It is 6:30. I call this regular meeting to order. Please rise for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Good evening, fellow school board members, district staff, and community members. As a reminder to us all, the mission of St. Francis is to equip all students with the knowledge and skills to empower them to achieve their dreams and full potential while becoming responsible citizens in a dynamic world. Our first item for tonight's agenda is the adoption of the agenda. Are there any questions prior to a motion being made on the agenda or the memorials? Seeing no questions, is there a called motion for the May 26th, 2026 meeting
agenda? So moved. Thank you, Mr. Open. Is there a second? Second. Thank you, Mr. Fielder. Any discussion on that motion? Seeing no discussion, all in favor signify by saying aye and raising your hand. Aye. The motion prevails 6 to 0. Our next agenda item is the Saint Star Award. Uh tonight's a big one. The Saint Star Award was established to publicly recognize St. Francis Area School staff, students, and community members at school board meeting to highlight the positive and impactful work happening in the district. Uh listing of past Saint Star Award recipients can be be found on the school board's website. 003dedicated a total of 513 years of service to our district. We have three
consideration of visitors for tonight. We will allow 5 minutes per speaker. Again, reminder that the board takes no action on consideration of visitors. The superintendent or myself may respond to any comments as appropriate. Our first speaker for tonight is Jack Humphrey. Jack. Good evening school board. I know I'm speaking a little bit early, but that is because of the fact that I will not be speaking for any other night. I remember last week Mr. Schonrock told me at senior sunset that he was excited to hear my final report to the school board. And honestly, I can't think of any better final speech for myself at a school board meeting than one where I'm passing the torch. I'm excited and I'm very thankful for the opportunities that you provided me over the past four years as
a student school board representative. And I'm happy to say that we do have the probability and we have the ability to pass this torch to a very successful and great group of kids. Today Sydney will be presenting instead of me presenting the speech. She is not only a great leader in student council, but she's also a section runner-up in debate and is a qualifier. So, a little brag there. But otherwise, I'm happy to know that we are in great hands with our future. And I'm thankful for all the opportunities that you provided for me. And I sincerely thank you for these past 13 years of education and these past four years sharing a table with those of you at the seats. Thank you very much. >> [applause] >> Thank you, Jack. Our next speaker is
Barb Anderson. Um I just uh dropped off before the meeting gave you each a little card about mental health awareness and a little notepad to remind us there's a mental wellness campaign for Anoka County and we have a walk every year. We've already done that and there's a lot of things that go on, but I just want to bring that forward to the whole community and as we get ready to celebrate Pioneer Days, these events um Pioneer Days, recognizing teachers, all these things help in creating a better community and a community that's more aware of the need for mental wellness. People when they connect with each other, that helps mental wellness all the way around. So, if we keep doing that with our students, with our community, um we will keep being a successful community
and a positive community. So, it's just a matter of Yes, they set aside May as the mental health awareness month, but it's really every day and to appreciate that um all the variabilities that that involves for so many different people. Many times it's not a something you see physically, but it's hidden, but it's there and um so, for all of us as a healthier community, just bring that forward to everyone. Thank you. >> [applause] >> Thank you, Barb. Our next speaker is Aiden Carlson. Aiden. I'll start off by saying just thank you guys for allowing me to come up and talk. Um tonight I'm going to be talking about the head varsity position for wrestling. Um first off I I uh as many of you probably know, I grew up wrestling in the program at
Blaine and I came back uh this following two years um as a as our assistant coach. Um I just think that uh the way we are holding the job deserves a fair chance at the job title. Not only was he coach for me for 2 years. Uh honestly probably best coach I've had in those 2 years. Wrestled with me every day. Um just did everything he could possibly do to uh you know, help me and help the program. Um but also coaching with him these last 2 years, I realized how much, you know, he has to give to this program and um yeah, things he's you know, he showed me last year I had I hadn't seen anybody do for a program uh St. Francis program. Just going out of his way for, you know,
the kids and showing the care that, you know, he really did. Broke a foot and still was there every day. I think he missed 1 day off of broken ankle. Um Uh yeah, I just think that he deserves a fair chance and I feel like if there's anybody that has something to say about it, it should be somebody that grew up wrestling in the program and also coming back as a coach. I think [clears throat] that um yeah. Com- coming from me, it it means the most and um I think a lot of our wrestlers are are on the same page as me talking with them and um you know, I got nothing but good things to say about everybody in that program and and uh I just want him to have a fair chance.
Pretty much it. Thank you guys. >> [applause] >> Thank you, Aiden. All right, thank you to all that spoke tonight. We appreciate the engagement from our community. Our next agenda item for tonight is consent agenda. There are four items on tonight's uh consent agenda. It will be a roll call vote. Are there any questions or requests to remove any item before uh we built. Uh we're going to go for a Now, let's think how we are going to do it. So, just in the paperwork it says there's two students going and one chaperone. And I don't know what to do. And if he's here or Um just wondering if there's another chaperone. Yeah, one or two or just that one person Yeah, Mr. Herman. So, uh one of the students is my son, Jack. Um
and then one of the students is a different high school than Jack's, our student Skyler. They both qualified for this nationals. Um how it happened that it does seem a little funky after we talked about it with one chaperone and two students. I know we don't like the one on one stuff, but there's actually This is how it's listed according to the school. Um here Jack's mom or our wife, Jack's mom, will be attending. I probably will be attending. Skyler's at least mom is attending. It's just those things aren't listed on this because I don't know if they're not asking approval for, you know, the parents to go and then also worrying on the Airbnb like we have been for the past couple years doing things like this just for clarification. So, there's I mean,
there's one school chaperone, I guess, but then the students needs to have there's two or three parents at least uh here. Yeah, it's just only one or just one or just that one chaperone. Just for transparency in case anyone was freaking out about that. And I appreciate you doing that uh this going out into the speech and debate thing. I I noticed in DECA they're always here four or five or six feet away and that's kind of a business thing, but when you do a speech and debate we got a little bit of camaraderie and taking a little bit of time today to get the paperwork together. You guys are awesome. You guys are really good. That's kind of how it all goes. So, I appreciate what you guys are doing. It's [clears throat] just
a good time. Thank you. Is there a call to motion to approve the consent agenda? So moved. Thank you, Mr. Working. Is there a second? Second. Thank you, Mr. Shorma. Any discussion on that motion? Seeing no discussion, this will be a roll call vote. Please signify by saying "Aye" or "Nay". Mr. Homer. Aye. Mr. Shorma. Aye. Ms. Barbara Flowers. Aye. Mr. Working. Aye. Ms. Ross. Aye. And I as well. Motion prevails 6 to 0. Thank you. As we move forward into information reports, again, just a quick reminder, hold your questions till the end of the report, if you can. Agenda item 6.1 is the St. Francis High School Student Council update. Sydney Fear is with us tonight to provide us an update. Good evening, school board, cabinet, Superintendent Anderson, and the community both here and
tuning in online. I am Sydney Fear representing St. Francis High School Student Council, who are once again very appreciative of this opportunity to speak and represent ourselves at this school board meeting. Today, I'm here to celebrate the successful event we had last week, with that being our celebration of the class of 2026 as seniors sunset on May 19th. There were speeches from April Scanlan, Autumn, Bella Lamson, Ms. McQueen, and Ms. Vincent. Food trucks, yearbook distribution for seniors, and many more fun activities, such as inflatables, to celebrate their time here at St. Francis High School. All in all, it was a great event with nearly 200 seniors coming out to the football field and a great way to wrap up our year here at St. Francis High School Student Council. Finally, we would like to congratulate
the class of 2026 graduates. Thank you. Thank you, Sydney. Is there any questions for Sydney? Mr. Anderson, Sydney, uh if you could perhaps introduce yourself just saying what grade you're in, what your interests are at school, anything. Uh I'm a ninth grader. I do debate and student council along with show choir. Nice job tonight. Thank you so much. We look forward to having you as part of the board moving forward. Permission to be excused? You bet. And you do not have to stay for the whole meeting. Yeah, you can leave. >> [laughter] >> Right, our next agenda item is the admin report, Mr. Anderson. All right, just a few things. First of all, we have read the great news about some state federal funding. The East City of East Bethel helped secure and for water
treatment plant and water tower in East Bethel. Right now, they have secured 7 or 6 million dollars worth of grant dollars. Uh now, we are hoping that we will be able to secure another 4 and 1/2 million during the next session because that 4 and 1/2 million would help finish the project and provide, you know, water to our two elementary schools on the east side. So, we still have one more step in the process. Uh but we're confident that we'll be able to get that locked in. I want to thank a few people. First of all, Matt Look, who is the city administrator of East Bethel. He uh communicated with us about the need for the schools and I know he used [clears throat] the the letter that we uh wrote uh to help secure
the funding. Uh the others that I'll I'll highlight, uh US House Representative Tom Emmer, State Representative Peggy Scott, State Senator Calvin R, uh and then two others who were Capital Investment Committee Chairs, uh first is State Representative Mary Franson and then State Senator uh Karin >> [clears throat] >> Karin Housley. So, uh they uh represented us well uh in terms of securing that funding. And then we'll look to uh further engage in uh next year. The next area I'll highlight isn't such great news. Uh the uh we've had two residential uh school facilities uh in our uh school district. Uh one is called Crossroad Farm, and that's the one that's south on 47, uh and they've been in existence for uh decades here. Uh the other one was uh operated by Nexus uh and the
facility was called Crossroad School, and that's over by our Savior Lutheran Church uh in uh in our racing area, East Bethel. And uh they both closed unexpectedly uh literally a week ago. And uh within the last week. And so, person has purchased It's terrible news for the people being served there, those students who really need help. And uh so, it's sad that you know, they're going to be displaced, they're going to be moving to other facilities, and being served by other school districts. Uh there are also ramifications to our staff, and so uh led by Mr. Nelson, uh we are working on a plan to see how they can fit in uh for next year. But there are some uh impacts on our staffing and we are ever since we heard the first news, literally
within um a few hours we were starting to meet and we got through several versions. So, more of that to come. We still have some information to sort out. Uh but that was really sad news. Uh you can see the three different uh graduation ceremonies. Uh and I'd like to highlight first of all on May 28th at 6:00 p.m., the American Indian Education Summer Gathering and Graduation Ceremony will be held at the St. Francis High School. It is a great event. Um I've done it in previous years uh and it's really special to honor and recognize our students who are American Indian who are graduating. So, if you can possibly be there, it's well worth it. It's a really special moment. Uh we also have two other special moments. Uh St. Francis Academy Graduation is
on June 3rd at 5:00 p.m. at the uh Learning Center. And then uh St. Francis High School Graduation Ceremony is on 5th at 7:00 p.m. So, look forward to having everyone present for that. Oh, I'll keep going. Sorry about that. That is what it is. Okay. I just need to keep it there. Uh we have uh a 10th grader, Alexa Loody, who earned a place on the United States Olympic team for synchronized figure skating. And she won recently won a silver medal at a competition in Poland and a bronze medal at the US synchronized skating national championships as a member as a member of the Northern Nets junior team. Uh so we want to congratulate her on her success so far and wish her good luck uh in the Olympics. It doesn't happen too often
where we have Olympians. We've had it in the recent past. Uh and finally I want to point out that the Facilities Committee uh did open bids for the parking lot uh which is being funded with the capital bonds and they uh are awarding or they're recommending Len Key Excavation uh for the work. So I'm sure we'll be sharing more information about that in the It It opened was just this uh just today. That's all I have. Any questions Mr. Superintendent? Mr. Charbonneau? So with Crossroad East do they have any information about the timeline if they want to try and re-open? Yes. I just got the staffing I don't I just got filled up with work on your plate. Do they have any information? Yeah, I'm glad you asked that question because there is a difference
between the two sites. First, they're operated by completely different entities. Yeah, it's random that they both were the same thing. Right. And the school district's responsibility or accountability is that we provide educational services in both sites. So that's our only role. It's operated by two other entities. Uh the one in uh the eastern side of the district, Crossroads East, which is run by Nexus is temporarily closed. And that's what you're referring to. Uh we do not have a timeline, but we are operating under the assumption that it is closed for a relatively long period of time. Because you know, they have to meet certain standards if they're going to re-open and that will take time not only to develop um their action plan, but then also to be monitored by the state. You know, it
could be several months or years um if it opens. So uh right now it's temporarily closed. Uh the other site um which we call Crossroad North and South on 47 is what they call permanent closed. So how many students and then students from our district are affected and how many staff? Yeah, so the student numbers really fluctuate a lot, literally week by week. And I think there were seven these are rough numbers. You know, about seven kids at Crossroad North. We had up to 30, you know, in the past and maybe even more in years and years ago, especially when they were being transported next door for school. At Crossroad East, I think it was about 15 at the end, 15 or so. And so I'm not aware how many were our residents. It's either
none or one, you know, very small amount. And again that fluctuates. And then as far as staff members, we have a a lot of regular teachers. We have some teachers who teach in one site but they provide learning online learning at the other site. So I would say it's somewhere between 10 and 15 staff members. They're the regular teachers, specialty teachers, interventions intake coordinator as well as the administrator. Any other questions So we're getting to the permanent closure Oh, yeah. No, I'll I'll just mention that briefly. Thanks again for coming. We have a what we call a C E R V cardio emergency response plan that is required by the state uh um sometime during the next school year. You know, every school district in the state has to have this plan uh that that's
initiated. And so, we developed a rough draft of a plan that I shared, you know, with the board packet. And I'm sure enough the day we posted the board packet, we received notice from the state that they had a updated guidance document as far as what should be included. And so, I'm really not going to highlight the details in the plan because we need time to kind of reconcile what they had or what we developed based on previous guidance with what's being you know, suggested now. And so, we'll bring that back sometime this summer um after we thoroughly review the changes and then um present it again to the board. Uh but I appreciate your feedback. You had some questions uh about placement of AED devices, questions about what should be included in your CPR,
or checking pulse, and those kinds of things. And so, we'll take those uh into account. Uh if there if you do have a chance to read through it, please shoot me an email if you have questions or concerns uh cuz Al Schulman, Holly Coy, and I will be meeting uh this week actually to start the process of revising the plan. Okay. You have any questions or comments? >> [clears throat] >> Okay, uh two quick comments. I did have a conversation with Senator Barfoot, one of the authors for that law. Uh he is eager to keep us uh part of the conversation as language is developed for that last 4.4 or 4.5 million uh which would include the hookup. So, uh he's excited to have us on the board and going work with us on some
of that. And then a reminder to all of our board members to reply to the request for the those three graduation ceremonies. If you did reply to the request, just make sure you have that. Please reply to those emails. All right, Arden. Yeah. I know there was one that came over for graduation paperwork. So, we received TLC and high school graduation paperwork. As far as the um AP coordinator Okay. Well, I just wanted to bring that up. No questions too Okay. Next agenda item are our action item 7.1. The first one is approval of the principal work agreement 25 to 27. Mr. Nelson is here to answer any questions or any of the committee members. Are there any questions prior to the motion being made? Seeing no questions, is there a call for a motion
for approval of the 25 to 27 principal work agreement as presented? So moved. Thank you, Mr. Hawkins. Is there a second? Second. Thank you, Mr. Shaw. Are there any discussion on that motion? Seeing no discussion, all in favor signify by saying aye and raising your hand. Aye. Motion carried with 6-0. Thank you. Next agenda item 7.2 approval of the un-affiliated work agreement for 25 to 27. Again, Brandon is here to answer any questions or anyone else part of that negotiation team. We will need a motion to approve that. Are there any questions prior to the motion being made? No questions. Is there a motion to approve the un-affiliated work agreement for 25 to 27 as presented? So moved. Thank you, Mr. West. Is there a second? Second. Thank you, Mr. Hawkins. Any discussion on that
motion? Mr. Shaw, you're up. So, I'm going to play devil's advocate a little bit on the 25 to 27 on this un-affiliated one. still trying to wrap my head around it. But as far as the ADs uh compensation there's language in there about supervising football games and other events. It's different than schedule C and D. For me, having the AD there versus somebody else I think is more valuable than I think they should be compensated at least at the same rate and I know we would be looking into that. So, I think in the future we should look into the compensation for those events. Mr. Anderson, did you get that comment? I know Mr. Schonrock shared that before with you as well. So, thank you for bringing that up. I think the team has it
for future reference. And thank you Brian for answering all the questions that you've asked. I will tell you there was a bunch of them and you answered all of them. So, thank you for all of them. Okay, I will be abstaining from this vote. So, anyone that's in favor of the motion will be signified by saying I. Raise your hand first. Um so, signify by saying I and raise your hand. I. I. Motion prevails five. And zero. Thank you. Uh 7.3 resolution for continuing membership in the Minnesota State High School League for 2026-2027. Uh Mr. Anderson can answer any questions if you have them. We will need a motion to approve that resolution. This is a resolution so we'll be doing a roll call vote. Are there any questions prior to the motion being made?
No questions. They're called motion for approval of the Minnesota State High School League membership for 2026-2027. >> [clears throat] >> So moved. Thank you, Mr. Schonrock. there a second? Second. Thank you. You're welcome, Connie. Any discussion on that motion? Mr. Shawna. Not really a discussion, just a comment that is working with the municipalities as the least sometimes look forward to resolutions. Another option but this isn't the only option but I just wanted to make a public comment that I didn't actually agree with work more with the school boards and the state and not trying to tie everything in that way you know what I mean. That's just my soap box. Thank you, Mr. Shawna. Ms. Do we know how much the total cost is going to be? No, for the last two or three years
it's been literally in the hundreds of dollars because they redistribute money back to school districts. We will not know the actual amount for this year. It's due in probably July or August or I anticipate it will be a low amount once again. Ms. Askin. So we're being asked to approve something we don't have a value for. It's open ended so they can throw any number at us. Are we going to put a ceiling on it or up to Yeah, what we've done in the past is we approve the resolution uh up and then with a copy out that you know it needed to be below some amount. $1,000 a year or something like that. Um I can't remember for sure if it was 10,000 or a different amount but we have done that in the
past. Any other questions for the council, Mr. Shawna? I remember that being an issue the last time and is there any work towards resolution on getting you those numbers ahead of time or is it are you still working on a budget or is that kind of a projection or >> [clears throat] >> is that always the same all I think it's like 30,000. According to my knowledge, that's where the cap is. Yeah. Yeah, I can't I don't even know if I'm sure yet. Yeah, I'm confident that it's going to be Right. probably 100,000 if not not probably even a thousand or two. Yeah. So, we could certainly put a cap like 8 or 10,000 and I'm confident. Sure. Uh I know two or three years ago I reached out to the state high school league
uh and asked them those questions for their justification or better understanding about why and uh it was challenging to go through all the all the I shouldn't say politics, the bureaucracy and of getting some of that information. I think over the last year or two they've done somewhat better in their transparency. I think you know, we'd like to see it more in a more transparent fashion. I think they do a good job at it is harder to argue with them now because they're more willing to They're willing to announce them. It is what it is. And I remember Well, I I can't remember what year for sure it was. Maybe 10 years ago or something, they had a really tough financial year and they raised their rates considerably that year to kind of catch up
with the financial situation. And I'll tell you what, they received a lot of flak. And school boards like St. Francis and where I worked at the time really raised concerns and I think made some positive changes in terms of how they do their business. Uh theoretically that could happen again, but if that did happen again, I'm very confident that even more people would become involved and it could lead to some legislative action as well. This question. I'd like to um a ceiling on to this of 2,500. So, you'd like to amend the motion? Yes, I'd like to amend the motion to put a up to $2,500. Do you want that? Is there a second to that motion? discussion We've got a second in here. Any discussion here? I second that. Okay, second that. Now, we
open up for discussion for a minute. Mr. O'Brien I completely agree there should be a ceiling, but I think we should look at past past practice because I think an average because I think this amount might actually be not part of the MH and MHSHL uh in order to um it benefits our all of our programs out. And so, I don't know if 2,500 I I really think we should I I hate to argue on the amount of money well, but it's I don't know if $2,500 is if that's like past practice or if that's good research and you feel confident that that will at least cover kind of Recently, I hate to see someone trip up and it was like $3,000, you know. Mr. Shorter Yeah, I don't disagree. It's just Let's say it
goes back to $4,000. You can go over it. It's just no other option out there. This is the only way we are able to participate. This is the only option. 50,000 basically have to pay for our kids to participate. Yeah, I know we don't know the number, but this isn't an option. Mr. I see there are a number of teams that need 15,000. I'm also putting on a cap of 15,000 and I'm not trying to set it at 15,000 cuz it very well might be 2,500, but I just want to make sure that you know, 2,500 is a lot of money for a piece of equipment, but it's not a lot of money for a car. So, I want to make sure we're in the right range of what we're talking about so you don't
automatically trigger an audit or something. The administration is looking for the motion from last year. Yeah, yeah, my recollection is that we had it was a high amount right after COVID. They were trying to make up the funds that they didn't have for the state tournament attendance, those type of things. And yeah, we set a cap. It was 10 the first year and then I think it was higher on the on the following I know that 2 years ago the cap was $10,000 per tournament. Can Carson or Mr. Lindquist, is there justification as to why we're doing it now? Correct? Yeah, I mean, it wouldn't have to be at this meeting necessarily, but we need to do it before the year is out. And we won't likely will not have those dollar amounts when we're
supposed to approve it by. Mr. Shorter, do you know the number of what it was the last 2 years? Yeah, the actual dollar amount Uh, I'm digging right now. I think it was $10,000. Yeah, there's there's like a per school fee fee uh per per school amount and then per student athlete amount or per student count. Uh, but it's it's it's a small number. Well, it's And again, it's up to the board decide. Like you said, Mr. Schornack, it comes back at 3,500. You know, this would be after the deadline. Um in a second, [snorts] we would advocate very strongly to approve it. If it came back at 8 or 10,000 dollars, it would be a strong recommendation to approve it. Because if we don't approve it, we're going to lose dozens and dozens and
dozens of kids and not just boosters. You don't want to save 2,000 or 10,000 dollars and then we lose hundreds of thousands of dollars in revenue. Because that's my view, anyway. It's really up to the board to decide on the resolution. So, before we would like to make a roll call vote, Any other discussion on that current motion? Okay, the current motion that's on the table is an amendment to approve the resolution for 2026-27 membership to the Minnesota State High School League with a cap of 2,500. Uh we will do a roll call vote on this. If you are in favor, Yes. Yes. I. Yep, if you are in favor, I. If you are opposed, nay. Mr. Humphrey. Nay. Nay. Mr. Schornack. Nay. Mr. Buckalew. Nay. Mr. Working. Nay. Mr. West. Nay. Nay. And I
am a nay as well. That amendment fails. Is there a another motion to approve resolution for the 2026-27 State High School League? No. And now we can just do the resolution We do not have a All right, so the motion that's still left on the table is just the approval of the resolution for the State High School League 2026-27 membership with no cap. Are there any discussion on that motion? Any more discussion? So, it makes sense to raise it to 10, 15. Everybody feel better about that? Yes. I would vote for that. I'm not I'm not against this. I think this is ridiculous. This state is voting on things that This is exactly what it costs. Yeah, this is exactly what I can't stand to see in the budget. Hubris that the government has. I
mean, you come in and assume you know everything. And and again, this is why we're rubber stamping this because we don't know. So, it doesn't matter. I I'm not going to support it at a lower amount because I don't want our kids, like everybody who's here for sports and other activities, to have nowhere to go where they need to have fun. Um I share your concern with you that I think I think it can be triggered at 2,500 for the end. The cost of going to 2,500 is not that low. That's no money. So, I I I would be very concerned with the entire district. That we rather than that. I would be more comfortable at like 2,500 is what we've done in the past practice. Is that just discussion or is that a I'd
like to make an amendment that's 10,000 like past practice for the end. Okay. Uh there is a motion to amend the resolution to cap it at 10,000. Um Mr. Humphrey is there a second? Second. >> [snorts] >> Thank you, Mr. Jordan. Any discussion on the amendment? I would like the cap at 10,000, Mr. Showalter. I would support it. Vote no. Can we go with just You can't not vote yes. But this is the option. We have an opportunity over us. It doesn't matter what it is. We have sports. You can see a mass exodus. We need to follow the rules. So. All right. Thank you. Any other discussion on that amended motion, Mr. Harris? At the same point in your memorandum I noticed that I would have to be elected and I know you're also
financially responsible. I mean, obviously we're used to I'm comfortable with my voting for it because I'm confident in the past practice and uh I don't kind of know what to tell you. So, as far as my messaging makes sense, I would say that we all would know we will kind of like this. So. >> [clears throat] >> I'm very impressed. I'm not critical of the media. I should be, but uh that's That's something that I would like Mr. Schorn, any other discussion? We have another part of the game where we don't know what the fees are. Uh we're meeting next week All right, any other discussion on that motion? So, the current motion is approval of the 2026-2027 Minnesota State High School League uh membership with a cap of $10,000. Uh if you approve, roll
call signify by saying I. Nay if you oppose. Mr. Humphrey. Mr. Schorn. Nay. Ms. McConnell. Nay. Mr. Working. Aye. Ms. West. Nay. >> [snorts] >> I have an I as well. However, we are really tied in this The motion does not prevail. We are really tied in this situation. Neither one of them are available. I think we are in a tied vote because we do not have a There's one board member that's absent tonight, so we do not have an odd number. And we don't even have a unanimous majority for uh this resolution. So, um we have two options. We can continue to discuss or Mr. Superintendent, uh do we have to have this finalized >> [snorts] >> at this meeting or can it wait till the next meeting? My understanding is that we can
do it in June. Okay, so if the board is good with that, we will move this agenda item to June. You've got a board meeting that you're attending and hopefully you can post the numbers out prior to that. >> [laughter] >> You know, if I could just add one more thing, uh you know, one Yeah, I'm not trying to sway anything. I Let's Let's talk about it again. But, uh suppose that we did approve the capital 10,000 or even go down and [clears throat] the rates come in $30,000 and we're all unhappy about it. That won't happen unless we voted it. You know, we could make a decision as a board just not to participate in activities, you know, really at any time. I would never recommend that, don't get me wrong, but there is
that because if you don't approve the resolution, you're not going to have the activities. So, I mean, there is another way of finesseing this, uh but again, I I think it's better to wait till June to talk about it. So, this stays tied, right? But, it still stays on today's docket unless just want to remove it. So, can we go around again without a cap? You want to make a motion to remove it at this time? Well, that I mean that's exactly what we just did, right now? And it failed. Right? And that's still sitting on the docket. And unless there's an amendment to add to a cap, we still have to vote on it. Yeah, the motion on the table is still the no cap. Okay. Let's move forward on that. Take discussion on
that motion. Mr. Allen. Mr. Chairman. All right. So, if you can't go around it, then if it does fail, whoever votes against it will have to bring it back up if you vote for it. You can't bring it back. That's parliamentary rules. The Robert's Rules. Robert's Rules. Robert's Rules. Any other discussion on the motion to approve the resolution for 2016-2017 budget? All right. Again, a roll call vote. Mr. Humphrey. This is no cap. No cap. I'm I will vote no. Mr. Shorter. I. Ms. Buckingham. I. Mr. Walton. I. Ms. Weston. No. And I motion for the bail is I'm going to vote I. The resolution for bail. City also still here as you have told us I'm sure of the you know the the need to bring back the vote at the time you see
what you know probably through receiving my mail. And Mr. Shorter, I I'm sure you're still going to bring this up at that board meeting as this is annual discussion with this board. Thank All right. [snorts] Next agenda item action item is 7.4 approval of the Minnesota Youth Tobacco Survey, Superintendent Anderson is available to answer any questions. Well, I think the background information provides the rationale for the request, but I'll just highlight a couple of things. First of all, this is approved administration will give the survey, the digital survey, to two health classes in the 10th grade. So, about 60 kids, about 60 10th graders will take the survey. So, we do have a copy of the survey here. You know, if you want to look through it. We didn't hand it out because it does
say, "Please do not distribute." But, you know, we'll keep a copy for anyone in the public to look at, you know, or also in our board packet. And the reason that this has been an issue is that when I first started here, four years nearly four years ago, there were some significant questions about the administration of surveys. Some that were locally developed and then one called the Minnesota Student Survey. And because of that discussion, I or we really really changed how we handle things and came up with a pretty strict policy as far as when we give surveys. And so, part of that procedure indicates that, you know, if there are questions of a sensitive nature, such as some of them that are included in the survey, that I would have the option of asking
the school board for approval of the survey. And, you know, I could have changed the procedure, you know, last week before posting it, but I didn't think that was right. I guess that's a review by the school board or something like that, but the procedure currently says approval. And so, that's why it's on the docket as an action item. I just want to be transparent about how that transpired. Okay, prior to a motion, are there any questions about the survey or anything that the superintendent presented in this lesson? As a student progressing through the survey, can they skip over or do they have to fully complete the survey? Yeah, I did not answer that question specifically, but you know, I'm very confident that they can just skip the questions entirely. Mr. Shora? The survey is
given to the students. Um, it's only given to other people where this doesn't go to every student. Not every student at every school participates in the survey. Right. Do you wish to elaborate? Who administers the survey? We will be part of the health class, part of the health class. I I know that's what Amanda said, and she uses survey results, you know, from the school schools in her health classes. And so, she she suggested doing this survey so that at least our students can participate in the better understanding survey. Uh, one thing, it is anonymous. We don't keep track of who says what on the survey. That's really important. That's something that I checked with uh, the state department to make sure that was the case. And uh, uh, also, we do not get summary
reports of what St. Francis kids said in the survey. It really goes into the statewide database, and then we get statewide results. Uh, and for me, that's kind of important because if you're only surveying, let's say, 60 kids, um, you know, there could be some judgments made just at St. Francis, and and we don't want that. You know, we uh, we're we're we're good with looking at uh uh state law. Mr. Humphrey, our main reason why we want to allow dynamic EHSL results because if our kids are not going to be taking these English as a second language smoke, so we can say that cool. Um but it's very important to notice that we have an opt uh parent opt-out form. So, I appreciate that as somebody who kind of doesn't want to give their
information to the state of Illinois, so but there's a parent opt-out form. Thank you for that. Um Mr. Humphrey, well, that's I don't know if you got that after what you said, so if it's a random and they just pick 60 students, um what's the time frame for a parent if they don't want their student to participate in this um survey? What's that time frame to look like in the off chance that their student would be the one required to participate in this survey? Yeah, and uh I think the randomness comes in uh the school that's that was selected to participate. And so, I'm going to uh you know, identify that we have three health classes of 10th graders. Either they're in a different trimester than you know, than in four health classes or two
health classes. Um but everyone in those health classes will be given a chance to participate. So, uh the turnaround time, you know, obviously, if this is approved tonight, then um you know, it will be sent to parents, you know, so they have the right to opt out and you know, I'm sure that uh um you know, the deadline will be the day before just before the survey is administered. Uh and that would have to be, you know, next week cuz school is out on Friday. Do the parents get to review the survey before they decide if they want their student to participate or not? Generally, that's the case. I did not charge in this particular instance. Any other questions about the survey before a motion is made? All right, seeing none, is there a motion
to approve the Minnesota Youth Tobacco Survey as presented and recommended by Evan? So moved. Mr. Working, is there a second? Second. Mr. Shawna, any discussion on that motion? No discussion on the motion. If you are in favor, signify by saying aye and raising your hand. Aye. If you are opposed, signify by saying nay and raising your hand. Nay. Motion prevails 5-0. Thank you all. All right, next agenda item is eight upcoming meetings and friendly topics. Are there any questions or comments about any upcoming meetings and what topics are at issue? Yes, Mr. Shawna. Um, I didn't see any behavior updates on it. When will I have behavior updates on the meetings? Yeah, that's us scheduled for the second meeting in June. Okay. And the reason it's the second meeting is well, first we're still wrapping
up the school year and I I want year-end results for the behavior and the district leadership team is meeting uh during the second week of June, so we'll look at that data and we'll talk about strategies or any changes that we're going to be making and so I thought that the second meeting in June would be good for that. Thank you. Any other questions? Okay, next uh agenda item is school board member reports. Let's start with Mr. Shawna. All right, it's going to be a short meeting today. Hopefully you have a good weekend. Great meeting you guys. Dale So, uh yeah. Yes. It's been a fun watching you grow up all these years. You're still amazing when you get up there and you just talk and talk and talk. Nobody knows what you're I sure
would just come up with things that worked out and nobody would know what I was talking. You're going to go and do amazing things. And [snorts] I'm going to watch. Uh other than that, looking forward to your graduation next week and enjoy your last 6 days of school. Go Saints. Go Saints. Go Saints. Go Saints. Uh as the advocate this is not specifically talking about my kid, but it's about my students in the district. I've had a daughter pass through 21 graduate and I have a dad graduate right now. And I guess this is just a word to the parents and stuff. You know, as a school board member we always hear the complaints. We always hear the complaints. >> [clears throat] >> And I've always said, you know, my kid is in your class.
What are we missing here? And I think it's not just for sitting back and letting it happen. If you're okay with that, you're going to get whatever grade is served to you. So, I would highly encourage people to be involved in their kids' education both in school and out of school. Read to your kid before your kid is even born. Read in the morning. Start reading. Never stop reading. So, that carries you so far. Um you know, show up. Go to conferences. Go to activities that your kids are in. Put your kids in activities. Uh go to other kids' activities. Drive them. Pick them up. All these things that most people are doing. But, if you're having a hard time in this district, ask someone who's got it figured out. There are plenty of us
cuz there are a lot of people doing really good things here employees and students that amazes me and I'm really really proud of that. Nothing special here just two students special kids and they want to do the same school district that you know everyone else is going through and and I know there's a lot of these great success stories out there. So I would just highly encourage the family structure, the parents, the guardians, whatever it is to show up and do your part for those blind flash and 18 years of government it's just uh that happens. So I'm impressed with what we have in the first place. Um it's been a successful run you both look at seeing the next step but I got you know you really life what happens to you but how
you react to it. And so do your part and you'll have a good experience like I had a good experience with both my kids so and a lot of that is also my kid and a lot of that is a family but a lot of that is the institution. So all three of those legs of that stool need to show up in order for the whole thing to work. So just like to say that. Thank you Mr. Humphrey. Mr. Pappas Uh I just wanted to give a shout out to Samantha Nass on the work she did on the scholarship night. I thought it was very nice and very well attended and nice celebration for our seniors. >> [clears throat] >> Mr. Watkins Uh I just want to start by saying uh good luck to the
boys varsity golf team that's going to be competing in sections tomorrow up in Hinckley. Uh wish them the best of luck. I just want to say thank you to Mr. Kibby for letting me come and just come and hang out for a field day uh and last Friday was it or last Thursday or Friday? I don't know. My days are all blended together. Um kids it's like track and field day Kids play and do all kind of events. So, we were there most of the day watching them with the third and fifth graders. And it was just an awesome event. Uh, participated in the principal negotiation. Want to say thank you to the people that were involved in that. It was one of the more pleasant negotiations that I've ever experienced. Um, so thank you
for that. Uh, Jack appreciates you, sir. Um, it's been a pleasure getting to know you. Um, I'd really like to meet your parents and get to know them a little better. >> [laughter] >> Uh, I was thinking maybe I could come up with Chris and see if they wanted to teach a parenting class through community education to kind of help our community raise young adults like yourself. So, good luck. Appreciate that. Um, and then again, thank you to the entire race. Awesome. 500 plus years of service. I'm sure Nate's got more to say about it, but it's it's awesome to be a part of that. So, thank you very much. Thank you, Mr. Horton. What's the number of principals we have this year? It's about 300. I don't know the specific number, though. Well, congratulations
to all our high school graduates and all of us luck in our futures. >> [snorts] >> All right. Okay, thank you. Uh, for my report tonight, uh, we did have our first negotiation session with program supervisors. And it went well. And I think we have the next one on the books for that as well. Uh, Mr. Shonkwiler mentioned the end of the school year is coming up. So, the next time that we meet as a board will be after the school year. So, I'm excited to see that process go through. Uh, and I want to thank all the staff for getting us to this point. Uh, and then also just wanted to thank all of the staff members that participated in every event that happened on Friday across the district. It was not a um,
easy day across the district. And I think our staff stepped up accordingly and did the right things and communication went out timely and accurately to all of our families. So, uh thank you to all of you that supported that as we move forward. Uh that is it for me. Our next uh person to give a report Uh I want to echo the thanks to Jack. Exciting to be elected. And of course the rest of the ties. All right. Our uh next agenda item is adjournment. Are there any questions before we close the meeting? No questions. Is there a call motion to adjourn the meeting? So moved. Thank you, Mr. Workman. Is there a second? Second. Thank you, Mr. Stockwell. Any uh discussion on that motion? Seeing none, all in favor signify by saying "Aye" and
raising your hand. Aye. Aye. Motion prevails 6-0. 7:33, meeting adjourned.
