004approving it in the budget doesn't hold the board to actually doing the purchase until the purchase actually is before the board am I correct that's how we've handled larger purchases like a social studies curriculum uh you there are also curriculum purchases like replacement textbooks for math 8 you know or something that wouldn't go through the board uh but the the large purchases we have been going through the board at least that's my understanding right uh n so the portion that I'm I'm I'm referring to as far as the um curriculum is you know the line item 700,000 for the K through 12 curriculum review purchases um for 612 and K through2 right but that will fall under we get into the budget side of the house you just want to flip these two now for

009place um being a girls coach being a male being a girls coach in this program for the last 15 years um there's a lot of classes that you have to take that inform you on how to coach girls and what to you know what to uh how to handle certain situations and being in this Hockey World for so long and knowing bunch of male coach coach female you never know what these girls are going to say so I had about two or three sleepless nights not knowing why I'm being fired or non-renewed I would just like to this process to be changed if some is being let go can we please inform them immediately on why that's all I got again you were told what you have to do is you make an appeal what
010you have to do tonight okay Jos thanks for coming in thank you thank you sir thank you Josh thank you all right next up Wanita Reed the caretaker of Lake George Well greetings chairman Star members of the school board superintendent Anderson and fellow citizens and fellow staff I want you Bonas a 50-year resident of old parent of two St Francis alumni and I would just say that both them are working in the food and fiber industry thanks to the excellent science program that was here back in the late 7s I guess it was my son is is a geneticist and he was recently appointed head of the Department of biological and medical Sciences at the col of veterinary medicine umam and my daughter Kelly is a quilt specialist at a retail Quil quilt shop in
011Lakeville so we are very pleased with the education that they've had here at the St Francis system most of you know that I've worn many hats in the community over the years I'm a lifelong learner and I spent many years as an educator with University of Minnesota extension currently I sered in a couple of State districtwide um Community or districtwide committees uh first of all thanks to our friend Chris over there I'm on the Community Education advisory Council and work with the senior programming subcommittee um and I was recently appointed to the districtwide curriculum advisory committee and so I was so glad my number one strength on the on the Clifton strength finder is learner because it's been a real steep learning curve for me working in the in the curriculum area but that's why
012I'm here tonight I'm here to talk about ccum I'm here specifically to support the approval of the curriculum purchase for the three and four Early Childhood programs I think I have a little qualifications to do that because I indeed have spent time uh in every one of the preschool classes uh teaching as a guest Rancher uh for several several years and that really led me to uh learn a lot about standards to learn a lot about Pro learning materials and and appropriate age age appropriate learning and and teaching methodology for that that age group in addition I have a granddaughter who's in her 15th year of teaching preschool so she kind of is a good person for me to you know check Che signals and see okay is this okay you think you think if
013I recommend this for St Francis they be good school anyway uh we do know we do know that uh that early childood is important we know that we've had increased increased emphasis on on Early Child education recently and that getting ready for kindergarten preparing kids in those early years is not primarily uh focused on High level academics but basically it's working on a lot of high level skills that kind of help kids be successful in life it's a lot of learning to get along how to get along and so on so we are recommending there will be a recommendation tonight for the Frog Street curriculum I really like like what I saw when I looked at that the curriculum uh I will there are teachers there's a high quality of teachers guide it's well researched
014background there's lots of handson learning and a detailed lesson plans for teachers U the the other interesting thing that and when I realized how many years some of our curriculum has to be used I say okay how long are these teaching materials that'll last all these little hands and that was one of the things that really caught my eye was that the quality of the Hands-On activities for the kids I I I think will last will last a long time so I say that high I think a very high a very high quality program and I think we our our people like it a lot and I highly support the purchase of this okay thanks thank you for coming in you're a good supporter of that program thank you no you do a good job

016to the biggest one is there job fair coming up on April 30th from 2 to 3 at the high school for the job fair and they're winding down with their uh Sunset seniors that comes up on the 20th of May I believe the date set for that one so please take a look at what they're talking about uh next up insurance rate for 2024 2025 I here it's going down for so we're saving money correct Mr Brandon for like and LTD yeah only2 so good evening everyone chair Star members of the board superintendent Anderson the district is finalizing the insurance plans that'll be in place on July 1st 2024 and there's there's background information in your um packet but I just wanted to highlight a few things just go through the the insurances real briefly
017um starting with the health insurance the the health insurance plan is with peep the public employees insurance program and the renewal rates for next year are approximately 7% for health insurance we're in the second year of a two-year cycle with moving on from health insurance to dental insurance we are remaining with Delta Dental we're self-insured and the plan is running very well however we have seen some good usage of the plan and there's been some inflation to uh Dental processes and so we are recommending a increase of 78% to make sure that that um that Dill is properly funded moving on to life insurance and long-term disability we will be changing carriers for those two insurances to the guardian um for the life insurance this will represent an overall decrease of 22% and the basic
018life of life insurance is paid by the district so that's a district saving for the long-term disability an overall decrease of 20% and long-term disability is paid by the employees so the employees will see that savings for that open enrollment is scheduled from May 1st to the 15th and I would just like to thank the insurance advisory committee for all their work this year and helping keep us on track for all of this are there any questions at this time how was that 7% compared to previous um 7% 6.78 7 where did you say that 7% it increased 7% yeah for the health insurance there's a range in was upper six to lower s is that standard or are we seeing that because of the economy that's increased by 7% higher than yeah if I
019recall from last um I would have to look back at what it was last year it was I think a little less of an increase for that it came in less than what our advisor thought it would be for um for an increase based on what we are seeing the usage of the insurance plan we were thinking more what 10% but maybe with some of the pooling of PE that brought that down but um along with the dental inflation medical is also seeing inflation in VAR cost and so um we were not surprised to see an increase and then as the price increased what instituted Us shopping for different carriers some of these others to see you get better pricing yeah so for the life insurance and the laundry disability is that what you're asking
020okay um we had a threeyear um deal with the last carrier so we went on for that and and um as far as the process to see if there are other thingss out there are current carrier did not propose any deu and pay they would on their current rates so we had to change to another another carrier thank you to come before the board later for final approval correct um actually this is because there's an advisory committee and because of statutes uh we don't see approval it's it's an information item that report to the board okay any further questions fam okay all right well thank you Brandon for coming in tonight thank you thank you next up would be administrative report Mr superintendent uh one thing I want to note is that uh our recommendation
021is to have a regular meeting on May 13th instead of a workshop session uh because there are some items uh that we'll need board approval on so um just wanted to give that notice it also means that we'll have public comment and just the regular flow of a regular board meeting so the item that was on for the work session will that occur during the regular board meeting that's the plan yeah and that'll be the bulk of the the meeting okay uh the other uh part I want to highlight would be uh some uh data points or metrics uh that are included in the board packet for example we have Behavior data that shows month-by-month uh comparisons this year versus last last year uh you'll see some uh really positive progress there I do want
022to note that St Francis Elementary School and the Learning Center are reporting more uh infractions uh this year because just the change in the systems and so that's why their data looks you know different than some of the other schools uh but the other schools are all you know trending in the positive direction so we're we're happy about that progress uh gradu oh go ahead and I would say under that there are many schools that aren't following through with discipline because they don't want to fill out the behavior forms because they don't want it to make like their schools are having behavior problems I would rather see honesty and fill it out and let's deal with the issues than try and there was an article in the staring Tribune about Minneapolis just last weekend about
023them hiding and not doing it because they don't want people to think that this is what's going on in the school so they're not dealing with it so I would rather see the true numbers and to say well let's hide it and make it look good so hats off to you for filling it out let's deal with it deal with the kids that are making more choices yeah and we'll keep and and I know you're referencing other school districts absolutely referencing Minneapolis is some years will sure it's it's looking really positive this year there'll be some years when it won't be as positive but we'll report it regardless and that yeah I'm just curious if there we're ever going to be able to see a breakdown of the infractions and where we're seeing repeat infractions
024and how we can get a handle on that yeah we have all that data uh that's available so it's just a matter of what we want to share when so it's not just the type of infractions but it's the consequences of infractions uh location in the building time of day you know we have all sorts of data points uh this particular data was kind of focused on our our primary goal for behavior and then the next phase would be to add some information about how many days kids have been suspended this year again comparing this year with last year it's uh kind of complicated because there might be one infraction that would have one day of out of school suspension and two days at Genesis um and so we want to differentiate you know those
025consequences within the one infraction but I know Sam Holland uh is going to be working on that report you know we want to make it easy to access and accurate at the same time so that'll be the next phase but we can include other data as well so for example if we wanted to really zero in on the number of harassment reports you know we can do that or um time of day that the in it's it's a pretty impressive database go ahead yeah I guess my my concern is I I I'm open to everything you said my concern is that we've invested a lot of money in this in the buildings and help I just want to make sure that that money that we've invested is is producing results um and you said it's
026going to be a portal or something that that will be able to access is that what I heard from you oh um yeah we we've um have um a couple of data sources we use infant campus for our student management system and then we use educ climber to really review data uh both have robust systems they're used in different ways but internally we review you know this data you know periodically just to see where we are in comparison with the previous year look for some changes in the data so we can better understand what's going on and so we do that already if there are some data points that the board wants to look at you know we could certainly provide that as well um you know we won't give people access to the database
027itself but we can certainly generate information from it okay any further discussion oh I'm sorry yeah so we also have graduation data uh and strategies that we're employing uh one thing um you've probably heard this kind of maybe gets the Amy Kelly's uh Point earlier there were some mistakes made I think in the two two of the largest districts in the state Minneapolis and St Paul as far as how they reported graduation data uh my understanding is that they didn't include the the kids who graduated from summer school in one summer and so that totally skewed the data for the state um and so just when you're comparing our data with other like the state and other sources just um a good reminder that you know um sometimes mistakes are made um you know Statewide
028and so but you can see our graduation data uh improved uh for uh last year uh we're feeling good about our data this year so far but we won't know until uh the end of the summer exactly you know how things land uh but we feel good about that uh Ron Meyer did submit a financial summary uh we're going to try to do this every month as well well uh essentially a comparison of where we are with expenditures and revenues versus uh the budgeted figures uh and then we I believe we're comparing it for the last two years I don't have the report pulled up uh again it's one of those things where you know it depends on what's included in the data you know so for example I you know the re recent teacher
029settlement isn't showing yet up yet in the data so when those numbers are put in then that's going to change the percentage okay Pam has a question go ahead Pam yeah my question is is so we've got the revised data and We've Got year-to Dat so is that year to date um C cord is that correlated to is the Revis budget as of now that it should be 60 or is that the total budget where should we be now is that what the 36 337 because it looks like I don't understand the two numbers what's the revised budget is that the total rev we've spent 36,000 or 36 yeah 36 with all the zeros sorry correct the the revised budget is the total general fund budget is $6 million for the year and what we
030spent through March is 36 million so we have spent thus far through March 50 almost 60% of our budget and then you can see how that corresponds or how that compares to previous years on how much at the end of March we had spent of our of our total amount of actual expenditures so my question would be is how are we doing today versus how are we doing against the total year so can we correlate that to this month are we on track or we overspent or UND spent if we could have that as a metric instead of total versus year to date Ron does that make sense to you not sure I'm not sure I'm tracking so the how we compare uh and certainly if if if you want to get into some dialogue
031uh offline as well Pam I'm happy to do so right now you can compare how much we've spent or how we're doing this year compared to how we've done the last two years in terms of total amount that was expended through March and what the final uh expenditure was in those budgets so right this year we spent about six just under 60% a year ago we had already spent 61.5 so it shows that we are tracking a little bit better than we were a year ago in terms of our budgets and actions okay but are we on track by the month Ron don't we have a monthly budget or at least quarterly don't we have something that's aggregated smaller than the full year we have not historically done that that is something that we can
032certainly look at moving forward mean otherwise we can't really tell I mean if we've got some big bills coming up curriculum and such this doesn't really reflect how we're doing against to date I mean it shows to date but it doesn't tell us what is our goal to date yeah I think it's um yeah we'll probably uh you have to have this this discussion another time but I think it's really hard to do it month by month uh because things vary so much depending on the year so for example this year we settle with teachers you know in a certain month the pay is going to be the retro pay is going to be given in a different month well that might be a different month than the previous year so I think it's really
033hard to do it month by month um we could give an we could give an explanation though I mean if we're yes yeah right we could I mean just like our like our everybody's everybody's home has a a budget well all of a sudden my refrigerator went out so you know I'm going to spend an extra you know a few grand this month that I wasn't planning on and I have a reason for that because we had to buy a new fridge or car breakdown or something of that order yeah and really that's the the whole goal of this particular report and why we compare the year-to-date percentage uh versus the last two years um you know if there was was right right now we feel uh confident that we're essentially on track to what
034we thought would be budgeted for the year lot of stuff still has to happen uh so I'm not going to promise that but we feel we feel good about those percentages uh if there was something significantly different than previous years on the good side or the bad side then you know we ought to be able to provide an explanation of why that difference is there maybe we're overspending or maybe we had a huge expense because of a boiler that went out or maybe retro hasn't been paid yet so as long as we can explain those differences um I think that's the important part but right now the way I take that data is that I'm I'm feeling confident in how we're tracking compared to our overall budget okay so you think we're green right now
035then is what I hear you saying yes yeah right now um now again it might be different in a month depending on a whole bunch of factors but right now I I think that's a fair way to say it it's we're in the green zone right now okay that's good is that fair to say around yeah and yet I just have a quick question about the food and nutrition piece of it so we received how much I don't know if you have that in front of you for the lunch program and do not have these okay if if hypothetically we have 3,840 552 budgeted um if we don't use all that because have I mean what are we seeing as far as free lunches how many students has that increased and all the money sits
036there how does that play off all play out at the end of the budget year so great question so uh the fit and service fund does have a separate restricted fund it's separate from the uh the general fund and so that fund balance would grow and if if we were uh if our particip ation went up and we were to bring in uh additional revenue for participation and we didn't have uh the same amount of expenditures uh going out so that fund balance would build and it has we have a healthy fund balance in food nutrition service and so that would continue to grow in that situation MD does have a requirement in terms of how much your fund balance can grow and there's a cap to that and then they uh they have you
037put together a spend down plan to make sure that you don't build up too much M house but there are some things that we can do one of the examples as we did our revised budget is that um we started doing chargebacks again to food nutrition and Community Fund uh as well for some of those uh allocated utilities and some of those components and so there are some other things like that that we can de with that nutrition service fund balance as it goes up including uh replacing aged equipment in some of those cases as well so and then if we don't use the fun balance does that affect the following budget what we get it's always going to be the same amount based on based on what MD determines is the uh is a
038reimbursement for theal and of course how many kids eat correct and there's other components as well I'll carb catering from those pieces that are all generation as well okay yeah this is why I'm glad that we're including this information because they're touch points and so we can ask these kinds of questions so keep them coming um I also included some technology data and strategies uh this is one area where really you know the expert is Andy Sherer so he'd probably have to answer many of these but it really focuses on email and network reliability uh and he's you know constantly working uh on different ways of of making things more efficient and effective uh for example uh today he had a report from Google in terms of you know dozens of recommendations that they have
039to improve our our um our Google account um efficiency so more I'm sure will be coming based on that and then finally uh Brandon uh is giving us a monthly list of unfilled positions really just to give us an idea of where we are U because we need these positions to be filled and so we want to track where we are yes information here that if you would once a month you'll be on the report sh for us and just take a look at it hopefully the uh the board and the public Mak to look at the unfield positions that we have here and we have a lot of openings in our district across the state of course we have openings too there's some new information for us each and every month and by the

045me going going through a thorough curriculum review process um and so we did not halfhazard Le choose what we've chosen there was a lot of diligence and thinking about what we want to use um on top of that early childhood probably had another 20 or so staff looking at their curriculum um I didn't get to work with that crew but I'm here to present for them so that they can also get what they need since they have curriculum that is probably 20 plus years old um so I'm going to go through first of all I want to remind us that what we're doing is we're trying to equip our students with the Knowledge and Skills to prepare them for after St Francis schools uh and so that is all what this is about um so
046I'm going to talk about the process first just so you kind of have an idea because it's hard to uh put that down all on paper but here is the curriculum review cycle built before I started to years ago but it had not been enacted on yet and as you see in the red box uh we are in year two in the green science and social studies that is our purchase year and year three the pink would be them implementing so that they can get their PD and start using curriculum um and so you can see that it's important to complete this review in a pretty timely manner because I have somebody new every year and and it takes nine years to come back around around to another cycle for that same group um this
047also will allow time to order it if we can get it done tonight we can get it barcoded and we can get it to teachers for the summer so they have time to plan uh and that's a really critical time they they use teacher Academy hours to set up study groups so they can actually go through some of the professional development so they can go through the curriculum and know it really well and make a great plan so that's why kind of in the timeline where we're at and what uh when we're doing this I'm going to ask if we can try to delay the conversation about ethnic studies tonight and the reason being we have not had the conversation with teachers yet because we are two years out the state has not clarified several
048things yet in fact they haven't really pointed to resources and so I'm kind of waiting for the state to catch up this happens a lot when some new things are um being started and so I'm honestly we are just beginning to have minor conversations but I'm waiting for some more information from the state all right so along with that here is basic the two big years are year one year two so when they started with me and remember I was just getting started so they kind of uh went through the process with me for the first time and so they got through the bumps and all that with me so we were looking at data well whether it was reading data science data uh classroom data looking for Best Practices going uh through MCA data
049um and what what do we need to improve in our teaching based on MCA dat data or what's going really well um we looked at National Council of social studies the Next Generation science standards uh National Science teaching Association to find best practices and from there teachers gave feedback go ahead here so that you can see that they we took that best practices and we did some things like asking teachers what do they think are some of the most important things to be doing the final answer was all of it but they really highlighted wanting for example in social studies discussion protocols because we know how important it is to get kids talking about the topics and have critical thinking skills having that inquiry based learning um and that collaboration so those came out at
050top but they did say at some point all of the things are important it's just that it happens in different times science did some similar work um then we also created some rubrics based on the best research and based on some things teachers were hoping curriculum would have in it and this was given to companies when I asked for uh rfps um requests for proposals and we put that on the website and the newspaper and then companies send us 20 30 page uh proposals on how they can meet our guidelines and what we're hoping for from there we narrowed down to the companies we wanted to hear more from and we brought in five companies for example with social studies uh to present to us so that we could hear them what does this curriculum
051offer what is the curriculum what's the techn side of it what's the textbook like um and science did some similar work they did a little bit more on their own mostly because I was new and getting into my role I couldn't do it all in my first year but um I'm getting better as I go um so this was really an important piece to help them go through the materials then and use this checklist did they keep are these things actually in there like they said it was or what is missing what's really critical to you so these rubrics were kind of an important tool um we also uh set some goals and priorities and this would be example of what science has set up um and you might note that one of those things
052in there one of their priorities is American Indian uh standards taking a look at those because they realize maybe we need to spend a little bit more attention there to figure out how we're teaching those standards so just an example of examining what what do we need to work on and what's our goals and both groups did [Music] that so I'm going to go to the first group which is early childhood and I think Jenny de is in the room uh she was kind of enough to put together a little presentation so I included some of those slides here so that you could just get an idea there was a link if you were able to click that you could have gotone into the website to see the curriculum she is hoping to uh have
053approved preschool and prek so threes and fours curriculum um and that includes training so these are I don't have to read all this to you you have it you had this to read but um these are kind of what's included in that curriculum um just an explanation of the threes and fours what's kind of some of the components of it and if you were able to attend or come to any of the showings these were out and available to see um Hands-On materials they have manipulatives as Bita was saying um it aligns to the eips in fact this is one of the curriculums that Minnesota approves they did have to choose from a list quite a lengthy list as my understanding was like 36 choices or something um and so this does fit uh the
054standards it also includes a great family engagement piece and we know that's critical and then this is just some of our feedback we got from Community or act um there were a lot of positives about this curriculum the research behind it the early development um the not heavy use of technology which is in statute for preschool and kindergarten they should not be on technology for a great amount of time lots of hands on smiley face I like the smiley face they added um okay so then I have the social studies curriculum next and um as I said I worked with oh about 20 of the teachers throughout the year and a half we went through uh the new legislative changes coming we went into the standards and they went into their own kind of area
055that they teach and read through those in one of our late start sessions and we're talking about what what is new in the standards that they're going to be teaching um and then what's required for ninth grade in 2425 for citizenship and government what's new um eventually with EIC studies coming down the road then um we provided those viewings as you knew uh I don't know how many nights or days uh six seven and so some people did come and preview um and provided feedback so I wanted to make sure included that you have the actual feedback form they wrote on in a packet there but I also typed it up so that you could see answers that teachers spend time again in PLC and late starts adding information to answer these questions because sometimes
056there were for example partial quotes out of a textbook but not the full quote and so we want to make sure we have the full picture of what someone's concerned about or is question about and so we clarified some of those things um and I would say uh as I was going through this and they have a really nice spreadsheet of American Indian standards they've had in the past we'll be updating that with the new standards um but I saw a real variety of feedback I saw questions I saw a couple concerns and I also saw a lot of uh support for what we are asking for so I um lots of feedback and answers there so hopefully you had a chance to look through that so these would be the purchases I'm asking to
057get approved tonight so that they can again have the summer to plan and be ready and you'll notice as much as I could get to an 8year subscription that was my go go or eight was the max some would do you'll see in some cases they won't go up to eight they did six they did one and so I'll have to um troubleshoot that as I go but um this I'm trying to complete a full cycle so we don't have to have the purchasing happening again that makes sense so that is social studies now science similar they had legislative changes coming um basically everyone now that 912 will get their curriculum we hope uh everyone will be fully implementing the new ngss standards um and next year the new mca4 test begins in science so
058they're going to need uh the knowledge of the ngss standards and the curriculum to support it so that they can have that new test fit what they are teaching and again feedback from the community again there was positive there were questions and one or two concerns um this is what we're asking for again as as much as I could get to the 8ye subscription that was my goal oh that must be at the end okay so um My Hope Is that we could now just think about uh each category and um I would hope that we can approve it all um but I'm going to start with early childhood and uh want to see where we're at on requesting that to be purchased for early okay just off the superintendent here do we want to

060all that okay okay so got a motion to the floor to accept Early Childhood expenditures for the new program a motion from Nate has a yes Jill's a second discussion on Early Childhood curriculum discussion if not famam Pam I have a concern over seal social emotional development social emotional learning um across all of our subjects and so I especially have that concern for Early Childhood because I don't believe that uh it is our place to play that role so I have a concern with that and they um um that's part a big part of what the um preschool and and prek is got in their curriculum you want to speak to anything okay de so first of all I want to thank the teams for all of their work to come forward with this recommendation
061um their expertise is what's needed I would not want somebody coming into my job to tell me how to do my job and I'm not an expert in um we need to rely on the team's expertise and their dedication to ensure we get the curriculum that's going to meet the needs of our students and staff um I do not have a concern about social and emotional learning the definition of it is five broad interrelated areas of competence to provide examples for each self awaren and Lord knows little kids need to know about their self awarness as do adults but we need to start teaching at a young age self-management they need to know not to be hitting their dbor they need to learn how to handle themselves social awareness they need to understand what they
062are doing and how it affects the social their area relationship skills some of our kids do not go to daycare or do not interact with any other kid other than their mother or maybe their father they need to understand what social further how to build relationships and lastly they need to be responsible decision in decision making and understanding what their decisions are doing and how they're affecting others that's the definition of social emotional learning and I believe every child as do I do believe adults need to understand what social emotional learning is okay further discussion inette in my opinion there's a much broader definition of seal and it would be important to understand what that definition is in this context before we in classroom okay Amy what is the framework of SEO that's being used
063for this curriculum because the there is some framework within the state of Minnesota that isn't an Avenue in for equity and um CRT and all that other stuff there is avenues that this is the Avenue in for the research that I've done so if it's in with the castle that social emotional learning I have zero interest of bringing that into our preschool if it's a different type of seal I'm open to discuss it but I would like to know what you know how how isal used within our preschools I'll say what I believe in J I don't know if you want to TI to but um I mean collabor how do you collaborate with each other how do you get along and in a center how do you share um how do you play um
064um so early childhood it's a lot of emotions it's a lot of identifying emotions identif being able to read body language um being able to work with other people alongside of other people um we're talking three they're just moving from um parallel play to cooperative play so it's how do you ask for help how do you ask to join in a play situation how do you if you both are working at the same Play-Doh table and want the same cookie cutter how how are you problem solving that so it's problem solving skills and then it's also calm down skills so um if you do become upset do you throw a chair across the room or do you take a deep breath and and ask a teacher for help so there's um we also in early
065childhood we also continue to do the Second Step curriculum so that's another social emotional learning um and that's something that is used throughout the entire District so um that's another piece that um will be taught alongside of this um curriculum as well Amy so is this all new I mean is this new ideas or has this been going on in preschool for ever I mean I I would say that's what she just explained that isn't exactly seal that's preschool and a nutshell of what's been done for the last since my kids went to preschool exactly so what I yeah so my question is again is why suddenly incorporation ofcl what are they doing that's so different if I could just say one thing you could remove theal that that that is crucial to me it's

067least that's my view so the way I look Ed new terminology never been used before the wording but now we're using the wording for it to tie into it all it is uh I would say same you know maybe maybe to some point but social emotional learning has has has been around for decades you know sometimes it goes through name iteration changes you know sometimes it's called something else m I remember when I was going through high school and college and then as a beginning teacher uh oftentimes we called seal character uh education or at least that was one component or example ofal uh work because you're talking about respect and working with others to solve problems and those are also seal Concepts so and I remember a couple months ago I I talked about
068you know how definitions of equity andal you know I think there are are you know some people who are concerned about the term social emotional learning but you know because of whatever reasons but we are using social emotional learning to you really to to fulfill the the things that Jill and and Stacy and and uh Jenny you know said you know we're not teaching critical race Theory and we just aren't you know and so I I think it's a mistake to associate social learning social emotional learning you know with critical race Theory because it's well certainly yeah and that's why I asked what framework you're using if you're using the castle framework it is tied to it because you can see how it's TI by basically going to the website which I have I have

070it's not in our plan so social emotion learning has been around for decades um when I went to school for education in 20 2004 it was called social emotional learning it was in our classes it was EX exactly what the Frog Street um definition of social emotional learning is if you go to their content and review it it talks about specifically um optimal learning it talks about optimal learning it talks about encouraging healthy social emotional development all things that we've talked about that our preschool teachers do um it is not an alternative definition they have it listed exactly what they're doing they talk about um modeling practicing and repeating actions and behaviors in the classroom so it it clearly is using a framework that we all understand and agree with and again um our early
071Educators have taken a lot of time to look at this and how it affects and how it nests with our kindergarten programs how to make our earliest Learners set up for Success when they come into our um kindergarten classrooms everything that they've done we into this and what our superintendent has told us time and time again they are not goinging down that alternative route and that alternative definition they're doing the things that we've asked that the superintendent has asked them so I fully support the Frog Street CRI early discussion Rob so you have price and terms for the other two curriculums I didn't see one for early this one was early s there is there a turn lower right hand corner there it's not anine thing so this just is for however long we're going

073Jill there a second thank you Nate discussion questions on purchasing for science curriculum questions ma' so one of my concerns about science is climate change subjects can you talk a little bit about that I can't s I would have to get back to you it's one reason why I asked for questions ahead so that I could bring back feedback I didn't get a question so I'm sorry I'd have to come back with you on that okay so my concerns are about climate change and um the pushing of that um the CO2 you know the cows are causing us problems the CO2 footprint all those things I have a major issue with that because we're not really showing both sides of that uh science I don't know that we're really showing science so that's my concern
074is the climate we're not using climatologists we're not using second views we're just using climate change as the general you know we're all going to warm up and drowned in the oceans that are rising so that's it's a very politicized right now and my concern as with the human geo geography it's also there so I have a concern over that okay all right any discussion questions on science curriculum any other Rob so what happens if we don't prove this to um it's going to make things more difficult yeah I strongly urge us to take a vote and to approve the science curriculum I and I realize Pam's uh comments we've had some discussions in the past um and one really positive result of those discussions is that you know Stacy and I also believe that
075there should always uh be point counter point and a Community member really brought that phrase up you know and so we do need to share you know different views you know during uh discussions um I think that's really important and you know I'm a math guy I'm not a science guy but I know enough about science and you know there are theories about everything and they are just theories you know because scientists are always um trying to challenge the theories trying to extend them they're trying to change them and some of the best scientists challenged existing thinking and came up with a better science at least that's the The View so um you know there are theories and laws but they're they're always being challenged and we need to teach our kids to to challenge
076those things as well and I would believe that most education education Educators they do it in their classroom they they put information out and then you the individual your job is then to go out and say is it real or is this real what do I come up with for my theory or ideas by researching that area and I believe Educators do it all the time I see my I'm in the classroom I see other teachers doing it you tell me the answer I I've told kids in the classroom I don't know you tell me the answer I know the answer I'm going to have I'm going to put the monkey on them to say you tell me what you think make them look into it and I believe that we do in education n
077had a question some of my concerns with the science curriculum are the online updates and the access to that um because if we continue to go down this one Avenue of what's going on um and not presenting both sides in all the updates to the curriculum of climate change for instance if they continue to drive that as the one and only um reason why you know the weather changed um or it gets you know worse in in this case um we don't know what's being what's what the updates look like we don't know actually now what's what's going into the classrooms because we don't have access to the updates and the curriculum but our teachers do our students do and their parents will have access so I think if there are consider concerns you know
078we're going to hear about them I me we can't say no to all online curriculum it's just not going to happen nowadays uh and if I go back to to to climate change I mean I think the the broad understanding among experts not all experts but that climate change uh is real okay um and again there are experts who disagree and we need to listen to those experts we need to debate those topics I'm fully supportive but you know I think the the the metrics that we follow all show that there is a heating uh caused by climate change so really it comes down to is it an aberration in the history of the the world because there are always fluctuations with temperatures of the earth um or is it a permanent thing um and
079then the real questions are what caused it um if it's true uh what should we do do if anything about it and what are the eventual consequences and those those are really U good debatable topics that I think should be explored but I don't think there's any ifer buts about it that climate change is a significant issue now some are believe it some don't but it should be at least discussed in class I think one of the strengths of the new standards the ngss standards is that it is inquiry based in other words present a question to students they research to find what might be the possible point of views and from there they can come up with their own belief it's not about the teacher standing up like it used to be and just
080delivering all the content at you it's really kids finding the knowledge by digging into the research that's more of the mode of where it's switching to so just you know that's I think the upside of science it's more about inquiring down correct uh Nate yeah so again um thank you to the team that sat through and did all the work and put the time into this um you all are educated in this area and understand the process I think Carson to your point about um we have people that will Express concern we have Stacey right we have someone on our staff that is continually looking at curriculum it's not like we purchase it and then nine years is the next time she opens it up and looks at it it's a continuous process uh so
081you know we have that in in our system already um when it comes to science and specifically climate change and hey we're it's pushing this it's pushing this if you look at the rubric that was sent out to us that our science teachers use in selecting uh one of the things is accurate information unbiased inclusive and includes multiple perspectives so our our teachers our staff looked at at this and when hey it meets this criteria this is important to us it meets this criteria therefore it's a it's a program that that we want to go forward with can you go in there and find a theory that you know individually we might agree or disagree with absolutely you can but that's that was one of the purposes right is to give students um multiple perspectives

085to challenge that except for maybe their parents saying you know we can't get rid of all the cows because we won't have food so I mean there's definitely a political um movement to do a lot of different things with our food supplies right now I don't know how many of you are aware of that but again what we're saying here is that the teacher may say here's an idea about climate change here's an idea about dinosaurs and fossils and the uh the big bang that took out all the dinosaurs what do you think student they're not saying it happened or didn't happen they're saying this is what we're talking about you go out now and you investigate you come back to me as a student and that's what it's all about you tell me and
086they right or they wrong they're not giving that but they're not presenting the creative the creation part of it they're just saying the Big Bang Theory or whatever they're not giving that others so how is the student supposed to learn that in a classroom when they go out and they do their own research when they do their own resch teachers are expertly trained in this content area they know the theories and so they would find the resources that they have connection to and if they want to speak up I know he's not a science person but social studies similar um they will find that and they have some of that Knowledge from the training they've been in Nate okay but but so n up next Nate so okay so go ahead you know in response

092let's start making fake meat and not even eat cows I gotta say the the whole cow reference I have no idea what you're talking about and and I I don't think we should steer the whole discussion around one comment from somebody I don't even know who made it um you know it um I I just caution that you know sometimes we're too easy to Catch a Phrase or read a political message and then all of a sudden we make assumptions and I I'm very confident very confident in the work that Stacy and the science teachers did on this curriculum and I have faith that they're going to be fair and balanced as they present it when it comes to electric vehicles current events you know would show that sometimes those um or current issues show
093that those those EVS aren't as effective perhaps as they were promised and so those are good discussions to have in the classroom the key for me is that we need to talk about the climate change theory we have to talk about it we'd be foolish not to even identify it that's a big issue here so that means it's a big issue for our kids as well and their families yeah Amy I'm not saying that we can't question at all um my my push back on some of the discussions and assumptions that we have uh tonight is that we're questioning areas that we are not experts in I questioned the process I talked to teachers I talked to individuals that sat on this selection thing and I question the process for how they selected um curriculum
094that is what I feel is our role as a board we are not experts in climate change we're not experts in social studies or Early Education but we have hired individuals at are and we we look at the process uh the process that was used in this time and talking to our staff is better than anything this district has done in the past the process that they went forward with and developing rubrics and scoring and weighted criteria and how they're going after selection of this criteria that is what I am trusting I'm not rubber stamping at all because I did my homework our superintendent has told us that he is confident that his team did the things that they asked were asked to do and reviewed this in order to give us a comprehensive curriculum
095that's going to support the students as we move forward so not I'm not saying questioning is a bad thing um where we're questioning again Stacy is not an expert in climate change we know this she gave us an opportunity to provide detailed questions so she could come prepared to answer our questions in the past we've had months to talk about uh this curriculum okay by P's got a hand up Pam go ahead so um this is not something that's new in this discussion we had an hourlong discussion in July of 23 around climate change and there was a lot of references and and and counterpoints presented so this information was brought to Caron's and Stacy's um um attention over a year ago well almost not quite a year ago so so the the climate change
096is an issue and there is a lot of research that's out there and a lot of um scientists and climatologists who do not agree with the current narrative about climate change and climate warming and you guys did get some information at the last minute this afternoon so you guys can go in and look at the board packet it's around the Human Geography but there's a lot of climate change in there and we'll talk more about the human geography When Stacy gets us to that point but um there is a lot in there about climate change and there's a lot of counterpoints that have that if if they're not again if they're not presented as information for the teachers to teach off of then how are they going to get into the classroom how is the
097counterpoints going to get that's my concern and my question I'm wondering if we could visit classrooms together of the teachers that teach some of this content and meet with them I I bet they'd be willing to talk to us about their strategies um then we don't have to assume then we can learn and you know if there's some recomend I just want to make sure that there's actual the curriculum should not just not just talk about the one View and the one one sidedness of it our curriculum should be balanced so that there's so that there's talk about you know there so there's an opportunity to bring it up instead of that what that's being talked about here tonight is that it's fact that there is definitely global warming and that you know I mean
098those of us who have been around long enough we were heading into an eight an Ice Age back in back in you know I don't know if it was the 70s or or so we were heading into an ice age well guys we never hit the ice age but that was the narrative then now it's global warming so you know I know again you know we go through these Cycles as a as a society and we don't trust in our environment and we think that humans are doing the damage and then we blame humans for the damage so I want to make sure that I it's not that I don't trust our Educators I want to make sure that they have the right tools to be able to teach the counterpoints to these issues and
099not create them as their fact and everybody agrees because they're not all in agreement and that's what we're doing tonight we are like in a classroom right now in science where Stacy is a science teacher and she just do out to the class climate change now class you tell me what do you think about it and in this room we have people talking about climate change and that's what the education is all about the teachers will bring that up and the teachers will say what do you think yes or no what do you think yes or no you bring me your theories and your facts and figures we have discussion on it if you say yes great you get an A you say no great you get an A because you did your research that's
100what this is all about we're in a classroom right now and staccia than you being a good science teacher Pam thank you for that comment because I think that's exactly what our curriculum team did so they if you read their rubrics if you read what they looked at when they went forward in selecting this curriculum they did exactly that they ensure that it had the flexibility it had the um multiple perspectives they they made sure they went through and looked at our curriculum and made sure it had that so I think what you're asking is exactly what they did and that that's the piece that I'm saying I trust our staff that they told us they went through this process we reviewed the process we have a curriculum director that reviewed the process and said

110been talking about here in all of our areas I trust the experts when it comes to curriculum why do I trust the experts because they are the people trained that's been there for 1015 to years I've sat down with the middle school science or middle school people I sat down with the high school people they G one of their books right here 1,200 pages did I read all 12200 pages on here about the uh social studies I didn't have time to read all 12200 pages I have visited a lot of people about this one so for me has been said before I support my experts I am not going to override my experts if I walk into my mechanic and say hey what's wrong with my vehicle they tell me what's wrong with it fix
111it I don't question them I walk into my medical doctor what's the problem what can I do we fix it maybe a second opinion possibly but I believe my experts out there are there errors in this book I would imagine if I read every single paragraph in this book of 12200 Pages there may be one or two errors yes am I going to shut down the whole book because one or two pages one paragraph one sentence no that's the way it is in history matter of fact I'm working on a memorial right now for soldiers who died from St Francis in Vietnam one of our papers show the one soldier died on 8 February of' 68 other papers show he that in nine February of 68 which one do I go with I researched it

113discussion time Amy I have a few concerns the first one is I went to the ratings of silus um Ling and out of reviews 10 got five stars gave five stars one gave four stars four gave three stars 10 gave two stars and 258 gave one star I'm wondering if you went to site J yes that exactly is what the title of the site is called site jabber it's all about jabbing something and if you read a lot of those negatives they were children and they didn't have a lot of subst substance to it and when they did complain about it was math it was not social studies and it was not science I went through some of them and I saw that they were teachers that were um the biggest complaint I saw from
114teachers was um it was hard to for the curriculum and the grading and I'd have to go back and see others but I didn't see a bunch of students but the one I did read on um social studies I can I can find it was well I'm going to go through I'll hopefully try and find it but that was my first concern was the one point2 um reviews that um I saw online um one of them I did pull up from the world history interactives on savis there was a a video that you could click on and it talked about the black plague and I just happened to listen to It's about a six to 10 minute video and I happen to read listen to the video and about halfway through the video the woman
115speaking said some Christians took their anger out on Jewish people whom they falsely believed had spread the plague to poison thousands of Jews were slaughtered during the plague so I just wanted to find out if that statement was indeed factual and what I found was that that's a svice review now I got to find this review [Music] here here it is in the middle of the 14th century most towns in German speaking territories and Beyond Massacre the Jewish communities thousands of Jews were burnt others connected with accusations of well poisoning medical and sociohistorical literature usually attributes these massacres to the anxiety by the black death which was sweeping over Europe during this period this article tic argues that there is no direct link between the massacre and the plane and then you can go on
116and continue to read this is not by any means a um I have to look well where did I get that that was from the National Library of Medicine so it's not written by someone out just you know arguing so that that was in the video they also complain or they also compared the black death um to covid-19 the Black Death killed as many as 50 million people that we know could have been upwards of that um covid-19 we don't actually have the numbers of people that were killed but if you look at from year toe data it didn't increase but what people died from increased and we all know the government gave hospitals and things money if they marked it as Co and so to compare both both of those one was a pandemic
117the other one some would argue that it was a pandemic um you go on to continue to watch the video and it talks about how everybody was nervous about their working conditions and wanting to know what protections they could use and nervous about spreading it but it doesn't talk anything about how many Americans um were upset about that what they thought were the unconstitutional closing of their businesses and their churches it does doesn't talk at all about um forcing individuals that they believed was again going against their free individual right to take out uh shots in the arm so it's again that onesided of that everybody believed that and that isn't the case with comparing those two I think is um to me um not very accurate and I a clarification about that particular video
118is that it's just a promotional video it is not anybody's curriculum for students and it was a webinar over covid time and they were connecting contemporary issues with historical issues so it is not a part of any one of those we are purchasing i h contacted Allison who is our rep from savis and she clarified that b thank you but just the so it shows the mindset though as I go through and look at the savis literature it's um fil with um Equity inclusion and learning it's all it's in the website diversity and so that also concerns me because that video shows the people that are in charge of doing the you know the curriculum the the so what do you mean the people well there those in charge not all of your businesses are
119have the equity inclusion and learning um as they State all over um driven into everything they do which is what says on their website so 868 of our families or students are of diverse backgrounds which is one fifth of one out of five children and so I'm wondering what is offensive about that when we are we want to address all of our kids okay Nate go ahead I think she's asking me no I'm cutting you off for now I'm G cut you off for now I'm gonna go to Nate Nate go ahead you're next so when I researched specifically Savage as well um I found the same website but I also reached out to Educators in other districts that are using this program uh one from my district that I graduated from and one of
120my teachers growing up and much different responses um to how the the program and the curriculum is use um much different responses to the availability of different resources strategy and practices um from across the state and across uh Educators uh when when it comes to definitions in savath yes they talk about diversity equity and inclusion our superintendent has told us what the definition of equity is for our district and it aligns with the definition that Savas has diversity they talk about representation or composition of various groups diversity of thought experience cultures Etc again I think that gets after some of the discussion tonight with multiple perspectives and multiple views when it talks about Equity they provide the resources according to the need to help all achieve their highest state of education it has nothing to
121do with uh individuals with cultures it talks about Equity of providing resources for the students of this public education facility uh of this District of what we have so yes there's there's comments out they about savus and how it it may not be the best but there's also comments about how it is good and what it's doing um and if we talk to the individuals that are using it for the purpose that it was designed for it's it's resounding um positive feedback my last comment on the science for social studies I think um last comment but I fully support again the process that our staff went through that our teachers went through the many hours that they spent on reviewing I think it was 10 plus different curriculums and how they were supporting the needs
122of this District um not the needs of other districts or other uh thought processes but what our district needs and the time and effort they put into it so I fully uh trust that they have gone they've done the diligence that we asked them to that we discussed that they implemented into their storing rubrics from discussions we've had in previous board meetings uh and fully support this purchase of all of the programs under the social studies so we did have an indepth meeting and covered the uh Human Geography a um curriculum last July 27th it was about an hour and a half almost 2hour meeting and we had a stakeholder that went through that book front cover to back cover and tabbed every single page and highlighted every concern um that would require a Counterpoint
123that wasn't presented in the book um and then with the documentation back here if you want to look at it also included a Counterpoint and where he found it and the resource um no student is going to go to that depth to take what is put in front of them to spend that much time I think he spent months going through the book line by line and um researching what was said in there um I think we can do better for our teachers and our students as certainly as far as the Human Geography a and by the way he was very thorough in his review and we had a great discussion and really centered on the importance of Point Counterpoint um I can't remember his background do you recall science engineer like in the oil
124industry or I can't remember um but anyway his primary um focus you know had to do with climate change his concerns about climate change but then he also mentioned you know some other yeah the B that can we ask a question of any of the teachers that are in the room right now what's your question so the question I would have is do you do our teachers only use one book to teach a lesson or to teach a class do they only use one resource um and that's all they use or do they do what this individual did and research and look at other resources and opportunities out there or do they teach is their entire day spent or entire school year spent in just one book and that's the only thing they use to
125teach the students we have some social study features here someone want to make a comment on that someone want to speak up do you multiple books we all use a variety of resources in any given class um and and just to get to earlier points we teach to the standards and so the standards say that you need to address a certain thing and the students the newer standards are much more um inquiry based where students are supposed to find multiple different historical references and then investigate them and draw their own conclusion like whose voices were blah blah blah blah blah as opposed to this amendment gives these people right to vote do you know that which number check right um much more now it's all about students doing investigations and to address your point I
126mean we would use Maybe video clips discussion prompts things that we found from other teachers things that we've created ourselves games you name it you need it just a follow to that Stacy does the curriculum that was provided include some of that stuff outside of just a texbook Does it include resources and videos and other things games yes if the teachers you know teachers can decide what to share to students videos or whatever they they aren't necessarily all accessible to students but yes they dug in and really did the piloting and so they can speak more fully but it would include teaching Moves In Those lessons it provides for teachers to get those different perspectives in there Ma so to that point then how can we improve curriculum if the teachers are going off and
127finding their own extra curriculum outside of what we are prescribing so I have a concern with that also I just wanted to um read a page out of the sociology textbook it talks about border disputes listen to the words a majority of Americans would like more effective border patrols so that fewer unauthorized immigr migrants can get into the country however a majority opposed spending money to build more fences along the border workplace most Americans recognize that unauthorized immigrants take jobs that no one else wants so they support some type of work-related program to make these undocumented immigrants legal citizens and they oppose raids on workplaces and attempts to round up unauthorized immigrants I just want to tell and then I'll make this is the last one most Americans support a path to US citizenship for
128unauthorized immigrants I want to make a personal point to this I have a nephew's son who in in uh who lives right now in Wisconsin the only reason why he just landed a job in a desirable um company is because ice came in and cleaned out the illegals that were that that that were being employed there illegally he now has a job so this is not accurate civil rights this is the next reading Americans favor letting law enfor cut you off Pam are you referencing to the booklet the curriculum or you referencing to some other agenda item you got no this is the sociology book I'm reading right from the sociology book from the one that we're using in our district the one that we're trying to approve right now I'm reading right from the
129book okay Americans favor letting law enforcement this is under civil rights officials stop and verify the legal status of anyone they suspect of being an unauthorized immigrant on the other hand they fear that enforcement efforts that identify and Deport unauthorized immigrants could violate the civil rights of both US citizens and noncitizens so we right here saying that non-citizens have civil rights that might be violated if they get deported from this country when they didn't get in here legally so the these are you know local initiatives polls show that most again they're saying most Americans most Americans most Americans most Americans believe that enforcement of unauthorized immigration is a federal government responsibility and do not support the use of local law enforcement officials to find unauthorized immigrants on the other hand residents of some US states
130along the Mexican border favor stronger enforcement of immigration laws so that you know because they're being impacted but no that that's out of the sociology book it sounds like Point CounterPoint in a lot of ways there there is a little bit there but but to talk about civil rights Fe when it says most Americans most Americans most Americans that is not correct that's that's it should say some some Americans think this some Americans think that but it says most well and and you know so again it's it's slanted and I I am not saying at all please hear me clearly that our teachers do not try to seek out the counterpoints but if we are seeking out counterpoints why aren't we because why aren't we directing that now and approving that curriculum when I the
131first year I got on the board we had a social studies teacher that used a video that was racially discriminant it was a cartoon format racially discriminant around this specific um issue around the Border it was horrible and so it wasn't approv through curriculum it wasn't approv through the board and yet they thought it was a great example when I looked at it I'm like oh my gosh it is so discriminatory towards Latinos and towards women and towards older individuals it was terrible yeah and certainly if there's for us to you know get the counterpoints in there but let's talk about them and make sure that they are the counterpoints their true counterpoints and not just a continued because again we're all coming from different viewpoints the key is is that our students need to
132learn point counter point not just based on what our opinions are or what we feel and that that's why I'm glad that you read that passage from the sociology book because that is Point Counterpoint so you know I think that's really most Americans so Mr you know Pam you just said different viewpoints um yeah I'm not a curriculum expert but I know there's not a curriculum out there that covers every Viewpoint that is in America there is no way to get a curriculum that covers every Counterpoint to a point that's out there so again we have to put our faith and our educated Educators our teachers that they are going to go through and and find the the materials that they need through the curriculum that we're purchasing so I'm not saying that they're all
133just looking at their own thing it's all part of the curriculum that is purchased it's not just a book there is multiple things tied to that book and resources and professional development and communication with other teachers that are going through the same courses to able to be able to Pro um provide those different viewpoints yes we might not like the point that is being made in a book not all of us are going to agree on that but as long as we have the ability to do the point Counterpoint which is what we've asked them to do and that's what they' presented to us we are meeting the needs of our students that way um we're never going to get to a point where every Point that's out there is addressed in a curriculum that
134we are purchasing it's and correct me if I'm wrong but I know it's not out there there is not a ccum out there that covers every opinion or different Viewpoint that we have on the board that every teacher has because we have teachers that don't agree with points and counter points right but they still teach them to the students so they can have that um Interactive Learning and if I could add it it also comes down to teaching strategy so um I've been in U two or three uh social studies classrooms including Julie and uh the the lesson I saw she actually had some issue I can't remember what it was but they stood in Corners you know and then they talked about why they supported a particular position or not and then people could
135move uh Julie would add um perspectives and kind of counterpoints regardless of the perspective shared and you know it was a really effective teaching strategy and I think that's really important in social studies is to give those multiple perspectives um uh that's um at least one example I've seen and there have been others too okay move on here questions comments last time de I hav got a chance to talk on this no sitting over quiet um so you said a fifth of our students are diverse of that one What description are you using for diverse just like high Lev life uh any racial categories that we have from State categories state so oneth of our students are diverse based on race um there's a lot of other descriptions of diversity correct so um we are
136here our mission is to equip all students including that one fth letter verse based on race and we know there's many more ways that they're diverse we're here to equip all of those students with knowledge skills and abilities to empower them to achieve their dreams if we don't include diversity equity and inclusion not in the CRT description but in the literal descriptions of what is diversity what is equity ensuring my son who's disabled has the same um the same I'm losing my words but the same um opport opportunities as a child who does not have the disabilities as he has um if we're not looking at diversity Equity inclusion we're doing a disservice to our students and we're doing a disservice to our our teachers by not letting them look at diversity equity and inclusion
137um I fully support this as we've said all night as some of us have said all night long we had a team that researched this all of this curriculum they are the experts I am not um and I support their recommendation wholeheartly I call a question okay you call call a question on me I check something El you said you call a question yeah and really technically um you know two-thirds of the the board members would need to agree to calling the previous question so we can't just automatically go there um you know unless people just acques and go ahead and call okay so you call the question I need a second to it there a second there's a second by Mr Nate over there is it debatable no is it amendable no vote required

142to Northern Lights we have Myers Myers some [Music] of right Nate so the you know talking with my teachers the process that they used any they did pilot different curriculums and then this is the recommendation after they did that piloting so I don't know if it was tied to trimesters if it was tied to one teacher did one thing or that but they did multiple curriculum options and then brought this forward as the one that meets all of the criteria that they were looking for for the process now this is high school and middle school now this is both groups coming forward with these recommendation Rob so since most of the I should say a lot of them don't go the whole 8 to n years do we have to add that back into the
143budget move switch things around eight or nine years from now or how how are we going to incorporate this is not last year what this curriculum review cycle my job is going to be keep a whole spreadsheet of all the subscriptions and when are they ending and then that has to get rolled into what my budget is for that year if that is where we're at so can you do like a onee Ral or what what do you think yeah like that one that's a one year that is only a one year at a time renewal so um but sometimes the textbook companies will allow like extensions you know I I don't know about these particular ones in this subject area but I done that many times Northern Lights I did a fivey year last
144year and I realized you know if I want to get it to eight years she did say I can add the four years so that's an example of where I'm adding to get to the nine years that's kind of you're asking yeah I'm just Happ yeah so that we get all these on the same right page y we can't guarantee it but that would that usually works better for budgeting purposes and curriculum review okay comment questions concerns any others okay we're going to take a vote to approve the curriculum oh wait a minute Pam so I have another question um it it it's it might be a little off topic but I but I think it still is enough on topic um the new recertification that psby put out um I have concerns over that
145coming into the classroom without being reviewed by the school board because that is part of curriculum so um so that is directly you know affected by the teachers Academy and they are saying of course that that part of their mission is to strategize how to get the recertification subjects and and that into the classroom so I'm just going to throw that out there too because to me and we had this discussion very heavily I think it was two years ago Amy you can correct me if I'm wrong um but we had a heavy discussion around that uh a couple of years ago at least and so I'm concerned with that also because just based on the counterpoints that we talk about tonight if we don't prescribe or at least approve some of the curriculum that's
146being used for Counterpoint I fear that we also have concerns over what uh the teachers Academy is going to prescribe and put into these classrooms I sat on the judge morson's call and uh when that was being challenged and probably 98% I don't have the numbers in front of me I could get those numbers uh people were Gravely opposed to the recertification standards they passed anyways they got delayed until until Governor Wallace was reelected and then then he passed them but um that is also part of the curriculum that needs to be approved by the school board not just brought into the classroom just because we happen to have the teachers Academy who is who is integrated into our staff yeah I want to throw that out there so that the board is aware of
147that also that is curriculum that should also be approved yeah just a couple of quick things first that's separate from the discussion about you know the social studies curriculum so I want to be clear about that second pby you know for everyone it's it's the uh governmental entity that licenses uh and Relic teachers and administrators and you know they issue their standards that are reviewed you know by the the hearing officer in this case um and so teachers are obligated they have to follow through with those standards or those expectations we don't have a choice on that uh the district here um you know works with teacher Academy to uh provide learning opportunities you know to meet those standards I think that's really good practice um we as far as I know we have never
148approved any curriculum um you know for for the teacher relicensure I mean we're Focus on the standards you know I at least I'm not aware of any approval of curric I think it'd be a mistake to start to get into that micromanaging you know of of what we're teaching teachers to meet standards that are required uh yeah again completely different topic standards and lure is not curriculum and I might be completely off but Carson you might be able to let me know but our teacher Academy doesn't teach curriculum they they go after teacher strategy they go after other professional development but it's not tied to curriculum um so even you know when we approve curriculum that's not what teacher Academy uses to set up their classes it's teaching strategies it's other areas that the district
149needs to help the teachers in their professional development now all of our social studies teachers in the high school get together and work specifically and I can't remember what that group is called it's a Nick or what it's what acronym we use for but they get together and they talk curriculum but the yes the teacher Academy is not a curriculum based instruction yeah is that teacher Academy experts yeah I mean obviously uh teaching strategies in the classroom would would I view that as curriculum you know because that's the the topic and we're we're teaching teachers how to do count Point Counterpoint by the way strategies you know those kinds of things so but yeah I view that um as a completely different topic the last thing I'll thr curriculum right so but it is curriculum

156talk about but my suggestion is to be really specific about what your concerns are with Equity what what teaching or what concept is is bothering you because when I think of equity I actually care about kids who can't read and write and I care about those with disabilities and I care about those with physical disabilities you know and and I care I want our students to to participate in coat uh drives you know for kids who are less fortunate those are all positive things English learning um you know so all I'm asking please be really specific about what specific because the way you put that out it's like the other side doesn't care about that no I'm just saying that I do because you do of course I do but the different lens you have
157is that everything doesn't need to be looked at the color of the student's skin Martin Luther King's dream is disappearing Faster by the day because he wanted people to be judged on the content of their character and not the color of their skin and by God everything we do now it's all based on the color of someone's skin we were the discussion we had at this board was that they wanted to um change somewhat of what we kept saying we have policies in place to protect every single student it doesn't matter the bullying policy protects all students it doesn't just look at the eye the lens of well we're only protecting this student or that so we have policies in place to ensure that all students no matter what color they are learn I care

168them all together but I'm wondering if they could be approval and then we'll get a couple that we need to talk more about all right we have that discussion for the next meeting then thank you for your presentation next we have up is the budget Mr Ron budget information for to help us out thank you staff for coming in tonight good evening chair star super and school board members and members of the community according this evening for consideration of approval is the fy2 capital related budget this year we are bringing before you the capital related budget earlier than other pieces of next year's budget simply to allow time for bidding on projects and equipment so that those items have a higher likelihood of being delivered and ready for students from May Return To Us in
169September if we have any changes or updates as we develop the other pieces of next year's budget uh we would bring those to the board in June with the rest of the budget I will be reviewing the capital budget summary with you while highlighting some major initiatives in each category additional details can be referenced in your Capital budgets uh in the board packet which breaks out each category of the capital budget by type of project and uh the site that they are designated for looking at the summary page the first page in your board documents you will see columns that represent uh on the left hand side audited fund balance from last June we reviewed that uh at the audited numbers uh earlier this year the next two columns are the proposed revenue and expenditures
170for the current year which is our fiscal year 24 the next column over is the estimated fund balance for this coming June at the end of this fiscal year and then the next two columns green are the proposed revenue and expenditure budgets uh with the final column being the estimated fund balance uh at the end of this year 25 June 30th of 2025 uh so as we review uh each of the categories first is the operating Capital uh this cons consists of both uh uh Aid and Levy components and we are anticipating at this point to receive approximately $1.2 million of Revenue in FY 25 this amount is a calculation based on the number of students the age and square footage of our buildings because of an anticipated healthy fund balance in the operating restricted
171account the proposed expenditures for fy2 is just over $1.74 million the largest use of these funds are in the curriculum area you'll see uh at the top of the uh page related to operating Capital um this is for curriculum adoptions that are scheduled for for uh Ela as well as fine hearts and then our annual Tech subscriptions for software like schoolagy fastbridge and Renaissance so keep in mind this is for curriculum adoptions that are anticipated for next fiscal year not for the current Fator the next largest area uh for operating capital is in the buildings and grounds area and includes equipment needed to bring our snow removal service back in house as well as to replace the irrigation on the upper soccer field High School the remaining amount of the expenditure budget is allocated towards
172technology transportation and general equipment we also have budgeted $150,000 of contingency and this is for uh the event that some unforeseen or unplanned uh event occurs that would require us either major repair or uh replacement of certain equipment across the district the next area of the capital related uh budget is the ltfm long-term facility maintenance category this is for both uh the two portions of ltfm which is health and safety as well as deferred maintenance this is also a combination of Aid and Levy and is based on the 10-year uh long-term facility maintenance plan that we submit annually to the Department of Ed and that the board will approve before July 31st which is the deadline to submit that 10-year plan to the Department of Ed over 167,000 of the over 624 th000 of uh
173expend budget for fy2 is in the health and safety related projects and the remaining uh nearly 457,000 is for deferred maintenance projects the largest project in the Deferred maintenance category is in the mechanical system category this includes a new boiler here for the district office as well as for that new maintenance uh position that the board approved in a budget assumptions act uh that was uh approved back in February the last category is the capital Rel uh related budget is the construction fund this fund includes funds from the sale of bonds from the 2015 Bond referendum that was voter approved the second portion of that that uh again we approved earlier in this FAL year on uh revenue for this fund is projected to be $75,000 again we received all the proceeds for uh the
174additional uh funding of the bond this fiscal year the $75,000 that is in next year's budget is simply interest earnings on those funds in the uh in the construction fund on the expenditure side we are planning to use the remaining two point just over $2.2 million in fund balance based on the priorities that the uh the facilities committee has determined the next steps with board approval tonight is for each of the Departments to start the planning and ordering process for these Capital related budgets uh again if there are any changes as we move forward and creation of the uh other budg budgets that the board will consider and approve in June we will bring those back to you in June so with that Administration recommends approval of the capital related budgets as presented all right

199don't like doing it that way but I will it's the first time in all my years in the board I've never seen something like this happen to somebody in the board so we'll make it happen what else do we have left on the agenda uh board reports is all we have left okay board reports Nate okay um I pushed my statement on curriculum in the board packet so please uh read that if you didn't get it from my comments earlier and then uh no no meetings in between board meetings I have nothing to report my last thing would just be uh you know I look forward to the conversations that we're going to have on those items I just continue to encourage all of us to bring items that are specific to our district uh
200things that we can action and things that we can actually affect has a board of St Francis okay and yet yeah I am toured the two facilities Crossroads North for West and Crossroads East um interesting things going on there um if we have any grant writers in the audience or in the room that could help we have a really rundown building over at um R nun that would make a beautiful school classroom for um the students over there if we know somebody who could write grants or get some money to help out to upgrade that building so that we can move our students into that building that would be my appeal because they're doing great things at both facilities but I feel like could use that building that's vacant and being used for storage as
201something pretty incredible great Rob no nothing Amy M ma oh N Jill um I have nothing other than to say I would agree with mate on let's keep the topics to what we can impact here at St Francis and keep politics discussions out of it because I think a lot of what's being discussed is what's in the media right now and is political and I would appreciate you stay away from that and the two things I have is number one Foundation 15 is coming up this Friday if you're in town uh stop by you see M Austin at the high school for tickets uh $75 each for the foundation 15 get together this Friday evening the second one I have again out of the noer here area students I name Athena winners and we have
202some St Francis Josie l u p i n e k Lup Lup she's a uh tennis Ford letter all two-time Captain MVP uh conference award sections award basketball letter Captain uh highlights his double team for a tennis in 2223 a one of her good comments down here is that before she does Sports she always has her hair done by the same person before she plays a sportting that's her superstion to make sure she wins that she's a really heck of a lady here so if you come across Josey somewhere he's our top dog for St Francis and our area for the Athena Awards for all of our students and that's all I have folks we have a lot of information coming up on May 13th the play starts this week starts looking forward to it
