003the CC the reason for removing it were previously given in early review last year in great detail I believe all you guys work have uh copies of that review in detail but it's still here uh the biggest overall concern is that the statements in this book that lead away from our judeo Christian values and the United States Constitution there are questions in the books that don't always ask positive or never negative the policy of point that being made in the book the book promotes the theory of climate change as the fact no promotes globalization does not promote benefit of a sovereignty with orders for a country the book does not present the importance of controllable orders so by Omission the books of Courts open article 4 section four of the United States Constitution stats that
004the United States shall guarantee to every state in the Union Republican form of government and shall protect each of them against Invasion and it's basically what's happening on our borders and it's not even addressed point or point in this work I'm asking to be thank you thank you jam next up is Richard Richard good evening everybody back you I'm here to speak about the climate change agenda it was uh described as the that the climate change is the prevailing scientific perspective uh in US now but it is it's a proposed perspective it's promoted by the government by Big Business by big education but it's not necessarily really scientific perspective I am a member of the committee for constructive tomorrow um a member of the CO2 Coalition I follow Ed berry.com who's a climatologist from Montana
005Roy benter who's a climate scientist from the University of Alabama Huntsville follow Judith Curry and I follow the elective Universe they all have different views of the climate change perspective the job of the school is to teach kids to learn and to point them in the Direction it is not to push ideologies or one view on the students that should go for all subject don't push IDE ideology on the kids without giving them equal opportunities to view other points of view we want kids who can think for themselves and make good logical moral judgments I've been involved in this climate change discussion since early and I've been involved in many activities involved with that so uh one fact that I I can remember from what I was told is back in 1920 there was 500,000
006people that died of climate issues in 202 there was about 15,000 so I don't think climate's I think it's p ideology thank you thank you Richard next up will be Haley culture and diversity lady hi everybody my name is Haley Bagel you know me as a district employee but I'm here today as a community member um you may not know but um my parents moved uh our family to eel in 2001 so my sister and I had the privilege of going through eel Cedar Creek St Francis Middle School graduating St Francis High School um I am a very proud member of the Brotherton Indian nation and a direct descendant of the Stockbridge M um while growing up in the community I knew very few other native students staff and community members the connection that I
007have to my culture has always been so important to me it is who I am but this community did not reflect that in the classroom I rarely remember native cultures being discussed and it led me to doing what I call walking in Two Worlds I always felt such pride in my culture when I was with my family but I often felt that I needed to hide that part of myself when I was in our own School District I truly wasn't um it truly wasn't until I went away for college that my culture became part of my academic life and allowed me to be my complete self in an academic setting College was my pathway but it's not the pathway for all students when we don't talk about diversity and culture in our own schools we
008often Force our students to walk in Two Worlds and diminish who they are as people all of our goals would be the same we want students to be be supported and reach their full potential for them our students are so unable they're smart resilient caring and so so loving they see and hear everything that happens in this district and at these school board meetings we owe it to our students to openly talk about culture and diversity and to celebrate both thank you thank you for coming up thank you next my other culture education position RE 2 minutes and 35 seconds we going to help you out tonight thank you sir chairman Star members of the school board super Anderson District staff and fellow citizens I want you to read b i here to speak on
009recruiting and hiring The Replacements for the two open positions in agriculture education eight years ago sat on a small group with a small group of local citizens who met several times with them superintendent Troy Ferguson and other administrators to explore the feasibility of returning an agriculture education curriculum to our high school off our discussions resulted in the initiation of a program in seven years ago I along with others have been very pleased with the foundation that has been laid for a strong and continuing program some speciic spefic examples that I am aware of our plant science and horiculture programs have went to a plant sale for the community fortunately we're not having one this year due to lack of Finance we have established and chared an FFA chapter we helped with work placement programs the
010second feuture we've done some beginning programing with middle school students and our agriculture students uh high school students are reading accurate AG culture books to elementary students recently I had the opportunity to visit one of the classrooms where there was an ongoing embryology project and the students were essentially going to follow those eggs to Plate there's a group of students who are working to develop a little pre Library the building is almost done in fact I think it might be done now with support from the um NOA County Farm Bureau this week Friday for example they are sponsoring an EG Awareness Day coordinated by one of the FFA members and the committee of other students in closing I will just say that I believe that these positions are very important to our students our district
011and the future of agriculture in our County tonight I'm encouraging you to take positive action prioritize to do your best job to Educators to and grow the program to the next level thank you thank you Anita very important information here superintendent has yeah just a real quick update uh we do have two openings at Saints Academy uh we had two a teachers who are leaving the school district uh we do have a teachers and science teachers uh posted uh for Saints Academy right now we don't have any science teachers at Saints Academy and so we're kind of surveying everyone to see you know who can apply because we do need to meet the EG standards and the science standards uh at Saints Academy so hopefully we'll have lots of applicants if Wanita if you know
012of anyone who might be interested in applying please send them to the website because we'd love to consider their application well I'll pass the word but I tell you very frankly there's a high high demand for culture teachers and I think there are more schools looking for I think there's more openings across the state than there are so superintend Anderson that some of our agriculture classes are counting for science credit yeah we definitely want another um EG licensed teacher in our school so we we want that but we realize you know the shortage of potential teachers and so we do have it open for a Andor science hopefully we'll find two great candidates okay uh next up is Bethany Styles Bethany on science curriculum good evening um I appreciate just a couple minutes that time
013to just give a little background of the science standards and how they're um coming into position with our new curriculum and how we desperately need that in just a brief background in 2009 that was the previous set of curriculum standards that was passed by the state we've been teaching and have been testing the students with the science MCA 3s a couple years later it takes a couple years to get back curriculum in place and then those students are assessed with the MCA 3es the MCA 4 next year is when we we will be officially implementing the 2019 standards what is marketly different about the 2019 standards compared to the 2009 standards is how we teach kids to think I love that um a Community member pointed that out because previously our stand were highly focused
014on and there was some science and engineering practices embedded as well cly in the 2000 or excuse me the 2019 standards there are three main components the core ideas are still there so that's our physics chemistry life science earth science however the other two equally important pillars are science and engineering practices those have always been there but more embedded in just teach kids how to now it's an emphasis on practice Implement practice and then another category is the cross cutting Concepts and those are larger ideas when look at like how do we look at models how do we identify patterns how do we again teach kids how to take evidence and form reason on their own so really a strong key component in the new curriculum that we're adopting is helping us to recognize that
015we need to provide students with experience for them to be able to State a claim identify evidence and then back that up with reasoning and so when we look at this process and when I've been to with the language X teachers they do CE paragraphs which again is claim evidence explanation and so we really do want to identify different kinds of curricula that help us recognize we need to teach kids how to think and we need new curriculum to help us figure out what shifts we need to make to do that well and again to provide kids with the strength they need to be able to identify evidence and then build their own reasoning and explanation the big shift like we talked about personalized learning is less of stage on the stage and more of
016helping kids recognize how they're going to find information put it together okay you thank for coming up all right next up Carter and Carter social emotional learning um thank you and good evening my name is an Carter I have been a teacher here at St Francis here in school for almost 30 years um I wanted to speak with you tonight regarding social emotional learning about 10 years ago I started a study group at my building with a second SE um which is a social emotional learning it was lifechanging in my role as um before second step I SCH students pay to school and I going to teach him like he said how to learn they don't know how to learn they um they don't know how to manage their emotions they T to little problem
017solving especially our little ones and giving them those skills to help them manage their emotions problem solve use various strategies become an active learner and recognizing when they themselves were not focusing very well that's what the social social emotional curriculum has helped me be able to do for my students and then learning can take place when they are sitting in my classroom and they have so much anxiety they can't focus they can't think they can't learn we need to be able to teach them those skills to give them those tools to be able to overcome the their emotions and the things that are happening in their daily lives um recently there was a study in in 2022 by CDC that the number of children between the ages of 3 and 17 being diagnosed with anxiety
018has risen by 29% I see that every day in the 30 years that I've been teaching and I'm sure most of my colleagues would say the same thing um kid are they're struggling emotionally we have we are seeing levels of anxiety that I have not seen um in the classroom before the last few years so I am um asking you to please support our social emotional learning and what we can do for our students in the classroom what you teach I teach third y third grade thank you next up Mr Dan haar Dan social studies thanks for having me tonight uh I'm danart I've been a social studies teacher at the high school since 1996 um I wanted to talk to you tonight about how and why we chose particular materials that we bring for
019approval there many steps and many months and many multiple resources and multiple classes um in the process along the line we weeding and trying to narrow our choices for each class first in the winter and spring of 2023 6 through 12 social studies teachers work to form these included 23 measured criteria and we rated them a rating of two to zero two being we need and zero being would be nice these were sent out to Publishers in the summer of 2023 we received publisher proposals in response to our criteria in August five Publishers were invited to present the materials to six through 12 social study teachers uh from this first assess this first of the materials the process of way how well they met area truly began this process would stretch from August to March
020uh during the school year before school during PLC time during prep time after school and on weekend I considered the following Convent for my two and a half minutes number one does the content meet the standard and will it meet the standards when social studies standards are officially approved happen in March number two materials student friendly do they offer good visuals Ms tabl charts technology opportunities like GIS number three are the materials teacher friend does it offer good instructional strategy the materials offer simulations or the discussions W games class activities ETC number four is the book an appropriate reading level and with an online El can the reading level be changed to to me is there an elll component as well number five does it have adequate depth or is it too too is it
021does it have adequate depth or too much one particular book was ruled out because it had one unit what was over 200 pages long number six uh does the book have organization do they provide organizers for teachers number seven our thank you two and half minutes in closing I ask that you would U approve our recommendation and thank you sir next up Julie CAD Julie social study good evening members of the board superent Anderson thank you Mr H for addressing kind of the process right so what rush we went through a very Rous process go main points I would like to make our three the first one is we are a team you are elected members from the community many of us live in the community we raised our children in the community over a
022third of the teachers 612 grew up here graduated from here of them were actually my students metal um so we are all on the same team we're all on the same team we want the best for kids uh we want to give kids the resources that they need I have books from 2003 right they're so old there's a picture of the lady Linda Carter I think was her name that they Wonder one in world they're so old they're so dated I'm giving examples that are very outdated U so we want to give kids the resources that they need they deserve the resources we want to give kids opportunities and I really ask you to not take away an opportunity our IND nth graders are the first group to get to take an advanced placement geography
023course that's 65 kids who registered for courses that they need get college credit for and it tends to be one of the more successful AP classes and so we're excited to offer that and hate for the curriculum to not be approved because if we don't have the book we don't have works and the book that um member of the community has issued with is actually what the college board approved and what the um AP training that happens on in Ox it's one of two books they recommended last year so it's been V important to us um so just look that as well so number one we're a team number two what I wanted to kind of emphasize is that as soci St teachers we have had to uh navigate controversial issues before kind of issues
024can come up and so um things that come to mind standards based we have to start and always end with standards based it has to be tied to the curriculum uh we have legal obligation to teach the standards even climate change um I P left as well when you're sitting here um that climate change multiple times how you try to emphasize going at that is using inquiry students do the research students do point counter points students find out what is up there they use primary sources uh they can use discussion formats Etc so the students are doing the work to find information on both sides we ask that you approve our curriculum if you want to give us suggestions on additional that's great but please approve the curriculum that we just me and lastly least

026and school climate Miss Heidi KCK School principal is g a presentation by myself we got help all right support there question I always ask presenters lately has been you want question during your presentation or after your presentation keep it for after please okay so afterward please make your notes or your questions and don't take the questions after the presentation you see in your book there your uh there like 18 what 14 18 slides on go ahead you have the floor man okay I'm principal and I'm and we are here today to talk about um preschool Elementary Middle School and High School um what is where so this is an example of an activity that uh we do quite frequently in classrooms and in meetings it works with adults and students and if we had enough
027time today what I would do is I would um ask you to clear your minding um be ready to uh listen and learn from us today or from any other that's what we do in the classroom so what we would do is we would say take a maybe a notebook piece of paper out or index card and say for five minutes just write whatever is on your mind off your mind maybe it's your too list maybe it's a reminder to call your your mom or it could be whatever put that all away set it aside so that the students or adults are ready to learn and engage in a meeting social emotional learning has been around for a long time these are some other names for it the most current one for me was probably
028the well it used to be the four season and they added one more big creativity critical thinking collaboration um character development that's probably when I first started my career you T me WR a lot about dread um 21st century skills work for GR and recently we talked a lot about essential skills and I hope to come back and able to talk more about that later um but they basically social emotional learning is all of those things getting our kids ready to learn getting our kids ready to transition into the next part of um according to the Department of Ed these are the reasons why kids need to have seal and if you look at those I think we could all agree that those are things that um we want our our Saints to be ready
029to do within the classroom but also when they leave us um and we have multiple opportunities within our pk22 uh system to practice those the five so the basic five Frameworks you can read them up there they could be called a bunch of different things um they but the the basic is these you know are you self-aware do you know um what is your strength what are your weaknesses can you manage your emotion do you have social awareness are can you read a room Are you able to see when somebody is upset with you and maybe to um how are you going to handle that how to make good decisions that is a skill that a lot of people need help with and then also relationship skill um that is probably um the one that
030I see a lot of the middle school is um is working through relationships no questions until after you're done the presentation no I any questions to ask presentation write notes down write your notes we'll cover your questions afterwards all right so let's take it a little bit so let's talk about the relationship skills competency this is just one example um so really what we're asking kids to learn how to do is communicate clearly how to listen cooperate um how to resist an appropriate social pressure if you talk to Middle School parents they talk a lot about peer pressure how do we help them with that what kind of skills do they need to be able to do that how to negotiate conflict constructively constructively that is something that you know students um how do they
031work through things so that they can still maintain relationships we tell our kids a lot you're going to be Saints all the way through 12 how do we U manage those those conflicts that they have and then seeking and offering help when needed I tell students a lot that one of the biggest strengths you can have is knowing when to ask their learning goals um those are the the three main goals of the relationship skills competency focuses on and these are some examples of benchmarks the activities and related academic standards so um maybe you can talk a little bit about some things for preschool and Elementary yeah so a lot of these relationship skills as you can see um probably start at a very very young age um body language that starts at I mean
032you're looking at body cues as soon as you're making eye contact with M so there are a lot of taking turns it's that back and forth you they CED you you CED them um these skills are starting at Birth and they are moving all the way up into high school and into adult um understanding group roles are you in charge of of the group are you a part of the group are you an individual that is going to sit quiet in the group um how are you being active in those different situations uh a big one in middle school is a navigating that between positive and negative peer pressure which we talked about a lot and listening one of the biggest skills you can get is to be an active listener are you really listening
033to somebody when they talk are you listening to understand and to hear all right so now we're going to kind of go through the different levels um in early childhood some of the things that we are doing is second step across the district we are using the Second Step curriculum um we are working on listening focusing following directions um how to be assertive we talked about it when do you ask for help when do you do things yourself um and selft talk um having empathy towards others being able to identify feelings if somebody is making a math face at you you you need to back up and you need to and you need to take a step back so um how are you how are you addressing those emotions and how are you responding to
034those emotions um how are you problem solving when you have a conflict are you asking for help are you um in early childhood we have things like getting a timer asking a teacher um asking to trade asking to share share um all these different problem solving skills that they can relate to um using the pyramid model that really is talking about just the um emotional competence and how we are identifying emotions how we are building relationships from day one um some of our guests here tonight talked about having relationships you need to have that relationship before a child learn um if they do not have trust in you they are not going to have a c body they are not going to be able to focus um and then having those spaces when children are
035having having trouble within the day having those cond spaces um being able to allow them to take a step back and work on something on their own if they can't be present in the lar gr space um also Elementary um Second Step curriculum as well um they're utilizing that also the PBIS um supports and different interventions um utilizing the behavior team making sure that we are able to problem solve as a team and to work through um different behaviors and different struggles that we're having through all the building and being able to go back involve the families involve the parents involve the students um to make sure that they're they're as successful as possible um and then other additional classroom practices mindfulness breaks um movement breaks making sure that we're adding movement to our day
036um and then question the in the Middle School some of the ways that we are delivering in our building are through these things um next one some examples of that are mindfulness breathing strategies um gratitude for example this is one of my um sixth grade science classrooms has an ongoing interaction with Mr Tony one of our custodi and they do a question of the day and he leaves it leaves one for him for them they answer it and the next day he answers it goes back and forth um weekly academic check that isale questions in it like what is your current stress level for school how can we help you p a group one another thing they've done is they p a group lunch once a week for students were struggling making friends these are
037teachers that are giving up their teaching um their lunch and they see it saw group U sixth graders that needed a little bit more help making friends and so they helped them out with that other ways um oh this is an example of a checkin um in eighth grade science so um done April 30th and was which cat are you today and why and so you know we all can identify with that and um they can really get some you can really learn some things from kids and and maybe you can reset them get them ready to learn and they identifying their emotions which is really important and where they're at um in the high school I got this um from the high school but some of the ways they doing it is with PBIS
038like the rest of us it's um uh okay um posters identifying what the expected behaviors look like or in all areas of the building um and then they have their reward system system that a lot of us have for the positive behavior some of the behavior event practices that they're using that are base are the same thing that a lot of us are doing all of us have talked about the sort of conversations um guided repair conversations what happened who effect and what can we do to make it better check in and check out that is used so much prek 12 um a lot of our kids need to check in in the morning and get need some health eting set ready to learn um and it doesn't just stop because all a sudden they
039become sixth graders you know and so it it can really help a student learn breathing exercises um I know as an adult that that's something that's good for all of us to remember sometimes is when we have those really heightened emotions take a few minutes take some deep breaths and give your brain the oxygen that it needs to think and be and it really does calm your body down so my question for you is after listening to this presentation which one are you on the dog scale okay so um you know that's that be that' be an example of what a teacher would do with a lesson they would say after listening to this presentation which one are you and um maybe you're the one that's falling asleep upon this number eight down there Mr
040L or maybe it's number number one and you um you're think this is okay or number two you have lots of questions and so you would ask that your students and they would identify and maybe you could even group the kids the next day because you ask them a question and there's a lot of them that have number two and they just have no idea we take note of that the next day you come back and you revisit that and they identify own learning is responsibility for that so it's very power thank you okay all right so we have questions and so forth we said our last meeting there'll be a time frame put on discussion we have time frame for consideration of visitors tonight we have 40 minute discussion there's no voting going on

042about the concern I have which is which is putting go to the Second Step if you want I'm on it right now and I clicked on it and it asks for learn more under the Second Step curriculum learn more and under the resources it has anti-racism and anti-bias resources and are these resources that our teachers ever go in and use if we use the second under here it talks the resources will help Implement social emotional learning in a way that builds a students cultural assets critically examines systems of power develops better ways of teaching learning and being the collaborative academic social and emotional learning Castle which I'll talk about more so point you to Castle and calls this transformative which we'll talk about what transformative is engaging in the form of SE challenging and it
043pushes the question along standing belief so this it moves us forward to a more just and Equitable future this is on the second step and I think what you went to is just second space step and then went to their website and then that's where you C about the Second Step website so the curriculum we have is Elementary K5 you go to programs and early learning prek there are other programs you can purchase that we don't own them so bullying prevention for example is another thing we don't own it so there are different components they have we have the two so again my question is can teachers go on click on this and bring it into the classroom if we use the second that's that's not my question okay go ahead can teachers go in
044and get what I just got and I'm looking at the second step to learn more can they go in and bring this into the classroom the anti-ra anti-bias what I just clicked on and it tells you how you can you know get this along with other things from the ca website which we'll talk about here as well I mean I I'm just asking the question because I was informed to use the Second Step curriculum and I just pulled up second step and here we are with programs learning more how to purchase it can you come back up to the podium because that that way you don't have to raise your hand we want somebody to ask questions so for the second set curriculum it is a box curriculum it has every single lesson that is
045laid out for every single week from day one to the end of the school year that is the only second step curriculum that our teachers are using can our teachers go online and look for I mean they could look at any resource but they are not bringing that stuff into the classroom it is verbatim written there is a puppet script at the back of every single picture card there is an activity a group activity there is a song and there's a discussion about the picture on the front of the cart that those are the only curriculum pieces that teachers are utilizing from second goe you get the nail on the head teachers can go out to any website and look up anything they want just like you just went out to this website and bom
046that and I guess I don't understand the issue with Equity because I think our district should be supporting equity and I think if we voted again on that same topic that we voted on in 2021 there'd be a completely different view on it um and I wholeheartedly support us going back and revisiting that discussion because Equity is extremely important um in our district and Across the Nation so I I'm very concerned with some of the statements that are being made at this table and hope makes our community members and our students feel Haley was an perfect example of how students are being excluded and can't live in their own skin in our district and that is a problem question comment I agree with haly she stood up and said she wants to be celebrated but
047that's not what equity and Castle talks about it's about the power the power that certain individuals have based on the color of your skin that's what it is that's and we we can talk about that more I want to celebrate our differences not demonize certain students based on the color of their skin and that's what Equity does within the castle website I have it printed off information here on the castle website it talks about the four questions to ask when committing to equity which is what you're talking about about jail and anti-racism in schools it talks about many Educators aspired to have a fair and Equitable classroom but how do we actually commit to equity and anti-racist work in our classrooms this is um it goes to talk about what is why is um committing
048to equity and anti-racism so equity and anti-racism is embedded within the castle webs okay I don't know what Equity you're talking about but when they're talking about seal Castle which is the number one social emotional learning that school district use Second Step talks about castle here about using Castle as a as um a resource so it talks about here it talks about how do I engage during conversations about race how do I use my privilege or platform how do I process and accept my own development of racial identity um and talks about how to sell Advanced equity and Excellence it talks about how uhal equity and Excellence refers to every student to cross raise ethnicity family incomes learning abilities home language immigration status gender identity sexual orientation and other factors engage in high quality educational
049opportunities and environments that promote that best promote the healthy social emotional and academic development um here's supporting authentic school so this is just one what ways does advance and this is from the castle website another page on the castle website talks about sell is founded on the premise that every child can receive an education that fully supports the Learning and Development so they can achieve their goals and contribute to their communities and it talks about again the social economic status bra zip Cod home language dis St other factors so what they're constantly talking about the division of students talking about not celebrating the differences but many time times demonizing some St students based on the color of their skin and their power that they exhibit comment response anything I have a question that's related to
050that are you aware of any lessons in the Second Step curriculum that we talk about white privilege or oppression or racial Injustice no because we have the prek through fifth grade curriculum so when I look through the Second Step curriculum notebook I mean they were very generic very widely supported kinds ofcl strategies and skills so I didn't see anything like what you just described Amy now I'm looking at the same website you watch did you did you watch the DVDs did you watch any of the lesson of the the videos you just went through the high I looked through our documentation that we have you know the available for teachers so I didn't see anything I have the scope and sequence here for all grades that I would love to email you so you could

052other thing about Caple that I learned since the last meeting is it's free form so free form means it it it can change it will change based on whatever um it needs to change to so one of my questions is is how are we are our students taking any kind of Assessments today there's no assessments on on how they're feeling or what they're is there anything online on their phone books that they're taking as far as assessments around how they think they're doing emotionally or I think there's like there's lot um there's checkins that the teachers do okay how is that done um okay here let grab here so this is a sixth grade academic check done it's academic Behavior effort work completion Chun in and it's beginning of the year the first part is
053um you know finding words like determine engage those are our PR ones and then starting on um week one um there's math um am I starting this class with a positive attitude this year do I have all the supplies I need do I know anyone in this class are they making relationships um do you need help getting materials for your power binder and then on the very bottom it's identifying where there have there's angry confused a smiling face in that's an example of a science teacher checking in on where help her students are doing and seeing if there's anybody that she needs to maybe refer to um talk to maybe call parent Etc and just how that kid is doing and make that check in with them so that that is a um an eighth
054grade uh social studies one had a kind of the same thing academic check in how you have your materials today how are your grades have you checked them how are you feeling today good bad and um sad and then ask see if there's anything that they needed so it's it's just uh you know our kids mental health as um you know it's been talked about tonight with the with the anxiety and all those type of things it's a way to check in to see where they are and then what can you do to make it better right what is some of the things you can do if you're feeling overwhelmed let's make a checklist let's call parents in some work home so you can get it done so it's those type of things and we
055take a look at it you've been doing this there's been six different names so some of you been in education for 20 25 years you seen this involveed years different name okay social emotional learning is not new it's not new no at Early Childhood had social emotional standards in 2000 I think 2000 State Standards so in early childhood we have been addressing them since that that's part of our School Readiness dollars how long we had this second step um my time was a board approval item in seven years maybe um yeah and I think some teachers were using even Early Childhood has had it since I started here 20 so I guess so and and is supposedly they claim that they're evidence based that they have evidence that they collect data they have evidence that
056program works and we've been using it for seven years and it sounds like our students are getting work the evidence in that scenario tells me that we need to look if I could jump on that though I mean name one entity one school anywhere in the country that actually has not had a decline in mental health I can't but somebody ask so you know what I'm saying is that there are a lot of other factors that have happened including political turmoil including covid uh all the associated unrest and you know schools with or without this curriculum have really uh undergone some significant issues so it would not be fair to say well second step is causing that decline in fact I think it would have been a lot worse if we had not been teaching
057our youngest Learners how to take turns how to manage their emotions these are really basic seal things that I've been learning since the early 1990s when I started an education at that time it was called character development you know it morphs with time but some of the themes are still here well on top of that I think we need to lead the way and make changes and I don't know if going with the status quo of Castle and I don't feel like that's working for that the is a portion of the second set that we're using we approved a new curriculum for so you know Second Step has all kinds of different areas that it cover not just Castle is not something that we are purchasing it's not it is a collaborative group that was
058founded when social emotional learning was first started in the early 60s okay Castle was a collaborative group that came together and said hey we are going to be a resource for education to use so yes they cover every area they possibly could cover um our staff has told us what they are using the definition that they are using and how they're using it in the C multiple different so direct involvement with asking a student that boxs into the classroom how are you feeling today to how they um Journal hey we're going to give you a a topic and we want you to journal about it and how that makes you feel with this topic as they go into their in and everything else so they are showing us that they are using multiple um approaches
059to the basic skills the self-awareness the self-management the social awareness relationship skills and making responsible decisions it it's virtually our mission statement is what they're doing every day in our I think the other thing we have to remember is Castle is Early Childhood all the way to adult so some of these practices yeah as you get into college as you get into higher education or jobs yep some of those things you might discuss and some of those things you might address but we're talking up through fifth grade I can I can reread again question committing to equity and anti-racism in schools this comes from the castle website it doesn't talk about we're going to stay away from the little kids who the second graders or this is and uh this is what they want to
060do with all the kids starting [Music] young into adulthood and to me it's getting into that teachers aren't social workers parents aren't sending their kids to school to have their second grade teacher analyze how they're feeling every day and what they're how I mean if you got a kid that's bullying amen you're going to send that kid down to the you know they're going to get in trouble we have policy to protect every single student I don't believe the majority of our parents believe that their that their teacher should be their social worker if there's any social work that's being done there needs to be U some type of communication with our principal and the teacher and the parent to say we're going to be talking about this with your student and then the the
061parent being the primary caretaker gives permission this is allowing our teachers to become social workers and they don't have a degree in this I don't think building relationships is becoming a social managing conflict helping kids work collaborate together that's not social work that's that's I mean if you if you look at some of these things that they're they're talking about you're working on a math problem and you start to get angry and you're shutting down and and and being able to say hey you're angry right now let's work through this again let's process we can do this I mean that's that's no math teacher is going to walk away from a kid who's frustrated they're going to help them do that and so I I hear I hear what you're saying and I think when
062they do Identify some of those things maybe it is through journaling or whatever then it does go to the social worker or to the counselor but the basic on in the classroom in the Hands-On things that are happy right at that time is a great time for them to practice and learn and so much of what we do in the workplace in the military and um college is is collaboration and working together and that's a big a lot of these things are about that whether it's self awareness or management relationship skills it's it's it's those being able to be successful like that if a deeper um um emotional need comes up yes that is a great referal I've gotten over the years I've gotten lots of um kids that are maybe going self- farming or
063have thoughts of what hurting themselves those um from a journal a kid starts writing randomly about that and they bring it to us we're able to help them and connect with their parents so that part does happen but that isn't the teacher isn't the one that is licensed and skilled to deal with something that you're right that should be referred but we're talking more of the Hands-On the in the moment type things that are happening could we use it to um schoolers are pulling back and forth and they're yelling at each other and you take a minute to slow down and say hey um you know what how worth this I mean that's that's that that's the part and I hear what you're saying about that other part but that's not I I haven't seen
064that happen in the in where where the people are are saying that you know one culture is or One race is you know I haven't seen that and it's more in the classroom that's what is in the hallways in the lunchroom um working through different issues and concerns and helping kids grow and learn and do better next time um asking for health is a great way get frustrated you punch somebody right and well come talk to us before you do that like what can we do to help you what could you have done before you got to that point where you so were so angry I think also unfortunately we are in a society where all kids are not coming ready to learn and so if you don't take the extra 30 seconds so go
065over to them and address them personally they're done with for the whole entire day so we have to we have to be able to take those steps and make those connections with kids if we expect to and help navigate help to work with each other know we bring at the middle school we bring three Alles together you know they they they're really comfortable with kids went through together right and now they have different you know maybe one Elementary of is different than another and they and they come and they're learning new friendships all of a sudden this group of three that have been together all of a sudden there's fourth or fifth one one of them is feeling alienated how do we help them Le through that and I would tell you that we get
066lots of calls from parents lots to help with those type of situations and they want us to navigate those we have parents that come in on a Monday morning um that have dealt with social um Media stuff over the weekend and they think it's going to affect the school and they want us to cross through that so how can we help the kids learn how to manage their emotions and conflicts and those type of things and it is very much part of the scho environment I can say as a sub teer in the district for the last 12 13 years I've lost count how many times I felt students up in the classroom but just raising my voice and said hey not in my classroom we don't do that oh I'm sorry Mr I corrected
067on the spot and they took it and there no issue we fix a problem I'm not a social worker I'm not a psychiatrist I'm a teacher in the classroom to prevent issues from happening in my class and by raising my voice I had stopped a lot of stuff in my classroom and that's what you do with the teacher out there and they learn they actually learn I had a teacher come to my class A while back he stopped in and said wow this class is pretty quiet thought very stop and see what's wrong I said this is my classroom that's why because I raised my voice I put a stop to with their misbehaviors out there I've been told by my teachers I'm the oldest guy in this board right here I remember grade school
068being told knock it off that's way back 70 years ago well probably 60 years ago but it's been around folks for a long time just new names andette got a hand up first that to me sounds like discipline in the classroom and not that that's not pulling them aside oh I pull them we go the hallway ni to hit you guys two choices in life right now you have NOP I said you got two choices in life come back to my class and learn something or go to down the F and learn nothing today what do you want to do uh can I come back to class get in there sit down and shut your mouth nope that's misbehavior and then when they really get Goofy on me they say well I'm going to go
069to focus wrong class I mean wrong decision you're back in my class I'm BR back in my class and they settle down and we have a good time in my class we talking to them what they did they about it and then they call me from Fus and hey Mr star is okay if I send Rob back to your class now if we talk to him down here I yeah send Rob back no problem they come back life is easy and that all comes down to are they making responsible decisions correct correct been around for a lot of years or it could be that they were influenced by negative peer pressure and they made a decision so we talk that there's just so many ways that this evolves into classroom and school setting so it's
070been around folk for a long time F so U miss crley you talked about you know parent calls you've got this personally I say don't accept that from parents when parents call you and say there was the social media thing that went on and so it could affect the classroom so can you deal with it that's a parents job to deal with that so they're getting their problem off to do because their child was misbehaving over the weekend or whatever Happ why would we as a school district so so one of my questions is when you're is are my community kid count and my kids and it affects the classroom and it affects how they're feeling and they're feeling like they can't come to school because they're scared of what's going to happen I'm going

076Arizona the second part is that I think um the Department of Education is is in Arizona is off base because if you look at their website I'm looking at it right now there's another section where they're giving money entities that will uh develop or Implement character education character counts is one of them that was selected right on the character counts website it says strategies and resources to among other things enhance social emotional skills so they're criticizing social emotional learning and at the same time they're encouraging it they're advocating for it I think that should say something loud and clear that there's a problem with their Direction in in this in in Arizona this article I don't know which direction they're going they're saying supporting social emotional learning in buildings that that is basically CRT they

090think we do but I think it's really important to analyze that very carefully so we know where we are going to be in the next 3 to 5 to 10 years uh we also have some significant technology needs and you know because we bought iPads and chrome bcks when we had Co dollars from the federal government well we don't have those Co dollars anymore and so we really need to analyze what computer devices we really need in the future and what we can do without and that's coming from a technology Advocate I was a computer programming major so I'm I'm very supportive of Technology but I can see the needs you know right right now outweighing our our um Revenue sources there you know plus we have HR needs plus we have you know all
091sorts of other things going on and so that's why I recommend of the cabinet and I think most or all of the members of the cabinet that also now believe that we need to slow down plan and prioritize because if if we go out to the voters this November and if something passed I don't think we're going to be able to go out a second time you know in the near future so we have to get it right you know this time so that's kind of the the rationale and by the way one thing I didn't mention is curriculum and instruction why the whole reason we're here is I think we need more time to really uh engage with community members and staff members and students to find out what we want our school system

098everyone has said so far about this operating Levy discussion I think they're valid concerns uh we had the intuned band dates uh and other you know pressures um like with inflation salary increases that kind of thing uh we received 2% on the basic formula this year from the state it was 4% last year you know appreciate that but it's was only 2% for you know this coming school year so you know we have to factor that into into it as well and uh so the thinking is that we know that we'll have uh a spend down of the fund balance that we had to do to negotiate a decent contract with our employees it's not a great contract it's a decent contract considering our circumstan es we had to do it um to maintain strong
099educational viability keep our people here and to attract some others and uh you know we're going to have to make some decisions in the next two or three years could be some reductions here and there potential Revenue sources and uh it'll be up to us to to Really review those options and you know make some good decisions moving forward but one of the ways to do that is to do really careful planning in the areas that are described in the background sheet Nate go ahead talk a little bit last sentence in the background information can you just articulate a little bit more of the process that you're looking at doing over the next couple years to get that answer yeah so uh you're referring to the sentence that says the process will include community members

102has to be done in a month we need to make it the highest priority in the school district and I know there other topics like seal and equity and you know a lot of other really important things uh but to to work on those issues we really need strong planning in place so we know what the community wants and expects and then we need to follow the plan so and then there are four dates you don't take this fall there's three more dates after correct well yeah so how it works with Levy requests if it's an operating Levy referendum uh which is money that can be used for general fund purposes that needs to be approved on um the November election if it's an operating Capital operating projects Levy would be for like technology for
103some other um you know facility related expenses that can be run up five times during the year including the November election so we don't have any specific plan as far as if or when we would run a referendum if it's operating Levy though it needs to be on the first uh tues or second Tuesday of November operating capital or operating projects Levy would have has five options um from my perspective it it's a lot smoother if it can be on the same day as an election of of state and and County officials you know because then we can Tagle on so that'd be every other year uh but it could be you know at other times of the year and you know every year actually isn't that cheaper too if we if we're piggy back

110move on good thing next up will be the administration report superintendent all right hold on sorry about this I was on a different page all right a relatively short report report today and uh update on the American flag project uh the flags and holders were ordered and have arrived because of some staffing shortages they will likely be installed this summer rather than the spring I know the custodians and maintenance crew were trying to do it this past Friday I don't know if they were able to make any progress so I'm saying that the goal is this summer if we can do it earlier we'll do it earlier but I think that's more realistic uh so we do appreciate I think it was Anette who brought that issue up to our attention and uh you know
111we want and expect an American flag in every classroom so that that's uh what we're going to do retire recognition Qui question is that what is that involved to get the flags in what is that what what has to happen well I think what happened the holders and then the flags and so I think what happened is that during the the building conru construction or remodeling project you know I think those flags were probably removed you know as they're doing the remodeling and so the goal is to put them back up so that so the holders are uh we needed to order flags and holders okay so no holders we can't just we got the flags but we can't yeah we had to order some of both so uh but the goal you we're going
112to have one in every classroom uh retirees are being recognized at 5:30 on Tuesday May 28th that's an hour before the board meeting so if you can possibly come early we won't you know talk any Schoolboard business for that hour but it be nice to focus on our retirees uh and the service they've given the district and their students student handbook um I know that last year I sort of broke the mold here uh because I asked the school board to approve the student handbook I think there are some very specific items in there that I thought should be deliberated um but as Brandon said we typically do not approve that District student handbook on a year year basis I'll either bring it to the board or not depending on what people here feel so
113is there a um would you like to see the the handbook brought to the school board for approval or do you want the admin team to to issue it like to review the changes Amy Rob others is this including the paes the policies that we made changes to what what does that include yeah the the policies are board approved you know so if there's a reference to a policy in the student handbook you know I'll I'll have the student handbook and then I'll list the policies that are referenced and so either they'll be included in the handbook for to see or it's pretty easy to just def the policy on the website so we wouldn't change any policies you know for we reviewing the handbook it would you know just be to review that wouldn't

143so these are the kinds of discussions that we all need to be on the same page so SPL if we can put some Gils on then we don't have our staff having to defend themselves because that's what they're having to do because we're thinking based on the information we have on the website Castle Second Step we're thinking that okay this is all is what's coming into our class if it's not let's put some guards and say okay well let's let's make sure it's not and let's get a definition of equity C you we're cut it off show me a teacher that has never ever brought in sidebar information to help their class out I as a sub teacher have brought in sidebar information in a class I'm teaching show me a subject that you would

145of that the great and then my last comment is just to reminder that we are education um if we want to limit what our teachers are teaching if we want to limit the standards that our state has mandated that is not a public education private education and that you know my opinion when I look at it as a public education I have nothing Rob I intended to play Into the Woods at the high school I also went to the Ina Ramy Community College graduation ceremony last week for my son who graduate AA degree with numerous other school students it was amazing to see all yeah thank you for bringing that up it's cool okay I attended the the um act and uh we heard from Haley on the American indan ad and the trunks that
146are available for teachers and they sounds like they're into took a little while but um we got to actually touch and and talk about all those items that were in the trunks so it's very good came up with really good discussion around it around how we can actually help facilitate some learning around it so that was good so there's two trunks at each of the elementary schools um there's Tools and Gardening there's quills there's there's pelts um puppets books CDs a buffalo rug um so that was pretty cool we also have one at the middle school and there's also some great resources that uh North St Paul has actually developed that we could actually tap into so Heidi or Haley pointed to those things that are around the standard so that was good um and
147then Sam talked about their um bilingual seal which is pretty cool so the bilingual seals is if we have students that for example M student already has already knows the M language and now learning English I mean if they were baning in their English they can actually take an assessment and get a seal either a platinum Seal Seal which which put is goes towards college credits so that's pretty cool so it's recognition um it's been in place from the leap act as of 2014 so it sounds like we're going to Pilot it with Sam's going to Pilot it with seniors to start 10 I believe in Spanish so that's pretty cool um surprised to learn that we have I know I down here somewhere 25 different languages are represented in our district families the top
148um m m is 139 Spanish is 88 we actually have 35 Russian speak so that's very um the uh seals include Reading Writing and speaking so they have to be fluent in all three of those areas and typically it takes 720 hours um um to get proficient in those areas so anyway that's what I have was good beeting now that was our last we won't have another one until next okay Amy we had the policy committee tonight we did go over um a few regular policies that don't have a lot of controversy the one we did start talking about was the library policy we have not I don't know if board members have any input of things that you'd like to see in that put in who would you give it to I sent them

151the May 9th I went to County Market when I'm over there shopping at gas station of different places here's what I heard from the people and that's total of 60 people in 4 days what did I hear two people about late start two people about their early calendar uh two people about bullying on the on the uh on the buses out there gymnastics information not being worked enough to promote gymnastics they want more promotion on that uh grading systems at the middle school somebody had a question about that uh calendar uh nothing much there again one person had a comment about it they all told me Mike we like this school one person out of 60 told me Mike I don't like St Francis I said what can we do for you um I'm not
