Employee uh report of the superintendent FY26 budget amendment. >> All right. Right. So, we did this last uh last month. We did April. Uh we want to keep the budget amendments before you. When we do those, those are basically just us continuing to um update our numbers uh each month. And so,
005this amendment, we will need a uh a motion to approve the changes that we have to it. So, first I want to start off by saying we have a pretty good uh assessed valuation. We sitting at 602. When we get ready to do our preliminary budget, we'll look at our assess valuation being at 611, which uh the county assessor has provided for us uh earlier this year. And so, I just want the board to know that we are sitting pretty good and our tax levy remained at 5.4119. So, we jump down to the funds uh for revenue. We're sitting at 79,000 I'm sorry 79 million 53448 and if you can see our trend there which I try to give you a three uh 3mon trend and so I feel pretty good that we have kind
006of stayed where we're we've been at we're about 600 656,000 difference between uh revenue and expenditures we have started to reclaim some funds back that uh from from the 26 six budget that are unused, but we're making sure that we're not touching funds such as salaries and benefits or uh facilities or maintenance because those are ongoing uh budgets that will continue to be working throughout the summer as well as summer school. So, we haven't reclaimed any of those funds and we'll talk about it here uh pretty soon. But, as you see, our fund balance is 28.75, which is still a pretty healthy fund balance for us. I know the board likes for us to remain around a 20 uh% fund balance. So, as we wind up uh the year in June, you'll see typically our
007increase in our fund balance just because we don't spend all of our our funds. But if we do spend every single dollar, worst case scenario, every single dollar that we have, uh we will finish with a fund balance of 30 uh 30,310. My eyes are getting there. uh which will leave us with that fund balance of 28.75. So I feel like we're in a pretty good uh position as a district. Uh when you go down to the second page, our major revenues, just want to continue to remind you that local taxes uh basic formula and grants and Prop C still drives our budget with local taxes being the the greatest uh pot of money that we get. And so it's important for us to continue to watch Senate Bill 190, Senate Bill 3, uh just
008so we know how these things will impact our budget and we will continue to keep you up to speed on that. And also, you know, when you look at our budget summary, you'll see the salaries and benefits and non-certified salaries and benefits make up the vast majority of our budget. And of course, that's teachers, people. people make up 78% of our budget. And one of the things that we did take a look at this year that I do want to make sure that you're aware of that with gas and stuff going up, we had some uh I won't say uh unprepared but unplanned uh things that we don't budget for. When we look at the budget, we typically look at past trends and we kind of set things based on past trends and maybe add
009a little percentage to it. Well, this year gas went up quite a bit. So you'll see in our in our revenues uh I'm sorry in our expenses that we had to increase in that area and then when our kids do well they pro and they uh earn these uh wonderful trips that they are uh talked about downstairs CTS goes up a little bit more. So you have a little bit of money in there for them but then when they do well of course we have to go add a little bit more to the pot. So, we are uh happy to see our kids do well. And to me, that's a testament to the strength of our our uh our 20 25 202 26 >> second. >> We have a motion and a second to approve
010the FY 26 budget amendment on today's date 520 26. Any discussion? >> I do have some questions. >> Okay. that we have discussed the potential for impacts on the budget if some of these um you know tax freezes throughout counties. Um, do we have any receiving on Senate Bill three, which is a stadium bill, is two and a half to $3 million uh for an annual. Uh we're deficit spending right now um uh toward in the 2 million range as far as our budget is concerned. So Torren talks about the 79 million. If we're at 79, we're bringing in 77, right? We do have some fund balance and we can't be at 611 right now. It could be rolled back to the 2024 level which I believe is somewhere around 560 or 540. Uh which
011would be significant for us uh in regards to once again 46% of our revenues come from property taxes, right? And so we would see a significant decrease there. So that is a concern. uh as well. It's in the middle of a lawsuit. We don't know what's going to happen in that regard. Um but what we do know, it passed in Cass County. It caped. The question is, is the collector going to collect on our 2025 or on our 2024? And I do not have an answer on that yet. >> Okay. >> We're working on it. >> Okay. Yeah. Because deficit spending is obviously not a sustainable plan. In addition to we're gonna have more retirees every year signing up for their tax free. So then there's funds lost there which again whatever. But the cost
012of transportation and our contracted services have increased significantly primarily in 2024 not so much in 2025 but again gas variables like that. If it continues to escalate and we continue to get less revenues that's a problem. And the state is cutting our transportation funds across school districts by 17 million for this year. So we will receive less money than what we were allotted for the 2526. They're also short, I believe, 180 million uh just on our state adequacy target for our foundation formula money. So we'll also see a deficit amount there. They are rolling that back. Um, we were conservative in estimating what we would receive because honestly we kind of felt like the economy has been somewhat on a downward turn for the last probably 12 months and it is showing up as far
013as what it is generating for revenues for school districts because it is pulled from the different pots. Now, some of them are sin taxes as we well know from gambling and other areas. Uh but there's also seeing a decrease in revenues in those areas as well. Everybody thought that when we started sports betting that we were going to see this flood of money. We're not seeing it and they're saying that we're actually receiving less. And so it's like they said we're going to get a million dollars but we're really only receiving 900,000. So we're receiving less than what they had um projected for um the revenue side of that. And so then that gets passed down to the schools. >> Okay. Okay, thank you. >> Any other questions? We're looking at our SAT number at 6760 versus the 6,900 that the state paid paid this year. Uh because we know that the uh governor reserves the right to roll it back. So, we're just uh being cautious. Uh and in doing so, uh that gives us a projected fund balance of 23.9 that we that we may start with. But again, that's on the conservative side and we just want to make sure that uh we travel down uh this road uh carefully uh and paying close attention to those things that are definitely impacting uh our our funds. And so, uh me and Amy are continuing to work really
015hard at putting together uh a budget. We have to close out May, which is why we started recur uh reclaiming some funds. But once we close out May, then we can uh give you a pretty good uh preliminary budget for uh for June. Uh and we wait and we're waiting on the governor to also sign the bill as well. So, we will see how all that unfolds, excuse me, in late uh June. And so that was really the biggest thing I wanted to share with you about the preliminary budget is that our fund balance that we typic that we tenatively have projected is 23.94 and we'll keep you posted on that. We are looking uh obviously at some cuts um to we have to trim uh back when we see this because obviously uh 20%
016was mentioned before and we do try to maintain that as a balance and so um and we don't know what the executive decision will be because that will not occur until June. So they can um withhold more funds between now and then. And then also uh if revenues continue to decline then they will obviously once again be passed down to schools. And so this number could get worse. And so unfortunate thing is as we know in order to save money it is personnel. >> Any other questions? All righty. We have kindergarten through third grade at Kentucky Trail, fourth grade through sixth grade at Mil Creek, and we will have um seventh through 9th at BMS, which will be housed at BHS. And then BHS will have their credit recovery programs, some online programs, uh driver's ed, and um uh a couple of other elective classes, PE, as well as a summer conditioning class. Um like I said, there's still time to sign up. We have um teachers excited um non-certified staff and administrators ready for the students to show and can't wait to start. >> All righty. Uh a lot of concrete work will will be addressed throughout the district. Uh we'll have some concrete work being done at the following schools. BMS, BHS, um Gladen, Cambridge, Mil Creek, and KT and Steam and Bosow. So, we have uh a lot of concrete that we that we need to address. Uh and so >> thing you missed is central office. Yes. And we we got a few areas there we could probably tackle, too. Um, so we'll be taking care of those things. We have some uh work being done at the fieldhouse. Fieldhouse will be out of commission for about five weeks. We had a a roof leak that
019damaged the floor in the far south, no, far northwest corner. Bleachers are having a hard time coming out. So, we're going to uh shut the uh fieldhouse down and take care of the floors there. The auxiliary gym will be open and be available for kids to still use throughout the uh summer as well as Yokum and middle school. Uh they'll have access to those. We'll be doing some painting at BMS. Um got some kitchen work that we definitely need to do to make sure we stay in uh compliance with code. We also have some uh if you all remember at Steam, we have a kind of a glass front window at the top of the stairs. at Steam, but we're going to put some more in there at Steam and at uh Cambridge as well.
020Um we're not aware we had a kid fall, so we want to make sure that we definitely uh do as much preventative as we can and I think it'll add uh safety and it'll look really nice as well, having that storefront window there for uh at the top of the stairwell. So, we'll be doing that. We'll be installing carpet uh in four different classrooms at Cambridge and painting five different classrooms as well in that same building. We have some doors that we need to address at uh office doors at Cambridge that we'll need to take care of. At Gladen, we'll have uh 14 classrooms that we'll be putting drop ceilings in. Um just something that just needed to be done. Um classrooms sometimes are filled with dust and things that have fallen. you know, we
021can imagine if these this room didn't have drop ceiling, we'd have see everything in uh up there. So, we want to take care of those for those teachers as well. Uh K at Grace, we're going to add a water heater. And then uh we have some uh finished work that we need to do at Yokum to get prepared for whatever it becomes uh in the near future. We want to make sure we continue to get all the uh extra items out of there that we don't need that are kind of hanging out. So there'll be some surplus coming our way. We'll make sure that we get some of those surplus items on uh the auction so that we can recoup a little bit of revenue for those. And finally, Bosco, we have been working on
022the fitness center. Um we're probably about 85% where we want to be. We're going to put a little branding on there and spruce it up. I got a project for Teresa she didn't know about. We want to make it comfortable for people that come in. We've painted. We've put some equipment in there. We got uh badge readers, lights. So, we're we're in a pretty good place with it right now. We just want to add a little bit more to it. And it then build off of that so that our staff have uh a place where they can go and kind of decompress uh and enjoy uh the district as well. The private fence across the street, uh we've spoken to our neighbors. We're going to take that down. Uh it's well half of it is
023coming down anyway. So we want to make sure that we take it down uh this summer as well. Uh we don't have to replace it. So that that definitely uh save us a little cost there. Just right across the street when you uh Yep. >> that wooden prophecy fence. Yeah. So that's kind of it for right now. Um >> well actually it's not uh we're going to start part of our bond uh projects. uh one of the items and our hope is that we'll bring uh potentially uh a package regarding turf uh to the board at the end of the month. Uh we're looking at uh we're hearing that uh due to cost of oil, petroleum is a lot of turf and that in the fourth quarter of this year it's going to go up
024and so we're going to try to be ahead of the game. Uh we feel like we have potential to do that. Uh but we're still working on it. We do have some uh schematics. Uh obviously it's redoing the entire football field and the track uh because concrete also is becoming an issue. It's 16 years old uh starting to crumble. So and then the surface is becoming a safety issue as well. We feel like we could possibly get one more year out. we're going to get uh probably will not be addressed until the fall uh because we'll look to start with softball this summer uh and address that field and then go right into baseball and then so we don't decommission the football field and then once they get those two done then they would go
025right into uh the football field. So we're going to try to wrap that together as a package which also is more cost-effective uh for us as well. So our hope is uh to have that. Now, that doesn't put a whole lot of burden on us, but it can put some inconvenience as far as a summer because we will obviously hire a contractor to do that work. >> And if we're going to talk about safety, I'll say it till I'm blue in the face, that middle school field needs to be addressed. And I know I've talked with Toron, I talked with Bob about it, and we have had injury after injury after injury on that field because you can't expect them to run as fast and not twist their ankle on that thing. So um prior
026to Torrance they I had asked this request that there be some attention and maintenance done to it and um they seated it which doesn't fill holes. So it needs a little bit more love. Is that in part of the bond plan? >> So the middle school football field is not part of the bond plan. That would be something that we do maintenance-wise um in essence ourself uh with the grass field. And that's the challenge. Uh obviously with the grass field, it is a lot more of human um time and effort that has to be put into that. Turf is easier because one, it um we get around the human element as far as maintenance and then also we get around the weather element because also weather and rain can be an issue if you're on
027that. Obviously it tears it up. Um so that's why a lot of people have shifted so they can have access to their fields year round. Obviously, we don't use this field over here year round, but it's still part of and it needs to be taken care of uh in that regard. So, I'm not sure what the plan is as far as the summer for it, but we're going to um part of what we have to do is we have to fence off half of it so that we can still use the other half, which probably will get kind of worn out, but we have talked about it. Jason is uh me and Jason went over there and looked at it the other day actually and we're going to be putting a new fence around the
028front part of that as well. And so I told Jason, let's get some numbers on the football field in terms of putting some dirt out, blocking it off, and grassing it up because we know that that's been a concern. 029So now we are waiting. We had a a meeting in regards to uh the information uh with bills that were passed I believe it was Tuesday morning and so the A throughF was a big push. It did not happen um as far as grading. However, there is an executive order that the governor has signed to ask the department of education to come up with an A throughF system. Anyway, I don't know if you guys have heard this, but our commissioner of education announced her retirement this last week and now the assistant commissioner came out yesterday and announced that she's also leaving June 1st. And then we are hearing that there's potentially a third person in leadership there that's also leaving. Um so we don't know who's going to be in charge. Um in regard to
030that, the irony is that we have a commissioner's conference at the end of July, 1st of August every year that all school districts, Miss Cummings has been to that in years past. >> Um so it'll be interesting to see who's going to be either appointed and or hired uh to take over commissioner of education. So uh we do think it hence I'm talking about this during legislative we do think maybe it was politically motivated uh why this is occurring. So uh as far as other bills in uh that were of concern there was no property tax bill actually passed. Uh we had the special session and then they had a group of senators and representatives that toured this state last year. uh they had a meeting down at the Union Station uh last summer I
031attended uh to talk about property tax reform for the entire state of Missouri and a lot of fingerpointing that happened at the end of the session. House blamed the Senate, Senate blamed the House, but they did not cross the finish line with any kind of property tax reform. Uh so it'll be interesting to see what occurs there. Obviously, the other big concern is that they did pass for uh income tax uh issue to be put on the ballot. Um we're waiting to see whether it's going to be August or November. Uh in that regard, that is $9 billion in revenue for the state. Obviously, that is a significant amount. Um and it's used toward general revenue, which is used toward paying for state student adequacy target SAT is what Mr. Allen mentioned. So, uh, that
032could be of concern because they want to replace the income tax with sales tax of different natures, whether it be on food, home sales, um, uh, other services. They want to spread them around to different types of sales tax that are, uh, assembly and Jeff City would make that decision. So, uh, nothing's uh, significant. no open enrollment bill passed either uh in that regard. So, um so yeah, I mean uh it was really kind of a quiet session, but we're not to June 30th yet and the governor can line item veto any part of the budget that was approved. And as Mr. Allen said, we're waiting for them to him to sign it um and to see whether or not he could possibly make other cuts in it prior to signing it. And I think
033I read that uh part of that tax bill would take away from the Hancock amendment on certain things where the state legislature can they can do the taxes as they as they please which is in the original Hancock amendment. Um, we also had spring grant day where we awarded $14,000 to teachers and staff. Um, and then we gave out $24,000 to our seniors this year at their senior award ceremony night. That is a significant amount of money. Um, I know that that um process of selecting those that were going to receive grant funds was very difficult. Um and we encourage all the kids always apply, teachers always apply. Like put put it out there and let us decide. Um also the virtual um run actually ended up being a success. We did um very well for that and all the contestants because we had to cancel it because of the tornado.
039Um all the contestants were able to participate virtually and then turn in their times. Um, so that was still very successful. Uh, and you should also be getting your save the date for the gayla that is going to be on September 19th and the theme is casino night. So bring your good luck charm. And first off, I do want to say I was super impressed at the amount of applicants that we received. I am so proud of our community um for stepping up uh stepping maybe out of their comfort zone too to apply for this process because it can be very intimidating um and it's a big job. So, I just want to thank all of the applicants first and foremost for applying. Um before we move forward with this appointment process, I want to address a few concerns publicly in the interest of transparency, accountability, and maintaining community trust. As elected officials, our responsibility is
048to represent the public fairly and independently. That responsibility sometimes requires asking uncomfortable questions and acknowledging concerns openly, even when doing so may create tension. That is part of the job we are elected to do. Approximately one week prior to our open session meeting where election results were announced, I received information from a community member outlining a very specific sequence of events that was to um was expected to occur, that our vice president would step down, that Dave Daniels would be assumed the vice president role, and that former board member and current mayor Norman Larky would later apply for the open board seat. At that time, I dismissed those comments as speculation and trusted the integrity of the process. However, during the public meeting itself, events unfolded exactly as they had previously been described to me
049step by step. I also want to state for the record I personally had no prior knowledge regarding the leadership transition before it occurred publicly during that meeting. I cannot speak for myself or other board members, but I can speak for myself when I say I was completely blindsided by the process as it unfolded. Following that meeting, I raised concerns directly with both board and district leadership. Through those conversations, it became clear that the vice president transition had been discussed and planned well in advanced, including ongoing preparation and training for that role over an extended period of time. While I understand that leadership discussions naturally occur, what con concerns me is the appearance that significant planning and coordination may have taken place outside the awareness of at least some sitting board members and outside of public
050view. That concern only deepened knowing that these per preparations were apparently already well underway. While I personally remained uninformed and uninvolved in those discussions, I also believe it is fair for the public to ask questions when someone chooses to run for a reelection during the normal election cycle, but later seeks appointment to that same position, especially when that sequence of events had already been specifically described ahead of time. I trust the public is capable of using critical thinking and drawing their own conclusions regarding the timing, sequence of events, and overall appearance of this process. To be very clear, I'm not accusing anyone of any anyone of wrongdoing. However, I would be failing in my obligation as an elected official if I did not acknowledge that these circumstances created legitimate concerns regarding transparency and public confidence.
051Again, this is not personal. This is about process, accountability, and ensuring the decisions impacting this district are made openly, collaboratively, and in the best interest of the community we were elected to serve. Transparency and accountability matter in public service, and I felt those concerns needed to be acknowledged publicly before this process moved forward. >> All righty.
