001about 30 seconds people [Music] United States com in tonight first here the agenda agenda than you a second you discussion on it any discussion not ahead I have discussion um on 5.4 are you putting a time limit on that if so 15 minutes um I'm going to ask for um that it be extended I don't believe 15 minutes is enough discussion discuss go ahead um so I I disagree with this um extending the time posing standards are set by the state not by the district are only interested in this is ensuring that our St is trained um and we have persons who manage that for us um and I believe 15 minutes is long enough so um I don't think that you really anybody at this table necessarily knows what all want talk about so

002there's more than just these are the standards and this is what's been laid out for recertification for the teachers there's more that needs to be discussed with it this is something that I brought before we even agreed on the curriculum because I think that this team should this board should had work so that we could all fully understand what the standards mean and talk about how they get implemented and how they get designed this is a curriculum issue so I disagree I think there need be more time and I actually would like it to be on a work session so we could really roll up our sleev talking well and I would agree with that is as also I think we need to discuss um I think the Board needs to be fully educated on

003how this is rolled out and what has to be brought into the classrooms but then again if it has to be in the classrooms I think we need to have a parent opt out so that they're aware of what's being taught on that day and they can opt out a curriculum on that day as they did in St Louis Park when they did that day um the lgbtq day that a Grove did were up to 1,000 students opted out as well as you've had St Louis Park um six Muslim families um we're going to bring a lawsuit forth to the district when they wanted to opt out of books of lgbtq being read to their students they were denied then they were allowed to do that after they threatened lawsuit so this is more than

004just there's lot it's heavier than this now would um ask that more time would be spent and with also giving new board chair if you feel like we're going over and talking about things again that you can say no we're done but I think just staying 15 minutes right away without knowing how the discussion is going to go is not being fair to your board discussion go ahead what you're talking about to me is out discussion is a renal and Contin education none of that is classroom curriculum or implementation in a classroom it's our teachers obain a license in the state of Minnesota to discuss beond that I think that's a different topic than Toby standards because BBY is a licensing and continuing education that's what they're directing it doesn't none nowhere int to tell

005us how to teach or what to teach in our class and I did ask the superintendent go to EP enforce the information about build from the state level all come from the state they uh they approve the representativ and our Senators and that's why we had all that information attached that can be looked at because it is something we do not control level I would like to see a work session on this as well um because some of that I agree with but I also know that there are um St standards and rules and documentation additional information that the teachers are you know supposed to review and look over it andain without going too deep into it I think we're kind of going apples and oranges what you guys consider pby and we consider pby

006I think a work session to bring us into an agreement where it's not yes or no it's like okay this is what we understand this is where we meet in the midal this is how we want to see he be carried out without um undermining well we're already chatting about if we're not having a work session I think a few more minutes would be beneficial that let people discuss and get their points proc 15 minutes would go by pretty quick any other discussion I just think if we don't do a real good due diligence to this this particular subject it's going to keep coming and it's going to come up and it's going to it's going to head in a lot of different ways from our community from parents and on this board it's going

010a teacher parent and taxpaying citizen as you all know there have been a spw of De Dei CRT requirements that new and Rel teachers need now here's the background L before Governor Hall these Rel requirements were decided by the legislature now Governor wal took that right away from your elected officials and you thus removing your ability to weigh in and get your feedback and gave the break to a non-elected committee appointed Silly by him just so you know being in the system as a teacher has given me the vantage point of witnessing the results of a district that has fully embraced these ideas of CRT and Dei ideas and practices the casualties have been academics and the ability to manage schools using your locally determined policies these new ideologies create havoc in schools and classrooms

011students who are considered marginalized or protected now end up getting a free pass for their socially distructive behaviors and teachers and students are left vulnerable it appears these students and their behaviors are tolerated accepted and even given protected status let me give you a for instance of what I'm talking about I come from a school that has that was giving out referrs to students for disruptive behavior the state decided that we were giving out too many to a certain student group and now administrator's hands are tied and students are getting away with behaviors without Consequence the other major consequence is time and money spent on failing initiatives where are metrics that show these tactics and ideas are increasing our academic scores in a district that is seeking to pass a referendum with only half of

012our students can read and do math and our Focus needs to be academics not activism for failing ideologies and then maybe the taxpayers will be in favor just one more point just because the state is forcing the teachers to be indoctrinated it doesn't mean that we as teachers are giv launch to inject curriculum tactics and practices that are to the sport and the community's desires this ultimate responsibility of determining what is useful what do not serve our students and family success and going forward thank you where you teach Jackson Middle School and if I could just add one clarification or addition is that there are state and federal requirements in terms of student discipline data things not just the state there also some federal guidelines we have to thank you for that okay next up

013isene okay uh good evening uh my name is gell and This concerns current review of a district 15 Library me D girl and I understand the school policy 60625 is in place uh it's policy Le something that be desired yet as this point covers on my pocket uh as acquired in the policy District parent has informally requested book this book be removed from district School apparent not me apparent their informal request was email April 8th to the high school principal Austin the principal responded by email back on April 9th day he said and I quot we will review the book me and Earl and d and girl and then reach out to you after their review informal the first step we hope to complete the review in 7 to 10 days that was his statement

014that puts the deadline for the informal review process that we completed by April 19 missed that didn't he the parents sent out a follow import on May 28 to the principal to check the S and has not heard back from whether he rejected or approved or anything I'm requesting that the staff and our school board follow the policy and inform the principal to complete his review and timing matter I expect to hear a response from the school superintendent or somebody by the end of this month June thank you thank you for coming in next for I'm going to start with a P from wall smallest particle to the largest Galactic formations W and the electric Conn and unifies all of nature galaxies energizing Stars giving birth to planets in our own world controlling the weather

015and animating organism there AR isolated Islands in space so so what I gave you tonight was a graphic representative of what the MCA produced or results for uh four different grades in St Francis first page of grade three and what those what those lines depict is the percentage of students that met or exceeded the standards so about 75% for GR three math and about well it's down to 50% for grade three reading and less you look at grade six back in 244 it was about 60 or 70% for both of it now it's under 50% for greeding and under 20% per man 3ade five you can see similar numbers 40 and 50% not very good and then grade eight and this these two last two include science and they've all fallen in 2023 waiting for

0162024 and then if you go back to this page this page it shows you the average daily um membership and it starts up at 5500 and it's down to 4500 now so that is showing that we're losing students in the district as well I think my time is up for coming in tonight for the public that's the watching at home that's here this evening these type of stores the board knows about and fly understand all of our stores out here we have and new programs put together now to help ra all reading and in math so what information you got into tonight we already know about thank you for coming in this evening you're welcome next move agenda second thank you discussion if not all favor say I oppos thank you very much next reports

017first one longterm facility maintenance report inform good evening Mr chair members of the board superintendent Anderson it's nice to be here tonight we do have some uh individuals that might be able to help me out if you have further questions but we do need to prevent to the school board the longterm facility maintenance program and budget it's a 10-year plan it's required in order the district to receive those funds um I know that you got the document and there small print to read but I just want to point out a few things for you so this is very formula driven type of a revenue and it's based on our um current year Apu or adjusted people units so our students and then it's looking the average building um age capacity and if you look at

018that line You'll see that that is going up here as our building start to age um and then looking at the initial Revenue the amount listed there and we're looking at this schol year 2526 can I set the question um you had a presentation so the the community can actually see what you're talking about it didn't because it was this okay so maybe in the future can we make them so that they the audience don't sure and by the way there is is there another packet just one right and this will come back to the board in July approval so this isn't an approval it's more of a conversation with the board about it is but I hear what you're saying and I I'll see I've never found a good way to actually do it

019I know what other Schoolboard meetings they provide a number of packet May sure okay that's way to do it thank you um so in general the total revenue is calculated on this on this document um where you get into is you go through it you will see that there is some Deb payments that get paid back the district issued some um alternative facility Bonds in 2005 and those will expire in 2026 and so the numbers are on there for that Revenue there be no questions presentation is presented there weight follow question be asked at the end the way interrupt our speaker well I'm trying to find out what line is that number sure so I'm on the revenue docum and on the left hand side there's numbers that go down for that so right now

020I'm on line 12 okay on the revenue document and the 88,000 in one year 86,000 in the second year so 25 26 those are the bond payments on an alternative facility bond that occurred in 2005 so that bond is expiring it's part of a Debt Service that comes separately but shown on here it is part of a levy they're Levy to cover 86 next when you go down they start getting into all the laws and moving forward um again there's a lot of numbers on the page um but I'll draw your your attention would be second page of your document and on line 30 the total ltfm revenue for the district 2.4 million and then it drops down to 2 1.65 with 2026 it's 2.4 then it PS down to 1.6 the 1.6 is the

021normal amount revenue for ltfm for the district because under old law there was an alternative facility bond in 2025 ltfm rules and alternative facilities change around 2015 I say or so legislation made that change okay so the district also has some facility bonds which I'll get to on the expense different from the 2005 bonds isue 17 okay when we go through the whole document the bottom line is on line 4 36 and 47 you will see the amount of the ltfm state aid so a portion of the budget is 34862 is for state aid and will receive 354 in year 27 just giving you a comparison 2026 Levy amount will be 2 2000 2 million excuse me $111 711 1777 and then in 27 It Go 1.2 then with that then if we look to

022the last page of that document but I wanted to also show you is that the total general fund Levy will increase once we get out to two on bonds are paid up so that is line 62 on on the last page in essence what I'm trying to explain is that the district issued bonds to pass to get some projects they did it in 2005 and then they did it again in 2016 and those bonds get paid back through either a tax under or now as a reduction in our ltfm dollars that we receive so we don't see it bounce back until 2032 the once the bonds that were done in 2015 were purposely done for about $10 million spread 15 years in order to replace all the roofs or get all the roofs as many

023as possible up to spe so they put on very good roofs they should last 2530 could be up to 40 years long good investment did it before the prices of working and all of that it's so good investment by the district but you do need to pay that back over time so that's the revenue side of it if you go to the expenditure document the second document it sort of mirrors the first one in that the health and safety expenses are listed on top um I'm sorry this one doesn't seem to have numbers along the side but at the top portion of it it's under there's Finance codes 347 Etc seeable line that says health and safety um about 150 160 to 170,000 is spent on health and safety that's part of C law safety

024projects they carry that forward those are where the district attempts or plans to pay for health and safety related items then we get down um about Midway down to the bottom on that page and then you can see that we have about 525 and 25 and 632 in FAL year 26 that we will have funds to including that health and safety to use towards maintaining our building and jump you over to the right side under same row 2032 that's where you see the number to go up by one to 1 33 again having that second set of bonds PA up that make sense okay so we decided to to issue some bonds we um will be paying those back got some really crucial product projects done um you know securing our schools and making sure

025there's no leakage and not wrecking anything within our schools we taking care of our schools so the 10 year plan is listed also under that um about the fifth block down that it was just reviewing you can see all the different categories so it's bu building envelope building Hardware you can read the remaining those are the areas where we met set money aside I will talk tell you talking to both Chris linquist and Chris WS the you know 461000 um of those funds it's not a whole lot for the district to do things so they really kind of keep it for those things that come up that they aren't expecting to happen there isn't a specific plan this this year we're going to do in a classroom because it's so minimal right now it's just

026based on what we anticipate might happen over the next um 10 years this plan does come before you every year this plan will change next year because they'll have more information or maybe the student population will change whatever it will come back as a a different look given that we've got one more so with that I'm happy to take any questions I know it's a complex subject um the bonds add some complexity to it it's been a great tool of funding for the district to be able to get those projects done too expensive for them to do on the gross $10 million of bonds issued it would have taken 10 to 15 years to do that decision made in 2016 to move forward Tien questions longterm fail maintenance very complex product put together each and

027every year was made very complex it is part of the ly process so we have to have it approved at the July meeting bringing it to you early so you can have a look at it a little better time to have a conversation think about it and then we would be asking the board question basically all districts in the state have a plan has to be put into the state many years ago um there wasn't ltfm and districts were strling to take care of their buildings take care of the roofs this is this was put in place I'm not sure which LL of session it was but so that districts to help districts take care of their buildings many districts strs in 2015 yeah I know um um organization M the organization I belong we

028worked really hard School Board Association and administrators to get some permanent funding it's a little easier in the metropolitan area TOS or maybe they were more than 2 million square feet they were eligible for alternative facility bonds whereas out State Minnesota is a little harder to get these things accomplished this has been very good thing yeah thanks for bringing that up questions thank you thank thank yous that have questions before or after your presentation maybe I share things okay all right so I share some of the highlights first of all something we did this school year um with Crick and instruction and then I'll be sharing some of the results of some testing hopefully you saw that attachment added today um we had Wednesday off little um but if you look first at the CRI

029instruction report on there I have the highlights near the bottom so we last summer started out with some training from solution TR tree on professional learning communities that impacted our whole year on how to work together looking at data to drive what we do tied to that we also had fast Bridge training so Renaissance B and trainers plus we hired Sam hullen who was a fast Bridge trainer who could also support us throughout the year um so those two things together really helped us um help teachers work together in their departments their grade level teams so that they could start looking at data it also helped support um data teams in the school sites like leadership teams um and then as you know we completed our 612 social studies and 912 science curriculum review and

030um Fine Arts started their review last year P2 and the 612 English language arts groups so they will be in their second year of review now this coming year um we also completed letters units one and two training and we'll continue now in three and four this next school year um and I believe we are in a really good place getting that training in for teachers uh learning things that they possibly have never learned before uh this next year I think it's going to be really pivotal phonics basic phonics and advanced phonics will be what they'll be learning about um and then Math training we added in number talks we had training throughout the year different staff meetings we did it at late starts um and that impacted I think our math scores the most

031uh we that is teaching kids how to think fively about numbers um and we are starting to see results because of it we also uh pasted out the units so that we made sense in the order that you teach them the curriculum that we buy is never written for Minnesota standards we have to we have to be really good at using our resource and pulling out what are the things we have to teach for Minnesota standards and what are the things that are not for our standards um and so we help teachers map that out so they can easily just use the resource without having to do a lot of that actually um then we had we piloted byy seals assessments we had a small students in our our language Department take this assessment nine

032students received seals that's pretty remark that almost all the students that that's great um and so that allowed them to get a couple college credits uh that would enable them to use that in our colleges we also worked on our multi-tier systems of support npss that's called refining that and really strengthening that at elementary and so teachers are progress monitoring regularly in their interventions uh they're documenting that in our um well next year in our engine climber platform um and they're having great conversations about data and how we move kids and how do we get the specific needs for kids based on what the data is showing us and then this summer for the first time it was really fun we had our first enrichment summer camp we offered robotics for grades 2 through four

033and 6 through eight and literacy camp for grades K through five where they actually could be in a camp kind of at spere we had popup tents we had blankets they could read on but it was a fun reading environment we also had reading core there for kids who maybe weren't strong readers they would go and meet with a reading Corp teacher every day for about 20 minutes um and we actually saw a lot of growth with struggling readers in total we had about 80 students participate we hope to continue this next summer possibly add some typ of classes like ma um but start small so I can get a hand it went very well Sam Holland kind of helped me administrate the summer and that was um was grateful all right then we'll go

034to the goal tracking document next so it's called distri go can I ask a couple questions sure so the mtss you talked about that when you first got here um so did that help them moving sooner students sooner to the next tier or what where where did the metrics go with that with the focus and and the better training I would say it went to the classroom teachers and that's we got better Elementary um was what from tears what was happening before this past year is people would jump kids to tier three tier one is the classroom teaching right tier two is when I in my classroom have an intervention going with a small students we weren't doing that that's what we added so that more kids can get their needs met than just going

035to a single intervention teacher where she can only meet with so many kids a day so now more kids are getting more intervention so is that then keeping more kids from going to the individual intervention then is that catch in the classroom and bring them back instruction right um do do we have any metrics on that yes yeah yeah one other question um the summer school you said that a lot of kids gained from that I have dat do you yeah that would be cool to see and by no there are teachers who have been doing tier two intervention yeah yeah she introduced that I think the first year you came on and we talked teachers are doing a great job yeah good okay so uh we have a r schal now I want you

036to notice that four and five had growth did they all get to the stretch growth goal not necessarily but there was growth in four of the five um if I could justor no I made a judgment call as yellow [Music] orange and so yellow generally means that you we made some small green means that we made you know pretty strong orange is slight decreas and we did not have so that's the color I should have given that just want let you know there's always someity involved and for the first time we're going to we want to keep kind of the same goals over years to see if we can see a change I don't think that it happened I'm not but is something we are tracking and following for three years now um and so

037the first goal is related to preschool the preschool groups set that goal now I think they're going to have more dramatic result after they start letters training which is about their goal for meic awareness chronological awareness that is the training they're getting this year this summer and so I do see that that will should have some impact depending on how we got to get implementation going and um and using the new curriculum zoning in on that pmic awareness part of curriculum so that we can really work on that um and Sam will be working more closely with that team this is a team I haven't worked a lot with yet Sam is going to take that on and start to do some uh work with engine climber with them and goal setting and progress monitoring

038which hasn't um and then we have the all students in third third grade achieving grade level literacy so if you think about that that's about 12200 kids getting some growth um and in the literacy and again we're on the right track with letters letters I believe this next year is going to really impact phonics uh there's a lot of things teachers just haven't learned maybe or have forgotten um that this will refresh and teach them skills to teach those 222 or 23 24 is the first time we've created this um table so that's the far back to go this is kind of our going forward this is uh the next SCH is f the achievement graph looking at our students of IEPs uh and increasing their college pathway lowrisk students in that group um I

039my team just started to work with special education this year in math and we hope to grow that Deb and I working together with um Adrian and her team hopefully get some more cohesion across uh in those departments and then uh all students career in college ready uh still working those groups I have spent less time so far my two years in the district but that is now I'm moving to to work on their mtss systems and we just had an mde specialist come in who's a high school specialist to get us started on that track and um we will be working with some others to come in and help us put in interventions in place using their Saints time that they have um and middle school is already on that track she had Heidi

040has a great plan for more kids getting intervention with classroom teachers we're excited about some changes coming in secondary I can add one thing um you know there are some questions about metric that we're using for that particular area um because right now we're relying on MCA results I'm sorry results which is more academic Focus you know obviously in career rating us reading and Ma skills right now on this particular to gauge our skills for students so it's going to be continued dialogue say with that and then the final goal all students graduate we met that goal and it could have even been greater I haven't heard if these summer school kids graduated that not here they did they did they did yay even higher than a 93.3 we're at 94.5 okay um let's see

041now F over and go to reading and math results kind of tie these two together should put reading on top um but if you notice this was added today and math has had some tremendous gr if you noticed in the blue sections we were 10% or more in those areas in some cases it was up to 31% 42% grow um and uh where it was green they had growth just about between 1 and 9% and L which which F and vaness just put it on and we're starting to now analyze data too so you'll notice for example we want us Z in on third grade third grade was an area in a couple of schools where we want to focus with those teachers to help them get the same kind of growth your peers in

042some of the other grade again so Focus area so that's kind of examining we're doing now with is now what um on top of that Ma we are wondering if you notice in middle school scores aren't as great but we are wondering if some of our algebra teaching could be stronger at K5 because it is such a focus in sixth grade and that's where a drop first so we're going to do some algebra work next to in K five to see if that also supports gr six uh in maybe a way we had thought about before ask question yeah so we had some really good scores in third grade but it wasn't districtwide would you then say that you're going to use Wednesday mornings once a month or when will you do that shared so

043that we can see a bump up in in other uh my coach Amy will work with them their PLC times which is once a week not that she'll be there um and yeah I mean we want to examine what one grade team did do that had growth to talk about what could the other teams add we also what's going well how can we use that information to help other two teams um all right then if we look at reading there is growth in Reading as well there are some declines in a couple places so we will be examining that as well what can we uh change and what can we do differently again I'm really believe the phonics work the teacher going to get starting this summer August 19th the first one is really going

044to impact teaching kids how to read which I am hoping is going to really impact our scores as well um and then Advanced phonics will be in November and that is more applicable for fifth grade classes how do you read larger multi um in sixth grade or six seventh and eth Middle School uh you'll notice that um there is a little bit growth and then some Decline and so Heidi we started a data meeting with sixth seventh and eighth grade this spring and HEI loved it so much we were looking at standards we were looking at data and then we had them come up with kids that needed intervention based on that this is work they had not done before so now she's going to start STS time intervention as the whole school um and

045that is what I'm looking forward to they're going to do data meetings three times a year just like we did uh to dig in and see what do those kids really need uh and so we're getting down to that mtsf we want to get to in middle school and high school as I said we don't have data because we are still working on their systems and assessment and Sam and I will be with that team to and then if you looked at the strategies you'll just see some of the things that have that did we did in 22 23 and then what we're going to be doing in 24 I talked about many of those things already um there something I missed know you're next any questions for safety before I talk Behavior really nice

046to see some of these increases that's really and that you're I mean you're you know obviously you're you're focused in on and you're looking to what are we G year make Sam she's she's really good all right um then I you can call that District goals on the screen I'm going to regret not getting glasses because I have a hard time looking at the data um from here anyway down a little bit further safe learning environment uh so you can see that there's a lot of green highlighted there because we had a really good year in terms of student discipline we know we have make we need to address some significant issues but I feel good about so you can see uh the top a few are related to technology issues such as cyber security

047risks um or the top one is but it's related to an overall technology security plan Indy Sharer was very heavily involved in working with multiple groups to determine how we can reduce our risk what really hit him you know actually more than a yearo had to do with some issues like in some of the larger districts of the state that have been ha and so we took that work very seriously uh we've completed many of the components of that to do like multi foration but we made good progress there uh the next one uh has to do with out of school suspensions our goal is to reduce it by at least 10% and we can see that we amazingly reduce that you know to the the level there and uh but I have to be

048honest reason there's such a significant increase is that de Parks Genesis Program and so instead of suspending kids out of school they were often recommended to go to the Genesis Program where they they keep up with their keep up with their learning and at times meet with staff members there to understand the impact of their decisions so if anyone use the racial swore on someone ass Genesis Program interventions there to deal specifically with behavior so an amazing program want to thank them L Steve and others who made that happen the next item has to do with harassment and bullying incidents I want to put some caution on these things uh the numbers look good they went down but they are vastly under there is no doubt in my mind that we have a lot moreci

049happening that are not we will investigate the things that are brought to us but we need more kids to report these inappropriate activities that are hand so I just want to caution that sure we met the goal formally we have a lot of work to do there it's really important the other part with our data that we're going to continue to address is that right now I think administrators can put their 10 or 12 different categories related to cor and so the administrator has to choose one of those categories be racial harassment sexual harassment another one that's just called harassment system for many years ago you know there are a lot of different categories and so we want to streamline that so it's easier for us to read and monitor so the ones I listed

050there went through the program for each year and tried to look at every category so I can sum them together but I I kind of want to verify that down so we move forward uh I know Pam had asked questions about breaking up the behavior incidents into major and Miners And so that information is there we have significant decrease in both of those types of incidents um I also included another document late in the day and I'm sorry about that but that showed the incident categories one for majors and one for minors I don't expect that you've had a chance to look at that but the information is there so that you know how many were related to harassment how many were related into theft or fighting or disruptive behavior so feel free to look

051at that additional question let's see oh the last one is a safe learning environment and uh you'll see in the strategy section all the different kinds of work that we've done in this area so that's why I felt Justified and Vanessa if you could score uh you can see data about Communications I won't go through each one of those areas I don't believe it's an actual District po really important us uh and you can see a lot of technology related metrics uh as far as email reliability Network reliability and those kinds of things uh we know we have continued work to do there um but at least this past year was better than the year before uh and then we really want to focus on external and internal Communications planning I'm very confident in D

052Communications manager and I know he's working on those plan documents and so we're make really good progress I wish it would have happened by December 23 but very question yeah how do you get um how do you know if your email communication is thoral enough where are you getting your feedback from you know if parent because I I hear parents are you like why didn't I hear that how how come how are you gauging how well you're doing with what you're communicating or communicating the right thing yeah and I think that's going to be a major component in this example external communication plan and what I would like like to see is that we will outline different ways we will communicate with people depending on the communication being made so for example what would we

053include in the weekly messages of parents about school related activities what do we want to do in order to connect with all community members some community members who want to sign up notices that we may give out to parents you know those kind of things and so I'll have an answer to that or have an answer to that I know it's a high priority yeah be a good you know the community engagement right that we we talk about all the time how do we get the community engaged get their feedback get their ideas and what do you know what what's important to them how often should they hear these same we have significant issues with email yeah as you may recall maybe not everyone in the public is aware but for six to eight or

054nine months distri emails you going into the Spam folders of parents staff personal emails the State Department of Education businesses you name it it was going into the spam holders it was such a huge deal that we stopped communicating through email as much as possible uh because we were very concerned that sending out more email messages it was making them Rel even less I still don't have a definitive answer as far as what was causing that problem uh but I do know we reported to the ago that there was an entity using an old email domain and they were spamming literally hundreds of emails and so if somehow our new email domain was connected to it could lower the our email system I can't say for sure that was cause but it sure makes sense

055to me from noice perspective so but there there Google setting or security setting or sorts of things was probably one of the most veting problems in schools because communication is so important we weren't able to do it um so there's a metric there as far as our the reliability of our program or our Communications uh I'm confident that there will be some social media metrics as well include because Facebook for example I assume Instagram can track you know the number of clicks the number of shares you know the degree of interaction with our posts and so we'll be able to provide that data I don't know what the industry standards are I don't exactly know what we'll do yet in order to increase that engagement but I will also the previous superintendent was exceptionally good

058that schools and other entities are having in finding people to work so that is driving that lower percentage also it was not a for the state to require educational assistance to be highly qualified but just received a notice other Minnesota schools that that is a requirement um you know that they they need to meet that standard and so I am incredibly confident in the plan that de and Brandon getting more people question what classifies a highly qualified uh that's probably better answered by De there are different ways of beinged so for example if someone has degree twoe degreee test that they can take and then I think yes and no the two years equivalent of cred college is another way or have 3 years of experience or more and complet certain trainings then we can

059sign up on it via the that we have and that been creating is the training so if you got three years or more but none of the other components you can attend august 19 2021 through the training and we can sign out so uh one of the things that we will bring to the board in July memorandum of understanding that will s to education assistants who are around the beginning of the year um you know it's not a large typ but it's something to recognize the extra work doing to get qualified it is critical for our students special education department and for our budget as many people highly qualified as possible otherwise the same level of special education reimbursements so this is this is a a game changer or deal breaker depending on your persp

060it's really important but I'm very confident so I can't wait for a year from now same information and then the fin final area certifi teachers I marked that as yellow just because we did have significant number of UNF positions once again though I am much more confident now was March 1 because we didn't have a new teacher agreement and I think the school board and School District made good stries in terms of providing more competitive salaries we combine that with feeling that potential candidates have in District a much better chance filling these positions any question just going back to the EAS for next year's goal how do you how do you see that being obtainable uh it's a good plan that de has in place and uh we got a that's truly a breakthrough which

061is kind of what we've been under it was actually Pam Johnson don't just look at the incremental goals look at the Breakthrough goals uh which is nice because first we ar losing sleep over whether not that and kind of forces us to bring bigger and then find the resources they so that I think is probably a breakthrough goal um and but we're we're going to make every effort to reach that once once you're betting I'm optimistic do we do it taking vacation yeah so I mean we're confident um that we're going to get to that is that going to be through our current I me I'm just I had the same question was like well how are we get you know how we we have trouble getting employees right so can you give us I

063come and take it one session one testing session we've got mentors lined up for we've got tutors lined up we've got practice tests lined up so I think you're going to make it no that's really good because we're we're kind of sharing the accountability then and and the stien you know all that kind of adds to the encouraging of our employees to to get to that higher higher level and I much in terms of doing this might be the highest part because if we don't do this well we will have significantly less money from the state to pay for all the programs so this this is the and we're confident with our current want to get them to become you down unless there's questions oh uh and then I'll reinforce what Stacey mentioned earlier there's

065our building and department leaders need to review it one more time to make sure I'm accurate with what's listed there and then also make sure it's aligned with what so kind of work even as Stacy was presenting found a few more things I should be adding to uh later in the meeting today we'll be asking for official approval of the district goals for this coming year this is much earlier than what we been done in the past but I think the district leadership team District cabinet all once to can solidify this uh there're going to be breakthrough goals uh so that we can do all of our planning this summer so we are ready to go when teachers arrive in August so I appreciate your consideration for that this evening or okay well thank you

066very much uh next up we have let's take a look [Music] here who's put that yeah so based on feedback last week um I did communicate with the district cabinets about whether we should scale back on some of our planning activities I was also two other factors came into play first of all we're have a new board in January and so really perhaps that group should be greater involved in terms of really setting the overall dream or the overall mission for the district you know those kinds of things but we can start doing the infrastructure work now it also I also remembered an article I read like 15 years ago or 20 years ago that reminded me we need to do infrastructure on what needs to be aligned with our district goals and Mission but

067we need to make sure the electrical for example before we have electrical projects same with the water system same with cabling for technology you know we need to make that go really well National sense we need to do that really well so do something so anyway those are the reasons I thought that it would be wise to scale back what we're hoping to do the reason I even have facilities planning on the list is that you know I drive by housing developments quite frequently I live in East what's happening in East Beth Francis and other places the district I don't think this work will lead to building referendum to build a new school but the last thing I want to do is be and we may need some additional classrooms added on to one more

068buildings uh so we need to really nail our demographic study do a facility capacity study uh facility limit study you know those kinds of things I think the best way to do that is a planner facilitate those discussions so I tried to gear it for that purpose but I'm always open to feedback questions concerns move on okay uh4 who may be at home just turned to S why not talking people system change work up is 5.5 e learning there no days sorry I had to grabb my pen so I can take notes so e-learning uh each year we decide whether we will have e-learning days you can see the background information you know certainly my preference is to have flexibility to call for an e-learning day I'm the one who has to make the decision

069on those mornings and I'm monitoring what other schools are doing many of the schools to well maybe not the South but at least other other directions have e-learning days and so my preference is to have that flexibility uh however there have been other concerns expressed by wide variety of people about you know what happens on e-learning days the impact on special education students also perception of the community uh because obviously you know many people will still go to work you know the weather is not ideal so there might be some concerns about why we're putting in work days when yeah virtually uh human resources department um because we now have the requirement that if we close um you know for we have a we're going to have to people regardless of of what happens on

070an e learning day and so the human resources department provide St development to regular employees who are not work online with students uh and if they're not assigned to work in person on those days so there are a lot of related issues that may not be at the Forefront but I wanted to lay out not looking for approval today it's just kind of brought forward for discussion so I can hear comments so can you just go over when these would start with this be if we have one snow day it would be e-learning or start thank you um and Brandon would have reminded me of that as well uh right now we have two school closures and then after that we could Implement any learn that can change you know because there's some Provisions in

073if there's one person speaking they get such and such time two to five you get such and such time that way it just takes it and there's a procedure guideline already that people know going into it what to yeah one thing is that that particular section handbook is related to a policy provision that specifically says the five minutes but then the school board chair can at his or her discretion can lower that so any change in guidelines would need to near a change in the policy which is no problem I just want to let you know that right now that's on Limited but if the board wanted to consider changes in that particular section I'm sure there'll be all sorts of feedback could consider um you know there are for you to consider i' received

074some feedback from community members some at least verbal comments from board members you know possible changes to kind of do what suggested so but kind of like the direction if you want me to spend time on or if you just want to leave I to school districts about consideration of visitors it's amazing that we're just a liberal group here two of the district out there you have to sign in by noon the day of the meeting which you want to talk two of them only allow you to speak about what's on the agenda not on the agenda you can't speak about it we have one is 15 minutes in length 6:45 to 7:00 you have one speaker take your time you have 10 speakers you get one minute so you want get 15 minutes for

075their another one has the uh what you call the green card where the first or the superintendent and two board members will meet one hour prior to the board meeting in a special room to talk with the individual about their concerns time frame of it all ranges from 2 and a half to maximum 5 minutes per person School Board chairs make a decision all all of these different school districts we do pretty good here with our district school warte has always set the time frame of two and a half to 3 minutes gener usually never more than that also two of the districts out there you have a whole group come in here for an example to talk about curriculum and there's 15 people curriculum they were tell two speakers they will not allow more

076than two speakers to talk about curriculum issue do not want all 15 people speaking you only pick two group will Victor two speakers to go forward so for our group here we quite liberal to allow everybody the opportunity to speak consideration of visors that's there five different schools find out what they do move on guidelines questions issues on the guidelines M Pam um I just think they're to extensive I don't again I like I said the last meeting I really don't think that we need them I think that we need to be agile um there's a lot of the stuff that's already covered elsewhere it's just going to be another document that everybody's going to be holding out to it's it's it's five pages long I don't think I don't see the I think that

092they did 25 30 years ago with they tell me about tells me about what they have to follow to keep their license here they don't get in trouble with the state and they dis get in trouble otherwise I never had a contact with anybody and all 62 people at the middle school not one person talks about El or he talk about our good District our good programs our good teachers they talk all enough of positive stuff and that's why I'm just period where either you're going to support pby or you don't you support STL or you don't you can have discussion on it it's not going go it's St statute it's law we don't control it we go to our representative senators and representatives here they are the people that make changes if you don't

104kinds of things do you've got the threeyear goals also uh formally we haven't uh the board has not formally agreed to three-year goals but that's what Stacy and I are thinking we want to S to as many of those as possible they may change um you know with time for example there's some other goals that have kind of percolated here that we might want to to these goals um so it's it's kind of a a document in flux but we want to stick to the same goals as much as possible for three years so we actually make a difference yeah we probably voted on this before in here but why is why is it needed to be voted on it doesn't have to be um but I think in doing so it sort of commits

105the school board the superintendent the administrators that we need to focus on these goals and we don't want just increment of goals we want the we want to go for it I can not promise that our results a year from now will be as good as they were this year in terms of progress we're every effort but we want to set the standard high so that we focus our time and money and expertise achieving but really these District goals uh the board superintendant administrators teaching staff everyone in the district that's all have and I made yeah we might um disagree on some of the technicalities but really the important thing is to have goals that yeah I guess for me it would just be more of a discussion been the need to vote on it

108this is just my opinion that I agree with what's here it says it appears to be untenable to have an elected official supervising a government employee who then supervises the official acting in a subordinate capacity or to have an official voting on funding for the activity with which the official general public policy that public officials have a complete personal disinterest in public contracts and that the appearance of M presented by a board member acting as a Sub sub teacher is in itself reason for determining that it is not sound policy for school district to employ one of its board members in any capacity this reasoning likely applies to a board member driving a bus for the district and i' I've said in the past I of interest and just supports what was the name of

109the law firm again [Music] um so they're not a Minnesota philosophy My Philosophy it's just my philosophy yes I'm in the same thought process too um I'm just going to read that what I it's um it's not considered a best practice for board members to to um also serve as paid employees um and because again it could be potential conflict of interest and not that anybody intends to be a to to to for to be a conflict of interests but in order to to uh maintain Independence objectivity and the effectiveness of the board oversight function so if you're an employee of the district um that you're supposed to be overseeing the financial and the policies and the contracts and all those things again it's you're an employee and and depending upon what role you're playing

110you could very easily lose some of that objectivity and be focused so solely or focused on the role that you play so I I does a a board understand why the law was passed to allow school board members to be bus drivers sub teachers coaches within the district they don't understand why they allow that to be the reason behind it is that some of your districts or many of your districts are short bus D they're short teachers they're short coaches so over the years they have allowed this to be done as a matter of fact last year they raised the uh monetary value to 20,000 a year now they can continue as bus drivers may be a coach may be a sub teer now what you're trying to do is tell teacher they can't be

111a sub teer now you're going to tell your teacher they now have to work their PR time in the classroom because there's short teachers out there where sub teachers can feel that voice and so what I think you're getting into a lot of minutia here you're really making some issues Out and because they are valuable people they have working in your District F the vacancies that's what we have in state law Missy um I think you know posture something is different but it's up to $20,000 it used to be what 5,000 it was a lot less now this is this this is a lot more money and I I think it's a conflict of interest as well I've always voted for you Mr star to to be a substitute teacher but um this is a
