need a motion to approve the agenda for new values but like to offer one amendment to the agenda on item number 9.1 the 1924 goals I suggest we take that off and wait till there's a full board seated here so we can take some time at a meeting to sit down and go through the goals and look at the data that we have that be my suggestion which you have a full board operating I'd be good to bring that board member is there any objection taken you said yes because I have a family member listed and for three albeit sustaining other okay but I will move that the board approve the July 8 2019 agenda as amended motion or second two through the djinn jism please vote on that we have a motion to approve

formed to reduce violence on the part and I know that Beth is a member of one of those committees so that's good and so there they're talking about it they're concerned about it of course and the other thing is that the South would park trail was finished to 81st in Arlington is that the one behind that's on the other side of great fun though North Side east side of Raytown Road right yeah okay well it's got a new part that's finished so that's real nice and I just wanted to say that I got that CTC to view magazine that was great laughing and and Brooke yeah and Dan you know Brooke Dan yeah it looked great you said South Park well driving down 83rd it looks like it's more cleared out and they put a

new walking trail yeah it's really nice so we get nine people here or excited about the opportunity but I want I'm delighted that you're going to speak and and I want you to take a deep breath and relax and enjoy yourself we make you little nervous but this is going to be just fine and so please share with us who they are and how you can tell this okay okay did you know all right all right first up we did you know leave for change which used to be lead to feed rate town high school students and the j.crew organization along with sponsor giant Jeff Rogers they've secured a 500 charity grant and finished in the top one percent of schools for the fourth year in a row they earned honorable mention honors for lead

upgrades and window replacements actually trusty school for our presentations back I'm sorry for so in did you know we have two of the representatives from the military council and lunch program that are here with us today and so I just wanted to invite Mary Anne Carroll up to just share a little bit of information about this program today was the first day of the summer lunch program for the summer and I'll let them tell you how many lunches we packed and on Mondays district administration actually gets to participate in the tacking up lunch for the program thank you for letting us be here tonight if we were our shirt so you wouldn't miss us tonight so you know who we were I'm Carol Freebirds and this is Mary Euler and we co-chair the Reitan summer

lunch ministry it's started 12 years ago when right a Christian Church saw a need to feed children in between the end of summer school and the school start again in the fall and they focused on some a perfect complexes were just close to their church well it has now expanded to where we have 13 delivery teams that go out every day in to deliver lunches to 23 sites and right now just kids that are in the right town school system we last year I want you to hear our members real quickly we did 12,000 84 lunches last summer in five weeks and that everage got to be a little over 480 lunches a day that we did it's all run by volunteers we volunteer everybody that comes volunteers you'll be glad to know that there

were actually eight of your school administrators who came today impact lunches with us they come every Monday they know how to pack hotdogs better than anybody else open up every Monday and do this for us today we had 72 volunteers throughout the community of Raytown they come together to work and feed children in this community I think the thing I love most about this is that this lunch program crosses all barriers with volunteers we have churches we have groups and clubs like Kiwanis and Rotary we have retired teachers who have a group that comes in helps we have individuals who just say they want to come and volunteer we join together we stand shoulder to shoulder and work hand to hand we form friendships I wouldn't know so National Honor Society students from Raytown in

Raytown South if they didn't come and volunteer in that program and it makes us all work together in partnership to do good for this community for the children in this community and we're very proud of what we do and it serves a need but it also fills our purpose as well so Mary wants to share with you something that we got that was such gratitude from some children last year besides all the delivery sites we also distribute lunches at the church only distributed from the 5055 lunches a day avid rate on Christian Church and let's do there were three boys who came almost every day and got lunches there middle school boys on the last day they came luckily that day we had some extras and so we packed up some boxes from to take

their middle scores they needed them anyway they handed me a note instead this is for you and I said okay and I opened it my becomes glanced at me we get we're having a celebration luncheon for all the volunteers and so I did not read this ahead of time let me just say and I read it to the volunteers because it's just as much a thank you to them as absences dear so much ministry thank you for giving us lunches for the summer we really appreciate it you guys have no doubt made our lives better now we've just food not with just food but with the way you compliment us it makes us feel good and kind of special so that's another reason to say thank you we are really appreciative of your works and

I know we can't give you money for what you did but we have something better we will keep you in our prayers because the Bible says he will bless those who bless you and curse those who curse you so we'll be praying for you guys to get blessings because you guys these are the kiss thank you [Applause] next up we have students boys state and girl state I believe we have Larry Wilson Donovan Cusick and Steph King David demon so we'll have them come up introduce themselves and then we have two students who attend girls States Tuesday and gender so we'll have them introduce themselves introduce who's here with them today and talk a little bit about the voice date and hey guys I'm Wilson from high school this year police state it was actually

pretty interesting so I got there and for the first couple of days it wasn't all as much like fun is what I thought it would be but that's kind of just how I guess it starts you go there you're like expecting to be super long political processes and like how will you swim debates and everything but you kind of figure out that like that's not how things should look and that's not how you should get things done official so we kind of just what I figured out throughout the entire week was that political parties are sometimes needed but they're not the best way to go about doing things but we had mayor Sly James come and talk to us for a little bit and he kind of just opened like everyone's I used to be

just saying that he kissed things done at the city local level and sometimes he does most of the time he does and if you compare that to what our steak is done it's it's a lot in some [Laughter] thank you guys hello everybody so I wasn't that as involved as Larry or Donovan but but I like I just kind of sat in the backgrounds and just kind of watch things occur and I really noticed the kind of bond that everybody created at the end of the week and it was just one of those things that you like couldn't explain going in like on the first Saturday that we got there it was just like you never would have expected to create this meaningful bond with it with your high even a lot of those members

of this entire state itself and so for that reason alone I really like enjoy talking about boys day because it is such a growing experience that I'm sure all of us can agree upon is that like we and we've grown as leaders but not only as leaders we've grown as people and individuals I think that's one of the most important things that Boise State had brought to all of us I'm Donovan and if Boise State I brought my dad at Boise State I was actually super involved with the parties so while Larry said parties don't matter I was only involved with the park system and so you know that was fun I was actually the state party chair for the National Party and so with that my job was to make sure that the debates

that we had ran smoothly make sure that like our rallies and our caucuses and like times for people to campaign and speech I guess speeches all that kind of stuff made sure that all ran smoothly and then my job was to get my candidates on the ballot elected and I still want to get lost to Larry there so I did not give my governor candidate elected but but so yeah so that was what I did at Boise State and it was a blast it was really fun to be able to get up and well you know like have a thousand eyes staring at you isn't a totally different experience that like it's something that is just completely different when you've never done that before and so that was a blast to be able to do

and yeah I really enjoyed Boise State it was an amazing experience David Siebert I wasn't very involved in the political governmental side either but that's a police officer you didn't get to observe a lot of things about how the city and state ran and I learned quite a lot hi my name is Tuesday Scanlon I'm here with my mother and my brother Jan and I was on the House of Representatives that girl state we have a different opportunity than at Boise State where we get to go to the capital on Wednesday and yes we leave campus and go right to the Capitol and we sit in the chairs that the Missouri Senate and House members - in any discussed real legislation that we were working on her girls state that was a very unique experience

where we got to sit with real female Missouri representatives and learn how the professional House and the Capitol works and that was a really unique experience like I said and one thing that all the counselors and I have said throughout the week was you're only going to get what you put into this and that really encouraged me to step up and join into the House of Representatives and run and from there I'm so glad I did because I met some of my bestest friends in the house and I sat with them and it was one of the most frustrating times of my life but I wouldn't change a thing thank you hi my name is Jeffrey and your even did I brought my dad with me the first day of girls stayed um I didn't

really think I'd like it is everything just denomination to say we started our classes and I took the law class it was pretty interesting because I'm working taking a little class but so I knew everything that was going on the second day we started campaigning for the House and Senate and I realized company was such a stressful yeah we went to the capital on Wednesday and we sat in the chambers like Tuesday said and it was so frustrating being on House and Senate because we have to actually get along and house with pass a bill and me and my roommate word house that was in house that Jesus in it and we'd go and like making people add gross state and a lot of my talk today and I would really I do it over

and over again because at first I didn't want to go but now and I wish [Applause] I asked him about some important boy state stuff and that was about the food and we did not think the boys Staters compete against each other they claim that they beat you guys so they're 80 about the boy state yo this is statewide these are for students from all across the states so we got it right here in great town so that's great and then we'll also have duties to conduct at next year's boys day also so that's really a neat thing for him and for a town and it was kind of alluded to there were two major parties and two candidates and they had the base of stuff and then Larry later came as a write-in candidate

and came and won that so it's pretty pretty cool deal and congratulations to everyone who was involved in that and I will mention one other person John blessed as a staff member at red town Sal and he is a former Boy skater he's also the academic or the athletic director at Boise State so I think it was a pretty good and also in turn a nice day it was Ishmael good job I'm sorry Daniel swaller Jesse best and then chancemore and then also attending girls state was Lily Ann Rhodes Rebecca none Linda Clark and hope Janice and then an ELISA Lagoon ooh attended and her father's here [Applause] next on the agenda is board vacancy applicant introductions I will call each actor and we think you offer Wendy to voice the girls okay I will

call each applicant ebo diem an order and where's the applications were submitted each applicant will have two minutes to introduce themselves and if you go through the podium over there as I call you the first one is LaShonda orcs but we have a video because she's not able to attend my name is Shonda woods I'm white and my husband and I have been married for 19 years we have a total of six children we've been raised town residents for over 16 years we absolutely love the Raytown School District our oldest daughter graduated from Rancho high school back in 2004 and we currently have our two youngest in Raytown high school we believe that this is one of the best districts it's not the best district in the Kansas City metropolitan area there's no other place

where we would love to raise our children I've been a member of the Raystown PTA since 2007 I've served in every capacity you can probably think of on the PTA out Service treasurer I've been president I also served as president of the Raytown PTA Council from 2015 to 2017 and my primary focus has always been keeping kids safe encouraging parent participation and always being a active support system for our teachers and I'm a dedicated compassionate detail-oriented leader who would absolutely love the chance to continue my service by serving on the rebound Board of Education thank you Sheila's the mid-block my name is dr. Chelsea Medlock and my husband and I and our two sets of twins moved here last year last May in 2018 from Oklahoma where I was getting my doctorate in history modern

European history and the reason that I really wanted to be involved and try to take a step up to this opportunity was because last year I volunteered to be the PTA treasurer at North leach elementary school and I absolutely loved it even though we had a little bit of issues last year with our finances and stuff but we got out of the hole due to our commitment to being a supportive group that was dedicated to our school and us and our students and so I just wanted to find a way to take that dedication one step further and hopefully employ my expertise at the college level I have ten over ten years of college teaching experience and I am also certified in meditation and mindfulness training and currently working on my yoga certification as well

which would be wonderful way to help incorporate some of those values to our school district so thank you so much Martin Bryant good evening everyone in attendance good evening to all the board members my name is dr. Martin Bryant I am married husband yesterday my wife and I we celebrated our two over year wedding anniversary we are the parents of five children they range in ages from nineteen sixteen eleven five and four our oldest daughter she will be attending you see him this fall and all the rest of the kids the other four kids from high school all the way down to preschool they will all be attended to Raytown School District we've been in the district since May of 2016 and we really love it I've had many many years of experience as a

pastor as a Christian pastor now I'm doing the work of an evangelist so as a father and as an evangelist I not only care about these kids receiving education also care about souls so if I was a member of the board I could do so much to really you know engage these children and let them know how important and significant education is and you know how much education will actually do to their soul to open them up to what's really going over in the world that you know this world just needs positivity people who have F Knicks and good walls and things like that that I've seen my children actually come home and tell me about what the retail school district has provided for them so glad to meet everybody thank you for your time

great on diversity equity and inclusion inclusion issues and I really believe in the way that we govern people however my specialty is in on really honing and then listening to the needs of teachers and being responsive accordingly if given the opportunity I'd welcome the opportunity to service on this board thank you so much and have a great evening Missouri I am also a resident of the red child school digital community who were 13 years I currently work for Archer and knights existence Criterion's a federal contractor who specializes in cybersecurity advances data centers I worked as a lead IT budget analyst and it was possible for the formulation and management of 137 million dollar budget by its procurement operating budget for the USDA I have obtained a bad thing tool Bachelors of Arts degree in political

science and coma justice from the University of Missouri Tennessee and in continuing my education my education entire about tank and masters of Public Administration the city manager in positions as well as in public policy emesis there are the things that ever reached enriched me as a person the first one is embracing diversity secondly taking advantage non-threatening and professional development to grow my career and last making a difference in the community through advocacy and leadership while the courage of others to be positive role model positive role models and take a leadership role in their community some of my community congressional involvement includes founding the National Congress of white women and 501c3 various civic organization maintaining memberships and the International City County Management Association government finance Officers Association big brothers Toastmasters and member who knows Church of

the Nazarene thank you for giving me the opportunity once again to speak to you by video I only hope that you receive my experience and values that I've shared as that asset to helping you to create a community of culture or the issue thank you sänger later so my history with breakdown and recount school districts kind of run along the same line there I went to Chapel elementary school and I went to break down junior high beginning in sixth grade because there weren't enough classrooms in the elementary schools to house those sixth graders so I would just junior high sixth seventh eighth and ninth grade eights I graduated from Rankin high school and my children graduated from Rankin high school and I posted seven exchange students who attend ring on high school ones coming again

in August but not permanently the information I share with dr. Mark Lee I believe my children benefited from a multicultural education certainly more diverse than the one I had when I went here I worked at both Raytown middle school and simple middle school as a counselor was the counselor for some of your children and grandchildren and these children who went to boys and girls state when they were when I substituted at South High School two years ago I was working with them they're just wonderful children as far as the community is concerned I sing in the Recon community choir I'm a member of random retired teachers in M RTA and I believe the Raytown School District offers many opportunities for students to be safe and well educated by qualified professional teachers support staff and administrators

do little research on school boards and what they do and I understand that one of the responsibilities for the school board is to have a vision before the district can adopt policies to assist in prioritizing and achieving those goals it's important to be fiscally responsible for managing those funds and for hiring and retirement retaining qualified teachers and staff I've benefited myself from training in bisque at see and positive behavior support thus I understand the need to provide training for our teachers I've been disappointed with salaries for frozen and once I was excited to find that we were getting more than we anticipated that I understand the necessity in him to have to pretend participating in the collective bargaining process I quote from Parents magazine a successful school board we balance the discussion of the seemingly

tedious business of running this district while paying close attention to the district's priorities for academic achievement I've been encouraged by family and friends to try to assist in in developing those goals for academics with excellence Nancy Salisbury she's out of town Natalie Johnson a little bit short it's a pleasure to be here just to share a little bit about myself I am most importantly the proud parent of three girls to still attend retail schools and one who is a graduates frage waited two years ago and she's about to do her second year at NYU I can attest that the education here that my kids are receiving and have received a second to none and I can say that with confidence because I'm a teacher 20 years it doesn't feel like it and the best job

in the world and I've worked in urban schools large districts such as Kansas City School District in charter schools and my first teaching job was in a farming community in Georgia quite different but I've also worked in suburban and suburban urban schools I'm a teacher right now in the Shawnee Mission School District I believe that with my expertise being a current teacher who works with high school students I've also had background at the middle school level that I can make a difference we can do the fine tradition that Raytown schools has I can use my background also as a building teacher leader someone who was elected twice in a row Teacher of the Year I also have the privilege and honor humbled to be our district Teacher of the Year in Shawnee Mission schools so

I think with all of that expertise with my cross-section my background in many diverse schools that I can bring that expertise with curriculum and instruction also just being the voice of many parents so I'm hoping that you'll have me on your board it would be an honor to serve thank you so much Alonzo Burton good evening everyone my name's Alonzo Parton I have lived in Raytown School District for over 16 years now all five of my sons have graduated from ranked town high school my son is Annette Eric ages are 20 to 26 I can remember as as a child I didn't have the privilege of going to Raytown School District as a young person well for whatever reason I decided very young that I was going to live in Raytown scooters I went to

wash no school but just it might believe that that probably gave me certain advantages I'm sure did but at the same time there wasn't a lot of diversity there wasn't a lot of opportunities to experience different things that the right time community in Raytown School District had to offer my my boys like everyone else said alright no disadvantage from being from right town my other son as a computer engineer he graduated from Columbia College my second son he sticking a little bit longer the route was a year ago and you don't pay see in marketing my third son decided he just wanted to go to work and but he he found sided that maybe he needs to go school because and working I know that fun but anyway I'm a civil engineer by profession I

worked for the city of Kansas City Missouri for 15 years I left I left that position to start my own business in 2006 and in 2008 I started volunteering at East High School in the math department in their math lab and just trying to give back to the community and from there what I do now I've started a nonprofit organization called game changers of America my tutor several Raytown Raytown School District's good from middle school age all the way to high school I work with several school districts some of these problems are common and I believe that some of the my background in science and math is an advantage and I've worked also some charter schools and have just got a different variety of experience in background I would like to serve the board because

I'm all about academics unless you're making children believe that they can that anything's possible I know that could be a part on this board and as you know that as I ran twice and so I'm still trying to okay according to the policy vbe is that each board member email me and copy rachel board secretary individually your top three choices no later than 2:00 p.m. on July 9 2019 the candidates selected with the interview July 2:15 2019 beginning at 6 p.m. so email those to myself and Rachel we thank you guys for coming to introducing yourselves and you're welcome to stay are you welcome to fade leave if you want to before the superintendent okay before we 18.1 just to let you know the board and the folks that are here we've been kicking around

whether or not we should film board meetings so we wanted to do some trial testing and show it to the board and the board still needs to make the decision whether they want to do that but we didn't know how it was going to how the footage is going to turn out so this is a test run and if it needs tweaks the board needs to create policy if they want to do that okay all right 8.1 graduation follow-up discussion we've had some discussions about our last two graduations at the event center we had one graduation ceremony that seemed to be a little overcrowded and perhaps some of the processes and procedures we've got both principals here tonight to help answer any questions as always we know the culmination of graduation is a celebration time

for our students and the accolades that they get as they walk across that stage and get handed that diploma and it's a big night for families and we wanted to go as well as it possibly can to always be tweaked it can always be made better and that's why we have these discussions so with that being said I know some board members had some discussions let's start throwing out some ideas and let's suppose that we're talking two years from now I mean this will apply to all the graduations but some of the things for next year when we're on two different nights won't have right run two different nights next year right it's ready and that's what one year when you're new so then we're back to both for the same day right well the

same day brings us special issues but let's talk first about how we decide how many tickets we're going to give away that's really up to you guys and how how did it happen this year that we gave out too many tickets and please just open those definitions not to put anybody or anything our practice has been that we give out slightly more than the venue hold we it was a practice that was in place when we were at the church and in accordance and and I went back and look we actually gave out probably three or four hundred less tickets this year than we did last year that is built on the premise that quite a few kids do take tickets for folks that are not going to be coming to the ceremony and we

do want to try to be accommodating with as many families as possible to try to get as many of their desired guests there as we can you know I'm more than happy to change that practice you know just kind of what has been in place and so what we have followed I mean I think the numbers I sent to you after I look back I did include the tickets that we give to the graduates which really aren't really a ticket as much as a keepsake and so I know that our class size at rate eyes a little larger than stouts and so there is an impact there we traditionally have given 12 tickets when we move to the new venue I have the old venue when the class sizes were a little smaller we were

giving 9 if we were still in that thing you would be giving about five you said you you said you gave 12 yes so for our students it's all online now but they fill out a ticket request application and they have to list the name each person that they're giving the tickets to so you can't just say I want 18 tickets or I want 20 tickets you have to say you know ticket one is going to mom ticket two is one Crowl ticket three is going to you know have written ticket for is going to whomever so you have some kids there are we go back and look some kids do not request 12 they request five or six because they are not you have other students who request all that all the slots that

are listed on the electronic now that's a good idea I'd like the South also prints a space for the name there's no way we can police at but I think it's big Eagles 3,500 we hold 100 tickets out school board VIP entire teachers I have to request the record ticket requests with 68 tickets in 2016 what I do is I'll tell my students early on mid semester but it really depends how many students graduate and what I've done the last 20 years is I just take and that's how many days there are and that's hard to predict at the end because you've got some students depending on Missouri options Success Academy they'll pull it out in the last couple years and those are really that's a really nice problem that if you have ten students

that's just me saying this I don't think we should give out more tickets I'd rather have less seeds and have a better job take a chance on anybody else have any comments on that well having been involved in years and years ago I understand the dilemma because you'll have a lot of students will ask for the maximum and they'll show up with six people so there you've got an empty auditorium but if you give them the twelve then you've got an overcrowded but it was my understanding that part of the one of the issues was the seniors on the floor it wasn't so much that there wasn't chairs it was miss counting by making people go in the road and there was empty places so it's my understanding that was enough route there was nothing

chairs on the floor for the seniors to set in they just weren't corrected that's a we did Cimber to what they're doing now breakdown we gave a few more than we thought would show up really hope they didn't problem and it's it it's a double-edged sword we can limit and that will result in a lot of rancor on social media and some tools and things like that that sometimes it's a headache that has to be managed or or you know you know we're trial so what we try to do is kind of strike a balance with that to try to you know be accommodating to our families we do want every graduate who has you know and everyone's family makeup with a little different we want to get everyone's family there as we can we

also don't we overfilled arena like we did this time then you're limiting a lot of people might being able to hear hear pay attention and along with that separate from that but related is last year we had the discussion that we wanted our extra duties security people to be in the seating areas not on the floor so that didn't happen we know why we decided not to do that so we just did make sure that it did happen because they were down floor and they were not up in the seating areas helping to control make sure people's didn't stay in freeways that block the water okay I will say this just historically we've got several principles that have done this that's all and it's at football games it's like whenever you have more than three

security guards they so I would like to solve as well so let's tell them the stand what we wanted was award I don't think we had that problem as much at the when we were at the church because she had teachers and administrators you know well actually you know that's security cars did not carry do that work this teachers did yeah so that's why those as much we thank you can't you determine based on the number of students that are graduating and I mean I make that determination or the number of teas that you uh allow out and we do to some degree like I know that next year we will have to reduce because our class size will be larger than it was last year next year's are spiked here and so will probably

at best be able to give ten probably nine tickets again is doctor over felt alluded to a lot of it is down to the wire the last few minutes depending on lock in asset number because your class sizes could be greater one year and less the next year I think it's a judgment that you guys need to make I think that's what we do we provide you know I used to quite a bit I gave my tickets out and I was full so now it's not gonna happen every year but this year the perfect storm created and we've had that so many in the in the arena that have also called parking problems so filters down so I just again my opinion more manageable and I like the idea like you I think doctor felt

says holding some back and that's what you know holding him back for leaving the kids you know who may or may you know how many might have graduate are eligible to graduated the last minute and hold us back but I think the overground just brings about a lot of that extra noise and y'all LinkedIn I don't know maybe it doesn't but it just seemed like from the stage expert tickets consider some kind of I was hearing reports you know one rate times tickets it says and I am I know there were I was being told of it's a group of baby seats and I'm wondering if we need to switch that so that everybody I think overall having in the arena is better it's the best situation we have the other thing that I'd like

to talk about is back on our side is the security what is who's making a decision about what they're going to screen for at the security entrances you actually go to the venue's call and it's really the venue is the one who wanted to have the screen in the first place we can certainly have that discussion for venues to whether we have a screening at all or even whether we have a screening for survivors I think that's in the email they're looking for dangerous items on the screen they weren't looking for noxious items industry and certainly there were some noxious items that made their way up the Wiggins we can tell them to look for whatever we want to look for now the more in-depth that screening goes the slowly fills we have to find

a way to speed that process yeah I would say very probably yeah five hundred people outside and the processional started were seated they just opened it up they stopped the screen because when you're having a hockey game all the influences are open yeah with security we're trying to filter them all in through one so we need to figure out something but I like having the screening for sure we just need to figure out the power house here we also have paid for additional security officers remember we had the parking issue to do for and so we pay for additional independence police officers we certainly could they just you have any kind of boilerplate sets that they do for graduations and we pay for the number of you know hockey games the other entrance is open

is the engines are reaching for graduates is that really wouldn't work because honest and over more yeah but but we certainly could have more folks there's just a matter paying for the said that up that's that probably is a fairly simple thing to do that now but let's and I'll say this I know you're getting there but obviously this discussion will continue with our principals and their superintendents after this meeting because there's a lot more to get into to try to meet some of you know the goals that always have to present the best you know production we can present that happens every year what can we do differently and we see tweaking every year and this is really good feedback to discussion I like the Bettany though do you all like it they're better

than the church I mean the church was beautiful that the kids up there in the choir loft I thought they just it looked gorgeous I just thought it was so pretty but I like this venue because the noise is more absorbed and I just like I think I will say I don't think opening the door having on the ticket opening the doors at 7:30 was enough time given the extra security that we did this year I'd like to see and then I think if we're gonna close the doors for the processional it would probably alleviate a lot of anxieties and here among those that are stuck outside to know that they will be led in once that's done because there I had my own sister texting me while I was on stage so I think

if that was communicated upfront that this will happen at this time that it would help some of that anxiety I just curious what are the things that you are scanning individuals for and what are you looking for when you when people go through this the scanning process this year it was just dangerous items knives guns that sort of stuff in other words things that reduce yeah the locus of the screening was to create a safe environment not an obnoxious free environment yeah yes I think if you have screening for every little thing you're gonna tie up the people and I know that they want to get in they want to see the whole process they don't want be held outside and it does I would say it does create a level of your removing the

objectivity moving towards subjectivity if you're talking about a noxious items because well some things would be obvious at the outset like the air horn kind of thing some things might not be as obvious you know we're looking first at the cowbell or with the the horn that you use at the soccer games or you know have any number of things and and so it does create and sign at times also then that that conflict one of the reason we went to that venue also was to try to remove some of that stress and then we don't worry as much about you know the obnoxiousness of the crowd there is about their own the wings not artificial annoys me exactly what I'm saying the silly string or stuff like that and it's certainly open for discussion

as to is there may be a bill around we can strike but that's that's why it is as it is it was really just weapons the things that you will allow when you will share that with the board cleans that's going to be the discussion that we have yes yes I think there's going to be a summary of good summary that these folks will put together and there's some ideas already floating around what was what is their reasoning for closing the doors and it's just to try to keep the focus on the graduates so we source of close what's up which doors remain straight Club to the entry right it's just dinner budget so parents again parents are going there to see their kid and I do you think that when you close the doors

it allows as parents in the audience you get the chance to see your child walk in if people are still filing in sitting down I mean I'm gonna be a really with that but we need to do it 10 minutes before 4 p.m. for such a rich point what we could do instead is is have people at the entrances to a bowl and stopping people there so we're continuing let people in the outside door and they waited that you the vestibule outside the walkway outside of the bowl and there's certainly ways we could tweak close the doors when procession starts we need to let people know that's going to happen be in your seats you're going to miss the procession or the things we'll be looking at is what is on the ticket I just

want to say to you thank you guys you do a great job year after year and it is it is an honor to be there with those kids and I know you guys got to make point to bullying and harassment update we have mr. Lee here to board at some time ago to have an update we implemented a new program this year and collected data both first and foremost we want to have schools that are safe all students feeling that they can pay attention to their math the paper they need to turn in the test they need to take presentation they're doing now worrying about how they're treated by others and so that's really one of the reasons why we focused so much on on bullying and so this is just a bit of a

summary from this year we have several new things we want to give you an update as well as some ideas where we're heading so starting off and you have this presentation as a PDF if they'll help to follow along with me that's great starting over just some some definitions I'm not going to read through all these want to point out some key words one of the things I'll talk about later is just that bullying as you may or may not know can be overused and so there is actually a very specific definition of yes because while students can mistreat others and it's not uncommon at all for a teenager to make a terrible decision and mistreat somebody else doesn't necessarily mean they're being a bully to somebody else it still is wrong it still is

dealt with through our discipline policy or just through our behavior management policy then the necessary wise and level of bullying and so there's a couple of key words the degree to the bullying definition repeated or the substantial likelihood of being repeated so fits behavior that's happening over and over again and it causes reasonable student to fear for his refer safety and also the word substantial is use there a few times substantially interferes the educational performance or substantially disrupts the order the operation of the school so there are key points in the definition of bullying and so as we get reports oftentimes our administrators will go through and review what's coming in and decide that maybe it's wrong but it doesn't rise to the level of bullying okay and then also we will see on there

those definitions for cyberbullying as well as harassment and sexual harassment and I'll let you go through those if you wish you can ask me questions as we go through the presentation so there are other key things here we have spring oh these are kind of definitions of these major venues that we have avenues of getting these reports through to us spring killas new this year spring L is a anonymous tipster hotline you can think oh and so the parents can get on it community members can get on it students can get on it we advertise it at all of our schools all over the place as you walk into schools will see these free geoscience you can do it it's your map you can do it online I always the phone numbers our phone numbers

on screen now but you can do it all sorts of different ways and so we get several reports through Springfield we also report our billing data on a Google Drive and so administrators through more of a typical process we'll put these reports through Google Drive right now for pork ribs on spree Keo they continue that report through the spree vo system if they get a report through another venue stewed reports a teacher reports it whatever will go this maintaining in our ability report data Shirley and her team keep track of all that we'd be reporting each year on bullying that we have goes on and then sis k12 is our student database and that student information systems where we have those reports that are confirmed all right so we're district process mysteries log aim to

review spree reports all the time and see what's on there and act upon those as as they need they're going to be investigated to you to confirm nor when confer substantiate or not substantiate to court the building if administrators will document in screw geo system one of things will likely change for next year is that will document everything in Drive and so even those reports that come in through video will document through the drive system so we have all those reports in one common place and then they're going to documented this k12 or confirmed instances and that's where we're actually logging the incident for the offender and assigning discipline that sort of thing counselors and social workers follow-up for the individuals and having those conversations wonder one check-in and making sure they're doing okay calling

parents all that sort of thing and then district mental administrator follows up with billing level on each report these are for those alright so I have some numbers here these are the Spree do numbers these are all the reports that came in to screw do by incident type and knows the the top incident is bullying but we also those things that came through the screw geo system that were not bullying from verbal harassment the child abuse threats of violence and violence instructed behavior this is was a bit wide open and that's good we want there to be a wide open communication line from everybody in the school system that trusts that we are going to follow up and that they're safe and reporting this and so it might be a student that just happened to

see something else happen and they going to fill that report out because they don't want to be seen in the office or called out a class and then maybe a suit and recognizing them as being part of this you know the word that maybe the bully is going to recognize them then retaliate against them so it's really a good system for doing that and it was used 87 times this year so good slow me down I'm going too fast if you have questions along the way that's just great all right and then by location you'll see that most of these incidents happened in class that it could be all the way from the bus to the home to bathroom to on social media we have these reports we have reports of these things happening all

over the place and that's great again and one third would be that open flow of communication you will notice that most of the incidents although class and the number one category most of the incidents happen in a ton sorts replaceable places where they're trying to find the opportunity where there might not be an adult all right so Google Drive building investigations these are actually separate incidents there is as I pointed out here 87 in season spring you live with five incidents or 50 there are another but close to 100 incidents here and these are separate from the spree coincidence so these are unique incidents not overlapping the screw-you incidents and you notice that most of our incidents were in high school obviously there's a lot of rural schools well programs are going to be great

expectations we had a few incidents there these are incidents that came through more of the regular system and we established a Google Drive of the document to document everything that's going on from this we're gonna include students statements and fills out a part of the form there that talks about them and what they found and if they get substantiated or visited substantive then student information system these are the substantiation instance the ones who we're documenting the student information system and the documentation is always under the offender and these are the number of incidents that actually they may or may not have this one the discipline could it well I would say they probably I had discipline with this one may have ranged all the way from a conference tour all the way down to school

suspension depending on the level of incidents of number of times that offender has engaged in this type of behavior the crew just egregiously so you'll notice that we have about sixty or so incidents that actually were confirmed so start out with about 180 incidents down to succeed will confirm okay follow this is the first year dumbest and first video and we'd like to expand it in our next year we do expect it to grow next year this is what we found in districts in if that brats bring you on and there is a mostarda period where students become more more familiar with it more and more comfortable with it one of the interesting aspects about this review is that it is somewhat anonymous it's completely non so they want to be and so sometimes the

difficult first need to follow up on screwed you know incidents because they give they don't give enough information you know it's this anonymous thing about some kid bullied be in the cafeteria okay that's not really enough to go on but some were like that some of you give us enough information we can follow up but the point is that they feel safe in bringing that to the forefront and even if it's just that vague somebody bowled me in the cafeteria it still gives us information that's important that we get enough of those we start to see oh maybe we need to be having more supervision of service space because we're getting a lot more reports in that space Wow check the fidelity and follow-up we're always upping our game making sure that we're doing the

right thing at the right time you're visiting expectations with the minister's for next year and expanding supports for individuals individual students counseling and group counseling that's one of the reasons why we're expanding of our social workers we have for next year because we're just finding that students have a greater need so any questions we we have always had that yes and I would say that sometimes it is verified and sometimes there is a real issue sometimes we have students that are very sensitive to any sort of thing happening to them and we have had instances that like I could go into greater detail with you with you with we'll have a student that's repetitively giving us incidents as we follow up we're not finding any we're not verifying it and we've even found video evidence

to show that they will hypersensitive and there really wasn't anything there we try to be very sensitive to not only the reporter of the bullying but also who's being reported as the bully because it is it does happen where a student makes false reports and can you make repetitive or false reports and we don't want to falsely accuse somebody but we also want to support somebody when the real thing is happening it does it is very complicated for these administrators to discern what is in reality repetitive bullying incident or maybe something this is named false and important this is my first presentation on bullying and I appreciate take the time questions Samson II like that from a legal perspective we have an obligation to detect rolling to some degree on the continuum of a lot

very little and a lot seems like it's a pretty substantial sec where there's a legal and moral obligation absolutely as is illegal they have moral obligation to identify to use best practice in this to identify not to go out of which on but use brackets all right so my question that is how do I know we have best practices I don't want to know we have the best tools best practices sure and how do we know how do I know we have the right kind of the right kind of people and enough people to to make sure the integrity and so first foremost we use generally accepted practices I'll say that and we have a belief policy that's been written by MSBA and generally accepted across the state that is you know satisfies the legal

obligation that we have and so a lot of what we have for instance in Drive is certainly there because we want to make sure process that that is a good process but it is also our need for fidelity check is certainly also buoyed by the need to be able to substantiate a legal challenge and so yes the documentation we have there should be able to withhold against a somebody suing the district because certainly it's happened in the past and in other districts and could potentially happen here where a student is bullied to the extent that they end up harming themselves and districts have been sued because they were accused of not being diligent enough about following through there with bullying policies and so part of a hypersensitivity within districts is because of that that students

have harm themselves and so we are hyper vigilant about it and so when you go to any confidence so these guys will go to the Missouri Association of secondary school principals conference I guarantee you that there are bullying presentations there and they're talking about national norms how I know people on the ground it's possible sure sure it's apropos talking about there is our practices okay so our policy is msb a policy that is accepted across the state so our policy is so our practices are are generally accepted and that like I said when we go to conferences we are continued being updated on best practices and how it would identify investigates all bullying that may be going on the school you spoke about tools it's one of the reasons why we adopt and spring you

this year we dump in spring keel because it is a tool to be able to gather information that potential bullies that are out there and so we are certainly always open to additional tools that may be out there we have a very extensive video surveillance system in schools we use that extensively when situations like this come up because we are able to maybe confirm bullying kid cases were a student maybe you know denying doing what they've been to what they are being accused of doing some time you can confirm that but the best tools that we have are our adults making relationships or kids number one best tool possible and at all of our schools we rely on developing those great relationships so students feel comfortable and having those conversations with our teachers really any

of our staff members and staff members can recognize the changes in behavior of students that is the number one way of identifying issues within schools is for those relationships results and the identification of changes of behavior and so yeah that's our number one tool now to your point though this is an inexact science you're dealing with relationships and and students that may not be forthright in what has actually happened it is very complex do we have all the people we need in place I think we have the right people in place with more help more can always help but we do have to strike a balance obviously and what's fiscally responsible we do believe that we have a need in providing the kind of social work that our social workers can bring and that's going

to help us extensively because we do know that students need those support systems one of the things I'm not addressing today we also have our SOS program sports of suicide and one of the prog one of the the big MCS of that program is to identify students who are looking at self-harm and that's really the main thing you want to avoid when you're talking about bullying do we want to stop the bullying process absolutely the main crux of it though is to is to prevent students from self-harm because they feel that there is no hope we try to bring hope one thing one thing dr. have to not mention and as far as bullying and getting at is we need to educate our bullying is you know at the youngest level this district has been

recognized the buildings in this district have been recognized through the PBIS positive behavior intervention support modeled through deci for the last three or four years as a distinct district that part of that puzzle of PBIS is working with students to model good behavior being a good citizen those kind of things so those are worked into the lesson plans and dr. F can speak to it more extensively but but I think I'm the point i'm trying to make is is a lot of times kids come to school and they learned how to become a bully at school they've seen it somewhere else whether it be TV whether it be home and it's our job part of our job is to model that behavior through our staff and through the lessons that they do in the interactions

with other students so just thank you one thing to expand on that is to say also that abilities are not there's typically underlying behavior the bullying is a manifestation underlying issue and so part of the social work in counseling is not it is certainly towards the victims it is also very much towards the perpetrators because there is a reason our students are acting like that that behavior management through the education is really critical for us then we have surely earlier on the other side of it that when the bullying gets to an extensive amount and it becomes an almost an AC policy issue investigating that's a whole different different process that she goes through and digs deeper so we can try to to mitigate the issues that are at hand so Google Drive sets up

and it is designed in such a way to support that process yes and if you look at board policy you know they have two days once they get a report bullying to investigate start that process at the building level and they don't want to job investigating you know either and they'll send me an email to let me know that they type a bullying investigation I will review the documents and sometimes I have questions so most times a great job the building administrators know how to investigate his own relationships the high infantryman Brian great people in place for that you know that's what well that's why we have buildings that don't have barbs on windows and metal detectors as defense we have people who build great relationships with our kids and they gave our building sick

so when there is an issue like that they have someone there they going to talk to and we have great people in place to make sure access the Spree you know they there isn't you can download an app and actually the next I should have brought the poster but there is actually posters in all of our buildings throughout facilities that show the website and that you can download the app and it's very it's very easy no they do at home a community member can do it you don't have to remember a part of our our school community and some of that happens a person's sitting on their front porch and they recognize a couple middle schools walking home and they're kicking one kid around they can make that work and we get here and their

reports like that and so they don't feel the kids go protected and so do the parents in the community because they know that that information really is going to be strictly helped known was by the way system was set up so we then charged with the full investigation at the building levels and we keep those right are we communicating that the parents like parent-teacher conferences as a parent I didn't know I could week I thought this was forward with students sure everyone can we make sure we're doing Danielle's bags that you sent home letters to parents I believe it launched it would have been an entire spring just kind of first year still trying to get the message out but we could share it on social media so focusing on website there's a link right

there I'm saying and so here you say that did you know I get a free go email every three weeks I just delete it right at once but I don't remember it but I know if I'm getting the same email once every three weeks I believe it's also the her that's a good time and so our hope is that with if something happens yeah so yeah so we need to I got an email that's have to freak down that at the top I don't start out because that's immediately important together alright item 8.3 enrollment center update enrollment online open today we train today what's tomorrow so we train around 55 step today and to go our goal again and it's my goal every year probably not going to reach this goal but I would love

to see 100% of our patrons actually do the online robust process we have about 70 to 80 percent so asset class when it hurts us in that we're pushing through to sleep to get them to roll that gets better for you if you have not been able to visit me lately when you dairy is called the enrollment center you need to come over and see what we've done with the place it looks awesome I have to say so myself so thank you so much for your support if you have the Raytown pad we've got the message we'll just a moment ago about that I know that's right yeah I know we have library we have we still have that would there be a way to honor and somewhere on your own page say hey you

can go to these places to access Wi-Fi or whatever cuz I'm wondering it definitely be part of the issue probably 2020 staff last year she's got 50 this year remember people they don't generally enroll until a lot of people though they wait till the very last people I see her here in the next few days you're gonna see a lot of people probably ask questions my efficiency dr. Davila bus would you give us a certified it's coming along pretty good teachers so when you see that social media that we have openings and Twitter that's like the best it's not [Music] 8.5 saying the levy discussion as you know the the tax levies and the assessments are in the news I just got a flash on my phone of those from KC star that Jackson County

has extended the filing of appeals to July the 29th which that's going to be interesting because it's kind of tightening that window for the Board of Equalization let's say if you did not if you you were denied your appeal your next step would be the Board of Equalization and that's gonna happen probably in a lot of instances so it's pushing that window of on August 1st is here and all the appeals are done we've got basically until mid-september for the Board of Equalization to get there whereas before they would have July August they'd have to nine points rather than month and a half so it's tightening that window when we go to set our levy which will be on September the 23rd of this year will be the tax rate hearing when we have that

so we'll see how that works out but Steve is you know I've been putting some numbers together as we told you a few weeks ago we'd start having some discussions about what rolling the levy back would do one for the district as far as the revenues that would be lost and also what money that would be put back into the pockets of property owners both residential and commercial we have a few scenarios now these numbers could change you know right now we're looking at a roughly 750 million dollar assessed valuation number total okay as the appeals work through and the protests the potential protests of paying taxes could occur oh that number could change will have change by 30 million probably not I don't think it as far as what we're hearing from what a

reading in the Kansas City Star with the county executive in Assessors Department if you see a thing about a whole new plant no no what I saw was they are giving a they're extending the deadline the file appeals that was last week County legislators came back and extended that till the 29th now what I did see was Preston Smith who is on the board of equalization that maybe what you're talking about Brett who's come in here and worked with us before and didn't in the demographic studies he's on the Board of Equalization representing Blue Springs now how the Board of Equalization works the county executive appoints three you'll read that they're independent of the county government maybe that's yet to be determined under further questioning maybe not and then the school districts get a member

on that as well okay and then the other taxing end is have a person so Preston Smith argued that why don't we just cap them at 14% the increases so if the average is 17 that's over here if your increase is over 14 it's going to stop at 14 the county would have to take that up at their next meeting take it up today so anyway Steve is it's got some numbers here for you to see the preliminary assessed valuation is currently the most up to date number we have is about seven hundred and forty nine million received that last week there are a couple of factors as you know that goes in to goes into the calculation of a homeowner or commercial owners property tax their ability that one is their assessed valuation their

home value the rate in which that value is being taxed their percentage obviously then the wedding and then of course what that tax bill is so to there's a lot of information on the suppression but really what I want to focus your attention on is the green box and the light blue box here on the left the average home value in the city of Raytown is one hundred twenty five thousand one hundred dollars that is taxed at nineteen percent of the value so while that homeowner is taxed on this is 125 it's nineteen percent of us with twenty three thousand seven hundred sixty nine dollars if the school districts portion school districts portion of that levy and the levy is more than just us you have the fire department you have the library you have

other folks who are assessing a levy on people's property so once again that homeowner 125,000 average price their tax at nineteen percent of that currently currently our levy is six dollars and 32 cents per $100 of that taxable value so what that homeowner is going to owe the district is around fifteen hundred dollars if we drop a nickel off of that let's say we take that that assessed that the levy from 632 to 627 that fifteen hundred will drop to fourteen ninety so their annual tax bill to the school district only will drop $11.98 if we drop it in mineral we drop it behind miss 2377 we drop it 15 cents is 35 65 and if you drop a 20 cents it's 47 54 and you can kind of see that I mean at some

point I just stopped doing it and we could take it down to a quarter 36 35 cents Vicky since whatever that baby and so the average home for us Kevin to be there you can I think you can click on this box right here would you type into that 200,000 so that's an average home price in Raytown but let's say you have a $200,000 house now you're being taxed on 38,000 remember that hundred twenty-five thousand that tax bill is fifteen hundred that $200,000 house gets a tax bill from the school district if you will of 2,400 if it drops a nickel it's $19 less if it's drops of dimes $38 less 15 cents 20 cents you can see the reduction depending on what we might drop the left they need to plug in whatever your

home value is and you can see what impact it was first number one 25 years things the average on the new assessment that that is a strictly district Google search Oh Everage home price in the city of retail 125 thousand your own numbers a problem is 125 was $1,500 tax and 200 is $2,400 tax that's where the everybody's angry not our ball but that's what everybody's angry about that you'll have under 25 previous value 200 current if if anyone up here in your example if everyone up 75 thousand dollars at that same house one from 125 last year to two hundred thousand dollars this year yes that that would be the stick are you gonna talk about Hancock I think yes I can talk about that here to say okay I just want to give

you the practical the practical impact of lowering our left to to a homeowner so the homeowner in this case if we drop in 20 15 or 20 cents 20 cents they're going to say $76 so those circumstances occurred the practical side also is that our homeowners are going to get a rebalancing of their mortgage so when this information slides into the mortgage department they're gonna get a monthly no doubt about it and that's so on from our paperwork we can do the math from their paperwork is cash out with high five because your property value and that's all sort of why they're upset of them no doubt and they're also scared about that and there are some elderly people out there that are going to lose their houses because we talk about dollars and cents

is math it translates into the people the people's ability to survive and what we have to balance I say we collectively is how do we balance the demands that were placing on our taxpayers and the expectation that we educate our children yeah I understand that but Hancock was Hancock was designed not sure and the exception to the Hancock amendment that's written in the hand calculator is if the voters approve a set and our voters and people when they prove that 5:16 they within the Hancock amendment said yes we know this could roll back but we want it to be at 5:16 well I know that but we also were partners in an arrangement with the county where they develop this system that is causing all kinds of consternation within our community we were partnered with

that and I am always wondered to what extent we may have known that the property assessment was going to increase and also one know at some point to what extent did this board discuss that Hancock would not be an option if we voted on that 11 what was the discussion that took place by this board well then he thought them was there any discussion was there discussion about Hancock when the when when this will send a fax got rolling here was there discussion about Hancock and about the increase of property of the potential increase in property values and then and that if we passed the levy we lose the Hancock option is there any conversation about that with this boy we're talking about whether you can verify this when we talk about say the levy

in this discussion I asked about Hancock and roll back and stuff every year I always ask because it's confusing but I know about it and I want to know more about it so I ask again here but secondly this issue had to go had to be voted on by this board and going about and December there was no way that we knew any of this was going to go on as far as this assessment when we put this on the ballot and December so there was nothing to various going on by this board or no lack of oversight or lack of discussion about Hancock in conjunction with putting this issue on the ballot there's an affair this I'm suggesting that we had a partner relationship with the county if an investor in this system and

in this system what we believe to be the case based upon what's said in the media it is it is a horrible system it was not done there was not executed property it may have it may have issues with into the guts of the system and we were an investor in that to some extent now I don't know what the contract says I'd like to read the contract I'd like to read the file I'd like to read all the correspondents that we may have had with the county before the past is since we signed up our arrangement with them we have some culpability on this thing because that's at that system that no one's proud of that system right now in Jackson County no one and I think most if not all the taxing entities

would tell you that the system of assessing property in our county has been broken for years I'm not worried about that well to your point you're saying that this system is broken the system as always that's a I would say the Citiz system the assessing property for a number of years has not properly assisted and that's that was the reason that we contracted with a third party so-called expert at the cost of 450 total dollars to fix this system and we end up with this stuff and that and so to some extent I want to understand this I want to understand the contract I wonder understand their commitment I don't want to understand what kind of discussion we had with the Jackson County property tax people prior to this bond issue being set out and

whether we knew whether we knew or should know that Hancock was going to prevent us in this community from having everything often that these other communities own and that is the right to Hancock I want to know that well let me discuss the contract on Arista contract I'll tell you what it is let me tell you what it is it's an MOU there's no contract it's a Memorandum of Understanding that we partner with the county to try and improve the assessment system in general as I mentioned to mention to you before this board took action with the Board of Equalization on 24 properties in this district that were under assessed by more than 50 50 percent and some at 19 percent example the Walgreens it sold for 5.3 million dollars is assessed at 1.7 come

year after year after year commercial property yes so that are some those are some of the things that we we needed something new to fix those kind of things okay because the residents are paying on the backs of this corporate welfare that's going on not only in the Raytown community but across this entire state okay you combine that with the TIF structures that are out there the residents are paying for that okay personally me in 2009 I bought my home for two hundred and seventeen thousand dollars when I moved to this community in 2008 okay it was assessed at a hundred and six thousand dollars less than a half it's its value I went down to the Board of Equalization asked them to raise maybe the first time in history looking for a metal or

pat on the back but it's the right thing to do how many others out there in this community in this county are assessed at that amount I think we're also finding out even though we may think this is a system that is wrong it's messed up we're also seen on the other side that people have been paying way less than what they should have been for years and years and years now are there issues here there are and that's why the appeal process is there not only through informal appeals with the Jackson County Assessor's Office but also it's a Board of Equalization so is this a perfect system I don't know yet because I think there are some issues in it our involvement our culpability I disagree with you that we have culpability to a

class-action lawsuit or whatever it may be but this board worked to try and bring a change to the assessment practice where it was fair to all the folks that live in this community now as far as us knowing what the meetings that we were having with Jackson County we're getting updates on the progress that they were making assessing progress okay if we have individual amounts of what they were gonna be no we had they didn't tell us that they showed us how they were doing it by aerial photography by how they drive by these things and they can take measurements of the properties and they start basing on that they didn't give us an idea of how much the assessments were going to go up the best they could say that was about 5% at

the time it could be at 5% we had no expectations of 15% when we when we get these numbers here in June it no expectations of that did we it makes it sound and maybe some people are saying it for me not only Facebook so you know I don't have to get secondhand information about primary sources on Facebook but that we knew this and we did this on purpose I think the people sitting here at this took this around this dies because they know that didn't occur that didn't occur what we were thinking 5% growth it's going to equate to a two million dollar increase in our operating if our tax payers move that 13 cents over from debt service into operator we were looking at that's going make up about a two million dollar

increase and that's what we were banking our budget on well I appreciate that I've heard that before I appreciate that but but I think I agree with Ken City Star now something to other information Kent City Star said that the way to handle this is to apply Hancock in many jurisdictions have the legal light to Hancock weird who said not only recently we don't have that because we voted our way out of that and we can still do what's the right thing what the other [Music] jurisdiction to to 6:27 do you did in 620 but does that make you feel any better the thing that makes it that would make you feel better is you would say we get the same right that blue scrapes gets that's called the Hancock Amendment and it was it

was intended to not have this occurred it's been adopted in many states throughout this country to prevent that from happening and prevent people from losing their homes and I got a mother law down on the lives on on my on my street that's got a severe case of dementia fixed-income she's got the most expensive house on the street and it's falling apart now I'm just telling it we can those are personal issues and there are so many more and Hancock said we're going to throw that out but it's not happening at race now because it did or did not but I'm saying we have the right to we have the ability to fix it we already agreed that we already agreed to this there's never not the necessary do anything but we look at the

numbers well I felt the number that makes the most sense is what everybody else gets it is in this community so within the Hancock to say we want to set the levy here whatever here is outside of the Hancock outside of the rule okay that work so what you're saying is that you want to follow the Hancock Amendment and not honor the 58 percent of the voters who said we want it to be a 560 we know but we have to we have the responsibility to consider to do what's in the best interest of people because these circumstances set forth in Hancock did curve we can adjust that down the Hancock if we so choose that right or wrong this isn't right or wrong this board accepted levy the operating levy anywhere down to two

dollars and seventy five cents no I know but I think if we're going to think about this doing mathematics on evaluation spreadsheet is not the issue I think about Hancock and our taxpayers is the issue so when when I was requested to do was to show you if we did roll back what the impact that we had so let's just take this an example for every nickel it's 19 that is $19 you go for $200,000 house if we want to the Hancock as dr. Marcus said in the past that's about 50 cent reduction so if you multiply that by 10 you get to 50 cents that's a hundred and ninety dollars that this there's $200,000 home would not pay in taxes if we roll it back to 50 cents the absent of the vote in

April we would be rolling back our levy operating levy they've got 50 cents showing you also have in there the on the roll backs of it shrink it back down if you will Kevin and go to the side of it where as we roll it back the financial impact to the district se in the understand where I pulled off the dissolve the debt service side so at the end of the day the taxpayer the day our taxpayer pays us 632 and if we shave the levy off the debt service side which is what I'm showing here the operating would stay the same at 516 we would reduce the debt service from 116 to 96 or whatever we cite that number should be the impact to the debt service is a deficit spending over the next

couple of years but and using our reserves I'm talking about our reserves on the debt service side right so there is an impact and we can probably live on entire debt service reserves for probably two maybe three years before before they get critically low and so we can we can shave off the debt service levy I would recommend we not touch the operating levy but if we are going to reduce the levy and taxpayers is that we do it on the debt service within those two to three years where you do that Authority as a board and cop is not affect the debt service side you guys having a ceiling there you're always rolling it back you've rolled it back for ever since I've been here and then they've rid of 20 cents a year

roughly that you that you could have been collecting so if you take a couple of years and we go through the debt service process and spin down those balances a little bit you can if it looks like they need to be going back up you can raise the debt service levy you can even balance it out by raising the debt service levy and lower in the operating side on the other side if you're good there you have some options even with Hancock even with when you don't necessarily have new construction when they toss that stuff you've got some options as a board but again we're getting down that path to where when we get the numbers more secure where they're at we just got our pro forma forms today from deci and state auditor's office

okay to fill out what and begin start filling out what the tax rates going to look like that may change tomorrow with this this extension of a deadline for appeal so that's why I don't think we should argue too much about it right now we need to play this out a little bit longer but when it comes at time Steve we need what we need to see is what we would have received in revenue and Hancock been in place and what we're going to be receiving after all this goes to the water then have a discussion so these numbers here are not adequate for us to make it this no they're not tonight is an information and that once again what I was asked to bring us the impact to the taxpayer we also need

to know the impact when they does that and we're gonna have that here's got that there that's what I'm saying the impact to the district is and what the actual and this this box right here point but point six six no no I or six point nine six point six six that drops that drops the levy of total 50 since this was right out the hand on okay so as I stated in this case this would save this homeowner $200,000 I'm sorry one hundred ninety dollars a year it would save this million dollar business $1,600 and it would create over here if you see the impact to the district now this is just on the debt service a reduction a deficit of 4.6 million dollars that year next year in our debt service now we

would tap into our reserves we have 800 we have 8 million in reserves that we've tapped into the penny but in our preliminary budget we came out with a deficit our preliminary effective discussions we're going to have it but then with the new all the new assessment we are not going to write inside that's correct we are it's because you feel included we are anticipating a deficit on the debt service any other questions thank you dr. Sheldon thank you I think the new system seems to be fairly for not fairly but much more ridiculous and I haven't heard people complaining about their valuation as much as they're complaining about the English what the increase is what's people are mad about well I filed my protest today because I'm mad about what they put in the

valuation how the price of a home has never been sold in our neighborhood but I got data that data and you may not we've got a whole day people are flame and having to spend an enormous amount of time going to the county to convince them that they bumbles the process okay and you collect all that time you don't get it charged anybody for it so people are about it when I want to protest today and I intend to go and have a long conversation about they're upset about yes I neighbor across the street is upset I'm upset I'm more upset about the increase because my valuation this year was much closer so to what it should be than it was last took the unfinished business of the agenda done let's go to new business

technology sports or the program evaluation yes valuation any questions comments okay let's vote on this please human resource program evaluations I think you've answered it because my question and the partnership with the University of Central Missouri so you also utilize Facebook based off you can statement previously more advertising about openings and so you said that you get a good response back from the Facebook so to grow your own program that's a process of how many years before we get someone I'm sorry now I'm at the how long does it take you to grow a person to work in the district how long how many years is involved in that we have several they're kind of going back they they're going into education as a second degree we think we have several of those and so

what we're finding we're doing a partnership with UCM that those they will send their degree and their hours - you see em they'll figure out a program for them that they can go to school at night or our beginnings or whatever and continue to work and then when they get their degree when they're they have to do their student teaching we're going to allow the student teach and still work because that's always been a problem we'll have to quit their jobs to is to teach so we're going to work with the university we currently have two days that have degrees that have been working for us for so many years that were weird they're in school and they're they haven't finished their degree but because we went ahead and hired them as a special ed

teachers they so that's we're trying to be more creative particularly with special ed because we just don't have as many candidates and in several of our ayahs are people of color that's something that we're looking to do is to to hire more it just happens to be that way that we're trying to hire you know we're staff members that look like our kids and so increase that percentage and so that's another avenue we have for getting more diversity in events but our IAS are great yeah they'll have a bachelor's degree in something else or almost have their whole degree you know just only need maybe one year and so we're working with the university and how to grow give up so do you feel that these programs are have the potential to meet the needs

that or hiring I do I do we just recently after just came out that that I talked to University of Missouri to it with their student teachers we're gonna get sixty elementary can student teachers they're gonna do a junior block with us when they do just do small group instruction for a couple of days a week and then a lot of those will then just to teaching with us and the good thing about that is we kind of hit the pick of the litter when we get that many student teachers we could hire usually hire them in here and we have candidates of color you know they're high quality the whole area a whole metro area tries to recruit them because there just aren't that many well there aren't that many young people going into

education and there's even a smaller percentage of people with color so if we get someone that has high quality to meet that thank you any other questions okay then we move point eight the consent agenda which was change overs for long projects the emotions go through the change yes oh it is mr. president I move to approve sir the motion of a second any questions or comments let's vote on this please we need a motion to adjourn and then remember we need to go back into closed session so we have a motion we have a second any must vote on that please okay why don't we take about be back at ten after
