001okay welcome everybody let's join in pledge of allegiance and to the republic for which it stands one nation under god indivisible with liberty and justice for all december 13th 2021 agenda second post is to the first agenda all in favor all right next we'll have a report of board members there's any yes um two things um i went to the tri-band thank you so much [Music] um raytown school district for sponsoring that i went with um some young children who had never been to the drive-in before and they really enjoyed it it was quite the event and thank you to everyone that put that together it was amazing i also had the opportunity to go celebrate the announcement of the challenger team at westridge elementary school who had two projects that made the top 20

002and this is something that will be talked about in the did you know so i won't steal that glory but it was so exciting to be a part of that and to see the surprise and awe from those teachers that led the team um i got to go to the performance of nine to five i had my own student in that as well and it was incredible to see that multiple times uh i just laughed out loud it was probably one of the most loudest obnoxious parents and then i also visited several of our schools norfleet elementary little blue south middle and south high school so as i was able to walk through and towards our school leaders i got to have some really precious moments of talking to our students just seeing what our

003culture and our climate is like also the instructional strengths of our teachers and probably i didn't go in on a day maybe most teachers would want me there because it was two days before thanksgiving vacation but they were so um receptive and and welcoming and they just had open doors for me so i look forward to going to more of our our schools and just seeing the great things that we're doing all right anyone else well thank both of you for uh you know encourage all of us to attend as many things and do those things as much as possible so it's good to show that we're all in this together um next we have a discussion on just uh public forums as you guys know the district held two public forums in the month

004of november dealing with discipline and safety in the schools and equity inclusion the second one had a few more people come up and talk but it was good to hear from uh our consensus and uh if any board members would like to make a comment or anything or maybe we could have some sort of discussion uh as to what we've heard and just uh any anything that you would like to comment on or add in regards to that my only thing is i wish there were more students in attendance uh i really think that it would have been good to hear what's on their mind it's good to hear the parents also but just the fact that it would have been better also to have those forces being heard i agree with that and i

005think something we might want to consider just do do some more of them and maybe the next two we do one at each high school it will probably help get some students especially if we do it like earlier in the afternoon or something like that i just want to say that every concern is very important and i know that these are very difficult times and oftentimes people may feel like things are falling on deaf ears and that is that is not the case so we would like to have more of these and we do take the concerns very seriously so i would just like to say we do care deeply um for what people are saying in this community and thank you to everyone that was able to come out i am looking forward to

006more of these public forums i like the idea of going to the high schools and just to echo what my peers have said we do take what you say very seriously and we do take what you say into consideration as you know we carry a lot of responsibility and that is for you the entire district our constituents our parents so it is nice to hear from you because we don't know unless you tell us oftentimes so thank you to everyone that participated everyone that's going to participate and do know we're always available you can email us you can call us we are your elected officials thank you i'll just mention i want to thing because coming out of that i asked for an item to be put on the agenda for discussion and it's a

007long time from now so i'm sure everybody here probably won't be staying for the exciting part of the meeting but there is going to be a discussion about maybe looking at the possible student representation on the board so something we might want to have start having some discussions about that's later in the agenda i'd like to uh to add um this board a lot of uh i had the pleasure of being interviewed um by one of the news stations i don't even remember who it was um however um i just want to add that the the items the the issues that we address during those public forums are things that we we certainly want to get input from everyone and while we we represent everyone we need to know what your ideas are what your

008opinions are that's a better way to serve you i can say that as a board member equity inclusion i mean there's a lot of ideas about what that means but i can say on this board i've never had a discussion it doesn't it's not limited to race uh i haven't had a discussion of some of the issues like critical race theory i've ever had any of those things uh begin a discussion with the board some of the things i can say we're not even considering when we say equity inclusion we mean everyone giving opportunity even in everyone i'm sure almost everyone hopefully not everyone can have a situation where they seem to be left in the margins are not considered that is something that we might never achieve but that's something we strive for in

009regards to school safety i think we are desperately seeking an answer uh to some of the issues that we've had especially in this past year and so there's almost in consideration we'll consider anything in in regards to school discipline which is dealing with safety and art and all those things all kind of all those things combined we want to create an environment that will foster excellence for all our students especially academically and so i know those things are in general but i think we all here are trying to just uh do the best we can with what we have with the with the students that we have the families that we have and a discussion i really hope that if we do have these in the future that we can get more people to participate

010just into into knowing who we are and knowing who you are because there's a lot of assumptions that's made when no communication is happening so it might be frustrating that we don't always have answers or it might not be uh in line with everyone's opinion and it never will but at the same time we need to have that communication in order to know how we can move forward as a community that's all i have said thank you mr president turn your attention to item 8.1 legislative update means you're going to be here for the rest of the from now until the end of may perhaps june bills are being currently filed i think what this board needs to be aware of that there's going to be many bills filed in this session that are going

011to try and limit uh powers of local school districts from what you can do as far as you've already had the limited power to what you can do for your calendar but anything that they can see where perhaps you need some help with so there'll be multiple bills filed on those there'll be multiple bills on open enrollment on charter school expansion as there always is every year but this year we do have a midterm election and that is going to throw some confusion in the capital because a lot of republicans are running for the same seats and they will be busy at times on those trying to figure out how they're going to get elected to their next position same with democrats as well and a lot of things will fall on the wayside when

012it comes to legislation that's good it's bad it's good in a year when you're trying to play defense on some of these things that we don't need to pass in the law but it's bad in fact that nothing else gets done nothing so uh we'll be aware that we'll continue to follow that and continue to report on that items 8.2 8.3 4 5 and 6. we're there for any questions as far as report of elementary principles and secondary principles i have dr nixon and dr miller here tonight answer any questions i have okay um hearing none grant writer update dr shelton yes thank you dr merkley the report is pretty straightforward i do want to bring your attention uh a grant that will impact the district preferred family health as an organization in our community

013that received a grant and they will use that grant to fund a social worker at raytown high school south high school and south middle i'm sorry school therapist not social school therapist and just referring back remember we were hesitant about hiring a grant writer years ago and that has paid tenfold since we've done that so we're happy about that we missed nixon wanted to give the board a quick update on our managed project k12 inside public forums and connecting with just as community quick update um on our managed project which is really focused on the perception of the school district and the surrounding community um hopefully to ultimately answer the question of you know why people leave and why people come to raytown so right after thanksgiving break we started up our focus groups those

014have been virtual focus groups with five to seven members in each of those groups intended for five to seven members so we put out to the community the option to sign up and then community members staff members and even students were randomly selected to be a part of those focus groups we started them after thanksgiving break we have student focus groups this week at both high schools and those wrap up here in the middle of december along with some of the surveying things and information that k-12 inside the third party that we're working with has collected we'll be able to present that information to the board in february their findings that's in addition to some of the other projects that we're working on with k12 insight um the surveying and those things that will happen

015throughout the spring semester um that will happen throughout the spring semester to like i said hopefully answer that question and give us direction of where we need to go um in any collecting information in um sharing information with our any questions for miss nixon no but it reminds me of a different question sorry to put you on the spot do we have any update on the demography study that we've answered it's completed i was just about to say that along with our compensation studies rounding out we need to schedule some time have a study session with the board to walk through that there's too much information there for a general meeting to sit here and go through so we want to look at our calendars and come out with that so along with some of

016the other things that you have to do as far as superintendent search etc so all right 8.98.10 i think uh attacked attacking after hearing from dr shelton dr on 8.9 the minority business owner women business owner small local business owner data that was requested is provided just as an update though in uh 2021 our projects the south high project 5.5 percent of our contractors and subcontractors were fell into one of those categories building upgrades that year 10 uh fell in one of those categories this coming year the raytown high project 13.3 of our contractors will fall in one of those categories and the building upgrades that were approved last month about 26 and a half percent of our contractors following the fault are identified as a women-owned small local business or minority-owned business also so

017you know that when we send our plans out to market they go to uh they're advertised in the paper the kansas city star we plan in the future to advertise those in the call and those mondos as well we also put them on casey blueprint which is a an on-site sorry online plan room where contractors can go and review those and download those we also deliver those hard copies if you will to minority owned plan rooms and smaller businesses that maybe can't afford the casey blueprint online service can go to these in-person rooms review those and get digital copies of those plans and that information is provided there as well i believe we had 98 contractors to view the central middle school plans uh 16 of those contractors downloaded those and then you can see

018the number of minority-owned women owned in the small businesses that did that and i believe it was five i'm sorry 37 37.5 percent of those 16 were minority owned women owned small local businesses so we're reaching out to all contractors in the area to make sure they're aware and they have an opportunity to see our plans and bid on those plans um i think you not only speak for miss page but it made me think of i know it came up during when we were in a discussion that we had one uh bidder on one of our projects well it actually it was it was the building upgrades and so there are multiple elementaries up and uh above the school that were in that so it was just more than one more than fleet bridge

019uh and this coincidentally for for whatever reason that those projects didn't generate a lot of interest the raytown high project generated uh i think three or four contractors central middle project that you're going to hear about tonight generating bids from five different contractors uh which is a great number and we have great uh great bid numbers from those five contractors so i mean in those numbers like uh is there i think there's ways where we could probably um figure out if something like that is going to happen laura also when our in our estimate is quite a bit lower our engineer's estimate is quite a bit lower than the actual bid um are we looking into ways that we can uh avoid that yes you know we went back and we worked with allison miller

020and talked about what hawaii on that particular project did we see little interest and were the numbers uh out of whack and we think there were some reasons why one the timing of when we released that project and was so close to when we did raytown high school i think there was some confusion in the contractor world about is this the same project and so i i really think that was more of a timing issue i think you're going to see with the central middle uh bids that we we share tonight one great response because it was after the fact it wasn't far enough after these other projects that there was no confusion and the actual bids were almost spot on to our estimated budget and so we really think those projects were just an

021anomaly and we think it was just because of the timing of when we released those bids so the takeaway for me is to be more strategic in uh one when we release those those plans and then two uh our marketing and advertising of the so so that contractors know that these are different types of products we so we know who's viewing them yes is there any type of creamy yes we have a quick we have a pre-bid meeting and then yep or indication or where contractors would indicate hey i'm going to be it or not yes they do and i mean this information sometimes seems up after the fact even i know like the way we report um change orders the the bid is one thing and then if we actually have a change order

022or an amount that goes over the bit amount then that's i i kind of view that as over budget not that well our contingency covered it so we're not over there right and so i mean it's just how the number of contractors that show that view it the number that comes to the pre-bid meeting were those leading indicators that this might happen and how soon did we do the the estimate uh the engineer's estimate prior to the to the bid itself and not knowing that the there might have been some uh changes in our economy so the the initial bid on those projects that we're talking about the the general upgrades that we talked about last month the initial bid was the initial estimate was done at the time but it was revised for inflation

023later and so we did increase the estimate as time went you know as you know when we plan these projects we know that when we give you a number that is three years out that that number is not as accurate as it's going to be so we did readjust that estimate as we got closer to the prior to the bid then as we yes and then as we had the pre-bid meeting and only excel showed up sandy and josh got on the phone they're calling contractors they're calling uh bruner they're calling straub and they're calling other folks to say hey will you come to this will you bid this out and they said no they weren't interested in doing it and so we proactively reached out to other contractors asking them to uh bring a

024bid to the table and they elected not to so i guess what i'm asking is so we went to bid with the knowing that we might only have one contractor bid on it we we went out as we would in any circumstance knowing that we had one person come to the pre-bid meeting and that we marketed and solicited other bids who didn't come to the table even though we asked them to now we could have rejected those bids and we talked about that last month we could have rejected it we could have said we're not taking these bids and we're going to go back out to market in some other day and time and do and see what the market bears six months from now is there any consideration to not having back open having

025a bid opening based on the information that a lot of companies don't want to do we will have the bid opening but once again we can reject those bids okay you will go ahead and do it anyway we would go ahead and do it anyway but then reject it and and decide what our next ones are good which we did consider at last month's board meeting rejecting a bid does that does that require board action or can you do that on this i probably would just not be any board action we just would require we just would not approve yeah i'm just asking is that is that some companies bid on you can reject our bills yes yes thank you all right well thank you for the questions great questions 8.8.10 the american recovery rescue

026plan this is something that the board reviewed six months ago it is the 18.4 million that we will we're allocated to receive now interestingly enough the general assembly has not allocated it yet and so i'm sorry appropriated it yet so we don't know if we're going to get that 18.4 million or not but we just want to bring it back to you we are required to bring it back to you on a regular basis to review it's there for you to review we did talk about in finance meeting today and so the finance committee has reviewed this episode thank you dr murphy you know sheldon's questions are you my friend's present if we have uh did you [Music] i know daniel went to make some coffee [Applause] next we'll have the education foundation report thank

027you mr president um the um report from the right town education foundation uh dual credit scholarships the foundation received 85 applicants for dual credit scholarship representing five 675 hours totaling twenty one thousand one hundred and thirty six dollars in scholarship request unfortunately the combined budget for dual credit scholarships from the foundation and the raytown retired teachers and school personnel association is only ten thousand dollars based upon the scholarship priority criteria the financial need in first generation college students 44 applicants were approved for scholarships and 41 applicants were placed on the wait list there is a good possibility that some students based on the wait list will receive scholarships due to appreciate dropping a class or not providing a receipt for reimbursement at the forum the community forums we had part of it was martha the

028president of the foundation presented a lot of quotes from students who have received past scholarships and she has presented those to us in one of the things that was with our packet so i'd encourage you to read those quotes from the students i won't take the time to read those here because there were quite a few of them but basically it said that the fact that they got this dual credit scholarship helped them take some college credit courses and work towards their career of going on to college all right fundraising run for excellent thanks to our participants sponsors and volunteers our 22nd annual fun run generated seven thousand fifty eight dollars for the raytown education foundation general fund and one thousand eighty dollars to eight staff members in cash for classroom grants the run had

029251 participants and 25 spots grocery grab thanks to the breakdown of quality school staff members who served as grocery grad sales associates and to the raytown education foundation trustees this year grocery grab generated three thousand four hundred ten dollars for the raytown education foundation general fund representing the sale of 682 raffle tickets the grand prize grocery grab was held last saturday and we want to congratulate the winner of that and her name was christina young and she was a raytown high school staff member and lauren hurst sold her the ticket so i hope she gave her a donut and then one more thing put on your calendar for wednesday february the 9th that's the share of the love breakfast the chef raytown refs are back and in person and it's a pretty good time to

030have breakfast and that is the report sir all right thank you very much go back to danielle and did you know good evening on did you know we have sounds of the holidays this is a program uh that both of our choral programs local music programs have participated in for a few years so you can catch them on sounds of the holidays airing on kshd's channel 41 and kmkcmi channel 38 on 41 they'll be featured on saturday december 25th at 7 00 am and then on saturday january 1st at 12 p.m and then on channel 38 they'll be featured on saturday december 25th at as p.m mentioned we have the battle of the brains we had that announcement last week that our two of our programs are two of our teams and the challenge program

031qualified made it into the top 20 and so voting is 30 of their total score and so if you think about it 20 teams they all were pretty phenomenal so voting can make a huge difference so we encourage you guys we have information up on our website and on our social media to vote daily for the battle of the brains the riveting robots and the expect the unexpected um we have some videos introducing those projects and different information so that you guys can vote daily to support our students we have two students who require who qualified for allstate band um oscar pereza was selected at raytown times school junior oscar perez selected an eighth chair player net in the all-state band for his second year last year he was 24th clarinet and then raytown south

032high school senior charles wolf was selected to fourth year french horn uh in the all-state band this is also his second year last year he was second tier french horn the district has a free and reduced lunch application incentive going on right now anyone who has filled out the application so far this year through january 14 2022 will be entered to win a brand new 65 inch smart tv and so it's really important for any of our families who believe that they qualify for the free reduced lunch rate even though we have three breakfast and lunch right now um to fill out that application because that brings important funding to students preschool through 12th grade in the district and you have a chance to win 65-inch more to do so that's pretty awesome um this

033saturday we have a coveted vaccine clinic for all of our students aged 5 to 22. it's elective but we will have it on site um and registration for that ends on december 16th i encourage anyone who's interested in that clinic to either go to our district website or our social media pages for more information about how to get registered who to contact and so forth and then also on did you know we have just a photo of a family enjoying um the drive-in movie our district employees and staff enjoying our drive-in movie the featured movie was elf there was hot cocoa food trucks and activities and a really good time so that is did you know and with me tonight i have uh the five all-state swimmers and coached in asia here from the raytown

034high school boys swim team i find my mix so i can accurately um there we go all right so the team placed seven out of 41 teams in the state competition um we have individual results we'll let the boys talk about their individual results because i was not a swimmer i just took swim lessons last year so i'm not even going to go there but this is the 46th year in the row that the raytown high school varsity boys swim team has qualified for the state competition they had a dual meet record of 12-0 and they were the suburban white division conference champions for the fourth year in a row coach azure has been the surface coach for more than 50 years he has a record of 550 wins 88 losses and two ties um

035and this is his 13th undefeated season so i'm going to invite you guys all to come up to talk about your season your individual records your prep and then also introduce those who are in alliance with you guys or yeah in the audience with you today hi guys uh i'm luke marklin i'm a junior at raytown high school uh at the state meet i was all state and all three relays i swam the freestyle and everything one of them the tuner medley 23 and foreign free prep for swim season is extremely hard we have three hour practices every day and there's there's hardly any rest so it's definitely a sport that requires a lot of work ethic and commitment because it is not easy in the audience i have my mom my dad and they

036supported me all season they made sure i had everything i had to succeed in this sport and these guys are some of the greatest teammates i've ever had and i'm glad to earn the all-state honors with them uh my name is dylan swirls uh i did everything luke did on the 200 medley relay i swam the butterfly leg and then i was also we were all saying that and also in both in the other two relays and then i was also third all-state in the 100 butterfly my time was 52.27 and like luke said we work hard every day for three hours it's really crazy it's non-stop i've been swimming four years straight every single day i only take break only taking breaks if i'm sick or if there was just no practice that day

037so it's definitely been one of the greatest things i've ever done i'm so happy to have done it and dr luke isn't here i don't see him here but i definitely owe a lot to him he's the one who first suggested i should try it so big thanks to him and i'd also like to thank my parents trevor and rachel searles i love them both they supported me emotionally and financially something is not a cheap sport so i just want to say thank you guys and i love you both stroke in the middle and that's something 50 to 203 i grew my mom today just kind of knee surgery a couple weeks ago going strong i heard my pop supported me full season and my freshman year too that was amazing and i love him

038for that all right i'm ben gibner i'm also a junior and i swam four events at state meet i spend the meddling the 200 free relay and the 400 free relay i let off the meddling and backstroke and then i also swam one individual which is the 100 freestyle and i placed fifth with to say me going into the season it was obviously mentally tough i knew we knew the relay team did that we had to put in the work this year really make things happen and hopefully it worked well but swimming is obviously a very mentally and physically devastating sport you're not nervous [Music] oh yeah and then also during mid-season at the conference meet uh me and my other four other three relay members here bro gay 21 year old school record in

039the 200 freestyle relay which took off a incredible three-time state champion off the board which was a great feeling well also i'd like to thank my parents diana getting there and ron getting there for supporting me the entire season which he's here hi i'm kai hensel i'm a senior at race online and uh i swam the 400 freestyle relay at state that was it but it was amazing to see these guys do the absolute crazy things that they did bill and getting third and then breaking that record was amazing to witness and uh tonight i have here with me my grandpa over there he supported me in that i've been in his house for the past eight months in the process of moving uh throughout my four years of swimming i've always had at least

040one major problem throughout the season i don't know if it's a curse or what but uh for instance last year i broke my arm about halfway into the season i still swam for all three months got the cast off the day before conference and still managed to pr and go to states it was it's been one of the most amazing experiences of my life and i'm going to trade for anything i am coaching and i'm deeply thankful and honored to be your employee i want to also thank the board of education um because it takes this is not just our swim team there's more kids on it but i want you to be aware that we are thankful that the policy is the board of education you're the ones that bought the old facility and

041renovated it it's one of the top facilities in the area it's something that really helps us succeed that came from your policies uh along with uh the superintendent obviously and the assistant superintendents that oversee that facility the high school uh the secondary schools assistant superintendent dr bruton our principal obviously uh has been great to work with as well as our athletic director so uh it's it's a real team you know you're part of that team and uh you play a role in helping make our team be a workshop for life to build character not just winners uh i this is a very special team these are very special guys so i please i really want you to feel like you're part of that because you are uh i was in by saying that our parents

042also are a big part of our team uh you know we have a great parent group that runs presque isme uh they help put it together they do the major share of the work they do a lot of things uh outside um you know the meat time to help keep us going raising money and organizational type things but most important you know the students who have uh great parent support like these kids have are far more likely to succeed and i think it's probably one of the reasons why we've had so many years of great success because of the teamship that we have with the administration and the parents here at ray central i thank you for that i think they thank you for that also hope you have a great christmas [Applause] congratulations the

043seniors a couple of seniors where are you guys going to school high school smart and smart alec tomorrow no where are you guys going to go to i've applied to a couple of schools i'm trying to go to stanford as my name right now wow well today i want to be an astronaut are you the only senior where are you thinking about going to school i want to go to right now i want to go to southern virginia university and get my degree in free medical pre-medicine and then go to medical school being an anesthesiologist that's great the guys were definitely the most emotional parental introductions of any group we've ever had and you know how when you're you know how when you're in school no matter what age you are when you're a student

044in school you always think that your teacher is old right no matter how old they are so i just had my 40th three-time high school reunion this year and i had coach asia as a teacher so that proves you weren't old then i thought you're wrong but you weren't old last year i actually taught the swimmer the father and the grandfather mr moore there was one swimmer that didn't say that he loved his parents and his mother his mother will remind him she would give him a second chance one thing about congratulations to all you guys but um about a month or so ago at rotary we had a speaker that was talking about swimming and the level of swimmers that you guys are and then they got to talking about uniforms and i don't

045know if you all are aware but this skippy little swimming suits that these guys wear cost about 250 to 300 and they're good for about what seven swim meets or eight and then they get to do another one so as somebody said swimming is not cheap but it was amazing to me and congratulations again guys one thing that wasn't mentioned they did break the record at conference but then they broke their own record again in the finals of the 200 free relay at the state so it's pretty neat that they could break their own record too [Applause] i just want to add congratulations to you guys and this is a really important story this is good news especially a lot of things that's going on in our works in our community man this was a

046this was great time yes yeah it just it gave me just a real lift to see you up here so passionate about what you're doing don't lose that hopefully there'll be more yeah yeah we're looking forward to that as well knowing that you guys are mostly so young and that we have a senior coming to raytown i also want to say you have to give some uh contribution to your coach because your success depends upon his capabilities and so he's obviously has had many years at it and he has increased each year to produce great stars like you guys [Music] all right [Music] next we have more all right the last item i have is we want to recognize board member donna payton for her completion of her new board member certification training she completed

04718.5 hours of the required training focused on everything from legal issues to techniques for establishing school district policies fundamental schools finance protecting students from sexual misconduct and the important role we've heard plays in establishing schools so you have your pen and then thank you guys congratulations yes congratulations to you now we have the uh public comment period um uh will be my three minutes to speak on the topic that's related to our agenda first we have janelle house thank you for the chance to speak with you dr markle and school board members since i got no meaningful response regarding my recent email to you all about when rqs will be following the new missouri supreme court ruling regarding mass i thought that i would bring it up tonight i have the ruling right here and

048it states under this judgment all mask mandates quarantine orders and other public health orders are based on any of the invalidated regulations or issued outside the protections of the missouri administrative procedure after null and void we've advised local public health authorities today to stop enforcing and publicizing any such orders immediately you should also stop relying on and enforcing or publicizing any such orders immediately in addition state law does not delegate authority to school officials to issue mass mandates quarantine orders or other public health orders your school district should stop enforcing and publicizing any such orders failure to follow the court's judgment may result in enforcement action against you to remove orders the court has determined are unconstitutional and illegal we encourage you to take immediate action to remove all unconstitutional illegal orders that's from the

049ag's office this judgment also makes the current kansas city missouri mass order for students null and void and you may already know that missouri's attorney general sent a cease and desist order to the jackson county commissioners warning them not to reinstate the mass mandate for the county and today they voted not to reinstate that perhaps the ag's letter had something to do with that in an effort to avoid an unpleasant lawsuit from the state attorney's general office and to do the right thing for students i'm requesting that you make masks optional for rqs immediately or maybe because you're taking from funds from the cares act in the american rescue plan are you required to force students and staff to wear masks i've heard that in order to continue receiving funds schools must continue masking students

050in fact one of the federal sites i read about the cares act or the american rescue plan says that in order to qualify for funds quote the requirement clarifies that a local education agency's plan must include how it will maintain the health and safety of students educators and other school and lea staff and the extent to which it has adapted policies and description of any policies on each of the cdc safety recommendations including universal and correct wearing of masks physical distancing hand washing cleaning contact racing in combination with isolation and quarantine so it sounds like in order for rqs to receive the promise more than 18 million dollars you must keep students masked and quarantined or you will lose that money is that correct is my time up yes your time okay well i hope

051that's not true that you guys are not keeping us masked because you want to keep getting money from the federal government thank you for your comments next we have wayne house hello my name is wayne out um that's my wife tenacious is the word of scrapbook board members you know that um quite honestly right now i'm an upset father this first time i've ever spoken at a board being i've been to some board meetings i watched online and the video ones but that situation that happened today when my son was in the middle school class fully masked by one of these things that fits even better than this one and apparently somebody got a sniffle and that sniffle they stayed home and they have coveted tests and oh it came out positive which most all

052sniffle stuff does or does so he's now apparently not allowed in school because some kid got the sniffles i think that's appalling now i also put this in here where as a school board why i bring it to you because i think the board has been so complicit in bowing down to the county to the city instead of staying up and fighting for the kids we talked to spoke with a teacher this last two days which she has been vaccinated twice had a booster shot and wears a mask and said she's terrified to teach a kid that's not masked the odds of her getting sick there's somewhere in the ballpark being struck by lightning while sitting in a car in her garage on a sunny day and she's terrified and i hold this board and

053it's willingness to yield to the everybody else no matter what the statistics really say because i've gone to the websites i've looked at the actual data and our kids are not in danger at all for this colbit stuff less than 20 kids under the age of 18 in the united states of american house a year and a half have died from coba when they've been healthy ahead of time less than 20 in the entire nation if they have pre-existing medical conditions that changes things but a healthy kid it's almost impossible they're more likely to get hurt by themselves or hurt each other than from coving and right here on your agenda item is about entering safely or however the wording is sorry you want to take my glasses to lose time the best way to

054be safe about it get out of the way fight for the kids not for the grants not for everything else fight for them to let them be safe by just being them i have friends all over this country from where i work i've called several today once down in orlando florida works for florida basement authority hey as a high school asking what are you guys doing down there he's like hey we haven't had a single thing we don't wear a mask haven't worn a mask for a year and a half almost oh how many what fishes you got zero nobody's died nobody's come up in the press as being hospitalized major sick any kids nothing i call another friend of mine north carolina and another one in virginia same type of stuff virginia had a

055little bit longer how many issues that they had basically nothing mr huff thank you very much thank you for your comment next we have ryan hoffman hi i just wanted to touch base on this restorative practices that we've been looking at i just again i don't think the timing is right for this i just don't see the benefits in it and especially with the money involved i think there's so many other places that it can go as far as helping i know as we heard earlier about the grant and helping with another person on staff uh i know i was at the meeting when restorative practices first came up and uh you had the a team i think as you referred to them all sitting out here and the job that they were doing before

056this whole covet thing had you know they were seeing progress as well if we're going to stick with something rather than changing everything around helping them out to continue to improve their what they're doing i'm i'm all for that because i've been around i've seen the whole uh you know the kids going through the stages and uh everything from the think sheets i have gotten to see those unfortunately but uh it's it's a good system i like what we have i think if we can just help with them or work with them and to continue to work with our kids as opposed to scratching everything and trying this whole new thing which we're not going to see results i mean it's going to take years for them and that practice to get put in place

057before we actually see the results from that the data that you were even looking at was two years old the way things are right now things are changing so much that it's just not the right time to make that sort of change so thanks thank you for your comments and we appreciate every each one of you that came and the board will take all these things in consideration yeah next we have the restorative practices proposals update now dr huff is was asked to uh bring back some updates in this uh area that you've been studying also that i'm going to offer up in january we've talked about trauma smart at this level but we haven't talked to the length what we have about restorative practices and i think it would be important for the board

058to hear a presentation of our trauma smart program and the progress that it's been making in our schools is maybe something to compare against restorative practices so you could have two things to look at that maybe help you make a decision we're going to plan on doing that in january the january regular meeting in my report so you won't see anything but that and we will we'll have things items there but that's what we want to discuss during that time so you can have something else to compare to about what's going on in the district and maybe make a decision between the two because it's going to be difficult to do both uh as we move forward so that's something we're talking about as well but to that to that end doctor just add on

059to the first to the trump smart discussion level next month we'll be inviting some of the the experts that we work with trauma smart so they'll be able to answer any questions you'd have directly what we're doing with our schools to notice that there are two attachments to the restorative practices agenda item the first one is the is still the the exact same attachment that's been there for the last couple months it's the response from ccr to the rfp the second though i would like you to to focus on that is a timeline that ccr's put together for us i talked to them after a board meeting last month and letting them know that lord has a desire to see a more detailed description of how we might be able to implement restorative practices here

060in raytown and so what they've done is they've given us a timeline in phases you'll notice there's three phases phase two is broken up into three parts basically what we're doing is dividing the district into thirds as we implement phase two and i'll hit that here in just a second phase one would be the initial phase that would start as soon as the board decides if the board so chooses to go this direction the dates that are given on this particular timeline would have us starting in january of this next month obviously that can just be pushed back no matter when the the board will decide to adopt this if that is the direction it chooses to go the first phase is a six-month planning phase the district administration would go through training for uh

061and the uh there's they're using acronyms on this timeline rp is restorative practices um and then down at the bottom i should tell you that dtr's discipline restores which is given a description down below this timeline as as well as the applied restorative practices is given as an outline just to give you an idea of what the training entails but the first six months would be about training the administration at the central office as well as holding some community forums talking to stakeholders that sort of thing and understanding what the concerns are of the public so that ccr can customize the training for the actual implementation through phase two phase two is the actual training that goes on in each building we can decide how the district is broken up into thirds this particular model

062is actually looking at training for k-12 so for this timeline we would probably break up doing secondary first and elementary's second so anyway that'd be up to us and how we would divide it it gives you uh some points there showing you exactly what would be entailed in that training and just so so you know when you look back through the rfp you'll notice that the payment for their training is also broken up along these phases so we're not paying for the entire amount upfront but we're paying for it as we go through the training process so there's the information for you open any questions you might have any questions or discussions and we'll include also our buildings completely through the trauma smart training and talking about teachers and administrators talking about uh how that's

063working within our buildings and what that looks like okay and we had uh if you had a chance to i guess since they gave us the time more detailed timeline was there any discussion as far as uh customizing for maybe not k through 12 or just secondary or if there was any discussion um even buildings even areas or even more specifically buildings maybe yeah well i did speak to them about levels and i'll tell you just philosophically we as a district tend to do what we do across the board so if we do something we'll do it for all elementary schools or all middle schools or all high schools but we certainly could that will allow us to customize this no matter how we want to do we could go and ask them to do

064just south middle school and they would do this training for just south middle school if we asked them to yes yeah okay i i just didn't know if they had any input as to would they would they be not welcoming to that but they would they think this program is something that needs to be district why did they say what would be did they give any opinion the recommendation is that it is implemented as a as an entire district because they have gone through some districts that have done kind of piecemeal implementation and have found it to be less than effective as a matter of fact what uh one example they'd give is kansas started off as kind of a building here and building there and then a few more buildings jumped on then the

065district jumped on and it was just a bit of a hodgepodge of an adoption i just tell you that when we do large things like this curriculum you know adoption of support materials we do tend to do it all together so we would i would prefer if we were to go this direction that we do it for an entire level all high schools all middle schools all secondary you know six through 12 or k through 12 and that'd be my preference yeah i asked because i mean some of the programs we have like this uh some of the the a team that we had here stated that you know high school doesn't necessarily it doesn't work so much uh until yeah and for lack of whatever i mean but i'll wait to tell you that

066you're right that the place that we need to to do the most work right now is six through twelve what we're doing in elementary school right now is effective and that shows you know from just from the discussions with staff to also the numbers we don't have a disproportionality at elementary that we do it secondary hey brian yes sir um i know we have it at success academy right yes so what is the success there we are seeing uh one of the staff feels it's very good um and we do find it to be successful that students students are are having a longer term success rate because when we go through this we try to establish what the nexus is of their pro whatever problem they're having and try to attack that you know that

067origination of that problem um and so whatever we do whether it's restorative practices or trauma smart or whatever direction we need to go my suggestion is that we do have the staffing the training to understand the origination of the problem nexus of their problem that is resulting in their behavior the behaviors are typically just a manifestation of what's going on in their lives and so we need to figure out a way to get at solving you know what's causing the problem so the antecedent to the actual problem well uh also i was just doing a little reading and so in the several places schools that they have this process in place they have good success i think in california and oakland california and three years i think in a three year period of time there

068had 87 reduction in suspension so there is a good track record with the program it's just a matter of choosing it and i just make this little plug you know i think there's an old saying honey goes a long way much better than vinegar i may not have it correctly stated but when we're punitive we don't produce good fruit i mean our penal system shows us that now nobody goes in there and changes unless somebody takes a part in their life and and and assist them through the transition so i just think that this process this program is a program from another side it's side of caring investing in an individual's life so it is food to be thought on we'll make the decision sorry the souls where you're absolutely correct that and that's what

069i said you really need to find out what the nc does what is the what is the core issue and whatever we do it should be about solving uh the issue that the student breaks the table we are educators right we educate students in math in english and in behaviors right they don't come pre-packaged and all done they're not ready-made they're not so you gotta make them and they come you know we get the best students that parents have to send yeah we we work with with families we work with our community uh and actually some of the programs that you'll that we've been taught discussing we are doing community-wide sorts of efforts we're working with groups like strive and the raytown police department and rediscover and you know we have our hands out in

070a lot of different areas to try to find that assistance to be able to help our families and our students so yeah we're all about educating just two questions how did you get into actually implementing that at the success academy how did that transpire we had a grant and we did that as kind of a pilot because truthfully it comes back to discussions we've had for years about restorative practices this is not something new that we've just jumped into to try to investigate on this short time yeah but but we've been under this discussion for a long time the citizens advisory committee spent a year investigating how we can better meet the needs of our students who are struggling we felt that it was a good place to test drive restorative practices in our own

071districts so we did we found this to be pretty successful yeah i guess my next is probably not really a question but maybe a comment that you can comment on sometimes when we when we talk have these discussions about our discipline issues our mind jumps to those the worst case scenarios uh we're in the majority of our discipline issues are not those and and i'm looking forward to hearing the presentations next month the channel smart because i'm sure there's more that i need to know about it um but in those areas in that in the majority of our our problem being disruption and disrespect in those areas um i think that's i mean and that's maybe anecdotal but it seems like with that being the majority if we were to deal with those type of

072issues like i'm sure that we're not talking about doing away with discipline or some of the things or even doing away with oss or iss or talking about doing away with behaviors and changing behaviors and how we respond to those behaviors is and so i don't want anybody to think like oh well that means some of the issues that we've been having we're just going to overlook that because and don't want to give the impression to staff teachers that hey i better not make a referral or better not do this or bet but it's just how to deal i don't i guess i'm having a hard time also seeing how we haven't quantified the work or how much is costing us now uh so much the discipline issues to know if we should even spend

073that you know to change it but it's but i don't think our the majority of our our community is not in that area where we we're we're having these extreme cases of discipline so in both of these cases if you talk about restorative practices or trauma smart or several other good platforms it's about behavior avoidance and by the time you get to some of the more extreme behaviors these aren't really appropriate applications the discipline probably prop policy probably needs to kick in at that point at that time all of these trauma smart included along with sort of practices is about dealing with all of the individuals in the classroom in the school building and it's not just the students it's also training teachers into understanding students and reacting to students in in in better ways

074it's very similar to how vistas of the vast majority of this training is not what to do with a student after they've done something it's trying to work with a student in such a way that you can avoid that behavior in the first place so all of it it takes all of us to one own that we are all part of this together it is not just a finger pointing at a student saying you need to change your your attitude your behavior whatever it's about all of us it's about us you know as adults trying to understand where students are coming from where that behavior is emanating from and maybe trying to meet an unmet need a lot of our students come with unmet needs that are hidden and didn't manifest themselves as behavior and

075these more serious behaviors oftentimes are preluded by some of the the less serious behaviors yeah and and oftentimes the behaviors like disruption and defiance and disrespect are behaviors that sometimes are because of misunderstood underlying issues and sometimes when the adults have a better understanding of where a student is coming from we might have a different understanding of why they're behaving in such a way so we all need to go through this training it's about training our students and training our adults that we all can all interact in a more positive fashion and try to avoid behaviors i want to just tag on thank you alonso for mentioning that because i don't want to have be misrepresented in my support of programs that will benefit all of our students i am for those things that we

076have had here recently those are serious things and i don't think restorative practice could assist them in other in in a way that we would use restorative practice in other kids with the disruption or the disrespectfulness but i am dealing with those kids that do disrupt in class that that are disrespectful instead of them being sent home for five days ten days where we could put into place something that will bring them around show them the error of their way so that they can be constructed to move forward in a better way versus being sent home to sit at home and have nothing to do but uh this there's a saying an idle mind is the devil's workshop so we don't want to give them that idle time nor that idle mind so i'm not

077i'm not advocating for us to not have no uh punitiveness when kids bring guns to schools or when kids create a a fight or start a fight or engage in fighting i'm dealing with those kids that are in classrooms that are behaving in ways that we can reconstruct because some kids have gotten the mindset and that mindset might lead them down the wrong pathway but then if we can keep a kid from going down that road in the beginning then we have done good to society and to that kid so that's where i'm coming from i want to make sure the audience understand where i'm at when i support this restorative practice i'm not saying that it's it's the it's the fix all for all things okay make sure we're clear and we believe that

078that's the foundation of these programs actually is to avoid behaviors and to try to bring students back and do things that are horribly wrong we don't ever want to cast a kid away completely thank you next we have the construction tv construction contract to raytown high school renovation mr president i'm with the board approved the contract receiving construction as presented motion made and seconded the board has already approved the work and the contractor this document represents the contract between the contractor and the district uh these have been reviewed by gwen mundorf and the ark and hollis and miller architects this is just the final step in the process of getting starting the projects for for the summer whether you've already agreed to cause yes mr president i move the board approve the contract for excel

079for construction as presented second mostly maybe second discuss this is the exact same um situation the board's approved the work and the contractor and this is the contract between the district and the contractor just to repeat the process ah mr president i know that the board of education continue our current indoor mass mandate for all district buildings and buses to reflect the current kansas city mass audience for as long as as any facility in the raytown school is under a mass order from either jackson county or kansas city mostly second second mostly been made and seconded thank you comments just comments we are under health order from kansas city missouri and mr mrs house pointed out a letter from the attorney general and that as you know we received that letter last week and we've

080had our legal counsel go through that along with other districts across the state and they've looked at it wasn't a ruling from the supreme court but missouri it's from coal county where jefferson sitting where the capitol is located and also the attorney general has failed and looked at the facts and accurately school boards do have the authority to uh enact policies to protect their students whether it be a mass mandate for any type of communicable disease that's something that you do have as long along with the city of kansas city has that as well and so does the county it's the individual health director that doesn't have that and they called it ruling by bureaucracy if you read his letter closely bureaucrat's ruling so an elected body like yourself or an elected body like the

081city council or elected body like the jackson county legislature can do those things really the attorney general of his in any type of ruling he is no different than the gentleman sitting down there uh he can offer an opinion and that's it now sued for this maybe so uh we'll see but uh that's another case that may have to be decided here in jackson county rather than cool county but what i will say is as soon as that mandate is we've always done is one as the mass ordinances leave so does ours and we're also going to tell the city of kansas city and jackson county that after the first year we are no longer going to do contact racing in the school district meaning we will not be quarantined it will be them quarantined

082if that's the case and we don't expect that they are going to do that so i agree with the speakers that 95 plus percent of our kids that have been quarantined probably never contracted the disease uh and it's time you know on a personal level my son got his second quarantine of the year this year has to miss his choir concert his fifth grade fire he's on the all elementary course and he has to miss it and i'm tired of it as well but there's orders that we do have to follow it puts us in jeopardy in our insurance property and liability carrier and we have to be cognizant of that we have to do that we will continue to follow the law as it is written and you see the statutes that we have

083that you can you can work from but it's time for the quarantine to be left up to them and not us and i don't expect they've got the manpower to necessarily do that so that's where we're we're coming from um you'll notice that we're adjusting calendar a little bit at the end here trying to give us another day we'll talk about that in a second but that's where we're at with this so mr president yeah so i'm going to vote no on this this motion when we first started this and and jackson county kansas city diverged i saw the sense in continuing the same thing for everyone i no longer see the sense in continuing to let kansas city mandate what we're doing for all of our schools even those that are in jackson county

084because that gives them power and authority where they have none so i think we need to vote no on this to and go ahead and lift the mass mandate in our jackson county buildings and not let kansas city continue to have that control where they don't have any authority mr moore i respect your opinion but i think once we start dividing our district then we're going to develop more problems for our staff and our nursing staff and and what have you by not all of us conforming and if in i just i don't think voting no is appropriate i think voting for this is what we should do and not divide our schools early and like i said that's why i originally thought it was made sense to keep them all the same but it

085doesn't make any sense to allow kennedy to be an authority over all of her buildings any other comment a discussion motion carries next we have the request for proposals for live streaming board of education meetings something we talked about in the past we just want to put this out to bid i moved that the board of education released the request for a proposal for live streaming board meetings second motion has been made and seconded any discussion all right motion carries all right policy mr president i'm sorry all right let's hear that i know that the board of dog policies bbb school board elections dcb political campaigns and kkb audio and visual reporting second most new twice i want to bring your attention something that msba sent rachel today rachel correct me if i'm wrong are

086they asking us to not vote on bbb or just go to this version of bp this is a new version that was just uploaded today that they're suggesting based upon their interpretation about the changes so so the courts ruled that the version that they had that msba had sent us the first time was unconstitutional has then since been revised and so the version you have in front of you is the version that now msba is recommending and has been considered constitutional so but none of us haven't even read that so it is it is tied to state statute i don't know i don't think we should carry this over but we definitely can carry it over i don't think there's anything pressing to that so we just want to bring this to your attention uh

087and it is very appropriate to pull bbb off of off this agenda and bring it back next month as a as a second reading i think it might be fine but i don't think there's no just more i totally could definitely do that we want to bring that to your attention before you got through it so bbb is the one that you're going to pull off from tonight you definitely can't you can't do that yes okay how can we read it right now no mr president i need to amend the motion to remove the possibility second this is something that we're just approving this this is what's going to be this is what it's going to be and it's driven by state statute but it is yes but it is appropriate if you if you

088so choose to give yourself some time to review it and see if there are some um just move them into motion to remove the pulse of evp so that's just voting on the amendment though right that's okay put the voting button up motion okay all right now we're going to vote on the main motion you're voting on the amendment right correct which is take a big well we should have had a vote to approve the amendment and if that passed then we would vote on the amended main motion so we needed to have two votes right there so i think that's what we're doing i'm moved that the board adopts policies dcb political campaigns and kkb audio and visual recording second that well that's fine too but it doesn't need another motion in a second

089so we are devoted to a min yes so now we just need a vote in the original motion with the original whoever made the original motion of an original segment would remain you can vote that one down okay so we've already known that on the no no we can still vote yes now we're voting there's two ones just the two well i'm following you terry i hope you're right missouri united school insurance council music freedom mr president unloaded to accept the 2022 insurance premium with missouri united school insurance council in the amount of one million five hundred and forty three thousand two hundred ninety seven dollars a second lewis has made a second hit discussion this has been reviewed by the plaintiff's canadian seabiz and represents a reduction of 145 000 from last year's preview

090well that's good we've had kids all right crew of uh your new district fiber y hearing network please mr president i know that the board of education approved the renewal of the district wan lease with unite private networks as presented second most you made a second discussion so replacement of tracks at secondary schools mr president a little bit of the board approved mcconnell and associates to replace repair the tracks at all secondary schools at a cost of one million two hundred and seventy nine thousand five hundred dollars plus contingency in the amount of one hundred and twenty seven thousand dollars and for a total cost of one million four hundred and seven thousand four hundred and seven thousand four and fifty dollars using the tips cooperative purchasing contract number 200501 sergeant who can talk to

091me on this one i got john okay oh i thought you just gonna talk to me sure no i can go through it a little bit raytown high school's track is in by far the worst shape there's a breakdown on there that shows you the dollar amount for each building uh raytown high school will be taking it down completely to the dirt starting over and going through with compacting bays asphalt track and then the rubberized coating on top south high school is in better shape we go through with the machine and take the rubber coating off the top patch any places where the asphalt may have deficiencies and go through and put the rubber coating on both the middle schools we did some work on those we did work on all the tracks last year

092just to get them safe the asphalt on the tracks last year had a lot of issues when we had that really really cold snap so they're just at end of life those all both those tracks are right down middle and south middle we would go in rip them completely out down to dirt come back with new asphalt the middle school tracks would not have the rubberized coating which is common with with most other districts so i have a question so what's the typical i guess lifespan so i asked that question they'll make it give me a great answer to that because there's a couple things that come into play with that the substrate underneath it the base uh if there's any shifting that goes on it's kind of like concrete um some concrete you pour

093and it works out really well something that doesn't we do have warranties with going in with all new work what's the reason for not putting what was it that you said you put on the rubberized coating additional cost of two hundred thousand dollars per track okay so but you don't want to put it on on the second on the uh yes and you don't want to put it there because of the cost that's right but how are wouldn't the students benefit better with the river rise they would i think you could put comparisons with that when we do turf football fields at our high schools and we still play on garage excuse me grass at our middle schools yeah i'm just thinking you know knees are the first thing that goes on speaking from experience

094uh so i was just wondering i mean the kids are running on the tracks and everything and the bouncing i mean wouldn't the rubberized would be better i mean even if it cost a little bit more it would always be better yeah i think it would be better but it says 600 000 more and and those tracks in the middle schools aren't used nearly as much as the ones at the high school well that's a justifiable answer all right thank you major meats and on all that kind of stuff so i'm surprised that we're getting all this done for this price so that does seem like a good price we use this company before we have they did our javelin runways uh when we go around lookout they've done almost all the area tracks around

095the metro so are we by chance going to be able to get eight lanes in at retail when we're taking everything down to dirt we cannot do that without ripping into the stadium without pushing out everywhere else okay no way out cause the end of the day you still only have so much room if you got a bunch of skinny runners you can do it i have a question when um i know that there are two different methods being used for the tracks one is going to be like a repair and then a coating and the other one is going to be like from the ground up when it's done will they both look the same yes ma'am they'll look the exact same the only difference is is because the the substrate the asphalt underneath

096at south high is in much better condition uh then it is a raytown high so the finished product they'll both look the same and have the same lifespan thank you but there may be different colors so our options are just starvation options yeah run faster yeah that's true i'm getting it all right we can take a vote motion carries renovations at central middle i'm not president i move that the board approves cb construction for the renovation of central middle school at a base cost of two million ninety four thousand with a contingency of two hundred and nine thousand four hundred a total of two million three hundred and three thousand four hundred dollars second motion second discussions questions i think it's interesting to look at the three bed sheet here because it's something we were

097talking about earlier so it does show what dr shelton was saying that we had a lot of interest in this project so some of the things that contributed to the increased entrance is uh after we had um some of the concerns i called contractors afterwards wondering why they didn't bid on on the 2016 upgrade excuse me 2016 the 2000 22 billion upgrades uh when i called them some of their concern was with the the time it would take to finish projects uh with central middle school we listened to them went back through and extended the completion date uh for one full year of the of the cafeteria we went through a pre-bid and went through with them and destined that the cafeteria needs to be able to remain in use throughout the year talk about

098temporary wall bracing blocking off while they build next year then coming in at night weekends over a break and opening up fully so we do think that had a good play into things and then it also helped with lead times for material to do those things but also offered to be able to purchase material as soon as we get a contract signed it's all sort of bonded insured warehouse and we can get pictures of it and i can go see it if i request to to get ahead of some inflation issues so they're a little bitter but just barely so what makes them why'd you pick them so cb we have a relationship with them they did south hyde for us i called joe birch who's the president of cb construction asked them about capacity

099how they plan to run next because they have recount high up the hill they're going to run that as two separate projects with two separate site superintendents to cite separate groups of office staff to go through there and we have like i said their track record has been good with us i will say that close bids like that are reassuring they are there's a two thousand dollar difference between them that that means a lot i think that with a five bids from me right now but i think the overall difference was a hundred thousand dollars on [Music] thank you all john stroke motion homeland security agreement mr president i know to accept the revised agreement yes online security okay thank you all right second once you made the second discussion this increases the hourly rate

100from 1642 an hour to 21 dollars an hour that that increase to 21 dollars puts us in the market to market rate after some research we determined that our security officers which are a contract service obviously we're at market we're having trouble building positions so this will allow us to fill current openings that we have with our security officer officer staff [Music] good pool management blackboard and water safe mr president no i said we're approving this one we need to accept the product academy to manage a pool of supply lifeguards and water safety lessons cost of 240 000. eight hundred 247 dollars seven buses made and seconded discussion all right new business uh discussion item for a student representative to the board of education i'll speak to this and we can just spend a short

101time on this because i'm going to stamp together some information but this is something this is something that uh i've been interested in many years actually since seeing uh breakout sessions usually at msbea or some of those different conferences and and it kind of came up again after our forums i think and i approached a couple of students and they thought they thought it sounds like something they they seem to be excited about just hearing about this possibility because when i talk to them they start off offering ideas already about it but what this would possibly be is having a student representative on the board of education not elected by the voters and not with any formal voting power but they would sit here with us sit here in our discussions in our meetings and

102it would be a good way to quickly show the students that were listening to them and it would be a good liaison with the students for them to bring information to us and there's different ways we go about it like i said i think we need to look at some other districts that are doing it some different things my personal preference would be to have one and it would alternate between south and right town each year but you know the students may want one from each school that those are just things we could look at i think it's something we need to at least do some study on get some information and think about doing i think that's a fantastic idea my personal preference would be to have some representation kind of across the board

103of different schools but i think what you're saying about looking into this and how does that work but that would be um just having more of a representative body um so then that way we can get their perspectives because every school is different well yeah i think that's the school the districts that i've seen have done it haven't had no more than two because you can't be in wielding when i first approached the students about it that they immediately said well can we have more than one i said well no because you've got to be an elected representative and it's your job to bring all to represent a bunch of different ideas and that's part of learning how to be an election you like having too many cooks in the kitchen yeah well i like

104the idea the only thing i don't like is i would prefer the student to be making a report to the board i think that way you could have a report from each school i mean a representative from each school to make a report to the board of activities going on in the school things that they would bring to the board as a concern versus them sitting on the board even though they don't have voting power but they're on the board and they're not elected member to be on the board so i think i would keep it as a reporting format rather than on the board that would be yeah it could be and i think they're doing it excuse i think another way that we could accomplish maybe the same thing we have each one

105of us is on a committee or a liaison between the board and an organization within the district for example i'm the liaison between the raytown education foundation and us and and i bring a report every month dr markley has his student advisory team that meets what four times a year or something we could possibly accomplish the same thing by one of us being a liaison and go to that meeting and then bring back uh and maybe he can meet more than four times or whatever but that way i'm kind of like bobby said you know i'm a little concerned with them having to come every night or every month and unless they come back and bring a report but just be another way of doing it we could have a liaison to those meetings i

106i like the idea um after our po i also talked to a few students that was thought it might be a good idea um after i talked or drink about it um one thing i think is important especially now one thing we have to notice is that we had two public forums and maybe location was a factor but we didn't have students i i really was hoping that mostly students would come to make comment or to participate i think having them as sort of some semblance of being a board member also educates them into uh the the ways that they can deal with conflict and authority uh deal with government and even be like a sort of kind of like grow your own type of situation where there's a certain responsibility involved in it um

107we i'm sure we have we have all kind of student councils and student organizations um but to be part of this it would be one way for us to be a little connected to hear from them and away from students to feel like they have a voice they have someone that they may not be able to access us at all times they might not be able to feel comfortable enough to to express what they need to express besides to a peer that can also have art here as well thank yeah i think we just have to be very intentional and um reaching out to our students to get that student voice uh so that they feel they have agencies so that they understand um that this is not just for our parents and community and

108the adults but this is for them so i just think we probably need to talk as a board and do a little bit more research so that we get that buy-in i think also it's important that we get a student from each school because i would not want us to pull one for one school and another school would feel that non-commit none connected so it's important that we pull up once yeah that might be even like well i said but if we did that then we would alternate each year we didn't have reporting for both schools let's start looking forward to do some research districts here in missouri that are doing it it's a great idea though district legislators platform any questions on the platform not really any changes specifically but it will be going

109along with uh speaking of those two groups greytown south and raytown high each create their own legislative platform and that group that i meet with the student councils and i take those to the capitol with me and whether they read them or not they need to see that our kids are informed and south really had some great additions to their platform talking about providing funding for training and inclusion and equity for all staff and even patrons in the school districts and it's some really good that's just there for any questions you might have thank you no academic code it's the first read start looking at that it will go into the teacher advisory committee and support staff advisory committee next month with the hopes that we will approve in february just something that is different

110than last year we've heard the requests for having a four week off at thanksgiving and you can see that's there in that calendar but knowing that if we give up those two days we've got to go find them in other places for teachers contracts so those days were added to the beginning of the school year and some other things but take a look at that we'll discuss it further we're trying to match up as we always do spring break with lee's summit because they send kids to herndon for us and we send kids to summit tech and we want to try to make sure that we and also the missouri innovation campus so we're trading kids so that's where we're trying to match ourselves we should also send kids to hernandez we all try to

111get ours the same so we actually try to work with lee's summit on that or we try to do that we try to imagine what there is we let them know what ours is so you know it's you know there's been times when i've had conversations with their superintendent about the calendar and how we'd like to do that they've been pretty agreeable all right mr president the move that the board approved january 4th 2022 as a staff work day and for classes to resume january fifth twenty twenty two seconds she was excited and that was requested by ray team here to recent to uh give teachers an opportunity to come back before our kids we have enough days or hours where we can absorb this this day into the regular calendar unless we have 15

112snow days or which it doesn't look like it's going to snow through december but uh i think we are going to make it looks like in december so but this is something that uh our staff and you also notice we've talked about we're adjusting our wednesday calendar for teachers have some more planned time because many of them have used a lot of their plan times to help us sub because of our sub shortage that we have so that's where we're at and we recommend that you approve this yes this is what a great benefit okay okay there it is mr president i knew the board approved the december 13 2021 consent agenda is presented second social it's yeah there you go i've got them right here there's several um you'll see team equipment apparel amount
