001Good evening. I call the February 5th, 2026 meeting of the Park Hill Board of Education to order. Uh, Miss Barnes is absent this evening and Miss Bolan is attending via conference tonight or on the phone tonight. U, please join me in the pledge of allegiance. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> All right. Thank you for silencing your phones tonight. Um, I would like to remind the board of our norms. Um, stay in the role of a board member. Um, be respectful. uh be inclusive, uh be prepared, and be missiondriven. And our district mission statement is uh through the through the expertise of an engaged staff, the Park Hill School

002District provides a relevant education in a safe, caring environment to prepare each student for success in life. Uh board members, do we have any announcements this evening? Uh Mrs. Woodley? >> Yes. I just wanted to brag on Park Hill School District for hosting a wonderful H.B.CU DCU fair um on Tuesday night. Just the energy from all the participants that were there, the panelists um our district um staff that were there and the students, it was just an amazing event, almost like a party, I think you say, in the auditorium and kids were just so excited to be there and to learn about opportunities for after graduation. So, um just kudos to this district for sticking to um and being intentional about helping all of our students. Thank you. >> Thank you, Miss Woodley. Uh, Miss

003Norris. >> Yeah. I just wanted to thank all the parents in the district to take part in all the committees and things that the district has. I didn't realize I was on the board this long. Um, just how much there is going on and how many parents are volunteering, specifically like the calendar committee just ended the comprehensive school improvement plan and a lot of parents are on these things for, you know, two or three years as a cycle. So, um, I just appreciate that. And if you are a parent that's interested in helping out, I think there's a lot of opportunities. So, just reach out and ask. >> Uh, Mr. John, >> none tonight. Thank you. >> Mr. Monza, >> none. Thank you. >> All right. Uh, Miss Bolan, >> none tonight. Thank you. >>

004All right. All right. Dr. Cameron, do you have any additional announcements this evening? >> I actually, it's not an additional announcement, but I did have the uh H.B.CU fair on my uh notes as well. So, just to give you a little data there, we had 19 colleges and universities from across the nation that came to uh Park Hill South. We also had uh students there from some of our neighboring school districts, KCK, and uh we're trying to make that as open as possible to give uh students uh opportunities and making sure that that exposure is there. So, thank you for bringing that up and I wanted to put a little bit more data around that. That's all I have. >> Okay, great. All right. We'll now move on to our adoption of the agenda. Um,

005I'll need a motion and a second to adopt the February 5th, 2026 agenda as presented. >> So moved. >> Seconded. >> I have a motion uh from Miss Woodley and a second by Mr. Todd to adopt the agenda as presented. Uh, Dr. Kimber, there any modifications tonight? >> Uh, none tonight. Thank you. >> Uh, board, do you have any modifications? Okay, seeing none. All those in favor say I. >> I. >> Uh, any opposed say nay. Any abstained. All right. Motion carries. Uh, 6. All right. Um, we'll now move on to recognitions and awards, and I'll turn it over to Dr. Kimble tonight. All right. I'm going to come over here so I can be on the camera. And I also will invite Kristen Mitchell to join me right up here as Kristen comes up

006here. Uh Kristen is an assistant principal at Hawthorne Elementary School and we are super proud of her because she has just been named assistant principal of the year by the Clay Plat region of Missouri Association of Elementary School Principles. So, congratulations for that. If you can help me give her a round of applause. It says here that you earned this award in part because you understand that strong culture is built through relationships, consist consistency, and intentional presence. You look for opportunities to connect with students and staff in authentic ways, even during routine moments. and she models a kind of leadership that prioritizes people while maintaining high expectations. You've been in Park Hill for quite a while and it's been a pleasure to work with you and it's so exciting and I'm proud of you for

007winning this award. Congratulations and the board would like to show you that and I think Tracy will get your picture right out there in the hall on the way out. Okay. Yeah. And while she's going around, we've got a couple uh family members here. I think if you're a family member of Kristen's, can you wave? Congratulations. >> She needs that support, too. >> Thank you. All right, we'll now move on to public comment. Um, during this part of our agenda, uh, we will receive uh, public comments from the PA patrons who pre-registered by the noon deadline today. We did have one uh, patron pre-register. Um, when called upon by the board president, patrons are to approach the presenter station, speak into the microphone, and state your name before making comments. Each speaker will have a

008threeinut uh time limit. The board secretary will monitor the time. Please direct your comments to the entire board. Uh generally board members will not provide any response during public comment. However, if needed, board members and or district staff may provide a response at a later time. Uh discussion of individual staff members and students is not allowed. Um and Paige Rodenberg, you can approach the presenter station when you're ready. Okay. All right. I guess Mr. Rodenberg didn't um attend um wasn't able to attend, so we'll move on. Um All right. Um next up is our consent agenda. Um before I call for a motion and a second to approve the consent agenda, are there any items that need highlighted? Dr. Kimble? I would like to point out uh one item that we are requesting a wave

009of the first read on tonight. It's a request out of timing. The uh item is now on your agenda. I believe is 5.19. It is the summer 2026 aging facilities bid for Congress, Hawthorne, and Gerner. Reminder to the board that these are projects that are finishing off our series 2022 bonds and additional capital projects. This is the summer work that we've been doing on all of our projects uh throughout each one of these school years. And the challenge is is that we want to get into the buildings literally right after school is out so we can begin that process. And so last time when we met uh these bids were not finalized and now we have those finalized and awarded and it's 3 weeks until your next uh meeting which would buy us just a

010little more time to get on contractor schedules and to get in the procurement cycle for materials and other things that we'll be uh needing here in just the next few months. So that's our request on that particular item. I have no others to highlight. Be happy to answer any questions. All right. Do we have any questions? >> Okay. Um, I'll need a motion and a second to approve the consent agenda items 5.2 through 5.27 as submitted. >> So moved. >> Second. >> All right. I have a motion from Mr. Todd and the second by Miss Norris to approve the consent agenda as submitted. Any further discussion? Okay. All those in favor say I. >> I. >> Any oppose say nay. Any abstained. All right. Motion carries. Uh 6. All right. We have one uh information

011presentation tonight. Uh it's our 2026 2027 budget assumptions. Um and I'll turn it over to Dr. Kimbell and Dr. Kell. Thank you. We will be continuing on a conversation that we started last meeting in January in which uh you saw a document that looked very similar to the one that you are uh looking at within your packet. Remember this is a document that continues to be an ever uh changing document as we go through the process. And the purpose of this is to really do a couple different things. One is to communicate with the board and to the public of what we are looking at in our assumptions relative to the next school year for substantia or substantive uh purchases and other things that may be coming our way. Um if you uh recall Dr.

012Kelly and I both uh talked about the process. I brought up the uh concern that we have around unclear revenue in terms of federal, state, and local. And we went through that particular discussion to be talking about uh the first several pages that are involved in this particular uh document. I'm going to pick that up and I'm actually going to be starting at page 15 in the document which would be a uh place that and then I'll turn over to Dr. Kelly, but I mentioned last time when I was talking about the uncertainty around federal, state, and local level revenues. And when we uh are uncertain, we need to be uh conservative. And so we've started looking at through this process, what are ways that we can do efficiency reviews, audits of our own budgets,

013ensuring that we are looking for every opportunity to be good stewards of the taxpayer dollar. So we went through a process, our district leadership team, my team uh went through and proactively uh looked at this to manage financial risk and uh in this time of uncertainty and and what we looked for were things that were around right sizing budgets uh to actual spending patterns, reducing or delaying any discretionary purchases, eliminating duplicative or low impact expenditures, and then refining or renegotiating contracted uh contracted services and operational practices were feasible. That process has been going on for a couple months. This is something that we actually do on a a year-to-year basis, but I will say based on the uncertainty of the environment that we have relative to revenue, I have put a little bit more on

014my team to be looking for those efficiencies and gave some targets and so on. At this time, we in the document you will see have conducted a district-wide review resulting in approximately $2.1 million. And that's in non salary expenditure reductions. So, this is purposefully not looking at any salary reductions, job reductions, FTE reductions, and so on. It is looking at all those other pieces that I mentioned before. The team's done a great job to find those efficiencies so that we can help mitigate some of those potential revenue uncertainties that we have coming our way. With that, I will turn it over to Dr. Kelly and then we will be going through the process of looking at the more specific things that we have put into the budget assumptions process. Before I get to Dr. Kelly,

015the the reminder to the board is that when we start going from uh team member to team member and department to department, this is a very highly vetted list. This list uh is something that starts way back in the fall when our team brings all of the different requests to the table and we take it through several different uh cycles of prioritization alignment with our CSIP. Can we afford it? All of those pieces to where then we get to where we're making some decisions about that we want to move forward with these particular things. And those are some of the things that you're hearing tonight. So with that, I'll turn it over to Dr. Kelly and then the rest of my team will be explaining some of the things that are going on in their

016specific departments. >> Thank you. I will just pick up uh moving then to page 16 if you want to follow along. Um but just as a reminder that when we communicate expenditures and that's what we're focusing on tonight. Um those are usually in one of five buckets and it it could be a staffing salary or compensation. those that's all one big bucket. So the number of people, the number of positions and then of course salary increases um and benefit increases um are all taken into account. From my perspective from a budget that's about 70% of the operating budget. So the decisions that we make there are the largest have the largest impact on the budget as it begins to be formulated and finalized over these next series of months. From there then we move to

017other categories and you'll see these categories in the budget as well as on the treasures report. So these are very consistent ways that we communicate expenditures but services or purchase services is another category. And so as we discuss some of our um items for next year, some of them may be a service, some may be a supply. Um that's another category. And then we move into capital items. Um Dr. Kim mentioned some of those just with the bids that you've seen. And so those will come up again. Uh and then debt is the final one. And um and that's that's one that's really localized in the business department. uh the debt payment and um and and really the only revenue that's associated with that is comes in through the debt service tax levy. So um

018that's pretty isolated piece of our budget debt. So, um, as you listen at the different items that will be presented, um, it'll they'll all fall into those and the ones that really are the most impactful overall will be the more staffing. With that, I will move to Dr. Bridewell and she'll talk a little bit about some of the budget assumptions that we're working on uh, for academic services. >> Okay. Uh so our first item is replace funding for uh one FTE in professional studies. Um this position has been funded through the Kaufman grant and that is sunsetting this year. Uh and this position we have really leaned into our goal uh future ready assets. So, they've helped us develop our uh different job fairs, our workforce fairs, our um connections, client connected projects. Um really

019developing those out, building partnerships with our community, finding locations for professional studies, internships. Um and so this is a position that we would then take on within the district to continue that work um and really work on our future ready assets. Uh the next one is a position for middle school gifted. As we've been increasing our numbers largely at the elementary level, those students are now headed off to middle school and so we have some increased case loads there. Uh this position would help uh support those larger case loads. >> So Dr. Bart, one at the across the entire district, >> correct? For now um so that they can hit the pockets of where we have some increasing case loads. Uh the next one we have is to provide stipens, writers, and extended contracts based

020on uh different trends and positions that we have within the district. Uh for example, now that we have full-time reading interventionists at every elementary school and middle school, we have noticed that there is more of a need to have an extended contract for our reading difficulty specialists to onboard teachers during um our new teacher institute. So extended contract that she would be available to help train and support. Um as an example here we also are looking at seal of bi literacy continuing to roll that out. That uh program has been very successful this year. Um looking ahead at Special Olympics and what opportunities we have. Uh so we want to be ahead of that and we can respond um working with our um community there on some possibilities we're excited about and a district school

021psychologist. So they would help lead that as a department chair type of position. Uh these of course uh we would work with Dr. Dylan and Parkell NEA um to approve these but that would be a budget assumption of some things that we want to prepare for. >> Dr. Bwell, I'm sorry. >> That's okay. >> An FTE, how many dollars does that convert to? Do you have the >> well on a writer? So these would all be fractions of on an extended contract it would be the a daily rate on how many days that that staff member is in addition working. So that would be paid differently based upon the teacher. Um and then some of the writers would be established and in this case as Dr. Dr. Bradwell mentioned um we still need to get

022those into the teacher negoti negotiated contract and so that'll be something that'll be on the agenda about what those amounts would be. >> Dr. Kelly for a full >> for a full what do you use as a plug number? >> Yeah. So uh the staffing I mean I'm sorry the salary and the benefits for a teacher FTE is um a little over $70,000. Yeah. Thank you. >> Thank you. Uh our next two are two full-time employees to do middle school 504 coordination. Right now, this is a stipend with a certified teacher. Uh and they do this in addition to their full uh case load um work that they have. Uh we have an increasing number of 504s, as you know, over the last few years. Um and it's really exceeded a case load that a

023teacher can have and have their regular teaching schedule. So, this would mirror the high school model where we have one uh full-time employee doing 504 coordination for Park Hill High School and one for Park Hill South. Um these two positions, one would cover the Park Hill High School feeder for Plaza and Congress and one would do the Park Hill South feeder. Uh that will be Walden and Lake View. So that would be their full-time position and they would be able to help support uh the plans, meeting with parents, implementation, all of those things as they do in the high school. Uh the next one is to adopt a curriculum resource for our specialized classroom and special services. Uh so we're looking at a comprehensive resource right now. Um the team is still piloting and working

024out details, but uh we anticipate Teachtown to be coming to you soon. Um, right now we have a reading resource, but we want to have multiple different resources available to our uh teachers so that they can write lessons that adapt to all the different levels that we would have in a specialized classroom. Next, uh we're proactively planning for federal funding. As of yesterday, we were notified Congress has passed federal funding approvals for now at level funding as we had last year. So, we would just be uh waiting to see uh if those dollars all come in as they're anticipated. If not, we're looking at what we would need to do to um reduce funding or what we would need to do on our end to prioritize funding. Um we do know that title one and

025IDA were pretty stable. That was always um known that there weren't cuts proposed. um in title two, three, and four. Uh we weren't quite sure, but yesterday we got some positive news, so I'll keep keep you updated. >> Is that wrapped into just to the September mark when they didn't have to go again as well? So, we'll have to wait. >> So, last year it was approved at this time as well, but we had some delays. If um you remember, I had talked to you about the different the timeline that we went through. So, we want to make sure we're still being proactive in in case there are some delays, but we don't anticipate lack of funding as approved by Congress. There were some conversations of cutting pieces. And that's all I have for academic

026services. >> I just wanted to say thank you for the uh the 504 coordinate. I know that's come up here in the boardroom >> um about having dedicated specialized people focused on that with the increased cases. I think that'll be a big game changer for that. >> Yeah. Thank you. >> I think that'd be appreciated in our community. So >> I know Miss Miss Barnes was very passionate about that. So >> yeah, >> I will give you guys a shout out. >> Thank you. >> Okay. And human resources. Um, of course, we want to maintain that competitive compensation that I talked to you about several sessions last year. Um, we want to remain within the top three salary um, schedules regarding average pay and the KC metro on the Missouri side and in the top

027five for starting teacher pay across the entire Kin City metro. So, that would be our our ask there. and then also basing classroom staffing and student uh driven expenditures based on our enrollment um at our current guidelines. >> The uh business service and finance section are all items that we talked about last time. U in terms of just the assumptions, our big ticket revenue items are located in this section just because it's going to drive decisions that we make on um expenditures. So, uh, none of those are new, uh, information for you. Um, but it is the one place where we do have our debt listed there. Um, and I'd be glad to answer any of the questions you would have on that. Otherwise, I think I hand it over to is a 2025 debt.

028Is that do we start paying that this year? Okay. >> Yes. >> I know there's I know there's a little gap between when you get it and when you start paying this year. Okay. The next part uh kind of falls in the communication services uh realm. And so obviously uh >> Oh, one one second. Sorry to interrupt there. Um on the on the local property tax. >> Mhm. >> It's the same process every other year, but let's just talk about it to make sure >> Sure. >> people are aware. >> Yeah. So the what you see here in the document is that we would be assuming a 3% increase in local property tax revenue and that is a standard plug number that we've used for several years. Uh and it this is a nonreassessment year

029which means that uh the assessor is not doing a reassessment of every single property in the county. they would be only sub the only subjects uh would be I believe new construction and any substantial additions or renovations that any property improvements that a a a uh property has would be subject to any sort of change in their assessed valuation. Then the following year would be a reassessment year. That's what we had last year and went through uh all of the different pieces with uh the process and state tax commission and so on. We have received communication from the uh assessor uh who is a new uh elected official this past year and took office in I believe September. He's communicated, his office has communicated with us and started laying out the work of or groundwork

030of a two-year plan, which is essentially what the assessors uh required to do by the county and by law to say here's the plan for assessment over the two years and has uh indicated uh what the plan with that would be. And so these are things that we are basing on historical patterns and other things that uh you know we've seen in the past and again it's an assumption that has held true. Sometimes it's a little higher than 3% sometimes it's slightly lower and it kind of depends on that year and how much new construction we might have in the district and so on. >> Okay. Thank you for that. >> Dr. Kelly, anything to add to that? >> Okay. in communication services. Uh we have a big year coming up. Next year is our

03175th anniversary. We're really excited about this. Uh Park Hill was founded in 1951 and so this year into next year is our 75th anniversary and we're going to uh be providing some celebration opportunities, events, recognition items, publications, signage. uh that's going to take a little bit with uh planning for convocation and the theme and and those things that we just want to make sure that we are adequately uh resourcing that opportunity. We have, and this is just a public announcement out there, that we have started uh really uh trying to get feedback from Park Hill alums, Park Hill South alums, now lead alums that uh if you haven't contacted Samantha Fitzgerald, who is really heading up this uh campaign, we're looking for your feedback because we're looking for a real big community input on how

032do we best celebrate Park Hill turning 75 years old. Uh the other thing in communication services and this is really a cross- departmental uh piece and Dr. Bradwell's really taken the lead on uh coordination here but everybody sitting at the table and then uh pretty much everybody administratively that are sitting out in the audience uh have been working on a project that is about ADA digital accessibility. Um this is a tremendous lift in terms of people hours and uh all the things that you can imagine relative to what we've had to do or really how our environment has changed in terms of the way we receive information, the way we deliver content, the way that people access uh information on from a parent perspective, from a student perspective, from a community member perspective. And what

033we are doing is we are updating everything to make sure that it is all ADA compliant and digitally accessible. So for instance, we have so many PDFs that are on our website and how do we ensure that if somebody needs an accommodation with that digitally that that can be uh achieved. We have different pieces of our learning management system. We have different pieces of our student information system. All of those need to be updated so that we are uh digitally accessible for for the general population. This particular assumption in addition to just the the heavy lift that's going on with our people and the resources there is that there are some techn uh technology tools that are available that may be able to be implemented to uh scan our different products and and so on

034to be able to identify things that may flag that say this isn't access this currently is not accessible so we need to get it up to speed and we think that that would be something that would benefit to our public and also uh keeping us uh obviously above board on compliance. So that's going on right now. We will be coming back to you in a couple months with actually an information presentation about this project, but uh we're going to uh keep working on it right now. We need to make sure that we're planning to resource it accordingly. >> Dr. Kelly, >> moving into the operations items, uh Dr. Kimble mentioned you had items um on the consent agenda uh that will help us close out the work for the April 2022 series bonds. Um and

035so those those projects will be um at Congress Hawthorne and Gerner. So the construction that you see and the renovations that you see there are actually being funded uh from um funds that we uh received through the 2022 bonds. Everything else is then moving forward. Actually, what I should say is Southeast Elementary is leapfrogged um from last year. Southeast was a it was a a school that we um updated last summer, but there was some work that we couldn't get in um before school started and so we have that um scheduled to be complete. So, Southeast is also in that bucket. Um then we'll begin work on um the the also in parallel work on Proposition O which was the bonds that were just passed last April. Um so those projects will get started. The

036next group is what we're calling maintenance cycle. Um of course we review this items in some cases if they doesn't need to be replaced uh it it wouldn't. Um, and also if there's some emerging things that weren't on cycle that we need to address because it it lowers the um disruption, uh, then we'll address those as well. So those are things that we consider fairly routine um, such as roofs, HVAC, doors, concrete, asphalt, those kinds of items. >> Routine, but they they cost >> What's that? >> They're routine, but they cost money. >> Yes, they are. Yes, they're very cost. There's one tonight in our information. There's HVAC, there's roofs, there's >> so >> and that's a little tricky thing about the budget as well is that those are such a high dollar item and

037have long lead times and we got to get on uh service provider schedules that in essence you're approving a lot of the budget, you know, next year's budget now. Um and you will continue that during the spring. So, um, those decisions have to be made well in advance, uh, of you approving the budget. So, piece by piece, you're approving a lot of the capital items before you approve the total budget. Um, you might remember that um, when there was a a lot of uncertainty about local property tax last June, one thing that we pivoted on was splitting this technology replacement cycle. So, it's a large um dollar value there as you can tell and we um split it because we were unsure of the revenues that was would be coming in. And so in this

038case um it looks like the what will ultimately have to happen is that all of it will be scheduled for next year. And that doesn't have to do with um finances or budget. It has to do with lead times um that we're communication we're getting from some of the vendors. We do not have the bids back on these and we'll we will soon but we can make a determination about uh whether we do all of that next year uh portion of it. Um that will be decided once we kind of get all the information in front of us. So that is occurring right now but u it may be such that all of that is will be budgeted for next year simply because we can't receive any of it this year. Mhm. >> Um can

039you just talk a little bit about the number of years in the cycle and kind of what happens with the laptops and I mean because that's a big expense and just to kind of understand how we look at how often those are replaced. >> Yeah. So uh or the basic cycle is 3 years and then uh and you will ultimately approve us selling laptops because typically they they will have some value but that three years often coincides with the warranty. And so um we'll we'll see you know we have to review how many uh work orders and how much defects that we have and how many spares we have. And it's really important for us to maintain similar models across the district for maintenance and support. And so um ultimately if we can get four

040years out of a cycle, we we would do that. You're deferring obviously, but there's some value to that. The net effect of that is that you're also lowering its um value when you sell it. And so these dollar values are are all on the expenditure side. and not reflective of the net with the revenue that would come back in from resell. So long answer uh the short answer would be three or four years. So more information will be coming this spring on on that purchase. Um you can see some items in technology where we've got some end of life uh very high-end and important um networking equipment uh and infrastructure equipment and technology. And so you can see that that is to address an end of life and a lack of support uh that we'll

041receive on what we currently have. And so uh that will be a budget assumption for next year as is uh expanding 3D printing across schools in the district. >> Dr. >> Okay. Um within quality and student services, we are looking at a total 1.0 um FTE for a social worker uh to expand our support. Um the way that would work is we would increase our union chapel social worker is currently at 0.5. We would increase the services there to a 1.0. Um we also currently have um a.5 FTE at Angeline Washington. We would increase those services to a 1.0. Currently, um what we would like to do with uh the other half of the Angeline Washington FTE is for that social worker to serve as a float um to help us with throughout the district

042and can help fill in when we have folks on leave um when we have for a variety of reasons but and also um help us with our initiatives like restorative practices, threat assessments, things of that nature so that our social workers can stay um within their buildings um and can help us uh provide those services. Um the second um thing that we are looking at is uh schoolbased mental health therapists. You guys have heard about this for a couple of years. Um and so we're ready to bring forward as part of our student well-being plan um adding an additional school-based mental health therapist to um to provide services. And we're we're strategically looking for someone who has substance use expertise because that's an area that we know is a need for um our students and

043um and for support and uh and so we would like to do that. That will help us take um students off the wait list and have students seen um for those needs. kind of to wrap things up on on this just as a reminder and this was presented last time as well but um the fund balance targets that we have all discussed even as a part of this process um are really u the gauge that I look at over the spring uh to answer questions about what's the impact of this is it sustainable uh in our budget and so and then looking at that sustainability not in just a one year like oh yeah we can do it next year but that we're not creating a funding cliff um that we're passing on to future

044boards and future staff. So um all the fund balance targets will remain and they will then provide the guidelines or the guard rails um for not just next year's budget uh but also um three years uh out from that. So, we will be throughout the spring talking about uh this as it becomes more and more concrete. This again is to communicate where we are currently in terms of uh what we've prioritized as things that we need to be continuing to work towards our uh strategic goals. Uh couple uh important presentations that will come up would be our demographic profile. So, that'll be coming up here uh in the next few board meetings. And that is one that is very comprehensive that allows for us to be seeing what our enrollment looks like and what some

045of our other needs may be. That helps narrow our focus and help Dr. Kelly uh start getting more and more information. And we continue to work through that with revenue and then expenditures ultimately to where you are approving a budget by the end of June, which you are required by law to do as a board. So, with that, I take any questions or my team would be happy to take any questions uh about our budget assumptions and next steps. >> On the school-based mental health therapist, we have what 22 currently being seen and there's somewhere in the teens on the wait list. >> Correct. And sorry, >> that is correct. And we also have been plugging in some we've we've been fortunate to have some grant funds um and have been partnering with Beacon to

046push in and do some group services for students uh to at least have them seen by someone um in more of a group setting. But this would allow us to see students in a more intensive setting and maybe even expand the opportunity while we still have the grant dollars to expand the opportunity for more students to have small group opportunities. >> Okay. Yeah, that's huge. just that service and then having it being free of charge is just >> it's a game changer. >> Yeah, it's basically mental health. Maybe your insurance will cover it, but you're basically paying out of pockets. >> That's awesome. >> And is there um space at Zen Rosa? Are we doing good there? >> I guess that's not >> that's that's the plan is that our student wellbeing center would be

047uh where we would be looking to uh yeah house that that office. Um so yes we uh you know space is is a challenge around the district but that uh space at Zona that you have afforded us with in terms of professional development uh for uh our staff for um also for our professional studies programs and then also our student well-being has been uh really a helpful uh addition of square footage. And I'll just make one last comment. Um, when when anyone asks, "What are you guys spending your money on?" Point into this document. It spells it all out right here. What we're spending money on. So, that's might be a reaction to some of the comments and public comments that were made. So, >> and that has been work worked on for what you

048said since the end of last year or so. Or you've been working on this. Yeah, it's a continual process. But but but really where we started with my team is that uh in November to Decemberish is when uh my team is working with their particular departments and starting to be uh strategic about what do we need to be thinking about for next year. And as you can imagine uh there are a lot more requests than what you see on this list. And there's only so much uh you know that we are able to do a a year at a time and we have to be very strategic about it. A good po a good example is the one that Dr. Dial just brought up around the school-based mental health professionals specifically related to substance abuse

049that's been on our list. You know the the the file that we keep uh and been deferred for multiple years because we have been uh putting other things in place. uh first and and we've built a case load now of seeing of students that we are servicing and we have more that need service and so that's proof of concept has happened and we feel like it's most responsible to serve our kids by uh looking to to add in that space. So that's the process that it it goes through. There's a it's difficult. You know, we're in a position where we'd love to be able to do everything that comes on the list, but quite honestly, you're seeing a list here that is uh, you know, dozen or so items or maybe a little more, and

050there were 80 plus on the list that started. And so, we have to prioritize. We have to work within u what we see as as possible. And then strategically, we're always pointing towards our strategic plan to make sure that it's best u meeting our our students needs. >> Just wanted to add on to Mr. Regular just that this is intentional. It's not like we're just doing last minute things, but everybody's taking time to do this the right way so that we're fiscally responsible as well as taking care of our students and our staff. So, >> it's a good point to let our public know that. >> Yeah. >> Thank you. when you go down the list, I mean, it's it's hard to look at any of these and not see how it directly impacts, >>

051you know, the quality of education that our students receive here. >> Absolutely. And and unfortunately, there are good things that we've had to say not yet to on on our list, but I think being most uh responsible right now with uncertain funding and and revenue, we need to be as cautious as possible. and and as you know this is a uh ongoing process and we want to keep communicating with you so that when you are approving whatever we present as a budget in June uh the goal is that no board member would say where did this come from that's the goal of this entire conversation is let's talk about that now and if we've got any concerns or questions that we are talking about that uh early in the process so that we can make

052sure that uh we are providing you with the best uh and most responsible budget we can. >> Okay. Well, thank you. Um I know a ton of work goes into, you know, it's a good 22 pages, but there's a so much work that goes into that, it probably doesn't even do it justice. So, thank you for everyone that does all this work um and helps us uh be updated and ready for the budget process in the spring. So, thank you. All right. Uh we have information written uh items um 8.1 through 8.4 relative to bids, contracts, and agreements. 8.5 is the 2026 summer school information. Um, and the board will be asked to take action on these items at uh the February 26th meeting. Uh, Dr. Kim, are there any that you would like to

053highlight? The one that I'll highlight is 8.5 with the summer school information. You'll remember that we uh did this as written information. A couple years ago, we started this process so that we weren't coming to you with a full information presentation multiple times a year. In that document, you're going to find uh locations and other programming for our upcoming summer school. And so that is there for your review. Uh we kick it off now to start getting into uh staffing later in the spring and so on. So that's uh right around the corner uh surprisingly uh for us. So just wanted to have that in front of you. I'd be happy to answer any other questions uh in this category. How are we doing on AMI days? >> We are doing well. >> Two. >>

054Um yes. Uh so we have six that the state uh affords us to have uh used as AMI days. We used one before break uh last December and we used one last week with uh weather. So we have four additional that would be available if needed uh here as we finish out our winter months. Well, I hope nothing happens. >> Again, um I just wanted to highlight 8.3. That's actually our laptop um request for proposal. Um it's just a great example of the work that goes into a request for proposal um and the detailed information that we ask for when we get those uh proposals from the companies. Um, so it's just a great example and that happens on on everything. Um, whether it's the architecture firms, construction firms, all of the big things go

055through this rigorous proposal process to make sure we're getting the uh the best bid uh to be good stewards of our taxpayers dollars. So, all right. Um, now we'll move on to policies, procedures, and forms. Uh, Mr. Foser, you come on up. All right, we have um some action items for tonight. We uh went over them at the last uh board meeting. So um do you have any updates for us this even? >> Uh just a reminder, two main buckets here. Um one is sort of a part of our audit process for our policies as we're preparing to move to a new board policy hosting service. So kind of cleanup. Um, and there were several we found that were either outdated or redundant, so were not supported by MSBA. So, um, largely those are covered

056in other documents or policies, but um, wanted to clean that up. And then, uh, lots of or a few section D finance policies just to get up to date with the latest round of state and federal regulations for things like purchasing. So, that's the general summary, but happy to answer questions if there are any. Okay. Any questions for Okay, thank you very much. Um, then I'll need a motion and a second to uh resend current policies 9.3 through 9.6 and amend current policies uh 9.7 through 9.10 as presented. >> So moved. >> Second. >> Have a motion um from Mr. Todd and a mot and a second by Miss Woodley to uh resend and amend policies as presented. All those in favor say I. >> I. >> Any oppose say sorry. Uh any oppose say

057nay. >> All right. Motion I. If I didn't say I. >> All right. Motion carries 6. >> Thank you, Mr. >> Thank you. >> All right. Uh lastly tonight, we have our board member uh reports and requests. Uh Mr. Monas, do you have any? >> None. Thank you. >> Okay. Uh Mr. John, >> none tonight. Thank you, >> Miss Norris. >> None. Thank you, >> Miss Woodley. >> Yes. Um, we talked a lot just when the budget assumptions about um the need and the importance of substance abuse um therapists and everything. And I just wanted to see if we can get an update on the pivot program that I think we're working on when that's going to be available for helping our students with substance abuse. Is there a time frame that we have on

058that as far as >> I'm not sure. Can you help me with that, Dr. dial >> not certain I know that terminology that you're talking about >> through Kathy I learned about that there was going to be a partnership to help students with maybe I'm using the wrong terminology to help the students who possibly get in trouble >> or with substance abuse in school and then >> we would instead of just our old way of just >> discipline we're going to help them out in a different way I know exactly what you're talking about >> that are uh in the disciplinary process around >> we have a pilot going yeah we have a pilot going this ing for students when they are um Dr. Dr. Brutin is leading that. Um, so we can get information

059related to that. Uh, for sure whether however you >> pilot right now. There's nothing going to be in place. Just >> we have it running, remind me, two schools. >> all three high schools, sorry. We have all three high schools running it. Um, and it's a it's a alternative to suspension. Um, so that students who uh are facing a substance use um disciplinary infraction get help um as part of their uh consequence. Yeah. So, we can get more information on that. >> Yeah. See where we're at. Sorry. I didn't know that. >> Thank you. >> I didn't know that term, though. I apologize. >> No, that's fine. Um cuz I had talked to mentioned to you, Dr. Campbell, that um well, last year, a student from Park Hill South had contacted me about, you know,

060having to go to the restroom and smelling smoke or whatever's in the in the air. And then I had an email from a Park Hill High School student just recently. So, um, I congratulated her and encouraged her for using her student voice because she was kind of like, I don't know if I should have sent this, but we value student voice. And, um, so then with we talked about tonight, it just all came together that I hope we're still making those strides to move forward and making sure that students who >> don't like it and are, you know, >> doing the right things that they are supported as well as the students who maybe get in trouble. So >> certainly and and we need to be able to provide students uh therapeutic services to to

061help with that and at the same time we want a safe and healthy environment for all kids. >> Okay. >> I I am sorry I I didn't catch the name of the program to >> you mentioned pivot. Uh I'm going to need to >> Pivot. Okay. So it it's called pivot and we're going to get you more information about that. >> Thank you. >> I think it's called pivot. >> Thank you Mr. Mon. There we go. All right. Uh, Miss Bolan on the phone. Do you have any uh >> No, mine. Thank you. >> All right. Thank you. Um, all right. Then I'll need a motion and a second to uh adjourn to close session pursuant to chapter 610 uh section 021 of the revised Missouri statutes for the purpose of discussing matters relevant to

062sub sections 3 and 13. Uh, personnel move. >> Second. I have a motion from Miss Norris and a second by Miss Woodley to adjourn to close session to discuss personnel matters. Uh, Miss Freeman, can you call the role? >> Uh, Mons. >> I. >> Norris. >> Hi. >> Toiger. >> Yes. >> Todd. >> Yes. >> Woodley. >> Yes. >> Hi. Board members.
