053a lot of fun and made friends this school year which was my main reason to come to the usa i had many great classes with great teachers but my favorite class was definitely the ap psychology class the teacher mr robertson is one of the best teachers i've ever had his classes are interesting and he always finds time for a joke which makes the classes funny as well in the first couple of weeks i felt lost the pace of the class was too fast for me but he is very understanding and helpful and around october i started to catch up as my english got better mr robertson made studying psychology a good experience for me so i'm sure that i will keep studying it in the future once again thank you so much this was a

054year that i will remember forever thank you next up is maxim rinke good evening everyone my name is max marinki and i'm a german yfu exchange student from parkway west and i'm here tonight to thank west principal dr mitchell for allowing me to attend parkway west high school initially i was supposed to go 20 20 21 school year but of course we all know what happened with covet but thankfully dr mitchell still allowed me to give me the still gave me the opportunity to be an exchange student at parkway west for this year i'd also like to thank several other people like mr lorenz my counselor for walking me through the entire process dr piffle and ms kabulka for letting me participate in the senior activities which i really enjoyed and all my teachers were

055teaching me and for going above and beyond my expectations my favorite class this year was ap calculus because i especially liked the people in that class the teacher and also the content in addition to class i enjoyed the extracurricular activities like pep rallies dances mr longhorn attending sporting events and the senior versus faculty basketball game dr mitchell was also part of the game and i don't remember him scoring i was covering him participating in all those things was fun because none of these are part of the german school experience school spirit friends and memories that i made this year will last a lifetime i'll always be grateful to dr mitchell for giving me this life-changing opportunity west is best thank you thank you next up is victor walega good evening everyone my name is viktor

056valgura i'm a polish exchange student with yfu at parque central this year and as the school year comes to an end i find myself very grateful for the whole school administration for allowing me to spend my year here i can't really think of a better school than parkway century for for foreign students because of the very variety of classes we can we can choose from and diversity among students and overall nice attitude toward us and it makes the whole process of adjusting much easier and less stressful than it could potentially be i would like to thank dr mccarthy for continual support of exchange students at central i would also like to thank all of my wonderful teachers that i had i want to thank three teachers specifically that let me talk about my country to

057my american class american classmates mrs stewart mr meister who are my social studies teacher and also mr silverman's my choir teacher he asked me to do the most wonderful and memorable thing i can think of i did well being here which is teaching and performing a polish song in polish with our choir at our concert last tuesday it was very fun the whole school community was always very nice and supportive for for me for us for which i'm very grateful and at the end i would also like to thank my wonderful american family for letting me stay here and having a place i could call my home thank you thank you next up is vicki chapman hi my name is vicki chapman i have a son that's been in the parkway school district since kindergarten

058i am here to talk about the pools my son is a swimmer and he is on the parkway swim club and he had just went to a meet with 19 of his members on the swim team that qualified there are over 300 members on the swim team and my son happened to be one of them that qualified in butterfly as well as there are four other kids that were on that particular swim team that are top 25 in the nation that's a huge accomplishment for parkway swim club and i really think you all need to reconsider having a big pool aquatic center built for these kids that train so hard six days a week sometimes two days of you know a week that there are two days a day that they're practicing two times a

059day um so maybe you all can reconsider that i talked to paul tandy over there so him and i had a really good conversation about it um so that's about the pool um my my second comment uh for today is um the bullying in the schools there has been a lot of it going on this year in the parkway school district i don't know if you all are aware of it but in my home we are it's a daily topic um i just wish that there was maybe a safe place for the students when they report bullying in their school so they are retaliated against i get real emotional about this topic because i know that in our family that we are not the only one that's experiencing this and if you've never been in

060my shoes as a single mom and watch it every day and hear it from your student that it's really disheartening it's all you can do to not cry because it's such a horrible experience when you see it happen um i am not the best person at talking or expressing my feelings without getting angry about this topic so i really appreciate you letting me have this forum to voice my opinion about that and hopefully you will take in consideration about the pool thank you thank you thank you next up is olivia jones hello my name is olivia jones and i am a parkway parent of a preschooler and a first grader i am here to talk about parkway policies for preventing child sexual abuse which i will sometimes refer to as csa like many i'm sorry

061i'm really nervous like many parents a few months ago i was figuring out a plan for summer camp my son wanted to return to parkway's camp fantastic that he loved last year for whatever reason this year i decided to do my due diligence as a parent and find out what practices are in place for preventing csa at his camp i was surprised to learn that there is no prohibition against seasonally employed camp counselors from being alone with my child and no prohibition against common csa grooming behaviors such as secret keeping and gift giving i was informed there was no prohibition i was informed that the camp follows the district guidelines and in fact for all parkway children there is no prohibition to keep an adult or peer from isolating a child in an enclosed space

062that is not observable and interruptable just the conditions where csa is most likely to occur there are no rules against secret keeping gift-giving or non-sexual inappropriate touching such as tickling and massaging i have been assured that parkway conducts background checks and provides annual trainings on csa while screening is vitally important for prevention it is well documented that the vast majority of perpetrators will have no criminal record partly due to the fact that most abuses go unreported and while training gives us knowledge and helps shape culture it is only through well-written policies and codes of contact conduct that restrictions on behavior can be enforced it was brought to my attention that parkway is reviewing all policies this calendar year via the missouri school board association i'm here today simply to bookmark this topic in your mind

063so that when these new policies come before you you will review them with greater scrutiny and ask yourselves are we doing everything we can reasonably do to prevent child sexual abuse in parkway i will email you with links about experts in the field who recommend standards of practice that parkway is currently falling short of but has the opportunity to codify this year in the meantime i have a question for you that i've asked of several administrators but have not had an answer what was parkway's response to the substantiated case of csa that occurred here at parkway south middle in 2018. was there an internal review of existing prevention policies at that time were recommendations made to strengthen measures to keep that from happening again i was not a school parent at that time and have

064not been able to find out how parkway responded to that child sexual abuse which was perpetrated by an educator on school grounds thank you so much and i look forward to future conversations with you on this topic and have a copy of my thank you next up may have a motion and a second to approve the agenda for the regular meeting of the board of education is scheduled for may 18 2022. all in favor regular board meeting will take place on wednesday june 15th 2022 beginning at 7 p.m right here at the parkway welcome center uh next up we have board and superintendent reports off all right i'll be very brief um first off i will say wish christy klein davis good luck in georgia it's been an honor having her on the board with

065me and i've learned a lot from you during the past few years i thank you and also welcome to tiffany matt franklin coming on the board next month and then honestly it's just exciting this coming week to actually get back to graduations at family arena that is one of the true benefits of being on the school board is participating in those ceremonies and it is nice to be back seeing people in person people being excited seeing their faces so it's gonna be a fun week ahead of us uh first off you know it's crazy to think it's only been a month of being on the board there's been a lot that's happened this past month just a few things that i've been able to do fortunately earlier in april i was asked to speak at

066the rogue kappa induction ceremony it is a social studies honor society with parkway west they're the only parkway high school that has this distinction and one of only nine schools in the state to have a road kappa it was a great honor for me a few other things we had a board workshop on april 23 that i attended as well as the pnea communications lab on april 28th where we got great input on how to keep education moving forward in parkway we had project parkway on may 4th for those who who attended i know we talked about the pools um may 6th uh dr lynn pott they did a dedication for her retirement of the media center which is their library uh this was special for me because dr pott was my assistant principal at

067riverbend during one of her first years in parkway so that was very special to me and then earlier today i know a few of us went to the west honors ceremony it was great to be in the school it's you know i'm just starting to get in the habit of doing that and it's it's been a really great experience and look forward to it in the future yeah like jeffrey i uh it's exhilarating to think about the last month participating in so many different things with the board it's been really a thrill for me personally excited to get to work with so many great colleagues here on the board and get to know so many folks in the community uh like jeff and some others i was at the parkway west honors ceremony this morning

068and having not had a youngster in high school for a few years now i've got some very young children in elementary school but my step kids are all graduated i hadn't been in a high school setting and it was just energizing to be there so many fantastic achievements in athletics and academics and various extracurricular activities and even though it was parkway west i know it's indicative of the school district at large and all the exciting things we have going on at parkway so that was that was fantastic and i too i'm looking forward to getting to participate in graduations coming up here very soon it's an exciting time of the year to be involved in public education cool um so it's it's my last board meeting tonight i'm not done until june 2nd but since

069it's my last official meeting point of personal privilege um just to say a few a couple of words um when i when i decided to run for school board my kids were three years old and nine months old they are now six and nine so suffice it to say i've been involved in parkway in some pretty important all the blurry years of my of my adulthood and you know i think anything that you take on in life there's a get and a give to it and i've certainly tried to give and i hope that i've given in this role but i have to say i've taken a lot away and perhaps taking more than i was able to give so a lot of people ask like how's it been being on a school board over

070the last couple of over the last couple years which is a fair question um but the first thing i've been able to say is that it's always a privilege to get to do good things with good people and i genuinely feel like these five years of my life in this role have been doing good work with with really good people um with the board with the leadership team with other other staff across parkway so i want to thank the community for the privilege of getting to be in this role um i have a lot of guilt when i feel like i'm letting people down or leaving something before i've like completed a commitment so i want to thank tiffany um for raising her handedness and getting letting helping me let that guilt go um and

071i also want to genuinely thank the board the leadership team for your partnership and your friendship and know that i will i'll miss this it's crazy as that may sound so thank you to you um so last week we had a special meeting was kind of a first for all of us where we selected a new board member and there's a lot of sort of emotions and thoughts swirling around that experience and that process but i do think it went very well and i think it says a lot about the district that we had so many quality applicants that presented themselves and cared and showed up and you know went you took the steps to to be there i kind of hope the other 12 will decide to become school school bus drivers and serve

072the district that way but uh i do think that that it was it was a great experience to go through that and i'm very very excited for tiffany being selected i think she'll serve uh honor and distinction and be a a great board member and asset to this district uh but in talking about our new board member i also want to talk about uh christy um just for a moment when i thought about running for this position chrissy is the first person i met with the first person i talked to she coached me in how to be a candidate as well as how to be a school board member chrissy has an impeccable moral compass she's somebody that i look to for guidance not just in this position but lots of things that come up

073in life and this is her last meeting as she mentioned i'm trying not to look over here because i might start crying this is her last meeting and she actually showed up for it which tells you a lot about christy as a person uh the fact that she's here um but during her tenure on the board chrissy has been a champion for qua for equity and for public education and it's been an absolute honored uh honor to serve alongside her uh if there's one knock on chrissy's service in this district it's that she was assigned to be my mentor you know this is the result in all fairness she did the best she could she didn't have a whole lot to work with i hope you won't hold that against her um but chrissy's been

074an exemplary school board member and uh actually an even better friend and i'll miss serving alongside you thank you um so one one um other activity that hasn't been discussed yet that'll several of us attended on april 25th was our parkway appreciation dinner and um i have to say that's really a wonderful event that we come together as a whole district to recognize the employees throughout the district as well as our retirees that are are leaving us as well as our teachers of the year throughout the entire district some of which have gone on to become national teachers of the year which is quite an honor it is an evening of distinction it's a pleasure to be there and it's just a fun time for all of uh people in in the parkway district and

075their families to come together and and recognize the individuals um in the in the stellar ways that they have served our parkway community we also did at the project parkway meeting on may the 4th what i liked about that which was a new element we did a thought exchange at the very end of the evening so a lot of the discussion was around the bond issue projects around the pool uh and we did a thought exchange and got immediate reaction right after uh so that we could see what everybody was thinking and talking about and so i really enjoyed that opportunity to to be a part of that that evening i think it was a a new element to that meeting we also on april 29th at a communications advisory meeting which was always welcome

076to mr tandy uh helps to take charge of that meeting and meet with a lot of different public relations professionals within our community who can help guide us through the various different issues that we're dealing with within the parkway community um on may the 9th i also attended the pnea and board of education leadership meeting with our president pat mcpartland of the pnea dr marty jeff matt schindler was there myself and other representatives within the teachers community so we talked about challenges that have been met throughout the year and then challenges that are still yet to be um taking a look at so uh i think the one big takeaway that we all have as a challenge that still needs to be met is taking care of everyone's mental health whether that's an administrator a

077board member a teacher a student a parent uh we're we're all feeling the stress of the last couple of years going through covid and now coming out of kovid hopefully and so just trying to pay mind to um where each other is coming from and and where we're at and some of the stresses that everybody is dealing with and trying to be empathetic with one another uh i think that's it for the oh project parkway steering committee um was my first attendance at that on april the 28th um so that was a nice opportunity to join that subcommittee uh from here on and just my parting words too for christy um you've offered an opportunity to um look through things at a different lens and offer up different ideas and challenged some ideas and uh

078have been a wealth of information and greatly appreciate your time on the board you've served well and uh it's been a privilege to be here with you and i wish you and your family all the best in your new endeavors i'm sure you're going to be very successful it's very courageous to do what you're doing and wish you all the best well i hate going last because everything's everything's pretty well already been covered but a few things that have stood out for me in the last month the appreciation that debbie the appreciation evening that debbie mentioned where we we have a great public opportunity to recognize so many people in the district from teachers to retirees to individuals who who are recognized by their peers it's just a it's a great evening and i really

079enjoy participating in that i also in addition to the west high honors ceremony uh this morning i also got to participate in the west high i'm sorry the north high honors ceremony a couple weeks ago and um again just a great opportunity to recognize so many students for academic uh extracurricular activities and it's just really inspiring to see what some of these young people are doing and how successful they've become as we get to the end of the year you saw so many new administrators new faces tonight uh join us and um i i was with jeffrey at lynn potts retirement i got to see the city of manchester present proclamation to dr h from south high um and so many others i know or are in the works as far as retirement ceremonies and

080just i just love that our communities come together to support uh our just wonderful people in education here in st louis and um it really means a lot to see that uh i do want to recognize uh tiffany matt franklin who's with us tonight she uh she was successfully chosen by the board uh as a couple of people have mentioned we look forward to her joining us and of course christy is on her way out um but i will echo my i will echo my sentiments um my fellow board members that uh it has been a pleasure having you on the board um as debbie mentioned you've you've certainly provided a unique lens uh with your background and we appreciate that very much and uh we will miss you so thank you for everything you've

081given to us uh and i think that's all right uh just a few uh uh things uh i did somebody left i just wanted to say uh the three students who spoke uh stephen reflects for left with them uh and i was hoping you'd stick around because if you recall something he comes every year and brings students and such an a great honor you know amy boxing works with steven uh and uh he brings such richness of of uh bringing cultures and new students to us every year so we'll send him a note but i'm sorry he had to take off but uh what a great job he does i just want to say on behalf of the our leadership group christy we want to wish you well um i think many of my team

082would uh echo everything the board has said you've been a wonderful board member you've also been such an advocate for you know doing the right thing and and uh your voice has been very very important to all of us so i know i speak for all of us and we wish you well and we welcome tiffany as well uh looking forward to working with her so it'll it'll be a good transition but good electricity and your work and um you may even want to join a board down in georgia we had some really good news in parkway this week which is just wonderful news because of you know our commitment to character education we had just a little bit about first of all all seven of our both our district and our schools are now

083national schools of character they were honored at state schools of character that's the district we have two new schools that are first time national schools of character mason ridge and clemont and then renewed was northeast middle southwest middle green trails and carmen trails to give you a little data there were 52 national schools either districts or schools of character 52 in the country i think 14 states we had seven and in missouri there were 13 uh schools and we had seven out of 13. if you think about it seven of the 52 in the country seven of 13. we have to be and should be very very honored and again the work of uh greg in the parliament chelsea before that and really really the work and so many uh that have worked in character

084education are our leaders and of course working with the character plus organization has been marvelous so congratulations all those schools so we've been celebrating i know greg's been sending a lot of notes we're very very excited uh to be honored enough for our schools to be recognized certainly it says a lot and i think through what as we've experienced uh the last couple years character education uh has been very very important to the to the work uh that our schools have been engaged in uh we also are working a lot of our community knows we've been working on a a concern about our ability to transport students next year we'll learn more next month about what our recommendations might be in that regard but uh patty bedboro certainly is working with a ford task force

085as as many of us are and we'll have some recognition recommendations what we want to be able to do is transport students but we do have a shortage of drivers certainly we'll work hard to to deal with that and have some recommendations that we think are in the best interests of our entire community without putting uh students in in unsafe and dangerous things but we also have to deal with reality we don't have enough drivers right now uh summer school begins on uh june 13th jennifer stanfield i think is probably left because she's probably working on summer school tonight right but uh she's uh leads up and it's done a great job of putting that together you mentioned graduation's coming up we start tomorrow with fern ridge uh saturday night is south high uh sunday

086or no friday night is south saturday night is west monday north and next tuesday central many of us will be at family arena for a lot of a lot of those certainly legislative session is completed uh we are celebrating the fact that uh and patty has been uh happy about the fact that does uh talk about transportation transportation funding will be fully uh supported by the state that provides us certainly some additional revenue at least for one year for somebody watching the long term of that there are some other issues that we're a little bit more concerned about bills going to the governor's desk that certainly have alerted the board to but overall um i think the sum up the legislative session uh some people would say it could have been worse uh the the

087impact of of the let's say obsession on public education again uh certainly was not it was good supportive and financial have some concern in some other areas certainly if this is national police week paul has saluted our our sros and our security and rob winkle and others this week and uh we appreciate all the work our police do and yesterday uh my superintendent's action team myself uh so worked at the food pantry and i think we all left there sweaty i worked hard and um some of us had to work with onions and uh it's an inside joke which is uh they're always a little mushy when you put the onions together but uh well overall we had a great experience and i think i would say that we are so proud of the work

088of our social workers and the people that are voluntary from our community that stepped up uh to provide and we uh yesterday afternoon i didn't count the cars but we were busy from 12 15 to after two and that was the first of two sessions yesterday so we certainly are serving many many families in the parkway on a monthly basis so thank you by the way all the staff members for giving of your time and all who volunteer for the food pantry that's it i think that's long enough right thank you thank you uh next may have a motion to approve the consent agenda as presented in the may 18th 2022 board materials is there anything to be pulled to action or closed all in favor any opposed any abstentions ocean carries 7-0 next up

089we have an action item uh so i'd like to welcome dr chelsea watson our deputy superintendent for another month or so to join us good evening again one of my favorite topics is the pandemic response plan so let me one of my favorite things to do is to work this thank you how many months have i been using this there we go thank you mr wilkes so this evening i am going to really address one topic in our pandemic response plan because we are making a recommendation to you for just a couple of changes so face coverings is the area tonight so here's the recommendation effective june 13th 2022 we would like to utilize the cdc's system of covet 19 community levels to determine face coverings in our buildings so what does that mean what

090are these community levels the cdc has identified three metrics to identify how communities should respond those three metrics are the new covet cases in the community the new covet admissions and how many people are in beds in our health care system the new covet cases represents the current amount of covet in a community and the cdc says that this acts as an early warning indicator of potential of potential increases and the strain on the system the health care system the admissions and the patients with covid represent the current potential potential for strain on the system so we are recommending using this st louis county is also utilizing the cdc's community levels so the community levels are identified in low medium and high so based on the metrics the cdc is stating that specific action steps

091should be taken in these various areas so low stay up to date with vaccinations as their recommendation and get tested if they have some people have symptoms medium if you are at high risk for illness they are recommending that you work with your health care provider stay up to date with vaccines and get tested if you have symptoms hi they are recommending that everyone wear a mask indoors stay up to date with vaccines get tested if you have symptoms and if you are at high risk for severe illness to work with your health care provider this is where we are right now in st louis county we are at a level medium now what does this mean for parkway what are we recommending for parkway based on what the cdc shifted to [Music] uh end

092of april april 24th maybe that's the date so how will this guide us so we are recommending that if st louis county is green that masks are optional okay we are recommending that if st louis county is medium face coverings are optional and of course encourage people to seek their health care provider if indeed they have other illnesses that could impact them we are also recommending that we maintain our thresholds and utilize our thresholds to determine whether or not masking is required in our buildings so same process we utilize now in regards to looking at those threshold numbers but we would do that and require masking if an individual school or building reaches that threshold if st louis county is in medium okay and again i'm not going to go through all the details of

093thresholds because we've done that for a number of months and so no recommended changes in that operation and if we are in that red that high we would recommend everyone mask not recommend everyone would mask it would be required that everyone would mask within our schools we are also recommending one little change with early childhood we would like the staff to be in line with the rest of the staff in the district right now we are requiring early childhood staff to mask we are not requiring other employees to mask and we would just like to bring them in line with everyone else so just want to reiterate these are a couple of tweaks we want to be in line with the cdc which we have been in line with their recommendations for many many months

094and if this is approved tonight we would only bring forward changes as needed as the administration feels that we need to and as the board feels that we need to with the pandemic response plan questions chelsea when when would the early childhood change take effect well based on how it's worded in the pandemic response plan it would be they would need to mask if it's red so ideally we would like to allow if you're willing to allow those folks to move forward with that as soon as possible effective tomorrow whatever okay whenever okay chelsea just to confirm if there is an outbreak and we're at green levels we are not asking correct correct that is correct and chelsea on on the last slide you had it showed um for medium it says this is according

095to the covid19 this is for okay my question here is medium it says face coverings optional in our written plan it still says for medium recommended i mean i i know it's so it's it's a matter of semantics in a way but another way of interpreting what that means because so a lot of our signs right now are still saying recommended as opposed to optional so which which way are we i mean in the written plan it says recommended at the medium level is that how we're staying with that and i don't have the written plan and it was that an oversight that i did not catch or we did not all catch if it still says recommended we are talking about optional we talked about whether or not we were going to change signs

096and we decided that we would wait until we heard from you all tonight but we did have that conversation so in so in in the in the document that we're approving tonight it says medium is recommended that's what is in the thing that we're approving tonight right what are you looking at because i think well the document that we got on board docs jeffrey's seeing an updated version it was wonderful there was an update there was an updated version that's that maybe yeah if you look at the that's what we approved the or we didn't approve but we listed the addendums uh to the agenda tonight and i believe that was one of them yeah yeah we made some changes on monday at our transaction team agenda so yeah and yeah nikki sent that out

097yesterday that was uh right here 7.04 so under that one it says optional so the updated one yes that's different now okay good we caught that i think to be just to be clear under under yellow what we're saying is uh you know we're uh optional however we would use um if it's school under the current what we're doing right now if a school had um you know reached the threshold we would we would then have to school mask under under the yellow now this is going to take effect during summer school and i know kevin is working with the summer school jennifer in a summer school so we'll use during the summer on on starting on june 13th we'll use numbers and threshold numbers of our summer school sites so that'll be for the

098summer assuming that we you know then everything stays the same there's no updates when school starts in the fall under the yellow we'd go back to the chart that is in the plan for um with updated enrollments probably we'll need to update the enrollments but uh we'll use that the numbers and the so to address summer school our dashboard would take a little pause during the summer okay and so we would have a statement up there in regards to summer school our summer school site administrators will get a daily report all of our building principals and superintendents action team currently a daily report telling us where we are those summer school site administrators will work with the nurse on site along with diane brown to monitor those summer school numbers if the summer school site

099gets to the threshold then we will communicate with families just as we are now we have not finished enrolling for summer school so we cannot identify specifically what that threshold will be until we finalize that registration and once we finalize registration everyone that's registered we will have the numbers for every site and then can follow through with the process in august when school starts the dashboard will go back up based on how you see it now and you all will then continue making those decisions as to what you're going to do like the second person there minimum is still eight no matter depending on what summer school looks like you know if we are about 400 and i think and one of uh i looked at kindergarten numbers at craig we're at 186 kindergartners by

100you know a loan so we might be around 400 at our summer school sites which would keep them at brenda nate if i can just say i know uh jeff and i mr todd and i talked the other day and you know he asked if we're still going to keep the two percent i think just right more frankly where we are and we're seeing a little bit of an uptick as you can see uh we we did believe we talked monday we're going to keep it at to two percent now that can change again later in the summer if we could come back and like chelsea said we're only going to come back when we have recommendations of the pandemic plan not every 30 days but right now we feel two percent is still something

101we want to maintain just simply because of the little bit of the uptick in our concern about health and safety of our students i would tell you when i began this presentation and i put the information in here st louis county was green then i had to change the slide because now we're yellow so we still want to make sure that we are doing our due diligence to keep our community and keep our staff our students as healthy as we can okay thank you very much so may i have a motion in a second that the board of education adopt the resolution regarding the 2021-2022 pandemic response plan as presented in the may 18th 2022 board meeting materials second roll call please nikki ms davis yes mrs hopper yes mr reedy yes mr schindler yes

102mr seltzer yes mr specter yes mr todd yes motion passes 7-0 next we have some policy review to discuss uh so i'd like to invite dr greg matheson uh or are we or am i inviting you i'm i'm only inviting you if we have questions right okay so have a seat you might you might be able to relax um so do i need to read these um i'll do them in my accent uh they include 13.01 j g dot seclusion and restraint 13.02 jga.bp corporal punishment 13.03 ebbc dot bp lactation support uh does anyone have any questions or comments about any of these functions okay um then since there are no questions these policies will be up for approval at our next board meeting can we can we just say we've all reviewed them several

103of us have been involved in actually having input on revising them updating them a lot of this comes from the missouri school board association so it's not that we really don't have questions tonight is that we've been over them a number of times already and so we're just ready to move on during our actual meeting here so yep thank you okay okay next up uh we have our english learner language language learner program evaluation so i'll invite dr kevin beckner our assistant superintendent of teaching learning and accountability to join us who's our el teacher is going to be joining us as well for this presentation so thank you for the chance to speak again about our program for english learners and the work we get to do with these fabulous students just a signpost where

104we'll go during this time i will review what we talked about when we started the comprehensive evaluation and just overview of the el program then i'll hand it off to megan to share how the program or how the evaluation was conducted along with most of our findings and recommendations then we'll take your questions so in parkway we now have just over 1300 students who are classified as english learners when we originally presented this earlier in the school year we were at 1100 we know that this is a growing population we have students move in frequently ms schultz has the opportunity to meet with all of those families when they register to make sure that they get tested screened get in the appropriate places and so as you see on the slide that's approaching almost eight

105percent of our student body so this is certainly not an insignificant program it certainly touches many many of our students we do have more than 80 languages spoken in parkway and we have rich diversity in that area i know dr marty got to attend a mckelvey i don't remember exactly the term but a cultural night uh just the other night where we had many of our families celebrating the cultures that they are part of in their homes or if they're new to our country in their previous countries we do have 37 el specialists in parkway and we have english learners on all 29 of our campuses including in virtual campus and in fact virtual campus has a very large english learner population and currently learning online with us we also have five newcomer sites so

106these are sites where we try to group together students who are brand new to the country who have the lowest level of english proficiency so that we can provide them more targeted support and you see the schools that are represented there and we do have a couple other partnerships we have a partnership that we've had for several years with webster university we've had over two dozen staff members be able to earn a master's degree through a grant program and their el certification we've really enjoyed that partnership we've seen a lot of benefit from it we've hired multiple teachers who were classroom teachers in parkway who went back and got their certification and their master's degree in t-e-s-o-l teachers of english for students of speakers of other languages so we've really benefited from that program uh

107the first phase of that grant is winding down they're they're ramping up a second so we're in some conversation with webster about continuing hopefully that program we also do partner with adult education through parkway rockwood community ed because we do have a large number of families who come to our community they might not be in our schools but they still want to learn the english language and so we we certainly partner with them as well and before megan shares the process i do want to thank all of our all of our el specialists all of our el teacher leaders we do have a couple of them who are here with us tonight who i will single out these are el specialists but specifically rachel emanuel prude is our elementary lead teacher who serves on the

108leadership team carol lickenbrock fuji is the middle school representative and who serves on that leadership team our high school representative jillian baldwin kim was not able to be here this evening but appreciate all the time and effort they put in to this evaluation we actually just had the pleasure of interviewing for a couple of those leadership positions and almost to a person when they came in and did their interview we said where do you think we need to go the program they said we really believe in these recommendations we really think we've got the right recommendations and things that we're going to bring forward so certainly very proud of all the time effort and energy that this team put in to that work so with that i'll let megan share about both the process the

109findings and some of the recommendations all right good evening everyone uh to reiterate what dr becker said a huge shout out to our teacher leadership team and all of our el specialist k-12 who have really helped us through this extensive process so so we started with our uh target audience very large el specialists gen ed teachers administrators counselors social workers uh also our current el students and 6th through 12th grades el alumni meaning students who were participating in our program and graduated out who are still parkway students we also touch base with parents of our english learners and did some research around similar districts to parkway and the ways they support their multilingual learners we did this through tools of online surveys we hosted an online zoom focus group for our parents with interpretation or

110excuse me interpreters and multiple languages and hopes that we reach a larger audience perhaps who are not comfortable or have access to email to answer our surveys so we offered another another window to do that and we did our district comparison with our districts like i said let's see if i can read it i'm gonna blame this on kevin because he told me to click down okay there we go all right so overall for our findings uh we found that parents alumni and social workers had the highest satisfaction rate when asked about our english language support program 60 percent of our el specialists in gen ed teachers responded that they thought the parkway el program was either good or excellent and the administrator satisfaction rate was the lowest of the group that we found our

111parent focus group let us know that email is their preferred communication rather than phone that way they're able to translate and interpret however they need and they also have information there that they can show others who may be willing to help them so that is their preferred communication method um we also found out that interpreter access is desired to initiate communication with teachers in schools from the parent side so they would like to have some more information about how they can be the ones to reach out to teachers in school using that interpreter we often are the ones on the school side that reach out to the parents but we'd like to offer some way for that to be back and forth and parents also shared that they wanted students to be able to attend

112their neighborhood school so i'm not sure if you familiar or remember from earlier when we spoke in the fall but we do have some programs only available at certain areas of the district and we make those recommendations the student needs those we do provide transportation for them to get those services at another school but parents have let us know you know a lot of times they they choose those neighborhoods because that's where they want to be and it's important for those students to be um with their neighbors all right in our district comparison we found that most of the comprehensive el programs are in states with really detailed el expectations handed down from their state department of education most of these have processes and to monitor their students progress to measure their english language acquisition

113growth over a stage of time and their program of models aligned with their program goals there was also a set of programming that the changes the programming would change to meet the students need as they progressed over time so our team came up with six recommendations that we're excited to share with you tonight we really believe in these the first one being equitable staffing the second assessment in curriculum professional development our access data which is the standardized assessment that we use yearly for our students to measure their academic language growth early childhood supports and our leadership structure so i'm going to come back over to dr brechter for a few minutes so i'm just going to speak about recommendation one then i'll come back for six these are the ones that deal with staffing back

114in the fall president todd i believe asked a question like do we have enough el staff and i believe my answer is if you ask any of our el specialists they will tell you no and so it's not a surprise that we have this uh equitable staffing recommendation coming uh coming out of this program evaluation so we have a standing request to continue adding full-time staff to serve our growing el population thanks to patty bedborough and mike valgus actually each of the last two years we've been able to add an additional english el specialists to our staff which has been very helpful particularly in the south areas we've seen a growing el population of faster rate in that area but that is a standing request we have because of that we have a model where

115we have some schools where they might have a very low population of english learners and therefore they don't have a full-time staff member at those schools we actually have a part-time staff member who serves all of our schools that have no specialist and they go in and support the teacher provide coaching of how to support those english learners and their needs but that person is stretched because there's a lot of work that needs to do in those schools so reevaluate that staffing model as i mentioned the south area continues to grow rapidly in our number of english learners particularly at south high we've actually been able to add over a full-time staff member there over the last two years which is excellent but one of the challenges we have is our high school newcomer program

116is actually a central high but we have this large and growing el population in the south area so that's going to be a challenge that we need to rise and meet is figure out how do we serve all of these students because as megan mentioned sometimes we say we have a program at central would you like to go there that doesn't actually make a lot of sense if most of the students are living in the south area so we have to have that conversation about how we staff that how we support that and how we continue to meet that growing need the group recommends considering el coach to help support our staff that that individual would help provide professional development support to the el specialists and so that they can have that uh you know

117continual growth and coaching and so megan will run through the next three recommendations or next four recommendations and i'll come up for the last one all right um under assessment and curriculum my team decided we would like to create a series of benchmark assessments k-12 to measure our students language proficiency right now we're just able to do that yearly access test and while that's a great start that doesn't give us very timely information as we don't receive those scores till the end of the school year so we would like to improve that we'd also like to develop a connection between the benchmark data and then the staffing model that we use so that we are continuing to be responsive to the student needs and put our the most support where the students need it and

118we'd like to include our an el specialist in the curriculum development teams as parkway builds those throughout so that we have a representative to help share language goals break down information and to give strategies and suggestions to help support that in the curriculum so that all students k-12 will be able to have those resources the third recommendation is under professional development and we'd like to extend or excuse me expand the el focus options for gen ed teachers and el specialists throughout the year whether that be in building pd days district pd days throughout we'd like to offer ell focused development during our new teacher orientation and during those multi-year programs afterwards the new teacher orientation being just like the first week before the rest of staff comes back but then continuing those offering opportunities to

119help those new educators learn how to best support students in their classrooms throughout their their three years and we'd like to include el representation during relevant district meetings which i feel like we've really done a great start of getting that going and so we're going to keep that up all right we just did that going backwards all right recommendation for um around our access data uh carter snow's office and assessment has been super helpful giving us a lot of data they helped us get information for our surveys along with dr tyson so i'd like to thank them but also we'd like to use carter snow's office and use their expertise to make our access use access data more useful make sure that we're using that to measure the growth of our students and our program

120following that back forth to make sure we are doing what we need to do make changes where we see that fifth recommendation is around early childhood and we'd like to partner with our parkway early childhood leadership team to help better support our multilingual families we know that the early intervention is the best way to go so we can start those partnerships and support early they'll be even more successful as they join us at the elementary level and finding opportunities to support our kindergarten students comparably with the other grade levels so just making sure the kindergartners are getting the same kind of support as any of the other students in parkway and we'd like to adjust our staffing um other processes to reflect the changing state or the national scoring criteria so as things continue to

121change and shift through the nation we want to make sure here in parkway that we're being receptive to that and that we're following along on those trends and then gonna kevin's gonna steer this yeah uh so the two recommendations um coming out of the leadership structure deal with the fact that we've had a changing leadership structure over the last uh 10 years or so most recently prior to our current structure we had a coordinator of of um customized learning who oversaw not just el but also reading specialists as well as our gifted program when that individual left we were in the middle of the comprehensive staffing study and we decided not to replace that individual but instead create the structure that we currently have which is megan as the lead teacher who does a fantastic

122job working with three of our lead teachers one from each level one from elementary one from middle one from high and they constitute that leadership team um so that's the recommendation reevaluate that is that the appropriate structure is that the best structure is that the way that this department should be organized and then consider uh in some school districts el actually lives in the student services department and in our district it lives in the teaching and learning department so consider that leadership structure and how we can foster that connection between student services and teaching and learning i know one of the other you have the report you've received the the full report and one of the other more detailed pieces is really working with you met cartelia lucas earlier a new director of diversity equity

123and inclusion partnering with her who is in the student services department and you know just to facilitate that collaboration because we know that students in these areas often have lots of need and student services all about meeting student need now so those are the six recommendations coming out of the el program evaluation now oh i see there was a small bullet also megan does a lot of screening megan does a lot of screening of new students so also um the consideration of creating an el screener position that would free up megan from having to do all that work herself and so those are the recommendations on the leadership structure piece so at this time we will take any questions that you might have well i'll just start and thank you for such a detailed report

124i was i'm always fascinated by anything carter snow is involved in gathering data and publishing data it's i mean it goes to some great detail i was curious though um in your your report of the different subgroups uh in their their opinion of the overall quality of the program almost every group almost every subgroup reported a two-thirds or higher favorable rating except for administrators um and dr beckner you being an administrator i wondered if you could comment on from an administrator's perspective what do you think administrators are seeing that that needs improvement over and above what what everybody else does yes and actually it's an excellent question i will actually let megan respond because she's actually read through all the comments on those along with the rest of the team so might have more insight

125about what some of those challenges might be okay so as far as administrators that had the fewest number of respondents and so i think it was only two was it two team do you remember two or three nine okay excuse me so nine administrators uh responded with in comparison to the other groups there were much more i think when i've had conversation with some administrators something they're wanting to see from the el program is clear expectations and knowing what the delivery model is so here in parkway we do use a variety of el models and that does look a little how that is carried out does look different at each school as you know there's a lot of autonomy in parkway in the way that they run their buildings which is a huge positive but

126it does at times create some difficulties of making things look the same or the delivery model the exact same at each building so that is something that an administrator shared with me i'll just make an observation make sure i'm clear on this that you've added one staff member this past year but you've added 200 students correct okay going back to that first recommendation a couple of steps yeah we actually and i believe this was in some of the append appendices data in the report uh if we go back 15 years this was a group that was around 300 students so i mean we talk and that the pace of growth has leveled it's still going up but the pace has leveled off we went actually through a five-year period um about 12 i think it's

127seven to 12 years ago where that number was like doubling every year well that pace we're not at that pace but it's still growing and it's still a continual need i have shared with the rest of the superintendent's action team that this is certainly an area that we need to look closely at and because it's an area that if we really need to serve our students we are just continuing to ask our el specialists to do more with the same like i said we've been very fortunate to be able to add some staff we used we actually did use during the pandemic multiple um we used our esser funds the federal relief funds to provide multiple el specialists particularly to serve our students who are learning virtually during that time and so we have been

128fortunate to have some opportunities to do that but if our trends hold we will continue to see this population grow and if we continue to see this population grow we're going to continue to need more support in that area and we're also looking at ways we've already talked both with um patty better and mike baugus about we don't know that we'll ever be able to hire enough people so what are other strategies that we might need to look at um for example this partnership we have with webster having more classroom certified el teachers means there's more people providing el support you know for students who need it that's not a solution but it's certainly something that helps our kids who are in those classrooms when the teacher has strategies that they can use and so

129those are things we're having conversations about is what's the long-term approach that we need to take here dr becker i think it's the last uh on megan too just in the last uh probably what two months we've seen afghan families and ukrainian families right so i don't if you have any comment about i mean we're starting to see the influx and that may continue uh yes i expect that to continue so in april we were fortunate enough to enroll 18 afghan refugees um seven at ross five at central middle four at central high and a couple ukrainian refugees at ross as well i get phone calls almost two or three times a week from parkway community members who are saying uh that they're reaching out on behalf of afghan families that they're partnering to help

130uh get them settled here in st louis they're um they're in st louis but perhaps they're not in safe areas and so they're moving they're you know getting at least next week what do we need to do to get these students el support so i am expecting and that number to grow and increase as we move through the summer and especially into next school year dr burke you might recall on board members a couple years ago we we signed on with i think it's called the oasis right the organization that welcomes and i heard uh one morning that you know they they are steering families through school districts that partner and we're a partner so i suspect that uh they're recommending parkway uh as a destination district and if i could just give a shout

131out we talked a little bit about the coordination between teaching and learning and student services i know megan spent a ton of time in hotels with afghan families with members of our social work team helping get these families established helping make sure that they have their basic needs met helping them connect with other organizations so thank you megan so much for giving of your time but thank you also to dr matheson's team diane peterson i know spent a ton of time trying to get these families cindy wester yeah and our students did an amazing job our lead registrar getting these families because sometimes these families come and and uh we actually have the scenario where they were bringing students in so quickly and so rapidly that we're not actually sure that their us government issued

132id cards are accurate like even that their age is right so we're working through some of those pieces too of just how do we support these families and then they show up in our schools and then you see them run around our playgrounds and you see them in our cafeterias and you see them in our hallways and our schools have done a great job of welcoming them and so just want to thank the whole parkway community for what they've done to support those families i just want to say i come to the welcome center uh now several times a week more meetings here and uh i think megan who's supposed to have supposed to be over at the nines right you spend what 80 percent of your time here as kevin said doing a lot

133of screening don't you yes i think um at last count we had about 325 families that i had met with um here at the welcome center so you know this is a great place for them to come this is where they can do their registration get everything that they need to get started on a positive welcoming note and since we are the welcome center that's what we do here so we look forward to being able to continue to uh welcome those families and support them here on parkway and a shout out about you said people are directing them to parkway absolutely a lot of these community members i'm speaking with are retired educators and so they totally know how the system works so that they're excellent supports they bring them on in and show them

134the right way to do it i just want to say it's a dynamic world and i think this study was timely because i think we're not going to see less families we're going to see more and it's it's actually doing a quality job and so wonderful job thank all of you supporting but we do have to think about structures we have to think about you know doing the right work because we're going to continue to have this challenge and uh i'm proud of parkway but it's also another challenge we're facing uh in terms of doing because we want to we want to welcome families but also do the right thing and certainly have that integration occur any other questions okay thank you all very much appreciate all the hard work next up uh we're going

135to talk about the bond projects and the survey work uh for that so i'd like to invite patti bedburrow our cfo paul tandy our chief communication and emergency management officer to join us to talk about the bond i'm sorry so good evening we'd like to provide you another update on the bond planning work and before patty gets into the the projects and the areas that we're looking at for focus for the bond we did want to remind you if you review a few things of how we got here first of all obviously the mission of parkway and the work here is part a huge part of in making sure that we're accomplishing our mission for our students and that is a part of goal three our planning process you've seen this before it started last

136fall and you know what we always do in these bond planning cycles is we try to spend as much time as we can gathering feedback from the community because at the end of the day what you want to do is have a proposal that has been vetted through the community and that you know is something that they find that they have prioritized and that they support and they think we need and so this is the process we've undertaken again started last fall with a mailing to all residents gone through this spring we had the project parkway meeting the second one on may the 4th and had a good meeting that night and did uh reach what we believe is as consensus on the proposal that we're presenting to you tonight real quickly as a reminder

137we have a 10-year long-range facilities plan we've done that for decades and we typically take that 10 years and break it up into two pieces typically into two bonds and and you can see you know as far back as as the early 90s it probably goes back before that but this is how we've done business and so the the current um 10-year plan is uh finishing with the projects this summer that was the 2018 bond and so what we're looking at is a 2022 bond and then that would be phase one and then about five to six years later probably coming back with another bond for phase two of the next 10-year facilities plan and as we mentioned you know parkway is aging and our community's starting to understand that we see that on the

138surveys the average parkway school now is 54 years old so just like a 54 year old home we have to continue to invest keep the buildings up to date for current and future generations one of things i really like about the surveys we've been doing in the last five to eight years is i see that uptick in people who really get that they understand that and they realize we have to invest and it's at a district this size with you know as many square feet as we have under roof we've mentioned it's as much as three bush stadiums so it takes a lot to continue to invest and keep them up to date and uh we've been fortunate that our community understands that and supports us in that so uh i wanted to really quickly

139i know you've heard this at the workshop so i've just condensed it dr marty wanted to kind of make sure we just reminded you of the high level overview of what we heard uh this past semester uh the first thing i want to go over was the was from the first project parkway meeting and i know most of you were there we had a great turnout that night i think we had 250 people and we went through all the major areas that we were tentatively proposing on the bond as you can see on the slide those were as follows an early childhood center technology improvements overall capital improvements and and the district pool proposal then we also ask people for their input just overall based on everything you've heard and seen what are your thoughts

140and we ask them to rank it on a scale of one to five five being uh the most important and one being the least important and as you can see that night of all those participants we had strong support really for every area being proposed with the exception of the pool project in fact if you look on the right of all the people who who weighed in for example at early childhood everybody gave it either a four or five but then if you look for example the pool proposal the the uh the scores range from one to five so people were clearly you know divided on what we should be doing with the district pool whether it should be a district pool or whether we should have uh new pools at each high school so

141overall there was strong support expressed that night also for the early childhood excuse me the elementary playgrounds we you know i was surprised to see the verbatim comments uh as strong as they were on that particularly elementary playgrounds that are inclusive and accessible for all students there was a desire for more ada and accessibility improvements and then finally of course the pool proposal did lack consensus now that's from that was from the spring project parkway meeting we also did a survey where we hired an independent company to do a random survey of 400 households and they did both landlines and mobile phone numbers with a margin of error about about five percent we found these these surveys are very accurate similar to a gallop type poll and uh just real quickly a couple of high

142level pieces from that survey first of all one of the things we did is we asked people what are some strengths or some areas of improvement for parkway strengths of parkway you can see the top two had to do with quality of education and academics and high quality teachers and faculty and also the third highest mentioned the area there was that we have strong support from the community when we asked them again 400 respondents what are some areas where we need to improve i guess the good news is that 200 and however many of them said well i think we're doing a pretty good job you're doing a pretty good job in parkway the other the third highest mention was watch your expenditures during particularly during inflationary times people are very obviously very concerned about

143that then we did give them a number of areas we were considering for potential bond uh improvements asked them to rate them on a range a seven point scale seven being most important one being least important anything above a five five six or seven is considered really strong support anything in the four range is sort of middle of the right middle of the road and then three or lower is considered low support as you can see the highest levels of support i'll just talk through a couple of them the very highest were improvements for accessibility for children with special needs and technology infrastructure jason would be happy to see that one also aging roofs windows doors and plumbing you know people get that they understand it's a critically important thing that we have to continue

144to do and i won't go over all them but you can see even playgrounds scored over five um over over five point scale when you got down to the swimming pools it started to drop into the fours but this helps us hone the project list and make sure we're putting projects on there that are consistent with what the community supports we did ask them the degree to which they would favor a 265 million dollar no tax increase bond proposal you can see the results there if you add the strongly favor and favor at 69 percent uh indicate they'd favor it and 31 percent would oppose and as a reminder in missouri you need about 57 point something 57 percent uh positive to pass a bond and so this is 69 so even well within the

145margin of error finally we conducted a thought exchange and and debbie mentioned we did one at the may meeting as well this was actually one that we put in the field earlier than that we had almost 400 participants on on that particular thought exchange we did ask them as well the degree to which they would support the bond proposal and you see the numbers are fairly similar although on this uh thought exchange we had more people saying they were undecided then you know then yes or no but in terms of the positive support we did have a very similar similar numbers of 66 and similar to the 69 you saw in the phone survey uh on the thought exchange the the software develops themes and i'll just talk about the top ones uh the first

146one uh is it's cut off there but the the top one of the top themes was and we need to invest continue to invest in our schools the second related theme is we need to continue to make building improvements construction improvements and then the third one was the what's titled community pool but what you also see further down is district pool and then pool so there were three different sort of chunks of comments on the thought exchange regarding the pools so there was a lot of chatter on the thought exchange about the pool project what we found is there was more uh disagreement on what to do with the pools than a lot of the other larger areas like technology or early childhood for example where we had more consensus the top three comments under

147the sort of theme of investing in our schools you can see there i won't read them all to you but basically we've got to stay competitive it's important for us to keep our schools up to date that's critically important on the facility improvements theme um what you see there is the top three comments all scoring above a 4.3 on the scale of one to five many of our buildings are out of date and need to be improved for example a lot of our facilities need improvements then on the pools project or a pool proposal you can see there people made comments you know a lot of the people were upset about the condition of the pools at the high schools and so those people then were the ones that typically were saying i don't want

148a district pool i'd rather focus the energy more on upgrading and renovating the current high school pools so there was disagreement on that what we saw on the survey was you know probably 100 or so people were opposed to a district pool and then maybe 50 or so wanted a district pool but they were pretty polarized in their opinions the one thing i will say when the when you look at their those people who were really passionate about the swimming pools one way or the other they did have some things they did agree upon for example they all agreed we need to work on our uh locker rooms and restrooms and so forth in the facili in those high school facilities there's some areas of common agreement that everybody did agree on so finally just

149some top take aways from all the feedback in the last few months overall i'm very pleased to say that the major categories in the bond proposal do have strong support like i said capital improvements people understand that in parkway technology is very high early childhood proposal very strong support the playgrounds ada improvements which we've added some more funding in there for ada and then i mentioned the locker rooms but uh the final thing again was the lack lack of consensus on the pool proposal which is why we did make changes and that's what we've typically done we try to listen to what we hear from the community and then adjust the proposal based on what we're hearing because we don't want to put something on the ballot that the community doesn't support and so we

150have to just find some common ground and that's kind of what we that's why we do this process and with that i will turn it over to patty thank you paul so we're going to go through some of the highlights from some of the changes that we've made as you know this has been a process that the facility staff so james swingle our manager of construction and planning along with ralph neese our director of facilities and their team have going been going through their project list for about an 18-month period and certainly this has been a little bit more of a public process in the last several months but with that and with the feedback we have made some some select changes this is still marked as a draft because of course next month we

151um based on your feedback from tonight we'll bring forward the actual project list for your review and then your approval so based on the feedback of course the public said update my buildings they're out of date keep that proper property up to date as you can see the largest chunk of money here 133 million almost 134 million is for capital replacement so replacing existing roofs hvac windows etc technology related 38 million 520 thousand dollars so not only burying our existing fiber cable but re reconfiguring some of that along with other classroom enhancements etc so also looking at ensuring the accessibility for all of our students just over 6 million dollars safe and accessible elementary playgrounds and preschool playgrounds so just over 9 million 9.5 million there classroom restrooms cafeterias early childhood center and athletic improvements

15276 million there so almost 77 million for a total of 265 million dollars remember our basis of all of our planning is our energy efficiency and our sustainability in fact james swingle he is not with us this evening because he is in washington d.c attending the better building summit not only to do a presentation but he's also accepting an award for the district because we've met our 20 percent energy savings from the better building challenge and so with no longer having right now a sustainability person with him being in dc we're having him accept that award for the district but know that when we have the opportunity we improve the insulation on our roof decking we improve the quality of our windows ensuring that our indoor air quality is as high as we can do

153and meeting you know that healthy environment for um for really peak learning to take place so some of the highlights of our updates that we have changed so reconditioning the four existing high school pools we're looking at renovating the locker rooms and the accompanying rusty restrooms and the training rooms additional investment in ada projects to continue our efforts toward accessibility and updates based on the project priority and scoring with our facilities team and with our administrators we heard feedback that some of the projects didn't necessarily meet all their needs so one of the suggestions for a change at northeast middle is to add a choir room renovation also with not having the pool located here at south middle we are recommending additional parking lot improvements which would also include additional turn lanes because traffic here

154at arrival dismissal is a bit of a challenge and also as professional development opens up to more in person this building and all of our professional development rooms will be in use at a greater rate i'm also looking at some of our domestic sanitarian storm water capital improvements so we we have had some water retention issues and then of course adding additional windows and doors district-wide that originally were removed in order to make room for enough money for the district pool when that was part of the plan just to kind of highlight some of the the what's going to take place with the reconditioning of the pools certainly redoing the surfacing so right now we get a lot of complaints that there's cracked tiles so i'm looking at a surface that'll be more of a

155solid surface for the pool decking also making sure that we have some training with safety of the items that are used around the pool making sure people aren't just dropping equipment nonchalantly so please you know taking care of the facilities um addressing some air quality and humidity control so we have many um of our pool areas that have really high humidity so you know putting specialized units in there in order to help with that improving our lighting and of course paint you know it's amazing what a new paint job does to make it look brand new um and then where possible approving improving the bleachers so in some of our pool areas we actually have wooden bleachers so improving that hopefully to make that last longer as well some of the requested locker room updates

156include new flooring paint lockers lighting really making it a 2022 locker room and not necessarily one that was built 50 years ago in some of our schools we actually have enough lockers for the whole student body as we know we only need enough lockers for that class or that team at a time per se also redesigning that space with the showers making it more privacy based instead of group based they've requested air purifiers which of course will be part of our our plan with our sr funding as well and then they had requested swim locker rooms designed for swimmers so as they have their meetings they'll find out more what that means and of course humidity control as well specifically i wanted to mention some of our ada projects that are on the list so

157adding elevators at riverbend elementary and our north high high school as part of their carryover projects from this bond issue that will be high priority for the next bond issue also upgrading the existing elevator at west high we have two cafeterias that have sunk in kind of cafeteria space well we actually have more than that but two of them um specifically we're going to fill those in with concrete so that they're a little bit more accessible for our students as well at oak brook elementary and run hollow we're going to improve some of the ada access for the sidewalks and the parking lot network a big thing that certainly has has come to our attention and you know we've made room in the bond issue for that and that is playground so not only accessible

158but inclusive for all students to be able to safely play together and not on separate playgrounds including the playground surfacing at the elementary and early child locations to enhance child safety of course consideration for each of the locations would be given then to ptos to to expand what the um the project scope would be and the goal is truly to have our playgrounds throughout the district less than 10 years old and of course one of our our highlights too is our early childhood facility that we're proposing um that would have additional rooms that would be available not only freeing up space at early childhood center that's located on clayton road moving some of the student classrooms that are currently located there to closer to their home in the 63021 zip code but opening some classroom

159availability in the south area as long as and as long as and as well as sorry um the west area as well included in that project we also are proposing an admin center for our current teaching learning and accountability staff currently they are located on rental property just off of olive with the inclusion of the admin on this property we would save approximately 231 thousand dollars annually that we pay in that lease and then of course the technology components as you know from the surveys from all the surveys the technology components were rated very high um of course we all use that in our daily work and of course our students use it in almost everything that they do so with the technology components this would touch almost everything that they use not only our

160safety and security our data backups so making sure that we have really good secure data backups but then it's everything with our our fiber our improving our wireless network enhancing our cameras um and then of course also uh improving our classrooms with more video boards and replacing the aged smart boards so telling this you know to provide another summary we have two carryover projects as mentioned both for riverbend and for north high as we know most of the reasons for this carryover were some of the code changes that st louis county um kind of you know provided to us at the last minute requesting that storm shelters with these building additions so that led to them we need to change the sprinkler system we need to so um a lot of those just got entangled

161so it was best to bring those forward delay them uh for priority projects for this bond issue we have the approved list of 93 million for requested projects which part of that includes the early childhood center the technology upgrades as well and then the capital replacement that is included in the bond issue is essentially a five-year [Music] replacement schedule that's included in our vfa schedule so that totals right around 145 million in total and then also our allocation so our playgrounds and our ada is included in there as well so once again that total bond issue 265 million dollars part of this is possible because we are a triple rated um credit rating from standard and poor's one of four school districts in the state of missouri that hold that high of a credit rating

162any questions i don't have a question but i want to thank administration for making this change to the district pool concept and going in this direction and working to recommend that we upgrade our shower rooms locker areas the restrooms associated with these with the pools after i did my tour i was i really appreciate this because this will this will address every student going through our high schools in the parkway school district every student will be served by by this change so that's not to say that we shouldn't continue a conversation for future about some type of aquatic center because we acknowledge this isn't going to solve all of the problems at our high school pools because we still have the issues related to the depth and the diving and and all of that so

163we recognize that that's not going to solve all the problems and we can continue conversations in another direction but i really appreciate stepping back and and refocusing back into what is needed within our individual schools um so um i'm a lot more comfortable with this plan now so thank you well as mr tandy said i mean we have demonstrated that we listen and not to you as well as uh to the public as a whole uh that you know it's so vital that we take something to our public that they see that has uh got priority set but but also is supported by because we really have this is an important part of what we do as paul said every couple of years every four or five years and it's finally important we do the

164right thing get the right items on the ballot and get the right projects and get that support because we can't fall behind with 54 year old buildings okay so up next you get me again yes um you also will have brian whittle our director of finance and purchasing that um we will be splitting up some of these slides kevin kevin can't wait till you get to the fun to balance i know your favorite slide um so tonight we will be presenting essentially the overview of the budget that we'll be bringing to you in the book next month we did our initial assumptions with you in the month of january this year so you won't see a lot of major changes tonight with the exception the transportation funding that dr marty mentioned earlier is part of

165our revenue enhancements so like everyone else we start with the mission and we use that to guide all of our work because even as finance people our students are very very important for us so our project parkway goals so goal one of course is student focus our our goal two is staff focused and then our goal three is resource focus so not only um ensuring that our facilities are up-to-date and ready for our students to pro you know providing them with a great learning environment but we also want to make sure that we have resources for our personnel finances and of course our allocation of time so our timeline we are right at that may point so we're coming to the end of this preliminary budget preparation cycle so we've already developed the assumptions we

166have had our budget managers provide their expenditure budgets based on zero-based budgeting we have had dr vargas and dr cohen have worked on staffing with administrators based on enrollment projections and such based on needs of our students as well with that too we've worked on negotiations with some of our our employee groups too and with that information we've been able to then develop our our preliminary budget when we look at operating revenues our largest source of revenue is our local revenue so it is 88 overall one thing you'll note here is our state revenue is actually estimated to be over five percent this year normally i say it's under five percent but with the influx of approximately 2.5 million dollars additionally in the state transportation funding that has certainly bumped that revenue source significantly the

167other thing to note here is a little bit of fluctuation with our our federal funding this current year our students are able to eat breakfast and lunch for free and that is part is part of the federally funded program that program ends the end of school this year so next year the parents then will begin paying for breakfast and lunch for all those that don't qualify for the regular free and reduced program so that's one of our changes that moves from the federal funding to then local funded just looking more in depth just taking apart the pieces of of the operating um revenue um certainly the largest portion of that is our our property taxes and we'll go into that a little bit more in depth the other portion is actually prop c and prop

168c is the one percent sales tax that is charged on all goods and services including food and then it comes back to the district based on our weighted average daily attendance so this year we have received about 150 more per weighted ada than last year so quite a significant increase a lot of that is based on the change in legislation last year on the wayfarer bill meaning that all sales tax comes in even on internet sales um and the other part of that is we are all paying more for all goods and services so that just makes that that amount greater the great news then for next year as we're looking at that is we're looking at the estimate for prop c to be 1 250 per weighted ada um so that is you know

169almost a 200 increase based on what our proxy was per weighted 88 two years ago so certainly a great thing so our our major components of property tax our assessed valuation our new construction collection rate recoupment and cpi's we're going to go into a little bit of detail so not a not a lot of big changes from when we did the assumptions our cess valuation you know that our major players is our residential property and our commercial property so our residential property we know that we still have very strong growth in our home values our commercial property is mixed so we have not only strong industrial property so warehousing space manufacturing but we have the unknown of our existing office space so with covid while we're not seeing big vacancy yet we know that we

170have a lot of buildings that perhaps have long-term lease agreements and such too so that is one classification of property we're going to have to you know really be conservative in in our approach with because we do not know what the future holds for those valuations the one thing we do have in our favor is location the next component is collection rate so that is the percentage of funds that we receive that are based on versus what we have assessed a lot of uh influx and um and changes over the last several years based on even our protested taxes so um in the year uh during covid the state tax commission did not meet so they didn't settle any protested tax settlements so and that's why we have a slight dip last year then also

171because we had some older protests that were actually settled last year this year so far it's not reflected on this graph but we believe that our collection rate could have could be increased this year just because simply our number of protests are down and our initial payment from our settlements was greater than what we expected next component cpi so if only this upcoming year was a reassessment year cpi rates for our next year's tax will be seven percent but this is not a reassessment year so we will not have significant growth in existing property we're estimating a 0.5 percent but in that future year we are looking at a 2.5 but of course as we get closer to that we will be adjusting that estimate up or down new construction we've had very strong new

172construction in the last few years particularly that green bar represents personal property but as you can see it's not always been a growth area for us for new construction so it's highly unpredictable we've estimated just conservative numbers on our new construction not knowing how well not knowing how the inflation rates the cost of construction etc is going to um really affect um our our future construction in the area so with this all together you can see that we do have an overall increase in our operating revenues projected for next year so the combination of our increase in property taxes our increase in that weighted ada and of course the significant increase in our state revenue as well you may notice that our federal revenue is down slightly and part of that is based on our

173usage of our esser funds when we look at federal programs beyond the federal programs for for our lunch and breakfast programs essentially when we're building the budget our revenues are equaling our expenditure so whether it's the title programs or the the sr funding so sr4 sr2 for next year is expected to be fully spent um really by the end of this year so nothing carrying over for sr2 and next year only sr3 and right now we have about 7.1 million estimated for next year that includes 2 million for summer school 2.3 million dollars for care coordinators virtual positions and software another 750 000 and then for miscellaneous ppe software etc when we presented in january we talked about some probable changes so on the food service funding as we've stated that is moving to local

174funding when we're looking at participation and estimating our revenue for next year we are using the participation rates actually from our 2019-2020 school year and then our current prices which the board just approved the continuance of our pricing for our student breakfast and lunch we had a slight increase for our adult lunches for early child tuition dr paulson did do a review of early childhood tuition and accompanying rates while we know we have a strong program and we have waiting lists we also know that right now is most likely not the exact time to increase tuition rates so she is looking at this and most likely that'll be a recommendation for next year or the year following so with this i'm going to turn this over to brian whittle our director of finance and purchasing

175and he is going to review expenditures for you hello thank you for having me i always like this slide it starts with you know it's a puzzle piece it truly is because when we get our four components of the budget together you know you add them up and then you look at them i think you know every year a little before spring break i think we patty put them all together and we look to see if it's where it's at does penny to get out of her scalpel make some fine-tuning cuts to it get out the scissors for big cuts or you know get out a machete for a big cut she has a lot of uh sharp objects in her office so let's start the big ones are the salaries and benefits uh you

176know it starts really with dr boggest and dr cohen evaluating our needs working with the principals to see you know what's enrollment at what anticipated changes there are and then that kind of builds that and then program directors principals and the superintendent's action team get together for the program budget needs as well that's when we put together the puzzle but get a little more in that detail in a second yep there we go and then here's just a breakdown of our expenses uh as always salaries and benefits just about 85 of our budget you know we're truly a people organization um you know that's why it's important we work with hr so much hr and finance have to work together you know we have to be fiscally sustainable and realistic with our money about how

177to meet the needs for our students so but i always like that you know it's it's always a tremendous amount that goes to salaries and benefits and it's true for all school districts so all right now here i'll get into the process so you know we start with what patty just went through we get those revenue numbers we look at what our fund balance growth should be and that kind of puts a ceiling on what our expenses can be um you know sets the bar uh from there we do zero base bud budgeting uh you know first step is we ask the administrators kind of look at what their needs like what are their goals for the next year and then what is the funding needed for those goals you know that goal could be

178new staffing it could be moving staffing around you know sometimes you have to buy new software or other supplies to get there and you know that's kind of what we mean by zero based money budgeting is really look at it you know start from zero and get there we don't give them a number ahead of time we let them come to us with a number you know that is why sometimes she has to make cuts but you know normally i think all the programs and schools are pretty reasonable with it and then also we there are some expenses you can't really zero-based budget you know fuel uh you know heating lighting those kind of things but we do you know we're winning award because we cut it 20 so we do have a good estimate

179of what those are going to be every year okay so we start uh staffing you know kind of look at our project parkway goals what are our staffing needs class size targets how do we get there you know is there additional staffing like this year next year and the year after there are some additional staffing we are funding through esser funds to kind of meet the needs that have risen from the challenges related to covet we also have you know our salary increases to factor into currently we're still negotiating with cwa and puma you know with support staff we are having retention challenges you know with about 100 people short you're like oh that's good you know fiscally you're saving money but really some of that's offset by paying more overtime and you know you

180get burnt out staff and then that just kind of adds to it you know and then sometimes if you don't have the staff needed to do preventative maintenance is that going to shoot you in the foot later you know you get the short term savings so we really do want to get that full hiring done and you know there's a transportation task force that they've talked about as well and as you know we've been bringing pay band changes to the board too to attract new staffing and we factored those into when budgeting the salaries so all right here's our enrollment um you know the really big drop is over 10 years ago it's it would almost be flat you know if you consider we're not changing too much relatively each year's kind of a what

181we'd consider flat or neutral you know a lot of the drop can be attributed to the vault you know our voluntary transfer students that number is reducing every year i think you know overall we would be neutral otherwise so this could lead to a slight decrease in staffing but really it's not that drastic you know if you drop 50 students and you put that over every school can you really reduce the position that way you can you know class sizes aren't truly dropping in that scenario and then here's the salary increases we used you know as i mentioned we're still working with cwa and puma to figure out those raises but we have figured out for other staff members and then getting when we get into the future years and do those forecasts we kind

182of project you know based on his you know the historical averages so all right you know the other big part over you know 23 percent of our budget is benefits benefits can kind of be cut into two scenarios that what we typically think of when you hear benefits health dental vision life you know employee system of programs and the other half is relate based on our salary so employment taxes fica social security medicare and then the state retirement system so we have about 55 million of those benefits all together about 27 goes to the health then on life and the other half goes to retirement and fica but you know this year for our health dental or really just our health plan we had our first increase since 2008 18. uh really we've been very

183fortunate we've our health and benefit costs have increased essentially less than one percent a year and that includes what employees pay you know for their dependent coverage so it's a number we're very proud of because we can almost assure there's very few employers that have been able to offer that to their staff and you know keep costs down so some of the reasons are we have our care etc clinic you know we have a new pharmacy benefit manager in cvs so far through april compared to the first four months of last year we are four percent down in pharmacy costs you know we spend a lot of money on pharmacy so that's a great number uh hopefully it continues the rest of the year i think we have a very active wellness program we've won

184awards for our wellness program and our mental health programs for staffing and i truly believe that that kind of preventative care has helped us reach these lower increases year-to-year in claims so and then overall in the future we kind of say there's going to be two and a half percent increase when we're projecting in the future and hopefully it comes in lower and that frees up spending you know for other important programs so and then the other one as i mentioned the other half of our benefits is kind of the retirement and taxes uh there's no mention of social security or medicare increasing their tax rates and the state retirement system is not projecting any increases in the percentage so that cost just goes up from salary you know if someone's salary goes up a

185thousand dollars or you know one percent that means there's gonna be a one percent increase in that obviously our increases are more around three percent so and then that put all that puzzle together and here we get to our projected operating expenditures each year um you know if you look from 22 to what we're thinking in 23 it is kind of flat really there's going to be an increase just like we think some of our revenue numbers are going to do better we're pretty confident that some of our expenditure numbers are going to do better again some of that's related to turnover and then there's also just been better performance than we assumed with purchasing services and supplies oh and yeah we had that or the one time stipend this year as well that really

186sorry that really bumped up our salaries year to year i remember banging my head trying to figure out why i was staying flat yes our salary should be going up more year to year but we did have a huge one time this year and here is our operating fund balance um you know as you can see we're going to finish this year if we only hit these projections which are conservative we're going to finish with 29 we could finish closer to 30 percent that's great uh 10 years ago 2012 there's an upcoming slide that'll show it we're at our lowest that's we're 10 and that meant of our expenditures for a year 250 million we had 25 million dollars we didn't have enough cash to get through the until property taxes so we had to

187borrow money you know to make payroll and things like that we have not had to do that for the last few years because we've increased that fund balance so much i think one thing with project parkway 3.0 that we're going to have to look at is do we still need to grow the fund balance 0.25 percent every year to hit these goals or at some point it it takes more money to increase it by a percentage every year do we just we're going to start looking at the dollar amount based on what do we need cash wise so we can meet the needs of students and not have any of that borrowing expense and we're definitely there now i mean that cash number is going to increase every year but with a 55 60 million

188dollar fund balance we were able to not borrow so that is just something to put in your mind for the future and i'll patty go over the next graph there it is you knew we were going to bring it right so this is um for um for the new people here um certainly this is one of the graphs that tell our history and kind of tell our why why do we have a fun growth um policy um well as brian mentioned we used to run out of cash every year we received most of our money um at december january and then um actually this month we just received it in may usually it's not until june that we receive our protest so we get very little state funding so we don't have enough revenue on

189a monthly basis to cover um our payroll expenditures so it's really important that we have savings so this does show our history our battle a bit of our victory we don't want to celebrate too much because we certainly don't want to go back to that point in time where we go down the ski slope so at that point in time we need to decide what our new fund balance growth policy should be should it remain the same should it be less and be conservative so we know you know just like in the great recession we knew property values were going to be changing unfortunately for us we didn't change our moderate our our expense spending at that point in time so we do need to be conservative in our approach in the future until we

190know the real outcome of leased property and especially office space as well and what that'll do to our our property values because we know from history it can impact us as well so we just need to be conscientious of that um dr marty did you want to add anything with this slide well it's one of my favorites too because it does show the history and what we want to certainly avoid the future so looking at our bond planning and construction projects this year this summer we have 38 million dollars in projects that we'll be completing part of that are delayed projects from last year we had some code questions last year we paused the projects in order to get the opinion from the code facilities adjust our plans so this year once we're finished we

191will have almost all of our front vestibules finished with the exception of riverbend and north high those are two projects that are carried over also when we look at our debt service we do have a very healthy debt service fund as you know we have the future bond planning for the 265 million dollar bond issue we hope to place on the november ballot well when we did this we had very low interest rates we still have the benefit of lower interest rates than our cohorts simply because of our our aaa bond rating but certainly the interest rate market has changed quite a bit in the last few months and then just our recapitulation of all funds if you look at our total total fund balance with all of our funds we do have a decrease

192year over year in cash so from 128 million to the 116 million most of that as you can see the only fund that's deficit spent is the capital projects fund along with the 2018 bond issue so that's planned spend down of those those funds we do hope that that fund will be depleted by the end of the summer projects being completed any questions i'll just ask one question we know that um one of the there's a bill out there that is asking or recommending that the starting teacher salary be up to 38 thousand dollars is that part of this budget at all or how are you addressing that situation that that comes into play great question we are one the few districts in the state of missouri that are starting teacher pay is actually forty

193four thousand dollars so we're not directly impacted by that that bill was passed and that is one of the reasons that the legislature also recommended the fully funding of the transportation funding in order to help to support that minimum teacher salary so some school districts are having to essentially compress their salary scale so let's just say they're beginning teacher pay maybe 30 it may be somebody on step 10 that is making 38 000 so suddenly next year if they adopt that program they will have teachers year 1 through 10 being paid that same amount of money so certainly that is a concern for us but for us it's not necessarily impacting us from what we've heard from the legislature too is this is a one-time infusion of the transportation increase so far there's not anything

194that i have found that provides any type of longevity with that funding so if you look at our estimates you'll have the large increase in state funding for this upcoming year so fy23 but you'll see that decrease in fy24 so as we learn more certainly we'll make the adjustment but we're not going to bank on that money being there at this point in time thank you you talk about uh future bond planning and interest rates do we have a cushion built into our our bond amount and you know because when we started this last fall uh obviously interest rates were much lower and and we maybe weren't foreseeing some of the inflation that we're seeing now when they made the adjust when they made the estimates we used piper sander as our financial advisor they

195used more of an average rate and not necessarily current market rates when they looked at the interest so we'll need to get that you know preview of what that looks like now with two federal interest rate increases the other thing that they utilize is a very low growth estimate for our cess valuation and as you know the debt service fund does not have a cap on growth like the operating fund the operating fund is tied to cpi and a five percent max there's not a maximum growth calculation for the debt service fund so as long as our assessed valuation continues to grow we should be good the other thing is we have a very healthy cash balance in our debt service fund so we are at that point in time where we either need to

196issue more bonds or lower our tax rate so it's really hitting at a good time so if interest rates continue to climb very steadily it may be just a longer time period that we'd have to essentially issue those bonds but certainly we still would have the capacity for the 265 million dollar bond another question okay thank you very much thank you very much and that uh concludes our business tonight so thank you everyone for hanging in with us uh may have a motion in a second to adjourn the regular meeting you want it no you do it thank you all for attending
