001To approve the consent agenda as presented. >> I broke Jim's system. All righty. So, we have a motion second to approve the consent agenda. Any discussion? Seeing none, all in favor say I. >> I. >> All opposed? Passes. Sine die. >> Mr. Chair, I'll make a motion to approve the election results of April 7th, 2026 election. >> Second. >> We have a motion and a second to accept the certification >> Certification of the election. >> Yeah. To accept the the There we go. Thank you. We have a motion and a second to approve the certification of the election that was just handled. So, uh any discussion? That's going to be a roll call, correct? >> Yes. >> Yeah. Norm? >> Yes. >> Teresa? >> Yes. >> Eric? >> Yes. >> Dave? >> Yes. >> Karen?
002>> Yes. >> Jim? >> Yes. >> And yes. All righty. We need the new board members to come up. >> Well, you got to do something else. Mr. Chair, I'll make a motion that we move that the 20 25-2026 school board sine die and that >> Oh, yes. >> Dr. Underwood be appointed temporary chairman. >> That's even There we go. We have a motion. Do we have a second? >> Second. >> We have a motion and a second to make Dr. Underwood the chair of the meeting. Any discussion? Seeing none, Jim? >> Yes. >> Karen? >> Yes. >> Kate? >> Yes. >> Mary? >> Yes. >> Teresa? >> Yes. >> Wilson? >> Yes. >> You can share if you need to. >> I will get mine going. >> Now we're going to have this docking.
003>> Yeah. >> The oath of office for all of our new board members. >> See you soon, Lauren. >> He's talking. >> Oh. >> Thanks, everybody. >> Okay. Raise your right hand. Repeat after me. I do solemnly swear I will support the Constitution of the United States >> This time I will call the board to close seven Delta four Delta six. I'll call the meeting to order. >> Here. Here. >> Present and voting. >> Here. >> So >> Here. >> If you average yours and mine together, it's one. >> I'm making a nomination of Jerry Miller as president. >> Second. >> Now, motion for nominations to cease. >> I make a nomination that uh I make a motion nomination cease. >> Second. >> I have a motion and a second. All those in favor say
004I. >> I. >> All those of like sign. Mr. President. Okay. The floor is yours. >> Well, thanks again for all of you. I appreciate it. So the chair will now look for pick a nomination for vice president. >> I would like to make a motion to nominate Dave Daniels as the vice president. >> Second. >> We have a motion to have nomination cease. >> Make motion that nomination cease. >> Second. >> All right. So all in favor of Dave Daniels Oh, we have a second cease. >> Second. >> All in favor of Dave Daniels being vice president. >> I. >> Say I. >> I. >> All opposed. Passes. >> I make a motion to appoint Teresa Stocking as the secretary of the board. >> Second. >> We have a motion and a second to
005appoint the Teresa Stocking as secretary of the board. Any discussion? Seeing that, all in favor say I. >> I. >> All opposed. I. >> Appointment of board board treasurer. >> Make motion Shana Leepers board treasurer. >> Second. >> We have a motion and second to appoint Shana Leepers as the board treasurer. Any discussion? Seeing none, all in favor say I. >> I. >> All right. We have been through sine die. >> Make a motion we adjourn sine die. >> Second. >> We have a motion and a second to adjourn sine die. Any discussion? Seeing none. That would be regular. >> Yes. >> All in favor say I. >> I. >> All opposed? Yeah. Is that a roll call? No. All right. All right. So, now we're moving to the other meeting. All right. Well, we've
006already been so we'll Chair, we'll call this meeting to order and please stand for the Pledge of Allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Any public comment reader? >> Sir. >> All right. We have another consent agenda. Chair will accept a motion. >> Motion to approve consent agenda as presented. >> Second. >> We have a motion and a second to approve the consent agenda as presented. Any discussion? Seeing that, all in favor say I. >> I. >> All opposed? Passes. All righty. Before we get to you, young lady. Rusty, are you okay? So, it's going to be new for you and you're going to be drinking through a
007fire hose, my friend, and and we we expect that. Um and we understand that. You're sitting with some really good people uh they can help you through this. Mary's going to help you with this. Teresa's sitting right there. And at any time you need to stop to ask us what the heck we're doing, just let me know. Okay? Cuz we want I want it to be as easy a transition as you can get, if that makes sense. Okay? All righty. So, you are on, young lady. >> When is Tony going to get the new microphone? >> So, we are looking at actually rewiring We are actually looking to rewire the board room uh this summer, and so we're going to try to tie in mics to direct wire. So, um so he's looking at some
008options in regard to that. He wanted to go ahead and do battery again, but when I found out we were going to do some uh we're going to have to schedule it even I mean, we're going to do a lot of wiring in this building over the summer. And so I said, "Well, if we're going to do that, then let's just make sure we get a solid set of mics for this summer instead of hurrying and get another set and then hate them in another year or so. >> All right. >> Now you can go, young lady. >> All right. Good evening, everybody. Um I just wanted to share a few things that are going on at the high school right now. Spring spo- spring sports are in full swing. Um our recently, last Friday,
009our girls flag football team beat Kansas City East with a score of 50 to 6. So, it's pretty impressive. Um upcoming this weekend, there is a play um at the high school. I don't remember the name of it. I'm so sorry. Sweet Surrender. There it is. Um but that is Thursday, Friday, and Saturday night at 7:00 p.m. So, that's pretty exciting that we have coming up as well. Um the seniors have 11 days of school left, which is insane, but graduation >> Exactly. Who's counting? Um so, yeah. Graduation preparation is coming up. So, a lot of big things happening. With um that, the magazine recently came out. I know a lot of you guys got it. It was pretty cool, in my opinion. Um yeah, we're really proud of how that came to be, and
010I want to thank again Ms. Rebecca Haynes for helping us with that. That was such an amazing opportunity for all of us. Um I think tonight is going to be my last meeting with everyone. So, I just want to thank you guys so much for the opportunity that you guys have given me this year. It's been um such a great experience getting to sit in, listen to all the conversations, and all of the current events that are coming up. And I really wanted to thank you guys for um preparing me for next year and all of my future years to come. >> Can we extend the school year for her, so she can have one more meeting? We can, but it won't matter. She's counting down. >> And then also, I do have one more
011personal announcement. >> Okay. >> Um I got a full ride scholarship to the UMKC Music Conservatory for the music therapy program. >> Well, that'll make your parents happy. >> Sure does. >> Very cool. >> Thank you so much. >> Very cool. Alrighty, Dr. Underwood, report of superintendent. An odd system tonight. >> So, as the board approved our election results earlier during our sign die, I did want to circle back around in regards to the bond issue as we now sworn in our our new members. I would like to personally thank Ms. Connie Hubbard and Friends for Education 2026. And so, Ms. Hubbard was able to raise enough funds to really blanket signs around town. I believe we had what 250 signs and we had very few left here. So, I think they're all utilized. We
012also put a couple of ads in the paper as well and so to try to get the word out and the irony is Connie is um Excellence K-12 did a phone survey and predicted that we would have 69% approval of the bond. They got pretty close at 68.66%. >> Yeah. >> And so, but if we we can't just assume we have to put forth a valiant effort to get the word out and so so that was done. Thank you also MSTA gave some money. I know some of the board gave money as well and so just um a concerted effort to get the information out there and then it'd be shame on me if I didn't point out Miss Haynes again, not just with the magazine, but with our flyers and that information, our our
013buildings passing on information to parents. Um Torrance Allen and Dr. Monk did 80% plus of the presentations to people. Um obviously they did it to the board as well and so you guys got to see what their show was. So I want to thank them uh as well. And so just uh over and over the number of people that put forth uh the effort uh to make it happen. Uh but Connie, I go back to you don't get paid for this and you've done it for How many different elections you think you've done or how many years have you done this now? Yes, indeed. So we're super thankful for that. And then just uh as I mentioned the percentage, uh it was a low voter turnout, but that's why every vote matters. Uh we had
014uh total votes was 1,586 votes. So that is not a lot and so people that can come out negative can definitely swing that and so we're super thankful. Uh last but not least is for our community that supported for sure. >> And we appreciate that and I appreciate all your hard work over a few over a couple of years. Yeah. Now I've known you too long to give you a number. So. All righty. Well, we've accepted that. Uh the chair would like to uh nominate uh Mary Cummings to be the MSBA delegate. If you would so have so. >> Second that. >> Yes. >> Second. >> So, we'll have and we'll need to Well, just a nomination, okay? Uh let's see. We're going to do these. >> We need a We need a motion to
015nominate. >> I'll do the motion. >> motion to nominate. >> Yeah. All righty. So, all in favor of Mary being the MSBA delegate? >> I. >> All opposed? All right. And a backup. Okay. >> Backup? >> I'm fine with that unless >> I'll make a motion. >> You want You want to just go into a fire hose hard? >> Well, we are We already have a date to meet at that one in the summer, so it's fine. Okay. Then I'll make a motion to nominate Rusty Sullivan as the backup. >> Second. >> We have a motion and second to to nominate Rusty Sullivan as the backup MSBA delegate. So, that'll be very good and uh all in let's see. We have motion and second. Any discussion other than a fire hose? All in favor say
016I. >> I. >> All opposed? The chair would also like to nominate Teresa Cervantes to the Belton Educational Foundation. >> Second. >> We have a motion and a second to accept her educational foundation representative. You good with that, my friend? Okay. Well, that being said, any other discussion? All in favor say I. >> I. >> All opposed? Passes. Uh City of Belton. I didn't think about that one. Who would that Jim, would you like that one or would you like >> Dave will take city. >> Dave will take the city? >> I appoint Dave. >> Well, technically we would have two, but we'll just go with one cuz the city won't be doing any dips, we hope. So, we'll just do the one and if we need a second for a dip, we'll grab one.
017Is that all right with you, sir? Just say yes. Okay. >> have two seats available, so I would recommend >> 0.2 people. Okay. So, uh I'll make a motion that we accept Dave as this one of the representatives. And we'll put uh Are you okay with Dave? >> And Jim Armilio as the second representative to the city of Belton. >> Second. >> We have a motion and a second to put Dave and Jim as our city of Belton representatives. Any discussion? Seeing that, all in favor say I. >> I. >> All opposed? >> Excuse me. >> Okay. Belton Cares. Yep. >> Sounds good. >> You good with that one? Chair would like to make a motion that we accept Jim Armilio as the Belton Cares representative. >> Second. >> We have a motion and a
018second to uh have Jim as the Belton Cares representative. Any discussion? Seeing that, all in favor say I. >> I. >> All opposed? Passed. All righty. Are there any committees that we missed, folks? Okay. FY26 budget. >> I'm going to start off super fast and just remind everyone in regards to uh the Amelia that we discussed last month. Uh in discussions in regards We've got a lot of legislation where we'll touch base upon. Um and but as we start to finalize, Mr. Allen, I think they put a lot of hard work into him and Miss Dunn in regards to where we are uh to be accurate. But I just say this out loud, things can change because of legislation and other items that move. And so we're working on that side as well. These are
019new times. I mean Yeah, we usually know a lot of numbers by January and we still do not know numbers and we're sitting here in April and we will have to approve a budget by June 30th by law, so but I feel pretty confident in these numbers and so I just wanted to remind everyone of the climate we are in is cut property taxes, cut income tax. I mean, it's I listened to multiple bills today about what the plan is or what they're trying to do at the at the state level and with really no plans of how to um find other sources of revenue in place of. And so just different times. >> And it is an election year. So, there's no mystery why this is going on. >> Okay. All right. Well, I'mma
020do a little quick recap. Back in December, we talked about uh this was a reassessment year for us, which we saw about 11% increase in our assessed valuation. That is that you can see right there. This set 602. That is largely due to our property tax and new construction. Also in August, we passed our ASBR and we also passed our tax levy. And you can see both of those you can see your tax levy that we set at 1. Well, that's our debt services, but tax levy is at 4.35. So, our beginning balance was 23,000 and our debt services was 6 million giving us a total of 30 million. We jump down to our revenue funds. In December, we reported 81 million. Right now, we are showing 79 million. And what you see is about
021a 1.4 decrease, but we had anticipated that based on Senate Bill uh I'm sorry, I'm sorry, Senate Bill 190. We got the numbers from Mr. Molendorf today sitting at around 596,000, so we're pretty much on target. We have been uh conservative in our approach to our budget because we want to make sure that we're not shooting high and then come up short. We'd rather be kind of just in a sweet spot where we can make the adjustments. So, again, all these numbers we're just kind of cleaning up things and making our adjustments as we continue to to uh head towards June. One of the things that you will notice is that we have to uh look at trend spending. So, basically, we look at what do we usually receive between March and June? And so,
022right now, uh we just we do a little bit of estimating, and so we got ourselves about a 1.4, but it could fluctuate. And we still are taking in some uh property taxes. Uh so, we're hoping to see some increase in that. In our expenditures, you'll see that we are down in our expenses around 688,000. That is because we want to make sure that >> Our expenditures are What you have estimated here is down. Can you explain that a little more? >> On the expenditure side? >> Uh number two on the expenditures by fund. >> Yes. So, typically, there's teachers that either have been resigned or some have been uh we've already had one teacher that we've kind of uh >> Yeah. >> Yes. >> Parted ways. >> Yes, I was trying to get the
023correct word. We parted ways with, so sometimes salaries uh are there and then there's also positions that we have not filled yet. And so with those positions that we haven't filled yet, their salaries are still uh impacted. So, we're not spending that money, it's just kind of sitting there. So, we'll see some we'll see some uh salaries that will continue to keep our spending is down. >> But wouldn't those in a sense go back up in the next budget year? >> Could be. Yes. >> Yes, they could. Uh one of the other items that we do is we'll typically put in some money when people um move through salary schedule uh through the year. So, we do try to anticipate some of what that cost will be. Uh as you guys well know and and
024approve almost on a monthly basis that we have people that will actually obtain additional college and can move on the salary schedule. Um so, we have trends there as well, but sometimes we don't have as many people in a year. And so, we're always high on the expenditure side as far as an estimate and low on the revenue side when it comes to what we receive in revenues. Uh we've still got 85 uh individuals that have not paid their taxes because they were holding out on the Senate Bill 190. Those people will have to pay eventually. Uh typically we we receive over 100% of our property tax revenue because there are people that are late almost every year. Not almost, every year they are late. There's not almost, my apologies. And so, nonetheless uh we
025typically will see um a full payment of that. This year is different and people will use these type of situations with legislation. I'm not going to pay until I know. And so, uh when Mr. Allen talked uh with Mr. Mullendorf, he had shared that there were uh 85 and typically those are pretty hefty tax bills that are being held because it financially uh behooves them to hold on to their money as long as possible uh in those regards. So, once again, we will have people uh that we do estimate on some of the costs that they will actually get paid higher in some cases that does not happen. There are positions that we can't fill. I look at special education. We struggle Is there any way that we have any positions not filled right now?
026I knew the answer. Yeah. Well, that's good, but And so, that is a strain on our staff. However, it's less on the payroll because we are not paying those people cuz we don't have people to pay, but it's not like we're not advertising looking for those individuals to fill those jobs and some of them are truly year-round. I look at Ms. Brown for for that. So, we do have some of those scenarios. Once again, we're going to put every penny in that we think we're going to expend and then if it comes in less, then that is going to save us on the expenditure side. >> Okay. Thank you. All right. So, we have funds transfer from fund one fund two so we can zero out our teacher uh revenue uh for 10 million. Then,
027we also have our capital project that will transfer funds into for 724,000. When you look at our fund balance, if we spent every dollar uh in our accounts, the worst-case scenario, we would finish up with uh 30 million dollars, leaving us with a fund balance of 28.72, which we typically try to come in a little bit higher. We usually estimate around 3 to 4% higher. So, hopefully we'll see uh in August that number be around 32, 33. On our revenue side, local taxes is our biggest uh revenue for the district, followed by our basic formula. Then, with Prop C and our grants and you can see 75% of our revenue come from basic formula, local taxes, and the Prop C. Salaries and benefits usually always carry the biggest part of our budget, which is around
02870% of our budget. You scroll down to expenditures by fund, you'll see our teachers accounts as well as our general Our general is usually made up transportation, food services, supplies purchase services and some non-certified staff and benefits. So again, that's roughly 70% of our budget is going between those two. Well, that will show about 80% but 70% of that is our salaries. And then down below you'll see our you'll see our expenses. Usually we have What you see down here is really a breakdown of what you see at the top. I'm sorry. So, if you want to know what breaks down into our revenues by fund and expenditures by fund, you can look at our spreadsheet down here below. And so with that, administration asked the board to approve our amendments, which are really just
029our cleaning up behind the scenes that Amy does to our April budget amendment. >> Motion to approve the FY26 budget amendment. >> Second. >> I have a motion and a second to approve the FY26 budget amendment as presented. Any discussion? Seeing none, all in favor say I. >> I. >> All opposed? Passes. FY27 preliminary budget. >> So, the preliminary budget, just want to talk to you about the process. Amy and myself have met with the building principals, district directors, and assistant superintendents to compile a list of upcoming uh, year needs. And so, we have, uh, usually going that process, we also look at advancing, uh, our teachers' salary schedule, uh, and employee cost benefits. So, we recently we all know that we got our $58 million tax, uh, no tax rate increase bond passed, and
030so we're excited about that. We did not put that into our budget. Uh, we just left that separate because we're still in the early planning phases of that, so we'll come back and share that information with you. We're working closely with Inside Design Studios as we are preparing. This year, the 2027 will not be a reassessment year for us, uh, but we do know that Senate Bill 190 will continue to have its impact as it freezes, uh, assessment values for seniors. And as we saw in the, uh, a budget amendment, those numbers are coming in fairly true, and so we want to make sure that we continue to keep that before you. Uh, the foundation, really one of the biggest things that we, and Dr. Underwood, have been, uh, staying on top of is the
031property tax, uh, uh, property tax bills that are out there. Senate Bill 3 was recently just passed. Senate Bill 190 is the other one, and so we, when we're doing this budget, we're looking at our state adequate targets, uh, numbers, and so right now the governor sets it at 7145, but he has the ability to roll it back. And right now it's showing about 69, uh, 6900, but for us, we're looking at using, uh, our previous number at 6750. That just keeps us being a little bit conservative to because we don't know how far back the governor will roll those numbers back. So, in the process that we've been working on this draft budget right now, those are the things that we're taking into consideration as we're building the budget. And we'll come back before
032you again next month, and then in June with the final uh, budget proposal once the budget has been once they have passed their state budget in May. So that's kind of where we're at right now. >> All righty, that's just an update. Um as always please go through those as you can. And if you have questions, please reach out to the to the staff. >> President Miller, I'd also say that we just met with our health insurance broker Cbiz. We are looking at what the cost is. Uh 6.7% increase in that regard. That's a little over a $4 million ticket in this budget. Uh so as we're looking at those items we are putting those in once again as we get those uh the revenue piece obviously we're still awaiting upon but as we're working
033through we're getting ready to do meet and confer. We'll start that I believe our first meeting is coming up the end of the month. >> Late April or early May. Still waiting on that. >> And so as we meet with our staff we do and have tried to say that we will always move through the salary schedule but there's no mandate or requirement that we do that but we do try to do that because if we freeze people's salaries they will remember it for 20 or 30 years. And so we have always tried to make sure and find a way in which to do that uh in that regard. So we'll wait and see what MSTA and NEA presents as far as their items of interest um which could cause us to make an adjustment
034but as you guys well know we've tried to multiple months get this in ahead of time in essence so the board can look through this to see if there's any concerns or items that might need to be addressed between now instead of just waiting until June um to share with you uh, you have April, May, June, obviously, to cruise through. And as we're making adjustments in I believe it's what the first Friday in May is when our legislators have to approve the budget for next year. But Mr. Allen is correct, uh, the governor can withhold funds from districts until June 30th uh, of this year for this budget, not next year's, but for this year's budget. Uh, he can, uh, hold or withhold funds. Um, capital gains law that nobody's really talked about that was
035changed in the state of Missouri because our capital gains tax went away. Um, as you guys mainly know, they were waiting for April 15th cuz a lot of people that will benefit from that will not do their taxes until the last day. And so that could cause the funding for schools to also be rolled back because of how much of, uh, loss in revenues that can mean for the state. And I will not, obviously, know that probably for at least another 2 weeks. >> Okay. All righty. Do you know how the litigation is going on the, uh, Senate Bill 190? Have you heard anything from anyone else? >> As far as litigation on 190, no. I think the focus is on Senate Bill 3, uh, which could affect 190, but the focus is on Senate
036Bill 3. >> Okay. >> Because the numbers that we have right now uh, that I'm sitting here looking at uh, is $590,000 that will be less to the district. You know, if we did the math on that for, uh, s- for every $100, we figured it at $70,000. That could be $800 that we could have put on our teacher salary schedule that we will not have. Uh, we are estimating that the primary residence cost could be upwards of 3.3 more million dollars. Uh if that is held into place. Of course, there is a lawsuit on three and that is mainly St. Louis area people because one, they didn't like it that it's about the Chiefs and Royals. And so, the St. Louis people filed suit against that. And then there were people out there that
037was pushing very hard for the for their community not to pass it. St. Charles County, which is just outside of St. Louis, did not pass the tax freeze. Christian County, which is just south of Springfield, did not pass it. And Webster County, which is Marshfield, they did not pass it either. >> Wow. >> And so, those people all, in essence, did not trust um what was happening. And it is all over the place. We got the 0%s, we got the 5%s, we got the others that are left um to inflation. And so, we are all over the board, but those three counties did not pass or the taxes to be frozen anyway. >> Good for them. All righty. All right. Any questions on the preliminary budget? No. You look like you have a question coming.
038Okay. All righty. Insurance benefits and renewal. >> Yes, as Dr. Underwood said, we uh recently met with CEBES and our insurance committee, um which is made up of uh teachers from each building or representative from each building. So, outlined in this memo here here you'll see kind of the highlights of what was discussed. Um to start off our Blue Cross Blue Shield medical plans, you'll see there due to statutory requirements, you'll see that all HSA plans um will have a 333 deductible move to a $3,400 deductible. Board paid insurance will go to 888.60. Um that's an increase of $55.80 per employee per month. And that's an overall increase of $316,707. I have a little renewal history there for you. As Dr. Underwood pointed out earlier, we did receive a 6.7 um rate increase. I think
039it I believe it started um initially at an about a 9.4 and Cibus was able to negotiate that down to a 6.7 increase. So, however, you can see there in 2023, we had about 11 and point 11.8 uh percent increase. 2024, 2.6, which is when we added that Spira Care, if you remember. And just to report on Spira Care, we've had a lot of um luck with that. Uh lot of employees have chosen to go to that plan. I believe I I believe it's about 42% um if I'm correct that has chosen to to move to that plan. So, it's it's having a lot of success. Uh then you can see there 220 2025, 4.7, and here we are at 6.7. Voluntary vision, uh there was a slight increase there of 5.8% with with a
0404-year uh rate guarantee. Um that that rate hadn't been been adjusted since I believe 2022. So, it had been locked in for quite some time. So, we saw a little bump there. No changes to dental, board paid, life, voluntary life, long-term disability, or employee assistance program this year. So, those all remain the same. I'd like to point out our supple merry supplementary voluntary benefits will be hosted through Amerilife uh benefits direct this year. We're really excited about that. They'll be hosting open enrollment, which is April 27th through May 8th. So, mark your calendars for that. All employees will need to do an in-person visit with our enrollers. Um Julie Childs, who I've I've talked about previously in different board meetings, she is our benefits coordinator and is is really remarkable, but she started last year
041going to buildings and hosting informational sessions prior to open enrollment just to really give people knowledge on insurance and making the best decisions for their families. So, she's doing that again this year. She's calling it chart chart your course and she will visit starting, I believe, tomorrow or Wednesday. She will be at every building. So, we really encourage staff to go. If you can't make your building's session, go to another building. She's got some fun prizes, I think, Apple watches and Apple or AirPods Apple AirPods. So, if you attend, you get your name in a drawing. So, we really encourage staff to to go. It's well worth your time. I'll even go to a session because every time I I chat with her, I learn something. So, with that, the administration asked the board to
042approve employee benefits plan renewals for 2026-2027 school year. Thank >> I make a motion we approve the employee benefit plan renewals as presented tonight. >> Second. >> We have a motion and a second to approve the employee benefits renewal for 2026-2027 as presented. Any discussion? >> Do you happen to know how many how much of the staff stays with the employee only free or the percentage that pay a percentage of money to do it or have family plan? >> If you're talking about our individuals, the percentage that are on Spira Care, a lot of our young employees are there because they do not want to pay any additional money and if you buy up from base plan or Spira, then you have to pay extra out of your pocket, which motivates people to move to
043that plan. So, yes, we know >> That That was about 42% that are on that base plan. Now, as far as number of members, I don't don't have that off the top of my head. >> That's 42% using Spira Care, right? But are there employees that don't use Spira Care and have pay extra? And then there's also, I assume, some on a family plan which that's got to be very tough, but so is is that really about 58% of the employees? >> Yes, because we have two HMO plans that are higher in cost up front, but they are guaranteed payments. So, you don't have like that 33, 3400 dollar max out-of-pocket deductible. You actually have a higher one, but you can say I go and get an X-ray and it's $75. So, the numbers are
044locked in on those HMO plans, but they're more expensive to have that rate guarantee. Now, we also have another qualifying high deductible PPO plan that is also a max out-of-pocket that's going to be $3400. That is a wider network across because Spira is a very narrow network, and some call it the I-35 plan because they've not expanded much, and most of their clinics are north. And then the pay PPO plan, PPO, spit it out, PPO plan is across the entire Kansas City metro that we have. HMO plans also have a fairly tight network as well, and then we have the higher end PPO plan that is also, once again, a wide network. So, we do have some varying options for our people, but they are more expensive where you have more access to more care
045from different hospitals and/or providers. >> All right, any other discussion? Seeing none, all in favor say I. >> I. >> All opposed. Passed. Summer school update. >> Yes, just wanted to give you a few updates about summer school. This year our locations will be Grace. Um ESY will be there. Kentucky Trail will be grades kindergarten through third. We'll have Mill Creek hosting grades four through six, as well as Hillcrest will have their incoming kindergarteners um attending at um the STEAM school. We'll have um BMS and BHS will also have summer programs. And um BMS will be located at the high school this year in the ninth grade wing. We've done that in the past and they will move there for the summer. Um enrollment should be live um today. This evening it went live. So
046um encourage everyone who's interested in summer school to enroll online. If you need help with any of that, don't hesitate to contact our office. If students are enrolling for online courses, driver's ed, um Coach Servinberg's um formerly known as weights class, it's you also have to enroll through our um enrollment form. We have refined those forms for the summer weights from last year. So hopefully those are more user-friendly. Um the high school will also offer credit recovery and their um credit PE course. They will also offer online health, um finance, and um Belton Middle School will do credit recovery courses as well as some enrichment courses. And um offer we will have swimming for um the upper grades four through six as well as the BMS kids at BHS. And um we also will have
047a program at Ignite for ESY at Scott our Scott building. And um kindergarten through sixth grade will have our regular programming um that we've hosted in the past, so it'll be a fun summer of learning and clubs and um camp themes and the police will also host their um good choices camp again this year and that will be the second week of June. And um more details to come about that. They're in the beginning stages of planning that. But Officer Hepner has taken over for Officer Pruitt in planning that. So we're excited for summer and can't wait to see all the kids that turn out to share the summer with us. >> Perfect. Okay. We did get a second another driver's ed car to replace the one. I couldn't remember. Alrighty, any questions about summer
048school? >> Three, not two. >> Nope. Legislative update. >> Yes, a lot going on in Jeff City. Uh we're in the last 5 weeks of legislative session. Uh just a couple bills that I'm going to point out. Obviously there's a lot. Uh bills 1410 and 1066 are the property tax bills that have been the main focus. Uh there's a lot of belief that those will turn into omnibus bills where they'll have several different items attached to those. Uh those typically happen seems like in the last week of legislative session. And so to be interesting to see what does or does not get because in essence what the General Assembly will try to do is to determine which ones uh they can take a straw count um behind the scenes to see where they can get
049support and get passage. And so they try to add or take off items uh and count the votes uh in essence to get that to pass. One also that's uh about school boards is um Senate Bill 1351. That is where they're trying to reduce the number of years for the independent school district board that is elected on 6-year terms and they are term limited I believe to two terms to roll them back to a three-year term like other school boards are. And so, some years ago in a first-class county, they could have that option. And it was done legally. And so, now they're trying to pass legislation. But, there's also belief that there may be the November date for board elections tied in with this bill as well. And so, they have tried to make
050board elections a partisan issue. And the belief is they will try to tie it to uh 1351. >> Now, they've been fighting that one for a number of years. So, we'll see if we continue on. All righty. New business, horizontal advancement. We have two of them here. So, uh the chair will accept a motion. >> I make a motion to accept the horizontal advancement on the list as provided. >> Second. >> We have a motion and a second to accept the horizontal advancement as presented. Uh any discussion? >> No. >> Seeing none, all in favor say I. >> I. >> Uh we still have this one on that list, too. >> Yeah. >> The extension. >> I make a motion to approve the >> That's a different person. >> Okay. >> Yeah. >> All right.
051All opposed? Passes. Yes. 15 to 30. Okay. Thank you. Uh chair will accept a motion on the second horizontal advancement. >> I make a motion to accept the horizontal advancement for Madison Daniels. >> Second. >> We have a motion and a second to accept the horizontal advancement for Madison Daniels. Any discussion? >> No. >> Seeing none, all in favor say I. >> I. >> All opposed? How about an Epstein? >> Epstein >> That passes. Miscellaneous committee updates. Mary >> Okay. Um there's a safety conference uh actually this month, the 22nd through the 24th in St. Louis. And this year they're focusing a lot that's surrounded with um uh Senate Bill 68 with the cell phone use and stop the bleed and all of those things that came with that. So um they have a pre-conference
052if anyone's interested. Um but they'll they're going to have uh national speakers there. One of them is actually with the Secret Service. So uh April 22nd through the 24th if you're interested, Dr. Teresa. Um so then um I keep promoting the summer conference, which is June 14th through the 16th. Um so um once again, if you're interested in attending that, Dr. Teresa. And that's about all the new stuff since we had our Evadale day last month. So Okay. Perfect. Belton Cares >> Well, the big big uh event is the Troy Shaw Memorial Golf Tournament August 8th at uh Eagles. >> Sure. >> And uh still looking for a few teams, few people to play. And uh next thing is we need uh chaperones for after grad coming up real soon. So if anybody wants to
053volunteer and go do that, that'd be awesome. >> Perfect. All righty. Belton Education Foundation >> So our Glow Run is this Saturday. Um or Friday. Friday night. Thank you. Um Could you imagine? Um it is Friday night. If anybody needs additional information about registration, just hit me up and let me know, or you are welcome to contact Sonia or Jennifer Mata. >> All righty. Are you walking or running? >> Get on track, Trinity. >> All righty. City of Belton, anything? >> Nothing new. >> Okay. We'll do some miscellaneous dates and then uh we'll work on something else. April 17th is the Pirate Dash. Uh May 4th, no school, PD staff recognition at the auxiliary gym. May 8th is graduation, Cable Dahmer. May 20th is the Board of Education meeting at 7:00 p.m. That's also the
054night we do student uh recognition, I believe. Uh May 21st is the last day of school except for the Walden STEAM Academy. August 8th is the Troy Shaw Golf Tournament. And under miscellaneous, you have something, My Friend? >> I do. So, um I'm just going to read this letter that I wrote um a bit ago, so after much reflection, I am submitting my resignation from the Belton Board of Education. Serving on this board for the past 11 years has been one of the most greatest honors of my life. During this time, I have been fortunate to contribute to the growth and success of our students, staff, and our community. And I'm proud of the impact that we have made together. I have truly enjoyed my years of service, and I'm especially honored to have been
055entrusted with the role of vice president for the past several years. The opportunity to collaborate with dedicated educators, administrators, and fellow board members has been both inspiring and meaningful. As I work toward relocating to my lake home in the Ozarks, soon I will no longer be residing in Belton. And because of this, I feel that it is necessary for me to step down from my position on the board. While this decision has not been an easy one, I know this appropriate time to make this transition is this time of the year. And therefore, tonight will be my last meeting. I thank you for your leadership, for the support supports you have shown me throughout my tenure. Though my role is changing, my connection with Belton will always remain strong. And I will always bleed purple.
056>> Where did you go? >> Mr. President, we might have heard something in the rumor mill. >> Yeah. >> So, I believe that someone's wonderful spouse has brought them flowers. >> But we didn't vote. It's I said no. >> Doesn't take a vote. Vote from Well, it takes one to let you thank you. You're >> See, you're raising the bar on all of this. >> And then I'll let you do it. And act with Norman, my friend. >> Sorry. >> We appreciate all your hard years working with us. Uh we all know that we all went through uh COVID together. Uh that was some rough couple of years. And uh been my pleasure. >> Well, thank you all cuz I I can't even begin to express how much I love you all. >> On that
057note, if I can get ahead of myself here. Um, we will post that position open tomorrow to the public. Correct, Rena? >> It'll be in the paper this week. Um, what they will do is write a letter and tell us who they want to be. We will do a a meeting, an open meeting and discuss all the people that have applied and this board will pick the new person. >> Will we also be utilizing social media to spread the word out into the community as I feel like that's a more utilized resource versus a printed paper. >> It'll be on my list too. >> It'll >> So that is there anything on social media though that we'll be able to share out on our own pages, Rebecca? >> Can. >> Sorry. >> Yeah, that's fine.
058Legally all we have to do is put it on our website and post it. But yes. Um, anyway, so then the plan is then for that for us to get those back, we'll have to do that in open session. Okay? And then so I would like to have this done hopefully, if this board agrees, to have it done sometime in May around after graduation or whatever and do a special meeting or nothing else cuz I think it's important that we get everybody there. I know Dave's going to be gone quite a bit. Does anyone have any heartburn with that or do you want to put it off till June? >> I think it would be appropriate to give the public as much time as possible as I recognize the spot needs to be filled obviously,
059but I also feel to aid in transparency that we should allow ample time for the community to find out about it and make a decision if that's something they want to do. >> But as long as no one is burying anything. >> Well, I just I didn't know if we were going to follow the tradition where we interview or if it's just going to be a discussion. >> It's going to be a discussion and just do where we look at the letters. >> Okay, so there's not going to be an interview process like in the past. >> Not Not unless you guys really want an interview process. I'm going to leave that as a a board decision. >> Maybe we should ask Karen Shannon to do that once. >> Did. >> So. >> Yeah, she
060did do that once. >> Yeah, so that's that's what we've done in the past. That's what we do. >> past, yeah, and and and I thought that was kind of a mess to be quite honest. For those of you that were on the board back then. >> Well, I wasn't on the board, but I was at I was sitting here. I was here for that. >> was It was kind of a mess. >> For more than once, but that's yeah. >> Do what? >> I've been to more than one of those, so that's >> Yeah. So, anyways, uh yeah, cuz the last one we did that was Mark Dixon. >> Mhm. >> So, uh that's kind of my thought is we'll have a discussion in an open meeting with every letter and then if we
061need to If this board feels the need to do an interview process, I'm okay with that. Worst case scenario, I'd like to have the new board set before the end of this school year so that the beginning of the next school year, which is July 1, we have a a seven-member strong board. >> Right. >> If that's all right with everybody. >> And okay, >> I'm getting a lot of head nodding. >> I was >> Tell me if you're not happy. >> talking, so I'm I'm a structure person. So, if we're just going to ask them to submit a letter, I think there needs to be a structure to what we were looking for in that letter, so to speak, and then we need some kind of a a rubric or a scoring guide so
062we can weigh those letters against each other so they meet what they need to meet. It It just can't be just wide open, I don't think. >> Okay. >> I'm not positive, but I believe that when I um signed up for Mark Dixon's position, that I actually had an application that I filled out. The you had specific questions and I filled out an application. >> And I'm more comfortable with that. >> And >> We do. >> Yeah. >> Okay. >> Yeah. Thank you, Karen. That's I'm I'm more comfortable with that. >> All right. We good with an application format? >> Yes, we need a structure of some sort. I >> That's fine. >> So, we do have a an application form that was adopted several years ago um in place that we could use for
063for that process. >> That work for you guys? >> Yep. >> I want this board to make the decision as soon as we can. I I My only fear is I really don't like us not having uh a seven-person board. So, you want to put about We can put it as long as this board wants to put it to. I would just like to see if we can get it done. >> So, I feel like if we gave you 30-day notice to submit your application and your letter, that would put us at April 15th or May 15th, and we could make a decision by the end of May. So, then we have the next candidate by Jim Burris. >> One One thing >> And And another part to that, they would be in in time
064to go to the summer summit and get their school their their orientation done. >> Yeah, cuz we're already going to have Rusty going to get his. So, it'd be good to It'd just be good flow-wise that we get everybody up and running. >> Yeah. >> Um that would be my my best thought. So, that would be It's going to Don't we have to be >> If you waited till the end of May to submit, our next board meeting is not until June 17th. >> Right. >> So, we could call a special meeting to >> do a special meeting. >> to do that. >> One One thing to remember, this selection is for 1 year, and if they want to continue, they have to run for election for 1 year. >> And then run again for
0653 years after that. >> So, whoever's out there thinking about it, you you're you're basically going to run like 2 years in a row. >> So the other thing I'm also hearing is the board policy states that it's a minimum of 2 weeks to allow someone the residents to apply. Are we extending it out to 30 days? Is that what I'm hearing? Or are we doing >> Okay. If they had their applications in by like Teresa said in a month, that would be April 3rd, I mean May 13th. Our board meeting's not till May 20th. >> Yes, but >> So we could have something >> We could, but I think Dave's going to be gone for that one and I thought it was important that we have everybody here cuz we're already going to be
066at a a a six-person. That that would >> Yeah, and that's also student recognition night the 20th. >> Student recognition night. >> So I feel like yeah, it would be appropriate to just call a special meeting to >> And if we currently do that, what days are you available the end of May? Because I I would really like to maybe by June 1st just to >> Yeah. >> 26th >> 27th >> Okay, so let's do that. We'll do it We'll do it one in May and we'll figure out the date. >> Well, Dave's going to be gone from the 29th of May on to his next >> to have to be >> So maybe the 27th of have one the following week on the 27th of May. >> That's okay by me if that's all
067right with this board. >> I'm just trying to get it nailed down since we need everybody here and when Dave would be available. >> Yeah, I don't like it would be odd numbers. So think about that, but we will do the 30 days. I got no problem with that. Okay. >> What was the problem? >> No, the we're going to do the 30 days and we'll do a a meeting in May of sometime. Yeah. >> I've been through a lot. >> Okay. >> Do we have a tornado? >> I >> Tornado >> Yeah, my wife said there's earlier so >> So, folks I would take a motion to adjourn the meeting for everybody to go home. >> I make a motion that we adjourn. >> Second. >> We have a motion We have a motion
068and a second to adjourn the meeting. Any discussion? >> Yes. >> Say yes. >> Just say yes. >> Yes. >> Teresa. >> Yes. And Jim, yes. >> Okay, we're done. >> Let's go.
