4 we're trying to be conservative on that because we don't aren't completely sure what it's going to be when it does go out for bid and we're hoping to put that out for

bid late july early august and then when those numbers come back keeping our fingers crossed that they'll come in less than that um all these other items are we we've talked about in past referendums and the bottom dollar there is that we're about 1.479 million over on our 180 million dollar referendum right now there is contingencies built into some of our projects still that uh we're holding with anticipation that when those if we get to the end of those projects and there's still contingency money left that will be put back into the referendum we're keeping our fingers crossed that we won't need that we have identified a few other things that are costing us money that we weren't accounted for that weren't called out for in a drawing like running data out to a parking

lot or power and light for the power poles that kind of thing and to put that in it costs money you know a hundred thousand dollars or so so there's little nibbling little things there that are eating into the budget but we're still knutson is still working diligently to try to find ways to make sure that we stay within budget each of the projects so far still on time except for the the pool because that got delayed but and even the middle school is i'm knocking on wood here it's three weeks ahead of schedule we've had some really favorable weather and on-time deliveries so we've done really well there with the schedule beyond the four new buildings in the pool there's still the secure entries that are being completed and then the emergency notification systems

are being completed at the rest of the schools we've already completed the auditoriums so a year from now hopefully we'll be standing up here telling you that we're holding our breath we're almost to the end we're a month away from being through on this referendum hopefully that's the end of my slideshow if you have any questions i can try to answer him and if i can't answer them then i can kian has said that if you want to reach out to him individually he's more than willing to answer your questions individually as well any questions is nathan just to clarify the um overall 1.479 that were over includes the the amount that were over on the pool yes okay i had a question about your allusion to the phoenix which i don't think was completely

accurate but still good try thank i tried thank you any other questions thank you scott this was a really good presentation and and really important information so thank you thank you but the incredible goes to keon and his group for creating it but you're saying it so just take the credit i don't do that but thank you 7.05 approval of telephony system contract this is a briefing item and mr carlson i asked you this before is telephony not telephony it's telephony it should be telephony but i read it wrong i don't know which is worse that happening or talking when your camera is re muted in your microphone and no one can hear you each has its advantages and disadvantages i guess so i'm here tonight to ask for a contract approval you've previously approved

us moving forward with marco technologies to implement a new hosted cloud telephony service for the district we did that on may 4th and at that time we set a deadline to complete best and final negotiations with marco of may 21st we did not meet that deadline there was a lot of legal wording that needed to be updated a lot of back and forth on finalizing quantities and making sure everything was exactly the way we wanted it the good news is by taking a little bit of extra time to make sure we did this right we've got the estimated five-year cost down from two million fifty three thousand to one million three hundred eighteen thousand so that taking that extra time and getting everything right we're estimating save just about seven hundred thousand dollars so um

basically i'm just bringing this back to you so that in the future if anyone ever read with the resolution you approved on may 4th that said you needed to do this by may 21st and then said you didn't actually do that and said this contract's void i think it's just a good practice to bring this back to you and have you reapprove that so that's what i'm asking for you to do to think and it would be helpful if this were moved to action because we need to get an order in for equipment so we can replace longfellow right away that's our pressing priority favor say aye opposed motion passes it's not an action item be it resolved that the school board of independent school district 535 does hereby approve the contract and agreements with

marco technologies inc for hosted cloud telephony services move approval moved and seconded any discussion on favor say aye aye opposed motion passes thank you policy committee recommendations first reading this is a briefing item miss nathan do you want to brief anything so um these are the first briefing of the policies and we have a number of policies with no changes recommended um policy 301 school district administration the purpose of this policy is to clarify the role of the school district administration and its relationship with the school board policy 302 superintendent the purpose of this policy is to recognize the importance of the role the superintendent and the overall responsibility of that position within the school district policy 303 superintendent selection the purpose of this policy is to convey to the school community that the authority

to select and employ a superintendent is vested in the school board policy 304 superintendent contract duties and evaluation provides for the use of an employment contract with the superintendent a physician description and the use of an approved instrument to evaluate performance and policy 306 administrator code of ethics establishes the expectation of the school board that school administrators subscribe to the statement of standards set forth in the code of ethics approved by the minnesota association of school administrators we have three policies with changes recommended policy 305 policy implementation this clarifies the responsibility of the school administration for implementation of school board policy and the changes we made was that the procedures for implementation of the policy will be presented to the school board during the three-year policy review cycle the rights rules and regulations is now

called the student handbook and we corrected the title of the executive director of elementary and secondary education policy 524 internet acceptable use and safety policy establishes requirements expectations and guidelines for access to the use of electronic technology there were a number of changes it was definitions and restrictions on use of personal devices on districts network and systems about users not being able to utilize the school district system to post personal information about a user or another individual on social networks or to engage in bullying or cyberbullying in violation of the school district's bullying prohibition policy parents rights and responsibilities about their child's internet school system use files and email files internet use out of school and notification of these policies and procedures to parents the school district's right to investigate to review the content of

their files and email files of school district employees and that data and materials of school district employees may be subject to the minnesota government data practices act district cooperation with local state and federal authorities in any investigation and establishes annual annual review of this policy by the school board policy 616 school district system accountability the purpose of this policy is to focus public education strategies on a process which promotes higher academic achievement for all students and ensures broad-based community participation in decisions regarding the implementation of the minnesota academic standards and federal law and most of these changes came from changes to the msba model policy and includes development of school district goals a system for reviewing all instruction and curriculum implementation of graduation requirements comprehensive continuous improvement of student achievement the criteria membership and timeline

for the community curriculum and instruction advisory committee and reporting and finally we have two procedures that we've reviewed and we recommend retirement procedure 524a the internet acceptable use and safety procedure and procedure 524a.1 approval of social media for school sponsored activities these are either included in the employee handbook or student handbook or form no longer used and these are the recommendations for approval that come from the policy committee any questions from ms nathan or other members of the policy committee thank you 8.02 future school board discussion considerations we've had a request for a data needs discussion and could someone clarify what data we're looking at that we need i don't i don't remember if that was me or not i kind of doubt it but i mean i think everybody needs data but i just

want to know what you know about what yeah i remember way back beginning the year was more about what data does the board want from from management and i think it's been on there for quite some time but maybe a study session on what kind of data do you want presented to you so i think that's what if i if i could add i think the calendar committee is um working on the oven flowing around of things that routinely come to the board maybe perhaps when we're done with that work that would also drive the discussion and we're getting fairly close to being ready with the calendar yeah don't worry we have a few more meetings few more minutes i'd also suggest that we remove scooper compensation because that's been concluded yeah i also think

the last time we had a conversation about the data needs we were waiting until the equity and access strategic plan right fully put together because i know that team was also talking about metrics that they were looking at so we wanted to hear what they were doing first before we we talked about that so there's that piece okay thank you we have the superintendent hiring process reflection this was the process we used to get a interim superintendent penciled in at least for a meeting in august and resurrecting school board listening post we've had this discussion before and i think i think the way we left it was that the community engagement committee would come up with a recommendation for the board in terms of what that might look like and then we can discuss that

at a board meeting probably in september anything else all right um our next board meetings will be july 13th and july 27th at 5 30 pm it is now 7 45 and we are adjourned you
