the ethnic enrichment Festival the 44th that Kansas City has put on at Swope Park it is five dollars admission at the gate 12 12 years old and younger are free as well as parking is free it's from 6 to 10 Friday and then noon to 10 on Saturday and noon to six on Sunday a lot of cultures a lot of diversity equity and inclusion a lot of shows different things there a lot of great foods to eat so if you're able to please attend thank you this is Barbara none thank you Miss Bowen none thank you Mr williker none thank you Mr Montes no thank you Miss freed none thank you Dr Kimberly announcements I do have a couple uh the first one is about the Plaza gym I'm happy to announce that I was

standing in the Plaza gym today it looks great we had about 160 plus sixth graders uh that were in the gym today for our uh orientation and then tomorrow all staff at Plaza will be able to see the repaired refinished space so that is already there's a couple little things that I know we're still working on but it is uh ready to go it looks great it's uh got a little shine to it and just want to point that out so the other thing on uh this week obviously getting ready for back to school we had new teachers that came in on Monday so we had a over 150 new certified staff this week that we've been working with they tell me their brains are full but they also uh have been telling me that

it was an exceptional onboarding experience uh we're excited to welcome back all staff in buildings tomorrow for a teacher work day and see everyone on Tuesday morning at Hyvee arena for convocation and then finally uh as a reminder for the public we look forward to welcoming approximately 12 000 students on May sorry Mark Monday August 21st Monday August 21st that is really the first day of school thank you all right thank you I only need a motion in a second to adopt the August 10 2023 agenda as presented I have a motion by Ms Barber and a second by Miss Reed Dr Kimball are there any modifications not tonight thank you or do you have any modifications all in favor say aye aye any opposing a motion carry 7-0 next we'll move on to public

comments during this part of our agenda we will receive public comments from patrons who pre-registered by the noon deadline today we had one page Patron pre-register when called upon when I call upon you patrons our tears post the presenter station speaking to the microphone and state your name before making comments each speaker will have three-minute time limit for secretary will monitor the time please direct your comments through the entire board generally board members will not provide any response during public comment however if needed board members and or District staff may provide a response at a later time discussion about individual staff members or students is not allowed and tonight we have Miss Kelly Van Kirk am I on okay so um I actually have uh thanks for having me by the way um I actually

have two kiddos at Renner Elementary and um with the recent Transportation changes um we did fall within the boundary although I'm not sure how because we're actually 0.7 miles from Renner so we should not have been included but there was a safety variance put in place for elementary kids to not crossberry Road our neighborhood is right across the district office here acrossberry Road about half of our neighborhood the middle schoolers lost their transportation what is a little confusing is that in the back of the neighborhood those are going to be excluded from the boundary so we're still going to have a bus going through the neighborhood Crossing through the streets picking up students in that neighborhood but it's going to exclude the kids that are in the front of the neighborhood within the boundary and

those middle schoolers are going to be forced to cross Berry Road because that was not a safety variance that was put in place the Bell is at 7 15 Congress middle school so these kids are going to be leaving 6 30 6 45 in the dark to get to school and I have serious concerns about them walking Barry Road at dark I am I'm 42 years old and I would not go out after dark for a walk on Berry Road I don't think it's fair to ask these kids to do that either and I don't think it's fair to put it in the the parents hands to choose whether they put their kids at risk or do they get in the car rider line which is probably going to be a significant line over at

Congress I know it's a little odd that I'm advocating for the middle school but as overall I'm just concerned about the safety of these these middle schoolers walking in in the dark a mile to school and back I know at one point it was discussed that maybe the 0.5 mile boundary would be acceptable for middle schoolers and you could still hit your target driver number but there was talk that you wanted to be flexible but I think doing a 0.5 mile boundary for middle schoolers that are walking in the dark would be more manageable so that is all I have to say today so thank you thank you next we'll move on to casino agenda this evening's consent agenda includes items 4.1 through 4.14 Dr Kimbrell are there any items to be highlighted not tonight

thank you Lord do you have any questions for Dr Kimbrell Casino I will need a motion in a second to approve the consent agenda as presented second or should I miss read second by Miss Bolin any further discussion all those in favor say aye aye any opposed say nay motion carry 7-0 next action item is 5.2 approval of extra Duty paywriters it's my understanding that Miss Reed will be recusing herself and not voting on this item I will need a motion in a second to approve the August 10th list of the 2000 23-24 extra Duty paywriters as presented so I moved second motion by Miss Poland thinking right Miss Barber any further discussion all those in favor say aye aye Indian post say nay motion carries 60 room next we have approval of substitutes it's

my understanding that Mr Montes will be recusing himself and not voting on this item I will need a motion and a second to approve the August 10th list of the substitutes as presented second of emotion by Miss Bolin I'm gonna step in my Mr Terwilliger any further discussion all those in favor say aye aye any opposed say nay motion carries 6-0 we'll move on to information and presentations first one is 6.1 restorative practices update yes uh excited to put this in front of the board that one of our areas in our 23 to 28 csip is about culture and that's to create an environment where all students staff and members of the Park Hill Community feel a sense of belonging one of our specific strategies to accomplish this involves training and deployment of what's called

restorative practices and tonight you're going to hear from Dr dial and also a new face and new to our team is Dr Chad Bruton he's our new director of student services and they will be presenting our information this evening fantastic you want to go ahead and Advance the slide for me go ahead and do the next one go ahead and do the next one okay fantastic not a shocker um that I'm starting with RC Sip and you guys are all very familiar with this and are going to continue here with the work that we are doing within our csip and as Dr Kimbrell stated um you know our overall goal is to build successful futures for Park Hill students of all backgrounds and we're specifically tonight going to talk about one of the strategies within

our culture objective and within that culture objective you'll remember as Dr Kimball reminded you that we want to create an environment where all students staff and members of the Park Hill Community feel a sense of belonging and specifically the strategy that we're going to share with you today is the strategy to develop and Implement a comprehensive approach to build relationships and Community as well as repairing harm using restorative practices model so what Dr Bruton is going to share with you today is a little bit about the the overview of what our year is going to look like this is a Readiness year for us as we work through this and you'll see how that works and it takes quite a bit of scaffolding that we are going to put together quite a bit of work

that we're doing this year to get ourselves ready and we're we're really excited about that and so without further Ado Dr Bruton I'll let you take it from here it's wonderful to be with you all this evening and happy to talk about this topic um as Dr dial said this year is really about readiness it's about building capacity in leaders and members of the district and community and also about planning for the next several years as we begin to phase in implementation of restorative practices across all of our schools much like what we have done with Avid and PBIS in the district we want a very solid foundation to ensure the longevity of these programs as you may know last time we met our last time you all met I was here but we didn't

meet together you all approved our contract to work with collaborative School cultures they are the consulting firm that we are going to be working with with restorative practices and they are deeply involved and work closely with the international institute for restorative practices which is really the agency that we have selected as a district because they are Top Line they are the go-to across the board when it comes to restorative practices we'll have a four-year phase-in pattern that we we are currently planning for and this year as I previously said is all about building capacity and Readiness in our leaders and community members and in throughout the buildings um we'll be training all of our district leaders this year and restorative practices for educators which is a two-day training that they'll participate in here um at

central office we'll also be working on designing our three to five year rollout plan with a greater level of detail than we already have and we'll also be focusing on bringing stakeholders teachers parents community members students into that conversation as we move through that process so our year this year is kind of divided into four phases phase one is already underway and that is the July through September phase we've already identified which schools will be in which cohorts which will begin next fall major part of this phase and we've begun planning with collaborative School cultures for what our calendar will look like throughout the year so that we can get that on people's brought to people's attention and we can begin the ball rolling as we step into phase two we will the leadership team

which is comprised of a variety of District leaders both in building and here at central office and also includes parents in that conversation that team will be meeting regularly on a monthly basis for an extended amount of time to conduct a lot of the planning and training thinking about things like developing crosswalk documents for mtss and PBIS as well as planning how we might engage the community with our first learning session which will be on November 14th um we'll also be conducting site visits so collaborative School cultures and phase two will be here going to every school building and having a half day session with the the leadership of the school and the staff and students there to better understand the Park Hill culture um both as a whole as a district and in individual

buildings during phase three which will move us into January and March the leadership team will be really focusing on finalizing plans for the 24-25 school year we'll engage in another Community Learning section in late January mid-January excuse me and that will be the primary focus going into that phase as we slide into our final phase of the year which is April through June we're going to be spending three days training the trainers and that will focus primarily on our cohort one side so there will be a core team at those sites who will be doing the training to the the staff who are working in that building and so that will be taking place in April we'll have a our third Community Learning session and we're going to finalize our 2425 plans in that in

that phase any questions you have for me today I have questions yes ma'am um so I guess um nice to meet you I haven't met you yet so not don't take anything personal um uh I just my question is why is it such a slow process because we've you know we've had a rough couple of years with some things that have happened in our district and this was one of the things that we said we would make sure that we would implement um based on some things that have happened and and now based on this this is something that's not even gonna be implemented until 24 25 school year um again I um great that it's happening and I in full disclosure I've already done restorative practices so I know the process that it goes

through and how it works so I might be a little biased on the process that it goes and I've done it for educators administrators and school officials so my so I understand what the process is for for someone in the leadership roles so I guess my question is why is it such a long process for the rollout I think to kind of answer that I think a few things that I would point to is one we want to make sure that we build a very strong foundation and that takes time in a system this large to build capacity in administrators teachers community members and our our broader employee pool here and so we need to take and carefully plan that out much like we've done with Avid and PBIS I also think it's that notion

of of of in restorative practices one of the things they talk about is the social discipline window and working through that process of doing things things with people as opposed to to them or for them and so when you when you approach processes from that perspective I think one of the things in working with collaborative School cultures already they've impressed upon us is the need to really work closely and build capacity to make sure it becomes deeply embedded not just with select people who are interested but with the entire system and we just know from past experience that the the way to do things right is to take your time being methodical well-planned and intentional you know yes we want to implement quickly as quickly as we can but we want we want to do

so in a very well thought out Manner and so that's why it's going to take that three-year implementation cycle our um the our thought partners that we're working with are collaborative School culture um uh partnership has been really good for us in that um they temper us a little bit we know we by as you know um I want to go and I'm I'm ready to go and let's do these things and and they have helped districts implement this in many different districts and and I think we benefit from the things that they've learned as they've implemented in other places for us to have the opportunity to do this the way that works well it's one of the first things they asked us is when you implement something new in your District how does that

typically go and so we shared with them some of the the different rollouts that we've done and um and the they said you know really the one that we would recommend doing actually aligns with the way when you describe how you have rolled out Avid K2 12 that actually aligns with how we would prefer to do that because then what it does is it's going to take our buildings and break them into three cohorts of seven and that also allows us to bring Elementary 12 in in its first year and so we can break them into cohorts bring them in that way and then the focus can go on those seven getting going and getting started and supporting them rather than to try to do everybody all at once in such a large system and

that that makes sense and for us in terms of capacity with with the other things that we are working through with our strategic plan that helps us keep that rolling and helps us bring online and do the the other things that we're doing as a system and not just stop everything to do to do one thing uh okay I guess and and I guess my viewpoint on that are just like some feedback that that I've gotten is like for instance we're still working on the DI and getting those groups in the schools and those are still being implemented and still being worked out to where some schools have big big d i e i um groups in their schools and some don't have them yet and so and now we're like okay we're gonna work

on that and now we're going to start on this restorative practice in a slow process as well so again kudos to us for even starting the processes I will give us credit for that but also I feel like everything is just like a very slow pace and there are some people that feel like it's not like is it really going to happen is it is that fair is that fair to say yeah yeah I I completely understand that that Viewpoint and um I think um any time there's something that that you want to have happen um I think about things in my own life it never happens fast enough um for the things that I really want and so I totally uh understand I don't know if it's necessarily things that I want I just

think things that should have happened a long time ago they just have not happened or have not been recognized in the district that are now just happening and and that yes they're starting but maybe they should have started a long time ago and so there should have in my opinion been clicker pace for those things to take place yeah and go ahead I'm sorry um I think if I can take a trip down memory lane I'm looking at a document here that when I was in a different role in 2019 uh we sat around the table and we were having behavioral issues that were coming and becoming escalated and so on so this was right before covet and uh I remember the the team going around and each person saying the thing we've got to

do is K-12 commit to PBIS that was in and and then we created what we call our behavioral philosophy statements that we've brought in front of the board the last uh statement on here and I look at Dr archer in the back of the room because he was part of that team and we went through a lot of back and forth of all these things and it talks about when students engage in inappropriate behavior they must be empowered to make things right which may include experiencing natural consequences and that was our behavioral philosophy statement that was about the next step for restorative practices but the first thing we needed to do was get everybody trained in PBIS we are just finishing that this past year and now we have buildings that are being recognized Statewide

as gold level silver level and bronze level PBIS schools and I believe it's because we've done that in that manner um yeah we could look back and say that we wish these would have come faster and so on I think that's the the other thing that I want to be mindful of is we think this is so important that we want it to be something that in five years or seven years or longer than when we look back we don't say oh you remember that restorative thing and we aren't doing it I want it to be where it is lasting and so we believe this is the way to to go that is it is frustrating sometimes and it's also uh something that we we are working on creating cultures for students that are you

know producing a sense of belonging right now through these systems this will make it better thank you so just kind of to piggyback on that as the training start to happen I'm assuming then that you know we might start seeing some of those behaviors before those timelines I mean is that what how does the program kind of talk about that in terms of as people are learning things is there an ongoing impact during the process yeah I mean certainly the whole point is to shift how we build culture and create a sense of belonging and ultimately one of the biggest theories of restorative practices you can't restore something that didn't exist And So It Begins by building a strong culture where every kiddo every staff member every Community member every person belongs to this thing

and has value and purpose and and a sense of worth in it and so yes I think one of the first things you'll see is those folks who are doing it begin to change how they approach situations how they interact with kids how they and and I think what we will also see is some iterations of experimentation with how this might look wall-to-wall you know across the district as we work those things out and we begin to those those key people those folks who are on the leadership team the the leaders who go to the training um and and become more deeply involved then can begin to model the characteristics of what it looks like across the district okay any other questions for Dr Dal or Dr bruden or Dr Kimbrough all right well thank

you both for your hard work next we'll move on to item 6.2 the 2023 tax rate information Dr Kimbrough and Dr Kelly so as a reminder for the board setting the tax rate is an annual process uh that you do as a group by Missouri statute the board of education is obligated to set the tax rate by September 1st each year a reminder that in April of 2022 our voters approved a ballot issue which included a commitment from the district to keep our tax rate from exceeding our current tax rate which is five dollars 39.55 the information presented to you tonight is reflective of that promise and Dr Kelly's going to present the details of this for our required public hearing which will be held at our next board meeting August 24th Dr Kelly thank

you um so in your packet and on the board item is the public notice of taxes that is a requirement of all Missouri school districts frankly all taxing jurisdictions um that that needs to uh not only notice but you have to actually have to have a tax hearing and historically that has always been conducted in Park Hill at this the tax hearing itself at the second August meeting because the requirement is that we have that submitted to the state by September 1. so this information item has historically been in addition to public notice so this is just an additional layer of information for the board and for the public about what we are seeing and what the recommendation will be to you at the after that you have the hearing at the next meeting so

in short Dr Kimbrell did share that we are not proposing an increase in the tax rate what you will have noticed is that there's a lot of movement between the funds of the tax rate and so that is um ultimately the news it really starts with the fact that we had started this budget with an anticipation of a five percent uh aggregate assessed valuation in the county and by the time it was finalized it was at 8.9 percent and in the state of Missouri um that because that's due to reassessment this was a reassessment year for the county and so taxing jurisdictions cannot benefit from an increase of um tax can't benefit from an increase in the tax rate when it's due to an increase in excess valuation in reassessment so the Hancock Amendment which

you've heard us talk about before requires us to lower our tax rate and the amount that would have generated an increase in operating Revenue we don't get an increase in operating Revenue due to reassessment so we have to lower the tax rate accordingly and so we have done that one thing that's different this year though is that the one threshold that we always have to meet is that we can only increase the tax rate by CPI and in the years that I've been doing this for the last 20 years CPI has been around one percent two percent and so you you look at the records this year the CPI is at 6.6 percent and so that actually does create quite a bit of a difference for us because we can increase the tax rate up

to the CPI and so this will actually generate additional operating revenue for us even despite the fact that we're decreasing the operating tax rate um so you can see the numbers on the board item like I said we had budgeted for a five percent increase in assessed valuation it was 8.9 we lowered the tax rate um and so we are proposing that we um set our operating tax rate at 483.53 and that we split that between fund one and fund four and you can see those values at the bottom of the item um and that we put the remainder into debt service so that 5602 is what we will use to pay back debt that we have sold in Prior years and so all of that all the revenue generated from that 5602 will go

for only paying back debt the other two will be for our annual operating expenses um normal operating as well as our kind of annual operating Capital Improvements and so again this would be representative of no total tax increase and that was a commitment we made to the voters um in 2022. Dr Kelly so if the assessments only came in at five percent would be operating and capital fund one and fund four would they be at the same amount as we have complete say on how to split that total so I looking at what are obligations and what kind of things that we have coming up in terms of capital I actually am the one that would saying that I think 30 cents is enough for us to put in in capital so it isn't a

function of the assessed valuation the assessed valuation dropped the total of fund one and fund four to four eighty three fifty three but we have the ability to move that in any fashion we want it this represents a pretty big increase in fund four but a significant decrease in fund one so are you saying that if the assessments came because we set our budget last month yes so yeah to meet our budget for last month are you saying we would use these same numbers for fun one final four that's exactly what how I've set that is to support the budget that you passed that included a large amount of capital Improvement dollars yeah so that's exactly how I said that as I work backwards from the budget that you approved and these are the values

that I think are the most appropriate so then from going from the five percent which is what you budgeted for it sounds like to the 8.2 that did all the extra go into debt service no we will get additional operating revenue from that that's that CPI difference yeah correct CPI okay and we didn't have the cpi's budget for those when we passed the budget is that oh no we didn't have that yeah that is a value that is submitted from the state that sort of governs how much Hancock is going to impact the tax and jurisdiction so we we didn't have that until last week and comes after they do the assessment yes and how much did you budgeted for CPI well my history I I bet I the budget represents that I was going

to keep the budget the tax rate exactly the same in fund one and four and so I didn't um but I budgeted a five percent increase in Revenue and so overall that would have been across the board in both Debt Service and in operating so that's what I budgeted for so no change in the total tax rate and keeping them the same as they were last year because I didn't know exactly how Hancock was going to apply I didn't know CPI I didn't know that we were going to increase assess valuation by 8.9 percent so I kept the the tax rates the same um for the budget and applied a five percent increase to the the assessed valuation but all of our spending is based on the budget we passed so right any extra would

just go to our fund balances that's true that's true exactly so we expect more out of our fine balances right on the revenue side yeah on the revenues yeah okay this this would have no impact on our expenditures okay yeah thank you okay any further questions I just have a question just for the late out there that might not quite understand all all that you just said so if we um have another issue like the plaza roof with this extra money that we have can we just just explain to them can we just take that money and just go fix a roof or do we have to like what is the process that we have to go through in order to to use money to go fix things this this quote-unquote extra money that that

people are hearing that is that is available now I think we need to explain how that works because people may think that there's extra money out there for us to do things with that there may there may be a way there's a process that has to go through that yeah so you know we wouldn't count the chickens before they hatched and so we would actually have to see how the entire year plays out before we start talking about extra and then you begin to set next year's budget based upon the resources that you have and the resources that you anticipate so as individuals would request improvements or you know on something that what isn't a an Emergency that's why you would have fun balance overall so this wouldn't really impact that if we have to

do an emergency repair we would have the funds to do that emergency repair up to an amount you know it just depends on how much it is but we maintain a fund balance in capital for that purpose but it's kind of a rolling sort of application as you know we we may spend more in expenditures than we had budgeted and so that would have this year perhaps employee benefit costs are much higher than we anticipated or we begin to fill positions that we had not anticipated filling and so we have to kind of let this all play out because there's two sides to the fund balance so while Revenue may be a higher we may also we have to kind of see how expenditures are going to fall out as we kind of get closer

to the beginning of the next fiscal year then we kind of make some assumptions about how well we did and we integrate those fund balances into projecting forward about what we can and can't do and fit into the budget but we'll always maintain a fund balance of 65 to 80 or try um of 65 to 85 percent so that we can cover emergency repairs um in the fund balance and that's exactly what it's for is is those kinds of things but you would go through the same process on any any request to fix or any need about where's the money going to come from and is that something that we want to use those dollars for so Dr Kelly as a solid example when the water main issue happened in Congress can you explain the

process of how the money got spent in a very I'm short well yeah I don't know about the short part but um but yeah that so you in in Pleasant Gym's not a bad example but it um the the water main was that what we we had to fix it I mean like there was not any choices there so um we thankfully had a um fun balance in capital that would make those repairs those repairs let's say were a million dollars that we did not anticipate and so as we progressed through that year when we kept reminding the board that well we're going to be over in in expenditures because we didn't anticipate it we didn't budget that but we did budget for a fund balance and this is going to take a money out

of that fund balance on something like the Plaza gym we were you know struggling with do we do the repair or do we or is that would it be more financially beneficial to do in a complete renovation or replacement and that's that took time for us to see well what are the what are the differences in costs of that and the cost benefit of that so um the repair would always have come out of capital fund balance we couldn't have replaced the gym out of capital fund balance so that's maybe the difference but it was the board that approved the expenditures absolutely yeah right yeah you know in something an emergency like that you'll see that as marked kind of as a red flag of uh you know the superintendent will be asking for sort

of the uh permission of the board because that that had to be approved you know we weren't going to close school down it at Congress and Garner um for a long period of time and so uh that'll always come probably to you after the fact that of course you would have been notified throughout the process and I guess on the flip side of that you have I mean these are this is your it's kind of an estimate for tax revenue because you still have to collect it and you still have people that will appeal or not pay so um hopefully those will be minor and it'll be close to this but you don't know that until January February right okay thank you Dr Kelly Mr Kimbrell next we have 7.0 information and written reports we

have three information items tonight item 7.1 and 7.2 relative to bids contracts and agreements and item 7.3 is curriculum the board will be asked to take action on these items on the August 24th regular meeting are there any questions for Dr Kimbrell okay next we have 8.1 annual adoption of the policy bbfa board member conflict of interest and financial disclosure Dr Kimbrell yeah this is a reminder this is an annual adoption of a policy that is unchanged so bbfa is something that you have done in the past and by adopting this said policy for board member conflict of interest and financial disclosure then you'll work with the board secretary Ms Hibbs who will help you with the forms and everything that need to be turned in so that we can have that done appropriately thank

you I will need a motion in a second to adopt policy bbfa board member conflict of interest and financial disclosure as presented the motion by Miss Barbara in a second by Miss Reed to adopt the policy bbfa as presented any further disc what discussion excuse me all those in favor say aye any opposed say nay motion carry 7-0 and finally we'll move on to board member reports and requests uh Miss Reed none thank you Mr ma says no thank you Mr Terwilliger uh none thank you okay you spawns so just um mspa just some updates of just in Congress legislation since our state legislation is still out um a bipartisan group of lawmakers introduced the creating opportunities to thrive act so Coda this legislation would expand Federal support for career counseling programs and for um

high schools so to help pay and help kids to figure out other ways or other career opportunities and programs so this is in skill development so this is really a great program that they're trying to introduce and get passed in Congress and then I do have a um request I just would like to know um like right now like how many kids are like on a waiting list for like Adventure Golf Club and how many staff we are needing for a venture club with with school um starting and you know we made those Transportation changes and so I've just like what is what is that wait listing and uh Staffing look like at this moment for for that so if I could get that information I would like that we can get that thank you

Miss Barbara none thank you Miss Bowlin none thank you I just wanted to make a note to say thank you kudos to our um Mr Chad Phillips and his um planning committee to who worked on their the action plan I just read through that in the pep and was just excited I guess you can say about the opportunities of improvement that you're working on you list it out and it's going to be great for our districts to keep working on those things for our school safety and to remind the board members that our MSB advocacy positions those are out for us to review and if you have anything to make sure you make a note okay with that I will need a motion and second to adjourn a closed session pursuant to chapter 610 section

zero two one other revised Missouri statues for purpose of discussing legal and student matters relevant to subsections one and six it's all moved second motion by Miss Bowl in a second on Mrs Barber Miss hits will you please call the roll Barber yes Barnes yes Bolin yes yes Reed yes gorilliger yes Woodley yes Court members please turn off your mics and as a reminder remain seated until the live stream Fades thank you and please return at let's see 7 25.
